4:19 thank you very much for giving me this
4:21 opportunity to speak at this meeting and
4:23 my name is lisa haynes i'm an issaquah
4:26 resident i live up on squat mountain
4:29 and i'm here to support the human
4:32 services strategic plan
4:34 i'm particularly excited about the where
4:37 are we going section and especially on
4:40 goal
4:41 and number 3b which focuses on
4:43 homelessness and particularly youth
4:46 homelessness in our community
4:49 so um i would like to draw your
4:51 attention to goal 3.7 which says
4:55 provide technical assistance
4:57 um at minimum quarterly to programs and
5:00 local providers actively working on
5:03 housing options for homeless youth and
5:05 or adults for example the garage ateen
5:08 cafe
5:10 and and so this is the bit that i'm
5:12 particularly excited about because um
5:15 did you know that in 2020 2021 school
5:19 year 140 teens in the greater issaquah
5:22 and
5:23 valley area were reported as homeless
5:27 this was before kovid before the
5:29 eviction protection order was changed
5:32 and this is only the number of students
5:35 and families that reported themselves as
5:38 homeless to to their schools
5:40 and i suspect that this number is
5:42 greater
5:44 so with the stigma around homelessness
5:46 their fear of law enforcement and cps
5:49 this number at best is an estimate
5:52 so i don't know if you know where the
5:54 nearest support is for our homeless
5:56 youth and but it's in kirkland
5:59 and
6:00 i don't want our young people to have to
6:02 leave our community their friends their
6:05 schools and their families in order to
6:07 get help
6:08 i would like them to be nurtured by this
6:10 amazing community
6:12 and supported by us
6:14 thank you all for the hard work and
6:16 consideration that has gone into this
6:18 plan i mean it's enormous and it has
6:21 some amazing own plans in it and
6:24 thank you for letting me have time to
6:27 speak
6:28 thank you

6:43 um i did miss reading the guidelines so

6:56 of the public process and we do take
6:58 them very seriously and factor them into
7:00 the decisions we make please direct

