1:00 ↗ for 2019 the agenda bill that is in the

1:04 ↗ packet outlines the duties of the

1:07 ↗ council president and deputy president

1:09 ↗ and also some compensation information

1:13 ↗ and a bit about our process that we'll

1:16 ↗ go through tonight the process will look

1:19 ↗ like this as chair I will call for

1:21 ↗ nominations for each position one at a

1:26 ↗ time when all nominations have been made

1:28 ↗ I will ask if there's a motion to close

1:30 ↗ the nominations I'll then call for a

1:33 ↗ vote on the motion to close nominations

1:35 ↗ at that point council members will then

1:38 ↗ be provided with an opportunity to

1:40 ↗ discuss nominees and I will ask council

1:43 ↗ members to cast votes by a show of hands

1:45 ↗ the council member receiving the

1:47 ↗ majority vote is declared council

1:49 ↗ president I'll repeat that process again

1:51 ↗ for deputy president so first for the

1:55 ↗ position of council president I'd like

3:10 ↗ that's be engaged with the council to be

3:12 ↗ engaged with the administration be

3:14 ↗ engaged with the people who live here

3:15 ↗ number two is to do what's right always

3:19 ↗ even when it's not always easy to

3:21 ↗ understand perspectives and seek common

3:24 ↗ ground always be seeking to improve both

3:26 ↗ oneself and the institution that is this

3:29 ↗ council the challenge assumptions and

3:31 ↗ the status quo to create stability

3:34 ↗ during periods of turmoil that we will

3:36 ↗ undoubtedly have and ultimately to make

3:39 ↗ this council a better council for the

3:41 ↗ people who live here thank you are there

5:46 ↗ little bit I have gotten some feedback

5:48 ↗ from folks that they'd like to

5:50 ↗ understand it's it's a little it can be

5:53 ↗ a little bit of voodoo and it isn't

5:54 ↗ necessarily always as transparent as

5:56 ↗ we'd like so if you want to think about

5:57 ↗ that understand that I'll be requesting

5:59 ↗ that we add that to the retreat the

6:02 ↗ first retreat that we have as we talk

8:39 ↗ Works engineering for their tireless

8:41 ↗ support in getting our top of the hill

8:53 ↗ he's involved in in our community dog

9:56 ↗ city who worked to get the Issaquah

10:03 ↗ talis parcel 17b for our new middle

10:11 ↗ all are but we think behind the scenes

10:13 ↗ there must have been a great amount of

10:15 ↗ advocacy there for the talus community

10:18 ↗ and then lastly a real big thank you to

10:21 ↗ public works operations over the weekend

10:24 ↗ after the big windstorm we had some

10:27 ↗ blocking trees on our roads they were up

10:29 ↗ there on Sunday taking care of all of

10:32 ↗ that and they came back today to clean

10:35 ↗ the rest of it up did a wonderful job in

10:37 ↗ getting rid of all the debris and I can

10:41 ↗ tell you that our community is really

10:43 ↗ thankful and grateful that these folks

10:46 ↗ are available 7 by 24 when there is an

10:48 ↗ urgency and they're there to keep us all

10:51 ↗ safe so in conclusion best wishes for a

11:23 ↗ your Budget Committee regularly on TV I

11:27 ↗ probably have spent more time with you

11:29 ↗ than any other person is a qua as you

11:34 ↗ all probably know the Providence point

11:38 ↗ people have been depending on the

11:40 ↗ council to fund a traffic light and we

11:45 ↗ could have brought you know twenty cane

11:50 ↗ waving senior citizens down but instead

11:54 ↗ I'm going to give you a brief summary of

11:56 ↗ just a couple of the people that I've

12:00 ↗ heard from I'm on the committee so I

12:03 ↗ oftentimes hear more than I want to know

12:05 ↗ but I support you because I know how

12:09 ↗ hard you work and how difficult it must

12:12 ↗ be to have to sort out all the demands

12:15 ↗ of a small city like Issaquah okay first

12:19 ↗ of all there's Dee who lives down the

12:22 ↗ street he's a 97 year old veteran

12:25 ↗ retired sales person who drives from

12:30 ↗ Providence point to the Veterans

12:32 ↗ Hospital for procedures some mornings

12:36 ↗ when he is trying to get out early in

12:38 ↗ the morning to make a left-hand turn

12:41 ↗ there might be seven cars waiting to get

12:45 ↗ on the freeway and sometimes people do

12:48 ↗ reckless things when they have that many

12:50 ↗ people and so for Dave I'm speaking okay

12:55 ↗ there's Tom and Mary Tom is a retired

12:58 ↗ grocery person

13:00 ↗ Mary is oh I shouldn't said Mary I says

13:02 ↗ T and him Mary is a homemaker Tom

13:07 ↗ volunteers at the baby corner and he

13:12 ↗ leaves Forest village in the afternoon

13:15 ↗ and he said that sometimes there are in

13:19 ↗ the 30s number of cars who go zipping by

13:21 ↗ coming up the hill before he can get out

13:24 ↗ and he said it's

13:26 ↗ it's really hard for him to sit there

13:28 ↗ and wait but he doesn't want to risk

13:29 ↗ driving out and then there's the young

13:32 ↗ couple who live young by that I mean

13:35 ↗ people in their late 60s they live at

13:38 ↗ the bottom of the hill and he likes to

13:40 ↗ walk across the street to play

13:42 ↗ pickleball can you imagine walking

13:45 ↗ across southeast 43rd Street you know he

13:49 ↗ said it's very daunting so for those

13:52 ↗ people I am speaking I also want you to

13:56 ↗ you know I listen to folks and I

14:00 ↗ understand where they're coming from but

14:03 ↗ I also understand where you're coming

14:05 ↗ from I've been around the block a few

14:07 ↗ times in my life I've been to a few City

14:10 ↗ Council meetings all over the Western

14:11 ↗ Washington what are the things they all

14:16 ↗ man especially those who have been there

14:19 ↗ your comment period has ended please

14:21 ↗ summarize okay what they say is they

14:25 ↗ were promised the traffic light and the

14:28 ↗ other thing they say is we've been

14:30 ↗ paying taxes all these 20-some years we

14:33 ↗ lived in Providence Point and even

14:36 ↗ though I explained to them from your

14:38 ↗ point of view I I do hope that you can

14:41 ↗ come up with counsel matic bonds because

14:44 ↗ you didn't approve the funds from the

14:47 ↗ reserve fund thank you thank you Daphne

14:50 ↗ hey I should point out we normally have

14:52 ↗ a timer but we've had an outage and so

14:56 ↗ Tisha's keeping the time on her phone

14:58 ↗ and so when you are close to your time

15:29 ↗ encourage the City Council to look

15:31 ↗ wherever they can find funds to support

15:35 ↗ that intersection at

15:37 ↗ it's point the signalization of that

15:39 ↗ area is we think very important under

15:43 ↗ the current circumstances the traffic is

15:45 ↗ horrific in the morning and the evening

