The City of Issaquah Street Standards are adopted by reference by Issaquah Municipal Code 12.04.010. The City Council last adopted the Street Standards at the Regular Council meeting on December 6, 2010 (AB 6187 beginning at page 11). The Street Standards provide guidance for design and construction of municipal streets, private streets, and public and private parking lots within the City of Issaquah. They are founded in City policy, codes, and standards of industry practice for transportation engineering design and construction.

1:11 recipient Ken koenigsmark who was

1:32 we had a very fun ceremony where Ken
1:35 thought he was coming to celebrate
1:36 somebody else but he ended up being our
1:39 recipient this year and we're very very
1:40 proud of him our Hall of Fame award is
1:43 the community's top honor and it is
1:45 bestowed on individuals who exemplify
1:47 service leadership and Civic mindedness
1:51 it is with great pleasure that I can
1:53 invite this year's Hall of Fame award
1:54 winner to join me inconix Mark

2:03 Ken is best known for his work
2:04 protecting the natural environment and
2:06 being a key contributor to two
2:08 development agreements in Issaquah one
2:10 in the for the talus neighborhood and
2:13 the other for Highlands and they now
2:15 shape the way we think about Issaquah
2:17 his civic-minded energy creativity and
2:20 Leadership were critical to the
2:22 acquisition and preservation of
2:24 thousands of Acres of open space in
2:27 Issaquah his dedication to local land
2:29 conservation Recreation and land use
2:32 have been integral to countless
2:33 significa significant preservation
2:35 efforts he joins an illustrious group of
2:38 Hall of Fame inductees some of whom are
2:40 here tonight could you raise your hand
2:41 if you're already in the Issaquah Hall
2:43 of Fame
2:49 I want to thank all of you who've come
2:51 tonight in support of these Hall of
2:54 Famers just to let you know how much I
2:56 appreciated that you are acknowledging
2:58 their tremendous efforts this isn't kind
3:01 of a one and done or one project and
3:03 you're in the Hall of Fame these are
3:05 people who have given Decades of service
3:08 to this community they have shaped us
3:10 and make us look the way we do today
3:12 we're a beautiful Wilderness we have
3:15 wonderful trees around us we have a
3:17 fabulous Lake stream salmon you name it
3:19 and it's because of the people who are
3:21 in the Hall of Fame so thank you all
3:23 very much I'm going to see if Ken who is
3:25 very shy would like to share a few words
3:30 you don't have any other agenda items
3:32 right I can go on all night
3:34 no thank you first it's a huge honor and
3:37 I'm honored especially to join all of
3:40 the rest of you in the hall of fame
3:43 all these glowing comments kind of make
3:46 up for the threats and insults you
3:49 collect over decades when you fight
3:51 battles
3:53 um in the Civic Arena
3:55 and
3:56 you know if this is so fun we could do
3:59 this every week can't we yeah
4:01 I don't get comments like this too often
4:03 so thank you very much it's an honor to
4:06 be in the Hall of Fame Issaquah is a
4:09 really special wonderful unique place
4:12 and we're blessed with elected officials
4:16 who care about it deeply who do really
4:19 good work and who have courage to make
4:21 tough decisions
4:23 um as Mary Lou and I talked today an
4:26 example being no on the Southeast bypass
4:29 that would have cut Issaquah off from
4:31 Tiger Mountain things like that took
4:33 courage and guts to do the right thing
4:35 and we're lucky we have people that do
4:37 that well thank you

5:09 it's the acknowledgment of the lead for
5:12 City certification that the city
5:13 received today and I'd like to invite
5:16 Hillary
5:17 to the lecture to lectern to join me
5:19 Hillary are you here there she is
5:26 thanks hi a few little words and then
5:29 it's it's going to be you
5:32 um so this evening we are honored to be
5:34 recognized by U.S green the United
5:36 States Green Building Council for our
5:38 City's decades-long commitment to
5:40 sustainability and providing a high
5:42 quality of life
5:44 we chose to apply for the lead for
5:46 cities program because it was an
5:48 opportunity for us to assess ourselves
5:50 using a global rating system and compare
5:53 ourselves to other communities across
5:55 the country and the world
5:58 it was a chance for us to learn from
6:00 other communities and dig deep on how we
6:02 apply an equity lens to all of our
6:04 City's work
6:06 it also is a chance for us to identify
6:07 gaps and areas for improvement staff
6:10 have already developed a few pages of
6:12 action items for areas where we can
6:15 improve we will continue working across
6:18 all of our city departments and with our
6:20 Community Partners and with our
6:22 residents to make Issaquah an even
6:24 better and more sustainable place to
6:26 live
6:27 I'll hand the microphone over to Hillary
6:29 now she is the vice president for cities
6:31 at the U.S Green Building Council and
6:33 she's going to speak about the program
6:34 and the certification process Hillary
6:38 thank you so much mayor Paulie Council
6:41 thank you for having me here it's been a
6:43 pleasure to come up from Tucson Arizona
6:45 which I was where I live
6:47 um to really experience your city
6:50 um particularly on the heat wave that
6:52 we're having in the southwest the U.S
6:54 Green Building Council we're based in
6:56 Washington DC I'm actually from that
6:57 area but recently transplanted to Tucson
7:00 with my family and it's really been a
7:02 blessing because it's given me access to
7:05 all the cities towns and counties on the
7:08 west side of our country and I've been
7:10 based in Maryland since I graduated
7:12 graduate school in 2000 so I've been
7:14 there a long time and it's really been
7:16 nice to to be in the west and have the
7:18 opportunity to come much easier to other
7:22 places right so we had a great luncheon
7:25 earlier today where we were able to talk
7:28 about all of the benefits of the program
7:31 and all the strengths of the City of
7:33 Issaquah but just to let folks in the
7:35 room know a little bit about the program
7:37 and I'll be quick so you may have heard
7:39 of the lead rating system before if
7:41 you've maybe gone into a hotel or
7:43 Convention Center or a school
7:45 with the lead emblem on the door
7:48 um that is a very common uh program
7:50 globally many many hundreds of thousands
7:53 of buildings are certified to lead lead
7:55 for cities was created to certify the
7:58 entire jurisdiction so all the way out
8:00 to either the city boundary or the
8:01 county boundary whichever you are
8:03 certified at the time and we're really
8:05 looking not just at Municipal operations
8:07 but all of the things that are happening
8:09 within uh within your city within your
8:11 jurisdiction so this rating system is
8:14 focused on the social economic and
8:15 environmental aspects of sustainability
8:17 so we make a joke that really
8:20 everything's in there except maybe
8:21 Sports and God
8:23 um everything that's happening so if
8:25 you're a stakeholder in the room tonight
8:26 whether you're a student or you work
8:29 with the chamber or you're involved in
8:31 the hospital or health or the education
8:33 program those those things are all in
8:35 the rating system and so by Issaquah
8:38 really stepping up to the plate and
8:39 saying we want to Baseline where we are
8:41 we want to evaluate where our strengths
8:43 our weaknesses and our gaps are that is
8:45 leadership in itself just stepping up
8:47 and saying we want to understand how
8:49 we're doing so that we can only get
8:51 better right so I've really applaud the
8:53 city for taking the it's a nervous step
8:56 sometimes right to like look within and
8:58 understand
8:59 um how you're doing across all of these
9:00 areas but you did really well and we're
9:03 so excited to be able to work with you
9:05 in the future to kind of take the next
9:07 steps right to implement prioritize the
9:09 investment things that we've learned
9:11 through this process so on behalf of the
9:13 U.S Green Building Council I'm so
9:15 excited to tell you all that your lead
9:17 Gold city
9:19 um the only one in the entire state of
9:21 Washington so that's awesome
9:26 and um and we're we're here along the
9:28 way with you to take those next steps
9:30 forward so congratulations

