Staff report:
Following an extensive public engagement process, an off-leash dog park was identified as a priority project in the City's 2018 Parks Strategic Plan. Due to the COVID-19 pandemic, the City made several budget reductions in 2020, which impacted many parks projects, including the dog park. A two-year Pop-Up Dog Park Tour was successful in serving resident needs for an off-leash dog facility while the City explored options. The site by the Issaquah Community Center along the Rainier Trail provided to be extremely popular. In the 2023-2024 budget, the City Council authorized funding to make a permanent dog park at the site by the Issaquah Community Center while continuing to pursue a permanent option at Tibbetts Valley Park during future re-visioning of the park. A portion of the proposed dog park by the Community Center is located within right of way for 2nd Avenue SE.

Every county and city in the state is required to conduct a Periodic Update of its Comprehensive Plan and development regulations every eight years. This update allows local governments to ensure their Comprehensive Plans and development regulations address the minimum requirements of the Growth Management Act (GMA). Counties and cities must comply with the requirements of GMA, including the Periodic Update requirements, to be eligible for grants and loans from certain state infrastructure programs. Issaquah’s current Periodic Update is due to the State by December 2024.

Staff report:
The Climate Action Plan (ICAP) was passed by Council on December 6, 2021, with bold targets for greenhouse gas emissions reduction. Building and home energy use accounts for 61% of Issaquah’s greenhouse gas emissions. The ICAP includes a 25% reduction target for energy use from new and existing buildings by 2030, a reduction in fossil fuel use in existing buildings of 20% by 2030, and a transition to 100% renewable electricity in municipal buildings by 2025. These targets imply building decarbonization. Decarbonization as it relates to buildings is the process by which we eliminate greenhouse gas emissions from the built environment, such as through electrification, installation of renewable energy, and improved energy efficiency. 3:14 years I've really loved um being on the
3:16 council serving my hometown in this way
3:18 uh the first four years were hard were
3:20 challenging there are a lot of things
3:22 that happened in this first four years
3:24 I've learned a lot I'm a better council
3:25 member now than I was on my first day um
3:28 that's primarily due to all of you you
3:29 up on the Das uh council members and
3:31 also every single staff that I've
3:33 interacted with who had the patience um
3:36 to uh answer all my questions and and
3:39 deal with me so I really appreciate it
3:40 and I'm looking forward to the next four
3:41 years we've got a lot of good stuff
3:43 coming down the pipeline and and thank

7:53 short recess the next item is AB 8737 it
7:57 is the election of our Council president
8:00 and Deputy council president for the
8:01 year
8:02 2024 the isqua municipal code provides
8:05 that at a council president and a deputy
8:08 council president be elected at the
8:09 first meeting in January for a one-year
8:11 term a summary of their responsibilities
8:14 was provided in the agenda bill and we
8:17 will use the following process uh to
8:19 elect our officers first I will call for
8:23 nominations when nominations have been
8:25 made I will close the nominations and
8:27 council members will then be provided an
8:29 opportunity to discuss nominees I will
8:32 then ask council members to cast votes
8:34 on the nominees in the order that they
8:35 were nominated council members may vote
8:38 for themselves which we've heard
8:40 recently is very important there was a
8:43 race recently where an individual lost
8:46 by one vote he did not vote
8:49 um council members may vote for
8:51 themselves and may vote for only one
8:52 nominee the council member receiving the
8:55 majority of the votes is declared
8:56 council president and then we repeat the
8:58 process G for Deputy council president
9:01 so we'll begin the nominations for
9:02 council president are there any
9:06 nominations Deputy council president

10:04 those discussions so I will very much be
10:06 supporting your election tonight any

11:48 but a torn uh loyalties that I make this
11:51 nomination because sitting next to Barb
11:53 D Michelle for the the past two years
11:55 I've been able to read her computer and
11:57 get all the answers that I need needed
11:59 along the way um she's one of the most
12:01 meticulous uh note takers and prepares
12:04 her comments with such uh uh detail that
12:08 it has been very helpful to uh what I've
12:10 been able to contribute um but in all
12:13 seriousness uh Barbie Michelle is one of
12:15 the hardest working council members that
12:16 I know um and Beyond the work that she
12:19 does on the council her community work
12:21 uh is second to none so it's with uh
12:24 with great enthusiasm that I would hope
12:26 that my fellow council members would
12:28 vote for her this evening
12:29 thank you council member Joe council
12:32 president thank you um after working
12:36 with uh council member hall for the last
12:38 two years and just having a fantastic
12:41 partnership that I think has served the
12:43 community well now that he's stepping
12:46 back with a little bit more focus on
12:48 school um looking around seeing who's
12:52 willing to step up and the conversations
12:54 that I've had with council member D
12:57 Michelle since then uh really indicate
13:00 as with the last four years on Council
13:03 um how much of a partner she again will
13:06 be and how our vision for continuing
13:11 again this smooth sailing ride and um
13:14 serving the council um has come forward
13:17 so very much looking forward to the next
13:20 year thank you thank you council

13:30 been on the council nail for four years
13:32 uh I must say that we've had great
13:34 leadership for all four of those years
13:37 um I hope that I can do half the job
13:40 that our current uh Deputy council

