0:09 before we move on to tonight's agenda
0:11 items I'd like to acknowledge our remote
0:13 meeting format on March 6th I issued an
0:17 emergency Proclamation declaring a civil
0:19 emergency in the city due to the
0:21 covid-19 outbreak on March 24th the
0:24 governor issued Proclamation
0:26 20-28 prohibiting meetings that fall
0:28 under the open public meeting meting act
0:30 such as our City Council meetings from
0:33 being conducted in person the
0:35 prohibition has been extended through
0:37 November 9th tonight's meeting will be
0:39 held entirely remotely the meeting will
0:41 be recorded streamed live and available
0:44 for later viewing on the city's YouTube
0:46 channel a call-in number was provided on
0:48 the meeting agenda for members of the
0:50 public who wish to call in by phone to
0:53 listen live to the meeting or to make
0:55 comments for those members of the public

2:26 so I'm going to re reiterate a few of
2:28 our meeting guidelines

5:04 you hello my name is Elizabeth mopan a
5:08 resident of
5:09 isqua um I live at 100 Big Bear
5:13 place I'd like to address AB
5:19 8047
5:22 ab813 and ab
5:27 8044 um these are the affordable housing
5:31 sales and use tax housing stability and
5:34 the Outreach and Case Management Service
5:37 PRI pilot
5:39 project um one of my friends at church
5:42 said in a discussion on race and Equity
5:45 that she lives in a
5:46 bubble I believe that many members of
5:49 the congregation felt that way if we
5:52 live surrounded by people who look like
5:55 us and are not aware of knowing anyone
5:58 in poverty we often know little of the
6:02 life outside this bubble and are likely
6:05 to make assumptions that are off the
6:06 mark concerning those outside our
6:09 intimate
6:10 Community I've spoken to the council
6:13 many times about the need for housing
6:16 that our residents and would be
6:18 residents who work in issaqua can
6:20 afford please do what you can to
6:23 increase the funds available to build
6:27 and to preserve such housing
6:30 tonight I'd like to address the proposal
6:33 to provide protections for renters and a
6:36 mediation process for landlords and
6:39 tenants that they can use when the
6:41 tenant is unable to pay their full
6:45 rent you already know that there are
6:48 many people who are not currently able
6:51 to pay their rent and that this may
6:53 continue for some time the mediation
6:57 process will save landlords from the
7:00 expense of going immediately to an
7:02 eviction
7:04 process but it will also allow them to
7:07 get pass their assumptions about why
7:09 rent is not being
7:12 paid they will be able to hear the real
7:16 life struggles of their
7:18 tenants tenants especially those who've
7:22 never been homeowners may not be aware
7:25 of all the financial responsibilities
7:27 that their landlord has taken on
7:31 with mistaken assumptions Stripped Away
7:34 in a mediation process people have the
7:38 opportunity to work
7:40 collaboratively and to find Creative
7:43 Solutions that will work better for all
7:46 concerned than would an eviction
7:50 process I believe that this process is
7:53 actually a community building process
7:57 that's much needed in our world of great
7:59 economic disparity and cultural
8:03 diversity as for the Outreach to those
8:06 Among Us who have lost their housing the
8:09 move to provide a local Outreach worker
8:12 is one I would
8:14 applaud the city has relied far too much
8:17 on our regional Outreach workers who
8:20 rarely visit issaqua and are not very
8:22 familiar with the local
8:25 community with our library and most
8:28 other community space is
8:30 closed I'm sure that it has been
8:32 challenging for them to find the people
8:34 who most need their
8:36 assistance and then when they do find
8:39 them they can only refer them out refer
8:43 them to outof town shelters and day
8:46 centers so I'm encouraged that we will
8:48 be hiring someone to focus on issaqua if
8:52 that measure is
8:54 past if you've not had time to apply for
8:58 if you've not had had reason to apply
9:00 for assistance yourself you might not
9:03 realize that most every Social Service
9:06 office is closed and access requires
9:09 filling out online
9:12 forms if you do not have a house you
9:16 probably do not have a computer and if
9:19 you do where will you plug it in if the
9:22 service provider wants to get back in
9:25 touch with you do you have a cell phone
9:28 do you have a way to keep it
9:30 charged for these reasons I would ask
9:33 the city to seriously consider not only
9:37 hiring an Outreach worker but providing
9:39 this Outreach worker with a space where
9:42 he or she might have some office hours
9:45 an indoor space like the Community Hall
9:48 that the city owns provides plenty of
9:51 indoor space with electrical outlets
9:53 Wi-Fi tables and bathrooms and it would
9:57 allow the Outreach worker to be of real
9:59 assistance to the people whom he or she
10:02 finds in need of help so please consider
10:06 passing that
10:08 uh 8044 measure and maybe allowing for a
10:15 little space in that Hall that the city
10:19 already
10:20 owns thank

10:34 Madame mayor and members of the council
10:36 my name is Leo Flor and I have the
10:37 privilege of directing King County's
10:39 Department of community and Human
10:41 Services I'm here this evening in
10:43 addition to offering this comment to be
10:45 present if I can be useful during the
10:47 council's uh deliberations about a
10:49 potential action on what was House Bill
10:51 1590 uh and uh just to quickly summarize
10:55 uh as many folks will know the King
10:57 County Executive has proposed and the
10:59 King County Council is now considering a
11:02 measure to enact uh under the authority
11:05 of what is RCW 824 530 a sales tax that
11:09 would allow uh the county to uh really
11:12 tackle the issue of chronic homelessness
11:14 which is a regional issue that we all
11:16 see uh and seeks to provide housing uh
11:19 immediately for 2,000 of the counties
11:22 residents who are living outside uh in
11:25 tents right now and so I won't get into
11:28 any of the details I'm here to provide
11:30 uh information as is useful to the
11:32 council and if I may I also just wanted
11:34 to say thank you on behalf of the county
11:36 to isqua uh which has been a leader uh
11:40 in our pandemic response uh one of the
11:43 most important facilities uh that's kept
11:46 uh people safe uh is in the city of
11:48 issaqua and there have now been more
11:50 than 1,300 people across our County who
11:53 have stayed in isolation and quarantine
11:55 facilities uh which means that they did
11:57 not sleep while infect I or potentially
11:59 infectious in a shelter with other
12:02 vulnerable people or in a home with
12:04 loved ones who might have gotten sick uh
12:06 that is a remarkable achievement uh we
12:09 have succeeded so far in keeping many
12:11 people safe and issaqua has been a
12:12 leader in that I just wanted to say
12:14 thank you for that thank you thank you
12:17 Leo city clerk who else has signed up to
12:19 speak today next we have Ann
12:23 Fletcher great and I've unmuted

12:30 can you hear me yes we can okay great
12:33 thank you okay this is an Fletcher I'm a
12:36 a resident and a facilitator for people
12:39 for climate action and I want to comment
12:41 on the agenda Bill to establish an
12:44 environmental board and repeal the
12:46 rivers and streams board
12:50 code I appreciate every one of the
12:52 improvements that the Administration has
12:54 made to the proposed agenda bill as
12:58 requested by the council the planning
13:01 policy commission and the
13:03 public and I want to acknowledge the
13:06 hard work that was done by many people
13:08 to bring us to this point it was taxing
13:11 but worth it and now what is needed in
13:14 this ordinance and code for the board to
13:18 succeed well after some reflection on my
13:21 previous concern I think that the agenda
13:23 bill will work with two
13:26 amendments and in my written comment I
13:29 have specifically outlined wording that
13:32 would address those two
13:35 items the first item is the
13:38 Environmental board Duty number
13:41 four I think we should go back to the
13:43 original intent and purpose of the
13:45 checklist and broaden its scope to all
13:48 projects that could have environmental
13:50 impact in that way it would address the
13:53 concerns from the planning policy
13:54 commission regarding
13:56 transparency about seeming limitation s
13:59 being placed on the use of the
14:02 checklist and our concerns about the
14:05 board getting enough representative data
14:08 about development Transportation trees
14:11 etc for evaluating progress on the
14:15 city's environmental go goals and their
14:18 plans I appreciate that the process for
14:21 the Community Development Department was
14:23 defined in this proposal and it still
14:26 could be used or tweaked because it is
14:28 not part of the
14:29 ordinance however the checklist does not
14:33 need to be linked with the neighborhood
14:34 meeting
14:36 form provide some time for the
14:38 environmental board to be involved in
14:41 developing the checklist and for other
14:43 departments to determine how the
14:45 checklist would work into their
14:49 processes number two in the isqua
14:53 municipal code the neighborhood
14:56 meeting that is such a good good idea
14:59 for getting public review and it could
15:02 be instituted right away and tweaked as
15:05 it's tried out the code for that should
15:09 include all projects relevant to the
15:12 environment not just development
15:15 projects and the feedback looped to the
15:17 environmental board should be in that
15:21 code so these suggestions are aimed to
15:24 ensure that the ordinance and code match
15:27 our overall environmental
15:30 goals but with clear
15:32 safeguards that allow reasonable
15:35 processes to be developed for
15:39 implementation I keep circling back to
15:41 the objective of the board about the
15:43 environment and climate which we all
15:45 believe in so much and what I have
15:48 proposed I believe will help the board
15:51 and City better achieve this purpose our
15:55 natural environment protected thank

16:20 you so hi this is Connie Marsh and I
16:23 live up on squawk mountain and uh
16:26 periodically when I get so uh sort of
16:30 infuriated with the processes in the
16:32 city I have to sit back and try to
16:35 understand why things might be happening
16:38 that that uh seem so so off and I
16:45 realized I've actually never told all of
16:47 you what I think the role of a public
16:53 representative is and that is to
16:57 represent the people but that doesn't
17:00 mean you get elected and you never go
17:02 back to the people or check in to see
17:05 what the people are thinking and what
17:08 the people want and so when I am at
17:11 committee meetings or I look on a
17:14 council agenda and the process is
17:17 foreshortened to the extreme it feels
17:21 like the public and their engagement is
17:24 being totally disrespected and this
17:27 disrespect effect is I think what causes
17:30 such frustration for me because the
17:32 community tries hard to stay engaged and
17:36 do the right thing and when when their
17:40 their um thoughts and energies are not
17:45 valued or seemingly not valued or again
17:49 you don't even ask us what we think um I
17:54 I just feel like this is a deep and
17:58 wrong way of doing government now we
18:01 have a federal government who is giving
18:03 us some interesting examples as we speak
18:05 so this probably adds to the frustration
18:08 but we need to constantly adhere to
18:12 those principles of trying to respect
18:15 the go the people and the processes that
18:18 it is set upon and I think in the last
18:21 few months we have failed on that to
18:23 some extent and then let's get to the
18:26 environmental board and an was just
18:30 awesome that was really good uh so what
18:34 I would like to say is about the
18:37 checklist the checklist is something
18:40 that would gather the data as the
18:42 projects are basically put into place so
18:46 that we can evaluate how well all the
18:48 regulations are working toward the goals
18:52 and the interim checklist that was put
18:54 in um that's at the very beginning and
18:58 it it would not reflect what is actually
19:02 happening nor would the questions in it
19:05 give the data necessary to make a
19:07 judgment of our regulations so I
19:10 wholeheartedly agree with an and her uh
19:15 suggestions and then I want to have
19:19 Elizabeth be the one who
19:22 administers our social services because
19:25 I think her ideas are spot on it is our
19:29 local small things that we can do in our
19:33 community and instead isqua seems to
19:36 focus on building these big nearly
19:40 Regional structures for health when
19:43 really maybe what we need is we need a
19:45 room with some electricity so people can
19:47 plug in and we need some showers and
19:49 that could be the most effective thing
19:51 that we could do so I am not for the
19:54 city getting a large amount of money uh
19:58 to build big things I want our values to
20:03 be put to these people on our streets
20:06 who frankly many of us know and need our
20:11 help that is my priority so thank you

20:29 um I just want to say thanks to those
20:32 that did come um thank you Leo for being
20:35 available this evening in case the city
20:37 council has some additional questions
20:39 about King County and HB
20:41 1590 um and we also had a lot of
20:44 comments on the environmental formation
20:47 of the environmental board and housing
20:50 options uh to collect whether or not the
20:53 city should collect 0.1% sales tax in
20:55 Lou of the county and some information
20:59 on adjustments that could be made to the
21:02 environmental committee ordinance so
21:04 thank you all for coming in I appreciate
21:06 that um for those that are watching or
21:09 would like to provide additional
21:11 comments please remember that you can
21:12 always email your city council at any
21:14 time at city council isqua
21:17 wa.gov and uh any comments that were
21:20 received by email on tonight's agenda
21:22 topics will be acknowledged by the
21:24 council president under the relative
21:26 relevant agenda item so the next item of
21:29 business this evening is going to be
21:30 committee and Regional reports and we
21:33 will start with council member
21:36 Hall thank you mayor paully this is uh
21:38 council member Zach Hall um I have a
21:42 couple of quick reports to make this
21:43 evening first is for uh Cascade water
21:46 Alliance so um the board of directors
21:49 met on Wednesday September 23rd uh
21:52 during this meeting the board made a
21:53 number of noteworthy decisions I want to
21:55 share with you and uh I um I'm sure
21:58 mayor Paulie will join me in thanking
22:00 the city council again for providing us
22:02 with great feedback at the last regular
22:04 city council meeting thank you very much
22:06 um so at this meeting the board voted to
22:08 adopt the 2021 through 22 budget um the
22:13 board voted to adopt the new uh
22:15 2.2% annual rate increase uh I'll also
22:19 note that this vote was unanimous but uh
22:22 mayor paully voiced our city council's
22:24 concerns of a rate increase during the
22:26 pandemic for the record and um the
22:29 Redman representative did the same so I
22:31 just wanted to share that with you uh
22:32 the board also voted uh to amend our
22:35 water rate meth methodology so
22:38 establishing a new class of rates to
22:41 allow member cities like isqua uh to
22:43 purchase Surplus water at a discount so
22:46 that's good news um our next board
22:48 meeting is later this month on Wednesday
22:50 October
22:52 28th uh next the King County affordable
22:55 housing Committee of the growth
22:57 management planning
22:58 Council met last Wednesday September
23:01 30th uh during this meeting uh we
23:04 discussed uh a work plan item to develop
23:06 a list of shared principles to guide
23:09 County City business and
23:12 nonprofit efforts to implement new and
23:15 or untapped Revenue sources for
23:18 affordable housing I'm mentioning this
23:20 now because this conversation is ongoing
23:23 some sound cities Association members
23:26 are concerned about it and I'll have
23:28 much more to share about any proposed
23:31 shared principles with the mayor and the
23:34 city council um sometime before the next
23:37 committee meeting which isn't for
23:38 another month and a half so more to come
23:40 on that uh King County staff also
23:43 presented their health through housing
23:45 proposal uh which is attached to genda
23:48 Bill 8047 in tonight's packet you know
23:50 this is the County's proposal to
23:52 implement a 0.1% sales tax increase to
23:55 support affordable housing across the
23:56 county and I'm I'm sure we'll be hearing
23:58 a lot more about that later tonight um
24:01 finally the committee received a staff
24:03 update on our countywide planning
24:06 policies work uh and just as a reminder
24:08 for the council and the community uh the
24:10 King County affordable housing committee
24:12 is actually chartered to make
24:14 recommendations to the growth management
24:17 planning Council on the housing chapter
24:19 of the countywide planning policies that
24:21 was just a lot of gibberish so to put it
24:25 another way those policies govern how
24:27 cities like us should update our
24:29 comprehensive plans uh so staff had made
24:32 a recommendation to our committee um
24:35 that we frame our own recommendations
24:38 around equity in public health and there
24:40 was consensus to move forward with that
24:42 so that work is on going and I'll also
24:44 have something of more substance for you
24:46 all um next month our next committee
24:50 meeting of the affordable housing
24:52 committee is Tuesday November 3rd at
24:55 1M uh and then I'll let uh either
24:58 council member Goodman or Deputy council
24:59 president Ray give their report for
25:01 eastside fire and rescue and that
25:03 concludes my report for the even thank
25:06 you council member Hall council member D
25:10 Michelle uh thank you mayor mayor Paulie
25:14 I I have two um reports the first one is
25:18 that I attended a special work group
25:20 meeting for eastside Human Services
25:22 Forum on Tuesday September the 29th uh
25:26 the board continues to work through
25:27 Mission Vision and organizational issues
25:31 uh the comments provided during the
25:33 2-hour session will inform an executive
25:35 board meeting that will be held later
25:37 this month the second report is that I
25:40 attended the healthier here governing
25:42 board meeting on October 1st the
25:45 highlight of the meeting was an
25:47 extensive report on the planning for
25:49 covid-19 vaccination campaign scheduled
25:53 for early
25:54 2021 and of course that's dependent on
25:57 when we actually have a vaccine Seattle
25:59 King County Public Health is engaged in
26:01 a planning and outreach program already
26:04 underway to prepare the public for two
26:07 important initiatives the first one is a
26:09 flu vaccination campaign for this fall
26:12 with a goal of vaccinating everyone in
26:15 King County against the fall flu and two
26:18 the largest public health campaign in
26:20 the history of the United States when a
26:22 covid-19 vaccine becomes available
26:25 hopefully in early 2021
26:28 as of now those two campaigns are being
26:30 planned to strategically complement each
26:32 other with the flu vaccine campaign
26:35 Paving the way this fall possibly
26:37 helping to reduce the strength of future
26:40 covid-19 waves and laying the framework
26:43 for the co9 vaccination campaign in
26:46 2021 a focus of both campaigns is
26:49 increasing public Trust of the process
26:52 for developing vaccines through complete
26:55 transparency as well as helping the
26:57 public understand the benefits of
27:00 vaccination and those are my two reports
27:02 thank you very much thank you council

27:07 Walsh thank you I have two very short
27:10 reports because both of my meetings are
27:12 upcoming um the huget sound Economic
27:16 Development District board will meet on
27:18 Wednesday to discuss recovery efforts by
27:21 the Washington State Department of
27:23 Commerce and we'll also get a report on
27:28 the scope timeline and focus for the
27:30 regional economic strategy including the
27:33 cares act funding that was recently
27:35 awarded to the economic development
27:38 District um so there's some money there
27:41 not sure how it's going to be
27:42 distributed or used um and then the

28:07 East Side Fire and Rescue board of
28:09 directors will meet this Thursday
28:10 October 8th at 4M at headquarters and we
28:13 are scheduled to um take action on two
28:17 items that we uh the council discussed
28:19 last week one is the proposed formation
28:21 of a nonprofit entity to replace the um
28:25 the current arrangement which then if
28:28 that is um approved would have to come
28:31 back to all of the member entities all
28:33 the member um members for a vote all of
28:36 the policy makers so that would come
28:37 back to our Council and the other item
28:40 is the um the budget for next year the
28:44 um lodging tax advisory committee uh
28:47 will meet on October
28:49 14th um and you may recall I talked
28:52 about a couple of um funding items um
28:56 and the next next meeting we are going
28:58 to talk about um the requests for
29:01 proposals um that were received
29:03 regarding tourism promotion for next
29:05 year five proposals were received um I
29:08 have not looked at them so I can't tell
29:09 you who we received them from but uh the
29:12 committee will be reviewing those and
29:13 making a recommendation to the full
29:16 Council um don't have a meeting
29:18 scheduled for this yet um but for the
29:21 other um funding item that's going
29:24 through lodging tax advisory committee
29:27 um they're also uh we are also seeking
29:32 um applications from businesses and not
29:35 for profits um for funding for up to
29:39 $10,000 I believe it's
29:41 $50,000 now in $5,000 next march um and
29:46 the deadline for those applications um
29:49 was today and there will be a few future
29:52 meeting to discuss those so those will
29:53 be back with recommendations as well and
29:56 that's my report thank you thank you

30:27 appointment uh of the 2021 pick
30:30 nominating committee
30:32 members uh and uh talking about the
30:36 legislative agenda uh and then uh the
30:40 next day Thursday October 15th from 10
30:42 till noon is the fuget toown Regional
30:45 Council growth management policy board
30:47 uh the agenda is still TBD thank you and
30:50 that concludes my report thank you

30:59 evening um the King County uh planning
31:03 Pol or growth management plan planning
31:07 Council I'm having trouble getting that
31:08 out today thank you Zach um the regular
31:12 meeting was scheduled for SE September
31:14 30th was not conducted as a result of
31:16 some scheduling difficulties in instead
31:19 we had a u work session the agenda of
31:21 the work session included a history of
31:24 the growth management planning Council
31:26 and how decisions are made overview of
31:29 the growth management Act and the
31:30 planning framework guiding principles
31:32 for updating the countywide planning
31:34 policies overview of the concepts being
31:37 highlighted for change in
31:39 2021 an overview of the process for
31:41 setting growth targets uh the next
31:43 meeting of gmpc is currently scheduled
31:46 for December 2nd 2020 at 4M and that
31:49 concludes my report this
31:51 evening thank you Deputy council

