0:14 policy commission to order currently is
0:18 6:33 p.m. tonight's meeting is a hybrid
0:21 meeting the planning policy commission
0:24 is in person as well as online uh but we
0:27 also may have staff or members of the
0:29 public attending virtually or in person
0:32 I'm going to stop real quickly because
0:35 I'm quite fearful do we have more
0:37 resignation
0:39 stepen chair voice no we don't so these
0:42 are excused absences
0:45 correct a little bit of gallows humor
0:47 here because uh if you've been watching
0:49 the last two meetings we've had
0:50 unfortunately two of our great members
0:53 uh move on but no they're just excused

1:07 tonight good deal we'll begin with the
1:10 approval of minutes and we want to look
1:13 at the August 8th minutes uh for
1:15 approval first there are only minutes um
1:19 any questions or
1:24 concerns take nine as a
1:27 no those meeting minutes are approved
1:30 our next item of business is public
1:33 comment uh we'll hold this at this time
1:36 these are an important part of the
1:37 public process we take them seriously we
1:40 Factor them into our decision-
1:42 making and right now we are looking for
1:44 general public comments for the planning
1:46 policy
1:47 commission please note that we ask that
1:50 the comments are limited to 5 minutes or
1:53 less has anyone signed up this evening
1:55 for general public
1:58 comments no chair they have not

2:09 correct all right hearing none we will
2:11 move on to our regular business this
2:13 evening and tonight we are holding a
2:15 public hearing regarding the proposed
2:17 2024 comprehensive plan periodic
2:21 amendments we'll open the public hearing
2:24 which will be followed by a presentation
2:26 from staff and then the PPC will be
2:28 given an opportunity to ask follow-up
2:31 questions then we will take public
2:33 testimony and finally the PPC will
2:36 deliberate and if appropriate we'll make
2:40 a recommendation to the city council
2:43 Steven Padua our longrange planning
2:45 manager who will be presenting this
2:47 evening so Stephen when you're ready

2:53 everyone see longrange planning manager
2:56 it's good to see everyone who's here
2:58 tonight
3:00 so tonight as chair voice said we're
3:02 here to up hold the public hearing and
3:04 deliberate on making a recommendation to
3:06 City Council on the proposed 2024
3:09 comprehensive plan periodic
3:12 amendments um much of my presentation is
3:15 going to be kind of reiteration of what
3:17 you've already seen before but I'm going
3:19 through it for the public hearing so the
3:21 comprehensive plan is required component
3:24 of um the growth management act and So
3:27 within the growth management act it
3:28 requires certain topics covered within
3:30 the comprehensive plan which guides
3:32 State requirements County countywide
3:34 requirements as well as our local
3:37 requirements within the comprehensive
3:39 plan it functions as part of a planning
3:42 process with multiple planning documents
3:44 at the city um in conjunction with how
3:47 we want to see the see the city grow in
3:51 different areas and so this works with
3:53 many of our functional plans and
3:55 implementing the city's Vision in those
3:57 different topic areas it works in
3:59 coordinating financing implementation uh
4:02 aligned with those implementation plans
4:04 as well as uh use of the performance
4:07 metrics on how we're doing on meeting
4:09 many of those
4:11 goals the elements that are in the
4:13 comprehensive plan tonight um many of
4:16 that you've already discussed in
4:17 multiple meetings before includes the
4:19 land use sustainability element the
4:20 housing element Human Services Parks
4:22 Economic Development economic Vitality
4:26 environment and climate stewardship arts
4:28 and culture transportation in and
4:29 utilities public services and capital
4:31 facilities and um at many previous
4:33 meetings you've reviewed many of the
4:35 goals and policies that are in the draft
4:37 elements for each of these topic areas
4:40 the you'll note that the arts and
4:43 culture Human Services environment
4:44 climate stewardship elements are not
4:47 required although the environment and
4:49 climate stewardship element will be
4:51 required of the city after
4:56 2029 so one of the major themes with
4:59 this periodic update was focused on
5:01 compliance with many of the new state
5:03 legislation it came around with House
5:05 Bill 1220 House Bill 1110 House Bill
5:08 1337 a lot of housing bills as well as
5:11 House Bill 1181 that focused on climate
5:14 change um there was also changes in the
5:17 King County Planning policies that
5:19 looked at how the city was going to be
5:21 meeting much of the compliance with the
5:22 new state legislation and what local
5:25 policies need to be enacted in place and
5:27 a lot of that is aligned with 2050 which
5:30 is the regional planning document that
5:33 is in alignment with state regulations
5:36 as well as the countywide
5:41 regulations another major theme with
5:43 this periodic update was coordination
