1:01 so tonight we have presentation of the
1:03 proposed 2015-2020 Transportation
1:05 Improvement plan program
1:07 and Gary the floor is yours alrighty
1:10 thank you thank you very much on the
1:12 program Carl uh thank you members of the
1:14 planning policy commission uh Gary Costa
1:17 Transportation manager for Public Works
1:18 engineering I'm pleased to present with
1:21 to use the 2015-2020 uh Transportation
1:24 Improvement program for the next 20
1:26 years also we include the the 20-year
1:28 program
1:29 but as required by the state state law
1:33 we're required to in order to be able to
1:35 use state and federal funding and half
1:38 half cent gas X funding we need to have
1:40 the projects listed in the the tip
1:46 this relates to construction projects
1:48 that are using uh what's called the
1:51 moving ahead for progress in the 21st
1:53 century act and and also the projects
1:56 funding from the Transportation
1:58 Improvement board funding
2:02 map 21 was established enacted back in
2:05 July 6 of 2012. it stands for moving
2:09 ahead for progress in the 21st century
2:11 and it authorized the federal service
2:14 and transportation programs for highways
2:16 and Highway Safety and Transit
2:20 as part of the process in beginning the
2:24 uh getting the tip through to adoption
2:26 we're here tonight at the planning
2:28 policy Commission
2:30 on May May 19th will be council meeting
2:33 to set the public hearing for the June
2:37 16th public hearing date
2:39 on May 29th we'll be taking this forward
2:42 to the Chamber of Commerce government
2:43 Affairs committee
2:45 and then on June 12th the council
2:47 infrastructure committee will be
2:48 reviewing it
2:50 will hold a public hearing again on June
2:52 16th and then we'll submit this to psrc
2:54 on June 20th and washed out on June 21st
3:01 so in the past years we've made several
3:03 enhancements to the tip that have come
3:05 about from PPC group here and the
3:08 committee or Commission
3:10 that is incorporating the safety
3:13 capacity and concurrency charts well
3:16 actually concurrency don't have those
3:18 anymore I should take that out
3:19 includes a 20-year future year
3:22 project listing
3:24 the transit and trans support of
3:28 programs are no longer in the tip but
3:32 they're they are showing up in our
3:34 operating budget
3:39 because they're not a capital
3:41 Improvement it's uh it's more of an
3:44 operating to operate the transit and
3:51 anything related to the so those are
3:53 ongoing costs yeah not the initiality
3:55 right if you were building a bus shelter
3:58 that would be Capital that would be
4:00 account but if you're funding the 200
4:01 that's right so these are things like
4:04 the transit now with route 269
4:07 paying the fare box fee for Route 200
4:10 right those things
4:14 so we continue to budget for Route 200
4:16 and also for the transit now Route 26
4:18 Route 269 and
4:20 and not the transit now for Route 200
4:22 but the
4:24 um the fare box route 200
4:26 . we also included the non-motorized
4:30 improvements
4:32 um that have come up from our complete
4:34 streets program that include
4:36 improvements to bike lanes and sidewalks
4:39 also crosswalks and also audible
4:42 pedestrians signal indications
4:44 and then the projects that came about
4:45 from the bike ped plan we've included
4:48 the projects from
4:50 that plan
4:54 and this is the listing of the input
4:57 that we've received or will be receiving
4:59 and have in the past during the year
5:01 requests from the public
5:04 also through the city council goals that
5:06 have established for 2014.
