0:25 the May 6th meeting of the isqua
0:27 development commission uh tonight we
0:29 will be uh considering the application
0:34 excuse me the application from the isqua
0:36 school board and the agenda for the
0:38 evening will be that we'll have uh an
0:40 approval of minutes from uh our
0:43 preceding meeting on March 4th and then
0:46 the agenda items will be addressed uh
0:48 there are four separate items that will
0:50 be addressed tonight uh in this meeting
0:53 all of which have to do with the isqua
0:55 Middle School Master site plan and uh
0:58 the site development permit uh this
1:01 meeting will take the uh process of a
1:03 presentation by staff uh follow up by uh
1:07 appli the applicant and then uh public
1:10 comment and any members of the the
1:12 public that want to uhu uh make a public
1:15 comment we ask you to sign in please and
1:17 then when you go to the uh microphone to
1:20 identify yourself and give an address
1:23 and it can be a business address or a
1:25 home address whatever you whatever you
1:26 choose after that uh the commission will
1:31 uh make its decision regarding the final
1:34 final status of the uh items that we're
1:37 addressing so with that said uh we will
1:41 turn it over to Amy in the
1:44 city thank
1:50 you good evening the purpose of our
1:53 meeting tonight is for the development
1:55 commission to review four items that
1:59 were REM ended by the city council land
2:02 and chore committee um regarding the
2:05 isqua Middle School Master site plan and
2:08 sight development
2:10 permit so a little background uh to how
2:14 we got to hear um back in February 18
2:17 2015 the development commission um
2:20 reviewed side improvements building
2:22 design and construction phasing for the
2:25 U Middle School at the time um we
2:30 submitted a draft sea
2:32 determination and um this was what was
2:35 considered by the develop by the
2:37 development commission and at that
2:39 meeting there were three outstanding
2:42 items that the development commission
2:44 referred to the city council be and
2:47 these were the blank walls the traffic
2:50 study and mitigation and the final sea
2:55 determination so on March 12 2015 the
2:58 land and Shore commiss committee um
3:01 considered those three items and um in
3:04 addition to that staff brought to them a
3:07 new information on the parking on
3:09 Southeast Evans Street in addition to
3:12 those four items we also clarified the
3:15 information regarding the Wetland buffer
3:17 impacts of the expanded bus yard if you
3:21 recall there was a uh public comment
3:23 about the uh wetlands and um at that
3:27 time um I've I've clar I've actually
3:31 responded to the comment uh however the
3:33 information we were basing our staff
3:36 evaluation was not the um the most
3:39 updated
3:41 information so a little background for
3:44 uh for the sake of the audience um
3:46 especially those who uh did not see the
3:49 first
3:50 presentation um the the um site for this
3:54 middle new middle school is going in
3:56 basically in what is currently the isqua
3:59 high school and the Clark Middle School
4:02 campus and um The Proposal uh basically
4:06 includes uh
4:08 131,000 or almost
4:11 132,000 square feet of uh classrooms and
4:15 other additional um CL um spaces and um
4:21 the uh in addition to that there's um
4:23 going to be a new softball field and a
4:26 new track and field SL football field
4:30 field oh I'm sorry I'm just going to go
4:33 and and move this forward um so the
4:36 first item that was uh discussed at the
4:40 uh I'm sorry um I forgot to mention that
4:45 uh during the um during the uh land Ure
4:48 committee meeting basically the
4:51 committee remanded those items back to
4:54 the development commission and so the
4:56 first item was the sea review and as I'm
4:59 I mentioned earlier the the version of
5:02 the mitigated determination of not
5:04 non-significance that was presented to
5:07 the development commission was a draft
5:08 version and uh based on the uh comments
5:12 that were received by the applicant
5:15 during that particular meeting they
5:17 actually updated and revised their mdns
5:21 and this is what was then considered by
5:24 the land Ure committee and fi and what
5:27 was used for the actual publish
5:30 version um the bullet points here
5:32 basically takes you through the schedule
5:35 and uh the sequence of uh the milestones
5:39 for the sepa review and the termination
5:43 so um I'm just going to jump um uh to
5:46 the second bullet point where it talks
5:48 about how the the draft mdns was revised
5:53 which is I mentioned earlier and there
5:55 were two items that was reflected in
5:57 that draft and that includes the busard
6:00 improvements and the Wetland buffer
6:02 impacts and mitigation your staff packet
6:07 the I'm sorry the staff memo packet
6:09 includes basically a comparison of both
6:11 the draft mdns that uh you receed during
6:15 the first meeting and the new version
6:18 with the new text
6:20 highlighted and then after that uh the
6:24 applicant which is a school district
6:27 also um basically uh who serve the who
6:30 served as the lead Agency for the sea
6:32 review um went ahead and published the
6:36 um the final mdns for sea comment and
6:41 and um the appeal period ended on March
6:44 25th 2015 so we are here today um
6:49 basically knowing that basically the sea
6:52 review is completed and um during that
6:56 time of the comment and appeal period we
6:59 um the um is a called School District
7:01 received one comment and that comment
7:04 and the response from the school
7:05 district is also included in your packet
7:08 as exhibit 17 um just very quickly that
7:13 um the comment was O
7:16 sorry
7:18 oops the comment um basically uh focused
7:22 on uh the need for additional safe
7:25 pedestrian access or connections for the
7:30 school from Fourth Place Southeast this
7:33 is one of the residential streets just
7:35 north of Southeast Evans so the school
7:38 district responded to that and uh after
7:41 working with City staff uh we have
7:45 arrived to a reasonable uh solution with
7:49 by providing an additional um uh walkway
7:54 on the um east side of Fourth Place
7:57 Southeast currently there's already
8:00 a sidewalk on the west side of Fourth
8:03 Place Southeast which is primarily what
8:06 is used for accessing the school from
8:09 this neighborhood so having considered
8:14 all the uh the comments and uh uh uh
8:19 completing the um the uh comment and
8:22 appeal period for the sea staff
8:24 recommends that um the sea review and
8:28 mdns be sent forward as part of this
8:33 permit the next item is the
8:35 transportation impacts and mitigation so
8:39 this is just a review of what condition
8:42 we included in our staff report and
8:46 which was accepted by the development
8:48 commission at our last meeting um I'm
8:51 not going to read through everything I'm
8:53 just going to emphasize that this
8:55 acknowledges that we required the
8:58 applicant to provide an updated traffic
9:00 study and um that um we will identify
9:05 the appropriate and proportionate
9:07 traffic improvements to mitigate for any
9:11 impacts that are determined through that
9:13 traffic study so um Sheldon Lynn is here
9:18 to talk more about that updated traffic
9:20 study and where we're at with um the
9:24 analysis and the assessment of the
9:28 mitigation
9:33 thank you Amy my name is Sheldon Lynn
9:35 I'm the director of Public Works
9:37 engineering for the city of
9:39 isqua and as Amy mentioned uh the school
9:43 district was in the process of updating
9:46 a traffic impact analysis report at the
9:49 time in which the council landed Shore
9:51 met and so the issues of Transportation
9:54 were referred back to this commission
9:57 for its review and and the report
10:01 analysis has been complete and 10w uh
10:05 consulting firm is the one that did it
10:07 on behalf of the school
10:10 district and the city had requested that
10:14 two phases be analyzed uh for its
10:18 impacts one was the full buildout which
10:22 includes the site plan that Amy was
10:26 talking about which is over here on the
10:29 site where the middle school and the
10:31 high school are going to coexist uh when
10:35 the project and the MSP is fully
10:37 implemented uh the full buildout
10:40 includes taking the Tiger Mountain
10:42 Academy and the Clark Elementary and
10:44 moving it over here to where the current
10:47 Middle School is and so we felt that it
10:50 was important to evaluate the full
10:52 buildout conditions because bell times
10:55 may change traffic patterns change
10:57 things of that sort the other uh phase
11:00 we requested that they evaluate was the
11:03 interim phase and the interim phase is
11:05 when all four schools are operating here
11:09 along Second Avenue and no schools are
11:12 operating over here where the middle
11:13 school is while they're doing the
11:15 remodel and preparation for moving Tiger
11:17 Mountain Academy and the Clark
11:20 Elementary over
11:24 there out of that analysis came a series
11:27 of impacts which were identified in the
11:32 transportation
11:34 report one of the first impacts that
11:37 came to light was the impact at the
11:39 intersection of Sunset and Second
11:42 Avenue at this intersection it was
11:44 identified that there would be a need
11:45 for a traffic
11:50 signal the next intersection was
11:53 intersection of front and
11:54 sunset uh that intersection had an
11:57 increased delay associated with it
12:00 associated with the reconfiguration and
12:02 shifting traffic patterns from the
