3:26 commission discussion will consist of
3:34 and or make comments on the presentation
3:37 and the documentation that staff uh has
3:40 prepared for us and that we've been
3:42 looking at uh for the last while
3:45 actually I want to make one other thing
3:47 clear the the meeting will start the
3:49 first thing we'll do is review and
3:50 approve the minutes from uh one of the
3:53 preceding meetings so without any
3:56 further ado
3:59 as a so as a public hearing this yes um
4:03 for for a recommendation to the council
4:06 there would be rebuttal as well yes okay
4:09 yes and the final thing that we will do
4:12 uh is go through what we call a Green
4:14 Sheet which is a series of uh approvals
4:19 or comments or uh determinations of uh
4:23 non applicability of the item in
4:26 question and then uh if all all goes as
4:30 it normally does uh we will vote on the
4:34 recommendation that staff prepare
4:36 findings of fact that will be forwarded
4:37 to the city okay so with that we will
4:41 start with the
4:44 presentations oh I'm sorry yeah I keep
4:46 forgetting the minutes uh did everybody
4:48 get a chance to review the minutes that
4:50 were forwarded to us and if so does
4:53 anybody have any changes uh
4:56 clarifications that they wish to make
4:59 this
5:00 point I have
5:02 none move to approve second second okay
5:08 uh is there any further
5:10 discussion all in favor of approving the
5:13 minutes uh for
5:15 the what meeting was it by the way sth
5:19 the May 7th meeting of the development
5:20 commission signified by saying I I oos
5:24 motion carries are approved thank you
5:32 um so this evening you're going to have
5:35 a presentation by Amy Tarson I just want
5:38 to introduce her to you um she is our
5:41 brand new uh senior planner uh and we
5:44 are putting her through a trial by fire
5:46 with the first permit she just started
5:48 December 1st she came to us from
5:51 Washington DC where she was on the
5:53 national capital Planning Commission um
5:56 she was there about six years and before
5:58 that she was at the City of Redmond for
6:00 many years so she's um operated on both
6:03 coasts and uh has a master's in planning
6:07 and a masters in architecture so I hand
6:11 it over to
6:12 Amy
6:19 you so good evening everyone I guess
6:22 we're off to a good start I got my Red
6:24 Envelope before Chinese New Year so
6:26 that's a lucky thing um um so i' um I'd
6:30 like to start off by um again reminding
6:33 everyone that this project is being
6:35 reviewed as a master site plan and a
6:38 site development permit and your role
6:41 tonight is to evaluate the project and
6:44 to provide recommendations to the city
6:49 council so um I'd like to start off with
6:52 an overview um basically um in your
6:57 staff in the staff report you will
6:59 noticed that there are several criteria
7:01 for a master site plan and site
7:04 development permit and um several of
7:06 those items um have um really no uh
7:11 partic no specific uh issues and uh
7:14 these three bullets uh basically
7:16 summarize the three items that staff has
7:19 evaluated and I'm not going to go
7:22 through this in my presentation only
7:24 because we've either addressed them
7:26 through minor conditions or um
7:30 um at that at the level of review that
7:32 we're doing at this point they do uh
7:35 provide um uh compliance to the master
7:39 side plan and side development permit
7:41 and um just for um a quick summary um
7:44 that includes the on-site utilities uh
7:47 which um includes an on-site
7:49 infiltration for stor storm water using
7:52 low impact development and
7:54 undergrounding of existing power lines
7:56 and relocation of transmission lines
7:59 that are
8:00 in their in their property uh we're also
8:02 not going to talk about the usable open
8:04 space I will Point them out very briefly
8:08 but uh we didn't really have any issues
8:10 with them and uh the phasing uh will be
8:13 addressed uh during the site work permit
8:16 um however for tonight's presentation I
8:19 have asked the um um the applicant and
8:22 their Consultants to talk more about the
8:24 phasing because I'm sure um including
8:27 the comment public comments that we've
8:29 received were some questions about them
8:31 so um we're anticipating that you might
8:33 have some questions about them and we
8:34 have the applicant here tonight to
8:36 answer those questions so after my
8:39 presentation um we will have David mount
8:42 with maum to uh basically represent the
8:45 applicant um and provide us with more
8:48 details on the architecture the site
8:50 plan the landscape and any other issues
8:54 that you might want to to hear
8:57 about so for tonight my presentation
9:00 will cover four General topics com
9:04 compatibility with adjacent uses and uh
9:08 um design Harmony is in the uh design
9:11 checklist transition areas um were also
9:15 discuss and the screening of accessory
9:17 structures and uses were items that were
9:20 covered in different aspects of um
9:23 either the site development permit um
9:25 I'm sorry the um IMC or the uh design
9:29 stand standards vular traffic impacts um
9:32 includes streets and sidewalk
9:33 improvements and additional mitigation
9:36 and I'm going to talk about that later
9:38 non-motorized Transportation access and
9:41 connections will include uh a discussion
9:44 of both offsite and on-site improvements
9:47 as well as the bike and pedestrian
9:49 connections and lastly the critical
9:51 areas in Associated buffers um granted
9:54 we don't really have any um concerns
9:56 about them but um also to respond to
9:59 some of the public comments um I'm going
10:02 to um U provide a a short um
10:06 presentation on that
10:09 too so um I'm sure you're all familiar
10:12 where the school is um and uh this just
10:16 shows uh that uh for the record it is in
10:19 the Oldtown sub area of the
10:20 comprehensive plan um and the F the area
10:24 fold on the right shows what's existing
10:26 there today you have the Tiger Mountain
10:28 High School school and Clark Elementary
10:30 School on the northern half of the site
10:33 and then you have the isqua high school
10:34 to the South and um and also an existing
10:39 school bus
10:40 yard so the proposed building location
10:44 is um uh to be um located right where
10:48 the existing parking and a vacant lot is
10:52 um basically the idea is that for the
10:55 Tiger Mountain High School and the Clark
10:57 Elementary School to continue to operate
11:00 while the new school is being
11:02 built the uh proposal will impact about
11:06 32 Acres of the uh total 63 Acres of
11:10 school district property and um it
11:14 includes
11:16 131,000 square fet of uh of building
11:19 square footage um and a court yard a uh
11:25 outdoor um classrooms and a four Court
11:29 for the main entrance and also a patio
11:32 for the faculty uh so these are the
11:34 usable Open Spaces that um are are
11:38 proposed for this project in addition to
11:40 that we have two play Fields One of A
11:43 softball field and then a um basically a
11:47 combined um track and football and
11:50 soccer
11:51 field and um the accessory parking is
11:55 basically proposed uh to be included uh
11:59 as as part of this development and that
12:01 includes parking for faculty um starting
12:04 from the top right I'm just going down
12:07 you have a visitor parent parking area
12:10 with a drop off and a school bus parking
12:13 um on the um west side of Second Avenue
12:17 Southeast um in addition to that this
12:20 proposal includes a combined High School
12:23 and Middle School Bus drop
12:26 off so this is what the site looks like
12:28 to looking North from the interior of
12:31 the lot and this is what it looks like
12:35 um looking south from second EV I'm
12:38 sorry from Evans
12:40 Street um so recalling what you just saw
12:45 um the um the the uh illustration on the
12:50 top is basically what you're going to
12:52 see on the where where you're looking
12:55 from the interior of the site and the
12:58 illustration on the bottom is what
13:00 you'll see from second AV from I keep
13:02 saying that from Evans
13:04 Street um and the bottom the bottom um
13:08 illustration actually shows what the
13:10 courtyard will look like flanked by the
13:12 two wings of the building and I'll talk
13:14 more about the building in a minute and
13:16 also um Co with a covered walkway um the
13:20 north uh the top the top illustration
13:23 shows the main entrance um with the uh
13:26 gym on the left and the uh Library and
13:29 administration building on the right
13:31 which is the lower the lower
13:34 wing um in addition to those two um
13:38 faces of the building which are the most
13:41 public side of the building there's also
13:44 uh this facade which is um facing Second
13:48 Avenue Southeast however this is set set
13:51 back um significantly from the street so
13:55 you won't be able to see this however
13:57 it's right next to the um um the
14:00 multi-purpose sport field so this is uh
14:04 showing the classroom Wing um on the um
14:07 which is the taller the taller part of
14:09 the
14:11 building so staff has evaluated this
14:14 project and concludes that the proposal
14:16 is consistent with the land use and
14:18 Zoning designation so I'm not going to
14:21 go through these in detail just to um uh
14:24 basically show that uh we've done our
14:26 our our evaluation um in addition to
14:29 that we also look at the development
14:32 standards and again um these these are
14:34 all in your staff reports and um it
14:37 basically complies to the standards um
14:40 the one thing that uh we we did note is
14:43 that the building the school building
14:46 exceeds the uh allowable height limit
14:48 for um single family Suburban which is
14:52 the um the zoning District that we based
14:55 our design St our development standards
14:58 on however we do have um a provision in
15:02 the in the um IMC that um allows for the
15:06 expansion of a non-conforming condition
15:09 so in this particular case uh the reason
15:12 why we can use this um provision is
15:15 because the high school was also a
15:18 non-conforming condition so by in by um
15:22 building this new school building it
15:24 actually expands the non-conforming
15:27 condition that's already there
15:30 Transportation impacts and mitigation um
15:32 there are several major um um elements
15:36 to this um I'm going to talk about the
15:38 street improvements and Second Avenue
15:40 Southeast and Southeast Evans and the
15:43 bike and pedestrian
15:44 facilities um they are also eventually
15:47 going to finalize a transportation
15:49 management plan and um currently staff
15:53 is working with the applicant to De to
15:56 identify additional mitigation for um
16:00 their traffic impact um and and this is
16:04 going to be part of the sea review uh
16:07 and just for clarification while
16:09 normally we are uh we are the lead
16:12 Agency for sea review for this
16:14 particular project the school district
16:16 is the lead
16:17 agency Transportation impacts um that we
16:21 are currently reviewing and continue to
16:24 work with them on um pertains to
16:27 basically um updating their traffic
16:30 impact information for four um locations
16:34 so that's Second Avenue and sunset the
16:37 school signalize intersection at Second
16:40 Avenue Southeast Front Street and
16:42 Southeast Clark and Front Street and
16:44 sunset
16:46 way um so it to address the current um
16:51 um development of additional mitigation
16:55 uh we are including a uh recommended I
16:59 as part of this approval which states
17:01 that the school district shall work with
17:03 the city once the updated traffic
17:05 studies completed to define the
17:07 appropriate proportionate traffic
17:10 improvements necessary to mitigate the
17:12 operational and safety impacts at the
17:15 intersections identified in the updated
17:18 traffic study final mitigation measures
17:20 shall be determined prior to issuance of
17:23 building
17:24 permits so now I'm going to talk about
17:26 streets and sidewalks first um I'm going
17:29 to cover both Evans and Second Avenue
17:33 Southeast uh this diagram just shows um
17:36 that the right away for Southeast Evans
17:38 actually stops um right um right at the
17:42 edge of the um what is currently the
17:45 parking
17:47 lot so this just shows a quick overview
17:51 I can't I'm not sure if you can discern
17:54 the difference between the gray areas
17:56 and the white sometimes the the screen
18:00 um has a very different effect on
18:02 Graphics but basically um I'm going to
18:04 go over um in Greater detail what's
18:07 going on for Second Avenue I just wanted
18:10 to show you know where where all these
18:12 improvements are so starting with the
18:15 Second Avenue um improvements this is
18:19 just a view of the intersection of
18:21 second and events um and the graphic on
18:25 the right shows um you know how you know
18:28 where the person is standing when uh
18:30 this picture was
18:32 taken so um here are additional views of
18:36 Second Avenue and notice the difference
18:39 in the um Frontage improvements um the
18:42 top photo is actually the frontage along
18:45 what will be the future middle school
18:48 and then obviously the lower F photo
18:50 you're probably familiar with that is
18:52 the frontage along the high school so um
18:56 when the middle school gets developed um
18:59 we will we will see something in between
19:02 the bottom and the and the top photo and
19:04 I'm going to talk about that so um as a
19:07 summary these are the the highlights of
19:09 the major improvements for Second Avenue
19:12 we're going to have a new 10-ft bike
19:15 pedestrian shared use route with a 5
19:17 foot Street tree planter so Second
19:20 Avenue will include Street trees and
19:22 Street lighting um so this is a little
19:25 different than the frontage on um the
19:27 high school because the high school
19:29 doesn't have a 10-ft wide bike
19:30 pedestrian route um we're also going to
19:33 get new curb ramps at the new uh at the
19:36 uh bus the bus yard because they're
19:39 moving their um access drive further
19:42 north um we're getting new crosswalks
19:46 and curb Rams at the intersection of
19:48 Evans and Second Avenue and a and a new
19:52 connection to the existing trail near
19:55 the skate
19:56 park um and so now I'm going to talk
19:59 about second I'm sorry um before I talk
20:02 about Second Avenue so um one of the U
20:06 one of the uh elements of the Second
20:10 Avenue improvements that uh we are
20:13 conditioning is the existence of new
20:16 retaining walls
20:19 um I I may not have been here in the
20:22 previous um meetings but um I did get a
20:25 chance to review some of the comments
20:27 and um see like the retaining oil was
20:30 one of the issues that was brought up by
20:31 the commission um we are uh requiring
20:35 actually two two related uh conditions
20:39 in the in the uh staff report uh one
20:42 that talks about just retaining walls
20:45 and um that and and that includes three
20:49 potential ways of mitigating those
20:51 retaining walls and the other has to do
20:54 with retaining walls with fences which
20:57 is um similar to the one that's on
20:59 Second Avenue Southeast and um it's um
21:03 and again for
21:04 mitigation um it's it's U addressing the
21:08 uh effect of tall walls on public
21:11 streets and for that we um have
21:14 identified potential Solutions such as
21:18 incorporating artwork into the wall
21:20 installing a trellis and planted with
21:22 vines and providing a message board or
21:25 other creative treatment Now The Message
21:27 Board is not um appropriate for the
21:30 public streets but all throughout the
21:32 site there's actually several uh 13 foot
21:36 high retaining walls um so those may be
21:39 more appropriate places for other types
21:42 of um mitigation that also appeals to
21:46 the students in the
21:48 campus existing conditions on Southeast
21:51 Evans um um the photo D shows uh the
21:57 view looking toward towards Second
21:59 Avenue Southeast and photo e shows the
22:03 uh view looking towards um the access
22:08 drive to the uh isqua Sportsman's Club
22:12 the uh photo e if you would um take a
22:16 moment you'll notice how the road
22:18 actually Narrows
22:20 significantly um from the um from the
22:22 foreground to the background um and and
22:26 this I'll talk about a little bit when
22:28 you see the proposal um so this one
22:31 shows additional photos this time of the
22:35 uh backyards of the residential area
22:37 just north of Evans um again this is one
22:41 of the um concerns from previous
22:44 meetings regarding the impacts of future
22:49 uh uh buses and vehicles coming in on
22:52 Evans so this is what um is currently um
22:57 the condition of the
22:59 backyards um and as you go further east
23:02 you'll which is G you'll notice how the
23:05 houses start get um setting back a
23:08 little bit further and also how there
23:11 are additional trees that um that buffer
23:15 the houses from the
23:17 road so for Southeast Evans um they are
23:21 proposing six foot wide sidewalks and um
23:24 ramps for where you have the driveway
23:27 entrances
23:28 five foot Planters with Street trees
23:31 curbed and gutters and Street lighting
23:34 um I encircled this area because this is
23:36 the same area that you saw earlier in
23:38 the photo where this is how they're
23:40 transitioning the difference in the
23:42 width of the street so they're not
23:44 necessarily widening Evans as you go
23:47 further east um but they're providing
23:50 additional um landscape buffer uh for
23:54 what will be part of a future parking
23:57 lot uh adjacent or or above I shouldn't
24:01 say across the street from Evans and um
24:04 looking at the backyards of the
24:06 residential
24:08 area existing conditions Rainer Trail is
24:12 one of the um um offside amenities but
24:16 that is um that definitely a great
24:19 amenity um adjacent to the school so the
24:22 diagram on the right shows two treatment
24:26 of radier Trail the solid line shows
24:28 where the trail is actually a paved uh
24:32 10 foot wide um uh facility and then
24:37 where you see the dash lines um they
24:39 they are more reflective of what you see
24:43 in letter H and letter I so these are
24:47 natural um almost informal sort of
24:51 trails so here you see we're showing
24:55 additional views of that trail um um um
24:59 on the east side of the trail um we see
25:04 a variation again on the treatment K
25:08 shows you a more paved uh definitely
25:11 flat area that uh is wheelchair
25:14 accessible and then um the trail
25:16 actually and unfortunately this what
25:19 this shows you really is more of the the
25:22 difference in the grade on the site and
25:25 how that U grade change um in in so many
25:28 ways predicates where the trail end
25:33 up so um so this is fresh uh information
25:38 for us and this is um actually uh
25:41 provided to you as additional
25:42 information today it's uh it's one of
25:45 the exhibits that uh we we have um
25:48 included in your um in your um in your
25:52 chair um this shows what the applicant
25:55 is proposing as a relocated um for for
25:58 the relocation of the existing Trail
26:01 that's going through their site uh
26:03 basically um it shows an alignment that
26:07 um runs along um Southeast Evans um or
26:11 what is really an access drive and then
26:14 um comes around and let me see if I can
26:17 point to it so comes around and then
26:19 goes south on one side of again the
26:22 access Drive uh to get to um the
26:26 Sportsman's Club um they are also
26:29 proposing so what they're proposing is a
26:31 six foot wide gravel path and two gravel
26:35 parking spaces at what would would be um
26:40 the start of a um the the uh informal
26:43 trail that I showed
26:46 earlier so staff um um has two concerns
26:51 about this um this proposal uh one has
26:54 to do with where they're proposing the
26:57 Crossing for the trail on the access
27:01 Drive um this area is where most of the
27:04 buses will come in um and uh where where
27:07 faculty uh Vehicles will come in so this
27:10 this is uh this could potentially be a
27:13 an unsafe area for uh pedestrian
27:16 Crossing um and then and then the other
27:20 um thing we not that is how the 5- foot
27:22 wide gravel Trail is not an equivalent
27:25 replacement for the existing Cave Trail
27:28 inside the school district
27:32 property so here's a
27:35 view um of what the access Drive looks
27:38 like um so even though it says no
27:40 parking um you have a lot of um
27:43 basically high school kids uh parking on
27:46 the street or on the driveway on both
27:48 sides of uh the um the area and um there
27:53 are no sidewalks there are no curves
27:56 these these edges are not
28:00 developed so what um staff is proposing
28:03 as a as as an alternative is um maybe um
28:08 moving the crossing further north or
28:12 further north Northeast where uh there's
28:16 less opportunities for um conflicts with
28:20 um like a hight traffic volume um and um
28:25 So based on that uh we we also would
28:28 like to see um the U the trail move to
28:32 the north side instead of the south side
28:35 and um the C that currently and we'd
28:38 like to make a note of this that the
28:40 city street standards for pave Trails is
28:44 a minimum of 12 feet now we're not going
28:47 to ask for 12 feet um we're willing to
28:50 uh basically consider a six foot wide
28:53 gravel path and um so he these are
28:57 basically what we are uh proposing as uh
29:01 conditions for the trail the
29:05 um D7 is actually a condition for
29:10 another Trail on the um west side of um
29:14 West Side the West leg of rer and I'm
29:18 sorry I didn't have a Graphic for that
29:20 um but it's in the staff report and
29:22 again we don't have any issues with that
29:24 and um and so uh hopefully if you if if
29:28 you'd like me
29:29 to um show you where that is I can do
29:32 that later but um the other condition D9
29:37 um is
29:38 actually uh originally we had a
29:40 different condition that we would like
29:42 to revise based on the new information
29:44 we received today um and and basically
29:48 um acknowledges that we do need to um
29:51 work with the applicant on the final
29:54 alignment for this Trail but also um um
29:58 uh in terms of timing when we would like
30:01 this to be approved and it also
30:04 considers how um the trail crosses the
30:07 axis Road um
30:09 so um I'm not going to read it's it's a
30:13 it's a long condition but hopefully um
30:16 you have it in your motion sheet um word
30:20 for word so hopefully uh that that's
30:22 sufficient for tonight's
30:25 meeting so side elements in included in
30:28 the in the master side plan that will
30:31 not be constructed at this time um there
30:33 are two items that were mentioned and uh
30:37 that they did that I did mention also in
30:39 the staff report one has to do with the
30:42 um portable classrooms um that will
30:45 eventually be located between the
30:48 playfields and uh the classroom wing and
30:52 then the other had to do with um
30:56 basically um uh let's see the um the
31:00 parking area that's shown in some plans
31:03 and not shown on other plans right now
31:05 but eventually it's the area that they'd
31:07 like to uh currently it's all trees uh
31:11 that they'd like to eventually um
31:14 develop into a parking lot um the
31:17 applicant hasn't given us any timeline
31:19 so for now uh we are addressing them by
31:23 providing two um conditions um to make
31:27 sure that when they come in for um for
31:30 permits that uh we we have certain
31:32 guidelines on what we're
31:35 expecting so internal circulation what
31:38 you're seeing here is a very colorful
31:41 and um complicated diagram that is
31:45 basically a product of several meetings
31:48 with the applicant I'm not going to go
31:50 through in detail each of these colors
31:54 um what this shows you is um precisely
31:57 why we need a diagram like this because
32:00 there are multiple uh modes of
32:02 transportation using the same um
32:06 passages and the same roads um and there
32:09 and we we wanted to make sure that there
32:12 are no potential impacts not only on the
32:15 site but also offsite um on Second
32:18 Avenue and Evans um the applicant is
32:22 here to um definitely uh answer any of
32:24 your questions regarding the internal
32:26 circulation um because this is really
32:29 part of their operations and um it is it
32:32 behooves them to make sure that the
32:35 whole site both for the high school and
32:37 the middle school works for all the U
32:40 students and the parents and the
32:43 faculty so I'm using this as a diagram
32:46 to show um basically the relationship
32:49 between The Pedestrian circulation and
32:53 uh bike circulation as well as the
32:55 vehicular circulation so I'd like to
32:57 just just highlight basically the green
33:00 that you see here that goes around and
33:02 connects back to Second Avenue Southeast
33:05 that's basically The Pedestrian and bike
33:07 circulation for the for the Middle
33:09 School the purple also shows you um The
33:13 Pedestrian circulation for the high
33:15 school so as you can see um you know the
33:18 high school kids uh I guess because
33:20 they're older you can um you can allow
33:23 them to walk all the way um and this is
33:25 the the parking lot that I mentioned
33:27 earlier here that's um that isn't part
33:30 of this project but will event might
33:33 eventually be built um and so um so here
33:39 here is where you find the busiest area
33:42 this orange is is where you see the um
33:47 the combined bus bus Loop or Bus drop
33:51 off um and you see two colors one is a
33:54 purple and one is a green line uh
33:58 green line that's Crossing this and what
34:00 it's really representing are the high
34:02 school and the middle school students
34:05 that will be accessing the Bus drop off
34:07 bus pickup area um every day on this on
34:12 this part on this
34:15 route so um staff was very concerned
34:19 about how these Crossings are being
34:22 treated currently the applicant proposes
34:25 um striping um um and um uh basically um
34:31 uh relying on the the kids to be able to
34:34 discern that those are the crosswalks uh
34:37 we think that U there is a better
34:39 solution um or at least a safer solution
34:43 and so we have recommended a condition
34:46 that requires the applicant to provide
34:48 an alternative material either concrete
34:52 use a pattern or a speed table and to
34:55 use truncated domes um as part of the
34:59 treatment for these four crosswalks
35:02 that's that's identified
35:04 here so now I'd like to talk about
35:07 design Harmony and compatibility and
35:09 this has to do with recognizing that a
35:12 community facility like a school in a
35:16 predominantly um residential
35:18 neighborhood could have either impacts
35:20 on the character of the neighborhood um
35:23 and particularly where the edges of the
35:26 school building um about the residential
35:29 area so this is a this just um again a
35:32 simplified diagram that shows um you
35:36 know for for there are five different um
35:40 criteria for design Harmony that's
35:42 identified in the de in the design
35:44 standards so the first one Building
35:46 height um I I mentioned earlier that
35:49 this building exceeds the height limit
35:52 for the area uh and the and the zoning
35:55 District um however when you look at how
35:58 the building is sighted and you see how
36:01 far it's set back from the streets um
36:04 this helps mitigate for U the scale of
36:07 the building um and obviously you we
36:10 also have U several buffer landscape
36:13 buffers here um that also helps and
36:16 contributes to mitigating the height
36:18 effect um the other the other issue has
36:22 to do with noise um and and and um I
36:26 indicated here generally where the gun
36:29 club noise the the is it Sportsman's
36:32 Club uh has um a firing range and the
36:35 noise is coming from this side um and
36:38 the the best mitigation really for this
36:40 building is uh the again um once you
36:44 look at the floor plan you'll see that
36:46 this is the classroom wing and this is
36:49 where you have um more of the enclosed
36:52 spaces you have the bandroom you have um
36:55 again the cafeteria which you know can
36:58 can tolerate a lot more noise so in so
37:00 many ways this building Shields the the
37:03 classroom Wing from um the noise that's
37:06 coming from the
37:09 East so another aspect of design Harmony
37:12 has to do with blank walls um this these
37:16 are the elevation drawings for the
37:18 building and I have two different type
37:21 categories of circles here I've
37:23 identified where um so Black Walls exist
37:27 on every elevation of this building
37:29 however there's a difference between the
37:31 blank walls that are um uh very visible
37:35 to the public you know because of uh so
37:38 the first one is the main entrance so
37:40 you have the gym and then you also have
37:43 um this side which is the one that the
37:46 the side that's facing the sports field
37:48 again a very um highly traffic uh a high
37:53 traffic area um and then um and then
37:57 this elev a is the elevation that faces
37:59 Second Avenue I'm sorry that that faces
38:03 Evan Street um and and and right across
38:06 the street from the neighborhood from
38:08 the residential neighborhood so the so
38:11 um the yellow Dash lines basically
38:14 acknowledges that these are blank walls
38:16 however special conditions exist that um
38:20 make us feel that this this is not as
38:23 big of an issue as the ones that are
38:25 circled in red uh for since this is the
38:28 loading dock so we don't really want to
38:30 attract any more attention to the
38:32 loading dock and there won't be any
38:34 pedestrians in this area so it it's it's
38:38 really not a good idea to mitigate that
38:41 area um over here again this is the
38:45 loading dock there's a low wall here um
38:48 this is uh facing basically the wooded
38:51 area and so and and and there it's less
38:54 of a concern um as well as has um this
38:58 side um um this is a blank wall right
39:01 next to the entrance to the faculty uh
39:05 lnge and um in in a big scheme of things
39:08 this again this this area has a parking
39:11 lot here um and there could be there
39:14 could be mitigation for for this area
39:17 and I've also included them in the
39:19 report however for tonight's
39:21 presentation I want to focus on the red
39:25 circles okay sorry let me oops how do I
39:30 go back so the first one I wanted to
39:33 address is this um it's the classroom
39:37 Wing this is this the side that's facing
39:40 Evans um
39:42 um so we I've talked to the architect
39:45 about designing this so that it it could
39:49 potentially if if if the walls were just
39:53 shifted a little bit it would create a
39:55 better proportion for the short short
39:58 wall and the long wall um and again it
40:02 um it's something that um is not um as
40:06 big of an issue and something that I'm
40:07 not going to illustrate here but it
40:09 would basically U follow more of the
40:12 same uh concept here where you have a
40:14 skinnier wall and then a wall that's
40:17 maybe twice as wide of it as it as part
40:20 of um the design vocabulary for the
40:23 building so the two other areas uh this
40:26 one is the main entrance right and this
40:28 is the gym um uh we are recommending
40:33 that the applicant provide a covered
40:35 walkway similar to what they're
40:37 proposing for the courtyard this will
40:40 serve two purposes it would uh provide
40:43 weather covering for the drop this is
40:46 the main parent drop off visitor drop
40:49 off area so there's actually parallel
40:52 parking provided here and at the same
40:54 time it will mitigate the blank wall
40:56 effect this photo on the left shows how
41:00 that works because um you have a
41:03 horizontal element um it breaks the line
41:05 of sight and creates a more intimate
41:08 space where whereas if uh people were
41:12 just walking along this wall it will
41:14 feel more
41:16 overwhelming so the other elevation
41:18 shows uh the two blank walls um in the
41:21 covered plate uh basketball CT um and we
41:25 are recommending one of several
41:28 potential ways of treating it you could
41:30 either uh incorporate some more in um
41:34 sculptural or art element or even
41:37 something as simple as the school um uh
41:40 logo and um or a seat wall with
41:46 Planters so uh the two other elements on
41:50 design Harmony that I'm not going to
41:52 talk about because they do comply has to
41:54 do with building modulation as you can
41:57 see from these two eometric drawings um
42:00 the the whole building is pretty uh well
42:04 modulated and um in terms of
42:06 architectural style they are con very um
42:10 similar to the high school these are
42:12 photos of the high school um they're
42:15 using the same color palette the same
42:17 materials except the middle school will
42:20 not have these um wood laminate panels
42:24 um and it also has almost the same um
42:26 rect linear
42:28 modernistic um style to
42:31 it so as part of the land use
42:34 compatibility again there there are
42:36 several um elements in the IMC that
42:40 helps address these transition areas
42:44 this diagram this this this is the
42:46 landscape plan that simply I just wanted
42:48 to show how uh they are proposing to
42:52 provide the appropriate types of buffers
42:55 along Second Avenue Southeast and along
42:58 Southeast Evans to mitigate for the the
43:01 parking lots and uh the different types
43:04 of uses that they're proposing along the
43:07 public
43:08 streets and um one of the um other items
43:12 that uh we did look at are the fences
43:15 that are proposed for this whole site um
43:19 there are actually a lot of fences and
43:21 most of them um are meant to basically
43:25 uh uh manage the different different um
43:28 components of the site and uh one area
43:31 that we are most concerned with is um
43:34 along again this is this is um Evans and
43:38 this is the main entrance for the buses
43:41 and the faculty um they are proposing a
43:44 Cyclone Fence that runs from the
43:47 baseball or the softball field and then
43:49 uh jogs down and connects to the
43:52 Courtyard um so what we're what we're
43:55 recommending is that
43:57 uh per the IMC uh there are SE several
44:00 ways to mitigate these fences and one is
44:03 to provide a hedge um to allow the the
44:07 chain link fence to fade and and be
44:10 integrated into the
44:12 Landscaping
44:14 um so now I wanted to just quickly talk
44:17 about the critical areas we have
44:19 wetlands and steep slopes uh primarily
44:22 well yeah primarily along um the bus
44:26 barn
44:27 and um so these views show examples of
44:30 the
44:31 Wetland uh and um and and we and
44:35 basically these folders were taken along
44:38 the Rainer Trail um and I don't know if
44:41 this is clear to you but this this is
44:43 actually a steep slope that goes up this
44:45 way so um one of the things we requested
44:49 from the applicant is
44:51 verification that this area here where I
44:54 just showed you a picture um are
44:57 actually not man-made steep slopes um
45:01 the IMC allows for an exemption to um
45:04 steep slopes if they are man-made and if
45:07 they um don't um exceed a certain height
45:10 and a certain um angle so uh in your um
45:15 in your um additional packet tonight
45:17 again is a letter from their Geotech
45:21 engineer um confirming that these are
45:23 actually created when the railroad
45:26 tracks was um installed along um the
45:30 side of um the prop well outside of
45:33 their
45:35 property so um actually uh this is now
45:39 obsolete given the new information we
45:41 got so we can ignore that so in
45:45 conclusion um in addition to meeting the
45:47 requirements of the master site plan and
45:49 site development permit the proposed
45:52 isqua middle school project complies
45:54 with the community facility standards in
45:57 IMC
45:58 1807
46:01 18.7 480 subject to the proposed
46:04 conditions of approval provided in the
46:06 staff
46:08 report and based on the submitted
46:10 application and plans staff recommends
46:12 that the development commission moved to
46:15 recommend to the city council approval
46:18 of the master site plan and the site
46:19 development perid for thisa Middle
46:21 School applications Master side plan MSP
46:25 14-
46:27 00002 and site development permit sdp
46:31 14-
46:33 0000001 exhibits one through S now it
46:37 would have to be one through um 13 and
46:42 the conditions of approval provided in
46:44 the staff report and at tonight's public
46:47 hearing um and uh for and to direct the