31:55 hunt thank you madam mayor this is
31:57 council president hunt the city council
32:00 ad hoc committee that is working on
32:02 Title 18 which is a chapter of our um
32:06 Municipal Code that deals with land use
32:08 met on October 1st um this is a council
32:11 committee consisting of myself council
32:14 members Walsh and council member Goodman
32:17 um and we went over a chart that were
32:21 developing with staff that covers the
32:24 objectives of what we want to achieve
32:26 with the land use code updates as well
32:30 as the actions we intend to take as far
32:32 as what we want to change with the code
32:34 and then expected outcomes and what we
32:37 want to achieve we uh got about halfway
32:40 through editing that and we'll continue
32:42 that work on October 8th and then we
32:44 plan to bring that um document back to
32:47 council for consideration at an upcoming
32:49 meeting and that concludes my report
32:52 thank you council president the next
32:55 item on our agenda this evening is the
32:57 mayor's report and uh I'll have several
33:00 items this evening I'm just going to
33:02 check in with city clerk do we also have
33:05 uh some slides that go with this mayor's
33:09 report no there we go yes thank you very
33:12 much so the first item I have this
33:15 evening is a proclamation it's for
33:17 Substance Abuse Prevention and I'd like
33:20 to read this into the record whereas
33:22 many of our young people do not develop
33:24 the skills needed to productively go
33:26 through adolescent substance free and
33:29 whereas substance use can and does
33:32 negatively impact the development and
33:34 potential for our youth to succeed and
33:37 whereas substance use prevention has a
33:39 greater impact than later intervention
33:42 by changing a child's early life path
33:44 away from maladaptive Solutions and
33:47 towards positive behaviors and
33:50 productivity whereas by stopping the
33:52 drug use before it starts we can prevent
33:54 the disease of addiction and create
33:56 stronger neighborhoods in our community
33:58 I proclaim the month of October 2020 as
34:01 Substance Abuse Prevention month in the
34:04 city of isqua and I call upon citizens
34:07 to join me in engaging in appropriate
34:09 programs and activities to promote
34:12 comprehensive Substance Abuse Prevention
34:15 efforts in our
34:16 community the next item on the mayor's
34:19 report is the Southeast 62nd tunnel
34:22 mural this is probably the first time
34:24 the council is hearing about this so
34:27 from a group of 26 artists who responded
34:29 to the city's RFQ for a mural project
34:32 Devon Finley was selected by the Arts
34:34 commission Devon has significant
34:37 large-scale mural experience throughout
34:39 the West Coast the artwork is inspired
34:42 by the local wildlife inhabiting isqua
34:44 and the surrounding area the animals are
34:46 designed with highly saturated colors to
34:49 help bring them to life creating more
34:51 energy and personality within each
34:53 animal while also adding balance from
34:55 the more monochroma atic background the
34:58 mural will be painted in the Southeast
35:00 62nd tunnel on the East Lake samamish
35:03 Trail in October the interior walls of
35:06 the tunnel are approximately 128 ft long
35:09 and 11t high and the tunnel has
35:12 experienced a significant amount of
35:13 graffiti in the past two years the mural
35:16 artwork is intended to serve as a
35:18 graffiti deterrent the completed artwork
35:21 will be finished with an anti-graffiti
35:24 sealant next item on the mayor's report
35:26 this evening is about Vision 2050 from
35:30 The pett Sound Regional Council the pett
35:33 sound Regional Council adopted Vision
35:34 2050 on September 24th 2020 the plan is
35:38 a 4Count blueprint for how the region
35:41 can plan for the growth that is expected
35:43 to come to the region in the coming
35:45 decade the graphic on the screen
35:47 indicates what the next steps will be
35:49 for the county and for cities and towns
35:52 through 2021 King County will work on
35:54 updating its comprehensive planning
35:56 policy
35:57 and we'll discuss the allocation of
35:59 growth targets with cities located
36:01 within their jurisdiction over the
36:03 following 3 years cities will work on
36:05 updating their comprehensive plans I
36:07 hope to facilitate conversations with
36:09 our community and our Council as this
36:12 process moves
36:13 forward the next item I have to share
36:16 tonight is about a Community Development
36:18 block grant award that we will be
36:20 receiving from King County the city has
36:22 been awarded
36:24 $75,000 in a community development BL
36:27 block grant funds from King County to
36:29 provide Tech Business technical
36:32 assistance for low and Moder moderate
36:35 income micro entrepreneurs in
36:38 2021 this is the first Community
36:40 Development blockr application that
36:42 isqua has submitted in several years and
36:44 we're thankful for the regional
36:46 committee that improved this investment
36:49 later this year staff will conduct a
36:50 requests for proposals to select a
36:53 provider we are also doing an isqua
36:56 business business survey every four
36:58 years the city sends a business survey
37:00 to all businesses to better understand
37:02 the business climate and how to best
37:04 help businesses operate and grow with
37:06 the ongoing covid-19 pandemic it's even
37:09 more important to hear from our
37:10 businesses to help guide our policies
37:13 during the crisis and over the course of
37:15 the next few years if you are an Isa
37:18 business you will receive a survey in
37:20 the mail and we hope that you will take
37:22 the 10 minutes to complete the survey
37:24 you can also complete the survey online
37:28 the.gov visis survey B Iz s v y before
37:33 October 23rd and we will staff will be
37:36 reporting out on their findings in
37:39 December I have an announcement on an
37:42 interim dog park pilot project as we
37:45 continue navigating covid recovery the
37:48 important role our city parks and public
37:50 spaces play in our isqua physical social
37:54 and Community Health IS F further
37:56 confirmed we need to find creative and
37:59 safe ways for the community to recreate
38:01 and come together and that remains a
38:03 priority this goal is evident in our
38:06 approach to a dog park Although our plan
38:08 for a long-term and permanent dog park
38:11 has been delayed due to the pandemic we
38:14 are launching a creative plan to install
38:16 rotating temporary dog parks within the
38:19 city parks starting this fall isqua's
38:22 first offleash dog parks in city park
38:25 park space while we continue to pursue a
38:28 permanent dog park this program
38:30 beginning next month will provide
38:32 rotating temporary dog parks from a half
38:34 acre to 3/4 acres in size they'll be set
38:37 up at a variety of city park spaces
38:39 throughout town the idea was discussed
38:42 with residents and dog park enthusiasts
38:44 at a September 17th virtual public
38:46 meeting the positive response and
38:49 helpful feedback was been shared and
38:50 discussed with the Parks Board on
38:52 September 28th once again the feedback
38:55 was supportive for proed uing this
38:56 interim solution while the long-term
38:58 permanent site continues over the next 2
39:01 to four years the first three sites for
39:04 these pop-up dark Parks have been
39:06 identified these three sites will get us
39:08 through the first year of the program
39:10 and the sites and time frames are the
39:13 lawn area of the Pickering Barn from
39:16 November 2020 to January
39:18 2021 squawk Valley Park at the south end
39:21 of town from February 2021 to May 2021
39:26 and the isqua community center old skate
39:29 skate park site from June 2021 to
39:33 October 2021 all three sites have
39:36 existing suitable surfacing available
39:38 parking an accessible route and will
39:41 avoid nearby critical areas Andor
39:44 buffers working around existing
39:46 programming and historical uses within
39:48 our Parks was also an important
39:51 consideration this first year will serve
39:53 as a pilot for this approach and we will
39:55 learn from it and make modifications
39:57 like considering other locations for the
40:00 year 2 Dog Park tour schedule and lineup
40:04 so look for further details as we make
40:06 final preparations for the early
40:08 November opening of the first
40:11 site that concludes the mayor's report
40:14 and the next item of business we'll be
40:16 moving on to is the consent calendar the
40:19 consent calendar was distributed to
40:20 Council in advance and if authorized the
40:23 items on the consent calendar will be
40:24 considered together and approved by one
40:26 motion have the payables and payroll
40:29 been
40:30 reviewed this is council member Hall
40:32 they have this is council member Walsh
40:35 they have thank you very much does any
40:38 council member desire to remove any item
40:41 from the consent calendar and consider
40:42 it under regular
40:46 business I am not seeing any indication
40:48 of that before we move to the motion I'd
40:50 like to ask council president hunt um
40:53 have you received any emails that you
40:55 would like to share on any the consent

40:58 item thank you Madame mayor this is
41:00 council president hunt and yes we did
41:02 receive emails from two residents
41:05 regarding multiple items that are on the
41:07 consent calendar this evening um one
41:10 resident wrote To Us regarding several
41:13 items one is AB 831 which was the sixe
41:17 transportation Improvement program or
41:19 tip um concerned about school sighting
41:22 and how that would interact with the
41:25 transportation improvements in that plan
41:27 and would like um to hear more Council
41:30 discussion regarding AB 835 which is the
41:33 King County cooperative watershed
41:35 management Grant um the resident
41:39 recommended approval but also wanted to
41:41 make sure that there were actual
41:42 management improvements and not just
41:45 studies um and water watershed
41:47 management um actions taken regarding AB
41:52 8037 um which is the state department of
41:54 ecology fiscal year 2022 water quality
41:58 combined funding grants um also would
42:01 like more Council discussion similarly
42:03 concerned about the eff of growth on
42:05 water quality and wanting to hear more
42:07 about these programs and how they would
42:10 impact water quality and then regarding
42:13 AB 8038 which is water system projects
42:16 to enable use of additional Regional
42:18 water um wanted to hear more discussion
42:21 and had concerns about the funding who
42:24 would pay current residents versus
42:26 future residents um we received another
42:29 email from a different um resident as
42:32 well also on this concerned about um
42:35 changes especially changes in floration
42:37 and that these be noticed to people who
42:40 would be affected by um any changes to
42:43 the water system and then also from this
42:46 second resident uh concern that for
42:49 storm water grants and stormw Grant
42:52 applications that the locations of any
42:54 changes be included in map so that that
42:57 could be better
42:58 tracked and that concludes comments on

44:10 ab84 847 affordable housing sales and
44:14 use tax the action before the council
44:16 tonight is to consider adopting an
44:18 ordinance this is the first time this
44:20 item is coming before Council there has
44:24 been a lot of discussion out in the
44:26 community but not at this Council table
44:28 here it is coming forward this evening
44:31 both at my request and also the request
44:34 of three council members so City
44:36 administrator Bob quitz um could you
44:39 please introduce this and get the
44:41 discussion
44:43 going yes thank you Madame mayor members
44:45 of the council as mayor Paulie indicated
44:47 there has been a lot of discussion over
44:48 the last week or so about this item but
44:51 for the members of the community
44:52 watching I want to provide just sort of
44:54 a brief overview of of the matter before
44:57 us uh this agenda Bill seeks the city
44:59 council's adoption of a proposed
45:01 ordinance which which would Implement a
45:04 0.1% sales tax to fund affordable
45:06 housing Mental Health Services and
45:08 related Services uh the authorization
45:11 for uh this tax goes back to 2015 when
45:14 the Washington State Legislature enacted
45:16 legislation allowing any county in the
45:18 state to Levy a sales tax of up to
45:21 1/10th of 1% uh for affordable housing
45:23 and related Services initially to the
45:26 tax increase required voter approval uh
45:28 the Washington State Legislature earlier
45:30 this year uh passed AB 1590 uh which
45:34 allowed this task to be passed uh using
45:36 local uh Council manic or County board
45:39 authority uh and the bill was codified
45:42 in RCW
45:54 82.14% could choose to impose the tax uh
45:57 with the new legislation uh in 2020 a
46:00 new deadline was set for counties to
46:02 impose the tax uh that deadline was
46:05 September 30th 2020 after this date any
46:08 City may choose to impose the tax
46:10 through a vot of the city council or a
46:12 ballot measure um Madame mayor members
46:14 of the council as you're aware there has
46:17 been discussion by King County with
46:19 their uh intention to move forward with
46:22 us as soon as their next County council
46:24 meeting on September 13th
46:26 um if the city of is 1 sorry to sorry
46:31 October 13th October 13th excuse me um
46:35 but there is a window of time between
46:37 now and then if a a individual City wish
46:39 to take action uh to impose the tax if
46:42 an individual city did choose to impose
46:44 the tax and the county did later impose
46:46 the tax the city would be able to retain
46:48 those dollars uh so the matter before
46:51 the council this evening is does this
46:53 make sense to move forward with such an
46:55 ordinance uh prior to the King County
46:57 Council doing that uh much has
46:59 transpired over the last several days on
47:01 this matter and perhaps mayor paully uh
47:04 could pick up the story uh from here
47:06 from the discussions that she's had with
47:08 representatives of King County mayor
47:10 Paulie thank you very much State ad
47:12 ministrator Bob quits this is the mayor
47:14 uh there have been a lot of
47:15 conversations out in the region over the
47:17 last two weeks as the September 30th
47:20 original deadline um was looming uh SCBA
47:25 has convened many groups of Mayors as
47:28 well as had meetings with the uh King
47:30 County Executives office as well just
47:33 trying to sort out uh and get an
47:36 understanding of what the King County
47:37 proposal is and what the city's support
47:41 is for those proposals and there's been
47:43 a bit of a varied reaction um many of
47:46 our neighboring cities have chosen to um
47:50 support the King County proposal and are
47:52 not entertaining um motions at this time
47:55 time to adopt their own ordinance
47:58 several cities in the South um are
48:01 having conversations about whether or
48:03 not uh Tuesday night they may consider
48:05 similar motions to the one you see
48:07 before you tonight there are lots of
48:11 different avenues that cities can go
48:13 down um you have many of those options
48:16 before you tonight and I'm sure we will
48:18 have a robust conversation about them I
48:20 attended a meeting this morning with um
48:23 executive Constantine to of the King
48:26 County council members and three other
48:28 Mayors to talk through some of the
48:30 issues and in particular to talk through
48:32 some isqua specific issues um I wanted
48:36 to remind the executive's office about a
48:38 project proposal that the council has
48:40 been considering for four to five years
48:42 now uh a partnership with uh King King
48:46 County Housing an award of a grant from
48:48 King County for $10 million and a
48:51 partnership with Spectrum um a private
48:54 developer to construct approximately 350
48:57 housing units close to the current
49:00 transit center on State Route 900 and
49:03 also the city council's desire to make
49:06 sure that wraparound Services services
49:09 that support residents such as mental
49:12 mental health uh mental and behavior
49:14 health dental and medical are available
49:16 in proximity to the new project and this
49:19 Council has taken several votes moving
49:22 this project proposal forward and also
49:24 committing funds to
49:26 the construction of the tenant um of the
49:29 pre- tenant buildout um at this
49:32 potential future facility I wanted to
49:35 ensure that
49:37 um the King County Executive understood
49:41 that there were options that this city
49:44 council might consider being a city of
49:46 less than 60,000 we are actually not
49:50 able to receive 30% of the tax collected
49:54 in this squab back to have under our
49:57 control yet we do have projects on the
49:59 horizon and in particular this cood
50:01 project and that that could be
50:02 concerning to our Council and so that
50:05 they wanted to have a discussion and
50:07 talk about taking action action that
50:09 could be anywhere from supporting the
50:11 King County proposal as it is um
50:14 adopting an ordinance that um had all of
50:17 the 0.1% coming to isqua um adopting an
50:21 ordinance that says if we can work out
50:24 something with King County's Executives
50:27 office to support the um funding of the
50:31 Opportunity Center that U we could
50:33 support the
50:34 proposal and um several other variations
50:38 of that so there's been a lot of
50:39 information in the packet there's been a
50:41 lot of information and phone calls today
50:44 um we have put together um a package of
50:47 information that allows you to review
50:49 what an ordinance might look like and we
50:52 are also fortunate enough to have le
50:54 Flur who is is um a director for these
50:58 services available here tonight for you
51:01 to ask additional
51:03 questions so that is some additional
51:06 background City administrator Bob quits
51:08 was there anything you would like to add
51:10 that uh only Madame mayor that we
51:13 prepare we're here to answer any
51:15 questions that you have as you've
51:16 mentioned uh in the packet is a draft
51:19 ordinance Mr Haney uh is with us and can
51:22 speak to uh that ordinance also there
51:25 are timing issues associated with this
51:29 council president hunt received a
51:30 communication this evening from the uh
51:33 chair of the King County Council
51:34 indicating that perhaps the time uh has
51:37 shifted uh for consideration by the King
51:39 County Council that uh the president uh
51:43 of the council indicated that there will
51:44 not be a final vote now on the 13th so
51:48 that is new news uh based on what we had
51:50 heard previously um so um again we're
51:54 happy to answer any
51:57 questions uh thank you City

52:01 different information than I had but we
52:03 do have Mr Flur here to answer questions
52:06 as well um before we move into Council
52:10 questions uh council president hunt I
52:12 wanted to know if you had gotten any
52:13 public comments on um this item email to
52:18 you email to the council this week thank
52:20 you Madame mayor we did I also um just
52:24 wanted to correct
52:26 yeah I misspoke I
52:28 apologize oh okay um so to so to be
52:32 clear they do plan um King County
52:35 Council does plan to take a vote until
52:38 October 13th uh on October 13th my
52:41 apologies I I misread the email my
52:43 apologies thank you City administer Bob
52:45 quitz council president yes um thank you
52:49 we did receive a number of comments um
52:52 very recent comments I apologize if I
52:53 missed any we re received a um a comment
52:58 in uh opposition to new taxes generally
53:02 speaking um if we did and then also this
53:05 um uh Community member who wrote To Us
53:08 urged that if we if we did plan on um
53:12 imposing this tax and then repealing it
53:14 which is one of the options that's
53:16 described in our packet um if the King
53:18 County council did not impose a tax that
53:20 we be very clear about that and also
53:23 this resident um had question about the
53:25 scope of use and what we could do if we
53:28 were to impose the tax with that tax we
53:31 received a letter um in opposition which
53:34 had many signatories which was from the
53:36 King County Alliance for Human Services
53:39 which was opposed to us imposing a um
53:42 sales tax because uh basically because
53:47 this would mean that the tax would not
53:49 be used um in the same way if it were a
53:52 King County tax at the regional level if
53:54 we were to adopt a city level approach
53:58 um we received a email in support with
54:01 restrictions um in terms of if the
54:05 county opted not to proceed that the
54:07 city should also opt not to proceed but
54:09 otherwise um in support to address our
54:12 local issues with this tax as far as
54:15 affordable housing needs um and then
54:17 another Resident that wrote To Us in
54:20 opposition um and spoke to the need for
54:25 Solutions and not um a local tax for
54:28 this that I believe um covers all of the
54:32 comments and again apologies if I missed
54:34 any late breaking comments thank you
54:36 council president hunt I do see a lineup
54:38 for questions and comments coming as
54:40 well um you did remind me of maybe one
54:43 additional point that I did not make
54:45 very clearly and that is that while
54:47 there are several cities um south of
54:50 Seattle that are asking a lot of
54:53 questions right now the majority of
54:55 cities on the east side um have not
54:58 weigh in on this and those that work
55:00 with us under Arch are comfortable with
55:03 the council proposal and comfortable
55:05 with a regional solution so I just want
55:08 to make sure to give the background on
55:10 as many different cities as we have but
55:12 we are really the first ones having this
55:14 conversation so lucky you let's start
55:17 with our list I believe I have council
55:20 member Marts up first thank you Madame
55:22 mayor this is council member Marts I I
55:24 have a number of questions um some are
55:28 just I think clarifying for members of
55:31 the public um first off uh how much
55:34 money uh are we talking about uh would
55:38 this tax generate in Revenue per
55:41 year um council member Mars members of
55:43 the council the sea has done a a a quick
55:46 assessment and their estimation for is
55:49 cause about $1.7 million a
55:51 year thank you the second question is
55:54 ab5 90 puts limits on how this money
55:57 could be used can you describe how we
55:59 might um in what ways we might be able
56:01 to use it towards the uh isqua Transit
56:04 oriented development project
56:11 proposal i' like sorry go ahead s
56:14 administrator I was going to read from
56:17 the statute uh it will take me a moment
56:19 to find the
56:22 particular um section m would you like
56:25 me to read from the statute so I it's a
56:27 complete answer that would be great I
56:30 also would like to invite um Mr Flur to
56:34 comment because he did some research
56:35 today on um the Opportunity Center
56:38 proposal and may have some additional
56:40 information the administrator and then
56:42 we'll go to Leo certainly um so I'm
56:46 reading uh from the packet on page 118
56:50 uh from the bill itself um beginning on
56:54 on then page
56:58 119 uh notwithstanding subsection 4
57:02 minimum of 60% of the monies collected
57:04 under this section must be used for the
57:05 following purposes uh constructing
57:08 affordable housing which may include new
57:09 units or affordable housing within an

57:16 two constructing mental and behavioral
57:19 health related facilities or three
57:21 funding the operations and maintenance

57:31 centers um it goes on uh for more
57:34 specifics for those uses but council

57:41 Opportunity Center uh I think are are
57:44 covered under the section that I've
57:45 already read okay so could be used for
57:48 both housing directly and the ravar
57:50 around Services Associated yeah that
57:52 that's my reading of the of the law yes