10:52 her hand and say hello she's got the
10:55 heavy plaque um she is the manager of
10:57 our sustainability team and for a city
11:00 of our size to go through that
11:02 certification process is a really big
11:04 deal Stacy
11:06 um is just an amazing person on our team
11:08 and thank you Stacy and your team for
11:10 all the work that you did today
11:17 so for the next two items I'm going to
11:19 invite Stephanie angula angula to come
11:23 up Stephanie is the chair of our sister
11:25 cities commission and she's going to
11:27 help me with these next two special
11:28 business items
11:33 first we have a proclamation today on
11:36 friendship day and I will read that
11:37 before presenting it to Stephanie
11:40 the International Day of friendship also
11:42 known as World Friendship Day was
11:44 proclaimed in 2011 by the U.N general
11:47 assembly with the idea that friendship
11:49 between peoples countries cultures and
11:52 individuals can Inspire peace efforts
11:55 and build Bridges between communities
11:58 whereas the City of Issaquah values its
12:01 International friendships and its formal
12:03 sister cities with sundal Norway
12:06 established in 1991 in shishao and
12:09 Morocco established in 2006. and whereas
12:13 the City of Issaquah sister cities
12:15 commission is in place to help Foster
12:18 The Sisterhood relationships and the
12:20 commission Works to increase the
12:22 knowledge Goodwill and understanding of
12:24 the world through people-to-people
12:26 diplomacy education and cultural
12:28 exchange and whereas the City of
12:30 Issaquah has a long tradition of
12:32 promoting diversity equality fairness
12:35 and friendship and whereas Issaquah is
12:38 strengthened by the strong role
12:39 friendship plays in building trust
12:41 promoting peace and bringing people of
12:44 different cultures together now
12:46 therefore I Mary Lou Paulie the mayor of
12:48 the City of Issaquah do hereby Proclaim
12:51 July 30th to be Friendship Day in the
12:54 City of Issaquah and I invite the
12:55 community to join me in celebrating and
12:59 fostering friendships both locally and
13:02 globally

13:14 for this Proclamation and for allowing
13:17 us to accept it I would like to
13:19 recognize some of our local commission
13:22 or yes sister cities commission members
13:24 that we have we have sherry Gerke in the
13:26 audience and we also have Wendy
13:27 Pickering and some other former members
13:30 familiar faces here
13:33 um we just want to say thank you we're
13:34 excited to continue the work that we're
13:36 doing in fostering the friendships with
13:37 our sister cities thank you

13:45 in that same vein the next item is
13:48 id1473 and this is recognition of local
13:50 students through the sister cities Young
13:52 Artists and Arthur's showcase by AAS for
13:56 short and Stephanie would you like to
13:58 bring up and introduce our our artists
14:03 so really quickly I would just like to
14:05 say that this is our second year that we
14:07 have done a call for local artists a
14:10 youth artists authors and composers
14:12 that's a part of it as well ages 13 to
14:15 18. so this year we have five students
14:19 that we're recognizing locally that have
14:21 also been passed on to the international
14:23 competition with sister cities
14:25 International based in Washington DC so
14:28 we're rooting for them and we will find
14:30 out the results of that International
14:31 competition in mid-august so we will
14:34 keep the council and everyone else
14:36 informed
14:37 first tonight I would like to call up

14:57 she composed herself under the title

15:40 digital art for our local competition
15:43 that has been passed on to our
15:44 International competition under the
15:46 title perspectives

16:02 I'd like to Now bring up Felicia tiong
16:12 Felicia is 14 and she submitted
16:15 classical art under the title fighting
16:18 with action
16:36 we have two other students that could
16:38 not be with us tonight but I'd like it
16:40 to take a moment to recognize them as
16:42 well Angelina pimkina she's 17 and she
16:46 submitted original music under the title
16:48 food for thought
16:50 so congratulations to her
16:55 we also have Anya
16:58 timkina age 14 who's also submitted
17:01 original music under the title food
17:03 shortage during the pandemic
17:06 so congratulations to her
17:10 and we are in touch with him and we will
17:12 make sure that their certificates are
17:14 passed along to them
17:15 uh also I thought it might be a good
17:17 idea to note that this year's
17:19 competition was about food and food
17:23 sustainability in communities so each of
17:26 these students and the two students that
17:28 I mentioned were very brave I want to
17:30 use that word brave and to go for it and
17:33 submit work well we're so proud of you
17:35 and thank you for engaging the
17:37 competition and putting your ideas and
17:40 your emotions and your thought out there
17:41 in an artistic way it's really beautiful
17:43 and we're proud of you

17:53 fantastic and very exciting and
17:55 encouraging
17:56 um Council we had a request to get that
17:58 beautiful piece of art in a picture and
18:00 so if you'd like to come down and join

19:14 a lot of events and recognition happen
19:16 in the summer so I have two more to do
19:20 id1379 the National Night Out
19:22 Proclamation and I'd like to invite
19:24 chief of police Paula Schwann to the
19:26 lecternan anyone else you brought with
19:28 you Paula bring them all up

19:42 oh yeah go ahead and do that

20:12 whereas the National Night Out is a
20:14 community building campaign that
20:16 promotes police Community Partnerships
20:18 annually on the first Tuesday of August
20:20 and whereas the 40th annual National
20:23 Night Out provides a unique opportunity
20:25 for the City of Issaquah to join forces
20:27 with thousands of other communities
20:29 across the country in promoting
20:31 Cooperative police community drug and
20:34 crime prevention efforts and whereas the
20:37 City of Issaquah and the Issaquah Police
20:38 Department play a vital role in crime
20:40 drug and violence prevention efforts in
20:43 Issaquah and are supporting the National
20:45 Night Out 2023 locally and whereas it is
20:49 essential that the City of Issaquah
20:51 community be aware of the importance of
20:53 crime prevention programs and the impact
20:55 that their participation can have on
20:57 reducing crime drugs and violence in
21:00 Issaquah and whereas police Community
21:02 Partnerships neighborhood safety
21:04 awareness and cooperation are important
21:07 themes of the National Night Out program
21:09 now therefore I marry you Polly mayor
21:12 the City of Issaquah
21:14 do hereby Proclaim August 1st 2023 to be
21:18 National Night Out in the City of
21:20 Issaquah and I invite Community to join
21:22 me in celebrating and participating in
21:24 festivities that raise awareness of the
21:26 importance of this cause and I'm going
21:28 to have our chief share a few words

21:35 this year's National Night Out is more
21:37 about crime prevention we've taken this
21:39 time and effort we have several
21:40 communities that are choosing to be
21:43 involved and have their own events which
21:45 is amazing and we will have officers
21:47 that go out and visit each one of those
21:48 as we do have in the past this year
21:50 we're having a large contingency that is
21:53 going to be between 5 and 7 P.M behind
21:56 City Hall and we invite everybody to
21:58 come I also sent an email out this
22:00 evening to the mayor and the council we
22:02 hope everybody in the community is comes
22:04 out and joins us in the talk between the
22:07 community and law enforcement you can
22:08 ask what we do you can see what's in
22:10 their car cars you can see you know what
22:13 it looks like to be in a fire truck so
22:15 all of those things so thank you very
22:17 much for this Proclamation

22:48 I'd like to invite park ranger Alex
22:50 Anderson to the lectern
22:55 very proud of our new addition to our
22:58 parks and Community Services team
23:00 Issaquah has a parks ranger and I'm not
23:02 sure that everybody knows that
23:04 [Applause]
23:08 and a lot of parks we have a lot of
23:10 parks
23:11 whereas World Ranger day is celebrated
23:13 worldwide on July 31st to celebrate the
23:16 work Rangers do to protect the planet's
23:18 natural treasures and cultural heritage
23:20 heritage and whereas the city of
23:22 issaquah's park ranger serves as a
23:24 steward and ambassador of the city's
23:26 Parks trails and Open Spaces the ranger
23:29 position is intended to promote a safe
23:31 and welcoming Park experience through
23:33 professional interaction with Park
23:34 patrons and the park ranger is
23:37 responsible for the routine Patrol of
23:39 approximately 1800 Acres of public lands
23:42 owned by the City of Issaquah which
23:44 includes 23 Parks two cemeteries native
23:48 growth protection areas natural resource
23:50 conservation areas Wetlands open space
23:53 and trails and the park ranger Works
23:56 collaborative collaboratively with the
23:58 Issaquah Police Department what and
24:00 Washington State agencies the King
24:03 County Sheriff's Office and Regional
24:05 Animal Services of King County to
24:07 resolve park issues and whereas the park
24:09 ranger provides education of local codes
24:12 and laws and responds to calls for
24:14 service and investigates concerns
24:16 relating to our Park areas and whereas
24:19 the park ranger is sometimes the first
24:21 point of contact for unhoused
24:22 individuals in city parks in partnership
24:25 with our Human Services team the ranger
24:28 provides assistance guidance and Care
24:31 through our homeless outreach program
24:33 now therefore I Mary Lou Paulie mayor of
24:36 the City of Issaquah do hereby Proclaim
24:38 July 31st 2023 to be park ranger day in
24:42 the City of Issaquah and I invite the
24:43 community to join me in thanking our
24:45 park ranger team of one for their
24:47 service and outstanding contributions