15:47 ↗ from the commuters but also with the new

15:50 ↗ school the high school going in

15:52 ↗ immediately adjacent to us up the hill

15:55 ↗ from us the traffic is going to be that

15:57 ↗ much worse during the rest of the day

15:59 ↗ certainly during the time that the kids

16:01 ↗ are coming in and out of school so

16:04 ↗ there's a thousand units there and

16:07 ↗ they've been looking for this

16:09 ↗ this stoplight or this signal for many

16:12 ↗ years and we know the city's committed

16:15 ↗ to it and we know the city's done the

16:17 ↗ study so the city can find a way to find

16:19 ↗ funding for it I think it's really

16:22 ↗ critical now because we're reaching a

16:25 ↗ point where the traffic is just in

16:28 ↗ basically impossible during certain

16:30 ↗ parts of the day times of the day and

16:32 ↗ with the new high school it'll only be

16:34 ↗ worse so thank you very much for your

16:36 ↗ concern you next we have URI

17:29 ↗ everyday commute to their schools and so

17:33 ↗ about to help them to help safety and

17:36 ↗ comfort to have going to the school so

17:42 ↗ like usual situation when the rain

17:45 ↗ starts rainy season and this is like

17:47 ↗ kind of picture that shows how kids wait

17:51 ↗ to for a school bus and they they I mean

17:57 ↗ it's about safety and about the comfort

17:59 ↗ so how we can help them to do this I

18:03 ↗ know this is like this is all the years

18:04 ↗ all the time but can we do something

18:07 ↗ from this point to provide them more

18:09 ↗ safety and more comfort especially if

18:12 ↗ when we build in a modern city like one

18:16 ↗ forward so and this is like and this is

18:19 ↗ becomes like very typical picture like

18:22 ↗ every morning like this and when like

18:25 ↗ cars drive by they splash kids and this

18:29 ↗ is when they like the elementary school

18:32 ↗ kids stain but the middle school and

18:34 ↗ high school they are in like worse

18:36 ↗ position nobody whose umbrella is there

18:37 ↗ they just stay in the dark so what we

18:40 ↗ can help here we can help to provide

18:44 ↗ like simple shoulders here so how we can

18:48 ↗ do this and there are examples some in

18:52 ↗ other places some community builded it

18:55 ↗ together

18:55 ↗ so I'm asking whether city can help and

19:00 ↗ think about when the building future of

19:02 ↗ the city like specially like one of the

19:05 ↗ example a Newport Corridor design

19:07 ↗ whether we can include those and it may

19:11 ↗ be not permitted maybe it's will be

19:13 ↗ removable but cooperate with the

19:15 ↗ as ASIC was school district

19:18 ↗ transportation and help to build those

19:21 ↗ shelters they can be like this and like

19:24 ↗ any variety even like these fancy stuff

19:27 ↗ so but something that provides safety

19:30 ↗ for kids and cover them from rain and

19:36 ↗ one of the ask because I'm leaving the

19:39 ↗ on the intersection where the road

19:42 ↗ widening will be happening really soon

19:44 ↗ for Newport way and this is like design

19:47 ↗ and our outline here like possible

19:50 ↗ places were at least we can start from

19:53 ↗ death from our neighborhood where the

19:56 ↗ the school bus shelter can be installed

19:59 ↗ and we have a petition from the our

20:01 ↗ neighborhood and so there is like a

20:04 ↗ bunch of signatures collected from the

20:06 ↗ from our neighbors so and this is like

20:09 ↗ fully for support to help ask the city

20:12 ↗ to sponsor or somehow cooperate or work

20:16 ↗ with the developers across the street

20:18 ↗ River developers to install to spend

20:21 ↗ like a few thousand dollars more to

20:23 ↗ spend nice school bar shelter for kids

20:26 ↗ so they will be like really sign how

20:29 ↗ city cares about kids and how we can

20:33 ↗ protect them from basically provide more

20:35 ↗ safety and more comfort here e do you

20:40 ↗ want to bring up the signed petition -

20:42 ↗ that's right thank you okay yeah thank

20:44 ↗ you thank you so much and I'm leaving

21:30 ↗ bill Bergsma I live at 291 to southeast

21:33 ↗ Issaquah fault City Way the road and

21:36 ↗ Fall City Washington about six miles up

21:38 ↗ the hill I guess tonight I'm

21:41 ↗ representing the Bergsma trustees 28

21:45 ↗ trusts trustee errors who have been

21:49 ↗ waiting for decades to finally get her a

21:53 ↗ sale on the Henry Bergsma property we

21:58 ↗ thought the sale had been accomplished

22:00 ↗ by our older generation our parents in

22:03 ↗ 1989 when a Chinese corporation

22:05 ↗ apparently made a an initial payment and

22:09 ↗ then left the country I think they went

22:11 ↗ to Vancouver buying property up there

22:13 ↗ instead I never knew if they had even

22:15 ↗ addressed the City Planning Department

22:16 ↗ or anything else well we went through

22:20 ↗ several people who wanted to buy the

22:22 ↗ property and build a few homes up there

22:23 ↗ that some of them want to build a lot of

22:25 ↗ homes or even condos but each one went

22:28 ↗ kind of got strung along for about five

22:30 ↗ or six years with changing expectations

22:32 ↗ and so forth and it was kind of happy to

22:35 ↗ hear that the current builder of the CR

22:38 ↗ a CBRE and you have met with Greg crab

22:42 ↗ for a number of times over the last

22:44 ↗ several years that looks like something

22:47 ↗ was finally happening and last notice I

22:49 ↗ got then I've been on the mailing list I

22:51 ↗ think for a long time was bought last

22:54 ↗ June so I was quite shocked delivering

22:57 ↗ some magazines to Spiritwood

22:59 ↗ senior living a facility where I used to

23:02 ↗ go up there and do weekly

23:03 ↗ current events with some of the older

23:05 ↗ people who wanted to stay in tune with

23:07 ↗ what was going on in the world part of

23:09 ↗ my retirement exercises and so I was

23:12 ↗ bringing them some magazines to read

23:13 ↗ nice colorful ones like country and

23:16 ↗ country extra and one of the magazine's

23:20 ↗ goes back and refreshes your memory from

23:21 ↗ the 50s and the 60s and so forth and

23:24 ↗ when we hold when I walked in the door I

23:25 ↗ saw the Sammamish valley shopper up

23:28 ↗ there and the headlines which I have

23:30 ↗ here but you know what it was from the

23:32 ↗ meeting on December 3rd

23:35 ↗ city buying the birds no property I

23:36 ↗ thought how did this happen I had

23:40 ↗ nothing I had not been informed of any

23:42 ↗ of this from either the buyer or the

23:44 ↗ city or Planning Department or anybody I

23:47 ↗ didn't know whether to jump for joy or