57:55 okay the the the third of my five
57:57 questions is um when last we talked
57:59 about the iscoa transit oriented
58:01 development project proposal um there
58:03 was a funding Gap can you describe the C
58:06 the funding Gap as we currently
58:08 understand it uh in talking with the
58:11 city staff working on this project we
58:13 believe that funding Gap is
58:14 approximately $2
58:15 million okay four question thank you my
58:19 fourth question is uh what would uh can
58:22 you describe a little bit more about the
58:23 timing if the is city council wants to
58:26 take action on this given that assuming
58:29 the county wants to take action on the
58:31 13th what is our timeline look like yes
58:34 uh happy to do that and I'd like to ask
58:36 the City attorney Mr Haney uh to help
58:39 with this um our understanding in
58:42 reviewing the law is that the city
58:44 council would have to pass an ordinance
58:47 and that ordinance would have to be
58:49 effective prior to the King County
58:52 Council uh meeting on October 13th in
58:55 order to do that uh this evening the
58:58 city council would need to vote
59:00 affirmative Le for that ordinance uh the
59:02 ordinance then needs to be posted in a
59:05 newspaper of General circulation for
59:07 five days um and we are currently using
59:10 the Seattle Times as that newspaper of
59:13 General circulation in order for it to
59:15 appear f for five days uh we would need
59:18 to provide the Seattle Times with the
59:20 text of the ordinance no later than 3
59:22 p.m. tomorrow uh Mr Hane and and Miss
59:25 keer uh please correct me if I've stated
59:28 anything
59:29 incorrectly no you I think you've stated
59:32 it very well that uh in order for the
59:34 ordinance to become effective prior to
59:36 the council meeting it's got to be
59:38 published tomorrow so your deadline is
59:40 tonight if you want to uh pass the uh
59:44 the ordinance and make it effective
59:46 prior to King County taking the action
59:49 on the
59:51 13th thank you and and I I appreciate
59:54 the for par and so many questions my
59:56 last one is for Leo Flur um and it's
59:59 really hearing the um uh sort of the the
1:00:04 questions that we have my understanding
1:00:06 is you you've been researching a little
1:00:08 bit about uh our project proposal um is
1:00:11 there
1:00:12 anything you can help us understand
1:00:15 about uh where K county is going and
1:00:17 what we're trying to
1:00:20 do uh thank you council member again uh
1:00:23 Leo FL from King Count's Department of
1:00:24 community and Human Services uh the just
1:00:28 to build upon uh the city
1:00:29 administrator's comments on eligible
1:00:31 uses uh it is correct that the
1:00:34 underlying statute really sort of
1:00:35 divides into two categories uh one is
1:00:39 the construction of affordable housing
1:00:42 or what the statute calls uh uh
1:00:45 facilities for Behavioral Health uh and
1:00:47 then the other category is uh really
1:00:50 housing related Services uh and
1:00:52 Behavioral Health Services as I
1:00:55 understand uh the project which the
1:00:57 county does support um in fact the uh
1:01:00 $10 million allocation uh in support of
1:01:03 the project is actually I learned today
1:01:05 the single largest uh uh uh contribution
1:01:09 to a single project that we have out in
1:01:11 the field right now um the uh as I took
1:01:15 a look at it I really understand that
1:01:16 there are physical and behavioral health
1:01:18 components uh to the project I think the
1:01:20 behavioral health components we see a
1:01:22 very clearly fit Within
1:01:25 uh the uh part of the the statute that
1:01:27 would allow for that to the extent that
1:01:29 there are capital costs that are
1:01:30 associated with the construction for use
1:01:32 of physical uh Health uh which does not
1:01:36 fit within Behavioral Health uh at least
1:01:38 in the way that we typically administer
1:01:40 the two uh that really I think would
1:01:42 have to fall into that category of
1:01:43 housing related services and therefore
1:01:45 be uh limited to no more than 40% of the
1:01:49 overall uh costs as I took a look at the
1:01:53 project I think uh what I something that
1:01:56 I I don't know there are many things I
1:01:57 don't know one thing I don't know is the
1:01:59 apportionment of the $2 million gap that
1:02:01 uh you have identified your project uh
1:02:03 and what of that is proportionable to
1:02:05 physical health uh Capital costs and
1:02:07 what of that is proportionable to uh the
1:02:10 the behavioral health costs and I think
1:02:12 uh the reason I really wanted to
1:02:14 understand that in Greater detail is I
1:02:16 think it speaks to the amount of time
1:02:17 that would have to transpire in order to
1:02:20 sort of accumulate sufficient funding at
1:02:23 a city level imp position to allow to
1:02:25 move forward uh if this were only sort
1:02:29 of city funded uh I can say that uh at
1:02:33 the county level again I think this is
1:02:35 exactly the type of project uh that we
1:02:38 have funded to date exactly the type of
1:02:41 project uh that we are interested in
1:02:42 continuing to fund particularly uh in
1:02:45 eastern King County where uh uh we are
1:02:48 seeing that we have more types of these
1:02:50 projects uh going historically we
1:02:52 certainly see that there is the need um
1:02:54 but there historically has not been a
1:02:56 lot of them and so I think we are very
1:02:58 interested in uh uh helping this project
1:03:01 be successful and I think that's one of
1:03:03 the reasons why you see that level of
1:03:04 financial investment so far from the
1:03:06 county uh so that was really uh I think
1:03:10 my what I would add to the city
1:03:11 administrator's analysis is that when we
1:03:14 begin to apply the ratios of what types
1:03:16 of things could be funded not knowing
1:03:18 specifically the amount of the cost that
1:03:19 would be apportionable again to physical
1:03:21 versus Behavioral Health that I think
1:03:23 affects the amount of time it would take
1:03:24 to accumulate enough money to to
1:03:26 complete the
1:03:27 project thank you thank you Leo and
1:03:30 council member marz if I could follow up
1:03:32 a slight correction to what our city
1:03:34 administrator said the actual City cost
1:03:36 for the opportunity center right now is
1:03:38 5.05 million the reason we're using the
1:03:41 $2 million number is because the state
1:03:43 has agreed to contribute $3 million and
1:03:46 so if there were to be a breakdown of
1:03:49 physical versus Behavioral Health um it
1:03:52 is very likely that the King County
1:03:53 portion would be able to fund a
1:03:55 significant amount of that based on the
1:03:58 total of $5 million so just just a
1:04:00 slightly different math but as the
1:04:02 project is still in proposal phase and
1:04:04 we're still working on um agreements uh
1:04:08 we don't have that breakdown right now
1:04:09 but anyway just to pain the numbers a
1:04:12 little
1:04:13 bit and council member Marts I'm going
1:04:16 to move on to
1:04:19 um council member D Michelle followed by
1:04:22 council president hunt
1:04:25 um mayor Paulie I don't have any
1:04:27 questions I have a comment and so I
1:04:29 would defer to council president hunt if
1:04:31 she wants to go before me sounds great
1:04:35 um and I think what we'll do for
1:04:38 comments is if we're getting to a part
1:04:40 where we're going to actually have a
1:04:41 deliberation we should be doing that
1:04:43 after the motion so thank you council

1:04:48 council president
1:04:50 hunt thank you this is council president
1:04:52 hunt I had a question when which I
1:04:54 believe um would be for Leo which is
1:04:58 about how the county plans to align the
1:05:01 use of this tax with Arch the um the
1:05:04 regional body that we work with to
1:05:06 address affordable
1:05:10 housing uh thank you council president
1:05:12 hunt uh King County's position with
1:05:15 respect to arches is one of just strong
1:05:18 support at a at a fundamental level we
1:05:21 are members of arch we are funders of
1:05:22 arch um and I think as we look into the
1:05:25 future what we really see is that there
1:05:27 are two Regional collaborations within
1:05:30 King County that are really I think
1:05:32 doing important work to identify local
1:05:35 context and be able to provide local
1:05:37 control um while still achieving scale
1:05:41 uh that we get with regional Solutions
1:05:42 and so with both Arch and skip a similar
1:05:45 organization in South King County uh we
1:05:48 believe that uh we we should and would
1:05:51 would and have proposed in the ordinance
1:05:54 before the King County Council uh active
1:05:56 collaboration with Arch uh both in the
1:05:59 creation of sub Regional planning but
1:06:00 also uh uh I think importantly in
1:06:03 decisions around sighting of facilities
1:06:06 um and I think it's a really important
1:06:08 way to make sure that uh the county is
1:06:11 not uh you know at the County Seat
1:06:14 making uh decisions that really require
1:06:16 local context and Arch has been a
1:06:18 wonderful partner in that work and we
1:06:20 would continue uh to both work with and
1:06:23 hope to grow our support for
1:06:26 Arch thank you Leo and thank you for
1:06:29 that question council president hunt did
1:06:30 you have any other
1:06:32 questions not at this time thank

1:06:41 member Hall put one in there council

1:06:46 council member Zach all here just a
1:06:47 really quick clarifying question for
1:06:49 either Jim Haney or C attorney or city
1:06:52 administrator uh and that is um if the
1:06:57 council were to choose to move forward
1:06:59 with this ordinance um
1:07:03 either just the ordinance as it is or
1:07:07 with some sort of language repealing it
1:07:10 after X days or whatever um does the I
1:07:15 guess this is just more of a city
1:07:16 council Logistics question does the city
1:07:18 council reserve the right to resend this
1:07:20 ordinance at any point in time in the
1:07:22 future
1:07:25 absolutely uh any ordinance of the city
1:07:28 of isqua can be resented by the isqua
1:07:31 city council with appropriate notice uh
1:07:33 at a at a regularly scheduled meeting so
1:07:36 um that's there I know there has been
1:07:37 some discussion among members of the
1:07:39 council uh wishing to consider uh some
1:07:42 language that would be added uh to the
1:07:44 ordinance uh either uh to ensure that
1:07:47 King County indeed did uh pass such a
1:07:50 countywide ordinance or also otherwise
1:07:52 to deal with a future discussions with
1:07:54 the county to ensure that those
1:07:56 discussions were completed uh prior to
1:07:58 perhaps then repealing that ordinance so
1:08:01 um I think that's really up for the
1:08:03 council to discuss further this evening
1:08:05 uh Amendment certainly could be
1:08:08 added and City administrator Bob critz
1:08:10 we have a couple more questions lining
1:08:12 up but if the council does put the
1:08:15 ordinance into effect uh when does the
1:08:18 pro when does the 0.1% property tax
1:08:20 begin to get
1:08:21 collected uh the 0.1% sales tax would be
1:08:24 collected would be collected beginning
1:08:26 January 1st uh another factor to this uh
1:08:30 is that the state of Washington has uh
1:08:33 specific dates in the year uh where
1:08:35 governing bodies can adjust the sales
1:08:37 tax uh and that date is coming up I
1:08:40 believe in uh March 15th or March 16th
1:08:43 so that's another uh Factor not only for
1:08:45 this Council but also for the King
1:08:47 County Council that if they wish to
1:08:49 begin collecting the tax starting
1:08:51 January 1st with that deadline uh with
1:08:53 state of Washington is coming up thank
1:08:55 you and we have another question from
1:08:58 council member
1:08:59 Marts thank you Madame mayor this is
1:09:01 council member Marts so uh I'm still a
1:09:05 little murky um I we did receive uh an
1:09:09 email from King County council president
1:09:13 one of the challenges we have is all
1:09:14 this is happening so quickly on an on a
1:09:17 and any time of course anytime we ever
1:09:19 want to consider a tax uh we want to
1:09:21 measure twice and cut once
1:09:24 um uh Council King County council
1:09:26 president balduchi said in her
1:09:29 note uh I can I can guarantee that we
1:09:33 will not be taking a final vote on this
1:09:35 sales tax measure at our Council until
1:09:37 Tuesday October 13th so if more time
1:09:39 would help to get to a level of comfort
1:09:41 you can rely on the county to support
1:09:43 your project and make it happen if to
1:09:46 get to that point please know that you
1:09:47 can take a few days to a week and still
1:09:49 have time to vote before we do but I
1:09:51 don't think that's what I heard today on
1:09:55 timing I mean it sounds like what I
1:09:57 heard today was use it or lose it today
1:10:00 so I'm trying to understand County
1:10:02 council president Baluchi's comments to
1:10:06 us in that
1:10:08 context let let me take a stab and I'll
1:10:10 ask Mr Haney to help um in order for a
1:10:14 regular ordinance of the city of isqua
1:10:16 city council to be adopted uh there is a
1:10:19 requirement of 5 days uh for posting of
1:10:22 that ordinance before the uh ordinance
1:10:24 can become effective um there are other
1:10:27 ways to adopt ordinances both for the
1:10:29 city of isqua and for King County uh an
1:10:32 emergency uh could be uh used and so the
1:10:36 effective date becomes immediate I am
1:10:38 not sure what King County council's
1:10:41 plans are for their adoption um if they
1:10:44 are plan to use an existing emergency
1:10:47 they have a existing emergency regarding
1:10:50 homelessness that has been in place for
1:10:51 some time um they may be choosing to do
1:10:54 that uh but the action of the isqua city
1:10:58 council in adopting an ordinance does
1:11:00 not provide immediate effectiveness of
1:11:03 that ordinance it has to have that
1:11:04 five-day uh period so perhaps the
1:11:07 council uh King County council president
1:11:09 was unaware of that or was assuming that
1:11:12 the esot council was planning to use an
1:11:14 emergency in talking with the city
1:11:17 attorney uh we are not certain that an
1:11:20 emergency adoption of this type of
1:11:22 ordinance uh is appropriate um certainly
1:11:26 Mr Haney can speak further to that uh
1:11:28 but uh we would believe that a this
1:11:30 would need to be treated as a regular
1:11:32 ordinance and that five-day publication
1:11:35 requirement would still be
1:11:38 required Mr
1:11:40 Hy the city administrator is correct we
1:11:43 had some concerns about making this an
1:11:45 emergency uh and so in order to make it
1:11:49 effective prior to the 13th of uh
1:11:54 October today would be the last date for
1:11:57 you to actually act on it what the
1:12:00 county uh council president may be may
1:12:03 be indicating is that if they do not
1:12:05 make their ordinance an emergency on the
1:12:08 13th and their ordinance does not become
1:12:10 effective for some time thereafter you
1:12:13 may have chance a chance to do that but
1:12:15 there's no no understanding on our part
1:12:18 uh as to when they're going to make
1:12:20 their ordinance effective and when the
1:12:23 City administrator and I talked about it
1:12:26 uh there was some concern that the
1:12:27 county may make its ordinance effective
1:12:29 as an emergency given their emergency
1:12:31 declaration relating to homelessness so
1:12:35 that's why it's been brought forward in
1:12:36 the in the uh form that it
1:12:39 is maybe we should check in with Leo
1:12:42 Flur to see if he has any information on
1:12:45 that and then we have a question from
1:12:47 Deputy council president
1:12:52 hello uh thank you mayor Paulie uh just
1:12:54 very quickly uh I I do not uh uh have
1:12:58 any more advanced information the
1:13:00 ordinance and its current form before
1:13:02 the King County Council uh is not an
1:13:04 emergency ordinance uh and I do believe
1:13:07 that other cities I I I certainly will
1:13:09 not attempt to give legal advice uh here
1:13:12 uh other cities have been looking at
1:13:14 whether or not to enact uh an ordinance
1:13:16 under this Authority as an emergency and
1:13:18 also have been looking at notice
1:13:20 requirements and some have uh come up
1:13:22 with different interpret ations I have
1:13:24 no opinion or knowledge of which of
1:13:26 those is
1:13:27 correct does that help council member
1:13:30 Mars thank you it does okay uh let's go
1:13:34 to Deputy council president Ray uh thank
1:13:37 you mayor paully Chris Ray uh we've been
1:13:39 talking a lot about timing and so I need
1:13:41 some help in understanding the urgency
1:13:44 of this so if the King County Council
1:13:47 doesn't take action on the 13th as we
1:13:50 anticipate then there is a question in
1:13:53 this trust me um then uh we have time to
1:13:57 take action um so my my question really
1:14:00 is are we feeling we need to take
1:14:03 immediate action because we want to
1:14:05 ensure we have local control over this
1:14:07 1.1% funding um that's um authorized by
1:14:11 the by the house bill is that is that
1:14:14 the the driver we've got here because we
1:14:16 don't
1:14:17 know I'm just trying to wrap my brain
1:14:19 around the urgency and it seems to me
1:14:21 like we're we're we're we're moving
1:14:23 really fast because we want to have
1:14:24 local control over the dollars um the
1:14:26 tax revenue is that is that a fair
1:14:28 assumption I'm
1:14:30 making uh this is the mayor I would say
1:14:33 yes and I think there's a Counterpoint
1:14:35 to that question as well um there's a
1:14:37 reason that the county is going out and
1:14:40 talking to cities and trying to have a
1:14:42 regional approach and I think Leo could
1:14:45 probably address it and it is that the
1:14:47 plan that the county presents assumes
1:14:50 that they can use this funding to
1:14:52 Leverage $400 million to complete the
1:14:55 plan that they've presented and for all
1:14:58 those that pull out and do something on
1:15:00 their own the ability of the county to
1:15:03 execute on their plan begins to diminish
1:15:06 and so um maybe we should go to council
1:15:10 member hall or D Michelle or Mark who
1:15:12 were the three that were proposing it
1:15:14 they can provide some commentary on that
1:15:16 and then I think we should go to King
1:15:17 County to talk about the impacts of
1:15:19 cities pulling out and taking it
1:15:22 themselves so uh who would like to
1:15:27 start council member D
1:15:29 Michelle um I would be happy to start
1:15:33 but I'm wondering if we should put the
1:15:34 motion on the table first and then start
1:15:38 comments I think I don't think Chris is
1:15:41 commenting I think he's asking a
1:15:42 question oh okay then yeah no this
1:15:45 definitely just I'm just curious what
1:15:47 the driver is
1:15:52 yeah uh uh I can explain why I was uh
1:15:56 supportive of putting this on the
1:15:57 discussion tonight um and if you'll
1:16:01 indulge me I it may be a kind of
1:16:04 Meandering but I will come to the point
1:16:07 um it has historically been that isqua
1:16:12 pays uh Human Service taxes to the state
1:16:16 and to the
1:16:17 county um and we don't often get that
1:16:21 full amount of money that we pay back
1:16:24 and uh there are reasons for that we're
1:16:26 a small City we're also perceived as
1:16:29 being uh affluent uh City where there
1:16:32 may not be any poverty which of course
1:16:34 we all know that that's not the case and
1:16:38 um so what does that mean for the people
1:16:41 in our community who are poor and who
1:16:43 are from marginalized communities what
1:16:46 it often means is that if they're going
1:16:48 to try and access Human
1:16:50 Services um they need to travel and they
1:16:53 either travel to Seattle or in uh my
1:16:57 experience because I was on the board at
1:16:58 the together Center in Redmond they
1:17:01 traveled 20 miles to Redmond to access
1:17:03 Services there um we don't have a lot of
1:17:07 uh a lot of services we have more now
1:17:09 than we used to but um in relation to
1:17:13 the taxes that we paid over the years we
1:17:15 don't have a lot and so what this means
1:17:17 for people in our community who are poor
1:17:19 or marginalized uh they um may be worse
1:17:23 off in some ways than they would be if
1:17:26 they were living in Seattle or in South
1:17:29 County um and um so this when I heard
1:17:36 about this particular
1:17:38 proposal um it certainly spoke to the
1:17:41 desire to have to exert more
1:17:44 control uh to make sure that the taxes
1:17:47 we pay here in Isa are going to actually
1:17:50 be used to benefit those in squa who
1:17:53 need them um and I think that it's
1:17:57 important to remember that um exerting
1:18:02 that control means that we will at some
1:18:04 point have a public process we will at
1:18:07 some time have a deliberation we can
1:18:10 decide at that point that we want to
1:18:12 spend the money locally we could also
1:18:14 decide that we want to spend it
1:18:17 regionally if we think it would benefit
1:18:20 community um and uh it puts us more in
1:18:24 the driver's seat uh whereas we have
1:18:27 often been in the in the situation of
1:18:31 putting in taxes and then having very
1:18:33 very little control over how they are
1:18:35 spent and seeing that often they don't
1:18:38 come back here to help the people in our
1:18:40 community and we do have people in our
1:18:42 community who are in need and really
1:18:45 could benefit from having a more robust
1:18:48 Human Service presence in the isqua area
1:18:51 so that's the reason I was very happy to
1:18:55 support putting this on the agenda for
1:18:57 discussion so um so sorry council member
1:19:00 Ray that was a very long Meandering
1:19:02 answer but yes it comes down to control
1:19:05 uh I um I would like to see us insert
1:19:08 more control over where those dollars
1:19:19 going mayor you're
1:19:21 muted
1:19:25 thanks um so thank you for that council
1:19:28 member D Michelle I think that captures
1:19:30 the motivation of at the there were
1:19:34 three council members who asked that
1:19:36 this also come to this meeting this
1:19:37 evening um if the two other council
1:19:39 members would like to supplement that
1:19:41 with any different information that
1:19:42 would be fine but I do want to be
1:19:44 careful that we're not ending up into a
1:19:46 debate at this point in time until a
1:19:47 motion is made and I also would like
1:19:49 King County director Flor to talk about
1:19:53 the impact to the county proposal if
1:19:55 cities were to um take the tax
1:19:58 themselves so council member Marts I
1:20:00 think you add something you wanted to
1:20:02 add thank you Madame mayor this is
1:20:04 council member Mars I just wanted to add
1:20:05 that one of the reasons that I thought
1:20:08 isqua should have this conversation
1:20:10 today was this 30% that um the mayor and
1:20:14 City administrator Bitz both referred to
1:20:17 um there's a provision for cities over
1:20:19 60,000 people um and of course we're
1:20:22 just in that uncomfortable spot we're a
1:20:24 little bit too small we're a big enough
1:20:26 City that we have these serious Human
1:20:28 Service needs but we're not big enough
1:20:29 to meet that 30% engine um so it just
1:20:33 leaves us in a very weird position um so
1:20:37 that's why I wanted to bring this it's
1:20:38 one of the main reasons why I wanted to
1:20:40 bring this issue forward thank you thank
1:20:42 you council member Hall did you want to
1:20:43 add anything to that sure mayor paully
1:20:46 this is council member Hall just to say
1:20:48 that um it was really important to me
1:20:52 that we in the the very least have a
1:20:53 discussion about if this is something
1:20:55 worth exploring at at city level um even
1:20:59 at the point where we suggested that
1:21:02 this be on um the agenda for today's
1:21:06 meeting I had no idea where I would land
1:21:08 and I just was very interested in what
1:21:12 us as a council would think about moving
1:21:14 forward because it was so um the time is
1:21:18 the time crunch is so shortened here so
1:21:21 I hope that helped a little bit includ
1:21:23 including the comments made by council
1:21:25 member D Michelle and Mars it does help
1:21:27 thanks and I wonder director Flor if you
1:21:31 would be able to provide some
1:21:32 information on the County's proposal um
1:21:35 it obviously assumed that all cities in
1:21:38 the county would contribute different we
1:21:40 happen to be a city that is blessed with
1:21:42 a high sales tax which is awesome but a
1:21:45 smaller population and how do these
1:21:48 decisions impact the County's
1:21:51 proposal uh thank you Madame mayor uh so
1:21:54 the uh overall impetus for the uh way
1:21:59 that the executive has made this
1:22:01 proposal uh really stems back to you
1:22:03 know really a directive of his uh to me
1:22:07 which is what is the thing that we can
1:22:09 do that gets thousands of people out of
1:22:14 tents off of streets and into homes
1:22:18 using what we have learned from the co
1:22:20 emergency where we've learned quite a
1:22:21 bit about what were and what doesn't uh
1:22:24 and so in looking at this uh the
1:22:26 underlying State Statute does allow up
1:22:29 to half of the proceeds of the sales tax
1:22:31 to be used for costs associated with
1:22:33 bonding but no more than half uh and so
1:22:36 when we uh came back with a proposal to
1:22:39 the executive uh the 2,000 persons