7:25 as we experienced in this case if you

8:11 presented by monica negrilla our human
8:14 services manager so we'll give it over
8:16 to you monica
8:19 good evening and thank you so much
8:20 council president walsh
8:22 um allow me a moment to start
8:25 sharing my presentation
8:27 and
8:28 yet at the same time while i do that
8:30 i would like to introduce you to one of
8:32 our guests tonight
8:34 alexis mercedes-rink sub-regional
8:37 planning manager with the king county
8:39 regional homelessness authority uh
8:41 joined us tonight and she's here uh you
8:44 may remember her from her previous role
8:46 at the sound cities association
8:48 but alexis is here just to listen in
8:50 tonight as we've been working together
8:53 and collaborating
8:54 over the last few months
8:57 and coordinating with the regional
8:59 homelessness authority as you have seen
9:02 perhaps in the draft strategic plan that
9:04 we have in front of you tonight
9:07 component of that is response to
9:09 homelessness and so
9:11 we recognize that we cannot do it alone
9:13 and we would love to we coordinated
9:16 already and we would love to
9:18 continue to collaborate with um the
9:20 original authority
9:23 you may remember most recently about a
9:26 month ago we came to city council and we
9:28 sought city council's approval on the
9:31 emergency housing vouchers that the city
9:33 received
9:34 so that endeavor was through
9:36 coordination and collaboration with the
9:38 regional homelessness authority and with
9:40 alexis and her team so
9:42 um again alexis is here with us tonight
9:44 um she is available for uh in case
9:47 council has any questions um but we are
9:50 not going to put her on the spot and we
9:51 will not assign her any
9:56 or necessarily um yeah report thing
9:59 duties tonight
10:01 okay so with that allow me i'm going to
10:03 share my screen and start the
10:05 presentation
10:11 while i do that again also in attendance
10:14 tonight you may see a few human services
10:17 commissioners or equity board members
10:20 and also some of the human services
10:22 staff
10:23 and of course you've seen already um my
10:25 direct supervisor and
10:27 jeff watling director of parks and
10:29 community services
10:30 we are all here if you have questions at
10:32 the end
10:35 okay
10:37 let's get started then
10:40 uh tonight council members uh humbly we
10:43 bring to you in draft format
10:45 is a class first human services
10:47 strategic plan
10:49 um the document in your agenda packet is
10:51 the result of our team's work um for the
10:54 past um six months
10:57 um and so our goal tonight is to provide
11:00 you with an update of the progress that
11:02 we made so far
11:03 and to seek input on the draft document
11:08 specifically the direction that we seek
11:11 and therefore the questions we post to
11:13 you tonight
11:14 are the following
11:16 one are the content areas in the draft
11:19 plan comprehensive and clear
11:22 are we heading in the right direction
11:25 two are the proposed goals are
11:27 reflective of the community needs
11:29 is there anything missing
11:31 and three does our approach reflect the
11:34 city's commitment to equity
11:39 i'm going to start off with providing a
11:41 brief background of this work
11:43 then i'm gonna move to talk a little bit
11:45 about our purpose
11:48 then i'm gonna provide a brief overview
11:50 of the development process
11:52 our approach to equity i'm gonna cover
11:54 and summarize a little bit the community
11:56 engagement we conducted and then i'm
11:59 gonna move um into a few details um on
12:02 the content area
12:05 but coming back and uh saying a little
12:07 bit about the background
12:10 one of the action items in the social
12:12 and economic vitality goal area of the
12:16 citywide strategic plan
12:18 is the adoption of a healthy community
12:20 strategy
12:22 work on the healthy community strategy
12:24 began in 2019
12:27 um however the project was paused and
12:29 then re-evaluated during the transition
12:32 of the human services functions
12:34 to the parks and community services
12:36 department
12:38 then um though the project was further
12:41 paused during the kobe 19 pandemic
12:44 and so we restarted this work in 2021
12:47 and then streamlined the scope into what
12:50 we call tonight a human services
12:52 strategic plan
12:55 this plan builds
12:57 upon
12:58 applicable information
13:00 from work conducted prior
13:02 on the healthy community strategy
13:05 as well as previous work conducted on a
13:07 community needs assessment that was
13:09 completed in 2017.
13:15 next a few
13:17 words about
13:18 what is the purpose
13:20 and what's the objective of our plan
13:25 really simply put
13:27 we hope that this plan will help us
13:29 inform the priorities in human services
13:32 for the next five years
13:34 we also hope that the plan will guide
13:36 the city's investments and allocations
13:38 of funds in human services
13:41 that it will provide us a roadmap for
13:43 policy decisions
13:45 and
13:46 inform advocacy and technical assistance
13:48 needs
13:53 as far as the development process i
13:56 would like to
13:57 touch a little bit on
13:59 the process we use to complete the work
14:02 this i want to just mention that this
14:04 was an internal process led by city
14:06 staff
14:07 we did not use a consultant
14:10 and so
14:12 we used the the skills and knowledge
14:14 that we have
14:15 about the community
14:17 we use the connections with our
14:19 community partners
14:21 to conduct the work in-house
14:23 so to speak
14:25 and so specifically
14:27 we conducted research of similar work
14:29 conducted in other jurisdictions
14:32 we analyzed any information historical
14:35 information um available internally at
14:37 the city
14:39 we conducted interviews with our
14:41 non-profit partners with local
14:43 businesses
14:45 and with other community partners
14:48 we had an online survey and an in-person
14:50 survey available for the community
14:53 and then we also analyzed and conducted
14:55 research on available external reports
14:59 and quantitative data such as the census
15:02 bureau or other data available at the
15:04 county or state level
15:09 our approach to equity
15:12 so in human services our work always
15:15 focuses on supporting those who are most
15:17 vulnerable and need support
15:20 um therefore our focus um already
15:24 is on the populations most impacted by
15:26 human services needs
15:28 um in this case um in issaquah about
15:31 7.8
15:33 of the population lives in poverty
15:37 and then next um we
15:40 did additional research in trying to
15:42 identify the disproportionate
15:44 representation of the communities living
15:46 in poverty
15:47 and we discovered that 77 of those who
15:51 live in poverty in issaquah are
15:53 non-white
15:55 most of the communities are hispanic
15:57 latino and those who identify as other
15:59 race
16:01 and so
16:02 with this focus and knowledge then we
16:05 focused on proposing goals and
16:06 interventions that that help address the
16:09 inequities
16:14 moving on um
16:16 a few words about the community
16:18 engagement
16:20 that we conducted for the plan
16:22 um as i mentioned a few minutes ago we
16:25 had an online survey
16:28 actually for the first time we conducted
16:30 a service in english in uh chinese and
16:32 in spanish
16:34 and we had um nearly 250 um respondents
16:39 uh we conducted over 50 interviews with
16:42 our community non-profit providers
16:44 businesses um faith-based communities
16:48 and other community partners
16:50 we conducted seven focus groups with
16:53 different populations and age groups
16:56 and
16:56 six community workshops
17:02 so moving on to the content areas
17:06 of the strategic plan
17:12 as you see um
17:14 on the screen and also in the draft plan
17:19 we started with
17:21 a brief summary of who we are
17:25 reviewed the city of issaquah's
17:27 characteristics and demographics
17:30 we touched on our commitment to equity
17:34 we developed on the human services roles
17:36 and functions
17:38 um here i'm just gonna pause to
17:40 highlight uh we then identified uh five
17:43 different roles for the human services
17:46 so we identify as being policy framers
17:50 we are a funder
17:51 we are connector
17:53 we are an advocate and we are supporter
17:57 we support and advocate and connect our
17:59 residents and our nonprofit partners
18:03 we also provide funding in human
18:05 services and then um we are also policy
18:08 framers as we bring different policy
18:11 initiatives um to you uh city council
18:16 next in the draft plan um we moved on to
18:19 talk and provide a brief overview just
18:21 as i did a few minutes ago
18:23 um in more details we talked about the
18:27 plan development
18:29 about the guiding principles for human
18:31 services
18:33 we had a pretty good summary of the
18:35 community engagement we conducted
18:37 um and then next we moved to um on to
18:41 what we learned and
18:43 we described the information that we
18:46 learned during the community engagement
18:47 process
18:49 here we focused on on two different
18:50 areas
18:52 on one end we highlighted the
18:54 community resources
18:56 that exist and the services that exist
18:58 in our community
19:00 and then we moved on to highlight the
19:02 gaps or the barriers the needs and that
19:05 the community
19:07 experiences and i'm going to talk about
19:08 that in just a few moments
19:13 following um the
19:16 information on what we learned and the
19:17 resources and needs in our community we
19:20 used the the gaps that we identified to
19:23 to create the goals and the strategic
19:25 actions
19:28 so um when we talk about where we are
19:31 going um we started with the human
19:33 services division uh we focused on
19:39 identifying the focus areas the goals
19:41 strategic approaches and the actions
19:44 we talked a little bit about the funding
19:46 process i'm going to touch on that in
19:47 just a few minutes
19:50 and we talked about partnerships and
19:51 connections
19:53 uh needed to accomplish these goals
19:55 um and last but not least uh we talked
19:57 about how are we gonna measure
19:59 uh and um we identified next steps i'm
20:03 gonna talk in a few more details just in
20:05 a minute here
20:09 diving deeper into the content areas as
20:12 i mentioned uh
20:14 in the section on what we learned from
20:16 our community
20:17 we focused on both highlighting the
20:19 existing resources and services but also
20:23 summarizing the community needs
20:25 identified during the community
20:26 engagement process
20:28 these service needs were grouped within
20:32 four different themes
20:35 that later then became identified
20:38 priorities or focus areas in developing
20:40 the strategic plan
20:43 the criteria that we use for
20:44 prioritizing the community needs
20:46 included
20:48 a community impact
20:50 meaning the degree to which a barrier
20:53 impacts the community at large
20:55 and specific populations in particular
20:59 we also considered service availability
21:01 and then we also did a swot analysis
21:04 focusing on strength weaknesses
21:06 opportunities threats
21:08 um so as you might have seen already
21:12 most of the information it's not new
21:14 information or earth shattering
21:17 in the sense of us discovering a need
21:19 that we did not know about
21:21 it rather confirmed some of the previous
21:23 findings um or some of the information
21:26 available regionally and nationally
21:29 especially after almost two years of a
21:31 worldwide pandemic
21:34 so uh we did focus on including however
21:37 information that was based on
21:39 understanding um
21:42 and the long term impacts um
21:46 uh that will not be resolved just in the
21:47 next couple of months so in other words
21:49 we will really try to focus on things
21:51 that are lasting and have a long-term
21:53 impact
21:55 and so with that the the four themes
21:57 that we identified
21:58 and grouped
22:01 based on the trends
22:02 um that we noticed in in people's
22:05 feedback and comments
22:07 were physical and behavioral halt um
22:10 housing continuum
22:11 here included are affordable housing
22:16 or housing affordability
22:18 and homelessness
22:20 community resources and language access
22:22 and culture specific services
22:25 i'm gonna dive in just for a few minutes
22:27 um i'm gonna say a little bit more about
22:30 all of these themes um i'm not gonna
22:33 dive into there's a lot of detail as you
22:36 um i have seen in the in the draft plan
22:38 and we are available to answer questions
22:40 but
22:41 i'm just going to provide a high level
22:43 overview
22:44 so for the physical and behavioral
22:46 health section
22:48 um i don't think that this is unique to
22:50 issaquah or even is a unique to the
22:54 region
22:55 however there are a few details that are
22:57 unique to issaquah um so um the trend
23:01 that we identified was that there's a
23:03 high prevalence of mental health
23:04 distress among all groups
23:06 um so it did not matter what age group
23:09 what socioeconomic status there's a high
23:12 prevalence of
23:13 mental health distress among everyone
23:17 there's a
23:19 very significant shortage of in mental
23:22 health workforce
23:24 um there are limited or no public
23:26 behavioral health services in issaquah
23:28 so this is unique to issaquah um
23:31 there are just no behavioral health
23:33 providers both mental health and
23:34 substance use
23:36 these are their providers in issaquah
23:38 who take public
23:43 funding or
23:44 public health insurance
23:47 there's also a lack of culturally
23:48 specific behavioral health services in
23:50 issaquah
23:52 we also heard that
23:54 [Music]
23:57 our community members have difficulties
23:59 navigating the medical systems in place
24:01 in particular
24:03 is just overwhelming and when they have
24:06 additional barriers then it just makes
24:09 it extra challenging
24:11 there's a limited use of preventative
24:13 care
24:14 an increase in urgent care use and high
24:16 medical bills
24:20 here we've been collaborating with our
24:21 partners at swedish um and as you might
24:24 have seen in
24:25 in in the plan we we do intend to
24:28 coordinate and collaborate with them
24:31 and also um there's a community crisis
24:34 response system change
24:36 um again this is not unique to issaquah
24:38 but it does impact issaquah
24:43 and so um i think these are the the main
24:46 trends for the physical and behavioral
24:48 health section
24:49 uh moving on to the housing continuum
24:51 specifically housing affordability and
24:53 homelessness
24:54 uh we noticed uh
24:56 and we heard um again no news
24:59 limited affordable and supportive
25:01 housing services available in issaquah
25:04 we also heard that high rent
25:07 increase forces renters to move out of
25:09 the area
25:10 just as anecdotal information as i was
25:13 mentioning just earlier about the
25:16 emergency housing vouchers um our staff
25:19 amir
25:20 is currently working with um
25:22 five community members
25:24 who received so far
25:26 approval for the emergency housing
25:28 vouchers and unfortunately we just
25:30 cannot find anything in issaquah
25:33 that they can afford um
25:36 everything it's at least a couple of
25:38 hundred dollars over
25:40 and the limit that the vouchers pay
25:42 um so that's just anecdotal and then yes
25:44 of course we will continue to look in
25:46 other areas as well um it's just
25:48 it's it's hard it's very very
25:53 expensive
25:55 we also heard about limited resources
25:56 for aging in place we addressed that a
25:59 little bit um lack of services and of
26:02 course um um last but not least for sure
26:05 lack of service resources for
26:06 individuals who are homeless in issaquah
26:08 um here i would like
26:12 well i'm gonna move forward and then i'm
26:14 gonna pause because i was asked to
26:15 provide additional information and i'm
26:17 gonna pause just a little bit to do that
26:18 but allow me just to say a few more
26:20 words about
26:22 the other two themes uh community
26:25 resources um as um
26:29 you had heard in the other section as
26:31 well uh there are limited cultural
26:33 services and language access services
26:36 there's a lack of providers that are
26:38 indigenous to culture and language
26:41 there are community members who feel
26:42 stigmatized not welcomed and not safe
26:46 [Music]
26:48 uh they're
26:49 just limited job readiness and workforce
26:51 development services
26:54 lack of awareness of the existing
26:56 resources in
26:57 available
26:59 and then also we heard about the lack of
27:01 community resource center in issaquah
27:03 and definitely last but not least um
27:06 culture access and um
27:08 language access
27:11 again we heard this in
27:12 all the sections about limited language
27:14 access and culture specific services
27:17 lack of providers that are indigenous to
27:18 culture and language again and the same
27:21 feeling of stigmatization
27:25 and so here i'm gonna pause before
27:26 moving to the next slide since we talked
27:28 a little bit about homelessness and
27:30 deputy council president hall reached
27:32 out earlier to ask for a brief update
27:35 on our most recent um
27:38 homelessness response during the severe
27:41 weather emergency and so with your
27:43 permission i would just like to provide
27:45 like a one minute update on that on
27:47 lessons learned
27:49 so as you may recall um
27:52 during the severe weather event between
27:54 december 23rd and january 5th
27:57 we worked with community members who are
27:58 homeless and we sheltered 20
28:01 individuals that not hall 6
28:04 and so while that was
28:06 because we were able to plan in advance
28:08 and
28:09 we were able to coordinate not only with
28:12 our regional partners at the regional
28:13 homelessness authority but also
28:15 internally with our emergency management
28:19 team um we were able to get in accurate
28:23 information regarding temperatures and
28:24 whether we were able to plan in advance
28:27 and therefore
28:28 before the severe weather hit and the
28:30 heavy snow and low temperatures hit we
28:33 were able to already um have um people
28:36 um in a safe place sheltered
28:39 um however there were also a few other
28:41 lessons that we learned
28:43 in particular
28:45 that often when we work with individuals
28:48 who are chronically homeless
28:49 the level of need
28:51 goes beyond sheltering
28:53 and so for example
28:55 of the 20
28:57 people who were demotal
29:00 two required hospitalizations for
29:02 serious medical conditions one of them
29:04 actually
29:06 had undergone surgery
29:08 so um we helped coordinate that
29:11 um 16 of the folks depended on metro for
29:14 transportation so they really um during
29:17 the snow
29:19 transmission transportation is limited
29:20 so they were really isolated to the room
29:23 um which then also made it more
29:25 difficult to try to
29:27 go out to um
29:29 look for food and so um
29:33 four of them were unable to access food
29:34 outside of the meals um just because of
29:37 also not just transportation but also no
29:40 financial resources whatsoever
29:44 and also um four of them um also had
29:47 needs for drug or alcohol treatment
29:49 which was not available during that time
29:51 um so i'm very very thankful um for our
29:54 team uh it was a team effort uh amir did
29:57 a fantastic job coordinating he checked
29:59 in with um everyone on a daily basis he
30:02 coordinated with the meals program we
30:04 are very very grateful for the meals
30:05 program for transporting food to the
30:08 hotel when when members could not go to
30:11 the meals
30:13 for those with no cell phones we are
30:15 grateful for the time that we are able
30:17 to coordinate with them
30:19 and then actually really work on
30:21 long-term planning
30:23 um and so that was also very very
30:25 helpful
30:27 having knowledge of where the
30:28 encampments were in advance helped us
30:30 again uh plan plan in advance and make
30:33 sure that everyone was safety because
30:35 then we know where to find folks
30:37 um and also as i mentioned very very
30:40 grateful emir did an excellent job um
30:42 and it was also a team effort um when
30:45 amir was on vacation uh hannah helped
30:47 coordinate
30:48 um the checkout process um our parks
30:51 ranger peter healthy transportation
30:54 folks from from the motel during
30:55 checkout process
30:57 uh i helped cover when staff were on
30:59 vacations weekends whatever we could it
31:01 was a team effort and i'm very very
31:03 grateful for that
31:04 and thank you for that opportunity to
31:06 pause and provide that um input
31:11 with that i realize i'm talking a lot um
31:13 but i promise i have just it's a
31:15 long project
31:17 i have just a little bit more and then
31:18 i'm available for questions but at the
31:20 same time i can always pause if there
31:22 are questions in the middle
31:23 um if they're non none though i will
31:26 just um continue so i can get through
31:29 the presentation and then
31:30 we can take questions after
31:33 so moving on based on the community
31:38 engagement process and the information
31:40 that we learned we took that information
31:42 as i mentioned earlier
31:44 we prioritized already during the
31:46 community needs the the focus areas and
31:49 then we just turned those into
31:52 our priority areas right so we started
31:54 always with the vision and our hope for
31:56 issaquah and that's at the foundation um
32:00 of the goals moving forward
32:02 um the only change that you might have
32:04 seen compared to the community that i
32:06 just covered um you might have seen that
32:08 we had four
32:10 areas we had physical and behavioral
32:11 health housing continuum language access
32:14 and community resources moving forward
32:17 when we identify goals we added a fifth
32:20 focus area we added overarching
32:22 community needs and that is mainly
32:24 because we um
32:27 noticed that um there were a few trends
32:30 that would come up
32:32 the same information would come up in in
32:34 each of the other sections so instead of
32:36 just repeating a goal or a strategic
32:38 action multiple times we just created
32:40 this overarching community needs and i'm
32:43 gonna
32:44 give you an example in just a minute
32:48 but following these focus areas we then
32:50 identify the goals right what do we hope
32:52 to accomplish in each of these focus
32:54 areas so that's kind of like describing
32:56 the what and
32:58 we identify
33:00 identified five overarching goals
33:05 and those are the high level goals
33:07 after that uh we went and dove deeper
33:10 into identifying the strategic approach
33:13 um basically this is the how right
33:16 what's the method that we will use to
33:18 reach those goals and we identified
33:21 specific measurable goals for each of
33:23 the action items
33:25 we used the smart model
33:28 you may be familiar
33:29 it stands for specific measurable
33:31 achievable realistic and time limited
33:35 so just going through in in the draft
33:38 strategic plan there are quite a few uh
33:40 of them i'm just going to cover one as
33:42 an example
33:43 um on kind of like how we went about
33:45 this
33:46 um so for example in uh what i was just
33:49 mentioning in the overarching community
33:51 needs uh we start that's the focus area
33:54 we start by defining and identifying
33:57 what that is
33:58 um then we move into um the goal
34:03 and then next we identify the strategic
34:05 approach for that goal we describe it
34:08 and then we go um into identifying a
34:11 specific action i want to note that they
34:14 might their mind for one goal there
34:16 might be multiple strategic actions
34:18 um and so in this case for example the
34:21 first strategic action is to create
34:23 opportunities for regional service
34:25 providers to expand programs to issaquah
34:28 prioritizing behavioral health providers
34:30 services that help address homelessness
34:33 and culture and language
34:35 specific organizations and then we dive
34:37 even deeper
34:39 noting that
34:40 we want to support the creation of a
34:41 physical resource center a multi-service
34:44 center
34:45 or identify rent subsidies that will
34:48 facilitate a new service locations in
34:50 issaquah
34:52 um with the same focus that i just
34:54 mentioned
34:55 um then we also again dive very
34:57 specifically into noting that
35:00 we will actively engage at least two new
35:02 service providers per quarter to
35:04 facilitate communication and encourage
35:06 expansion plans to issaquah
35:08 uh we identify a start date and then a
35:11 revision and target date
35:13 uh you might have seen on
35:14 in the entire draft we do
35:17 uh note a revision and target date that
35:19 is before the five year plan
35:21 um we just found that it's gonna be too
35:24 long of a plan without having a point
35:28 where we do a check and see how is this
35:30 going are we making progre progress do
35:33 we need to edit evaluate or evaluate or
35:35 refocus
35:36 um so that's the reason why we
35:38 identified for each of them a target
35:40 date
35:41 that is different than just five years
35:44 so and with that that was just one of
35:46 the
35:47 examples for the strategic actions that
35:50 we identified in the plan but to
35:51 summarize really um on the strategic
35:55 actions and goals in in our
35:58 first draft
36:00 can be summarized as follows
36:03 we want to support expansion of new
36:05 services to issaquah
36:07 we want to sustain existing services in
36:10 issaquah
36:11 we want to facilitate community access
36:13 to existing and new services
36:16 and with that we want to prioritize
36:18 equity culture and language access
36:23 onto a few words about the financial
36:26 impact of the plan um we identify
36:31 three
36:34 categories
36:36 for
36:36 all of the strategic actions we believe
36:39 that they can be implemented either
36:41 through
36:41 one initiatives that can be addressed
36:44 with existing and forthcoming human
36:46 services staffing resources
36:48 as you may recall um a year ago human
36:51 services functions were still the one
36:54 full-time staff however since then we
36:56 created a division and we have
36:58 additional staffing resources and so
37:00 there are several community events
37:02 coordination advocacy um technical
37:06 assistance
37:07 needs in the community and help with
37:09 access to resources that we believe we
37:11 can address with the existing staffing
37:13 resources
37:15 second bucket we believe that there are
37:17 initiatives that can be funded through
37:19 the human services biennial grants
37:22 we are getting ready for the application
37:25 process for the 2023-2024
37:28 grand cycle
37:30 and so we hope that the strategic plan
37:32 will inform
37:35 those priorities for for the grant
37:37 funding process
37:38 and third but not least also um we
37:41 believe that there are initiatives
37:42 especially um
37:44 just like the one that i um provided as
37:47 an example uh that are um require
37:50 identification of additional one-time
37:52 funds or ongoing funding sources either
37:56 through city budget through federal
37:57 relief funds through county state or
38:00 other funds
38:02 grants perhaps private donations
38:06 and so forth
38:11 and
38:12 with that
38:13 um just a few words about timing and
38:16 next steps well we are here
38:20 we are at the council study session
38:22 tonight um and we are very very grateful
38:24 for your time and your input tonight
38:27 um following the study session our hope
38:29 is to go back to the human services
38:31 commission
38:32 and
38:33 have a
38:34 additional conversations
38:36 with with the commission on the draft
38:39 we also hope to um
38:41 make the draft strategic plan
38:44 more public and provide opportunities
38:47 for community engagement for about a
38:50 month
38:51 at the end starting
38:53 this week
38:54 to provide opportunities for the
38:56 community to provide additional input
38:58 next we hope to come back to
39:01 the human services commission in case
39:02 they have any additional and final
39:04 thoughts
39:05 and um our hope is ready to come back to
39:08 city council on february 22nd
39:11 uh with um a hope to adopt the final
39:14 human services strategic plan
39:18 we are hoping to have the plan adopted
39:20 in time for the human for the 2023-2024
39:25 human services grand cycle that opens
39:28 this year um in march
39:31 and so
39:32 it is a pretty tight timeline
39:35 and we look forward to hearing your
39:36 input and your thoughts tonight
39:39 with that just um a brief repeat of
39:42 our direction thought before we
39:45 go into
39:47 questions and other public comments
39:49 so the questions in front of you tonight
39:51 council members are
39:53 the following are the content areas in
39:55 the draft
39:57 plan comprehensive and clear
39:59 are we headed in the right direction
40:02 are the proposed goals reflective of the
40:04 community needs is there anything
40:06 missing
40:07 and does our approach reflect the city's
40:09 commitment to equity
40:12 and with that we are almost ready for
40:14 questions and answers i just also just
40:16 want to highlight that um really the
40:18 plan um we believe it is just the
40:21 beginning and not
40:23 a final end
40:25 we do hope that the plan is um
40:28 dynamic we also want to
40:30 make a note that it is we believe it is
40:32 scalable
40:34 um additional uh budget items we hope to
40:37 address during the budget process
40:40 um but certainly we are available for
40:42 questions and before
40:44 i'm gonna
40:46 stop talking because this is an internal
40:48 process i would like to
40:51 um thank a few folks i just need to stop
40:54 sharing here for a moment
40:57 we have a few internal staff that really
41:00 were um
41:04 life saving i to say in helping us
41:06 complete the draft uh plan um
41:09 hannah roberts she's our human services
41:12 coordinator she could not be here
41:13 tonight she's on a well-deserved
41:15 vacation i'm so so glad that she is on
41:17 vacation uh but she hopefully she will
41:20 be back here at the next meeting uh she
41:22 completed um the
41:24 [Music]
41:26 community engagement process um
41:28 um she took the lead on it and mostly it
41:31 was her um project um amir and marisol
41:35 did also a tremendous job in in helping
41:37 with engaging um homeless folks in isa
41:41 in helping engage those who don't speak
41:43 english so very very grateful for my
41:46 team
41:47 and also very very grateful for two
41:50 other staff at the city thomas rush our
41:53 communications coordinator he helped
41:55 with the visual um anything if you like
41:58 anything that's visual it's pretty it's
42:02 our
42:03 thomas our communications coordinator
42:06 and we also um
42:08 worked and coordinated with
42:10 dale markey cramp
42:12 if you remember she's our management
42:15 panelist and also the one who um
42:18 coordinates the
42:20 uh citywide um
42:23 measure
42:23 outcome measures and so we checked in
42:25 with her when we created the outcome
42:27 measures and so very very grateful for
42:30 all of them and of course last but not
42:32 least uh jeff who i would like to ask if
42:35 he has anything to add jeff did i miss
42:37 something jeff is my direct supervisor
42:39 and the director of parks and community
42:41 services so
42:43 jeff uh boy monica did you miss anything
42:46 no other than terrific work um
42:50 just thank you council good evening um
42:53 again this i think this this
42:55 presentation certainly represents the
42:57 work that went into this effort
42:59 again i would echo hannah roberts and
43:01 monica just did such a great job of this
43:04 i'd also just quickly want to highlight
43:06 i think the journey that
43:08 we've been on since january of 2020 as
43:12 human services made this reorganization
43:14 transition into parks and community
43:16 services
43:18 i would just highlight and emphasize
43:19 what monica said that in many ways in
43:22 fact monica i think it was our probably
43:23 first second and third conversations in
43:26 that that we were hey what do we want to
43:27 do about the healthy community strategy
43:29 and how do we
43:30 bring some framework around that and how
43:32 do we help that really shape human
43:34 services conversations and i think
43:36 hearing from you council and from
43:38 administration and from the community
43:40 there was a real
43:41 desire to start to put some strategy
43:43 around
43:45 human services and how we deliver human
43:47 services
43:48 programs
43:49 along comes a pandemic
43:52 that did not create our human services
43:53 need
43:54 their human services needs before the
43:56 pandemic certainly daring and will
43:58 continue to be after and so
44:00 just great work by staff
44:03 in this effort
44:05 like our other strategic plans as monica
44:08 highlighted this is not a budget mandate
44:11 this is intended to be actionable it's
44:13 intended to be scalable
44:16 recognizing there will be future funding
44:18 conversations
44:20 really through every operating budget
44:21 and how we want to invest what we want
44:23 to invest in human services this plan is
44:26 really intended to whatever decision we
44:28 make as a community as a council
44:30 the investments we want to make we're
44:32 doing it strategically and we're doing
44:34 it within some priorities so
44:36 great work monica thanks a lot
44:38 that's it
44:43 well excellent so at this point we have
44:46 heard from monica we've gotten the
44:49 presentation there
44:51 the next point is council question and
44:54 answers uh followed by public comment
44:56 and then ultimately council deliberation
44:59 and well direction
45:01 so do we
45:03 i see we've got a few things of
45:04 questions here so we'll start with
45:06 council member marks
45:09 thank you council president um
45:12 i want to zero in on
45:14 the finances around this
45:16 on page nine of the packet
45:19 it talks about these three buckets right
45:22 and you you mentioned them monica um you
45:24 know things we can do with existing
45:26 staff things we can do through biennial
45:28 grants and things we need uh
45:32 one time and ongoing revenue sources for
45:37 i guess i have two questions
45:39 one is
45:42 those three buckets are those referenced
45:45 elsewhere in the document
45:49 when you when you have your various
45:51 goals do you
45:53 specify out what's in buckets one two
45:56 and three
45:57 that's the first question and the second
45:59 is really
46:02 what is likely to be the overall price
46:04 tag um on this in an annual basis
46:09 for
46:10 uh ending fund balance when you know
46:12 when we when we go to implement this i
46:14 don't see a lot of dollars in this plan
46:16 so that's the
46:18 those are my two questions thank you
46:22 thank you so much uh council um member
46:24 mart um yes i think we intentionally did
46:27 not put a dollar price tag we rather
46:30 focused on identifying the needs and
46:32 then identifying the goals
46:35 our intent is to
46:38 move the budget conversations into the
46:40 budget process um but also answering
46:44 your so i'm starting with answering your
46:45 second question the first question um
46:50 we didn't so we did reference later in
46:52 the plan the three buckets um however we
46:56 did not
46:58 tie each of the strategic actions to one
47:01 of the buckets that is something that we
47:03 can certainly do for the final plan
47:05 um as we were working on identifying
47:07 what other visuals we can bring that's
47:10 definitely one of the areas that we can
47:12 we can certainly do
47:14 so we just talked at high level we did
47:16 not go into identifying okay this will
47:18 be done with staff resources but we can
47:20 certainly that's doable for for the
47:22 final plan and then with that i'm not
47:25 sure if if i answered your question
47:28 regarding the budget too
47:30 or if there's also anything else that
47:32 jeff would like to add to that
47:36 you've answered my questions thank you