26:01 uh the city uh viscos fortunate once
26:04 again this year to have a a fellow from
26:07 the U.S army come and join us to learn a
26:10 little bit more about what we do to
26:11 manage a city and also learn a little
26:13 bit more about what it takes to manage
26:15 an Army Installation so Ken is here we
26:17 welcome you and has a short presentation
26:22 uh council members mayor I think I've
26:24 met most of you had dinner with at least
26:27 four of you this evening uh and in my
26:29 first day uh here with your city is
26:32 turning out much better than what I
26:34 would have thought with some rain since
26:36 I haven't seen it in months because I'm
26:38 also from Arizona

26:43 of go over some of the stuff that that
26:45 the Army does and why they actually send
26:48 us out to to look at the cities for
26:50 further development for our progression
26:52 our progression and growth okay myself
26:55 I've been in the position as Garrison
26:57 manager for uh just over just at a year
27:00 and prior to that I was a deputy
27:02 Garrison manager I applied for this
27:04 program while I was the deputy because
27:06 it more appropriately fits that but I'm
27:08 still happy to be here and in
27:11 conversation with Wally earlier this
27:14 year I came up with the goals when I
27:16 come here of just generally learning a
27:19 better understanding of how City
27:20 Administration and management works and
27:23 with focuses on uh the way that your
27:26 strategic plan is is uh carried out I
27:30 saw that the first one was about 2019
27:32 and so I have a great interest in that
27:34 from from prior in my career
27:37 um also Resource Management because I
27:40 think that Army money is so much
27:42 different than than money outside of the
27:44 federal government even though there are
27:46 so many federal grants and stuff it's
27:48 still much different and then finally
27:51 just from from a
27:54 standpoint from an issue that we are
27:56 having on The Proving Ground I'm more
27:59 interested in retention and recruitment
28:01 primarily of Law Enforcement Officers
28:04 because we have such a difficult time
28:06 with that and finally final goal is to
28:09 have fun while I'm here this weekend and
28:11 you guys have really got me off to a
28:12 great start this week with that
28:15 okay slide please
28:18 just a little overview for the
28:20 installation we are about 1300 square
28:23 miles on this map here the blue and the
28:27 red are Yuma Proving Ground
28:29 we're the fourth largest installation uh
28:33 in in the continental United States
28:37 and and we have
28:39 primarily three Cantonment areas one
28:43 Airfield the first Cantonment area all
28:45 these Cantonment areas by the way are in
28:47 the southwest corner of this
28:49 installation the first Cantonment area
28:51 is a housing area we have privatized
28:54 housing
28:55 where where most of our military
28:57 Workforce and a small part of our
29:00 civilian Workforce live and then we have
29:02 the Walker Cantonment area which
29:07 always get Walker an hour confusing
29:08 Howard Cantonment area which is our
29:11 office complex Kofa is our industrial
29:13 complex we have an Airfield for air
29:15 operations and then the rest of that
29:18 1300 square miles is research
29:20 development and testing of Army
29:23 equipment in a desert environment to
29:25 make sure it works when soldiers take it
29:27 out into combat
29:29 okay
29:30 um you can see that we support about 15
29:33 000 people but to step that down just a
29:35 little bit like I said we have about 600
29:39 people who work on base only 3 000
29:41 people who actually work on the
29:43 installation those other 15 000 are out
29:45 in the surrounding Community have access
29:47 to the base because of some affiliation
29:49 with the military and then of course our
29:52 closest city is 26 miles away and so if
29:56 I want to go to a Walmart I have to go
29:59 26 miles and if I want to go to a Costco
30:02 I have to go three hours so okay uh
30:06 Wednesday please
30:09 I I got on your website and I looked at
30:12 uh the city's organizational development
30:15 and I love that you guys put residents
30:17 up above everything else uh that you
30:21 guys you guys have I have the same
30:23 except I also have two separate Army
30:25 commands that I report to and so I don't
30:28 put all that up there because it would
30:30 get just a little bit convoluted
30:32 what I've noticed is that there's a
30:35 whole lot of overlap between City
30:37 Administration and and Garrison
30:40 management but that there's a whole lot
30:42 that's different also I was unaware
30:45 until I was talking with Wally this
30:47 morning that this city does not have its
30:50 own fire departments that that they
30:52 contract for that whereas in the Army we
30:55 have our own fire
30:58 fire trucks are men you know emergency
31:00 services and stuff like that this is a
31:03 really quick oriented to this slide
31:05 those areas in Gray are the areas that
31:07 buy Army directive or regulation must
31:11 support an installation so for instance
31:14 Logistics Readiness Center is what I go
31:16 to for all my vehicular maintenance any
31:19 any of my Public Works vehicles that
31:21 need maintenance they go to them they
31:23 manage all that for me okay the green
31:25 area on this slide is is a position that
31:29 sometimes a Garrison will have and
31:31 sometimes not depending on the enlisted
31:33 soldiers assigned to it I have two
31:35 enlisted soldiers I get a dual headed
31:38 sergeant major that is owned by a
31:39 colonel that helps me with those two
31:41 soldiers career progression
31:44 and then the green yellow area with the
31:47 with the Staff Judge Advocate those are
31:49 actually our lawyers it's a combined
31:51 office between my lawyers and the
31:53 lawyers of the other commands on the
31:54 installation and so if I walk into the
31:57 office and I need contract law it
31:59 doesn't matter if it's my lawyer that
32:00 does it or not I get contract law if I
32:03 need labor law I go to the labor law
32:05 lawyer and it doesn't matter which
32:06 command owns him it's a combined office
32:09 and they work for the entire
32:10 installation okay and then the rest is
32:13 just our organization I know that some
32:15 of these terms are a little bit foreign
32:17 directorate of operations is uh fire
32:21 police security intelligence
32:24 anti-terrorism uh and probably a few
32:26 more things I can't think of off the top
32:28 of my head I think Public Works is
32:30 pretty much
32:32 um standard Human Resources is standard
32:36 director to family morale welfare and
32:38 Recreation is partially the parks that
32:42 you have for Parks and Recreation but
32:45 partially not because I also have to run
32:47 restaurants
32:49 for the installation and so in addition
32:51 to pools libraries fitness centers I'm
32:55 running restaurants also okay Resource
32:58 Management I think is the same in
33:01 insulation safety I think is pretty
33:03 clear I have a safety office that goes
33:05 out because the research development
33:07 testing is dangerous work and they are
33:10 the ones who who make sure that it's
33:12 safe for me equal opportunity is
33:14 standard and then plans analysis
33:16 integration I think the counterpart is
33:18 this is the office that does my
33:20 strategic planning if I had a full
33:22 enough office to actually do strategic
33:24 planning so since my background is
33:26 strategic planning I'm working directly
33:28 with them to initiate that
33:31 in the very near future we started to
33:34 swat about six weeks ago and we'll work
33:36 our way through that
33:38 get it moving so that we can actually
33:40 get a strategic plan

36:25 to do volunteer work in the city but I
36:26 kind of noticed that there's been a lot
36:28 of issues with getting through it
36:29 actually people and getting things set
36:30 up properly so I just wanted to address
36:32 like volunteer programs and different
36:34 things to try to see what the processes
36:36 are going on that and kind of how you
36:37 guys are structurizing going in the
36:38 future because like the cert program
36:40 I've contacted them and haven't got back
36:42 on that kind of stuff I've contacted the
36:44 police department there's no actual like
36:46 volunteer program set up on that side of
36:47 it so my question is is kind of what's
36:49 the process of volunteer programs to get
36:51 younger kids and youth into actually
36:52 helping out in the community that is
36:55 great what we'll I'll end up doing is
36:57 have City administrator Bob kowitz if
36:59 you can fill your name and address and
37:01 email address onto the speaker sheet

