In 2022, the State of Washington settled large scale litigation against various entities within the pharmaceutical supply chain who manuf acture, distribute, and dispense prescription opioids (the "Opioid Litigation Claims"). $215 million of the overall $518 million settlement was earmarked f or eligible Washington cities and counties that opted to join in settlement of the Opioid Litigation Claims. 1:55 heard that for former Issaquah mayor
1:58 Keith M Hansen died on May 28th at age
2:01 94. Hanson served as mayor from 1970 to
2:06 1974. he lived in Issaquah for most of
2:09 his life spending the last two years
2:11 with family in Bellevue mayor Hansen was
2:14 quoted in a 2018 article about his
2:16 Service as mayor that working on
2:18 ordinances that beautified the town and
2:21 set standards for landscaping was his
2:23 greatest achievement he looked at
2:24 Landscaping ordinances from other cities
2:27 broke them down and built them back up
2:29 in a way that fit the city so city flags
2:32 will be at half mast through Wednesday
2:34 June 7th in his honor and I'd like to
2:36 take a moment just to recognize his uh
2:39 passing with a moment of silence

2:55 the next item on the business is a
2:59 special business we will be providing
3:01 two proclamations so I'm going to move
3:02 down to the lectern and invite people up

3:40 whereas Juneteenth recognizes and
3:42 commemorates the day of June 19 1865
3:45 when enslaved African Americans in Texas
3:48 were informed by mayor General Gordon
3:50 Granger that they were free ending 246
3:53 years of shuttle slavery and whereas on
3:57 June 19th
3:58 1866 one year after mayor Granger's
4:01 announcement the freed African-American
4:03 men and women in the state of Texas held
4:06 the first Juneteenth or African-American
4:08 Independence Day celebration and
4:10 Juneteenth celebrations would later
4:13 spread to all corners of the country and
4:15 whereas we acknowledge the evils of
4:17 slavery in its aftermath and whereas we
4:21 acknowledge African-American
4:23 contributions and achievements within
4:24 this community both past and present and
4:27 whereas during this Juneteenth event we
4:30 celebrate our African-American community
4:31 members and whereas we commit to working
4:34 together toward equity for all in
4:36 expanding economic educational and
4:39 career opportunity for everyone in our
4:41 community now therefore I Lindsay Walsh

5:19 event was actually planned it began on
5:22 the same day as the national holiday
5:25 June 16 2021 and that's just a beautiful
5:28 significance for us I also want you to
5:31 know that Juneteenth is a day to reflect
5:33 on both bondage and Freedom the good and
5:37 the bad it's a day of both pain and
5:39 purpose it is an equal measure of
5:42 remembrance of both the long hard night
5:44 of slavery
5:46 but also the celebration of the promise
5:48 of a brighter morning to come on
5:51 Juneteenth we remember our extraordinary
5:54 capacity to heal to Hope and to emerge
5:58 from our worst moments as a stronger
6:00 Freer better Nation
6:03 we grow stronger as a country and
6:06 Community when we honestly confront our
6:09 past injustices we really have to do
6:11 that including the profound suffering
6:13 and Injustice brought by slavery because
6:16 to heal we have to remember
6:20 but when we remember we grow stronger
6:22 together and so we really think the city
6:24 for acknowledging this moment and I want
6:27 to invite all of you this coming Friday

7:51 generally recognized as the Catalyst of
7:52 the lgbtqia plus rights movement and
7:56 whereas city council and staff have
7:59 committed to make Issaquah an inclusive
8:01 and welcoming Community for all
8:03 including the lgbtqia plus community and
8:07 whereas all members of the Issaquah
8:09 Community including those who are
8:11 lesbian gay bisexual transgender queer
8:14 questioning intersex and asexual have
8:17 the right to feel safe not to be
8:18 discriminated against and to live
8:20 without the threat of violence or
8:22 harassment and whereas supporting
8:24 issaquah's lgbtqia plus Community also
8:28 aligns with the city's strategic plan
8:29 guiding principles of both people and
8:32 equity and whereas the lgbtqia plus
8:35 Community has made great strides however
8:38 work remains in order to fully to
8:41 achieve full equality inclusion and
8:43 acceptance whereas Issaquah is
8:45 strengthened by and thrives upon the
8:48 rich diversity of ethnic cultural racial
8:50 gender and sexual identities of its
8:53 residents all of which contribute to the
8:55 vibrant character of our city now

9:54 father of an amazing 20 year old
9:56 transgender son
9:58 I do thank you for declaring this

10:02 recognizing and celebrating the
10:04 contributions of the lgbtqia plus
10:07 community
10:08 and also for declaring Issaquah a city
10:11 and a community that recognizes
10:14 individuals
10:16 that celebrates our own unique
10:18 differences
10:19 it aspires to eliminate prejudice
10:22 and to provide a safe Community for all
10:24 of its peoples
10:27 to members of the LGBT
10:29 qia Community you are valid
10:33 you are loved and you have a home
10:35 municipal
10:37 now I'll go off script for just a moment
10:39 to state that we made the decision to
10:41 move to issaquan 2019 from a Midwestern
10:44 State we made that very much in part due
10:48 to the inclusivity of the community that
10:50 we saw here
10:51 we've Abba Holmen Issaquah and we truly
10:55 appreciate the community
10:57 the love and support that we've received
11:00 and everyone here
11:02 there are all kinds of events that are
11:05 happening during the month of June that
11:06 you have declared I encourage each and
11:09 every one of you either present today or
11:11 watching at home to participate in those
11:13 events show your love and support for

11:57 High School's Saga Department which is
12:00 the sexuality and gender Alliance Club
12:03 um I've had a great year I'm a senior
12:05 here but I've also I've um lived here
12:07 for five years and I've
12:08 felt so safe in this community and I'd
12:11 like to thank you all
12:16 so we've got two I think we've got one
12:20 Proclamation for the garage and then one
12:23 Proclamation for the
12:26 by the East Side Pride so if you would
12:30 go together I guess so that
12:32 I will

13:07 of the community
13:10 yes thank you mayor part-time members of
13:12 the council good evening uh is very
13:14 fortunate this year to be participating
13:16 in a pilot program of the international
13:18 City County management association uh
13:20 known as the Bob Turner fellowship
13:22 program the fellowship uh is funded uh
13:26 in memory of Bob Turner who was the city
13:29 manager of Boulder Colorado it is
13:31 designed to involve undergraduates and
13:34 high school students in local government
13:35 and Issaquah is one of three communities
13:37 in the United States this summer
13:39 participating along with Boulder
13:41 Colorado and State College Pennsylvania
13:42 and I'm happy to introduce Jimena Chavez
13:46 Reyes I'm up to the podium for a second
13:49 Bennett is uh going to be a senior next
13:51 year at Skyline High School she is
13:54 involved in a whole variety of things
13:55 but varsity cheerleading sideline and
13:58 competitive Athletics are the main
14:01 things that she lists and she'll be with
14:02 us through the first part of August
14:04 she'll be coming to some Council
14:05 meetings working on some projects
14:07 hopefully getting a better understanding
14:09 of what we do in local government and
14:11 she'll be paid and we are receiving
14:14 funding for her salary from icma through
14:16 the funding from an endowment that was
14:19 created this Fellowship so I'm going to

16:34 the city takes comment seriously and we

16:45 signed up first sure we have eight
16:47 individuals signed up to speak tonight

17:00 um City Council Members my name is Norm
17:04 Ziegler and my address is 4617 225th
17:08 Avenue Southeast and as a resident of
17:12 Sammamish I've actually been involved in
17:15 volunteering in Issaquah for many years
17:18 13 years at the food bank and 15 years
17:21 at the Issaquah salmon hatchery this
17:25 evening I'm speaking as a community
17:26 meals volunteer and I've been involved
17:30 in that program for the last three years
17:32 and I'm here to speak in opposition of
17:35 the parking proposal that eliminates all
17:39 of the parking spots behind Community
17:41 Hall for a community meals volunteers
17:45 and and this is a critical element for
17:48 us the volunteers for the community
17:51 meals program need parking spots that
17:54 are easily accessible to that back door
17:57 to bring in food to bring in supplies
18:01 that they actually
18:02 serve the meals as far as bringing in
18:06 food we we carry in crock pots and trays
18:10 of desserts and pans of lasagna bottled
18:14 drinks and and other food that's
18:17 difficult to carry a long distance
18:19 occasionally we also bring in supplies
18:22 uh boxes of carryout materials napkins
18:26 and that kind of thing and it takes
18:28 about six volunteers to actually uh uh
18:33 run one of these meet one of these meals
18:36 it takes about three to four people to
18:40 actually prepare the food and serve it
18:42 it takes two to three people to clean up
18:45 and wash dishes and close down the
18:47 facility we normally serve about 40
18:50 meals and it takes about three hours end
18:53 to end
18:55 so the bottom line is we need in my
18:59 estimation six parking spots
19:03 that are accessible to that back door of
19:06 the Community Hall and anything less
19:09 than that would would provide would
19:11 would present quite a difficulty for us
19:14 so I'm hoping that we can find a
19:18 alternative solution to that which has
19:20 been proposed
19:22 um and one other thing and and this is
19:25 important to me uh the proposed fence
19:28 Also may be sending a message to the
19:31 community that the area may not be safe
19:35 um think about the residents along
19:37 sunset uh and the businesses along
19:40 Sunset are are they to believe that they
19:43 are less safe now because of this fence
19:45 that's being constructed for parking and
19:48 what about the uh preschool that's right
19:51 down the street are the teachers safe
19:53 are the children safe and the users of
19:56 the park in the senior center same
19:59 question it's another reason to
20:02 eliminate defense so this evening I am
20:06 strongly urging the city council to
20:11 find an alternative solution to what has
20:14 been proposed I'm sure there are many
20:16 and I'm hoping we can work together to
20:19 do that and thank you for listening

20:39 I live on Newport Way I moved to
20:42 Issaquah in 27 2017 after about 28 years
20:45 in Bellevue and I moved here because it
20:48 is such a kind Community I had gotten
20:50 familiar with it because my parents
20:52 spent the last eight years of their
20:53 lives here I fell in love with it I have
20:56 a lot of friends here I moved here
20:58 and with those friends I do some of the
21:00 provisioning of community meals
21:03 but the particular thing I would like to
21:07 bring to your attention is the
21:09 decision-making process
21:12 I understand that the city council has
21:16 already approved and budgeted the
21:19 construction of offense
21:21 and a control access system for the
21:23 police department
21:25 I have watched more than once the video
21:28 of the
21:29 February 22nd meeting of the
21:32 city council committee on
21:35 services safety and Parks
21:39 and
21:41 I found the content of that meeting
21:45 to not be consistent with what I read in
21:50 the message from the mayor in the 2022
21:52 budget
21:54 in which
21:57 She Wrote
22:00 that the city and I imagine she was
22:03 speaking mostly for herself would be
22:05 analyzing decisions to ensure that they
22:07 do not have unintended adverse
22:10 consequences on marginalized groups
22:13 and in addition right below that and
22:16 this is on page 14 of the 2022 budget
22:19 the focus on data-driven decision making
22:23 and at the February 22nd meeting there
22:26 was no data presented that would
22:29 indicate a need or offense
22:32 now maybe such data was presented back
22:35 in 2021
22:37 before such fence was entered into the
22:40 2022 budget
22:41 another time I'll comment about how
22:43 difficult it is to find
22:45 public records you know minutes from
22:48 before 2022.
22:50 but I would like to make my final
22:53 comment which is I think the
22:55 decision-making process was flawed
22:58 and so I hope that this this will be
23:03 Revisited
23:04 I said that was going to be my final
23:06 comment but I must make one more um
23:09 during that February 22nd meeting the

23:41 were looked at there's no data in that
23:43 in that statement another anecdote
23:46 sometimes they find people between
23:48 patrol cars
23:50 no data how many times
23:53 how big a problem is this
23:55 and finally
23:56 and I quote
23:59 we have dispatchers and other people
24:02 being approached by unsavory characters
24:06 now I'd like to know the difference
24:07 between people and unsavory characters
24:10 none of the city council members at the
24:12 February 22nd meeting asked what do you
24:15 mean by unsavory characters
24:18 so I wonder
24:20 if this is a city that now has adopted
24:23 some sense of distinction between people
24:26 and unsavory characters

24:33 will be made other than a fence that
24:36 would limit my access to the back door

