Staff report:
In 2005, the City established Chapter 12.05 IMC, Sidewalk Use District, to encourage creative and functional integration of uses of the sidewalk. The district was expanded in 2012 and 2018 to include more areas of the City to encourage this use. In practice, the district was established but no permit was created to implement the district, so the Special Event Permit process was used to permit these types of uses. This is a tedious process that does not match the context of the use being permitted. For this reason, the Administration is proposing to repeal the Sidewalk Use District and to establish in its place a new Sidewalk Use Permit chapter. This change also includes moving the design standards for sidewalk cafes to the City’s Street Standards, which are managed by the Public Works Department.

The program is codified at Chapter 3.09 IMC. Currently, the City has established two residential targeted areas, the Tibbetts Valley Transit-Oriented Development Targeted Area and the Issaquah Highlands High Street Collection Residential Targeted Area.

1:57 growing diversity of isqua with the
1:59 second largest race being Asian-American

2:10 term Asian-American is an umbrella term
2:12 for the entire Asian continent which
2:14 embodies an incredibly diverse and vast
2:17 group of people languages ethnicities

2:22 different countries and regions

2:27 umbrella term which embodies an

2:42 contributions of Asian-American groups

5:42 time each year for the celebration of

5:51 Congress passed a bipartisan resolution
5:53 calling on State and local governments
5:56 and the people of the United States to
5:58 observe a full month in which American
6:00 Jewish history is
6:02 celebrated and whereas the month of May
6:04 has since been recognized as National
6:06 Jewish American Heritage Month a time to
6:09 honor and celebrate the countless
6:11 contributions of Jewish
6:12 Americans and
6:14 whereas while anti-Semitism has been
6:17 rising at an alarming rate in our
6:19 country and many cities are experiencing
6:21 an increase in anti-semitic incidents we
6:24 must continue to create conditions that
6:26 allow our communities to be safe healthy
6:30 vital we offer hope and optimism through
6:33 the celebration of the vibrant Heritage
6:35 of Jewish Americans recognizing our
6:37 community is enriched by contributions
6:40 of Jewish Americans through the Arts

7:43 town and the love and respect that the
7:46 Jewish Community I am their Rabbi the
7:49 last 20 years I've received from this
7:52 city was felt at every holiday every
7:56 event especially when we put up 20 years
8:00 ago the monora on Front Street it
8:02 brought in so much love and light to the
8:04 Jewish
8:04 community in this times and Jewish
8:08 people and members of the Jewish
8:11 Community are unfortunately verbally
8:13 assaulted on the
8:15 streets and our children in the school
8:18 district are
8:20 struggling with some really
8:22 old-fashioned
8:23 anti-Semitism it is so much more valued
8:26 and important to receive this
8:27 Proclamation this year
8:30 your love and support are very much

8:39 proactive in dealing with the many
8:41 challenges that came up in the past few

10:17 administration there are 33.2 million
10:20 small businesses in the United States
10:22 and these small businesses are
10:24 responsible for
10:25 62% of net new jobs created since 1990 5
10:30 whereas entrepreneurship continued to be
10:32 one of the best Pathways to the American
10:34 dream evidenced by the historic small
10:36 business boom with a record 16.5 million
10:40 Americans applying to start a business
10:41 since January of 2021 including 5.5
10:45 Million last year and whereas the city
10:47 of isqua is home to a wide variety of
10:50 businesses including the 2024 small
10:53 business exporter of the Year Morgan
10:55 Cosmetics whereas the city of isqua
10:57 celebrates our local small business
10:59 businesses and entrepreneurs and the
11:00 contributions they make to our local
11:02 economy and

13:22 businesses that you know as you heard in
13:23 the proclamation creating two out of
13:25 three Net new jobs powering about half
13:27 of the economic power that is in the
13:29 country small businesses are vital to
13:32 our downtown and to our communities as
13:34 well so we appreciate everyone that is
13:36 here to support small businesses we also
13:39 want to thank the small businesses for
13:41 taking the leap into entrepreneurship it
13:44 is not easy for anyone that knows
13:46 firsthand it's uh a lot of work a lot of
13:49 heart um and it can sometimes feel
13:52 lonely when there's so much went on your
13:54 shoulders with helping your clients
13:56 supporting your um your employees and
13:58 and making a business profitable so I I
14:01 hope that there's a takeaway for the
14:03 small businesses here in aaqua that
14:05 between your Economic Development
14:07 Department and your partners at the
14:08 small business administration you're not
14:10 alone and we're here to support you
14:13 because we want to see you succeed
14:14 that's what gets us up every morning um
14:16 and just a a little highlight on Morgan
14:19 Cosmetics um for being awarded as the
14:21 Seattle District um which serves
14:24 Washington State northern Idaho they
14:26 were the exporter of the year but they
14:27 were also selected as Regional uh
14:30 Pacific Northwest exporter of the Year
14:32 from businesses ac across Washington
14:34 Oregon Idaho and Alaska making them one
14:36 of 10 finalists in The Nation so um
14:39 certainly something to be proud of
14:41 certainly taking advantage of uh the 95%
14:44 of potential customers that live outside
14:46 of the US and and serving those right
14:48 here in your backyard um there's there's
14:51 certainly opportunity that we want to
14:53 support so thank you for giving us the

21:34 what makes you you know want to stay
21:35 here at is aam what makes you work at as
21:37 a qua and the number one answer every
21:39 time is the people um we really have
21:42 some really great people uh that make
21:44 this city run um and so I'm so
21:47 appreciative of them one of the things
21:49 we've been working on uh in our employee
21:51 experience plan one of of the Strategic
21:53 items is how we build our recognition
21:56 muscle so these weeks are really
21:58 important and we're going to do some fun
21:59 stuff for staff this week but um we've
22:02 instituted stay interviews um we're
22:04 highlighting staff when they hit mil
22:06 Stones we're bringing awareness to
22:08 anniversaries we're doing more employee
22:11 surveys we're really doing a lot um I'm
22:14 of the belief that recognition equals
22:16 retention so I'm also um really pleased
22:19 to you know report out that over the
22:21 last couple years 2023 um to uh or
22:24 excuse me 2021 to 2023 numbers we've uh
22:28 reduced boed our turnover by half and I
22:30 really think it's um all the things that
22:32 we do each uh each day to recognize our
22:34 employees so thank

24:22 hunt so clerk Grabowski is joining us
24:25 virtually and clerk is here to receive
24:27 this Proclamation and first I just
24:28 wanted to take a moment um personally to
24:31 thank you for all of your help with our
24:33 Council meetings ensuring that we're
24:34 following the rules and able to do our
24:36 job efficiently and also all of your
24:38 help facilitating Community
24:39 participation in all of our local
24:41 government processes I know I speak for
24:43 all of us when I say we really
24:45 appreciate what you
24:46 do whereas the office of the
24:49 professional municipal clerk a
24:50 time-honored and vital part of local
24:52 government exists throughout the world
24:53 and is the oldest profession among
24:55 public servants and whereas the Office
24:58 of the professional municipal clerk
25:00 provides the professional link between
25:01 citizens local governing bodies and
25:04 agencies of government at other levels
25:06 and whereas the municipal clerks have
25:09 pledged to be ever mindful of their
25:11 neutrality and impartiality rendering
25:14 equal service to all and whereas the
25:16 professional Municipal clerks serves as
25:18 the information center on functions of
25:20 local government and community and
25:23 whereas Municipal clerks continually
25:25 strive to improve the administration of
25:27 the Affairs of the Prof profession
25:28 through participation in education
25:31 programs seminars workshops and the
25:33 annual meeting of their state provincial
25:36 County and international professional
25:38 organizations and whereas it is most
25:41 appropriate that we recognize the
25:42 accomplishments and contributions of the
25:44 professionals who serve in isqua's city
25:46 clerk's office now therefore I on behalf