13:47 challenge to follow in your footsteps
13:49 but um I'm going to try hard so and
13:53 working with Lindsay I'm looking very
13:54 much forward to that uh we have had uh
13:57 as as Zach said we kept things smooth
14:00 sailing and I think we are kind of proud
14:03 of the fact that we can work together so
14:06 well and that uh not not necessarily
14:09 agree with each other all the time but
14:10 to uh uh even when we disagree to be
14:13 able to work that out and have good
14:16 productive conversations so I'm hoping
14:17 that that tradition will go forward and
14:19 I am very very honored to step up and be
14:22 working working in the leadership role

22:52 at the committee's December 11th meeting
22:55 and I'd like to invite sustainability

23:22 New Year to everyone thank you all so
23:24 much for having me here and kicking off
23:27 the new year with some uh awesome
23:30 sustainability uh related business so
23:32 we're really excited to to get role in
23:34 this new year so my name is David REI
23:36 I'm the sustainability coordinator with
23:38 the city and I'm here today to talk to
23:41 you about the municipal building
23:42 decarbonization
23:43 resolution um I have about a 10-minute
23:46 presentation and I'm happy to take
23:48 questions during the presentation if any
23:50 come up and then as well at the
23:53 end so uh the purpose uh of the
23:57 resolution solution is to set the city
23:59 on a path to Electrify its buildings
24:01 develop renewable energy projects and
24:04 Advance progress in reaching the IAP
24:06 targets uh reaching icap
24:10 targets uh on the screen are a number of
24:13 specific targets and IAP actions that uh
24:16 this decarbonization resolution building
24:19 decarbonization resolution speaks to uh
24:22 and this work would really be focused on
24:24 addressing our greenhouse gas emissions
24:26 from our existing municip
24:28 buildings um and that kind of covers
24:31 multiple different actions and would
24:33 would address different targets within
24:35 the
24:37 cap so the administration recommendation
24:40 is to approve the resolution declaring
24:42 the intent of the city to study
24:43 opportunities and challenges to
24:45 decarbonize city- Owned buildings in
24:47 response to climate
24:51 change to take a step back uh why we're
24:54 talking about building decarbonization
24:56 at all is because buildings represent
24:58 buildings in the built environment
25:00 represent the largest source of
25:01 greenhouse gas emissions here in isqua
25:04 uh and uh regionally the number is a
25:07 little varies a little bit depending on
25:08 whe whether we're talking about
25:09 CommunityWide or Municipal operations uh
25:13 but uh within our Municipal operations
25:17 uh buildings represent roughly 50% of
25:20 our uh emissions and a a over half of
25:25 that comes from fossil fuel within our
25:28 built environment so if we want to
25:31 achieve the different targets set out
25:33 within the climate action plan we do
25:34 have to uh narrow in and and focus on
25:37 our buildings uh as well as the other uh
25:40 sources of emissions as well uh to make
25:42 sure that we can achieve the Deep
25:44 greenhouse gas emissions that um we
25:46 committed to within the climate action
25:48 plan and uh as a note I'll be coming
25:51 back before the board in about a month
25:53 to talk about the results of the 2022
25:55 greenhouse gas emissions inventory so
25:58 happy to get into the details and
25:59 nitty-gritty of that uh at that
26:02 time so uh the municipal building
26:05 decarbonization resolution really uh
26:08 directs the city to take on roughly
26:11 three three main actions and one of them
26:14 uh is is uh the bulk of the work which
26:18 is to uh inventory City facilities and
26:21 evaluate the feasibility of retrofitting
26:24 existing buildings to become all
26:25 electric by 2030
26:28 the second is to direct the city to
26:29 explore opportunities to collaborate
26:31 with other entities and the third
26:33 directs the city to make recommendations
26:35 on next steps following the results of
26:37 the various facilities work and that's
26:38 recognizing that this decarbonization
26:41 feasibility assessment uh in section one
26:44 Builds on and contributes to uh the
26:47 facilities condition assessment the
26:49 energy Audits and other facilities work
26:52 that we're already doing and planning to
26:54 do at our Municipal facilities so all of
26:56 this work uh uh works together and
26:59 handin hand to achieve um both IAP goals
27:02 as well as City facility goals
27:08 generally uh to dig a little bit more
27:10 into that this is a little graphic that
27:12 I put together to kind of put the
27:14 decarbonization feasibility analysis
27:16 discussed in uh section one within the
27:18 context of some of our other uh
27:21 facilities work and all of these
27:23 different pieces of the facilties work
27:25 really get at different questions around
27:28 uh what are the opportunities at our
27:30 existing Municipal facilities the
27:33 decarbonization feasibility analysis
27:35 will pull information from say the
27:37 faciliity condition assessment on
27:40 condition of equipment the life cycle of
27:42 equipment um whether roofs have been
27:44 replaced recently or uh need replacement
27:47 in the the coming years right um it'll
27:50 build on information from the energy
27:52 audits which will really ask the
27:53 question of what are the Energy
27:54 Efficiency opportunities for our uh some
27:58 of our Municipal facilities and the
28:00 decarbonization feasibility analysis
28:02 will pull all of that information
28:04 together um and help us understand when
28:07 and where to make targeted Investments
28:09 to reach decarbonization goals um and to
28:11 decarbonize our buildings I also want to
28:14 note that this does build on a lot of
28:16 the work that has been done previously
28:18 in the city so um the uh Sustainable
28:21 Building act building action strategy in
28:24 2017 as well as previous uh energy
28:27 audits conducted at um Municipal uh
28:30 facilities and this is going to pull
28:33 some of that information update it
28:35 recognizing that a lot has changed in
28:36 six years in equipment in the condition
28:40 of our own uh existing equipment at our
28:42 facilities and so pulling that
28:44 information together and and updating it
28:46 so that we have a better strategy and
28:48 path forward um in future
28:54 years I wanted to put provide a
28:57 definition def of decarbonization just
28:58 so uh I can be clear about what we're
29:01 we're talking about as part of this
29:03 process and so decarbonization as it
29:05 relates to buildings is the process by
29:07 which we eliminate greenhouse gas
29:08 emissions from the built environment
29:09 such as through electrification
29:11 installation of renewable energy and
29:12 improved Energy Efficiency and so the
29:15 decarbonization assessment feasibility
29:17 analysis is really going to be looking
29:19 at all of those different pieces
29:21 recognizing that some different of our
29:24 facilities are going to be uh more Prime
29:26 for renewable energy than others some of
29:29 our facilities are going to be more
29:30 Prime for uh say electric vehicle
29:33 infrastructure than others and so this
29:35 is going to give a real good um lay of
29:37 the land for what is it going to take to
29:39 decarbonize our facilities and what are
29:41 going to be the different opportunities
29:43 at each of the different
29:47 facilities so
29:49 um we are hoping to start with this work
29:53 soon uh starting really this winter
29:56 we're in the process of finalizing and
29:59 um uh our scope for this project um and
30:03 the goal is to review All City
30:04 facilities uh with a few exceptions and
30:07 there was an email right before uh this
30:09 council meeting to note three specific
30:13 exceptions um to the city facilities
30:16 that uh would be included within the
30:18 analysis and I'm happy to answer any
30:20 additional questions on those facilities
30:23 or other facilities that are
30:25 included since you've referenc the email
30:27 did you want to just say on camera what
30:29 those facilities were
30:31 absolutely yeah so the three uh
30:34 facilities that are expected to be
30:36 excluded from the feasibility analysis
30:39 are City Hall Northwest Remy's shed um
30:43 and then the Murphy property and the
30:45 reasons are um the uh City Hall
30:48 Northwest uh in terms of thinking about
30:50 future planning for the building uh the
30:54 uh facilities team and uh the the
30:57 sustainability team decided that it was
30:59 probably best to um forego that looking
31:02 at that building for now um Remy's shed
31:04 is a small shed and so uh the facilities
31:08 team suggested skipping that one and
31:10 then the Murphy property is zoned for um
31:14 uh open space and so the idea was that
31:17 it uh longterm is probably not the the
31:20 greatest opportunity to look at
31:22 decarbonization at that
31:26 facility
31:27 any questions on those
31:30 exclusions before I
31:33 continue so I also just want to note
31:35 that uh the uh decarbonization
31:38 feasibility analysis will be D conducted
31:40 in tandem with energy audits whenever
31:42 possible recognizing that a lot of this
31:44 work really Builds on each other and is