5:09 Central Issaquah plan that adopt that
5:12 adopted that was adopted and approved
5:15 various projects
5:16 city-wide bike and pet plan that has
5:20 12 13 projects in that plan
5:23 coming forward to the planning policy
5:25 Commission
5:26 comments that we received from the
5:28 Transportation Task Force at the chamber
5:31 going forward with the council
5:33 Transportation committee
5:34 and then we have projects that are
5:37 carried forward from previous years and
5:39 then whatever comes about from the
5:41 public hearing on June 16th
5:46 this is a listing of our first 18
5:48 projects I want to highlight the
5:51 projects that came about from the bike
5:53 ped plan and that's the ones that are
5:56 highlighted in in green
5:58 though however those first two in blue
6:00 though the black nugget black Nugget
6:03 Road retaining wall repair and a
6:04 Mountainside Drive slide repair
6:06 are improvements that we feel we need to
6:08 make next year
6:10 those are brand new ones right those are
6:13 new
6:14 um the black nugget retaining wall has
6:16 been in there as a future year project
6:18 but we have some improvements that we
6:20 need to make that came about from a
6:22 study that was done a couple years ago
6:25 and so we need to make those
6:27 improvements otherwise we want to make
6:28 sure that that wall has safe integrity
6:31 and stays in place
6:33 and the Mountainside Drive side repair
6:35 that's where a study determine what we
6:37 need to do to that roadway to stabilize
6:39 it if anything
6:42 the project number five is listed as
6:44 complete streets they're they're about
6:46 three or four projects in the um
6:49 bike ped plan that would be able to be
6:51 funded through the complete streets
6:53 program these are projects that are
6:57 5250 000 improvements
7:02 number seven is the north Issaquah
7:04 roadway Improvement c610 Parkway project
7:06 that was part of the bike ped plan and
7:09 this project is moving forward through
7:11 design we're at 60 percent we'll have
7:14 design completed by June and we're
7:17 actually be applying for additional
7:19 federal funds uh this summer
7:22 we actually knows this spring I mean
7:24 sorry May
7:25 uh for 2.5 million dollars and we've
7:28 already received 3.4 million dollars
7:30 from tib
7:33 number eight or sorry number nine is the
7:36 uh 12th Avenue sr800 improvements that
7:39 included bike lanes and sidewalks
7:42 for the bike ped plan
7:44 11 is the Northwest Holly Street that
7:46 runs along the
7:50 along the the park
7:53 that will carry the non-motorized trail
7:57 all the way to Sunset I mean to Newport
7:59 Way excuse me
8:04 and then number 12 is three Trails
8:05 Crossing improvements and that's
8:07 providing a traffic signal at Gilman
8:10 Crossing at Juniper Street
8:14 number 15 we are identifying as a
8:17 tributary 170 Trail because it basically
8:20 runs along the 170 trib
8:24 and it provides
8:26 non-motorized trail from basically 12th
8:28 Avenue runs along I-90 and will connect
8:31 in to 4th Avenue Lake Drive where our
8:34 North Issaquah roadway Network
8:36 improvements will be extended to
8:39 and that would then connect to the
8:41 Pickering trail that you take over to
8:42 the Sammamish Trail
8:45 and number 18 is the Northeast Goma
8:47 Boulevard
8:48 improvements for bike lane from Front
8:51 Street to Triple X driveway
8:56 20 is the continuation of that
8:59 on Gilman Boulevard
9:01 and then extending onto Third Avenue
9:04 across Third Avenue Bridge and
9:06 connecting with sunset way and that
9:08 would be a non-motorized trail
9:11 an East Sunset way improvements that
9:14 includes a cycle track that was
9:16 recommended out of the bike plan
9:20 that goes from basically from Front
9:21 Street to the sunset interchange
9:26 and that's basically the rest of the
9:27 projects are projects that are in the
9:29 tip from last year and most of those you
9:32 see through 39 are from the centralized
9:36 Squad plan
9:40 the pair of sorted the products project
9:42 type so you can see how they're
9:45 coming out with depending on whether
9:48 it's traffic calming or roadway
9:49 improvements so these are two categories
9:51 in the traffic calming area and the
9:53 roadway improvements
9:55 and then we our break within our break
9:57 broke them down to roadway maintenance
9:59 Street overlay program
10:01 then the non-motorized facilities
10:03 alternative transportations from
10:06 three Trails Crossing trip 170.