38:45 council good evening
38:47 at the
38:48 get the presentation up uh we're here uh
38:51 tonight to uh continue the discussions
38:54 we've been having with the council and
38:55 always have with the council over the
38:57 course of the year uh looking for your
39:00 uh guidance and direction as we look on
39:03 the implementing of the city strategic
39:05 plan uh at this point we are getting
39:07 ready for the uh mid biennium budget uh
39:12 amendments and this is the first time we
39:14 have had a mid biennium uh budget
39:17 amendment process uh this is our first
39:19 two-year budget as the council will
39:21 recall uh you had a meeting a couple of
39:23 months ago on a Saturday where you had
39:25 an opportunity to look at the results of
39:28 our community survey you had a look at
39:30 an opportunity to look at the results of
39:32 our
39:33 performance measures for our calendar 22
39:36 and we asked the council to kind of
39:38 reflect on that and give us some
39:41 feedback and from that a feedback we got
39:44 five topics that we have gone back and
39:47 looked at uh took what the council said
39:50 kind of compared it to what's in our
39:51 work planned work plan for fiscal year
39:53 24 and are here this evening to react to
39:58 that and get further feedback from the
39:59 Council on these areas as you can see on
40:02 the slide the five areas where Public
40:04 Safety transportation and Mobility
40:06 planning and permitting Emergency
40:08 Management and Communications again this
40:11 is going to be the second year of our
40:13 our budget so resources are already
40:16 allocated in all of these areas but what
40:18 the administration's tried to do over
40:19 the last couple of months is take the
40:22 comments from the council look more
40:23 specifically at how we're allocating
40:25 those resources see if anything else has
40:27 changed or come up that might have an
40:29 impact on discussions for any budget
40:32 amendments for the mid biennium and have
40:36 those to talk about this evening so we
40:38 have several staff members here with us
40:40 uh tonight we have if we go back the
40:43 other side uh the chief of Paul Schwann
40:46 we'll talk a little bit about Public
40:47 Safety um the biggest concern you'll
40:50 hear from Chief Swann is some additional
40:54 issues that have Arisen we believe we
40:56 can attack uh the the issues raised by
40:59 the council areas of focus with existing
41:01 resources but there's some additional
41:03 issues that we believe will need to take
41:04 care of in the mid by any budget update
41:06 so she'll be here to talk about that for
41:09 transportation to Mobility we have our
41:11 Public Works director Emily Moon again a
41:14 lot of focuses and time has been spent
41:15 over the last several months on issues
41:18 of transportation to Mobility the
41:19 significant resources are already
41:21 budgeted for 24. we'll talk a little bit
41:24 about that but we also believe there'll
41:26 be some adjustments that we need to
41:28 better utilize those resources so
41:30 director moon will go through that in
41:32 the area of planning and permitting mini
41:34 Dolly while our community planning and
41:36 development director is here this
41:38 evening again a lot of resources in this
41:41 area we want to talk about how we plan
41:43 to focus those resources in the coming
41:46 year we have a new emergency manager
41:49 here this evening he'll be able to talk
41:50 I think for the first time to the
41:52 council about his plans uh again we
41:56 believe we have got appropriate
41:57 resources but we want to talk more
41:58 specifically of how we intend to tackle
42:01 some of the issues raised by the council
42:03 earlier and then finally the area of
42:05 communications uh Thomas our
42:08 Communications manager is here and he'll
42:10 talk about that as well so our hope for
42:12 the council this evening is to uh take
42:16 in the discussion uh and provide some
42:18 feedback if you're hearing anything that
42:21 you don't like that you think there's
42:22 additional Focus or additional resources
42:24 that the administration should consider
42:26 in order to implement these programs
42:29 these initiatives this emphasis on these
42:31 five areas please let us know we will
42:34 then come back to you in the fall with
42:36 the adjustment documents to the budget
42:39 it may be that we may need to make
42:42 additional adjustments in order to pay
42:44 for some of this and so I don't want
42:46 anyone to come here this evening and
42:48 think that we've got a lot of additional
42:50 resources I think we feel very
42:52 comfortable with the second year of the
42:54 two-year budget with the resources we
42:56 have allocated but any additional
42:58 resources we may need to make
42:59 adjustments we're not asking you to
43:01 prioritize this evening we're not asking
43:03 you to offer up anything uh for
43:06 reductions or changes but we really
43:08 would like your feedback so that when we
43:09 do come with you with the changes for
43:12 the mid biennium budget update that
43:14 encompasses not only the
43:15 administration's thinking but the city
43:17 council's thinking so Madam mayor
43:19 members of the council that sort of a
43:21 preamble I'm happy to answer any initial
43:23 questions otherwise I'll ask polish one
43:26 of the chief of police let us step
43:27 forward and do her portion of the
43:29 presentation not seeing any questions