1:22:44 really ties to a 400 million doll
1:22:47 ability to bond next year and so uh uh
1:22:51 we believe uh that using uh just less
1:22:54 than than half of the sales tax proceeds
1:22:56 as they are currently projected uh and
1:22:59 we do see as we have seen with the mid
1:23:01 which is another sales tax that sales
1:23:03 tax is sensitive to the economy and
1:23:04 fluctuates and can fluctuate very
1:23:06 quickly uh that and and often down
1:23:10 although rarely much higher than we
1:23:11 project uh that uh we could bond for
1:23:15 $400 million uh be able to go out and
1:23:18 immediately secure single room settings
1:23:20 which is really important um what we
1:23:22 have seen in the co emergency is that uh
1:23:25 shelter the way that we have
1:23:26 traditionally done it in the community
1:23:28 ended up being exactly the type of uh
1:23:30 setting in which disease spread quickly
1:23:33 um we also I think are seeing that it
1:23:35 was never really a great strategy to get
1:23:37 people into housing although it plays a
1:23:39 critical role sometimes in keeping
1:23:40 people alive uh and so uh 2,000 people
1:23:45 uh or 2,000 units single room settings
1:23:47 um plus the ability to provide
1:23:49 sufficient on on-site services to those
1:23:52 people uh and then to to do that in a
1:23:55 way where we were able to move folks
1:23:56 into facilities uh quickly uh as opposed
1:23:59 to years uh we believe that we can move
1:24:01 forward on this strategy in months uh
1:24:03 and we were able to prove that uh I
1:24:06 think with the uh covid hotels and some
1:24:08 other cities this is a different type of
1:24:10 Hotel use than is in issaqua but in
1:24:12 those cases we were able to get hundreds
1:24:14 of people uh off of streets or out of
1:24:16 shelters uh in days uh after signing
1:24:19 leases and so that's the the motivation
1:24:22 I think to to as cities were if cities
1:24:25 were to to reduce the overall
1:24:27 collections that are available to the
1:24:28 county uh it drives down uh at some
1:24:31 point it would begin to drive down the
1:24:33 ability to bond against Revenue uh and
1:24:35 then the other impact it would have is
1:24:37 the uh reduced number of amount of
1:24:40 funding that's available for the
1:24:42 services uh that are available I don't
1:24:44 want to uh over represent and I think
1:24:47 credibility is really important in this
1:24:49 conversation um I think uh I I am not
1:24:52 here to pretend that uh you know uh one
1:24:55 city uh makes the entire effort uh
1:24:58 crumble I think the executive uh is
1:25:00 clearly uh focused on this and and we
1:25:02 will be able you know we will move
1:25:04 forward no matter what and uh all of the
1:25:07 resources matter even if we house 2,000
1:25:09 people who are experiencing chronic
1:25:11 homelessness uh we will have more than
1:25:13 2,000 uh who remain unhoused chronically
1:25:17 uh out of 12,000 people across the
1:25:19 county that we estimate on any given
1:25:21 night are homeless uh and we have every
1:25:23 reason to believe in King County that
1:25:26 homelessness is about to get worse not
1:25:28 better uh we have an economy and we have
1:25:31 a pandemic uh that we know are once in a
1:25:33 century events uh the amount of
1:25:36 evictions that are sort of being held
1:25:38 back by a moratorium right now we
1:25:40 believe that it's more than $180 million
1:25:42 of unpaid rent that was calculated about
1:25:44 two months ago uh and we uh see nothing
1:25:48 uh in the cards right now that is going
1:25:50 to fundamentally relieve that problem
1:25:53 and as as soon as these moratoriums are
1:25:54 done we expect that we're going to have
1:25:56 more folks that we're going to need to
1:25:57 be able to find housing not less and so
1:26:00 the scale and the immed immediacy from
1:26:02 the executives perspective uh were
1:26:05 really
1:26:06 important uh thank you that helps also
1:26:09 Mr Flur our director Flur I wonder um
1:26:12 from the conversation this morning with
1:26:14 the King County Executive there are at
1:26:17 least one other City similar to the city
1:26:20 of isqua where we
1:26:23 raise a significant amount of sales tax
1:26:25 um but we have populations under $60,000
1:26:29 and there was um comments made by the
1:26:32 executive this morning that that doesn't
1:26:35 mean that the county cannot commit to a
1:26:38 particular project or particular funding
1:26:41 in the city even though we don't hit
1:26:43 that threshold um could you talk a
1:26:45 little bit more about that
1:26:48 commitment uh yes madame mayor so the uh
1:26:52 underlying statute and then again a
1:26:54 language that's echoed in the county
1:26:56 proposal is that uh the county must plan
1:26:59 and plan is the verb to spend with any
1:27:01 City whose population exceeds 60,000 at
1:27:03 least 30% of the proceeds that are
1:27:06 attributable to that jurisdiction so it
1:27:08 is not an exclusive uh function in the
1:27:11 uh statute or the ordinance it is that
1:27:14 we must plan uh and so the executive is
1:27:17 right on that uh we not only can but I
1:27:21 think uh intend to expend funds uh
1:27:25 across the county and in fact one of the
1:27:27 things that we really see is that uh
1:27:29 with resources uh such as this sometimes
1:27:32 actually the problem is being able to
1:27:34 expend uh resources as opposed to to uh
1:27:38 cities fighting over access to the
1:27:40 resources um it is one of the just to
1:27:44 point it out uh I think isqua's
1:27:46 leadership in the isolation and
1:27:48 quarantine is really uh uh relevant uh
1:27:51 from the Cy's perspect perspective in
1:27:52 that way uh that not all cities uh would
1:27:55 like uh to have within their uh bounds
1:27:59 certain types of facilities um cities
1:28:01 get to make uh those decisions um and uh
1:28:05 I think we are going to be seeking
1:28:07 Partners who are eager uh to to be able
1:28:10 to provide services for folks
1:28:11 experiencing homelessness and folks
1:28:13 experiencing chronic homelessness and
1:28:15 that has been the pattern in previous
1:28:16 funding sources and I expect it will at
1:28:19 least be a subject of conversation with
1:28:20 this one thank you I am not seeing any
1:28:24 other questions in the Box I'm assuming
1:28:27 that somebody is prepared to make a

1:28:43 motion to adopt ordinance number
1:28:48 2922 imposing an additional sales and
1:28:50 use tax of one tenth of 1% for housing
1:28:54 and related Services as authorized by
1:29:20 82.14%

1:29:30 going to uh go to comments and
1:29:34 discussion um I'm first going to go to
1:29:37 the motion maker council member hall and
1:29:39 then I see council member Goodman has
1:29:42 asked to speak next council member
1:29:45 Hall sure thanks M paully this is uh
1:29:48 council member Zach Hall um I'll just
1:29:51 start by saying um I spent much of the
1:29:56 weekend and even the hours leading up to
1:29:58 this meeting uh connecting with just
1:30:01 over 20 uh community members in isqua I
1:30:04 do not take an ordinance like this
1:30:06 lightly and I wanted to make sure to
1:30:08 connect with as many people that I
1:30:10 consider Community leaders from GE
1:30:12 geographically diverse neighborhoods
1:30:14 across um isqua before um coming into
1:30:18 the meeting tonight
1:30:26 was I am comfortable making the motion
1:30:28 tonight and voting in favor of um this
1:30:33 ordinance because I heard from most
1:30:37 community members that I talked to that
1:30:39 if the County's planning to move forward
1:30:41 with the sales tax increase isqua
1:30:43 issaqua should follow suit retain
1:30:45 control those local dollars and use
1:30:47 those dollars to support our own
1:30:49 community's affordable housing and
1:30:50 Behavioral Health needs and many
1:30:52 community members that I talked to also
1:30:54 said that down the line that can be
1:30:56 changed um I spoke with uh someone that
1:30:59 um I value their advice very much
1:31:01 earlier today who said that if something
1:31:04 can be changed with an ordinance it can
1:31:05 be changed again with an ordinance later
1:31:08 um and I think that speaks to me in this
1:31:10 moment right now and um those are the
1:31:14 reasons why I made the motion tonight

1:31:38 amendment that I would like to make but
1:31:40 I want to ask if council member Goodman

1:31:53 your is but it might change my comments
1:31:57 but I suppose you can make your
1:31:58 Amendment and then I can make my
1:31:59 comments okay well I've put it up um it
1:32:02 basically appends uh to the end of the
1:32:07 motion uh an addendum that says uh but
1:32:10 repealing the sales and use tax if a a
1:32:13 memorandum of understanding covering at
1:32:14 least two million of isqua Transit
1:32:16 oriented development project tenant
1:32:18 improvements is signed with King County
1:32:20 or B if King County does not enact a
1:32:22 countywide one10 of 1% housing and
1:32:25 related Services tax in
1:32:28 2020 is there a

1:32:47 believe uh and this is a weird evening
1:32:51 and anybody help me if I'm wrong but I
1:32:54 believe this addresses the some of the
1:32:57 fundamental issues I'm hearing this
1:32:59 evening um this would do a couple of
1:33:01 things um it would give the county some
1:33:05 time to uh arrange a plan with us um but
1:33:10 would but would very quickly allow them
1:33:14 to plan on the additional Revenue that
1:33:16 they would receive from us um it would
1:33:20 um potentially funds uh an important
1:33:23 project that I believe uh hued to the
1:33:26 goals of um both the original State uh
1:33:30 both the original bill that went through
1:33:32 the legislature and what the County's
1:33:33 trying to do um and then it would also
1:33:36 for the residents of isqua um I want to
1:33:39 be very careful with the new tax and so
1:33:41 if um you know we're we're doing this
1:33:44 quickly because we think that um this is
1:33:47 going to happen and if it were to not
1:33:49 happen it would give some um comfort to
1:33:52 folks in isqua that this isn't something
1:33:54 that we would wind up sort of uh holding
1:33:57 the bag
1:33:59 on thank you and before we move on to um
1:34:05 council member Hall I'm going to go to
1:34:06 City attorney who has a comment I hope
1:34:08 it's a good comment and not telling us
1:34:11 that we're way out of our lane but we'll
1:34:13 see Mr
1:34:17 Haney no I I think uh council member
1:34:20 Mars uh and the council are not way out
1:34:22 of your lane but um I would suggest that
1:34:26 in order to make uh council member
1:34:29 martz's uh motion effective that you may
1:34:32 wish to amend the effective date Clause
1:34:35 of the ordinance uh and I can suggest
1:34:38 some language for that if you give me
1:34:41 just a moment to type it out in the chat
1:34:43 box so that would be great while you're
1:34:46 doing that um um before we get to that
1:34:49 amend Amendment to the amendment I'm
1:34:51 just going to see if we can get some
1:34:53 additional conversation going first so

1:35:08 think that the amendment to the motion
1:35:11 um Falls in line with a lot of the
1:35:12 comments and concerns that I heard from
1:35:14 community members over the week thank
1:35:16 you very much and council member Walsh

1:35:25 the it's not that late I shouldn't be
1:35:28 fumbling my words yet uh so if I'm
1:35:33 reading this amendment right and the
1:35:36 calculation the estimate for our
1:35:39 potential income off of .1% sales tax
1:35:42 would be $1.7 million per
1:35:45 year then doesn't this amendment just
1:35:49 basically mean that rather than getting
1:35:51 $1.7 million per year we would only be
1:35:54 getting $2 million at a minimum for a
1:35:58 one-time
1:35:59 project that doesn't rock for me but is
1:36:05 that what that
1:36:06 means I think what it does this is the
1:36:08 mayor speaking I think what um council
1:36:11 member Marts is trying to do is to put a
1:36:14 bookmark on a project that's already in
1:36:16 progress and saying if it's a qualifier
1:36:19 under the county plan it should get
1:36:21 funding and we'd like an assurance of
1:36:24 that but the county uh wide funds
1:36:27 collected and the coordination with Arch
1:36:30 and other housing authorities doesn't
1:36:32 mean we're not getting anything out
1:36:34 anything else it just means we haven't
1:36:36 called out anything else

1:37:11 council member Walsh's question then um
1:37:15 my understanding is when the county
1:37:17 imposes this tax there is no end date to
1:37:20 it is that
1:37:23 correct did administrator Bob
1:37:26 quitz yes my understanding is that there
1:37:29 is no uh Sunset date in the ordinance
1:37:32 that the county is considering so that
1:37:34 would would continue until such time
1:37:36 that King County would uh Council would
1:37:38 repeal it I also would imagine the
1:37:40 Washington State Legislature might be
1:37:42 able to pass legislation but no there's
1:37:44 no there's no end dat contemplated at
1:37:49 point deputy councel president R so I
1:37:53 think this is a comment might be a
1:37:54 question not really quite sure what it
1:37:56 is um the way I read this amendment or I
1:37:59 understand the intent of this amendment
1:38:01 is we're going to give up local control
1:38:03 but um in exchange we we want a g or
1:38:08 some assurances that we will have the
1:38:10 funding that um we could have gotten if
1:38:13 we had moved forward this to help fund
1:38:15 the transit oriented development project
1:38:18 but in the long term um this is to
1:38:20 council members D Michelle and Walsh um
1:38:23 this would not provide that local
1:38:25 control it's council member Mart is that
1:38:28 a u kind of what your intent was in this
1:38:33 or am I missing
1:38:35 something um I would say thank thank you
1:38:39 for the opportunity to answer that
1:38:40 question um Deputy council president uh
1:38:44 I I would say it's more as the mayor
1:38:47 stated it's I would have an expectation
1:38:50 that we would have a proportional
1:38:52 engagement with all the other cities in
1:38:55 King County um down the road as things
1:38:58 move forward but because we had a
1:39:00 project that has been simmering for five
1:39:02 years um I you know it's uh I want to
1:39:06 see that squared away I think that this
1:39:09 sales tax draws from a much larger
1:39:12 portion of King County than just the
1:39:14 city of isqua so um while we could
1:39:18 perhaps um keep all of it um I think our
1:39:22 history as a as a city shows that you
1:39:25 know in terms of Engagement with Arch
1:39:28 and in uh our adoption of the covid
1:39:31 shelter and our support for YWCA and our
1:39:35 ongoing and regular support for 10
1:39:37 cities I think we have been part of
1:39:39 regional Solutions and
1:39:42 uh you know if it's the will of this
1:39:44 body to to keep all that money I
1:39:48 understand it but I really um was trying
1:39:51 to support what the county is trying to
1:39:53 do while still honor a project that has
1:39:56 been gestating for a
1:40:00 while Deputy council president ra is and
1:40:02 answer your
1:40:04 question uh yeah can I make a just a
1:40:07 follow on
1:40:09 comment sure um I I I think this is
1:40:14 really effective because even though if
1:40:17 we were to do the 1% and would take the
1:40:20 one .7 million a year there's also a
1:40:23 requirement for some infrastructure to
1:40:25 administer that and one of the
1:40:28 opportunities for or advantages of um
1:40:32 having the county administer the entire
1:40:34 um bucket of money is the there's
1:40:37 economies of scale and so there will be
1:40:38 more dollars available for Direct
1:40:40 Services because there'll be less money
1:40:42 spent individually on um administering
1:40:45 the programs and so from my perspective
1:40:47 this this amendment goes a long ways to
1:40:50 to really driving some
1:40:54 important um initiatives here at the
1:40:56 city and at the same time gives the
1:40:58 county some control or um the economies
1:41:02 of scale and also helps us address these
1:41:05 problems regionally which is where I
1:41:06 kind of believe they they belong so I I
1:41:10 think this this makes good sense to
1:41:12 me thank you Deputy council president
1:41:15 Ray I believe next up is council
1:41:17 president
1:41:19 hunt thank you council president hunt on
1:41:22 the amendment I think this um does
1:41:25 fundamentally change the outcome of um
1:41:30 the original motion because I think from
1:41:33 my reading um from both the comments
1:41:35 that were made by Mr FL earlier as well
1:41:37 as my reading of the email that we
1:41:40 received by Council chair beluchi I
1:41:42 think that um she indicated that it is a
1:41:46 very strong commitment by the council
1:41:48 that they have already um earmarked $10
1:41:51 million for the transit oriented
1:41:52 development and indicating support of
1:41:55 this project by the county so I think
1:41:57 that it's very likely that um there is
1:42:00 that support and that this if the um
1:42:03 sales tax were to be implemented that
1:42:06 that project would be eligible based on
1:42:08 all the information presented this
1:42:09 evening and also that there support for
1:42:11 this as a very important Regional um
1:42:15 resource so I I think that um the appeal
1:42:21 part of the amendment is very likely to
1:42:23 happen um and also since I think that a
1:42:27 regional approach to homelessness and to
1:42:29 affordable housing makes a lot of sense
1:42:32 I I do believe that um plans at the
1:42:35 regional level for those
1:42:37 issues is appropriate so I am in support
1:42:41 of the amendment and I also appreciate
1:42:44 both the Amendments and the motion um
1:42:46 being brought forward it was very short
1:42:48 timing but I think it's been explained
1:42:49 this evening that for us to consider it
1:42:52 at all we really with any chance of
1:42:54 taking action we really had to had to um
1:42:57 act quickly and so that was the that was
1:43:00 the very reasonable reason for why this
1:43:02 was brought forward as quickly as it
1:43:04 was thank you council president hunt um
1:43:07 I am seeing an additional question but
1:43:10 before we move on I wonder if the clerk
1:43:13 could read the proposed edit to the
1:43:16 motion so that those people watching can
1:43:20 see it because not everybody can read
1:43:21 our chat box so city clerk could you
1:43:24 read uh what Mr Haney has proposed and
1:43:27 see if we get our mover and seconder to
1:43:32 agree yes the proposed um or potential
1:43:36 proposed amendment to the amendment
1:43:37 would be to add to the effective date
1:43:39 Clause this ordinance and the sales and
1:43:41 use tax imposed herein shall be
1:43:43 automatic repealed if a a memorandum of
1:43:46 understanding providing at least $2

1:46:03 we would repeal this it seems to me that
1:46:06 we would
1:46:09 would um we wouldn't want to repeal this
1:46:11 if they're not enacting a countywide tax
1:46:15 I mean we want somebody to to be
1:46:18 enacting the tax I think
1:46:21 am I am I misreading this or no you're
1:46:24 reading it correctly that is a really
1:46:25 great question this is the mayor what it
1:46:28 allows you to do is to enact it at a
1:46:30 later date when you've had a chance to
1:46:32 go out to the community and talk about
1:46:36 what your plan is for doing it and then
1:46:39 having a vote so you don't lose the
1:46:40 right to enact it but it gives you time
1:46:43 it gives you time to kind of run the
1:46:45 process that you typically run instead
1:46:47 of what we're doing tonight which feels
1:46:49 really really quick got it you still
1:46:51 retain the rights thank you for the
1:46:54 clarification no worries and we will go

1:47:07 that I do think it's it would be a
1:47:10 fundamentally different conversation we
1:47:12 would be having if we were not so
1:47:15 strongly considering the very near in
1:47:18 the very near future that the King
1:47:19 County Council is very like to enact
1:47:21 this tax so um this is really responding
1:47:24 to that deadline and it's um it's
1:47:29 presupposing that they will make a
1:47:30 decision in within a couple weeks so I
1:47:33 think um I my comments would be very
1:47:36 different if we were all of a sudden
1:47:38 considering on for one evening um
1:47:40 imposing a sales tax without having had
1:47:43 any um priv previous discussion with the
1:47:46 community or anything else about it I
1:47:48 think that's that's important
1:47:51 context and we have a question from
1:47:53 council member
1:47:56 Goodman thank you um council member
1:47:59 Goodman here um can um perhaps um Mr FL
1:48:03 or somebody else remind
1:48:05 me um what the
1:48:08 County's um commitment is currently um
1:48:14 if the city were not to enact this tax
1:48:19 uh what the Count's commitment would be
1:48:21 to isqua to help with the deficit that
1:48:24 we have for the opportunity
1:48:28 Center if city does not take
1:48:31 control
1:48:42 of uh uh please let me know if you would
1:48:45 not like me to speak right now but I can
1:48:47 um council member Goodman um uh I I am
1:48:50 not uh uh here or or able to you know
1:48:54 definitively State on behalf of the
1:48:55 county that we will do a thing uh I
1:48:58 would certainly defer to uh the council
1:49:01 member Bal DUI's communication earlier
1:49:04 uh to members of the council uh and then
1:49:07 to again state that as a general matter
1:49:10 this uh one looks eligible um two can
1:49:14 County does have other funding sources
1:49:15 that are available to us uh for which
1:49:18 this would be an eligible expense uh and
1:49:20 three uh I think we are are are eager
1:49:23 and enthusiastic about partnership with
1:49:25 cities uh in uh your region of the
1:49:28 county um where we do see that there is
1:49:31 significant need as council member D
1:49:32 Michelle mentioned earlier um and we
1:49:35 don't yet see the same density of
1:49:37 support for those types of services as
1:49:39 we see uh in other regions of the County
1:49:42 so I will not overstate my ability to uh
1:49:45 my inability to commit uh the county um