23:49 ↗ scream and shout who did it and why I've

23:53 ↗ had conversations with Ken conics mark

23:55 ↗ since then he'd done he told me early in

23:59 ↗ the last summer but he was working with

24:00 ↗ King County and del Constantine to get

24:04 ↗ money together to buy the property and

24:05 ↗ working with the city and the Trust for

24:07 ↗ Public Land but I hadn't heard anything

24:11 ↗ so I was a little disappointed

24:13 ↗ so I at the point I keep hearing

24:15 ↗ reservations and getting congratulations

24:17 ↗ for making a big property deal and I'm

24:21 ↗ the oldest of the trustees and the

24:23 ↗ closest one living here and nothing

24:25 ↗ about it until I saw that article in the

24:27 ↗ paper so I was a little upset and I I

24:30 ↗ talked with one of the other trustees

24:32 ↗ about ten miles out here in Hobart and

24:34 ↗ one of my cousins and he's sort of in

24:37 ↗ the dark too although he had been

24:38 ↗ talking with Tim along with the CB I

24:41 ↗ keep forgetting I should get their name

24:43 ↗ CBRE

24:44 ↗ and their real estate party so I just

24:50 ↗ like no I haven't signed anything off I

24:55 ↗ don't know where to go from here when

24:57 ↗ everybody's planning on what they're

24:59 ↗ gonna do and how much they're gonna pay

25:00 ↗ and it's all news to me and I'm a little

25:03 ↗ distraught that I haven't been included

25:05 ↗ somewhere in here with what's going on

25:07 ↗ either from the planning department or

25:09 ↗ for from Jim or Greg Crabb what was our

25:14 ↗ buyers gonna build hopefully 50 fought

25:16 ↗ for homes up there at one time

25:18 ↗ so please summarize your comments I am

25:22 ↗ just a little bit disturbed I guess how

25:26 ↗ do I relay the information and then at

25:28 ↗ the 28th would be errors who many I'm

28:48 ↗ affordable housing diversity of business

28:51 ↗ and jobs and infrastructure

28:58 ↗ opportunities enables a strong thriving

30:08 ↗ department I was pretty shocked today

30:22 ↗ and if you haven't been down to see the

30:25 ↗ the trees that have fallen down and that

30:30 ↗ skateboard park it is unbelievable and I

30:35 ↗ think I know quite a bit about trees and

30:38 ↗ health and I've been working with

30:39 ↗ founded something completely separate

30:41 ↗ from my usual work with is Gua helps

30:44 ↗ working with arborists and dealing with

30:46 ↗ some arborists that we're dealing with

30:47 ↗ there are experts and have all a

30:50 ↗ certification for dealing with hazardous

30:51 ↗ trees and I was shocked to find out how

30:54 ↗ many hazardous trees we have closeby in

30:57 ↗ an area that I have walked through many

30:59 ↗ times and had not known as I've

31:00 ↗ recognized it so I'm not trying to Jeff

31:04 ↗ as maybe in the back right now but I'm

31:06 ↗ not trying to blind the

31:07 ↗ park department or the city but it seems

31:10 ↗ like we need some ketchup to do on

31:12 ↗ evaluating our trees for safety the

31:16 ↗ other thought came to me is this was

31:19 ↗ predicted to hit a 2 a 2 a.m. and it did

31:22 ↗ what happens if if that storm had been

31:24 ↗ predicted to hit at 1:00 p.m. or a noon

31:28 ↗ what would have happened with kids

31:31 ↗ already been all at school if they had

31:33 ↗ been dismissed early or whatever you can

31:37 ↗ just imagine they would go down and see

31:38 ↗ those trees down on that walkway that

31:41 ↗ connects the High School in Clark

31:43 ↗ Elementary in the middle school it's

31:46 ↗ pretty dramatic so how we coordinate for

31:50 ↗ storm closures ahead of time just like

31:54 ↗ we do for snow it's something I hope the

31:57 ↗ fire and police and the city staff and

32:00 ↗ the rest will be thinking about a little

32:02 ↗ bit more because we've had a lot of wind

32:04 ↗ events and if you look at your weather

32:06 ↗ radar and turn on the wind thing there's

32:09 ↗ an amazing circular activity off the

32:13 ↗ coast of Oregon that's gonna come to us

32:15 ↗ about Wednesday how much wind we don't

32:19 ↗ know but they're talking about very

32:20 ↗ strong east winds which is a different

32:22 ↗ direction than all these trees have been

32:24 ↗ used to getting so I guess it's an

32:28 ↗ urging for some staffing I do have a

32:30 ↗ sample of a rut there it is unbelievable

32:33 ↗ and when you look at it you'll see why

32:35 ↗ it's called laminated rut rod because

32:40 ↗ the tree the rest is gone and there's

34:43 ↗ first quarter so I appreciate that the

34:46 ↗ residents from those communities are

34:47 ↗ still tracking and paying attention and

34:49 ↗ looking for answers to see how those

34:52 ↗ projects might be funded thank you for

34:54 ↗ coming this evening but also to all the

34:57 ↗ others who came to talk about either

39:39 ↗ 2050 and we're in a series of meetings

39:43 ↗ where we're taking existing chapters

39:45 ↗ within vision and staff is presenting to

39:49 ↗ us perspective changes and we're

39:51 ↗ discussing them at the board so no

39:53 ↗ action is being taken but at the

39:54 ↗ Thursday meeting we had conversations

39:56 ↗ about the existing chapters on

39:58 ↗ transportation annexation and urban

40:00 ↗ growth area health in the built

40:02 ↗ environment and health in the built

40:05 ↗ environment and the transportation

40:08 ↗ conversation I will say you know the GMP

40:11 ↗ B really doesn't get into transportation

40:14 ↗ settings so really I think what's going

40:16 ↗ to happen updated that chapter is

40:17 ↗ there's it's basically gonna adopt the

40:20 ↗ regional transportation plan that was

40:22 ↗ adopted last year so it's going to

40:23 ↗ formalize that and get that into vision

40:25 ↗ in the areas of the the annexation and

40:29 ↗ urban growth boundary area there is very

40:31 ↗ strong ongoing support for maintaining

40:33 ↗ the urban growth area and the boundary

40:36 ↗ and and PSR C was floating the idea of

40:40 ↗ should we PSR C not us not me the PSR C

40:44 ↗ as an organization get involved with

40:48 ↗ changes to the urban growth boundary

40:50 ↗ area and there was a resounding no that

40:52 ↗ the existing counties and jurisdictions

40:54 ↗ been handling that over the last few

40:57 ↗ decades have good processes they're very

40:59 ↗ localized and they worked so I think

41:01 ↗ that message was very clear on one thing

41:04 ↗ that I learned - and this I think will

41:06 ↗ affect everybody in the state if if the

41:09 ↗ if the board's recommendation is carry

41:11 ↗ forward we've been through annexations

41:13 ↗ and we knew that there was a sales tax

41:15 ↗ credit to the city of Issaquah we were

