Donation Acceptance: Julius Boehm Pool Starting Platforms

On July 18, 2022 Council approved an agenda bill to accept one time grant funds in the amount of $20,000 from King County to provide youth sports opportunities through the Issaquah Community Center ($11,500) and Julius Boehm Pool ($8,500). The agenda bill specifically called out $8,500 to go toward the purchase of new starting platforms at the Julius Boehm Pool.

Following an extensive public engagement process, an off-leash dog park was identified as a priority project in the City's 2018 Parks Strategic Plan. Due to the COVID-19 pandemic, the City made several budget reductions in 2020, which impacted many parks projects, including the dog park. A two-year Pop-Up Dog Park Tour was successful in serving resident needs for an off-leash dog facility while the City explored options. The site by the Issaquah Community Center along the Rainier Trail provided to be extremely popular. In the 2023-2024 budget, the City Council authorized funding to make a permanent dog park at the site by the Issaquah Community Center while continuing to pursue a permanent option at Tibbetts Valley Park during future re-visioning of the park. A portion of the proposed dog park by the Community Center is located within right of way for 2nd Avenue SE.

Department of Commerce Comprehensive Plan Periodic Update Grant

Every county and city in the state is required to conduct a Periodic Update of its Comprehensive Plan and development regulations every eight years. This update allows local governments to ensure their Comprehensive Plans and development regulations address the minimum requirements of the Growth Management Act (GMA). Counties and cities must comply with the requirements of GMA, including the Periodic Update requirements, to be eligible for grants and loans from certain state infrastructure programs. Issaquah’s current Periodic Update is due to the State by December 2024.

The Climate Action Plan (ICAP) was passed by Council on December 6, 2021, with bold targets for greenhouse gas emissions reduction. Building and home energy use accounts for 61% of Issaquah’s greenhouse gas emissions. The ICAP includes a 25% reduction target for energy use from new and existing buildings by 2030, a reduction in fossil fuel use in existing buildings of 20% by 2030, and a transition to 100% renewable electricity in municipal buildings by 2025. These targets imply building decarbonization. Decarbonization as it relates to buildings is the process by which we eliminate greenhouse gas emissions from the built environment, such as through electrification, installation of renewable energy, and improved energy efficiency.