43:51 can I just Advance it here okay
43:56 first thing I want to talk about is just
43:58 our staffing update
44:00 and so we currently have three vacancies
44:03 in Patrol and which is closer than we've
44:06 ever been and just to give you a heads
44:08 up we've already given three conditional
44:09 offers so those people are actually in
44:11 backgrounds so we have two others also
44:13 that are waiting and going to be in
44:15 backgrounds
44:16 um in the event because we know we have
44:17 a retirement coming up and some other
44:19 pieces so with that being said we're
44:21 almost completely fully stopped in
44:22 Patrol which is huge and it's been a
44:25 long two years to get there we've also
44:27 hired a patrol commander and that Patrol
44:29 Commander is going to oversee
44:32 Corrections and dispatch as you met him
44:33 at the last Council Manor one of the two
44:36 prior
44:37 in dispatch we have two vacancies
44:38 currently we also have
44:40 two conditionals out and they are in
44:42 backgrounds as well so we are almost
44:44 again fully staffed in dispatch as well
44:47 with corrections we have two vacancies
44:48 we did hire the commander but we also
44:51 have an acting Corporal that we're
44:52 hoping to fill soon we had oral board
44:54 for Corrections and I have two
44:56 Corrections vacancies and with those
44:59 vacancies I have two offers out as well
45:01 and conditionals so they're also in
45:03 backgrounds so for all our vacancies
45:05 currently in those three areas patrol
45:07 dispatch and Corrections we already have
45:09 people to fill those spots we do have
45:11 some other movements that's going to be
45:13 coming we think we have a retirement or
45:14 two in corrections as well as another
45:16 that's going to move closer to home and
45:18 move to a different agency so we're
45:20 planning for that accordingly we have
45:21 some oral boards more coming up with
45:23 that as well
45:24 other vacancies we still have one
45:26 Commander spot to fill that we are going
45:28 to be recruiting for we have one record
45:30 supervisor and two part-time evidence
45:32 technicians which we're going to be
45:34 talking about in a little bit as it's
45:37 been very difficult to fill with two
45:39 part-time positions so we're looking to
45:41 the possibility of putting for one
45:43 full-time
45:44 so that is something that's going to be
45:46 on our request
45:49 we've Implement implementation of
45:51 special details that was one of the
45:52 questions and the things that Council
45:54 had addressed and were interested in
45:56 special details and roles our community
45:58 service resource officer we also have
46:01 the public programs which that's what
46:04 the cro does they do the citizens or the
46:07 residence Academy they do pause on
46:09 patrol they do the parent project those
46:12 are the type in of projects and um the
46:16 special events that we're going to try
46:18 and be implementing again starting in
46:20 September the other ones were our
46:22 traffic units our Traffic Unit was one
46:24 of the other Specialties that we hope to
46:26 have another sergeant in and be getting
46:28 our two designated traffic people in as
46:32 well starting in September that's what
46:33 our goal and our movement is at this
46:35 time
46:36 and
46:37 the other we're advertising for interest
46:40 in those special detail positions
46:42 currently that will go out this week so
46:44 we'll get the interest of those offers
46:46 within Taos that are wanting to fill
46:48 those positions and then we'll be moving
46:49 forward with hopefully it'll happen
46:52 interviews we're trying to hold in
46:54 August as well in a shorter span so we
46:56 can get everything implemented in
46:58 September versus it being testing in
47:00 September and then delayed even longer
47:02 so we are shooting for that
47:04 worst case would be by mid-september but
47:07 we're hoping for September 1st
47:09 crime prevention events and analytical
47:12 data or activities National Night Out is
47:14 August 1st as we all talked about
47:16 earlier today with Proclamation team
47:18 surrounding it is current Community
47:19 crime prevention this year
47:22 we also have a shoplifting theft Blitz
47:24 on the 26th not like I let that I like
47:27 to put it out there
47:29 um but before it happens but at the same
47:31 time we have several different
47:32 businesses that are all on board ready
47:35 and doing it together as a unified so we
47:38 hopefully that will be a very productive
47:39 event and we have been working with
47:41 community members with the retail
47:43 business group to make that happen
47:45 and then
47:47 um based on crime analysis we are
47:50 successfully determining when and where
47:51 to target specialty emphasis patrols
47:53 leading to arrests and deterring
47:55 negative activities specifically we had
47:58 one recently where we are experiencing
47:59 High criminal activity in the highlands
48:01 and recently that we have put Patrol up
48:04 there and it is deterred we were able to
48:07 single out dates or days that they were
48:09 doing such things and it's really
48:12 deterred almost down to non-existent so
48:15 that's been a huge benefit and thanks to
48:18 Ryan and all her great work she's been
48:19 putting out to patrol to have that
48:21 information out there and be moving
48:23 forward she's been a huge asset for that
48:27 crime trends year to date we have
48:30 highlighted statistics and so 15
48:33 decrease in total crime incidents as a
48:36 whole
48:37 we have 23 percent decrease in property
48:39 crimes 33 35 of those decrease are in
48:42 all burglaries and 31 decrease in
48:45 larceny or theft
48:47 so that's the most it's been seen in
48:50 years as far as the decrease goes I hope
48:53 it's from a lot of different things
48:55 um and but the police department has
48:58 been very busy all the officers getting
49:02 to work with the communities with the
49:04 businesses themselves not just in
49:06 enforcement action but actually working
49:08 with them and making sure those
49:10 conversations are had so we're building
49:13 relationships as best we can the new
49:16 officers are all the ones that are being
49:18 retrained and released from their fto
49:20 have been working very hard and
49:21 diligently to make those things happen
49:28 cameras and I.T needs so this is into
49:30 their jail needs the gel facilities
49:33 require constant surveillance as you can
49:35 imagine and recent events have brought
49:38 it to our attention that we need more
49:40 than what we currently have and so we
49:42 want to install cameras in all the cells
49:44 right now we don't have them in every
49:46 single cell so if someone were to go
49:48 into one of the cells they're they're
49:50 not always protected and we don't always
49:51 have that in the Cell It's on the
49:53 adjacent areas or common areas more
49:55 around and so this will allow us to have
49:57 cameras in every single cell where
49:59 they're legally to be there and will
50:01 increase the surveillance for safety
50:02 purposes not only the staff but also the
50:04 inmates and or residents that live for
50:07 temporary short stays or longer stays in
50:10 our establishment
50:12 The increased staffing has been a big
50:14 piece there is a minimum requirement of
50:16 two correctional officers per shift now
50:18 in the coverage for all in the area the
50:21 cameras will help cover those people and
50:23 a multitude of inmates their needs
50:25 however the number of inmates continues
50:27 to increase
50:28 staff is considering the addition of two
50:30 Corrections corporals positions because
50:32 not only with the increase of inmates
50:34 and staff span of control and having
50:38 some supervision not just during the
50:40 daytime but also in a staggered between
50:42 swing shifts and also some of the
50:43 graveyard hours
50:45 so as you can see on this slide total
50:48 inmates is on the rise from year to date
50:51 last year with 776 we're already up to
50:53 957 and average daily inmates is 43.8
50:57 was gone up to 54.5 in case you aren't
51:00 aware didn't remember 72 beds is our
51:04 current capacity which is a lot of
51:06 people in our jail and that's only
51:09 minimal for how many we can house as far
51:11 as the females versus the males we have
51:13 a lot more space for the males but we do
51:15 balance that and we keep that that's
51:17 still a lot of people and imagine that's
51:19 72 people with only two people minimum
51:21 and so having those staff to where they
51:24 can cover all the different shifts
51:25 monitor that many people or if an
51:27 incident does take place having some of
51:30 the overlaps so they have oversight as
51:31 well those are integral parts to having
51:34 the Staffing that is necessary in
51:35 growing that
51:39 dispatch needs increased Staffing for
51:42 more dispatchers are required to keep on
51:44 top of the increasing proportion of
51:45 emergency calls we are receiving within
51:48 growing population staff is considering
51:50 the addition of one dispatcher which is
51:52 approximately 130 000 the reason for the
51:57 right now we are we all the shifts are
51:59 covered and it's great the problematic
52:01 piece is we had one that had to go on
52:04 medical for a period of time when that
52:06 happens then everybody else has to jump
52:08 on board and take all of these different
52:09 pieces instead of having a coverage
52:11 person or even two that manages those
52:14 shifts or covers when people are want to
52:16 take time off or when they're ill and so
52:18 as you can imagine if we were at any of
52:20 your jobs and someone wasn't there to
52:22 balance that out everybody else has to
52:24 jump on board it's the same factor and
52:25 so when we're a 9-1-1 Center that
52:27 dispatches for multiple different
52:29 agencies and it's a requirement in your
52:31 Lifeline for these officers as well as
52:33 the residents that call in 9-1-1 it
52:35 becomes problematic and currently we
52:37 have one supervisor and we have one lead
52:39 we're hoping to finish and we have
52:41 another lead spot we're hoping to fill
52:43 here soon we have 10 dispatchers and so
52:46 we're asking for that one more currently
52:49 um as you can see with the graph also
52:51 City of Issaquah population of almost 41
52:53 000 we have 33 officers
52:55 city of Snoqualmie has population of 22
52:57 000 with approximately 22 officers and
53:00 then North Bend with the population is 7
53:02 300 almost 7 400. the 22 officers for
53:06 Snoqualmie North Bend that covers both
53:08 those jurisdictions
53:10 so it's not just so that's why there's
53:12 not a number next to that because
53:13 Snoqualmie covers North Bend
53:15 so the other piece to this that's not
53:18 mentioned here on the slide is that
53:21 starting in 2024 it used to be that
53:23 wherever you were at your cell when you
53:24 would call a 9-1-1 it would ping to
53:26 whatever Tower you were on so you go to
53:27 wsp or you go to King County well
53:29 starting in 2024 so it's new technology
53:32 as you can imagine if you're anywhere
53:34 within our city limits no matter where
53:36 you're at they're just going to know
53:37 that you are so if you're on I-90 in our
53:39 city you're going to trigger our
53:41 Dispatch Center so that being the case
53:43 we're going to our in our 911s will
53:45 increase comparatively to even what it's
53:47 been in the past
53:48 so our calls for service will go up
53:50 because of that piece alone
53:55 body cameras this is what in the 2024
53:58 budget and it's been pushed out that
54:01 we're we had the pilot program that
54:03 haven't started yet this is a
54:06 small image of what similar to what our
54:08 cameras are going to look like and every
54:09 officer will have one our Corrections
54:11 will not have them yet it is something
54:12 that we're looking at too for future but
54:14 right now it's just the patrol officers
54:16 and with this aspect and implementation
54:19 it's still shooting for quarter one of
54:21 2024. we're looking for the pilot
54:24 program to be before that we're looking
54:25 to mid-september for that to be we're
54:28 finishing up the policies we're
54:30 finishing up the public disclosure
54:32 request piece of that which also
54:34 includes the part of
54:36 um when the pilot program starts if
54:39 someone requests one we have to be able
54:41 to know what to charge them because it
54:42 takes a lot of effort to bring out all
54:44 those camera angles and submit that for
54:47 disclosure so we're looking at and
54:49 working on all those pieces each camera
54:51 has increased visibility with a four or
54:53 four to three aspect ratio 160 degree
54:55 degree field of view cameras can
54:58 automatically
54:59 share live streams with support teams
55:01 and commands so for example it's not to
55:03 watch Big Brother it's not for me to be
55:05 listening in or watching the officers if
55:07 I get called and I'm at my house and
55:09 there's an emergency emergent situation
55:11 I can pull up my screen and see what the
55:12 officers are seeing and make Command
55:13 Decisions from there as well and so it
55:15 just gives us a better span of control
55:17 and then I can also have communication
55:20 without them having to call or tell me
55:21 what's going on but I can still have
55:23 that conversation with real-time
55:25 information and so that's what it's
55:27 intended for and also for the protection
55:30 of staff and for the residents
55:32 themselves so there will those policies
55:35 will be put in place with me talking to
55:37 the equity board and seeing anything
55:38 that they as well have and questions
55:40 they have to be brought up and so that's
55:42 a part of that implementation and
55:45 cameras will also 167 waterproof longer
55:49 life battery which is and I think you've
55:51 got a question Chief yeah
55:55 so um and I want to make clear that I I
55:58 think body cameras are a good idea but I
56:01 was listening to kuow a couple of days
56:03 ago and they were talking about the um
56:06 the difficulty of keeping up with all
56:09 the storage and of of
56:13 uh what would you say uh
56:15 digitizing everything and making sure
56:18 that it was all searchable and so forth
56:20 and they're finding out that they needed
56:22 double the number of people that they
56:24 had originally projected to do that work
56:25 I don't know if you're hearing anything
56:27 about that or
56:30 um if people are working on solutions to
56:33 this sort of data overload that's coming
56:35 out of the body cameras are do we have
56:39 any idea about how many people it might
56:41 take to actually take that data and put
56:44 it into a searchable format
56:47 great question thank you we've had a
56:49 team of people between our I.T our
56:51 record staff our record supervisor that
56:53 have gone out and we wanted to learn
56:54 from others and what they've done to
56:57 implement this program and problems
56:59 they've found before they got started
57:01 and so we wanted to learn and not
57:03 reinvent the wheel so we went up to
57:05 multiple agencies that also have our
57:06 same
57:09 report writing system or our record
57:10 system
57:11 and so we made sure that our data
57:14 merging and what the base was in keeping
57:17 that in the cloud and the downloading
57:19 and all of that and how many to do the
57:22 research and so we've looked at all of
57:24 that and they've put that all together
57:26 and so our staff between the IT
57:29 department and Records is working on
57:31 what those pieces are and we're making
57:33 sure those questions are asked in
57:35 advance so we are prepared for what that
57:37 looks like long term