27:06 invite our director of Public Works
27:08 Emily moon to come up with
27:11 me all right uh whereas for more than 40
27:15 years the American Waterworks
27:17 Association and its members have used
27:18 drinking water week as a unique
27:20 opportunity for both water Professionals
27:22 in the communities they serve to
27:24 recognize the vital role water plays in
27:26 our daily lives and and whereas water is
27:29 our most valuable natural resource and
27:31 drinking water serves a vital role in
27:33 daily life serving an essential purpose
27:35 to health hydration and hygiene and
27:38 whereas tap water delivers Public Health
27:41 protection fire protection and support
27:43 for our economy and whereas the hard
27:46 work performed by the entire water
27:47 sector is vital to maintaining and
27:49 protecting this essential resource and
27:52 isqua's public works department staff
27:54 and operators work to ensure the safety
27:57 and quality of drinking water and
27:58 maintain the infrastructure we all rely
28:00 on and whereas we are all stewards of
28:04 the water infrastructure upon which
28:06 current and future Generations Depend
28:09 and whereas the issaqua community is
28:11 called upon to protect our source Waters
28:13 from pollution and practice water
28:16 conservation now therefore Mary L PA the
28:18 mayor of the city of ISAT does hereby
28:20 proclaim the week of May 5th through
28:23 11th to be drinking water week in the
28:25 city of isqua and we invite the
28:27 community to join us and thanking the
28:28 public servants that protect and

29:10 on it's a lot to take care of they do a
29:13 tremendous job and I'm very proud of
29:15 that work and happy to be an isqua
29:17 resident where I get to drink that clean
29:19 water thank you very much thank you
29:38 I'll be presenting the next Proclamation
29:40 for correctional officers week
29:43 Proclamation and I'd like to invite
29:44 acting Corporal Michael Watson to come
29:46 and join me and police chief
29:53 Schwan come
29:59 whereas the city of isqua's dedicated
30:01 Corrections Officers are essential to
30:03 our justice system and whereas much is
30:06 expected from the men and women who
30:08 every day supervise offenders in
30:10 correctional facilities and without
30:12 whose daily hard work and sacrifices we
30:14 could not operate and whereas
30:17 Corrections Officers are skilled
30:18 professionals who must act as counselors
30:21 communicators Educators and experts at
30:24 Crisis Intervention and must protect our
30:27 safety well maintaining their
30:28 professional demeanor often in a very
30:31 challenging environment whereas
30:33 Corrections Officers must possess the
30:35 intuitive sense to resolve conflict and
30:38 support restorative activities while
30:40 housing offenders in a Humane
30:42 environment often to the risk of their
30:44 own well-being and whereas all are
30:47 committed to a common goal the secure
30:49 safe and Humane operation of our jail
30:51 facility where employees work to reduce
30:53 future crime and change an individual's
30:56 criminal Behavior now therefore I Mary L

31:06 in the city of isqua and invite the

31:22 ktz the Corrections Officers in our city
31:26 are basically off unnoticed a lot of our
31:28 citizens don't even know we have a jail
31:30 and we have a 72-bed jail in our
31:32 facility who on an average has a
31:35 population of anywhere from 35 to 72 and
31:38 so on a regular basis the Corrections
31:40 Officers are down there on a daily basis
31:41 keeping those in the community safe
31:44 attending to their needs as well as um
31:47 following what the rules of the Court
31:48 are and helping out our community which
31:50 makes the officers have the ability to
31:52 do their jobs better and having
31:53 somewhere for them to go that's local
31:55 and that is a big part of what they do
31:58 and they are very unseen they're in the
32:01 basement of our facility people often
32:03 don't know what they do day in and day
32:05 out and I can't thank the council and
32:07 the city enough for the support that
32:09 we've seen regularly and a consistent
32:11 basis for what they do want
32:15 to I'd like to thank the mayor Chief and
32:17 city council for the recognition and
32:19 appreciation and support you guys show
32:21 us you

32:53 Proclamation like to invite up aquatic

33:06 whereas National water safety month is
33:08 celebrated annually through the efforts
33:10 of several key organizations including

33:17 whereas the city of isqua is committed
33:19 to promoting Healthy Lifestyles and
33:21 providing opportunities for community
33:23 members to engage in safe and enjoyable

33:33 activities play a vital role in
33:35 improving physical and mental health and

33:45 the Julius bone pool and Aquatic
33:47 programs offered by the city of isqua

34:00 facility rentals lifeguard and CPR
34:02 classes and other special activities and
34:05 whereas the city's well-trained staff
34:07 Who deliver these programs are essential
34:08 to the promotion of water safety by
34:11 providing aquatic activities in a safe
34:13 responsible and inclusive manner that
34:15 respects the dignity and worth of all

35:24 housing week Proclamation and this is
35:26 number 10 out of 11
35:33 it looks like our long ring planning
35:36 manager Steven Padua is on the way up so
35:39 that is fantastic thank
35:41 you uh whereas all people should have
35:44 access to safe healthy and affordable
35:47 homes within communities that provide
35:49 opportunity and whereas the US
35:51 Department of Housing and Urban
35:53 Development HUD defines affordable
35:56 housing as housing on which the occupant
35:59 is paying no more than 30% of gross
36:02 income for housing costs including
36:04 utilities and whereas the Department of
36:06 Commerce projects that by 2044 King
36:09 County needs nearly
36:12 200,000 net new housing units for
36:15 households at or below 80% area median
36:18 income and whereas Studies have found
36:21 that each $100 increase in median rent
36:24 results in a 15% increase in home
36:27 homelessness in Metro areas and a 39%
36:30 increase in homelessness in nearby
36:32 suburbs and rural areas and whereas the
36:36 covid-19 pandemic has exacerbated many
36:39 existing Financial constraints for low
36:41 and moderate income households and
36:44 whereas the CDC recognizes safe healthy
36:47 and affordable housing within
36:48 communities of opportunity as key social
36:51 determinant of health and whereas
36:54 everyone benefits from affordable
36:56 housing including the people who reside
36:58 in these properties their neighbors
37:00 businesses employers and the community
37:02 as a whole and whereas United to raise
37:05 public awareness people organizations
37:08 and communities throughout King County
37:10 are participating in local affordable
37:12 housing week activities to elevate the
37:15 critical need to create Healthy
37:17 Communities with ample affordable
37:18 housing now therefore I on behalf of

39:11 Proclamation yes and I'd like to invite

39:24 proclaimed May 15th as National peace
39:26 officers Memorial Day and the calendar
39:29 week in which May 15th Falls as National
39:32 Police Week and whereas the members of
39:34 the law enforcement agency of the city
39:36 of isqua play an important role in
39:39 safeguarding the rights and freedoms of
39:41 our community members and whereas our
39:44 Police Department serves the People by
39:46 safeguarding life and property
39:48 protecting them against violence or
39:49 disorder and protecting the innocent
39:51 against deception and the weak against
39:54 oppression or intimidation and whereas
39:57 our police department has grown to be a
39:58 modern and scientific law enforcement
40:01 agency which unceasingly provides a
40:03 vital public service now therefore the
40:06 city of isqua does hereby proclaim the
40:08 week of May 12th to the 18th to be
40:10 Police Week in the city of isqua and I

40:30 years here now and one of the reasons I
40:33 Stay is because of the people like
40:35 director Johnson had mentioned um the
40:37 support that the city gives is greatly
40:39 appreciated on a daily basis and the
40:43 people that the men and women that work
40:44 here in our department are dedicated to
40:46 the community and none of them reside
40:48 here yet they come here every day to
40:50 support the 40,000 people that reside
40:53 here in the evening and all the people
40:54 that also work and play here and so um
40:56 they were I have three that were going
40:58 to be here tonight to even help the
40:59 recognition but they're out doing their
41:01 jobs um with an unruly customer as well
41:04 as um a lot of calls for service so I
41:06 appreciate them and on I accept this on
41:08 behalf of them and I can't say thank you
41:09 enough for all our staff and the great
41:12 work and professionalism that they take
41:13 on every day thank you

41:30 and Chief and all of the council members
41:32 who helped to provide um the
41:34 proclamations this evening if people