41:16 ↗ to annex a place that had sales tax that

41:19 ↗ that reimbursement program from the

41:22 ↗ state is not available to jurist at most

41:24 ↗ jurisdictions outside of Seattle in fact

41:27 ↗ outside of King County excuse me so

41:29 ↗ Snohomish Kitsap in Pierce County has

41:31 ↗ haven't had this available to them and

41:32 ↗ as a result there's been a lot more

41:34 ↗ growth outside the urban growth area

41:36 ↗ without annexations

41:38 ↗ or inside the growth area that are not

41:40 ↗ in cities without annexation and so

41:43 ↗ that's calm

41:44 ↗ to the vision for managing growth

41:46 ↗ annexation is what even the county and

41:48 ↗ the growth Management Act envisions that

41:51 ↗ developed urban areas will annex into

41:54 ↗ nearby cities but that hasn't been

41:56 ↗ happening there's a very strong voice

41:58 ↗ was spoken for taking a legislative

42:02 ↗ position with the state that that sales

42:05 ↗ tax credit be available to more cities

42:08 ↗ not just those with in King County so

42:10 ↗ that would be that would affect I think

42:12 ↗ everybody in the state so that was a

42:14 ↗ very interesting conversation about

42:16 ↗ annexation in general and health policy

42:18 ↗ it's amazing

42:19 ↗ we have visions for managing growth that

42:21 ↗ are have very comprehensive policies

42:24 ↗ regarding the health of the people that

42:27 ↗ live here and I think we're the way this

42:29 ↗ is going to move as is is rather than

42:32 ↗ being just its own chapter within vision

42:34 ↗ probably be a topic that permeates every

42:37 ↗ single other chapter and so we know

42:40 ↗ we've talked about in our own urban

42:41 ↗ planning how make when we making sure

42:44 ↗ that there are green spaces open spaces

42:46 ↗ and parks and making sure that people

42:48 ↗ have access and healthy access to

42:50 ↗ services those are all have a very

42:52 ↗ strong health component and I think it's

42:55 ↗ going to come out as a very rich and

42:56 ↗ very strong update to vision 2050 when

42:59 ↗ it's complete so we discussed all of

43:00 ↗ those and that was a two hour meeting I

43:02 ↗ condensed in a few minutes but in

43:04 ↗ conversation that that concludes my

43:06 ↗ report thank you

43:39 ↗ the opiate and heroin crisis the next

43:42 ↗ steps to make a difference basically

43:44 ↗ this was a collaborative effort

43:46 ↗ involving all the members across the

43:49 ↗ Eastside to further brainstorm on the

43:52 ↗ options that had already been presented

43:54 ↗ from the King County heroin and

43:55 ↗ prescription opiate

43:57 ↗ addiction taskforce the recommendations

44:00 ↗ had come forward in this was further

44:01 ↗ work and response from Eastside cities

44:05 ↗ about what what they are doing in these

44:08 ↗ areas and what they could share and

44:10 ↗ could be done differently

44:13 ↗ it focuses on primary prevention

44:15 ↗ treatment expansion and enhancement and

44:18 ↗ user health services and overdose

44:20 ↗ prevention I just I just want to say

44:23 ↗ over the last year there's been so much

44:25 ↗ work done by these groups and by the

44:28 ↗ Eastside Human Services forum in this

44:29 ↗ particular area and it was great to see

44:32 ↗ all of the recommendations come forward

44:34 ↗ but then even a further further pass at

44:37 ↗ trying to look across the Eastside

44:39 ↗ cities to see what could be done and

44:41 ↗ what could be shared so just a lot of

44:44 ↗ good strong work that's really been done

44:47 ↗ in that area that that I know our Human

44:49 ↗ Services Group and health and

44:52 ↗ sustainability will be looking at the

44:56 ↗ Puget Sound Regional Council Economic

44:58 ↗ Development District Board met on

44:59 ↗ December 5th the next day and that was

45:02 ↗ we started with a presentation from the

45:05 ↗ Association of Washington cities on the

45:07 ↗ growing on growing the green economy in

45:10 ↗ Washington State called eco Nam --ax and

45:13 ↗ it was a high-level examination of four

45:16 ↗ industry groups essential to address

45:19 ↗ climate change in Washington water

45:22 ↗ agriculture forestry and building

45:24 ↗ materials and I think this presentation

45:26 ↗ was really fascinating so if you get a

45:28 ↗ chance to look at it or I can send it

45:30 ↗ forward but it really shows some really

45:33 ↗ strong leadership coming from Washington

45:36 ↗ State in these areas the we also

45:39 ↗ discussed our 2019 economic development

45:41 ↗ district focus for 2019 and everybody

45:45 ↗ had a chance to throw out different

45:47 ↗ ideas so more information coming on that

45:49 ↗ soon and the next meeting will be

54:31 ↗ multi-year process the wolf company who

54:34 ↗ is the owner and developer of the

54:37 ↗ Gateway Apartments proposed a dedication

54:40 ↗ that contains a multi-use trail parkland

54:43 ↗ and wetland I'll go into more detail in

54:45 ↗ a minute about those and this dedication

54:49 ↗ would implement Council adopted plans

54:52 ↗ including the rally development

54:54 ↗ agreement the central is kua standards

54:56 ↗ and the park strategic plan and

54:59 ↗ we'll also go into that in a little more

55:00 ↗ detail so I'm going to go through kind

55:04 ↗ of each of these components and tell you

55:07 ↗ a little bit more about them just to

55:11 ↗ make in case you're not familiar with

55:14 ↗ the area

55:15 ↗ the area that I'm going to zoom in on is

55:18 ↗ this sort of southern portion that I'm

55:21 ↗ showing here so the total dedication is

55:26 ↗ just over six acres the first component

55:30 ↗ is a shared use route which we also call

55:33 ↗ a multi-use trail and boardwalk it's

55:37 ↗ shown in blue the turquoise area is also

55:40 ↗ being dedicated implementation of this

55:44 ↗ or dedication of this implements the

55:48 ↗ central Issaquah standards the community

55:51 ↗ space that was shown in the central is

55:53 ↗ kua plan included a neighborhood park

55:56 ↗ which I'm showing here and then the

55:59 ↗ shared use route over to the rally

56:01 ↗ properties the dedication includes both

56:05 ↗ land and improvements the dark blue is

56:08 ↗ the only portion that would receive a

56:10 ↗ park impact fee credit the trail is 10

56:14 ↗ to 12 feet wide depending on which

56:16 ↗ segment we're discussing where the trail

56:19 ↗ goes through the wetland it is what is

56:22 ↗ called a diamond pier system and as was

56:26 ↗ discussed at Landon Shore the blue

56:29 ↗ portion is the dedication but I want to

56:32 ↗ emphasize that that wolf company is

56:36 ↗ building the trail that extends from the