57:42 thanks mayor Paulie I just want to kind
57:44 of piggyback on council member D
57:46 Michelle on body cams we looked at
57:49 redaction and how we're going to manage
57:50 redaction of of images
57:54 with the body cams yes so one of those
57:57 major pieces that we looked for and we
57:59 asked that question is this program that
58:01 we're looking at and we're looking to
58:02 purchase and that he's going to Pilot
58:04 the program actually does a 95 to 97
58:07 percent data redaction through the
58:09 program it's already implemented in the
58:11 cost that we're doing so we don't have
58:12 to hire extra staff to do all of that
58:14 now there will be times when there's
58:16 going to be an arm that goes across or
58:17 there's going to be something that will
58:19 be missed so it will still be reviewed
58:21 but before it's released but at the same
58:23 time the program itself does a majority
58:25 of that redaction and so we made sure
58:28 those questions were asked and that's a
58:30 huge piece and we wanted to make sure do
58:31 we have to have five more people to do
58:33 this or that's part of because they're
58:36 not we're not the first person that have
58:37 purchased this program and and they have
58:40 done a great job with implementing and
58:42 realizing the deficiencies and what's
58:45 been necessary but that was a big piece
58:47 because that was one of my big concerns
58:49 with how many records people I needed
58:50 for sure that's great thank you
58:53 good to go okay
58:59 otherwise city is addressing Community
59:01 survey results because we know that we
59:03 did see the results of the community
59:04 survey we're making sure we have a
59:07 visibility of our police we're
59:08 encouraging our staff to make sure
59:09 they're out and about they're in the
59:11 different communities we minding our
59:13 staff that just because they're not
59:15 responding to a crime or maybe they're
59:17 not at a call for service they're
59:18 driving around the city is sometimes
59:20 presence alone helps deter things from
59:22 happening whether it be in the
59:24 commercial areas whether it be in
59:25 residences whether it be at night and
59:27 then sometimes going through a
59:29 neighborhood twice in a row they think
59:31 oh they're gone and then I can go do
59:33 whatever but then we come through again
59:34 and then you don't know when your
59:35 partner is going through so we're really
59:37 encouraging high visibility we're also
59:39 encouraging if you need to take a break
59:41 or you just are waiting for a certain
59:43 call or to head somewhere we park in
59:45 front of a business so we're trying to
59:48 visibility is a big piece another thing
59:50 we're also is that we obviously
59:52 increased our staffing which has been
59:54 hugely helpful and also getting people
59:57 into those Specialties now being that
59:59 we're almost fully staffed we still have
1:00:00 a lot of entry level and people that are
1:00:02 still getting trained and working
1:00:03 through those steps so that's another
1:00:06 piece we're working towards and getting
1:00:07 everybody trained and all our ftos I
1:00:09 want to thank them publicly because
1:00:11 they've been Non-Stop and they have
1:00:14 still a long road ahead of them and so
1:00:16 I'm very proud of them for all the work
1:00:17 that they put in and training and
1:00:18 getting people that will work side by
1:00:20 side them on a on soon basis so we're
1:00:23 thankful for them and all the work that
1:00:25 they've put in we've increased patrols
1:00:26 like I said in the areas not just in the
1:00:28 reporting we have availability of
1:00:30 information about police activities and
1:00:32 programs we have the police blotter
1:00:34 which Ryan does on a weekly basis she's
1:00:37 done an amazing job the annual and
1:00:39 monthly reports which gets everybody
1:00:41 thing out to everybody anyone that
1:00:42 subscribes or is interested in the
1:00:43 information we've also out on Facebook
1:00:46 quite a bit messaging all the activities
1:00:49 that we're doing sometimes it's
1:00:51 activities not just the fun stuff like
1:00:53 National Night Out or salmon days to
1:00:55 come sometimes it's also things that
1:00:57 great work that's been done whether it's
1:00:58 be arrests of people that have committed
1:01:01 crimes or people that have been victims
1:01:03 we want them to know that something is
1:01:05 being been accomplished and they can
1:01:07 feel safer that people are being held
1:01:09 accountable
1:01:10 and plans for enhanced data dashboard
1:01:12 and crime mapping available to the
1:01:14 public so that's something also that
1:01:15 Ryan and the staff are working on to
1:01:17 make more available as people would like
1:01:19 to have that information
1:01:21 other crime prevention efforts increase
1:01:22 Staffing for the programs as mentioned
1:01:24 before reviewing and building programs
1:01:27 going through the pause on patrol
1:01:29 building up those residence academies
1:01:32 again the parent projects because they
1:01:35 were always very successful programs
1:01:37 people really thanked us for those and
1:01:39 we're excited in asking when they were
1:01:40 coming back so we're excited to get
1:01:41 those going again and working with those
1:01:43 relationships we partnership with
1:01:45 businesses to Target shoplifting the
1:01:48 retail business meetings have been going
1:01:50 regularly we even asked them if they
1:01:52 wanted to cut back from once a month and
1:01:55 they wanted to continue and there's a
1:01:56 huge group that's been very interactive
1:02:00 with us and it's been very successful
1:02:02 and very proud to have some of those
1:02:03 relationships sometimes having those
1:02:05 it's it's building that trust again and
1:02:07 that's been growing greatly and we're
1:02:09 very pleased for a lot of those
1:02:10 relationships
1:02:12 and we've added some the crime analysis
1:02:15 component to increase emphasis Patrols
1:02:17 in those areas as specified earlier this
1:02:21 is also increased our reporting we're
1:02:23 also telling people how to report not
1:02:26 only with their my little PSAs from Tim
1:02:29 but also we've encouraged them with
1:02:31 online
1:02:32 different things that they're able to
1:02:34 report the things that we're asking for
1:02:35 and that's at National Night Out we'll
1:02:37 also be discussing what to expect when
1:02:38 you call 9-1-1 and or what information
1:02:40 we're looking for or why we need the
1:02:42 information we ask for and what's
1:02:44 required and what's not so those are the
1:02:46 big things that we've
1:02:48 we're using to otherwise Community or
1:02:51 touch base on the community results
1:02:53 and I believe that's it for me so I'm

1:03:05 going to scoot a little bit away from
1:03:06 council member marks when I ask this
1:03:08 question but given the increase in the
1:03:10 cost of dispatch and the potential
1:03:13 changes in 2024 that you mentioned have
1:03:16 we looked at just from a cost
1:03:17 perspective what Outsourcing dispatch
1:03:19 might look like from a budget
1:03:22 perspective we have not
1:03:24 where we'd have no plans to Outsource
1:03:26 dispatch we are looking at what we
1:03:28 charge our neighbor jurisdictions for uh
1:03:30 dispatching but we have no plans to
1:03:33 outforce dispatch which actually thank
1:03:36 you for taking up my other question
1:03:37 which is with the increase in population
1:03:39 at the jail is that having any impact on
1:03:41 the fees that we're looking to charge
1:03:44 our partners for jail service or jail
1:03:46 beds excellent question we are also
1:03:48 looking at our contracts that we
1:03:49 currently have and with
1:03:52 um Cola rates and everything moving and
1:03:54 improving we are also adding at least a
1:03:56 five percent increase asking that in the
1:03:58 new contracts that will be pushed out as
1:04:00 great thank you