31:46 interconnected as we're thinking about
31:48 Energy Efficiency measures within uh any
31:51 given facility we also want to be
31:52 looking at what are the ways to remove
31:54 fossil fuels from that facility and
31:56 facilitate electrification
31:58 so the feasibility analysis will review
32:00 equipment renewable energy feasibility
32:03 electrical capacity for Electrical uh EV
32:06 charging stations as well as for just
32:08 the electrification of other equipment
32:10 making sure that we get a better
32:12 understanding of will there need to be
32:14 electrical upgrades for our our um
32:16 facilities to make this transition
32:19 possible right so this is again going to
32:21 give a lay of the land of what we need
32:22 to be doing to remove the fossil fuel
32:25 use from all of our facilities
32:29 so at the uh following the previous
32:33 efforts and with the the decarbonization
32:35 feasibility analysis we should be able
32:37 to know when and where to prioritize
32:40 Investments building off of again the
32:42 feasibility uh the facilities condition
32:44 assessment and energy audits
32:46 understanding what uh equipment needs to
32:48 be replaced in the near- term what
32:50 equipment needs to be replaced in the
32:51 long term and then being able to use
32:53 that in in coordination with
32:55 understanding which equipment um
32:58 Replacements can save greenhouse gases
33:01 emissions reduce greenhouse gas
33:02 emissions um as well as help us achieve
33:05 our IAP goals in addition we can
33:07 understand which specific projects which
33:10 specific projects at facilities across
33:12 the city can help us meet uh established
33:14 criteria and reach our IAP goals as well
33:17 as other facilities
33:18 goal uh the assessments will help us uh
33:22 make appropriate and accurate budget
33:24 requests uh in future budget years and
33:27 then it'll also help us understand um
33:30 how we can seek additional funding
33:32 grants and Partnerships to further this
33:34 work so we'll get a a sense again again
33:36 on what we really need to do as a city
33:39 to reach decarbonization within our
33:40 municipal
33:43 buildings um I was able to make
33:46 presentations about the municipal
33:48 building decarbonization resolution to
33:50 the environmental board on September
33:51 13th and then to the services safety and
33:54 Parks Committee of Council on December
33:56 11th
33:57 2023 and both the board and committee
34:00 supported advancement of the uh
34:04 resolution as a public commitment to
34:07 address Municipal greenhouse gas
34:10 emissions um there was a before we get
34:14 into the options I wanted to note that
34:15 there was a an amendment proposed uh
34:18 before this um before this meeting to uh
34:22 include language around uh presenting
34:25 the results of the decarbonization
34:27 feasibility analysis to council and um
34:31 so that is uh that is one of the changes
34:35 that uh was um put in with the
34:39 resolution so uh our options are to
34:42 approve the resolution approve the
34:43 resolution with changes or to uh not
34:46 approve the resolution without the
34:48 resolution the city can still complete
34:49 the work but will not have a public
34:51 commitment to doing so
34:55 um as an note on timing and next steps
34:59 uh if we are seeking approval of the
35:02 resolution this January um and finishing
35:05 the finalizing the scope of work for the
35:07 decarbonization feasibility analysis and
35:10 then our uh hope and goal would be to
35:12 conduct the analysis between February
35:15 and June of this year and then uh we'll
35:17 get to really dive into that
35:19 implementation step so taking the
35:21 results of that analysis bringing it
35:23 back to council sharing those results
35:25 with um
35:27 departments um informing budget requests
35:30 Grant applications um Etc as we think
35:33 about uh what's it going to take to um
35:36 really decarbonize our Municipal
35:39 facilities so again one last time the uh
35:42 Administration the recommendation is to
35:44 approve the resolution declaring the
35:46 intent of the city to study
35:47 opportunities and challenges to
35:48 decarbonize city-owned buildings in
35:51 response to climate change and with that
35:53 that's the end of my presentation and
35:55 I'm happy to take any
35:57 additional questions comments thoughts
36:01 Etc thank you David great presentation
36:04 I'm going to now see if uh council
36:07 member Marts who chairs that committee
36:09 would like to provide any comments from
36:11 services safety in park just briefly I
36:14 would characterize the response as uh
36:17 uniformly positive and uncontentious and
36:20 uh really just wanted to uh our our
36:22 biggest thing was to bring it back to
36:24 the pool Council because we think this
36:26 is important that we want at all seven
36:28 well aware of what we were proposing to
36:31 report that's great thank
36:34 you uh does any council member have a
36:38 question on Mr re's presentation if not
36:41 I would be looking for a motion question
36:43 from council member Hall thanks I just
36:45 have a couple um great work so far I'm
36:48 just curious if we've thought about how
36:50 we're defining feasibility since you
36:52 probably kind of tailor a definition for
36:54 that in several ways and if not are we
36:56 are we just going to plan on making sure
36:58 that's thoroughly defined in the
36:59 analysis the final
37:01 report yeah great question thank you um
37:04 so the
37:07 um whether or not it's feasible to
37:10 implement any of the equipment
37:12 recommendations would be something that
37:14 uh staff would really take the the
37:17 results of the analysis and then uh work
37:20 with council members and finance and
37:23 everyone else to kind of figure out what
37:25 we can do in any given year um for the
37:27 most part the uh its attachment a of the
37:30 resolution kind of lays out the specific
37:32 pieces of the analysis that we will be
37:35 looking at and so that includes things
37:37 like reel electrification as well as um
37:40 end of life electrification of equipment
37:43 renewable energy
37:44 opportunities um electrical capacity for
37:47 um EV charging stations Etc um and then
37:51 there's also some Equity components
37:52 there that staff have committed to um
37:55 considering as well so those are kind of
37:57 the pieces that are going to go into the
37:58 analysis and then coming out of that
38:00 will be um recommendations on on how to
38:02 move that forward and um there will be
38:05 I'm sure many discussions after that as
38:07 to which of those options are feasible
38:10 and what what is kind of the the range
38:12 of um cost estimates and things like
38:15 that to to move things
38:18 forward and thank you yeah exhibit a is
38:21 actually a good start on kind of
38:22 defining what um my other question is
38:25 and I I didn't email this in because I
38:27 don't necessarily know how to frame it
38:29 or how it fits into this but one thing
38:31 that I think about when when I think
38:32 about building decarbonization is grid
38:35 reliability and and how should we be
38:37 thinking about engaging with our energy
38:39 provider about kind of our plans as a
38:42 municipality to decarbonize our
38:44 buildings and ensuring that's aligned
38:45 with kind of their overall plan for
38:47 shuring up the
38:49 grid yeah great question um that is uh
38:54 definitely uh a topic of conversation as
38:58 we think about electrifying uh here just
39:00 in the region um and the general push to
39:03 Electrify across the country um I think
39:05 on the the local scale when we think
39:07 about our own Municipal facilities I'll
39:09 point to um a few items one is that um
39:13 as part of all of this work right we're
39:15 trying to think about Energy Efficiency
39:17 in addition to um electrification so the
39:20 hope is to reduce the energy use
39:23 intensity generally of our facilities as
39:25 well as to remove fossil fuels in that
39:27 time additionally as part of the
39:29 resolution we're looking at renewable
39:31 energy and as part of that we're
39:32 thinking about battery backup and
39:34 storage um for some of those facilities
39:37 as well so we can think about well if
39:38 there is a power outage or some sort of
39:41 disruption how can we allow our and
39:43 support our facilities to continue to
39:45 function even uh in the face of that at
39:48 the same time I'll also note that um we
39:50 are still engaging in conversations with
39:53 PSC um both uh at the city level and and
39:56 regionally through organizations such as
39:59 the the King County climate
40:00 collaborative and talking with um with
40:03 our uh provider to make sure that we are
40:07 are looking ahead to kind of address
40:09 that that grid reliability question down
40:11 the line and I know there's a lot of
40:14 um Regional efforts that psse is and and
40:18 uh the electric grid within Washington
40:20 is really focused on to try and build
40:22 that uh reliability but it's something
40:24 that we want to make sure we're uh
40:26 pushing for and encouraging but then
40:28 also preparing for um when there are
40:31 disruptions here uh in the facil in the
40:33 city as
40:35 well that is a great answer thank you
40:38 any other questions mad