47:42 okay and then next we've got council
47:45 member d michelle
47:47 uh thank you council president walsh um
47:50 first of all tremendous amount of really
47:52 good work so congratulations
47:55 and i'll have further remarks uh later
47:59 but um
48:00 i am focused like uh council member
48:02 marks on those three buckets and my
48:05 concern is specifically to the grants
48:09 area
48:10 i sent you questions earlier and i will
48:12 ask those again so everybody can get the
48:14 same answers
48:16 uh how much is allocated currently for
48:19 the grants
48:21 the human services grants when was the
48:23 last time we increased that amount
48:26 and then can you just go through the
48:29 grant cycle because
48:31 as you pointed out the grant cycle
48:32 starts in march
48:34 um applications are due in april
48:37 uh we are in the thick of it already and
48:41 and so i'm concerned about the timing
48:47 working out the budget implications and
48:49 the grant cycle going forward so so can
48:52 we start with
48:54 how much money is allocated and when was
48:57 the last time we increased it
49:01 thank you so much council member
49:02 michelle so currently the human services
49:06 grants uh bucket has uh 500 000
49:10 um and the last time uh this was
49:13 increased was in the 2017 2008
49:16 funding cycle
49:19 prior to that the the bucket for human
49:21 services was around 370 some thousand
49:25 dollars
49:28 and in terms of timeline um what we did
49:31 in 2020
49:32 um for the
49:35 2021-2022 funding cycle
49:37 as you mentioned
49:39 and that's why we are now in january in
49:41 march the grant process opens where
49:44 applicants can submit
49:48 applications i was trying to find
49:50 another word applicant's applications
49:53 so the grant process opens in march
49:56 and typically it ends in april um
49:58 sometimes and we are considering now a
50:00 little bit of flexibility and closing it
50:02 in may
50:03 um to to allow more time
50:06 and then between may or june
50:09 and august may and between may and
50:11 august typically the human services
50:12 commission works with staff in reviewing
50:15 the applications and making
50:16 recommendations and also in 2020 um the
50:20 human services commission made their
50:22 final recommendation to the mayor and
50:24 city council in august
50:26 mayor paulie included those grant
50:29 recommendations in her budget proposal
50:31 to council in september
50:33 followed by then council deliberations
50:36 in november city council
50:38 adopted the budget and then we
50:41 went into um entering into contract
50:44 agreements in december and january
50:46 with the applicants so kind of like
50:48 that's the process that we used last
50:50 time
50:51 um and i think that was our intent to
50:53 use it the same now
50:56 and so my follow-up question if that's
50:59 all right with the council president
51:04 basically
51:07 we could not award more money
51:11 in the grant bucket unless we took some
51:14 kind of
51:15 steps to increase it before
51:18 awards are made is that correct
51:24 um i think it depends and i see jeff has
51:26 his hand up but i can on wally also turn
51:28 his key around so i'm probably gonna
51:31 so they can
51:34 i light up to why i light up the
51:37 screens here
51:40 yeah councilmember d michelle i'll take
51:41 a first crack it's a great question and
51:44 i would say um
51:46 counsel
51:48 the grants are not awarded until the
51:50 budget's adopted
51:53 so so you're right the sequence of of
51:56 recommending of having a human services
51:58 accepting applications to prepare for
52:00 2023 grants
52:02 we make recommendations we work with the
52:04 commission they start to prioritize that
52:07 investment and make a list
52:09 but the actual awards don't happen until
52:11 the budget is adopted and so
52:13 uh that does create opportunity for
52:17 council ultimately to decide uh funding
52:20 level for the that
52:22 operating grant in that future year as
52:24 opposed to
52:27 assuming
52:28 um making an assumption on the um on the
52:30 grant level prior to your budget
52:32 deliberations
52:39 did councilman or did city administrator
52:41 bob quits want to
52:44 thank you councilmember d michelle uh
52:46 council president walsh maybe if i can
52:47 have an opportunity to make a comment
52:49 after the questions i'd appreciate that

