1:57 and I live up on squawk I suppose three
2:05 points first one is going to be a little
2:08 bit about strategic plan second is the
2:12 presentation on the master mobility plan
2:16 I'm a little confused but I don't get to
2:18 speak after the presentation so I'm
2:20 going to speak about it now and then the
2:23 next one is the cities the city that I
2:28 prefer they gave you a different option
2:30 from varieties of cities okay so we're
2:32 going to start with this strategic plan
2:34 I don't know if everyone is done there's
2:37 this their survey but you will notice in
2:40 the mobility area that the sort of
2:43 actions are counting right we are going
2:48 to count how many people do this or that
2:52 now just counting might inform you of
2:56 what's happening but it doesn't give you
3:00 a decision tool for change what you need
3:03 is you need a goal that you're trying to
3:07 get to and then you count to see how
3:10 you're doing toward that goal I'm
3:13 hopeful that the master mobility plan
3:15 will actually give you those goals but
3:17 the way the strategic plan is written
3:19 you're successful if you count and if
3:22 you're just counting after five years I
3:25 don't think you're getting there
3:26 are you getting towards something so
3:29 that would be if you haven't done the
3:31 survey if you can tickle that in your
3:33 brain now the presentation for the
3:36 master mobility plan has sort of a line
3:39 like this with funding like five boxes
3:45 downstream and funding because of the
3:49 way the state has sort of set up the
3:51 system that it's easier to get capital
3:53 funding rather than it is service
3:56 funding your maintenance funding funding
3:58 seems to swirl all through your plans
4:02 you can make as many priorities as you
4:04 want to but if you have no capacity
4:07 to fund those priorities then you might
4:09 just be spitting in the wind so I would
4:12 prefer to see sort of a circle that
4:14 would allow more of a weaving and not a
4:19 time order now it may be that that is
4:22 the intent and it just came across as a
4:24 line but I haven't seen the presentation
4:26 yet to comment on so I don't know and if
4:29 this sounds like gibberish to you it's
4:31 basically all decisions would be spiking
4:35 out from one another having to look at
4:37 all the component parts instead of
4:39 making your decisions saying we decided
4:42 then then moving on and saying oh how do
4:44 we fund that and you say it's not
4:45 possible and you start over so I'm
4:47 trying to to get rid of that and then
4:50 the last one is Kirkland and I can tell
4:53 you why because Kirkland has said
4:55 congestion is here to stay and we must
4:58 accept the fact that we cannot build our
5:00 way out of congestion and we want to
5:03 accommodate cars and make it as good as
5:05 we can but we are not going to make it
5:07 so you can get through town quickly ever
5:10 again and I think that is the moment
5:13 that our town has to get to before we
5:16 can start making reasonable decisions
5:19 Kirkland has already already been
5:20 through it our community is not there
5:22 half of them say you can't build your
5:24 way out half of them say you can and to
5:27 me that is the crux of the conversation
5:30 that you would have and that is why I
5:32 would consider Kirkland to be the best
5:38 manual so to speak ok that's it thank