40:44 yes um mayor paully members of the
40:46 council good evening um we provided the
40:50 the council late this afternoon with
40:51 some amended language uh to section one
40:55 of the resolution and the ad
40:56 Administration is recommending uh that
40:58 the council adopt the resolution with
41:01 the amended language and I'll just read
41:03 uh it's an addition of a sentence the
41:05 feasibility analysis will result in a
41:07 final report and proposed
41:09 decarbonization work plan staff will
41:11 provide the proposed work plan to both
41:13 the city council and the isqua
41:14 environmental board staff will
41:16 incorporate updates on the feasibility
41:17 analysis Into isqua Climate action plan
41:20 reports provided regularly to the
41:22 council there is a deletion as well
41:25 excuse me and there was also a deletion
41:27 below that yes and uh the deletion was
41:30 the sentence the feasibility analysis
41:32 will result in a final report that'll be
41:33 presented to the isqua environmental
41:35 board upon completion a summary of the
41:37 feasibility analysis will be included in
41:39 the regular squa climate Action Plan
41:41 update presented to the council in Fall
41:42 2024 so the additional sentence restates
41:45 the sentence deleted but includes the
41:47 city council in the review of a work
41:49 plan other council member hunt in
41:52 discussions earlier today indicated a
41:54 concern regarding um you know how would
41:56 we take the results of this feasibility
41:58 study so the work plan is that how we
42:01 would would move that forward thank you
42:03 for reading that into the
42:05 record uh is there a motion on the table