41:38 you covered about six of the bases here

43:50 council members my name is Paul Quinn
43:53 and I live in samamish I'm speaking to
43:54 you as an individual that cares about
43:56 recycling and composting and reducing
43:59 what we send to the
44:00 landfill let's start with that reminder
44:02 you've heard from me before a King
44:04 County survey of trash sent to the
44:05 landfill showed that 2third of what is
44:07 sent to the landfill can be either
44:09 recycled or
44:10 composted so two-thirds of our trash is
44:13 actually crash I provided you three
44:17 handouts the first handout reflects
44:20 disposal numbers updated now with
44:22 year-to date just January we'll know
44:25 with other Eastside cities by May 6 I
44:27 would typically have a full quarter of
44:29 2024 to share with you for some reason
44:32 rology is not yet provided as s numbers
44:35 Beyond January that's probably should be
44:38 corrected um when I speak of diversion
44:40 rates that means the percent of disposed
44:43 tonnage diverted away from the landfill
44:45 and two Recycling and food scraps
44:50 composting as you can see in table three
44:54 here our diversion rate is down in
44:56 January versus last January and as
44:59 important probably more important isqua
45:01 climate action plan dashboard shows the
45:03 city's diversion rate has gotten only
45:05 worse since
45:07 2017 the city needs a new approach to
45:09 improve diversion and tonight I have a
45:12 proposal that will do just that King
45:16 County is offering grants right now for
45:17 Innovative Recycling and composting
45:20 projects I have provided you with a
45:22 handout for a grant proposal to provide
45:24 it's already completed to provide smart
45:27 disposal to the city of isqua I need a
45:30 city partner to apply for this grant
45:32 with me and then we can provide single
45:35 family residents with direct personal
45:37 feedback and education based on their
45:39 own disposal habits I'll run the project
45:44 and the grant will cover the entire cost
45:45 of the project so let me tell you what
45:48 smart disposal is smart
45:50 disposal weighs each container emptied
45:53 by the hauler for each single family
45:56 home
45:57 this system through a postcard mailed
46:00 back to each
46:02 resident will provide data specific to
46:05 their address including a landfill
46:07 diversion rate per pickup and a trend
46:11 line for their results over time it will
46:14 also provide a comparison to a group of
46:16 neighbors so they'll be able to see how
46:18 they compare to their
46:19 neighbors I provided an example postcard
46:22 is a separate
46:24 handout which is will show us what
46:26 they'll receive
46:28 this system helps us move from a toss
46:30 and forget mindset towards making better
46:33 choices we all know the feedback through
46:36 me that feedback through measurement
46:38 works because our water our
46:40 electricity and gas are all metered
46:44 helping us to moderate our use Smart
46:47 disposal effectively meters our actual
46:49 use of the disposal
46:52 utility during the pilot the city will
46:54 bear no cost it seems worth repeating as
46:58 the grant request covers all cost to
46:59 conduct the pilot the city of isqua and
47:02 its holler will be my partners on this
47:05 project I've provided the completed
47:07 Grant application and all I need is a
47:10 city to agree to be my partner this
47:13 grant partnership request has urgency as
47:16 the King County Grant application must
47:18 be submitted by May
47:20 29th people in the city of isqua want to
47:23 live
47:24 sustainably they need the tools and the
47:26 leadership this Council to help them
47:29 increase their rate of recycling and
47:32 compost join me in smart disposal let's
47:35 get our diversion rate moving in the
47:37 right
47:38 direction thank you Paul C clerk is

49:32 Northwest Surplus property the action
49:34 before Council this evening is to
49:36 approve the resolution the item was last
49:38 before council at the April 15th council
49:40 meeting when the public hearing was
49:42 conducted and I'd like to invite
49:43 administrative services manager jeie
49:45 Justice to make a presentation welcome
49:49 jeie good evening council members
50:01 thank you tonight I'm here just to talk
50:03 with you um and bring you to the final
50:05 step of our Surplus process for the city
50:07 hall Northwest
50:10 property uh by approving the Surplus
50:12 resolution that was provided in your
50:15 packets reminder about the location of C
50:18 Hall Northwest next to I90 and 17th
50:22 Street oh it also shows um over on the
50:27 right hand side the location of the
50:28 sewer that's mentioned in the proposed
50:33 resolution just a summary of the
50:35 recommendations for the Surplus from the
50:37 administration is to go ahead and
50:39 consider the property for Surplus to
50:42 approve the rezone application and the
50:44 land use change that are underway to
50:46 match the surrounding Central isqua
50:48 zoning and land uses to dispose of the
50:51 property to determine the fair market
50:54 value by conducting an appraisal
50:55 following the reason Zone at land used
50:58 updates to list the property on the MLS
51:00 and negotiate a purchase and sale
51:02 agreement and then to use the profits to
51:05 support other City facility needs as
51:07 well to transfer ownership of the 2in
51:09 sewer Force main that serves the
51:10 property as part of that purchase and
51:12 sale
51:14 agreement uh we did also update the
51:17 resolution since the public hearing
51:19 meeting to include surplus of the
51:22 contents of the building so it's just
51:23 clear that we're also doing that at the
51:25 same time
51:29 uh so we are here tonight to talk about
51:31 the Surplus resolution uh the rezone
51:34 action is tentatively scheduled for kind
51:36 of the end of June comp plan update
51:39 should happen before the end of the year
51:41 and we'll do the appraisal once those
51:43 two things are done which would put
51:44 disposition of the property in early
51:49 2025 so the administration's
51:51 recommendation is to adopt the proposed
51:53 Surplus resolution for the city hall
51:55 Northwest property
51:59 thank you jeie um going to look to
52:01 council for any questions on this item

52:06 Mars so we've been having uh
52:08 conversations recently about future of
52:12 uh City facilities and I'm just
52:14 wondering if we
52:17 considered uh the possibility of this uh
52:21 property obviously we didn't want to
52:23 have it in the configuration that it was
52:25 in but is is it
52:27 um you know for Surplus this is it
52:30 possible as as we look for uh where
52:33 we're going to have facilities and we
52:34 don't yet know uh is it possible that
52:36 it's premature to be uh considering
52:39 disposing of this
52:41 property you and maybe City
52:43 administrator would want to weigh in on
52:44 this as well but let's start with
52:47 Genie uh we don't believe so um we've uh
52:50 looked not only at the building itself
52:52 but at the property um we believe that
52:55 the building is not worth further
52:58 investment I think we've talked about
52:59 that multiple times here uh the location
53:02 of the property also I think is is not
53:05 doable as far as we're concerned as far
53:07 as public access is concerned we also
53:09 think quite honestly uh that there's a
53:11 higher better use for the property uh
53:13 with retail nearby the newly renovated
53:16 Hotel so we think it makes sense to move
53:19 forward thank you any other questions

54:22 know in our conclusion that like you
54:24 said to highest and best use for this
54:26 property is to Surplus it and look for
54:27 Alternatives so I'm going to support the
54:30 solutions thank you other Council

54:37 reread the motion the motion is to

54:41 20244 declaring certain city-owned real
54:43 and personal property to be surplused to
54:45 the needs of the city and providing for
54:47 the disposition of tax parcel

