0:11 would like to speak to the commission
0:12 tonight we'd like to give just a few
0:15 guidelines
0:16 so first of all if you are participating
0:20 by computer
0:22 we have people on computer and those are
0:23 on phone if you are on phone please
0:27 speak clearly
0:29 speak frequent pause frequently state
0:31 your name each time before you speak
0:33 mute your microphone when you're not
0:35 speaking uh and if you are having
0:37 technical difficulties you can join the
0:39 meeting using a different device like a
0:41 smartphone or a tablet and there is
0:43 always the option to use the call-in

0:48 so the overview tonight is that the
0:51 meeting is a
0:52 what we have on the agenda is a
0:53 continuation of the public hearing for
0:56 the providence heights school project
0:58 this is a quasi-judicial matter

1:45 this evening do the resignation
1:48 of one of the regular commission members
1:50 and the recusal
1:52 of another regular commission members so
1:55 uh commissioners morgan and al-qaeda
1:56 will be serving in the regular capacity
1:59 this evening
2:00 but we don't have any meetings minutes
2:02 to approve this evening so we can move
2:04 on to the next topic uh which is
2:07 an opportunity at every development
2:08 commission
2:10 meeting where the rules allow for the
2:12 public to comment i'd like to
2:14 open the floor for any members of the
2:16 public that would like to come in on a
2:18 topic that is not currently before the
2:19 commission
2:21 at tonight's public hearing so if you
2:22 have a comment that you would like to
2:24 make that's not related to the to the
2:26 public hearing in the schools project
2:28 this is your opportunity if you are here
2:30 to speak on the school's project we'll
2:32 have an opportunity in just a few
2:33 minutes uh so if uh you are here and you
2:37 are not on a computer just press star 3

2:58 topic the main topic of tonight's agenda
3:02 we will be continuing the public hearing
3:04 that commenced last evening on master
3:07 site plan and i get to read all the
3:08 numbers again

3:14 and site development permit sdp 20
3:17 dash
3:20 and five administrative adjustments of
3:22 standards
3:23 um those include aas20-00012
3:29 aas 21-0
3:33 aas21-0002
3:38 aas21-0005
3:42 and aas 21-0
3:48 for the providence height project
3:51 the order of tonight's
3:53 hearing will be we'll go through the
3:55 appearance of fairness doctrine
3:57 doctrines again this evening
3:59 and then we will continue with the
4:02 questions from the commission to the
4:04 applicant there were some remaining
4:06 questions so we will address those
4:09 then we'll move to opening the public
4:11 comment so an opportunity for the public
4:13 who have
4:14 signed up to speak to the commission
4:17 and will continue to take
4:20 uh public comment this evening however
4:22 if the public hearing will likely be
4:24 continued till march 16th to receive
4:26 rebuttal by the applicant and staff
4:29 following the rebuttal the public
4:31 hearing will be closed and then the
4:33 commission will deliberate and take
4:35 action before concluding the agenda item
4:39 first of all we need to go through the
4:41 formalities of the appearance of
4:42 fairness disclosures
4:44 lucy please proceed with the questions
4:46 and the commissioners about the
4:47 appearance of fairness doctrine
4:51 thank you mr chairman
4:54 a quasi-judicial proceeding needs to be
4:58 both fair in fact and appearance similar
5:00 to a courtroom setting
5:03 ex-parte contacts are prohibited those
5:05 are contacts outside of the hearing
5:08 between a decision maker and an opponent
5:10 or proponent of the matter at hand
5:13 if such communications have occurred
5:15 record of the substance of the
5:16 communication must be placed on the
5:18 record to allow interested parties the
5:21 right to rebut the substance of the
5:22 communication the test would be if a
5:26 disinterested person having been
5:28 apprised of the totality of a
5:30 decision-maker's personal interest in
5:32 matter
5:33 being acted upon
5:35 could be reasonably justified in
5:36 thinking that partiality may exist
5:39 decision makers who have personal
5:41 interest pre-judgment of the issues or
5:44 partiality are disqualified from the
5:46 proceedings

9:11 sanford and i believe commissioner uh
9:14 dillon
9:15 asked for some additional information or
9:17 maybe it was
9:18 commission
9:19 um sure i don't remember sorry uh ask
9:22 for some additional information believe
9:24 commissioner shore thank you on uh some
9:26 of the drainage um and drainage flows
9:28 from
9:29 the um from the site
9:31 so i will
9:33 turn it back to commissioner sanford and
9:36 just continue with your questions
9:39 thank you chairman um
9:43 my questions regarded uh sound and the
9:45 sound study so
9:47 perhaps this is for the green bush group
9:49 and i'll put it to the applicant at
9:51 large and they can decide
9:53 uh this is richard sanford by the way
9:55 i'm sorry i should introduce myself
9:57 first
9:58 uh in the sound study attachment 46 last
10:01 night
10:03 i was asking whether the sound from
10:05 228th avenue southeast
10:08 had been included in the measurements as
10:10 part of the baseline
10:11 and i see from appendix b of that
10:14 attachment that i believe it was on page
10:20 i understand the sound from the street
10:22 was included as part of the sound
10:24 measurement baseline
10:26 but my question then was that
10:29 as we're enlarging the access road to
10:32 the property from what's essentially a
10:35 small two-lane road to
10:37 four to five lanes um and it's we're
10:41 moving trees to do that and there are
10:43 retaining walls on either side like i
10:46 was wondering couldn't we assume
10:49 that that change would almost act as a
10:52 funnel increasing that sound from 228
10:56 up toward
10:57 the providence point area
10:59 and
11:00 i was wondering was that
11:02 future 2b state included in the model at
11:05 all or
11:06 could that to be state even be modeled
11:09 at all
11:13 yes thank you for the question um we do
11:15 have green bush with us tonight with
11:16 adam jenkins with green bush so uh he's
11:20 gonna take that question thanks
11:22 thank you very much my name is adam

11:26 with the green bush group you need an
11:27 address
11:30 no you can proceed okay very good thank
11:33 you nice to be with you all tonight
11:35 i appreciate the question uh so
11:38 just to affirm uh commissioner sanford's
11:40 first half of of the
11:42 of the statement there yes the existing
11:44 ambient noise conditions
11:46 that were reported in the
11:48 in the uh study that was also updated in
11:51 attachment 48 as an addendum
11:53 with updated project information did
11:56 include all noise sources that were
11:58 existing at the site
11:59 aircraft barking dogs traffic on the
12:02 roadway
12:03 they didn't filter out for any specific
12:05 source so yes everything was included in
12:07 capturing those existing baseline noise
12:09 measurements
12:10 as far as sound emissions on 228 itself
12:14 they were not predicted as a part of the
12:17 noise study the noise study focused
12:19 on noise sources within the site
12:22 perimeter that are subject to
12:24 the uh
12:25 the applicable noise code which is
12:28 specifically specific to operations
12:30 within the boundary
12:33 the traffic on 228th is exempt from the
12:37 element of the noise code that we're
12:38 reviewing pursuant to this particular
12:41 project
12:42 now as far as the reflecting of sound
12:44 back over to providence point goes
12:47 actually any improvement or any
12:50 increase of screening so that would be
12:52 blocking of line of sight whether it's
12:54 through
12:55 retained fill and retaining walls or
12:57 build up of the site or any screening
12:59 elements
13:00 would actually be expected to reduce
13:03 sound levels at providence point
13:05 compared to a condition where the
13:07 construction didn't exist
13:10 so i hope that answers that part of the
13:11 question uh if there's any any follow-up
13:14 or any uh lack of clarity i'd be happy
13:16 to clarify further
13:18 okay so
13:19 in your view
13:20 the
13:23 clearing of additional
13:25 terrain and
13:28 the widening of the access road from 228
13:31 up the hill to the property
13:34 would not
13:37 create a substantial increase in sound
13:41 volume from the road below onto the
13:44 property because we're really talking
13:45 about the property here and
13:47 modifications that are occurring on the
13:50 property
13:53 that's correct i wouldn't expect those
13:55 those modifications that you're speaking
13:57 of to present any substantial increase
13:58 or effects that
14:00 that traffic noise levels received at
14:02 the providence point receptor
14:04 thank you
14:06 uh now if i could i'd like to go on to
14:08 attachment 49 it's on football field
14:10 acoustics
14:13 and uh it it discusses the loudspeakers
14:16 there and the types and
14:18 the type of sound that comes from them
14:21 and uh so i'm quoting with all 24
14:23 loudspeakers operating at the same time
14:26 sound levels of the neighboring property
14:28 lines are expected to exceed code limits
14:31 so there are there are to be then 24
14:34 speakers on the track football field
14:37 area is that correct
14:42 yes that's my understanding
14:44 okay and i guess there are at least two
14:47 types of the speakers there's the
14:49 community r1 and r5 and then there's the
14:52 bogan
14:53 type of speaker
14:55 and
14:56 it says that
14:59 the bogan speaker can likely operate at
15:02 the proposed 4 watts
15:04 we recommend sound level measurements of
15:06 the system be made after its
15:08 installation and so on
15:10 and so is the recommendation to operate
15:12 the bogan speakers at 4 watts
15:18 we expect that that will
15:20 comply with with the code requirement
15:23 but as a part of the condition
15:25 of one of one of the conditions i
15:27 believe it is condition
15:29 number
15:32 standby
15:33 you're around 38 and 39 i imagine
15:36 uh yes i had it highlighted sorry i
15:39 switched screens so from the staff
15:41 report
15:44 condition 39 yes sir will require
15:48 measurements of
15:49 of the
15:50 of the sound system to ensure that it's
15:52 tuned tuned properly and my
15:55 understanding is we also have a
15:56 requirement in the in the specifications
15:58 of the construction documents as a part
16:00 of commissioning the sound system
16:02 the subcontractor that is doing that
16:04 would verify those sound levels as they
16:07 are tuning the system
16:08 so that's the expectation that it will
16:11 if there's any exceedances of code
16:12 regardless of what the initial
16:14 sound
16:15 power taps the sound level sound power
16:18 settings are of the loudspeakers
16:21 if if anything exceeds the limits they
16:23 would be reduced so whether they start
16:25 at four
16:26 and go down to two or start at two it
16:28 would be verified that they comply with
16:30 the code limits of the property okay so
16:32 the bogans can be operated at four watts
16:35 and it also says that
16:37 the two community type speakers may be
16:39 limited to one watt
16:42 i don't see that in the report whether
16:44 it says that can the community speakers
16:46 even be operable at one watt
16:49 yes yes if they're limited to one watt
16:51 uh we would we're predicting
16:54 uh compliance with with code limits so
16:56 there's there's a lot of
16:58 conservativeness built into our noise
17:00 models so i would expect that when
17:02 they're actually con
17:03 commissioning the system they'll likely
17:05 be able to run them hotter than that but
17:07 we fully expect one walk conditions for
17:09 those loudspeakers to to result in a
17:11 compliant condition okay okay great
17:14 and one other along this line what about
17:16 the high school band during a game
17:19 was that included in any way in the
17:20 noise study is there a way to model that
17:22 because often at nighttime events we're
17:24 going to have the band out there right
17:28 yes commissioner sanford i understand
17:30 that but no it was not modeled as a part
17:32 of the noise study
17:35 one of the exemptions in the in the code
17:40 for public events
17:42 which
17:43 um you know a marching band
17:46 at a football game may be considered
17:48 that but
17:49 aside from that uh potential exemption
17:51 no with sound levels from marching bands
17:54 we're not analyzed just sound levels
17:56 from the pa system itself
17:59 okay thank you and those are all my
18:01 questions on noise at this time um
18:03 later on perhaps during our
18:05 deliberations i have some questions on
18:07 these same points on conditions 38 and
18:11 for the city and possibly isd but i'll
18:13 defer those until later thank you
18:18 right so there'll be an opportunity
18:19 after the rebuttal comments following
18:21 the um the public
18:23 uh hearing portion of this or the public
18:26 um speaking portion of this uh public
18:28 hearing uh and when we're in
18:29 deliberations we will just have to go
18:31 with the information that we that we
18:33 have both public comment the documented
18:35 record uh and what we've seen in the
18:37 presentation so just a reminder about
18:40 the process to the commission um if
18:42 there are other uh commissioner dylan
18:45 noted that she uh no longer has uh
18:48 questions so if there are but if there
18:50 are other commissioners that have
18:51 remaining questions for the applicant
18:53 now is your opportunity
18:55 to do that
18:57 just
18:58 just either speak up or or just no
19:01 question in the chat