26:22 your city you're gonna need to continue
26:24 to help us with our program

27:06 Steve and I moved to Issaquah in 1986.
27:09 where we raised our five children
27:12 in 2007
27:14 since 2007 I've coordinated a free lunch
27:18 in 2008 at the request of an unsheltered
27:21 guest named James
27:23 I began coordinating weekend meals
27:27 because according to James people are
27:29 hungry on the weekend
27:31 I am proud to live in a city that
27:34 provides a free meal where all are
27:36 welcome every day of the week
27:40 after a couple weeks of absorbing the
27:43 news about proposed fencing surrounding
27:46 the parking lots of the police and fire
27:48 station
27:49 I like to fill in a bit of the bigger
27:52 story surrounding these meals and the
27:54 spirit of what poet Mary Oliver Falls
27:57 instructions for living a life
28:00 pay attention
28:02 be astonished
28:04 tell the story
28:06 I'd like to tell you about one of the
28:08 gentlemen I got to know early in our
28:10 lunches named David Haggard
28:12 I learned that a tent on Tiger Mountain
28:14 was where David called
28:17 I often hiked the mini Trails on Tiger
28:19 Mountain so our paths often cross
28:22 David was a docent at both the Issaquah
28:24 Fish Hatchery and the Seattle Aquarium
28:28 he gave a group of us a behind the
28:30 scenes tour
28:32 it was amazing
28:34 in his I was amazed at his ability to
28:36 identify fish and sea creatures and
28:39 share the details about their habits and
28:42 habits
28:43 just prior to the pandemic we noticed
28:46 that David was losing weight
28:48 he was also having trouble getting off
28:50 off the ground out of his tent
28:53 my friend Jan and I accompanied him
28:55 through the Health Care system
28:57 he was admitted to Providence Marion
28:59 wood to help him regain his strength
29:02 since coveted restrictions were in place
29:04 Jan and I only had window businesses
29:08 as with so many this kind of isolation
29:10 was buried
29:12 Davis health continued to decline and
29:15 plans were made for him to move into an
29:17 adult family home
29:19 David said I don't want to leave
29:24 the Friday before the plan moved David
29:26 suffered a stroke and was rushed to the
29:28 emergency room at Swedish where he was
29:31 put on lives
29:33 Dan and I were allowed
29:35 to visit David and send it send him off
29:38 with gratitude for the so many ways that
29:41 he blessed
29:43 David got his wish not
29:47 following David's death I learned from
29:49 the medical examiner that he was the
29:51 youngest of six children
29:53 I spoke with his sister Julia who lives
29:55 in Oregon
29:56 she had been out of touch with her
29:58 brother for decades and expressed an
30:00 interest in coming to Issaquah for a
30:01 celebration of David's life
30:04 I called flintoffs and they graciously
30:07 offered their cremation services at nope
30:10 amazing
30:12 we gathered to celebrate David's life on
30:14 what would have been his 64th birthday
30:16 at the outdoor shelter at the lake
30:18 tradition Trail
30:20 15 of his family members from Oregon and
30:23 Eastern Washington joined us to tell
30:25 stories and remember David's life
30:27 we scattered his ashes near his outdoor
30:32 what a privilege to accompany this
30:36 this is one of the many stories that
30:39 shed light on the reality that our meals
30:41 are an important component to
30:43 maintaining a healthy Community for all
30:46 over the years of weekly lunches our
30:49 guests like David have become part of
30:51 our extended
30:53 the proposed fencing would cut us off
30:56 from delivering food through the kitchen
30:57 door and will effectively end our meals
31:01 and our community out
31:03 these meals are provided by volunteers
31:06 most like me are senior citizens
31:10 I've been organizing the volunteers and
31:12 I can assure you this will end our
31:13 program if we are not allowed access to
31:16 the two drop-off parking spots behind
31:20 I'm not sure what problem a fence solves
31:24 but I ask you to think about the many
31:26 people in our community who come to the
31:28 hall for food and Hospitality like David
31:33 and those who have made this labor of
31:35 love happen for 16 years
31:39 please think about them as you decide
31:41 how to move
31:48 well if you'd like be considering that
31:51 you're two people I can restart the the
31:53 clock here I just need about three
31:56 yeah as Marilyn said I'm Steve ottinger
31:59 we've lived in Issaquah since
32:02 1986 actually was unincorporated King
32:05 County out by Timberlake Park when we
32:07 moved here
32:08 and uh
32:10 I must admit that
32:12 every aspect of services has improved
32:14 dramatically since we've been part of
32:16 Issaquah
32:17 and I think everyone involved with it
32:19 all of you deserve our thanks and
32:23 Commendation for what you've done
32:26 but I heard that the fence was approved
32:29 to the capital project that we've heard
32:31 this talk about
32:33 Anders address issues of vandalism Auto
32:35 Part thefts of
32:38 uh police and personal vehicles as well
32:42 as safety concerns of staff
32:45 I also heard that secured parking is a
32:48 best practice
32:51 but like Liz I wonder what is the best
32:55 practice of evaluating and approving the
32:58 project
33:01 hopefully there's a written problem
33:03 definition statement
33:06 with data that defines the nature of the
33:09 problem
33:11 the size of the problem
33:14 the frequency of vandalism frequency of
33:19 Auto Parts theft
33:21 the nature and frequency of Staff issue
33:24 safety concerns
33:25 have there been confrontation have there
33:27 been arrests how many
33:31 what alternatives were considered
33:34 fighting security cameras
33:38 what are the cost of the alternatives
33:42 now ring cameras are cheap they work for
33:44 most of us I'm sure police department
33:47 has cameras there to begin with
33:52 and
33:53 um of course cost
33:55 s are Beyond dollars
33:58 their loss of Aesthetics
34:02 there's loss of Community Access as
34:04 Maryland pointed out
34:08 and there's also what norb said
34:12 is this idea that people and property
34:15 aren't safe in Issaquah
34:17 that hasn't been my experience since
34:19 1986 but hopefully it's not your
34:22 experience either
34:25 but if the analysis is done boy I would
34:28 certainly like to see it
34:30 and I for one would fully support this
34:33 project if there is a compelling
34:35 analysis done on it
34:40 um but I have to admit when I hear the
34:42 term best practices as a justification
34:46 it makes me suspect the analysis hasn't
34:48 been done
34:50 a project should stand on its own
34:54 by the analysis
34:55 irrespective of best practices
34:58 but I would like to thank your attention
35:00 and I guess as parting I would have to
35:04 say is that
35:05 any Auto Part Thief who targets a police
35:08 station needs some type of remedial help
35:12 I mean it's not a recommended best
35:14 practice for the trade

35:39 community I live on 1205 Oakwood Place
35:41 right off of Newport way and I'm here to
35:45 salute and support the mayor's
35:49 Juneteenth Proclamation that I believe
35:52 you all sponsored as well and to really
35:54 thank you we are members of the Baha'i
35:57 Community the Baha'i faith so much
35:58 believes in unity and diversity and
36:00 Oneness and to the sustenance of this
36:03 commitment
36:04 I really want to kind of thank you Human
36:07 Services Commission Human Services
36:08 office with Monica the equity board as
36:11 well uh all of you and in doing that and
36:15 expressing our appreciation
36:16 would like to share a small quote from
36:20 the National Spiritual Assembly of the
36:22 Baha'is of the United States
36:23 to really stimulate and really Forge our
36:26 commitment
36:28 I think collectively to um
36:31 race uh unity and justice
36:37 we should never forget that the richness
36:39 of our diversity
36:41 and our founding ideals of Liberty and
36:43 Justice attract the eyes of the world to
36:47 they will be influenced by what we
36:49 achieve or fail to achieve in this
36:51 regard
36:53 it is not an exaggeration to say that
36:55 the cause of world peace is linked to
36:58 our success in resolving the issue of
37:00 racial Injustice
37:03 the Oneness of humanity is the
37:05 foundation of our future
37:07 its realization is the inevitable
37:20 it just went back on
37:23 please continue okay
37:26 I'll say it again because the the
37:28 foundation is our knowledge and our
37:31 acknowledgment of the Oneness of
37:32 humanity
37:33 as the inevitable Next Step
37:35 this achievement will Mark the universal
37:37 coming of age of the human race how soon
37:40 we achieve this and how easily will
37:43 depend upon the commitment we
37:45 demonstrate to this principle
37:47 we have come to a moment of great public
37:50 awareness and rejection of Injustice
37:53 let us not lose this opportunity
37:56 will we commit to the process of forming
37:58 a more perfect union
38:01 will we be guided by the better angels
38:03 of our nature
38:04 to choose the course of wisdom of
38:07 courage and of unity
38:09 will we choose to truly become that City

38:55 my name is Elizabeth
38:57 I've lived in Issaquah for quite a long
39:01 time I'm a passionate advocate for
39:04 having housing in Issaquah that's
39:06 affordable to people here
39:08 and I'm here tonight to speak about the
39:11 ways that we provide support for our
39:14 neighbors who are struggling financially
39:17 I heard recently at the East Side
39:20 homelessness advisory committee that the
39:23 local rents have gone up by 27 percent
39:27 above and that's way above the rate of
39:30 inflation
39:33 and I heard from the Bellevue dispute
39:35 resolution center that they are being
39:37 inundated by eviction
39:40 cases and these have increased tenfold
39:44 in the recent months
39:48 since the state legislature has not yet
39:51 acted on rent stabilization to address
39:53 this root cause of homelessness
39:56 and it really is crucial that counties
39:59 and cities like ours do what they can to
40:02 deal with this impact
40:05 at least until the state Acts
40:08 I support the use of the 0.1 percent
40:11 tax for the a b
40:16 8625 the lease agreement with Motel 6
40:19 and
40:21 ab8628 for the additional behavioral
40:24 health specialist to provide Emergency
40:26 Services
40:30 for this crisis that is only going to
40:33 increase in the near future
40:35 but I also want you to consider the
40:39 importance of our community meals
40:43 these meals are open to all
40:47 but they're particularly vital to our
40:49 neighbors who don't have housing
40:52 and those whose housing is costing them
40:54 so much that they don't have much left
40:57 for basic necessities like food
41:01 and so like many before me I beg you to
41:07 look for an alternative to the proposed
41:12 fence
41:15 there are two spaces back there that we
41:17 use for unloading food
41:20 if we had to use one space at the front
41:24 that means many trips around
41:28 to take the food
41:30 through a group of people who have
41:32 already assembled there
41:34 and
41:36 if somebody else comes trying to get
41:39 into that space
41:41 you practically have to go back up onto
41:44 I-90 and around
41:47 to make that loop again to see if
41:49 there's space available there's
41:53 there's no place you can just go around
41:55 the block
41:59 it really does pose a problem not to
42:02 have more than one
42:04 bot offload
42:07 and not to have a spot that's close to
42:10 the kitchen like they mentioned there's
42:12 a lot to carry
42:13 it's easy to get jostle trying to go
42:16 from the front to the back
42:20 I hope you can come up with a really
42:23 good elegant solution that is an offense

42:51 um we've lived in Issaquah for 22 years
42:53 we have three adult children here and
42:55 three grandchildren here
42:57 um and we love living in this school I
42:58 live just right down the street uh in
43:00 Old Town
43:01 and are very happy here
43:03 um I will not repeat everything that you
43:05 heard from the other people I affirm all
43:07 the comments I've made I would look like
43:10 a slight issue with the comments of our
43:12 friends Steve ottinger who said
43:14 um that there doesn't seem to be a
43:15 safety problem in Issaquah I think there
43:17 is a safety problem in Issaquah for a
43:19 particular segment of the population and
43:20 that's the poor
43:22 and the people are not safe from is the
43:24 Issaquah police
43:25 they are the biggest threat to the
43:27 safety of the poor is the Issaquah
43:28 police every week at our lunch almost
43:31 every week not every single week but
43:33 almost every week I hear a story from
43:34 somebody who's been unduly harassed or
43:37 unjustly treated simply for being poor
43:39 around here a couple of examples our
43:43 friend Kevin who's I don't know exactly
43:45 how away old he is he's got white hair
43:47 and he's balding I'm guessing he's in
43:49 his 60s but I don't know he obviously
43:52 has physical limitations he has mental
43:53 health challenges a member of our group
43:56 who's present here tonight helped him
43:58 out by buying him a van that he could
44:00 sleep in and the police constantly
44:02 harassed him for sleeping in his van and
44:04 wouldn't and moved him around from one
44:06 place to another he finally got a space
44:09 at the motel 6. but he had to run an
44:12 errand and he asked the person at the
44:14 desk well I have a parking space when I
44:16 get back and she said sure and he got
44:18 back all the spaces were full and said
44:21 what am I supposed to do I have this van
44:22 I need to park to stay here and she said
44:24 well everybody was supposed to be here
44:26 is here so why don't you park in the
44:28 handicap space and he did and the police
44:30 came around and gave him a 450 ticket
44:33 for parking in the handicap space
44:35 I could multiply examples of this for
44:37 hours one of the particular practices
44:39 that's most egregious that affects
44:41 people at our lunch is a practice I
44:43 don't even know if you know of and it's
44:44 marginally constitutional called
44:46 trespassing people it's so egregious the
44:49 two University of Washington
44:49 sociologists wrote a book to decry it
44:52 called banished the the um the subtitle
44:55 is the new science of social control in
44:57 urban America and this procedure allows
45:00 police to tell a citizen uh with no due
45:04 process no evidence whatsoever simply on
45:07 the will of the police officer they are
45:09 now banned from being in any physical
45:11 area that the police officer designates
45:14 there's no appeal there's no chance for
45:16 hearing and if you violate that order
45:18 then you've committed a crime by
45:20 violating a police order
45:22 and it's routinely used against the poor
45:25 to move them around and get them out of
45:27 the way of
45:29 the people who aren't the characters
45:31 that referred to that Liz referred to
45:33 earlier unsavory
45:36 um one last thing I'd like to say I know
45:37 this is from before the time that any I
45:39 believe it's from before the time any of
45:41 you are in the council before Mary Lou
45:42 is the mayor but I come to this with a
45:45 certain suspicion because we spent
45:47 another time coming to this Council to
45:49 fight for our lunch a number of years
45:51 ago when we were told the problem with
45:53 the lunch was it failed to abide by
45:56 state or County Health regulations
45:58 we were suspicious at the time that that
46:00 came out of nowhere given the number of
46:02 meals both at the hall and elsewhere
46:04 where people serve from home but it was
46:07 insisted that we could not serve meals
46:08 from homes that violated the health
46:09 requirements
46:11 so my suspicion led me to file a public
46:14 records request and that public records
46:16 request which I'd be glad to provide for
46:18 you and I'm seeing your own records
46:20 showed that members of the city staff
46:22 were conspiring with members of the King
46:24 County Health Department to lie to us
46:26 and tell us that the reason that they
46:28 were shutting down our lunch was for
46:29 health reasons when in fact the real
46:31 reason was the city's fear of liability
46:33 if somebody had fallen so they
46:35 deliberately told us a false story
46:36 knowing it was false and we confer to
46:39 them on that and then they backed off
46:40 and our lunch continued
46:42 so if I seem a little upset today and a
46:45 little suspicious of this a reason given
46:48 that suddenly we need to have best
46:49 practice for offense that's the reason
46:51 I'm not accusing anybody of anything I
46:54 don't know you I don't know your
46:55 motivations but I'm very suspicious
46:57 there are people in this town who don't
46:58 like to see the poor and they're calling
47:01 on you to find some means indirectly to
47:03 end our lunch and I hope you won't do
47:05 that
47:13 thank you
47:16 I mainly want to
47:19 just affirm and agree with the comments
47:24 that have been made by those folks who
47:26 have been pouring their hearts their
47:29 hours their hard work
47:31 into being in relationship and providing
47:33 for the needs
47:35 of those in our community who
47:38 many of them are not housed and as Ellie
47:42 was saying you know and many more of
47:45 them are just barely hanging on
47:48 the example that Marilyn gave of David
47:51 we could all talk about so many
47:53 individuals
47:54 where I believe our community is much
47:57 richer I believe it is definitely a
48:01 consonant with the beliefs and values
48:04 that have been articulated by the city
48:06 for instance that we heard you know the
48:09 proclamations emerge from this evening
48:12 that we honor and include all people
48:16 that we welcome diversity
48:19 that we preserve the Dignity of each
48:22 person
48:23 and we don't put them in categories
48:26 to be denounced and excluded and
48:30 violated against and I hope and trust
48:32 that we're all on the same page with
48:34 that
48:36 when we moved to Issaquah well sure we
48:40 had lived here a while but we were so
48:43 pleased and excited to see on the
48:47 library a welcome tense City Banner
48:52 over the years
48:53 many stories to go along with that but
48:56 Fred Butler ended up handing the key to
48:59 us so that people would not have to eat
49:03 meals in the midst of summer heat
49:06 that we were doing outside the Maryland
49:08 was leading that outside the food bank
49:10 so that that's how the Community Hall
49:13 came to be used by our group
49:15 uh because at at least as purported at
49:19 that time there was a common Spirit here
49:23 where we protect and we provide for
49:26 everyone
49:28 I have been proud to live in Issaquah
49:31 because of that spirit and that
49:33 commitment put into action
49:36 I would also like
49:40 and as a number of people have been
49:42 saying
49:43 you know we've been doing this a long
49:44 time other people much more than I have
49:47 we are just
49:48 those who've gathered a group who do who
49:50 do this
49:52 but yeah these books are getting really
49:54 old we're talking about you know those
49:56 crock pots full of stuff trying to
49:58 stumble even a block that's it's just
50:01 you know if most of the people in their
50:03 20s and 30s no problem that's not the
50:05 case
50:06 and these are people who've poured their
50:07 lives into this this is a critical
50:09 dimension of this meal provision
50:13 continuing and it's not just a food line
50:16 it's shared communion
50:19 where people sit together and eat
50:22 together and come to know and care about
50:24 one another
50:25 and I do believe that that is the spirit
50:28 of Issaquah that we want to continue to
50:31 perpetuate and to put concretely into
50:33 action
50:35 one final word on the best practices
50:37 which uh Steve was saying a lot of the
50:40 things I was going to say
50:42 thank you Steve
50:44 but I think we need to be so careful
50:46 about throwing around the term best
50:48 practices
50:50 I'm a former psychologist I love that
50:54 term when it's used appropriately it can
50:57 be very Illuminating
50:59 practical concrete and can shape a plan
51:04 of action
51:05 if it's not data based if it's based on
51:09 anecdotes if it is not based on how it
51:13 affects the least of those Among Us
51:17 is that the kind of best practice that
51:19 we want to implement
51:22 property and protection and fear-based
51:25 responses
51:27 over honoring people who have provided a
51:30 communal meal
51:32 and honoring people who are struggling
51:35 and will be changed by relationship and
51:38 accompaniment and not exclusion
51:41 so best practices has to be defined by
51:44 data has to be followed by data has to
51:47 be clear best practice in regard to what
51:51 problem from whose perspective
51:54 and then how will that be actualized or
51:56 not through a plan of action
51:59 that's best practices
52:01 and I would encourage you to follow
52:04 those and trust that you will thank you
52:09 thank you both

