AGENDA ITEMS a) Inneswood Apartments, PRJ12-00009, SDP16-00006 DC Staff Report: October 26, 2016
0:36 Good evening, ladies and gentlemen. I'd like to welcome you to the public hearing for
0:40 SDP 16 -00006, the Enniswood
0:46 Multifamily Site Development Plan. This is a public meeting. We're not going to
0:51 make a decision tonight, or our intention is not to make a decision tonight, but
0:55 what we really are doing is seeking public input, questions, and we'll be
1:00 trying to get some answers as well. So welcome. We have a few administrative duties
1:05 that we're going to have to complete. Then we'll get a presentation from the city
1:08 and the applicant, and then I'll open the meeting to public comments. If you wish
1:12 to make public comments, I'd really appreciate you signing in on the front table here.
1:17 And once we complete that, then we'll give the applicant and
1:22 the city opportunities to be able to maybe provide some more information, and then we'll
1:26 move on. So welcome once again. The first order of business is to
1:32 look at the meeting minutes from October 19th. Does anybody
1:38 have any corrections or changes?
2:11 Mr. Chairman, I'd like to make a statement.
2:17 I live on the west side of the hill where this project is located.
2:24 I believe I can still be impartial. And if there's any problem with that,
2:29 being by my city on the board, I'd be happy to step down. Otherwise, I
2:34 will stay on. So that's a great introduction, Ray.
2:42 I just want the night off. He's a Cubs fan. There you go.
2:48 I've been hearing about that. Lucy Sloman, land development manager. I'm just going to run
2:52 us through a quick quasi -judicial introduction for this evening, which Ray has done a
2:57 better job of introducing than I probably will. Well, sites over three acres
3:03 or buildings of a certain size in central Issaquah come to you. are the decision
3:08 maker. And when you are the decision maker, it becomes a quasi -judicial permit.
3:19 To do that, we follow certain procedures, which has to do with noticing that all
3:25 discussion is on the record here, and that we also base our decision on the
3:31 substantive elements of the code.
3:40 So, I just have the commissioners read through these questions, and then I'll just ask
3:45 you for your yes or no answers.
3:59 No for me. So, how many are no's? How many has a yes,
4:05 which is the disclosure that Ray has already made? And then the other
4:11 piece has to do with ex parte contacts, which are discussion of this permit outside
4:17 the chambers and not on the record. Have any ex parte communications taken place?
4:24 No. Okay. So, does anyone in the audience wish to challenge any of the
4:29 commissioners' participation? Okay. Thank you.
5:01 I will be presenting the Innisfood apartment site development permit tonight. This is the
5:07 first of two discussions on this project. For tonight, as we
5:13 mentioned earlier, we're not making, or the development commission is
5:19 not being asked to make a decision. This is just an opportunity for staff to
5:23 present our recommendations and for the public and for the commission to provide us
5:29 with comments and questions that we will then address during the second
5:35 public or the second half of the public hearing, which is tentatively scheduled for November
5:41 11.
5:52 So, before I start, I would like to make note that there
5:57 are five exhibits that are
6:03 submitted to the development commission tonight. The first one is a public comment submitted by
6:08 Ms. Connie Marsh. And then there are four drawings that consist
6:14 of an exhibit called rendered site plan, an exhibit section A
6:19 that shows the section of Newport Way, an exhibit for the
6:25 Abyssin side park area. And the last
6:31 exhibit is a visual analysis or view analysis of
6:36 the site from Juniper Street.
6:42 So, I'm going to go ahead and start my presentation for tonight. So,
6:48 this proposal, as indicated in our staff report, is generally compliant
6:54 with the site development permit requirements. My
6:58 presentation tonight will break it down into three
7:04 general topics. One is connectivity, the quality of open spaces
7:10 and the critical areas, and then the placemaking aspects
7:15 of the design.
7:36 And this actually consists of three different parcels,
7:41 called out as parcel B and C and track B, as well as
7:47 the Abyssin property across the street. The frontage improvements include
7:52 a roundabout at Northwest Juniper and a storm detention, stormwater detention
7:58 vault on the Abyssin parcel.
8:20 And in terms of the whole Issaquah
8:26 boundaries, and to the north,
8:31 you can see that it's kind of in between where Lake Sammamish is and Tiger
8:36 Mountain, two of the major natural features in Issaquah.
8:42 This site is in central Issaquah and in the Gilman District. So, the
8:48 Gilman District vision states that the Gilman District is to complement the
8:54 strong retail focus of the district with significant future office and residential development,
9:00 and enhance Issaquah Creek and its buffers as an important link of the green necklace.
9:06 So, the site does not include the Issaquah Creek anywhere close to it.
9:11 However, it does recognize the
9:16 residential and also the shopping district that's further
9:22 northwest of the, I'm sorry, northeast of the property.
9:27 So, a little background about this project. This is actually part of a
9:32 preliminary subdivision plat.
9:38 Originally, the parcel, as you can see on the upper left -hand corner of the
9:43 screen, The original parcel is a larger triangular piece that
9:49 was subdivided and broken up into
9:54 10 single -family lots with track A,
10:00 which is a protected area of steep slopes, track B, which is also a protected
10:05 area of steep slopes, and then parcel B and C. So, parcel
10:11 B and C, as you can see here, are the properties that
10:17 we are reviewing tonight, as well as the Abusain parcel.
10:23 As far as zoning and adjacent land uses, so this is just a
10:29 quick view of what's around it. So, here's the project site, and here's the
10:34 Abusain parcel, and we have just north of it is the King County
10:40 Library Administration offices, and then just south of it is a mini
10:46 storage, and as you go further east, there's a senior housing
10:51 development, and also offices, and then a city property that's currently used
10:57 as the at -work site.
11:05 One is the Atlas Multifamily, and then the other one is the Seventh and Locust
11:10 apartment buildings, also in the vicinity. And then here is the Target and
11:16 the large shopping center just
11:22 further north of it. And then as you go further south, you have the Issaquah
11:27 Valley Elementary School, which is roughly about half a mile from the
11:33 site. And on the
11:37 west of the property, which is actually
11:42 a raised area with the steep
11:47 slopes, this is actually elevated, are single -family homes.
11:53 So, another view of the project, this time an aerial view to give it a
11:57 little bit of context. So, over here is the hillside that I was just talking
12:01 about with the single -family homes further west. And you
12:07 have from the site distant views of Tiger Mountain and the Issaquah Highlands.
12:13 Here is the King County Library with the Issaquah Common Shopping Center and the Target
12:18 store, just again about half a mile from the site.
13:10 Good evening, ladies and gentlemen. I'd like to welcome you to the public hearing for
13:13 SDP 16 -00006, the Enniswood
13:19 Multifamily Site Development Plan. This is a public meeting. We're not going to
13:25 make a decision tonight, or our intention is not to make a decision tonight, but
13:28 what we really are doing is seeking public input, questions, and we'll be
13:34 trying to get some answers as well. So welcome. We have a few administrative duties
13:38 that we're going to have to complete. Then we'll get a presentation from the city
13:42 and the applicant, and then I'll open the meeting to public comments. If you wish
13:45 to make public comments, I'd really appreciate you signing in on the front table here.
13:50 And once we complete that, then we'll give the applicant and
13:56 the city opportunities to be able to maybe provide some more information, and then we'll
14:00 move on. So welcome once again. The first order of business is to
14:05 look at the meeting minutes from October 19th. Does anybody
14:11 have any corrections or changes?
14:45 Mr. Chairman, I'd like to make a statement.
14:51 I live on the west side of the hill where this project is located.
14:57 I believe I can still be impartial. And if there's any problem with that,
15:03 being by my city on the board, I'd be happy to step down. Otherwise, I
15:08 will stay on. So that's a great introduction, Ray.
15:15 I just want the night off. He's a Cubs fan. There you go.
15:21 I've been hearing about that. Lucy Sloman, land development manager. I'm just going to run
15:26 us through a quick quasi -judicial introduction for this evening, which Ray has done a
15:30 better job of introducing than I probably will. Well, sites over three acres
15:36 or buildings of a certain size in central Issaquah come to you. are the decision
15:41 maker. And when you are the decision maker, it becomes a quasi -judicial permit.
15:53 To do that, we follow certain procedures, which has to do with noticing that all
15:59 discussion is on the record here, and that we also base our decision on the
16:04 substantive elements of the code.
16:14 So, I just have the commissioners read through these questions, and then I'll just ask
16:19 you for your yes or no answers.
16:33 No for me. So, how many are no's? How many has a yes,

16:44 piece has to do with ex parte contacts, which are discussion of this permit outside
16:50 the chambers and not on the record. Have any ex parte communications taken place?
16:57 No. Okay. So, does anyone in the audience wish to challenge any of the
17:03 commissioners' participation? Okay. Thank you.
17:34 I will be presenting the Innisfood apartment site development permit tonight. This is the
17:40 first of two discussions on this project. For tonight, as we
17:46 mentioned earlier, we're not making, or the development commission is