56:40 ↗ eastern edge of the Gateway property to

56:42 ↗ 19th Avenue it's not shown on it wasn't

56:45 ↗ shown on our original map because it's

56:47 ↗ not part of the dedication but the

56:49 ↗ construction of the trail would be

56:51 ↗ complete all the way to the next roadway

56:54 ↗ it also implements this little piece of

56:58 ↗ the park strategic plan the second

57:04 ↗ component is a park that is shown in

57:08 ↗ green and yellow in this location

57:11 ↗ this also implements the central

57:13 ↗ Issaquah standards and the park

57:15 ↗ strategic plan as I mentioned the park

57:20 ↗ was shown here it has been moved closer

57:23 ↗ to Newports way the park was also seen

57:32 ↗ the park was also shown in the park

57:35 ↗ strategic plan as element 13 the

57:40 ↗ proposal dedicates the land receive some

57:44 ↗ park impact fee credit and has

57:48 ↗ preliminary improvements that set the

57:50 ↗ stage for the future these improvements

57:52 ↗ include grading walls parking utility

57:54 ↗ stubs and grass with this dedication in

57:59 ↗ the future the parks department will

58:01 ↗ pursue a neighborhood conversation to

58:04 ↗ ensure that the improvements that are

58:06 ↗ put here reflect the needs of the

58:08 ↗ community the third and final component

58:13 ↗ is the wetland which is shown in orange

58:17 ↗ this would implement both the rally

58:20 ↗ development agreement and the park

58:21 ↗ strategic plan it would include the

58:25 ↗ dedication of the land but there would

58:27 ↗ be no park impact fee credit except for

58:30 ↗ that which I've already mentioned is

58:32 ↗ associated with the boardwalk and the

58:34 ↗ boardwalk would be the only improvements

58:38 ↗ this is park strategic plan element

58:42 ↗ number seven and then more specifically

58:47 ↗ in the rally development agreement it

58:50 ↗ sets up the ability to make improvements

58:54 ↗ in the restoration of Tibbets Creek and

59:00 ↗ finally just to review some of the

59:02 ↗ public benefits I think I've covered the

59:04 ↗ ones associated with implementing

59:06 ↗ central Issaquah Park strategic plan and

59:09 ↗ the rally development agreement but I

59:13 ↗ would also point out that it establishes

59:17 ↗ a non motorized shortcut between Newport

59:20 ↗ Way and the mountains to Sound Greenway

59:22 ↗ and the rally properties

59:24 ↗ and Gilman Boulevard that's been of

59:29 ↗ interest given that there was a desire

59:31 ↗ for mixed uses in this area but the

59:33 ↗ inability to get the developers to build

59:35 ↗ it and so having a better route to

59:38 ↗ retail and commercial functions seems

59:41 ↗ important for that part of the city it

59:44 ↗ would provide a neighborhood park in an

59:46 ↗ area where there is currently no park

59:49 ↗ available and the park would have

59:50 ↗ preliminary improvements and finally it

59:53 ↗ would set us up for acquiring preserving

59:57 ↗ and restoring critical areas in

59:59 ↗ Creekside habitat which the city is

1:00:01 ↗ pursued along Issaquah Creek and this is

1:00:06 ↗ an important opportunity along Tibbets

1:00:08 ↗ Creek I think I ran through that but

1:00:30 ↗ restoration but this restoration is not

1:00:32 ↗ covered in the work that is proposed as

1:00:36 ↗ part of the dedication right this

1:00:39 ↗ acquires the land the rally development

1:00:43 ↗ agreement had components related to this

1:00:46 ↗ so part of the responsibility falls on

1:00:50 ↗ the rallies if they pursue a Creek

1:00:54 ↗ restoration and it falls part of it

1:00:57 ↗ would fall on the city as well

1:00:59 ↗ for the area outside of the creek and

1:01:01 ↗ its buffer so I think you said in your

1:01:05 ↗ remarks it sets us up to do this future

1:01:08 ↗ work okay I wanted to clarify that and

1:01:11 ↗ then the next question I had is about

1:01:14 ↗ the pier

1:01:15 ↗ so the pier in the walkway it's

1:01:18 ↗ anticipated that that will move at some

1:01:20 ↗ point because of the creek restoration

1:01:25 ↗ process and I wanted to know if we could

1:01:28 ↗ have an estimate of how much that would

1:01:31 ↗ is expected to cost so we don't know the

1:01:35 ↗ cost at this time and

1:01:40 ↗ part of the attraction for using this

1:01:43 ↗ particular system was that the boardwalk

1:01:47 ↗ diamond pier system was that it is a kid

1:01:50 ↗ of parts and it can be disassembled and

1:01:54 ↗ reassembled

1:01:55 ↗ so because the Creek restoration and

1:01:59 ↗ relocation has not been designed we were

1:02:02 ↗ not able to put the bridge where it

1:02:05 ↗ needs to go but it will be able

1:02:10 ↗ predominantly for labor costs be able to

1:02:13 ↗ reuse what we're getting now to bridge

1:02:18 ↗ the future Creek location do we have any

1:02:23 ↗ sense of the cost then no because we

1:02:30 ↗ it's a predominantly labor cost and so

1:02:33 ↗ labor would depend on the Costa at that

1:02:37 ↗ time I would though point out thanks to

1:02:40 ↗ your giving me a question ahead of time

1:02:43 ↗ I did speak to the rallies and they

1:02:47 ↗ pointed out that the easement that we

1:02:50 ↗ have negotiated with them to complete

1:02:53 ↗ the trail from the eastern edge of the

1:02:55 ↗ Gateway property to 19th Avenue includes

1:03:00 ↗ the ability to relocate the boardwalk in

1:03:04 ↗ association with the creek look

1:03:06 ↗ relocation but it also puts the costs of

1:03:10 ↗ relocating the boardwalk on the rallies

1:03:13 ↗ so that well we don't have those numbers

1:03:17 ↗ at this time it does provide certain

1:03:22 ↗ reassurance I hope to the city that

1:03:25 ↗ those costs will not be borne by us okay

1:03:30 ↗ and and part of the restoration my

1:03:35 ↗ understanding from the discussion at

1:03:37 ↗ Landin sure was part of the restoration

1:03:39 ↗ would be funded by grant funding or a

1:03:41 ↗ funding that you would that the city

1:03:43 ↗ would pursue with the rallies and and is

1:03:46 ↗ that a separate funding then from what

1:03:49 ↗ would be used to

1:03:50 ↗ moved the walkway or is that part of

1:03:56 ↗ that discussion I think we would

1:03:58 ↗ certainly look for opportunities to fund

1:04:02 ↗ as much as we could through the grant

1:04:04 ↗ program both for the cities areas and

1:04:07 ↗ the rally's areas because doing all that

1:04:11 ↗ work jointly will probably lead to the

1:04:14 ↗ most success by getting as many invasive

1:04:18 ↗ plants out as possible in terms of

1:04:22 ↗ whether the grants would cover the

1:04:26 ↗ relocation of the boardwalk it's hard to

1:04:29 ↗ say at this time because even if we had