52:44 I've worked just a nurse in neonatal
52:47 with lots of diverse people in the last
52:49 20 years I've substituted in the
52:52 Issaquah school district
52:54 worked with many diverse students
52:56 tutoring I represent 12 people from
52:59 Miramonte and Tiger Mountain that have
53:01 done these meals for the last five years
53:04 and during this time we've gotten to
53:07 know the people well one of the women
53:09 who works at the dollar store who
53:11 doesn't like the dollar store came in so
53:14 happy that she found an apartment
53:17 another lady she always talks about how
53:20 she's allergic to cucumbers and I made a
53:23 salad with no cucumbers and she was just
53:26 delighted recently I signed up at the
53:30 senior center I'm really a senior
53:33 and a lot of people from the senior
53:36 center come to our meals they really
53:38 appreciate it they're just lovely people
53:42 that come and I appreciated everybody's
53:46 remarks they've really made me think and
53:48 that's why I'm here
53:49 and I so appreciate that you're
53:52 considering a compromise because it just
53:55 shows that you're really listening to us
53:58 and the very last thing I'd like to say
54:01 is we are a Tech Community an offense it
54:06 just sounds archaic I mean the points
54:09 people made about the fence it just
54:11 really hit home and I just really wanted
54:14 to reiterate that I have friends that
54:17 moved from Tiger right into that
54:20 neighborhood and it's like how would you
54:23 feel if you lived near that fence I mean
54:26 how safe
54:27 you feel it's very thought provoking and
54:31 I am so glad that you're reconsidering
54:34 this thank you so much

54:58 wanted to uh voice support for all my
55:01 fellow community members I appreciate it
55:05 in the hard work they do
55:09 ah sorry I think about it and it's just
55:13 an important thing and we're really
55:14 lucky to have people like this

55:19 as far as the eckhouse
55:21 I first wanted to call out some of the
55:23 comment that was made
55:24 by you last time that I appreciated
55:26 especially uh councilor hunt bringing up
55:30 the cost of things because I think
55:31 that's important one of the things about
55:34 the eckhouse is that it has so much more
55:37 as a future future as far as the Arts
55:40 Community tourism economic Vitality all
55:44 of those different things because it's a
55:46 springboard for the Downtown Association
55:49 Chamber of Commerce and so on for events
55:52 smaller events that might be on Rainier
55:55 rather than on Front Street and in the
55:58 Confluence Park it's actually a bit
56:01 restricted for Passive Recreation except
56:04 for the eckhouse and eckhouse is part of
56:07 phase one of the park which has not been
56:09 completed but is the one part that is
56:12 actually approved for active Recreation
56:14 and it makes sense as far as a
56:17 connective thing for all of these events
56:19 and so it's something that shouldn't be
56:22 locked up it should be something that we
56:24 really use and used by lots of different
56:28 types of people because sometimes when
56:30 we look at our facilities there's the
56:32 cost but then there's also how much use
56:35 we get out of them
56:37 um I think that since our last meeting
56:39 we had a park board meeting the park
56:41 board was talking about very similar
56:43 things as the council also asking
56:46 similar questions some of the answers
56:48 also were still similar which is not
56:51 which can be good or bad and I guess I'm
56:54 sort of in the you know trying to stay
56:56 the in the mode of the glass is half
56:58 full for me what I think is lacking is
57:01 enough commitment for the eckhouse and
57:04 we've had this going on for 10 or 15
57:07 years and
57:09 I have actually two asks they're they're
57:11 pretty easy ass the first is I think the
57:14 King County Historical preservation
57:17 people need to come to the safety and
57:20 excuse me services safety and Parks
57:22 committee and talk about a couple of
57:25 topics one is what what they mean by
57:28 preservation and I think the parks
57:31 department and The Architects are on
57:34 pretty pretty good job on that but then
57:36 it's also the grant funding because I
57:39 don't think the the parks department is
57:43 on the right track for that because
57:45 there's the question of do you Landmark
57:48 the house first or after and I think
57:52 that that question could be answered by
57:54 having the preservation people come and
57:58 talk to us all and the event and one
58:00 reason for that is that if the parks
58:01 department is wrong then we're going to
58:03 be coming asking Council for money to
58:05 complete this whereas if it's the other
58:08 way around which which I believe is true
58:10 there's grant funding to do almost the
58:13 entirety of the house now it's probably
58:15 over a five-year period it's not it's
58:17 not going to be instantaneous but it's
58:19 there the second part comes to the
58:22 landmarking
58:23 and the parks department has made a
58:26 commitment to Landmark the house the
58:28 only thing is they've made the
58:29 commitment after they've done all the
58:31 work and that's a little bit backwards
58:34 but then again okay fine for this moment
58:37 we're back to the preservation people
58:39 and getting a more public view of that
58:41 so my ask for that is that the process
58:44 for landmarking is you collect the
58:46 information about the house and the
58:47 people we've already done that or I
58:49 should say the historical history museum
58:52 has the next is to do a a report that
58:56 brings that together and that's done by
58:58 hiring a consultant and that costs about
59:00 six thousand dollars and takes three or
59:03 four months the next step is then taking
59:06 that report to the landmarking
59:07 commission and so what I'd like to ask
59:09 you to do is to ask the Issaquah history
59:13 museums to start the process on
59:16 landmarking the house just the report
59:18 which would then get which takes the
59:20 four or five months in four or five
59:22 months we would have the report done
59:24 then the next step is going to the
59:26 landmarking commission this wouldn't
59:28 affect anything that's being done right
59:30 now the history people are the ones that
59:32 have the material and this would at
59:34 least get the project going in parallel
59:36 and if it does turn out that the
59:38 landmarking needs to be done first then
59:41 we'd be set moving forward and it also
59:44 would would get us a little more
59:46 commitment and we also have a great
59:48 resource because we know how Paul
59:50 winterstein as our as our lead and we we
59:53 can leverage that into a something great
59:56 anyway thank you and I appreciate all

1:01:13 because now I feel I cannot if my bike
1:01:15 just locked by itself I had to lock it
1:01:17 to a signpost there because if the
1:01:20 police station has to be fenced in what
1:01:22 about my personal stuff here and now
1:01:24 that's scary beside all the other stuff

1:01:58 um talking about the eckhouse we heard
1:02:01 support for the Juneteenth Proclamation

1:02:06 community members who are here speaking
1:02:09 about the community meals program and
1:02:11 the access for the fence so just very
1:02:14 very much appreciate hearing from the
1:02:17 community on that just as a reminder if
1:02:19 anybody has any other thoughts they want
1:02:21 to share with us you can always write in
1:02:23 to city council

1:03:31 have an opportunity to discuss and get
1:03:33 some more information about Community
1:03:34 Hall it's not an item that is on our
1:03:37 agenda tonight and so
1:03:39 um firstly as council president Walsh
1:03:42 said Thank you to everybody who did come
1:03:44 out and who also sent us emails and
1:03:46 reached out regarding your concerns and
1:03:48 for taking the time to speak to us this
1:03:50 evening directly thank you also for your
1:03:53 dedication as volunteers to ensure that
1:03:56 our community members have food to eat
1:03:58 and a hot meal it is very appreciated
1:04:01 um so I wanted to have a question for
1:04:06 our Administration who is working with
1:04:08 the community on this item so that we
1:04:09 could have a little bit more information
1:04:11 about where we are on this topic so
1:04:13 specifically I think it would be great
1:04:15 to hear from director Monahan about what
1:04:19 sort of solutions are being brainstormed
1:04:21 and considered how those conversations
1:04:23 are going with our community members
1:04:25 that are volunteering to make sure that
1:04:28 our community has these hot meals and
1:04:30 what sort of solutions are being
1:04:32 considered and next steps thank you
1:04:35 thank you council member hunt members of
1:04:37 the city council my name is Autumn
1:04:38 Monahan I'm the administrative Services
1:04:40 director and my department includes
1:04:42 facilities so all the city buildings
1:04:45 I also want to take a moment to
1:04:46 recognize the volunteers that are in
1:04:48 this room and many of the others I've
1:04:50 met who volunteer at Community Hall
1:04:52 thank you so much for all that you do to
1:04:54 serve our community
1:04:56 so as background on this project this
1:05:00 project will build a security fence
1:05:02 adjacent to the police station and
1:05:04 behind Community Hall as well as fire
1:05:06 station 71. and it will be used for
1:05:09 parking for police staff that includes
1:05:12 police officers detectives
1:05:15 a lot of our support staff so police
1:05:18 dispatchers and firefighters so a lot of
1:05:21 the First Responders in Issaquah
1:05:24 several volunteer groups also use
1:05:26 Community Halls we've heard tonight but
1:05:28 for a variety of reasons one of them is
1:05:30 several different meals programs but
1:05:32 there's other uses as well
1:05:33 so the facilities team along with the
1:05:36 Human Services team met with
1:05:37 representatives from each of these
1:05:39 groups recently and we heard about the
1:05:41 access concerns
1:05:42 so now we're working to brainstorm some
1:05:44 solutions meeting with volunteers and
1:05:47 brainstorming Solutions meeting with
1:05:49 staff from many different departments
1:05:51 also looking at what options we might be
1:05:53 able to consider
1:05:55 um that would both support the safety of
1:05:58 our First Responders and this important
1:06:00 program several programs at Community
1:06:03 um so we still have time this project is
1:06:06 not under construction yet we are still
1:06:07 in very much the design phase
1:06:10 um so we our plan right now is to
1:06:12 continue some of those brainstorms and
1:06:14 then collectively bring that group back
1:06:16 together
1:06:18 um to talk through options so that was
1:06:20 our next steps
1:06:22 I'm here to answer any questions
1:06:27 Autumn could you talk a little bit about
1:06:29 what that timeline might look like um
1:06:32 just to give a sense of when some of
1:06:35 those next conversations would happen
1:06:39 you know I right now we we're assessing
1:06:42 a few different options uh just for
1:06:44 viability number one with design so you
1:06:48 know I would anticipate that will take
1:06:49 several weeks
1:06:50 um at that point I think then we'll meet
1:06:52 back with some of the community groups
1:06:53 so I would say within a few weeks
1:06:57 and did you have anything else that's my
1:06:59 rent no that was my questions thank you

1:07:04 community members we don't get an
1:07:06 opportunity at this point in the meeting
1:07:08 to have back and forth but please do
1:07:11 email us call us right into Autumn we

1:07:17 sure that we are uh addressing all the
1:07:19 needs so thank you very much we are

1:07:27 several hours worth of meeting left to

1:07:32 um the next item of business is our
1:07:35 consent calendar
1:07:37 and I have remarks on two of tonight's
1:07:40 consent calendar items from the mayor
1:07:42 the first is ab8637 the King County
1:07:45 opioid abatement Council
1:07:48 in 2022 the state of Washington settled
1:07:51 large-scale litigation against various
1:07:53 parties involved in the manufacturer and
1:07:56 distribution of prescription opioids 215
1:08:00 million dollars of the overall 518
1:08:02 million dollar settlement was earmarked
1:08:05 for eligible Washington cities and
1:08:06 counties that opted to join in on the
1:08:08 settlement the city chose to participate
1:08:11 in the settlement with the city council
1:08:12 authorizing execution of the one
1:08:14 Washington mou memorandum of
1:08:16 understanding last spring under the one
1:08:19 Washington mou settlement funds can only
1:08:21 be used for Approved purposes such as
1:08:22 treatment for opioid use disorder and
1:08:25 support for people in treatment and
1:08:26 Recovery the one Washington mou also
1:08:29 requires that recipients form an opioid
1:08:31 abatement councils prior to the
1:08:33 distribution of any of the settlement
1:08:35 funds the King County Regional agreement
1:08:37 for the opioid abatement Council on
1:08:40 tonight's agenda establishes the King
1:08:41 County Regional opioid abatement Council
1:08:43 OAC to include King County and a number
1:08:47 of jurisdictions Within County including
1:08:49 the City of Issaquah
1:08:51 the purpose of the OAC is to oversee
1:08:53 allocation and distribution of
1:08:54 settlement funds to review expenditures
1:08:56 for compliance with the one Washington
1:08:58 mou and to resolve any disputes that
1:09:00 arise among the participants King County
1:09:03 will serve as administrator of the OAC
1:09:04 with each party contributing 10 percent
1:09:06 of its annual settlement allocation to
1:09:09 pay for its share of administrative
1:09:10 costs
1:09:12 and then the next note is on ab8625 the
1:09:16 lease agreement with Motel 6 for
1:09:17 emergency housing the emergency housing
1:09:20 pilot program in collaboration with
1:09:21 Motel 6 is moving forward and we are
1:09:23 excited to see it launch in the upcoming
1:09:25 month The Limited uh the three limited
1:09:28 term positions that were approved by
1:09:30 city council last month have been filled
1:09:31 with anticipated start date for new
1:09:33 staff being June 20th the lease
1:09:36 agreement with Motel 6 AB 8625 is on
1:09:39 tonight's consent calendar and if
1:09:41 approved it is scheduled to begin July
1:09:43 1st the lease consists of 12 rooms to
1:09:46 temporarily house Issaquah residents who
1:09:48 are homeless
1:09:50 one motel room to be utilized as a
1:09:52 program office or resource room 10
1:09:54 double occupancy motel rooms to be
1:09:56 utilized by the participants of the
1:09:58 program and one motel room to be
1:10:00 utilized as an emergency standby room
1:10:03 between now and July staff are working
1:10:05 on creating processes and procedures for
1:10:08 the new program and begin referring
1:10:09 candidates to the program other
1:10:11 operational details including meals
1:10:13 access to basic needs connections to
1:10:15 employment and other resources are being
1:10:17 developed the collaboration with Motel 6
1:10:20 staff has been very positive and
1:10:22 supportive last week facilities and its
1:10:24 staff took a tour of the motel to begin
1:10:26 setting up the office space for staff
1:10:27 our hope is to have the first
1:10:29 participants enrolled in the program by
1:10:31 July 15th
1:10:33 okay so um before I move on to the
1:10:37 adoption uh are there any committee
1:10:39 chairs who would like to report on any
1:10:41 of the consent calendar items