53:21 first um to monica thanks for presenting
53:24 that recap in our lessons learned from
53:26 the cold weather emergency um
53:29 just find myself really
53:31 physically
53:33 emotional and hearing all the work that
53:34 you guys did and i can't begin to thank
53:37 you and amir and all the human services
53:39 staff enough i just hope you know
53:41 how truly
53:42 valued and treasured you are by this
53:44 city council
53:45 really so thank you very much for all
53:48 your efforts recently
53:50 a quick question for monica and then
53:52 since alexis is here from the authority
53:54 i have a quick question for her as well
53:57 um so you're you're up next alexis but
53:59 um do we have
54:01 time to add another
54:03 study session touch after community
54:05 engagement before final adoption or
54:07 would that run into issues with the
54:09 upcoming human services grant cycle
54:12 if needed we can
54:14 certainly make something happen
54:16 especially since we have uh between our
54:20 initial february 22nd being our proposed
54:23 date and march 14th there is a little
54:25 bit of time so if we need to we can
54:27 certainly um add another council study
54:30 session

54:35 city clerk i don't know how busy the
54:36 calendar is so i apologize for that i
54:39 did not consider that but i would think
54:41 that we should be able to

54:50 then is um so you know community
54:53 specific needs that were identified
54:55 we've got these four
54:56 uh physical and behavioral health
54:58 housing continuum community resources
55:00 and language access and culture specific
55:02 services um
55:03 alexis thanks so much for being with us
55:05 today i'm just curious if
55:07 those are the kinds of community needs
55:09 that the authority is seeing pop up in
55:12 uh on the east side in east king county
55:14 is that consistent with what you're
55:15 seeing
55:17 i would say i would share i believe that
55:19 that is consistent but i would also
55:20 share like especially since we're
55:22 focused specifically on homelessness
55:23 response we get a little bit more in
55:25 depth so really looking particularly at
55:27 for example those who are what we would
55:29 call high acuity so perhaps experiencing
55:31 behavioral health challenges substance
55:33 use disorder or physical health
55:34 challenges and a combination of those
55:36 things we've identified that as an
55:38 additional need area just region-wide
55:40 and so yes consistent but really we're
55:42 having an additional kind of targeted
55:44 focus on our own house community

56:08 first i love that in the plan that
56:10 you've got checkpoints that you know
56:13 built into the plan to make sure that
56:14 we're staying on track um
56:17 but my my question
56:18 and this isn't for the current uh
56:20 iteration of the plan sorry about that
56:22 um iteration of the plan but more more
56:25 about it going forward is
56:27 the 2017 community needs assessment is
56:31 is hard to believe but it's five years
56:33 old now and the community has changed a
56:35 lot in those five years and particularly
56:38 the last two and i just wondered if
56:39 there was any plans to
56:42 revisit the community needs assessment
56:44 and if so then how could we
56:46 fold
56:47 the results of that into updates to the
56:50 human services strategy going forward
56:56 thank you um councilman
56:59 ray um

57:02 i apologize i paused because i'm still
57:04 getting used to
57:05 titles yeah i i had the same problem
57:08 with the with the council president so i
57:10 get it
57:11 okay so apologies for that that was my
57:13 part
57:15 definitely so um
57:18 what we did this year was really
57:20 through our community engagement was to
57:23 really
57:24 refresh the community needs assessment
57:26 right um just looking is our are is the
57:28 information still valid what's any new
57:30 information and i think with the pause
57:33 that we create in two three years i
57:35 think that's probably also going to be a
57:37 touch point for us to again go back to
57:39 the community
57:40 and make sure that the information and
57:42 the data that we have is still valid so
57:45 while we might not do a very expensive
57:46 one i think we we ought to do community
57:49 engagement uh in 2023 2024 as we
57:54 pause for the first time to see um
57:56 what's still applicable and what not

58:15 this plan
58:16 um i think it's an outstanding
58:18 uh piece of work that was uh well
58:21 thought out and uh
58:23 appreciate
58:24 the vision that you've set out for for
58:26 assaq the question i had monica was
58:29 related to
58:30 the advocacy
58:31 element of the plan
58:33 and i wanted to see if you could put a
58:35 little more
58:36 meat on the bones so to speak in terms
58:38 of what
58:39 we will be doing as a city to help
58:41 advocate for are we advocating for more
58:43 funding are we advocating for uh an
58:46 adoption of the programs and the forward
58:47 goals that we're setting out what
58:49 exactly are we advocating for and uh
58:52 what parties or or who will be doing
58:54 that that work
58:58 thank you very much great question and

59:04 uh so yes great question uh one example
59:07 that comes to mind is uh something that
59:09 we worked for example and uh during 2020
59:13 during the pandemic response and why i
59:15 recognize that that might not be the
59:17 long-term need but because there are so
59:20 many needs that popped up in the
59:21 community
59:23 we worked with our nonprofit partners
59:24 and tried to put letters of support for
59:27 them whether they were looking for grant
59:29 funding or whether they were looking for
59:31 additional support so we really
59:33 advocated on their behalf and most of
59:35 the time it was for additional funding
59:37 but often was also for uh volunteers or
59:40 additional staff support so um anything
59:43 that we could do in the community to
59:44 support those needs i think that that's
59:46 something that we discovered during the
59:48 pandemic but it should not stop when the
59:50 pandemic ends hopefully and so i think
59:52 that's
59:53 the role that we saw that we could play
59:55 that role um does that uh
59:57 help answer your question it does and
1:00:02 kind of a related question going back to
1:00:04 council member d michelle's
1:00:06 uh point on the financial impact and the
1:00:09 biennial grants are we also advocating
1:00:13 in the
1:00:15 community
1:00:16 or with our non-profit partners to
1:00:18 get them to start programs that fit our
1:00:21 four categories
1:00:22 uh so that they can apply for grants how
1:00:25 are we matching up our needs with the
1:00:28 the programs that the non-profits might
1:00:31 need to create or might you know want to
1:00:33 modify along the way how are we
1:00:35 communicating that to to the greater
1:00:37 community
1:00:38 another great question thank you so much
1:00:40 for that so absolutely yes we do want to
1:00:42 go back not only to the existing
1:00:44 community partners we do have a
1:00:47 a wide a broad
1:00:49 um network of pro regional providers
1:00:52 that we work with so our intent is
1:00:53 definitely to go back to them and meet
1:00:56 with them and tell them about our needs
1:00:58 and invite them to be part of this right
1:01:01 but also and we did this during the last
1:01:03 grants funding cycle too we also want to
1:01:06 identify and try to do community
1:01:08 outreach to those smaller organizations
1:01:10 or other organizations that perhaps we
1:01:12 don't know about yet and for that we are
1:01:15 working with our regional partners and
1:01:17 other jurisdictions on the east side to
1:01:19 identify those um but also we do work
1:01:21 with those smaller community grassroots
1:01:24 um community members who um are
1:01:28 connected with the smaller organizations
1:01:30 so we do intend to do that and that's
1:01:32 kind of like part of our community
1:01:34 engagement process in the next month um
1:01:36 it is to really engage with those
1:01:38 communities and let them know okay this
1:01:41 is what we are doing this is a draft
1:01:42 process pro in draft
1:01:46 we want you to know about and kind of
1:01:48 like start those conversations early
1:01:50 now thank you that sounds like a very
1:01:53 ambitious plan i look forward to hearing
1:01:56 uh the the feedback and the results that
1:01:58 you come up with thank you