46:53 prepare findings of fact and conclusions
46:55 for review and approval by the
46:57 development commission chairman
46:59 affirming the development commission's
47:01 decision to recommend approval of the
47:03 isqua middle school project file numbers
47:06 msp1 14-
47:09 00002 and sdp1
47:12 14-00 001 subject to the conditions
47:15 listed in the staff report dated
47:17 February 18 2015 and project draw
47:21 project drawings received on February 11
47:24 2015 and subject to the condition there
47:27 in and as amended tonight so that
47:30 concludes my presentation thank
47:34 you and now um I I'd like to invite
47:37 David Mount to um uh to speak on behalf
47:40 of the
47:45 applicant isqua School
47:50 District No Ju Just the school district
47:54 and um this evening I'm representing
47:56 them and I will inter ruce the the team
47:57 that is
48:00 here if if there's any member of the
48:02 public that wants to speak we'd

48:27 back I recognize a number of you from
48:29 when we were here I think just over over
48:32 a year ago um my name is David mount
48:34 with mum Architects the address is 71
48:37 Columbia Street Seattle Washington
48:40 98114 um we like to introduce um other
48:44 uh members of the team that are here
48:46 this evening um that certainly um can
48:49 answer questions and have certainly
48:51 contributed to this presentation um
48:54 first of all Steve Crawford and Roy
48:55 norget from the is School District um
48:58 with us also is Jennifer Mundi landscape
49:01 architect Kevin Smith civil engineer
49:04 Glenn dubrul from the traffic engineer
49:08 uh we also have a fortune to have a
49:10 general contractor um as part of our
49:12 team um so Brian Gormley and Colin
49:15 mcglenn from Cornerstone engineering and
49:17 Greg Stewart also from mum Architects
49:19 there at the end so uh they will help me
49:22 answer any of your questions um and
49:24 Jennifer W actually helped me with a
49:26 portion this presentation as well uh so
49:30 we are oh that's not going to
49:32 work uh Amy gave a a very detailed
49:36 overview and I will try to keep this
49:37 brief and and hit on things that she
49:39 maybe didn't go into as much detail on
49:42 um this is um s a multiphase project and
49:46 I'll explain what that means um but uh
49:50 we have on a single site uh the high
49:52 school as you are aware currently an
49:54 elementary school and a Community High
49:56 School scho uh which will ultimately be
49:58 moving off of the site and the new
50:00 Middle School which will be taking a
50:01 place on on the property um and then
50:04 finally um the transportation U uh
50:07 Center which is also part of the greater
50:09 property where there is work uh uh
50:11 transforming the access point and
50:12 expanding um some uh some bus parking
50:16 spaces within that Transportation Center
50:19 um the a project um in fact I think we
50:22 may have given Amy um a little
50:25 misinformation she mentioned 32 Acres
50:27 we're actually impacting 24 Acres that
50:30 32 was I believe the number that was
50:32 from the previous uh development that
50:34 you saw so we are actually scaled back
50:36 and I'll explain that a bit of sort of
50:38 the site area that we're impacting um
50:41 131,000 squ feet approximate Middle
50:43 School is the primary project that we'll
50:46 discussing it's not work today uh so to
50:49 give you an overview and I'll go into
50:51 detail around the phasing um we are
50:55 anticipating to begin Construction this
50:57 spring with everything wrapping up in
50:59 the winter of
51:01 2017 um and our first phase which will
51:04 be the major construction phase of the
51:07 building uh will happen uh through uh
51:11 really the beginning of school of 2016
51:13 um that will carry a bit into the fall
51:16 after school is occupied to button up
51:18 some site elements um and the property
51:21 will sit in that condition for a period
51:23 of time while work is being done to move
51:25 the other two facil ities off site so
51:28 the period from October 2016 to July
51:31 2017 will be a time when there is little
51:34 or no work being done on the site and
51:36 then finally a second phase will happen
51:38 uh July 2017 through December
51:42 2017 and again I'll describe what that
51:45 means um just to step back um talking
51:49 about project goals so uh really give
51:51 you sort of the Genesis for the
51:52 beginning of this project uh working
51:55 with a group at the middle school and
51:57 School District staff to really just uh
51:59 clarify what the major intent was with
52:02 moving the uh Middle School uh to this
52:05 campus uh one important element is
52:07 actually the creative distinct character
52:10 of the Middle School um it's a distinct
52:13 group of students and that it has
52:15 actually um while has some benefits for
52:18 sharing site with the high school there
52:19 is uh there's Clarity between those two
52:22 buildings um and that drove a lot of the
52:25 site placement um certainly a facility
52:28 primarily this is an education facility
52:29 and meeting the needs specifically of
52:31 middle uh middle school students not
52:33 elementary school or high school
52:34 students but as we design schools there
52:36 are very specific needs uh both physical
52:39 and emotional and academic for middle
52:41 school students so those are important
52:43 elements in the design of the school I'm
52:45 incorporating sustainable features
52:46 really connecting to this beautiful
52:48 place the site where these buildings sit
52:51 uh was a strong driver at the high
52:53 school design and that carries into the
52:54 middle school um and in into the
52:57 internal actual educational spaces
53:00 really thinking about very high quality
53:01 educational spaces the placement of
53:03 Windows and the the connections within
53:06 the school were very important um Design
53:08 Elements um and and along with that is
53:11 really about those relationships and
53:13 spaces within the school and and
53:14 creating a very um strong uh uh
53:18 Community within the school and finally
53:21 um while they are two distinct schools
53:23 recognizing this is a Civic campus with
53:25 a lot of public use both from the field
53:28 and the school facilities and really
53:30 making sure that's a very cohesive idea
53:32 um by with the placement of the the
53:35 middle school which clearly today with
53:37 Clark Elementary and the high school
53:39 that's not you know really as a cohesive
53:41 single campus um so those were really
53:45 major project goals from the beginning
53:46 of the project uh we're coming back to
53:50 you with a a a new uh uh design um that
53:54 really was a response to some
53:56 significant change in needs that this
53:57 school district recognized um with the
54:01 um anticipated significant growth
54:03 particularly in the city center of isqua
54:06 and the enrollment growth that they're
54:07 anticipating at these schools that serve
54:09 the city center and that really uh was
54:12 an opportunity or really a necessity for
54:14 us to stand back and really think about
54:16 the the utilization of the site and of
54:19 the building to uh really anticipate
54:22 this this growth um and some of those
54:26 elements um that became um important um
54:30 which um also uh be was an opportunity
54:35 to respond to um many of the input that
54:37 we got um from this commission um at the
54:40 time and they actually a lot of these
54:43 things came together and were able to
54:45 respond to those as well as respond to
54:47 this sort of future need um and part of
54:49 that is really using the site as
54:51 efficiently as possible um part was and
54:54 as and the building um creating instead
54:57 of a twostory building a three-story
54:59 building with the the primary class
55:01 wings for that ability to to expand but
55:04 also um to make sure that there is
55:06 adequate site areas U remaining on the
55:09 site um to uh collapse the uh bus
55:15 loading um between the two schools into
55:18 a single area and to really rethink
55:20 about the programming of the site
55:21 elements like the field so that we can
55:24 get more use out of the field and also
55:27 impact less of the property uh so some
55:30 of those elements and I apologize I
55:32 realize everyone wasn't here for the
55:33 previous um uh design so I won't I won't
55:38 assume that that but our as Amy
55:40 described the existing High School sits
55:42 here with its parking um with a primary
55:44 entry point uh with the traffic light on
55:46 Second Avenue U what our uh redesign
55:51 allowed us to do was really to um um get
55:55 the the most use out of this major uh
55:58 single entry point to the site um with
56:01 our our circulation really allowing the
56:03 two front doors of the school to be uh
56:06 uh facing each other and becoming um
56:08 equally important as one comes on to the
56:11 site um we were um with the um we were
56:16 also able to um for those who recall we
56:20 were actually developing quite a bit of
56:22 the site area on this portion of the
56:24 property um the redes allowed us to uh
56:28 really distinguish an area that was
56:30 going to be dedicated to high school use
56:32 um this is High School tennis courts
56:34 High School softball fields and practice
56:35 fields and a future High School expanded
56:39 parking up here um and allow that to be
56:42 um separate from an area that was very
56:45 much dedicated to the middle school and
56:46 its athletic facilities softball field
56:49 uh track and field here um with as I
56:54 said the element of shared use being the
56:57 Bus drop off to allow buses not to need
56:59 to exit the high school and then
57:01 re-enter the site the middle school we
57:03 were we rethought how those spices would
57:05 circulate on and off of the site to be
57:07 able to serve both
57:14 properties U some of the common elements
57:16 to the previous design were really about
57:18 the design of the middle school with a
57:20 protected inner Courtyard uh very
57:22 intentional about creating a a safe
57:24 place for middle schoolers to access um
57:28 you know out outside directly outside of
57:30 science classrooms and outside their
57:31 common spaces very different approach
57:33 from the high school which was very much
57:35 about sort of opening up to the
57:36 community and being sort of sending
57:38 those kids out into the world um it was
57:40 important to have a very clear
57:43 delineation between uh the outside and S
57:46 the interior of the school um also by um
57:51 placing uh the track and field on the
57:53 west side of the site um we did move
57:56 the gymnasium and the athletic functions
57:59 uh within the building to better connect
58:02 all those outside play areas um west of
58:05 the main
58:10 facility may go into a little bit more
58:12 detail about site circulation because I
58:14 know that's a a very important element
58:16 and this will describe the site um a
58:18 little bit more detail how it will
58:19 actually function and Amy touched on
58:22 this with a kind of overwhelming um uh
58:26 site circulation diagram with I've
58:27 pulled out the individual pieces so I
58:29 think will help everyone understand how
58:31 this is will work a little bit better uh
58:33 so the first later is the parent and
58:35 visitor vehicle so for the most part
58:37 what you see on the south portion of the
58:39 site are existing circulation routes
58:42 that will continue for the high school
58:43 so parents visitors have a drop off area
58:46 and they come and go through the main
58:48 entry area uh We've again really tried
58:52 to maximize the use of this main entry
58:54 um to keep access to the school in one
58:57 location and have our Loop off of that
59:00 same main drive to become a parent drop
59:03 off and visitor access Loop to the to
59:06 the middle school we have the option of
59:08 actually extending all the way down to a
59:10 turnaround behind the high school um the
59:14 queuing lane for uh for parents that uh
59:17 might get early and might start and
59:20 we'll wait and uh for the kids to be let
59:23 out
59:26 uh staff Vehicles U we are um suggesting
59:30 staff um utilize both Evans as well as
59:34 the main entry to the the campus um
59:38 again High School stff circulation
59:40 remains very much as is and this the
59:42 Middle School circulation uh circulates
59:45 to the primary staff parking lot which
59:47 are to the East and to the north of the
59:50 campus and because this uh parking is
59:53 also at the North End serving this end
59:55 of the building um and for various other
59:59 needs for Access we imagine this will be
1:00:02 uh for some staff a preferred route of
1:00:04 coming and going along
1:00:08 Evans student vehicles uh this uh is uh
1:00:13 again the primary route for uh the
1:00:17 students that are driving currently for
1:00:18 the high school uh we don't have any
1:00:20 students driving in the Middle School um
1:00:22 but we will have additional high school
1:00:25 parking um the at off of Evans and then
1:00:29 um a future parking lot and an existing
1:00:32 small gravel parking lot that exists off
1:00:34 of Evans here as well the intent is to
1:00:37 uh avoid all traffic of students
1:00:40 actually going through the high school
1:00:41 so those are very two distinct areas for
1:00:43 the high schoolers to arrive
1:00:45 driving uh the buses uh which were um uh
1:00:50 one of the more important elements to
1:00:52 place in a way that could serve both
1:00:55 schools
1:00:56 will be entering on Evans Street and
1:00:58 that uh is one of the motivations for an
1:01:02 access point here and we'll be
1:01:04 circulating here in two lines at a place
1:01:07 where the pickup and drop off will occur
1:01:09 in between the two schools and Amy
1:01:11 described bit how that works but I can
1:01:13 show you also The Pedestrian circulation
1:01:15 those buses then will exit with the
1:01:17 traffic light at the main
1:01:21 entry middle middle school pedestrian
1:01:24 bicycle circulation
1:01:26 off of Second Avenue um
1:01:30 around the the coming in off of Second
1:01:34 Avenue connects to the front door of the
1:01:36 middle school and also allows for uh
1:01:39 access to the bus area on on the south
1:01:42 edge of this parking
1:01:45 lot High School circulation will stay
1:01:47 very much as it does now with the
1:01:50 exception of the high school students
1:01:51 that will be using the bus and they will
1:01:53 come across a single controlled access
1:01:56 point here and then uh disperse across
1:02:00 here um to a place where they will be
1:02:02 picked up for the buses
1:02:06 this uh these elements here will be um
1:02:10 staffed at all times when buses are
1:02:12 Avail available because of the number of
1:02:14 students that will be coming and going
1:02:15 from both schools um it's a normal
1:02:18 operations for schools to actually staff
1:02:20 The Crossings to make sure that that is
1:02:22 a safe transition the high schoolers
1:02:25 will also have
1:02:26 part of an existing route um up to the
1:02:30 parking lot up
1:02:34 there I'll describe that in a little
1:02:36 less um detail or a little less um with
1:02:40 the interim sites as well in a
1:02:44 moment so phasing um these are actually
1:02:48 some drawings that are the beginnings of
1:02:50 the logistic plans for the general
1:02:52 contractor who is able to help us in um
1:02:56 planning for the phasing of the so I
1:03:00 apologize for how faint it is but the
1:03:01 existing Clark Elementary School sit
1:03:04 here existing Tiger Mountain Elementary
1:03:05 School and then the new Middle School
1:03:07 here um what we will have is a very
1:03:10 clear delineation around the
1:03:12 construction fencing uh both solid and
1:03:15 chain link fencing that will occur along
1:03:17 here to allow the construction
1:03:18 activities to be contained within this
1:03:21 general area here um for Tiger Mountain
1:03:25 Elementary
1:03:26 sorry Tiger Mountain High School uh
1:03:29 their uh usage of the parking lot is
1:03:32 largely unchanged here uh we are uh
1:03:36 reconfiguring uh some of the parking
1:03:39 areas around Clark ele to allow for both
1:03:42 fire access and expanded parking in
1:03:45 Clark but Clark um will largely operate
1:03:48 as it does today with the exception that
1:03:50 they will not have their Playfield
1:03:51 available to them so we are um expanding
1:03:54 some areas to allow them to have more or
1:03:56 um outdoor play
1:03:58 areas um and again High School schoolers
1:04:01 will continue to use this lot and access
1:04:03 along this edge of the site with
1:04:05 construction happening in this area
1:04:08 primary a construction access will be
1:04:10 off of Evans
1:04:15 Road during the interum phase what I
1:04:17 just described will largely remain
1:04:19 intact um with the the separation
1:04:21 between the two schools um I'll describe
1:04:25 this a little bit more more detail but
1:04:26 what we have is a a partially completed
1:04:29 parent uh drop off Loop occurring here
1:04:34 buses will remain in the current
1:04:36 location at the high school um and the
1:04:40 parking as I described at Tiger and um
1:04:43 Clark will will stay as in the first
1:04:46 phase the Final Phase um over the summer
1:04:51 2017 all the areas in the blue will be
1:04:54 completed so the major site elements
1:04:57 around uh vehicular and pedestrian
1:04:59 circulation will be completed prior to
1:05:01 school starting so at that point um the
1:05:04 buildings will also be demolished and
1:05:06 the school will start to operate in its
1:05:08 final State and then through the fall
1:05:11 the fields will be
1:05:16 completed I won't go into too much
1:05:18 detail here because I think I've
1:05:19 described that mostly uh Clark and tiger
1:05:24 um parent drop off uh somewhat reduced
1:05:27 but still the same concept around access
1:05:30 to the middle school will occur for
1:05:32 parents um staff again in much the same
1:05:36 way they currently operate and much the
1:05:38 same way they will operate at the middle
1:05:42 school high school students will again
1:05:46 be with the exception uh of not having
1:05:50 full access to this parking they will
1:05:52 have very similar
1:05:54 operation um
1:05:56 buses will occur down here see as well
1:06:00 as buses for Clark here as a Cate
1:06:04 operates and then um student
1:06:10 circulation and at this point we will
1:06:12 have be having middle schoolers that
1:06:14 will actually be um coming down here to
1:06:16 use the High School Bus Loop during uh
1:06:19 this interim time
1:06:23 period High School pedestrian
1:06:25 circulation
1:06:27 um and then finally fire access um will
1:06:31 some of the the modifications are
1:06:34 actually to allow for adequate access to
1:06:36 both Clark and the middle school during
1:06:39 U this interim
1:06:45 period so before I jump into the
1:06:48 building design I'm going to um as tener
1:06:49 to come up and talk a little bit about
1:06:51 the site elements program elements and
1:06:53 then I'll move inside the building
1:06:55 just put the arrow
1:06:58 okay uh my name is Jennifer Mundy I'm
1:07:00 the landscape architect on the project
1:07:02 with Cascade design collaborative uh we
1:07:04 are also located in Seattle on Western
1:07:07 Avenue um so I'd like to quickly
1:07:10 describe uh how we are um responding to
1:07:14 some of the perimeter buffer
1:07:16 requirements um along Second Avenue here
1:07:20 we have a um a type one buffer
1:07:24 requirement along along the wall edge of
1:07:28 the track and we also were providing the
1:07:31 type one uh for all of our parking lot
1:07:36 edges when we are uh screening when we
1:07:40 are um putting something in front of the
1:07:43 uh Playfield it's the reduced the type
1:07:45 three buffer that we'll be providing so
1:07:47 it isn't quite as dense as the type 1
1:07:50 more solid Evergreen
1:07:51 buffers uh there are some patches of
1:07:57 existing Woods then we're trying to save
1:07:59 as much of them as possible um and in
1:08:01 the design of the buffers we're going to
1:08:04 utilize n native materials and try to
1:08:07 put in plants that will grow and fill in
1:08:10 Evergreen screening as quickly as
1:08:12 possible um the concept for our uh
1:08:18 school grounds is really rooted in
1:08:22 providing a safe um education space for
1:08:26 the elementary I mean the middle school
1:08:28 students uh since I was just going to
1:08:30 say this is not um an elementary school
1:08:31 it's middle school and we have um a
1:08:34 different uh learning environment
1:08:38 different capabilities of the students
1:08:40 and different interests um so in
1:08:42 designing the spaces around the building
1:08:45 we were paying special attention to the
1:08:46 needs of the middle school kids they um
1:08:50 they like to climb on things still
1:08:51 they're really energetic and want to
1:08:53 move around but they're also very social
1:08:55 and want to hang out in in comfortable
1:08:58 groupings and so we've got a lot of
1:09:02 edges kind of edes of spaces where um
1:09:05 for instance at the main entry as you're
1:09:07 coming in there is a space here that
1:09:10 allows for parents to interact and pause
1:09:14 and have a conversation and there's some
1:09:16 benches to wait to be picked up to
1:09:18 create a a pleasant feeling entry
1:09:20 environment and then we have this lovely
1:09:23 Courtyard that provides as David was
1:09:26 saying a a very um comfortable
1:09:29 environment that is protected shielded
1:09:31 from the noise from above um and
1:09:34 provides in this corner a a stepped
1:09:37 Amphitheater type Gathering
1:09:39 space and um along this so the ground
1:09:43 floor classrooms here are the science
1:09:45 classrooms and we're creating what we're
1:09:47 calling science porches so the students
1:09:50 can spill out from the science rooms and
1:09:52 do experiments outside uh we've got on
1:09:56 the site low impact development
1:09:59 strategies to deal with storm water and
1:10:01 so there's rain Gardens in the courtyard
1:10:04 and Rain Gardens outside of the building
1:10:06 here that will be doubling as
1:10:08 demonstration educational facilities so
1:10:10 the students can learn about how
1:10:12 infiltration happens they could do water
1:10:14 quality testing that sort of thing um
1:10:18 and on the subject of low impact
1:10:20 development um we are
1:10:23 providing rain Garden infil rtion areas
1:10:26 to treat the storm water throughout the
1:10:28 site so we're keeping the water on the
1:10:31 site and using the fact that this
1:10:33 particular property has really quick
1:10:35 infiltration rate and and we can have
1:10:38 the water get filtered and screened and
1:10:40 go through into the re um charging the
1:10:43 aquifer so the um the water flowing off
1:10:47 the parking lot spaces will go into a
1:10:49 rain garden and get filtered uh the
1:10:52 water flowing from this area will go
1:10:54 into a rain Garden down
1:10:55 here uh the parking lot up here will
1:10:58 have rain Gardens uh the central drop
1:11:01 off parking lot has a rain Garden in the
1:11:03 middle so we're um encouraging that sort
1:11:07 of treatment of the water as well as on
1:11:10 Evans we are creating a a treatment
1:11:13 facility here that doubles as a buffer
1:11:17 between the neighbors and the school so
1:11:19 we're trying to use double duty wherever
1:11:21 we can take advantage of that in the in
1:11:24 the design
1:11:26 um you'll also notice that the Portables
1:11:28 here that if we need to put them in uh
1:11:31 we took a queue from the way the tiger
1:11:34 alternative high schools designed and
1:11:36 how actually very lovely those portable
1:11:38 buildings are with all of their Vine
1:11:40 Maples and things around so that's the
1:11:42 concept for these Portables that they
1:11:45 won't be just lined up um that but
1:11:48 they'll be clustered to create a
1:11:50 community space and have some vegetation
1:11:52 around them so that they'll be a
1:11:54 pleasant space and not sort of the the
1:11:58 unwelcomed place to have to go to class
1:12:00 it'll be the fun place to go to
1:12:04 class uh so I I guess I should quickly
1:12:07 say so there are um athletic fields here
1:12:10 this is going to be a Synthetic Turf uh
1:12:13 field with a running track around and
1:12:16 we've got a Amphitheater uh series of
1:12:20 sort of Bleacher steps tucked into the
1:12:22 hillside so you can watch and then this
1:12:25 green space here is a sloping lawn so
1:12:27 there's also sort of informal hangout
1:12:30 space to to watch the games and take
1:12:32 advantage of the fact that this is a
1:12:34 terrist site and so the field is at a
1:12:36 lower level and then the um the softball
1:12:40 field is up at the level of the school
1:12:43 building and then we have these upper
1:12:46 fields for the high school up at yet
1:12:48 another
1:12:51 level if you have any questions I will
1:12:54 be here for to answer
1:12:57 I'll quickly wrap this up with the
1:12:59 building design um the main entry of the
1:13:02 school is here um as I mentioned before
1:13:06 an important element was actually the
1:13:07 placement of the um gym and athletic
1:13:10 facilities to actually have good
1:13:11 connection to the uh athletic fields um
1:13:15 and of course um looking at the
1:13:17 administration as that sort of as folks
1:13:20 arrive to the main drop off area have
1:13:22 this view to the southeast and to the
1:13:25 main entry as oversight to this entry
1:13:27 Plaza we've actually uh designed this to
1:13:29 allow for um access and use of the of
1:13:33 the commons and the gymnasium and with
1:13:36 the potential to actually Zone those
1:13:38 areas knowing that there'll be quite a
1:13:40 bit of public use um and yet trying to
1:13:44 keep spaces as open as possible as well
1:13:46 so that the the commons or cafeteria
1:13:48 isn't just a big dark box but is
1:13:50 actually a a a open glassy space
1:13:54 connected to this internal Courtyard um
1:13:56 it also uh doubles as their performance
1:13:59 space with a stage and then the other
1:14:01 Performing Arts classrooms on this side
1:14:04 of the building um finishing out the uh
1:14:07 W east side of the building um very
1:14:09 intentionally we've put the service and
1:14:11 kitchen areas here really kind of buting
1:14:14 those areas that have fewer Windows um
1:14:17 up to the the side of the Sportsman Club
1:14:21 um and the classrooms the three-story
1:14:23 classroom wing on the west
1:14:25 side of the site um that really has the
1:14:28 Outlook to the Views but also is
1:14:30 somewhat buffered by this uh this volume
1:14:34 um from the noise from the uh from the
1:14:40 club as we move upstairs uh the library
1:14:43 sits above the administration area uh
1:14:46 with the um circulation areas that look
1:14:49 down onto the commons this idea of
1:14:51 connectivity was very important um to
1:14:54 really do that Community um sense that
1:14:57 everyone is seeing each other and
1:14:59 everyone is part of the same uh School
1:15:01 Community um again with classrooms
1:15:04 continuing up to the second level an
1:15:06 auxiliary gym and fitness room above the
1:15:08 locker rooms and then finally on the
1:15:10 third floor uh just the classroom uh
1:15:13 continuation of the
1:15:16 classrooms as Amy mentioned uh the there
1:15:19 was a strong intent to be very
1:15:21 compatible with the materiality of the
1:15:23 high school um
1:15:25 with that we have used very similar
1:15:28 materials um of the uh ground face
1:15:32 concrete block um a lighter gray uh
1:15:36 cement board panel um a warmer uh
1:15:39 painted um cement board panel and then
1:15:42 also a darker cement board panel with um
1:15:47 articulated patterning um joints and
1:15:50 then finally um similar to the high
1:15:51 school a screening sort of cap to the
1:15:54 building
1:15:55 um made out of metal standing seam
1:15:58 panels This is the main entry um
1:16:00 slightly different than perhaps the one
1:16:02 in your packets where we've um better
1:16:04 represented what the the landscape
1:16:06 design actually is where there are seat
1:16:08 walls um and variations in Paving and um
1:16:12 a place for the arrival and departure
1:16:15 from the
1:16:17 school as you've seen here uh from the
1:16:20 West the view of the main classroom wing
1:16:22 and the covered play area um what's
1:16:25 missing here are are a row of trees that
1:16:27 actually go along this path but those
1:16:29 were eliminated just to for clarity in
1:16:33 these
1:16:35 views the same four primary materials um
1:16:40 five primary materials the three cement
1:16:42 board colors the concrete block and the
1:16:45 and the metal roof
1:16:48 panels and then finally from the North
1:16:50 End of the courtyard similarly this is
1:16:52 actually a landscape screen here to
1:16:55 really contain that courtyard um it was
1:16:57 eliminated to allow um views just from
1:17:00 this this
1:17:04 Viewpoint I will show just a a blowup of
1:17:08 um what the patternings are of the
1:17:11 materials while we are using essentially
1:17:13 the same material here you can see very
1:17:15 distinct usage sort of board and Baton
1:17:19 and uh accent color Happening Here in
1:17:21 the line with the windows um a very
1:17:25 varying widths and uh Heights of cement
1:17:28 board paneling um in the darker gray
1:17:31 areas and then the regular patterning
1:17:33 the light areas along with the uh smooth
1:17:36 ground face lighter block and the um the
1:17:42 metal screening at the roof
1:17:46 level and we have a sample of those
1:17:48 materials here you all like to see
1:17:51 those that is it for our presentation
1:17:59 all right uh at this time we'll go to
1:18:02 the opportunities for members of the
1:18:03 public who uh wish to address Mission uh
1:18:07 ask questions uh seek clarifications
1:18:10 from staff Andor uh members of the
1:18:13 applicant uh tingent so if there are