1:12:04 um we're being asked to authorize
1:12:05 funding the item was last before council
1:12:08 at the April 24 2023 city council
1:12:10 Committee of the whole and I'd like to
1:12:13 invite human services manager Monica
1:12:15 negrila to present this item
1:12:17 thank you Monica
1:12:19 thank you council president good evening
1:12:21 Gaul this is Monica thanks so much for
1:12:24 having us
1:12:25 here tonight and so with that
1:12:29 um tonight we are seeking your
1:12:31 authorization to approve funding for two
1:12:34 Behavioral Health positions
1:12:36 coordinator position and the supervisory
1:12:39 position that would provide Direct
1:12:40 Services as well as supervision
1:12:43 um utilizing affordable affordable
1:12:46 housing sales tax revenue funds
1:12:51 with that
1:12:52 if approved by a city council we hope
1:12:57 that the position will be brought back
1:13:01 on June 26th part of the human resources
1:13:05 Amendment for the salary ordinance
1:13:10 uh next I want to give you a little bit
1:13:12 of a background on how the behavioral
1:13:14 health program developed over the past
1:13:17 couple of years
1:13:19 starting in 2021
1:13:22 with city council approval part of the
1:13:25 budget process for 2021 was creating a
1:13:28 behavioral health
1:13:30 program and we started with one
1:13:32 full-time position at that time we hired
1:13:35 Amir Shabana as the first Behavioral
1:13:37 Health Program Coordinator he started in
1:13:40 April so he just passed his two-year
1:13:42 anniversary recently
1:13:44 still at the same time in a similar
1:13:46 timeline we were already working with
1:13:48 one of our local Community Partners for
1:13:51 doing some homeless Outreach with the
1:13:53 Issaquah food and clothing bank and at
1:13:56 that time to to leverage resources we
1:13:59 decided and we transitioned That
1:14:00 Homeless outreach program
1:14:03 um in to to the city so we created a
1:14:06 full-time position operated by the city
1:14:09 so just a little over a year ago in June
1:14:13 we hired Kailyn wood as the second
1:14:15 Behavioral Health coordinator and so we
1:14:17 combined the two programs the homeless
1:14:19 Outreach and the behavioral health
1:14:20 program coordinator of the position the
1:14:23 program
1:14:24 to really Leverage The the resources
1:14:27 that we had in Staffing but also to
1:14:29 allow us to to provide a six or seven
1:14:31 day staff coverage
1:14:33 and so
1:14:35 uh also in 2022 and 2023 now more
1:14:39 recently
1:14:40 um I want to highlight that as we begin
1:14:43 being successful with transitioning and
1:14:45 house community members into housing we
1:14:48 also started providing um housing
1:14:50 stability services for those who who
1:14:52 were housed and I want to highlight that
1:14:55 because we did not realize at that time
1:14:57 how big of a lift that was first half
1:15:00 you all know how difficult it is to to
1:15:03 find housing in the community I'm here
1:15:05 to tell you that it's that much harder
1:15:07 to actually help someone maintain
1:15:09 housing and make sure that they don't
1:15:11 fall back into homelessness so some of
1:15:13 the work that we did in the last couple
1:15:15 of years really not only trying to serve
1:15:18 the needs of the community and and
1:15:20 really acquiring quite a bit of a higher
1:15:23 case loads like currently we have about
1:15:25 131 people that we are serving or
1:15:28 they're waiting to be served but also
1:15:30 the intensity of services that we
1:15:33 provide especially for those who
1:15:35 recently became housed from chronically
1:15:38 being homeless for several years it's
1:15:41 really really a huge lift for staff
1:15:42 sometimes one person requires 10 15 20
1:15:46 hours of support per week so that's a
1:15:49 lot for a pretty small staff
1:15:52 um and so that takes us to 2023
1:15:56 um first we brought the behavioral
1:15:57 health coordinator position discussion
1:15:59 to U.S city council at the committee of
1:16:02 the whole meeting in April
1:16:04 um that was part of a broader
1:16:06 conversation on affordable housing but
1:16:07 also the use of the affordable housing
1:16:10 sales tax revenues and So based on the
1:16:13 feedback that we received from you we
1:16:15 are here tonight to seek formal approval
1:16:17 for the two new positions
1:16:21 um on this slide I'm very thankful for
1:16:23 Ryan Smith from the isoka police
1:16:25 department the crime analyst there was
1:16:28 able to pull some data to show further
1:16:31 the needs that perhaps we anticipate
1:16:34 having in the future based on some past
1:16:38 information that she was able to gather
1:16:40 what you see on the screen they are in
1:16:43 for the past five years the number of
1:16:44 total calls that the isoka police
1:16:47 department received and then based on
1:16:50 the number of total calls Ryan was also
1:16:54 able to to pull the uh the calls that
1:16:57 are behavioral health related so you you
1:17:00 see a pattern there anywhere between 15
1:17:02 and 18 of the calls are behavioral
1:17:05 health related so the number that you
1:17:07 see on the screen those are high numbers
1:17:09 I do want to note though that they are
1:17:11 not of course unique numbers often for
1:17:13 the same individual there are multiple
1:17:15 people calling and also often we have
1:17:18 the same individual calling multiple
1:17:20 times
1:17:21 um however still it's um it still gives
1:17:23 us a pretty good
1:17:24 um information and a good snapshot of of
1:17:28 the number of calls and the need that
1:17:30 it's out there for Behavioral Health
1:17:34 so next
1:17:36 um summarizing what we are proposing for
1:17:38 you here tonight for your consideration
1:17:40 is two full-time Behavioral Health
1:17:43 coordinator of full-time Behavioral
1:17:46 Health positions one supervisory
1:17:48 position and one coordinator position we
1:17:51 hope that these two staff will help
1:17:54 create a corresponder model with the
1:17:55 police department currently as a
1:17:58 reminder our staff primarily our current
1:18:01 staff primarily conduct follow-up a
1:18:05 follow-up model and the referral model
1:18:07 where the police officers respond to a
1:18:10 call and if the call is behavioral hold
1:18:12 related they will refer the person to
1:18:15 our program at times whenever possible
1:18:19 our staff also respond however their
1:18:22 style their time is limited currently So
1:18:24 within two new positions we hope to
1:18:27 create a corresponder model where the
1:18:29 two new Behavioral Health coordinators
1:18:31 will be to new behavioral health staff
1:18:34 will be stations actually stationed
1:18:36 actually in the police department
1:18:37 working primarily on core response and
1:18:41 if time permits they can also provide
1:18:43 follow-up
1:18:44 what we also hope and propose with the
1:18:48 two new additions is that the the staff
1:18:51 who will be stationed and focused
1:18:53 primarily in the police department and
1:18:55 focus primarily on core response we'll
1:18:58 cover an afternoon evening and weekend
1:19:00 shift we learned in in working with with
1:19:05 the police department that often Crisis
1:19:07 happen in the evening and at night and
1:19:09 so the referral gets to us in the
1:19:11 morning however when ours have need to
1:19:14 assist community members with resource
1:19:17 resource connection those resources
1:19:20 often happen in the morning so in during
1:19:22 the day and during the week so we are
1:19:25 hoping to have the core response staff
1:19:27 for evening and afternoon weekends and
1:19:29 the follow-up staff remain for weekday
1:19:32 and day coverage
1:19:34 and last but not least for 2023 we hope
1:19:37 to utilize about two hundred thousand
1:19:39 dollars for the remainder of the year
1:19:41 for the two positions using again
1:19:43 affordable housing sales tax revenues
1:19:46 and our finance team is prepared to come
1:19:49 to you in a few months as part of the
1:19:51 biennium budget and discussion the mid
1:19:55 mid biennium review to further talk
1:19:58 about the 2024
1:20:00 revenues and costs for the program
1:20:05 I already covered I think most of the
1:20:08 information on this slide this is just
1:20:10 provides a visual on how part of the
1:20:13 same team we hope to to have a core
1:20:16 response model that will then refer
1:20:20 those committee members who need further
1:20:22 assistance to our referral and follow-up
1:20:25 existing behavioral health staff
1:20:29 this is another Visual and showing you
1:20:31 our current and how the human services
1:20:33 division within the parks and community
1:20:34 services and how the organizational
1:20:37 chart looks like right now with the

1:20:48 organizational chart of the entire parks
1:20:51 and Community Services we are just a
1:20:53 division within within the larger
1:20:56 department
1:20:57 but just for the visual we are focusing
1:21:00 on the Human Services one right here
1:21:03 what you also see highlighted in Gray
1:21:05 are the two positions that we are
1:21:07 seeking support for so the behavioral
1:21:10 health supervisor and then a behavioral
1:21:13 health coordinator
1:21:14 um you also see again as the division
1:21:16 grew in the last couple of years believe
1:21:19 it or not three years ago this division
1:21:21 was still staffed by just one one staff
1:21:23 so it's pretty impressive to see the
1:21:25 change
1:21:27 um you see the human services
1:21:28 coordinator position uh currently Hannah
1:21:31 Roberts oversees all the needs and Human
1:21:34 Services strategic planning
1:21:35 implementation as well as the Human
1:21:37 Services Grants Marisol Visa is acts as
1:21:41 the community court case manager
1:21:43 assisting those folks there as well as
1:21:45 other Human Services related needs and
1:21:47 you also see on the right hand side the
1:21:49 brand new emergency housing program as
1:21:52 we heard from you earlier we were
1:21:53 successfully able to to hire the three
1:21:57 new staff that are going to start in the
1:22:00 next couple of weeks so excited about
1:22:02 foreign so very very grateful for all
1:22:07 the opportunities that we have to to
1:22:09 serve the community and so with that we
1:22:13 did consider a 24 7 model we also
1:22:15 considered not proposing any new staff
1:22:19 um not proposing any new staff did not
1:22:21 seem like the viable option as we see
1:22:24 the needs and we hear from our Police
1:22:26 Department that the needs are there the
1:22:28 24 7 model was also we felt like we
1:22:31 don't quite have yet enough information
1:22:32 to support that model we would love to
1:22:36 continue to work for the next six 12
1:22:39 months or so to see how the two new
1:22:41 Behavioral Health coordinators the two
1:22:44 new Behavioral Health positions will
1:22:46 impact in one way or the other though
1:22:48 the new the needs in the community so
1:22:51 with that the options for you tonight we
1:22:54 hope you would consider approving the
1:22:56 funding for the two positions you may of
1:22:58 course make changes to our
1:23:00 recommendations
1:23:01 or direct us to return with a different
1:23:03 proposal or take no action
1:23:06 of course our recommendation is just one
1:23:08 moment I believe there's um only two
1:23:11 more slides do you mind holding your
1:23:13 question just to tell

1:23:19 so of course our recommendation uh is to
1:23:22 approve the funding for the two
1:23:24 Behavioral Health positions uh utilizing
1:23:26 uh the house bill 1590 revenues uh to
1:23:29 create the corresponder behavioral
1:23:31 health program
1:23:32 and in terms of timing and next steps
1:23:36 our human resources department will
1:23:39 um return on June 26 with the revised
1:23:42 salary ordinance for the brand new
1:23:44 classification for the supervisory
1:23:46 position and then we will continue to
1:23:48 work in the upcoming months with the
1:23:50 police department on creating the
1:23:51 processes in place for that and hiring I
1:23:54 kept the information a little bit not on
1:23:57 exact timelines here just to allow us a
1:24:00 little we try to be conservative and
1:24:01 allow us a little bit of time to also
1:24:03 launch the Motel 6 project so
1:24:08 okay and that's the end of the presence
1:24:11 okay fantastic thank you questions I
1:24:13 will start with council member Martz and
1:24:16 thank you madam council president I
1:24:17 don't know if this is a question for
1:24:18 Monica or for our city administrator
1:24:21 what is our general thinking on opening
1:24:24 supervisory position because I noticed
1:24:27 that your department would have 10
1:24:29 people under your leadership and you
1:24:32 know I have a big engineering
1:24:34 organization and I generally look for
1:24:36 like eight to twelve uh individual
1:24:38 contributors per manager so how do we
1:24:41 decide when we need a supervisor and how
1:24:44 and when how do we know if we're going
1:24:46 to open two positions whether we open
1:24:47 two individual contributors or or open a
1:24:50 management position what's our how do we
1:24:51 figure that out thanks
1:24:54 uh councilmember marks members of the
1:24:56 council uh the director of the
1:24:58 department is here and I think I'm going
1:24:59 to let him answer that question
1:25:01 um you know as he's coming up here uh I
1:25:04 don't know that there is uh uh a a rule
1:25:08 of thumb that works in all instances I
1:25:09 think what you described is not unusual
1:25:11 for what we would look at as well
1:25:13 um but that was a question we considered
1:25:16 prior to coming to you and I'll let Jeff
1:25:18 fill in the blanks from there
1:25:19 great excellent question Jeff Watling
1:25:21 parks and Community Services director in
1:25:24 this incident and and I you know Monica
1:25:26 certainly highlighted as you look at the
1:25:28 organization chart the Human Services
1:25:29 team has certainly grown
1:25:32 um not only grown in size but in
1:25:35 specialization so often what we look at
1:25:39 is when you have a like body of behavior
1:25:42 a behavioral specialist health
1:25:44 specialist team that is now for rather
1:25:47 than having them all directly report to
1:25:49 the manager who are also asking to
1:25:53 oversee other diverse Human Services
1:25:55 programs it's not so much just the staff
1:25:59 number as the
1:26:02 specialization or the skill or the work
1:26:04 that that team is doing and so
1:26:07 understanding I think as we really talk
1:26:09 through this and realizing the need for
1:26:12 both co-response specialization and
1:26:14 coordinating with with police as Monica
1:26:16 spelled out as well as the real
1:26:18 important work of follow-up and that
1:26:21 referral piece having a supervisor
1:26:24 helping to lead both of those efforts
1:26:26 within the behavioral specialist team
1:26:28 felt really a high need for a supervisor
1:26:32 thank you I really appreciate that

1:26:49 um and the motion tonight there is a um
1:26:53 there's a motion to approve funding and
1:26:55 then there's also to
1:26:58 direct the Chief Financial Officer to
1:27:00 add general fund expenditures in a
1:27:02 future budget amendment which the first
1:27:05 part of my question is am I correct that
1:27:06 we would then vote on that secondly
1:27:08 second on that separate budget amendment
1:27:13 um assuming that's the case I'm
1:27:14 wondering if we can for a future
1:27:17 future expenditures like this do that
1:27:21 together because I think that makes for
1:27:24 a better decision making process so
1:27:25 that's my question all right
1:27:27 councilmember hot members of the council
1:27:29 thank you uh we are moving in that
1:27:30 direction
1:27:32 um we will attempt to do that in the
1:27:33 future we agree that that's a more
1:27:35 efficient way uh as you know there have
1:27:37 been instances where the councils
1:27:39 approve something programmatically and
1:27:41 then it comes back a few months later
1:27:43 um so we're working through that and our
1:27:45 hope is this is the last time a major
1:27:47 piece like this will be
1:27:49 um separate it'll always be those
1:27:51 incidental matters that will come
1:27:53 through a quarterly uh budget amendment
1:27:55 but something that's significant we
1:27:57 would ask to do one one step I think we
1:27:59 also have to look at the salary
1:28:00 ordinance as well I believe
1:28:03 or that would have the answer are there
1:28:05 other matters as well and since that was
1:28:07 coming up with the next meeting well
1:28:09 that was close enough but I think in the
1:28:11 future we could also be amending the
1:28:12 salary ordinance so thank you for the
1:28:14 suggestion

1:28:19 um any other questions council members
1:28:22 okay I'm gonna ask if there is a motion
1:28:26 uh councilmember marched I moved to
1:28:29 approve funding for one full-time
1:28:30 equivalent FTE Behavioral Health
1:28:32 coordinator position and one FTE
1:28:35 Behavioral Health coordinator
1:28:36 supervisory position utilizing the 0.1
1:28:40 percent affordable housing sales tax
1:28:43 revenue funds from House Bill 1590 with
1:28:46 the purpose of creating a co-responder
1:28:48 behavioral health program and direct the
1:28:51 Human Resources Director to revise the
1:28:53 salary ordinance to add the new
1:28:55 classification for the behavioral health
1:28:57 supervisor position and direct the Chief
1:29:00 Financial Officer to add two hundred
1:29:01 thousand dollars to general fund
1:29:03 expenditures in 2023 as part of a future
1:29:06 budget amendment as well as to
1:29:07 incorporate the 2024 budget amendments
1:29:10 as part of the mid biennium budget
1:29:12 update anticipated for this fall