12:04 school district uh in the full buildout
12:08 condition uh so the city has
12:12 a capital project listed for that
12:16 intersection uh the school district
12:18 wasn't uh driving 100% of that impact
12:21 and need for improvements there and so
12:23 the city is working to uh with the
12:26 school district on its proportionate
12:28 share of those
12:32 improvements next on the full build out
12:34 condition is at the intersection of
12:36 front Clark Newport Way uh due to some
12:40 changing conditions with bell times
12:43 traffic patterns associated with middle
12:45 school and Elementary School uh there
12:47 was a substantial delay uh at that
12:50 intersection associated with the new
12:53 school
12:54 activities and part of the the
12:57 mitigation for that is is is they have
12:59 to do some improvements alarm
13:03 clark on the East leg of the
13:06 intersection uh to accommodate the
13:09 traffic coming out onto Front Street so
13:11 that it doesn't impact the operations of
13:14 that intersection during peak
13:17 hours so mitigations were identified for
13:20 the school district to do improvements
13:22 uh to address the delays coming out on
13:26 Clark Street which would impact the
13:27 operations of that
13:30 intersection lastly at full
13:33 buildout staff identified and the report
13:36 identified a potential
13:38 for the driveway entrance on Southeast
13:42 Evans due to some
13:45 circulation uh potential issues with
13:48 parents maybe not dropping off at the
13:50 right place or entering at the right
13:52 place there was a potential that some
13:55 traffic impacts could occur on Evans
13:57 Street as associated with the use of
13:58 that driveway and so the district and
14:00 the city are working on operational
14:02 changes for the school district uh so
14:05 that they can minimize the potential for
14:07 that to happen uh on Southeast Evans and
14:10 so it should uh function
14:14 well those were the impact areas that
14:17 were associated with the full buildout
14:20 analysis as well as the identified
14:26 mitigations on the interim
14:30 phase where everything is operating over
14:32 here all four schools on this one
14:37 site the analysis identified substantial
14:40 delays coming out on Southeast Evans
14:43 wanting to turn left or right onto
14:45 Second
14:46 Avenue uh and so with that uh the
14:51 potential is there is to develop a right
14:55 turn dedicated Lane and a left turn
14:57 dedicated Lane coming out on Evans so
15:00 that the que doesn't back up on Evans
15:02 Street uh and it'll operate much better
15:05 that way uh there's not a lot of
15:07 pavement to be built or anything like
15:10 that and the school district is looking
15:11 at doing some striping improvements to
15:13 create two lanes coming out as well as
15:16 continuing the one lane coming in
15:22 uh the other interim impact was the
15:27 double left turns
15:29 coming in at the signal at the high
15:32 school that's currently there the
15:34 queuing analysis showed that it could
15:37 possibly pass and exceed the length of
15:40 the turn Pockets that are being
15:43 constructed uh the amount of mitigation
15:46 that would be required
15:48 to rectify that is probably not
15:51 warranted for an interim period so the
15:54 school district and the city is working
15:57 together are working together to develop
15:59 an operational and transportation demand
16:01 management plan to ensure that the the
16:04 backup doesn't exceed the CU lengths
16:06 that are constructed as part of this
16:07 project because the project is planning
16:09 on extending the existing double Q for
16:12 the left turn in any
16:15 case these were the impacts at full
16:18 buildout and inum that the
16:21 analysis uh showed and the arrangements
16:26 and how we're working with the district
16:28 to resolve the impacts and mitigate
16:31 them with that I will give it back to am
16:34 you want to go to the next slide
16:38 okay Amy if I can just uh make a note we
16:43 did not I missed the uh approval of the
16:46 minutes so when the staff presentation
16:48 is over we'll just go back and do it
16:50 then okay okay you want do
16:54 this
16:56 you so
16:59 so um just to wrap up uh this part of
17:03 the Pres um the presentation regarding
17:06 the transportation impacts and
17:07 mitigation um we wanted to you know I'm
17:11 just bringing back the same condition
17:13 that I showed earlier and the staff
17:15 recommendation which is basically to
17:17 forward the permit is presented and with
17:21 no change to um condition S
17:27 one
17:31 so now um I'm going to talk about the
17:34 blank walls uh this is the same slide
17:36 that I presented at our last uh public
17:39 hearing um it identifies all the uh
17:43 blank walls for the different um
17:45 elevations or facades of the uh building
17:48 and then I'm going to walk you through
17:50 each of them um this is the main entry
17:53 to the school and uh the blank walls
17:56 were primarily at the gym
17:59 and um um the lower elevation shows you
18:03 what is the proposed um revision it's
18:06 showing um that they will be providing
18:09 basically a seaing with a uh a uh uh
18:15 change in the uh texture and material
18:18 for the seating area and this will also
18:21 have a canopy uh as a weather protection
18:24 and and this will serve primarily to um
18:28 Pro provide some place for the children
18:30 to sit and wait while um their parents
18:33 uh before their parents pick them up
18:36 um so the next um elevation is the north
18:40 elevation in this in this case we have
18:43 two uh blank wall situations the red one
18:47 is the primary one that's visible from
18:49 the street and they are proposing
18:51 basically um extending the window um
18:55 elements um further uh and and
18:59 and as you will notice it is primarily
19:02 focus on the uh the the uh
19:07 uh the pattern of ir um uh a symmetry
19:12 that was uh basically established
19:14 because of the roof and um unlike all
19:17 the other um blank wall mitigation you
19:20 will notice that this this has a very
19:22 different approach and primarily because
19:25 we were looking at this as an element
19:27 that you will perceive and experience
19:30 from Evans and um normally you wouldn't
19:33 be standing right next to this wall
19:35 because this is uh closer to the service
19:37 area and then for the uh to on the left
19:42 side is actually the service Dock and uh
19:45 so part of what they're doing is making
19:47 the uh you know um as you can see there
19:49 is a bright yellow sliding metal door
19:53 there so part of the solution is to make
19:55 that fade or or blend in better with the
19:59 masonry material um and later on I'm
20:02 going to show you another side of the
20:05 service dock that's um that we
20:08 identified the other issue or I
20:10 shouldn't say issue the the other
20:12 consideration for that section is that
20:14 it's actually further back from
20:16 Southeast Evans and there will be um a
20:19 layer of parking right at the edge of
20:22 Evans and the property line and also um
20:26 a um basically a buffer priest so uh
20:30 that loading dock area will will not be
20:33 as prominent as even this side of the
20:37 building so on the west elevation um
20:40 this is the area where there's currently
20:44 open it it has a roof but it's an open
20:47 uh uh basketball court so originally um
20:51 this was where um I had um suggested
20:54 ideas about PE uh um maybe installing
20:57 some sort of sort of a school mural uh
21:00 what they're suggesting is actually what
21:02 I I consider something better which is
21:05 adding more um basketball baskets and uh
21:09 providing U opportunities for impromptu
21:13 play for the
21:14 kids and then the last elevation this is
21:17 the East which um uh captures the area
21:22 uh where the school where where the uh
21:24 faculty Lounge is and um so for this
21:28 basically it's showing that big um that
21:32 big wall over there um being um
21:35 mitigated by again extending the window
21:38 what I'm calling the ribbon the ribbon
21:40 windows and actually adding more windows
21:43 to um what is uh basically uh the uh the
21:47 food preparation area inside the
21:49 building and um the the the blue arrow
21:52 actually shows one of the blank walls um
21:56 along this Edge and they are proposed in
21:58 to provide some climbing vines this area
22:01 is a little trickier to um mitigate with
22:05 architectual features because the green
22:08 grass that you see on the bottom um
22:11 actually represents an area where most
22:13 of their mechanical equipment and um
22:16 other utility boxes will be located so
22:19 this is primarily a very of uh
22:22 utilitarian or functional uh area that
22:27 um um to some extent um will you know we
22:32 it will be more practical um not to have
22:35 something that's architectural in this
22:39 section and um the west elevation oh I'm
22:44 sorry no wonder sorry um
22:48 South did I just sorry I am pushing the
22:52 wrong buttons
22:54 okay there we go so um in conclusion um
22:59 we are staff is recommending that the
23:03 that because the applicant has addressed
23:06 all the condition this particular
23:08 condition for blank wall mitigation um
23:11 that we recommend to that we delete
23:13 condition C5 and this was basically the
23:16 same image that's in your staff
23:20 memo um the third item had to do with
23:23 the southeast Evans parking and um for
23:26 for this basically
23:28 this is again the slide that I showed um
23:31 at the last meeting and it gives you
23:34 kind of an idea of what the existing