1:53:11 unbelievably committed to the Tod
1:53:13 project what we heard from um uh Council
1:53:17 King County Council chair um Claudia
1:53:19 balduchi is that um of course she she
1:53:22 can't guarantee anything but very
1:53:24 confident we can get to a place we were
1:53:26 able to use County 1590 sales tax
1:53:29 revenue to fill the $2 million gap for
1:53:31 the tenant improvements in your project
1:53:33 she will fight for that I feel very good
1:53:35 that it will be supported and well
1:53:36 received by my colleagues on the County
1:53:38 Council um and also we heard that um uh
1:53:43 the county has Partnerships with the
1:53:44 cities in this region um where they see
1:53:47 there is a need um and enthusiastic
1:53:51 about um those
1:53:53 needs and I um appreciate the amendment
1:53:57 but um I'm not going to support this
1:53:59 tonight and I'm going to say why I I do
1:54:03 think that all we have to do is work
1:54:05 with the county um for the help with the
1:54:07 deficit I think all indications are
1:54:09 there um keeping in mind that this is
1:54:11 not an approved project although we've
1:54:13 been working at it it's not an approved
1:54:15 project um it's a proposed project at
1:54:18 this point and I have to say that I
1:54:24 am very very concerned um about voting
1:54:28 to impose a new tax with one weekend's
1:54:32 notice to the public with um zero
1:54:36 opportunity for the public to learn
1:54:37 about the relevant and meaningful
1:54:39 details I think we started off with a
1:54:41 comment tonight from the administration
1:54:44 that somehow this has been out there for
1:54:45 a week or two um I don't know where it's
1:54:47 been out there but the first time it
1:54:49 landed in my mailbox was um I believe it
1:54:52 was Friday maybe it was
1:54:54 Thursday but in any event the agenda
1:54:56 didn't come out till Friday um so again
1:54:59 zero opportunity for the public to learn
1:55:01 the relevant and meaningful details and
1:55:03 to weigh in in any kind of meaningful
1:55:06 way um again a new tax that would dilute
1:55:09 a collection by King County um that
1:55:12 would be spent on Regional issues that
1:55:14 should be supported with regional
1:55:16 dollars and I think that um a vote here
1:55:18 will come back to invite us in our rear
1:55:21 when we want to go out to our local
1:55:22 folks here in the future and ask if they
1:55:25 would tax themselves for transportation
1:55:27 projects um reminding all of us here
1:55:31 that the number one priority in our city
1:55:33 for 25 years is
1:55:36 transportation um also we are in the
1:55:38 middle of a pandemic and we with us
1:55:40 talking nearly every meeting for seven
1:55:43 months now about the financial hardships
1:55:45 that people are facing and I don't
1:55:47 really know what we're doing here
1:55:49 talking about new tax we have been
1:55:50 urging other agencies to lower their
1:55:52 fees and even tonight we mentioned
1:55:54 Cascade water Alliance and our City's
1:55:56 concerns about that agency raising their
1:55:59 existing rates yet we would seriously
1:56:01 consider imposing a new tax I really
1:56:04 think this is a terrible
1:56:05 process um and I guess I should correct
1:56:08 myself because I don't see that there is
1:56:10 any process so if King County Council
1:56:12 wants to impose a regional tax for
1:56:14 regional solutions to Regional problems
1:56:17 um then I think that that's great I
1:56:19 think it's great that they can use that
1:56:20 money to house um 2,000 houseless
1:56:25 people but taking that for ourselves um
1:56:30 not um I don't think that bodess well
1:56:33 for us um it means we're not a regional
1:56:35 partner um I don't think that helps our
1:56:37 relationship with King County so I won't
1:56:40 support this um and quite frankly I
1:56:44 again think this is terrible
1:56:46 government's model that we would come
1:56:47 out on a Friday and impose a new tax on
1:56:50 a Monday I really don't care what the
1:56:51 circumstances are um it's a little
1:56:53 shocking to me so I'm going to vote
1:56:56 no thank you council member Goodman I'm
1:56:59 looking for additional comments from any
1:57:01 other council members before we proceed
1:57:03 to the
1:57:07 vote and they are showing up council
1:57:10 president
1:57:14 hunt thank you this is council president
1:57:16 hunt one of my big concerns
1:57:20 um going into this which I still have is
1:57:23 that sales tax is a regressive tax it's
1:57:27 actually acknowledged in the um in our
1:57:30 packet materials in the health through
1:57:31 housing um documentation it says
1:57:34 attempts at more Progressive Revenue
1:57:36 sources have failed leaving the sales
1:57:39 tax as the only available tool um I do
1:57:43 fundamentally have a issue with using a
1:57:45 regressive tax which we would expect to
1:57:48 hurt um lower income people more um than
1:57:54 um than a more Progressive source of
1:57:56 Revenue um for this affordable housing
1:57:59 and for homelessness um so that's a
1:58:01 that's a fundamental issue I have with
1:58:04 the um with the tax itself I I um do
1:58:10 understand why this was brought forward
1:58:11 today with the rush I think that it was
1:58:13 a very very unique circumstance that the
1:58:16 way that this bill from the state H um
1:58:19 house has been crafted is that you have
1:58:22 a period of time where the county could
1:58:24 have imposed this and then you have a
1:58:25 period of time in which the cities or
1:58:27 the county could as well as the 30% um
1:58:30 Revenue going back to cities above
1:58:32 60,000 I mean it's very it's it's a very
1:58:34 complicated issue and this really was
1:58:36 the only time I as far as I can tell
1:58:39 that we could have considered it while
1:58:42 having the opportunity to take action so
1:58:43 I completely understand why it was
1:58:45 brought forward um and I I agree that it
1:58:49 would have been much better to have more
1:58:51 opportunity to consider it um for
1:58:53 ourselves as well as for the public but
1:58:55 at the same time I just don't see how
1:58:56 that would have been possible so again I
1:58:58 understand the the timing um I am
1:59:00 concerned about being a regressive tax I
1:59:02 also think that the regional model Works
1:59:06 um well many of the people that um are
1:59:09 experiencing homelessness it's a it's a
1:59:11 regional issue so we often um see that
1:59:14 we are referring people to other
1:59:16 services in other cities for instance
1:59:18 that we don't have those services within
1:59:20 isqua so working together I think serves
1:59:23 our community better actually in this in
1:59:26 this way in a number of areas um as I
1:59:28 said I think the amendment fundamentally
1:59:30 changes the the motion's outcome the
1:59:33 main motion because I based on the email
1:59:35 that I received I really think that um
1:59:39 the county is supportive of the to
1:59:41 project in particular and I think they
1:59:43 will commit to that um and they will
1:59:46 commit to helping us make that happen

2:00:00 council member Hall um I'm still steing
2:00:03 a um some comments so I might actually
2:00:06 um enter the chat again after this but I
2:00:10 did want to point out that the state
2:00:14 legislature um in their wisdom created a
2:00:18 bill by which they wanted to give a tool
2:00:21 to both counties and cities to help
2:00:25 support affordable housing and
2:00:26 Behavioral Health needs so I don't feel
2:00:28 in any way that we're taking any dollars
2:00:30 away from anyone um I also do agree um
2:00:35 with most everything that's been said
2:00:37 this evening we are certainly between a
2:00:39 rock and a hard place and at the end of
2:00:41 the day in my mind um this tax increase
2:00:47 is happening whether we want it to or
2:00:49 so in my mind as um a public servant and
2:00:54 after conversations with the community
2:00:56 over the weekend I believe that it's in
2:00:57 the best interest of isal to to um
2:01:01 ensure that the um transportation
2:01:04 oriented or Transit oriented development
2:01:06 project are the project that is in the
2:01:08 works here in isqua gets fully realized
2:01:12 and um I feel really passionate about
2:01:14 that so those are my comments for
2:01:28 another dollar I'm up to$ three council

2:01:38 um so I totally agree that the sales tax
2:01:42 is regressive it's a terrible tax we
2:01:45 have an awful tax system in Washington
2:01:47 state those statements are true but
2:01:51 whether or not we vote for this tonight
2:01:53 it's going to get imposed
2:01:56 anyway um I think that imposing a new
2:01:59 tax in the middle of a pandemic is a
2:02:02 terrible idea but whether or not we vote
2:02:05 tonight it's going to get imposed anyway
2:02:08 so the issue is not whether or we're
2:02:11 whether or not we're going to have a new
2:02:13 tax or a sales tax it's whether or not
2:02:15 we get to control the outcome of those
2:02:18 taxes that that's the issue in front of
2:02:20 us and as for being a good uh Regional
2:02:23 partner I want you to look and see
2:02:26 what's happened just because we put this
2:02:28 on the agenda um we put it on the agenda
2:02:31 and we have the executive and we have
2:02:33 the King County council president and we
2:02:36 have Mr FL here discussing with us uh
2:02:40 sometimes you need to kick up a little
2:02:42 bit of best to get the attention and
2:02:45 that's what we've done and I think that
2:02:47 we need to follow through for the people
2:02:50 in our community who need uh us to stand
2:02:53 up for them and exert this control we
2:02:56 can still decide to be a regional
2:02:59 partner all the difference is that we
2:03:02 are going to uh make that decision
2:03:05 ourselves in a timely way we've got
2:03:08 several months to make this decision we
2:03:10 can do the public process that wouldn't
2:03:13 have happened anyway because the C Ken
2:03:16 County Council didn't do an Outreach to
2:03:18 our citizens
2:03:19 so the fact that we haven't done a
2:03:21 public process that's what we can do
2:03:23 between now and December the 31st I'm
2:03:26 going to vote for this um because I
2:03:28 think this is the best thing we can do
2:03:30 for the citizens of isqua thank
2:03:33 you thank
2:03:35 you uh council member Marts thank you
2:03:39 Madame mayor this is council member
2:03:40 Marts I totally agree with council
2:03:43 member Goodman that this process has
2:03:45 been really unfortunate um it is is you
2:03:49 never like to make decisions hastily
2:03:53 especially when it involves taxation um
2:03:57 but uh our hand was forced by the timing
2:04:00 of this and I'll tell you that those of
2:04:02 us who talked Thursday morning about
2:04:05 wanting to bring this forward I know for
2:04:07 a fact within a half hour they had
2:04:09 called all the other council members to
2:04:11 let them know that there was this
2:04:13 conversation coming without without
2:04:15 trying to persuade anybody um so but I
2:04:18 get it's really really unfortunate and
2:04:20 quite frankly I understand why you have
2:04:22 a no vote on this tonight um but um I do
2:04:26 think it is an opportunity this train is
2:04:28 leaving the station um we can uh we can
2:04:33 assure uh a we can assure commitment for
2:04:38 any for a project that um is has been
2:04:41 under consideration as you point out
2:04:43 isn't isn't a done deal but has been
2:04:45 under consideration for years um you
2:04:48 know in terms of um enshrining this
2:04:53 getting getting this commitment from the
2:04:54 county um I think it's awesome that the
2:04:57 County council president wrote to us but
2:04:59 as Ronald raiken said trust but verify
2:05:03 and uh this uh would make sure that um
2:05:07 this issue got addressed finally on the
2:05:10 question of regressive taxation I have
2:05:12 often often often from the day it's
2:05:15 talked about how much I don't like
2:05:16 regressive taxes but I'll point out that
2:05:19 the taxation is regressive but the
2:05:21 benefit is regressive as well right this
2:05:23 is to provide services for uh the the
2:05:27 most at risk folks in our community so
2:05:30 the revenue is coming um is not
2:05:33 Progressive but the benefit is also um
2:05:36 specifically around uh you know isn't
2:05:40 the benefit doesn't go to the most
2:05:41 affluent um in our community so I I
2:05:45 never like sales taxes but at least the
2:05:48 the re the revenues and the expenditures
2:05:52 are are more closely aligned on this
2:05:54 than many of the ways um that we use
2:05:56 sales taxes so I of course will be
2:05:58 continuing uh I will support this uh uh
2:06:02 motion going forward thank
2:06:11 you you're on mute Madam

2:06:19 thank you um first of all no I didn't
2:06:23 get a call second of all my knowledge of
2:06:27 it is the least of my concerns it's

2:06:32 don't need to control it King County has
2:06:34 a regional plan um third of all we're
2:06:38 arguing against ourselves we don't like
2:06:41 regressive taxes yet we're voting for
2:06:43 one we like process but we don't have
2:06:45 one I just think it's
2:06:47 terrible and it's going to come back to
2:06:49 bite us just wait

2:07:03 hunt I um wanted to add that in addition
2:07:07 to the email um that we received from
2:07:11 the King uh County chair beluchi I also
2:07:15 did very briefly speak to her on the
2:07:17 phone because I had sent in question it
2:07:19 was relayed to her and um I was able to
2:07:21 have a quick conversation by a phone
2:07:22 with her and one thing that she um said
2:07:25 is she understood that the reason uh why
2:07:29 cities including isua were um taking
2:07:32 this item Up And discussing it was
2:07:34 really Our concern around the affordable
2:07:37 the needs for affordable housing
2:07:39 understanding that our community does
2:07:40 really really need affordable housing
2:07:42 and also services to address individuals
2:07:45 um to help individuals experiencing
2:07:47 homelessness so I think that um from my
2:07:50 perspective as I as I said I think a few
2:07:52 times now I really think it's likely
2:07:54 that the county will work with us to
2:07:57 address not only the to but I think our
2:08:00 our continued needs in this area I think
2:08:03 that the um to is one nearer term
2:08:07 project but then this tax that the
2:08:10 county is considering um would be in
2:08:12 place for for many years potentially
2:08:16 it's not doesn't have an end date as far
2:08:18 as I know
2:08:19 um and so I think that the county we
2:08:21 would need to continue to partner with
2:08:23 the county on how to use this um funding
2:08:25 to represent to best represent the
2:08:27 interests of the community and again I
2:08:29 think that a regional approach um does
2:08:32 make sense we have we have bought into
2:08:34 that Regional approach in other ways as
2:08:35 well such as through Arch which as as my
2:08:38 question earlier I believe that this
2:08:40 funding will also be used to support the
2:08:42 regional approach that's embodied by
2:08:44 Arch um so for those reasons and that I
2:08:47 and the fact that I think I can't get
2:08:49 over that it's um a regressive tax in a
2:08:52 pandemic I'm very
2:08:55 concerned thank you going to Deputy

2:09:01 thoughts one is um I did get notified on
2:09:04 Thursday so thank you council member
2:09:06 March for giving me a heads up I
2:09:07 appreciate that a lot gave me at least
2:09:09 some time to start thinking about it um
2:09:12 allbe it um it was short notice and so
2:09:14 the you know the process is not optimal
2:09:17 and particularly when we're talking
2:09:18 about taxes and and I just have a hard
2:09:20 time uh getting behind any tax increase
2:09:24 without any kind of public comment and
2:09:26 we didn't hear anything from the public
2:09:28 today so um I can't believe no one um um
2:09:32 was moved to talk if they knew this was
2:09:34 was going to be coming um second I don't
2:09:37 think it's fair to talk about local
2:09:38 control for for two reasons one is half
2:09:41 of our sales tax doesn't come from the
2:09:42 city of isqua it comes from the region
2:09:44 so it's really Regional sales tax it's
2:09:46 not isqua resident Sal sales tax so um
2:09:49 this is a regional tax Source it's not
2:09:52 um isqua tax source and then secondly
2:09:55 when we talk about Regional control
2:09:57 there's Regional responsibilities and if
2:09:59 we're going to control the the taxes and
2:10:01 the the revenues and the programs um
2:10:03 we've got an overhead associated with
2:10:04 which we haven't talked about at all um
2:10:07 how are we going to manage and
2:10:08 administer this $1.7 million a year how
2:10:11 much is going to be carved out of um the
2:10:14 money available for services so that we
2:10:16 can administer it as opposed to having
2:10:18 King County administer where they
2:10:19 already have an infrastructure um number
2:10:23 three um we are Regional players I mean
2:10:25 we've been very successful with
2:10:27 affordable housing with Arch and working
2:10:30 in um the larger
2:10:32 community and being good players and and
2:10:34 pooling our resources to get the optimal
2:10:37 results and then the last thing is I
2:10:38 want to be known to King County is is a
2:10:40 city that is good to work with that
2:10:43 we're we are good players and that we if
2:10:45 we can't make a case to King County that
2:10:47 are needs are important then um we
2:10:50 haven't done a good job of making our
2:10:51 case so I I think that there there you
2:10:55 know I agree with council member D
2:10:57 Michelle this is very likely to happen
2:11:00 anyway we're going to have a regressive
2:11:02 uh sales tax anyway um I just think King
2:11:05 County is in a better position to
2:11:06 administer this resource than we would
2:11:09 um for um you know a number of reasons
2:11:12 that I just stated thank

2:11:32 making a lot of noise so I feel like I

2:24:12 ab813 housing stability it is a local
2:24:15 defense against eviction the action
2:24:18 before the council this evening is to
2:24:20 consider adopting an ordinance this item
2:24:23 was last before council at the September
2:24:25 15th Council study session and I'd like
2:24:27 to invite City administrator Wally bobit
2:24:29 to introduce this item yes thank you
2:24:31 Madame mayor members of the council uh
2:24:34 this also uh has had a lot of of things
2:24:37 happening over the course of just today
2:24:40 uh and I'd like to ask Monica negrilla
2:24:42 our uh our housing uh commes coordinator
2:24:46 and Jim Haney to City attorney uh to
2:24:48 share some information uh that they
2:24:50 received earlier today uh about the
2:24:52 plans for the state of Washington uh I
2:24:54 think that that's relevant information
2:24:57 uh as we move forward so
2:24:59 [Music]
2:25:01 um oh there's
2:25:04 Monica uh Monica would you like to try
2:25:06 to get us of a stab at what you heard
2:25:09 today because I think that has an impact
2:25:11 on uh the consideration of the
2:25:13 ordinances before the
2:25:14 council that sounds good um good evening
2:25:17 everyone this is Monica Nilla and Human
2:25:20 Services so earlier tonight this
2:25:23 afternoon at around 4M um we uh
2:25:27 participated in a debrief call um
2:25:30 organized by the Association of
2:25:32 Washington cities um and um we had as
2:25:36 guest
2:25:37 speakers the um director of office of
2:25:41 legal aid and also the superior court
2:25:43 judge of Benton and Franklin County um
2:25:46 and so they provided additional
2:25:48 clarification uh regarding the eviction
2:25:51 resolution program um and so first of
2:25:56 all we learned a few details so um one
2:25:58 of the details that we learned is that
2:26:01 it's highly likely uh that the
2:26:04 moratorium um will be extended so uh
2:26:07 they expect that the moratorium will be
2:26:10 extended um in addition we also learned
2:26:12 that um the state is uh into securing
2:26:18 additional funds to extend the pilot
2:26:22 project um Beyond December 31st so at
2:26:27 this point initially the pilot project
2:26:29 was expected to um end in December
2:26:32 because they were going to use KAC
2:26:34 dollars for it um however they are uh
2:26:37 looking into securing additional funds
2:26:40 and those additional funds will also
2:26:43 cover at least based on the information
2:26:45 that we received tonight they are
2:26:47 expected to cover um all residents um
2:26:52 therefore
2:26:54 um as a note if you remember in the past
2:26:58 when we first learned about this program
2:27:01 uh they had an eligibility requirement
2:27:03 and services were going to be offered
2:27:06 for free only for those at uh who
2:27:09 qualified um and had income at or below
2:27:12 50% Ami whereas today we were told that
2:27:15 everyone would qualif
2:27:17 for those free
2:27:18 services
2:27:20 um so I think in a nutshell those were
2:27:24 the major news items that we learned Jim
2:27:26 Haney was also on the call what did I
2:27:34 Jim no I think you I think Monica got
2:27:37 the uh the major news items that we
2:27:39 learned um uh there was a frequently
2:27:43 asked questions um uh document which was
2:27:47 provided which uh gave some information
2:27:50 about the program and how it would work
2:27:53 um and it's our understanding that uh
2:27:57 that it basically uh is a meet and
2:28:01 confer type program it does offer a
2:28:05 voluntary mediation and the upshot is
2:28:08 that if landlords and tenants or if a
2:28:12 landlord and tenant go through the
2:28:14 program or if the tenant refuses to go
2:28:17 through the program and the landlord has
2:28:18 gone gone through uh the landlord will
2:28:21 receive ultimately a certificate uh from
2:28:24 a dispute resolution center that says
2:28:26 that the the process has been completed
2:28:29 and only then will the landlord be able
2:28:31 to ask a court to enter an order which
2:28:34 would allow the tenant to be evicted so
2:28:37 um that's basically what we learned and
2:28:40 there's more detail in the FAQ that we
2:28:43 passed along in uh email this afternoon
2:28:52 so Madame mayor um if there are
2:28:55 questions we're happy to answer
2:28:56 questions otherwise we'll move on to the
2:28:58 ordinances before the
2:29:00 council I believe council president hunt
2:29:02 has a question and council member D
2:29:04 Michelle has a
2:29:05 question thank you council president
2:29:08 hunt I have a question on the on the
2:29:10 program that was just described so my
2:29:12 understanding is also that the um a land
2:29:16 that is wishing to evict a tenant would
2:29:20 also um for for unpaid rent would also
2:29:23 have to give multiple notices um and so
2:29:26 I I wanted to confirm that and also
2:29:29 raise that as a difference um that's
2:29:31 different than my understanding of the
2:29:33 federal um order that also gives some
2:29:35 protections against
2:29:39 evictions um yes uh you're right that
2:29:42 there are at least two notices that have
2:29:44 to be given by the landlord under the
2:29:46 the eviction uh under the eviction
2:29:49 program that we've been talking about um
2:29:52 the first uh notice is given by the
2:29:55 landlord and it tells the tenant that
2:29:57 the tenant um um has a
2:30:02 um has a right to uh resolve the dispute
2:30:08 according to the eviction resolution
2:30:10 program uh if the tenant responds then
2:30:14 the parties go into the dispute
2:30:16 resolution program as it as it exists if
2:30:19 the tenant doesn't respond then the
2:30:21 landlord gives a second notice to the
2:30:23 tenant this time giving the same a copy
2:30:26 of that notice to the dispute resolution
2:30:28 center and then the dispute resolution
2:30:30 center follows up uh with the uh with
2:30:34 the tenant to try to convince them to
2:30:36 enter the eviction resolution program
2:30:39 that is different than the um than the
2:30:42 federal program in the federal program
2:30:44 it is the tenant who provides the notice
2:30:46 noce to the landlord and there is a form
2:30:50 which the CDC has um put out that the
2:30:54 tenant fills out the tenant sends that
2:30:56 to the landlord and if the tenant sends
2:30:59 that notice to the landlord then the
2:31:01 landlord is precluded from evicting the
2:31:07 tenant um thank you and then my other
2:31:10 question um which I also asked by email
2:31:14 is could you provide more information
2:31:16 about how this program is going to be
2:31:18 available to anyone who needs rent um
2:31:22 rental assistance I you know we heard
2:31:25 earlier in this meeting from Mr FL that
2:31:28 I think he said $180 million unpaid and
2:31:31 rent a huge percentage of people are
2:31:33 likely to fall behind on rent at this
2:31:35 time and so I'm I'm
2:31:38 fundamentally wondering how this program
2:31:40 is funded or if they're relying on a lot
2:31:43 of volunteers um and how it's likely to
2:31:49 um I can start with trying to provide an
2:31:52 answer thank you Monica that's okay yeah
2:31:56 uh thank you um so from my understanding
2:31:59 is that it's um um
2:32:02 multi-disciplinary program if if you if
2:32:05 you say if we can say so um because on
2:32:08 one end so it's going to be implemented
2:32:10 by the drc's the dispute resolutions um
2:32:13 however um the in King count
2:32:16 um the home Justice program is also
2:32:19 Associated uh they are going to be the
2:32:21 ones to um reach out to tenants and
2:32:24 provide the resources and try to connect
2:32:26 them with the rental assistance program
2:32:28 uh so there are just multi programs
2:32:31 involved um in the process uh it starts
2:32:34 with the tenant um however the tenants
2:32:37 are first they they receive the
2:32:39 resources so it starts with the tenant
2:32:41 um once the tenant reaches out then it
2:32:44 involves the Justice housing project and
2:32:46 then the drc's
2:32:49 and then it moves to mediation services
2:32:52 so there just multiple steps and
2:32:54 multiple people involved in um and
2:32:57 programs involved in it and as far as
2:33:00 capacity your second question um in my
2:33:03 communication with the dispute
2:33:05 resolution centers that's exactly what
2:33:07 they are working on now um in trying to
2:33:10 increase capacity um and trying to find
2:33:14 yes volunteer attorneys um and um other
2:33:18 mediators U to make sure that they have
2:33:20 capacity for the
2:33:22 program so just following up two
2:33:25 comments one is I'll just read from the
2:33:28 uh frequently asked questions uh
2:33:31 question who is eligible to participate
2:33:34 in the Erp the answer is any tenant who
2:33:37 is affected by the covid-19 emergency is
2:33:40 behind in rent and faces the prospect of
2:33:43 eviction when the moratoria are lifted
2:33:47 and then the question is there an income
2:33:49 eligibility requirement answer no so
2:33:53 that's what we were told today in the
2:33:55 frequently asked questions uh is that
2:33:58 there is no income eligibility
2:34:00 requirement in the current program and
2:34:03 uh otherwise um my understanding as uh
2:34:07 Monica was indicating is that there uh
2:34:11 are funds uh at least through the cares
2:34:14 act that would be appli
2:34:17 um to help fund this program through the
2:34:20 end of this year and then they're they
2:34:22 are seeking other funding to take it
2:34:24 Beyond this year also part of the
2:34:26 program is to try to place tenants in
2:34:31 um in uh contact with resources uh that
2:34:35 may assist them with paying rent so they
2:34:38 are relying on that for that portion of
2:34:40 it not not necessarily the the the
2:34:43 funding to pay the rent uh is itself uh
2:34:47 through the the uh this but the program
2:34:50 is funded through as I said through the
2:34:53 car's act funding and and then other
2:34:55 funding that they will
2:34:59 get thank you and if I might I do have
2:35:02 one more question sure goad the you you
2:35:07 mentioned that this um is a requirement
2:35:10 after the moratoria are listed my
2:35:13 understanding was it was a requirement
2:35:15 after the state moratorium so I want to
2:35:17 make sure that it isn't only um required
2:35:21 after say the cdc's which is um very
2:35:24 limited in scope in my opinion um so it
2:35:27 this this would go into play after the
2:35:29 state's the governor's moratorium would
2:35:32 be lifted
2:35:33 correct that is my understanding uh is
2:35:37 that it goes into it up until the time
2:35:41 the governor's moratorium is lifted it
2:35:44 is a completely voluntary Pro program
2:35:46 although people are encouraged to
2:35:48 participate in it after the governor's
2:35:51 moratorium is lifted then it becomes a
2:35:53 mandatory program before you can go to
2:35:57 court thank