1:29:17 fantastic the motion has been made and
1:29:20 seconded is there any Council discussion
1:29:23 I would love to speak to my motion
1:29:25 fantastic we'll start with you this
1:29:27 program has been wildly successful
1:29:30 um I just want to take everybody back a
1:29:32 few years you know we had a huge
1:29:36 Community concern about oversight of
1:29:40 Public Safety and we did a number of
1:29:43 things during that time to try to think
1:29:46 a little differently to provide to
1:29:48 continue to provide core uh police
1:29:51 services but to also think outside the
1:29:54 box and in the spirit of that came up
1:29:56 with this program and it is
1:29:59 just been incredibly successful there
1:30:01 was skepticism I would say that I heard
1:30:04 initially among ipd because there was
1:30:07 concern that we're going to replace them
1:30:09 with counselors as they put it but they
1:30:12 they love this position and the folks
1:30:15 who have been in this position they view
1:30:17 it as a multiplier they view it as a
1:30:20 better way to engage in the community
1:30:21 and so I am just thrilled that we are
1:30:24 expanding the program here tonight and
1:30:25 will just joyously support this measure
1:30:28 thank you

1:30:35 support this program I think it's right
1:30:38 sized and specialized so my right size I
1:30:42 mean that we didn't decide to go to a
1:30:45 full 24-hour model because it wasn't
1:30:47 necessary yet the way that we were
1:30:49 tracking the cases and the way that the
1:30:51 the need was coming to our counselors
1:30:54 and police department it didn't make
1:30:55 sense to have a 24-hour model but to
1:30:57 have a model that is specialized in the
1:31:00 sense that you have the counselors that
1:31:02 are on the night Duty handling uh that
1:31:06 immediate intervention and then the day
1:31:09 Duty people are handling the referrals
1:31:11 and the relationships with the
1:31:12 nonprofits that provide the services so
1:31:14 I believe this is right sized and
1:31:17 specialized in a way that fits Issaquah
1:31:19 and continues to show that we are a
1:31:22 leader in human services in our
1:31:24 community it's what we hear when we go
1:31:26 to the east side Human Services
1:31:28 committee we go to other Regional
1:31:30 committees we we just hear accolades
1:31:33 about how Issaquah is really doing great
1:31:35 job in human services and that's quite a
1:31:37 credit to our staff and our director and
1:31:40 the spirit of Issaquah that we heard in
1:31:42 our comments tonight so I wholeheartedly
1:31:44 approved this motion
1:31:47 fantastic councilmember D Michelle I'm
1:31:50 going to go to you next
1:31:52 uh thank you uh council president Walsh
1:31:55 um I do want to take this opportunity to
1:31:58 uh Echo what my fellow council members
1:32:01 have said I appreciate the pace of
1:32:03 growth of this
1:32:05 um of this program or the of the uh
1:32:09 response to the need in our community I
1:32:12 think it is a great great example of how
1:32:14 we use data
1:32:16 to shape a program because going into it
1:32:20 we didn't know exactly what the need was
1:32:22 and as we have proceeded we have learned
1:32:25 over and over again that the need is
1:32:27 much greater than we originally
1:32:30 anticipated and I really want to commend
1:32:33 the staff for using the data that except
1:32:36 for example the the information we
1:32:38 received tonight
1:32:39 and use that data to help shape a really
1:32:43 really effective program and so I can't
1:32:47 thank the staff enough
1:32:50 we have succeeded here in Issaquah where
1:32:53 others have failed spectacularly and
1:32:56 also where others such as that big city
1:32:59 to the west of us can't seem to even
1:33:02 start and we have plunged in not knowing
1:33:06 every answer not knowing everything that
1:33:09 that we needed to know we've learned as
1:33:11 we've gone and uh and out of that has
1:33:15 come a really Stellar uh response to the
1:33:18 needs in our community so thank you to
1:33:20 the staff and I will obviously be
1:33:22 supporting the motion thank you so much
1:33:27 thank you Deputy council president Hall
1:33:31 um thank you I just wanted to
1:33:34 um first and foremost can't begin
1:33:36 tonight's comments without saying Monica
1:33:39 to you and to director Watling and
1:33:41 everyone in the human services division
1:33:44 first and foremost we rely on the work
1:33:45 that you do so much and every single
1:33:47 member of the community here in Issaquah
1:33:50 and every time that you come before us
1:33:52 with a proposal it is collected it is
1:33:54 intelligent it is well put together it
1:33:57 is excellent in every sense of the word
1:33:59 so first and foremost I just want to
1:34:00 thank you for everything you do and for
1:34:03 making our job easy up here on the dice
1:34:05 at times all the time
1:34:07 um second
1:34:08 um councilmember Michelle brought up
1:34:09 that the need
1:34:11 exceeds you know our capacity to do good
1:34:13 I was really struck by some of the data
1:34:16 that's in here so I wanted to highlight
1:34:18 some of it in particular your emphasis
1:34:21 of the need for really intensive Case
1:34:24 Management Services to support the
1:34:26 transition for these individuals and to
1:34:28 prevent re-entering homelessness again
1:34:30 and being trapped in the cycle
1:34:33 um and I thought some of the data that
1:34:36 you had covered in here was really
1:34:37 compelling seven thousand to ten
1:34:39 thousand police department calls a year
1:34:41 that involves some element of Behavioral
1:34:43 Health you walked us through that chart
1:34:44 a little bit too
1:34:46 two to three weeks of assistance for
1:34:48 folks with moderate needs who just need
1:34:50 some assistance navigating the systems
1:34:53 that are in place for supports two to
1:34:55 three years of assistance for folks with
1:34:57 high needs and can't navigate the system
1:35:00 alone these people can't navigate the
1:35:02 system of loan and we are providing a
1:35:04 service to help them do it and re-enter
1:35:06 a transition out of homelessness out of
1:35:11 High needs in Behavioral Health and we
1:35:14 should just feel very good about the
1:35:16 work that we're doing here is dignified
1:35:17 and it is worth every dollar that we put
1:35:20 into it so again thank you for that
1:35:22 um I also just want to say you know
1:35:23 currently I saw that there were 103 131
1:35:26 people in our database and many of them
1:35:29 are still inactive as well meaning we're
1:35:32 either staff capacity or we're trying to
1:35:35 reach out and we haven't heard back so
1:35:37 this added capacity will be able will
1:35:39 help us get those people over to active
1:35:43 status so then we can graduate them out
1:35:44 of the program as well
1:35:46 um so I really appreciate that this
1:35:48 proposal creates this new capacity for
1:35:50 our co-response model but also
1:35:51 emphasizes and maintains our emphasis on
1:35:54 case management and it's definitely a
1:35:57 balanced approach to you know address
1:35:59 the problem also then study the other
1:36:01 elements of the problem we don't
1:36:02 understand fully to analyze whether or
1:36:05 not 24 7 coverage makes sense in the
1:36:08 future so once again excellent work and
1:36:10 I'll be supporting the motion
1:36:12 councilmember hunt
1:36:14 thank you I'll be brief I agree with my
1:36:16 colleagues that have spoken before me on
1:36:18 the importance of this program and
1:36:21 particularly on it being a multiplier as
1:36:23 council member Moritz said I think it
1:36:26 this program allows us to address more
1:36:29 of the needs that our community has in
1:36:33 the behavioral health space and mental
1:36:36 health space than either the Issaquah
1:36:38 Police Department could address on their
1:36:40 own or the Behavioral Health Department
1:36:43 could or at the um Human Services
1:36:46 Department could address on their own so
1:36:48 I am fully supportive and I look forward
1:36:51 to more conversations as we see how this
1:36:55 program progresses as far as whether
1:36:58 there is a need for that 24 7
1:37:00 component so I look forward to
1:37:02 continuing seeing the data on that and
1:37:04 I'm fully supportive of the step we're
1:37:06 taking tonight
1:37:09 I don't think my council members left me
1:37:12 anything else to praise other than plus
1:37:14 one plus one I mean we really are
1:37:18 blessed by the way that this program has
1:37:21 progressed
1:37:22 we are blessed by the fact that it's
1:37:24 because there is so much need out there
1:37:26 but we're being responsive to that and
1:37:28 so I just I really appreciate all that
1:37:31 we have done as a collective City to
1:37:34 address this

1:39:00 whole so we're really looking to treat
1:39:04 this portion of the meeting similar to
1:39:06 that in that we're trying to provide
1:39:08 feedback um so we'll have a little bit
1:39:11 um discussion at that point so I would

1:39:29 Robert hamoud tonight to talk about
1:39:31 Police Court and City Hall planning
1:39:33 future options and funding
1:39:35 so purpose of tonight's presentation is
1:39:38 to provide follow-up from the May
1:39:43 May 8th a committee of the whole meeting
1:39:46 provide some further analysis on City
1:39:48 Hall space let me give you just a moment
1:39:50 can you change
1:39:52 um the presentation there in case
1:39:56 we weren't your screen would may be
1:39:58 small on your side but it was really
1:40:00 small thank you right okay thanks
1:40:04 all right I also provide some further
1:40:06 analysis on City Health space and
1:40:08 revenue options receive City council's
1:40:10 feedback and then review some next steps
1:40:18 so um the direction needed tonight is
1:40:21 threefold the first is should Public
1:40:23 Safety facility Investments for Issaquah
1:40:25 police renovating uh 130 East Sunset Way
1:40:28 Municipal Court building a new facility
1:40:31 in close proximity to police and City
1:40:34 Hall either building an Old Town campus
1:40:37 or purchasing and renovating an existing
1:40:39 building be included in the capital
1:40:40 Improvement plan
1:40:42 Administration is recommending
1:40:44 attachment a which is in your packet
1:40:46 which is a new uh page that would be
1:40:49 included in the CIP for adoption on June
1:40:52 26th it's important to note here that
1:40:54 that page includes both City Hall
1:40:57 options in that it's both building a
1:41:00 campus an Old Town or purchasing and
1:41:03 renovating existing building the uh
1:41:05 estimated amount is the amount you've
1:41:07 seen before that we've talked through
1:41:09 building in Old Town we we selected the
1:41:12 more expensive option knowing that this
1:41:13 is just a plan and as we continue to
1:41:16 refine and really look at options we can
1:41:18 always update the CIP at a later date
1:41:21 so that's the first item the second is
1:41:24 should the city start the Surplus
1:41:25 process for City Hall Northwest with
1:41:27 proceeds to go towards facility needs
1:41:30 and administration is recommending to
1:41:32 start that process as we've discussed a
1:41:34 few times already we do have concerns
1:41:37 with the existing condition of City Hall
1:41:38 Northwest and the location is also not
1:41:41 very ideal or accessible for our
1:41:44 community so we have a new surplus
1:41:47 policy that the council adopted earlier
1:41:48 this year that has very specific
1:41:50 criteria and a process for assessing
1:41:53 whether a property is ready for Surplus
1:41:55 so the recommendation is that the
1:41:57 administration start that process try
1:41:59 out our new criteria and our new policy
1:42:01 and come back to council with a further
1:42:03 recommendation and then the third is
1:42:05 what other information does the city
1:42:07 council need regarding a public safety
1:42:09 Levy lift Bond Vote or the public safety
1:42:12 sales tax and does council have a
1:42:14 preferred Revenue option
1:42:18 a quick recap of our last meeting there
1:42:20 was General support to further assess
1:42:22 two of the options for City Hall space
1:42:24 option one or I'm sorry option A is
1:42:27 building a municipal campus in Old Town
1:42:29 or option b is the renovating and
1:42:31 purchasing an existing building
1:42:32 and then Revenue options were also
1:42:34 presented including the levy lid lift
1:42:36 for Public Safety the voter approved
1:42:38 Bond or the public safety sales tax a
1:42:41 quick note that there were no questions
1:42:43 at the last meeting about the sales tax
1:42:44 so there's no additional information in
1:42:46 the presentation tonight
1:42:49 just to follow up on a few questions
1:42:51 that we heard from Council Members at
1:42:53 previous meetings one was around parking
1:42:56 and whether the required parking that we
1:42:59 were first presenting how that compared
1:43:02 to actual use for our uh our spaces and
1:43:06 so our City's current parking
1:43:08 requirements do factor in typical use of
1:43:10 both employees and customers based on
1:43:12 square footage
1:43:13 however if the Old Town plan planning
1:43:16 process continues the administration
1:43:18 recommends conducting a full
1:43:19 Transportation demand study there are
1:43:22 300 parking spaces located near City
1:43:24 properties here in Old Town a
1:43:26 significant portion could count toward a
1:43:29 full campus parking plan but we've also
1:43:31 built this campus over many decades and
1:43:33 it's time to assess that
1:43:37 also there were questions questions
1:43:38 there from council member mert
1:43:42 um yeah well yeah I'm gonna hold just
1:43:44 for a minute or two I see you're moving
1:43:46 to a slide that has to do with the
1:43:47 timeline so I I have questions about
1:43:49 timelines but I'll wait to hear the
1:43:51 presentation
1:43:54 next there were some questions at the
1:43:56 last meeting about just general
1:43:57 timelines for both option A or option b
1:44:00 and so we worked with our our consultant
1:44:02 uh the Stow team uh just to do some just
1:44:05 some general estimates of how much time
1:44:07 would be required for each option so
1:44:09 building a municipal campus in Old Town
1:44:11 would take probably about a year for the
1:44:13 architecture engineering design and
1:44:15 about two years up to two years for
1:44:17 construction versus option b of
1:44:19 purchasing and renovating an existing
1:44:21 building in Issaquah would probably take
1:44:23 about nine months in the planning
1:44:24 process in another nine months for
1:44:26 construction before it was move-in ready
1:44:30 now do you have a question yes
1:44:32 now I do have a question yeah um help me
1:44:35 understand
1:44:36 um the timing of
1:44:39 finding an option and deciding on an
1:44:43 option versus funding an option because
1:44:46 it seems like there's a real spread on
1:44:49 potential cost and that could
1:44:52 potentially impact
1:44:54 you know people's uh perception on what
1:44:56 the best funding mechanism would be and
1:44:59 you know part of me would rather figure
1:45:01 out what we wanted to do and then figure
1:45:04 out how to pay for it rather than saying
1:45:07 uh we'll figure out how to pay for it
1:45:09 and then figure out what we want so can
1:45:11 you can you talk about the timing of
1:45:13 those decisions and and they how does
1:45:16 that have to work
1:45:18 yes so tonight tonight where our
1:45:20 recommendation is that both options are
1:45:22 included in the CIP and that we have a
1:45:24 bit more time to assess both options A
1:45:27 and B