43:21 do but if we need to make a public
43:26 statement that we're going to do the
43:27 thing that we already said we were going
43:29 to do because it's a good thing because
43:30 we all recognize that I'm fine with that
43:33 I I think we all know we're moving in
43:35 this direction and um this has very much
43:39 public support um so I appreciate that
43:42 we're going down the path and stating it
43:44 loudly thank you Council
43:48 marks thank you uh I think it is I think
43:51 it is valuable uh to dot our eyes and
43:54 cross our teas because I I think that
43:56 there have been times in the past
43:58 whereas a council will say well please
44:00 go off and do this thing and then the
44:02 city comes back and we say well that
44:04 wasn't exactly the rock that we were
44:06 looking for and could you come back and
44:07 give us a different I think I think of
44:10 an example as the uh oh I don't know the
44:14 uh cellular service conversation right
44:16 and hiring a consult to do that and what
44:18 exactly would look at so I I'm I
44:21 appreciate that we got a a preview of
44:24 what this looks like so that you know
44:26 when the administration comes back after
44:27 doing a that we don't oh no that
44:32 wasn't thank you um Deputy council
44:34 president D
44:36 Michelle thank you mayor Paulie
44:39 um um council president Walsh expressed
44:42 exactly my concerns I had a lot of
44:46 questions when this came in front of the
44:47 Safety Services and Parks committee
44:50 because I wanted to make sure that the
44:52 study was not going to be an impediment
44:54 to implementation of of the overall
44:56 climate action plan and I must say that
44:59 staff provided thorough answers to my
45:01 many questions thank you David and uh
45:04 and to Stacy as well um and uh I am very
45:09 concerned I think we're all concerned by
45:11 recent reports that show the state and
45:13 County are not meeting important
45:15 benchmarks in achieving our climate
45:17 action goals and we read other reports
45:20 outlining worsening environmental
45:22 conditions on a personal level I looked
45:24 out on my deck yesterday and saw on
45:27 January 1st that my deriums are blooming
45:30 on the back porch so it's pretty hard to
45:32 ignore that the cl that the Earth is
45:35 warming um faster than even I think it
45:39 was predicted it seems to to uh change
45:43 every year now we could see the the
45:45 increase so I think the study will
45:48 provide us with useful data for a
45:49 comprehensive approach to
45:50 decarbonization of City properties uh
45:53 but let's be mindful and supportive of
45:55 existing efforts by other groups in the
45:57 community and make sure that we're not
46:00 getting in the way of those plans as
46:02 well I will be supporting this motion so
46:05 thank you for your for the staff work on
46:07 this thank you any other questions