23:36 conditions um uh Way Way Back Then and
23:41 um if you guys remember we had um or the
23:45 development commission actually had some
23:47 considerable discussion about the
23:49 parking in this area and uh the
23:52 challenges of monitoring and enforcing
23:55 the no parking um sign here
23:59 so um in in the in the process of trying
24:03 to address um if you recall there was um
24:07 also a proposal for the relocation of
24:10 the existing reineer Trail along the
24:14 edge of this property and in their
24:17 process of trying to um show us how
24:20 they're going to do that they also
24:23 address the issue of parking and that's
24:26 through um reconfig figuring instead of
24:28 having parallel parking they are
24:30 proposing to have diagonal parking and
24:33 what it does is it creates um one SE one
24:36 side that is clearly marked for parking
24:40 and because of the width of the roadway
24:43 uh it is basically um hard or difficult
24:47 for anyone to park on the other side of
24:49 the
24:51 road and um this is again the
24:54 information that I presented last time
24:56 um regarding
24:58 just shows where the uh Trail was going
25:02 um as an alignment and at that time um
25:05 and the only reason I'm showing this is
25:07 because this builds up on the four
25:09 conditions that I will be uh presenting
25:12 next um the the combination of the
25:15 location of this trail with that
25:17 diagonal parking uh basically um um
25:22 allowed us to look at this more
25:24 holistically and um one of the things
25:27 that um I wanted to remind the
25:30 development commission is the condition
25:33 that was crafted during that meeting and
25:36 um I copied that text here basically um
25:40 I highlighted the section or this the
25:42 sentences that calls the city staff to
25:46 basically work with the applicant on the
25:48 final alignment of the gravel path and
25:52 also uh to for the city parks and
25:55 recreation staff to uh have the ability
26:00 to review the construction drawings of
26:02 this Trail during the site work or
26:05 lscape permit phase of the
26:08 project so since then we've actually
26:13 walked the site um we've invited Park
26:16 staff to go with us and um the
26:18 applicants consultants and um one of the
26:22 things that we had questioned at the
26:24 last meeting is whether or not they were
26:26 proposing the trail to locate in the to
26:30 be located in the in the right side of
26:33 uh you the roadway and uh after walking
26:37 the site we basically understood why
26:39 they were proposing um that particular
26:43 side of the roadway and um our Park
26:46 staff also concurred that for now that
26:49 is the best location so we recognize
26:53 that um in the future when the new
26:57 parking lot comes in this trail location
27:01 may not be ideal we don't know the exact
27:04 impacts until we see a future site plan
27:07 for that parking lot so for for now we
27:10 are addressing the current condition
27:12 assuming that there's no new parking lot
27:14 there and with that um we are
27:17 recommending two new conditions one
27:20 addresses the the requirement for the
27:23 applicant to provide a 10ft wide Public
27:27 Access easen for the trail what you see
27:30 as a graphic shows what's existing there
27:34 right now there is a 20 foot I'm sorry a
27:37 60 foot wide I'm sorry that's a wrong
27:40 number it's a 60 foot wide Public Access
27:44 easement and um it's shown as the blue
27:46 line on the graphic and um that was
27:51 installed a way you know as part of um
27:55 to facilitate access for for the uh for
27:59 the
28:00 isqua the isqua Sportsman's Club and
28:03 also for um the
28:05 trail that the public Trail um that's
28:08 owned by the city so in the process of
28:12 um City staff and park staff trying to
28:16 understand how the future Trail um will
28:19 be maintained we recognize that it's
28:22 important to ensure that we do have P
28:24 public access to that trail and then for
28:28 for d24 condition d24 was meant to
28:31 address further work that we need to um
28:36 that we need to look as as we consider
28:39 the final design and construction of
28:42 this Trail right now we can't identify
28:44 all the responsibilities until we know
28:47 all the details but this um allows us to
28:50 continue um working with the school
28:52 district to identify the the various
28:56 roles um and again just a little
28:58 background currently basically the
29:00 school district and um our parks
29:03 department staff shares the maintenance
29:06 responsibility for the existing
29:11 Trail um two add two more additional
29:14 conditions um
29:16 d22 regarding installing barriers or
29:19 ballards was actually uh something that
29:22 our parks department staff um requested
29:26 and d23
29:28 the highlighted text are basically for
29:30 the sake of our presentation tonight and
29:34 it basically addresses that future
29:36 condition when when um the school
29:39 district comes back with the uh proposal
29:42 for a new parking lot we would like to
29:46 revisit the location the design and uh
29:50 basically the future um impacts of this
29:54 parking lot on the the existing Trail
29:59 so in conclusion the items remanded by
30:03 the city council to the development
30:05 commission as presented at this public
30:07 hearing for this isaam middle school
30:10 complies with the requirements of the
30:13 master site plan and site development
30:15 permit and the community facility
30:17 standards in IMC
30:20 1807.2 ad0 subject to the proposed
30:23 conditions of approval provided in the
30:25 staff memo dated April 29 2014
30:31 2015
30:34 and um based on the submitted
30:37 application and plans the administration
30:39 recommends that the development
30:41 commission move to recommend to the city
30:44 council approval of the master site plan
30:47 and site development permit for issaqua
30:49 Middle School file numbers msp1
30:52 14-
30:55 00002 and sdp 14-
30:59 0000001 as described and evaluated in
31:02 the staff report dated February 18 2015
31:07 and staff memo dated April 29 2015
31:11 including exhibits 1 through 24 and
31:15 subject to the conditions as identified
31:17 in the staff report revised and added by
31:20 the development Commission in the
31:22 February 19 2015 recommendation and as
31:26 revised added in the staff memo at this
31:29 public hearing this is a little bit more
31:32 complicated than the type of
31:34 recommendation you usually see but this
31:36 is our way of capturing both what was um
31:40 discussed and accepted by the
31:42 development commission at the last
31:44 meeting and also at this meeting um and
31:48 secondly direct the development services
31:50 department to Revis the February 19 2015
31:54 findings of fact and conclusions which
31:56 air confirmed the development
31:58 commission's decision to recommend to
32:00 the city council approval of the master
32:03 site plan and the site development
32:04 permit for isqua Middle School file
32:07 numbers msp1 14-
32:11 00002 and sdp1 14-
32:15 0000001 the staff report dated February
32:18 18 2015 and this briefing memo dated
32:22 April 29 2015 will serve as the findings
32:25 of that that concludes my
32:29 presentation thank you thank you Amy um
32:32 as I mentioned earlier before we go to
32:34 the uh applicant any applicant uh
32:36 presentations we're going to go back and
32:39 review excuse me review and approve the
32:42 minutes uh from the previous meeting
32:44 that were included in the uh in the
32:46 packet does anyone have any requested
32:48 changes in the minutes Corrections
32:51 additions deletions so is there a motion
32:55 I move we approve the minutes I stated
32:58 is there a second a second second any
33:00 further

33:31 project for this school district I don't
33:33 think we have anything that we would
33:35 necessarily want to present at this
33:36 point in time staff's done a nice job

33:59 so this this constitutes this what this
34:01 means is that the staff and the
34:03 applicant have finished uh their
34:05 presentations and we're now opening the
34:07 public hearing to public comment okay uh
34:10 thank you David kapler 255 Southeast
34:12 Andrew Street um regards the sea I think
34:16 Mr R Mr rios's concerns about fourth
34:20 whatever place I guess it is um was um
34:24 legitimate and is being addressed that
34:26 is good good um the Wetland
34:29 issue um I think we've now settled down
34:33 the concerns about that there's still
34:35 some concerns and I'd like to see that I
34:37 wish the school district were taking a
34:39 um doing maybe more than the minimal
34:42 they have to do in terms of
34:44 the getting rid of the zinc covered
34:47 fence and just how it looks in the need
34:50 for new plantings and mitigation of the
34:54 actual Wetland that's just across from
34:57 the fence from their property especially
34:59 since it apparently were School District
35:01 people that uh caused the fire in there
35:04 which did not um cause some do which
35:07 harmed the vegetation in that area as it
35:09 was traffic
35:11 mitigation totally frustrated with the
35:14 uh the traffic plan here I believe it
35:16 encourages parents driving to school
35:19 those kids get the nice benches to sit
35:21 on but the kids waiting for the buses
35:23 don't have that at their place um I
35:26 think we're encouraged in
35:28 single automobile delivery of students
35:31 and pickup of students over bus the
35:34 district should be paying extra for that
35:36 when we do the mitigation because
35:38 they're going to be increasing the the
35:39 traffic at all those four points that