1:04:32 ↗ specific grants identified the criteria

1:04:35 ↗ and what they're able to cover may

1:04:38 ↗ change by the time we're ready to apply

1:04:39 ↗ for those but you said you said also

1:04:44 ↗ that Creek location is part of the rally

1:04:46 ↗ that covered that too and then what's

1:04:51 ↗ the timeline for the creek move and the

1:04:53 ↗ restoration there isn't a specific

1:04:55 ↗ timeline established the rallies have

1:04:59 ↗ begun discussions with the city to begin

1:05:02 ↗ the process they have a very conceptual

1:05:05 ↗ design that was created at the time that

1:05:09 ↗ they did the first phase of restoration

1:05:11 ↗ and they are discussing in the next year

1:05:16 ↗ - coming back to us and working through

1:05:19 ↗ more details but it's a

1:05:21 ↗ multi-jurisdictional process which makes

1:05:24 ↗ it difficult to identify I would however

1:05:28 ↗ say that the development agreement

1:05:30 ↗ though it didn't set a specific timeline

1:05:32 ↗ because we didn't know if it would be

1:05:34 ↗ possible to acquire the property but the

1:05:39 ↗ development agreement does rely on the

1:05:43 ↗ limitations to the rally's property if

1:05:45 ↗ they don't move the creek so the area

1:05:49 ↗ that is just to the east this area right

1:05:52 ↗ here of where the creek is there are

1:05:56 ↗ restrictions on developing this area so

1:05:59 ↗ they will at some point need to make a

1:06:01 ↗ decision that they will either relocate

1:06:04 ↗ the

1:06:04 ↗ so that they have more developable area

1:06:06 ↗ or restrict their property okay and then

1:06:16 ↗ I have a last question about the parking

1:06:20 ↗ facility maintenance estimate and this

1:06:23 ↗ may be a question for director walling I

1:06:27 ↗ think it's it's great that we have an

1:06:29 ↗ estimate of how much the maintenance

1:06:30 ↗ will cost and facility maintenance I

1:06:33 ↗ wondered what that estimate is based on

1:06:35 ↗ if there are other parks that we could

1:06:39 ↗ get this kind of information or is it

1:06:42 ↗ based on other parks that if this is

1:06:44 ↗ other examples we could look at and then

1:06:46 ↗ also if we could plan on checking in in

1:06:49 ↗ a year to see how accurate the estimate

1:06:50 ↗ is because as that information is

1:06:52 ↗ helpful it's also good to know how

1:06:53 ↗ accurate it is how accurate we actually

1:06:57 ↗ can be in terms of predicting these

1:06:58 ↗ kinds of maintenance costs and thank you

1:07:01 ↗ for pointing that out this has been a

1:07:02 ↗ partnership between two departments and

1:07:04 ↗ I would cede to great question so Jeff

1:07:14 ↗ estimate that projected cost is based

1:07:17 ↗ upon our projected hours that we see for

1:07:21 ↗ 2019 for this space I would point out

1:07:30 ↗ dedication so we anticipate that cost of

1:07:33 ↗ eleven thousand dollars is to maintain

1:07:35 ↗ that site and property as is so trail

1:07:38 ↗ maintenance maintenance of the boardwalk

1:07:41 ↗ for the year and really just general

1:07:46 ↗ rough mowing of an undeveloped park

1:07:48 ↗ space in terms of sort of measuring what

1:07:55 ↗ our costs are as we will be doing this

1:07:59 ↗ with existing staff we don't anticipate

1:08:01 ↗ new staff so as we certainly are able to

1:08:04 ↗ track hours worked within that space

1:08:07 ↗ we'll be able to get a decent reflection

1:08:11 ↗ of how well that estimate is for this

1:08:13 ↗ site as as lucy had mentioned we

1:08:17 ↗ anticipate in few

1:08:18 ↗ years really being informed by public

1:17:20 ↗ Bergsma related agenda bills

1:17:34 ↗ council members as the mayor indicated

1:17:40 ↗ director and I am here to present

1:17:43 ↗ tonight on three agenda bills related to

1:17:48 ↗ the Bergsma property acquisition I have

1:17:51 ↗ been joking riffing on that how many

1:17:54 ↗ people does it take to screw in a light

1:17:56 ↗ bulb

1:17:56 ↗ how many agenda bills to acquire a

1:18:01 ↗ property so you get three tonight so I

1:18:05 ↗ will jump in here and first I want to

1:18:08 ↗ give you an overview of the three agenda

1:18:11 ↗ bills in the subject matters I will be

1:18:13 ↗ covering tonight

1:18:15 ↗ the first one is agenda bill 77 12 and

1:18:19 ↗ this is a three part agenda bill it

1:18:23 ↗ designates a financing strategy some of

1:18:26 ↗ this we started talking about December

1:18:28 ↗ 3rd I will go into a little bit more

1:18:29 ↗ detail this evening it presents for

1:18:32 ↗ councils consideration a bond ordinance

1:18:35 ↗ that would be required to execute the

1:18:39 ↗ financing option that we are

1:18:40 ↗ recommending and this bond ordinance

1:18:43 ↗ does also include a bond refunding

1:18:47 ↗ element we have an opportunity to refund

1:18:50 ↗ a series of bonds that were issued in

1:18:52 ↗ 2009 and this ordinance would execute

1:18:54 ↗ that and then last this would if council

1:18:58 ↗ approves would authorize the city to

1:19:02 ↗ pursue grant funding in support of the

1:19:05 ↗ the property acquisition costs agenda

1:19:08 ↗ bill 77 18 is an amendment to the 2019

1:19:13 ↗ adopted budget to authorize the city to

1:19:16 ↗ make authorized expenditures related to

1:19:19 ↗ the Bergsma property acquisition and

1:19:21 ↗ then the last agenda bill 77 13 would

1:19:25 ↗ allow the city to accept donations from

1:19:28 ↗ individuals who are interested in

1:19:30 ↗ supporting the city's pursuit of this

1:19:32 ↗ property acquisition so I will first

1:19:35 ↗ before I go into the agenda bills want

1:19:37 ↗ to remind council members of

1:19:40 ↗ the purchase price and the purchase

1:19:42 ↗ partners for the property we discussed

1:19:45 ↗ this on December 3rd but so that

1:19:47 ↗ everyone's grounded the purchase price

1:19:50 ↗ is 11 million dollars we're purchasing

1:19:53 ↗ the property in partnership with King

1:19:55 ↗ County and the Trust for Public Land the

1:19:58 ↗ city of Issaquah share at closing which

1:20:00 ↗ is expected to happen on February 28th

1:20:02 ↗ is seven point six four five million

1:20:05 ↗ dollars you'll see in the final column

1:20:07 ↗ of this table that we've designated the

1:20:11 ↗ final costs at eight point two three

1:20:13 ↗ million and this is because we are very

1:20:16 ↗ confident that we will be successful in

1:20:19 ↗ securing grants to help offset these

1:20:21 ↗ costs and I want to lay that foundation

1:20:23 ↗ now because this will become important

1:20:25 ↗ as I lay out our preferred financing

1:20:27 ↗ option so gender bill seventy seven

1:20:31 ↗ twelve and specifically the element of