1:45:38 about 20 existing properties that fit
1:45:40 our needs for City Hall and so letting
1:45:42 us have some time to do that due
1:45:43 diligence
1:45:44 um will I think help in narrowing down
1:45:47 those options so that we do have that
1:45:50 you know whatever the goal is and then
1:45:52 work toward funding toward that
1:45:54 yeah so when the when the time comes
1:45:57 assuming we
1:45:59 decide something that we want to do do
1:46:02 we have to
1:46:04 can we decide what we want to do before
1:46:07 we decide how we want to fund it
1:46:11 okay because I'm seeing a preferred
1:46:13 Revenue you know does council have a
1:46:15 preferred Revenue option and without
1:46:18 knowing you know whether it's 15 million
1:46:21 dollars or 50 million dollars that that
1:46:23 would have an impact on my personal
1:46:25 preferred Revenue
1:46:27 and I think administration's looking
1:46:29 tonight for are there other questions
1:46:30 you have around any of those Revenue
1:46:32 options there's more information that we
1:46:34 can come back to you with in the future
1:46:36 that's the first sentence of that bullet
1:46:38 item but the second sense is does
1:46:39 council have a preferred Revenue option
1:46:41 so I just wanted to make sure I
1:46:42 understood whether that was required at
1:46:45 this point and what I'm hearing is that
1:46:47 it's not required at this point thank
1:46:48 you no
1:46:50 I'm seeing lots of head shaking saying
1:46:52 no it is not required uh Deputy council
1:46:55 president Hall oh and um building off
1:46:58 that remind me if I got this right from
1:47:00 a previous meeting but we essentially
1:47:01 need to be able to find eight to nine
1:47:04 million dollars of Revenue
1:47:06 a year to pay off debt is that right or
1:47:09 bonding is that right
1:47:11 councilmember Hall back to council
1:47:13 member Mart's point it also depends on
1:47:15 the options you choose so that was the
1:47:18 higher end is what we're talking about
1:47:19 this again tonight
1:47:25 okay go ahead
1:47:28 great just a few other answers to other
1:47:30 questions one was around demolition
1:47:31 costs and had we
1:47:33 um included those in our estimates we
1:47:35 had not so if there were options that
1:47:37 would require the demolition of City
1:47:38 Hall South
1:47:40 um here are the cost estimates they uh
1:47:42 then there's the added cost on that
1:47:44 right hand column if asbestos is
1:47:46 included we're not clear on that for
1:47:48 either building and then also for fire
1:47:49 station 71 if that was an option
1:47:53 another question about whether uh fire
1:47:55 station 71 site would accommodate a
1:47:57 one-story subgrade garage the answer is
1:48:00 yes uh the water table is on average 30
1:48:02 feet below ground at that southern edge
1:48:04 of Veterans Memorial Field adjacent to
1:48:07 City Hall
1:48:09 there were some questions around
1:48:10 customer traffic we mined some data to
1:48:13 share with you the first is for much of
1:48:16 2022 our main permit counter which
1:48:20 Services the permit Center customers
1:48:24 many police customers and Utility
1:48:26 Billing averaged about six or seven
1:48:28 walk-in customers per day that doesn't
1:48:30 include pushing the button at PD also to
1:48:39 council member D Michelle do you have a
1:48:41 question
1:48:42 oh thanks
1:48:44 um uh on I'm going back to the I think
1:48:47 the previous slide about the underground
1:48:49 garage
1:48:51 um you said you looked at that for the
1:48:53 area around fire on District 71 uh what
1:48:56 about
1:48:58 um have we looked at a possibility of
1:49:00 underground uh garage on the
1:49:03 south side of sunset or any place else
1:49:06 or is it just that one location that
1:49:09 we've looked at for an underground
1:49:10 garage
1:49:11 so far we just looked at that one
1:49:13 location but we can look at others too
1:49:18 thank you
1:49:20 uh all right so
1:49:22 um back to customer traffic six to seven
1:49:24 customers per day that doesn't include
1:49:27 those that ring the bell at PD so
1:49:29 there's another option there but that's
1:49:30 typical traffic at the bottom floor of
1:49:33 city hall and then we ask Court to also
1:49:35 start telling customers and so an
1:49:36 example of a recent week they had 20
1:49:38 walk-in customers
1:49:41 there was also questions about what
1:49:42 other properties the city owns that
1:49:44 could be used for Revenue besides City
1:49:45 Hall Northwest as you know our property
1:49:48 use varies quite widely I included in
1:49:52 your packet a list of all king or I'm
1:49:54 sorry of All City of Issaquah properties
1:49:57 and then the King County assessed value
1:49:59 which I should notice typically much
1:50:00 lower than market value
1:50:02 and also important to note is we are
1:50:04 just now starting a facility condition
1:50:06 assessment which we're quite excited by
1:50:08 and that will give us a really good
1:50:09 Baseline on the status of all of our
1:50:11 buildings and any deferred maintenance
1:50:14 or maintenance moving forward that's
1:50:15 needed
1:50:18 there was also a question around this
1:50:21 slide or this chart that was assessing
1:50:24 option A and option b and how they would
1:50:27 align to our project goals and these
1:50:30 were categorized by likely somewhat
1:50:31 likely and not likely and there were
1:50:32 some questions for a bit more detail on
1:50:35 so just briefly both option A and B do
1:50:38 ensure safety so they would likely
1:50:39 provide police and Court adequate
1:50:41 facilities for modern safety standards
1:50:43 as far as stewarding public dollars
1:50:45 option A would have more upfront costs
1:50:48 while option b would have less upfront
1:50:50 costs
1:50:51 as far as customer service option A and
1:50:53 Old Town would likely be adjacent to
1:50:55 other Civic Services we have many other
1:50:57 services here in Old Town and located
1:51:00 where people choose to gather and visit
1:51:02 option b is unknown so not likely to
1:51:06 also be near other Civic Services most
1:51:08 of which are in Old Town and unclear if
1:51:10 the location be a place where people
1:51:12 choose to gather and visit
1:51:14 as far as economic development Old Town
1:51:16 would likely retain the community's
1:51:18 vibrancy I'm here in downtown
1:51:21 while option b would likely support
1:51:24 Community vibrancy elsewhere in the city
1:51:27 both options would provide Community
1:51:28 amenities of accessible indoor community
1:51:31 meeting spaces which we heard from the
1:51:33 community at the very beginning this
1:51:34 project and we did that survey that
1:51:36 finding indoor space is very difficult
1:51:39 in town and how important that is to our
1:51:41 community
1:51:42 and then environmental stewardship so
1:51:43 both can likely attain lead platinum or
1:51:45 higher I have been in touch with our
1:51:47 sustainability team they are very
1:51:49 excited to assist if needed in assessing
1:51:52 the potential climate impact of each
1:51:54 option as we start drilling down and
1:51:56 know more about these options
1:52:01 as I mentioned there are about 20
1:52:03 existing buildings in Issaquah that
1:52:05 would meet our space requirements for
1:52:06 City Hall this excludes the warehouse
1:52:08 and Industrial
1:52:10 and most retail but pursuing any kind of
1:52:14 off-market opportunity could take a
1:52:15 significant amount of time
1:52:18 and with that all handed over to our CFO
1:52:20 to cover some of the revenue
1:52:32 in the next slide we're talking about
1:52:34 the general Levy little lift
1:52:37 and this is one of the options that was
1:52:40 presented to the m i Committee in May
1:52:42 and also we did mention this option as
1:52:45 well at the retreat earlier this year
1:52:47 with the city council the lidlift
1:52:51 would focus at least on the proposal
1:52:53 here would be a general public safety or
1:52:56 lid lift this scenario is focused on
1:52:59 Public Safety but it's up to the council
1:53:00 to determine the language of the lid
1:53:03 lift and what type it would be it would
1:53:04 be subject to voter approval either in
1:53:07 the primary the general elections and
1:53:08 it's a 50 plus one percent approval
1:53:10 threshold
1:53:12 and debt for new facilities and this is
1:53:15 a key point to this would actually be
1:53:17 issued from the general fund so you're
1:53:18 growing the general fund and then you're
1:53:20 issuing debt independently of the vote
1:53:23 for the levy lid lift it would not be
1:53:25 tied to the lidlift itself and be tied
1:53:27 to the general fund
1:53:29 and then the property owners pay the
1:53:31 excess amount based on the ballot
1:53:32 initiative East excess 100 Levy
1:53:36 generates approximately 1.34 million
1:53:39 dollars of Revenue annually again the
1:53:42 100 would be excess for an average
1:53:45 household in Issaquah
1:53:52 the next option that was presented to
1:53:55 the committee was a voter approved bonds
1:53:57 so this is a little different than the
1:53:59 levy lidlift where voters are seeking
1:54:02 approval for a specific project for
1:54:04 specific or a list of projects issued on
1:54:06 a bond with a bond issuance and the
1:54:09 difference is this must be at a 60 plus
1:54:11 one percent threshold and you can see
1:54:13 below there's some other qualifications
1:54:16 based on previous voter turnouts for
1:54:18 approval of these bonds
1:54:20 and if it passes it can cover the entire
1:54:22 amount of the issuance of facilities and
1:54:24 infrastructure or anything else that's
1:54:26 attached to that bond issue that's also
1:54:28 in the language of the ballot initiative
1:54:30 and a tax levy
1:54:34 would sense that after 20 years if
1:54:36 you're going for 20 years you could do
1:54:37 25 years 30 years but if we're looking
1:54:39 at a 20-year Levy with sunset after that
1:54:41 period
1:54:42 and again the average impact of property
1:54:44 owner just depends on what the total
1:54:46 amount of the bonds that you're issuing
1:54:50 and so we wanted to just show this slide
1:54:53 we showed this during the property tax
1:54:55 presentation
1:54:56 last year and this slide we're just did
1:55:00 you have a question sir yes we have a
1:55:02 question thank you I have a question
1:55:04 um I want to see if you can guess what
1:55:06 my question is
1:55:07 foreign
1:55:12 why why do we not have that listed as
1:55:14 one of our options given that our
1:55:16 immense uh councilmatic bonding
1:55:19 Authority
1:55:20 so immense consomatic bonding Authority
1:55:22 one of the one of the key components of
1:55:24 his supporting it with the general fund
1:55:27 and so right now as far as what
1:55:29 scenarios and looking at the cost of all
1:55:31 three facilities that we're looking at
1:55:33 it's been determined that at least what
1:55:36 we're looking at on the surface we do
1:55:37 not have that ability to guarantee The
1:55:40 Debt Service for a long period of time
1:55:43 based on those three facilities were
1:55:45 like police fire I'm I'm surprised to
1:55:48 you say that because when I started on
1:55:50 Council many years ago we had a much
1:55:53 higher councilmatic debt as a fraction
1:55:56 of our uh of our general fund and and
1:55:59 that was just fine and we had no
1:56:01 problems and we managed to get Triple A
1:56:03 uh rating despite having a significantly
1:56:06 higher consomatic Bond than we have
1:56:08 currently I I would suggest that
1:56:11 respectfully this is a council policy
1:56:15 level decision to have a con
1:56:17 conversation about whether to do
1:56:19 consomatic or not and I I believe it
1:56:22 should be considered I'm not necessarily
1:56:24 saying I'm in favor because I get it
1:56:26 just it just goes to the bottom line and
1:56:28 whatever whatever you find you just have
1:56:30 to immediately start paying for I get it
1:56:32 but I do believe it's something we
1:56:34 should understand as it compares to
1:56:36 other funding methods thank you
1:56:45 and I can I can I'm going to mention
1:56:46 just what the difference is at the end
1:56:48 of this too to
1:56:50 answer council member Marx's comments
1:56:52 the levy of lidlift it can be placed on
1:56:54 any ballot measure requires a 50.1
1:56:56 percent approval revenue generated would
1:57:00 increase one percent annually so it does
1:57:01 include
1:57:03 the one percent the council would pass
1:57:05 annually on the base it would also go to
1:57:07 the excess and also newly assessed
1:57:10 properties would be part of that
1:57:12 property tax you're collecting there's
1:57:13 no Sunset date on the new revenues
1:57:16 and it cannot be used directly for the
1:57:18 issuance of bonds if it was it's limited
1:57:21 to a nine-year collection period bonds
1:57:24 and so the voter approved Levy again
1:57:26 would extend through the repayment
1:57:28 schedule the bonds as I talked about one
1:57:30 of the cons are is harder to pass and
1:57:32 again the other option as far as just
1:57:34 going councilmatic General obligation
1:57:36 Bond that's still in the full faith and
1:57:38 credit of the general fund meaning that
1:57:41 obligation would be higher than anybody
1:57:43 anything else so if it's competing with
1:57:45 service levels the bond repayment would
1:57:48 be first otherwise your jeopardizing the
1:57:50 credit rating and the full faith and
1:57:51 credit of the city
1:57:52 so that would be the difference with the
1:57:54 just issuing directly from the general
1:57:59 and so property taxes we just wanted to
1:58:01 show this chart again that nine cents of
1:58:05 every dollar
1:58:06 in average taxpayer pays in the City of
1:58:09 Issaquah for property taxes actually
1:58:10 goes back to the city this is something
1:58:12 where again we talk about limited
1:58:14 revenues of the city collects compared
1:58:16 to the other pots and it's actually
1:58:17 going down now with the mental health
1:58:19 Levy increase that has an average impact
1:58:22 I believe about 116 to 120 dollars per
1:58:25 homeowner so that nine cents will
1:58:26 actually drop a bit when that's enacted
1:58:28 and so you can see that we don't collect
1:58:32 you know we collect less than 10 percent
1:58:33 less than 10 cents of what you're
1:58:35 getting for every dollar
1:58:40 so the next one here is the estimated
1:58:43 debt cost by facility I know there's a
1:58:44 question earlier about this
1:58:46 this is kind of the menu of options so
1:58:49 to speak you can see the fire station
1:58:50 cost up front the fire station is
1:58:52 already in the capital Improvement
1:58:54 program
1:58:55 fire station relocation estimated costs
1:58:58 32 million you can see that going over
1:59:00 that Debt Service alone 2.8 million
1:59:02 about a 211 dollar average impact of
1:59:06 Property Tax Center we're assuming the
1:59:08 house assessed at about 1.1 million
1:59:09 dollars of value police in court again
1:59:13 that's the police renovations
1:59:15 and a new court facility adjacent to it
1:59:18 would be the 19 million estimated Debt
1:59:20 Service for for that upgrade plus the
1:59:23 new building would be 1.6 million at 120
1:59:26 impact to a tax homeowner
1:59:29 and then you see the option A that was
1:59:31 discussed earlier by autumn that was 45
1:59:34 to 49 millions that range that's about a
1:59:36 three to three point three million we're
1:59:38 assuming a five percent
1:59:40 um interest rate by the way
1:59:41 and the average impact you can see 225
1:59:44 to 250 and then the option b is less the
1:59:46 purchase and renovate option it should
1:59:49 be 17 to 28 on the Range that we're
1:59:50 looking at right now between seven to
1:59:52 1.5 if you were to issue debt
1:59:55 we have a question from council member
1:59:57 marks
1:59:59 um what what would be the components of
2:00:01 the 10 to 15 million dollar City cash
2:00:03 contribution
2:00:05 so the city cash contribution assumes
2:00:07 surplusing of City properties including
2:00:09 City Hall Northwest as discussed and
2:00:11 also mitigation fund proceeds that we
2:00:15 from Lakeside I believe
2:00:18 which is just under 5 million thank you
2:00:21 and I actually have a question can you
2:00:24 talk through the
2:00:26 estimated annual Debt Service let's just
2:00:30 choose option A for an example what that
2:00:34 would be
2:00:35 um what that means if we were to go for
2:00:38 those General obligation councilmanic
2:00:40 bonds what that would cost us each year
2:00:43 I assume adding those three items up
2:00:47 would be our cost every year so we could
2:00:51 either choose to pay for it directly out
2:00:55 of general fund if we were going to go
2:00:57 to the councilmanic bond route or if we
2:01:02 were looking at
2:01:04 the one of the versions of a levy that
2:01:09 would be based on property tax which is
2:01:10 what is estimated in the column three
2:01:14 right so that would be so a councilmatic
2:01:17 if there was no tax option would just be
2:01:20 would be zero average impact but that
2:01:22 debt service number is still there so
2:01:23 the city would have to obviously come up
2:01:25 with that debt service number without
2:01:26 that property tax impact and and just to
2:01:29 be clear again on the lid lift option
2:01:31 that's just to increase the general fund
2:01:33 so the bond itself is not it would be
2:01:35 the same issuance that you would do if
2:01:37 it was councilmatics it would be a
2:01:38 calciumatic issue