1:18:47 stefhanie um I live on uh currently 385
1:18:51 East Sunset Way isael Washington
1:18:55 and um so I'm a local resident here and
1:18:58 I'm here also to represent the isqua
1:19:00 Sportsman's Club which is located just
1:19:02 right behind the proposed project
1:19:05 site um just a quick info on our club uh
1:19:09 the iso Sportsman's Club was founded on
1:19:11 October 5th
1:19:13 1921 uh most of you probably just know
1:19:15 it as a gun range uh but we've actually
1:19:18 been a community oriented nonprofit
1:19:20 organization that has been serving this
1:19:23 community here um for for nearly 100
1:19:26 years uh a quick example of that for is
1:19:29 uh that we donated in 1937 uh 10.7 Acres
1:19:35 of our land to the city uh which is
1:19:38 currently um part of where these schools
1:19:42 uh currently are
1:19:43 sitting um overall there's no issues
1:19:47 that the club has with the proposed
1:19:49 plans um the the only issue that we see
1:19:53 is uh
1:19:55 noise
1:19:57 and the reason for uh our concerns is
1:20:00 the parking lot that is supposed to be
1:20:03 built um up in the northeast corner of
1:20:06 the project site um our property is
1:20:08 surrounded by old growth trees which
1:20:11 have for years been providing u a
1:20:13 natural sound barrier essentially um and
1:20:17 these trees have been diminishing now
1:20:19 because over the years uh through the
1:20:21 expansion of the schools uh and this
1:20:24 current plan
1:20:25 uh calls for the removal of a rather
1:20:27 large portion of trees which is right
1:20:29 next to our range uh and there therefore
1:20:31 also has a large impact on the noise
1:20:34 output of the
1:20:35 range um as a club we have actually been
1:20:38 very proactive lately um about reducing
1:20:41 our noise output uh last year in
1:20:44 2014 we
1:20:47 um applied for a state Grant um to help
1:20:51 fund the installation of a noise
1:20:54 reduction system system and we were
1:20:56 awarded this Grant and we'll begin uh
1:20:58 this project or the construction of that
1:21:01 project later this
1:21:02 year uh therefore we think it would be
1:21:04 prudent for the school district to uh
1:21:08 take the noise level into
1:21:10 consideration um as cutting down the
1:21:13 trees in that corner especially in that
1:21:15 critical spot which is literally right
1:21:17 next to our Firing
1:21:20 um as cutting down those trees will
1:21:23 basically defeat our efforts in reducing
1:21:26 the general noise output to the
1:21:29 city uh something to consider is for
1:21:32 example building a noise wall uh instead
1:21:34 of tearing down trees or building a
1:21:37 multi-tier parking lot um on one of the
1:21:41 existing parking lots rather than uh
1:21:43 cutting down the trees and building a
1:21:45 parking lot up there uh why is this
1:21:47 important uh well increasing noise uh
1:21:51 through this project uh will not only
1:21:54 affect the students at the schools but
1:21:57 also the community as a whole uh and
1:21:59 also surrounding property
1:22:02 values our final point or issue that we
1:22:06 have with the removal of the trees in
1:22:07 the northeast corner of the project site
1:22:10 is environmental um the woods as we know
1:22:14 support all our local Wildlife uh which
1:22:17 is already diminishing because of uh all
1:22:19 the developing in the area uh so we
1:22:22 think that rather than looking for the
1:22:25 simply cheapest way to accommodate more
1:22:29 Vehicles why not set an example uh for
1:22:32 greener development by erecting a
1:22:34 multi-tier parking uh lot over one of
1:22:37 the existing parking spaces that's
1:22:39 already available uh this would have a
1:22:42 lesser impact on our already fragile
1:22:45 environment um and I believe was also
1:22:48 already proposed last year by the uh
1:22:51 development
1:22:52 commission and that's about all that we
1:22:55 had to say about this one thank you Mr
1:22:57 sney thank you uh next is Michelle
1:23:01 Gibson and I'd like to I neglected to
1:23:03 mention before we in respect for the uh
1:23:06 the continuity of the meeting we'd ask
1:23:08 that you try to limit your comments to
1:23:11 minutes thank
1:23:22 you first of all thank you for um giving
1:23:25 us the opportunity to share our concerns
1:23:27 regarding the upcoming development my
1:23:29 name's Michelle Gibson I've been a
1:23:31 homeowner on Southeast Evans Lane for
1:23:34 over 20 years my proud to say my
1:23:38 daughter went to both IMS and
1:23:41 IHS and now my grandson will be starting
1:23:45 next year at
1:23:46 Clark so there's two generations there
1:23:51 um however we still have some concerns
1:23:55 uh we do understand the need for growth
1:23:57 in our school district yet still has
1:24:00 some concerns uh before the plan and
1:24:03 site development are
1:24:05 approved um a lot of this uh traffic was
1:24:10 brought up a
1:24:11 lot that's a huge one of our concerns in
1:24:14 the neighborhood as well where I live
1:24:16 while you do propose to Wine Southeast
1:24:19 Evans Street the impacts to the
1:24:20 neighborhood of adding what 32 buses tce
1:24:24 a day faculty
1:24:27 um under the fa uh faculty uh also um
1:24:34 their
1:24:36 transportation and and more high school
1:24:38 students um under the current proposed
1:24:42 infrastructures over with your plan it
1:24:45 seems to be overwhelming negative um a
1:24:50 tiered parking lot uh this gentleman
1:24:52 just mentioned um between the high
1:24:55 school and proposed middle school and I
1:24:57 was here at the last development meeting
1:24:59 last year that was a suggested um so I
1:25:03 agree with that uh that would take less
1:25:07 I mean we're spreading you're saying
1:25:09 you're you want the school to go up so
1:25:11 it doesn't spread but we're spreading
1:25:13 out the parking lot so with that comes
1:25:15 down the trees um there's a lot of
1:25:18 speeding up and down litter uh left on
1:25:21 the on the Southeast EV Street goes into
1:25:24 to our neighborhood and I just see more
1:25:26 of that
1:25:27 increasing with how the proposal of the
1:25:30 plan for Southeast Evans right now um
1:25:34 every week we go out clean up after the
1:25:38 schoolers and um in fact in one of your
1:25:40 slides slide G was my house I could see
1:25:42 it in the background and it's that close
1:25:44 to this road um but our our Woods are so
1:25:49 fragile and we'd like to keep them and
1:25:51 we'd like also to see I walk there with
1:25:54 my grandson and my dog and many times
1:25:56 almost get ran ran over because these
1:25:58 cars are speeding up there um we need
1:26:02 better access to the
1:26:04 trails I'm not sure I'm seeing that we
1:26:06 need signage for the trails we need if
1:26:09 there's any parking to be added it
1:26:11 should be specifically for access to
1:26:14 Trails many times I run into people they
1:26:17 don't know where the trails are I have
1:26:18 to guide them um it's just it just looks
1:26:22 like um a puzzle out there with the
1:26:25 schools and the parking lot um so please
1:26:29 if you would take into
1:26:31 consideration the neighborhoods the
1:26:33 residents um the natural Wildlife I
1:26:37 would really really appreciate it and
1:26:39 thank you for the time

1:27:10 you um good evening I'm David kapler U
1:27:13 First make some comments about um Park
1:27:16 Point as president isws Trails club and
1:27:19 then I'll get on to my personal comments
1:27:20 about the the rest of the issues um Park
1:27:24 point is a $6 million investment plus we
1:27:27 gave him 100
1:27:29 tdrs we have we're proposing two parking
1:27:32 I I think the two parking spaces got
1:27:34 eliminated that the district had planned
1:27:37 for this um because the trail is now
1:27:40 being proposed to be uh on that other
1:27:42 side there needs to be some kind of
1:27:45 decent access to the parkpoint property
1:27:47 for the community right now you have
1:27:49 five or six spots at office second there
1:27:52 at the near the intersection with fr
1:27:54 Street and if you know you can park by
1:27:57 the gun club you got to of course High
1:28:00 School takes the parking on weekdays and
1:28:02 all but there's parking there but it's
1:28:05 you don't know where the trail is
1:28:06 there's not one single sign and we got
1:28:08 this great asset for the city that's
1:28:10 completely being ignored by this
1:28:14 process um back to my more personal
1:28:17 comments I guess um what drives me nuts
1:28:20 about the The
1:28:22 Proposal is
1:28:25 um priority we're putting on
1:28:28 chauffeuring kids and to to the school
1:28:32 and and making it hard to use the
1:28:35 buses the bus area is a long ways from
1:28:38 the school now we hear there's going to
1:28:40 be four staff people out there at the
1:28:44 crosswalks those are staff time that
1:28:47 should be put in the classroom not out
1:28:49 doing traffic
1:28:51 control the buses should be the people
1:28:54 do not want their kids on buses because
1:28:56 how long they spent on the buses and
1:29:01 they can get them there to the school
1:29:02 faster then get them out of the school
1:29:04 faster and that and we need to encourage
1:29:07 bus usage especially in this Corridor
1:29:10 where the traffic is already so bad and
1:29:12 we all know how much worse it got when
1:29:14 September hit region wide so why are we
1:29:18 trying to discourage people to have kids
1:29:21 ride buses by putting them out no
1:29:24 protection out here in the rain and the
1:29:26 wind mixing the middle school kids and
1:29:29 the high school kids out of visibility
1:29:31 of either
1:29:33 school the high school kids would be
1:29:35 just fine mixing with the middle school
1:29:37 kids up by the school where there'll be
1:29:39 more easier and better supervision and
1:29:42 there should be a canopy across area so
1:29:45 the kids have some um some shelter when
1:29:49 they're waiting for those buses so I
1:29:51 would move the uh the bus lane right
1:29:54 through here and put the parking lot out
1:29:57 in the next
1:29:58 Loop just reverse those and it would
1:30:01 save a lot of Staff time a lot more kids
1:30:06 riding the buses a better bus experience
1:30:09 for kids and every in car we increase on
1:30:13 the site is more mitigation the school
1:30:16 district has to pay for traffic that
1:30:18 should be being used in the classroom
1:30:21 to subsidize more
1:30:26 single
1:30:28 vehicles um we don't have an up-to-date
1:30:31 traffic or parking counts and those
1:30:35 really need I don't see how the group
1:30:37 can make a decision tonight without
1:30:39 those um we don't know what the
1:30:41 mitigation is going to be based on those
1:30:43 new traffic
1:30:45 counts the route 200 is mentioned is
1:30:48 partial mitigation for tra for getting
1:30:50 kids to school the in the morning the
1:30:54 the N the 200 bus doesn't um get gets in
1:30:57 front of the high school sometime
1:30:59 between 10 and 1011 in the morning so
1:31:01 it's not going to do any good for the
1:31:03 getting high school kids and it leaves
1:31:05 the community center at 217 they've
1:31:08 shortened the hours of the 200 so it's
1:31:10 ineffective as anything to help with
1:31:13 moving students
1:31:15 around U Move the reader board to the
1:31:17 other corner at the uh the street there
1:31:20 and then you don't have to have it real
1:31:22 tall um
1:31:24 again sea hasn't been finished yet I
1:31:27 don't know how you can make a decision
1:31:28 without a without the the sepa being
1:31:33 done we do need a canopy and covered
1:31:36 across the front of the school even if
1:31:39 that's where the the single OCC the cars
1:31:42 are going to be rather than the buses
1:31:44 still need more protection
1:31:47 there there's going to be a lot
1:31:49 apparently a lot of extra material from
1:31:51 the site that'll be trucked off I
1:31:54 mentioned in one of my letters that a
1:31:56 previous representative owner of the
1:31:59 park PL Park Point didn't want any extra
1:32:03 bming at the um Gun Club from the
1:32:07 softball fields that were um built um
1:32:11 and so they didn't burm no do any more
1:32:14 bming there's going to be a lot of
1:32:16 material off here that's going to be
1:32:17 have Organics in it or whatever that
1:32:19 can't be used on the site or at some
1:32:21 other site to build on and it'd be great
1:32:24 material to do some additional bming and
1:32:27 I would even encourage the city to be
1:32:29 doing some bming on their actual Park
1:32:31 Point property on um as well to uh to
1:32:35 make that a much more Pleasant area
1:32:37 which is used a lot by the cross country
1:32:39 teams in the other in classes and in
1:32:41 after school training so there's
1:32:44 definitely some ability to reduce the
1:32:48 offsite Trucking and reducing Sound by
1:32:52 using that material
1:32:54 which I believe is almost is not
1:32:57 there'll be enough unusable material
1:33:00 from the site it's not going to be all
1:33:01 nice gravel that would have a good
1:33:09 um guess that's the main thing thank
1:33:13 you uh Hy Marsh

1:33:29 a store at 1175 Northwest Gilman
1:33:32 Boulevard suet B1 and also live in