18:14 11.
18:25 So, before I start, I would like to make note that there
18:30 are five exhibits that are
18:36 submitted to the development commission tonight. The first one is a public comment submitted by
18:42 Ms. Connie Marsh. And then there are four drawings that consist
18:47 of an exhibit called rendered site plan, an exhibit section A
18:53 that shows the section of Newport Way, an exhibit for the
18:58 Abyssin side park area. And the last
19:04 exhibit is a visual analysis or view analysis of
19:09 the site from Juniper Street.
19:15 So, I'm going to go ahead and start my presentation for tonight. So,
19:21 this proposal, as indicated in our staff report, is generally compliant
19:27 with the site development permit requirements. My
19:31 presentation tonight will break it down into three

19:49 of the design.
20:09 And this actually consists of three different parcels,
20:14 called out as parcel B and C and track B, as well as
20:20 the Abyssin property across the street. The frontage improvements include
20:25 a roundabout at Northwest Juniper and a storm detention, stormwater detention
20:31 vault on the Abyssin parcel.
20:53 And in terms of the whole Issaquah
20:59 boundaries, and to the north,
21:05 you can see that it's kind of in between where Lake Sammamish is and Tiger

21:15 This site is in central Issaquah and in the Gilman District. So, the

22:11 Originally, the parcel, as you can see on the upper left -hand corner of the

22:22 was subdivided and broken up into
22:27 10 single -family lots with track A,
22:33 which is a protected area of steep slopes, track B, which is also a protected

22:56 As far as zoning and adjacent land uses, so this is just a

23:07 Abusain parcel, and we have just north of it is the King County
23:13 Library Administration offices, and then just south of it is a mini

23:24 development, and also offices, and then a city property that's currently used

23:38 One is the Atlas Multifamily, and then the other one is the Seventh and Locust

24:57 as you go further north on Newport Way, basically, you will hit the
25:03 main shopping district of Issaquah, which is on Gilman Boulevard.
25:09 So, these are just some quick views of what's out there, existing conditions. So, we
25:15 see that Newport Way currently is a two -lane road, one -way each way. On
25:21 the side of the Inneswood property, there is no sidewalks. You do
25:26 have a fog line to kind of separate where the travel lane is. On the
25:30 right, you see the King County Public Library Administration offices, which
25:36 has a pedestrian walkway and a planter strip that separates