1:02:08 oh we haven't even gotten to our
1:02:09 commentary so that we could all really
1:02:12 uh lay it on uh so i'm not seeing any

1:02:24 yes thank you council president members
1:02:26 of the council good evening uh just a
1:02:28 few words about this plan um and sort of
1:02:32 the context from a staff perspective as
1:02:33 we look at this
1:02:35 two years ago we were nowhere
1:02:37 we had a human services group we hired a
1:02:40 talented staffer named monica ngrilla to
1:02:44 help us manage grants and that was it
1:02:46 we were not really engaged uh regionally
1:02:49 we weren't engaged
1:02:51 extensively with a lot of our local uh
1:02:54 nonprofits we had no staff to
1:02:57 provide you know boots on the ground
1:02:59 service to our residents
1:03:00 and over the last two years that has
1:03:02 transformed itself so in many respects
1:03:04 this plan is sort of trying its part to
1:03:07 catch up with the reality that we've
1:03:09 already lived
1:03:10 i would encourage the council uh to look
1:03:13 at it that way they'll look at this as
1:03:14 very aspirational
1:03:16 um you know we we have grown these
1:03:18 services out of need and integrity uh do
1:03:21 you want to continue that growth
1:03:23 is this something you want us to
1:03:25 continue to spend resources on we're
1:03:27 spending significantly more resources
1:03:28 today not just the human services grants
1:03:31 but the staffing uh the the direct
1:03:33 grants we've provided through the
1:03:35 recovery act and the
1:03:37 the various pandemic recovery dollars so
1:03:40 really the question is
1:03:42 what more do you want to do
1:03:44 what what do you aspire the city's role
1:03:46 to be
1:03:47 we've heard loud and clear this evening
1:03:49 and in comments prior to tonight from
1:03:51 members of the council that the money
1:03:52 counts and costs count and so as we work
1:03:56 on this we will look at those buckets we
1:03:59 will try to attach dollars but again i
1:04:01 would really encourage you not get
1:04:03 bogged down so much in the particular
1:04:05 dollars and cents of this but really
1:04:06 think of what your aspirations are
1:04:08 look at the citywide strategic plan i
1:04:10 don't think there's one dollar amount in
1:04:12 that entire document um you know this is
1:04:15 about aspirations this is about where
1:04:16 you want to go
1:04:18 we have moved so far largely out of
1:04:19 necessity but also i think it just makes
1:04:22 good common sense so as as you think
1:04:24 about this
1:04:25 you know please just think what do you
1:04:27 want the city to be what do you want it
1:04:28 to look like
1:04:29 we'll continue as we have these
1:04:31 dialogues
1:04:32 to talk about money in dollars and cents
1:04:34 as it goes forward thank you
1:04:39 well thank you for that commentary
1:04:42 and so um at this point we are ready for
1:04:46 public comment um
1:04:49 and just real quickly before
1:04:52 i wanted to summarize some of the
1:04:54 comments that we had received over email
1:04:58 uh following along the same lines as our
1:05:00 previous council president did which i
1:05:02 thought was a very valuable way
1:05:04 we did receive one comment on
1:05:09 item agenda item uh talking about you
1:05:13 concern i think about some of the
1:05:15 funding levels um whether or not the
1:05:19 funding should be provided to just the
1:05:21 residents of issaquah versus the broader
1:05:24 issaquah school district um and then
1:05:27 also just
1:05:28 the sense of issaquah
1:05:30 as a place within the region and what
1:05:33 things do we take on versus others how
1:05:36 do we measure success so great comments
1:05:40 to receive over email and then um
1:05:43 chris i will go not chris ray but uh
1:05:48 clerk chris uh could you let me know if
1:05:51 there are any uh
1:05:54 people who have signed up for comments
1:05:56 on this and then i will also ask the
1:05:58 public
1:05:58 if there is anybody on
1:06:02 line here that is interested in making a
1:06:05 comment if you can either

1:07:03 tonight and i just wanted to take a
1:07:04 quick minute to express
1:07:06 how encouraging it is to see this
1:07:08 castle's interest in a human services
1:07:09 plan but also how this city has just
1:07:11 been showing up as a partner and in the
1:07:13 wake of severe weather only exacerbated
1:07:16 by really the omicron wave that we're
1:07:18 seeing right now our homelessness
1:07:20 response system is really facing
1:07:21 tremendous challenges and we're in need
1:07:23 of strong regional partnership to get
1:07:25 folks inside and provide supports for
1:07:27 their stabilization and healing so in
1:07:29 service of that i just wanted to to um
1:07:32 express that i deeply appreciate any
1:07:33 future opportunities to present and
1:07:35 engage council and work with the kcrha
1:07:37 and just extend a huge thank you for
1:07:39 inviting me tonight and thank you to you
1:07:41 to staff and all of you for the work
1:07:43 that you're doing
1:07:46 thanks we appreciate the
1:07:49 regional collaboration and approach and
1:07:51 any attention that we can get to tell
1:07:53 you what we're doing and about our needs
1:07:55 is fantastic so appreciate the
1:07:58 attendance
1:07:59 um okay so at this point council what
1:08:02 we're really looking at is what kind of
1:08:05 feedback can we give to the
1:08:07 administration so again i would just
1:08:11 comment there were
1:08:12 three uh main things that
1:08:16 monica's memo had asked for which was
1:08:19 are the content areas in the draft plan
1:08:21 comprehensive and clear are we going in
1:08:23 the right direction the second are the
1:08:25 proposed goals reflective of the
1:08:27 community needs is there anything
1:08:29 missing and then the third does our
1:08:31 approach reflect the city's commitment
1:08:33 to equity so those are the main
1:08:35 questions
1:08:36 as i had said in an email i will also
1:08:40 ask after we have done deliberate or
1:08:43 done discussion
1:08:45 and um summarized our feedback whether
1:08:48 we feel that this is
1:08:51 ready to
1:08:53 move ahead with the plan
1:08:55 the timeline that was presented
1:08:58 for an anticipated city council adoption
1:09:00 on february 22nd or if we want to
1:09:03 provide feedback and direct the
1:09:05 administration to consider either a
1:09:07 different direction or a different
1:09:09 timeline or coming back to a study
1:09:11 session
1:09:12 again in the future which obviously
1:09:14 could have impacts so i think it would
1:09:16 be good to
1:09:18 talk about that at that point if there
1:09:20 are any comments there
1:09:22 i will look to see
1:09:24 who wants to raise their hand first on

1:09:37 yeah i'll i'll make a comment just to
1:09:39 sort of get the
1:09:41 conversation going um one of the things
1:09:43 that i think is interesting about this
1:09:46 that i'm not sure about
1:09:49 is the extent to which
1:09:52 we focus specifically around the
1:09:56 homeless
1:09:57 as opposed to for instance working poor
1:09:59 and i think
1:10:01 i say this specifically around one of
1:10:04 the comments early in the report is
1:10:07 summarizing the report on supporting
1:10:09 expansion of new services to issaquah
1:10:11 privating the prioritizing behavioral
1:10:13 health
1:10:14 services for individuals who are
1:10:16 homeless
1:10:17 and i think that
1:10:20 that is a pretty narrow definition of
1:10:24 the folks that need behavioral health
1:10:27 and services in our community and
1:10:30 you know the last thing i want to do is
1:10:32 hit one part of our community against
1:10:34 another part of our community but you
1:10:35 know we have a a bunch of folks that um
1:10:40 at the risk of i hope it doesn't sound
1:10:41 incentive but working poor right we have
1:10:43 we have a bunch of folks who are uh
1:10:46 housed
1:10:47 but are still
1:10:48 lacking basic services and i want to
1:10:50 make sure that our plans
1:10:53 uh include them
1:10:55 uh and and don't focus
1:10:57 only on homelessness so i i think that i
1:11:00 guess that'll be a question to tease out
1:11:02 going forward is to make sure
1:11:05 you know as we look at people from
1:11:08 you know 80 to 60 to 40 to zero percent
1:11:12 of ami
1:11:15 there's a lot of need throughout that
1:11:17 range and our plan should incorporate
1:11:20 all those folks
1:11:24 thanks okay thank you for your comments

1:11:32 thank you uh council president walsh
1:11:35 excuse me
1:11:36 um well first let's start off with the
1:11:39 uh laying on of of praise
1:11:44 i really think it is a just a tremendous
1:11:46 piece of work and especially when you
1:11:48 realize it was done in-house
1:11:51 and without any outside consultant help
1:11:54 during two years that have been just
1:11:57 incredibly stressful
1:11:58 so i i can't thank uh monica and the
1:12:01 staff uh enough
1:12:03 i'm especially grateful that the report
1:12:05 calls out the need to focus on human
1:12:07 services workforce issues
1:12:10 which i think i said at the last
1:12:14 regular meeting uh was the top issue of
1:12:17 the east side human services forum
1:12:19 listening to agencies across the east
1:12:23 we have a tremendous
1:12:25 crisis
1:12:28 available
1:12:29 human services workers and of all levels
1:12:33 and so i'm really glad that the plan
1:12:35 addresses that
1:12:37 um also that the need for more services
1:12:40 to be offered locally
1:12:42 so our residents are not burdened by
1:12:44 having to travel take time off work
1:12:46 make multiple appointments
1:12:48 or as i think in many cases forego
1:12:51 treatment or help altogether because of
1:12:53 the lack of local services
1:12:56 uh and then uh very grateful as lisa
1:12:58 haynes stated for the focus on keeping
1:13:00 our youth home
1:13:02 uh close to our house close to home
1:13:05 um answering the three questions um
1:13:09 number one are the content areas of the
1:13:11 draft plan comprehensive and clear yes
1:13:14 uh are we going the right direction i in
1:13:16 my opinion very much so
1:13:19 are the proposed goals reflective of the
1:13:21 community needs
1:13:22 um is there anything missing uh the only
1:13:25 slight area um the plan does address
1:13:29 senior citizens uh i think it just needs
1:13:32 to be
1:13:34 illustrated a little bit better in the
1:13:36 introductory materials to make sure that
1:13:39 seniors are included
1:13:43 then does our approach reflect the
1:13:45 city's commitment to equity
1:13:47 yes but that also has to do with the
1:13:50 concerns i have about the funding
1:13:55 city administrator bob kowitz's comments
1:13:58 are well taken i do understand that this
1:14:01 is a comprehensive plan
1:14:05 we've got a
1:14:06 timing issue with the grants
1:14:10 being
1:14:11 applied for
1:14:12 soon and awarded in the fall
1:14:17 because uh and then using the same
1:14:20 amounts that we've used for the last
1:14:21 five years
1:14:23 i have been through the process myself
1:14:25 of applying for those grants
1:14:30 someone who's applying for those grants
1:14:32 is looking to see
1:14:33 how much each city has allocated they're
1:14:36 looking at that now
1:14:38 and they're making decisions based on
1:14:41 the amount of money that's available
1:14:44 we have to recognize i think that our
1:14:46 social service agencies have had a
1:14:49 terrifically hard two years
1:14:51 and this plan is very ambitious and it's
1:14:54 asking them to stretch again
1:14:56 um and perhaps change a little bit of
1:14:58 their direction uh to put emphasis in
1:15:01 other places
1:15:02 um to take on perhaps some new staffing
1:15:05 or new um new ways of approaching things
1:15:10 i'm very worried that
1:15:14 agencies that might consider
1:15:16 growing and offering services in
1:15:18 issaquah will decide not to based on the
1:15:21 amount of funding that's available
1:15:25 that grant bucket so
1:15:27 i was very interested in council deputy
1:15:30 council president
1:15:32 hall's suggestion
1:15:34 that we have another study session to
1:15:36 look at
1:15:37 funding issues for this plan
1:15:40 and i would particularly be interested
1:15:42 to see if we could find a way to
1:15:45 advertise a larger amount of money
1:15:48 during the grant application cycle so
1:15:52 i'm just playing my cards on the table
1:15:54 there
1:15:55 so thank you very much and uh appreciate