5:45 between many of the functional plans the
5:46 city has adopted or was in process of
5:50 adopting the last time the city went
5:52 through a periodic update we didn't have
5:54 many of these functional plans in place
5:57 and so with this update we focused on
5:59 making sure that these were fully
6:02 incorporated into the comprehensive plan
6:03 or considered in the comprehensive plan
6:05 and that there was coordination across
6:06 the board making sure we're using
6:08 consistent language and then looking for
6:11 any U inconsistencies in policies and
6:14 goals um in different
6:20 elements and the last piece with this
6:22 period update was focused on design so
6:26 the way this per this comp draft
6:28 conference plan is is designed is
6:30 actually to go into a new online
6:33 platform that's will be integrated with
6:35 our municipal code on the code PL cish
6:38 Cod publishing platform this would help
6:40 with full integration with City
6:42 documents as well as create new search
6:45 functions that we didn't have before and
6:46 allows for a easy searchability of
6:48 what's in our conference plan and how it
6:50 connects with our Municipal
6:52 Code the other component with design of
6:55 the compens plan is metrics and so the
6:57 guiding principles were incorporated
6:59 into the plan to identify how it ties in
7:01 with the Strategic plan and those
7:03 metrics with how we're meeting our goals
7:06 and
7:08 policies so a summary of a lot of the
7:10 changes that we've discussed in previous
7:11 meetings includes many of the state
7:13 requirements from New State legislation
7:17 diversity Equity inclusion Incorporated
7:19 in many of the goals and policies and
7:20 multiple
7:21 elements integration of the functional
7:24 plans and coordination and
7:26 implementation the identification of
7:29 neighborhood hoods being updated as part
7:31 of the umena
7:33 plan the creation of the new environment
7:36 and stewardship element which was really
7:40 um a split off from the original land
7:42 use element so from the development of
7:45 the uh isqua climate action plan we
7:49 incorporated many of the policies from
7:52 the LA the currently existing land use
7:54 element into this new element that
7:57 focused on more of the natural
7:58 environment and climate change and so
8:00 what remained in the land use element
8:02 was more of the goals and policies
8:03 focused on the built
8:05 environment and then the last piece is
8:08 redesignation and rezone which uh senior
8:11 planner Kristen Leon will be talking to
8:14 tonight so much of the process for this
8:16 periodic update is outlined in exhibit D
8:18 which lists all the meetings that we've
8:19 had with planning policy commission as
8:21 well as all the other boards commissions
8:22 and city council committees in
8:24 discussion with all the specific updates
8:27 that we proposed to have in each
8:31 B so now I hand it off to
8:41 Ken so good evening yes Kristen Leon
8:44 senior
8:45 planner um there's actually one of you I
8:47 haven't met before so nice to see
8:49 you uh yeah I'm going to talk about the
8:52 redesignation and resoning like what
8:54 redesignation reson um yeah we haven't
8:57 talked about this one before so um
9:00 um recently the city did an inventory of
9:03 all of its Surplus property one of the
9:05 Surplus properties was uh 1775 12th
9:08 Avenue Northwest which some of you may
9:10 know is the former city hall Northwest
9:12 building that we used it's now
9:14 vacant um and so on April 6 Council
9:19 looked at the Sur this Surplus property
9:21 and said yes we want to sell it but we
9:24 have an issue it is currently zoned
9:27 Community facilities facilities and
9:29 Community facilities zones represent
9:32 public ownership so you cannot sell to a
9:36 private developer if it needs to be
9:38 publicly owned so the
9:42 city asked the city uh to rezone this
9:46 property and in doing so it needs to be
9:49 what is the most uh you know it needs to
9:52 be a contiguous property everything
9:53 around it except for one small parcel is
9:55 urban
9:56 core so the process used to be
10:00 that rezones came to the planning policy
10:04 commission for recommendation to city
10:07 council but to take
10:09 the to make it more subjective it now
10:13 goes and not puts you all in a weird
10:14 position and now goes to the hearing
10:16 examiner so on June so and one other
10:20 thing so it goes to the hearing examiner
10:22 so if a comprehensive plan amendment is
10:24 not required which in this case it is
10:27 because the community facilities
10:29 facility Zone falls under the Community
10:31 facilities umbrella of land use
10:33 designation of yeah land use designation
10:36 the urban core that it they wanted it to
10:38 be rowned um falls under the mixed use
10:42 land use designation so you can't have a
10:44 zone that doesn't match the
10:45 corresponding designation so therefore
10:48 in this case it also needs a land use
10:51 Amendment so you do the public hearing
10:54 with the hearing examiner who makes a
10:55 recommendation to the city council then