8:23 having me my name is Bennett Ashbaugh I
8:25 am Public Works operations streets
8:28 manager I was part of the original
8:32 strategic plan team that got together to
8:36 start putting this this whole process
8:38 together so I'm one of the
8:40 representatives from that team and
8:42 basically we're going to do a I'm here
8:45 to present what's included in the
8:47 strategic draft the draft strategic plan
8:50 which is now out for community review
8:52 this presentation will cover three areas
8:55 I'll provide an overview of what's in
8:58 the draft strategic plan we also talked
9:00 briefly about community engagement and
9:02 how we can get involved and finally the
9:05 next steps in the strategic plan process
9:10 work on the strategic plan started over
9:13 a year ago we established some key goals
9:17 that would help the city make a more
9:19 strategic approach to our work
9:21 they include provide a clear vision and
9:24 a strategy of how to achieve that vision
9:27 at its core the strategic plan wanted to
9:30 work from community priorities it is
9:35 seeking to strengthen the city's ability
9:36 to make deliberate forward-looking and
9:38 informed strategic decisions allowing
9:42 for near-term actions which can be
9:44 understood with a strategic context
9:47 increasing the use of metrics and
9:50 performance indicators to regularly
9:52 gauge processes and better inform
9:54 decision making and ultimately the
9:58 strategic plan is an important means of
10:00 communicating to the communicating to
10:02 the community
10:04 about the public's plans and how they
10:06 will work to meet community goals and
10:08 aspirations because community priorities
10:14 are so critical to this plan we started
10:17 with a broad community-wide engagement
10:18 process to gather a wide range of
10:21 thoughts and perspectives from all
10:23 corners of the community we established
10:27 both qualitative and quantitative goals
10:29 and checked in on our progress
10:32 throughout the initial engagement
10:33 process this slide shows the internal
10:38 progress report which we monitored on a
10:40 weekly basis and adjust our strategy
10:42 accordingly a part of the approach was
10:46 to check back with the community
10:48 throughout the process to date we've
10:50 Reese receives 1,650 responses this
10:55 presentation is a continuation of this
10:57 process to check back on this draft
11:00 strategic plan early community
11:05 engagement last March and April shaped
11:07 our vision mission and guiding
11:09 principles and helped to identify our
11:12 strategic priorities the draft vision
11:15 that came out of this process is ASA
11:18 quads as a welcoming community creating
11:20 a sustainable legacy for future
11:22 generation that honors its rich history
11:24 and passion for the natural environment
11:28 we will now get on to the plan itself
11:31 and explain a little about the parts and
11:34 pieces and how they interact this was is
11:38 a plan on the page that is included in
11:42 the draft plan it details vision mission
11:45 and guiding principles the center
11:48 graphic shows our six strategic
11:51 priorities that were identified through
11:53 community input outside consultant
11:56 expertise staff senior leadership and
11:59 then council review and refinement the
12:03 bottom of the page lists six goals one
12:06 for each priority area the goal
12:08 statements represent a future condition
12:11 and and are an intermediate step towards
12:15 achieving the vision
12:17 the objectives are the building blocks
12:20 of the plan and describe the key
12:21 outcomes that need to be achieved in
12:23 order to make progress toward the goal
12:25 the potential actions are meant to
12:28 illustrate that work that could be
12:31 undertaken to make progress on on the
12:34 objectives the success measures are
12:36 meant to help gauge progress in each of
12:39 the goal areas move going forward as you
12:42 will see the plan covers a lot of topics
12:44 but not everything the city does the
12:47 plan will help focus on the cities will
12:50 help focus the city's work over the next
12:52 five years but it does not mean we won't
12:54 be doing other important work in the
12:57 city such as police services so we have
13:02 our six strategic areas we have mobility
13:04 growth and development social and
13:07 economic vitality city leadership and
13:09 services and infrastructure first one
13:14 we'll get into is mobility the goal
13:19 statement is getting around town it's
13:21 easier for people who work live and play
13:23 here traffic affects many aspects of
13:28 life in Issaquah alright Benny you might
13:30 have to cover this so these so this is
13:33 the goal statements that we've already
13:36 developed we're seeking feedback on okay
13:39 so this so these pages you're walking
13:40 into these aren't new this is this is
13:42 the as is this is the draft plan that
13:46 has been through Council and has been
13:49 sent out for community response and
13:53 staff response and everybody who we can
13:56 get to respond and provide their input
13:58 so there is a survey out where each of
14:02 these categories mobility growth and
14:04 development etc you can read through
14:08 them and provide input based on how you
14:12 feel about them yes so the key elements
14:19 of mobility traffic affects many aspects
14:21 of life in Issaquah as we all know
14:23 future growth in and around Issaquah is
14:26 not going anywhere it's it's going to
14:28 continue to get higher
14:31 we want consideration for multiple modes
14:34 of travel focus on moving ahead with
14:37 plans for transportation system
14:39 improvements our objectives are centered
14:44 around a plan for the overall
14:45 transportation system is in place along
14:50 with funding secured to allow for major
14:53 projects to proceed near-term measures
14:57 make connections and improve
15:00 efficiencies in the existing system not
15:03 just about planning and preparation but
15:05 near-term action the vision and location
15:10 for Light Rail is established which
15:13 recognizes the strategic importance of
15:15 light rail some performance measures for
15:19 key performance measures of an outline
15:21 travel mode share system connectivity
15:24 system access and community satisfaction
15:31 under each of these objectives as you
15:34 can see on the slide there are potential
15:36 actions as well growth and development
15:43 growth is proactively managed planned
15:46 and communicated in a responsible way
15:48 that retains our strong sense of
15:51 community and livability some of the key
15:55 elements of this this area are rapid
16:00 growth and desirable community policies
16:05 such as growth and management act
16:06 directly influence how much we're
16:08 required to grow City choosing to
16:12 protect hillsides and neighborhoods and
16:14 focus on growth on the valley floor as
16:17 growth occurs protecting the community's
16:21 character and providing amenities
16:22 housing choices and services is
16:24 important for key objectives maintaining
16:30 neighborhood character and putting
16:31 protections in place effective
16:34 implementation of plans with proactive
16:35 adjustments with emphasis on livability
16:38 and balancing of jobs and housing
16:41 infrastructure planning for growth
16:43 working to increase the availability of
16:46 public amenities housing options and
16:48 services towards a more complete City
16:50 for a community of our size performance
16:54 measures balance growth ratio jobs
16:56 housing relative to plan growth
16:58 community livability infrastructure
17:02 investment growth related sorry could
17:07 you repeat those four again sure the
17:10 four objectives maintaining neighborhood
17:14 character and putting protections in
17:16 place effective implementation of plans
17:19 with proactive adjustments with emphasis
17:22 on livability and balancing of jobs and
17:25 housing infrastructure plan planning for
17:29 growth working to increase the
17:32 availability of public amenities housing
17:35 options and services towards a more
17:37 complete City for a community of our
17:40 size how does the the first goal that
17:46 maintaining character reconcile with the
17:50 with the growth center well isn't the
17:53 intent of the urban core to change the
17:58 urban core to change on the valley floor
18:00 and central Issaquah isn't the intent
18:03 that over the next couple decades the
18:04 character of that neighborhood will
18:05 change there has there is a zone of
18:09 central Issaquah that has been
18:10 identified as our urban growth area
18:13 which is where the focus will be for
18:16 growth right so there the way they are
18:19 looking at is two different ways there's
18:21 the character exists now but there is
18:23 the character that kind of the vision
18:25 looks at for what the area is going to
18:28 look like 20 years from now and so the
18:30 vision for this is aiming for that
18:32 future vision so the character versus
18:34 central area is going to change in terms
18:37 of if you compare now to 20 years from
18:39 now yes that will change but for a lot
18:42 of the surrounding neighborhoods the
18:43 idea is since the growth isn't gonna be
18:45 going in those areas but more in the
18:46 central area okay does that answer your
18:48 question yes okay
18:50 yes ma'am I had a general question about
18:53 the document and the part that has
18:56 success measures and they identify what
18:59 sort of thing they're measuring but not
19:01 how much would success how much is
19:05 success and when does that come into
19:08 play do you know how we define success
19:11 yeah well under it's a success measures
19:13 and certain things that you're gonna
19:14 measure but it doesn't say it's as a
19:16 percentage of this will be that or what
19:18 is that percentage does that come in
19:21 that I think that those measures will be
19:24 more defined as we move into the final
19:26 versions of these plan in this plan as
19:30 this is as we get feedback back from the
19:34 community this still needs to be able to
19:38 morph a little bit that's why we have
19:40 potential actions verse we're going to
19:43 do this we're not there yet we're still
19:46 in draft form this is still area for you
19:49 to be able to provide that feedback and
19:51 and the survey is really a great place
19:53 to do it is this venue here also
19:55 supposed to be an opportunity for
19:56 feedback in some senses it's more of a
20:00 presentation but I'm happy to answer
20:02 what I can any questions you have on so
20:07 and it was I'm on the mobility team
20:09 talking through the mobility section of
20:11 the strategic plan we probably can
20:13 answer the questions on the other
20:14 sections but we can write those
20:17 questions sounds get those answers back
20:19 to you okay yeah absolutely
20:21 so we all had focus areas can we then
20:26 bounce back to the mobility I know we
20:27 looked at it but there's a lot there so
20:29 I think giving it could I go could I
20:31 finish this and then we'll go back okay
20:33 could we do could we just get through
20:35 the just the general areas and I'll go
20:37 back to mobility traffic at all so thank
20:42 you we've got three growth and
20:45 development kind of right environmental
20:49 stewardship environmental resources are
20:54 proactively enhanced protected and
20:55 stewarded some of the key elements of
20:58 this this area our environment is a
21:01 defining feature for Issaquah
21:04 natural settings strong community
21:06 environmental values engagement of
21:08 community development of partnerships to
21:11 steward the Issaquah environment and
21:12 land acquisition for preservation and
21:15 recreation three objectives protection
21:20 and enhancement stewardship activities
21:24 partner partnerships and work with the
21:27 community strategic acquisition for
21:30 parks trails open space critical areas
21:32 flood protection etc performance
21:36 measures forest health and development
21:40 Natural Area restoration protection
21:43 lands restored and protected salmon
21:47 habitat health community stewardship
21:56 social and economic vitality an economic
22:00 and economically vital and diverse
22:02 community is is supported by robust
22:04 businesses affordable housing and
22:06 supportive services some of the key
22:09 elements of this this area is
22:12 residential growth outpacing job
22:14 creation housing affordability hard for
22:17 people who work in Issaquah to afford
22:19 housing in the community likewise more
22:23 jobs that provide the ability to live
22:25 and work in the community more
22:27 businesses to support more services
22:30 improved access to supportive services
22:33 increased possibilities to live work and
22:36 thrive in town four objectives increase
22:42 in range of living wage jobs in Issaquah
22:46 housing affordability across an income
22:49 across the income range increase live
22:52 and work in Issaquah services to reduce
22:57 inequities in health and well-being
22:59 increase in new businesses and retention
23:02 expansion of existing businesses
23:04 performance measures would be job growth
23:07 business growth housing cost burden and
23:11 access to support services supportive
23:14 services
23:16 two more city leadership and services
23:23 leadership and accountability in the
23:25 delivery of public services for our
23:27 growing and diversifying community key
23:30 elements community is becoming more
23:32 diverse good engagement diverse methods
23:35 clear communication must be well
23:38 integrated in the city processes service
23:41 delivery investment into internal
23:43 operations and systems to better deliver
23:45 services and focus on continuous
23:48 improvement to objectives equitable and
23:53 a welcoming welcoming city government
23:56 fostering meaning full engagement
23:59 utilizing high-performing systems for
24:02 effective and efficient service delivery
24:04 there's two success measures community
24:07 satisfaction and community engagement
24:12 last but not least last of the six is
24:16 infrastructure and infrastructure their
24:20 goal statement is an infrastructure
24:22 system that is planned designed built
24:24 and well maintained supports current and
24:26 future community needs some of the key
24:30 elements of this this area
24:32 infrastructure provides underpinnings
24:34 the underpinnings of local economic
24:37 vitality environment and daily lives
24:39 city has leveraged growth but it needs
24:42 to shift focus and consider not just
24:44 expansion but also ongoing maintenance
24:46 and replacement plan for recent growth
24:49 and planned and a planned future
24:53 objectives one key objective but it is
24:55 significant basically put plans and
25:00 resources into place to operate maintain
25:02 and replace infrastructure throughout
25:04 its lifecycle effective asset management
25:07 policy to manage portfolio streets to
25:10 manage the portfolio streets utilities
25:12 buildings and parks the performance
25:15 measure is an asset and maintenance
25:16 deferral rate
25:23 the plan concludes with an
25:25 implementation framework that's
25:26 described that describes tools for
25:28 success and an overall framework for the
25:30 strategic plan since this is the first
25:33 strategic plan for Issaquah describing a
25:36 disciplined approach to implementation
25:37 helps to outline expectations and
25:40 provide avenues for making changes there
25:43 are three components to this framework
25:44 strategic plan work critical services
25:47 work plan and timely opportunities the
25:51 city has many lines of businesses and
25:53 ongoing necessary functions the
25:56 framework recognizes there is work for
25:58 the city that will align with a
25:59 strategic plan but there is other work
26:03 there's other work that meets critical
26:06 needs and that are also emergent needs
26:09 and opportunities that arise this
26:13 includes five key criteria to help
26:16 assess the relative favorability and
26:18 timing of our particular actions the
26:21 graphic depicts an annual calendar
26:23 connecting strategic planning with the
26:25 budget process it provides an avenue for
26:28 adjustment deliberation on current
26:30 issues it includes a period for
26:32 reporting out to the community on
26:34 progress and increases accountability in
26:37 the plan overall it follows a scientific
26:39 process of planning doing evaluating and
26:41 adjusting plan do check a just and
26:44 establishes continuous improvement at a
26:47 central tenant of the strategic plan and
26:49 the organization more broadly we are now
26:53 seeking input from the community on
26:55 overall strategic plan as well as the
26:57 goal area objectives and collecting of
27:00 potential actions we have looped back
27:03 with many of the people who participate
27:04 in the process thus far including survey
27:07 respondents focus groups meeting in a
27:09 box Charette participants and community
27:11 members we're collecting feedback
27:14 through an online survey survey found on
27:16 the city's web page the survey is open
27:18 until March 31st and we'd like to hear
27:21 your input City Council be reviewing
27:24 this feedback in April and will be
27:25 moving toward adoption of the plan in
27:27 May now let's go back to mobility I
27:40 think before I jump in I'll open up the
27:43 rest to you guys if you want asking
27:44 questions I think well I think we'll try
27:49 to do is again to stick your hand up or
27:51 stick your thing on your side any
27:55 questions I'm gonna be stick with what
27:57 we've done before we'll turn those sites
27:58 who are consistent sounds good
28:08 so I will I will start one thing so I
28:12 know you guys can tell I'm excited
28:15 so one thing so like for instance this
28:16 talks a lot about transit and light rail
28:19 and whatnot which is great is it going
28:22 to talk specifically around motor
28:24 vehicle circulation or is that intended
28:26 to be implied since that's still the way
28:30 most people are going to move around are
28:32 you referring to what what exactly
28:35 referring to look at like the the
28:37 specific actions it talks about transit
28:40 plan bike plan uh-huh
28:44 can you make friends is a good example
28:46 would be like what are gonna do with I
28:47 nineteen what are we gonna do with high