19:11 um this is the opportunity now for
19:13 public comment
19:14 so i want to just kind of introduce this
19:17 part of the public hearing
19:20 we're going to open the the meeting for
19:22 public comment and know that we have
19:24 received over 200 written comments
19:26 after the staff report and project
19:28 packet were issued these have been
19:31 forwarded to the development commission
19:32 for their consideration and added to the
19:34 record uh including those that we
19:36 received today
19:39 the city has signed a sign up sheet link
19:41 linked to this meeting agenda and per
19:44 the commission rules we will begin with
19:46 those people who have signed up to speak
19:49 staff will announce the next three
19:51 speakers on the sign up list so you're
19:53 prepared when it's your turn to speak
19:56 when it is your turn
19:58 you will then be moved up to be a
20:00 panelist and once you are moved up you
20:02 may then unmute your microphone
20:04 turn on your video state your name and
20:07 your relationship to the city then
20:09 proceed to give your comments
20:11 please mute your microphone when you are
20:14 finished giving your comments
20:16 just wanna
20:17 just remind people that personal attacks
20:20 obscene
20:21 language derogatory remarks and
20:23 disruptive behavior will not be
20:25 tolerated
20:26 if you do not respond after your name or
20:29 phone number is called or
20:32 your connection is lost unexpectedly
20:35 the meeting will need to proceed forward
20:37 you are encouraged though to rejoin the
20:39 meeting if you reply that is possible
20:43 based on the number of anticipated

21:13 uh remaining in your time and a buzzer
21:16 will sound when your time has concluded
21:19 speakers who do not quickly conclude
21:21 after your time is called we'll ask you
21:24 to stop and you may be muted so again
21:26 we're trying to allow everybody an
21:28 opportunity to participate there are a
21:29 number of people who want to speak
21:31 we're trying to make sure that we have a
21:33 fair process
21:35 to allow that to occur and we're being
21:37 efficient with everybody's time this

22:23 opportunity on the 16th to speak if
22:27 there are some remaining
22:29 that have not had an opportunity
22:33 while the rules allow the commissioners
22:34 to ask questions of the audience members
22:37 during the public comment
22:39 in the interest of time and fairness to
22:41 all speakers commissioners may wish to
22:43 limit or refrain from asking questions
22:45 if that's possible
22:47 so trisha

22:55 again call the next three speakers so
22:56 that we can efficiently move uh the
22:59 speakers through the process

24:16 um good evening commissioners
24:18 i'm william osmer known to my friends as
24:21 dave i live in issaquah
24:23 i have great empathy for the daunting
24:25 task you have before you
24:27 when i lived in issaquah back in the 70s
24:29 i'd shared your predecessor commission
24:31 the design commission for several years
24:34 but never faced anything remotely close
24:36 to the scale or complexity of this
24:38 proposed project so thank you for your
24:40 willingness to serve in this capacity
24:42 and for giving careful consideration to
24:44 this proposals many shortcomings
24:47 first of all i'm pleased that per
24:48 chairman brennan's comment at the
24:50 beginning of last night's hearing you
24:52 intend to read all the public comments
24:54 submitted on this proposal before
24:56 deliberating
24:58 thank you for doing so
24:59 this proposal is fatally flawed for many
25:02 reasons i will focus on one of them
25:04 contrary to the staff report and isd's
25:07 claims this proposal
25:10 not most certainly not compatible with
25:13 the surrounding neighborhoods as
25:15 required by imc section 1807 480. no
25:19 other high school in this squad district
25:22 has a 35 foot tall grandstand structure
25:26 and two large ball fields located this
25:28 close to residential housing
25:30 as a result they will create
25:33 very significant adverse effects
25:35 on these neighborhoods including
25:37 substantial increases in the volume of
25:39 stormwater discharged from the
25:41 grandstand's huge impervious surfaces
25:44 as well as significant visual noise and
25:46 nighttime light intrusions on nearby
25:49 properties written public comments have
25:51 pointed out the weaknesses erroneous
25:53 code interpretations and incorrect
25:55 analyses and conclusions by isd of noise
25:59 and other impacts
26:01 thus the adverse impacts of the proposed
26:03 grandstand ball fields and spectator
26:05 amenities which in some places are
26:07 located less than 150 feet from
26:10 neighboring residences is far greater
26:12 than reported these impacts are not even
26:15 close to being acknowledged let alone
26:17 mitigated by the proposed plans
26:19 furthermore the district persists in
26:21 spending taxpayer money for this
26:23 grandstand and spectator amenities when
26:26 the entire project is 78 million dollars
26:30 over budget and for a facility that will
26:32 be used at capacity only four or five
26:35 times a year
26:36 there is absolutely no logical reason
26:38 for not sharing skyline high stadium for
26:41 interscholastic competition it sits
26:44 empty half the friday nights of football
26:47 season
26:48 much less intrusive
26:50 much less intrusive
26:52 less impactful and far less expensive
26:55 facilities could then be provided on the
26:57 proposed site for team practices and pe
27:00 classes contrary to mr thiele's
27:02 assertion last night we have never
27:05 suggested that students should be bus to
27:07 skyline for practices in pe
27:09 please at least require the applicant to
27:12 remove this eye store grandstand from
27:14 this design or better yet deny this
27:17 ill-conceived proposal altogether thank
27:19 you for your attention

27:51 you all know that um i've been most
27:53 recently a resident of this squad for
27:55 about three years but that's after being
27:57 uh in north bend for 35 years
28:00 and actually a graduate of a squad high
28:02 school several years ago i started a new
28:05 business and became a substitute bus
28:07 driver uh to help supplement income
28:09 while things got going and worked in
28:11 that capacity
28:12 up until this school year for isd so
28:15 i've driven to every school in the
28:16 district both morning and afternoon and
28:18 i'm really familiar with both traffic
28:20 patterns and volumes and i'm just gonna
28:23 i'm gonna guess that no one who drives
28:24 second avenue in issaquah 228th and some
28:27 amish or patriot way in renton
28:31 during the school start and stop times
28:33 would disagree with any statement that
28:35 that
28:36 that talks about traffic mitigation
28:38 that may or may not have been done in
28:40 those areas being totally totally
28:42 inadequate and i guess the question is
28:45 what's you know what's going to be the
28:46 difference moving forward
28:48 a question was asked last night by one
28:49 of the commissioners about the increase
28:52 in cut through traffic at southeast 40th
28:54 to get from 228th over to the issaquah
28:57 pine lake road
28:58 i you know i really couldn't believe the
29:00 answer from the traffic consultant she
29:02 essentially said that they'd considered
29:04 that possibility but suspected that
29:06 there wouldn't be a significant increase
29:07 because
29:08 uh traffic in that area was already uh
29:12 what was already being you know served
29:14 by the schools there was there were bus
29:15 traffic and and you know the the
29:17 students in that area we you know
29:20 covered those schools
29:21 um and i
29:23 i don't think
29:25 that a consideration was taken for
29:29 the
29:30 additional traffic that's going to be
29:32 you know caused because of the slowdowns
29:35 starting at southeast 32nd on the
29:38 pine lake road right there at the uh at
29:40 the uh the traffic circle you you drive
29:43 into a
29:44 a school zone with sunny hills you leave
29:48 that you go drive directly into a school
29:50 zone for
29:51 pine lake middle school
29:53 at that point you get to the the the
29:55 traffic light the intersection at uh
29:57 isco pine lake road in 228
30:00 which
30:01 you know in in in the the drive times is
30:04 you know certainly near capacity
30:07 currently
30:09 you take a left and head towards the new
30:10 site you're still in the pine lake
30:12 middle school traffic zone and now we
30:13 want to create
30:15 another school speed zone um
30:18 or uh you know for the for the new
30:19 school site so it creates a huge area um
30:25 where
30:26 um you know for two three four hours a
30:28 day the traffic is going to slow to it
30:30 to a turtle's pace um
30:33 yeah that's that's over a mile and a
30:35 half of of total distance
30:37 um and i'm almost out of time so i'm
30:39 just going to jump to the very end so
30:41 that's just one example of um you know
30:43 the the big elephant in the room the the
30:46 biggest elephant the bull elephant i
30:48 think is the fact that we don't have any
30:50 permission i should say y'all don't have
30:52 any permits
30:53 uh or easements from the city of amish
30:56 at this point so i would ask you please
30:58 to uh to uh hold back on this put the
31:01 brakes on it no pun intended

31:16 valiant effort to pronounce a very
31:17 difficult last name
31:19 i am daniel sreevny i'm proud to be a
31:22 resident of issaquah
31:24 um before i make my statement focusing
31:27 on security concerns of the proposal
31:29 you're considering i first have to
31:31 respond to a statement made to you at
31:33 the top
31:34 of the school district's presentation
31:36 yesterday
31:37 the superintendent told you we've tried
31:40 as best as possible to be responsible to
31:42 community concerns
31:44 i'm afraid that that statement is simply
31:46 not accurate
31:48 the fact is that school representatives
31:51 and officials have frequently rejected
31:53 ignored avoided or obfuscated legitimate
31:56 concerns and reasonable requests
31:59 made by individual citizens and
32:01 concerned organizations including many
32:04 of the issues you're considering
32:06 right now
32:08 and we can provide examples of that many
32:10 of us on the call tonight
32:12 if you want those but i want to focus on
32:16 the fact that the proposal and staff
32:18 report you were reviewing this week
32:20 contains serious security flaws and if
32:22 you permit the plan to go ahead as
32:24 submitted you will share responsibility
32:26 for putting the safety and well-being of
32:28 students staff and adjacent residents at
32:30 risk
32:31 the staff report mentions a combination
32:34 of fencing and retaining walls around
32:36 the school facilities to enhance
32:38 security but no mention is made of the
32:40 need for perimeter fencing to ensure
32:43 that individuals and groups present on
32:44 the property are unable to cross easily
32:47 into the adjoining over 55 community
32:50 in fact the staff report goes on to
32:52 state the application has indicated
32:54 fencing will be installed around the
32:56 perimeter of its facilities but not on
32:58 the property line except for a portion
33:00 along 228th avenue south southeast the
33:04 importance of such fencing is reinforced
33:06 by the fact that the proposed project
33:07 will not only be used by students but
33:09 will be open to community use after out
33:12 school hours and on the weekend
33:14 basically an open invitation for anyone
33:16 to get easy access to a vulnerable gated
33:19 community of issaquah residents
33:22 the project planners could also easily
33:24 have included basic elements of crime
33:26 prevention through environmental design
33:28 cpted
33:30 which other school districts have
33:31 successfully used but the application
33:34 simply states that cpded was quote not
33:37 applicable
33:38 i also want to express my concern over
33:40 the fact that the plan has only a single
33:42 major way to get into and out of the
33:44 property with a designated emergency
33:46 lane that would be inadequate in the
33:48 event of a real crisis
33:50 unfortunately we are all familiar with
33:52 natural disasters in this area
33:54 and also sadly know of the potential
33:56 attacks on schools
33:58 and this must be addressed so please
34:00 vote against the current plan require a
34:02 plan that includes appropriate perimeter
34:04 fencing such as eight foot fencing with
34:06 client-proof features along the
34:08 perimeter adjacent to providence point
34:10 community demand that the plan includes
34:12 cpt
34:14 elements requiring effective security
34:16 camera
34:17 surveillance system and the posting of
34:19 no trespassing and security measure
34:21 signage demand a plan that offers at
34:23 least two primary access routes i thank
34:26 you very much for your consideration of
34:28 these points

34:52 i would like to speak to the fact that i
34:55 am a strong supporter of seeing a 21st
34:58 century beautiful high school built at
35:02 providence heights
35:05 that however is not the case of the
35:08 current proposal
35:10 i'm going to express two concerns
35:12 tonight
35:13 first
35:14 the proven presence of lead and pcbs is
35:18 excluded from the staff report
35:20 environmental considerations on page 62.
35:25 extensive testing for lead well below 20
35:28 12 inches and throughout the property as
35:32 called for in the pbs engineering and
35:35 environmental incorporated study and in
35:38 its october 12 2021 update
35:42 simply must be completed and documented
35:46 before
35:48 the proposal can be deemed to satisfy
35:51 this code requirement
35:54 there is no reason for the applicant to
35:57 have continued to refuse to carry out
36:00 these simple required tests all for
36:04 repeatedly
36:05 by issac class community planning and
36:08 development department
36:10 it is well known that the department
36:12 that the property was home to a
36:14 reinforced concrete college campus built
36:17 in the late 1850s
36:20 thus laden with pcbs and led
36:23 and that the for-profit owner
36:27 church home
36:28 escaped and i'm saying escaped
36:32 the required cipa review
36:34 prior to seeing to its demolition
36:37 on the grounds of a religious exemption
36:43 now this sipa pre-demolition review
36:46 would have been the normal means for
36:48 detecting and removing contaminants
36:52 in his response however to your
36:54 expressions of concern yesterday evening
36:57 mr sawin flippantly suggested
37:01 that they will just shave off the top 12
37:04 inches and then shave off more if
37:06 further testing
37:08 shows it's needed that's further testing
37:11 after the application is accepted
37:14 and then this only in the immediate
37:17 water tower area
37:20 until yet further testing has been
37:22 completed
37:23 as the property and legal contracts
37:26 drawn up for professional removal
37:29 approval of the proposed sdp would
37:33 simply be unconscionable