40:45 the city opportunities to be able to maybe provide some more information, and then we'll
40:49 move on. So welcome once again. The first order of business is to
40:54 look at the meeting minutes from October 19th. Does anybody
41:00 have any corrections or changes?
41:34 Mr. Chairman, I'd like to make a statement.
41:40 I live on the west side of the hill where this project is located.
41:46 I believe I can still be impartial. And if there's any problem with that,
41:52 being by my city on the board, I'd be happy to step down. Otherwise, I
41:57 will stay on. So that's a great introduction, Ray.
42:04 I just want the night off. He's a Cubs fan. There you go.
42:10 I've been hearing about that. Lucy Sloman, land development manager. I'm just going to run
42:15 us through a quick quasi -judicial introduction for this evening, which Ray has done a
42:19 better job of introducing than I probably will. Well, sites over three acres
42:25 or buildings of a certain size in central Issaquah come to you. are the decision
42:30 maker. And when you are the decision maker, it becomes a quasi -judicial permit.
42:42 To do that, we follow certain procedures, which has to do with noticing that all
42:48 discussion is on the record here, and that we also base our decision on the
42:53 substantive elements of the code.
43:03 So, I just have the commissioners read through these questions, and then I'll just ask
43:08 you for your yes or no answers.
43:22 No for me. So, how many are no's? How many has a yes,
43:27 which is the disclosure that Ray has already made? And then the other
43:33 piece has to do with ex parte contacts, which are discussion of this permit outside
43:39 the chambers and not on the record. Have any ex parte communications taken place?
43:46 No. Okay. So, does anyone in the audience wish to challenge any of the
43:52 commissioners' participation? Okay. Thank you.
44:23 I will be presenting the Innisfood apartment site development permit tonight. This is the
44:29 first of two discussions on this project. For tonight, as we
44:35 mentioned earlier, we're not making, or the development commission is
44:41 not being asked to make a decision. This is just an opportunity for staff to
44:45 present our recommendations and for the public and for the commission to provide us
44:51 with comments and questions that we will then address during the second
44:57 public or the second half of the public hearing, which is tentatively scheduled for November
45:03 11.
45:14 So, before I start, I would like to make note that there
45:19 are five exhibits that are
45:25 submitted to the development commission tonight. The first one is a public comment submitted by
45:31 Ms. Connie Marsh. And then there are four drawings that consist
45:36 of an exhibit called rendered site plan, an exhibit section A
45:42 that shows the section of Newport Way, an exhibit for the
45:47 Abyssin side park area. And the last
45:53 exhibit is a visual analysis or view analysis of
45:58 the site from Juniper Street.
46:04 So, I'm going to go ahead and start my presentation for tonight. So,
46:10 this proposal, as indicated in our staff report, is generally compliant
46:16 with the site development permit requirements. My
46:20 presentation tonight will break it down into three
46:26 general topics. One is connectivity, the quality of open spaces
46:32 and the critical areas, and then the placemaking aspects
46:38 of the design.
46:58 And this actually consists of three different parcels,
47:03 called out as parcel B and C and track B, as well as
47:09 the Abyssin property across the street. The frontage improvements include
47:14 a roundabout at Northwest Juniper and a storm detention, stormwater detention
47:20 vault on the Abyssin parcel.
47:42 And in terms of the whole Issaquah
47:48 boundaries, and to the north,
47:54 you can see that it's kind of in between where Lake Sammamish is and Tiger
47:59 Mountain, two of the major natural features in Issaquah.
48:04 This site is in central Issaquah and in the Gilman District. So, the
48:10 Gilman District vision states that the Gilman District is to complement the
48:16 strong retail focus of the district with significant future office and residential development,
48:22 and enhance Issaquah Creek and its buffers as an important link of the green necklace.
48:28 So, the site does not include the Issaquah Creek anywhere close to it.
48:34 However, it does recognize the
48:39 residential and also the shopping district that's further
48:44 northwest of the, I'm sorry, northeast of the property.
48:49 So, a little background about this project. This is actually part of a
48:54 preliminary subdivision plat.
49:00 Originally, the parcel, as you can see on the upper left -hand corner of the
49:06 screen, The original parcel is a larger triangular piece that
49:11 was subdivided and broken up into
49:16 10 single -family lots with track A,
49:22 which is a protected area of steep slopes, track B, which is also a protected
49:28 area of steep slopes, and then parcel B and C. So, parcel
49:33 B and C, as you can see here, are the properties that
49:39 we are reviewing tonight, as well as the Abusain parcel.
49:45 As far as zoning and adjacent land uses, so this is just a
49:51 quick view of what's around it. So, here's the project site, and here's the
49:56 Abusain parcel, and we have just north of it is the King County
50:02 Library Administration offices, and then just south of it is a mini
50:08 storage, and as you go further east, there's a senior housing
50:13 development, and also offices, and then a city property that's currently used
50:19 as the at -work site.
50:27 One is the Atlas Multifamily, and then the other one is the Seventh and Locust
50:32 apartment buildings, also in the vicinity. And then here is the Target and
50:38 the large shopping center just
50:44 further north of it. And then as you go further south, you have the Issaquah
50:50 Valley Elementary School, which is roughly about half a mile from the
50:56 site. And on the
50:59 west of the property, which is actually
51:04 a raised area with the steep
51:10 slopes, this is actually elevated, are single -family homes.
51:15 So, another view of the project, this time an aerial view to give it a
51:20 little bit of context. So, over here is the hillside that I was just talking
51:24 about with the single -family homes further west. And you
51:29 have from the site distant views of Tiger Mountain and the Issaquah Highlands.
51:35 Here is the King County Library with the Issaquah Common Shopping Center and the Target
51:40 store, just again about half a mile from the site. And
51:46 as you go further north on Newport Way, basically, you will hit the
51:52 main shopping district of Issaquah, which is on Gilman Boulevard.
51:58 So, these are just some quick views of what's out there, existing conditions. So, we
52:04 see that Newport Way currently is a two -lane road, one -way each way. On
52:10 the side of the Inneswood property, there is no sidewalks. You do
52:15 have a fog line to kind of separate where the travel lane is. On the
52:19 right, you see the King County Public Library Administration offices, which
52:25 has a pedestrian walkway and a planter strip that separates
52:31 it from the roadway and their parking lot, and the building is right here.
53:23 Good evening, ladies and gentlemen. I'd like to welcome you to the public hearing for
53:27 SDP 16 -00006, the Enniswood
53:32 Multifamily Site Development Plan. This is a public meeting. We're not going to
53:38 make a decision tonight, or our intention is not to make a decision tonight, but
53:42 what we really are doing is seeking public input, questions, and we'll be
53:47 trying to get some answers as well. So welcome. We have a few administrative duties
53:51 that we're going to have to complete. Then we'll get a presentation from the city
53:55 and the applicant, and then I'll open the meeting to public comments. If you wish
53:59 to make public comments, I'd really appreciate you signing in on the front table here.
54:03 And once we complete that, then we'll give the applicant and
54:09 the city opportunities to be able to maybe provide some more information, and then we'll
54:13 move on. So welcome once again. The first order of business is to
54:19 look at the meeting minutes from October 19th. Does anybody
54:25 have any corrections or changes?
54:58 Mr. Chairman, I'd like to make a statement.
55:04 I live on the west side of the hill where this project is located.
55:10 I believe I can still be impartial. And if there's any problem with that,
55:16 being by my city on the board, I'd be happy to step down. Otherwise, I
55:21 will stay on. So that's a great introduction, Ray.
55:28 I just want the night off. He's a Cubs fan. There you go.
55:35 I've been hearing about that. Lucy Sloman, land development manager. I'm just going to run
55:39 us through a quick quasi -judicial introduction for this evening, which Ray has done a
55:44 better job of introducing than I probably will. Well, sites over three acres
55:50 or buildings of a certain size in central Issaquah come to you. are the decision
55:55 maker. And when you are the decision maker, it becomes a quasi -judicial permit.
56:06 To do that, we follow certain procedures, which has to do with noticing that all
56:12 discussion is on the record here, and that we also base our decision on the
56:17 substantive elements of the code.
56:27 So, I just have the commissioners read through these questions, and then I'll just ask
56:32 you for your yes or no answers.
56:46 No for me. So, how many are no's? How many has a yes,
56:52 which is the disclosure that Ray has already made? And then the other
56:58 piece has to do with ex parte contacts, which are discussion of this permit outside
57:04 the chambers and not on the record. Have any ex parte communications taken place?
57:10 No. Okay. So, does anyone in the audience wish to challenge any of the
57:16 commissioners' participation? Okay. Thank you.
57:48 I will be presenting the Innisfood apartment site development permit tonight. This is the
57:54 first of two discussions on this project. For tonight, as we
58:00 mentioned earlier, we're not making, or the development commission is
58:05 not being asked to make a decision. This is just an opportunity for staff to
58:10 present our recommendations and for the public and for the commission to provide us
58:16 with comments and questions that we will then address during the second
58:22 public or the second half of the public hearing, which is tentatively scheduled for November
58:27 11.
58:38 So, before I start, I would like to make note that there
58:44 are five exhibits that are
58:49 submitted to the development commission tonight. The first one is a public comment submitted by
58:55 Ms. Connie Marsh. And then there are four drawings that consist
59:01 of an exhibit called Render Site Plan, an exhibit section A
59:06 that shows the section of Newport Way, an exhibit for the
59:12 Abyssin side park area. And the last
59:18 exhibit is a visual analysis or view analysis of
59:23 the site from Juniper Street.
59:29 So, I'm going to go ahead and start my presentation for tonight. So,
59:34 this proposal, as indicated in our staff report, is generally compliant
59:40 with the site development permit requirements. My
59:45 presentation tonight will break it down into three
59:51 general topics. One is connectivity, the quality of open spaces
59:57 and the critical areas, and then the placemaking aspects
1:00:02 of the design.
1:00:22 And this actually consists of three different parcels
1:00:27 called out as Parcel B and C and Track B, as well
1:00:33 as the Abyssin property across the street. The frontage improvements include
1:00:39 a roundabout at Northwest Juniper and a storm detention, stormwater detention
1:00:45 vault on the Abyssin parcel. The project consists of two buildings,
1:00:50 an 86 -unit on Parcel B, and a 7 -unit apartment building on
1:00:56 Parcel C. So, location generally, or
1:01:02 this graphic shows where the general area of this project is,
1:01:07 and in terms of the whole Issaquah
1:01:12 boundaries, and to the north,
1:01:18 you can see that it's kind of in between where Lake Sammamish is and Tiger
1:01:23 Mountain, two of the major natural features in Issaquah.
1:01:29 This site is in central Issaquah and in the Gilman District. So, the
1:01:35 Gilman District vision states that the Gilman District is to complement the
1:01:41 strong retail focus of the district with significant future office and residential development,
1:01:47 and enhance Issaquah Creek and its buffers as an important link of the green necklace.
1:01:52 So, the site does not include the Issaquah Creek, anywhere close to it.
1:01:58 However, it does recognize the
1:02:03 residential and also the shopping district that's further
1:02:09 northeast of the property.
1:02:14 So, a little background about this project. This is actually part of a
1:02:19 preliminary subdivision plat.
1:02:24 Originally, the parcel, as you can see on the upper left -hand corner of the
1:02:30 screen, the original parcel is a larger triangular piece that
1:02:36 was subdivided and broken up into
1:02:40 10 single -family lots with track A,
1:02:46 which is a protected area of steep slopes, track B, which is also a protected
1:02:52 area of steep slopes, and then parcel B and C. So, parcel
1:02:58 B and C, as you can see here, are the properties that
1:03:03 we are reviewing tonight, as well as the Abusain parcel.
1:03:09 As far as zoning and adjacent land uses, so this is just a
1:03:15 quick view of what's around it. So, here's the project site, and here's the
1:03:21 Abusain parcel, and we have just north of it is the King County
1:03:27 Library Administration offices, and then just south of it is a mini
1:03:32 -storage, and as you go further east, there's a senior housing
1:03:38 development and also offices, and then a city property that's currently used
1:03:44 as the at -work site.
1:03:51 One is the Atlas Multifamily, and then the other one is the 7th and Locust
1:03:57 apartment buildings, also in the vicinity, and then here is the Target and
1:04:03 the large shopping center just
1:04:09 further north of it. And then as you go further south, you have the Issaquah
1:04:14 Valley Elementary School, which is roughly about half a mile from the
1:04:20 site. And on the east of the property, I'm sorry, on the
1:04:26 west of the property, which is actually a raised
1:04:32 area with the steep slopes, this is actually elevated, are single
1:04:37 -family homes. So, another view of the project, this time an aerial view,
1:04:43 to give it a little bit of context. So, over here is the hillside that
1:04:47 I was just talking about with the single -family homes. further west.
1:04:53 And you have, from the site, distant views of Tiger Mountain and the Issaquah Highlands.
1:04:59 Here is the King County Library with the Issaquah Common Shopping Center and the Target
1:05:04 store. Just, again, about half a mile from the site. And
1:05:10 as you go further north on Newport Way, basically, you will hit the
1:05:16 main shopping district of Issaquah, which is on Gilman Boulevard.
1:05:23 So, these are just some quick views of what's out there, existing conditions. So, we
1:05:28 see that Newport Way currently is a two -lane road, one -way each way. On
1:05:34 the side of the Inniswood property, there is no sidewalks. You do

1:05:49 has a pedestrian walkway and a planter strip that separates
1:05:55 it from the roadway and their parking lot. And the building is right here.
1:06:01 So, other things that you would consider, this is
1:06:07 now a view of Newport Way
1:06:48 Good evening, ladies and gentlemen. I'd like to welcome you to the public hearing for
1:06:51 SDP 16 -00006, the Enniswood
1:06:57 Multifamily Site Development Plan. This is a public meeting. We're not going to

1:13:47 And this actually consists of three different parcels,
1:13:52 called out as parcel B and C and track B, as well as
1:13:58 the Abyssin property across the street. The frontage improvements include
1:14:03 a roundabout at Northwest Juniper and a storm detention, stormwater detention
1:14:09 vault on the Abyssin parcel.
1:14:31 And in terms of the whole Issaquah
1:14:37 boundaries, and to the north,
1:14:43 you can see that it's kind of in between where Lake Sammamish is and Tiger
1:14:48 Mountain, two of the major natural features in Issaquah.
1:14:53 This site is in central Issaquah and in the Gilman District. So, the
1:14:59 Gilman District vision states that the Gilman District is to complement the