10:58 the public hearing at the planning
11:00 policy commission has to do with the
11:02 land use designation so that's what
11:03 we'll show talk about tonight uh the
11:05 city council then takes action on the
11:08 redesignation first and then they would
11:10 take an action on a
11:13 reone so that's what we're doing here
11:15 tonight so we're talking about this
11:17 parcel
11:21 right not getting it there right there
11:24 and you can see it's currently it's uh
11:26 1.28 Acres currently owned by the city
11:29 zoned Community facilities facilities
11:32 and the proposed or now recommended
11:34 rezone is the uh Urban core zone so this
11:38 actually went to our hearing examiner on
11:41 June 6th of this year hearing examiner
11:43 recommended approval of the rezone so
11:47 with that we would then recommend
11:50 changing the community facilities land
11:53 use designation to the matching mixed
11:57 use land land uh land use
12:00 designation and so that's what is in
12:02 your comp plan and that is what would
12:04 change on the land use map if you are to
12:06 recommend
12:08 a back to
12:13 Steve thank you chren so for next steps
12:17 for this process following tonight's
12:18 meeting we will be taking the draft
12:21 comprehensive plan to the uh Planning
12:24 Development environment Council
12:25 committee um who will review it in their
12:28 meetings in September October and then
12:29 we'll bring it to the comme of the whole
12:31 and then to full Council in
12:34 December so in your materials tonight uh
12:37 you have the public comments Matrix you
12:40 have the matrixes of
12:42 changes letter from the environmental
12:44 board on recommended changes list of
12:47 meetings um and then the redesignation
12:50 rezone that Kristen spoke to as well as
12:53 drafts elements and the appendices for
12:56 the draft conference plan
13:00 so an example motion uh for you all to
13:02 consider tonight is move to recommend
13:04 approval of the proposed periodic
13:05 amendments conference plan as
13:09 presented that concludes my
13:14 presentation thank you Stephen thank you
13:16 Kristen all right now is the time for
13:19 members questions uh the one thing I'd
13:21 like to point out is a lot of the stuff
13:24 we've seen I believe is our third time
13:26 around with it so a lot of this should
13:27 be pretty familiar
13:29 uh with the exception of the
13:30 environmental board uh you have seen
13:32 most of it as Stephen was mentioning the
13:35 environmental board has proposed a lot
13:37 of different uh tweaks changes to
13:40 different policies as you might have
13:41 seen or read and I want to thank the
13:43 environmental board for uh doing such
13:46 thorough work uh Stephen and I had a
13:48 discussion our thinking is like I said
13:50 that some of this was pretty technical
13:52 we asked that staff would look at it you
13:54 can see staff's responses in much of it
13:56 but I do want to point out now is the
13:58 time to ask if you do have questions
14:00 about the environmental board whether
14:02 it's their policies or the responses
14:03 from staff now is a good time to ask
14:06 about it we will debate it as part of
14:07 the Fuller packet but please also feel
14:10 free to ask about anything you have
14:11 questions on that that's really the only
14:13 thing we haven't seen other than
14:15 everything in its totality but just
14:17 wanted to make real clear that again
14:19 that's definitely um open to for
14:22 discussion and again thank you for the
14:24 environmental board for all their hard
14:27 work all right questions
14:59 um real quickly briefly ask our
15:02 commissioners individually if they do
15:04 have any questions I'll start with
15:06 commissioner Milligan do I see a Simpson
15:08 hand
15:12 there nope okay commissioner zacharov

15:25 questions being there's no questions we
15:27 are going to open the public comment at
15:30 6:49
15:31 p.m. and Stephen I believe I know the
15:34 answer to this but uh has anyone signed
15:37 up to

15:46 speak but you can ask in the room all
15:48 right well I believe there is someone
15:50 who would like to
15:51 speak so we just do ask that um we ask
15:55 that you speak clearly pause frequently
15:57 please state your name
15:59 um before
16:01 speaking if we do have someone that
16:04 joins online we do ask that if you're
16:06 having any technical issues to try and
16:08 join the meeting using a different
16:09 device such as a smartphone or tablet uh
16:12 you can also use the call information
16:15 into the meeting to call in we do ask
16:18 that you keep your comments to five
16:19 minutes or less and with that if anyone
16:22 in the room would like to speak please
16:32 hi my name's Connie Marsh I live on
16:34 squawk you should have gotten my
16:37 grinding for day went through just about
16:41 every word in the comprehensive plan
16:44 including the language that hasn't not
16:46 really been reviewed like the vision
16:48 statements and all of this that you
16:50 haven't done much with and this is oh I
16:54 don't know I've been doing this since uh
