1:05 that we're going to have to complete. Then we'll get a presentation from the city

2:52 us through a quick quasi -judicial introduction for this evening, which Ray has done a
2:57 better job of introducing than I probably will. Well, sites over three acres
3:03 or buildings of a certain size in central Issaquah come to you. are the decision
3:08 maker. And when you are the decision maker, it becomes a quasi -judicial permit.
3:19 To do that, we follow certain procedures, which has to do with noticing that all
3:25 discussion is on the record here, and that we also base our decision on the
3:31 substantive elements of the code.
3:40 So, I just have the commissioners read through these questions, and then I'll just ask
3:45 you for your yes or no answers.

5:01 I will be presenting the Innisfood apartment site development permit tonight. This is the
5:07 first of two discussions on this project. For tonight, as we
5:13 mentioned earlier, we're not making, or the development commission is
5:19 not being asked to make a decision. This is just an opportunity for staff to
5:23 present our recommendations and for the public and for the commission to provide us
5:29 with comments and questions that we will then address during the second
5:35 public or the second half of the public hearing, which is tentatively scheduled for November
5:41 11.
5:52 So, before I start, I would like to make note that there
5:57 are five exhibits that are
6:03 submitted to the development commission tonight. The first one is a public comment submitted by
6:08 Ms. Connie Marsh. And then there are four drawings that consist
6:14 of an exhibit called rendered site plan, an exhibit section A
6:19 that shows the section of Newport Way, an exhibit for the
6:25 Abyssin side park area. And the last
6:31 exhibit is a visual analysis or view analysis of
6:36 the site from Juniper Street.
6:42 So, I'm going to go ahead and start my presentation for tonight. So,
6:48 this proposal, as indicated in our staff report, is generally compliant
6:54 with the site development permit requirements. My
6:58 presentation tonight will break it down into three
7:04 general topics. One is connectivity, the quality of open spaces
7:10 and the critical areas, and then the placemaking aspects
7:15 of the design.
7:36 And this actually consists of three different parcels,
7:41 called out as parcel B and C and track B, as well as
7:47 the Abyssin property across the street. The frontage improvements include
7:52 a roundabout at Northwest Juniper and a storm detention, stormwater detention
7:58 vault on the Abyssin parcel.
8:20 And in terms of the whole Issaquah
8:26 boundaries, and to the north,
8:31 you can see that it's kind of in between where Lake Sammamish is and Tiger
8:36 Mountain, two of the major natural features in Issaquah.
8:42 This site is in central Issaquah and in the Gilman District. So, the
8:48 Gilman District vision states that the Gilman District is to complement the
8:54 strong retail focus of the district with significant future office and residential development,
9:00 and enhance Issaquah Creek and its buffers as an important link of the green necklace.
9:06 So, the site does not include the Issaquah Creek anywhere close to it.
9:11 However, it does recognize the
9:16 residential and also the shopping district that's further
9:22 northwest of the, I'm sorry, northeast of the property.
9:27 So, a little background about this project. This is actually part of a
9:32 preliminary subdivision plat.
9:38 Originally, the parcel, as you can see on the upper left -hand corner of the
9:43 screen, The original parcel is a larger triangular piece that
9:49 was subdivided and broken up into
9:54 10 single -family lots with track A,
10:00 which is a protected area of steep slopes, track B, which is also a protected
10:05 area of steep slopes, and then parcel B and C. So, parcel
10:11 B and C, as you can see here, are the properties that
10:17 we are reviewing tonight, as well as the Abusain parcel.
10:23 As far as zoning and adjacent land uses, so this is just a
10:29 quick view of what's around it. So, here's the project site, and here's the
10:34 Abusain parcel, and we have just north of it is the King County
10:40 Library Administration offices, and then just south of it is a mini
10:46 storage, and as you go further east, there's a senior housing
10:51 development, and also offices, and then a city property that's currently used
10:57 as the at -work site.
11:05 One is the Atlas Multifamily, and then the other one is the Seventh and Locust
11:10 apartment buildings, also in the vicinity. And then here is the Target and
11:16 the large shopping center just
11:22 further north of it. And then as you go further south, you have the Issaquah
11:27 Valley Elementary School, which is roughly about half a mile from the
11:33 site. And on the
11:37 west of the property, which is actually
11:42 a raised area with the steep
11:47 slopes, this is actually elevated, are single -family homes.
11:53 So, another view of the project, this time an aerial view to give it a
11:57 little bit of context. So, over here is the hillside that I was just talking
12:01 about with the single -family homes further west. And you
12:07 have from the site distant views of Tiger Mountain and the Issaquah Highlands.

12:18 store, just again about half a mile from the site.