1:20:52 And once we complete that, then we'll give the applicant and
1:20:58 the city opportunities to be able to maybe provide some more information, and then we'll
1:21:02 move on. So welcome once again. The first order of business is to
1:21:08 look at the meeting minutes from October 19th. Does anybody
1:21:14 have any corrections or changes?
1:21:47 Mr. Chairman, I'd like to make a statement.
1:21:53 I live on the west side of the hill where this project is located.
1:21:59 I believe I can still be impartial. And if there's any problem with that,
1:22:05 being by my city on the board, I'd be happy to step down. Otherwise, I
1:22:10 will stay on. So that's a great introduction, Ray.
1:22:17 I just want the night off. He's a Cubs fan. There you go.
1:22:24 I've been hearing about that. Lucy Sloman, land development manager. I'm just going to run
1:22:28 us through a quick quasi -judicial introduction for this evening, which Ray has done a
1:22:33 better job of introducing than I probably will. Well, sites over three acres
1:22:39 or buildings of a certain size in central Issaquah come to you. are the decision
1:22:44 maker. And when you are the decision maker, it becomes a quasi -judicial permit.
1:22:55 To do that, we follow certain procedures, which has to do with noticing that all
1:23:01 discussion is on the record here, and that we also base our decision on the
1:23:06 substantive elements of the code.
1:23:16 So, I just have the commissioners read through these questions, and then I'll just ask
1:23:21 you for your yes or no answers.
1:23:35 No for me. So, how many are no's? How many has a yes,
1:23:41 which is the disclosure that Ray has already made? And then the other
1:23:47 piece has to do with ex parte contacts, which are discussion of this permit outside
1:23:53 the chambers and not on the record. Have any ex parte communications taken place?
1:23:59 No. Okay. So, does anyone in the audience wish to challenge any of the
1:24:05 commissioners' participation? Okay. Thank you.
1:24:37 I will be presenting the Innisfood apartment site development permit tonight. This is the
1:24:43 first of two discussions on this project. For tonight, as we
1:24:49 mentioned earlier, we're not making, or the development commission is
1:24:54 not being asked to make a decision. This is just an opportunity for staff to
1:24:59 present our recommendations and for the public and for the commission to provide us
1:25:05 with comments and questions that we will then address during the second
1:25:11 public or the second half of the public hearing, which is tentatively scheduled for November
1:25:27 So, before I start, I would like to make note that there
1:25:33 are five exhibits that are
1:25:38 submitted to the development commission tonight. The first one is a public comment submitted by
1:25:44 Ms. Connie Marsh. And then there are four drawings that consist
1:25:50 of an exhibit called rendered site plan, an exhibit section A
1:25:55 that shows the section of Newport Way, an exhibit for the
1:26:01 Abyssin side park area. And the last
1:26:07 exhibit is a visual analysis or view analysis of
1:26:12 the site from Juniper Street.
1:26:18 So, I'm going to go ahead and start my presentation for tonight. So,
1:26:23 this proposal, as indicated in our staff report, is generally compliant
1:26:29 with the site development permit requirements. My
1:26:34 presentation tonight will break it down into three
1:26:40 general topics. One is connectivity, the quality of open spaces
1:26:45 and the critical areas, and then the placemaking aspects
1:26:51 of the design.
1:27:11 And this actually consists of three different parcels,
1:27:17 called out as parcel B and C and track B, as well as
1:27:22 the Abyssin property across the street. The frontage improvements include
1:27:28 a roundabout at Northwest Juniper and a storm detention, stormwater detention
1:27:34 vault on the Abyssin parcel.
1:27:55 And in terms of the whole Issaquah
1:28:01 boundaries, and to the north,
1:28:07 you can see that it's kind of in between where Lake Sammamish is and Tiger
1:28:12 Mountain, two of the major natural features in Issaquah.
1:28:18 This site is in central Issaquah and in the Gilman District. So, the
1:28:24 Gilman District vision states that the Gilman District is to complement the
1:28:30 strong retail focus of the district with significant future office and residential development,
1:28:36 and enhance Issaquah Creek and its buffers as an important link of the green necklace.
1:28:41 So, the site does not include the Issaquah Creek anywhere close to it.
1:28:47 However, it does recognize the
1:28:52 residential and also the shopping district that's further
1:28:58 northwest of the, I'm sorry, northeast of the property.
1:29:03 So, a little background about this project. This is actually part of a
1:29:08 preliminary subdivision plat.
1:29:13 Originally, the parcel, as you can see on the upper left -hand corner of the
1:29:19 screen, The original parcel is a larger triangular piece that
1:29:25 was subdivided and broken up into
1:29:29 10 single -family lots with track A,
1:29:35 which is a protected area of steep slopes, track B, which is also a protected
1:29:41 area of steep slopes, and then parcel B and C. So, parcel
1:29:47 B and C, as you can see here, are the properties that
1:29:52 we are reviewing tonight, as well as the Abusain parcel.
1:29:58 As far as zoning and adjacent land uses, so this is just a
1:30:04 quick view of what's around it. So, here's the project site, and here's the
1:30:10 Abusain parcel, and we have just north of it is the King County
1:30:16 Library Administration offices, and then just south of it is a mini
1:30:21 storage, and as you go further east, there's a senior housing
1:30:27 development, and also offices, and then a city property that's currently used
1:30:33 as the at -work site.
1:30:40 One is the Atlas Multifamily, and then the other one is the Seventh and Locust
1:30:46 apartment buildings, also in the vicinity. And then here is the Target and
1:30:52 the large shopping center just
1:30:58 further north of it. And then as you go further south, you have the Issaquah
1:31:03 Valley Elementary School, which is roughly about half a mile from the
1:31:09 site. And on the
1:31:13 west of the property, which is actually
1:31:18 a raised area with the steep
1:31:23 slopes, this is actually elevated, are single -family homes.
1:31:29 So, another view of the project, this time an aerial view to give it a
1:31:33 little bit of context. So, over here is the hillside that I was just talking
1:31:37 about with the single -family homes further west. And you
1:31:43 have from the site distant views of Tiger Mountain and the Issaquah Highlands.
1:31:48 Here is the King County Library with the Issaquah Common Shopping Center and the Target
1:31:53 store, just again about half a mile from the site. And
1:31:59 as you go further north on Newport Way, basically, you will hit the
1:32:05 main shopping district of Issaquah, which is on Gilman Boulevard.
1:32:12 So, these are just some quick views of what's out there, existing conditions. So, we
1:32:17 see that Newport Way currently is a two -lane road, one -way each way. On
1:32:23 the side of the Inneswood property, there is no sidewalks. You do
1:32:29 have a fog line to kind of separate where the travel lane is. On the
1:32:33 right, you see the King County Public Library Administration offices, which
1:32:38 has a pedestrian walkway and a planter strip that separates
1:32:44 it from the roadway and their parking lot, and the building is right here.
1:33:37 Good evening, ladies and gentlemen. I'd like to welcome you to the public hearing for
1:33:40 SDP 16 -00006, the Enniswood
1:33:46 Multifamily Site Development Plan. This is a public meeting. We're not going to
1:33:52 make a decision tonight, or our intention is not to make a decision tonight, but
1:33:55 what we really are doing is seeking public input, questions, and we'll be
1:34:01 trying to get some answers as well. So welcome. We have a few administrative duties
1:34:05 that we're going to have to complete. Then we'll get a presentation from the city
1:34:09 and the applicant, and then I'll open the meeting to public comments. If you wish
1:34:12 to make public comments, I'd really appreciate you signing in on the front table here.
1:34:17 And once we complete that, then we'll give the applicant and
1:34:23 the city opportunities to be able to maybe provide some more information, and then we'll
1:34:27 move on. So welcome once again. The first order of business is to
1:34:32 look at the meeting minutes from October 19th. Does anybody
1:34:38 have any corrections or changes?
1:35:12 Mr. Chairman, I'd like to make a statement.
1:35:18 I live on the west side of the hill where this project is located.
1:35:24 I believe I can still be impartial. And if there's any problem with that,
1:35:30 being by my city on the board, I'd be happy to step down. Otherwise, I
1:35:35 will stay on. So that's a great introduction, Ray.
1:35:42 I just want the night off. He's a Cubs fan. There you go.
1:35:48 I've been hearing about that. Lucy Sloman, land development manager. I'm just going to run
1:35:53 us through a quick quasi -judicial introduction for this evening, which Ray has done a
1:35:57 better job of introducing than I probably will. Well, sites over three acres
1:36:03 or buildings of a certain size in central Issaquah come to you. are the decision
1:36:08 maker. And when you are the decision maker, it becomes a quasi -judicial permit.
1:36:20 To do that, we follow certain procedures, which has to do with noticing that all
1:36:26 discussion is on the record here, and that we also base our decision on the
1:36:31 substantive elements of the code.
1:36:41 So, I just have the commissioners read through these questions, and then I'll just ask
1:36:46 you for your yes or no answers.
1:37:00 No for me. So, how many are no's? How many has a yes,
1:37:05 which is the disclosure that Ray has already made? And then the other
1:37:11 piece has to do with ex parte contacts, which are discussion of this permit outside
1:37:17 the chambers and not on the record. Have any ex parte communications taken place?
1:37:24 No. Okay. So, does anyone in the audience wish to challenge any of the
1:37:30 commissioners' participation? Okay. Thank you.
1:38:01 I will be presenting the Innisfood apartment site development permit tonight. This is the
1:38:07 first of two discussions on this project. For tonight, as we
1:38:13 mentioned earlier, we're not making, or the development commission is