55:08 City administator Bob quitz I I I just
55:10 want to take a moment um this is a a
55:12 fairly significant action by the council
55:15 uh this building U has been uh in
55:18 disrepair for a long time it wasn't
55:20 disrepair prior to the pandemic um you
55:22 know your city staff uh really knuckled
55:25 down to figure out away uh to make City
55:28 operations work uh once we decided not
55:30 to go back into the building um probably
55:34 the biggest unsung piece of this was we
55:37 were confronted with the entire City's
55:39 history of paper records sitting in
55:42 there and we launched uh with the
55:45 leadership of our city clerk and her
55:47 able staff probably one of the largest
55:50 government uh copy uh scan uh electronic
55:55 filing operation
55:57 certainly in the state of Washington uh
55:59 perhaps among any City our size uh and
56:01 we will be leaving that building with
56:03 largely all of our historical record
56:05 scan uh and I would challenge us to find
56:09 another city under 50,000 in America uh
56:11 that will be able to say that so I want
56:13 to uh thank certainly the work that that
56:16 Autumn and jeie did uh working with the
56:18 building uh but also want to thank the
56:20 city clerk and her staff for really a
56:23 Monumental project that is now completed
56:26 will serve us well not only in Access
56:29 and public access for those records but
56:31 as we look for future facilities uh it
56:34 is funny because every time we've talked
56:35 to an architect the first question is
56:37 how much space do you need for record
56:39 storage uh and we are now able to say a
56:42 very modest amount so thank you to Tisha
56:45 thank you to Genie
56:48 and a major a major accomplishment for
56:51 the city and we appreciate the council
56:52 and the mayor's leadership thank you
56:55 City administrator I actually tell every
56:57 other city that we digitized all our
57:00 records I'm extremely proud of the work
57:02 that our clerk Department did so thank
57:04 you to our uh facilities team very very
57:06 much uh we're going to move to the next
57:08 item AB
57:10 8791 Central esqua Pioneer program
57:13 multif family tax exception their
57:15 request before Council this evening is
57:17 to adopt the ordinance this item was
57:19 last before council at the April 15th
57:21 council meeting when the public hearing
57:22 was conducted I'd like to invite Ben
57:25 who's already up there our economic
57:27 development manager to make a
57:29 presentation thank you Jen great thank
57:30 you yes and I will just make a side note
57:32 that when I first came to work at City
57:34 Hall Northwest and saw all the records
57:36 from the 70s and 80s and 90s in the
57:39 kitchen along with all the other
57:41 locations you definitely your jaw drops
57:42 and go oh so it was an amazing task so
57:46 hi uh Jen Davis Hayes City uh economic
57:50 economic and uh housing development
57:53 manager and um we are here tonight for
57:55 the last step of the central area or
57:58 Central yeah Central isqua Pioneer
58:02 program um and that last step is to uh
58:06 consider the adoption of the adding this
58:09 area to our mfte multif family tax
58:12 exemption program as a quick reminder
58:15 the Pioneer program is dedicated to Spur
58:18 Redevelopment in Central isqua and
58:20 addresses this area of our housing
58:23 Continuum and we have been talking about
58:25 the pioner program and have adjusted it
58:27 through multiple conversations with city
58:29 council with our economic Vitality
58:32 commission with our planning policy
58:34 commission and um thank you for adopting
58:37 the Pioneer program in March of this
58:39 year and we have now gone forward with
58:42 the three steps that are required to
58:44 consider adding the multif family tax
58:46 exemption so again we are our proposal
58:50 is to add this Central issaqua Pioneer
58:52 program targeted residential area to our
58:55 ordinance and provide an 8-year
58:57 residential property tax exemption for
59:00 two projects in the Pioneer that meet
59:02 the criteria of the pioneer
59:05 program and again we recommend adopting
59:08 uh that that purpose and then our next
59:11 steps would be obviously to continue to
59:13 work with Community Planning and
59:15 Development to implement this program
59:17 making sure our partners um in the
59:19 affordable housing community are aware
59:21 of this program and work with Arch to do
59:24 our annual reporting for the mft e
59:26 requirements to the
59:27 state is
59:32 it thank you very much Jen I know that's
59:35 been a lot of work over 18 months or a
59:38 year this was really well done thank you
59:41 um does council have any questions on
59:43 the presentation Council M Ray thanks
59:46 these are a couple of questions that
59:47 that Jen graciously um answered for me
59:50 earlier today but I wanted to share the
59:51 results so um the first one is um I I
59:54 guess I don't know why I was surprised
59:56 but I just wanted to clarify that we're
59:57 really talking of for the Pioneer
1:00:00 program in this is
1:00:02 two uh Awards of up to 400 dwelling
1:00:05 units each so um maximum of 800 yes that
1:00:09 is correct it's up to um and then the
1:00:12 second one is did you look at any other
1:00:15 um approaches to awarding the U Pioneer
1:00:19 program opportunities other than a first
1:00:21 come first serve basis um and so like
1:00:24 through an our request for proposals or
1:00:26 anything like that some something that
1:00:28 um was a little more circum I mean a
1:00:31 little more thoughtful than the first
1:00:34 one in the door is uh is the winner
1:00:37 because it seems a little like Oklahoma
1:00:39 gold uh land rush yeah so um yeah so we
1:00:42 looked at what other Pioneer programs in
1:00:44 the in the region did and a lot of them
1:00:46 again were adjustments to code and um
1:00:50 moveed forward places like Bothel or
1:00:53 some other cities that had land that
1:00:55 they were actually trying to redevelop
1:00:56 they they would do an RFP so they had
1:00:59 some skin in the game um as you all know
1:01:03 there's not a lot of rede or land that's
1:01:05 for sale or looking to redevelop in this
1:01:07 area and so um we wouldn't want a
1:01:11 property owner to apply for a Pioneer
1:01:13 program and then sit on it I think
1:01:15 that's a little bit of when we in our
1:01:17 details of of making sure that once you
1:01:19 apply you have a certain amount of time
1:01:21 to get your land use and a certain
1:01:22 amount of time to go to construction
1:01:24 because this program is meant to for
1:01:26 just show us in the market what can be
1:01:28 done and if somebody you know applies
1:01:31 and is very interested and we love the
1:01:32 program because of all the things they
1:01:34 promise but don't move forward on it for
1:01:36 two to three to four years we miss out
1:01:38 on that opportunity to utilize this
1:01:40 program not only to Spur Redevelopment
1:01:42 in our areas where our amenities are
1:01:45 most rich but also to learn um as we
1:01:48 also later this year work on a housing
1:01:51 analysis and so that was the approach we
1:01:55 um we
1:01:58 took council member
1:02:01 H if I may I was just going to add also
1:02:04 in in committee we discussed um
1:02:08 potentially putting some uh restrictions
1:02:11 or saying that one had to be in one
1:02:13 zoning area one had to be in one zoning
1:02:15 area or things like that and ultimately
1:02:18 um we we believed like like was just
1:02:21 said that uh there was benefit to not
1:02:25 putting those kind of restrictions on
1:02:27 because this way we will see what the
1:02:28 market um is and we'll see which kind of
1:02:31 projects get built and so it is um
1:02:33 trying to Spur that development and so
1:02:35 we left it open-ended to allow the
1:02:37 market to take whichever
1:02:40 um I probably should have given you an
1:02:43 opportunity to say something from the
1:02:45 committee so thanks for did you want to
1:02:46 add anything else from the committee
1:02:47 well the committee has not met on this
1:02:49 topic since the last time the full
1:02:51 Council has seen this item so um thank
1:02:53 you for the opportunity but I think it
1:02:55 it has been covered but since we did
1:02:57 discuss something related to um council
1:02:59 member Ray's question I just wanted to
1:03:00 that's great add that thank you any
1:03:03 other questions coun
1:03:07 Merz um I realize nowadays we present
1:03:11 light rather than uh lots and lots of
1:03:14 details the way we used to present um
1:03:17 but can you remind us um you set up to
1:03:19 800 units of development how many
1:03:22 affordable uh units would that be at 800
1:03:26 yes so the uh the council uh when they
1:03:29 adopted the Pioneer program added
1:03:31 another option to what developers can
1:03:33 choose so they can choose 8% of the
1:03:37 units at 60% Ami or 10% of the units at
1:03:42 80% Ami so it would be up to the
1:03:45 developer
1:03:46 Choice thank you very much thank you
1:03:49 Council mayor Mars are there any other
1:03:52 questions I'm oh council president I was
1:03:56 going to
1:04:03 say I do okay uh I move to adopt
1:04:07 ordinance number
1:04:09 3056 amending sections 3.09 050
1:04:14 060 And1 120 of the isqua municipal code
1:04:19 regarding the city's multif family
1:04:21 housing property tax exemption program
1:04:23 providing for severability and
1:04:25 establishing an effective
1:04:29 second it's been moved and seconded is
1:04:32 there any Council
1:04:35 discussion
1:04:39 H great uh well I am very supportive of
1:04:42 this motion this evening um I think we
1:04:46 have been considering taking this action
1:04:48 for a while now and it is a step in the
1:04:50 right
1:04:54 direction and um I was looking back at
1:04:57 the the history of considering this um
1:05:01 this uh program the multif family tax
1:05:04 exemption program and we um earlier in
1:05:07 2023 we received a housing action plan
1:05:10 implementation Grant from the Washington
1:05:12 State Department of Commerce and in that
1:05:16 um in that Grant there was analysis done
1:05:18 on what specific actions the city should
1:05:22 consider taking to um to have more
1:05:25 affordable housing and housing that
1:05:27 better meets our community needs and one
1:05:29 of their recommendations was to expand
1:05:31 the multif family tax exemption program
1:05:34 so reading directly from that
1:05:35 recommendation report they had the
1:05:38 recommendation Eco Northwest suggests
1:05:40 considering expansion of the mfte
1:05:42 program to address both the delivery of
1:05:44 affordable units and market rate
1:05:45 feasibility by expanding the program the
1:05:47 city can encourage more developers to
1:05:49 participate ultimately leading to the
1:05:51 creation of more affordable housing
1:05:53 units without placing additional burdens
1:05:55 on the housing market market and so this
1:05:56 was from April 24th 2023 and we
1:05:59 specifically commissioned this uh work
1:06:01 to get this kind of recommendation and
1:06:03 so I'm very happy to be able to support
1:06:07 this um taking this action this evening
1:06:09 I do think we will need to continue to
1:06:11 look for those deeper levels of
1:06:13 affordability opportunities for um the
1:06:16 60% Ami affordability for example but um
1:06:21 that said this does take us in the right
1:06:22 direction and additionally looking back
1:06:25 in both our 2022 housing report card as
1:06:28 well as our city of isqua housing
1:06:30 strategy work plan from
1:06:32 2017 in those older documents going back
1:06:35 all the way to 20 2017 there is
1:06:37 discussion of uh this
1:06:40 city looking at multif Family tax
1:06:42 exemption as a way to uh better meet our
1:06:44 house our our needs and in the housing
1:06:47 strategy work plan from 2017 it talks
1:06:49 about how 60% of all households in isqua
1:06:51 are one or two person households and so
1:06:53 much of our um housing does not
1:06:56 adequately meet those the needs of our
1:06:58 community so um again very supportive
1:07:01 and looking forward to continuing moving
1:07:04 in this direction so that we are adding
1:07:05 affordable housing that our community
1:07:07 really needs thank you council member um