28:54 one of the one of our vision statements
28:57 was we wanted I 90 to be more permeable
28:59 the idea that there would be more ways
29:01 to get across i-90 mmm-hmm both both
29:04 vehicle and non vehicle would that be
29:06 the kind of thing that would show up in
29:08 a document like that or is that too
29:10 specific for a city wide vision as
29:16 Sheldon to help answer that question
29:18 because there's there's no there's work
29:20 items already going on beyond just what
29:22 the strategic plan is gonna be outlining
29:24 for actions and I think my question I'm
29:28 trying to get at is how specific is this
29:32 cuz we're gonna be kind of dealing with
29:34 obviously a lot more specificity here at
29:36 the tab and how do we close the gap
29:38 between the detail which we're working
29:40 on and then this very high-level
29:42 one-pager the strategic plan is not that
29:47 granular to get down to that level of
29:49 detail it sets the broader goals
29:52 action items in the different areas it
29:57 is not going to get down to the project
29:58 by project manually already there are
30:05 other like Stephen said there are other
30:07 facets of our work plans existing work
30:09 plans that are addressing those those
30:12 type of specific projects in terms of
30:15 i90 the light rail itself we felt as a
30:18 mobility team needs to be
30:21 identified and addressed not only based
30:24 on public comment but based on the fact
30:27 that it's likely coming and we want to
30:30 be prepared for it because it'll change
30:31 the dynamics of mobility through this
30:35 town in a very drastic way so that was
30:39 the intent of light rail and transit
30:42 system and mobility master plan and all
30:45 of that are all taking a stab and
30:50 hopefully going to help define our
30:53 mobility system in the future so yeah
31:04 one of the things I'd like to say is in
31:06 your mobility master plan des actually
31:08 and I provided this feedback online as
31:10 well so that was me but one of the
31:13 things I really liked was in your
31:14 success measures the way you sort of
31:17 because you measure for what is
31:19 important to you and I really
31:21 appreciated the fact that the city
31:23 through this effort was well one focused
31:26 on sort of multiple measuring multiple
31:28 modes so it's not just our roads like a
31:32 you know level F service or XYZ but it
31:35 was really getting to the point where
31:37 you're looking at all the different
31:38 modes and measuring that and so I think
31:41 that's really important as a city
31:42 especially as one that's sort of trying
31:44 to create density create better options
31:48 for mobility I am as somebody who's a
31:51 non-motorized transportation nerd I
31:52 really appreciated that and then also
31:56 just sort of looking at some of that
31:57 smart system connectivity so we have
32:00 some major pieces of infrastructure
32:02 investment and how do we sort of
32:04 piggyback off of that to create better
32:06 value for our residents through you know
32:08 finishing links here and there so
32:10 absolutely and that is the intent of how
32:14 our objectives and mobility are laid out
32:16 we have the long-term larger projects
32:20 that we want to work towards being able
32:24 to build those and then we also have the
32:27 near term action I our near-term
32:29 objectives which is we want to close
32:32 gaps in sidewalks we want to connect
32:34 bike lanes
32:35 to transit and all of that so it's not
32:38 just you know concrete and asphalt we're
32:42 also looking at the programmatic aspects
32:44 of how do we how do we close the gaps
32:47 and get people around town using
32:48 different modes because as you heard in
32:52 the other areas growth and development
32:55 there's a lot of growth and we're going
32:58 to get more dense density so but that's
33:02 where we're trying to head so please do
33:07 the survey especially this group that
33:11 would be very helpful in helping define
33:13 this going forward is there anything