1:38:29 with comments and questions that we will then address during the second
1:38:35 public or the second half of the public hearing, which is tentatively scheduled for November
1:38:52 So, before I start, I would like to make note that there
1:38:57 are five exhibits that are
1:39:03 submitted to the development commission tonight. The first one is a public comment submitted by
1:39:09 Ms. Connie Marsh. And then there are four drawings that consist
1:39:14 of an exhibit called rendered site plan, an exhibit section A
1:39:20 that shows the section of Newport Way, an exhibit for the
1:39:25 Abyssin side park area. And the last
1:39:31 exhibit is a visual analysis or view analysis of
1:39:36 the site from Juniper Street.
1:39:42 So, I'm going to go ahead and start my presentation for tonight. So,
1:39:48 this proposal, as indicated in our staff report, is generally compliant

1:40:10 and the critical areas, and then the placemaking aspects
1:40:16 of the design.
1:40:36 And this actually consists of three different parcels,
1:40:41 called out as parcel B and C and track B, as well as
1:40:47 the Abyssin property across the street. The frontage improvements include
1:40:52 a roundabout at Northwest Juniper and a storm detention, stormwater detention
1:40:58 vault on the Abyssin parcel.
1:41:20 And in terms of the whole Issaquah
1:41:26 boundaries, and to the north,
1:41:32 you can see that it's kind of in between where Lake Sammamish is and Tiger
1:41:37 Mountain, two of the major natural features in Issaquah.
1:41:42 This site is in central Issaquah and in the Gilman District. So, the
1:41:48 Gilman District vision states that the Gilman District is to complement the
1:41:54 strong retail focus of the district with significant future office and residential development,

1:42:06 So, the site does not include the Issaquah Creek anywhere close to it.
1:42:12 However, it does recognize the

2:00:26 Good evening, ladies and gentlemen. I'd like to welcome you to the public hearing for
2:00:29 SDP 16 -00006, the Enniswood
2:00:35 Multifamily Site Development Plan. This is a public meeting. We're not going to
2:00:41 make a decision tonight, or our intention is not to make a decision tonight, but
2:00:44 what we really are doing is seeking public input, questions, and we'll be
2:00:50 trying to get some answers as well. So welcome. We have a few administrative duties
2:00:54 that we're going to have to complete. Then we'll get a presentation from the city
2:00:58 and the applicant, and then I'll open the meeting to public comments. If you wish
2:01:01 to make public comments, I'd really appreciate you signing in on the front table here.
2:01:06 And once we complete that, then we'll give the applicant and
2:01:12 the city opportunities to be able to maybe provide some more information, and then we'll
2:01:16 move on. So welcome once again. The first order of business is to
2:01:21 look at the meeting minutes from October 19th. Does anybody
2:01:27 have any corrections or changes?
2:02:01 Mr. Chairman, I'd like to make a statement.
2:02:07 I live on the west side of the hill where this project is located.
2:02:13 I believe I can still be impartial. And if there's any problem with that,
2:02:19 being by my city on the board, I'd be happy to step down. Otherwise, I
2:02:24 will stay on. So that's a great introduction, Ray.
2:02:31 I just want the night off. He's a Cubs fan. There you go.
2:02:37 I've been hearing about that. Lucy Sloman, land development manager. I'm just going to run
2:02:42 us through a quick quasi -judicial introduction for this evening, which Ray has done a
2:02:46 better job of introducing than I probably will. Well, sites over three acres
2:02:52 or buildings of a certain size in central Issaquah come to you. are the decision
2:02:57 maker. And when you are the decision maker, it becomes a quasi -judicial permit.
2:03:09 To do that, we follow certain procedures, which has to do with noticing that all
2:03:15 discussion is on the record here, and that we also base our decision on the
2:03:20 substantive elements of the code.
2:03:30 So, I just have the commissioners read through these questions, and then I'll just ask
2:03:35 you for your yes or no answers.
2:03:49 No for me. So, how many are no's? How many has a yes,
2:03:54 which is the disclosure that Ray has already made? And then the other
2:04:00 piece has to do with ex parte contacts, which are discussion of this permit outside
2:04:06 the chambers and not on the record. Have any ex parte communications taken place?
2:04:13 No. Okay. So, does anyone in the audience wish to challenge any of the
2:04:19 commissioners' participation? Okay. Thank you.
2:04:50 I will be presenting the Innisfood apartment site development permit tonight. This is the
2:04:56 first of two discussions on this project. For tonight, as we
2:05:02 mentioned earlier, we're not making, or the development commission is
2:05:08 not being asked to make a decision. This is just an opportunity for staff to
2:05:12 present our recommendations and for the public and for the commission to provide us
2:05:18 with comments and questions that we will then address during the second
2:05:24 public or the second half of the public hearing, which is tentatively scheduled for November
2:05:41 So, before I start, I would like to make note that there
2:05:46 are five exhibits that are
2:05:52 submitted to the development commission tonight. The first one is a public comment submitted by
2:05:58 Ms. Connie Marsh. And then there are four drawings that consist
2:06:03 of an exhibit called Render Site Plan, an exhibit section A
2:06:09 that shows the section of Newport Way, an exhibit for the
2:06:14 Abyssin side park area. And the last
2:06:20 exhibit is a visual analysis or view analysis of
2:06:25 the site from Juniper Street.
2:06:31 So, I'm going to go ahead and start my presentation for tonight. So,
2:06:37 this proposal, as indicated in our staff report, is generally compliant
2:06:43 with the site development permit requirements. My
2:06:47 presentation tonight will break it down into three
2:06:53 general topics. One is connectivity, the quality of open spaces
2:06:59 and the critical areas, and then the placemaking aspects
2:07:05 of the design.
2:07:25 And this actually consists of three different parcels
2:07:30 called out as Parcel B and C and Track B, as well
2:07:36 as the Abyssin property across the street. The frontage improvements include
2:07:42 a roundabout at Northwest Juniper and a storm detention, stormwater detention
2:07:47 vault on the Abyssin parcel. The project consists of two buildings,
2:07:53 an 86 -unit on Parcel B, and a 7 -unit apartment building on
2:07:59 Parcel C. So, location generally, or
2:08:04 this graphic shows where the general area of this project is,
2:08:09 and in terms of the whole Issaquah
2:08:15 boundaries, and to the north,
2:08:21 you can see that it's kind of in between where Lake Sammamish is and Tiger
2:08:26 Mountain, two of the major natural features in Issaquah.
2:08:31 This site is in central Issaquah and in the Gilman District. So, the
2:08:37 Gilman District vision states that the Gilman District is to complement the
2:08:43 strong retail focus of the district with significant future office and residential development,
2:08:49 and enhance Issaquah Creek and its buffers as an important link of the green necklace.
2:08:55 So, the site does not include the Issaquah Creek, anywhere close to it.
2:09:00 However, it does recognize the
2:09:06 residential and also the shopping district that's further
2:09:11 northeast of the property.
2:09:16 So, a little background about this project. This is actually part of a
2:09:21 preliminary subdivision plat.
2:09:27 Originally, the parcel, as you can see on the upper left -hand corner of the
2:09:33 screen, the original parcel is a larger triangular piece that
2:09:38 was subdivided and broken up into
2:09:43 10 single -family lots with track A,
2:09:49 which is a protected area of steep slopes, track B, which is also a protected
2:09:55 area of steep slopes, and then parcel B and C. So, parcel
2:10:00 B and C, as you can see here, are the properties that
2:10:06 we are reviewing tonight, as well as the Abusain parcel.
2:10:12 As far as zoning and adjacent land uses, so this is just a
2:10:18 quick view of what's around it. So, here's the project site, and here's the
2:10:23 Abusain parcel, and we have just north of it is the King County
2:10:29 Library Administration offices, and then just south of it is a mini
2:10:35 -storage, and as you go further east, there's a senior housing
2:10:40 development and also offices, and then a city property that's currently used
2:10:46 as the at -work site.
2:10:54 One is the Atlas Multifamily, and then the other one is the 7th and Locust
2:10:59 apartment buildings, also in the vicinity, and then here is the Target and
2:11:05 the large shopping center just
2:11:11 further north of it. And then as you go further south, you have the Issaquah
2:11:17 Valley Elementary School, which is roughly about half a mile from the
2:11:23 site. And on the east of the property, I'm sorry, on the
2:11:29 west of the property, which is actually a raised
2:11:34 area with the steep slopes, this is actually elevated, are single
2:11:40 -family homes. So, another view of the project, this time an aerial view,
2:11:46 to give it a little bit of context. So, over here is the hillside that
2:11:50 I was just talking about with the single -family homes. further west.
2:11:56 And you have, from the site, distant views of Tiger Mountain and the Issaquah Highlands.
2:12:02 Here is the King County Library with the Issaquah Common Shopping Center and the Target
2:12:07 store. Just, again, about half a mile from the site. And
2:12:13 as you go further north on Newport Way, basically, you will hit the
2:12:19 main shopping district of Issaquah, which is on Gilman Boulevard.
2:12:25 So, these are just some quick views of what's out there, existing conditions. So, we
2:12:31 see that Newport Way currently is a two -lane road, one -way each way. On
2:12:37 the side of the Inniswood property, there is no sidewalks. You do
2:12:42 have a fog line to kind of separate where the travel lane is. On the
2:12:46 right, you see the King County Public Library which
2:12:52 has a pedestrian walkway and a planter strip that separates
2:12:58 it from the roadway and their parking lot. And the building is right here.
2:13:04 So, other things that you would consider, this is
2:13:10 now a view of Newport Way
2:13:50 Good evening, ladies and gentlemen. I'd like to welcome you to the public hearing for
2:13:54 SDP 16 -00006, the Enniswood
2:13:59 Multifamily Site Development Plan. This is a public meeting. We're not going to
2:14:05 make a decision tonight, or our intention is not to make a decision tonight, but
2:14:08 what we really are doing is seeking public input, questions, and we'll be
2:14:14 trying to get some answers as well. So welcome. We have a few administrative duties
2:14:18 that we're going to have to complete. Then we'll get a presentation from the city
2:14:22 and the applicant, and then I'll open the meeting to public comments. If you wish
2:14:26 to make public comments, I'd really appreciate you signing in on the front table here.
2:14:30 And once we complete that, then we'll give the applicant and
2:14:36 the city opportunities to be able to maybe provide some more information, and then we'll
2:14:40 move on. So welcome once again. The first order of business is to
2:14:46 look at the meeting minutes from October 19th. Does anybody
2:14:52 have any corrections or changes?
2:15:25 Mr. Chairman, I'd like to make a statement.
2:15:31 I live on the west side of the hill where this project is located.
2:15:37 I believe I can still be impartial. And if there's any problem with that,
2:15:43 being by my city on the board, I'd be happy to step down. Otherwise, I
2:15:48 will stay on. So that's a great introduction, Ray.
2:15:55 I just want the night off. He's a Cubs fan. There you go.
2:16:02 I've been hearing about that. Lucy Sloman, land development manager. I'm just going to run
2:16:06 us through a quick quasi -judicial introduction for this evening, which Ray has done a
2:16:11 better job of introducing than I probably will. Well, sites over three acres
2:16:17 or buildings of a certain size in central Issaquah come to you. are the decision
2:16:22 maker. And when you are the decision maker, it becomes a quasi -judicial permit.
2:16:33 To do that, we follow certain procedures, which has to do with noticing that all
2:16:39 discussion is on the record here, and that we also base our decision on the
2:16:44 substantive elements of the code.
2:16:54 So, I just have the commissioners read through these questions, and then I'll just ask
2:16:59 you for your yes or no answers.
2:17:13 No for me. So, how many are no's? How many has a yes,
2:17:19 which is the disclosure that Ray has already made? And then the other
2:17:25 piece has to do with ex parte contacts, which are discussion of this permit outside
2:17:31 the chambers and not on the record. Have any ex parte communications taken place?
2:17:37 No. Okay. So, does anyone in the audience wish to challenge any of the
2:17:43 commissioners' participation? Okay. Thank you.
2:18:15 I will be presenting the Innisfood apartment site development permit tonight. This is the
2:18:21 first of two discussions on this project. For tonight, as we
2:18:27 mentioned earlier, we're not making, or the development commission is