35:41 were shown earlier and I don't like
35:44 seeing School District money going to
35:46 extra
35:48 traffic um the blank
35:50 wall it's kind of like the sky Bridges
35:53 at Costco it took way too much time in
35:55 my view dealing with it but anyway it's
35:57 a lot better than the FICA type stuff
36:00 that's all over the high school so I'm
36:03 fine um parking and
36:06 Trail we do need it's nice to
36:10 have the a trail in front of where the
36:12 cars are going to be when the kids do
36:14 this angle
36:15 parking um they can then get other car
36:18 and walk on the trail to where they're
36:19 going to go to the the school that's a
36:22 safety Improvement but people are not
36:25 going to use that tra
36:27 rail they're going to continue cutting
36:30 in just north of the the those softball
36:34 fields come in through that gravel
36:37 parking lot and then connect with the U
36:40 the trail that on the north side of
36:44 Evans they're not going to go around
36:47 that um that area and it's just not
36:50 going to happen unless unless the
36:51 district decides to put a a fence in
36:54 there to block that which would not make
36:56 sense
36:57 um so I
36:58 think we'll just having that there for
37:02 safety for those kids that are doing
37:04 this angle
37:05 parking um which is going to be kind of
37:07 crazy when all those kids are coming out
37:09 the same time backing out I don't know
37:12 where they're going to go there's no
37:14 they're there's no simple U-turn area
37:16 back there um I'm not sure how they're
37:19 supposed to turn around or if they think
37:20 they're going to back all the way around
37:21 so they can be then headed uh westbound
37:24 I perhaps but I I think it's going to be
37:26 a problem when that high school parking
37:30 lot is figured out we'll have a lot
37:34 needs to be a lot done with that and
37:38 hopefully there's enough requirement in
37:40 the master site plan uh for thorough
37:44 evaluation and study of that future
37:46 parking lot and hopefully retention of
37:49 some
37:52 trees the two parking spots is a joke um
37:58 um and the process has been a real
38:01 concern here basically the district was
38:03 issued a clearing and grading permit
38:05 even though they put a different name on
38:06 it uh would be prior to uh approval of
38:10 the the the the school itself and the
38:13 master site plan um because there a
38:16 school district nobody's raised that
38:18 much fuss but um this is a terrible
38:21 precedent set and we need to to not be
38:25 doing that in the future in the school
38:27 district I I don't know why this went
38:29 from 2014 to 2015 a whole year to get an
38:34 extra story on the building but um um we
38:39 we need to have a a process that's
38:41 working better thank

39:04 my name is Connie Marsh and I have a
39:07 store at 1175 Northwest Gilman Boulevard
39:11 site
39:12 B 11 I also live in
39:16 town so the transportation demand
39:20 management plan is unclear I don't
39:23 understand what success would be and
39:26 when it would be required and what
39:28 components would be
39:30 required with that language
39:33 because it just cites some examples and
39:37 it says it could be something like this
39:40 and to me that does not address the
39:42 significant issue of basically
39:45 encouraging people to drive to school
39:48 and for parents to drop off their kids
39:50 at school rather than taking the bus
39:55 um it's it's clear that this is going to
39:57 be a difficult site for walking and
40:00 riding your bike and the buses sort of
40:04 seem to be subjugated to the back
40:06 because the will of the people is to use
40:08 their cars um if you're going to have a
40:11 transportation demand management plan it
40:15 needs to be required
40:18 when I don't know the answer to that but
40:21 there needs to be criteria and then what
40:23 is the what are the problems that it is
40:26 attend attempting to solve because
40:28 that's why you have a transportation
40:30 demand management plan as you are trying
40:32 to solve a problem but that problem is
40:35 not clear is
40:37 it so I think that language needs to be
40:41 changed and I don't know exactly who who
40:44 wrote The Language there you go invasive
40:46 weeds it seems
40:49 like it sounded like the city and the
40:53 school district have been responsible Co
40:56 cooperatively for the maintenance of the
40:59 trail and you know I've been I've
41:03 maintained the trail for about 10 years
41:05 and I stopped two years ago because I
41:07 just can't stand it
41:11 anymore so the other day when I was
41:14 working cutting broom on Lake tradition
41:16 Plateau I had a woman come up to me and
41:19 show me a picture of the Scotch broom
41:21 behind the high school saying wow you're
41:24 working up here why aren't you working
41:25 down there on that Trail look I took a
41:27 picture of how bad it is have you seen
41:29 this and she showed me the portion of
41:32 the trail that I gave up maintaining two
41:34 years ago and nothing changes I'm the
41:38 one M who is maintaining the trail so I
41:40 don't understand still who's maintaining
41:43 the trail someone needs
41:47 to but I don't know that the language
41:49 that you have provided will actually
41:51 make it happen because there's nothing
41:53 saying if no one does maintain the trail
41:55 what will happen the public easement
41:58 that was drawn my recollection is that
42:01 is actually a 60 foot public easement
42:05 that we could use have used as a road
42:08 for the southeast bypass so I don't
42:10 exactly understand how we're going to
42:13 have a public easement section on top of
42:16 what is already a public easement I
42:18 think it's a power easement of some sort
42:21 and uh I have one other story and then
42:25 I'm going to
42:27 clude with a thought
42:30 um I was up there and walking the dog
42:33 and having a happy day and I came out
42:36 and saw the clearing and Grading so
42:38 basically I I threw a a stink fit
42:41 because I was not expecting that but
42:43 while I was standing there watching all
42:45 the high school students using the
42:47 gravel
42:48 road uh it was a traffic jam there were
42:52 two inches between each car they were
42:54 going two miles an hour um and that was
42:59 that was just with the cars being able
43:01 to park freely I don't understand how
43:04 the backing up is going to work with
43:09 that because there was no room or space
43:13 and these are high school students so I
43:15 don't think high school students are
43:17 good at backing into lines of traffic at
43:21 the same point in time the sweeper was
43:24 moving along and the kids were trying to
43:25 get passed and the gravel was
43:28 flying and I thought to myself the road
43:32 needs to be paved and I haven't seen
43:35 anywhere that this road needs to be
43:37 paved I think that needs to be a
43:38 condition because there's going to be so
43:41 much traffic and it's going to be this
43:44 supposedly nice Corridor and right now
43:46 it just kicks up dust it kicks up rocks
43:49 I was
43:50 ducking um so I would like to add have
43:53 that added as a condition if this is
43:55 going to be used for high school parking
43:57 that the road be paved all the way from
44:00 where it's not paved now around the
44:02 corner past the gun club the conditions
44:05 are a little bit better um for what's
44:09 going to happen to the trail in the
44:10 future I don't like the placement of the
44:13 trail I think it makes it a much worse
44:15 Trail than it is now very noisy uh right
44:18 by the gun club but you've heard all
44:20 that before and you've seen my comments
44:22 before and I hope you can remember what
44:25 they are because I don't I'm sort of
44:27 disheartened I hate coming to the
44:29 meetings and feeling like it's a done
44:32 deal uh it's frustrating to have it go
44:35 into basically construction before we
44:37 have the public hearing and it made me
44:39 not want to come at all and uh you know
44:42 me I'm here and sometimes I'm grumpier
44:45 I'm really really grumpy with this one

45:20 385 East Sunset way and I also work up
45:24 at the isoa Sportsman Club um the couple
45:28 things I just want to address some
45:29 others have already said it but I wanted
45:30 to restate the same
45:32 thing uh is that the the parking
45:36 situation for the high school students
45:38 up on uh the gravel road up towards the
45:41 range um we deal with problems there
45:44 every day uh that we're open uh I still
45:48 maintain we need emergency vehicle
45:50 access up there um and often the way
45:53 that students have parked in the past
45:55 and current ly it's being enforced a
45:57 little bit more um but we've had
46:00 problems with students parking all the
46:01 way out into the road uh to points where
46:05 we can't get a firet truck up there in
46:07 case we needed one uh now like I said
46:10 theyve worked on it and they're talking
46:11 about the angled parking which I have
46:14 the same concerns as the others about
46:16 the angled parking uh being that we
46:19 already also have issues with students
46:20 almost hitting I've been hit multiple
46:22 times almost by students I almost hit by
46:25 students
46:26 um I have many customers that same thing
46:30 almost get hit by students pulling out a
46:32 lot of them speed up and down the road
46:34 do burnouts
46:35 Donuts um and understand they high
46:38 school students you know they're they're
46:39 letting out things like that but it's a
46:43 hazard uh it needs to be addressed uh
46:47 the the other thing that I wanted to