10:09 some Spanish Trail grade separation
10:12 Northwest Sammamish road non-motorized
10:14 crossing
10:15 10th Avenue non-motorized Crossing and
10:17 the Northwest Mall Street pedestrian
10:19 corridor
10:20 then we have the Dogwood Bridge
10:21 replacement that's moving forward in
10:23 design
10:25 with construction to occur next year
10:28 and then we have the Front Street I-90
10:30 interchange reconfiguration
10:32 that's
10:34 set up in the future years
10:39 one of the things that the PPC ones who
10:42 know is how these projects relate to
10:46 multimodal comparisons relating to
10:49 okay comparing it with roadway capacity
10:52 to Transit supportive sidewalks and
10:54 non-motorize and this breaks those
10:57 projects out that that you can um see
11:00 how whether or not they're how they fit
11:03 in each one of those categories
11:06 and this is the rest of the 39 projects
11:12 we also break the projects up by matrix
11:16 whether it's a capacity Improvement
11:18 project non-motorized
11:21 with some maintenance Improvement
11:24 or Traffic Safety storm drain utility
11:26 operations planning or parking
11:30 so these shows how the projects are
11:33 broken out
11:34 and then this is the rest of them to
11:41 then we're showing here the project
11:43 phases and when we're planning on moving
11:44 forward with the improvements
11:46 we plan to
11:49 make some improvements for the black
11:50 nugget retaining wall repair in 2015
11:54 the Mountainside Drive will be a study
11:56 and possibly some construction
12:00 and then we have the street overlay
12:02 program where we pretty much every year
12:04 have overlays going on
12:06 and same with the complete streaks
12:08 program
12:10 we have the Dogwood Bridge we'll start
12:12 construction in 2015.
12:14 and that project will actually close the
12:17 bridge for a period of time
12:21 um so that we can get the bridge removed
12:22 across the creek and then get a get the
12:25 bridge rebuilt
12:28 most of that would be done during the
12:30 school when school is out
12:33 East Lake Sam Parkway Improvement
12:34 widening
12:36 will be starting right away acquisition
12:40 and
12:41 this says construction actually 2015 yes
12:44 and 2015 will be starting construction
12:46 and we should have Construction done in
12:48 2016 and right away should be actually
12:50 done in 2015.
12:54 the Southeast 62nd improvements are
12:57 still in design and construction is
13:00 expected till 2017.
13:03 and the 12th Avenue Northwest
13:05 improvements and 900 we expect to be at
13:08 Construction in 2018 2019.
13:11 and basically the rest of those are kind
13:13 of getting further out so I'm going to
13:14 skip over those
13:17 and then these are all out in future
13:19 years
13:22 this gives a comparison of the
13:24 comprehensive plan and compared to
13:27 what's in the 2015-2020 tip
13:33 I'll just leave that um
13:35 go through this and if you have any
13:37 questions you can let me know
13:40 and on this the non-motorized portion of
13:43 them the projects that were completed
13:47 and that are in the comp plan
13:52 yeah this is the map of the improvements
13:54 and that concludes my presentation

14:04 so I couldn't figure
14:06 from reading the description several
14:09 projects talked about bicycle and
14:12 pedestrian safety and talk about
14:14 sidewalks but is there any new can you
14:18 can you elaborate on where sidewalks are
14:22 being created or widens and where bike
14:25 Lanes if any bike lanes are being
14:27 created did you say a particular project
14:30 well the ones that seem to be this the
14:33 seven eight and nine I think are the
14:36 ones that mentioned safety Improvement
14:38 for pedestrians and bicycles
14:41 well a number project number seven East
14:44 Lake Sam Parkway
14:46 um we will be installing a bike lane
14:49 on the southbound direction from 56 all
14:53 the way down to almost Issaquah Falls
14:56 City Road okay
14:58 um a sidewalk will be constructed
15:00 basically starting
15:02 just south of or about right at about
15:05 where black Nugget Road is and there'll
15:08 also be two connections to the King