2:19:05 So, before I start, I would like to make note that there
2:19:10 are five exhibits that are
2:19:16 submitted to the development commission tonight. The first one is a public comment submitted by

2:19:39 Abyssin side park area. And the last
2:19:45 exhibit is a visual analysis or view analysis of
2:19:50 the site from Juniper Street.
2:19:56 So, I'm going to go ahead and start my presentation for tonight. So,
2:20:01 this proposal, as indicated in our staff report, is generally compliant
2:20:07 with the site development permit requirements. My
2:20:12 presentation tonight will break it down into three
2:20:18 general topics. One is connectivity, the quality of open spaces
2:20:23 and the critical areas, and then the placemaking aspects
2:20:29 of the design.
2:20:49 And this actually consists of three different parcels,
2:20:55 called out as parcel B and C and track B, as well as
2:21:00 the Abyssin property across the street. The frontage improvements include
2:21:06 a roundabout at Northwest Juniper and a storm detention, stormwater detention
2:21:12 vault on the Abyssin parcel.
2:21:33 And in terms of the whole Issaquah
2:21:39 boundaries, and to the north,
2:21:45 you can see that it's kind of in between where Lake Sammamish is and Tiger
2:21:50 Mountain, two of the major natural features in Issaquah.
2:21:56 This site is in central Issaquah and in the Gilman District. So, the
2:22:02 Gilman District vision states that the Gilman District is to complement the
2:22:08 strong retail focus of the district with significant future office and residential development,

2:22:25 However, it does recognize the

2:22:41 So, a little background about this project. This is actually part of a

2:24:18 One is the Atlas Multifamily, and then the other one is the Seventh and Locust