16:57 the '90s and so this is not my first
16:59 comprehensive plan though this is a
17:02 strikingly differently toned and leveled
17:06 comprehensive plan in the past and what
17:09 I consider to be the correct form of a
17:11 comprehensive plan is uh the community
17:16 and what the community wants how they
17:19 live their daily lives and then how that
17:22 those lives spool out into their hopes
17:25 and dreams of the future of the town in
17:28 20 years
17:31 because the comprehensive plan is how
17:33 you guide the community's city it is not
17:39 how the government is going to run its
17:42 town and that is missing from this
17:45 comprehensive plan in the past we had
17:48 visions and value
17:50 statements and they went out to the
17:53 community and said okay Community what
17:56 are you thinking look 20 years and tell
17:59 us what you think the proper path for
18:02 isqua is what do you see and want for 20
18:05 years from now and tell us your hopes
18:08 and
18:09 dreams and in this situation instead we
18:13 went to The Guiding principles at the
18:16 Strategic plan level and created a plan
18:19 for the city to use bere of the
18:22 community hopes and dreams and that
18:24 follows through in the language
18:26 especially the V Vision language her
18:29 chapters uh when you when you
18:33 look at what isqua has done in the last
18:37 10 years it's like brilliant we have
18:42 increased the diversity in this town
18:45 tremendously we have created so many
18:47 different and varied housing units that
18:49 you can't even believe it far above what
18:52 other communities have been able to
18:54 achieve on the east side and our
18:59 language makes it sound like we have
19:01 made no progress whatsoever so what I
19:05 say is we celebrate where we have gotten
19:08 to and then we point the trajectory into
19:11 the future of what our town can be and
19:16 we show how much better the lives of the
19:19 community members will
19:22 be and we can talk about the Arts
19:26 because the Arts are the soul right are
19:28 the poet poetry of Our Lives it's the
19:30 emotions that we feel and then we have
19:32 the Cornerstone of the environment that
19:35 everybody values so much and then you
19:37 have the swearing on the streets because
19:40 you can't get around or gravel is being
19:42 kicked up on you because you're trying
19:43 to walk and it's next to a 35 M hour
19:46 street that is totally unpleasant and
19:49 that isn't necessarily the town that the
19:52 community wants but the community hasn't
19:54 been asked on that level this
19:57 comprehensive plan is is one whole step
20:00 down further than it needs to be to get
20:03 us the future that the community wants
20:06 so what I ask in all of my grinding
20:09 language that you got in huge detail
20:12 that you consider your hopes and dreams
20:15 and what you think isqua should be deep
20:18 down in our souls because a town is
20:21 really the soul of its peoples all of
20:25 them and you say is this telling us that
20:29 story I do not think it is then backing
20:34 off a little bit to just normal
20:38 stuff I don't believe it's ever correct
20:41 to take public comment at a at a public
20:44 hearing and make a decision the same
20:47 night I think it always should be
20:50 continued so you can think and Ponder a
20:53 little bit further before you make a
20:55 decision to pass such a thing on
20:57 especially with with the environmental
20:59 board comments because I totally
21:02 disagree with Steven's responses to the
21:05 environmental uh board's comments I felt
21:08 that they were disregarded and they put
21:10 their hearts and souls into the
21:11 environmental section of this town and
21:15 um they should be they should be
21:17 respected in that not disregarded thank
21:19 you very much it wasn't as good as the
21:22 Obamas what can I say but I'm trying
21:32 is there anyone else who would like to
21:34 speak anyone
21:37 online there are there's no one
21:47 online we will close the public comment
21:50 at 6:55 p.m. I do want to thank
21:54 U participation from our public just
21:56 moments ago
21:59 and now in order to
22:02 continue we do regardless of what the
22:05 commission decides we still do need
22:06 formal action to begin the process pick
22:09 it off as they so is there a motion to
22:13 begin Liberation I see commissioner
22:20 Milligan hi thank you first a clarifying
22:23 question you've been saying that public
22:24 comment is open and then public comment
22:26 is closed did you mean the public
22:28 hearing in I blame my
22:32 writers okay so public hearing is now
22:36 closed yes thank you okay my comment is
22:41 uh and I and I think the commenter I did
22:43 come uh with two reasons to postpone uh
22:46 deliberations and actions uh the first
22:50 reason to postpone is that we are
22:53 missing three of our senior count U
22:56 Commissioners who have been a very
22:58 important in uh reviewing the
23:01 comprehensive plan over these last
23:03 several months and we did have a lot of
23:05 uh new information today especially from
23:07 the environmental board uh that we