2:01:49 council member Hall's question earlier
2:01:52 when he mentioned the total debt service
2:01:53 that was the all-in cost adding option a
2:01:56 police and courted fire that was our at
2:01:59 least the Rangers we're looking at right
2:02:00 now that would be the average the all-in
2:02:03 costs the highest Debt Service
2:02:06 so comparison of the city levees so
2:02:08 again if we're looking at property tax
2:02:09 levies for a home value to 1.1 million
2:02:12 we're actually at the low end of the
2:02:13 comparisons with other communities right
2:02:15 here you can see Snoqualmie and
2:02:17 Sammamish or the higher ends because
2:02:18 they're more property tax dependents so
2:02:20 they've used lifts more than other
2:02:22 cities around them but even bellevue's
2:02:24 use the load lift some Amish had or
2:02:26 Redmond has Kirkland has so we are lower
2:02:27 right now you're looking at about
2:02:30 777 dollars compared to obviously the
2:02:33 most extreme case here Snoqualmie 166.
2:02:44 so next step
2:02:50 so in closing here's some next steps
2:02:52 June 26th city council
2:02:55 um will be voting on the adoption of the
2:02:58 2024 the 2029 CIP
2:03:01 um from July to September Administration
2:03:02 will continue assessing both of those
2:03:04 City Hall options we discussed tonight
2:03:06 as well as the funding tools and
2:03:09 findings will then be presented in
2:03:10 September for City council's further
2:03:11 review and direction
2:03:13 by August Administration would return
2:03:15 with the staff report analysis on the
2:03:16 potential surplus of City Hill Northwest
2:03:18 for city council consideration and
2:03:20 potential action and then in October to
2:03:22 December depending on how the assessment
2:03:24 goes we could do some potential public
2:03:27 engagement to begin helping to refine
2:03:29 the project
2:03:32 with that we're here to answer any
2:03:34 questions
2:03:38 do we have any questions that weren't
2:03:40 asked during the presentation
2:03:45 okay we'll start with councilman
2:03:49 um thank you thank you for providing the
2:03:50 information about the other City
2:03:52 properties assessments I wondered if
2:03:55 we're going to have the information from
2:03:57 the study that is going to be done in
2:04:00 terms of what could potentially be
2:04:02 surplused in time to consider that with
2:04:06 the other options that we would have
2:04:10 um basically a question about the timing
2:04:11 when we expect to get that information
2:04:13 back and how could it fit into our
2:04:15 process
2:04:16 good question so our assessment um is
2:04:19 we'll be underway very soon with the
2:04:20 goal that it's done by end of year so
2:04:23 you know we could wait a few more months
2:04:25 if that was a decision point for Council
2:04:28 that would be needed as far as assessing
2:04:30 other properties for potential Revenue
2:04:35 let me clarify just so I make sure are
2:04:37 you talking about just the Surplus
2:04:40 report for City Hall Northwest or a
2:04:44 report on all of the facilities I report
2:04:47 on all of the facilities
2:04:50 but we are looking for direction we
2:04:53 believe that we should move forward now
2:04:54 with the process for City Hall Northwest
2:04:56 so that would be front of the line
2:05:00 so we one of the things we're going to
2:05:02 do here is provide feedback of our
2:05:04 whether we're ready to start that
2:05:06 process but then we have already in the
2:05:10 works kind of this idea that we're going
2:05:12 to work on understanding what the
2:05:14 maintenance and costs and requirements
2:05:17 are for all of our facilities
2:05:19 yes we we won't have a recommendation on
2:05:21 say which properties on that list should
2:05:23 be surplused or what you know what the
2:05:25 next steps are for those properties it's
2:05:26 step one and better understanding each
2:05:28 of our properties and what their needs
2:05:30 are in the long term just to help us
2:05:32 start better budgeting for and for
2:05:34 maintenance for our facilities

2:06:09 as a page just for a community's sake or
2:06:12 do you think that would more
2:06:14 confusion to it
2:06:17 we are you know we approach this in one
2:06:20 page we had a lot of discussion around
2:06:21 this too we approached it with one page
2:06:24 and that it is one project and so
2:06:25 showing it that way in the CIP and went
2:06:28 for the the highest amount again for
2:06:30 planning purposes only knowing that
2:06:33 we'll be doing more assessment around it
2:06:34 I did include option b in the
2:06:37 description that said that City Hall
2:06:38 would be either option A or option b
2:06:41 um so that that is listed in the
2:06:43 description
2:06:50 okay and I see council member D Michelle

2:06:59 um Paul's comment because I am I'm
2:07:03 really concerned about the messaging
2:07:05 that we give to the public we say that
2:07:07 we're going to have a public Outreach

2:07:12 um it looks like we've settled on an
2:07:14 option when we look at that page and I'm
2:07:17 just thinking about something as simple
2:07:19 as saying two options
2:07:22 um for you know in the headline just
2:07:25 change the headline to two options for
2:07:27 and then the rest of the headline uh and
2:07:30 what I'm I'm just wondering if that
2:07:32 wouldn't
2:07:33 um solve our problem but also send the
2:07:36 message that
2:07:38 um we have not made a final decision uh
2:07:41 you know we we all know staff knows and
2:07:44 the council knows uh how to read those
2:07:46 CIP pages but I think that the general
2:07:49 public just looking at that page would
2:07:52 go oh they've already decided and
2:07:54 there's no guarantee that they're going
2:07:55 to read
2:07:56 the rest of the description so I have
2:08:00 the I just want to say that I have the
2:08:02 um concern that councilmember Hall has
2:08:04 that we're sending the wrong message
2:08:06 with that CIP page
2:08:10 and we can definitely work to update the
2:08:12 title and even make it the description a
2:08:13 bit more clear if you really want to
2:08:15 reiterate that there are two options and
2:08:16 decisions not been made and a range of
2:08:18 costs that varies greatly
2:08:23 okay so I think I'm going to use that as
2:08:25 a jumping off point for discussion so
2:08:30 the way I see it there's kind of I mean
2:08:33 there's definitely the three questions
2:08:35 they need for direction
2:08:38 um the first is
2:08:40 you know should
2:08:44 we have something in the CIP the second
2:08:47 is should we start the Surplus process
2:08:50 for City Hall Northwest and the third is
2:08:52 talking about financing
2:08:54 so I'm wondering can we get into any of
2:08:59 these comments or questions or Direction
2:09:01 on the CIP and then just go down the
2:09:07 anybody want to start it off council
2:09:10 member hunt
2:09:12 as far as the CIP I am very interested
2:09:16 in option b it saves the community a lot
2:09:20 of money
2:09:22 um and so I think it does send a more
2:09:25 clear message that both of these options
2:09:27 are still on the table to have the range
2:09:28 as you were just suggesting
2:09:31 um and to put them sort of on equal
2:09:35 um equal footing in the CIP page I that
2:09:38 would also make it easier for me to
2:09:40 support
2:09:42 um I think since it's a planning
2:09:43 document if we're planning for the
2:09:45 highest expenditure option it looks like
2:09:46 we did we are planning for that and I
2:09:49 that's not yet the case

2:10:23 I do support uh putting this in the CIP
2:10:26 as long as we are showing that there are
2:10:29 still two options on the table

2:11:30 like to explore if there's a way to get
2:11:33 more information about other things that
2:11:36 we might consider surplusing other
2:11:37 properties it sounds like that time the
2:11:40 timeline for the study that is really
2:11:42 looking at maintenance is not going to
2:11:44 line up with our decision making process
2:11:46 and so that would be a concern because I
2:11:49 do think we're asking or we're
2:11:51 contemplating a very expensive project
2:11:54 here and so we should you know have our
2:11:56 due diligence on all the other options
2:11:58 that we could use to fund this as a city
2:12:00 including looking at what other
2:12:02 properties we could Surplus
2:12:06 council president the members of the
2:12:08 council
2:12:09 we agree and I think what we're trying
2:12:11 to say is that we want to respect the
2:12:14 process that the council has articulated
2:12:16 for surplusing we want to make sure that
2:12:19 that first step about maintenance and
2:12:21 viability is taken care of with that
2:12:24 said we agree we would like to move
2:12:27 forward we would like to Surplus those
2:12:28 properties that you ultimately feel are
2:12:30 no longer necessary and we would like to
2:12:32 do it so those proceeds could be used
2:12:34 toward the projects you're talking about
2:12:36 this evening we want to be respectful of
2:12:38 the process City Hall Northwest is sort
2:12:41 of the uh you know the front of the line
2:12:44 and the bill we have worked diligently
2:12:47 city clerk Tisha Geezer has practically
2:12:50 moved into City Hall Northwest since
2:12:52 it's been vacated of other staff
2:12:54 it is a major undertaking that she has
2:12:57 led to digitize all those records we are
2:13:00 finally at the point where we feel we
2:13:01 can walk out and shut the door behind us
2:13:03 and we don't want to spend any more time
2:13:05 with that building
2:13:08 um there but councilmember hunt we hear
2:13:10 you we agree with you but we also want
2:13:13 to respect the process of the community
2:13:14 has an opportunity to weigh in various
2:13:17 City properties have various uses some
2:13:20 are Community focused some aren't we
2:13:22 want to go through all that but we're
2:13:23 going to do it as diligently as we can
2:13:25 so that once you decide what you're
2:13:27 willing to sell we can sell it and put
2:13:29 the money toward these other projects
2:13:33 so let me expand on some of that
2:13:38 when do we need to make a decision about
2:13:43 our financing options and how does that
2:13:45 relate to when this
2:13:48 facility maintenance report will be
2:13:51 available
2:13:56 council president Walsh you do not have
2:13:59 to make a decision immediately on the
2:14:00 finances you can
2:14:02 go through the process obviously make
2:14:04 the recommendation finalize what
2:14:06 building what options you want to do
2:14:08 first and then we haven't even talked
2:14:10 about timing of if if you were to go to
2:14:13 voters what the time would be or even
2:14:14 the timing if you're going to issue
2:14:15 bonds from General Obligations so that
2:14:17 is open at this point
2:14:19 okay and a follow-up question if we
2:14:22 decided to go with one of the financing
2:14:25 options and then at some point in the
2:14:29 next year or something we decided to
2:14:32 Surplus and sell a property what effect
2:14:36 would that have and is it different
2:14:39 depending on the different
2:14:40 financing options
2:14:43 do you mean after you've issued the
2:14:45 bonds
2:14:46 either after we've issued or after we've
2:14:48 put together a campaign and you know
2:14:51 proposed it to voters
2:14:55 that's a very good question in terms of
2:14:59 of Levy you could
2:15:04 I mean one of the options you could take
2:15:06 councilmatically for example
2:15:08 without having to go back to voters to
2:15:10 reverse you could actually do uh not
2:15:13 take the one percent for example on that
2:15:15 excess so you could you could cap it so
2:15:17 it doesn't grow you could also repay the
2:15:20 loans earlier so that I retires earlier
2:15:22 so there's there's several options you
2:15:24 could do to address it

2:15:41 uh what other information does the city
2:15:44 council need regarding any of the
2:15:47 financing options and do we have a
2:15:49 preferred Revenue option council member
2:15:57 I don't really I mean I've
2:15:59 I actually have a question about
2:16:01 something else in here and I I just
2:16:02 realized there isn't a good forum it's
2:16:04 not it's not in any of these three
2:16:06 questions specifically but it's really
2:16:09 around additional information that I
2:16:12 would need not around the financing side
2:16:16 but around the Old Town campus versus
2:16:20 purchase renovate can I can I say what
2:16:23 the additional information I would need
2:16:25 around that so I look at this alignment
2:16:27 to goals uh slide which is basically a
2:16:31 red yellow green trade study and uh
2:16:34 trade studies are catnip to Engineers
2:16:36 it's uh it's kind of our favorite thing
2:16:39 um I uh I'm skeptical that the the one
2:16:43 under customer service I'm skeptical
2:16:45 that purchase renovate is a lot worse
2:16:48 than Old Town Municipal campus not
2:16:50 likely located near other Civic Services
2:16:52 we have a lot of different Civic
2:16:55 services in the city and some of them
2:16:56 are located around here and others are
2:16:58 located elsewhere so it's not obvious to
2:17:01 me that doing something old town if you
2:17:04 had something someplace else that was
2:17:06 near recreational facilities that had
2:17:08 better parking options it's not at all
2:17:10 clear to me that that would be worse
2:17:12 customer service
2:17:13 um and then the second thing is a point
2:17:15 that I brought up at a previous council
2:17:18 meeting and it really has to do with
2:17:20 this sort of era that we find ourselves
2:17:22 in and I'm a worry wart but it's the
2:17:25 issue of security and there are
2:17:28 different
2:17:30 um there are different assessment levels
2:17:33 of uh
2:17:34 Regional security for different
2:17:36 locations in the city having to do with
2:17:40 regional infrastructure and so one of
2:17:44 the factors that I would want to know in
2:17:46 a decision on a property is uh
2:17:51 for lack of a better word is it a Target
2:17:54 and it's unfortunate that we live in an
2:17:56 era where we have to think of such
2:17:57 things but it's our job to think of such
2:18:00 things and so that would be a friend of
2:18:03 I don't have a any any question
2:18:05 additional question around
2:18:07 um the financing side again I want to
2:18:10 know how much money we're thinking about
2:18:11 and that'll help me make a decision and
2:18:13 of course I have been on record for a
2:18:15 very long time saying we should at least
2:18:16 have Council Medic in the mix like