2:38:40 about with the single -family homes further west. And you
2:38:45 have from the site distant views of Tiger Mountain and the Issaquah Highlands.
2:38:51 Here is the King County Library with the Issaquah Common Shopping Center and the Target
2:38:56 store, just again about half a mile from the site. And
2:39:02 as you go further north on Newport Way, basically, you will hit the
2:39:08 main shopping district of Issaquah, which is on Gilman Boulevard.
2:39:14 So, these are just some quick views of what's out there, existing conditions. So, we
2:39:20 see that Newport Way currently is a two -lane road, one -way each way. On
2:39:26 the side of the Inneswood property, there is no sidewalks. You do
2:39:31 have a fog line to kind of separate where the travel lane is. On the
2:39:35 right, you see the King County Public Library Administration offices, which
2:39:41 has a pedestrian walkway and a planter strip that separates
2:39:47 it from the roadway and their parking lot, and the building is right here.
2:40:39 Good evening, ladies and gentlemen. I'd like to welcome you to the public hearing for
2:40:43 SDP 16 -00006, the Enniswood
2:40:48 Multifamily Site Development Plan. This is a public meeting. We're not going to
2:40:54 make a decision tonight, or our intention is not to make a decision tonight, but
2:40:57 what we really are doing is seeking public input, questions, and we'll be
2:41:03 trying to get some answers as well. So welcome. We have a few administrative duties
2:41:07 that we're going to have to complete. Then we'll get a presentation from the city
2:41:11 and the applicant, and then I'll open the meeting to public comments. If you wish
2:41:15 to make public comments, I'd really appreciate you signing in on the front table here.
2:41:19 And once we complete that, then we'll give the applicant and
2:41:25 the city opportunities to be able to maybe provide some more information, and then we'll
2:41:29 move on. So welcome once again. The first order of business is to
2:41:35 look at the meeting minutes from October 19th. Does anybody
2:41:41 have any corrections or changes?
2:42:14 Mr. Chairman, I'd like to make a statement.
2:42:20 I live on the west side of the hill where this project is located.
2:42:26 I believe I can still be impartial. And if there's any problem with that,
2:42:32 being by my city on the board, I'd be happy to step down. Otherwise, I
2:42:37 will stay on. So that's a great introduction, Ray.
2:42:44 I just want the night off. He's a Cubs fan. There you go.
2:42:51 I've been hearing about that. Lucy Sloman, land development manager. I'm just going to run
2:42:55 us through a quick quasi -judicial introduction for this evening, which Ray has done a
2:43:00 better job of introducing than I probably will. Well, sites over three acres
2:43:06 or buildings of a certain size in central Issaquah come to you. are the decision
2:43:11 maker. And when you are the decision maker, it becomes a quasi -judicial permit.
2:43:22 To do that, we follow certain procedures, which has to do with noticing that all
2:43:28 discussion is on the record here, and that we also base our decision on the
2:43:33 substantive elements of the code.
2:43:43 So, I just have the commissioners read through these questions, and then I'll just ask
2:43:48 you for your yes or no answers.
2:44:02 No for me. So, how many are no's? How many has a yes,
2:44:08 which is the disclosure that Ray has already made? And then the other
2:44:14 piece has to do with ex parte contacts, which are discussion of this permit outside
2:44:20 the chambers and not on the record. Have any ex parte communications taken place?
2:44:26 No. Okay. So, does anyone in the audience wish to challenge any of the
2:44:32 commissioners' participation? Okay. Thank you.
2:45:04 I will be presenting the Innisfood apartment site development permit tonight. This is the
2:45:10 first of two discussions on this project. For tonight, as we
2:45:16 mentioned earlier, we're not making, or the development commission is
2:45:21 not being asked to make a decision. This is just an opportunity for staff to
2:45:26 present our recommendations and for the public and for the commission to provide us
2:45:32 with comments and questions that we will then address during the second
2:45:38 public or the second half of the public hearing, which is tentatively scheduled for November
2:45:54 So, before I start, I would like to make note that there
2:45:59 are five exhibits that are
2:46:05 submitted to the development commission tonight. The first one is a public comment submitted by
2:46:11 Ms. Connie Marsh. And then there are four drawings that consist
2:46:17 of an exhibit called rendered site plan, an exhibit section A
2:46:22 that shows the section of Newport Way, an exhibit for the
2:46:28 Abyssin side park area. And the last
2:46:34 exhibit is a visual analysis or view analysis of
2:46:39 the site from Juniper Street.
2:46:45 So, I'm going to go ahead and start my presentation for tonight. So,
2:46:50 this proposal, as indicated in our staff report, is generally compliant
2:46:56 with the site development permit requirements. My
2:47:01 presentation tonight will break it down into three
2:47:07 general topics. One is connectivity, the quality of open spaces
2:47:12 and the critical areas, and then the placemaking aspects
2:47:18 of the design.
2:47:38 And this actually consists of three different parcels,
2:47:44 called out as parcel B and C and track B, as well as
2:47:49 the Abyssin property across the street. The frontage improvements include
2:47:55 a roundabout at Northwest Juniper and a storm detention, stormwater detention
2:48:01 vault on the Abyssin parcel.
2:48:22 And in terms of the whole Issaquah
2:48:28 boundaries, and to the north,
2:48:34 you can see that it's kind of in between where Lake Sammamish is and Tiger
2:48:39 Mountain, two of the major natural features in Issaquah.
2:48:45 This site is in central Issaquah and in the Gilman District. So, the
2:48:51 Gilman District vision states that the Gilman District is to complement the
2:48:57 strong retail focus of the district with significant future office and residential development,
2:49:03 and enhance Issaquah Creek and its buffers as an important link of the green necklace.
2:49:08 So, the site does not include the Issaquah Creek anywhere close to it.
2:49:14 However, it does recognize the
2:49:19 residential and also the shopping district that's further
2:49:25 northwest of the, I'm sorry, northeast of the property.
2:49:30 So, a little background about this project. This is actually part of a
2:49:35 preliminary subdivision plat.
2:49:40 Originally, the parcel, as you can see on the upper left -hand corner of the
2:49:46 screen, The original parcel is a larger triangular piece that
2:49:52 was subdivided and broken up into
2:49:56 10 single -family lots with track A,
2:50:02 which is a protected area of steep slopes, track B, which is also a protected
2:50:08 area of steep slopes, and then parcel B and C. So, parcel
2:50:14 B and C, as you can see here, are the properties that
2:50:19 we are reviewing tonight, as well as the Abusain parcel.
2:50:25 As far as zoning and adjacent land uses, so this is just a
2:50:31 quick view of what's around it. So, here's the project site, and here's the
2:50:37 Abusain parcel, and we have just north of it is the King County
2:50:43 Library Administration offices, and then just south of it is a mini
2:50:48 storage, and as you go further east, there's a senior housing
2:50:54 development, and also offices, and then a city property that's currently used
2:51:00 as the at -work site.
2:51:07 One is the Atlas Multifamily, and then the other one is the Seventh and Locust
2:51:13 apartment buildings, also in the vicinity. And then here is the Target and
2:51:19 the large shopping center just
2:51:25 further north of it. And then as you go further south, you have the Issaquah
2:51:30 Valley Elementary School, which is roughly about half a mile from the
2:51:36 site. And on the
2:51:40 west of the property, which is actually
2:51:45 a raised area with the steep
2:51:50 slopes, this is actually elevated, are single -family homes.
2:51:56 So, another view of the project, this time an aerial view to give it a
2:52:00 little bit of context. So, over here is the hillside that I was just talking
2:52:04 about with the single -family homes further west. And you
2:52:10 have from the site distant views of Tiger Mountain and the Issaquah Highlands.
2:52:15 Here is the King County Library with the Issaquah Common Shopping Center and the Target
2:52:20 store, just again about half a mile from the site. And
2:52:26 as you go further north on Newport Way, basically, you will hit the
2:52:32 main shopping district of Issaquah, which is on Gilman Boulevard.
2:52:39 So, these are just some quick views of what's out there, existing conditions. So, we
2:52:44 see that Newport Way currently is a two -lane road, one -way each way. On
2:52:50 the side of the Inneswood property, there is no sidewalks. You do
2:52:56 have a fog line to kind of separate where the travel lane is. On the
2:53:00 right, you see the King County Public Library Administration offices, which
2:53:05 has a pedestrian walkway and a planter strip that separates
2:53:11 it from the roadway and their parking lot, and the building is right here.
2:54:04 Good evening, ladies and gentlemen. I'd like to welcome you to the public hearing for
2:54:07 SDP 16 -00006, the Enniswood
2:54:13 Multifamily Site Development Plan. This is a public meeting. We're not going to
2:54:19 make a decision tonight, or our intention is not to make a decision tonight, but
2:54:22 what we really are doing is seeking public input, questions, and we'll be
2:54:28 trying to get some answers as well. So welcome. We have a few administrative duties
2:54:32 that we're going to have to complete. Then we'll get a presentation from the city
2:54:36 and the applicant, and then I'll open the meeting to public comments. If you wish
2:54:39 to make public comments, I'd really appreciate you signing in on the front table here.
2:54:44 And once we complete that, then we'll give the applicant and
2:54:50 the city opportunities to be able to maybe provide some more information, and then we'll
2:54:54 move on. So welcome once again. The first order of business is to
2:54:59 look at the meeting minutes from October 19th. Does anybody
2:55:05 have any corrections or changes?
2:55:39 Mr. Chairman, I'd like to make a statement.
2:55:45 I live on the west side of the hill where this project is located.
2:55:51 I believe I can still be impartial. And if there's any problem with that,
2:55:57 being by my city on the board, I'd be happy to step down. Otherwise, I
2:56:02 will stay on. So that's a great introduction, Ray.
2:56:09 I just want the night off. He's a Cubs fan. There you go.
2:56:15 I've been hearing about that. Lucy Sloman, land development manager. I'm just going to run
2:56:20 us through a quick quasi -judicial introduction for this evening, which Ray has done a
2:56:24 better job of introducing than I probably will. Well, sites over three acres
2:56:30 or buildings of a certain size in central Issaquah come to you. are the decision
2:56:35 maker. And when you are the decision maker, it becomes a quasi -judicial permit.
2:56:47 To do that, we follow certain procedures, which has to do with noticing that all
2:56:53 discussion is on the record here, and that we also base our decision on the
2:56:58 substantive elements of the code.
2:57:08 So, I just have the commissioners read through these questions, and then I'll just ask
2:57:13 you for your yes or no answers.
2:57:27 No for me. So, how many are no's? How many has a yes,
2:57:32 which is the disclosure that Ray has already made? And then the other
2:57:38 piece has to do with ex parte contacts, which are discussion of this permit outside
2:57:44 the chambers and not on the record. Have any ex parte communications taken place?
2:57:51 No. Okay. So, does anyone in the audience wish to challenge any of the
2:57:57 commissioners' participation? Okay. Thank you.
2:58:28 I will be presenting the Innisfood apartment site development permit tonight. This is the