1:16:04 next up we've got councilmember hunt
1:16:07 thank you well i generally agree with
1:16:10 the comments that have been made
1:16:12 that i think we're headed in the right
1:16:15 direction i appreciate that we've
1:16:18 come a long way and really strengthened
1:16:19 our ability to provide human services
1:16:21 over the last two years so in that
1:16:24 broader context really appreciate the
1:16:26 plan and the improvements that it
1:16:29 already represents in the way that we're
1:16:31 providing
1:16:32 human services as a city
1:16:34 and i think um
1:16:36 i think it's been an especially hard
1:16:39 obviously an especially hard two years
1:16:40 for a lot of folks it really has been
1:16:42 needed
1:16:45 like councilmember martz's question
1:16:48 i would really like
1:16:50 to have a better sense of what's in the
1:16:52 buckets of what's funded through our
1:16:55 current as of these last two years
1:16:58 budget versus
1:17:01 what items are in the
1:17:04 third category which is the additional
1:17:06 funding
1:17:08 either from grants or from the city i
1:17:11 i don't need an exact number i
1:17:13 understand that this is aspirational i
1:17:14 think it would really help us so with
1:17:17 these questions with the questions like
1:17:18 with um what
1:17:20 uh council member d michelle was talking
1:17:22 about too understanding what we can do
1:17:24 with our existing resources versus
1:17:26 what's
1:17:28 what would be necessary versus grant
1:17:30 funding i think
1:17:31 that would
1:17:32 having more information
1:17:34 um would help us better have that
1:17:36 conversation it would also better help
1:17:38 with understanding the advocacy needs
1:17:40 uh so just a lot of comments that
1:17:42 council members have made
1:17:44 even this evening i think i think having
1:17:46 that information would help
1:17:49 would help us better use the plan makes
1:17:51 the plan more usable and
1:17:54 ends and then we can
1:17:56 implement policy decisions better using
1:17:59 the plan going forward
1:18:02 there there are some strategic plans
1:18:04 that we have also if there is a
1:18:05 precedent for that like in the parks
1:18:07 strategic plan it has
1:18:09 estimates i don't think it needs to be
1:18:10 as detailed as that but i i do think
1:18:12 having some
1:18:13 dollars associated would really help us
1:18:16 would help us take the next steps as far
1:18:18 as thinking through
1:18:21 grants versus
1:18:22 budget
1:18:25 also think if there needs to be another
1:18:27 touch with this at council i
1:18:29 i would be on board with that um because
1:18:31 i think it's important
1:18:34 uh one other comment so on the questions
1:18:36 i generally think the right goal area is
1:18:38 one one thing that
1:18:40 i noticed is that we have metrics from
1:18:43 the performance metrics um for the city
1:18:45 overall that we adopted um and i know
1:18:49 you said you you worked with dale um
1:18:51 marky crimp on that's the ones that are
1:18:58 the ones that are in
1:18:59 our overall i think
1:19:02 the ones that are for the overall city
1:19:04 performance measures i think those are
1:19:06 really good and i think having a few
1:19:09 like guiding
1:19:10 performance measures is really useful um
1:19:13 so the ones for
1:19:15 and and they're they aren't the same so
1:19:18 the ones that are in the overall city
1:19:20 performance measures are a number of
1:19:22 human service program beneficiaries
1:19:24 supported through city funding
1:19:26 percentage of human services partners
1:19:27 achieving one or more contracted goals
1:19:29 and number of isquad residents receiving
1:19:31 support from the issue food bank so i
1:19:33 think
1:19:34 it would be
1:19:35 great to have um those as the main ones
1:19:38 since those are the the ones that we're
1:19:41 tracking overall for the city um and i
1:19:44 think a lot of the other ones if if
1:19:46 they're
1:19:47 if you're recording them anyway then
1:19:48 it's great information to have but
1:19:50 really focusing on those top ones
1:19:54 especially i think
1:19:55 human service program beneficiaries i
1:19:58 think that's a really important one
1:20:01 i would encourage that that gets
1:20:05 that those get highlighted and sort of
1:20:08 separated out in the plan
1:20:12 those are my comments and again
1:20:15 thank you for
1:20:16 this report
1:20:20 i'm writing down notes trying to do it
1:20:23 all uh thank you council member hunt and
1:20:26 uh we've got a comment from council
1:20:28 member ray
1:20:30 thank you council president uh walsh
1:20:33 um first i'll just jump in um it's it's
1:20:35 a really well
1:20:38 constructed plan i i appreciate the
1:20:40 thought that went into it um
1:20:42 i think to answer your questions i'll
1:20:44 just kind of lump them all together i
1:20:46 think we're heading in the right
1:20:46 direction and it seems like a
1:20:49 a reasonable approach given the
1:20:50 information that we have
1:20:52 i'm going to push back a little bit on
1:20:56 city administrator bob quits i don't
1:20:58 think this is an aspirational plan i
1:20:59 think it's a directional plan it's it's
1:21:01 it's not our aspirations it's our
1:21:03 directions it's like outlining where we
1:21:05 want to go and what our priorities
1:21:06 should be so and i'm supportive of that
1:21:09 i concur with some of the earlier
1:21:10 comments around um trying to better
1:21:13 understand the bucket of funding
1:21:15 particularly where we think we're going
1:21:16 to need additional funding to make some
1:21:17 of the
1:21:19 initiatives happen
1:21:21 and i think we have to
1:21:24 i would like to have another discussion
1:21:27 study session after we get feedback from
1:21:29 the human services commission and from
1:21:31 the public over the next
1:21:33 month so we can factor that in and see
1:21:35 if there's any information there that
1:21:37 would be
1:21:40 illuminating and then finally i think
1:21:42 that the question that's been raised
1:21:44 about the human services grant funding
1:21:46 cycle is really spot on and i can see
1:21:49 the the challenges that creates i think
1:21:52 that that's a separate discussion and i
1:21:53 think that's a discussion we should have
1:21:55 but i don't know that i would uh ball it
1:21:59 wrong word
1:22:01 it doesn't need to be part of the
1:22:03 strategic plan discussion i think we
1:22:04 need to run both of these to ground but
1:22:06 i think we can do them independently
1:22:09 so anyway thank you uh nice job everyone
1:22:11 it was uh
1:22:13 well well thought out plan
1:22:17 okay and then just adding my own
1:22:20 comments on this um you know i'm gonna
1:22:22 second much of what i've heard about you
1:22:25 know concerns about whether the funding
1:22:27 of all of these is feasible i think
1:22:30 my interest in looking at
1:22:35 identification of the bucket for the
1:22:38 different funding sources by the
1:22:40 strategic actions aren't so much to get
1:22:42 a dollar amount but to just know you
1:22:45 know are you looking at getting this
1:22:49 you know the
1:22:51 city's budget and do you think this
1:22:53 would be best covered by grants i think
1:22:55 that gives us a direction and a better
1:22:58 sense of what we're looking at from each
1:23:01 of the various sources of funding and
1:23:04 how we're able to approach that over
1:23:06 this cycle so i think that would be
1:23:08 really useful um i'll step back and just
1:23:11 say this is fantastic work i think it
1:23:14 was really super powerful to
1:23:17 do it internally and really have those
1:23:21 interview cycles done
1:23:23 by our staff and really have the deep
1:23:26 knowledge there
1:23:27 i think that's really powerful and then
1:23:29 i really wanted to appreciate the
1:23:31 rigorous work of the human services
1:23:33 commission on
1:23:34 this plan this was a big lift and
1:23:38 god there were some great conversations
1:23:41 um in that commission so really wanted
1:23:43 to thank them for that
1:23:45 i really liked with the plan the
1:23:48 approach of identifying
1:23:51 four areas of service gaps really not
1:23:54 just understanding of who we are
1:23:56 what we need but
1:23:59 where
1:23:59 where are the services falling short i
1:24:02 liked that
1:24:04 and then
1:24:06 i wanted to send a second some of what i
1:24:08 heard about the
1:24:10 performance measures and looking at the
1:24:12 ones on the city strategic plan making
1:24:15 sure that was included but similarly you
1:24:17 know as i'm looking through the
1:24:19 individual strategic actions i think
1:24:22 some of
1:24:23 the kind of performance measures or
1:24:26 details on those we're really following
1:24:28 that smart idea some of them i didn't
1:24:31 feel like were as technically
1:24:34 measurable um so i might take another
1:24:37 look at that just to make sure they are
1:24:39 all absolutely
1:24:41 actionable and we know when we're
1:24:42 achieving them what success looks like
1:24:46 and then i think my final comment is as
1:24:48 i was reading over it i
1:24:51 was kind of surprised that
1:24:53 basic food and clothing wasn't
1:24:57 as much featured here um as i would have
1:25:01 expected i mean certainly the esco food
1:25:03 and clothing bank was
1:25:05 included in the list of providers and
1:25:07 kind of summarized on one of the major
1:25:09 things that they do but
1:25:12 i i guess much like councilmember d
1:25:15 michelle was mentioning hey seniors were
1:25:17 mentioned but i'm not sure was the focus
1:25:19 i felt the same way um about basic food
1:25:22 and clothing needs as well so those are
1:25:26 my thoughts so
1:25:28 then taking a step back
1:25:31 uh monica do you want to summarize what