33:54 rules and regulations that are in your

34:02 really a whole lot changed except for
34:05 the main sections that we have talked
34:06 about the last time we went through this
34:08 so that's that's where I want to
34:09 actually start is on those highlighted
34:11 sections in your packets and then I'm
34:13 gonna ask Tina occasionally to help me
34:16 answer any questions that you may have
34:17 the clerk's office was worked with those
34:20 very closely to make sure that we were
34:23 consistent with a lot of the other rules
34:26 and regulations of the other boards and
34:27 commissions and that was the primary
34:30 reason for a lot of the changes so we'll
34:35 start with section 4c with this section
34:44 the board had originally asked if we
34:47 could identify a certain percentage of
34:51 regular attendance to monitor basically
34:54 those who have a large number of excused
34:58 absences and and the reason why it
35:00 wasn't included in the language for the
35:03 rules and right
35:04 was it wasn't gonna be consistent with
35:06 all the other boards and commissions and
35:08 particularly with the City Council so
35:09 that we didn't want to go that direction
35:10 but that is something that we can look
35:14 at later on but for right now we're
35:16 wanting to kind of try this out to see
35:18 we we don't want to identify as a
35:20 problem before it's an actually a
35:21 problem are there any questions on that

35:28 we were identifying the the municipal
35:32 code that defines how regular absences
35:38 are actually tracked and that's that's
35:39 also gonna because with the other boards

37:55 about in being providing as much advance

39:08 issue that we want to try to stay

44:41 their work session earlier this month
44:44 what I explained to them was it is is
44:57 that better

45:01 gave to the City Council at their work
45:02 session earlier this month what I
45:04 explained to them is gave them the
45:07 purpose of the project up into you know
45:11 a few years ago the City Council gave
45:12 staff direction to develop a mobility
45:15 master plan and budget for up until you
45:18 know for the last couple years has just
45:19 been updates from the city
45:21 administrators getting them know what's
45:24 going on on the staff side it wasn't
45:26 until earlier this month they actually
45:27 got a presentation on what was being
45:29 planned and so I walked them through the
45:31 project schedule and that's that's what
45:33 the timeline is that I'll walk through
45:34 in a minute and then also how this
45:38 relates to the Tres stage advisory board
45:40 and how the mobility master plan will
45:42 get developed and which is why the MMB
45:46 is the advisory boards main objective
45:50 for this year in terms of like the work
45:52 plan is this is going to be a really
45:54 huge load to to pick up to help staff
45:57 put this plan together and because I'm
46:04 giving you the same presentation I'll
46:05 give you the same project purchase
46:07 purpose and that is to help align the
46:10 city priorities for transportation as
46:12 you all know us as we've talked about in
46:15 our previous meetings there are a lot of
46:16 different plans outlined goals and
46:19 objectives and even action items and
46:21 policies around what transportation
46:23 means for the city one of the handouts
46:25 that you have outlines a lot of those
46:27 policies and goals which is a lot and
46:30 some of them aren't necessarily
46:33 consistent with each other and so this
46:35 process is to
46:36 simplify that and align everything so
46:38 that we can actually work from a much
46:41 more clear vision of what translation
46:44 should look like for the future AJ I
46:49 think this is Rebecca my I was confused
46:52 with my question that Sheldon answered
46:54 what's so the one on the right the
46:56 purple one that's from that's the
46:59 comprehensive plan the translation
47:00 element on in the comprehensive plan
47:02 okay so that conference of plan words
47:03 this is the strategic plan yes yes
47:06 trying to get my plans yes so the the
47:07 biggest difference is the comprehensive
47:09 plan is that 20-year vision have the
47:12 goals objectives in that the strategic
47:14 plan is our five-year vision of what the
47:18 city can accomplish in the next five
47:19 years that's the biggest difference
47:20 between why we're trying to do this Gigi
47:23 plan and what what the difference is
47:26 with the mobility master plan being
47:27 basically replacing that vision from the
47:30 Comprehensive Plan so when we're done
47:32 the mobility master plan the vision the
47:36 goals and the objectives in that are
47:38 gonna essentially replace what's in the
47:40 comprehensive plan
47:41 so the aim MP's timeframe is also more
47:45 or less 20 years yes okay mm-hmm Cynthia