3:01:03 And this actually consists of three different parcels,

3:17:56 One is the Atlas Multifamily, and then the other one is the Seventh and Locust
3:18:02 apartment buildings, also in the vicinity. And then here is the Target and
3:18:08 the large shopping center just
3:18:14 further north of it. And then as you go further south, you have the Issaquah
3:18:19 Valley Elementary School, which is roughly about half a mile from the
3:18:25 site. And on the
3:18:29 west of the property, which is actually
3:18:34 a raised area with the steep
3:18:39 slopes, this is actually elevated, are single -family homes.
3:18:45 So, another view of the project, this time an aerial view to give it a
3:18:49 little bit of context. So, over here is the hillside that I was just talking
3:18:53 about with the single -family homes further west. And you
3:18:59 have from the site distant views of Tiger Mountain and the Issaquah Highlands.
3:19:04 Here is the King County Library with the Issaquah Common Shopping Center and the Target
3:19:09 store, just again about half a mile from the site. And
3:19:15 as you go further north on Newport Way, basically, you will hit the
3:19:21 main shopping district of Issaquah, which is on Gilman Boulevard.
3:19:28 So, these are just some quick views of what's out there, existing conditions. So, we
3:19:33 see that Newport Way currently is a two -lane road, one -way each way. On
3:19:39 the side of the Inneswood property, there is no sidewalks. You do
3:19:45 have a fog line to kind of separate where the travel lane is. On the
3:19:49 right, you see the King County Public Library Administration offices, which
3:19:54 has a pedestrian walkway and a planter strip that separates
3:20:00 it from the roadway and their parking lot, and the building is right here.
3:20:53 Good evening, ladies and gentlemen. I'd like to welcome you to the public hearing for
3:20:56 SDP 16 -00006, the Enniswood
3:21:02 Multifamily Site Development Plan. This is a public meeting. We're not going to
3:21:08 make a decision tonight, or our intention is not to make a decision tonight, but
3:21:11 what we really are doing is seeking public input, questions, and we'll be
3:21:17 trying to get some answers as well. So welcome. We have a few administrative duties
3:21:21 that we're going to have to complete. Then we'll get a presentation from the city
3:21:25 and the applicant, and then I'll open the meeting to public comments. If you wish
3:21:28 to make public comments, I'd really appreciate you signing in on the front table here.
3:21:33 And once we complete that, then we'll give the applicant and
3:21:39 the city opportunities to be able to maybe provide some more information, and then we'll
3:21:43 move on. So welcome once again. The first order of business is to
3:21:48 look at the meeting minutes from October 19th. Does anybody
3:21:54 have any corrections or changes?
3:22:28 Mr. Chairman, I'd like to make a statement.
3:22:34 I live on the west side of the hill where this project is located.
3:22:40 I believe I can still be impartial. And if there's any problem with that,
3:22:46 being by my city on the board, I'd be happy to step down. Otherwise, I
3:22:51 will stay on. So that's a great introduction, Ray.
3:22:58 I just want the night off. He's a Cubs fan. There you go.
3:23:04 I've been hearing about that. Lucy Sloman, land development manager. I'm just going to run
3:23:09 us through a quick quasi -judicial introduction for this evening, which Ray has done a
3:23:13 better job of introducing than I probably will. Well, sites over three acres
3:23:19 or buildings of a certain size in central Issaquah come to you. are the decision
3:23:24 maker. And when you are the decision maker, it becomes a quasi -judicial permit.
3:23:36 To do that, we follow certain procedures, which has to do with noticing that all
3:23:42 discussion is on the record here, and that we also base our decision on the
3:23:47 substantive elements of the code.
3:23:57 So, I just have the commissioners read through these questions, and then I'll just ask
3:24:02 you for your yes or no answers.
3:24:16 No for me. So, how many are no's? How many has a yes,
3:24:21 which is the disclosure that Ray has already made? And then the other
3:24:27 piece has to do with ex parte contacts, which are discussion of this permit outside
3:24:33 the chambers and not on the record. Have any ex parte communications taken place?
3:24:40 No. Okay. So, does anyone in the audience wish to challenge any of the
3:24:46 commissioners' participation? Okay. Thank you.
3:25:17 I will be presenting the Innisfood apartment site development permit tonight. This is the
3:25:23 first of two discussions on this project. For tonight, as we
3:25:29 mentioned earlier, we're not making, or the development commission is
3:25:35 not being asked to make a decision. This is just an opportunity for staff to
3:25:39 present our recommendations and for the public and for the commission to provide us
3:25:45 with comments and questions that we will then address during the second
3:25:51 public or the second half of the public hearing, which is tentatively scheduled for November
3:26:08 So, before I start, I would like to make note that there
3:26:13 are five exhibits that are
3:26:19 submitted to the development commission tonight. The first one is a public comment submitted by
3:26:25 Ms. Connie Marsh. And then there are four drawings that consist
3:26:30 of an exhibit called Render Site Plan, an exhibit section A
3:26:36 that shows the section of Newport Way, an exhibit for the
3:26:41 Abyssin side park area. And the last
3:26:47 exhibit is a visual analysis or view analysis of
3:26:52 the site from Juniper Street.
3:26:58 So, I'm going to go ahead and start my presentation for tonight. So,
3:27:04 this proposal, as indicated in our staff report, is generally compliant
3:27:10 with the site development permit requirements. My
3:27:14 presentation tonight will break it down into three
3:27:20 general topics. One is connectivity, the quality of open spaces
3:27:26 and the critical areas, and then the placemaking aspects
3:27:31 of the design.
3:27:52 And this actually consists of three different parcels
3:27:57 called out as Parcel B and C and Track B, as well
3:28:03 as the Abyssin property across the street. The frontage improvements include
3:28:08 a roundabout at Northwest Juniper and a storm detention, stormwater detention
3:28:14 vault on the Abyssin parcel. The project consists of two buildings,
3:28:20 an 86 -unit on Parcel B, and a 7 -unit apartment building on
3:28:26 Parcel C. So, location generally, or
3:28:31 this graphic shows where the general area of this project is,
3:28:36 and in terms of the whole Issaquah
3:28:42 boundaries, and to the north,
3:28:48 you can see that it's kind of in between where Lake Sammamish is and Tiger
3:28:53 Mountain, two of the major natural features in Issaquah.
3:28:58 This site is in central Issaquah and in the Gilman District. So, the
3:29:04 Gilman District vision states that the Gilman District is to complement the
3:29:10 strong retail focus of the district with significant future office and residential development,
3:29:16 and enhance Issaquah Creek and its buffers as an important link of the green necklace.
3:29:22 So, the site does not include the Issaquah Creek, anywhere close to it.
3:29:27 However, it does recognize the
3:29:32 residential and also the shopping district that's further
3:29:38 northeast of the property.
3:29:43 So, a little background about this project. This is actually part of a
3:29:48 preliminary subdivision plat.
3:29:54 Originally, the parcel, as you can see on the upper left -hand corner of the
3:30:00 screen, the original parcel is a larger triangular piece that
3:30:05 was subdivided and broken up into
3:30:10 10 single -family lots with track A,
3:30:16 which is a protected area of steep slopes, track B, which is also a protected
3:30:22 area of steep slopes, and then parcel B and C. So, parcel
3:30:27 B and C, as you can see here, are the properties that
3:30:33 we are reviewing tonight, as well as the Abusain parcel.
3:30:39 As far as zoning and adjacent land uses, so this is just a
3:30:45 quick view of what's around it. So, here's the project site, and here's the
3:30:50 Abusain parcel, and we have just north of it is the King County
3:30:56 Library Administration offices, and then just south of it is a mini
3:31:02 -storage, and as you go further east, there's a senior housing
3:31:07 development and also offices, and then a city property that's currently used
3:31:13 as the at -work site.
3:31:21 One is the Atlas Multifamily, and then the other one is the 7th and Locust
3:31:26 apartment buildings, also in the vicinity, and then here is the Target and
3:31:32 the large shopping center just
3:31:38 further north of it. And then as you go further south, you have the Issaquah
3:31:44 Valley Elementary School, which is roughly about half a mile from the
3:31:49 site. And on the east of the property, I'm sorry, on the
3:31:55 west of the property, which is actually a raised
3:32:01 area with the steep slopes, this is actually elevated, are single
3:32:07 -family homes. So, another view of the project, this time an aerial view,
3:32:13 to give it a little bit of context. So, over here is the hillside that
3:32:17 I was just talking about with the single -family homes. further west.
3:32:23 And you have, from the site, distant views of Tiger Mountain and the Issaquah Highlands.
3:32:29 Here is the King County Library with the Issaquah Common Shopping Center and the Target
3:32:34 store. Just, again, about half a mile from the site. And
3:32:40 as you go further north on Newport Way, basically, you will hit the
3:32:46 main shopping district of Issaquah, which is on Gilman Boulevard.
3:32:52 So, these are just some quick views of what's out there, existing conditions. So, we
3:32:58 see that Newport Way currently is a two -lane road, one -way each way. On
3:33:04 the side of the Inniswood property, there is no sidewalks. You do
3:33:09 have a fog line to kind of separate where the travel lane is. On the
3:33:13 right, you see the King County Public Library which
3:33:19 has a pedestrian walkway and a planter strip that separates
3:33:25 it from the roadway and their parking lot. And the building is right here.
3:33:31 So, other things that you would consider, this is
3:33:37 now a view of Newport Way
3:34:17 Good evening, ladies and gentlemen. I'd like to welcome you to the public hearing for
3:34:21 SDP 16 -00006, the Enniswood
3:34:26 Multifamily Site Development Plan. This is a public meeting. We're not going to
3:34:32 make a decision tonight, or our intention is not to make a decision tonight, but
3:34:35 what we really are doing is seeking public input, questions, and we'll be
3:34:41 trying to get some answers as well. So welcome. We have a few administrative duties
3:34:45 that we're going to have to complete. Then we'll get a presentation from the city
3:34:49 and the applicant, and then I'll open the meeting to public comments. If you wish
3:34:53 to make public comments, I'd really appreciate you signing in on the front table here.
3:34:57 And once we complete that, then we'll give the applicant and
3:35:03 the city opportunities to be able to maybe provide some more information, and then we'll
3:35:07 move on. So welcome once again. The first order of business is to
3:35:13 look at the meeting minutes from October 19th. Does anybody
3:35:19 have any corrections or changes?