1:04:31 here to discuss what we're doing in
1:04:34 transportation and Mobility
1:04:37 you all will recall that in Spring City
1:04:41 Administration and I presented some of
1:04:43 the needs in this Arena I'm happy to say
1:04:46 we've made a lot of progress thus far in
1:04:48 filling our positions it's still a
1:04:51 little bit of work to go
1:04:53 and we put two good work the
1:04:56 Professional Services dollars that you
1:04:58 also gave us permission for at that time
1:05:05 some of the current things that we're
1:05:07 working on right now and we'll continue
1:05:09 to work on in 2024
1:05:12 you see on your screen I'm going to
1:05:15 lightly touch on each of these because
1:05:17 they're in your packet
1:05:19 bottom line is we still have a lot on
1:05:23 our work plan we think that
1:05:27 all of these activities and more are in
1:05:31 service to improving mobility and
1:05:33 transportation in the community and
1:05:35 we're again at that point where we just
1:05:39 need to execute we need to implement
1:05:41 these things make progress on the
1:05:43 capital project
1:05:45 and complete our work in design the
1:05:49 future for our infrastructure
1:05:53 so on this list we have Metroflex
1:05:56 Metroflex has been before the mobility
1:06:00 and infrastructure committee recently
1:06:02 will be coming back to city council for
1:06:05 discussion the first meeting in August
1:06:07 August 7th and that's the moment in time
1:06:10 where the full Council will hopefully
1:06:12 provide some direction in terms of the
1:06:15 pursuit of King County's
1:06:18 point to point on demand service that is
1:06:22 being proposed
1:06:23 our its plan intelligent transportation
1:06:27 system program has been evaluated we are
1:06:32 still working on the final report
1:06:34 that has a significant implementation
1:06:37 plan include some pieces that are
1:06:39 already built in to the capital budget
1:06:41 and the operating budget that you have
1:06:43 approved we will be speaking with you
1:06:46 more about that this fall
1:06:48 we also are in the midst of putting
1:06:53 together the capital projects you see on
1:06:55 the list the escrow safety bundle Front
1:06:57 Street streetscape all their Festival
1:07:00 Street and the Strategic small capital
1:07:03 projects all of those include design and
1:07:06 construction phases another significant
1:07:09 Mobility Improvement that is in the
1:07:11 works in the you have just
1:07:14 helped us get underway through blessing
1:07:17 the contract is the I-90 Crossing
1:07:19 planning study and as you may know we're
1:07:23 doing a lot of Outreach on the transit
1:07:25 study right now we expect that we will
1:07:29 be sharing those results with you in the
1:07:31 near future in the in the whole
1:07:33 Community as well
1:07:35 so that's what we have in part going on
1:07:38 right now
1:07:40 my focus is really just to make sure
1:07:42 again that we can Implement resources
1:07:45 and the activities that you have given
1:07:48 us Direction on
1:07:51 I've mentioned Metroflex shuttle this
1:07:55 will be an item that will be considered
1:07:59 as part of the mid biennial budget
1:08:01 update as it is not currently budgeted
1:08:04 within the 2024 budget and then the
1:08:07 second piece on this slide is
1:08:10 to do a reclassification for one of our
1:08:13 senior signal texts and the spring you
1:08:18 gave me permission to go and fill a
1:08:21 third signal Tech position happy to say
1:08:24 we have done that but we have an
1:08:27 individual
1:08:29 that is a long-term employee a master
1:08:32 electrician an invaluable resource to
1:08:36 the city that I want to retain and who I
1:08:39 believe
1:08:40 has been doing above and beyond the
1:08:45 classification and so I'd like to
1:08:47 address that both for a retention
1:08:49 standpoint but also provide some growth
1:08:51 opportunities within our Workforce
1:08:56 with that I will answer
1:08:58 any questions that you have about
1:09:00 transportation and Mobility
1:09:01 councilmember D Michelle
1:09:04 so I I believe we have a a couple of
1:09:07 positions that are limited term
1:09:10 employment
1:09:11 um and uh I'm wondering for long-term
1:09:15 planning and we have a number of really
1:09:17 significant projects I love the list
1:09:20 thank you very much but we have some
1:09:22 long-term projects that are going to
1:09:24 take some time and I'm just wondering if
1:09:26 there's been any consideration of
1:09:27 converting those positions to uh
1:09:31 full employment or continuing employment
1:09:34 sure currently my department has one
1:09:37 individual who is a limited term
1:09:39 employee who works closely with
1:09:42 Community Planning and Development as
1:09:45 well on our transportation planning that
1:09:48 individual has been the primary on
1:09:50 Metroflex as you know
1:09:53 and I would love to retain him and that
1:09:57 position I I we need people to get the
1:10:00 work done but for the biennial budget
1:10:04 that hasn't been included would be
1:10:06 something that we consider for the next
1:10:09 financial budget
1:10:12 any other questions thank you

1:10:18 um the Metroflex shuttle will be a pilot
1:10:21 program and so I'm wondering if you can
1:10:22 speak to a little bit about how we're
1:10:24 going to be assessing the pilot program
1:10:26 at the end of this pilot year what sort
1:10:29 of data is being collected and surveys
1:10:31 before and after sure sure and I don't
1:10:34 have that comprehensive list in front of
1:10:35 me there are a bunch of metrics that
1:10:37 we've spelled out in the mobility and
1:10:39 infrastructure
1:10:41 meeting and be happy to get you that
1:10:44 full list for the August council meeting
1:10:47 I just don't have it in front of me but
1:10:48 a lot of metrics on ridership of course
1:10:50 on the types of trips that are being
1:10:53 taken so that we can better understand
1:10:55 that and make sure that the means are
1:10:58 fitting the actual Community needs we
1:11:02 also will be looking at where people go
1:11:05 we will be looking at the integration
1:11:08 with other fixed routes a transportation
1:11:11 systems so there's a variety of data
1:11:13 that we will be looking for and we have
1:11:17 a project schedule as you suggested to
1:11:21 sit down with King County Metro discuss
1:11:23 those make sure that its meaning
1:11:25 Community need that also look at it from
1:11:28 the financial investment side to make
1:11:30 sure that it's the wisest use of our
1:11:33 dollars to get at the problems that we
1:11:34 want to correct with our Mobility gaps
1:11:38 and we will be bringing that data back
1:11:41 to city council

1:12:12 community members
1:12:14 um so our part here
1:12:18 is really focused on improving service
1:12:21 so we've gotten through the code update
1:12:25 process and have undertaken the
1:12:28 implementation phase of the code update
1:12:31 um what we learned from the survey we're
1:12:34 taking all of that into consideration as
1:12:36 you know land he's planning was number
1:12:38 two priority as we gleaned and got into
1:12:42 what was really implied and you know we
1:12:45 did our best to understand overall built
1:12:48 environment was above
1:12:50 um you know 60 percent folks were
1:12:52 satisfied with that quality of new
1:12:55 development was only slightly up
1:12:58 um ease of getting permit was eight
1:13:00 percent but you know 65 percent said
1:13:02 don't know so we couple that with our
1:13:05 own survey that we do of the applicants
1:13:07 because people may not have had to get a
1:13:09 permit uh through the community survey
1:13:13 of all the people that filled out that
1:13:15 survey when we couple that with our own
1:13:17 survey that we've done
1:13:20 um I think um it's important to note
1:13:22 there were Hallmarks for professionalism
1:13:24 of the staff and online permitting
1:13:27 people were satisfied with that we
1:13:29 certainly understand there's room for
1:13:31 improvement and Clarity of the process
1:13:33 and the timing of the reviews and we're
1:13:35 committed to working on that within our
1:13:38 existing resources
1:13:39 there were also High marks for
1:13:41 environmental stewardship which is
1:13:43 across the city
1:13:45 um and of course we heard need to
1:13:48 increase availability of affordable
1:13:49 housing
1:13:50 and improve how we plan for growth so in
1:13:54 our budget for this year we already have
1:13:58 um you know council's given us a lot of
1:14:01 resources related to long-term planning
1:14:03 for the comprehensive Plan update and
1:14:05 the Eis work that we're doing there was
1:14:07 money included in the last biennial
1:14:11 budget we also had some money allocated
1:14:14 for implementation of housing strategies
1:14:17 and that's also implementing the
1:14:20 legislative
1:14:22 bills that came through our way and then
1:14:26 also to do parking study
1:14:28 so all of those are funded the budget
1:14:31 also included an affordable housing
1:14:33 planner position that you know Council
1:14:36 was previously briefed on
1:14:38 um we are using a fabulous in-house
1:14:40 resource with Jen Davis Hayes taking on
1:14:43 some of that responsibility
1:14:45 um so we will come in and give you a
1:14:48 more up-to-date uh detail of what staff
1:14:51 is working on permit process and
1:14:52 procedures uh in fall and how we're best
1:14:56 allocating our existing resources but
1:14:58 happy to answer any questions