37:43 work on this project

38:08 what i'd like to say is uh first of all
38:11 thank you for allowing me the
38:13 chance to speak
38:15 i think
38:16 watching yesterday's hearing i was
38:19 impressed with the the really nice
38:22 design that the design team came up with
38:25 but it impressed upon me that there was
38:28 a lot of dodging and darting and asking
38:30 for exemptions and lots of we just
38:33 barely met the code and things like that
38:35 that
38:36 indicated to me we're trying to shoehorn
38:38 this
38:39 this project into
38:41 too small a space
38:43 and i i googled the acreage for high
38:46 schools today and it said
38:48 several sources said that for 2000
38:51 students you would need 40 to 48 acres
38:54 and yet
38:55 we have a high school and an elementary
38:58 school on 40 acres
39:01 now since the start of the issaquah
39:03 school district's plans have put the
39:05 squeeze on providence points
39:08 55 plus community in the bellwood
39:10 retirement community
39:12 the districts two proposed schools
39:15 plus the sports stadium and sports
39:17 fields are just too much built structure
39:20 for this 40-acre site
39:22 the proposed buffers between the schools
39:25 and these residential communities were
39:26 inadequate to begin with and the school
39:29 district's plans
39:30 would eliminate many of the trees
39:32 shielding
39:34 two communities from the schools in fact
39:37 their plans would remove about three
39:39 acres of mature trees replacing some of
39:41 them with much younger and smaller trees
39:44 elimination of a huge number of mature
39:46 trees which have been on the property
39:48 for many decades is contrary to the
39:51 city's newly released climate action
39:53 plan
39:54 furthermore the plant does not provide
39:57 for adequate irrigation of the buffer
39:59 that they're leaving
40:01 uh and that buffer should have three
40:03 years of irrigation after planting we
40:06 don't see any uh
40:08 any plan for that and we are worried
40:11 that the trees they do
40:13 a do plant and other vegetation might
40:16 die from lack of water
40:18 finally the district's plans include
40:20 leveling the site and dumping tons of
40:22 fill on the proposed site for the now
40:24 delayed elementary school
40:26 placing high and unsightly retention
40:29 walls between their property and the
40:31 residential communities

41:21 treatment of public comments
41:25 in the staff report
41:27 the staff report gives short trip
41:30 to public comments and states that many
41:32 comment letters were received but this
41:35 is an understatement as hundreds of
41:37 comments were received
41:39 either went unanswered or have been
41:42 summarily rebutted
41:44 i refer to attachment number 88 all
41:48 other public comments a file of 840
41:52 pages
41:54 this includes public comments from 2021
41:57 and responds to the cepa determination
42:00 of non-significant
42:02 our community has maintained since 2019
42:06 that an environmental impact statement
42:08 was imperative to the acceptance of a
42:11 significant project
42:13 the school district has stepped
42:14 steadfastly refused to comply
42:17 and has ignored these community comments
42:21 their august
42:23 2021 determination of noun significance
42:27 was withdrawn in order to make it more
42:30 defensive
42:31 although superintendent feely asserted
42:34 in a school board meeting that they
42:36 won't get what they want
42:38 they in this instance refers to
42:40 providence point
42:42 i encourage you to sample some of these
42:44 letters they are respectful
42:46 thoughtful and well written

43:00 and that the school district makes their
43:02 point
43:03 that documenting community comments and
43:06 responses by staff
43:10 school this week is not required by
43:12 issaquah municipal code

43:27 kenny anticipates an environmental
43:30 impact statement to be prepared the
43:32 school district responded
43:34 the school district is at the lead on
43:36 the ceba review not the city of israel
43:40 the public's perception of a conflict of

43:43 is based on the school district acting
43:45 as both a week 30 seconds and the
43:48 african has not been overcome
43:50 this was not remedied by their hiring of
43:53 a private consulting firm in order to
43:55 rapidly repackage
43:58 the determination and reissue it as a
44:01 revised decision on 12-921
44:04 we can only hope that the school
44:06 district september

45:22 planet consultant from coop ville and
45:24 i've been in the planning community
45:26 development field since 1990.
45:28 i've held director and interim director
45:30 positions in two counties and two cities
45:32 in both oregon and washington
45:34 i'm here at the request of the
45:35 providence point neighborhood submitted
45:37 a report to them which is filed as
45:39 exhibit three of their written testimony
45:42 overall i'm concerned that the master
45:44 site plan does not adequately address
45:46 your comp plan policies specifically
45:47 those related to school siting
45:49 prioritizing buses over cars and sharing
45:51 use of facilities
45:53 and the land use policy h-10 that
45:55 emphasizes development should fit in a
45:57 natural environment the proposal is on a
46:00 knoll but rather than blending into the
46:01 site the plans propose creating an
46:04 elevated plane
46:05 by using extensive grading and retaining
46:07 walls
46:08 so the ongoing maintenance of the site
46:10 and ongoing mitigation of impacts due to
46:12 its position will be challenging
46:15 some observations on the plans and
46:17 applicable codes
46:19 because some amish approval is required
46:20 for improvements to 28th
46:23 i believe issaquah should suspend
46:24 approval until these improvements and a
46:26 transportation management plan
46:28 receive approval from sammamish
46:31 the vegetative buffer to adjoining
46:33 properties should be established and
46:35 maintained to ensure the density
46:36 integrity and function of the buffer
46:39 serves its purpose and irrigation may be
46:41 required for that
46:43 uh the scoreboard proposed for the
46:45 football and track field is an
46:46 electronic digital scoreboard and should
46:49 be regulated by as such by the city sign
46:52 code uh the largest sign mesoqua is
46:54 limited to 200 square feet this is 561
46:57 square feet
46:59 and the retaining walls will hold
47:00 significant surcharge and need drainage
47:03 systems to reduce hydrostatic pressure
47:06 to assure residents in the city are
47:08 getting what they were promised
47:11 the conditions of approval should be
47:12 clear site-specific standards wherever
47:15 applicable
47:16 or an adopted standard per the decision
47:18 if needed
47:21 i encourage the commission to look at
47:22 the conditions of approval proposed in
47:24 staff report that need attention so the
47:26 requirements and timing of each
47:28 condition is clear to the city staff
47:30 the school district and public at large
47:32 i'll just read them quickly number one

48:54 some examples we did 3d graphics for the
48:56 seattle department of transportation
48:57 during the capitol hill streetcar
48:59 expansion
49:00 and we're currently working with
49:01 multnomah county in portland to
49:03 visualize options for the earthquake
49:04 ready burnside bridge replacement
49:07 in this case fat pencil was hired by
49:09 providence point umbrella association to
49:11 create digital 3d model of the proposed
49:14 high schools campus and investigate
49:16 potential visual impacts on this
49:18 founding community so commissioners you
49:20 should have received this document that
49:22 lucy mentioned it's titled exhibits for
49:24 public testimony of joshua cohen and i
49:26 encourage you to bring on screen while
49:28 explain our findings just so you know
49:30 the source material for these exhibits
49:32 were publicly accessible aerial
49:33 photographs and architectural drawings
49:35 on file with the city
49:37 the buildings in the 3d model are all
49:39 drawn to scale and the trees while not
49:41 intended to be photorealistic are
49:43 representative of the type and the
49:46 position
49:47 of where the trees are actually growing
49:48 on the site
49:50 so you'll see in
49:52 the first exhibit a and b is an aerial
49:54 photograph or an aerial view from a
49:57 google earth as well as and be
50:00 same aerial view in our model which is
50:02 built in a program called sketchup
50:05 exhibit two that same interview aerial
50:07 view
50:08 now has the high school project built as
50:10 currently proposed
50:12 2a is the summer 2b is the winter
50:15 in exhibit 3 we've rotated 90 degrees
50:17 counterclockwise so we're looking to the
50:19 east and 3b is that same view at night
50:22 time highlighting one individual impact
50:24 which is headlights that would be
50:26 shining through the tree buffers into
50:28 the surrounding community
50:30 next we have a series of before and
50:32 after images

51:11 228th avenue which um visualizing that
51:15 was not part of our scope but it is
51:17 something to remember that there's going
51:18 to be a major change in that spot
51:21 so in conclusion i just wanted to
51:23 mention that most large scale projects
51:25 public work projects include some type
51:26 of visual impact study done from the
51:28 perspective of the surrounding community
51:30 it doesn't seem that's been done with
51:31 this project
51:33 and i also want to mention that a visual
51:35 impact study does represent an
51:36 opportunity for collaboration with
51:38 stakeholders on mitigation measures and
51:40 i would encourage the commissioners
51:42 to make this type of visual impact study
51:44 a condition of their approval thanks for

52:20 and as a past commissioner and chair of
52:23 the seattle design commission i
52:25 appreciate the challenge you face in
52:28 deciding whether a site plan is ready
52:30 for approval or whether it's not ready
52:34 and in this case the school district's
52:36 plan is not ready this site is woefully
52:40 ill-suited to a school's use there is no
52:43 pedestrian network anywhere near it
52:46 there is no bicycle facility near it
52:49 there is no public transit within a
52:51 useful distance of the site
52:53 indeed
52:54 there are no alternate routes there is a
52:56 single road for acc

54:48 first i'd like to thank each of you for
54:49 serving on the development commission i
54:52 recognize that as a volunteer you spend
54:54 countless hours fulfilling your job on
54:56 this commission
54:57 although the school board is elected by
54:59 our community we similarly are
55:01 volunteers committing considerable time
55:03 and effort to serve our students and
55:05 families
55:06 we also at times have very complex
55:08 issues to address with considerable
55:10 input from our community and has been
55:13 the case over the past two years
55:15 the input can come from polar opposite
55:17 ends
55:18 when it comes down to making a decision
55:20 it always helps me
55:22 to remember what my core mission is and
55:24 that is to provide a high quality
55:26 educational experience for our students
55:29 at your core today is the task of
55:31 reviewing our project for compliance
55:34 with applicable city code provisions
55:37 from the comprehensive staff report the
55:39 city administration recommends approval
55:41 of the project subject to conditions i
55:44 urge the development commission to
55:45 recommend approval to the city council
55:48 the project designed reflects extensive
55:51 work in collaboration with city staff
55:53 and in consideration of concerns we've
55:55 heard from adjacent property owners
55:57 like the proposed high school on this
55:59 property our three existing
56:01 comprehensive high schools all have
56:03 residential neighbors
56:04 the district directed the design team to
56:06 design a project considering the
56:08 concerns making efficient use of limited
56:11 urban property and adhering to code
56:13 requirements and as always prioritizing
56:16 optimal learning environments for our
56:18 students and communities expectations
56:20 this directive resulted in the
56:22 district's voluntary investment of
56:24 approximately three million dollars in
56:26 design features to substantially exceed
56:29 code requirements and set aside
56:30 approximately 6.3 acres of vegetated
56:34 buffer between the developed portion of
56:35 the site and adjacent properties to
56:38 accommodate this we are foregoing or
56:40 reducing some of the typical programming
56:42 elements found at our other school sites
56:45 including eliminating practice fields
56:47 and reducing the number of tennis courts
56:49 reducing the size of the baseball field
56:52 and the elementary school playground and
56:54 eliminating our ability to expand the
56:56 elementary school building in the future
56:59 the design also uses orientation and
57:01 operational measures throughout the site
57:03 to further minimize sound and activity
57:06 toward adjacent properties
57:08 these compromises are in direct response
57:10 to the input and concerns we heard from
57:12 our neighboring property owners
57:15 students deserve quality schools with
57:18 adequate space and program capacity and
57:21 is now is the time to move forward after
57:23 years of planning to address that need
57:26 we appreciate your careful consideration
57:28 of this project and the evaluation of
57:30 its compliance with applicable city code
57:33 provisions i urge the development
57:35 commission's recommendation of approval

57:59 point is a 55 and older residential
58:01 community that has a 3 000 foot border
58:04 with the subject property thank you for