1:25:53 martz um um and um again thank you
1:25:56 everyone for all your feedback i'm gonna
1:25:59 focus on on the action items that
1:26:01 perhaps we should consider between now
1:26:03 and next meeting so from council member
1:26:05 mart um
1:26:06 we've heard that perhaps in as an
1:26:09 example in the behavioral health section
1:26:11 uh we should not focus only on folks who
1:26:14 are homeless but perhaps also make sure
1:26:17 that we um highlight those who are
1:26:19 working poor or those with low incomes
1:26:21 who are working also incorporate all
1:26:25 um from counselor member michelle
1:26:28 um we heard that
1:26:30 we should
1:26:32 look into making sure that seniors are
1:26:35 addressed throughout the plan and
1:26:37 and so just uh going over the plan a
1:26:40 little bit on that
1:26:41 um also council member dimitra expressed
1:26:43 concerns about the funding level um and
1:26:46 in particular the human services um
1:26:49 grants and welcomed perhaps having a
1:26:52 council study session um to discuss
1:26:55 particularly the funding
1:26:57 uh for the plan implementation for the
1:26:59 implementation of the plan
1:27:01 um apologies um and then from council
1:27:04 member hunt
1:27:06 um we heard
1:27:08 or i heard um
1:27:11 that it would be helpful to um kind of
1:27:14 like tie each of the focus areas with
1:27:16 the bucket so kind of like identify what
1:27:18 is in the each of those funding buckets
1:27:22 and what can be addressed with existing
1:27:24 resources and
1:27:26 for what we would need other resources i
1:27:29 have dollar amounts associated even if
1:27:31 it's just a large broader level
1:27:33 we could use the
1:27:35 park's strategic plan or other similar
1:27:37 plans to as an example
1:27:40 um also to you to include the existing
1:27:45 wide performance metrics
1:27:47 and to include those in the strategic
1:27:50 plan and highlight those as the main
1:27:52 goals or the main
1:27:53 performance metrics
1:27:56 next from council member ray
1:27:59 um i heard a similar about the bucket
1:28:02 the funding buckets and
1:28:04 again similar interest in perhaps
1:28:06 returning to a study session to talk
1:28:08 about those budget items
1:28:10 and also similarly
1:28:12 about the human services grants but this
1:28:14 could also be a separate discussion
1:28:16 independently of the budget for the
1:28:18 strategic plan
1:28:20 and council president walsh um
1:28:24 definitely um
1:28:26 similar around funding is the funding
1:28:29 feasible
1:28:31 in addition to the concerns about
1:28:34 funding
1:28:35 great input on the performance metrics
1:28:38 and just do a review of those to make
1:28:41 sure that all of them do meet the smart
1:28:43 uh model and that they are
1:28:45 all measurable
1:28:47 um and then you also mentioned about um
1:28:50 adding or um just highlighting the basic
1:28:53 food and clothing
1:28:54 uh bank or on that section uh was
1:28:57 perhaps not as highlighted um
1:29:00 and so
1:29:01 does that did i summarize did i miss it
1:29:04 that looks a lot like what i heard i
1:29:07 think there are some uh additional
1:29:09 conversation for us to have about the
1:29:12 interest in an additional study session
1:29:15 um but before we get into that concept
1:29:18 kind of does
1:29:21 did everybody hear their areas of input
1:29:24 did monica's summary feel like it was
1:29:27 meeting your needs
1:29:30 right i'm at least not seeing any thumbs
1:29:33 down or pouts or you know anything like
1:29:36 um okay so
1:29:39 then let's go into this conversation

1:29:45 oh comment on the comment summary
1:29:47 councilmember mert fantastic go for it
1:29:51 thank you council president yeah i just
1:29:53 want to be maybe a little bit more clear
1:29:56 i just want to understand

1:30:03 our plan
1:30:05 sort of
1:30:06 where the plan
1:30:08 implementation
1:30:09 goals i should say
1:30:12 address low-income members of the
1:30:14 community specifically
1:30:18 have a concern that one of the
1:30:21 challenges and this is not
1:30:23 addressed to this specific report but
1:30:25 nationally we tend to conflate
1:30:30 problems of poverty with
1:30:35 sort of mean tested level with working
1:30:37 poor and i think that your data in here
1:30:40 shows we've got working families
1:30:42 that are not nowhere near median income
1:30:46 and i just want to make sure that i
1:30:47 understand what we're doing for those
1:30:50 folks so it doesn't necessarily involve
1:30:52 changing anything but i need to
1:30:53 understand from that lens
1:30:55 um what we're doing for those folks
1:30:57 because i think we rightly have a lot of
1:30:59 concern for the growing homeless
1:31:01 population in king county and we've got
1:31:03 a lot that we want to do for them but i
1:31:04 also want to see what we want to do for
1:31:06 working for thanks
1:31:10 okay thanks for that additional
1:31:14 piece on that so
1:31:18 let's talk about this kind of timing
1:31:20 issue
1:31:22 the the proposal from the administration
1:31:26 is basically we provide feedback
1:31:29 on the human
1:31:30 services strategic plan and it follows
1:31:34 through its process of going back to the
1:31:37 human services commission talking to the
1:31:38 public about it
1:31:40 with a goal of anticipated city council
1:31:43 adoption on february 22nd
1:31:45 uh i heard a little bit of conversation
1:31:48 about an additional study session i'm
1:31:51 wondering
1:31:53 whether you know can i hear
1:31:55 does that mean we want to
1:31:57 hold off on this and we don't think
1:31:59 we're moving toward a february 22nd
1:32:02 potential adoption or is the study
1:32:06 session kind of saying we can continue
1:32:08 moving forward on
1:32:10 the potential plan adoption but we have
1:32:13 some other things maybe related to the
1:32:16 grant cycle
1:32:17 and the funding elements
1:32:20 how are we feeling about that anybody
1:32:31 okay so starting out with uh council
1:32:34 member ray with the question
1:32:36 um thank you uh council president walsh
1:32:39 um what's the impact of not um
1:32:44 adopting on the i think it was the 27th
1:32:46 of february was the target date
1:32:48 um what's what's
1:32:50 before i can say yes or no or it's
1:32:51 greater it's not great what's the impact
1:32:53 of not doing that
1:32:57 um thank you councilmember martz our
1:33:00 intent was to have a document adopted
1:33:03 before the grains are released so then
1:33:06 we can use it in the grant application
1:33:09 for and provided in a little bit in
1:33:11 advance to the nonprofit organizations
1:33:16 it's kind of it's they're gonna know
1:33:17 that it's gonna guide uh and this can
1:33:20 also help the human services that it's
1:33:21 going to guide the funding process
1:33:27 ultimately
1:33:30 yeah so so that's the that's the impact
1:33:33 if if it's not going to be adopted in
1:33:35 time for the grant applications to open
1:33:39 then we would just need to provide other
1:33:40 information on
1:33:42 what are our our focus area so typically
1:33:45 just to step back a little bit when the
1:33:48 grant application process opens each
1:33:51 city presents its focus areas and um
1:33:54 kind of like what are
1:33:56 these different cities looking for in
1:34:00 the grants
1:34:02 so let me uh let me let me summarize
1:34:04 what i think i heard
1:34:05 um because
1:34:08 so it would be optimal if we have an
1:34:10 adopted strategic plan that we can then
1:34:13 attach to the grant uh when we go out to
1:34:15 make the grand applications available so
1:34:18 that the respondents have a
1:34:20 a really good sense of what it is we're
1:34:23 looking for and what our priorities are
1:34:25 okay thank you

1:34:28 council president can i amplify on that
1:34:30 a little bit
1:34:33 go for it
1:34:35 we're talking about a couple weeks here
1:34:38 i think certainly if the council would
1:34:39 like another touch in a study session we
1:34:42 we can fit that in
1:34:44 as i think you all know february and
1:34:46 march are funny funny weeks month
1:34:49 and so we we've got to think a little
1:34:50 bit of flexibility here but we could
1:34:52 have another study session get it back
1:34:54 to you probably the following week for
1:34:56 final action if that's the case that one
1:34:58 might take the process out by a couple
1:35:00 of weeks i mean we want to be respectful
1:35:02 to the human services commission we want
1:35:03 to be respectful to the agencies um but
1:35:07 this is too important um i think we can
1:35:10 i think everyone will understand if it's
1:35:12 two weeks later than the optimal
1:35:14 schedule in order to make sure that
1:35:16 we're getting the word out of what our
1:35:18 needs and priorities are so
1:35:21 if the council would like that we can
1:35:22 make it work and i don't think it will
1:35:24 have a real material impact on the
1:35:25 process

1:35:34 uh thank you council president walsh um
1:35:37 yeah i guess no no really for the
1:35:39 comments then i would really like to
1:35:40 have another study session touch i think
1:35:42 that there are potentially a number of
1:35:45 changes um and i think it's easier as a
1:35:47 council to have a discussion in this
1:35:48 format than
1:35:49 to be suggesting amendments up on the
1:35:52 diocese
1:35:53 at a regular city council meeting so
1:35:55 that's where my head's at
1:36:02 i see councilmember d michelle if you
1:36:05 end up having a comment just put another
1:36:07 comment in the box uh council member ray
1:36:11 uh thank you council president walsh
1:36:16 deputy council president hall i think it
1:36:18 is so much easier for us to
1:36:20 suggest modifications in a study session
1:36:22 than um in a um
1:36:25 active
1:36:26 agenda bill deliberation
1:36:28 and then for me personally i want to
1:36:30 hear what the public and the human
1:36:32 services commission have to say
1:36:35 between now and
1:36:37 adoption and i
1:36:39 going back to the the brilliance of
1:36:41 deputy council president hall then we
1:36:43 can um we can have a more robust
1:36:45 discussion because it's really hard to
1:36:47 make modifications through motions
1:36:49 so that would be my preference
1:36:55 okay so i've heard two people who have
1:36:58 said hey we have a preference for
1:37:01 having another study session on this
1:37:05 before moving it forward toward
1:37:08 anticipated adoption
1:37:10 only hearing from two but i'm not
1:37:13 hearing anybody saying no okay a few
1:37:15 more thumbs up fantastic okay so we've
1:37:18 got a good sense uh then that the
1:37:21 direction of the council is
1:37:23 we've got some feedback we want to
1:37:25 direct the administration to
1:37:28 another
1:37:29 study session on this topic see if we
1:37:32 can hear back from the human services
1:37:35 commission
1:37:36 and or the public
1:37:37 about some of these comments that we've
1:37:39 had here and see if we can have a robust
1:37:41 conversation on that
1:37:45 sounds good well thank you monica and

1:37:49 alexis and everybody who's
1:37:52 contributed to the conversation tonight
1:37:57 guys looking at the
1:37:58 schedule on the timeline for tonight uh
1:38:01 this important element took a little bit
1:38:04 longer than anticipated so i'm wondering
1:38:09 you know whether we're
1:38:11 interested to push id
1:38:14 0993 the recreation scholarship program
1:38:18 to a future
1:38:20 night
1:38:22 whether there are any concerns about
1:38:24 that we could do it next week at the
1:38:26 regular council
1:38:28 session
1:38:29 um and maybe just take a moment to hear
1:38:32 from jeff or
1:38:34 city administrator bob quits whether
1:38:36 there any concerns on timeline of uh
1:38:39 pushing that as
1:38:43 council needed members of the council we
1:38:45 just want to make sure that uh
1:38:47 if the council would like to make a
1:38:48 change that that's available for
1:38:50 residents to take advantage of with
1:38:51 spring and summer classes uh if the
1:38:54 council will indulge us next week at the
1:38:56 council meeting we can have this as an
1:38:57 informational item there's only one item
1:39:00 currently of regular business
1:39:02 so uh
1:39:03 i think from a time management
1:39:04 perspective we can make that work next
1:39:09 okay am i seeing
1:39:11 i'm seeing some questioning ideas i see
1:39:14 four thumbs up but any
1:39:18 comments questions concerns
1:39:22 comment from councilmember hunt
1:39:26 thank you this might actually be a
1:39:28 question
1:39:29 so um as was
1:39:31 just mentioned it is easier to make to
1:39:34 propose changes in this study session
1:39:37 format and so i'm wondering if it would
1:39:38 be appropriate to
1:39:40 to raise that now so that um if i have a
1:39:44 proposed thing for us to consider
1:39:47 um or what we should do with if if
1:39:50 anyone else also has
1:39:52 something that they wanted to raise for
1:39:53 consideration on the item that were
1:39:56 sounds like we're pushing to a regular
1:39:57 meeting
1:40:01 so that's a good question um you know i
1:40:05 i will put in my two cents i do have
1:40:08 some comments about it and i think there
1:40:10 were a few areas that were in flux um as
1:40:12 this was coming to us so it might need
1:40:15 more of a working session it's more of a
1:40:18 question of then
1:40:20 well not more of a question it is a
1:40:22 question of timeline versus
1:40:26 work on it versus when it's needed in
1:40:28 place um
1:40:30 director watling any
1:40:32 commentary on that
1:40:36 great discussion uh yes the intention of
1:40:39 of this conversation was um
1:40:44 it's not a refined document it's not a
1:40:46 finished product we really do have some
1:40:48 policy questions we want to get feedback
1:40:50 on and and and frame that up if that's
1:40:52 something that can be done as an
1:40:53 informational item at a regular meeting
1:40:56 we're not ready to bring it forward to
1:40:58 you as an action item
1:41:01 but if there's an ability to to have
1:41:03 that discussion get feedback next
1:41:05 next tuesday the 18th that would
1:41:07 certainly work for us
1:41:09 the intention then based on the feedback
1:41:11 and follow-up we get from you we would
1:41:13 then prepare it to come back to you as a
1:41:16 agenda bill item and a regular business