46:15 hunt I had initial concerns similar to
46:18 council president Walsh and Council
46:20 Deputy president um D Michelle and um I
46:25 I do ultimately think that this puts us
46:28 a step in the right direction and so I
46:30 will be supporting it um firstly the
46:32 resolution does not shy away from
46:35 addressing the severity of the impacts
46:36 of climate change and right out of the
46:38 gate it starts with whereas climate
46:40 change is an existential crisis posing
46:43 one of the most serious threats to the
46:44 existence of humanity and all species on
46:46 the planet a threat that intersects and
46:48 compounds all other
46:50 crises um facing humanity and our Earth
46:52 so it's it's very strong and the
46:55 rationale that we're providing to our
46:57 community about why we are um
46:59 undertaking this move to decarbonize
47:02 buildings and to be a leader in this
47:04 space um the environmental board had a
47:08 very thorough discussion um that I
47:10 reviewed and that is one of the main
47:13 driving reasons why I um was interested
47:15 in clarifying that from this study we
47:18 would get a work plan think the
47:20 operative word is work uh it is
47:23 something that we need to do um and so I
47:27 I do feel strongly that that language
47:30 helps clarify the intent here um in the
47:33 environmental board discussion there
47:34 were comments by board members for
47:36 example about energy efficiency and
47:38 insulation which is the energy which is
47:41 in the energy audits um which is one of
47:44 the concentric circles around this study
47:48 and it was an action-oriented board
47:50 discussion and I think it represents an
47:52 action oriented Community when it comes
47:54 to climate action and so that was one of
47:57 my reasons for the for proposing this
47:58 change is that there the the discussion
48:01 around this in the community and on that
48:04 in that board really was around the
48:06 actions that would be taken not about
48:08 the you know study results and so I
48:11 wanted to make it clear that we we as a
48:12 council do support taking
48:14 action um the second reason I thought
48:17 that the change would was important um
48:19 to include this work plan item as a
48:22 deliverable is that um I I struggled
48:27 with the word feasibility um as council
48:30 member Hall was was asking about earlier
48:32 I don't think that this will be a yes
48:35 this is feasible no this is not feasible
48:38 there there will be um considerations
48:42 but uh it won't be similar to um other
48:47 feasibility studies where it's a go no
48:50 go type decision and so it will
48:53 ultimately be a work plan which is very
48:55 different than a go noo decision and I
48:56 also thought that that would be
48:58 important to to set that
49:02 expectation and then lastly um I was
49:06 looking at other feasibility studies to
49:08 see what feasibility meant and I came
49:11 across a different study which was a
49:14 Sustainable Building action strategy
49:16 adopted by the isqua city council in
49:19 2017 and it said things that are very
49:22 familiar to us like walk the talk and
49:24 Lead the Way a focus on Municipal
49:26 leadership through demonstrated City
49:27 actions and commitments is crucial to
49:29 promote and maintain a culture of
49:31 Sustainable Building innovation in isqua
49:34 and then it also had specific targets
49:36 for municipal building
49:39 decarbonization um and so we have had
49:42 these plans in mind for for many years
49:45 and I think it's important that we hold
49:49 ourselves accountable that we are going
49:50 to act on this in a timely manner and
49:54 this study is the step in the right
49:55 direction
49:56 um and hopefully we have also made it
49:57 clear that the intent of this work is to
49:59 use the information to act and there's
50:01 no time to
50:03 waste council member are there any other
50:05 council members would like to comment
50:06 before I call for the
50:09 vote not seeing any the motion that's on
50:12 the table is to approve resolution
50:14 number
50:15 20244 declaring the intent of the city
50:19 to study opportunities and challenges to
50:21 decarbonize City owned buildings in

51:00 meeting and we're going to be discussing
51:02 the Seattle and Tacoma proposals uh for
51:05 uh the Water contracts and that is U
51:08 being held on January 4th from 10: to
51:11 300 p.m. and I know that my colleagues
51:14 probably went to the initial meeting
51:16 think the mayor and maybe um Chris Ray
51:18 were at that meeting um so they U
51:22 certainly um have the knowledge to um
51:25 pass on as we we uh either transfer
51:29 committees or whatever other items we
51:31 might be doing in in the transition um
51:35 finally the lodge and tax advisory
51:37 committee is meeting on February 14th U
51:40 I'm just putting that data out there a
51:42 little bit more in advance because it
51:44 can be special for some people that
51:46 concludes my
51:47 report thank you council member Hall uh
51:50 thank you just to say that the next
51:52 meeting of the Eastside fire and rescue
51:53 board of directors is
51:55 next Thursday January 11th at 4 p.m. um
51:59 at our normal uh place on headquarters
52:02 on Newport Way Northwest and um there an
52:05 agenda hasn't been set but I'll be sure
52:06 to share with Council once thank you
52:08 council member
52:10 hunt thank you there will be a meeting
52:13 of the Planning Development and
52:14 environment committee the first
52:15 committee meeting of the year on January
52:18 3rd um which is tomorrow 2024 at 6:30
52:22 p.m. in council chambers and we have one
52:23 item on the agenda which is ID 1493
52:26 comprehensive Plan update sepa scope
52:29 review um and for this item the
52:31 administration is seeking input from the
52:34 Planning Development and environment
52:35 committee on the scope of the