2:36:11 Michelle uh thank you um I realized you
2:36:14 just had this meeting at 4:00 this
2:36:16 afternoon so these questions might be
2:36:19 premature but it's still always a worry
2:36:22 about how people in isqua are going to
2:36:25 access these
2:36:27 services are are they going to tell some
2:36:31 kind of
2:36:33 um um you know Zoom meetings or will
2:36:37 they have to travel to bellev or will
2:36:39 they have to travel to Seattle or do we
2:36:42 know anything about the logistics of how
2:36:44 the the service are going to be
2:36:49 delivered um we did not receive
2:36:51 information on that tonight um in the
2:36:54 past when we did talk with the uh
2:36:56 dispute resolution centers both in bvw
2:36:59 and the King County one they both
2:37:01 confirmed that they have moved to
2:37:03 providing uh phone and online services
2:37:06 um however um we did not receive
2:37:09 information today in particular about
2:37:10 the um eviction resolution
2:37:14 program
2:37:18 so City administrator B I believe there
2:37:21 actually is a u I'll just read again one
2:37:24 of the frequently asked questions was
2:37:26 will the process comply with covid-19
2:37:29 Public Health and Social distancing
2:37:31 requirements and the answer was yes
2:37:33 until otherwise allowed conciliation and
2:37:36 mediation efforts will be handled
2:37:39 virtually either via Zoom or telephone
2:37:42 accommodation will be made for those who
2:37:44 are high risk or otherwise do not feel
2:37:47 safe in face-to-face environments so
2:37:49 that's the only information we have
2:37:51 whether where exactly this will occur um
2:37:56 um we're not sure but it it appears that
2:37:59 they are going to try to accommodate it
2:38:00 via Zoom or other
2:38:07 medium the city administrator Bob Kitz
2:38:10 this is the mayor and I have a question
2:38:11 for you so this this is so typical of
2:38:14 this year but seems like there's always
2:38:17 more moving Parts even though we feel
2:38:19 like we might have landed on something
2:38:21 does it make sense to take the body of
2:38:23 the temperature or the temperature of
2:38:25 the body to decide whether or not they
2:38:27 want to proceed with this ordinance
2:38:29 review tonight or move it to a date
2:38:32 certain when more information can be
2:38:34 gathered about the new um program
2:38:37 information that Monica and Jim have
2:38:40 explained uh certainly that's an option
2:38:44 um we also would like to give an update
2:38:46 on our own mediation efforts uh because
2:38:50 if that would also like to be delayed
2:38:53 then that would be important to know
2:38:54 because otherwise we were preparing to
2:38:55 come back on no on October the 19th uh
2:38:58 with a contract so uh certainly if if
2:39:02 the the group would like to provide a
2:39:03 temperature that would be great okay
2:39:06 I'll start with um council president
2:39:09 hunt who worked on the ad hoc for this
2:39:11 what are your
2:39:12 thoughts um thank you this is council
2:39:16 president hunt my um my first thought
2:39:20 when I saw I read through the FAQ which
2:39:23 came to council I don't know half an
2:39:25 hour before the meeting um the FAQ about
2:39:28 the um eviction resolution program my
2:39:31 first thought was to ask if it covered
2:39:35 if we thought it covered everyone who
2:39:37 would be covered by the ordinances that
2:39:39 were proposed um in our packet and the
2:39:43 answer back was from Monica was that yes
2:39:46 she believed it would so given that but
2:39:49 also given that we haven't um we only
2:39:52 had a few minutes to process it um and
2:39:55 also given that we have um some
2:39:57 Assurance to the extent possible that
2:39:59 the governor's moratorium will also
2:40:02 continue um I think you know as as has
2:40:06 happened before I do think we have more
2:40:08 time and the situation evolved and um I
2:40:12 honestly spent a lot of time researching
2:40:14 the CDC moratorium which I thought was
2:40:17 um had a number of inadequacies and
2:40:20 holes in it that I thought um we could
2:40:22 better address in our ordinance but um I
2:40:25 I haven't yet had time to fully process
2:40:27 the eviction um resolution program
2:40:31 except that first glance it looks much
2:40:36 comprehensive uh who else is on your
2:40:39 task for us council member D Michelle
2:40:41 council member Hall about the rest of it
2:40:42 can we get your thoughts on it and maybe
2:40:45 maybe what will end up entertaining is
2:40:47 the motion to move this to a date
2:40:49 certain in the future for discussion

2:45:40 lot of comments um prepared which now I
2:45:43 think we have
2:45:45 new information um and so considerably
2:45:48 less relevant but I did want to just
2:45:51 reiterate that um we have evidence and
2:45:55 data that supports so many of our
2:45:57 community members are struggling to pay
2:45:59 rent are behind on rent and um really
2:46:03 want to keep this issue um at the
2:46:07 Forefront because I think it's an
2:46:08 upcoming issue that we're we're not
2:46:11 seeing the effects of all of we're not
2:46:13 seeing in the community all the effects
2:46:14 of people being behind on the rent
2:46:16 because of this moratorium but the
2:46:17 moratorium will eventually end and so I
2:46:20 really want to prepare for that and I I
2:46:22 continue to think that that's very
2:46:24 important um so this postponement uh
2:46:27 does not in my mind lessen that it just
2:46:31 is the reality that we continue to get
2:46:33 new information and have to
2:46:36 adapt thank you for that uh council
2:46:39 member Goodman thank you um council
2:46:41 member Goodman here um so as we spend an
2:46:45 extraordinary amount of time on this uh
2:46:48 I think uh one issue that we haven't
2:46:51 addressed is what will role we want to
2:46:53 play in trying to um uh talk to the
2:46:58 legislature about what they may be able
2:47:00 to do to address this at a Statewide
2:47:02 level you know we've talked about before
2:47:05 or I've talked about before that the
2:47:07 response um by the state legislature um
2:47:10 not only here but elsewhere across the
2:47:12 country has been to adopt um
2:47:16 uh some simil similar mediation measures
2:47:20 before trustees can foreclose on housing
2:47:23 because we had a lot of folks who were
2:47:24 being kicked out of their houses they
2:47:26 were being foreclosed on when they
2:47:27 couldn't pay the U make the mortgage
2:47:29 payments after the um housing crisis in
2:47:31 two in 2008 um and so you know maybe
2:47:35 it's time for the legislature for do
2:47:37 doing something similar um requiring at
2:47:40 least requiring mediation in the
2:47:42 landlord uh residential landlord tenant
2:47:44 act in Washington um so I would be
2:47:46 interested to know um at what point
2:47:49 we're going to talk about um what
2:47:51 efforts we're going to take to try to
2:47:54 persuade the legislature that they
2:47:55 should do something because I you know I
2:47:58 we have spent a lot of energy on this um
2:48:02 but I in my mind you know this isn't
2:48:04 just an isqua problem it's not just a
2:48:06 King County problem it's a Statewide
2:48:07 problem and there should be a Statewide
2:48:12 solution thank you council member

2:49:12 don't know that we need to wait until
2:49:13 November um I think we should be putting
2:49:15 some energy toward finding out what
2:49:17 direction the legis legislature U might

2:49:21 valuable information so I don't think we
2:49:23 should wait until we start talking about
2:49:25 our legislative agenda but I don't

2:50:47 time this item has come before Council
2:50:49 and I'd like to invite Human Services
2:50:51 and social sustainability coordinator
2:50:54 Monica negrilla to introduce this item
2:50:58 Monica thank you Madame mayor uh good
2:51:01 evening again um so with this agenda
2:51:05 bill tonight we are seeking Council
2:51:07 approval to authorize one an Outreach
2:51:11 and case management pilot program uh to
2:51:14 provide services to individuals who are
2:51:16 homeless in isqua beginning November 1st
2:51:18 of this year um as a small note in your
2:51:22 budget proposal for 2021 uh you will
2:51:25 find a recommendation from the Human
2:51:26 Services Commission to authorize uh the
2:51:30 program for the 2021 2022 Human Services
2:51:33 funding cycle uh however tonight's
2:51:36 program focuses only on the remaining
2:51:38 months for
2:51:40 2020 and the second item um with this
2:51:44 agenda the bill uh we are also seeking
2:51:46 Council approval to allocate money for
2:51:50 the proposed project um we are seeking
2:51:53 um Council approval to authorize
2:51:56 $25,000 of the cares act funds towards
2:51:59 this program uh These funds are from on
2:52:04 $63,000 previously allocated to be used
2:52:08 uh for expenses incurred by the city
2:52:11 during the covid-19 pandemic um and
2:52:15 these money were allocated at the 21st
2:52:18 um on September 21st at the September
2:52:21 21st council meeting I
2:52:23 apologize um so um going back to provide
2:52:26 a little bit of context and background
2:52:29 to the pilot program um earlier this
2:52:32 year in February we sought Council
2:52:35 approval to set aside approximately 10
2:52:39 12% of the 2021 2022 Human Services
2:52:43 Grant allocations uh to fund an Outreach
2:52:46 and case management pilot program for
2:52:48 individuals who are homeless uh this was
2:52:50 identified as a need due to the limited
2:52:52 Outreach Services available through the
2:52:55 existing services from the regional
2:52:57 providers um the new program would
2:53:00 exclusively serve isqua as a direct
2:53:03 resource to help support the local law
2:53:05 enforcement the First Responders the
2:53:08 school district as well as other
2:53:10 community providers such as the library
2:53:13 uh the senior center the Community
2:53:14 Center the meals programs and um local
2:53:19 businesses so uh request for proposal
2:53:22 was issued in March and the Human
2:53:24 Services Commission participated in the
2:53:26 review of the RFP and they folded the
2:53:29 recommendation with the rest of the 2021
2:53:31 2022 Human Services funding
2:53:33 recommendations to the mayor and city
2:53:37 council um another small side note here
2:53:41 uh in previous years the Human Services
2:53:43 Grant recommendation s uh were approved
2:53:46 separately by city council outside of
2:53:48 the budget process however this year um
2:53:51 we included them in the 2021 proposed
2:53:54 budget um in order to better align the
2:53:57 granting process with the budget
2:53:58 timeline and provide city council the
2:54:01 opportunity to consider the allocations
2:54:03 in the context of the entire city budget
2:54:06 um so if approved this program um is set
2:54:09 to begin January
2:54:11 1st um also a note about the sept mber
2:54:14 21st council meeting I think as I said
2:54:16 earlier at that meeting city council
2:54:19 authorized um over
2:54:22 $500,000 um to um help with economic
2:54:27 development and Human Services needs and
2:54:29 the remaining
2:54:30 $63,000 were going to cover City costs
2:54:33 so um the $25,000 that we are proposing
2:54:36 tonight would come out of those
2:54:39 $63,000 allocated for to cover City
2:54:43 costs um uh so with that background
2:54:45 coming back to the actual proposal in
2:54:47 front of you tonight um we are here um
2:54:51 because we would like to request
2:54:53 approval from city council to utilize a
2:54:56 portion of those cares act funds to
2:54:58 begin uh offering homeless uh Outreach
2:55:01 and Case Management Services as of
2:55:03 November 1st um this would provide us an
2:55:06 opportunity to begin Services before the
2:55:08 winter sets and be responsive to the
2:55:11 needs in our community um a few of the
2:55:14 details of the program include um
2:55:16 engaging proactively uh and creating
2:55:19 meaningful contacts and connections with
2:55:21 individuals experiencing homelessness uh
2:55:23 work oneon-one and engage people in
2:55:25 services and then maintain active
2:55:27 contact with them as participants um go
2:55:31 through um um the phases of community
2:55:34 reintegration process um also Pro be a
2:55:39 support and develop relationships with
2:55:41 the local service providers is noted
2:55:43 earlier track data and outcome
2:55:46 measures um the Outreach um program
2:55:50 would also um work directly with the
2:55:54 city's Police Department um and with the
2:55:57 parks and community services department
2:55:59 and act as a resource to the current
2:56:01 approach to encampment and pan
2:56:04 handling um another note that I would
2:56:07 like to make since I um earlier tonight
2:56:10 the Community Hall was mentioned as a
2:56:13 space to provide a Services um I would
2:56:16 like to highlight that we had discussed
2:56:18 space options with the food bank while
2:56:21 many of the services provided would um
2:56:24 be happening in the community um
2:56:27 visiting uh encampments and uh where um
2:56:31 homeless individuals are um we are also
2:56:35 trying to balance the need for a space
2:56:38 and the Community Hall as mentioned was
2:56:40 discussed actually currently the
2:56:41 existing case manager from the food bank
2:56:44 has an office space at the Community
2:56:46 Hall that they use for individual
2:56:47 meetings and um in addition um we also
2:56:51 discussed um this um the food bank
2:56:56 discussed um with Eide fire rescue the
2:56:59 option to expand that existing space
2:57:01 into the firehouse in one of their
2:57:03 offices um we are also working um with
2:57:07 the other providers especially the meal
2:57:10 providers um in coming up with a
2:57:12 schedule um for the space and um
2:57:16 coordinate um with with their schedule
2:57:19 as well to have access to the Community
2:57:21 Hall um for those
2:57:25 Services um additional details regarding
2:57:28 outcomes and program evaluation are
2:57:30 included in your agenda packet and we
2:57:32 can discuss them in further details if
2:57:34 needed um to summarize though we would
2:57:37 like to propose to use
2:57:40 $25,000 um of the 60 $3,000 originally
2:57:45 allocated to be used for um to cover
2:57:50 costs um for this
2:57:54 program

2:57:56 and the other brief notes that I would
2:58:00 like to make perhaps I'm trying to
2:58:02 summarize and see what would be helpful
2:58:05 um but in terms of the 2021
2:58:08 funding um the cost just again just
2:58:11 trying to be very clear the cost for the
2:58:13 20 21 funding um would come through the
2:58:17 Human Services Grants process and that
2:58:19 is a program and the project that city
2:58:22 council can um further discuss during
2:58:25 the budget
2:58:26 conversations um and then just keeping
2:58:29 uh separate um the agenda bill for
2:58:32 tonight uh that basically focuses on
2:58:34 reallocating the cares act money to
2:58:37 begin this service
2:58:40 sooner
2:58:42 um and with that I I think I'm going to
2:58:44 stop here and again we can go into
2:58:46 further
2:58:47 details um regarding the outcomes or any
2:58:50 other questions that council members
2:58:53 might have thank you Monica I believe
2:58:56 the city administrator Bob Kitz would
2:58:57 like to make a comment as well yes thank
2:59:00 you Madame mayor members of the council
2:59:02 uh I'd like to maybe take a couple steps
2:59:04 backwards as to provide some additional
2:59:06 context as to why we're here um many of
2:59:09 you have noticed many of our community
2:59:10 members have noticed a a difference in
2:59:13 and the the visibility of homeless uh
2:59:16 individuals here in isqua certainly we'
2:59:18 this is not a new situation uh but we
2:59:21 have uh been seeing more people uh
2:59:24 living outside camping outside more
2:59:26 people uh at intersections listening for
2:59:29 for money uh and one of the questions
2:59:31 that has been raised by mayor Paulie and
2:59:33 many of you are what are our existing
2:59:36 programs what are our existing tools
2:59:38 that we use uh to try to provide
2:59:41 assistance so I wanted just to take a
2:59:43 brief moment between uh Monica and the
2:59:47 police chief Scott beerbom who's also on
2:59:49 the line uh to kind of talk about what
2:59:52 our current practices and policies are
2:59:55 in dealing with uh individuals who are
2:59:58 homeless individuals who find themselves
3:00:00 living outside um one of the things I
3:00:03 think you will hear is that we have good
3:00:06 practices on an initial contact but
3:00:09 really very wor follow through and I
3:00:11 think the opportunity recognizing ing
3:00:14 what has already been recommended by the
3:00:16 Human Services uh commission for the
3:00:18 year beginning January 1 that this was
3:00:20 an opportunity uh to begin filling in
3:00:23 was apparently a fairly significant Gap
3:00:25 in uh helping people here in isqua so
3:00:28 Monica a chief P bomb would you like to
3:00:31 talk a little bit about what our current
3:00:33 practices have been uh when we
3:00:36 understand that there's individuals
3:00:37 living outside either in a tent um in a
3:00:41 public structure um on private property
3:00:43 and What U Services we provide what
3:00:46 notifications we
3:00:50 provide Chief do you want to
3:00:52 start yes thank you City administrator
3:00:54 Bob Quicks and thank you city council um
3:00:59 this this opportunity provides us an
3:01:01 additional tool for our officers who are
3:01:05 um observing and contacting those in the
3:01:08 community that are in need of housing um
3:01:11 currently our current responses our
3:01:14 police officers or other city employees
3:01:15 such as some of our Parks employees uh
3:01:18 initiate contact with those that um
3:01:20 appear to be experiencing um
3:01:23 homelessness we have limited resources
3:01:26 locally um as mentioned earlier in
3:01:28 citizen comments um it would then
3:01:30 hopefully localize and bring those
3:01:33 resources that we have to bear to those
3:01:35 individuals um our police officers make
3:01:38 contact our initial response is really
3:01:40 only able to put a Band-Aid on uh what
3:01:43 the issue is we might be able to connect
3:01:45 people to mobile crisis unit which would
3:01:47 respond and provide some initial
3:01:49 Services maybe temporary housing um
3:01:52 again trying to get somebody into uh
3:01:54 access the the different Services
3:01:56 through the system uh but then not
3:01:59 necessarily able to have that follow-up
3:02:01 contact with those individuals uh so
3:02:04 this is provides an additional
3:02:05 opportunity to have more of that
3:02:07 continuous contact uh the proactive
3:02:10 Outreach um as opposed to sometimes
3:02:13 active Outreach that we currently have
3:02:15 uh due to just all balancing all calls
3:02:18 for service within within our
3:02:21 community I'll I'll stop right there for
3:02:25 now Monica would you like to add
3:02:30 anything um not at this time unless
3:02:33 there are specific if there's a specific
3:02:35 desire to go into the
3:02:38 processes we can see if this is the
3:02:41 mayor we can see if Council has any
3:02:42 additional questions questions I do know
3:02:44 that council president has received some
3:02:46 comments from the public that she would
3:02:47 like to share with Council this
3:02:49 evening thank you Madame Mary yes this
3:02:52 is council president Hunton we did
3:02:53 receive um several emails um they were
3:02:58 all uh we received three emails all in
3:03:00 support um one person wrote about
3:03:03 firsthand experience seeing an increase
3:03:06 um in the needs as a person working at
3:03:09 the squat food and clothing bank and
3:03:10 then um two other uh
3:03:14 two other emails from residents that
3:03:15 were in support of us um going forward
3:03:18 with this this evening additionally
3:03:20 there was a question which I believe
3:03:22 Monica answered regarding the Community
3:03:24 Hall space and also the needs for
3:03:26 equipment that would be associated with
3:03:29 the program um and then also I realized
3:03:32 that uh I didn't read comments on that
3:03:35 we have received on the last bill
3:03:37 because we didn't really um deliberate
3:03:39 on the bill because we had new
3:03:41 information but I did want to
3:03:42 acknowledge that we received on that
3:03:44 last bill which is the housing um uh
3:03:48 housing stability local defense against
3:03:50 eviction we did receive a number of um
3:03:53 emails from residents on that as well um
3:03:56 by my account between now and the last
3:03:59 time we spoke about that we received two
3:04:01 in support of mediation one that
3:04:03 contained data about the escalating
3:04:05 number of folks in the region that are
3:04:07 behind on rent and the racial disparity
3:04:10 as well about people affected um by the
3:04:13 economic downturn in covid and being
3:04:15 behind on rent um and then also to in
3:04:20 opposition um or one one um resident
3:04:24 wrote about if it must pass um going
3:04:26 with the mediation option and then one
3:04:28 in opposition um with concerns about the
3:04:33 uh defense against eviction being unfair
3:04:35 to one particular housing sector so I
3:04:37 wanted to make sure that I acknowledge
3:04:39 those as well for the sake of
3:04:41 transparency thank you for doing that
3:04:44 um back to um AB
3:04:48 8044 we've had comment from the public
3:04:51 that was written time for Council
3:04:53 questions so if you have any questions