1:33:47 surprised to see the gravel Trail right
1:33:50 after we saw the picture of all the
1:33:53 students parking along the road the
1:33:56 gravel road with a gravel trail with the
1:34:01 students parking suddenly the I didn't
1:34:05 understand how that would work on either
1:34:07 side of the road having a gravel trail
1:34:10 with a gravel
1:34:13 road it dis the road dis the trail
1:34:16 disappears to me one it's not safe if
1:34:18 you've ever driven down the road with
1:34:20 the high school students two it's super
1:34:22 Dusty and you choke so I think that that
1:34:26 whole thing needs to be rethought and
1:34:30 fixed
1:34:31 um I sent a letter and then I sent my
1:34:35 letter after I had the opportunity to
1:34:37 read the staff report so you got track
1:34:39 changes sorry um part of the problem
1:34:43 with moving the trail that direction is
1:34:45 the same problem that everyone has well
1:34:48 we love the Sportsman's Club you get too
1:34:51 close to the Sportsman Club and frankly
1:34:53 you do want to just sort of hit the
1:34:55 ground especially people who are from
1:34:57 out of town because they don't know if
1:34:59 they're going to get shot so to move the
1:35:02 major trail that is our connection to
1:35:05 park point and other points ever closer
1:35:08 to the Sportsman Club reduces the
1:35:11 quality of that trail substantially
1:35:14 currently it's it's further down quite a
1:35:17 ways away this the uh softball field is
1:35:20 in between so you don't get that
1:35:22 sensation of eminent
1:35:24 but having walked that trail next to all
1:35:27 those cars to cut the Scotch broom I
1:35:29 know that feeling even though I know the
1:35:31 club is there sometimes it just scares
1:35:33 you um so I would
1:35:36 suggest that either you if you're going
1:35:39 to move the trail you require some no
1:35:41 noise mitigation for the trail or you um
1:35:45 continue to have the trail further away
1:35:49 now I'm going to stay with Trails just
1:35:52 because I'm on that top IC there is the
1:35:55 existing uh little baby parking lot by
1:35:58 the softball field and they're saying
1:36:01 that the way the kids get to the high
1:36:03 school from there is skinny along skinny
1:36:07 along that narrow Edge well that is
1:36:09 actually isn't the case what they do is
1:36:12 they come around and they take the
1:36:13 existing Trail or they walk through the
1:36:15 existing parking lot um they basically
1:36:19 go back out along the road for the most
1:36:21 part because it's really sort of
1:36:22 dangerous walking along that little
1:36:24 Trail because they don't control the
1:36:26 blackberries they fertilize them with
1:36:28 their grass clippings instead and so
1:36:30 there's this this Blackberry tendril
1:36:32 that grabs your ankles and tries to
1:36:33 throw you down the hill so I don't
1:36:35 believe that that is the existing
1:36:37 pathway and um I don't think that that
1:36:40 is an appropriate or legitimate Pathway
1:36:42 to assume that any high school student
1:36:44 is going to walk down that trail uh
1:36:48 continuing on with that I'm not exactly
1:36:51 sure and I didn't hear an explanation to
1:36:53 tonight why you would put the high
1:36:56 school parking way down by
1:36:59 Evans um maybe there's a reason that you
1:37:01 don't put the field down by Evans and
1:37:05 have the high school parking actually
1:37:08 closer to the high school it just seems
1:37:10 to make a lot more sense to me but maybe
1:37:12 there is some reason that I don't
1:37:14 understand I I hope you guys understand
1:37:17 what I'm saying there um then we get to
1:37:23 to the the conflicts of cars versus
1:37:27 buses and um right now you have your
1:37:30 buses coming in on Evans and you have
1:37:32 your PE parents doing their drop
1:37:35 off and you have this
1:37:44 corner which is where the parents are
1:37:46 trying to go in and come out and the
1:37:48 buses are coming in so you basically
1:37:51 have the parents taking a leftand turn
1:37:53 in front of the line buses seemingly um
1:37:57 which seems very awkward and so I
1:37:59 thought about this a lot and one thing
1:38:06 is that's actually a significant grade
1:38:09 change right there I think last year I
1:38:11 probably showed you a picture of it
1:38:12 coated in Weeds it does seem like it is
1:38:14 a perfect place to have parking below
1:38:17 separated parking with the entrance
1:38:19 above where the Bus Loop would be on the
1:38:22 top taking up that whole segment
1:38:24 and uh bring the buses in off of second
1:38:28 and bring the people dropping off their
1:38:30 kids in on Evans less impact to the
1:38:32 neighborhood more use of the light with
1:38:35 all those buses um at the original
1:38:39 entrance and then a larger loop on top
1:38:44 and yeah it might be more expensive but
1:38:47 you know what you are creating a a sort
1:38:49 of this odd
1:38:51 Suburban car system with a very Urban
1:38:55 school and so I think you got half of it
1:38:57 right you got the urban school right but
1:38:58 the cars and the drop
1:39:01 off no okay so I'm
1:39:06 GNA 32 buses twice a day do you want to
1:39:09 live there now I think that is a serious
1:39:12 impact it wasn't addressed in the sea no
1:39:15 and it wasn't in the sea checklist so I
1:39:17 didn't understand how they were really
1:39:19 mitigating that by saying we're gonna
1:39:21 have Landscaping I just don't think that
1:39:25 um that does cut it so I am going to
1:39:29 move to the other side of the street
1:39:32 which is the transit center and so it's
1:39:35 so funny because I think the railroad
1:39:37 grade where they're saying that it was
1:39:40 graded before when they did the railroad
1:39:43 cut actually predates the gun club might
1:39:46 be one of the few things in town that
1:39:48 does and I was never really aware that
1:39:50 we took 100y old pregraduate said that
1:39:54 that is now a man-made slope that's
1:39:57 fascinating I don't know if it's
1:39:59 actually true but it's a an an amazing
1:40:03 interpretation um so I disagree with
1:40:06 that the other thing is the staff report
1:40:09 was unclear they actually are going into
1:40:12 the buffer of the Wetland and they do
1:40:14 have to have a mitigation for going into
1:40:17 the Wetland buffer I haven't seen it yet
1:40:21 uh the buffer isn't so bad the Wetland
1:40:23 land is fairly impacted mainly because
1:40:26 the bus barn has been right next to it
1:40:28 for all this time I would prefer to have
1:40:31 most of the mitigation done in helping
1:40:33 repair the wetlands and also because it
1:40:35 is so visible from the Rainer Trail I I
1:40:39 would ask that the fencing that they put
1:40:41 in there be decorative and non-
1:40:43 galvanized because you simply aren't
1:40:46 supposed to have your galvanized chain
1:40:48 link fencing right next to a wetland uh
1:40:51 so I would like a condition for
1:40:53 decorative fencing and uh to get rid of
1:40:56 the galvanized chainlink fencing uh
1:41:00 lessons learned from the high school
1:41:01 it's colorless in the winter um and this
1:41:06 looks to be equally colorless there was
1:41:09 a lot and still is a lot of confusion
1:41:11 for kids who've only been to Flat
1:41:13 schools especially if there is not some
1:41:16 sort of visible locator when you go from
1:41:18 floor to floor you don't know where you
1:41:20 are and they get lost so I don't know
1:41:24 where anybody can talk about
1:41:27 Interiors but I want to bring it up just
1:41:29 in case yall can do something about that
1:41:31 in future design and also uh the
1:41:35 deciduous trees that are mainly in front
1:41:36 of the high school make it look even
1:41:38 more desolate and prison likee in the
1:41:40 winter time even against the Green slope
1:41:43 so I think some more variety in even if
1:41:46 it has to be mechanical to break up some
1:41:49 of that wow we are
1:41:51 brown uh also we have a common condition
1:41:54 now in isqua which is any Disturbed
1:41:59 areas need to be landscaped and I prefer
1:42:02 it to be with Native vegetation within
1:42:04 three months of the completion of the
1:42:06 phase I added the last part uh but what
1:42:08 we find is there are these little bits
1:42:11 of land that are left over and they
1:42:13 basically just grow weeds unless someone
1:42:15 tells someone that they actually have to
1:42:17 PL plant something that is going to look
1:42:21 good and grow well in those places
1:42:23 and we don't need any more weeds you saw
1:42:25 the picture of the Scotch broom up there
1:42:28 which is a residual from the high school
1:42:30 which my understanding still has not
1:42:32 finished their checklist um and they
1:42:34 have lots of weeds growing in their
1:42:36 landscaping and it seems to be a problem
1:42:38 that we cannot surmount so I would like
1:42:41 to to try to get that done to begin with
1:42:43 you've read all the rest I way over my
1:42:45 five minutes got to go thanks
1:42:48 bye all right uh at this point we will
1:42:52 move on to
1:42:54 uh yes uh if there is anybody else that
1:42:57 wants to speak uh you can do so now if
1:43:01 not we will move into commission
1:43:03 discussion again I'll remind folks this
1:43:06 is an opportunity for members of the
1:43:08 development commission to seek
1:43:10 clarification or and we're going to have
1:43:14 rebuttals we're going to have rebuttals
1:43:16 first but then when when the
1:43:18 commissioner speak our objective here is
1:43:20 to get clarification on issues that came
1:43:22 up or in the materials that we received
1:43:24 that were not addressed so far so with
1:43:27 that I'll turn it back over to Amy her
1:43:30 uh objective here is to address some of
1:43:32 the issues that have been brought up by
1:43:33 members of
1:43:35 the so um actually um we do appreciate
1:43:38 um um the comments from Miss Marsh they
1:43:41 were very insightful um I just wanted to
1:43:44 make one clarification uh regarding her
1:43:47 statement that uh the uh proposal will
1:43:50 be um encroaching on the can you hear uh
1:43:54 can you
1:43:56 hearing maybe or you could if you could
1:43:58 get up to the mic that okay sorry I just
1:44:01 want to make sure can we try again is
1:44:02 this better okay let me re repeat what I
1:44:09 said yeah it's been a requested that you
1:44:12 do speak from the main mind thank
1:44:20 you so this is Amy tars again just for
1:44:23 record um I just wanted to address one
1:44:25 statement that um Miss Marsh um
1:44:27 mentioned regarding the wetlands um um
1:44:31 if you I'm um I'm not sure if everybody
1:44:34 brought their staff report on page 31 of
1:44:40 21 um is um an actual um detail of the
1:44:45 uh Wetland with the buffer and um
1:44:48 there's actually two lines that two dash
1:44:51 lines that you see on the on the drawing
1:44:53 one the the the smaller Dash is actually
1:44:56 the buffer and the uh outer dash line is
1:45:00 the uh uh building setback line so the
1:45:04 uh proposed uh parking for uh expanded
1:45:07 Park parking for the buses is actually
1:45:11 um showing um as encroaching on the
1:45:14 building setback line which is
1:45:16 acceptable but it is outside of the
1:45:19 Wetland buffer so I just wanted to make
1:45:22 that clarification
1:45:24 okay thank
1:45:27 you any other staff rebuttal comments
1:45:31 right with that we'll go to uh Comm SOA
1:45:35 you have anything to
1:45:38 ask I I think the comments on the on the
1:45:40 traffic and the impacts of that are
1:45:42 really profound and I the uh notion of
1:45:45 trying
1:45:46 to move from a a car driven Community to
1:45:50 a bus situation really makes a lot lot
1:45:53 of sense to me and so looking at the
1:45:55 potential or the opportunities to
1:45:57 mitigate traffic is is really important
1:45:59 and I don't I don't think we've done a
1:46:01 very good job with that I just see that
1:46:03 as being
1:46:04 a a really great opportunity for for
1:46:08 improvement on the
1:46:15 proposal I ask question
1:46:18 sure um well first of all I I think uh
1:46:21 you're trying to there's a lot lot of
1:46:23 things that we're trying to squeeze into
1:46:24 this small lot here uh I appreciate the
1:46:27 gun club you know
1:46:28 donating the land out and this goes back
1:46:31 before my time before our time but um so
1:46:35 here again we're trying to establish
1:46:37 some good neighbors uh uh be good
1:46:40 neighbors and and um and I appreciate
1:46:43 the school district trying to put in
1:46:46 Middle School in a small lot uh ideally
1:46:49 you know you probably want a lot of land
1:46:52 the Middle School
1:46:53 but that being said uh I agree that uh
1:46:57 there's a lot of parking issues and
1:46:59 traffic issues as crisscross and you
1:47:01 have a lot of kids running around during
1:47:04 um during uh um
1:47:07 School uh start day and then at the end
1:47:10 of school um so that's something that I
1:47:12 I guess we need to maybe look at that
1:47:15 again um and the fact that we're
1:47:18 encouraging people to drive parents to
1:47:21 drive drop off kids you know that it's
1:47:24 pretty evident by the way it's designed
1:47:26 here um but um the question that I have
1:47:30 is how many buses do we have uh is 32
1:47:33 buses per day is that the count that
1:47:36 we're um looking at said and and if
1:47:40 that's you know and then the I'm leading
1:47:43 to is that do you have do we have enough
1:47:45 um holding area for buses or is it a a
1:47:49 sequential you know you're on bus number
1:47:52 two so you come out at such time and
1:47:55 then um move on answer questions uh So
1:47:58 currently I believe there are 29 buses
1:48:00 is that correct um and so we were
1:48:02 planning for a bit of expansion to 32
1:48:04 anticipating the growth um and they do
1:48:07 all fit uh within that bus drop off area
1:48:10 parked at one time in two lines um they
1:48:13 there'll be two lines of buses here
1:48:15 parked parallel to each other they
1:48:16 stagger them it's a very common way to
1:48:19 be very efficient about Bus Parking they
1:48:22 do it currently at the high school that
1:48:23 way um and then they all come are parked
1:48:26 before school is let out and then uh
1:48:29 kids are all loaded on before the first
1:48:31 bus or any bus leaves in the morning
1:48:34 they will come one and two at a time and
1:48:37 drop off and then leave yeah in the in
1:48:39 the morning you know dropping off I I
1:48:41 don't see that as a big issue it's in
1:48:44 the afternoon when the kid gets off and
1:48:46 the kids gets off and you have all those
1:48:48 buses there and the first bus isn't
1:48:50 moving because little Joey is not on the
1:48:53 bus yet so you're holding up all those
1:48:55 buses and that's that's I don't do you
1:48:57 have enough room for U holding area they
1:49:00 will stack from here back to here um and
1:49:03 have the potential even if they you know
1:49:05 grow beyond that number to stack back in
1:49:07 here um that's very typical at schools
1:49:11 that you you wait until everyone's
1:49:12 loaded and then you leave for that very
1:49:14 reason it's a lot of kids there 900 kids
1:49:16 here there are 1800 kids down here a lot
1:49:19 of kids moving um and it's very typical
1:49:21 to say everyone is going to be loaded
1:49:23 before it happens it's also very typical
1:49:25 to separate parent drop off which is
1:49:28 inevitable um to to a certain degree and
1:49:31 certainly when you think about the
1:49:32 number of kids um you know there is many
1:49:38 times more that are on this bus than
1:49:40 they are on the drop off but there is a
1:49:42 NE necessity for a certain amount of
1:49:43 drop off the bus drivers are seen as
1:49:46 professional drivers and um that is a
1:49:49 part of the reason why they are put here
1:49:51 we're putting nonprofessional drivers us
1:49:54 parents um in the condition to be um up
1:49:58 adjacent to the school for that
1:50:01 reason to add a little bit with regards
1:50:03 to the questions Steve Crawford director
1:50:06 of capital projects for the school
1:50:07 district uh to add a little bit to the
1:50:10 questions regarding busing the district
1:50:12 provides busing for every student that
1:50:14 lives in the district there's a one M
1:50:16 radius that the district doesn't get
1:50:17 funded for but transportation in those
1:50:20 areas that are that safe walk path would
1:50:23 cross busy streets and things there's
1:50:25 Transportation provided for those kids
1:50:28 well the district has the sixth largest
1:50:31 public transportation system in the
1:50:33 state we provide transportation to the
1:50:36 middle and high school today that
1:50:39 averages between 1400 and 1500 students
1:50:43 day there is an emphasis to try and
1:50:45 encourage kids to ride the bus High fuel
1:50:49 prices have helped lower prices now
1:50:52 they're selling lots more SUVs now um
1:50:57 but we do encourage kids to ride the bus
1:50:59 uh there is no way that you can mandate
1:51:02 every kid that rides the bus there are
1:51:04 strong parental concerns by some that uh
1:51:08 it's not safe to let their kid wait at a
1:51:11 bus stop or uh walk to school so there's
1:51:14 going to always be some percentage of
1:51:16 parents who are going to drive their
1:51:18 kids there are kids who have after
1:51:20 school activities and things like that
1:51:22 that parents pick them up and and move
1:51:24 off to too as well but there is really a
1:51:26 pretty strong commitment to busting and
1:51:30 strong transportation system that does
1:51:32 transport a lot a large number of
1:51:35 kids good um I guess getting back to my
1:51:39 point too is that you know you mentioned
1:51:41 that there are a lot of um
1:51:43 unprofessional drivers driving around in
1:51:46 this well you got little Joey that needs
1:51:49 to catch his buz and he's going to run
1:51:51 through two lines of traffic before it
1:51:54 gets through his first bus so you have
1:51:58 know the potential of accident is fairly
1:52:01 High um uh run what doesn't show in the
1:52:07 plan here because the scale is that this
1:52:09 is a rain Garden in between
1:52:12 here so that's difficult to cross
1:52:15 there's also a 4 foot fence that runs on
1:52:18 the outside of the parent drop off
1:52:20 across through here so that kids who are
1:52:23 going to the bus will travel this
1:52:26 pathway or they'll travel this pathway
1:52:29 and then load onto the buses so there is
1:52:32 a conscious separation and a recognized
1:52:36 need to be able to prevent kids from
1:52:38 just running across the parking lot
1:52:40 anywhere that they might want to and
1:52:43 what did you say you have a separation
1:52:44 do you have a fence of some kind that
1:52:47 loops around in that area there would be
1:52:49 a fence on the outside oh this is
1:52:52 actually a 2 to 4ft retaining wall along
1:52:55 this souths side of the middle school
1:52:57 parking that drops down to the
1:53:00 bus fence uhuh correct
1:53:04 okay ray can I jump in just on that
1:53:07 subject Mr kapler brought up the idea of
1:53:10 why not have the bus lanes adjacent to
1:53:12 the middle
1:53:13 school and switched over uh We've looked
1:53:15 at a number of different options with
1:53:18 regards to bus and parent circulation if
1:53:20 you were to run the buses in through
1:53:23 your buses are dropping off closest to
1:53:25 the school and then they're running back
1:53:27 out through here that would mean that
1:53:29 parents are coming up and dropping off
1:53:31 in this Zone here so now all of the kids
1:53:35 who are getting dropped off by the
1:53:38 parents have that greater potential for
1:53:40 moving across the bus drivers are
1:53:44 professionals uh there's a limited
1:53:45 number of buses far few trips by
1:53:49 vehicles uh with 29 to 32 buses than
1:53:52 there are with parents and fewer
1:53:55 Crossings so we've looked at it we felt
1:53:57 that this really did provide the safest
1:54:01 separation uh and situation for
1:54:05 students I uh yeah I the same thing um
1:54:09 to stay on the same subject uh I
1:54:12 understand the school board sets its
1:54:14 policy uh regarding what it tries to
1:54:17 encourage and discourage but uh would it
1:54:22 not help
1:54:25 encourage people to put their kids on
1:54:27 the bus if they're in the option you
1:54:29 know the optimal area have the buses
1:54:33 have priority on loading and movement
1:54:36 and if you want to pick up your kit you
1:54:38 do it further away from the building and
1:54:40 you wait to move in or out of the area
1:54:44 until the buses have completed their job
1:54:54 well it becomes a question of how far
1:54:56 you put them away and how how many
1:54:58 Crossings and what kind of travel paths
1:55:00 yeah I'm just suggesting that you said
1:55:02 that you can't mandate and I understand
1:55:04 that but but you can certainly uh would
1:55:08 seem it would be possible to provide uh
1:55:13 priorities on proximity and movement to
1:55:18 buses well you you know the middle
1:55:20 school and high school kids ride the
1:55:22 same same bus they have for number of
1:55:25 years and they will continue uh to ride
1:55:27 the same bus so basically you're looking
1:55:29 at a situation where the bus pick up and
1:55:31 drop off has a shared priority between
1:55:34 the Middle School and the high school
1:55:36 and that's really what's suggesting that
1:55:38 it's it's located in this area um
1:55:43 the I don't see that putting the bus
1:55:47 lane here and the parents here is going
1:55:51 to make any difference in terms of
1:55:54 desirability as to whether you ride the
1:55:56 bus or not it's going to mean that that
1:55:59 uh there's more kids that are are
1:56:02 crossing parent traffic areas than than
1:56:06 there would be in the plan that's
1:56:11 proposed I'm sorry can I particularly
1:56:14 when you consider that the high school
1:56:15 kids then have to cross all that parent
1:56:18 traffic well I get I guess that I mean I
1:56:21 guess I trust high schoolers in front of
1:56:23 parent traffic more than middle
1:56:25 schoolers I'm thinking if if where the
1:56:27 bus zone is SH now if that's where the
1:56:31 parents drop off that one long
1:56:33 Lane the neither that that one if that's
1:56:36 where the parents drop off and the buses
1:56:38 are all near the school the kids that
1:56:42 are crossing in front of parent drivers
1:56:45 which are not as good as the bus
1:56:47 drivers only the kids that are coming in
1:56:50 and out of those cars cuz those those
1:56:52 kids when they walk around to the side
1:56:54 there they're Crossing in front of buses
1:56:56 but again the buses are better
1:56:58 drivers it's not the kids getting out of
1:57:00 buses that are crossing in front of
1:57:02 parent drivers which are not as good
1:57:05 drivers yeah this does limit the The
1:57:08 Crossings to primarily the East and West
1:57:12 Ends and those are locations where there
1:57:15 will be monitored staff addressing and
1:57:18 holding
1:57:20 cars and the way it's set up now the
1:57:22 kids crossing on the East End are
1:57:24 crossing in front of parent drivers not
1:57:27 bus drivers on this end there is and
1:57:29 that is a controlled Crossing but it
1:57:32 also means that the high school students
1:57:34 who are coming up Don't Have To Cross
1:57:37 all of the Middle School Parent drop
1:57:41 off high school students
1:57:45 yeah well how about the intersection
1:57:48 where this all all meet right here right
1:57:51 there
1:57:52 who who Who's you you got traffic
1:57:55 control there to okay parents two cars
1:57:58 can come through now oop stop here comes
1:57:59 a bus we're stopping the buses just came
1:58:02 right in front of the school you
1:58:05 wouldn't have any
1:58:07 conflict right now you got parents
1:58:09 Crossing in front of buses right now the
1:58:12 buses come in for the middle school and
1:58:15 high school and we'll drop off um the
1:58:19 high school
1:58:20 schedule is
1:58:23 uh earlier than the middle school so
1:58:26 buses are going to come in for a 7:25
1:58:29 High School uh opening and drop off kids
1:58:34 um the Middle School 7:40 start parents
1:58:36 are going to start to come later so
1:58:39 buses will have arrived and uh typically
1:58:42 in the morning there are ones and twos
1:58:44 that come in at a time and drop off and
1:58:46 the kids will disperse uh
1:58:49 afternoon uh Middle School schol gets
1:58:52 out earlier the buses will all be
1:58:54 stacked in here prior to their 205
1:58:57 dismissal and then parents will start to
1:58:59 arrive to pick up kids and
1:59:04 um standard practice the kids are
1:59:06 escorted to the bus even at the high
1:59:08 school level there are staff that are
1:59:11 along the bus line and once all the kids
1:59:13 are loaded into the bus then they give
1:59:14 the approval for the buses to leave and
1:59:17 they all leave as a platoon they don't
1:59:20 leave individually
1:59:24 there just
1:59:25 a I guess on the question of the
1:59:28 logistics of getting people students
1:59:31 parents buses in and out of the campus
1:59:34 um trying to figure it out in a 4-Hour
1:59:36 meeting and something that you guys have
1:59:38 given significant thought to I think for
1:59:40 hours and days and probably months
1:59:42 months um but I I have some other
1:59:44 questions I think we talked about this
1:59:45 the last time trying to understand the
1:59:48 impact of this
1:59:50 um this arrange has particularly on the
1:59:53 Evans Street the properties along Evans
1:59:56 Street the currently um for Clark
2:00:00 Elementary and I don't think Tiger has
2:00:02 bus access but what do buses currently
2:00:05 access the schools from Evans Street I
2:00:08 know the high school doesn't but uh uh
2:00:11 Clark access is basically from about
2:00:14 location uh up along the west side and
2:00:16 then they exit basically at this
2:00:18 intersection okay and uh current there
2:00:22 is no uh other than somebody getting
2:00:26 lost and using the upper high school
2:00:27 parking lot entrance no bus traffic here
2:00:31 um we again looked at a number of
2:00:33 different options in the original
2:00:35 proposal that was presented earlier bus
2:00:37 traffic came in off of Evans and loop
2:00:39 back around and came back out on Evans
2:00:41 we felt that that was a duplication of