52:48 committee that was scheduled for Tuesday
52:50 January 9th has been cancelled and that
52:53 concludes my report thank you canc my
52:55 remarks thank you Madame mayor uh I'm
52:58 assuming the sound cities Association
52:59 public issues committee is going to meet
53:01 next Wednesday January 10th uh from 7:00
53:04 to 9:00 p.m. I haven't actually seen the
53:05 call for it yet but I would be very
53:07 surprised didn't uh and then services
53:11 safety and Parks committee did meet last
53:14 uh last month Monday December 11th and
53:17 this is the first full council meeting
53:19 since that occurred uh we looked at ID
53:22 1505 municipal building decarbonization
53:25 study which we heard heard about tonight
53:27 as well as ID
53:29 1557 Julius bone pool feasibility study
53:33 which I believe we will be hearing uh
53:35 more about from the administration at
53:37 the next full council meeting on Monday
53:39 January 15th getting head n from uh City
53:42 administrator uh this concludes my
53:47 report oh thank you very much um Deputy
53:50 council president D Michelle thank you
53:53 on December the 14th uh the East Side
53:55 Human Services Forum held its monthly
53:57 meeting and I got very enthused uh and
54:00 thorough as U CB Joe said on the report
54:04 and realized I really didn't need to go
54:06 into all these details but I will say
54:08 that Eastside Human Services forum is
54:10 entering 2024 in a very good position we
54:13 had a very successful um Forum in
54:16 December uh we have a full board we now
54:19 have uh thanks to uh Jenny Alder from
54:22 the city of Kirkland a full exec Ive
54:25 committee and we are in uh getting close
54:28 to hiring a new executive director and
54:32 um we also had a very good meeting with
54:34 uh Anna Carol of the together Center
54:37 regarding uh how to use their facility
54:41 better the together Center facility
54:42 better for to support East Side human
54:45 services so Al together we sort of end
54:47 of the year in a big bang um the next
54:50 meeting of the group is scheduled for
54:52 January 11th and then in addition the
54:54 east side Transportation partnership
54:56 will meet on Friday January 12th and the
54:59 regional transit committee will meet on
55:01 Wednesday January the 17th and that
55:03 concludes my uh report thank you Deputy
55:06 council president council president
55:08 thank you uh the pet sound Regional
55:11 Council growth management policy board
55:14 is meeting on this Thursday nove or
55:18 January 4th um from 10:00 a.m. to noon
55:22 the meeting is entirely virtual while
55:25 um psrc moves offices because they're in
55:29 the middle of all of that um and we've
55:33 got four discussion items on various
55:36 housing and um Transit oriented
55:38 development uh Concepts um but no action
55:42 items at this time so that concludes my
55:45 report thanks we'll go back to the derel
55:49 council member Ray who didn't finish his
55:51 report I um thank you mayor Paulie for
55:54 that that gracious
55:56 introduction
55:58 um this one slipped my mind because it's
56:00 uh it's new but the ad hoc finance and
56:03 policy committee met on uh December
56:07 19th um to review the financial uh
56:10 policies um I was elected uh chair of
56:13 the ad hoc um so thank you um we made
56:17 some really great progress on providing
56:19 feedback on the policy there were was
56:23 one open issue we waiting for some
56:25 feedback from the administration and so
56:28 we are going to meet again on January
56:30 11th to bring that to close and then we
56:32 will bring it back to the full Council
56:35 on January I think it's 15th that great
56:38 and thank you for meeting so close to
56:40 Christmas that was that was a late one
56:42 for you guys oh not a scoundrel after
56:44 all you're not a scoundrel you're never
56:46 scoundrel um so there is no did I get to
56:50 council president yes there is no
56:52 mayor's report this evening but there is
56:54 a couple of items I want to address
56:55 under good of the order um and the first
56:58 one is that the next council meeting is
57:00 January 16th again it's shifted to a
57:03 Tuesday because there is a government
57:05 holiday um right before that um I will
57:09 be out of state but able to attend but
57:12 according to the council rules the chair
57:14 of a meeting needs to be in the room so
57:16 I'll be asking council president to
57:18 chair the meeting and I should be able
57:20 to be present for most if not all of the
57:22 meeting um I am going to prepare email
57:25 to Cascade tomorrow um right now those
57:28 meetings are not on my calendar I did a
57:30 standin for you um at the last one but I
57:34 they are negotiating uh contract talking
57:37 about negotiating contract terms in
57:38 General Session and so I believe that
57:41 they need to take a few steps to tighten
57:43 up their game and I'm suggesting that
57:46 they not treat our respective council
57:48 members like staff and ask you to attend
57:50 a six-hour meeting so I have a couple
57:52 suggestions in there and I just didn't
57:54 want to surprise you I don't know that
57:55 they'll accommodate them before the
57:56 meeting but um the one that I went to
57:59 was extremely difficult to stay engaged
58:02 in uh the other one was um a topic that
58:07 I did not I don't believe I've yet
58:09 brought up but um at the Puget Sound
58:12 Regional Council level there is a
58:14 movement to foot to not have the council
58:19 fund any new road capacity projects this
58:22 is the beginning of a movement
58:25 um in some jurisdictions that might make
58:28 sense in isqua that's a disaster uh that
58:32 would mean all the new road grid that
58:34 would be created for uh the Central
58:36 isqua Area would not qualify for Grants
58:40 um one of the proposals that's on the
58:42 table right now and not being very well
58:44 received is limiting no new capacity
58:47 except un limited access highways uh
58:50 we're on I90 we need new capacity in
58:52 order to tie into the transit center we
58:54 need new capacity in order to uh redo
58:58 the interchange at Front Street we need
58:59 new capacity in order to do our over
59:01 undercrossing and so I've been talking
59:04 with the executive director at fuget C
59:07 Regional Council saying this isn't a
59:09 small change this is a significant
59:11 reworking of the state's commitments to
59:15 fund Transportation projects and our
59:17 ability to deliver Central isqua and
59:19 even to deliver a functional City core
59:24 with the approved zoning that's already
59:26 in place completely disappears so
59:29 Highway 18 also would not be qualifying
59:32 for funding and so there is this very
59:35 very large very strong movement to putot
59:37 it's got a lot of resistance so the
59:39 isqua position is that this is too big
59:42 to decide quickly and quietly um and if
59:47 this is the direction of the state if
59:49 this is direction of pursuit s reg
59:50 Council we're going to have to go back
59:52 and look at the central plan because it
59:55 a lot of the pieces just fall out if
59:57 this is what where they're going so if
59:58 you are out in the community and you
59:59 hear that uh I think we have a really
1:00:02 good tangible example of why that may
1:00:05 not be a good decision in all places
1:00:07 that you can share with other elected
1:00:09 and uh staff at F Regional Council and
1:00:12 those are my two items does anybody else
1:00:14 have anything for good of the order