48:12 this outlines what we're gonna be doing
48:15 for this year in terms of working on the
48:17 mill video master plan there are five
48:20 major phases of this project which we've
48:23 already started the existing conditions
48:25 analysis that's something that the
48:27 essentially the consistent the
48:29 consultant team collects all existing
48:31 information and data of what's going on
48:34 now what we've been doing and they're
48:36 gonna do an analysis of where we stand
48:38 today and then we're gonna start then we
48:41 move into the phase of talking about
48:43 city priorities and that's something
48:44 that we're transitioning to now and that
48:46 that will
48:48 that's essentially what the conversation
48:50 with the City Council will be on April
48:51 8th is having that conversation what the
48:54 city priorities should be for the city
48:56 and and you saw some examples from the
48:58 other cities and in your handout of what
49:02 some other cities have outlined as their
49:04 major priorities and I I gave that to
49:06 you just so you have an idea of what a
49:08 product of that process looks like just
49:11 just to help you think about the type of
49:13 ideas where we're awning to bring up at
49:16 the City Council conversation the next
49:20 phase of that process is a little going
49:22 a little more detail of now we have
49:24 these city priorities what do we need to
49:26 do in terms of what policies support
49:28 those priorities what programs and
49:31 projects support those priorities and
49:33 what's existing that can stay what's new
49:36 should we introduce what should be
49:38 changed and so that that's that's why
49:40 it's a much longer phase of the
49:42 processes because we're actually going
49:44 to be doing a much deeper dive of what's
49:46 existing and any new ideas that we need
49:48 to introduce from there we go to the
49:51 plan drafting and plan review process
49:52 and then we move into the council
49:55 adopted process I said what we put
49:58 together there will be a final draft by
50:00 the end of the year but there still
50:01 needs to go through approval process
50:03 with the City Council and getting the
50:05 legislation through any questions on the
50:08 process Nina
50:10 oh yeah I wanted to ask about the
50:12 consultant pre-planning have we already
50:15 seen the products of that or is that
50:16 something that's still coming that's
50:19 something that's still coming well we'll
50:20 get a existing conditions analysis
50:23 report from them in the next month and
50:25 when you say conditions analysis one of
50:29 my big questions was how we have so many
50:33 inconsistencies in our existing
50:34 documents and how am I going to chart
50:36 that as an individual are you saying
50:39 that somebody's going to help me with
50:40 that and bring me some way of yelling it
50:43 yes so that's exactly what they're going
50:45 to be doing is they're looking at all
50:47 planning documents and they're looking
50:49 at all the different policies that
50:50 relate to transportations things that
50:52 the the tab will be considering in the
50:54 future meetings and they're gonna point
50:56 out to say okay the planning policies in
50:59 this document say this but in this other
51:01 planning document it's actually in a
51:03 it's saying something a little bit
51:04 different so that's something that needs
51:05 to be discussed in this process are
51:09 there any questions

51:17 you have the blue dots that say joint
51:19 bores and commissions meetings yes and
51:21 it looks like there's that one in April

51:30 is that what you mean by a joint yes so

51:39 organizing a joint meeting with the
51:41 other boards and commissions so we will
51:43 either have the full board or in
51:44 Commission or we'll have just a few
51:46 members from them for instance because
51:48 our right now the parks board is meeting
51:50 over in the Pickering room they just
51:53 might have one or two representatives
51:54 actually come to our joint meeting on
51:55 April 22nd since so because they'd want
51:58 to continue with their own work plan as
51:59 well but they'll bring feedback as part
52:01 of that but because these are gonna be
52:03 organized with the public engagement
52:05 process a survey is actually going to be
52:07 available to them prior to that meeting
52:10 so they can actually give us a little
52:11 feedback prior to the meeting and not
52:13 just depend on the members that are
52:15 attending okay any other questions I'll
52:20 go to the dots now to kind of explain
52:23 the wild colors so you know starting
52:26 with the counsel session giving them an
52:27 introduction to this process in March
52:29 we'll going in March with the basically
52:33 starting our public outreach process so
52:35 doing a public survey going to
52:37 neighborhood meetings pushing the survey
52:38 going to other existing events to get
52:42 people to know the project is going on
52:44 but also asking for feedback from the
52:46 process to get the community's feedback
52:49 on what the priorities should be for
52:51 transportation citywide or within their
52:54 own neighborhoods but trying to get an
52:56 idea of what should this vision actually
52:59 look like with as much feedback as
53:01 possible and and I'm hoping to get some
53:04 of your help to get some of that
53:06 engagement from the community the other
53:08 items that we'll be doing is is the the
53:12 advisory board and the council joint
53:15 session that that's starting that
53:16 conversation so we had a workshop with
53:20 staff earlier this month to talk about
53:22 those priorities that kind of started a
53:25 very preliminary draft of priorities
53:27 we'll bring that to the city council
53:28 meeting on April 8th and then whatever
53:31 revisions or changes or complete new
53:35 priorities that come out of that that
53:36 will get introduced to the public
53:37 engagement process so that's what will
53:39 be in the public survey later in April
53:42 and the in May or actually I'm planning
53:49 field trips for staff EMA so or the like
53:55 sessions to get survey feedback would we
53:59 just do the online or would we also do
54:01 like different modes of like getting
54:05 feedback I know that you were talking
54:07 about like studying up a station at our
54:10 school were you planning on doing that
54:11 with other schools in the district or
54:13 like community centers yes so there's
54:17 events like lunches at the Senior Center
54:19 there's events that there's trying to
54:23 think of all the different events going
54:24 on in April I'm working with our
54:26 communications group to look at what all
54:27 the existing events are that we can kind
54:29 of piggyback off
54:30 I plan on waking up very early go to the
54:32 transit centers in the park and rides a
54:33 handout slips for people to fill out the
54:35 survey while they're on the bus
54:36 we're gonna go to any community center
54:38 events Senior Center events any events
54:41 that happen to be going at the schools
54:43 it's primarily gonna be is Squa high
54:45 school since that's the one that's
54:46 within the city but I hope to talk to
54:49 the administration to try to get
54:50 feedback from the broader school
54:53 community because even though students
54:57 or parents don't live in a squall they
54:59 certainly travel in a squall whether
55:01 it's for business work or for school so
55:04 getting feedback around around how to
55:06 get around better is gonna be important
55:09 to any other quarter
55:21 see hon I'm sorry I don't have recorded
55:24 specifically what we're doing on April
55:26 8th are we meeting with the City Council
55:29 I have both of them on I have our
55:31 meeting and I have the council meeting
55:33 in my calendar and our few our meeting
55:35 is the joint meeting with the City
55:37 Council on April 8th yes it's it's still
55:44 being decided so it doesn't matter it's
55:46 either gonna be in council chambers 6:30
55:49 and I'll update the calendar invite that
55:52 went out to all of you about that on the
55:55 location but it's either gonna be this
55:56 room or the Pickering room because those
55:58 are the only two locations that have
56:00 video capabilities 6:30 yes so I'll
56:05 update the calendar invites that one
56:07 I'll tell you once we have a final
56:09 location figured out any other questions
56:14 in May we're gonna be planning field
56:17 trips for staff and potentially some
56:19 council members to go to some of our
56:21 neighbor cities who have gone through
56:24 this process before and kind of learn
56:26 from their experience on putting
56:29 together a master plan but also the
56:31 implementation of the master plan what
56:33 what did they learn afterward are some
56:36 of the bigger important lessons that I'm
56:38 hoping to get out of that process so
56:40 staff can figure out what kind of
56:43 changes do we need to make internally to
56:45 be able to support a lot of the
56:46 priorities that are coming out of this
56:48 process and I'm hopefully gonna be able
56:52 to plan a field trip with all you
56:54 depending on schedules too and and I'll
56:57 discuss that more with you later in
56:59 terms of where where do we want to go
57:01 what do we want to discuss okay
57:03 and June I'll give the City Council an
57:07 update on how the process is going and
57:08 and answer any questions they may have
57:11 potentially give them a little bit of an
57:14 update of how the community or the the
57:17 public engagement process go but by that
57:19 point there the full report won't be
57:21 ready yet so they'll just get pretty
57:23 much a high-level update of how
57:24 everything went well as we're working
57:28 through the third phase of the project
57:31 we'll be taking
57:33 another public engagement process to
57:35 gain a little more feedback of where the
57:38 major issues are and how we can relate
57:39 to our priorities was that gonna be your
57:41 question Tom yeah my question was on the
57:44 public engagement of the sex and open
57:46 house or survey that's time that we
57:47 would send a survey yeah so well instead
57:51 of going out to everybody again we're
57:52 gonna go out to specific stakeholders
57:54 and have that big open survey again
57:56 primarily because what we've learned
57:59 through even the strategic plan process
58:00 you really introduce the idea reach out
58:03 to everybody but you don't want to go
58:05 through the same effort again because
58:07 not everybody is really going to stay
58:08 interested and so you really want to
58:10 keep those who are interested engaged
58:11 and so you you take their contact
58:14 information you you kind of keep them
58:15 engaged and you do that with the
58:18 remainder of the project any other
58:22 questions on the public engagement okay
58:25 so in September
58:27 that's when September October ish time
58:31 we'll have another joint meeting with
58:33 the the City Council and that is we will
58:36 meet with the City Council that meeting
58:38 will primarily be a discussion to update
58:42 the City Council on everything that's
58:43 been worked on thus far but also talk
58:46 about the funding component for the
58:48 mobility master plan not necessarily to
58:51 say what should be fun and what
58:52 shouldn't but more of just deciding on
58:54 what the prioritization criteria should
58:57 be for funding since that's the level
58:59 that the tab is really going to be
59:00 discussing throughout this process and
59:04 then when we get to the plan drafting
59:06 phase we'll have another update with all
59:08 the other boards and commissions to talk
59:11 about the full process and get their
59:12 feedback on how it relates to some of
59:14 their work plans and then also engage
59:17 the community of with the review of the
59:20 draft plan are we going to have a
59:22 framework that how we're supposed to
59:23 prioritize or is that gonna be
59:25 relatively open-ended a framework
59:27 framework will get proposed coming from
59:29 the priorities so everything will kind
59:30 of just flow for the discussion
59:36 and then from the draft review process
59:38 well we'll have that public engagement
59:41 together everybody who wants to stay
59:43 engaged does they engage in and that
59:45 everything they commented on was heard
59:48 and reflected in the plan and so that's
59:50 that's something that we'll work through
59:51 and then we'll go through the plan
59:52 adoption process any questions on the
59:58 project okay