58:18 to understand our concern my best advice
58:20 to each of you is if you haven't
58:22 go take a look at our property and the
58:24 subject property why
58:25 unlike most projects that you have seen
58:28 you can't drive by and look because you
58:30 cannot see where the schools are going
58:31 to be built because of the hill and the
58:33 trees the property is posted with no
58:35 trespass signs so you cannot walk the
58:38 property and as of today we don't know
58:40 how the property will be assets because
58:43 isd has failed to make a deal with the
58:45 city of samamish on the work on on 228th
58:50 the only way that you can see the
58:51 property is to enter our great gated
58:52 community and drive along the perimeter
58:56 as you know my community
58:58 is a major boundary line neighbor over
59:01 on our over 160 acres we have a thousand
59:04 living units occupied by approximately
59:06 fourteen hundred senior citizens
59:08 with an average age of seventy seven
59:11 their parents grandparents
59:12 great-grandparents were retired doctors
59:15 lawyers engineers business professionals
59:17 teachers school administrators college
59:19 professionals high ranking federal and
59:21 state officials many of us moved here to
59:23 be close to our family whose children
59:25 are in our schools we are certainly
59:27 people who treasure education
59:32 last night we listened to the issaquah
59:33 school district superintendent ron thiel
59:35 give his
59:36 uh version of our relationship and
59:39 discussions with providence point and
59:40 then after the presentation of christina
59:42 hardworth we watched and listened to the
59:44 school district's development team
59:46 it was very interesting
59:48 we have asked that our legal
59:49 representative have an opportunity to
59:51 have have an amount of time commensurate
59:53 with theirs so we can express our
59:55 concerns i understand that that's under
59:57 your rules i think you should reconsider
59:59 this we have experts who have ti need
1:00:02 time to explain our position
1:00:04 we only get three minutes per speaker
1:00:05 how can we present a coherent picture
1:00:08 when each speaker is so limited
1:00:11 this is an enormous 190 million dollar
1:00:13 project which as we said here today is
1:00:15 some 77 million dollars underwater
1:00:18 others have and will discuss many
1:00:20 technical issues i want you to think
1:00:22 about fairness or at least the
1:00:24 appearance of fairness fairness to the
1:00:26 residents of providence point 30 seconds
1:00:29 fairness to the isd fairness to the city
1:00:32 and fairness to yourselves
1:00:33 are you getting a coherent citizen
1:00:35 opinion on a 5 000 page staff document
1:00:38 you were given only days ago
1:00:41 is this hearing conducted to give you
1:00:42 all the important facts in such a way
1:00:44 that you can make a fair informed and
1:00:46 just decision
1:00:49 do not be stampeded by the isd's desire
1:00:52 to start construction

1:00:58 their proposed construction timetable

1:02:12 have supported public schools for over
1:02:15 30 years
1:02:16 i worked in the issaquah school district
1:02:19 after retiring
1:02:21 as a field supervisor for teaching
1:02:23 candidates from uw bothell
1:02:26 two of my grandchildren attend issaquah
1:02:29 schools pine lake middle and gibson eck
1:02:33 i value education and i value the
1:02:36 issaquah school district
1:02:39 we know that it takes a competent staff
1:02:42 and suitable facilities to provide
1:02:44 quality education
1:02:46 i do not believe that the schools
1:02:48 planned by the issaquah school district
1:02:51 near providence point will be suitable
1:02:54 facilities
1:02:55 there are too many environmental
1:02:57 concerns
1:02:59 the area is quite small only 36 to 40
1:03:03 buildable acres
1:03:05 the schools would create very
1:03:07 significant adverse impacts on the
1:03:10 neighborhoods including visual and noise
1:03:14 intrusions on nearby properties
1:03:17 the storm water flow into laughing
1:03:20 jacob's creek will endanger the kokanee
1:03:24 salmon
1:03:26 the issaquah school district is
1:03:28 requesting the capital levy because of a
1:03:31 man mismanagement of funds
1:03:35 i do not support the 44 million dollars
1:03:37 requested from tax
1:03:40 payers to cover a construction shortfall
1:03:44 after passing an over one half billion
1:03:46 dollar levy in 2016
1:03:49 the isis issaquah school district
1:03:52 announced they were delaying
1:03:54 construction of the elementary school
1:03:56 indefinitely
1:03:58 at the time they claimed the delay was
1:04:02 because of enrollment figures and that
1:04:04 could have been part of the reason
1:04:06 but later we learned it was because the
1:04:09 project is 78 million dollars over
1:04:12 budget
1:04:14 and they needed the money planned for
1:04:16 the elementary school to partially fill
1:04:19 in the deficit
1:04:21 yet they are planning to spend 15
1:04:24 million to cut down three acres of trees
1:04:27 to make the site pad ready
1:04:30 for the elementary school not even being
1:04:34 sure that it will ever be built
1:04:37 another major concern is that 30 seconds
1:04:40 public comments are not being respected
1:04:43 issaquah school district received over
1:04:46 250 responses to its second cepa mdns
1:04:51 which asked for an independent
1:04:53 environmental impact statement
1:04:56 these requests were ignored and never
1:04:59 addressed in the final mdns
1:05:02 in the in addition the i
1:05:05 issaquah school district continues to
1:05:07 steadfastly refuse
1:05:10 to prepare an eis thank you so much for

1:06:03 there's a lot going on on a small piece
1:06:06 of property
1:06:10 really support many of the other
1:06:12 speakers who are worried about the
1:06:14 environmental impact
1:06:16 that all the cement all of the chemicals
1:06:20 that were present when um
1:06:23 the college and the church inhabited the
1:06:26 property are still there
1:06:28 the demolition created a nightmare out
1:06:32 that about that space
1:06:35 the other thing that concerns me a great
1:06:38 deal is
1:06:40 the road issue there is not a plan as
1:06:43 yet and
1:06:45 i don't know where it's going but some
1:06:47 amish needs to
1:06:50 approve
1:06:52 their
1:06:52 decision about
1:06:55 fixing the road
1:06:57 getting the road big enough and you know
1:06:58 when i think about what the plan might
1:07:02 on 228th
1:07:04 i think about students trying to ride
1:07:06 their bicycles or walk alongside that
1:07:10 now if the road's going to be
1:07:12 widened to four lanes
1:07:16 visually i cannot see how that's going
1:07:18 to happen but if by eminent domain
1:07:21 property is
1:07:24 taken for that road to be widened it's
1:07:27 still going to be very difficult to pass
1:07:30 for cars to pass and kids to pass
1:07:34 228th as it
1:07:36 comes around a blind corner
1:07:40 down to
1:07:41 southeast 43rd
1:07:43 is very steep
1:07:45 and now there's a signal in the middle
1:07:48 of that
1:07:49 profit of that road
1:07:51 so that creates a danger certainly a
1:07:54 severe danger when it's icy
1:07:58 the other concern i have is um is about
1:08:02 the environmental i talked about the
1:08:04 but and the concrete but i wanted to
1:08:08 mention
1:08:09 strongly mention the tree cover that is
1:08:12 on that land and how
1:08:15 we really
1:08:16 really seriously physically need our
1:08:18 trees because that's
1:08:20 our lungs
1:08:21 it's the lungs that we breathe i don't
1:08:24 want to leave the future kids in our
1:08:27 community with a legacy
1:08:30 like this

1:08:56 comments is to ensure that the city and
1:08:58 the squad is school district provide
1:09:01 necessary improvements an oversight to
1:09:03 achieve the intent set forth in the
1:09:05 central ispo landscape development
1:09:07 standards
1:09:08 i'm here representing the
1:09:11 providence point umbrella association
1:09:13 and i'm discussing i'm their arbors
1:09:15 discussing their trees
1:09:17 project narrative discusses design
1:09:19 overview
1:09:21 retaining as many existing trees as
1:09:23 possible is priority within expanses of
1:09:26 the perimeter
1:09:27 the areas where grading is proposed to
1:09:29 accommodate program elements the tree
1:09:31 retention is not possible refire station
1:09:33 planting is proposed to the extent
1:09:35 feasible
1:09:36 um this is to the extent feasible not to
1:09:38 the maximum extent feasible
1:09:40 um so at this point most of the
1:09:42 discussion has been regarding
1:09:45 retaining trees um and the mitigation
1:09:48 for those trees but there's no workable
1:09:50 plan that defines goals or provides any
1:09:53 metrics for the monitoring and welfare
1:09:55 of existing trees
1:09:56 there's no maintenance plan and there's
1:09:58 no monitoring plan
1:10:00 the 75 of the mature trees are going to
1:10:03 be removed from the site um only
1:10:05 retaining narrow buffers and then the
1:10:07 design criteria narrative
1:10:10 states that maintenance will only be
1:10:11 minimal work to the existing vegetation
1:10:14 in these proposed areas this is
1:10:16 basically related to pruning and the
1:10:19 removal of evasive species no irrigation
1:10:21 or no monitoring is proposed the trees
1:10:23 that will be on the site according to
1:10:25 the applicant so an arborist are
1:10:27 generally in poor condition most of the
1:10:29 cedars douglas fir hemlocks big leaf
1:10:31 maples cottonwoods and alders are in
1:10:32 declining condition these are the trees
1:10:34 that are going to be retained within the
1:10:36 native buffer areas
1:10:38 when the site is cleared for the
1:10:40 stockpiling materials for the future
1:10:42 elementary school approximately 500
1:10:45 trees will be removed
1:10:47 this is going to create a
1:10:49 wind buffer removal for the remaining
1:10:51 trees uh within here is a standard
1:10:53 cottonwood trees that both the cities
1:10:56 third party arborist consultant and the
1:11:00 applicant's consultant said that there's
1:11:02 a stand of cottonwood trees that target
1:11:04 structures on the providence point
1:11:06 property and have an elevated risk
1:11:07 potential these are now going to be
1:11:09 exposed without the buffer from the
1:11:12 standing trees next to them
1:11:14 the city's own consultants suggest
1:11:15 removing these hazard trees at an early
1:11:17 stage would be beneficial to the safety
1:11:19 of construction workers and to visitors
1:11:21 to the site prior to completion and i
1:11:24 presume also to the providence point
1:11:25 targets
1:11:28 the site will be surrounded by retaining
1:11:30 walls that are going to dry out and
1:11:31 desiccate the site um an irrigation plan
1:11:33 is necessary to ensure that future trees
1:11:36 where future maintenance is uh able to
1:11:40 occur for the existing vegetation
1:11:42 the cc the cidds states that all
1:11:45 landscapes are to be maintained that all
1:11:47 plant materials shall be maintained and
1:11:49 this includes all of the plant material
1:11:51 within the buffers existing and the new
1:11:53 material
1:11:54 the buffer should be replanted uh to a
1:11:56 higher density than currently being
1:11:58 proposed and i have provided information
1:12:00 that shows what can be approved by a
1:12:01 director

1:12:16 he had um about a minute and a half left
1:12:19 in his presentation
1:12:21 so um

1:12:35 do any of the commissioners remember
1:12:42 that would be about a minute and a half
1:12:44 would indicate that you were about
1:12:46 halfway through your presentation could
1:12:48 could you pick a halfway point and begin
1:12:52 uh yes um i'll start with the point that
1:12:56 the difficult access
1:12:58 to the site and into the site
1:13:00 compromises safety
1:13:03 the single access is unlike any other
1:13:05 high school which generally has two
1:13:06 access points from two separate roads um
1:13:10 this site does not overcome the
1:13:11 topographic and locational problems by
1:13:14 providing a single access it's a poor
1:13:17 plan for emergencies it could easily be
1:13:20 blocked it is a poor plan for the
1:13:22 ability to evacuate people from the site
1:13:24 if necessary emergency access is not
1:13:28 while it's shown
1:13:30 it isn't real
1:13:31 the school district does not have
1:13:33 ownership control or
1:13:35 the right to use the providence height
1:13:37 loop road
1:13:38 so they don't have a credible emergency
1:13:40 access
1:13:42 queuing is deficient for the high school
1:13:44 a careful reading of the transportation
1:13:45 report shows more vehicles show up then
1:13:47 there's actually room to accommodate
1:13:50 that is a poor practice for any school
1:13:52 let alone one with a single access off a
1:13:55 major arterial
1:13:56 parking although shared parking is
1:13:59 proposed
1:14:00 parking is based on the stadium's
1:14:02 capacity without a limit to parking
1:14:05 there cannot be an effective
1:14:07 transportation management plan parking
1:14:09 is the single most important tool
1:14:11 parking limits so if the city is serious
1:14:14 about providing safe routes to school
1:14:16 safe access reliable emergency access
1:14:19 and meeting its climate action goals it
1:14:22 will not approve this plan as presented