1:00:20 Hall thank you um just to note that the
1:00:24 clerks will be sending out our typical
1:00:26 survey sheet for um committee and
1:00:30 Regional appointments you should expect
1:00:31 to see that in your inbox sometime
1:00:33 tomorrow I'm going to ask for a pretty
1:00:35 quick turnaround um on this one and ask
1:00:39 you to have them back by Friday so that
1:00:43 Deputy council president D Michelle and
1:00:45 I can work through your preferences with
1:00:47 plenty of time before the next meeting
1:00:50 I'll bug you if you don't get it in by
1:00:52 Friday just you know all of that um
1:00:56 another note uh City action days is
1:00:59 being held February 7th through 8th this
1:01:02 year and we have an email asking if
1:01:05 anybody would like to attend so please
1:01:07 respond if you are planning on that and
1:01:11 then I also wanted to ask that you would
1:01:14 note down the first Retreat um on our
1:01:18 calendar Saturday February 3rd we have a
1:01:21 council Retreat and so just make sure
1:01:24 that is reserved so that we can have
1:01:27 some of those big mey conversations
1:01:29 coming up thank
1:01:31 you how my Merz thank you madam mayor uh
1:01:35 just wanted to mention that uh Terry
1:01:37 lucens died yesterday after a fairly
1:01:39 short illness and for people uh anybody
1:01:42 who knew Terry he had a uh long and and
1:01:45 deep career in public service on the
1:01:47 east side he was a superior court judge
1:01:50 he was a Bellevue city council member he
1:01:52 was bellw mayor um um and uh just uh
1:01:57 extremely long uh and deep career in
1:02:00 public service um he's survived by the
1:02:03 Reverend an lucans who is the former
1:02:05 director here at St Michaels and all
1:02:07 Angels Episcopal Church in isqua so uh
1:02:10 my thoughts go out to the lucans family
1:02:12 he was pretty unique thank you council
1:02:15 member council member
1:02:16 Hall uh thank you um I think I've
1:02:19 mentioned this to some I need to ask uh
1:02:21 Council permission I think I've
1:02:23 mentioned this to some of you previously
1:02:24 but I was recently selected as a elected
1:02:27 Delegate for an organization called
1:02:29 local government 2030 which is um this
1:02:31 group of local government professionals
1:02:33 that's kind of come together to solve
1:02:34 some of the grand challenges set by the
1:02:37 National Academy of public
1:02:38 administration um so there is a
1:02:41 conference uh later this month that I'll
1:02:43 be attending representing uh both isqua
1:02:45 and the Pacific Northwest and local
1:02:47 government 2030 um and I wanted to ask
1:02:50 Council permission to use some of our um
1:02:52 travel and lodging funds like we do do
1:02:54 for AWC and NLC conferences and other
1:02:56 types of conferences like that I'll be
1:02:58 representing this area and so I just
1:03:00 wanted to um share that with you and if
1:03:02 there's any concerns from Council um we
1:03:05 can talk about it now otherwise I'm
1:03:06 happy to share more about what we do and
1:03:08 give you a full report out because we'll
1:03:09 be meeting council members and other
1:03:11 local government professionals from all
1:03:13 across the country concerns or
1:03:16 questions thank you for doing the report
1:03:18 out I think that those have from coming
1:03:20 from NLC and AWC have been extremely
1:03:23 helpful for the rest of the council memb
1:03:24 so not seeing any opposition and
1:03:26 congratulations for getting selected
1:03:28 that's pretty
1:03:30 awesome uh some upcoming council meeting
1:03:33 dates Monday January 8th is committee of
1:03:34 the whole the anticipated agenda items
1:03:37 include the public records policy and
1:03:38 fee schedule and enhancement of the
1:03:41 permit review
1:03:43 efficiency uh Tuesday January 16th is
1:03:46 the regular city council meeting as I
1:03:47 just mention and the anticipated items
1:03:50 are amending the financial management
1:03:51 policies Julius bone pool ibility
1:03:55 study and announcement of city council
1:03:59 president appointments I'm assuming this
1:04:01 is to Regional boards and
1:04:04 commissions and the standing committees
1:04:06 okay thank