1:00:07 to the tab it relates a lot to how we'll
1:00:12 be working on the mobility master plan
1:00:14 but it gives a little more detail of
1:00:15 some of the items that will actually be
1:00:17 discussing so what we already know needs

1:00:23 items at the bottom of the schedule so
1:00:26 the Complete Streets policy the
1:00:28 pedestrian crossing guidelines and then
1:00:30 the traffic calming program three major
1:00:32 items that have already been flagged by
1:00:34 staff that need to update so we want to
1:00:37 get actually started on that sooner
1:00:39 rather than later through the mobility
1:00:40 master plan process or any questions on
1:00:45 those three items when when we get to
1:00:49 those parts on our work plan we'll
1:00:52 discuss more of what they actually are
1:00:54 and what they what we want them to be
1:00:55 and so this right now is just kind of a
1:00:58 high-level this is what's coming up
1:01:08 and what we have planned for engaging
1:01:11 the community includes a lot of the this
1:01:14 so the survey right now for the
1:01:16 strategic plan that uses a platform
1:01:18 called peak democracy and we'll be using
1:01:20 that same platform to to put out surveys
1:01:23 to the community to do online but also
1:01:24 to help us do analytics of the kind of
1:01:28 feedback we're getting back and are
1:01:29 there parts of the community that we're
1:01:31 not hearing from so we can actually try
1:01:32 to put a little more effort to engage
1:01:34 them a little bit more and then we'll be
1:01:36 using a lot of the same platforms that
1:01:38 our communications groups uses for
1:01:40 social media emails any any pop-up
1:01:44 events that are pre-existing that we can
1:01:46 show up and actually talk with the
1:01:47 committee and potentially have focus
1:01:49 groups a little deeper dive discussion
1:01:52 on a lot of the topics related to
1:01:54 transportation any questions on this all
1:02:01 right
1:02:03 are there any questions on the mobility
1:02:06 mesh plan and and the tabs roll it on
1:02:12 the the three things that we that we
1:02:15 touch on the
1:02:18 police treats policy pressure and
1:02:20 crossing traffic on me yes so it sounds
1:02:23 like the the big lift of the mobility
1:02:25 master plan is to lay out a prioritized
1:02:29 project pipeline think is that but so
1:02:34 there's so you're you're laying out what
1:02:36 are you mean you start with prayer
1:02:38 priorities and policies and eventually
1:02:40 you get to what are the programs and
1:02:42 projects that they want to work on and
1:02:44 how would we fund that but then maybe
1:02:47 maybe can you just cuz we haven't done
1:02:50 this yet it'll it'll be this should
1:02:52 probably be more clear and a couple in a
1:02:53 couple more months mm-hmm but is is is
1:02:55 the intent primarily around that or is
1:02:57 it more on the policy side because these
1:02:59 three bars here to me really struck me
1:03:02 much more as were providing guidance on
1:03:08 like city policies that then get
1:03:12 implemented through the course of
1:03:13 another project is the master plan which
1:03:17 which is it or is it or is it very much
1:03:19 both yes it's both so yes we'll be
1:03:25 talking about kind of the citywide
1:03:27 mobility master plan policies but as
1:03:29 because these three are flags as being
1:03:32 done a little bit sooner rather than
1:03:33 later we're gonna be having more
1:03:35 specific discussion on those ones which
1:03:37 have kind of citywide implications to it
1:03:42 are those are those three all city code
1:03:45 that ultimately will be looking to
1:03:47 actually modify the Complete Streets
1:03:50 policy yes the pedestrian crossing
1:03:52 guidelines I don't think that's code and
1:03:55 the track and yeah
1:04:01 actually I think the traffic calming
1:04:02 program isn't code there is a formal
1:04:04 program for that so - yes one no any