15:10 County Trail one at black Nugget Road
15:12 another connection about 350 feet south
15:15 of black Nugget Road
15:16 and where we have sidewalks will be
15:18 we'll also be including a seven foot
15:20 landscape buffer in between the curb and
15:22 the sidewalk okay what about the the
15:25 bike lane separated from the the traffic
15:28 the car traffic no the bike lane bike
15:30 lanes are part of the roadway
15:33 because we have the trail because the
15:35 the King County Trail is so close right
15:37 that we don't need to do a non-motorized
15:40 trail trade was closed for quite a while
15:42 and I had to ride my bike on the yeah on
15:44 the road there and it was pretty
15:45 dangerous
15:48 the bike Lanes five feet where it's like
15:51 where we have a race curb thank you
15:55 and then in your 809 anything there uh
15:59 well number eight that's the extension
16:02 of Southeast 62nd Street
16:04 from East Lake Sam Parkway
16:07 we will actually have a cycle track on
16:10 the north side of the road from
16:11 East Lake Sam Parkway to the roundabout
16:14 the proposed roundabout at 4th Avenue
16:17 will we also have
16:20 a great separation for the King County
16:22 Trail
16:24 and so when the cycle track will come
16:26 down and tie into the King County Trail
16:29 as you continue further west
16:32 there will be a sidewalk
16:34 on the north side of the bridge that
16:35 goes across izqua Creek and that will
16:38 continue to Lake Drive
16:40 what we're doing to we're not doing a
16:43 sidewalk on the south side and we're not
16:44 doing bike Lanes on that section of road
16:46 because we're going to widen the
16:47 Pickering Trail to take the place of
16:49 that
16:51 and on 12th Avenue 907 12th Avenue
16:54 that's our 917th Avenue Northwest
16:57 we're adding widening the sidewalk
17:01 on both sides of 12 as it approaches 900
17:05 and we're adding bike Lanes
17:11 anything so separated from the traffic
17:13 no no
17:24 okay cool

17:44 some projects never seem to get any
17:46 higher on the list
17:49 one I looked at we've talked about it
17:51 many many times that Providence point
17:53 intersection
17:56 it's it's sitting down there at
18:00 28 for out years
18:04 you know
18:05 down the road has been there for a long
18:06 time and all of a sudden we've got the
18:09 Northwest Holly Street as a new one
18:12 uh the tributary
18:17 170 Trail
18:19 Northwest Northeast Gilman Boulevard
18:21 between front and the triple x
18:24 and Gilman Boulevard Third Avenue
18:27 Northeast according to your cover letter
18:29 those are new ones
18:31 and I know that the apparently the
18:34 Mountain Drive slide repairs something
18:37 has to be done so that gets kicked up I
18:39 can understand that
18:40 but how do these guys get on the list
18:43 and all of a sudden I
18:44 I guess in the past we've talked about
18:46 it in some availability money and when
18:48 they can get done and right
18:51 but I just think all those people
18:52 Providence Point been waiting a long
18:53 time to get that intersection fixed well
18:56 it's a lot you're right it's a lot of
18:58 money and part of the reason is because
19:01 it's serving private property but
19:05 private drives
19:06 and because of that it makes it really
19:08 difficult to acquire grants from like
19:12 the federal agencies or the state
19:15 and so because it's a lot of money there
19:18 are projects that have higher priorities
19:19 at least for
19:22 you know
19:24 because we can we we have other projects
19:26 where we can have a higher competition
19:28 for outside sources of funding and it
19:31 just makes it really hard to fund that I
19:34 I mean it's just a matter of
19:38 priorities and where it gets place
19:44 but it doesn't it does not going to stop
19:45 if there is ever a grant that that comes
19:48 up that would make sense to apply for we
19:51 could still apply for the grant because
19:52 it is on the tip right and that's I
19:55 guess the important thing is these
19:56 projects are on here right so that we
19:59 can look at that
20:00 okay
20:01 other than that I think it's a you know