1:14:52 like to speak in favor of this project
1:14:55 and to urge the development commission
1:14:56 to recommend approval
1:14:59 as a public school district we work hard
1:15:01 to respond to our community's permitted
1:15:03 growth and to fulfill our duty to make
1:15:06 the best public education accessible and
1:15:09 available to all residents of our
1:15:11 district
1:15:12 our biggest challenge is that
1:15:13 approximately 70 percent of our
1:15:16 district's 110 square miles is outside
1:15:19 of the urban growth area where we are
1:15:21 not permitted to build schools
1:15:23 consequently our property search was not
1:15:26 an easy one given the regulatory
1:15:28 constraints on school siting the
1:15:30 scarcity of urban land and the
1:15:32 development limitations of many parcels
1:15:35 nevertheless we present a proposal which
1:15:38 is consistent with applicable city
1:15:40 comprehensive plan policies and code
1:15:43 provisions and which is considerate of
1:15:45 surrounding properties
1:15:47 in spite of the difficulties we've
1:15:49 encountered
1:15:50 with locating a viable urban school site
1:15:53 and with now several years of challenges
1:15:55 in site acquisition and planning we
1:15:57 continue to firmly believe that this
1:15:59 site as designed in the proposal before
1:16:02 you today
1:16:03 is ideal for our community's needs it is
1:16:06 centrally located in an area where
1:16:08 enrollment relief is needed
1:16:10 its design is consistent with the city's
1:16:12 compact school policies and code
1:16:14 requirements
1:16:15 and it includes numerous site-specific
1:16:18 design features which are responsive to
1:16:20 neighboring property concerns
1:16:23 i do want to acknowledge that this
1:16:25 project has been years in planning and
1:16:27 has not been immune to inflation and
1:16:30 increasing project costs that have
1:16:32 required us to prioritize prioritize
1:16:34 construction of the high school ahead of
1:16:36 the elementary school
1:16:38 the pandemic's effect on element
1:16:40 elementary enrollment alleviated some of
1:16:43 the existing strain on our elementary
1:16:45 school facilities and that provides us
1:16:47 with some relief to delay construction
1:16:50 of that school
1:16:51 however we still need to plan for this
1:16:53 important elementary school to address
1:16:55 community growth
1:16:57 i urge the development commission's
1:16:59 recommendation of approval

1:17:39 urge the development commission to

1:17:43 the city staff's proposed conditions

1:17:47 opportunity to share my input
1:17:50 i'm an elected member of the issaquah
1:17:52 school board
1:17:54 and issaquah resident
1:17:55 and also have the honor of being the
1:17:57 mother of a current issaquah high school
1:17:59 student
1:18:01 speaking as an elected school board
1:18:03 member our greatest needs continue to be
1:18:05 at the high school level
1:18:07 high school enrollment remains steady
1:18:09 and this year exceeded enrollment
1:18:11 expectations
1:18:12 our existing high school capacity is
1:18:14 over taxed and our students deserve
1:18:17 better
1:18:18 there's no question based on actual
1:18:20 enrollment figures that our students and
1:18:23 community need forward progress and
1:18:25 permitting for both long planned schools
1:18:28 as an issaquah resident i believe that
1:18:31 it's critical that we move forward with
1:18:32 this project
1:18:34 that i and a majority of others in the
1:18:36 community have voted for
1:18:38 i know that there have been questions
1:18:40 and concerns raised within the community
1:18:42 about this project
1:18:44 my hope is that enlisting through this
1:18:46 very thorough project review during this
1:18:48 public hearing it is now clear to all
1:18:51 that these concerns have been heard and
1:18:53 addressed
1:18:55 finally i'm here as a high school parent
1:18:58 it's critical that we all understand the
1:19:01 pressing need for teenagers of this
1:19:03 community to navigate the already
1:19:06 challenging high school years in
1:19:08 facilities that are now bursting at the
1:19:10 seams
1:19:11 where finding a quiet place to even
1:19:13 gather their thoughts is challenging
1:19:16 even with the use of portable classrooms
1:19:19 which add limited additional space to
1:19:21 buildings that are being prematurely
1:19:24 above with above and beyond wear and
1:19:27 when this project was first envisioned
1:19:29 my daughter a current high school
1:19:31 sophomore was a fourth grader
1:19:34 she her friends and classmates at both
1:19:37 issaquah and skyline will graduate from
1:19:40 high schools that are more overcrowded
1:19:42 now than they were in 2016.
1:19:46 my son is currently a sixth grader
1:19:48 this project will ensure that he attends
1:19:50 a school that gives him a fantastic high
1:19:53 school experience
1:19:55 your recommendation for approval of this
1:19:57 project
1:19:58 with the proposed conditions will make a
1:20:01 very large positive impact for the
1:20:03 future of high schoolers in this

1:20:36 and currently i have a bird's eye view
1:20:38 of left field
1:20:41 of the of the soon-to-be um constructed
1:20:45 softball field
1:20:48 at the uh
1:20:49 on the side of the new high school
1:20:51 so i have two issues that i want to
1:20:53 focus on tonight
1:20:55 and because i'm going to be looking
1:20:57 directly over left field of that
1:20:59 softball field
1:21:01 i'm very interested in the buffer
1:21:04 and how many trees are going to be in
1:21:06 the buffer the buffer is very small very
1:21:09 shallow
1:21:10 in my opinion uh condition number 25
1:21:14 does not require
1:21:16 that any irrigation be installed
1:21:20 uh in the buffer area and i urge the
1:21:23 uh commission to
1:21:25 direct this direct the city to include
1:21:29 required irrigation for the buffer areas
1:21:34 my other concern is the traffic
1:21:36 management plan
1:21:38 and anyone who has driven by
1:21:41 pine lake middle middle school on 228th
1:21:44 and also skyline high school on 228th
1:21:47 sees how how much foot traffic there is
1:21:51 from students who are walking
1:21:53 from various
1:21:55 places in uh in in the surrounding area
1:21:59 this particular high school number four
1:22:02 doesn't really lend itself to any
1:22:03 pedestrian uh access whatsoever and uh
1:22:08 it would not surprise me just to see
1:22:11 high school students parking their cars
1:22:13 along
1:22:14 uh near um
1:22:16 marion wood uh
1:22:18 rehabilitation center and bellwood and
1:22:21 also to be parking their cars up at pine
1:22:24 lake shopping center and walking from
1:22:27 there
1:22:28 to the high school site there are no
1:22:30 sidewalks along to 28th and i do not
1:22:34 recall that there was a plan to put a
1:22:36 sidewalk between issaquah pine lake road
1:22:41 the high school site
1:22:42 so i hope that the uh commission would
1:22:45 direct
1:22:46 that the uh that condition number 17
1:22:50 include a pedestrian management plan as
1:22:54 well as a traffic management plan

1:23:38 of directors for the issaquah school
1:23:39 district i'm here to speak in favor of
1:23:41 this project and i urge you to recommend
1:23:44 approval with the city staff's proposed
1:23:46 conditions
1:23:47 this proposal which would provide the
1:23:49 land use approvals for the final
1:23:50 projects from our 2016 bond passed by
1:23:53 our voters
1:23:55 is critical to our school capacity and
1:23:57 student learning needs
1:23:59 while the district has seen a reduction
1:24:01 in enrollment through the covet 19
1:24:03 pandemic our current enrollment levels
1:24:05 are actually above where they were when
1:24:07 the bond measure was passed over five
1:24:10 years ago
1:24:11 and as the city of issaquah and other
1:24:14 cities within the district boundaries
1:24:15 continue to grow enrollment is is
1:24:17 expected to increase well into the
1:24:19 future
1:24:20 even today existing school capacity is
1:24:23 strained for years we've heard from our
1:24:25 community that student capacity is
1:24:27 overloaded on the valley floor at
1:24:28 issaquah high school issaquah middle
1:24:30 school and clark elementary and the
1:24:33 residents of old town know all too well
1:24:35 the impacts of this overcrowding
1:24:37 we worked hard to respond to this
1:24:39 concern just this week we opened cooker
1:24:41 mountain middle school to alleviate in
1:24:44 part their capacity at issaquah middle
1:24:47 school
1:24:48 the addition of high school 4 will allow
1:24:50 us to move approximately 600 students
1:24:52 from issaquah high school and will
1:24:54 further alleviate the strain on downtown
1:24:56 issaquah roads and allow students to
1:24:58 remain closer to their homes
1:25:01 we understand the concerns of the
1:25:02 adjacent property owners regarding the
1:25:04 multi-purpose field at this site
1:25:06 board director gallinger and i along
1:25:08 with superintendent thiele met with the
1:25:10 leadership of providence point umbrella
1:25:12 association on three occasions we
1:25:15 extensively refused to pro pro propose
1:25:17 site plans with them
1:25:19 toward property uh providence point
1:25:22 facilities that would be most impacted
1:25:24 by the buildings and worked to make the
1:25:26 development more amenable including
1:25:28 creating significantly more buffer area
1:25:30 that then required by city code
1:25:33 through all that i know the field and
1:25:35 track itself are needed for us to
1:25:37 fulfill the physical education
1:25:39 requirements and provide for
1:25:40 extracurricular activities crucial to
1:25:43 our students experience
1:25:45 one side of the field does have covered
1:25:47 grant a cover crane stand that will
1:25:48 allow for games and events which will
1:25:50 permit this high school to have its own
1:25:53 home field and more importantly build
1:25:56 its own community and own identity the
1:25:59 design team team has carefully worked on
1:26:02 the design and operational features to
1:26:04 minimize
1:26:06 sound light and activity toward those
1:26:08 properties
1:26:09 as a board member i am proud to be uh
1:26:11 proud of the submitted design before
1:26:12 your approval it meets the applicable
1:26:15 code requirements and reflects careful
1:26:17 design that indicates compromise as
1:26:19 related to this particular site by
1:26:21 investing in design features that
1:26:23 minimize impacts to the surrounding
1:26:25 properties as a community proper partner
1:26:28 we see these project components as
1:26:29 important compromises while still
1:26:31 providing the for the necessary and
1:26:33 important community infrastructure thank
1:26:36 you for your careful consideration
1:26:44 um before you call the next speaker's
1:26:46 weaker been in for about an hour and a
1:26:48 half about halfway through the normal
1:26:50 items we have left but it might be a
1:26:51 good time just to take a about a ten
1:26:53 minute break um give everybody an
1:26:54 opportunity to stand up stretch their
1:26:55 legs a bit
1:26:57 uh and then return to hear

1:39:49 representing the providence point
1:39:51 umbrella association
1:39:54 the representative of the senior
1:39:56 community which shares a 3
1:39:58 100 foot boundary with the school's
1:40:01 property
1:40:03 earlier today we provided you with an
1:40:05 extensive report
1:40:07 which includes
1:40:09 expert
1:40:11 reports and opinions by
1:40:13 storm water experts traffic experts
1:40:16 arborists land use planners aesthetics
1:40:18 you've heard from some of these people
1:40:20 already tonight and we do hope that the
1:40:25 board will and the commission will pay
1:40:28 close attention to these materials
1:40:30 all these reports demonstrate a
1:40:33 fundamental proposition here which is
1:40:34 this is a deeply flawed project
1:40:37 on a questionable site and and if the
1:40:40 project is to be approved at all
1:40:42 there must be serious changes to bring
1:40:44 it into compliance with the careful and
1:40:46 historic standards adopted by issaquah
1:40:50 while our reports show a myriad of
1:40:52 defects in the projects i i want to take
1:40:56 kind of a higher level view of the of
1:40:58 the situation here and focus on on three
1:41:01 issues
1:41:02 um who really with the straight face
1:41:06 comes before this commission with a
1:41:08 proposal to dump construction spoils
1:41:12 on three acres of mature forest after
1:41:15 that forest is clear-cut
1:41:17 a clear slap in the face to the city's
1:41:20 climate action plan recently adopted
1:41:23 ironically
1:41:25 this fill is necessary because the
1:41:27 district is violating a fundamental
1:41:29 tenet of design review that is to
1:41:32 preserve existing vegetation and
1:41:34 topography
1:41:37 within within the site area
1:41:40 they do this by bulldozing essentially
1:41:43 everything inside
1:41:45 and with another irony they justify all
1:41:48 of this because they want a head start
1:41:50 on a school project
1:41:52 that may never be built
1:41:54 and they don't have the money for
1:41:57 secondly
1:41:58 who comes before this commission two and
1:42:00 a half years after a project is proposed
1:42:03 substantially unprepared
1:42:06 we've got a lot of pages and reports but
1:42:08 the district
1:42:10 does not have a approval
1:42:14 for its construction plans it does not
1:42:17 have approval
1:42:19 plans and the fragile
1:42:22 laughing jacobs creek
1:42:24 it doesn't have construction management
1:42:27 plans it doesn't have a transportation
1:42:29 management plan this this is not a
1:42:31 project that's ready for prime time
1:42:33 these issues should have been resolved
1:42:36 well before we arrive at the commission
1:42:39 and of course there is no
1:42:41 proposal
1:42:43 for the ccnr so important to the
1:42:45 enforcement
1:42:47 and who comes before
1:42:49 this design review commission
1:42:51 about a single sketch a rendering of
1:42:54 what the project will look like from
1:42:55 providence point or other public areas
1:42:58 thank you very much for your time