1:07:16 Michelle thank you mayor Paulie uh can
1:07:18 you hear me all right we can hear you
1:07:20 very well all right thank you so when I
1:07:23 was considering this vote this afternoon
1:07:26 I decided to make a list of all of the
1:07:28 benefits of supporting this motion um so
1:07:32 I'll just list those uh as quickly as I
1:07:34 can number one uh it will encourage the
1:07:37 development of much needed housing uh
1:07:39 which is a very demonstrated need in our
1:07:41 region both by the fuget sound Regional
1:07:43 Council and King County affordable
1:07:46 housing uh committee and uh number two
1:07:50 it will provide affordable housing which
1:07:52 has over and over again been named as
1:07:55 one of the top issues for our community
1:07:57 and our community surveys number three
1:08:00 and number four it will affirm the
1:08:02 council's commitment to the central
1:08:04 isqua plan and it will affirm the
1:08:07 council's commitment to bringing a Link
1:08:09 light rail station to isqua and I've
1:08:12 spoken before about the importance of
1:08:14 consistent leadership from the council
1:08:17 over uh multiple years um and commitment
1:08:20 to our long range vision for uh this
1:08:23 community number five it will set the
1:08:25 table for future growth of Transit
1:08:27 serving isqua number six in eight years
1:08:31 the city will start receiving property
1:08:33 tax revenues on significantly improved
1:08:36 and more valuable properties and finally
1:08:39 number seven it is a relatively small
1:08:41 sacrifice when compared to Major
1:08:44 million-dollar Investments of land and
1:08:46 cash made by other municipalities and
1:08:49 private
1:08:50 organizations uh around affordable
1:08:52 housing so uh in my opinion there this
1:08:55 is just a really important uh step
1:08:57 forward as council member hunt said and
1:09:00 I will also be supporting this motion
1:09:02 thank you thank you Council D Michelle