2:00:44 bus traffic that that wasn't necessary
2:00:47 and that exiting the buses at the
2:00:49 traffic light allowed for uh control
2:00:52 movements and movements in both the
2:00:53 North and South directions which was an
2:00:55 easier
2:00:58 um the 29 to 32 buses that would access
2:01:02 along Evans twice a day uh is
2:01:05 significantly fewer vehicle trips than
2:01:08 if you had as
2:01:11 suggested uh parents and visitors
2:01:15 accessing off of Evans uh that bus
2:01:18 traffic occurs basically twice a day and
2:01:21 a very very sort of limited time frame
2:01:24 if you have parent and visitor traffic
2:01:26 coming in off of Evans that's something
2:01:28 that occurs all day long and it occurs
2:01:30 into the evening hours for after school
2:01:32 events and uh we felt that the bus
2:01:35 traffic there was a lot less of an
2:01:38 impact than uh the vehicle trips that
2:01:42 would be generated by uh parents and
2:01:45 visitors another just another question
2:01:47 so I understand the kind of the big
2:01:49 picture so buses that currently in the
2:01:52 access lanes and drives for the high
2:01:54 school but what happens to that space
2:01:57 it's not on the site plan that's a
2:01:59 fairly significant area now that will
2:02:01 not be used for buses in in this and and
2:02:03 that area once the phase two work is
2:02:06 completed will be reconfigured for
2:02:08 additional high school parking okay and
2:02:11 were thoughts given to trying to use
2:02:13 that access point as a loop to bring the
2:02:16 buses from the high school and then back
2:02:17 out at the signal and having a similar
2:02:19 location for the drop off yeah we did
2:02:21 look at that as well but uh then in
2:02:23 general you're making the middle school
2:02:25 kids walk a lot further to get to the
2:02:27 bus uh that the location that was more
2:02:30 Central between the two schools was a
2:02:32 better location for bus pickup and drop
2:02:38 um combining the bus Loops does a couple
2:02:41 of things it uh reduces the total amount
2:02:43 of impervious area on the two sites um
2:02:46 currently if you were to create a
2:02:48 separate Bus Loop for the Middle School
2:02:49 you'd be picking up dropping off kids at
2:02:51 the high school and then the buses are
2:02:53 back out on S back out on Second Avenue
2:02:56 and then accessing the the Middle
2:03:00 School excuse me either through Evans or
2:03:03 through the traffic lights so combining
2:03:05 them brings the buses in uh brings them
2:03:08 out at the traffic light keeps and it
2:03:11 reduces the amount of bus trips on
2:03:14 Second Avenue I think another thing to
2:03:16 consider in this whole overall scheme is
2:03:18 that tied together with this is the
2:03:21 relocation of Clark and Tiger Mountain
2:03:24 to the current esqua Middle School
2:03:26 campus So currently the buses are
2:03:29 circulating from the Middle School off
2:03:31 of First Avenue back across to Second
2:03:35 down Second Avenue to the high school
2:03:38 and then departing from there um this
2:03:41 whole overall scheme reduces that tra
2:03:43 that bus traffic to this core area right
2:03:46 here uh elementary school
2:03:49 buses Clark excuse me Clark currently
2:03:52 has four to five buses so the 29 to 32
2:03:56 buses that are currently traveling
2:03:57 through downtown and on First Avenue
2:04:00 will be reduced to about four to five
2:04:02 buses uh part of the request related to
2:04:05 new traffic counts was to incorporate
2:04:08 the traffic Counts from the Tiger
2:04:11 Mountain and Clark Elementary Schools
2:04:13 being on a new site uh such that the
2:04:16 traffic mitigation for this whole
2:04:19 overall project is considered as one
2:04:21 piece and uh taken as a whole
2:04:27 sorry could you just remind me please of
2:04:31 what is going to be where the present
2:04:34 Middle School what the plan is for that
2:04:36 site once this uh this is
2:04:39 completed so at the current esal Middle
2:04:42 School site
2:04:44 the majority of the Middle School uh
2:04:48 area will be the new Clark Elementary so
2:04:51 conceptually the front access
2:04:54 administration building common central
2:04:56 hallway remains in place behind that
2:05:00 there's a new uh multi-purpose room gym
2:05:03 and Music Room uh
2:05:06 the areas that are currently occupied by
2:05:09 the single story campus plan classrooms
2:05:11 will be uh demolished and Consolidated
2:05:16 into a much more energy efficient two
2:05:18 struct twostory elementary school
2:05:20 building uh the area where the current
2:05:23 classrooms are will become partly hard
2:05:25 surface play area and the elementary
2:05:28 school will use the Western portion of
2:05:31 the current track grass area as their
2:05:33 soft play play area and the traffic uh
2:05:37 the traffic or
2:05:39 that modified facility will be
2:05:42 essentially the same in terms of count
2:05:44 and access to uh isqua Hobart uh it is
2:05:49 now uh CL CLK CLK as an elementary
2:05:52 school will have a smaller population
2:05:55 than the middle school and again
2:05:57 significantly different numbers of buses
2:06:00 the attendance area is much smaller so
2:06:03 that uh it's using four to five buses
2:06:06 versus the 29 and projected to be 32
2:06:09 buses that will the current the 29 that
2:06:11 currently Ser serve the middle and high
2:06:13 school you envisioned that ultimate
2:06:16 completion of these moves to have uh say
2:06:20 reduce result in reduced traffic uh now
2:06:23 on on front uh Front Street I think that
2:06:27 where the traffic comes out of the
2:06:28 middle school as it is now the front and
2:06:30 sunset interchange should see re reduced
2:06:33 traffic the traffic on First Avenue and
2:06:36 the cross street there should be reduced
2:06:38 as well when those uh when that area
2:06:41 becomes an elementary in the Tiger
2:06:45 Mountain any other
2:06:47 questions yeah um you got some Portables
2:06:51 over there
2:06:52 um right here yeah yeah what's the the
2:06:55 the plan for
2:06:57 those well we typically provide space on
2:07:01 New School site plans to allow for four
2:07:04 double Portables that's eight eight
2:07:06 classrooms uh to accommodate uh
2:07:09 increases in growth we know that the
2:07:11 city has approved the core area
2:07:13 development plan which uh is projected
2:07:16 to generate another 2,800
2:07:18 students um that's a pretty significant
2:07:21 an impact to the school district uh with
2:07:23 regards to the fact that that would
2:07:25 generate enough kids
2:07:27 to as percentages go fill two
2:07:29 elementaries a middle school and about
2:07:32 half of a high school so we doesn't it
2:07:34 make sense to with those portable sounds
2:07:37 like you the school district needs those
2:07:40 rooms doesn't it make sense to have
2:07:42 those classroom in the new building and
2:07:44 then open up that
2:07:45 area and so my second question is that
2:07:49 is there any reason why we're not
2:07:51 scooting this whole complex further to
2:07:54 the West so that we could open up the
2:07:58 parking separate the parking I I've seen
2:08:01 you can probably do a better parking
2:08:03 where one side of the building is for
2:08:05 parents the other side of the building
2:08:07 are for Bus drop off seems like you're
2:08:10 kind of squeezing yourself in that
2:08:11 little
2:08:13 corner well the the Portables would be
2:08:15 seen as an interim solution for
2:08:18 additional classroom
2:08:19 spaces um the the long-term buildout you
2:08:23 know if you consider the fact that there
2:08:26 is no vacant or underutilized land in
2:08:30 the core area of isqua there there are
2:08:32 no 10 acre sites that we could acquire
2:08:34 for new elementary schools we we have to
2:08:38 look at maximizing the utilization of
2:08:40 our existing sites first and uh our
2:08:44 sites will become significantly more
2:08:46 dense in the future part of this
2:08:48 planning process envisions that this
2:08:51 area right here will become a future
2:08:55 three-story classroom Edition and the
2:08:58 need for that totally predicated on the
2:09:01 buildout um it's really hard to project
2:09:05 future student
2:09:07 populations uh by what
2:09:09 year uh when there's going to be as much
2:09:12 growth potential as there is the longer
2:09:15 it takes to build out the more aging we
2:09:16 have of existing population I and I
2:09:19 understand that and that's why I guess I
2:09:21 I'm trying to figure out why do you need
2:09:23 portable future portable classroom when
2:09:26 here we are building a new building why
2:09:28 could you just you add to the new new
2:09:32 building the classroom that you would
2:09:34 need and then thus you can take out the
2:09:36 future portable you know that' be a
2:09:39 space and eventually scoot the building
2:09:41 over and that'll give you the parking or
2:09:44 or the the transit commun Transportation
2:09:48 uh separation
2:09:51 uh and and I'm just throwing it out you
2:09:54 know as parents on the east side parents
2:09:57 drop off on the east side of the
2:09:58 building and then school buses drop off
2:10:01 on the south side of the building so we
2:10:03 have this real clear safety deoration
2:10:07 well you're going to have Crossings in
2:10:09 this Zone unless you put the bus traffic
2:10:13 in a two-way Direction on Evans or you
2:10:15 put the parent traffic in an Ingress and
2:10:18 egress uh mode on Evans and so uh All
2:10:23 Things
2:10:24 Considered uh we felt that this was the
2:10:27 best solution provided the least amount
2:10:29 of impact to the neighbors to the north
2:10:32 uh basically we are looking at staff
2:10:34 parking on the east and north and that
2:10:38 the parent visitor parking is on the
2:10:40 south uh which also provides for that
2:10:43 space to be utilized by the high school
2:10:45 for events when it's after hours for the
2:10:48 middle
2:10:49 school I hear what you said Steve but I
2:10:52 don't quite agree with it there's
2:10:53 there's better a way of segregating the
2:10:56 bus versus the parents drop off uh seems
2:10:59 to me your there's a Clark building that
2:11:02 you're trying to stay away from that's
2:11:04 why your middle school was Tu tucked
2:11:07 away on the east
2:11:09 side like Mike says you know you
2:11:12 probably spend a lot of time thinking
2:11:14 about Ted well the area that's to the
2:11:17 west of the building where the future
2:11:18 Portables are located until there's an
2:11:21 need for that that space is basically
2:11:23 Playfield area for the middle school I
2:11:26 mean yeah we we'd like not to put
2:11:28 Portables in but to to build out the
2:11:31 full addition is is millions of dollars
2:11:34 that wasn't a part of the bond that was
2:11:36 put together in 2011 and improved in
2:11:42 2012 I got two
2:11:45 questions and I first one I'd like to
2:11:48 know can you address Connie Marsh's
2:11:50 question about about why that parking
2:11:53 lot north of the new field for high
2:11:57 school students North isn't on the south
2:11:59 end closer to the high school the
2:12:01 Northwest well Connie I think was
2:12:03 talking about this parking here which is
2:12:05 the current parking that serves Tiger
2:12:08 Mountain Community High School uh We've
2:12:10 looked at that two things happen you
2:12:12 could move the football field North here
2:12:15 and you could put the you could rebuild
2:12:17 you could demo the parking move the
2:12:19 football field North and then put
2:12:21 parking down here uh physically that
2:12:24 fits what happens is that you lose a lot
2:12:28 more of the existing trees in the north
2:12:30 corner of this area here and the
2:12:32 retaining wall Heights get significantly
2:12:34 higher because the grades are dropping
2:12:36 off from this point down to the
2:12:38 intersection at Evans and Second Avenue
2:12:40 so it became visually much more
2:12:43 impacting than this situation here okay
2:12:46 it's a good answer good answer um the
2:12:49 other question I have is
2:12:54 um we have we we looked at this
2:12:58 project 18 months ago yeah something
2:13:02 like that and then apparently it was put
2:13:04 on hold for money or something and then
2:13:06 redesigned I'm not mistaken the original
2:13:09 project was only two stories the
2:13:11 original building was a two-story
2:13:13 classroom configuration the track and
2:13:16 field replaced the high school softball
2:13:19 fields in this area and it extend
2:13:21 extended up into this Zone there was the
2:13:24 softball field that got built up into
2:13:26 this area and a relocation of the Gun
2:13:28 Club Road uh to provide additional space
2:13:31 to accommodate that
2:13:34 um circulation patterns were a little
2:13:37 bit different uh we looked at that uh we
2:13:41 at that time realized that there was a
2:13:43 need for preserving some additional Site
2:13:45 Area for future potential expansion and
2:13:48 we moved to the three-story plan the
2:13:50 original two-story plan extended further
2:13:53 out this way to accommodate the the same
2:13:57 number of classrooms in two stories is
2:13:59 three stories so we basically compacted
2:14:02 the building went to three stories
2:14:03 instead of two stories allows for future
2:14:06 potential expansion in this area if it's
2:14:09 needed in the future and uh meant that
2:14:13 we could save all the trees in this
2:14:15 section up in here we have shown this as
2:14:19 uh it's not part of the current funded
2:14:21 project and it's not part of what would
2:14:22 be built in the phase one uh two or
2:14:25 three that were shown uh but we have
2:14:28 shown this to include this in our
2:14:30 traffic counts so that it would be a
2:14:32 part of that overall traffic analysis
2:14:35 and we wouldn't be coming back later and
2:14:37 looking at that uh for the time being
2:14:39 this will remain in trees and there
2:14:43 there there is a need to relocate the
2:14:46 trail outside of its current pathway
2:14:49 that runs through the middle of the
2:14:50 school site that's a Safety and Security
2:14:53 Hazard that our Consultants have
2:14:54 recommended is a significant liability
2:14:57 and needs to be addressed and that the
2:14:59 trail needs to be relocated out of the
2:15:01 core of the school site so yeah that's
2:15:04 fine the question I have is regard to
2:15:05 the building
2:15:09 size it's now three stories but smaller
2:15:12 design one of the concerns we had the
2:15:14 last time we looked at it was that
2:15:16 courtyard was going to be blocked MH
2:15:19 there was two stories now it's going to
2:15:21 be three stories and in the winter time
2:15:23 it's going to be even darker looks like
2:15:25 it's wider than it was it seems to me I
2:15:27 remember it being kind of a triangle
2:15:30 looking thing where trapezoid last
2:15:33 time did we add more classrooms total to
2:15:37 the design or did we just push them and
2:15:40 raise them there was one classroom that
2:15:42 was added in going from two stories to
2:15:44 three stories to to fill out the same
2:15:46 footprint area on the third floor uh the
2:15:49 configuration of the building or Al had
2:15:51 an angle in the classroom Wing here
2:15:54 there was a narrower area of space
2:15:57 between the East and the west wings as
2:16:00 in the original and this has been
2:16:02 widened out um yeah we've looked at that
2:16:05 we've looked at Sun angles and things
2:16:07 like that so we we do understand and and
2:16:09 there is a lot of transparency in the
2:16:10 building in this area
2:16:13 so is has the building just regard to
2:16:17 what commissioner dong said regards to
2:16:21 Portables is the building
2:16:24 designed for chance to add another floor
2:16:27 later
2:16:28 on uh the building's not designed to add
2:16:31 another floor but it is designed to
2:16:33 expand out to the north with a an
2:16:36 additional three or that's that addition
2:16:39 could go more stories okay and and
2:16:42 that's part of what articulates the the
2:16:45 window area in the north wall versus the
2:16:49 area that's solid Windows is is that
2:16:52 that ties into a future expansion okay
2:16:55 thank you uh sir in the material that
2:16:57 was provided to the Commissioners by the
2:17:00 uh City staff on page
2:17:02 51 refers to Frontage improvements along
2:17:06 Second Avenue include a 10-ft wide
2:17:08 sidewalk and I'm quoting that serve a
2:17:11 shared use Trail for bike and pedestrian
2:17:15 circulation
2:17:18 uh we all know that in the Seattle area
2:17:21 there is a
2:17:23 constant conflict between bicyclers and
2:17:27 cars and pedestrians and I believe that
2:17:31 the state law says that bicycles are
2:17:34 vehicles and they are not to go on side
2:17:37 walks and there's there are penalties
2:17:39 for doing that so I'm not I I know this
2:17:42 as a trail but how do you how do you
2:17:45 propose to safely mix uh it it's done on
2:17:49 public Trails the Trail I understand
2:17:52 that but those are you is this does this
2:17:54 fall into that category in terms of uh
2:17:56 mixed use I it's a similar situation the
2:18:01 section of Second Avenue along the front
2:18:03 of the high school is basically set up
2:18:05 currently in charos where the bike lane
2:18:07 shares the traffic
2:18:09 lane uh as we've discussed with the city
2:18:12 the options as you proceeded north um
2:18:15 you could continue the charos uh the I
2:18:19 think the overall sense was that but a
2:18:22 wider combined bike and pedestrian path
2:18:25 on the east side of the roadway provided
2:18:26 a safer circulation pattern there's also
2:18:30 what is shown here as as a bike path
2:18:33 that that basically connects down to the
2:18:35 reineer trail because currently there
2:18:37 are no bike Lanes on the section of
2:18:40 Second Avenue uh north of Evans to
2:18:43 Sunset so that bicycle use on the Rainer
2:18:47 Trail would be able to use the new Conor
2:18:51 this was a paved uh pathway up that
2:18:54 provides a Crossing into the the shared
2:18:58 use uh pathway that provides access
2:19:01 directly into the middle school without
2:19:03 crossing any traffic patterns crosses
2:19:05 high school students at the traffic
2:19:07 signal which then puts them onto a
2:19:10 sidewalk walk path into the front of the
2:19:13 building okay um all right thank you do
2:19:18 we have any more are there any more
2:19:19 questions for this gentleman before we
2:19:22 proceed uh for the architect no for the
2:19:25 school board representative not thank
2:19:28 you sir appreciate
2:19:30 it um the question I have is for uh the
2:19:34 tracks um you have seatings right here
2:19:36 is that all the seatings that you need
2:19:39 for a
2:19:41 school
2:19:43 that's uh traditionally there's not much
2:19:46 seating that's used for Middle School
2:19:49 events and so as as was explained there
2:19:52 is the section here that was set up with
2:19:56 Terrace seating there's a grass Bank
2:19:59 along here for any overflow sort of
2:20:01 event uh but typically middle schools
2:20:04 don't have any more bleacher seating
2:20:06 than what shown
2:20:08 here number seems pretty
2:20:11 small seem there I'm sorry one more
2:20:13 question but what's the the what would
2:20:15 the off hours access and parking be for
2:20:19 the athletic fields for people in nights
2:20:21 and weekends that wanted to use the
2:20:23 field
2:20:25 um typically the school parking lots are
2:20:28 open that was one of the other
2:20:30 advantages of keeping this parking on
2:20:32 the North End here where it already
2:20:34 exists is that it provides great level
2:20:37 access to the football field track um
2:20:41 which is striped for soccer and Lacrosse
2:20:44 and basically there's a short rise up to
2:20:47 the softball field level here so that
2:20:48 there is this parking available to serve
2:20:50 both of the playfields for after hours
2:20:54 use just out of curiosity if that was
2:20:57 full would I then would I go to the
2:20:59 upper loading upper parking lot or for
2:21:03 football field events and things yeah um
2:21:07 you I would say that they probably use
2:21:09 the the parent visitor parking in this
2:21:11 area would be the next area right that's
2:21:14 that's closest okay thank you I do have
2:21:19 it strikes me is amazing that we're
2:21:22 spending so much time talking about
2:21:24 parking uh I just especially private
2:21:28 occupants or private vehicles but has
2:21:31 there been uh I personally have
2:21:33 experienced the phenomenon that was
2:21:35 mentioned by some of our uh members of
2:21:37 the public and it was also in the uh
2:21:39 prepared documents about the apparent uh
2:21:43 lack of enforcement of parking laws
2:21:46 rules codes whatever on Evans uh does
2:21:50 the school board and or does the city
2:21:54 ever actually tow away cars that are
2:21:56 parked next to towway own is that ever
2:22:00 enforced it's it's because it's it's
2:22:03 it's literally every day I mean I've
2:22:05 been on that road Monday Tuesday
2:22:07 Wednesday whatever and it's it's I mean
2:22:11 complete uh how should I say it avoiding
2:22:16 uh clearly
2:22:18 signed the south side of the street is
2:22:21 is signed for no parking
2:22:24 um I don't know whose responsibility
2:22:27 enforcement of that would be it's mostly
2:22:29 students right I'm sure that it's
2:22:33 students well so is this a she said she
2:22:36 said whose job is it to enforce it
2:22:38 because it is an issue I mean it's a
2:22:41 safety issue it's a scoff law issue and
2:22:44 it's something that affects the
2:22:45 residents there it affects the members
2:22:46 and the users of the Sportsman's Club
2:22:49 and I don't quite understand understand
2:22:51 why why kids are learning that they can
2:22:55 park anywhere they want with no
2:22:58 consequences
2:23:00 yeah as noted the RightWay ends at this
2:23:03 point so any speeding down through here
2:23:06 would have to be City
2:23:08 enforced uh the reason I'm not exactly
2:23:11 clear who enforces this up here is that
2:23:13 this is School District property but
2:23:15 there's an easement that was granted to
2:23:17 the city for access to the gun club
2:23:19 Sportsman Club clubhouse and shooting
2:23:23 range so I'm I'm not really certain of
2:23:27 the legal standing
2:23:30 of does the Sportsman's Club to the best
2:23:33 of your knowledge ever have overflow
2:23:36 parking where people park there on on on
2:23:40 Evans or is it or is the parking usually
2:23:43 for the sportsman's club members or
2:23:45 users in the parking lot that's provided
2:23:48 by you yeah the the road is pretty much
2:23:50 all used by students parking and when
2:23:53 our parking lot which does overflow
2:23:56 sometimes because we're limited yeah um
2:23:58 it's on weekday yeah almost impossible
2:24:01 for M to find parking because and
2:24:04 sometimes just access to the club is
2:24:05 hard because of students park the middle
2:24:07 of the road
2:24:09 onner yeah uh so uh I I since we've
2:24:14 spent so much time talking about parking
2:24:17 and you've spent so much time planning
2:24:19 it uh I it seems to me that one of the
2:24:22 things that we can start with in terms
2:24:24 of leadership here is to uh provide
2:24:27 consequences for people that that
2:24:31 violate violate the laws and cause
2:24:33 problems for everybody else yeah and the
2:24:35 determination of who's responsible for
2:24:37 that you know I'll leave it up to the
2:24:39 city and the and the school board but
2:24:41 it's it's just uh I think it's something
2:24:44 that sounds like it ought to be
2:24:45 addressed okay um I think another go
2:24:49 ahead I was going to say another thing
2:24:51 that's that that impacts and will
2:24:53 continue to impact to a greater degree
2:24:55 in the future is the County's ruling
2:24:57 that all schools will be located within
2:25:00 the urban growth boundary line and that
2:25:03 basically may be an unintended
2:25:05 consequence but that means that every
2:25:07 student in the rural area is going to
2:25:08 get transported to a school that's
2:25:10 inside the urban line and some
2:25:13 percentage of those are going to be
2:25:14 parents and the further out in the rural
2:25:17 area they get the larger the percentage
2:25:19 of that parent driving population
2:25:21 probably becomes um but that's that's a
2:25:24 given given County policy do you know if
2:25:27 the school board is uh looking you
2:25:31 mentioned earlier encouraging uh the use
2:25:34 of the buses uh is there
2:25:37 any uh embryonic plan to try to get to a
2:25:42 point where as is the case with the city
2:25:45 of Seattle where they're uh uh looking
2:25:49 at actually reducing the number of cars
2:25:51 that are brought onto campus on a daily
2:25:54 basis uh that gets back to a question
2:25:57 that comes up regularly and has come up
2:25:59 in this process where there's
2:26:01 suggestions that we should have more
2:26:02 parking and we should build tiered
2:26:03 parking garages and there's other
2:26:05 suggestions that we should reduce the
2:26:07 number of parking spaces and if we
2:26:09 reduce the number of parking spaces and
2:26:11 that creates potent you know potential
2:26:13 of pressure on adjacent public streets
2:26:17 if there's parking on a public Street
2:26:18 then it's a public Street and anybody
2:26:20 can park there and you
2:26:23 know oh all
2:26:26 right okay um are there any more oh I do
2:26:30 at the the parking lot there uh adjacent
2:26:32 that that is in the
2:26:33 future uh could you tell the commission
2:26:37 again I mean I understand we understand
2:26:39 that that's not in the current phasing
2:26:42 but what would be the impact on the
2:26:44 trees that are there now if this plan is
2:26:48 put in place um this is an area that was
2:26:52 a skate range y um this is not an area
2:26:57 of old growth trees uh there are trees
2:27:00 in there um
2:27:04 and to to put parking in here will
2:27:06 require the removal of some trees um it
2:27:10 yeah they're not old growth trees a lot
2:27:13 of them have been sort of stunted by
2:27:16 pellets Etc uh there's more significant
2:27:19 trees on on the the north side and
2:27:22 there's some larger trees sort of back
2:27:24 along the north perimeter of the
2:27:27 road okay um there is a tree survey