1:43:21 providence point on
1:43:22 224th lane south east
1:43:25 my concerns are really twofold
1:43:28 i appreciate the need for this project
1:43:30 that is not in question what is in
1:43:32 question is how it's been maneuvered
1:43:35 i have great concern that the school
1:43:37 district decided that environmental
1:43:39 impact for this project could be
1:43:41 mitigated so the wetland considerations
1:43:44 were addressed but the environmental
1:43:46 impact statement was deemed not
1:43:49 necessary
1:43:50 the habitat was determined to be low
1:43:53 habitat value as a wetland habitat
1:43:56 unfortunately it's not a wetlands
1:43:58 habitat
1:43:59 how do i know this i know this because i
1:44:02 hear the coyotes and i hear the coyote
1:44:04 cubs particularly on full moon nights
1:44:07 it is a vibrant habitat an environmental
1:44:10 impact study is a must
1:44:13 we must do this assessment so that we
1:44:16 know what it is that we are ruining or
1:44:18 speaking about ruining
1:44:21 my second concern is that the providence
1:44:23 point storm system cannot take the
1:44:26 overflow from the project
1:44:28 it was dually noted that yesterday a
1:44:30 councilman asked about the 100-year
1:44:33 event and the response was code does not
1:44:36 require us to do that level of
1:44:38 mitigation
1:44:40 the truth is we know the hundred year
1:44:42 event happens it's been happening all
1:44:45 around us
1:44:46 those of us who live here know that
1:44:48 we've had flash floods here and we know
1:44:50 that the system cannot withstand this
1:44:54 the question is who pays for it when it
1:44:57 doesn't work
1:44:58 is it the providence point residents who
1:45:00 have to put up with all of this who have
1:45:02 been fighting for all of this who will
1:45:04 then have to pay for the failure of it

1:45:36 talk i'm a semi-retired landscape
1:45:39 architect and visual impact specialist
1:45:42 uh i do some consulting work on
1:45:45 the visual and scenic impacts i was
1:45:48 formally with forest service
1:45:51 engineers and i've also done a lot of
1:45:52 private consulting
1:45:54 i was asked to provide some
1:45:56 visual analysis for by the providence
1:45:59 point community
1:46:01 uh and i've i have submitted a written
1:46:03 report that has my findings and
1:46:06 recommendations in there
1:46:08 so i don't want to have to repeat that
1:46:10 here i'm hoping that you guys will get a
1:46:11 chance to read that
1:46:13 what i do want to do is just uh offer
1:46:16 uh this
1:46:17 project
1:46:18 uh proposal
1:46:20 is about as bad uh fitting of a
1:46:24 of us building and um
1:46:27 it's supporting services to a site that
1:46:30 i've ever seen and over 40 years of
1:46:32 practice
1:46:34 and i really think that you've got to
1:46:35 send these guys back to the drawing
1:46:37 board and um
1:46:39 have them come back with something with
1:46:40 a project that actually fits that site
1:46:42 that site is about 60 maybe 70 percent
1:46:45 forested
1:46:47 uh they're ending up with um i don't
1:46:49 know maybe 15 percent of the force left
1:46:53 and that's where the visual impacts
1:46:54 really lie it's it's in the um
1:46:57 inability or the unwillingness of the
1:46:59 district and their architects to fit
1:47:02 project to the site
1:47:03 a 1994 book by david orr
1:47:07 buildings as pedagogy
1:47:09 uh it's an excellent book that you might
1:47:12 look at 1994 island press
1:47:14 and it's about how building how we learn
1:47:16 from building so what we build we learn
1:47:20 and you will have students in that
1:47:22 building and you're trying to teach
1:47:24 environmental
1:47:25 courses and science
1:47:27 and what are they going to learn
1:47:29 when they're they're studying in a
1:47:32 building that was imposed
1:47:35 on the site with no
1:47:37 visible effort to really fit to the
1:47:39 natural contours
1:47:41 uh and the natural woodland and forest
1:47:44 and by the way
1:47:45 forest it's not a
1:47:47 it's not just
1:47:48 trees you know there's they had an
1:47:51 arborist look at it uh say some of the
1:47:53 trees were unhealthy
1:47:55 forests always have unhealthy trees in
1:47:57 uh but forests know how to make new
1:47:59 trees they make babies that's what makes
1:48:01 them forests and not just trees
1:48:04 you know the city of issaquah has an
1:48:06 opportunity here to
1:48:07 have a school
1:48:09 uh but have it fit a site
1:48:12 have it demonstrate conservation for for
1:48:14 the community

1:49:16 i have brief comments i think the
1:49:19 commission is doing itself a disservice
1:49:22 if they don't visit the site and see
1:49:26 the concerns that the community has
1:49:29 regarding
1:49:30 the uh
1:49:32 condition of it and the proposed
1:49:34 buildings that will be placed on the
1:49:38 uh secondly
1:49:39 um i'm a nuts and bolts person
1:49:42 and uh we all know that the new
1:49:45 signalization of the providence point
1:49:48 main entrance took over a year to
1:49:51 complete
1:49:53 what kind of proposal
1:49:58 in the thinking to address
1:50:01 signalizing the entrance to the school
1:50:05 and building the school is 228th
1:50:08 going to be a virtual
1:50:10 uh parking lot for two years or so while
1:50:14 all of this is happening
1:50:17 i think that is a very significant issue
1:50:20 and thirdly for issaquah to be
1:50:24 such an ardent
1:50:26 uh environmentally
1:50:29 proactive community
1:50:31 why do we not see any indication
1:50:34 of any energy saving uh
1:50:38 proposals being
1:50:40 made for the school there are no solar
1:50:43 panels there's no uh other um
1:50:48 efforts made to
1:50:52 provide for
1:50:53 an environmentally
1:50:55 sound site

1:51:29 and i'm talking on behalf of save lake
1:51:31 samamish it's an old volunteer group
1:51:35 and so we appreciate your effort also as
1:51:37 a volunteer group
1:51:40 uh we urge you to do recommend denial of
1:51:43 the state
1:51:45 of the site development plan at this
1:51:47 time and for these reasons
1:51:49 number one once the site development
1:51:51 plan is permit is granted
1:51:54 the ground has been broken there will be
1:51:55 no turning back there's no plan b
1:52:02 the associate school district
1:52:04 gets going they have an inherent
1:52:06 conflict of interest by being both
1:52:08 proponent and reviewer of all subsequent
1:52:11 environmental decisions
1:52:13 their refusal to conduct an honest
1:52:15 environmental impact statement is
1:52:18 indicative that they have negligible
1:52:20 concern for the environment
1:52:23 and indeed they have a financial
1:52:24 incentive to cut corners
1:52:28 number one they do not have the funds to
1:52:30 complete this project and we'll be
1:52:32 asking property owners to shell out more
1:52:34 millions and they've tucked this in with
1:52:36 their technology level which uh levy
1:52:39 which is coming to the taxpayers this
1:52:42 april
1:52:43 at the same time the state is seeking
1:52:45 funding to retrofit schools for
1:52:47 earthquake hazards and yet this proposed
1:52:50 school complex will sit on a branch of
1:52:52 the seattle fault on a very steep
1:52:55 hillside
1:52:57 drainage plans are inadequate and they
1:52:59 put the unique wild native lakes and
1:53:02 mammals cockney at further risk of
1:53:04 extinction
1:53:05 for 30 some years now the community has
1:53:09 been expanding funds and efforts to try
1:53:12 and protect
1:53:13 these fish
1:53:16 laughing jacob's creek is one of only
1:53:20 four creeks that still support
1:53:23 runs of these salmon
1:53:27 and all of the runoff is going to go
1:53:29 into laughing jacob's creek
1:53:32 detention which they propose reduces the
1:53:35 volume of peak flow reduces the volume
1:53:38 of the peak flows but it increases the
1:53:41 flow duration so the scar in the stream
1:53:44 it will be equal ultimately
1:53:47 detention as proposed also has the
1:53:49 potential to starve the preak of the
1:53:52 needed flows in the summer and fall when
1:53:55 when uh there's very little water left
1:53:57 in them
1:54:00 effective water quality treatment is
1:54:02 expensive and needs to have a
1:54:03 maintenance plan hydro seeding
1:54:06 uh proposed for soil storage for the
1:54:08 elementary school is not particularly uh
1:54:11 good in the beginning and it's laden
1:54:13 with phosphorus and other nutrients
1:54:17 which will go and increase the
1:54:20 bill milford growth in lake smamish
1:54:24 road and traffic permits have not been
1:54:26 issued
1:54:27 why is the department is the district
1:54:30 proposing a 20th century

1:55:39 road right at this
1:55:41 excuse me the lakes mana state park
1:55:43 and i'm an active restorationist in the
1:55:46 city i wanted to thank you all for the
1:55:48 opportunity to provide comment and your
1:55:52 dedication
1:55:55 it's much appreciated i'm the uh lakes
1:55:58 managed company program manager for
1:55:59 trout unlimited i've been focused on
1:56:00 like managed cockney restoration stream
1:56:02 restoration outreach and education all
1:56:04 to keep the beloved little redfish from
1:56:06 extinction
1:56:07 in addition to conducting kokanee
1:56:09 spawning and fry immigration monitoring
1:56:12 i've been advancing priority restoration
1:56:14 identified for laughing jacobs creek one
1:56:16 of three primary company streams for the
1:56:18 last five years
1:56:20 we're currently advancing restoration
1:56:22 design and permitting for these reaches
1:56:24 and will be seeking funding to make the
1:56:25 project a reality in the next few years
1:56:29 i'm very concerned about the projects
1:56:32 this projects
1:56:33 900 000 square feet of impervious
1:56:36 surfaces and its effects on the
1:56:38 watershed fish that utilize it and the
1:56:40 public and private property will be
1:56:42 impacted we've already witnessed
1:56:44 increased flows and flow frequency
1:56:46 resulting in scouring large deposition
1:56:49 burying salmon reds higher flows are
1:56:51 expected as a consequence of climate
1:56:53 change and increased impervious surfaces
1:56:55 in the watershed and affected one of our
1:56:58 long-term downstream residents access to
1:57:01 his home for over 80 years it undermined
1:57:03 his soul bridge to drive in
1:57:06 if you walked up the canyon from the
1:57:08 lower end
1:57:09 you would see that the canyon walls are
1:57:11 very steep mostly glacial till and are
1:57:14 generally unstable additional surface
1:57:16 flow could cause mass wasting
1:57:18 resulting in significant sedimentation
1:57:20 impacting fish infrastructure public
1:57:22 property and downstream residents
1:57:25 i do not believe that this project
1:57:27 proposal has fully captured the true
1:57:29 impacts to the watershed isd has no
1:57:32 intention to complete a full eis and
1:57:35 cannot confidently claim that this
1:57:37 project will have no significant impact
1:57:39 to the watershed i would request isd to
1:57:42 do the following to help the bet excuse
1:57:44 me make the best
1:57:46 informed decision to minimize this
1:57:48 project's impacts to the watershed
1:57:50 evaluate the entire project's impacts
1:57:52 this project's impact has been
1:57:54 arbitrarily separated by jurisdictional
1:57:56 boundary
1:57:57 conduct cumulative effects analysis
1:58:00 specifically focused on a hydrologic
1:58:02 perspective analysis should include
1:58:05 existing effects and impact
1:58:08 flow durations flow frequencies within
1:58:10 laughing jacobs creeks and what the
1:58:12 additive effects would be as a
1:58:14 consequence of this proposed project
1:58:17 and the expected consequences of climate
1:58:19 change and consider the downstream
1:58:21 impacts of this project before below all
1:58:23 the outflows from this project i would
1:58:26 hope that providence points project
1:58:27 would aim to be a shining example
1:58:29 responsible development to prioritize
1:58:31 protecting our watersheds and supports
1:58:33 the massive collaborative effort to save
1:58:35 the native lakes and mammograms
1:58:39 at this point i cannot say it does thank
1:58:41 you for hearing my concerns