20:03 they're all well described and we know
20:05 what's going on in a matter of money and
20:07 availability and time and all that kind
20:09 of good stuff so I don't have any other
20:11 questions thank you

20:28 I agree my only concern is that there's
20:30 only two of us here so I don't know how
20:32 we can really do anything
20:36 as a commission because we don't have a

20:51 you know recommend approval because we

22:00 a big supposedly big update but since we
22:03 updated every year it's not as big for
22:06 us plus we just finished the central
22:07 plan which we have our growth targets

22:20 it's going to be an update but it's not

22:24 a huge update like a lot of the like
22:26 Kirkland has spent all sorts of money
22:28 and they're doing all this work because
22:30 they haven't done theirs every year and
22:33 so um there's a couple communities that
22:35 are going all out this is like their
22:37 huge review ours I mean it'll be big in
22:39 that we're going to have to update all
22:41 the elements but it's not going to be I
22:43 don't think it's going to be a lot of
22:44 life-changing transformative kind of
22:47 things
22:48 what about the fact that we're going to
22:50 have all new members are we going to
22:52 have to vote before the meeting to get
22:53 that organized since
22:56 or no we might just have to vote
22:58 and have them
23:01 we usually try to do it in April when
23:04 the existing their terms starts next
23:07 Thursday that starts on the 8th yeah so
23:09 they're going to be they're going to be
23:10 here coming in and and
23:13 guys at all
23:15 dollars or so I I just always feel bad
23:18 that some commissions have to vote their
23:20 first meeting so
23:22 I I'm not sure how you'd want to handle
23:25 that I guess
23:26 they can abstain if they feel terribly
23:28 uncomfortable from boating
23:31 death I mean they've been on many boards
23:35 where that's that's how it's being done
23:36 first meeting I mean you you may not
23:40 have a strong opinion that you
23:44 yeah but I will but you do have you know
23:48 you you have something one thing that
23:49 would probably help and I would suggest
23:51 is that I know that copying stuff is not
23:54 easy now
23:56 you know I had to pick up my own copy
23:58 because you can't do that I would
24:00 strongly recommend it at least for the
24:02 next meeting all the new member
24:04 everything get mailed for them if
24:05 possible ahead of time okay you know
24:08 just so that they can have it in hand
24:10 and not have to rely on looking online
24:12 or something they'll
24:14 at least get the feeling that
24:16 we're looking at their something again
24:19 to read right or even that that they
24:22 have the option because I know when I
24:23 used to email them to you I would always
24:25 say right in the if if you need a copy
24:27 let me know whereas the new group that's
24:28 taken it over they just assume that
24:30 everybody's very computer literate I
24:33 would I kind of have to remind them yeah
24:35 they don't get scented because I know
24:37 that I I can't look at this stuff on the
24:39 computer right some especially the
24:41 numbers
24:43 I don't right and we're going to do a
24:45 couple of old dinosaurs like books and
24:47 turning paper and all that kind of stuff
24:49 and we're going to do a couple of
24:50 icebreakers to kind of make them work
24:52 you know because there's going to be
24:53 eight if they all show up there'll be
24:55 eight new folks so we're going to do you
24:58 know introductions and kind of
25:00 um we won't do the quiz like I usually
25:02 do every time that the GMA quiz but
25:05 we're trying to think of things that'll
25:07 make people feel more comfortable and
25:09 just speaking up and talking to each
25:11 other and that kind of thing okay we'll
25:13 probably have to do that maybe in the
25:14 beginning of every meeting for a while
25:16 until people get their feet wet
25:19 but yeah should be exciting maybe do you
25:22 have email addresses for all the members
25:24 maybe you can send them to me and I can
25:26 write them a note welcome them ahead of
25:28 time