2:27:31 that's included in the documents that
2:27:33 shows the sizes and
2:27:34 locations there will be one one Reader
2:27:38 sign to serve both schools there will be
2:27:41 one Reader sign to sign to serve both
2:27:44 schools the initial thought was that the
2:27:47 Middle School sign well
2:27:51 there was one sign put in for the high
2:27:53 school and psse came in and put a
2:27:54 Transformer box in front of it so you
2:27:56 can't really read it so the original
2:27:59 plan although sign has to be in a
2:28:01 separate permit was that the reader
2:28:03 board would be raised so that the bottom
2:28:05 of it is basically at the top of the
2:28:08 Transformer cabinet and that the signage
2:28:12 would indicate both the middle school
2:28:14 and the high school you do you have
2:28:18 um document mented evidence that the
2:28:21 reader board serves as a net plus in
2:28:25 terms of providing information to people
2:28:28 that they would not otherwise get as
2:28:30 opposed to a net safety issue when we've
2:28:34 taking so much time to talk about
2:28:36 people texting while they're driving and
2:28:38 talking on cell phones and reader boards
2:28:41 are essentially look at me distraction
2:28:44 right at the main
2:28:47 intersection I don't know how I don't
2:28:50 know that it's Quantified I'm not
2:28:52 exactly sure how you do that I would
2:28:54 hope they'd stop texting to read the
2:28:55 reader board where the other they're not
2:28:58 looking at the
2:29:00 road now as you can't
2:29:02 see okay all right I I just it strikes
2:29:05 me as a kind of uh reader boards in
2:29:08 general as a as a planned distraction to
2:29:13 people that are already distracted and
2:29:14 that location of there with that level
2:29:16 of traffic is really problematic well um
2:29:20 all of the schools have a reader board
2:29:23 um there's only two in the city that
2:29:25 have electronic reader boards the rest
2:29:27 of them do have manually replacable
2:29:31 boards uh that do provide information
2:29:33 about events and activities
2:29:39 okay yeah and it it it's on a limited
2:29:42 scrolling basis so it's okay not like
2:29:45 the some of the signs that all right
2:29:48 commissioner yes uh maybe a little
2:29:51 subject change and try to um maybe
2:29:54 understand better some of the design um
2:29:57 kind of conclusions that youve reached
2:29:59 maybe these are from David uh so a
2:30:02 couple questions one is you talked a bit
2:30:04 about um having compatibility with the
2:30:08 high school but then having uh kind of a
2:30:10 standalone presence of the middle school
2:30:13 and and I look at the
2:30:15 two pallets I guess and there's so much
2:30:18 similarity I I'm I'm struggling to get
2:30:20 the the independence of middle school
2:30:24 and and I think to clarify that that was
2:30:26 really at a site planning level you know
2:30:28 we looked at how close the middle school
2:30:30 would be how much they could feel almost
2:30:33 part of one school um and it was really
2:30:35 determined that it needed to have you
2:30:38 know a really distinct front door um
2:30:41 distinct arrival Point distinct presence
2:30:44 on the site um at the same time it's
2:30:46 meant to look as a cohesive campus you
2:30:49 know as as if you were in a college
2:30:51 University campus where there might be
2:30:53 you know a common material tying the
2:30:55 campus together but you would have
2:30:56 different departments you know having
2:30:58 their own
2:31:00 identity so uh couple more design
2:31:03 related questions so the you've heard
2:31:05 this staff you heard staff talk about
2:31:07 the blank wall um conditions that exist
2:31:11 in several locations I guess the one
2:31:13 that struck me I um initially as I was
2:31:16 going through the staff report was just
2:31:18 at the entryway and in the LGE large
2:31:21 kind of blank wall I know it's got
2:31:23 texture to it but blank wall and then
2:31:25 the last rendering that you showed
2:31:27 showed the trees in there if you take
2:31:29 the trees out or you take the leaves off
2:31:31 the trees you got a fairly
2:31:33 tall Stark wall so there was a suggest
2:31:37 couple of Suggestions by staff to do
2:31:39 something to add more texture or to put
2:31:41 um roof covering um some weather
2:31:44 protection and have you thought about
2:31:46 those Solutions or have you talked with
2:31:49 staff about those I I agree something
2:31:51 else needs to happen there and I'm just
2:31:52 trying to understand what the right
2:31:53 solution is and how far you've gone and
2:31:55 you're thinking about
2:31:57 that well and and I think what um a
2:32:00 couple things uh we were looking at was
2:32:04 one you know kind of the presence of a
2:32:06 wall um and a canopy would certainly
2:32:09 change the presence as the image showed
2:32:11 that Amy showed From Below you wouldn't
2:32:13 see the top of the wall um and so
2:32:15 there's maybe a scaling Factor but from
2:32:17 a distance I you know I think you still
2:32:19 would see quite a bit of the wall above
2:32:21 it and what you would lose is the trees
2:32:23 you know the reality is there's a
2:32:24 limited amount of space there and if you
2:32:26 put a canopy of any you know
2:32:28 significance uh that was not was more
2:32:31 than just decorative but truly
2:32:32 functional you would be pushing out and
2:32:34 those trees would would go um we see the
2:32:36 trees as being you know a important and
2:32:39 significant element here and I know
2:32:41 that's not um specifically considered as
2:32:45 a way to mitigate a blank wall um but it
2:32:49 is I think a reality that this building
2:32:51 is surrounded by rows of trees and you
2:32:55 know they do make an impact um I also
2:32:58 you know did want to and we actually
2:32:59 brought a sample the material that we're
2:33:01 using on that it is a highlight you we
2:33:03 there have been discussions around
2:33:05 changing patternings textures of
2:33:07 concrete block um this is a uh a cement
2:33:11 boort panel with a very
2:33:12 articulated um joint patterns these
2:33:15 aren't joints that will disappear and
2:33:17 appear you know very blank and as you
2:33:20 can see there you know that is very
2:33:21 intentionally uh looking at a variety of
2:33:25 patterns to give some interest to that
2:33:26 wall um I also think relative to the
2:33:29 high school and some of the walls that
2:33:32 are there with the scale of the building
2:33:34 this is actually very comparable and
2:33:37 even smaller we have the gym size of the
2:33:40 middle school isn't anything nearer like
2:33:41 the size of the high school um and you
2:33:45 know schools have those types of spaces
2:33:47 which one would expect that often the
2:33:49 these uh rules around articulation you
2:33:52 know are not necessarily thought of with
2:33:54 spaces of of this nature so um whether
2:33:57 or not a canopy or not would be useful I
2:33:59 mean that's something certainly you know
2:34:02 um you know we live in the Pacific
2:34:03 Northwest you know is it something that
2:34:05 is um you know with 900 kids coming out
2:34:09 of there can you ever do a canopy that
2:34:11 is adequate I mean we we have these
2:34:12 debates at schools often so it's not
2:34:14 something I think in our even for the
2:34:16 high school there was a thought could we
2:34:17 do a canopy all the way out to Second
2:34:19 Avenue you know
2:34:21 just to understand sort of the the
2:34:23 usefulness of how much of a canopy um is
2:34:27 going to really serve its purpose Mike I
2:34:29 have a followup on on your question for
2:34:32 the city uh for the staff do the kinds
2:34:35 of uh I I guess embossing uh for one of
2:34:38 better architectural term that we see on
2:34:41 the sunset interchange on and several of
2:34:43 the new uh interchanges on the
2:34:45 interstate where they've got in the
2:34:47 concrete they've got patterns patterns
2:34:50 or salmon or something like that is that
2:34:54 um when it comes to how an architect
2:34:57 addresses a large wall is that would
2:35:01 that be considered by the city to be
2:35:03 acceptable
2:35:05 mitigation um certainly and um in fact
2:35:09 uh we have um suggested that for some of
2:35:12 the retaining walls there's actually one
2:35:14 13 foot tie retaining wall that's going
2:35:17 to be along um what is uh just south of
2:35:20 the um the faculty parking as you said
2:35:24 with it could be the logo of the school
2:35:25 or uh in this in the notes right um so
2:35:29 that's that's a different
2:35:30 location um yeah there we go I think so
2:35:36 you're referring to this yeah there's
2:35:39 actually going to be a 13t high
2:35:41 retaining wall there um so however
2:35:44 because the material they're using is um
2:35:47 the um Hardy plank or the um um what's
2:35:51 the what's the official term again for
2:35:53 that the um yes this the fiber
2:35:56 cement um you can't really do the
2:35:58 embossing on that particular type of
2:36:01 material um and if I may I'd also like
2:36:05 to um uh note that uh before we um
2:36:09 recommended the covered walkway we
2:36:11 actually did a sketch and we measured
2:36:14 whether or not a walkway will will
2:36:17 actually be um accommodated by the space
2:36:20 there um and basically um you could uh
2:36:25 provide a let's say even like a 5 foot
2:36:27 wide covered
2:36:29 walkway with um and with the trees um
2:36:32 again the trees will eventually grow
2:36:34 taller than the roof line and in
2:36:37 addition to that you can always uh
2:36:39 consider columnar trees um because those
2:36:42 will have more of a you know vertical
2:36:45 profile and again it will mitigate the
2:36:47 blank wall
2:36:49 so this just give you an example of the
2:36:51 strong articulation of those joints that
2:36:54 we'll we'll see on that on that
2:36:56 patterning
2:36:58 there did
2:37:01 you on that same I guess the could you
2:37:04 show us
2:37:06 again I I was a little frustrated by the
2:37:09 staff report in terms of the the page
2:37:13 that showed the blank wall and then the
2:37:16 blank wall thees including this so to me
2:37:19 it doesn't represent what you're going
2:37:20 to see because it doesn't show the whole
2:37:24 wall as it should be and I think if you
2:37:26 can show the elevations page
2:37:32 again so there where you can see the
2:37:34 full size of the wall and If This Were A
2:37:39 If This Were a commercial office
2:37:40 building project that came to us and we
2:37:43 saw that blank wall on the left of the
2:37:45 gym I understand it's a gym and
2:37:46 everything but
2:37:49 I don't think there's any way the city
2:37:51 would allow that to go through even
2:37:53 though it might be articulating concrete
2:37:55 and so forth and I'm not even sure that
2:37:57 just a canopy at the bottom would make a
2:37:59 difference there again I'm try to make
2:38:01 sure that we don't discriminate against
2:38:04 a commercial project versus a public
2:38:06 project differently and blank walls are
2:38:09 a big issue and so I think and I guess
2:38:12 in the same question for Amy and your
2:38:15 condition with regard that on page 57
2:38:20 your condition C5 it said on the south
2:38:22 elevation the applicant shall mitigate
2:38:24 the blank wall of the gym with the
2:38:27 following option and then there's one or
2:38:29 two and I don't know if you meant with
2:38:31 both of the following options or one of
2:38:34 the following
2:38:36 options
2:38:39 um it's uh page 57 of 63 of the staff
2:38:43 report sure
2:38:46 um basically it's one or the other
2:38:49 so alternative one will be to provide a
2:38:52 covered walkway right or alternative is
2:38:55 to um um use Windows trellises wall
2:39:00 articulation so these are examples that
2:39:02 are actually cited in the design
2:39:04 standards okay and okay I guess I
2:39:07 wouldn't agree that just a covered
2:39:09 walkway would be enough to break up that
2:39:11 much of that big of a blank
2:39:13 wall and and so you're more than welcome
2:39:16 to revise the condition yes thank you
2:39:21 Mike did you have something else I was
2:39:24 just going to respond real quickly too
2:39:25 and and I had concerns about whether
2:39:27 canopy that's 8 feet off the ground or 9
2:39:29 ft off the ground is really going to do
2:39:31 much to break up the
2:39:33 visual uh size of the wall when you're
2:39:36 looking at it from the high school or
2:39:37 down below I think that there's some
2:39:39 other vertical elements that probably
2:39:41 need to take place and I think the trees
2:39:43 do help Amy mentioned that there's a 13t
2:39:46 retaining wall up by the uh fields to
2:39:48 the east of the building and we've
2:39:49 talked with the design team and the
2:39:51 landscape architect about uh putting a
2:39:55 wire grid and and wire on there to
2:39:57 basically make that a green wall I think
2:39:59 that that's along the lines of a trellis
2:40:02 and there may be some continuity and
2:40:03 design and Landscape features between
2:40:05 what goes on the wall and what might
2:40:07 happen on on the blank wall that that we
2:40:10 will look at addressing those concerns
2:40:12 thank you thank you I have a just just a
2:40:16 quick technical question for staff uh in
2:40:18 the staff report I don't remember
2:40:19 remember what page it's on but you're
2:40:20 talking about and you mentioned in your
2:40:22 report or your presentation this evening
2:40:25 about the building is over height for
2:40:28 the what's currently allowed in the zone
2:40:30 and because it's on a property adjacent
2:40:32 to a non-conforming condition which you
2:40:34 refer to the high school being
2:40:35 non-conforming that you could also
2:40:36 create another non-conforming condition
2:40:39 that is replicated on this property and
2:40:41 if I remember when we did the high
2:40:42 school I think we did an adjustment of
2:40:44 standards for the high school so I don't
2:40:46 know it's technically a non-conforming
2:40:47 building so I'm wondering how you got
2:40:49 there I'm struggling a little bit
2:40:51 understanding the
2:40:52 technical connection that you're using a
2:40:54 non-conforming condition for actually
2:40:57 and re that same Clause was used for the
2:40:59 high school and and basically what that
2:41:01 Clause is and it only applies to
2:41:03 community facilities like schools or
2:41:06 city buildings um but yeah it allows you
2:41:09 to expand an existing non-conformity if
2:41:12 it shows that there's going to be public
2:41:14 benefit to do that and with the high
2:41:17 school similarly the existing High
2:41:19 school that was there before was
2:41:21 exceeding the 30 foot height of the
2:41:24 single family Suburban zone so they were
2:41:26 expanding a non-conformity then this is
2:41:30 on the same lot it's again expanding to
2:41:33 non-conformity okay and and I I also
2:41:36 noted that that we tried to pull the
2:41:38 building back from Evan Street too to
2:41:39 make sure that we didn't have something
2:41:41 towering over the top of the
2:41:42 neighborhood
2:41:46 um I want to go to
2:41:49 a different topic area and that's kind
2:41:51 of construction impacts and mitigation y
2:41:54 um particularly related to what's going
2:41:56 on on Evans Street so um a couple of
2:42:01 things that I noticed one is uh or heard
2:42:05 that construction access is going to be
2:42:07 from Evans Street we're not coming in
2:42:09 through the school property as it exists
2:42:11 now so we're going to be bringing in all
2:42:13 of the equipment materials staff Etc and
2:42:17 I'm just wondering what are we doing to
2:42:18 mitigate impacts here right it it
2:42:20 actually I I misspoke it the
2:42:22 construction access
2:42:24 um would also be coming in from the
2:42:27 Clark entrance the existing Clark
2:42:29 entrance as well um sorry I get back to
2:42:33 that so through that current main entry
2:42:37 of Clark as well will be additional as
2:42:40 well or as well yes so both both off
2:42:43 evens and Main entry right well not the
2:42:46 main entry to Clark right main entry to
2:42:48 Clark right
2:42:49 so can I
2:42:51 um maybe Mr Crawford can answer this as
2:42:54 far as trying to manage impacts because
2:42:57 obviously the contractor can make
2:42:58 choices about where they're going to
2:42:59 stage and and Etc are there going to be
2:43:01 conditions that you're going to put into
2:43:03 the contracts here that are going to try
2:43:05 to do some work to mitigate some of
2:43:08 those potential impacts by um directing
2:43:10 the contractor to operate a certain
2:43:12 way one of the real advantages we have
2:43:15 on this project is that we went to the
2:43:18 capital
2:43:19 facilities
2:43:22 um project advisory review board and we
2:43:26 approved to use general contractor
2:43:28 construction management for this project
2:43:31 so we have
2:43:32 Cornerstone uh selected and as a part of
2:43:35 the team uh they were the architect I
2:43:38 not the Architects but they were the
2:43:39 contractors for the esam high school and
2:43:42 they're on board so we have been
2:43:44 discussing throughout the course of the
2:43:46 development of the project how we're
2:43:48 going to stage to work how they're going
2:43:49 to access and and such so um the area
2:43:54 that's down in here was going to be
2:43:55 created to allow for additional parking
2:43:58 and staging the contractor will be using
2:44:00 the area for this in this area of the
2:44:03 parking uh for construction staging for
2:44:07 the initial construction of the element
2:44:09 of the Middle School they'll also be
2:44:11 using this area in the front here so
2:44:14 access is intended to be at the Clark
2:44:17 entrance into these zones
2:44:19 and Evans into the area back around to
2:44:23 the east south and north of the
2:44:26 building can you give us a is it 5050 I
2:44:30 mean what's to the folks living on on
2:44:33 Evans who will be impacted by that is it
2:44:35 going to be most the heavy equipment
2:44:36 comes in one way and the staff uh
2:44:39 construction staff private Vehicles go
2:44:42 in another what what's I don't know that
2:44:44 it's 50/50 there's probably a little
2:44:46 higher percentage of of construction
2:44:48 activi it's coming in here uh the
2:44:50 reality is there's probably some traffic
2:44:52 that's going to come in at the traffic
2:44:54 light uh in off peak school hours uh in
2:44:57 the middle of the day and things like
2:44:59 that during the construction of the
2:45:00 building here so it's it's going to get
2:45:03 split up and kind
2:45:06 of distributed as between the the
2:45:09 different areas depending on on what
2:45:11 type of materials uh there's access from
2:45:15 uh the Clark entrance through here to to
2:45:17 gain access into here
2:45:19 um some of the access into the Courtyard
2:45:22 area depend on what what phases of the
2:45:25 work they're working on whether they're
2:45:26 trying to set steel and need a crane and
2:45:29 whether they're pumping concrete or
2:45:31 working inside the
2:45:33 building this U probably out of scope
2:45:37 for this but I I just sensitivity to the
2:45:40 residential neighborhoods when you do a
2:45:41 large project like this is
2:45:45 important I don't have any other
2:45:47 questions on that
2:45:51 any other
2:45:53 gentlemen before we go ahead I have a
2:45:55 couple questions um this I think for Amy
2:45:59 um on the design
2:46:02 standards it's on page
2:46:10 um in the second paragraph paragraph I
2:46:14 guess it is under the library's East
2:46:16 Elevation the middle says the corner of
2:46:18 the school which consists of the library
2:46:20 and the administrative offices on the
2:46:22 ground floor should be designed so that
2:46:23 when viewed at the corner the
2:46:26 two it looks like it starts another
2:46:28 sentence and I'm trying to figure out
2:46:31 the do what they would do yeah so um
2:46:35 this is now designer speak right um if
2:46:39 you actually look at the um uh
2:46:43 fenestration on the um um main or the
2:46:48 South elevation for the library and the
2:46:55 Administration um and you know this if
2:46:57 you notice the rhythm of the um windows
2:47:01 it's not replicated on the um when you
2:47:04 turn the corner and so um I'm
2:47:07 recommending that to um reinforce the
2:47:11 Integrity of the spaces within um in the
2:47:14 exterior because that's the same space
2:47:17 to be treated the same way on the
2:47:21 exterior does that make sense so the
2:47:24 what should the sentence read
2:47:28 then second sentence down
2:47:35 should two intersecting exterior walls
2:47:38 were perceived as two sides of the same
2:47:40 box oh so that just added a sentence in
2:47:45 there or something and yeah and I
2:47:48 apologize
2:47:49 so Lucy just U pointed out to me that
2:47:52 there's an error in the staff report was
2:47:54 that one sense that that ended up
2:47:56 inserted there so as as said would be
2:47:58 the two intersecting exterior walls
2:48:00 would be a perceived a two side okay
2:48:02 exctly exactly thank you probably the
2:48:04 with the recessed entry will be extended
2:48:06 to match to
2:48:08 scen thank
2:48:11 you um and then I guess the other
2:48:13 question was the will the traffic study
2:48:16 be completed before the city council
2:48:18 take action on this the traffic the
2:48:22 traffic study
2:48:24 um schedule wise yes the traffic study
2:48:27 will be completed um as far as whether
2:48:31 all the mitigation will be identified um
2:48:34 we don't know because we we have uh we
2:48:37 haven't seen what the traffic impact
2:48:39 analysis is going to say I say so it
2:48:42 would be up to the council to decide if
2:48:44 they want to approve this not knowing
2:48:48 exactly mitigation might be yeah and let
2:48:51 me let me expand on uh commissioner
2:48:53 Morgan's question on that because I
2:48:56 thought I think it was a very uh
2:48:57 relevant point that was brought up by
2:48:59 one of the members of the public that
2:49:01 spoke uh could could staff please uh
2:49:05 explain to the public how it is that the
2:49:08 development commission can be asked to
2:49:10 approve a project when the sea hasn't
2:49:13 been completed traffic mitigations have
2:49:15 not been identified and so on what what
2:49:18 the process is to provide that
2:49:20 information to the city council when the
2:49:24 development commission uh has to make a
2:49:27 decision to refer or not without that
2:49:30 information I think it's really
2:49:32 important that that there be very clear
2:49:35 process definition
2:49:39 here yeah as you know you're you're
2:49:42 you're making a recommendation to the
2:49:43 city council and they're the ultimate
2:49:45 decision makers on the master site plan
2:49:47 the site development permission
2:49:49 and what is unique about this uh as we
2:49:51 mentioned earlier is that the the school
2:49:53 district is is the lead on issuing the
2:49:56 sea determination and that's a little
2:49:58 different because normally as Amy
2:49:59 mentioned the city's doing it I think
2:50:02 the reason that that hasn't been done
2:50:04 already um it's kind of a chicken and
2:50:07 egg situation where I don't think they
2:50:09 wanted to because of this real condensed
2:50:12 time frame that we're all trying to meet
2:50:14 in order to meet the time schedule of
2:50:17 the school district I think one of the
2:50:18 things they didn't want to do is uh
2:50:20 issue a SE determination and then we
2:50:23 have this meeting and then that they
2:50:25 have to either revise the sea
2:50:27 determination or uh you know reissue a
2:50:30 new determination so in order to just do
2:50:33 it once uh they wanted to wait until
2:50:35 after we had this meeting so that that
2:50:37 determination should be issued before
2:50:40 the city council meeting though and at
2:50:42 that point yes the city council can
2:50:44 decide whether the mitigation that's in
2:50:46 that determination is adequate for them
2:50:48 to make a decision or
2:50:50 not any further
2:50:53 questions yeah yeah just a basic one uh
2:50:56 have you guys thought about energy uh
2:50:59 other than just the regular um uh HVAC
2:51:03 and and heating and lighting have you
2:51:05 thought about like know solar panels or
2:51:09 something that uh that the green
2:51:11 society's
2:51:14 pushing or are we so rich that we don't
2:51:17 have to think about things like like
2:51:18 that no we've looked at all kinds of
2:51:20 different Alternatives and we've been
2:51:22 pretty creative in some things uh We've
2:51:24 even looked at pretty extensive
2:51:26 photovoltaic arrays uh to the point
2:51:29 where the county decided that they'd
2:51:31 have to permit as a power plant and kind
2:51:33 of kill the project um as far as
2:51:36 individual buildings go we are looking
2:51:38 at high performance buildings all of the
2:51:39 buildings comply or exceed with the
2:51:41 standards set by the Washington
2:51:43 sustainable schools
2:51:45 protocol uh since about the year 2000 in
2:51:48 the districts added about 33% to square
2:51:52 footage of building inventory and our
2:51:55 BTU consumption is basically the same as
2:51:58 it was at that point in time so we've
2:52:00 been building energy efficient buildings
2:52:03 there's a lot of strategies that are
2:52:05 Incorporated in this building I think
2:52:06 David could
2:52:07 probably talk about those sure um I
2:52:11 mentioned um daylighting generally with
2:52:15 photovoltaics um we are we're always
2:52:17 looking at uh life cycle cost uh
2:52:19 paybacks particularly when um think
2:52:22 considering spending the taxpayers money
2:52:24 um and phot tax really for school
2:52:27 districts unless there are significant
2:52:29 incentives um really have a difficult
2:52:32 time uh penciling out as a payback even
2:52:35 today um so we're looking there's a lot
2:52:37 better use of those dollars that could
2:52:39 be used to buy phal TS to put into more
2:52:42 efficient systems and envelopes and
2:52:44 windows that all have uh uh a big bang
2:52:48 for your buck um to put in so many words
2:52:51 so we have a um to start with a very
2:52:53 tight building envelope um a completely
2:52:56 exterior uh building
2:52:58 insulation um fiberglass windows that um
2:53:02 so getting away from the aluminum