3:05:23 to confirm that the the money that we
3:05:25 are discussing tonight is for the
3:05:28 balance of 20120 and then we will look
3:05:31 for something in the budget
3:05:33 deliberations that would fund these this
3:05:36 position and these activities going
3:05:38 forward into 2021 is that is that
3:05:41 correct yes it's correct we're proposing
3:05:43 to use car's act money for the balance
3:05:45 of 2020 and included in the mayor's 2021
3:05:48 budget uh from the Human Services uh
3:05:51 board allocations is funds for this uh
3:05:54 for the balance of
3:05:56 2021 just because I haven't gotten
3:05:58 through the entire budget book yet you
3:06:00 know what what is the uh what's the ask
3:06:05 2021 Monica do you have the precise
3:06:07 number yes it is
3:06:10 $73,000 um for 20

3:06:25 Monica um I know that isqua food and
3:06:28 clothing bank would administer this
3:06:30 program um and we've had you know really
3:06:33 excellent um case management going on
3:06:36 there already are we talking about
3:06:39 adding Personnel or is this an extension
3:06:42 of the current case manager load or um
3:06:46 if if you know the answer to that I a
3:06:48 little bit more information about how
3:06:51 that's going to be handled at um at the
3:06:53 food and clothing bank thank you uh yes
3:06:56 thank you so much for that question yes
3:06:58 we are looking at expanding their Case
3:07:00 Management Services we are currently
3:07:02 working with the food bank on a job
3:07:04 description that's being actually posted
3:07:06 I think in the next day or or two um and
3:07:10 also we are coordinating with Eide fire
3:07:12 rescue with their um mih program that's
3:07:15 also looking into an um extension of
3:07:19 services Monica could you expand on
3:07:23 mih uh yes I apologize for that it's the
3:07:27 mobile Integrated Health Team um and the
3:07:31 isaa food and clothing bank is
3:07:32 collaborating with um iside fire rescue
3:07:35 on that project uh which um focuses on
3:07:39 um working with um repeat callers
3:07:43 um who um are in need of Social Services
3:07:47 um in in Thea quum team thank you that's
3:07:51 fantastic also have a a question from
3:07:53 Council president
3:07:56 hunt thank you Miss council president
3:07:59 hunt um as I as I mentioned we did
3:08:01 receive some specific questions about
3:08:04 equipment needs and the need for um
3:08:07 phones and computers and those sorts of
3:08:09 um equipment to support a program where
3:08:12 people um might not have access to those
3:08:15 things especially now it was pointed out
3:08:17 especially now um when a lot of
3:08:20 facilities are closed or there are
3:08:22 health concerns with congregating and so
3:08:25 I wondered if you could speak to um the
3:08:28 equipment aspect of the program and how
3:08:31 that will be dealt with um especially in
3:08:33 the near term when we have a lot of um
3:08:37 health related precautions about
3:08:40 Gathering right yes thank you so much
3:08:42 for that um question um the $25,000 that
3:08:46 we are proposing tonight those dollars
3:08:49 include setup costs um um partially the
3:08:54 $25,000 would cover two months worth of
3:08:56 Staffing costs and then about 10 to ,000
3:09:00 setup cost for um exactly those items
3:09:03 that were mentioned from computer and
3:09:05 phone needs or other uh basic um needs
3:09:09 from hygiene and clothing um that would
3:09:12 be disperse to the individuals that um
3:09:15 the case managers would engage with um
3:09:19 so those are the initial costs that we
3:09:21 would hope to
3:09:23 use council president hunt does that
3:09:26 answer your
3:09:27 question it does I think the other piece
3:09:30 is concerned about the additional space
3:09:33 needs um as because um of covid but um
3:09:38 that I imagine also might need to be
3:09:40 worked out it's a concern that was
3:09:42 expressed though

3:10:19 850 um coronavirus Aid relief and
3:10:23 economic security cares act funds
3:10:25 designated to the city by the state of
3:10:26 Washington that were previously
3:10:28 allocated for reimbursement of expenses
3:10:30 incurred by the city related to the
3:10:32 pandemic at the September 21st 2020
3:10:35 council meeting to fund the pilot
3:10:37 program for the remainder of 2020 and
3:10:40 number three direct the finance director
3:10:42 to include the the revenue and related
3:10:43 expenditures in a subse in a subsequent
3:10:46 2020 budget
3:10:48 amendment and council member Goodman yes

3:10:53 I'd like to second that thanks great
3:10:55 it's been moved and seconded would
3:10:58 anybody like to speak to the motion

3:11:01 speak to the
3:11:03 motion thank you um this is council
3:11:06 president hunt I think that there's a
3:11:09 clear need for these Services um while
3:11:12 we haven't been discussing the specific
3:11:14 program I think we have discussed the
3:11:15 need for connecting um individuals
3:11:18 experiencing homelessness with the
3:11:20 services that they need um multiple
3:11:23 times and definitely we've also seen an
3:11:25 increase in um the increase in the
3:11:29 number of um residents who have reached
3:11:32 out with concerns about this in um
3:11:35 there's been an escalation in those
3:11:36 concerns expressed to us and so I
3:11:38 appreciate that this was brought forward
3:11:40 in a timely um very quick manner to um
3:11:45 expedite the program um and I am in
3:11:50 support and I um will be interested to
3:11:55 see uh in the budget deliberations about
3:11:57 the future funding for the program the
3:11:59 one concern I had about the agenda item
3:12:03 as was presented was um I believe that
3:12:06 it is it is in the agenda packet it is
3:12:10 um suggested that we could use the Human
3:12:13 Services grant funding um for this in
3:12:16 the future and while I think that we can
3:12:19 discuss that I would also consider using
3:12:21 other funding because that we have
3:12:24 escalating needs in that area and
3:12:26 potentially limited um Grant capacity as
3:12:30 it is other than that I'm very
3:12:31 supportive of the program and we're not
3:12:32 deciding on future funding this evening
3:12:35 thank you council president H uh council

3:12:39 comment and then if we'll be followed by

3:12:43 um I I'm just um um very supportive and
3:12:48 glad that this was brought forward
3:12:49 sooner so thank you awesome council

3:12:54 Michelle um I have the same comment I
3:12:56 really uh commend the timeliness of this
3:12:59 and the respons responsiveness to the
3:13:02 members of our community uh I also want
3:13:05 to say that I'm very um heartened by the
3:13:09 way that been configured um that this uh
3:13:12 individual who whoever it may be who
3:13:15 will be doing the Outreach Services is
3:13:16 going to work with our entire community
3:13:19 and with many key players who um are
3:13:22 needing to address homelessness uh the
3:13:24 school district our police officers um
3:13:27 many other people in the community and I
3:13:30 think that this will be a wonderful
3:13:32 support uh for those individuals who
3:13:35 have been dealing with homelessness and
3:13:38 have not had the resources as uh Chief
3:13:40 beerbom said to follow through
3:13:43 and um hopefully we will begin to see
3:13:46 people moving out of homelessness uh
3:13:49 through this program I have no Illusions
3:13:51 about how easy that will be it won't be
3:13:54 easy it's a difficult process but uh at
3:13:57 least we will have someone out there
3:13:58 working on it so I too will be
3:14:00 supporting this and I I commend um
3:14:04 Monica and everybody who worked on this
3:14:06 for being so uh responsive thank you
3:14:09 thank you council member D Michelle I am

3:16:10 City administrator you had suggest Ed
3:16:12 possibly moving this meeting to another
3:16:15 night we have had the council here for
3:16:19 almost 4 hours um are we planning to
3:16:23 continue with this item this
3:16:25 evening um I I think that's really a
3:16:29 question for the council this has been
3:16:30 four months of difficult work we've had
3:16:33 uh this has been the third time it's
3:16:35 been at the council we've had two
3:16:36 Community meetings we've been to
3:16:37 planning policy twice uh we feel that
3:16:40 the ordinance is ready to move forward
3:16:42 we have a presentation ready um it would
3:16:45 probably still be another half an hour
3:16:47 45 minutes of discussion uh but again of
3:16:51 all the work that we have done during
3:16:53 the covid-19 crisis this is probably the
3:16:55 single issue that we have devoted the
3:16:57 most energy and time working with the
3:16:59 community on so if the council's up to
3:17:01 it we'd like to give it a try if not
3:17:03 we'll come back on the
3:17:05 19th so I guess what I'd like to do is
3:17:08 check in with the seven council members
3:17:10 I know that um some have very specific
3:17:13 questions and council member Goodman
3:17:16 mentioned earlier even a desire to send
3:17:18 it back to planning policy so this could
3:17:21 be a lengthy conversation um what are
3:17:29 thoughts council member Goodman why
3:17:31 don't you take a crack at it
3:17:34 first thank you I think um council
3:17:37 member Gman here I um I'm happy to do
3:17:41 what everybody else wants to do um uh
3:17:46 I'm happy to um if everybody else wants
3:17:50 to listen to the presentation um uh
3:17:54 that's fine I am going to be like I said
3:17:57 earlier going to be making a motion
3:17:58 anyway um to refer it back to PBC um uh

3:18:53 council member Goodman has some genuine
3:18:55 concern I would like to before we even
3:18:57 do the presentation uh at least have a
3:18:59 discussion about what what um what the
3:19:04 motivation for pushing this back to PPC
3:19:06 would be because what I don't want to do
3:19:08 is to get down the road and then uh have
3:19:10 that discussion um later so if we could
3:19:13 do that first I think that would be good
3:19:15 and I think that'll inform where we go
3:19:17 from here so I have to check in with the
3:19:20 city clerk on that but noted and I will
3:19:23 um council member D Michelle you look
3:19:25 like you've signed up again or is that a
3:19:27 mistake okay uh Council M marks thank
3:19:31 you well of course I'm Full Throttle
3:19:33 ahead because until we get to seven
3:19:35 hours and 45 minutes we're not even
3:19:37 we're not even historical uh but I agree
3:19:40 with council member Ray that if the
3:19:42 council's we should consider sending it
3:19:45 back first because if we're going to
3:19:47 send it back anyhow we shouldn't I
3:19:49 wouldn't want to spend an hour on it and
3:19:50 then just send it
3:19:52 back be my my thoughts thank you thank
3:19:55 you and I'm not seeing anybody else wan
3:19:57 to comment so city clerk it sounds like
3:19:59 there's a could be a competing motion
3:20:02 here which is um that the council may
3:20:06 want to have a conversation about
3:20:08 whether or not they want to refer it
3:20:12 uh and provide specific questions for
3:20:15 planing policy to bring back to council
3:20:18 do we have to move into the process go
3:20:21 through the
3:20:21 presentation and um get to the motion
3:20:24 stage in order to be able to do that
3:20:26 from a process point of view um mayor
3:20:29 paully not from a process point of view
3:20:31 there I mean there might be some
3:20:33 practical benefit of of hearing some of
3:20:35 the updates but from a process
3:20:37 perspective council member Goodman or
3:20:39 anyone else could make a motion on this
3:20:41 item at this
3:20:42 point

3:20:51 um talk about the points that you have
3:20:53 in mind we can have a discussion and if

3:22:09 be tuned in to hear about it next so
3:22:12 though maybe you can't anticipate the
3:22:14 PPC meeting date I think giving it a a
3:22:17 council return date would be
3:22:21 wise city administrator Bob quits do you
3:22:24 have a suggested Council return date for
3:22:25 the motion well I guess I'm more
3:22:27 concerned about PPC um they have two
3:22:30 meetings this week I know one's a joint
3:22:32 meeting with the development commission
3:22:34 uh and then another meeting they're
3:22:36 dealing with the comprehensive plan
3:22:38 amendments um my sense is that they
3:22:41 would not be able to get to this for a
3:22:43 while um I don't know if that's later in
3:22:47 November or December um the council's
3:22:50 calendar then is is fairly full um the
3:22:54 one meeting the council currently has in
3:22:56 December is December 7th um which I
3:22:59 believe would also be the comprehensive
3:23:01 plan amendments was that's normally a
3:23:03 big meeting to have so um you know it
3:23:08 could very well be uh the January 4th or
3:23:12 January uh 19th meetings of the council
3:23:17 was when it would come back and so I
3:23:19 guess if you need it a date
3:23:21 um I I just don't know when planning
3:23:24 policy would get to it they've spent
3:23:26 many many hours already uh discussing
3:23:29 this um so my guess if it's seven
3:23:32 questions it's probably could be many
3:23:34 many hours more there have been a core
3:23:36 group of members of the public who have
3:23:37 been very actively engaged on this and
3:23:40 have actively engaged at planning policy
3:23:43 um so I I just don't know how it comes
3:23:46 back before
3:23:47 January and so the date the date would
3:23:50 be the first council meeting in January
3:23:52 uh which would be January
3:23:56 4th I'm just a couple of comments this
3:23:58 is the mayor
3:24:01 um depending on what is on the
3:24:03 comprehensive Plan
3:24:06 update uh really determines whether or
3:24:09 not that December conversation is a long
3:24:11 one or not sometimes it's
3:24:13 very um quick because planning policy
3:24:17 has done on the work so I'm not really
3:24:19 sure about whether or not that one is as
3:24:21 controversial an amendment as the
3:24:24 previous years but I think there's
3:24:25 possibility to have it on December 7th
3:24:27 depending on what's on the docket so thr
3:24:30 that out there as an option certainly
3:24:32 just trying to be realistic about the
3:24:34 workload that's that's out there and
3:24:36 it's also possible that if it's not
3:24:38 ready for the seventh it can move so
3:24:39 council member Goodman would you like to
3:24:41 includeed date in your um
3:24:45 motion uh sure let's do December 7th um
3:24:49 and then my understanding I guess we
3:24:51 need a do we need the second needs to
3:24:55 agree that would be Chris the the second
3:24:58 is more than happy is just a day that'll

3:25:07 agree okay um so let's go to some
3:25:11 comments and I'm looking in the chat
3:25:16 box council member Goodman You' asked
3:25:19 make a
3:25:20 comments uh that was no I think that was
3:25:24 an old one I just so if there's a
3:25:27 second then don't what's the next don't
3:25:30 we need to talk about what the actual
3:25:34 proposal would
3:25:35 be I think this would be your
3:25:37 opportunity to say for the following
3:25:39 reasons I believe sure these questions
3:25:42 were not answered and just sort of put
3:25:43 them on the record great thank you um so
3:25:46 I did spend um um time
3:25:50 um uh I didn't watch I listened because
3:25:53 I go on long walks and listen it's very
3:25:55 great to have something u fun to listen
3:25:56 to on long walks and runs um so anyway I
3:25:59 listen to many many hours of the um
3:26:01 planing policy commission and um it's
3:26:04 not that I don't believe their work
3:26:05 isn't good or I don't believe that the
3:26:07 administration's work isn't good um
3:26:09 however I uh I have concerns that in the
3:26:13 words of the planning policy commission
3:26:15 and they had many many comments about
3:26:17 this the cake not being fully baked not
3:26:19 having time it's not perfect we know
3:26:21 it's not we know it's not perfect um
3:26:23 it'll have to be it'll it it it needs I
3:26:26 guess it'll have to evolve they express
3:26:28 concern that they wanted to see it back
3:26:30 they express
3:26:32 concern that they weren't able to see
3:26:35 all the Amendments and what the public
3:26:38 was talking about in written form that
3:26:40 they um some of these are my words it
3:26:43 was difficult to consider all of that um
3:26:49 uh there they re there was some
3:26:52 information that was provided the night
3:26:53 before the meeting which the public
3:26:55 commented did not give them an
3:26:56 opportunity to present comments in
3:26:58 writing that made it a little more
3:27:01 difficult for PPC um to fully consider
3:27:04 those comments um which I can understand
3:27:08 um the there were a lot of ments about
3:27:12 needing just one more meeting um they
3:27:14 completely understood that things don't
3:27:16 have to be perfect they don't want to
3:27:17 get hung up on perfect and and I agree
3:27:19 with that I understand
3:27:22 um but some of the things that were um
3:27:25 that were said to for resolution made me
3:27:29 uncomfortable personally and that is
3:27:31 that we can come back we can make
3:27:32 changes we can revise PPC might be able
3:27:35 to see it the council can revise um I've
3:27:38 lived through several of these things um
3:27:40 I will mention the central isqua plan as
3:27:42 one where we were told we can um we can
3:27:46 turn around and and revise things it
3:27:48 took us a moratorium in order to revise
3:27:50 the central isqua plan um and to use
3:27:53 council member Mars you know measure
3:27:55 twice and cut once um it is important um
3:27:58 the community is invested the the
3:28:00 community um and the council is very
3:28:02 invested in this so um and at the very
3:28:06 end of the meeting I have to say for
3:28:08 folks who didn't watch it um there was a
3:28:11 recommendation to come back to the
3:28:12 council with some recommendations in a
3:28:15 letter and it was an awkward moment and
3:28:18 I would thought maybe it wasn't even
3:28:19 going to get a motion um my sense is
3:28:22 that there are several members that were
3:28:25 uncomfortable even supporting it that's
3:28:28 editorializing however I am not in favor
3:28:32 of just sending it back to do more work
3:28:35 I am I am proposing that we send it back
3:28:38 with a specific questions for the
3:28:40 commission
3:28:41 um to answer um based on um questions
3:28:46 that I believe the community asked that
3:28:47 didn't get answered and questions that
3:28:50 um I sensed from specific questions that
3:28:54 PPC members asked that they would like
3:28:56 an opportunity to answer those questions
3:28:59 and so um I've written those down um if
3:29:02 you'd like me to read them so you can
3:29:03 get a sense of how specific they are I
3:29:05 can do that I think that would be very
3:29:08 helpful I'm sorry that this is long um
3:29:11 Ian I'm sorry that I'm talking so long
3:29:13 the um in their letter they had I think
3:29:15 it was three items under um my question
3:29:17 for them under in your letter under
3:29:19 number one um you as in PPC expressed a
3:29:24 desire that decisions should have
3:29:25 greater
3:29:26 transparency are there any other changes
3:29:29 to the proposal you recommend that would
3:29:32 increase
3:29:33 transparency um in addition to
3:29:35 recommending that the board be made
3:29:36 aware of projects without critical areas
3:29:39 and why the administration determined
3:29:41 Community review was not necessary um I
3:29:44 just wanted them to have an opportunity
3:29:46 to expand more on transparency they were
3:29:48 very concerned about transparency number
3:29:51 two of their letter would they please
3:29:53 further explain how the bo how the
3:29:55 environmental board should be given
3:29:56 flexibility to determine topics IT
3:29:59 addresses what is lacking and how can
3:30:01 that be fixed in your opinion number
3:30:04 three do you recommend that
3:30:06 Transportation projects with critical
3:30:08 areas or significant tree impacts be
3:30:10 included Ed not just the transportation
3:30:13 Improvement plan and please explain
3:30:16 um this was brought up several times and
3:30:20 the answer I heard was um we have
3:30:23 Incorporated the transportation
3:30:25 Improvement plan but not Transportation
3:30:28 projects I listened to the full almost
3:30:30 three hours and I didn't hear an answer
3:30:32 to that and I think that the PBC
3:30:34 deserves an answer to the reasoning
3:30:35 behind that's not being recommended and
3:30:37 then whether or not PPC recommends it um
3:30:40 do you we recommend adding
3:30:42 significant um tree non-critical area
3:30:46 tree projects be
3:30:48 included number five uh should Duty
3:30:51 number four in the ordinance be revised
3:30:53 to require the board to work with staff
3:30:55 to develop and maintain the check list a
3:30:58 for all public and private projects and
3:31:00 B for the purpose of gathering data for
3:31:02 the board to evaluate the performance of
3:31:04 city regulations toward environmental
3:31:06 goals and objectives number six under
3:31:09 duties and responsibilities under
3:31:11 subsection 8 would you recommend adding
3:31:14 adding city council to the end so Duty
3:31:17 so subsection 8 would read carry out
3:31:19 other duties as may be prescribed by
3:31:22 city ordinance or as directed by the
3:31:24 mayor and AD or city council I want I
3:31:28 was interested to know if they think
3:31:29 they had concerns about having the mayor
3:31:32 have the ability to have only the mayor
3:31:35 have that ability um and express concern
3:31:38 um that they have or said no concern
3:31:41 with mayor Paulie but you never know who
3:31:43 the mayor's G to be um and and seven
3:31:46 please provide a recommendation
3:31:48 regarding the topic environmental
3:31:50 security and climate security um that
3:31:53 one of the Commissioners brought up a
3:31:54 few times I never really understood
3:31:56 during that long meeting what the
3:31:58 conversation had been between that
3:32:00 commissioner um and staff so it was just
3:32:03 very confusing um and then number eight
3:32:06 just give them obviously they can
3:32:08 provide any other recommendations or
3:32:09 feedback that comes up during that
3:32:10 meeting but those were all very specific
3:32:13 concerns that I have after listening to
3:32:15 that meeting based on questions that
3:32:17 weren't answered and comments that I
3:32:19 heard from PPC that were um stated
3:32:22 several times
3:32:24 um uh so anyway that's that's my
3:32:27 reasoning and it's not to say that you
3:32:30 know anybody has done a bad job um but
3:32:33 PPC I think deserves an opportunity to
3:32:36 finish the work that they've started and
3:32:37 that's my
3:32:39 reasoning thank you you and council
3:32:41 member Ray you did second it maybe for
3:32:44 discussion or maybe because you wanted
3:32:46 to speak to it
3:32:48 next no mostly I I seconded that because
3:32:51 I think we need to have that discussion
3:32:54 um and whether whether or not warrants
3:32:56 moving back and if there are significant
3:32:59 questions still remaining to be answered
3:33:01 by by PPC um I agree with council member
3:33:04 Goodman um you know sometimes we say
3:33:07 well we can move this forward and we'll
3:33:09 figure it out as we go um but then we
3:33:11 get down the road and it it becomes
3:33:13 harder to figure it out once we get
3:33:15 there so um and I know that we've been
3:33:18 working on this a long time and this is
3:33:19 something that's really important to the
3:33:21 community um but I also want to make
3:33:22 sure we get it right because this is
3:33:24 something we've been working on for a
3:33:25 long time and is really important to the
3:33:27 community and you know we may or may not
3:33:30 have you know an urgent need to to close
3:33:33 this up right away so you know one of my
3:33:35 questions is um you know as we debate
3:33:39 this is so what's the implication of
3:33:41 pushing this out a couple well
3:33:43 essentially a month um um you know what
3:33:47 what does that do to us and so I need to
3:33:49 understand that before we decide how to
3:33:51 balance up the um benefits of getting it
3:33:56 done with um giving ourselves more time
3:33:58 to get these questions answered that
3:34:00 that PC has um has surfaced so I'm going
3:34:05 to let um City administrator Bob quitz
3:34:07 um talk about what impacts that might be
3:34:10 and then it looks like we have some more
3:34:13 um questions coming so to administrator
3:34:16 Bob quitz thank you madam mayor members
3:34:18 of the council uh the discussions on
3:34:21 this point have been fascinating um
3:34:23 there is a lot of pent up frustration
3:34:26 among members of the council and the
3:34:28 community uh that we have not uh as a
3:34:31 community uh looked at projects uh as we
3:34:35 should with an environmental Focus
3:34:37 there's a lot of pent up frustration
3:34:39 that there's lots of larger policy
3:34:41 questions uh that we have ignored as a
3:34:44 community and a great desire to have a
3:34:46 citizen group uh focus on them um we've
3:34:50 had multiple Community meetings we've
3:34:51 had multiple touches at planning policy
3:34:54 uh we've had multiple touches here at
3:34:56 the city council there's a fundamental
3:34:58 policy question that only you all can
3:35:00 decide and that is what is the scope of
3:35:03 this group there are members of the
3:35:05 community that want every single project
3:35:08 every single permit to have public
3:35:11 scrutiny uh through Community meetings
3:35:14 uh through this board through other
3:35:16 boards um we can do that that is what
3:35:19 councils do they set they take Community
3:35:22 standards and translate them into policy
3:35:24 um but there are consequences to that
3:35:27 there are consequences of time there are
3:35:29 consequences of Staffing um and the
3:35:33 previous discussions that we've had with
3:35:34 the city council uh my understanding of
3:35:37 them has been that there's been an
3:35:38 interest in looking at the larger policy
3:35:41 questions and not a review of every
3:35:43 single project uh the discussion uh at
3:35:46 planning policy uh which has been uh
3:35:50 Guided by members of the community who
3:35:52 feel very strongly that there should be
3:35:54 a community review of everything that
3:35:57 staff has not been good stewards that
3:36:00 quite honestly Title 18 has not been a
3:36:02 good Steward so the solution is to
3:36:05 provide uh Community process for every
3:36:08 single project that we have we come
3:36:10 before the council uh the last time and
3:36:13 talked about this before we went back to
3:36:15 planning policy to say that there needs
3:36:17 from staff's opinion there needs to be
3:36:19 some threshold for that uh that has been
3:36:22 rejected by some members of the
3:36:24 community has been rejected by some
3:36:26 members of planning policy um that's up
3:36:28 for the council to decide um the
3:36:31 consequences of that are Staffing in
3:36:33 time and the ability to not have any
3:36:36 time to talk about larger issues um and
3:36:39 so I think we're at a Crossroads here we
3:36:41 can go back to planning policy and ask
3:36:44 the questions um and I I think what you
3:36:46 will hear is some members of planning
3:36:48 policy who feel based on community
3:36:51 comment uh that everything should be
3:36:53 looked at everything should be reviewed
3:36:56 um and if that's the case then that's
3:36:58 great and we will have to look at what
3:37:00 kind of Staffing we will have to work
3:37:02 with uh homeowners we will have to work
3:37:04 with land developers and say that those
3:37:07 processes are going to be very long
3:37:09 finally my concern is who going to serve
3:37:11 on this board you know how many nights a
3:37:13 month can we ask people to look at
3:37:15 specific projects and then turn around
3:37:17 and say there's a great desire for a
3:37:19 climate action plan in this community
3:37:21 what are we doing there there's a great
3:37:22 desire to look at uh how we use our
3:37:24 natural resources there's a great desire
3:37:26 to do a whole variety of things but here
3:37:29 are 22 projects that you need to sit and
3:37:31 review either directly or review someone
3:37:34 else's review and so Madame mayor
3:37:36 members of the council it's a real
3:37:38 fundamental question um and I think if
3:37:41 there are members of the council this
3:37:42 evening who can voice do you want uh
3:37:45 this group to you know have the detailed
3:37:48 review uh that some would in the
3:37:50 community would like then that's great
3:37:51 and I think planning policy can can help
3:37:53 flush that out if there are you instead
3:37:56 feeling what you have said on two
3:37:58 separate occasions as a group that
3:37:59 you're looking for this to be a larger
3:38:01 policy group then I don't know sending
3:38:03 this back to planning policy uh furthers
3:38:06 that uh goal so so Madame mayor again we
3:38:09 stand by the is so important to get
3:38:11 right but it's also so important to do
3:38:13 right and to have proper Staffing and
3:38:16 have members of the community that are
3:38:17 going to be prepared uh to spend a lot
3:38:20 of time on these issues um that's
3:38:22 another component and I as your city
3:38:24 administrator I'm concerned uh that this
3:38:27 be all encompassing but might fail
3:38:30 because we just don't have enough
3:38:31 resources both volunteer and staff to
3:38:33 find it uh thank you City administrator
3:38:36 Bob quits we do have a few more comments
3:38:38 and questions but I just wanted to add a
3:38:39 bit of information
3:38:41 to the city council's consideration
3:38:43 tonight for some recruiting that I've
3:38:45 been doing for other boards and
3:38:48 commissions um development commission
3:38:50 has always been a project by project
3:38:53 review group not dealing with policy but
3:38:55 dealing with the my headset might die
3:38:59 dealing with the um application of the
3:39:01 code to an individual parcel um they
3:39:05 have had environmental resources on it
3:39:07 before and I am currently looking at
3:39:09 interview I believe we have now six
3:39:12 candidates um some with strong
3:39:15 environmental experience it isn't that
3:39:17 there is no environmental review and
3:39:19 development commission does not review
3:39:21 all projects but their focus is so
3:39:23 different than planning policy which
3:39:24 stays at the policy level to try and
3:39:27 create an environmental commission that
3:39:29 is policy and project attracts two
3:39:31 different kinds of people those that are
3:39:33 interested in the details of the project
3:39:35 and those that want to form climate
3:39:37 action policy um I think you've got to
3:39:40 kind kind of pick a lane and decide what
3:39:42 you want to do I'm hoping that this um
3:39:44 interim um recruitment that I'm doing
3:39:48 add some some environmental muscle to
3:39:50 the development commission but there is
3:39:52 already some there so I I do think it's
3:39:55 important I don't have a opinion on
3:39:56 whether it goes back or not but I do
3:39:58 think that this isn't going to be
3:40:00 everything to everybody um so anyway
3:40:04 just some thoughts I didn't know if you
3:40:05 all knew that I was doing that
3:40:06 recruiting or not um next one up for
3:40:09 comment is council member