1:04:56 together for us as we're kind of talking
1:04:58 through the priorities workshops when
1:05:00 you know with the staff the next one
1:05:02 being with the city council and you guys
1:05:04 just to help you visualize the process
1:05:09 but also visualize the the amount of
1:05:13 work this is going to take the first
1:05:16 page being the every step that we're
1:05:20 gonna be taking for this project and all
1:05:24 the topics we'll be discussing and then
1:05:26 the second and third page and fourth
1:05:29 page identifying all the existing goals
1:05:33 in the city related to transportation
1:05:38 one thing that I've learned in the
1:05:41 transportation profession and the
1:05:43 consultant team will agree on this is
1:05:44 the more you can simplify your goals the
1:05:47 easier it is for implementation because
1:05:49 if you can't go to a community member
1:05:51 and ask them hey what's your city's goal
1:05:54 for transportation they're not gonna be
1:05:56 able to list off three pages worth of
1:05:58 goals they'll be a list off five or six
1:06:02 maybe six which is the direction that
1:06:04 you see with all the other cities you
1:06:06 see really that sweet number around five
1:06:09 or six being those priorities or goals
1:06:12 to identify the vision for
1:06:15 transportation and that first one being
1:06:18 the City of Redmond five keys I'm sorry
1:06:22 the first one being the city of
1:06:24 kirklands vision for I think it's eight
1:06:28 nine so hold on so these so the first
1:06:31 three pages were just you did the survey
1:06:35 that you bunch in tanana that this is
1:06:36 what's already there
1:06:37 yes and then these last
1:06:39 or paid three pages are these are the
1:06:42 pimples from other city yes thank you
1:06:46 so this first city is city of kirklands
1:06:48 it's it's their manger goals also the
1:06:52 major chapters in their translation
1:06:53 master plan that's what you did I helped
1:07:01 with the finalization of this so I came
1:07:02 on board right as they were finalizing
1:07:06 the final draft and the so the second
1:07:15 page the five key strategies asks for
1:07:17 the City of Redmond and I what I like
1:07:26 about the city of ribbons is they
1:07:28 they're actually very similar when they
1:07:31 had these conversations there were
1:07:32 similar place as city as squall being
1:07:34 that they were planning for light rail
1:07:36 and you see that being that's their
1:07:38 number one priority on this on this list
1:07:41 of five and what we can learn from the
1:07:45 CRM is is being that they're also a
1:07:47 fringe city of being on the outside of
1:07:50 that urban area of the Puget Sound of
1:07:53 where major developments gonna be
1:07:55 happening and so they've had these
1:07:57 conversations twenty years before
1:07:59 Issaquah has and so they've we can learn
1:08:01 a few lessons from what they've
1:08:04 experienced getting from starting the
1:08:06 conversation of do we even want light
1:08:08 rail to where do we put it to now we
1:08:11 have it now what do we do so they've
1:08:13 gone through a lot of different steps to
1:08:15 get to where they are today and and
1:08:17 they're getting light rail service and
1:08:18 starting in 2023 so we're gonna be able
1:08:21 to learn a little bit from their
1:08:23 experience and then with the city Acoma
1:08:28 very similar to city of kirklands but
1:08:31 more specific to just the six main
1:08:33 priorities and then on the last one
1:08:37 that's actually a master plan in
1:08:40 development currently with the city of
1:08:41 Sammamish they outlined this is to give
1:08:44 an example of decision-making criteria
1:08:48 of evaluation criteria that they came up
1:08:50 with in their process
1:08:52 not that we're gonna follow this but
1:08:54 just to give you an idea of the
1:08:55 discussion the type of product that will
1:08:57 kind of give us are they any questions
1:09:06 on any of these
1:09:11 okay the main reason I want to give you
1:09:15 all this is to help kind of come up with
1:09:19 any questions that you may have and I
1:09:21 can help answer them prior to the
1:09:22 meeting with the City Council or you can
1:09:25 bring them to the city council meeting
1:09:26 if if you have questions specifically
1:09:27 for the city council on when we're
1:09:29 discussing what the city priorities for
1:09:31 transit station should be you have a
1:09:37 question okay so I apologize maybe I'm
1:09:43 being too specific but I guess I'm
1:09:45 trying to figure out so we have these
1:09:47 components right and each one of these
1:09:49 components I'm assuming I mean I've
1:09:51 worked on funding in the past so I'm
1:09:53 assuming there's like these are the 12
1:09:55 options and blah blah blah so every
1:09:57 single one of these boxes will get
1:09:58 unpacked at some point with all of the
1:10:00 various components of it but I guess I
1:10:03 guess what I'm confused about and I
1:10:06 apologize and being really dense but so
1:10:09 how did these boxes relate to how we've
1:10:13 laid it out on the time on the timeline
1:10:15 are these the priorities or I mean like
1:10:19 so you know these are sort of how we're
1:10:22 gonna work through are these the
1:10:25 policies and programs
1:10:26 so we'll start working on these
1:10:27 different boxes yeah so the the main
1:10:30 schedule you're looking at now where you
1:10:32 have the calendar and the breakdown of
1:10:34 the box that's kind of grouping a lot of
1:10:36 things together okay so this this one
1:10:39 that you're looking at is kind of that
1:10:40 process flow for discussion so once we
1:10:43 get through the translation priorities
1:10:45 we'll start talking about the metrics
1:10:47 and then it'll also start talking about
1:10:49 project lists some of it will be
1:10:51 happying at the same time but that is
1:10:52 just kind of the flow will be going all
1:10:54 the way to the final plan okay thank you
1:10:59 and then the idea is the ledges are e
1:11:01 mm-hmm and then the idea is the
1:11:03 legislative process so as we're sort of
1:11:06 completing priorities we're checking
1:11:07 back in with Council and then you know
1:11:11 silver as we're sort of moving through
1:11:13 completion of these different work
1:11:14 programs we're sort of doing an
1:11:17 immediate check back versus waiting till
1:11:19 we finish the whole thing and doing okay
1:11:22 you Cynthia so I'm just sort of curious
1:11:30 it may be too much but one thing that
1:11:34 strikes me is um is there some kind of
1:11:36 articulation of the values driving some
1:11:40 of these priorities like you know equity
1:11:43 and social justice or you know I mean
1:11:45 are there is there ever a statement of
1:11:49 guiding values or values or guiding
1:11:51 principles even before we talk about
1:11:55 priorities sort of frame those you can
1:12:00 you can bring that up actually as with
1:12:03 the discussion with the City Council of
1:12:05 should we actually call that out as as a
1:12:07 priority
1:12:09 typically for like translation you'll
1:12:12 say access to all as kind of a broader
1:12:15 statement but underneath that you'll go
1:12:16 a little more specific than saying
1:12:17 identifying that the health implications
1:12:19 or the equity implications related to
1:12:21 transportation is that I just think it
1:12:25 might be useful and it may be captured
1:12:27 it it may be the answer is its captured
1:12:30 elsewhere but it does seem to me to make
1:12:32 sense to have a clear identification of
1:12:35 some of the values driving the
1:12:38 objectives and that is a little
1:12:39 different than some of the
1:12:42 characteristics or some of the reasons
1:12:44 but I think to be over about some of the
1:12:47 values that are driving the priorities
1:12:48 if maybe they're captured elsewhere but
1:12:52 I guess I just want to make sure that we
1:12:54 are all we're not making assumptions and
1:12:57 we're pretty clear on that
1:12:58 yeah so one other project that's going
1:13:01 on this year that the off sustainability
1:13:03 is taking on is is working with regional
1:13:06 partners to identify healthy needs
1:13:09 indicators for the community and that's
1:13:12 something that we'll be working with
1:13:13 them on to make sure that we we're
1:13:16 consistent like the language in the
1:13:17 mobility plan are consistent in terms of
1:13:19 knowing what those needs are and how
1:13:21 we're going to be a attacking that in
1:13:24 the Millennium the implementation of the
1:13:26 mobility master plan hopefully that gets
1:13:28 at a little of what you're asking about
1:13:30 as we kind of work through this process
1:13:33 more detail will be revealed
1:13:36 not a lot I'm not able to answer a lot
1:13:39 because we haven't really started those
1:13:41 conversations yet once we start those
1:13:42 conversations it'll be a little bit
1:13:44 easier for me or the consultant to be
1:13:45 able to answer a lot of that nine I
1:13:48 think was next thank you and thank you
1:13:52 Cynthia for bringing that up because
1:13:53 when I was looking through our packet I
1:13:55 was wondering if during our meetings if
1:13:58 we could always have plan on a page
1:14:01 visible somewhere in this room that
1:14:04 maybe it's our splash screen when we
1:14:06 don't have something else up on the
1:14:08 computer screen because to have the
1:14:09 vision mission and the guiding
1:14:11 principles which include equity and
1:14:12 other priorities can help ground us as
1:14:16 we go through a very creative process to
1:14:20 stay consistent with the work that's
1:14:24 been done for the strategic plan and it
1:14:26 would it would include some of those
1:14:28 things you're just talking about us I
1:14:30 think that would be really nice if we
1:14:31 could work that and somehow to have this
1:14:32 summary easily accessible while we're
1:14:36 working that's possible okay yeah I'll
1:14:43 talk to the consultants see how we can
1:14:45 start that conversation with City
1:14:47 Council to give you a better a firmer
1:14:50 foundation for when you're talking with
1:14:53 them is that reasonable
1:14:58 get anything more more tactically when
1:15:03 we when the time comes for us to
1:15:04 prioritize having those values we know
1:15:07 tank our priorities upon I think would
1:15:09 be very useful
1:15:11 Jovian gets some guidance from counsel
1:15:14 in terms of what our aims are because I
1:15:16 think if it's interesting when you look
1:15:17 at this he likes what we have in the in
1:15:23 in the strategic plan and the central
1:15:26 plan are very tactical outcomes which
1:15:29 are great but then when you compare that
1:15:31 with worth with what like Tacoma and
1:15:33 Sammamish have these are much more more
1:15:38 articulating of value that they want to
1:15:40 realize as opposed to what we have as a
1:15:43 lot of things about like mode share and
1:15:45 I feel like these kind of metrics a
1:15:46 little more derivative of because
1:15:48 there's a valley that's implied behind
1:15:50 it mmm-hmm we can be a little bit more
1:15:52 explicit about that particularly within
1:15:53 the group and when the time comes to
1:15:55 make difficult trade-offs that we will
1:15:57 need to make prioritizing the work plan
1:16:00 we have we're all on the same page about
1:16:03 what should be driving those priorities
1:16:05 it should in theory help help make these
1:16:08 conversations more efficient if we're
1:16:12 all on the same page about what exactly
1:16:13 we're trying to trade off okay I mean
1:16:17 can't counsel my untap back to us until
1:16:19 it's our job but we can really ask yeah
1:16:22 no I I think that's a fair question to
1:16:24 ask any other questions all right any