1:59:17 thank you for this opportunity to speak
1:59:20 i am sam lin a retired physician
1:59:22 rear admiral and assistant surgeon
1:59:24 general
1:59:25 and i am a residence and homeowner in
1:59:27 issaquah
1:59:29 i'm a strong proponent of education both
1:59:31 my parents were teachers and i'm an
1:59:33 adjunct graduate professor
1:59:36 but i'm just as strong of a proponent in
1:59:38 considering aspects of our environmental
1:59:40 and natural resources
1:59:42 and while i sense that public officials
1:59:44 are disrespecting their stewardship in
1:59:46 protecting our local environment i will
1:59:48 not condone their actions
1:59:51 i draw your attention to the district's
1:59:52 disregard for the significant increase
1:59:55 in stormwater runoff secondary to the
1:59:57 construction and operation of the
1:59:59 proposed project
2:00:01 the combined sequelae of destroying 77
2:00:04 percent of the tree canopy and the
2:00:06 laying of 900 000 square feet of
2:00:08 impervious rooftops concrete asphalt and
2:00:11 brick will be a downhill outpouring of
2:00:14 storm waters giving the missing canopies
2:00:17 disbursement of rain and the severely
2:00:19 reduced surfaces for ground absorption
2:00:22 consequently there will be storm water
2:00:24 flooding erosion and landslides
2:00:26 impacting wetlands and private homes
2:00:28 downstream
2:00:29 and as you've heard because these
2:00:31 waterways ultimately flow into laughing
2:00:33 jacob's creek the spawning grounds of
2:00:35 the kokanee salmon
2:00:37 flooding and erosion will kill the
2:00:39 salmon fry
2:00:40 the district has glossed over this real
2:00:42 concern with the rationalization that
2:00:44 because of several sets of controlled
2:00:46 stormwater holding tanks the new flow
2:00:48 rate will be no greater than the current
2:00:51 that part is true
2:00:53 but the district refuses to recognize
2:00:55 that the total volume
2:00:57 known as the total flow volume will
2:01:00 increase exponentially because of the
2:01:01 increase in impervious surfaces
2:01:04 erosion landslides and wetlands damage
2:01:06 will be the preventable results
2:01:09 property owners downstream already have
2:01:11 indicated they will file suit against
2:01:13 the district for damages due to this
2:01:15 increased flow volume
2:01:18 and as far as landslides let me just say
2:01:20 one thing cougar mountain middle school
2:01:28 lastly the district contracted for two
2:01:30 wetland classification surveys in 2000
2:01:33 or 2019
2:01:35 both surveys assigned a vulnerability
2:01:37 rating of wetland category 4 the least
2:01:40 vulnerable category
2:01:42 the rating points were just one point
2:01:44 below the next vulnerable category
2:01:46 however these surveys are suspected of
2:01:49 blatant errors such as stating that the
2:01:51 wetlands do not empty into a body of
2:01:53 water within a mile i believe it's
2:01:55 called lake sammamish
2:01:57 correction of these errors would
2:01:58 reclassify the wetlands to a category
2:02:01 three a more endangered area with
2:02:03 increased vulnerabilities the
2:02:05 questionable manner in which the
2:02:06 district has treated these issues places
2:02:08 the onus on you the commission to
2:02:10 require a more responsible stormwater
2:02:12 mitigation and a more accurate
2:02:14 categorization of the wetlands as well
2:02:16 as an independent environmental impact
2:02:19 study
2:02:20 the district will not conduct these for
2:02:21 the property owners or the wetlands and
2:02:23 so it is up to you to direct them to do
2:02:25 so and report back to you with accuracy
2:02:27 and transparency thank you for your time
2:02:30 and your service commission members

2:02:41 uh good evening thank you very much mr
2:02:43 chair and commissioners um i am a
2:02:46 retired seattle lawyer i'm also the
2:02:50 current voluntary chair for the
2:02:53 washington council of trout unlimited in
2:02:55 their advocacy committee i'm here to
2:02:57 talk to you about stormwater but with
2:02:59 respect to a more recently
2:03:02 emerging issue in storm water control
2:03:05 and that has to do with whether or not
2:03:06 the storm water system
2:03:08 proposed for the school would be
2:03:11 adequate to protect
2:03:13 kokanee and other salmon including coho
2:03:16 from a recently identified problem with
2:03:19 tire wear particles
2:03:21 and i'm talking about the um the rubber
2:03:23 that comes off tires i'm talking about
2:03:25 the rubber that might be used in the in
2:03:28 the play fields in the sports fields at
2:03:30 the school
2:03:31 specifically recent studies from the
2:03:33 university of washington in washington
2:03:35 state have identified

2:03:40 and it transforms into another product
2:03:42 called 6ppd quinone this was pretty well
2:03:45 advert um uh um publicized
2:03:49 about a year ago when this issue came up
2:03:51 and since then it has received
2:03:54 intense scrutiny
2:03:55 at the state level and even in congress
2:03:58 as to what the impacts are uh from these
2:04:01 tire wear particles and six ppd quinone
2:04:05 the uh with respect to coho
2:04:08 it has been attributing attributed
2:04:11 approximately 40 to 90 percent mortality
2:04:14 in returning adult coho i'm not talking
2:04:17 about fry i'm not talking about
2:04:18 juveniles i'm talking about coho
2:04:21 migrating upstream to spawn in the puget
2:04:24 sound area a 40 to 90 percent mortality
2:04:30 more studies are now being done
2:04:32 including studies on other species of
2:04:34 fish other species of salmon one came
2:04:36 out just today showing mortality for for
2:04:39 um for a rainbow trout which is an issue
2:04:42 here and then brook trout which is not
2:04:43 so much an issue
2:04:46 i would encourage the
2:04:48 consultants to look very carefully at
2:04:50 their stormwater treatment system as to
2:04:53 whether it is going to be capable of
2:04:55 managing and treating for
2:04:58 the 6ppd queen owned and i point this
2:05:00 out in part because you have
2:05:02 not only the tire wear particles from
2:05:04 the roadways but also
2:05:07 i think you'll have to look carefully at
2:05:09 what you're going to do for the sports
2:05:10 fields in terms of using a chrome rubber
2:05:14 30 seconds for those fields
2:05:17 that is all i had to say with that but i
2:05:19 do certainly concur with the comments
2:05:21 made by mr kyle from uh who was also
2:05:25 speaking for trout unlimited thank you

2:05:59 i formerly taught at the uw college of
2:06:01 engineering
2:06:02 and at lake washington technical college
2:06:05 my concern is that the district has
2:06:07 completely ignored zero energy building
2:06:11 techniques
2:06:12 a standard in new school construction
2:06:15 for nearly a decade
2:06:17 i sent you an email with links to
2:06:19 research that shows zero build
2:06:22 increases student attendance with better
2:06:25 academic outcomes
2:06:27 improves indoor air quality
2:06:29 provides greater teacher retention
2:06:32 and it costs no more to build
2:06:35 the conventional schools and sometimes
2:06:38 even less according to the national
2:06:40 research renewable energy lab most
2:06:44 important though is that it decreases
2:06:47 operational costs
2:06:49 65 to 80 percent
2:06:52 money that districts around the country
2:06:54 have channeled back into student
2:06:56 programs one example of zero energy is
2:06:59 bioretention
2:07:01 which collects cleans and slowly
2:07:03 releases water it's not as sexy as what
2:07:06 todd talked about last night as far as
2:07:08 engineering
2:07:10 instead it takes the runoff from
2:07:12 impervious surfaces then reuses that
2:07:15 water on site
2:07:17 reusing the on-site water would add less
2:07:20 strain to sammamish plateau water
2:07:23 it would decrease water costs for the
2:07:25 new schools significantly money that
2:07:28 would go back into student programs
2:07:31 and it would also provide water to the
2:07:34 much touted vegetated buffer area
2:07:37 under the proposed plan
2:07:39 that buffer doesn't receive the water it
2:07:42 does now
2:07:43 it would turn it into a dangerous fire
2:07:46 hazard
2:07:48 everyone knows that we need this high
2:07:50 school and we've heard a lot of people
2:07:51 say that
2:07:52 but this design does not have the future
2:07:55 in mind
2:07:58 and couple of other related unrelated
2:08:00 comments
2:08:02 this high school only has two music
2:08:04 practice rooms for all 1800 students i
2:08:07 know that's outside the provence of the
2:08:09 code but
2:08:11 it's it's shameful
2:08:15 in 2020 the commission asked if the
2:08:18 rooftop units from the bordering homes
2:08:21 would be properly screened from the
2:08:23 school
2:08:24 the applicants said yes
2:08:26 but visuals have never been presented
2:08:29 will they be
2:08:31 and lastly
2:08:32 it was encouraging to hear last night
2:08:34 that the district's recent negotiation
2:08:37 with bellwood's attorney and the living
2:08:40 green wall solution
2:08:41 will they also be providing that on
2:08:44 retaining walls that face other
2:08:45 bordering homes

2:09:18 nobody goes there anymore it's too

2:09:21 well that might be how you should think
2:09:23 of the plans for the new high school
2:09:26 if you look at the most recent school
2:09:28 district capital facilities plan
2:09:31 it shows that over the next 10 years the
2:09:34 high school population will drop
2:09:36 to about 4 700
2:09:39 students by 2034.
2:09:41 that is 400 students lower than what it
2:09:44 was in 2012 and about 800 students lower
2:09:48 than currently enrolled
2:09:51 what is the issue with the current
2:09:52 schools it is claimed to be overcrowding
2:09:56 but where is the overcrowding
2:09:58 it is not in the classrooms the most
2:10:01 recent capital facilities plan shows
2:10:03 there are enough classrooms to avoid
2:10:05 overcrowding so where is it
2:10:08 i have heard that it is in the hallways
2:10:10 the lunchrooms and the bathrooms
2:10:13 over the years we've heard about
2:10:14 wasteful government spending the one
2:10:17 thousand dollar hammers the fifty
2:10:19 thousand dollar toilets
2:10:20 well this new high school might be
2:10:22 called the
2:10:23 198 million dollar bathroom
2:10:27 don't continue to approve wasteful
2:10:29 spending stop the project now

2:10:57 point homeowner
2:10:58 i will speak to the ccnr's requirement
2:11:02 the language in this document must must
2:11:04 be explicit ccnr's must contain clear
2:11:08 and specific rules with measurable
2:11:10 standards backed by enforceable
2:11:12 consequences that are unbendable to
2:11:15 slanted interpretations
2:11:17 the ccnr's must be completed in detail
2:11:20 before permits are issued to the school
2:11:23 district found a school district a pass
2:11:26 just with a promise to satisfy this
2:11:28 requirement after permits are granted
2:11:30 will likely only result in a vague
2:11:32 document shrouded in window dressing and
2:11:35 based on lofty glittering generalities
2:11:39 that will essentially strip
2:11:40 neighborhoods of any chance of ensuring
2:11:42 the district will live up to commitments
2:11:45 both during and post construction
2:11:48 to date the district's touted design
2:11:51 project improvements have evolved mostly
2:11:53 from the providence point community
2:11:55 seeking legal assistance and engaging in
2:11:57 community-wide publicity to compel those
2:12:00 improvements
2:12:02 last night you heard the district's
2:12:04 leadership touts of their past
2:12:06 engagement with providence point
2:12:08 community you may also notice that such
2:12:10 statements were not immediately followed
2:12:12 by meaningful outcomes from those
2:12:15 engagements
2:12:16 perhaps this is because their past
2:12:18 strong armed
2:12:19 proved not to be as effective as
2:12:21 employing collegial approaches that
2:12:24 would have that would have been
2:12:25 regardless
2:12:27 out the actual outcomes resulted in the
2:12:29 community's
2:12:30 warranted distrust and suspicion
2:12:33 instead of their cooperation and support
2:12:36 if the district's leadership truly means
2:12:38 to live up to their trite good neighbor
2:12:41 sound bite they would sincerely engage
2:12:44 the prominent point community team
2:12:47 leadership team to collaboratively craft
2:12:50 the ccnr's document that is mutually
2:12:53 beneficial to the community the district
2:12:55 and the city of esqua
2:12:58 by leaving behind their past attempts at
2:13:00 strong-armed tactics
2:13:02 such a sincere approach would probably
2:13:05 transform the district's good neighbor
2:13:06 sound bite from one that just rings with
2:13:08 a thud
2:13:10 to occul to one that actually rings true
2:13:13 despite such a notion i believe that
2:13:15 such collapse collaboration will only
2:13:17 occur through your imposing such a
2:13:20 condition of collaboration with the
2:13:22 providence point community
2:13:23 on the district 30 seconds
2:13:26 commissioners i appeal to you to insist
2:13:28 that the ccnr's are meaningful complete
2:13:31 and agreeable to the providence point
2:13:33 community before
2:13:35 permits are issued the ccnr's cannot be
2:13:38 allowed to be circumvented by the
2:13:40 district please do not let the district
2:13:42 legally and run spirit intent of the
2:13:44 ccnr's
2:13:46 as part of the providence point
2:13:47 community i can i can only look to this
2:13:50 commission to help us finally dial back
2:13:52 the collective endless legal rank that
2:13:55 we have engaged for both the district
2:13:57 and issaquah