1:09:09 to move forward with this and all of the
1:09:11 points that I listed off have been
1:09:12 stolen by the deputy council president
1:09:14 so I'll just be quick and say definitely
1:09:16 lots of positives to acknowledge here um
1:09:19 spurring development of the central
1:09:20 esqua vision that we've set forth uh
1:09:22 which really is this challenge that's
1:09:25 before us over the next 10 to 20 years
1:09:27 that we really need to act with some
1:09:28 urgency so I'm glad that we are um I
1:09:31 think it's also going to give us some
1:09:33 great data as we look forward to our
1:09:35 kind of overall mfte policy moving
1:09:38 forward outside of kind of this context
1:09:39 of the pioneer program um I also just
1:09:42 want to take a minute to thank staff um
1:09:45 we kind of added this to your plate
1:09:48 early this year last minute and um you
1:09:50 guys have been so thoughtful about the
1:09:52 program listening very closely to the
1:09:53 needs of users of Developers as well um
1:09:57 and your commitment to um you know
1:09:59 realizing the vision of having dense
1:10:02 living located near the services that
1:10:04 people need um to thrive is great and
1:10:08 I'm going to be supporting this thank
1:10:12 CC I really want I really wanna I really
1:10:15 want to like this idea but I I have some
1:10:18 fundamental problems and I'm I it goes
1:10:20 back to some conversations I had I don't
1:10:23 know six years ago seven years ago
1:10:25 whenever remember I first ran and it was
1:10:26 like you know what isqua is a pretty
1:10:28 darn desirable place to live and to
1:10:30 build and and to develop and I just
1:10:32 don't quite honestly I don't see the
1:10:34 need um for making this kind of a
1:10:37 subsidy to developers to get them to
1:10:40 develop in in in isqua and I I I don't
1:10:44 think it's necessary fundamentally and
1:10:47 then I think when we talk about taxes we
1:10:49 we we fixate on the tax impact to isqua
1:10:52 but it's a tax impact to all the
1:10:54 recipients of property tax ta and if I
1:10:56 look at the full 800 units that
1:10:59 represents about $8 million subsidy to
1:11:01 developers um that I don't know I just
1:11:04 can't go back to the people I live next
1:11:06 to and say hey we're GNA we're going to
1:11:08 pay developers an extra 8 million to
1:11:11 develop in this community so
1:11:14 um I'm it's um I would say that it's
1:11:18 really
1:11:20 um I don't know what that that note
1:11:22 means but I'm going to move Beyond it um
1:11:25 so I'm on the affordable housing um
1:11:29 front I it it will put some downward
1:11:31 pressure on rental rates because if we
1:11:33 put you know 200 600 800 whatever new
1:11:37 units in that's you know supply and
1:11:39 demand really does work in um uh uh
1:11:42 rental rates but you know from a kind of
1:11:46 a permanent um affordable housing units
1:11:49 you know at the 80% Ami it's about
1:11:51 $100,000 a unit that we're we're uh
1:11:54 we're subsidizing and at the 60% is
1:11:56 $125,000 a unit so I'm not sure that's
1:11:59 the best way to generate affordable
1:12:00 housing and then finally um and the
1:12:03 reason for my question about um first
1:12:05 come first serve is it strikes me that
1:12:09 um kind of a lack of diligence in um how
1:12:12 we're going to um award a subsidy of you
1:12:15 know up to $8 million and I understand
1:12:18 that there's this feeling of we got to
1:12:20 do it and we got to do it fast but I I
1:12:22 really feel like I'd rather do it right
1:12:24 than do it fast and so I I feel like
1:12:27 we're trying too hard to be too fast to
1:12:29 get it done and we're missing some
1:12:31 really important things like is this
1:12:33 where we want to put that kind of
1:12:34 subsidy is that the right development is
1:12:36 that the right location and um and I
1:12:39 have a hard time getting um behind it
1:12:41 for those reasons thank you Council May
1:12:43 Bray Council
1:12:45 Merz thank you madam mayor um I would
1:12:48 say that this is probably going to be
1:12:50 the hardest vote that I've uh given in
1:12:53 15 years on the council because I have
1:12:55 run every single time uh supporting
1:12:58 Workforce housing and yet I am going to
1:13:00 vote against this this evening I think
1:13:02 it's a bad deal I think that we could
1:13:05 have gotten a better deal um I think
1:13:08 that if we say that transparency is
1:13:11 important to us the voters are telling
1:13:13 us time and time and time again that
1:13:16 traffic is hugely important and the
1:13:18 large looming cost of INF deferred
1:13:21 infrastructure the 300 plus million
1:13:23 dollars in deferred infrastructure
1:13:25 structure that we have will only get
1:13:26 worse with 800 more potential units in
1:13:29 the city I think this is a fire sale I
1:13:32 think that our original plans were like
1:13:35 a 5:1 ratio
1:13:37 5:1 uh market rate units for every unit
1:13:40 of affordable this is going to be 10 or
1:13:43 12 to one um I don't think that that
1:13:46 makes good fiscal sense I think that
1:13:49 we're
1:13:51 conflating postco economic situation
1:13:54 with the long-term Market fundamentals
1:13:57 I've said over and over again that if
1:13:59 you look at the last 10 years of our
1:14:01 city uh the early part of that decade
1:14:04 continued to see thriving development in
1:14:06 the valley uh we cannot simply look at
1:14:09 the development since Co and say that is
1:14:12 the base state of development in our
1:14:14 city I think our Valley is worth more
1:14:17 than this I think we're selling it
1:14:19 cheaply uh it's unfortunate and though
1:14:21 so though I am an absolutely steadfast
1:14:25 committed to uh Workforce housing uh
1:14:28 this deal is just so uh upside down
1:14:32 lopsided um economically for our
1:14:34 residents and the impact it's going to
1:14:36 have for a vast amount of market rate I
1:14:38 mean how much time did we spend debating
1:14:42 additional residential in the highlands
1:14:44 and this is a comparable amount of
1:14:45 housing that we're just going to quickly
1:14:48 uh adopt for again a historically small
1:14:51 amount of Workforce housing so uh
1:14:53 regretfully and sadul sadly not even a
1:14:57 word shows tells you how upset I am that
1:14:59 I'm making up adjectives uh I am going
1:15:01 to vote against this today thank you
1:15:03 thank you council member Merz council
1:15:05 president thank you um I am strongly in
1:15:11 support of this program um I I didn't
1:15:16 write down any notes so I may ramble a
1:15:18 little bit here
1:15:20 but last week I went to the sound 2 or
1:15:24 Sound Transit T line um opening and it
1:15:29 was really amazing to be in communities
1:15:34 that have really created Transit
1:15:37 oriented development um with affordable
1:15:41 housing and things like that that bring
1:15:44 a community together I think one of the
1:15:47 things that's really important for us to
1:15:50 recognize is that while added residents
1:15:56 do add to traffic if they are added in
1:16:00 areas where Transit is more abundant um
1:16:05 that can actually be less of an addition
1:16:10 also the current residents of the city
1:16:14 not the
1:16:16 only stakeholders in this situation we
1:16:21 we do not have the ability to gatekeep
1:16:24 our Community to additional development
1:16:29 I think it's important to recognize that
1:16:31 this additional development on the
1:16:33 valley floor was always allowed whether
1:16:36 or not we provide an mfte program or not
1:16:40 a private developer has the ability to
1:16:44 buy a parcel that has development
1:16:46 capacity on it and build it out what we
1:16:50 are facing in this situation is first
1:16:54 first of all a report by a consultant
1:16:58 that we brought in that said hey you've
1:17:00 had this mft program for a long time and
1:17:04 yes we were looking to get a 5:1 ratio
1:17:09 but nobody built that you know where
1:17:12 they built they built in bellw and
1:17:14 Redmond and Kirkland and where the city
1:17:19 of isqua has gotten our affordable
1:17:21 housing so far has been through
1:17:23 development agreements where other
1:17:24 cities have gotten their affordable
1:17:26 housing has been through an mft program
1:17:29 and the great thing with an mft program
1:17:31 is we're not paying for it we're not
1:17:34 giving away land we're
1:17:37 not losing out on you know paying a
1:17:41 developer directly for something what
1:17:43 we're doing is foregoing Revenue but
1:17:47 we're also going to see an increase in
1:17:49 tax revenue because of development that
1:17:52 comes because of sales tax that comes
1:17:54 from those additional residents so I
1:17:57 think it's really important to
1:17:58 understand the full components of this I
1:18:01 also think on a per year per unit
1:18:05 development of these affordable units
1:18:08 this is really cheap if we were going to
1:18:09 build it ourselves it would cost way
1:18:12 more than this so I'm really hopeful um
1:18:17 of a development like this of the
1:18:21 benefit that it brings to our community
1:18:23 you know earlier we heard Shan say we've
1:18:26 got a great number of police officers
1:18:28 who love the city and work in the city
1:18:31 and none of them can afford to live here
1:18:34 so whether it's market rate development
1:18:38 or affordable housing development I
1:18:41 think we have a responsibility to our
1:18:44 community to allow that development to
1:18:48 happen and allow it to happen on the
1:18:50 valley floor where we're planning for
1:18:52 development and more trans it so those
1:18:56 are my thoughts thanks and I know
1:18:58 Council m d Michelle has a question but
1:19:00 uh first I to comments um Council m Joe
1:19:02 would you like to do that and then I'll
1:19:04 go to council member D Michelle thank
1:19:05 you I wanted to join the chorus in
1:19:07 support of uh this agenda bill tonight
1:19:10 um I think the difficulty that that we
1:19:13 sometimes have is that we're planning
1:19:15 for a future and a future of people that
1:19:19 don't live in our community yet but
1:19:22 would like to live in our community and
1:19:24 how do we provide
1:19:25 the housing stock and the supply for
1:19:27 them uh to move to our community if they
1:19:30 want to um I'm currently looking for
1:19:35 a condo house whatever you might call it
1:19:40 and the supply is very very low um and
1:19:43 the prices are very very high um you
1:19:46 know and and it I I don't see how a
1:19:51 person that earns uh 60% or 80% of
1:19:57 Ami um Can necessarily think about
1:20:02 moving to our community either rent or
1:20:04 buy um without some of those units that
1:20:08 that might be available uh for them
1:20:11 we're planning for the future we're
1:20:13 we're trying to put down stakes in the
1:20:17 flat part of our town in essence that
1:20:19 will uh be served by Sound Transit by
1:20:24 three five seven hopefully before I die
1:20:28 but with that in mind it it's always
1:20:31 difficult because we can't see the
1:20:32 future we can't know exactly what's
1:20:34 going to happen but we've decided I
1:20:38 think with this vote tonight if it is
1:20:40 approved to put down Stakes to put down
1:20:43 housing that's affordable near Transit
1:20:45 so we can increase the walkability of
1:20:47 our community help support our
1:20:49 communities and help support our
1:20:50 businesses uh in the future so uh again
1:20:53 I'm in support of this this agenda Bill
1:20:55 thank you thank you Council m Joe
1:20:57 Council m d Michelle we have gone around
1:20:59 with uh comments once if you would like
1:21:01 to start us on R to your hand is
1:21:04 up um thank you mayor Paulie um uh
1:21:08 council president Walsh I I think made
1:21:11 many of the points that I was uh
1:21:13 concerned about but I there was a um a
1:21:16 graph I believe it was in the packet but
1:21:18 not in the presentation that we just saw
1:21:21 which shows the um imp of the uh of the
1:21:27 uh funds that we are
1:21:29 foregoing um I was I I am not
1:21:33 understanding the comment about
1:21:36 subsidizing um to the tune of $100,000
1:21:40 per unit or
1:21:42 $125,000 per unit because we are not
1:21:45 subsidizing we are not uh providing
1:21:48 funds we are simply
1:21:49 foregoing
1:21:51 tax uh income for eight years and was
1:21:54 wondering if we could get that graph
1:21:57 from the P from the packet up so that
1:21:59 people could see what that that uh
1:22:02 impact is let me check with um Jen Jen
1:22:06 is that possible
1:22:15 okay yes that's that's the one um it's
1:22:19 true that we have a a total of $3
1:22:22 million in Impact but that spread across
1:22:26 all of these different uh government
1:22:28 organizations um the city's part of that
1:22:32 27,000 some with change uh over eight
1:22:36 years um and which uh according to this
1:22:40 is around
1:22:41 $33,000 a year uh and we all understand
1:22:45 that these are estimates that this is
1:22:47 not you know this is the best estimate
1:22:49 that we have right now but um uh I I
1:22:53 just really think it's important to make
1:22:55 the note that we are we are not
1:22:57 subsidizing which I think implies that
1:22:59 we are actually giving people money we
1:23:01 are not we are foregoing Revenue I just
1:23:04 wanted to be sure that we clarified that
1:23:07 thank you Council m d Michelle council