1:17:33 talk about our financial ad hoc
1:17:37 committee that has been that it made a
1:17:41 recommendation City Council on funding
1:17:43 for capital projects related to
1:17:46 transportation Thank You Steven so in
1:17:50 your packet there was a copy of the city
1:17:53 council packet item agenda bill seven
1:17:57 seven five zero which they had a
1:17:59 thorough discussion on on March the
1:18:02 fourth and what that was was it was the
1:18:05 council finance ad hoc committees
1:18:08 recommendation back to the full City
1:18:09 Council on how to fund certain unfunded
1:18:14 transportation projects this is a work
1:18:18 program item that the City Council has
1:18:20 in front of them and has had for about a
1:18:22 year and a half or so so these are items
1:18:26 that they are going to continue and
1:18:27 finish on their own in their own
1:18:30 discussions one moment AJ and so out of
1:18:35 the discussions there were seven
1:18:40 projects that were on the list from the
1:18:44 finance ad-hoc committee you can look at
1:18:47 the agenda bill and see those those are
1:18:49 multi-million dollar projects with the
1:18:52 exception of the concept development for
1:18:55 Northwest Gilman Boulevard in the
1:18:59 conversation they requested additional
1:19:01 information at their meeting and the
1:19:04 administration is currently preparing
1:19:06 responses to that and the ad hoc
1:19:09 committee is planning to meet on May the
1:19:11 13th for a follow-up conversation excuse
1:19:18 me I'm sorry that's the council workshop
1:19:20 on May the 13th where the administration
1:19:23 is going to prepare and provide the
1:19:25 answers to those questions
1:19:28 and so feel free go to the March 4th
1:19:33 YouTube video of the council meeting if
1:19:37 you want to see that agenda item they
1:19:39 spent about an hour plus or minus on the
1:19:42 topic and so I guess with that I'll open
1:19:46 for questions where did the seven
1:19:52 projects come from did that come out of
1:19:53 an existing document or that just comes
1:19:55 here from Council on those projects are
1:19:58 actually on the existing Transportation
1:20:00 Improvement Plan those are projects that
1:20:05 were put on by the administration a
1:20:07 number of years ago and some of them are
1:20:11 concurrency related projects other ones
1:20:13 are projects that are needed for safety
1:20:16 and other purposes all designed to
1:20:19 increase mobility was the main reason
1:20:23 these are unfunded is because they were
1:20:25 so big and so they just kind of carried
1:20:27 out from year to year or carried all
1:20:28 about not executed the size and
1:20:30 magnitude of the cost of the project is
1:20:33 one of the major reasons why they're on
1:20:34 that unfunded list yeah which of these
1:20:38 projects were in the levee that got
1:20:40 rejected in 2013 great team whatever
1:20:43 that was the projects that were on the
1:20:50 list that were on the ballot measure I
1:20:52 believe it's 2015 or 16 you're correct
1:20:55 one was the southeast 43rd project
1:20:59 that's aka Providence point
1:21:01 signalization the other was Newport
1:21:04 maple to sunset and I believe those are
1:21:09 the two that were on the two of the
1:21:12 three that were on that list what
1:21:17 happened the other ones are they now off
1:21:19 the out of the queue there's me they're
1:21:25 still on the transportation improvement
1:21:27 the other one was East sunset Way and
1:21:30 that one has since had some work
1:21:34 with the pavement overlay program
1:21:51 Tom do you have question alright well if