2:53:19 systems um we have uh uh LED lighting
2:53:23 throughout the school um and so from an
2:53:26 Energy Efficiency point of view we're
2:53:29 really pushing kind of the the limits of
2:53:32 uh reductions um without generating new
2:53:35 energy on on the on site which photo
2:53:39 aics or some other um Source would would
2:53:42 provide yeah the other thing is um I
2:53:45 noticed you don't have elevator in the
2:53:47 building we do yes
2:53:58 um so the elevator is right
2:54:06 there okay in
2:54:09 there are there any other questions for
2:54:14 clarification all right now the next
2:54:17 process that we go through and
2:54:19 we are modifying the process we're also
2:54:23 familiarizing ourselves with this
2:54:25 because the development commission has

2:54:51 number of different items uh and the
2:54:54 commission can also suggest uh
2:54:58 conditions additional conditions that
2:55:00 are part of our final
2:55:02 vote so with that
2:55:09 um we will start going through the three
2:55:14 sheet any Commissioners have any
2:55:16 reservations suggestions on the process
2:55:18 that we use before we start this just
2:55:20 that deviate from the way we did green
2:55:23 sheets
2:55:25 before which is to just now now there
2:55:27 are uh you know there are a number there
2:55:31 are a number of pages here uh each one
2:55:34 of which carries a
2:55:37 significant uh amount of ver verbage in
2:55:40 each category so rather than reading
2:55:44 these uh verbatim each one of them do
2:55:48 you want it would it be acceptable to
2:55:50 the commission to just identify the
2:55:53 category of the vote and then if any
2:55:57 individual commissioner has uh something
2:56:00 that you want to suggest as a condition
2:56:02 relevant to that category you can do it
2:56:05 then and we'll just go through it that
2:56:07 way I don't want to emphasize expedience
2:56:10 at the at the uh at the expense of
2:56:14 accuracy here so and they and as I
2:56:17 understand the so Amy has gone through
2:56:19 staff has gone through and already
2:56:20 provided our answers to all these and
2:56:23 for acceptable with their conclusions
2:56:26 right so I I might just suggest