1:23:10 Ray um I I respectfully really disagree
1:23:15 because even though we're not giving
1:23:16 them money we are giving them incentives
1:23:18 we are giving them $3 million worth of
1:23:20 incentives to build 300 uh units so so
1:23:24 it is an incentive it is a subsidy it
1:23:26 may not be a direct cash but they're not
1:23:29 doing it because of you know their
1:23:31 Goodwill they're doing it because
1:23:33 there's an incentive being given to them
1:23:34 and that's in the form of this mfte
1:23:37 adjustment and it's not all of our money
1:23:40 it's a very small percentage of ours but
1:23:42 it's the school district it's the state
1:23:43 schools it's the King County it's the
1:23:46 library it's EMS it's all of those
1:23:47 things up there everybody is giving them
1:23:50 a little bit and so I think it's
1:23:52 important to recognize they're not doing
1:23:54 this with that there's a cost to the
1:23:56 mfte it's not just a foregone revenue
1:23:58 and that's why they're doing it it's not
1:24:00 because the goodness of their heart so I
1:24:03 just did you know fat thumb uh thumb
1:24:05 numbers but 3 million divided by 300 is
1:24:08 $10,000 a unit 10% of that is $100,000
1:24:12 for affordable housing so um I
1:24:15 understand your point but um the reason
1:24:18 that they're doing it is because we are
1:24:20 subsidizing them we are incenting them
1:24:23 with this tax package
1:24:24 so just want to
1:24:26 be clear on my different perspective on
1:24:28 the funding than
1:24:30 yours we have some more comments um I
1:24:33 just wanted to uh let customer ra know
1:24:36 that you're not you're both saying
1:24:39 you're both right in what you are saying
1:24:42 and the um for-profit developers have
1:24:45 identified the1 to $150,000 funding Gap
1:24:48 years ago so it does net out to 100 or
1:24:52 100,000 plus per unit you're just doing
1:24:54 it a different way so you're both right
1:24:57 you disagree on if it's the right right
1:24:59 but you're both right uh council
1:25:00 president did you put the council Merz
1:25:03 do I see anybody else go around okay um
1:25:07 so it has been moved and seconded uh
1:25:09 just one last time any more comments
1:25:11 before I reread it and call for the vote
1:25:14 and uh the motion maker you read
1:25:16 something different than what I have in
1:25:18 my notes so I'm wondering if the
1:25:21 recommendation changed

1:25:57 um moved and seconded to adopt ordinance
1:26:00 number 3056 amending sections 3.09
1:26:05 050 and 0.060 and12 of the isqua
1:26:10 municipal code regarding the city's
1:26:12 multif family housing property tax absen
1:26:14 program providing for severability and
1:26:17 establishing an effective date all those
1:26:19 in favor please say I
1:26:25 n n um that passes 5-2 with Mars and Ray
1:26:30 opposed um just a couple General
1:26:33 comments from the mayor this was a good
1:26:36 conversation I like it when you are all
1:26:38 not on the same page and I'm I am so
1:26:41 proud of isqua's history of being
1:26:43 creative and Innovative in trying to use
1:26:45 tools to do affordable housing whether
1:26:47 it's a development agreement or jumping
1:26:49 on the bandwagon eight years do ago to
1:26:51 do transitor and development when others
1:26:53 weren't really talking about it and
1:26:55 here's another calibrated action that
1:26:58 you're taking to see if you can get a
1:27:00 certain out so I appreciate your
1:27:02 creativity and your willingness to have
1:27:04 a conversation like this on camera and
1:27:06 talk about what you all think about it
1:27:09 so thank you very much for
1:27:11 that head back to um oh thank you Jen
1:27:17 and uh the next item of business is
1:27:19 committee and Regional reports council
1:27:21 member Joe we'll start with you thank
1:27:23 you Madame mayor
1:27:24 the lodging tax advisory committee met
1:27:26 on May 2nd and uh the important item for
1:27:30 Council is um there was a a vote to uh
1:27:35 support the funding Initiative for
1:27:37 community-based tourism uh uh in
1:27:40 parentheses destination stewardship
1:27:42 initiative uh from the mayor's office
1:27:45 and uh as many of you know the mayor has
1:27:47 been uh spurring or initiating a
1:27:51 conversation with our different partners
1:27:53 in town about how can we have Community
1:27:56 Based tourism that respects our
1:27:58 environment that uh highlights the um
1:28:01 great environmental assets that we have
1:28:04 here while at the same time having an
1:28:07 economic development element to it so
1:28:10 the committee um approved up to
1:28:14 $20,000 um to bring back if the funding
1:28:18 was needed there are a number of
1:28:20 different
1:28:21 um uh grants that the or organization
1:28:24 will be kind of working with that the or
1:28:27 the member people will be working on um
1:28:29 so it could be as little as zero or us
1:28:32 but um we're recommending to the council
1:28:34 that should it come back uh the mayor
1:28:37 will um put it into the budget if it's
1:28:40 necessary and the committee has approved
1:28:42 up to $20,000 in funding uh to kind of
1:28:46 Greenlight that uh
1:28:49 process the other announcements uh
1:28:52 concern Cascade water Alliance uh May
1:28:54 1st we had a public affairs committee
1:28:56 meeting the important element from that
1:28:58 was that uh Cascade water Alliance will
1:29:01 be installing a um water fountain at the
1:29:07 uh Isa high school and giving out free
1:29:10 water bottles that look like this and
1:29:12 they'll be tracking the number of water
1:29:14 bottles plastic bottles that we save uh
1:29:17 and avert or divert from the landfill
1:29:20 and as part of that uh econom excuse me
1:29:23 environment Al aspect of the work that
1:29:25 Cascade Alliance Cascade water Alliance
1:29:28 does the board meeting for Cascade
1:29:30 Alliance Cascade water Alliance will be
1:29:32 uh May
1:29:33 22nd and just a reminder that June 27th
1:29:37 will be a lunch event celebrating the
1:29:39 25th anniversary of cascade water
1:29:41 Alliance it'll be at maidenbower in
1:29:43 Belleview I'm sure you'll all be getting
1:29:45 a gilded invitation wrapped in gold uh
1:29:49 soon but just put it on your calendar

1:30:32 Emergency Shelters and Supportive
1:30:34 Housing this is um actions taken in
1:30:37 response to the state legislature which
1:30:39 adopted House Bill 1220 in July of 2021
1:30:44 which amended the growth management act
1:30:45 to instruct local governments to plan
1:30:47 for and accommodate housing affordable
1:30:49 to all income levels and also um has
1:30:52 specific language around
1:30:54 transitional housing or permanent
1:30:56 Supportive Housing um so we will be
1:30:58 discussing that it is the only item and
1:31:00 that concludes my report thank you

1:31:03 Paulie the city council mobility and
1:31:05 infrastructure committee will be meeting
1:31:07 on May 14th here in council chambers at
1:31:09 6:30 uh it appears that there'll be one