1:41:24 if that format works for for you in
1:41:26 terms of making it a working session

1:42:17 little bit earlier than then put it off

1:42:46 still meet that um and as
1:42:48 city administrator bopkowitz said yeah
1:42:50 adopting it on the 7th would really
1:42:52 allow us to frame up the program be
1:42:54 ready for that big spring summer
1:42:57 registration
1:43:02 okay so are we still holding on with the
1:43:05 thumbs up to having a council discussion
1:43:08 on an id item for
1:43:11 next week and then having it come back
1:43:13 according to that
1:43:14 schedule
1:43:16 okay that gives us the opportunity to

1:43:51 we're still in virtual territory we are
1:43:56 not yet back in person and
1:43:58 uh that has impacts on things so the the
1:44:01 basic concept is
1:44:04 we're looking at the things that we want
1:44:06 to accomplish as a council group and um
1:44:11 let's see council member hall did you
1:44:13 want to start off on that you were going
1:44:15 to talk about the two different sessions
1:44:18 uh sure thank you uh council president
1:44:21 walsh this is um council member hall um
1:44:24 yeah so there were kind of four main
1:44:26 topics that we wanted to discuss with
1:44:27 you tonight while uh emphasizing that
1:44:30 we're really talking about structure of
1:44:32 the agenda here and does this sound good
1:44:34 to you and not necessarily getting into
1:44:36 the weeds we can save that for the
1:44:37 retreat um so um the what counts
1:44:42 president walsh just referenced uh first
1:44:43 thing we want to talk about was kind of
1:44:45 the retreat framework so instead of a
1:44:48 more traditional framework of having an
1:44:50 all day retreat on a saturday we thought
1:44:54 using some open study session time at
1:44:56 the end of january and early february
1:44:58 could work especially because some of
1:45:00 the topics that we've put together kind
1:45:02 of grouped nicely into categories so
1:45:04 that would start with the january 25th
1:45:06 study session um with a focus on
1:45:08 internal city council
1:45:11 operation up
1:45:13 operations and our structure which is
1:45:15 like our conversation that we've all
1:45:17 been talking about for a while now about
1:45:18 committees and study sessions and all
1:45:20 and then follow that up with a february
1:45:23 first study session um with a focus on
1:45:26 more traditional focus on the 20 on the
1:45:29 2022 2023 work plan proposal by the
1:45:32 administration and then also inviting
1:45:34 rachel our new city attorney to come in
1:45:36 and give us um a refresher on opma since
1:45:39 we have a new council member and it's a
1:45:40 new year so why not
1:45:44 that's kind of the first topic that we
1:45:46 wanted to run by you is does this seem
1:45:48 appropriate um
1:45:50 and um council president walsh i'm happy
1:45:53 to move on to the second topic or we can
1:45:55 stop now and see if there are any
1:45:57 questions or comments
1:45:59 i'm not seeing any comments in the chat

1:46:04 i would go ahead and move on and then if

1:46:15 uh how we all work together and this
1:46:17 would be a conversation uh at the
1:46:19 january 25th study session where we
1:46:21 focus on internal procedures
1:46:24 um so council president walsh and i have
1:46:26 had discussions and we'd like to lead a
1:46:27 conversation about um
1:46:30 our guiding principles as a city council
1:46:32 uh what our expectations of one another
1:46:35 are what our expectations of leadership
1:46:37 are um i think we've taken a lot of
1:46:40 inspiration from the sound cities
1:46:41 association they have a list of guiding
1:46:43 principles um that they reiterate every
1:46:46 year some of those are
1:46:47 no surprises have each other's backs
1:46:50 think about who's not at the table
1:46:52 um respect differing views
1:46:54 explain your thinking acknowledge
1:46:56 disagreement so some of these things
1:46:58 we'd like to have a conversation about
1:47:00 what are the
1:47:01 group priorities in terms of guiding
1:47:03 principles that we all want to come to
1:47:05 agreement on for the asexual city
1:47:07 council so
1:47:08 those are the first two topics and um
1:47:11 council president walsh i'll pass it
1:47:13 back to you
1:47:16 shuffling all of my different
1:47:20 items up here let me find the one that i
1:47:23 was looking at yeah so um the next part
1:47:29 kind of our conversation
1:47:31 is about the weekly leadership meeting
1:47:34 so i know i sent out an email earlier
1:47:36 but just the the concept of
1:47:39 do for those weekly
1:47:43 weekly leadership meetings um
1:47:48 kind of have the thought process of
1:47:49 continuing on
1:47:51 this concept of really focusing on
1:47:54 the schedule
1:47:56 um and
1:47:57 what we need to get done in the agenda
1:47:59 and things like that not on policy but
1:48:02 that that in itself is a policy so we
1:48:05 want to make sure that we're having that
1:48:06 conversation with you that um that is
1:48:09 the will of the council and then on that
1:48:13 concept you know council deputy council
1:48:16 president paul and i
1:48:18 have the intention of
1:48:20 really wanting to be able to reach out
1:48:23 to council members on a regular basis
1:48:26 and ask those questions what's working
1:48:28 what isn't working what information do
1:48:30 you need and be able to have listening
1:48:33 sessions with you but in order to do so
1:48:37 we also want to make sure that we're
1:48:38 following uh
1:48:40 the love opma
1:48:42 and making sure that we're not creating
1:48:47 you know
1:48:48 running meetings because of multiple
1:48:51 members so part of that conversation is
1:48:53 going to be whether we need the third
1:48:56 council member
1:48:57 uh participating in the leadership
1:48:59 meetings and so we'll be looking for
1:49:01 your feedback on that
1:49:03 so councilmember mart comment on what
1:49:07 were included
1:49:09 sure uh so i think it was a mistake to
1:49:12 move away from talking about policy at
1:49:14 the wednesday morning leadership
1:49:16 meetings it was an opportunity for
1:49:18 council members who are only in every
1:49:21 fifth meeting to bring up policy issues
1:49:24 and talk about where those might fit in
1:49:27 to the council
1:49:29 and where it might fit into the city and
1:49:31 and how how that might work uh we never
1:49:34 we never came to any
1:49:37 majority decisions as a result of those
1:49:40 leadership meetings it was never
1:49:41 cross-tabbed with people who were
1:49:43 outside the room so there were no in my
1:49:45 view no opma issues and it's been a loss
1:49:49 to not have that
1:49:51 and i certainly think the third person
1:49:53 is superfluous if there's not going to
1:49:55 be any talk of policy
1:49:58 i for a long time didn't come to the
1:49:59 wednesday morning meetings and you know
1:50:02 i'm happy to come to the wednesday
1:50:03 morning meetings because i like all of
1:50:05 but i don't add a lot to that meeting
1:50:09 and uh and i i miss the old days and i
1:50:12 think that we got material out in a
1:50:14 healthier way
1:50:15 rather than a council member going to
1:50:18 try to pull one or two but not three of
1:50:20 their fellow council members bringing it
1:50:22 to leadership and talking about it there
1:50:24 and how it might get addressed
1:50:27 led to better outcomes thanks
1:50:30 thanks and so we'll be discussing all of
1:50:33 this at the leadership retreat so
1:50:37 you know really i guess part of the
1:50:39 question there is is
1:50:42 is that the right conversation to have
1:50:45 at the leadership or at the
1:50:47 council retreat um and are there any
1:50:50 concerns with that
1:50:52 um conversation happening but it sounds
1:50:54 like you definitely want to have that
1:50:56 conversation
1:50:57 if you could take my comments to me yes
1:50:59 i would like to have that conversation
1:51:02 fantastic great
1:51:04 um and then you know the other
1:51:06 piece uh of the retreat is you know
1:51:10 talking about our
1:51:11 meeting structure so
1:51:13 that's this big
1:51:15 question mark that we have up in the air
1:51:17 of study sessions versus committee
1:51:19 meetings and then also how we handle our
1:51:23 ad hoc committees whether we need them
1:51:25 if we go to committee you know um all of
1:51:28 those concepts so
1:51:31 zach and i plan to send out an email
1:51:34 ahead of
1:51:37 retreat
1:51:39 with the agenda of those items and also
1:51:42 just a list of questions for you guys to
1:51:44 consider
1:51:45 we're you know there's a lot to talk
1:51:47 about and i know we could probably have
1:51:49 three different four different meetings
1:51:52 study session versus committees so we're
1:51:54 really hoping that by asking the
1:51:56 questions ahead of time
1:51:58 you guys can really think it over and we
1:51:59 can have a good conversation during that
1:52:02 meeting
1:52:03 and then
1:52:04 just to highlight at this point we're
1:52:07 still planning for this to be virtual
1:52:10 um and so the questions really at this
1:52:13 point are
1:52:15 have we missed anything is there
1:52:16 anything else that should come up in
1:52:17 this retreat that we haven't included
1:52:20 is there anything else you think that
1:52:22 the council should discuss
1:52:24 and then
1:52:25 do we have any feedback on using the two
1:52:28 currently open study sessions versus
1:52:31 coming in on a longer weekend well i say

1:55:13 is to allow the city council to recess
1:55:15 into executive session to discuss
1:55:17 pending potential litigation
1:55:19 for rcw

1:55:25 the item is expected to take
1:55:26 approximately 60 minutes please note
1:55:29 that executive sessions are closed to
1:55:30 the public and action if needed would
1:55:32 occur during the open session of a
1:55:35 regular council meeting we will now
1:55:37 recess into executive session at 8 25 pm
1:55:40 i will ask the clerk to move the city
1:55:42 council into a separate session within
1:55:44 this meeting
1:55:45 and anyone who is not
1:55:47 part of the closed session will
1:55:49 who is not part of the closed session
1:55:51 will remain in the main meeting you are