46:49 then mention here was um same thing that
46:53 Connie had mentioned about the Gravel
46:56 Road it always gets torn up from
46:59 students doing donuts tearing up and
47:02 down the road it's and it's also just
47:05 very heavily used by I mean customers of
47:07 our range and
47:09 students um and I don't know how often
47:12 we have had to contact the city to regra
47:16 the road and it's always a huge hassle
47:19 unfortunately to get someone to come out
47:22 and do that I mean it gets really bad
47:24 currently it's been it's held up
47:26 actually since the last time they've
47:27 done it but I know it's only a matter of
47:29 probably another month to where we have
47:30 huge potholes a lot of customers at our
47:33 range complain that they can't often
47:35 they don't want to drive down the road
47:37 because it's just so bad um with
47:40 students Now parking on both sides of
47:42 the roads were forced to drive through
47:44 deep potholes when they're there um and
47:47 we've also for a long time thought that
47:50 it would be probably in everyone's best
47:52 interest for uh to pave the road which
47:56 would long-term keep cost down for the
47:59 city which has to now currently I for
48:02 years they've been just reg graveling
48:04 regra uh why not just do it right once
48:07 and then we just don't have to worry
48:08 about it anymore especially if traffic
48:10 is going to get heavier up there and
48:12 we're already doing a bunch of
48:14 construction um let's just pave it that
48:17 way students also not only will it be a
48:19 better road that doesn't need to be
48:20 constantly maintained but um a paved
48:24 road is not not going to be as inviting
48:27 at all for students to do burnouts drag
48:30 racing drifting uh they do that on
48:32 gravel roads we all know it's easy to do
48:35 that on a gravel road and people think
48:37 oh it's you know not a real Road and
48:38 that's where we can go goof off if it's
48:40 paved um then we're not going to see as
48:43 much of that um so that's all I had to
48:47 say here tonight thank you thank you
48:50 sir is there anyone else that would like

48:56 before we
48:58 proceed if not we will close the public
49:01 hearing aspect of the meeting and we
49:03 will now go to the commi indivi give the
49:06 individual Commissioners an opportunity
49:07 to uh ask further questions uh the
49:11 clarifications so on Mr so do you want
49:14 to start if you
49:15 have I think my uh my concerns have been
49:19 addressed I I was really concerned about
49:21 the diagonal parking on Evans I I also
49:24 don't see how that necessarily is going
49:26 to create enough room to for because I
49:28 don't people are going to back out
49:30 through tra across two lanes of traffic
49:32 I guess I it just doesn't make sense to
49:34 me doesn't seem like a viable
49:37 plan that's it commissioner brenon I
49:41 guess on that same on that same point a
49:43 couple of comments um both from the
49:45 public and then just from me regarding
49:48 that so the I don't know that I quite
49:50 understood from looking at the staff
49:53 information about how circulation will
49:55 actually actually happen with parking
49:56 and where they turn around and and how
49:58 that how that how the logistics are
50:01 going to work getting people in and out
50:03 of that road and parking when school
50:07 when they're coming and leaving uh
50:09 school so if you could maybe explain a
50:12 little bit maybe the drawing you could
50:13 bring that drawing back up and explain a
50:14 little bit about what what does the what
50:16 do the logistics look like trying to get
50:18 those students in and out of those
50:19 parking stalls and down that road going
50:21 the other direction and if if I could uh
50:24 add to uh commissioner Brennan's
50:26 question if you could take into
50:28 consideration in this uh
50:30 explanation uh the traffic from the the
50:34 Sportsman's Club which is part of this
50:36 equation it's a factor in the equation
50:38 so if we're going to address this and I
50:39 think we should as he said let's uh
50:42 let's include that factor in the
50:45 equation I'm GNA have Steve Crawford um
50:48 respond to that um since it's they're
50:51 they'll be responsible for making sure
50:53 that all that circulation works on a
50:56 day-to-day
50:57 basis so currently students are parking
51:00 on both sides of
51:02 Evans there is adequate space for single
51:07 car parallel parking on either side of
51:09 Evans and a minimum of at least two 12T
51:12 travel Lanes in between so the roadway
51:14 is wide enough to provide for emergency
51:17 or any other vehicle
51:19 access as you have cars
51:22 parked headed eastbound
51:26 on the south side of the road they're
51:28 going to currently go up and they're
51:30 going to make a u-turn at the
51:31 intersection and head back
51:33 out cars that are parked headed west
51:38 currently drive up the road make a
51:41 U-turn and find a place to park headed
51:44 westbound on Evans so the diagonal
51:47 parking consolidates the parking to one
51:50 side of the road provides for marked
51:53 wheel stops provides an opportunity for
51:56 the school to assign
51:58 spaces if they so desire provides for a
52:02 walk path on the south side of the road
52:05 so there's immediate access out of the
52:07 cars on the side of the road where
52:09 they're parking and that leads back into
52:12 the school
52:14 campus that trail also provides for a
52:18 relocation of the existing section of
52:21 the reineer trail that currently goes
52:23 through the middle of the school camp
52:25 campus that trail is about at most 6 ft
52:29 wide in a lot of places it's 2 or 3 ft
52:32 wide it currently passes between 10 to
52:35 20 feet away from the existing upper
52:38 high school parking
52:40 lot passes between the building and the
52:43 tennis courts and connects up to the
52:44 trail at the South End of the
52:48 campus a trail a public access trail
52:51 running through the middle of the campus
52:52 is no longer a viable
52:56 option based on Safety and
52:58 Security so we've proposed to relocate
53:01 that
53:02 trail from the point where it connects
53:04 to Evans with a Crossing concrete
53:07 Crossing follow back around head back
53:10 south this is really the currently the
53:13 the alignment of the trail that was been
53:15 in place when the school uh at a the ISA
53:18 high school campus was under
53:20 construction so again it's
53:24 there's that's a little bit bigger
53:26 picture but this is the current
53:28 alignment of the trail along the old
53:31 railroad crossing right down next to the
53:34 parking lot where kids have been parking
53:37 forever down through adjacent to the
53:39 softball fields discus cage tennis
53:42 courts and connecting up back south so
53:45 it does represent a relocation of the
53:47 trail
53:49 uh there's more trees adjacent to the
53:51 trail in this location than there are
53:53 over here and then it connects back up
53:55 to the section of the trail this was the
53:57 location where there were two gravel
53:59 parking spaces
54:02 proposed based on previous public
54:04 comments I think the reality is that
54:07 there's not a lot of Trail access and
54:09 use during school hours so the diagonal
54:13 parking that'll be available along Evans
54:15 represents a pretty significant addition
54:17 of available parking for users after
54:20 school hours and on
54:24 weekends
54:26 one more question on the parking counil
54:29 you currently we have parallel parking
54:30 both sides of Evans up in that segment
54:33 so with the diagonal parking what's the
54:35 Delta between what's provided now in um
54:39 available parking versus what will be
54:41 allowed for provided for with the
54:42 diagonal parking I think there's about
54:45 37 spaces here in the diagonal parking
54:47 and then currently there's about 50
54:49 spaces in both uh directions
54:52 parallel and what what what is the
54:55 cross-section of the road how wide is
54:57 that there uh you got two travel lanes
55:01 and two 8T parking Lanes so it's 24 36
55:04 there's a 3940 ft I've personally
55:08 measured it all the way from one end to
55:10 the other and painted lines in to help
55:13 guide the students because we affected
55:15 to change over spring break so I know
55:19 personally that there is space for
55:20 parallel parking on both sides and two
55:22 minimum 12T travel Lanes thank you
55:29 again I'm going to make sure I get the
55:30 number so you said approximately 50
55:32 parallel parking spaces now and so
55:34 you'll be reducing it to 37 with the
55:36 diagonal
55:38 okay well well according to your drawing
55:41 there's 34 existing spaces okay 18 on
55:44 the North side and 16 on the South Side
55:48 okay and that the plan that you proposed
55:51 has a total of
55:53 37 29 on the angled in and then eight
55:57 along the side well my error and
56:01 recollection of numbers it it is a
56:04 little bit I believe a reduction in the
56:06 spaces that currently
56:08 exist you plan on um marking
56:13 the the the side where there will no
56:15 longer be parking allowed is it going to
56:17 be signed to posted as as no
56:21 parking Mark no parking now well no it
56:24 isn't right now after spring break it's
56:26 marked as parallel parking only on both
56:28 sides of the
56:29 road
56:32 okay and granted there has been some
56:35 issue in the past with students uh kind
56:38 of Helter Skelter parking the school is
56:41 aware of the fact that that is School
56:43 District property and that they do have
56:45 the ability to enforce that and there