1:31:14 2030 six-year Transportation Improvement
1:31:17 program and that concludes my report

1:31:25 Association public issues committee will
1:31:27 be meeting this Wednesday May 8th from
1:31:29 7il 9:00 p.m. online a few of the items
1:31:32 that we are will be discussing although

1:31:36 Conservation District rates proposal uh
1:31:40 uh boards and
1:31:42 committees uh alignment on Regional
1:31:46 alignment
1:31:47 on uh asy and Refugee crisis Metro free
1:31:52 youth Transit passes
1:31:54 and uh pick operating principles so a
1:31:57 lot this week uh then the Safety
1:32:01 Services and Parks committee will be
1:32:03 beating at a different time this month
1:32:07 uh to accommodate the uh Community
1:32:10 awards ceremony on the 21st so services
1:32:13 safety and Parks will be meeting on
1:32:15 Tuesday May 28th which is still beyond
1:32:18 the next full council meeting but it's
1:32:20 such a juicy agenda that I just have to
1:32:22 mention uh we have at least two things
1:32:25 one of which court and Criminal Justice
1:32:27 Services and the other Traffic Safety
1:32:29 camera update both of which uh I am
1:32:33 eager to tear into this concludes my

1:32:44 April the 25th Eastside Human Services
1:32:46 Forum held its first Forum of 2024
1:32:50 remotely and it was on the topic of
1:32:52 comprehensive services for refugees g s
1:32:54 and Asylum Seekers we had 62 people in
1:32:57 attendance for the one and a half hour
1:32:59 panel discussion which is about double
1:33:02 the average number of attendees uh that
1:33:04 we had at our forums last year so Eide
1:33:07 Human Services Forum continues to
1:33:09 recover from the pandemic uh especially
1:33:12 uh nice was the fact that we have
1:33:14 participation by elected officials from
1:33:17 all of our member jurisdictions the next
1:33:20 forum coming up is May 16th it is on
1:33:23 data collaboration which does not sound
1:33:27 juicy but uh in fact we have 78 people
1:33:31 signed up for it and uh so I believe you
1:33:34 received an invitation today and if
1:33:36 you'd like to join and listen to how
1:33:38 data is used and collab and uh shared in
1:33:43 in the Human Services Arena please
1:33:45 please join us and then just coming up
1:33:47 we have a Eide Human Services board
1:33:50 meeting Eide Human Services Forum board
1:33:52 meeting this Thursday
1:33:54 uh Lisa Ken representative Ken will
1:33:56 provide us with a legislative wrapup uh
1:33:59 we have an Eastside Transportation
1:34:01 partnership meeting this Friday morning
1:34:03 with a post session report from psrc and
1:34:07 representative Ros and then uh the
1:34:10 regional transit committee meeting is uh
1:34:12 meeting on May excuse me Regional
1:34:14 Transit committee is meeting on May the
1:34:17 15 thank you thank you Deputy council
1:34:20 president council president thank you on
1:34:23 Thursday the Puget Sound regional
1:34:26 council's growth management policy board
1:34:28 met um we received a bunch of
1:34:31 presentations actually some interesting
1:34:33 ones one was on the racially disperate
1:34:36 impacts in housing which looked at a
1:34:40 University of Washington data set on all
1:34:43 of the areas particularly in the suburbs
1:34:46 which had racial covenants on the
1:34:48 housing um and there are actually a few
1:34:51 in isqua and it's some something that we
1:34:54 will have to address in our
1:34:56 comprehensive plan so really interesting
1:34:59 conversation there we um heard about the
1:35:03 transfer of development rights technical
1:35:05 assistance opportunity and Industrial
1:35:07 lands analysis and then kind of the
1:35:11 initial conversations on the regional
1:35:13 transportation plan for 2026 to
1:35:17 2050 um and the development process of
1:35:20 that and then the King County aable
1:35:24 housing committee also met on
1:35:26 Thursday and so affordable housing
1:35:29 committee this year is all about the
1:35:31 comprehensive plan process um because
1:35:34 this is the first year that cities with
1:35:37 their housing chapter are going to have
1:35:39 to present them and have them reviewed
1:35:42 so we actually got our first sets from
1:35:45 Maple Valley and Alona which is a city
1:35:48 of only 3,400 uh population so it was
1:35:51 really interesting to hear from these
1:35:53 small towns about how their situation
1:35:57 has been in working with King County
1:35:59 staff um who did the review of these
1:36:02 plans really great interaction
1:36:05 collaboration but the King County staff
1:36:07 is pretty good at pushing back and
1:36:09 saying hey we appreciate that you did
1:36:11 this part but that doesn't really

1:36:48 increasing fatal overdose rates and an
1:36:50 ongoing Mental Health crisis therapeutic
1:36:52 courts are an important part of our
1:36:54 community these courts offer more than
1:36:57 just treatment options they provide
1:36:58 structured hearings support case
1:37:01 management resources and accountability
1:37:04 with the Upstream rise of substance
1:37:06 abuse I would like to thank our court
1:37:08 staff for their hard work and the
1:37:10 significant impact that they are making
1:37:12 in our
1:37:13 community I'd also like to highlight
1:37:15 that on tonight's consent calendar
1:37:17 tonight's consent calendar the city
1:37:19 council accepted the completion of The
1:37:20 Spar the South Plateau Access Road boost
1:37:23 booster Pump Station construction
1:37:25 project this large Capital project which
1:37:28 the city began planning over a decade
1:37:30 ago has it increased the reliability and
1:37:33 redundancy to supply water to the isqua
1:37:35 highlands the project consisted of
1:37:37 constructing a new concrete masonry
1:37:39 building vertical turbine water booster
1:37:41 pumps piping Valves and accessories
1:37:44 electrical and instrumentation system
1:37:46 sight grading and Paving fencing and
1:37:48 miscellaneous site improvements and
1:37:51 7,735 lineal feet of 12-in watermain
1:37:54 piping I'm proud of the multi-year
1:37:56 effort of our staff put into making sure
1:37:59 that this development of critic CR this
1:38:02 development of critical critical
1:38:03 infrastructure was completed for the
1:38:06 reliable delivery of vital
1:38:08 water isqua I think you've heard a
1:38:10 little bit about the community award
1:38:11 ceremony but I'll just add on isqua will
1:38:14 soon present its honored Hall of Fame
1:38:16 award each year the mayor and council
1:38:18 president select a person to induct into
1:38:20 the isal Hall of Fame for their
1:38:22 exemplary record of inspiration
1:38:24 leadership and service so please join us

1:38:29 of commerce's annual isqua community
1:38:31 Awards event on May 21st registration is

1:39:40 State Park is excited to host our eighth
1:39:42 annual Walkin wag event the large
1:39:45 largest dog party on the East side this

1:39:54 Seattle's fly dogs and reer Agility the
1:39:57 Banner Bank pet show food banks music

1:40:26 City administrator Andrea Snider has
1:40:29 been named one of the top 100
1:40:30 influencers in local government by
1:40:32 engaging local government leaders U I
1:40:35 wanted to see if our city administrator
1:40:37 wanted to uh add any additional comments
1:40:39 it's a national recognition as one of
1:40:43 the top 100 people not just the state of
1:40:45 Washington so U it's really a a great
1:40:48 award for her um also the I know the
1:40:53 mayor probably wants to wait to announce
1:40:55 this one for next meeting but the public
1:40:58 works department is having their tour on
1:41:00 the 22nd and I know my son is interested
1:41:04 in going through water vaults and he
1:41:07 wants to know about traffic light uh
1:41:09 timing we talked about that when we were
1:41:11 fishing yesterday uh yeah yesterday and
1:41:15 uh how the synchronization gets thrown
1:41:16 off by police officers going through the
1:41:19 intersection with their Sirens so I'm
1:41:21 going to try to take them to this it's
1:41:22 May 22nd 4 to 6:30 p.m. in our Public
1:41:25 Works building um 670 1st Avenue
1:41:28 Northeast and there's information on our
1:41:30 website but I think it's a real great
1:41:32 opportunity for Public Works to uh show
1:41:34 the great work that they do in our city