1:20:37 ↗ this agenda bill that would authorize

1:20:39 ↗ the administration to pursue grants as I

1:20:42 ↗ mentioned we are very confident that we

1:20:46 ↗ will be successful in securing a series

1:20:49 ↗ of grants we talked about some of these

1:20:51 ↗ on December 3rd the first of which is

1:20:55 ↗ grant King County land conservation

1:20:58 ↗ initiative grant we are expecting to

1:21:02 ↗ hear back on this grant application by

1:21:05 ↗ late 2019 as I indicated on the previous

1:21:09 ↗ slide this would generate about five

1:21:12 ↗ point three to two million I think I've

1:21:16 ↗ got I'm rattling those numbers off in

1:21:17 ↗ the right sequence million in grant

1:21:20 ↗ funding three million of this will go to

1:21:22 ↗ the trust for public lands to repay the

1:21:24 ↗ loan that they're providing for the land

1:21:26 ↗ and then the balance would come back to

1:21:29 ↗ the city two point three to two million

1:21:32 ↗ and then we're expecting to be

1:21:35 ↗ candidates for several state grants in

1:21:38 ↗ 2021 about one point five million

1:21:41 ↗ dollars for a total of three point eight

1:21:43 ↗ to two million in grant funding so the

1:21:47 ↗ one element of gender bill 77 12 would

1:21:51 ↗ be Council authorizing the

1:21:52 ↗ administration to pursue these

1:21:54 ↗ grants in terms of the financing

1:21:58 ↗ strategy itself as I mentioned the city

1:22:01 ↗ is required to bring seven point six

1:22:03 ↗ four five million dollars to the closing

1:22:06 ↗ of the property and the administration

1:22:10 ↗ has considered for financing strategies

1:22:13 ↗ for how to pay for this seven point six

1:22:16 ↗ four five million dollars the first that

1:22:19 ↗ we're calling option one is a hybrid

1:22:21 ↗ financing strategy that would use a

1:22:24 ↗ combination of general fund fund balance

1:22:26 ↗ and a bank loan the fund balance amount

1:22:30 ↗ totals three point eight to two million

1:22:32 ↗ you will perhaps recall that this was

1:22:36 ↗ the number from the previous slides that

1:22:37 ↗ we are anticipating grant funding for

1:22:39 ↗ and and we felt like there's a good

1:22:43 ↗ alignment between fund balance and and

1:22:45 ↗ this grant strategy and then the second

1:22:48 ↗ element of this would be to secure a

1:22:50 ↗ bank loan for three point eight to three

1:22:52 ↗ million the other options that we

1:22:55 ↗ considered option two would be to fund

1:22:57 ↗ the purchase price entirely through

1:23:00 ↗ general fund fund balance so seven point

1:23:02 ↗ six four five million out of general

1:23:04 ↗ fund fund balance third option would be

1:23:07 ↗ to finance the entire seven point six

1:23:10 ↗ four five million with a bank loan and

1:23:13 ↗ the fourth option would be to fund it

1:23:15 ↗ entirely with long term bonds the

1:23:19 ↗ administration is recommending option

1:23:21 ↗ one the hybrid financing strategy and

1:23:23 ↗ the these next slides I'm going to go

1:23:25 ↗ through are going to explain why this is

1:23:28 ↗ the preferred option as opposed to the

1:23:30 ↗ other options that I just mentioned

1:23:32 ↗ first in terms of cost of the financing

1:23:37 ↗ strategy so option one three and four

1:23:40 ↗ use some element of long-term financing

1:23:43 ↗ whether that be through a bank loan or

1:23:45 ↗ through long-term bonds the option one

1:23:49 ↗ the blend of fund balance and the bank

1:23:51 ↗ loan offers us the lowest cost the

1:23:54 ↗ lowest financing cost at nine hundred

1:23:57 ↗ and ninety six thousand dollars just

1:24:00 ↗ over nine hundred ninety six thousand

1:24:01 ↗ dollars and this is because

1:24:05 ↗ we would be financing less on on a bank

1:24:09 ↗ loan or bonds and would be foregoing

1:24:14 ↗ some interest on our balances in fund

1:24:17 ↗ balance but the interest rate on this is

1:24:19 ↗ lower than the interest rate on on the

1:24:22 ↗ actual borrowing so that combination is

1:24:25 ↗ what gives us a lower cost of the four

1:24:29 ↗ options or of the three financing

1:24:31 ↗ options of course the fund balance

1:24:33 ↗ option is a lower cost than that but as

1:24:38 ↗ I will explain in a moment we have

1:24:40 ↗ concerns about drawing fund balance by

1:24:41 ↗ the amount that would be required under

1:24:44 ↗ option to fund balance here we are these

1:24:51 ↗ the bar to the left of this slide shows

1:24:56 ↗ fund balance as it is now based on the

1:24:59 ↗ 2019 adopted budget we have an

1:25:01 ↗ unrestricted fund balance of twenty

1:25:04 ↗ three point two million dollars and as

1:25:07 ↗ you are all aware we have a fund balance

1:25:09 ↗ policy that says that we should maintain

1:25:12 ↗ 15 to 20 percent of that fund balance

1:25:15 ↗ for unexpected emergencies and have that

1:25:19 ↗ on hand at all times so 20 percent of

1:25:22 ↗ expenditures is ten point six million

1:25:24 ↗ dollars which makes about twelve point

1:25:27 ↗ six million I'm sorry

1:25:28 ↗ ten point six million which leaves about

1:25:30 ↗ twelve point six million available

1:25:33 ↗ should the council choose to use it

1:25:35 ↗ under option one the middle bar there we

1:25:38 ↗ would draw down three point eight two

1:25:40 ↗ million dollars of fund balance because

1:25:42 ↗ we are increasing expenditures to

1:25:45 ↗ purchase the property we actually need

1:25:46 ↗ to increase our fund balance target to

1:25:48 ↗ twelve point 1 million option one would

1:25:51 ↗ leave seven point two million dollars

1:25:54 ↗ available over and above the target

1:25:56 ↗ should something unexpected happen

1:25:58 ↗ option two draws it down further or

1:26:00 ↗ leaving only three point four million

1:26:02 ↗ dollars and as we as an administration

1:26:05 ↗ discuss the implications of this we're

1:26:08 ↗ just not feeling like there's enough

1:26:09 ↗ wiggle room with that three point four

1:26:11 ↗ million dollars so we're not comfortable

1:26:14 ↗ recommending that we go with option two

1:26:16 ↗ for that reason

1:26:17 ↗ I also want to point out that this 3.8 2

1:26:22 ↗ million out of fund balance again ties

1:26:24 ↗ to the amounts that we expect to receive

1:26:25 ↗ from the grants so once we receive those

1:26:28 ↗ grants expected at the end of 2019 and

1:26:32 ↗ then 2021 we can replenish fund balance

1:26:35 ↗ with those grant proceeds and bring and

1:26:38 ↗ bring that fund balance back up that

1:26:40 ↗ would be council's discretion the other

1:26:42 ↗ opportunity would be to appropriate it

1:26:44 ↗ for something else but there is an

1:26:46 ↗ opportunity through this to replenish