56:48 has been some assistance with uh City
56:50 police uh particularly after spring
56:52 break and I know that uh there were some
56:54 TI tiets issued
56:58 today question Morgan sort of a side
57:01 question I guess with regard to the
57:02 trail the question that came up about
57:04 why not have the trail go across on the
57:07 north side of the softball field and
57:09 connect if people aren't going if
57:11 they'll continue doing that
57:14 path mean continue through here no I
57:17 think Mr kler was saying that people
57:19 would when they get to the North End of
57:22 the softball field would cross over and
57:24 go north instead of going up and around
57:26 if I understood Mr kapler
57:29 correctly uh I took that to mean that
57:31 they would continue to cross and
57:33 continue to walk through the School site
57:36 in this old configuration when they get
57:38 to the softball field I think right
57:41 there they would nope the north end of
57:43 it they would cut right cut through
57:47 there is that correct there
57:49 isn't there isn't really a trail
57:52 there so I
57:55 so I guess we don't need a
57:57 trail I I I don't know it well enough so
58:00 I don't know if if again if it's for
58:04 putting a trail that people aren't going
58:05 to use but is there reason not to have a
58:08 trail along there if it's one that's
58:10 being
58:13 used um to my knowledge there wasn't a
58:16 trail there
58:19 and uh there are future plans for this
58:22 portion of the property to be developed
58:25 into part of the school campus okay so
58:27 it would be in essence a ways to develop
58:30 a trail that's going to again run
58:32 through the middle of a school
58:33 campus thank the other um
58:39 item the other item to add would be that
58:43 um you know there are two aspects of
58:45 using that one is the trail and the
58:47 other is
58:49 um encouraging students to not walk in
58:52 the road but to have a place Place away
58:55 from the moving cars so um even if Trail
58:59 users are making the shortcut that you
59:02 identified for the part uh students
59:04 getting in and out of the cars I think
59:06 there would still be a value um to have
59:09 that trail in that location running
59:11 because I was thinking you could have
59:12 the walkway for the students and the
59:14 trail two different items but again if
59:17 it's going through the school property
59:19 and you wouldn't want to in the future I
59:21 can understand that so I guess question
59:25 maybe this is for Sheldon perhaps the
59:27 question about Paving the
59:28 road
59:30 and people suggested doing that and then
59:33 sort of hear the thought process about
59:42 it Paving the road uh would help with
59:46 the maintenance issues with the gravel
59:49 being having to be replaced regraded
59:51 periodically uh I understand the city
59:54 does do that work when it's
59:55 requested
59:58 uh by Paving the road it
1:00:00 also would cause you know additional
1:00:04 storm water issues that would have to be
1:00:06 addressed uh that haven't been looked at
1:00:11 so if the commission wanted to condition
1:00:14 it to be paved we'd have to evaluate
1:00:16 storm water conditions as construction
1:00:18 permits come up and figure out how to
1:00:20 address the storm water issues
1:00:21 associated with that
1:00:23 runoff thank you and I I I guess I
1:00:26 didn't want to infer that we know more
1:00:28 about Paving roads than we're not
1:00:30 Traffic Engineers certainly but just
1:00:32 wanted to just sort of hear thoughts on
1:00:34 it thank you and so I'd like to add a
1:00:36 comment there that the
1:00:38 area in this area is an area that the
1:00:41 school district has planned to provide
1:00:43 for future high school
1:00:45 parking if
1:00:48 there's consideration of a condition
1:00:50 that this road be paved as a part of
1:00:53 this project the school district will
1:00:55 move forward with the paving of our own
1:00:57 parking lot and we'll just eliminate any
1:01:00 parking in our use here this is a 60
1:01:02 foot easement that was granted to the
1:01:04 city for Access and utilities primarily
1:01:08 to serve the Sportsman's
1:01:11 Club so I that was a question was going
1:01:14 through my mind so it's not dedicated
1:01:16 City rway then it's easement okay it's
1:01:19 an easement
1:01:23 okay the the parking lot that the the
1:01:27 buildout parking lot that we're talking
1:01:30 about there
1:01:33 uh I I absolutely understand that this
1:01:36 question that I'm about to ask is is
1:01:41 futuristic but there has been as you
1:01:43 know there has been significant conern
1:01:45 concern expressed about the uh number of
1:01:50 students that are driving cars instead
1:01:52 of taking buses and the number of
1:01:53 parents that are are dropping kids off
1:01:56 and picking them up and so on um and I
1:01:59 I'm just curious as to what it would
1:02:02 take uh for the school in terms of a an
1:02:06 a school district program to encourage
1:02:09 parents and students is there a
1:02:12 possibility that you're not going to
1:02:13 need that let's put it that way the
1:02:16 parking yeah that is a real possibility
1:02:20 we have a bond committee working on the
1:02:24 future direction of high schools in the
1:02:27 district a primary question is a part of
1:02:30 that bond process is do we build another
1:02:33 high school if we maintain our current
1:02:37 Skyline isqua and Liberty high schools
1:02:39 isqua and Skyline will grow to
1:02:42 probably 25 2600 students by the year
1:02:46 2020 if we are
1:02:50 successful in the bond committee moving
1:02:53 forward with with the recommendation to
1:02:55 build a fourth high school we find
1:02:57 property and build a fourth High School
1:03:00 both Skyline and isqua and the new high
1:03:02 school would probably be about 1,600
1:03:04 students and you would find that the
1:03:07 population at is high school would
1:03:09 diminish considerably and it's now uh a
1:03:13 little over 21 so we go from 2100 to to
1:03:17 about 6600 if the new schools Bill MH
1:03:22 yes in that case uh
1:03:25 what in that eventuality what would the
1:03:28 purpose of that uh that area be in that

1:03:55 we are faced with serious growth issues
1:03:59 that land is very scarce very
1:04:03 expensive um that area including the
1:04:07 section north of Evans up to the gun the
1:04:10 Sportsman's Club South Boundary that's
1:04:13 all School District
1:04:15 property who knows what that might be at
1:04:18 some point in time in the future okay um
1:04:20 the likelihood is that at some point in
1:04:22 time it'll get developed to support the
1:04:24 population of students that continues to
1:04:26 grow in the area whether it's elementary
1:04:29 middle or high school kids I don't know
1:04:32 okay commiss Morgan did you have another
1:04:36 question okay I've got a I've got a
1:04:39 couple
1:04:43 um in the traffic management PL part you
1:04:48 talked
1:04:50 about the problem with Second Avenue and
1:04:53 sunset neutral traffic and
1:04:55 then new traffic signal at the
1:04:58 intersection of front and
1:05:02 sunset I've read that in the report too
1:05:04 and I'll leave that just what new
1:05:07 traffic
1:05:10 signal or is it
1:05:13 just you know changing the timing on
1:05:16 turns and stuff like that no it's it's
1:05:20 not a new signal at front and sunset but
1:05:23 what it would
1:05:25 there's new traffic signal intersection
1:05:26 of front and sunset in the staff report
1:05:29 that's probably a miswritten sentence
1:05:32 there by accident uh the front and
1:05:35 sunset signalized intersection as it is
1:05:38 today is actually in the city's Capital
1:05:41 program for reconstructing to provide
1:05:45 for increased capacity of each of the
1:05:48 four legs by providing turn uh
1:05:51 additional Lanes Northbound and South
1:05:54 bound uh which impact parking as well as
1:05:58 the East West legs of extending the
1:06:01 dedicated Lanes of traffic coming
1:06:04 through the intersection which will
1:06:05 allow the signal to operate more
1:06:07 efficiently and effectively so it's it's
1:06:10 not a brand new signal okay but it's a
1:06:13 reconstruction of that intersection to
1:06:14 increase its
1:06:17 capacity cheldon if I can I I also had a
1:06:20 question about that specific
1:06:22 intersection now we're talking about the
1:06:24 intersection with uh the library and
1:06:28 Jacks correct and and the Shell station
1:06:31 and the law office right so I don't
1:06:36 Envision those moving so are we talking
1:06:38 about restricting parking on the edges
1:06:42 of that to that would be what would be
1:06:44 required is a restriction on
1:06:47 parking there there's already some areas
1:06:49 that parking is restricted already uh
1:06:53 but we would have have to work within
1:06:54 the current pave section and so forth
1:06:56 It's not taking any of the property uh
1:07:00 that would impact buildings or anything
1:07:01 like that we're not talking about that
1:07:03 all right and the other intersection
1:07:06 that is one one of the ones that you
1:07:08 mentioned earlier is the intersection at
1:07:09 Clark and and Newport in Fr correct same
1:07:13 thing there same thing there working
1:07:15 within the existing right of ways not
1:07:17 taking property all the improvements of
1:07:20 at that intersection would either be on
1:07:22 the leg of Clark which is on the east
1:07:25 side of the intersection or possibly uh
1:07:29 creating another way another access
1:07:31 point coming out on First Avenue I
1:07:34 believe that's the street right next to