2:56:34 the empty green sheets you might want to

3:08:26 the main vehicular routes to access the
3:08:27 Middle
3:08:28 School
3:08:30 um and then there's another section uh
3:08:33 the of the same uh topic the isqua
3:08:37 Sportsman's Club gunfire noise can often
3:08:39 be heard during school hours however the
3:08:40 classroom Wing is buffered so I'm
3:08:44 personally I hope that's right but I
3:08:47 think the the wording of it if if in
3:08:49 fact the wording is carried through if
3:08:50 it is negligible it's acceptable but
3:08:54 it's you
3:08:55 know I don't know of any
3:08:58 documented evidence of decibel rates or
3:09:01 anything like that that would give us
3:09:02 factual basis for for determining
3:09:04 whether it's acceptable or not so my
3:09:08 recommendation is we go with it
3:09:10 but sure hope that there
3:09:13 is accuracy in that yeah I get your
3:09:15 point there I mean they tried to design
3:09:17 building in a way to Min mitigate the
3:09:19 impact on quiet areas in it like the
3:09:23 classrooms but uh unless
3:09:26 the the frequency of the shots going off
3:09:29 at the Sportsman's Club is in tune with
3:09:32 the B the band I don't know
3:09:34 that well I will I will point out one
3:09:36 other thing too there was there was some
3:09:38 discussion on the part of the uh
3:09:40 Sportsman's Club representative and also
3:09:42 in the documentation that staff provided
3:09:44 that the uh Sportsman's Club which I use
3:09:48 by the way uh is is uh is in the process
3:09:52 a continuing process of doing noise
3:09:54 mitigation efforts there I would point
3:09:56 out that there are some pretty
3:09:58 significant studies that I'm aware of
3:09:59 just from Reading uh popular media that
3:10:03 uh noise walls particularly when they're
3:10:06 they've been constructed along side in
3:10:08 interstates usually as a result of
3:10:10 litigation to mitigate the noise impact
3:10:13 on properties next to uh interstates and
3:10:16 high high traffic lives uh actually have
3:10:19 the effect of uh mitigating the impact
3:10:22 of the noise in the immediate areas but
3:10:25 if the source of the noise is below any
3:10:29 other uh occupied areas the walls in
3:10:32 question actually just deflect the noise
3:10:35 upward so uh people who live on tiger
3:10:38 and and squawk Mountain if there are
3:10:41 noise walls built there will hear more
3:10:44 of the gun range which I do all day long
3:10:46 and it's fine with me but but we
3:10:48 shouldn't be under any Illusions about
3:10:50 where the noise goes when it's
3:10:52 redirected by a a noise
3:10:55 wall um uh
3:11:02 lighting

3:13:52 we need to get some direction on that um
3:13:54 I just going to put the council in a
3:13:56 little bit of an awkward spot
3:13:59 possibly that condition is something
3:14:01 they'll deal with we want to punt it if
3:14:03 we want to punt it to the council and
3:14:05 they're going to be the final decision
3:14:06 maker on an architectural element of a
3:14:08 building then that's what we're asking
3:14:09 them to do well I guess my feeling is if
3:14:12 we had time to have them come up with a
3:14:15 different design and come back to us and
3:14:16 we said yes we think that's fine we'll
3:14:19 recommend
3:14:20 approval in the interest of
3:14:23 time how about the as recommended by the
3:14:26 staff and approved by the
3:14:28 council I'm assuming it'll be
3:14:30 recommended by staff shall
3:14:33 incorporate the the bind we find oursel
3:14:35 in I believe is that we have a a major
3:14:39 issue that comes up with everything that
3:14:41 the development commission almost every
3:14:43 every uh application that the
3:14:45 development Commission which is plank
3:14:47 walls and how how to address them and
3:14:50 yet we don't uh we have findings of fact
3:14:54 that make a couple of
3:14:56 recommendations but we're not in a
3:14:58 position to say well yes or no partly
3:15:02 it's the kind of the change in process
3:15:03 we typically had an opportunity in the
3:15:05 early design development to weigh in and
3:15:07 then they came back after they had done
3:15:09 more detailed design work architectural
3:15:13 work and then we would you know say
3:15:16 where they hit the or not and now this
3:15:18 is pretty much one shot and pass it on
3:15:21 to the council so they're final they're
3:15:24 the decision maker so
3:15:26 I ask them to well would Mel
3:15:30 commissioner would you see this as a
3:15:33 again in the recognition of what
3:15:34 commissioner Brennan just mentioned
3:15:36 which is we're we're morphing into a new
3:15:38 process would you see this as a
3:15:40 precedent uh setting uh thing that we do
3:15:44 with this and then we have the option of
3:15:45 doing it
3:15:49 subsequent commission meetings when we
3:15:52 have to come to a final decision on
3:15:54 recommending or uh recommending with
3:15:56 conditions or not recommending but if
3:15:58 there's an area that the commission
3:16:00 doesn't feel we have sufficient uh
3:16:04 information make a decision at that
3:16:06 point we
3:16:07 say this is up ultimately up to the city
3:16:09 council but we weren't able to address
3:16:11 this aspect of it yeah U because I think
3:16:14 when we've done when we've done a level
3:16:17 I guess it would be say a level three
3:16:19 review where we're the decision maker
3:16:22 sometimes in the past we've said we'll
3:16:24 do it um we'll leave it to a decision of
3:16:28 the chair that's acceptable to the chair
3:16:31 at a later time or acceptable to
3:16:35 staff but in this case I feel like not
3:16:39 that I don't trust staff but I think
3:16:40 it's a big enough issue that when the
3:16:43 city council actually votes on this it
3:16:45 should be pointed out they should have
3:16:47 this information in front of them not
3:16:49 just not just a condition that says you
3:16:52 should do something which really leaves
3:16:55 it up to staff a condition they should
3:16:57 have it ready to go for the council to
3:16:59 approve so could I just point out though
3:17:02 that that this isn't the final plan for
3:17:04 the building so I my my one concern is
3:17:09 that we're
3:17:11 putting um the applicant has presented
3:17:14 elevations which both staff and and the
3:17:17 commission have identified concerns with
3:17:20 there is um specific solutions that are
3:17:24 you know uh Authority that were granted
3:17:27 by the code in dealing with blank walls
3:17:30 we've identified that they have to do
3:17:32 that and and
3:17:35 so my two concerns one is that I don't
3:17:38 know whether we'll have final final
3:17:41 elevations by the time we go to council
3:17:43 which is what I'm hearing you're
3:17:45 suggesting we may we may be able
3:17:50 to revise them I just don't know that
3:17:53 you would have a final one that would
3:17:55 not you know it's not going to be at the
3:17:57 point where you used to see it where it
3:17:59 was ready to be the building permit was
3:18:01 basically ready for structural review so
3:18:04 I'm just concerned that that they the um
3:18:08 this isn't the final evolution of the
3:18:10 design development we don't have
3:18:11 construction drawings for instance but
3:18:14 Lucy are you saying that the city
3:18:16 council might not have it either by the
3:18:18 time they have to vote on this right
3:18:21 think think about seventh and Gilman I
3:18:24 mean you saw a um final concept for that
3:18:28 where you had concerns and we had
3:18:30 Authority we wrote um conditions that
3:18:33 identified what kinds of additional
3:18:35 treatments and actions were required but
3:18:38 you weren't seeing the final final
3:18:40 elevations we weren't right but but the
3:18:44 city council what what I think you the
3:18:46 decision maker on that one for instance
3:18:49 but in in this level of hearing I think
3:18:51 what what well I don't want to speak for
3:18:53 you Mr but it seems to I I'm again I'm
3:18:58 concerned about uh transparency of
3:19:01 process here uh and I really am
3:19:04 concerned about that and what I'm what I
3:19:07 don't what I want to avoid
3:19:10 is uh a misunderstanding about how
3:19:14 something as critical as as a a blank
3:19:18 wall that is cited specifically in our
3:19:23 responsibilities and your
3:19:24 responsibilities uh can get that far
3:19:28 down the process without a definition
3:19:31 that that the public can say well the
3:19:34 development commission at this level of
3:19:36 review somebody that follows it said
3:19:38 okay that's it and that's what ended up
3:19:41 or the city count the development
3:19:44 commission couldn't do that because they
3:19:46 didn't have you know the the information
3:19:49 they needed at that time under the new
3:19:52 process so therefore something that
3:19:54 important has to be or should be
3:19:58 approved if it's going to the city
3:20:00 council the city council should know
3:20:02 that the development commission couldn't
3:20:04 make a recommend basically couldn't make
3:20:06 a recommendation on that so you want I'm
3:20:10 just saying the press it might be
3:20:11 precedent
3:20:12 setting commissioner Brennan's concern
3:20:14 is about about a start to cherry pick
3:20:17 things out that we say no this is we're
3:20:19 going to leave this up to the city
3:20:21 council and I I agree with that I mean I
3:20:24 I don't think we should do that but I
3:20:26 also am kind
3:20:27 of struggling around here about how we
3:20:31 go from the old process where we did see
3:20:34 things twice to this process and the
3:20:38 things that we didn't don't have
3:20:40 information on now that we used to have
3:20:42 before we Hil the final vote I just it
3:20:45 it frankly I'm a little a little little
3:20:48 uncomfortable well I I think part of it
3:20:50 would be since we're just making a
3:20:52 recommendation to them
3:20:54 anyway they don't have to follow they
3:20:57 could just say I guess they could just
3:20:59 change it to say hey we're fine with
3:21:01 staff we certainly have preceden well
3:21:03 and and and that's a good that's a good
3:21:05 point Mel because potentially we could
3:21:09 have concept sketches that incorporate
3:21:12 these things and they may say we still
3:21:15 want you to keep working on this but
3:21:17 this is closer or these are perfectly
3:21:19 fine yeah and we're happy with it or
3:21:22 okay I I think Laro I just wanted to to
3:21:24 be to be more called
3:21:26 out that they took a good look at this
3:21:30 and well and if possible to have revised
3:21:32 elevations that they're actually yeah
3:21:35 seeing yeah okay that'd be great okay so

3:21:42 discussion and we're going to be here
3:21:43 forever tonight um the point here is is
3:21:46 what level of detail are is being
3:21:49 approved and how um specific is that in

3:21:55 meaning if we're saying well it's a
3:21:57 concept and all the colors the
3:21:59 elevations everything's going to change
3:22:01 maybe so what's the point so at some
3:22:03 point you have to say the elevation it
3:22:06 needs to be this exactly or close to it
3:22:08 or it's typical to what will end up
3:22:11 being constructed otherwise either at
3:22:13 our level or at the council whoever the
3:22:15 decision maker it's got to be you got to
3:22:16 be clear about what is the direction
3:22:20 that's being provided in the approval
3:22:22 and what you know what are the
3:22:24 parameters that they need to operate
3:22:26 within you don't do that it's you
3:22:29 know where's the value so well and and I
3:22:32 think you're bringing up a really
3:22:33 important point which is there is
3:22:36 definitely a line between
3:22:39 refining uh what has been before the
3:22:42 commission and in this case the council
3:22:44 and um what is such a significant change
3:22:48 that it needs to come back to the
3:22:49 commission and there is absolutely a
3:22:51 line between those two and I think this
3:22:53 is a case where if we were the decision
3:22:56 maker I think I would have voted no you
3:22:59 have to come back with an actual plan
3:23:00 showing us what it's going to look like
3:23:03 and that's I think that's what I point
3:23:04 out if I were the council I'd want to
3:23:07 say I feel good enough have enough
3:23:10 information to approve it or not okay

3:27:56 continuing U challenge for staff and for
3:28:02 commission I've got one suggestion here

3:28:30 next sentence was the final approval of

3:28:34 posting who's doing the final approval

3:28:41 Department would be the parks recreation

3:29:55 last sentence on D9 it says final
3:29:57 approval of this Trail designed shall be
3:29:59 required prior to posting the bond so I
3:30:01 mean you've got to get the parks
3:30:02 approval before you go get the bond and
3:30:05 sometimes it's kind of Catch 22 there

3:30:08 approve it but so we'll see shall be