1:26:48 ↗ the fund balance back to the original

1:26:49 ↗ levels so a little bit more on why we're

1:26:55 ↗ recommending option 1 as I mentioned a

1:26:58 ↗ little bit of my comments it's a blend

1:27:00 ↗ of short and long term financing that is

1:27:03 ↗ spreading the costs not only between

1:27:05 ↗ current taxpayers but also future

1:27:07 ↗ taxpayers that will benefit from the

1:27:10 ↗ city's ownership of this property as

1:27:13 ↗ open space it it allows us to match the

1:27:19 ↗ funding with the grant strategies that

1:27:22 ↗ we we feel like we are going to be able

1:27:24 ↗ to pursue and we so allows us to take

1:27:30 ↗ advantage of a low interest rate

1:27:31 ↗ environment for the long-term costs but

1:27:33 ↗ for the short term costs draw down the

1:27:36 ↗ fund balance to support that and then as

1:27:40 ↗ I mentioned a couple of slides ago it's

1:27:42 ↗ the lowest cost option of all of the

1:27:44 ↗ long term strategies I'll also note that

1:27:48 ↗ looking at a bank loan as proposed under

1:27:52 ↗ this option as opposed to the bond

1:27:54 ↗ financing strategy under option 4 it's a

1:27:58 ↗ little bit easier to execute from a

1:28:00 ↗ staff perspective there aren't as many

1:28:02 ↗ requirements in terms of printing

1:28:06 ↗ official statements and things of that

1:28:07 ↗ nature so it's a little bit easier from

1:28:09 ↗ a staffing perspective to execute and it

1:28:12 ↗ means that the process will go faster so

1:28:15 ↗ we'll actually have the cash in hand

1:28:18 ↗ assuming council approves the strategy

1:28:20 ↗ tonight prior to closing whereas going

1:28:23 ↗ with long-term bonds we'd have to float

1:28:25 ↗ the the acquisition on fund balance

1:28:28 ↗ wholly for a short period of time while

1:28:30 ↗ we completed that trans

1:28:31 ↗ action so it's council moves into the

1:28:35 ↗ deliberations of this which we're not

1:28:37 ↗ quite there at one of the questions

1:28:39 ↗ we're going to ask Council to weigh in

1:28:41 ↗ on is whether they support option one as

1:28:44 ↗ you're as you're deliberating in a short

1:28:47 ↗ period of time as I mentioned pursuing

1:28:52 ↗ the implementation of financing strategy

1:28:56 ↗ option 1 or if the council were to

1:28:59 ↗ decide options 3 or 4 would require the

1:29:01 ↗ adoption of a bond ordinance that would

1:29:03 ↗ authorize the administration to secure

1:29:06 ↗ the the bank loan so we've got in front

1:29:11 ↗ of you a bond ordinance that would would

1:29:13 ↗ do this it was prepared by our bond

1:29:15 ↗ council who was in the audience tonight

1:29:17 ↗ Alice Asti we also have Maggie Marshall

1:29:21 ↗ from our bond advisor who's also here in

1:29:24 ↗ the audience tonight if you have any

1:29:26 ↗ questions Alice is available to answer

1:29:29 ↗ them the bond ordinance also recommends

1:29:33 ↗ a refunding on a 2009 bond series that

1:29:38 ↗ was callable as the is the official term

1:29:41 ↗ or eligible for refinancing as of

1:29:44 ↗ December 1st 2018 the low interest rate

1:29:47 ↗ environment of today does suggest that

1:29:50 ↗ we will achieve some savings by

1:29:52 ↗ reissuing the bonds at a lower interest

1:29:54 ↗ rate and we're estimating that it would

1:29:57 ↗ generate about $90,000 in savings over a

1:30:00 ↗ 10-year period when those bonds would be

1:30:02 ↗ retired in 2028 so the bond ordinance

1:30:05 ↗ that is attached to agenda bell 77 12

1:30:09 ↗ would also authorize the administration

1:30:12 ↗ to pursue that bond refunding so with

1:30:19 ↗ that I will conclude my remarks on

1:30:22 ↗ agenda bill 77 12 we are seeking a

1:30:26 ↗ council motion that would authorize the

1:30:28 ↗ administration to pursue financing

1:30:31 ↗ option 1 adopt the bond and refunding

1:30:34 ↗ ordinance and then authorize the

1:30:36 ↗ administration to secure grants to

1:30:39 ↗ offset partially offset the price of

1:30:42 ↗ acquiring the Bergsma property

1:30:43 ↗ thank you Beth so

1:30:45 ↗ take questions councilmember hunt so the

1:30:52 ↗ bill the bill refers to a ten-year bank

1:30:55 ↗ loan at a cost plus cost of issuance and

1:30:59 ↗ I wondered if you could explain what

1:31:01 ↗ that cost of issuance is yes so it

1:31:05 ↗ includes a variety of costs including

1:31:09 ↗ costs associated with our bond council

1:31:12 ↗ and our bond advisor there are also some

1:31:16 ↗ other costs I believe there's some

1:31:17 ↗ escrow costs in there as well and and

1:31:20 ↗ bank fees so that that's all part of the

1:31:23 ↗ cost of issuance and it's its standard

1:31:26 ↗ practice to secure a loan that would

1:31:31 ↗ cover those costs as well and so that

1:31:33 ↗ becomes part of the financing and could

1:31:37 ↗ you provide a an estimate of how much

1:31:40 ↗ yeah so the bond ordinance in front of

1:31:42 ↗ you is designates an amount of four

1:31:46 ↗ million twenty five thousand dollars the

1:31:49 ↗ amount needed to secure the Bergsma

1:31:52 ↗ property under option one financing

1:31:54 ↗ option one is three point eight to three

1:31:56 ↗ million so the Delta between those two

1:31:58 ↗ numbers is about two hundred and two

1:32:00 ↗ thousand dollars there is some wiggle

1:32:02 ↗ room in there so it's not likely we will

1:32:06 ↗ need the full amount but if we if we

1:32:10 ↗ estimated that too low and in the the

1:32:12 ↗ RFPs we'll be issuing an RFP to secure a

1:32:15 ↗ lender assuming council approves the the

1:32:19 ↗ bond or in its night will be issuing an

1:32:20 ↗ RFP tomorrow if we didn't provide wiggle

1:32:24 ↗ room and the RFP responses came back

1:32:27 ↗ higher then we'd have to come back to

1:32:30 ↗ all of you and that we'd like to avoid

1:33:45 ↗ July 1st of this year and dissipate

1:33:48 ↗ funds available for recipients fourth

1:45:23 ↗ little bit of a you know a penalty so

1:57:17 ↗ safe were we're asking for authorization

1:57:21 ↗ end up wrapping it that will revert back

1:57:44 ↗ numbers on this chart make sense of the

1:57:52 ↗ numbers on this chart so I'm going to

1:57:54 ↗ try and make sense of the numbers on

1:57:55 ↗ this chart so I'm gonna be focusing on

1:57:57 ↗ the numbers that are depicted in the

1:57:59 ↗ middle the middle portion of this chart

1:58:05 ↗ see in the first column the revenue

1:58:07 ↗ column is first an amount of three point

1:58:13 ↗ would be revenue coming in to the city's

1:58:40 ↗ maduk that is the sum of the seven point

1:58:43 ↗ six four five million that we will need

1:58:45 ↗ to pay to acquire the property plus the

1:58:50 ↗ four hundred forty nine thousand dollars