1:07:36 the community
1:07:37 center
1:07:39 okay okay that I just no point well
1:07:43 taken and I'd still be curious to you
1:07:46 we'll see it down the road I guess as to
1:07:48 what parking because it doesn't seem
1:07:49 like there's much room in there to
1:07:51 change turn turn lights and stuff it
1:07:53 it's very tight
1:07:54 and it it is a challenging project okay
1:07:58 one of the things for staff that we sort
1:08:00 of blew right by was the Wetland
1:08:05 buffer and I had a question in regards
1:08:09 to storm water
1:08:13 runoff and the staff report says there
1:08:16 going to be about 1,500 square feet due
1:08:18 to a new new
1:08:20 outfall will be mitigated the proposed
1:08:23 outfall will conveying storm water from
1:08:25 the busard into the buffer
1:08:28 area and
1:08:30 that the municipal code allows storm
1:08:33 water runoff to be discharged into
1:08:35 Wetland buffers as long as it is
1:08:40 treated where is the storm water being
1:08:46 treated um so I have to I have to admit
1:08:50 that um I had a lot of assistance from
1:08:52 our environmental plan planner as far as
1:08:55 the determination and review of that
1:08:57 section so I was relying on his review
1:09:00 and he's actually un vacation um I'm
1:09:03 going to try my best to um un um to
1:09:06 explain that I guess I don't have a
1:09:09 Graphic um but basically uh all the
1:09:12 treatment will be included as part of
1:09:15 the Civil review and um just like with
1:09:19 all the others um the all the other
1:09:22 storm water in up in this project it
1:09:25 will all be treated on site and then
1:09:27 before it will um be
1:09:31 discharged Amy is it is it do you have
1:09:34 any is it going to be do you know if
1:09:36 it's going to be a percolation treatment
1:09:38 the percolation pits that or or
1:09:40 capabilities that will percolate the
1:09:42 runoff before it enters
1:09:47 uh looks like just a pipe hitting a
1:09:50 bunch of rocks and my my recollection
1:09:52 was it that it was retention the
1:09:54 treatment was
1:09:55 retention
1:09:59 reading Steve can provide some more
1:10:02 technical so in the report on page 21 of
1:10:05 84 there is a site plan that shows the
1:10:09 drainage into catch basins and a pipe
1:10:12 that runs down Southward to a treatment
1:10:16 uh filtration type system that then
1:10:18 discharges to the buffer
1:10:22 wetland
1:10:32 and there there's been a little bit of a
1:10:34 change this in terms of of this detail
1:10:36 from staff recommendation that the
1:10:38 outfall pipe was shortened up so that
1:10:40 there's a longer run before it reaches
1:10:45 Wetland okay I guess I I was just
1:10:48 looking at this nice color drawing on
1:10:51 page 19 and it's got new storm water
1:10:54 piping heading out into a bunch of
1:10:59 rocks so there's two different you know
1:11:02 one is to slow the flow and I think the
1:11:04 rocks that you're identifying is to
1:11:07 ensure that the flow is not such that it
1:11:10 erodes I'm not sure that's that to me
1:11:13 means that there's an awful lot of water
1:11:15 flowing if you're worried about rocks to
1:11:17 disperse the flow just wondering where
1:11:19 it's getting treated I so there's
1:11:24 on page
1:11:26 21 new manhole the filter structure
1:11:30 that's Upstream on the pipeline of the
1:11:32 manhole and the manhole provides for
1:11:35 flow control as well as the filter and
1:11:38 then the discharge and standard
1:11:40 discharge out of any storm water pipe is
1:11:42 a a rip wrap Rock area so that you're
1:11:45 just not having a sheet flow over the
1:11:47 surface
1:11:49 okay so there's a there's a filter
1:11:52 system in in under the road and then not
1:11:57 guess I'm beating a dead horse probably
1:12:01 but I got to tell you when I looked at
1:12:02 this drawing I of the parking on uh
1:12:05 Evans I thought that's going to that'll
1:12:07 work out pretty good because I
1:12:09 assumed falsely that there was going to
1:12:12 be nice lines drawn where the kids would
1:12:14 pull in and park even line and stuff
1:12:17 like that and now it looks like it's
1:12:19 just going to be a pile of gravel with a
1:12:21 concrete bumper that they're going to
1:12:23 aim at app Hazard like kids will
1:12:27 do well the bumpers at least provide
1:12:29 some delineation of parking spaces as
1:12:32 opposed to parallel parking that doesn't
1:12:35 have any
1:12:36 delineation well I was going to ask qu
1:12:40 because again I had just assumed it was
1:12:41 being black topped and I would think
1:12:45 that would be the smart thing to do but
1:12:47 cost money and I understand that and
1:12:50 there there's the percolation but
1:12:52 they've got wonderful new blacktop I
1:12:54 understand because it's over there on
1:12:56 one of the other roads in town that
1:12:58 allows for percolation through the black
1:13:00 top too I was going to ask about whether
1:13:03 there's restriction and
1:13:05 because I see it again as a problem with
1:13:08 the kids pulling in and at the end of
1:13:09 school backing out trying to do y turns
1:13:13 in there so that they can get out
1:13:16 quicker I don't think they're going to
1:13:19 pull out and drive all the way to that
1:13:21 turnaround and I wondered if there was
1:13:24 again when I thought it was being black
1:13:25 toed if there was a requirement to
1:13:27 potentially make it require backend
1:13:29 parking so in the morning when they're
1:13:32 not that enthusiastic about getting to
1:13:34 school
1:13:35 anyway they would take a little bit
1:13:37 longer to back in so that when they end
1:13:41 of school is and they want to leave they
1:13:43 can get right out uh I don't know about
1:13:46 that and then this turnaround up here I
1:13:48 don't
1:13:49 know I didn't I was just curious if
1:13:52 there was a bigger turnaround former if
1:13:54 that's just doing
1:13:56 a real
1:13:58 quick accelerate and crank the wheel
1:14:01 over hard to the left to spin around and
1:14:03 end up being a big burm eventually for
1:14:05 the boys to get out to the shooting
1:14:09 club um they seem to manage now and I I
1:14:13 know that the road gets wet it gets
1:14:16 muddy it gets rutted from time to time
1:14:18 but I haven't seen the circle or the
1:14:22 U-turn area at the te
1:14:25 become a banked corner from burnouts on
1:14:28 the way out if you were to do backin
1:14:31 parking it would have to be on the north
1:14:33 side of the road so that it it's on the
1:14:35 exiting side so then everybody would
1:14:38 have to cross the
1:14:39 road on their way to car no because they
1:14:43 could do the same thing they do now that
1:14:45 you get to their car by say yeah they
1:14:47 would cross here instead of no they
1:14:49 could drive up here in the morning turn
1:14:51 around come down and back in to the to
1:14:54 the south side of the
1:15:00 TR cross traffic no what he's saying is
1:15:03 they could go east hit the turnaround
1:15:05 come back down and then back into the
1:15:06 north side of the road he said back into
1:15:08 the south side of the road well you
1:15:10 could turn the you could make the 45
1:15:13 degree angle go the opposite direction
1:15:15 and then you could head east and back
1:15:18 into a space but when you get ready to
1:15:20 leave then I think you'd be more PR
1:15:23 you guys have thought a lot harder than
1:15:25 we have I I just as long as we're
1:15:28 talking about this it seems to me that I
1:15:29 heard I heard a consensus of opinion
1:15:32 from the public comments from Mr Lynn
1:15:34 and yourself that it would be best long
1:15:38 term in terms of Maintenance and so on
1:15:41 if that were paved well from the school
1:15:44 district point of view we would not be
1:15:48 interested in participating but we would
1:15:50 move forward with the paving of Our Own
1:15:53 parking lot and allow the city to go
1:15:55 ahead and provide a paved roadway to
1:15:57 access the Sportsman's Club the parking
1:15:59 lot being the one we've talked about
1:16:01 correct that is the future possible
1:16:04 future parking lot which if that became
1:16:06 a condition would move up on the
1:16:08 schedule because we wouldn't be
1:16:09 interested in Paving a
1:16:15 roadway okay
1:16:17 interesting anything else that's all
1:16:19 I've got
1:16:22 M uh question for Amy if you could pull
1:16:25 back up the um I think it's the South
1:16:28 elevation the two
1:16:34 comparisons elevation uh the overall
1:16:37 South elevation yeah the comparison of
1:16:44 yes so in the package the revised
1:16:49 elevation didn't have new trees in it
1:16:53 um are there new trees being
1:16:56 added as part of the
1:16:59 changes um I think when we looked at
1:17:01 this last time um they were showing I'm
1:17:06 sorry I don't have the SI plan what was
1:17:08 shown was almost like a foundation
1:17:11 Landscaping right up next to the gym
1:17:14 wall so because now what you uh what we
1:17:18 have is a seating area at the wall
1:17:21 they're providing a um a prvious paver
1:17:25 area and then the the trees are going to
1:17:28 be um located between um basically the
1:17:32 curb and what will be the future perious
1:17:36 area that's part of the seating area so
1:17:39 and and they will be in uh basically
1:17:41 tree grates like tree planters so it's
1:17:45 set up almost like in a more urban
1:17:48 sidewalk setting and and these are trees
1:17:50 that were added to the plan subsequent
1:17:53 to the initial exactly plan that we saw
1:17:56 before in the um the previous plan the
1:17:59 trees were actually closer to the gym
1:18:01 wall they were using it as their