3:40:14 here I just wanted to follow up a little
3:40:15 bit um so I don't disagree with anything
3:40:17 that's said um from either of you um
3:40:20 this isn't about
3:40:22 um my this isn't about me wanting to
3:40:26 elicit some certain answer this is about
3:40:29 allowing PPC to finish their job um all
3:40:32 the things that um uh mayor Paulie just
3:40:36 said and and I didn't get the those
3:40:39 those answers the answer I heard to the
3:40:41 question about Transportation projects
3:40:43 was basically and I'm summarizing and I
3:40:46 mean no disrespect at all um to um
3:40:49 anybody is basically it was yes we heard
3:40:52 and um instead we did we included the
3:40:54 tip I didn't hear any reasoning I didn't
3:40:57 hear PPC get an opportunity to to talk
3:40:59 about that um and I'm not saying that I
3:41:02 agree that every single project needs to
3:41:04 be reviewed I didn't hear any conver
3:41:06 talks about um this is why we don't this
3:41:09 is why we don't recommend that all the
3:41:11 transportation projects or the
3:41:13 significant tree projects get um get
3:41:15 reviewed by the environmental board
3:41:17 those that conversation didn't happen at
3:41:19 least not in the meeting that I listened
3:41:20 to that's my concern I'm not trying to
3:41:23 get elicit certain answers these are the
3:41:25 concerns that I think still have to be
3:41:27 addressed by PPC based on what they said
3:41:30 what I heard um lack of information
3:41:33 again no disrespect um that's why we
3:41:36 have a a policy commission to make
3:41:38 recommendations to us
3:41:40 so if the council tonight is not
3:41:43 interested in referring this back um
3:41:47 then I think we uh we're going to have
3:41:50 to get into significant details um and
3:41:53 because there're going to be a lot of
3:41:54 questions and we're going to need to
3:41:56 refer this to another meeting because
3:41:58 there are a lot of questions right and
3:42:01 we've heard your question so far it may
3:42:03 be that council members want to add to
3:42:05 the list that you've read as well thank
3:42:07 you council member D

3:42:28 business of finishing the ppc's work for
3:42:31 them we have a letter from the planning

3:42:36 chair was dated September 28th and it
3:42:38 was included in the packet and it has
3:42:42 three recommendations that they sent to
3:42:44 us and that to me is the official
3:42:48 statement that came out of that meeting
3:42:51 and it has been it's duly noted and uh
3:42:54 we certainly can uh discuss tonight
3:42:57 whether we want to include their
3:43:00 recommendations uh as amendments to the
3:43:03 uh to the ordinance but um I I you know
3:43:08 when when we get a signed letter from
3:43:10 one of our commissions that to me is
3:43:12 their official statement about what they
3:43:16 were willing to recommend and the fact
3:43:18 that there were questions that were
3:43:20 unanswered uh that night uh maybe they
3:43:23 were unanswered because no one felt
3:43:26 compelled to ask anything further I I
3:43:29 just don't think that um that we as a
3:43:33 council should be going back to a
3:43:36 planning policy commission and saying uh
3:43:39 we you didn't finish your work uh they
3:43:41 did finish their work they sent us a
3:43:42 letter it's in the packet um and that
3:43:45 should stand as their official statement
3:43:47 that they all agreed to um as as a
3:43:50 commission so um I uh I think that we
3:43:55 should take that letter and discuss that
3:43:58 if we want to if the council wants to um
3:44:02 but I um and I I will also say that I
3:44:06 take all these uh comments to heart that
3:44:08 we need to to decide you know what is
3:44:11 the exact nature of this uh new
3:44:14 environmental board um uh again going
3:44:18 back to where we started there was a lot
3:44:20 of discussion about the urgency of
3:44:23 climate change we see that all around us
3:44:26 we saw that with the wildfires in
3:44:28 California and we are arguing here over
3:44:32 not arguing I am sorry I apologize for
3:44:34 that word we are
3:44:35 discussing um you know the the intent of
3:44:40 uh policy Planning Commission when I
3:44:42 think we should be focused on the
3:44:44 outcome that we want from this
3:44:45 environmental board thank you thank you
3:44:49 council member
3:44:51 Walsh thank you um my main concern with
3:44:55 this is whether or not the environmental
3:44:58 board would be able to be available for
3:45:02 um Title 18 and the questions that we
3:45:05 have for them that will come up fairly
3:45:08 soon and so I'm wondering about the
3:45:11 timeline of that if we send this back to
3:45:15 PBC and then it has to come back to us
3:45:17 and then we vote on it and then we have
3:45:19 to staff out that board or recruit for
3:45:23 that board what timeline we're looking
3:45:30 at question mark if I may Madam mayor uh
3:45:34 Megan Curtis Murphy who hasn't had an
3:45:36 opportunity to say anything yet this
3:45:37 evening so we'll say good evening Megan
3:45:40 um I know that you've been looking at
3:45:41 the time frames for recruiting can you
3:45:43 talk about what your thoughts were at
3:45:46 point sure um in talking with the clerks
3:45:50 good evening this is Megan Curtis Murphy
3:45:52 um in talking with the clerk's
3:45:54 Department um we wanted to do about a
3:45:57 three-week recruitment um from previous
3:46:00 experiences um two weeks didn't quite
3:46:01 seem to be enough they've often bit
3:46:03 extended um we are going to be
3:46:05 recruiting for 12 members um so we want
3:46:08 to provide adequate time um so about 3
3:46:11 weeks recruitment um we'd be able to do
3:46:14 interviews soon after that um with a
3:46:17 original or with thinking about timeline
3:46:20 um we are hoping to start recruitment as
3:46:22 soon as this Friday have that open for
3:46:24 three weeks try to do um interviews
3:46:27 beginning of November and then bring it
3:46:29 back um at a later meeting in November
3:46:31 to appoint the members and get a first
3:46:34 meeting at by the end of this year um
3:46:37 was our original goal if we move forward
3:46:39 on this evening um if not I think we
3:46:42 would just have to bump that back um by
3:46:44 however many weeks
3:46:46 approximately until we're able to um
3:46:48 pass the
3:46:52 ordinance council member Walsh did you
3:46:55 have a followup question well yeah I was
3:46:57 going to try and date that out in my
3:47:00 head if um what we were saying go back
3:47:06 PPC was it and back here by December 7th
3:47:13 correct so we would we would try I think
3:47:16 to start the recruitment then shortly
3:47:18 after December 7th three weeks takes us
3:47:21 uh to just about Christmas so I think we
3:47:24 would try to have those that
3:47:25 applications do before Christmas then uh
3:47:28 we would do interviews right after the
3:47:29 first of the year uh then be able to get
3:47:32 to the council hopefully by the end of
3:47:33 January uh with appointments hopefully
3:47:36 than having a first meeting sometime in
3:47:38 February
3:47:40 okay so then to
3:47:42 clarify if we were to move forward with
3:47:45 the proposal tonight we would
3:47:49 potentially have a first meeting in
3:47:51 December if we were to go back to PBC
3:47:55 the earliest we would be looking at is
3:47:59 probably February for first meeting and
3:48:02 that's assuming there isn't any more
3:48:04 back and forth is that correct yes I
3:48:07 think that's reasonable thank you

3:48:17 Hall um I have a comment and then also a
3:48:20 quick question if that's appropriate but
3:48:23 um I just wanted to say on camera as one
3:48:25 of the uh council members um who in
3:48:29 previous meetings has said on camera
3:48:31 that I support it being more of a policy
3:48:34 function because if we can't you know
3:48:36 really focus a lot of time on Title 18
3:48:38 and a climate change then that's the
3:48:40 ball game in in my head I'm thinking
3:48:42 long term um that being said I think
3:48:45 that these questions are appropriate and
3:48:47 I'm really interested in hearing the
3:48:50 answers to it and how it may influence
3:48:52 my thinking so I'm G to support this oh
3:48:56 in my question um can we not um conduct
3:49:01 interviews before we pass an ordinance
3:49:05 or is that is there some legal something
3:49:10 well I think what if I may council
3:49:12 member Hall members of the council one
3:49:13 of the challenges we don't know what
3:49:14 we're recruiting for yet I mean I think
3:49:17 as we have talked to community members
3:49:19 that are some community members very
3:49:20 excited about doing policy there are
3:49:22 some community members very excited
3:49:24 about looking at site plans and asking
3:49:26 questions about you know specific issues
3:49:29 with Parcels but those are not
3:49:31 necessarily the same people and so I
3:49:34 think we need first to know what this
3:49:36 group is going to be asked to do uh and
3:49:39 then once we know then we'll be able to
3:49:42 recruit okay thank
3:49:45 you and council president
3:49:49 hunt thank you um this is council
3:49:52 president hunt I um I was just
3:49:56 revisiting the letter that we received
3:49:58 from the um chair of the PPC and um on
3:50:02 behalf of the PPC and they do ask that
3:50:06 Council consider three things um
3:50:10 including that decisions in The Proposal
3:50:13 would have greater transparency that the
3:50:15 board be given flexibility to decide
3:50:17 what topics IT addresses and then also
3:50:20 um a six-month review cycle but I think
3:50:23 that they they recommended that we
3:50:25 consider those things and then they pass
3:50:28 the ball to us as elected officials to
3:50:31 consider their those concerns and make a
3:50:34 decision um I am concerned at this point
3:50:38 based on some conversations that I've
3:50:40 had I'm concerned
3:50:42 about um people that have been following
3:50:45 this process community members who are
3:50:47 really concerned about the environment
3:50:49 really interested in the environment
3:50:50 interested in serving on a board um
3:50:52 their enthusiasm in some conversations
3:50:55 um their enthusiasm has waned over the
3:50:58 course of this process and and how long
3:51:00 it has um taken and so I would be very
3:51:04 concerned if we kicked this back with
3:51:06 questions um also questioning
3:51:09 the PPC landed as a I I think that they
3:51:14 asked us to consider these things and it
3:51:16 was clear so I'm in favor of considering
3:51:19 those things and moving forward um I
3:51:22 also think that we have received a lot
3:51:24 of community input and I want to um I
3:51:28 want to act with a sense of urgency on
3:51:31 this because I do think that it is very
3:51:33 important to the community and um I want
3:51:37 to proceed
3:51:43 council member MZ thank you Madame mayor
3:51:46 uh I'd like to proceed forward this
3:51:47 evening I think that uh this isn't the
3:51:52 Strategic plan this is something that uh
3:51:55 we can make decisions on and then make
3:51:58 changes down the road uh we have that
3:52:00 ability um this is a new body we won't
3:52:03 get it perfectly right tonight uh or in
3:52:06 the next meeting we will put something
3:52:09 place and we'll see how it works and we
3:52:10 will make uh revisions based on that so
3:52:14 I would like to move forward this

3:52:24 one more comment which is I had a
3:52:26 question there was um some emailed
3:52:28 comments regarding projects with
3:52:31 significant trees and those being
3:52:33 considered also um significant impacts
3:52:36 to trees and so I had a question um that
3:52:39 that I asked of Megan um and I believe
3:52:42 it got shared with the development
3:52:43 services department and others but the
3:52:46 the bottom line was that we don't
3:52:47 actually have code to support what is
3:52:50 significant trees and so um that would
3:52:53 be if that were to be there it would
3:52:55 probably be a need to be a change in
3:52:57 code and I think this speaks to we have
3:52:59 broader policy questions that we need to
3:53:01 address within tile 18 um and within our
3:53:05 code that that need to be looked at to
3:53:08 address some of these things and if we
3:53:10 if we're um questioning um specific
3:53:14 wording I think that we we will have
3:53:16 another opportunity to look at some of
3:53:18 these policy level impacts with the
3:53:20 title 18 work and we should absolutely
3:53:22 do that but I also think we don't we we
3:53:24 have some higher level policy questions
3:53:26 that we need to work through before we
3:53:28 can start looking even if we wanted to
3:53:31 get into the project level and as I've
3:53:34 said before I think that the higher
3:53:36 level um is where we need to be at this
3:53:38 point with the this board and looking at
3:53:40 higher level policies that will have a
3:53:42 umbrella over many
3:53:46 projects thank you um council member
3:53:48 Goodman I wanted to come back to you to
3:53:50 see if you had any final comments or any
3:53:53 suggestions about resolution to getting
3:53:57 answers to those questions um without
3:54:00 sending it back to planning policy but
3:54:02 are those a series of questions that you
3:54:04 would want staff to answer uh either
3:54:07 this evening or an addition information
3:54:09 for the council which could also loop
3:54:11 back to PR um planning policy at some
3:54:13 point as well could that address your
3:54:17 concern
3:54:18 um uh thank you council member Goodman

3:54:25 the I think it would make for a long
3:54:28 meeting tonight um it's 11 o'clock um
3:54:32 and although we have one council member
3:54:34 who would like to potentially work seven
3:54:37 and a half hours I am not one of them um
3:54:40 and I would strongly oppose trying to
3:54:42 dig in and revise the code um the C
3:54:45 those the questions I asked um the
3:54:48 answers were not presented so it's not
3:54:50 that I'm trying to get a different
3:54:52 answer the answers were not presented um
3:54:55 and so um and I'm I'm personally not
3:54:59 interested in trying to get all of those
3:55:01 questions answered into Revise Code and
3:55:03 try to understand something that's going
3:55:05 to be a brand new board um and I guess
3:55:08 the comment I would make is I'm
3:55:11 not questioning their work I am question
3:55:15 I am um I do not believe that they were
3:55:18 given an opportunity to finish their
3:55:20 work they were very uncomfortable making
3:55:24 recommendation um I would encourage you
3:55:25 to watch it um so I am I am not happy
3:55:29 with personally not happy with how um
3:55:35 uh um the work was con included because
3:55:39 they had a lot of questions um so uh I
3:55:44 think their final recommendation was
3:55:47 based on what they had to work with I do
3:55:49 not believe that it is the that they
3:55:53 that um they would have done the same
3:55:56 thing had they had other had they had an
3:55:59 opportunity to to finish their
3:56:01 deliberations that's my concern um we're
3:56:04 headed into the holidays there have also
3:56:07 been um comments about heading into the
3:56:09 holidays and whe whether we can really
3:56:11 get this board up and going with the
3:56:12 holidays before us anyway um so anyway
3:56:16 um if it is the will if we take a vote
3:56:18 and it is the will of the council to not
3:56:20 refer it back um then I think we need to
3:56:22 bring it back at a different meeting
3:56:23 because there really is quite a hefty
3:56:25 amount to talk about so let's do this in
3:56:28 two parts then this is the mayor um
3:56:31 let's vote on the motion on the floor
3:56:33 which is the referral back to planning
3:56:35 policy and then we'll have another
3:56:37 conversation about what the next steps
3:56:39 are because it is 11:00 and I can tell
3:56:42 that there is a lot of interest in this