23:10 haven't had a chance to hear their
23:11 voices on and the second is I thought it
23:14 was a policy uh and I was certainly just
23:16 going to advocate for um the intention
23:19 of it that we would not have actions at
23:21 the same night as a um public hearing
23:24 now that certainly may be true for um
23:26 and I hope it darn is for city council
23:29 but it um could and should be for um
23:33 this commission so I am going to make a
23:36 motion if I may chair may I make a
23:39 motion of course okay I move to uh
23:43 postpone deliberation and action uh uh
23:46 section of this um proceeding to our
23:51 next public um policy commission meeting
23:55 planning policy commission meeting I am
23:57 so sorry I can't I'm running in here
23:59 from I'm on vacation but I'm here uh so
24:03 that's my motion and then I'm happy to
24:06 follow up with more comment if somebody
24:07 would wish to um second it is there a
24:14 second commissioner
24:18 Patterson I will second that
24:20 motion all right so we have a motion to
24:24 move our deliberations towards our next
24:26 public meeting um um let's go ahead and
24:29 take a vote all in favor say
24:34 I all right that's majority so we will
24:37 move those to our next public
24:40 meeting uh move our deliberations to the
24:42 next public meeting

25:07 be moved to the next meeting you can
25:08 still start your deliberations tonight
25:11 if you choose
25:13 to um well I guess since I'll ask the
25:17 motion maker did you want to move the
25:19 deliberations wait till the senior
25:20 members come back do you want to wait
25:22 for the formal action since it was your
25:24 motion um yeah I was I was imagining
25:27 that we would all do it together because
25:29 there is the deliberative quality um
25:32 happens when we're all in the room
25:34 together uh but I feel uh less
25:39 um I I do not need to die on that hill
25:41 just wanted to move the general
25:44 deliberation so if anybody wanted to
25:46 start deliberating today I would not
25:48 mind okay but that was my intention was
25:51 to move it all okay um I'll ask the
25:54 Commissioners
25:55 since the two of you also voted with
25:57 Nina um you guys like to move the
25:59 deliberations I don't think we need to
26:01 make this formal it's just more of
26:10 okay yeah I'm I'm did um because I do
26:15 agree with your observation that it
26:18 seems I
26:21 guess that making this decision with
26:23 just the four of us uh would would be I
26:27 guess a big piece of the puzzle
26:31 um so yeah I I am a little conflicted
26:34 that being said I also don't want to
26:36 like fully stop any progress on on on
26:39 this um so I'm a little conflicted right
26:41 now to be completely honest
26:44 um that's where my head is currently at
26:47 I know it's not helpful but um just myle
26:51 right
26:53 now all right well we have uh
26:55 commissioner Milligan and commissioner
26:58 back off in favor for moving the
27:02 deliberations and this your guys' motion
27:05 so I guess in this sense since we have
27:08 50% that would like to move them do you
27:11 think staff I think we probably should
27:13 just move
27:14 it CH voice yeah we can we can move that
27:17 out yeah I think we basically got two
27:20 and a
27:22 half yeah we'll just move the entire
27:24 deliberation and I think um hopefully we
27:27 can make room no our next meeting has to
27:29 do with housing analysis uh what else do
27:32 we have so one of the updates for
27:34 tonight is that the calendar is going to
27:36 be changing uh we're going to be holding
27:38 a public hearing on the draft Eis um at
27:41 the SE September 12th meeting and so
27:43 there is actually room on the agenda to
27:45 continue the deliberation discussions at
27:47 that meeting
27:50 okay all right
28:06 okay um well thank you commissioner
28:08 Milligan thank you Commissioners I
28:10 believe having said that we will wait
28:12 till next public our next meeting on
28:14 September 12th to have our deliberations
28:16 and uh recommendation or action for the
28:21 periodic amendments for the comp plan as
28:24 well as apparently something else but
28:25 having said that we will close out that
28:27 portion of tonight's
28:28 agenda and we will move on now to
28:30 regular
28:31 business um which really is just
28:34 reports thank you chair voice so for
28:37 tonight um there's no council report
28:40 it's been a fairly quiet month um but
28:43 for the next item other business
28:46 announcements there are updates to the
28:48 planning policy commission uh calendar
28:50 that will be sending out it'll just
28:53 shift around when the topics are being
28:55 discussed uh that we be looking at this
28:57 fall and winter and so uh we'll let that
29:00 we'll send that out for the
29:01 Commissioners to review there's also
29:03 going to be a middle housing survey
29:05 that's going to be coming out in the
29:06 next week or two so just I'll let you
29:08 know when that is available as
29:13 well there's our city council updates
29:16 any other business announcements from
29:18 staff