1:18:03 screening and we said that wasn't
1:18:06 acceptable and so um the trees moved
1:18:08 closer to the street or the the drop off
1:18:11 area okay so I guess in my mind it's um
1:18:16 I was disappointed in this slide as a as
1:18:18 a presentation itself because
1:18:21 it you can look past it but it's in my
1:18:24 mind it's using the trees and the
1:18:26 revised elevation to try to obscure the
1:18:29 the blank
1:18:31 walls I'm we're aware of what they've
1:18:33 done in terms of adding the seating area
1:18:36 but we're looking at the walls of the
1:18:38 building and to throw some trees in
1:18:42 front of it in the revised
1:18:44 elevation to me is just trying to mask
1:18:47 something there that they didn't have to
1:18:48 do because in the package the trees
1:18:50 weren't there and it would have to me
1:18:53 but it's very frustrating you see
1:18:54 something like put up there it's like a
1:18:55 smoke screen in a way so not that it was
1:18:57 you're doing or anything because you
1:18:58 didn't create the graphic but it should
1:19:01 have just been shown both ways without
1:19:03 trees and Amy are those are those
1:19:05 deciduous or conifers deciduous they're
1:19:08 deciduous so they're almost like Street
1:19:10 trees so they four or five months out of
1:19:14 the year they're not going to have
1:19:16 leaves so chances
1:19:21 are thank you and and and just so um and
1:19:24 and I appreciate you calling that out I
1:19:26 didn't even realize I actually asked
1:19:29 them for a clearer um version of the
1:19:34 graphics for this presentation so
1:19:37 whatever I received I just included in
1:19:40 my report or in my slides yeah I
1:19:43 understand thank

1:19:51 else I one more question um regarding
1:19:55 the circulation and there was a during I
1:20:00 think Sheldon during your comments about
1:20:02 some issues uh backing up onto Evans
1:20:05 Street because of some may uh drop off
1:20:08 challenges that in the internal
1:20:10 circulation can you explain a little bit
1:20:12 more about what the mitigation is for
1:20:15 that we have a lot of activity going on
1:20:18 over at May on Evans Street and anything
1:20:20 we can do to minimize the impact that
1:20:22 going to happen if we start queuing up
1:20:24 back on the street as we're trying to
1:20:25 get back into the school that starts to
1:20:27 become and a lot of cars are idling out
1:20:29 there challenging I think actually I'm
1:20:31 GNA have to have either Jeff Shram of
1:20:34 10w or Steve Crawford because a lot of
1:20:36 that has to do with the internal
1:20:38 controls on the school district uh
1:20:40 property to help manage the flow of the
1:20:43 parent and students and buses and all
1:20:46 that together
1:20:47 plan yeah we we did have a lot of
1:20:50 conversation about this during the the
1:20:52 last meeting about the circulation about
1:20:54 some of the challenges that that was
1:20:56 creating so it sounds like we still are
1:20:58 working on
1:21:13 that so there's been some concern
1:21:16 that parents who are supposed to drop
1:21:19 off in the front of the building and
1:21:21 exit back out through the traffic light
1:21:24 might find coming in on Evans in through
1:21:28 past the loading dock and down past here
1:21:32 to access that an attractive
1:21:35 alternative so what we've talked about
1:21:37 is the fact that a there's going to be a
1:21:39 gate back here we're showing a gate at
1:21:41 this point and there's the potential to
1:21:44 add a gate at this point so that
1:21:47 basically our traffic in these areas our
1:21:53 staff for parking and buses enter on
1:21:58 Evans and come down and drop off both
1:22:02 middle and high school students before
1:22:05 they exit back out at the traffic light
1:22:08 so the control for those parents is
1:22:12 gate at this point which basically
1:22:15 precludes anybody accessing the area and
1:22:19 coming back around the east side of the
1:22:21 building and
1:22:23 and that gate would also preclude or it
1:22:26 would make it very frustrating if some
1:22:29 parent decided to leave here and instead
1:22:30 of going out at the traffic light go
1:22:33 back around this way and find that it's
1:22:34 blocked and have to turn around and come
1:22:36 back I suppose we could put another gate
1:22:38 here we had to but I think that what
1:22:41 would be found quickly is that exiting
1:22:44 back out through the traffic light is a
1:22:48 more expedient exit than if you were to
1:22:50 try and go back out and exit at devans
1:22:53 which is not a signal controlled
1:22:56 intersection so basically the the
1:22:58 control is
1:23:01 Gates so the gates would be what closed
1:23:06 as needed they would be automated gates
1:23:08 with card Keys how what's the thinking
1:23:11 to are they are they there just as
1:23:13 mitigation as necessary how would they
1:23:17 function if you close the gates then the
1:23:19 staff's going to have the same challenge
1:23:20 trying to get to the parking some some
1:23:23 of the staff would access through Evans
1:23:25 other staff here if if it was determined
1:23:28 that that was the problem and the gates
1:23:29 needed to be closed then the staff that
1:23:31 park on the Eastern side of the building
1:23:33 would enter at
1:23:35 this at the traffic light and come back
1:23:37 around to the east side of the building
1:23:39 okay so those gates are going to be
1:23:42 installed as part of the project we're
1:23:43 going to install the gates and the
1:23:47 closure and or open time
1:23:50 periods would be determined by by
1:23:53 practice okay thank

1:24:10 questions that I had the clarifications
1:24:12 uh are U have all been addressed but I'm
1:24:16 I'm going to venture out on the limb
1:24:17 here and recognize that I'm about to
1:24:21 comment on something that this
1:24:23 development commission uh simply is
1:24:26 going to make an obser I'm going to make
1:24:28 observation uh for what it's worth I
1:24:30 attended two weeks ago I attended an all
1:24:32 day sustainability Summit AT ISO high
1:24:35 school that was one of the most
1:24:37 impressive things that I've participated
1:24:39 in in a long time and it was uh
1:24:41 primarily
1:24:43 students uh from isad school district uh
1:24:47 high schools and middle schools and
1:24:50 businesses that uh participate ated in
1:24:52 this and talked about uh programs
1:24:55 measurement of success goals uh
1:24:58 definable uh contributions and so on to
1:25:01 the objective of increasing
1:25:03 sustainability of of the individual
1:25:06 schools and the school system at whole
1:25:08 and there were some marvelous ideas
1:25:11 including some programs that are already
1:25:13 effect uh there was nothing mentioned
1:25:16 about uh
1:25:19 vehicles uh about uh an a concerted
1:25:23 effort
1:25:25 to address the increasing number of
1:25:28 private vehicles that are being used to
1:25:31 bring children students to school
1:25:33 whether they're driven by the students
1:25:35 or uh by parents of the students or by
1:25:38 somebody else that's picking them up and
1:25:39 Dr off and I personally think that's a
1:25:42 uh there's a a very significant
1:25:45 opportunity for the isqua school
1:25:47 district which is recognized as a leader
1:25:49 uh in in the Seattle metropolitan area
1:25:53 uh to take a real serious look at a
1:25:56 systemwide effort to educate students uh
1:26:01 and parents and uh administrators to
1:26:05 identify specific goals for reducing car
1:26:08 traffic in the schools and it's not just
1:26:10 for the environment it's for ultimate
1:26:12 expenses uh so if you have have to you
1:26:14 know pave less parking lots and things
1:26:17 like that and accommodate cars and
1:26:18 signals for the city and everything uh I
1:26:21 mean we're talking 10 15 20 years from
1:26:23 now but uh there's so much emphasis on
1:26:27 that subject in this area by so many
1:26:29 different government and non-government
1:26:31 entities that it just seems like a
1:26:33 marvelous opportunity for the isqua
1:26:35 school district to look at what is a
1:26:38 significant problem that we're here
1:26:40 tonight primarily talking about vehicle
1:26:43 traffic so I I you know for what it's
1:26:45 worth and maybe I ought to attend a a
1:26:48 school district meeting and and make
1:26:50 that recommendation as a as a private
1:26:52 citizen but uh the the issue does affect
1:26:55 us I mean it's it's come up here and
1:26:57 it's a significant part of our time and
1:26:59 in spirit of of cooperation and
1:27:02 continuing the the quality of life that
1:27:04 we have here in isiga I just I think
1:27:06 it's a an excellent opportunity that
1:27:09 could be pursued by everybody involved
1:27:12 the city the private sector uh the
1:27:14 school and we could we could get on the
1:27:17 map nationally by some that kind of
1:27:19 program because I I know this is
1:27:21 happening everywhere where they're
1:27:23 contending with more and more students
1:27:24 that are driving to school instead of
1:27:26 walking biking taking buses so that's
1:27:30 that's an uh an unusual recommendation I
1:27:33 recog I recognize that coming from the
1:27:36 development commission but I think it's
1:27:38 an opportunity that really needs to be
1:27:39 recognized so with
1:27:43 that if there are no further comments
1:27:48 additions
1:27:50 questions okay then we will move to
1:27:54 excuse me the final uh step that we're
1:27:56 going to take tonight which is uh to uh
1:27:59 proceed with a motion for recommendation
1:28:01 to city council regarding the isqua
1:28:03 school middle school approval with