2:14:51 issaquah area for 20 years um i wanted
2:14:53 to start with a super nice story that i
2:14:55 just recently heard about
2:14:57 timber ridge
2:14:59 their retirement community located in
2:15:01 talus
2:15:02 um just this week we were really excited
2:15:04 to open our newest middle school right
2:15:06 next to them which is at the base of
2:15:07 talus at the beginning of this they ask
2:15:10 questions which is absolutely within
2:15:12 their rights and i'm so glad that they
2:15:15 but after those conversations they
2:15:17 realized that isd keeps their promises
2:15:19 and they're happy now to have the school
2:15:21 opening and in fact they actually asked
2:15:23 if they could bring cookies to the next
2:15:25 staff meeting
2:15:26 that to me is what community is and i'm
2:15:29 really really happy to be
2:15:31 look forward to them working with our
2:15:33 schools and the that's kind of how it's
2:15:36 supposed to be where you can welcome uh
2:15:38 growth growth is hard but this is what's
2:15:40 happening
2:15:41 um i am here to
2:15:44 happily
2:15:45 advocate again for the need for our
2:15:47 fourth high school in issaquah school
2:15:49 district we moved here because of the
2:15:51 schools and i have to tell you that
2:15:53 these schools are overcrowded
2:15:55 i think that
2:15:57 everybody's using time to think of all
2:15:59 the ways that maybe it wouldn't make
2:16:01 sense but the truth is
2:16:03 we have worked hard to
2:16:05 hear and meet and even exceed the
2:16:09 concerns that adjacent neighbors have
2:16:12 our kids need this high school they need
2:16:14 to be able to connect again in a real
2:16:15 way our hallways are so packed and is
2:16:18 not conducive to a healthy learning
2:16:20 environment mental health is taking a
2:16:22 toll and it's heartbreaking to say the
2:16:24 least
2:16:24 the kids in our schools today are the
2:16:26 future of our community they will
2:16:28 someday live here and pay taxes let's
2:16:31 invest in them now so that they know
2:16:33 their worth please approve these plans
2:16:36 so that we can move forward to the next
2:16:37 steps
2:16:38 please be on the right side of this and
2:16:40 go forward
2:16:41 i want you also to know that i have
2:16:43 looked at the plans closely and i've
2:16:44 listened to residents adjacent to this
2:16:48 growth is really tough again and we have
2:16:52 had quite the influx of residents over
2:16:54 the past 20 years
2:16:56 uh the district has responded to the
2:16:58 neighbors concerns i hate hearing all of
2:17:00 these this misinformation happening
2:17:02 tonight because it's actually not it's
2:17:04 it's just it's not factual
2:17:06 they have added more buffer than is
2:17:08 required they took huge steps to
2:17:10 minimize noise and light issues and
2:17:12 because our schools are good neighbors
2:17:15 um we are good neighbors to excuse me
2:17:17 build schools that are good neighbors
2:17:19 every school has neighbors and isd has
2:17:21 been compliant and helpful to make sure
2:17:22 that our community sees schools as a
2:17:24 positive addition to our neighborhoods
2:17:26 it addressed the traffic issues and it's
2:17:28 made step
2:17:29 to mitigate those in a profound way the
2:17:32 society has been designing specifically
2:17:34 with those concerns in mind and it's
2:17:35 time to give isd your blessings and let
2:17:37 us move forward for the kids at the end
2:17:40 it's for the kids thank you so much for

2:17:51 to mention that

2:18:20 constraint that it has on this three
2:18:22 minutes i'm going to have to make my
2:18:23 comments very quick i may sound like
2:18:25 someone in a commercial speaking quickly
2:18:30 and i have i did write a four-page
2:18:33 critique of the noise study my comments
2:18:35 will only address the noise studies
2:18:38 let me give my conclusion first
2:18:40 it's that
2:18:41 if you look at the green bush noise
2:18:43 studies they are very incomplete
2:18:45 they ignore major sounds they do not
2:18:48 integrate all the data is available to
2:18:50 give you an overall estimate of the
2:18:51 impact
2:18:52 of of the project on providence point
2:18:56 take the first study at hand which is
2:18:59 the study that looked at the street
2:19:02 noise
2:19:03 you know the environmental checklist
2:19:05 requires that the developer actually
2:19:07 look at things near the site that have
2:19:10 loud noise including street noise and
2:19:13 make a determination if they're major or
2:19:17 although the person from greenwich today
2:19:19 shrugged that off they actually did do a
2:19:21 study they compared the sound in 2019
2:19:25 at the north part of the campus and the
2:19:27 south part of the campus with monitors
2:19:29 right at the property line
2:19:31 i would ask you to look yourselves at
2:19:34 these figures they're in the last two
2:19:36 pages of
2:19:39 appendix 46
2:19:41 their figures f4
2:19:44 and fb4 and fb5
2:19:47 what you'll be surprised to find out
2:19:48 when you look at those figures what they
2:19:50 show the the
2:19:51 line that shows the uh
2:19:54 the authorized line the level of that
2:19:56 and you find the actual sound of the
2:19:59 picked up at the monitors you will see
2:20:01 that the sound in the morning exceeds
2:20:05 the level it's 440
2:20:08 both the level up at the morning and at
2:20:10 night and it's over at 57 during the day
2:20:15 and when it's not on it's an hourly
2:20:17 hourly rating when it's not and that
2:20:19 hour above is just below
2:20:23 then for whatever reason they present
2:20:25 the data they make no conclusions no
2:20:27 interpretation and then they ignore it
2:20:29 they don't include it in anything else
2:20:30 they do they could have combined that
2:20:32 data with the on-site data which they
2:20:34 did collect
2:20:36 which they
2:20:37 monitored for what the sound will be
2:20:39 like once the high school and elementary
2:20:41 school are built they simply could have
2:20:43 factored in
2:20:45 another
2:20:46 and addition
2:20:47 talking about this 30 seconds
2:20:49 presumably that would have happened
2:20:52 finally on the
2:20:54 football stadium
2:20:56 they ignore that there is a a
2:21:01 in that stadium that should be factored
2:21:03 in you go
2:21:07 decibels
2:21:08 that's only 50 yards from the problem
2:21:11 they also cite an incorrect what which
2:21:13 the staff also cite that says they don't
2:21:15 have to consider the on traffic flow
2:21:18 coming into the game they are required
2:21:20 to do that if they do both of that you
2:21:23 will find that they are beyond the legal
2:21:25 requirements

2:21:46 professional civil engineer i've been
2:21:48 retained by the
2:21:50 providence point umbrella association to
2:21:52 represent them in civil engineering
2:21:54 matters and storm water issues
2:21:57 i'd also like to state that i was a
2:21:59 project manager on the mount lake
2:22:02 terrace high school
2:22:03 project
2:22:04 and i can speak personally and directly
2:22:07 what can happen when you have an
2:22:09 ill-planned ill-conceived
2:22:11 badly designed project with cost
2:22:13 overruns change orders and delays
2:22:16 on this particular project i submitted a
2:22:19 letter dated february 25th please read
2:22:22 that letter it's 19 pages
2:22:25 uh it also includes a august 5 2020
2:22:28 letter
2:22:29 that was never responded to
2:22:32 as of today
2:22:34 i won't go through everything in my
2:22:35 letter but a few high points are the
2:22:37 stockpile uh you really need to require
2:22:41 you know the
2:22:42 drawings on that how long will it be
2:22:44 there what is its footprint how will it
2:22:46 be contained to prevent erosion control
2:22:49 uh core requirement number one the
2:22:51 discharge the natural location
2:22:53 uh the
2:22:54 is not maintained
2:22:56 going to starve the trees of water that
2:22:59 hydraulically would be
2:23:01 funneled into either a point discharge
2:23:04 location
2:23:06 onto the providence point property or
2:23:09 routed off to 228th street
2:23:13 the widening of
2:23:14 of southeast 43rd and 228th avenue
2:23:18 uh there has been no storm water
2:23:20 designed for that that is not exempt as
2:23:23 a traffic control project as i point out
2:23:25 in my report
2:23:27 there was no one-quarter mile downstream
2:23:30 analysis done
2:23:33 which is uh really critical because
2:23:35 just on the other side of
2:23:38 of 43rd
2:23:41 street
2:23:43 there's a 15 foot waterfall right next
2:23:46 to the access road onto the picnic point
2:23:49 property at southeast 43rd way
2:23:53 that waterfall can is lined with till
2:23:57 it is very susceptible to landslide the
2:23:59 entire area around it is designated as
2:24:02 landslide
2:24:03 hazard area by uh
2:24:05 by the geologists from this school
2:24:08 district and from the uh city
2:24:11 nobody has
2:24:13 looked at that uh the code the
2:24:15 stormwater manual requires seconds a
2:24:18 quarter mile downstream analysis be done
2:24:21 uh that has not been done if it washes
2:24:24 out not only will it block access to a
2:24:26 large portion of the providence point
2:24:29 area but it will cause massive
2:24:32 wasting into laughing jacob's creek
2:24:35 lastly there were no flow calculations
2:24:37 done to show that the 100 years storm
2:24:40 event can be conveyed by the existing
2:24:42 storm water system
2:24:44 now there's a big difference between
2:24:46 storm water flow control and
2:24:49 flood control
2:24:51 i thank you for your time do read my

2:27:20 spokane to bring that about in our

2:27:33 at the behest of providence point and
2:27:36 other environmental groups have they
2:27:38 been presented to the school district

2:29:38 i've always supported school levies
2:29:41 i'm also a taxpayer
2:29:43 and i am interested in seeing
2:29:46 the largest number of students receiving
2:29:49 the most educational value from the
2:29:51 money spent
2:29:53 and i have real concerns about this
2:29:55 project in looking at it in that light
2:29:59 people
2:30:00 more eloquently and with more attention
2:30:02 to detail have addressed
2:30:04 a lot of aspects of this including
2:30:08 the stadium including
2:30:10 the cost of
2:30:13 runoff from from storm
2:30:16 storm water runoff
2:30:18 and the cost to the environment
2:30:20 into the fisheries
2:30:23 i'm curious about a few things one of
2:30:26 them is um
2:30:28 how many students will be using
2:30:31 the outdoor athletic facilities i mean i
2:30:34 really have to wonder about that i i
2:30:36 know how many kids are on a football
2:30:39 but how many students actually will use
2:30:41 that stadium
2:30:43 i'm aware that other school districts
2:30:47 have two or more schools using the same
2:30:50 stadium other districts in the kinko
2:30:52 league
2:30:54 double up or
2:30:55 you know have multiple schools using the
2:30:57 same stadium i'm wondering whether that
2:31:00 is real not really necessary
2:31:03 i'm um i know i would defer to a lot of
2:31:06 other people that spoke about that but
2:31:08 that's one of the things i wonder in
2:31:10 terms of cost

2:31:16 they're again
2:31:17 concerned about the runoff and the
2:31:20 environmental impact to i live at
2:31:22 providence point i live right next to
2:31:25 the grounds that's right across the

2:32:25 be tough to schedule other kinds of
2:32:28 tournaments and
2:32:30 competitions um that are indoors
2:32:33 i think there are a lot of issues that
2:32:35 need to be addressed and need to be
2:32:37 answered
2:32:38 in terms of are we getting the best
2:32:41 educational value
2:32:43 for our money are we getting the best
2:32:45 value that impacts the greatest

2:34:49 but much of it is something that the
2:34:51 development commission can't do a lot
2:34:54 with so
2:34:56 it seems to come down to
2:35:01 master site plan which oddly in the
2:35:05 presentation
2:35:06 is brought in
2:35:08 after the site development permit but
2:35:10 the master site plan is the overarching
2:35:14 that the site development permit would
2:35:18 work within
2:35:20 and so one of the criteria because you
2:35:23 have a series of criteria for master
2:35:25 site plans
2:35:27 is that the proposed project will be
2:35:29 compatible
2:35:30 with the land uses in the vicinity of
2:35:34 the project
2:35:39 this isn't a conversation about whether
2:35:41 it's been
2:35:42 mitigated
2:35:49 it isn't detailed it is sort of an
2:35:52 opinion
2:35:54 is it compatible
2:35:59 if i had not had so much experience
2:36:02 with being around high schools i might
2:36:05 have more pain with this conversation
2:36:09 iskwa high school has been a very
2:36:12 interesting lesson in compatibility
2:36:15 with traffic and noise
2:36:18 and being able to contain the students
2:36:20 in some some sort of semblance of
2:36:24 of uh
2:36:25 safety
2:36:28 in this
2:36:29 in this
2:36:31 situation for the development commission
2:36:35 i think i would ask
2:36:37 that you go through the
2:36:38 master site plan criteria before you go
2:36:42 through
2:36:45 site development permit
2:36:48 and be able to ask and answer those
2:36:51 questions
2:36:53 and then move
2:36:54 forward
2:36:56 i don't know what you're going to do
2:36:58 with the details of the environmentally

2:38:28 so when we uh reconvene on the 16th we
2:38:32 will move forward with
2:38:34 the opportunities for rebuttals from the
2:38:37 from the applicant from the school
2:38:38 district team
2:38:40 and from the staff and it will also
2:38:42 provide another opportunity for the
2:38:44 commissioners uh to ask questions of the
2:38:46 applicant um before we begin our
2:38:49 deliberations
2:38:50 uh as far as the process is concerned so
2:38:53 um but before we move to uh
2:38:56 adjourn this evening i just want to
2:38:59 thank all of the people who took time
2:39:01 out of your evening to participate in
2:39:05 uh in this public hearing and provide
2:39:07 public comment i
2:39:09 am so impressed with how prepared

2:39:50 you provided us uh in documents in