2:18:31 um on the first part and then I'll get
2:18:33 to the actual question
2:18:35 um who are we deciding what
2:18:39 uh Revenue Source
2:18:42 um will go with this project or are we
2:18:45 asking our community to help us make
2:18:48 that decision when we go out for
2:18:50 community outreach and I guess that's a
2:18:53 question for City administrator Bob
2:18:54 kowitz but I'm a little bit confused
2:18:58 what exactly would we be putting in
2:19:01 front of the public when we go out to
2:19:03 the public is it just the construction
2:19:05 plans or is it
2:19:07 you know what are we asking people to do
2:19:10 councilmember D Michelle members of the
2:19:12 council we're asking them all and I
2:19:14 think we've been very diligent in the
2:19:17 questions we've brought before over the
2:19:19 last few months uh largely to eliminate
2:19:21 things that you would like to eliminate
2:19:25 so on the funding side if there was
2:19:27 anything that you felt was not something
2:19:29 that was worthy of additional discussion
2:19:31 we'd like to hear that I think what
2:19:32 we're hearing tonight is Leah let's keep
2:19:35 talking about all of these things let's
2:19:37 get the community's input and that's
2:19:39 perfectly fine but we wanted before we
2:19:41 start that exercise wanted to ask the
2:19:43 council if there was anything
2:19:46 basically wanted to take off the table
2:19:47 you know I think we've talked about
2:19:49 sales taxes uh I think the
2:19:51 administration's sense is that that if
2:19:54 not off the table is a very low priority
2:19:57 at this point so we will look at at debt
2:20:00 we will look at Levy lips we'll explore
2:20:01 those we'll talk with the community
2:20:03 about that but perhaps sales tax is not
2:20:06 on the top of the list and the looking
2:20:08 at your colleagues I think that's a fair
2:20:11 assessment so that's very helpful to us
2:20:13 we don't want to spend a lot of time
2:20:14 talking about the ins and outs of sales
2:20:15 tax of ultimately the council is not in
2:20:18 favor of that uh what I'm hearing the
2:20:20 council say is that other types of debt
2:20:23 other types of Levy lift let's keep
2:20:25 talking let's keep sharing information
2:20:26 so we would our plans would be to go to
2:20:28 the community in the fall as we talk
2:20:30 about this not only to talk about
2:20:32 options for facilities but also talk
2:20:34 about options of Hollywood would be
2:20:36 constructed and that also deals with
2:20:38 Surplus property that the sale of those
2:20:40 properties City Hall Northwest and
2:20:42 whatever else may come along has a
2:20:45 material impact on the cost costs of
2:20:46 these projects
2:20:48 okay thank you thank you for that
2:20:50 explanation then I think what I would
2:20:52 like to see uh in at some point in this
2:20:56 process is a Nifty little chart with all
2:20:59 the pros and cons of each of the
2:21:01 different Revenue uh sources uh in a way
2:21:05 that anybody could look at it and see
2:21:09 all of the pros all the cons for the the
2:21:12 options that we're looking at and that
2:21:14 we can explain to the public and that we
2:21:16 will understand I
2:21:19 um and I don't think that would be hard
2:21:21 to put together but I just think it's
2:21:23 something that uh I haven't I haven't
2:21:25 seen I think to my satisfaction quite
2:21:29 um the other thing I wanted to bring up
2:21:30 is we've talked about the
2:21:33 uh police you know the police department
2:21:35 and their needs and the municipal court
2:21:39 um I'm wondering also uh as part of this
2:21:43 getting ready to go out to the public if
2:21:46 we shouldn't also be talking about what
2:21:47 are the Human Services needs uh what are
2:21:50 the facility needs for Human Services
2:21:52 and I'm thinking particularly about the
2:21:55 conversation that was held earlier
2:21:57 tonight uh and the public input that we
2:22:00 we had I've been talking to some of the
2:22:03 folks that deliver
2:22:04 um food to the meals program and
2:22:08 um conversations around
2:22:11 um why doesn't the city have a an
2:22:14 industrial kitchen for example uh I
2:22:16 think at some point we have to face the
2:22:18 fact that that building where the
2:22:20 community meals are being produced is
2:22:24 really not up to not up to the job of of
2:22:28 doing that much longer that is not an
2:22:30 industrial kitchen as I understand it
2:22:34 um so that raises the even larger
2:22:37 question of
2:22:39 um if we're planning for police we're
2:22:40 planning for administration we're
2:22:42 planning we're planning for the courts
2:22:44 what are we planning for Human Services
2:22:46 and shouldn't that be part of what's on
2:22:48 the table
2:22:49 uh one by the time that we go out to the
2:22:52 public so
2:22:54 um I know that's a big question to throw
2:22:56 on the table but I I think at this point
2:22:58 and especially after listening to all
2:23:00 the dialogue earlier tonight I think
2:23:02 it's a question that we we need to
2:23:04 include in our planning for facilities
2:23:09 those will be the two things that I
2:23:11 think I'd like more information about
2:23:14 thanks

2:23:19 before I move on
2:23:21 um I know we had gotten an email from
2:23:23 you Autumn um I believe it was
2:23:26 um Deputy council president Hull's
2:23:28 question about
2:23:33 how we could go about seeking input from
2:23:36 residents and businesses about this and
2:23:38 particularly what's the difference in us
2:23:41 trying to get input on plans versus
2:23:45 financing so can you talk about some of
2:23:48 those limitations
2:23:52 sure there so
2:23:55 um it's going to require us a little
2:23:56 more research and time to better
2:23:58 understand what things we can be asking
2:24:00 the community versus not
2:24:02 um in case some of these things do reach
2:24:04 a ballot measure at some point and so
2:24:05 that'll be step one um and so we'll
2:24:07 we'll get back to you sooner rather than
2:24:09 later with more feedback we have a few
2:24:12 questions out already and are doing some
2:24:13 research around that for a better
2:24:14 clarity

2:24:45 sales tax off the table
2:24:47 um we recently adopted the affordable
2:24:50 housing sales tax we're now considering
2:24:52 whether to implement a new
2:24:53 Transportation benefit sales tax
2:24:55 um so I think it would be
2:24:58 prudent of us to take that off the table
2:25:05 so we're researching what's I appreciate
2:25:07 your answer to count to my email
2:25:09 accounts member Walsh's or council
2:25:10 president Walsh's
2:25:12 a question there so we're still
2:25:13 researching kind of what's appropriate
2:25:14 in terms of how we're interacting with
2:25:16 the public I do want to just say
2:25:18 uh like this would be my dream then is
2:25:24 um would love to have First Council
2:25:26 input on how we're going to engage with
2:25:29 the community with residents and
2:25:30 businesses
2:25:32 because I think
2:25:34 um as councilman D Michelle alluded to
2:25:36 being able to tell the why story is very
2:25:39 very crucial I think
2:25:41 um balancing our Capital needs with cost
2:25:43 of living that bubbled up as a issue of
2:25:46 great importance to the community and
2:25:48 our community survey but also all this
2:25:50 incredible work of the Capital Finance
2:25:52 Community task force has has
2:25:53 demonstrated that we have clear
2:25:55 infrastructure needs that are not being
2:25:57 met by our current Revenue so we have to
2:25:59 find a balance there and that's a story
2:26:00 that's storytelling
2:26:03 um I'm wondering if it would be possible
2:26:04 to do some sort of series of open houses
2:26:07 have a web page that has some video of
2:26:12 the why that also has a survey that
2:26:15 we're kind of collecting feedback from
2:26:16 residents I'm wondering if these kinds
2:26:18 of initiatives are possible number one
2:26:20 and if we're able to do that in a
2:26:22 particular time frame
2:26:26 I guess the other question when it comes
2:26:29 to revenue options for me is to Sunset
2:26:32 or not to Sunset
2:26:34 um I want to get a better sense first
2:26:37 and foremost of what our ongoing and
2:26:40 future needs are in facilities in police
2:26:43 and fire because that will kind of tell
2:26:46 me whether or not
2:26:48 sun setting or not sun setting is
2:26:51 appropriate
2:26:53 if it's not
2:26:55 if we don't have a lot of needs that
2:26:57 outpace our capacity Beyond some of
2:27:01 these kind of major initiatives that
2:27:02 we're going through over the next 10 to
2:27:04 20 years
2:27:06 it seems like it would be more
2:27:07 appropriate to the community to have
2:27:09 something that does sunset that's kind
2:27:12 of an initial impression that I have but
2:27:15 again I'd like to get into that a little
2:27:16 bit more as we continue down this path

2:27:38 with the idea of making financial
2:27:42 decisions when
2:27:46 I mean personally I haven't
2:27:48 had the conversation about the DVD sales
2:27:51 tax until tomorrow
2:27:53 um but also I know we had this
2:27:57 previous conversation about essentially
2:28:00 a Parks district and so it would be
2:28:03 really helpful for me if we could just
2:28:05 understand what the options are out
2:28:10 there
2:28:10 and what time frame again we're talking
2:28:14 about each of those and how they all
2:28:17 collectively add up at a certain point
2:28:21 so if we adopt all three of those at
2:28:25 some point somebody's going to be paying
2:28:27 X more than they currently are because
2:28:31 we aren't making decisions in a vacuum
2:28:33 even though
2:28:35 all of these things are needed so having
2:28:38 an understanding of that would be super
2:28:41 helpful
2:28:43 having detailed more on that timeline of
2:28:47 what the maintenance report is going to
2:28:50 be compared to when these decisions are
2:28:53 going to happen and also filtered in
2:28:56 there on that timeline when we would go
2:28:59 to community for
2:29:02 engagement and then
2:29:05 at the kind of end of that timeline I'd
2:29:08 like to see how that time compares to
2:29:11 when we would be doing either build or
2:29:15 um and occupy so that we really clearly
2:29:18 have a full sense of what what that
2:29:21 timeline is
2:29:24 I'm also very interested in hearing more
2:29:27 about a general obligation Bond and what
2:29:31 the impacts of that potentially would be
2:29:35 I would probably preferably pair it with
2:29:38 selling other property because I think
2:29:40 that's a large ask on our general fund
2:29:43 but I'm interested in knowing more about
2:29:46 it so that we can consider it as a
2:29:48 possibility
2:29:50 I'm gonna look to yep go ahead well and
2:29:53 just real quick I just want to
2:29:54 acknowledge on camera too that it seems
2:29:56 like we're probably going to have to do
2:29:57 some of these not just one that correct
2:30:00 assessment so picking a revenue path
2:30:04 surplusing property or having to revenue
2:30:08 pass and proposing cost property I mean
2:30:11 what's your what's your sense General
2:30:12 sense about that yes uh what we propose
2:30:15 here is the combination of the revenue
2:30:17 of the combination so when we talk about
2:30:19 surplacing property we talk about
2:30:21 existing fund balance or cash payments
2:30:22 plus a bond issue of some kind

2:31:21 meeting since uh covid at the meeting we
2:31:25 unanimously elected city of Poulsbo
2:31:28 Poulsbo mayor Becky Ericson as president
2:31:32 and Snohomish County Executive Dave
2:31:34 Summers as vice president of the
2:31:36 regional planning agency I also approved
2:31:39 the budget and work plan for 2023.
2:31:41 Cascade water Alliance meetings are
2:31:45 canceled both the public affairs
2:31:47 committee meeting on the 8th and the
2:31:49 board meeting on the 28th have been
2:31:51 canceled
2:31:52 uh the June member update from Cascade
2:31:54 water Alliance has been distributed to
2:31:56 you and your email for your review and
2:31:59 that concludes my report thank you

2:32:25 thank you on May 18th I attended a
2:32:27 meeting of the salmon Recovery Council
2:32:28 of wire 8 which is the name of our
2:32:31 Watershed we had informational item
2:32:33 about how salmon fared in funding from
2:32:38 the last legislative session
2:32:40 um one highlight of that is that the
2:32:42 artificial lighting abatement Proviso
2:32:44 was funded at three hundred thousand
2:32:46 dollars and this is continuing the work
2:32:48 that I have been doing with
2:32:50 representative Ramos as well as the
2:32:52 salmon Recovery Council and King County
2:32:54 Conservation District to reduce light
2:32:56 pollution on Lake Sammamish and so
2:32:59 Issaquah is really leading in this area
2:33:01 especially with our Title 18 dock
2:33:03 lighting ordinance and we're
2:33:06 um We are continuing that work which is
2:33:08 very important for salmon we had one
2:33:10 decision item which was on Grant round
2:33:11 funding and we approved funding for
2:33:15 Issaquah Creek in stream restoration at
2:33:17 Lake Sammamish State Park phase two
2:33:20 um as well as
2:33:24 um salmon as well as for Greenway
2:33:27 education program forests and fins which
2:33:29 is a mountain to sound Greenway program
2:33:31 which uses Issaquah Creek as a Outdoor
2:33:34 Classroom there were a number of other
2:33:36 projects that were funded but those were
2:33:38 two that had Issaquah
2:33:40 benefits specifically and then I also
2:33:43 wanted to mention that separate from
2:33:44 that meeting I did have an opportunity
2:33:46 to tour the Laughing Jacobs Creek land
2:33:49 restoration project this was a tour with
2:33:53 David Kyle of trout unlimited as well as
2:33:55 Jim Bauer and Allison Agnes of King
2:33:58 County Natural Resources department and
2:34:02 so we toured the site where Kokanee
2:34:05 spawn coconera a very special kind of
2:34:09 salmon that spend their whole life cycle
2:34:10 in Lake Sammamish in those neighboring
2:34:12 streams and this is a project that
2:34:14 ultimately the city will participate in
2:34:17 with other grant funding to restore
2:34:21 these streams that are near Lake
2:34:23 Sammamish so that was very uh very
2:34:25 informational
2:34:27 um tour and I have a number of photos
2:34:30 and a bunch of really detailed plans if
2:34:32 anybody is interested in learning more
2:34:33 about that project
2:34:34 the next meeting of the Santa Recovery
2:34:36 Council will be July 20th and then I
2:34:38 have one upcoming meeting the Planning
2:34:39 Development and environment committee
2:34:41 will meet tomorrow at June 6th and we
2:34:43 will have two items ID 1402 which is
2:34:46 amendments to Title 18 regarding
2:34:48 diversity of Housing and id1320 which is
2:34:52 the 2024 to 2029 Capital Improvement
2:34:56 that's it

2:36:07 our core connect program if you're
2:36:09 unfamiliar with that program or stands

2:36:31 management policy board where we
2:36:35 um received a state legislative session
2:36:37 review including all kinds of details on
2:36:41 what they're discovering about House
2:36:42 Bill 1110 the missing middle housing
2:36:45 Bill and how it relates to House Bill
2:36:49 1337 the Adu Bill still lots of
2:36:52 information coming if they were just
2:36:55 trying to get a little bit out there
2:36:58 from Department of Commerce and then we
2:37:01 also talked about comprehensive plans
2:37:03 and how psrc the Puget Sound Regional
2:37:06 Council will be supporting plan review
2:37:09 and all of the things to come there and
2:37:13 then the affordable housing committee
2:37:15 the King County affordable housing
2:37:17 committee will meet next Thursday in
2:37:20 person at the psrc building in Seattle
2:37:24 and that concludes my report there
2:37:28 um just a little bit for the mayor's
2:37:30 report there will be an executive
2:37:32 session this evening to discuss
2:37:34 collective bargaining per RCW
2:37:38 42.30.140.4 the item is expected to take
2:37:40 approximately 15 minutes and no action
2:37:43 is anticipated to follow an open session
2:37:45 a few upcoming community events concerts
2:37:49 on the green every summer concerts on
2:37:52 the green presents free family-friendly
2:37:54 concerts and a beautiful outdoor setting
2:37:56 on the escort Community Center Green the
2:37:58 series starts in July and continues
2:38:00 through the last Tuesday in August
2:38:01 concerts run from 7 to 8 30 p.m
2:38:04 Spectators often start Gathering as soon
2:38:07 as 6 PM
2:38:09 for a community picnicking and you can
2:38:11 purchase on-site concessions from the
2:38:13 Kiwanis Club of Issaquah no alcohol or
2:38:16 pets please
2:38:17 also the art walk and music stroll on
2:38:20 June 10th from 5 to 8 PM downtown
2:38:22 Issaquah will have Arts culture and live
2:38:24 music come join us and stroll through
2:38:26 downtown to shop dine and play event
2:38:29 will be hosted by the downtown Issaquah

2:38:52 really don't get the chance to directly
2:38:54 respond to citizens who come to comment
2:38:57 about issues that they care about in
2:39:00 these formats at all and I thought it
2:39:02 was very creative and showed a very
2:39:04 great great leadership and judgment on
2:39:06 your part for kind of coming up with the
2:39:08 idea to
2:39:09 discard the norms for the evening so
2:39:12 that way we could respond to this in
2:39:13 community that gives so much to our
2:39:15 community so I just wanted to give a lot
2:39:18 of kudos to you
2:39:22 well now my stuff's going to sound just

2:39:29 to make sure we've got on our calendars

2:40:04 um which is already a council meeting
2:40:07 but we didn't have a lot on the agenda
2:40:10 so we were going to utilize some of that
2:40:12 we're wondering if everybody's okay with
2:40:15 doing a slightly early evening with
2:40:17 dinner provided so if you would catch me
2:40:19 after the meeting or email
2:40:21 with any preferences let me know there
2:40:27 um and I think that concludes oh um I've

2:40:58 meeting note that this meeting is
2:41:00 occurring one week later than normal
2:41:02 given the timing of the association of
2:41:04 Washington City's conference and
2:41:07 anticipated agenda items include the
2:41:09 2024-2029 capital Improvement plan
2:41:12 adoption and the storm and surface water
2:41:14 master plan adoption
2:41:18 next item of business is an executive
2:41:21 session so the city council will now
2:41:22 recess into executive session to discuss
2:41:25 collective bargaining per
2:41:28 rcw42.30.140 for N4 the items expected
2:41:31 to take approximately 15 minutes no
2:41:33 action is anticipated follow an open
