At the Regular City Council Meeting on January 19, 2021 (AB 8097), the City Council authorized the Administration to apply for pavement preservation grants along East Lake Sammamish Parkway SE, SE 43rd Way, and NW Sammamish Road/SE 56th Street. The City was awarded National Highway System (NHS) Asset Management Program grant funds for two projects: (1) SE 43rd Way Pavement Preservation and (2) East Lake Sammamish Parkway SE Pavement Preservation. The City Council accepted the grants at the Regular Council Meeting on October 18, 2021 (AB 8097) and authorized the Mayor to enter into and execute a Local Agency Agreement with WSDOT for the design phase of the project.

Washington State recently entered into an opioid settlement with JANSSEN that eligible Washington cities and counties can join. In order to obtain the benefits provided in the agreement, agencies must submit a participation form by May 11, 2024.

SPAR Booster Pump Station Construction Project (WT013)

On May 17, 2021 the City Council awarded the contract for the SPAR Booster Pump Station Construction Project Acceptance (WT013), to the low bidder, Pacific Civil and Infrastructure in the amount of $7,080,315.75 (including sales tax). The completed construction contract cost was $7,674,528.35 (including sales tax).

Significant water quality impacts from bacteria pollution have been documented within the Issaquah Creek watershed. The Washington State Department of Ecology has instituted a threshold for maximum bacteria loading within Issaquah Creek (Total Maximum Daily Load for Fecal Coliforms). These state thresholds have historically been exceeded.

Amendments to IMC 12, Streets, Sidewalks, and Public Places

In 2005, the City established Chapter 12.05 IMC, Sidewalk Use District, to encourage creative and functional integration of uses of the sidewalk. The district was expanded in 2012 and 2018 to include more areas of the City to encourage this use. In practice, the district was established but no permit was created to implement the district, so the Special Event Permit process was used to permit these types of uses. This is a tedious process that does not match the context of the use being permitted. For this reason, the Administration is proposing to repeal the Sidewalk Use District and to establish in its place a new Sidewalk Use Permit chapter. This change also includes moving the design standards for sidewalk cafes to the City’s Street Standards, which are managed by the Public Works Department.

The City Council approved the Service Agreement with PSE for the Up & Go program to support installation of PSE owned and maintained EV charging stations at PW at the March 18, 2024 City Council meeting (AB 8802). Since that time, the City Attorney noticed some issues with the agreement approved by the City Council and has recommended the modified agreement come back for City Council approval.

City Hall Northwest, located at 1775 12th Ave NW, was purchased in 1990 to support the Planning and Public Works Departments. In 2020, the building was closed to most staff due to the cost of upkeep, poor condition, and remote work during the COVID-19 pandemic. Significant capital reinvestment is required to restore the building condition, and the building layout is not functional for providing City services.

Central Issaquah Pioneer Program, Multi-Family Tax Exemption

In 2017, the City adopted a MFTE program pursuant to Chapter 84.14 RCW, allowing for special valuation of eligible improvements associated with multifamily housing in areas designated by the City Council as "residential targeted areas," for the purpose of increasing residential opportunities for affordable housing. The program is codified at Chapter 3.09 IMC. Currently, the City has established two residential targeted areas, the Tibbetts Valley Transit-Oriented Development Targeted Area and the Issaquah Highlands High Street Collection Residential Targeted Area.