1:15:16 and uh I believe Jared this is your
1:15:18 first appearance at the city council
1:15:20 Jared Schneider our new emergency
1:15:22 manager hello folks yes hello my name is
1:15:24 Jared Schneider I am your new emergency
1:15:26 manager it is a pleasure to be in front
1:15:28 of you today uh especially given that it
1:15:30 is not an emergency and everything is
1:15:33 raining and wonderful outside so um like
1:15:37 I said yes I am the new emergency
1:15:38 manager uh before this role I was with
1:15:40 King County Office of Emergency
1:15:42 Management for five years before that I
1:15:44 was with the Red Cross during my time at
1:15:46 King County we saw floods landslides
1:15:50 wildfires pandemic you name it so coming
1:15:54 with us some emergency baggage if you
1:15:56 will to this position some of you may
1:15:59 also recognize me I was actually here a
1:16:01 couple years ago speaking to you all
1:16:03 about Wildfire risk I was co-leading an
1:16:06 effort to develop the King County
1:16:07 Wildfire risk reduction strategy we
1:16:09 brought it to you all to gather input
1:16:11 and feedback and support for it we
1:16:14 released it about a year ago with mayor
1:16:15 Paulie up in the uh up in Miramont and
1:16:19 it was a great a great event and so far
1:16:21 it's been well received and we're taking
1:16:23 actionable steps in our region to reduce
1:16:25 our risk so with that being said it's
1:16:27 great to be on team Issaquah so far uh
1:16:30 10 weeks in but they've been lovely 10
1:16:32 weeks everyone has been very kind and
1:16:34 I'm excited to be here so it's great to
1:16:37 meet you
1:16:38 with that my slide deck is pretty light
1:16:41 like I said I've only been here 10 weeks
1:16:43 so I'm only discovering what the
1:16:45 priorities of the Emergency Management
1:16:46 program should be here in issua that
1:16:49 being said there's three main categories
1:16:51 that I'm seeing as early winners if you
1:16:53 will Emergency Operations Center
1:16:55 Readiness so making sure that we're
1:16:57 ready as a city to respond to any
1:16:59 disaster be it small or large community
1:17:02 resilience ensuring our community is
1:17:04 prepared that there's self-reliance and
1:17:07 awareness of our hazards in our
1:17:10 community
1:17:11 risk reduction ensuring that as our
1:17:13 community grows that the protective
1:17:15 actions that we take to protect our city
1:17:18 also grow with the city those are the
1:17:20 three early priorities that I'm seeing
1:17:22 but again they may change as time goes
1:17:27 So speaking of wildfire um it's a it's
1:17:30 fun to talk about it on a day like this
1:17:31 as it's raining the only day in the
1:17:33 Summer where it feels like it's been
1:17:35 raining but what you see in front of you
1:17:37 here is you SCI fire and rescues uh
1:17:39 calls to brush fires and this is a seven
1:17:42 year period so it's quite a busy map
1:17:44 keep in mind that brush fires are very
1:17:47 small actually they're only about 20
1:17:49 feet by 20 feet so while this while this
1:17:51 does look like there's a lot of them
1:17:52 going on keep in mind that they are
1:17:55 relatively small incidents there's no
1:17:57 separate category with an effer for
1:17:59 wildfires they just don't collect that
1:18:00 type of data but I wanted to share this
1:18:02 all with you all to know that we're

1:18:09 also too that we're looking into data
1:18:11 right we're trying to understand our
1:18:13 risk better for our community and this
1:18:15 is just one of the ways that we're doing
1:18:17 with that being said there are some
1:18:19 short-term actions that we are
1:18:21 undertaking to reduce our risk of
1:18:23 wildfire currently
1:18:24 Eastside fire and rescue is developing a
1:18:26 community Wildfire protection plan what
1:18:29 this is is just a plan that helps you
1:18:31 understand your risk they're breaking it
1:18:33 down by cities and then within the
1:18:35 cities we're breaking it down by
1:18:36 neighborhood so Issaquah we are also
1:18:38 planning in conjunction with ephra
1:18:40 plenty of other cities are also in the
1:18:43 effort of planning for this in the same
1:18:46 Community Wildfire protection plan we
1:18:48 don't have a full list yet they just had
1:18:50 to kick off a couple weeks ago but these
1:18:53 plans are great like I said for
1:18:54 understanding risk they help you plan
1:18:56 for emergency response so whether it be
1:18:58 evacuation or Sheltering and then also
1:19:00 they really spell out what you're going
1:19:02 to do in your neighborhoods about
1:19:03 reducing that risk right so whether it's
1:19:05 like things like metal roofs or areas of
1:19:07 limited Ingress and egress into
1:19:09 Community that's all found within those
1:19:11 plans the other thing that we're doing
1:19:14 is Communications so with the help of
1:19:16 Thomas and his lovely team we are
1:19:18 pushing out more information about
1:19:20 wildfires and really pushing the message
1:19:22 that Issaquah is all fire country and
1:19:25 that we should be ready and prepare for
1:19:27 one a big part of that is alert
1:19:30 notification so in King County we have a
1:19:33 service called alert King County it's a
1:19:35 sign up service where residents can put
1:19:37 in their information and it is what we
1:19:39 use to notify residents in any emergency
1:19:43 now we pulled some numbers in Issaquah
1:19:46 there's only about a thousand residents
1:19:47 signed up right now for alert King
1:19:49 County there's 17 000 more that we have
1:19:52 from an emergency 911 database so we do
1:19:56 have confidence that we can reach you
1:19:58 know a fraction in the community but
1:19:59 obviously we want to see that number go
1:20:01 up right so that's going to be one of
1:20:03 the big things that we're pushing for in
1:20:05 this Public Communication is sign up for
1:20:07 alert King County so you can know about
1:20:09 Wildfire or any Hazard that's in the
1:20:12 community
1:20:14 um with that that's actually my last
1:20:15 slide like I said it's great to meet you
1:20:18 all if you have any feedback any
1:20:21 suggestions if you've heard anything
1:20:23 from the community that you think is a
1:20:25 priority for the Emergency Management
1:20:26 program I'd love to hear it it's a
1:20:28 perfect time as I'm just stepping into
1:20:30 this role so with that I thank you thank
1:20:33 you Jared and welcome uh council
1:20:35 president

1:20:38 um really appreciate your hair I would
1:20:40 love to talk to you about cert and all
1:20:42 of that
1:20:43 um you talked about communication as a
1:20:46 kind of proactive have
1:20:48 um do you have plans to have
1:20:49 conversations about the reactive nature
1:20:53 of emergencies and how we can
1:20:56 effectively have a communication
1:20:57 strategy both for our residents and our
1:21:00 employees and all of those things in the
1:21:02 case of an emergency yeah absolutely so
1:21:05 the procedures are laid out already I
1:21:08 know we have some Sops that describe
1:21:10 what we are to do the tools are well
1:21:13 known to those of us you know in those
1:21:15 in those roles to notify but there's
1:21:17 always room for improvement I should say
1:21:18 you know whether it's pre-scripting
1:21:20 messages or pre-translating messages
1:21:23 those are things that we should consider
1:21:25 and that we can build out in the future
1:21:27 and we hope to do so for really all of
1:21:29 our hazards that would require something
1:21:30 like an evacuation
1:21:33 any other questions for Jared
1:21:36 councilman
1:21:40 I I recall so I did the cert program a
1:21:43 few years ago now
1:21:44 um and at the time there was also map
1:21:46 your neighborhood where you got to know
1:21:48 who else was in your neighborhood and if
1:21:50 they had pets or if they had
1:21:52 um you know how many people were in the
1:21:54 home and things like that to make sure
1:21:55 that everybody did get out in the case
1:21:57 of an evacuation and also just so you
1:21:59 know your neighbors and um I was
1:22:02 wondering if that is still
1:22:04 um what you would if you would still
1:22:06 recommend people participate in that
1:22:07 program and then generally in addition
1:22:09 to signing up for the Emergency
1:22:11 notification what you would recommend
1:22:14 um people in Issaquah do to prepare at
1:22:17 this point like where they should go to
1:22:18 get that first information about what to
1:22:21 sign up for and all of that yeah so uh
1:22:24 to your first point yes map your knit
1:22:26 map your neighborhood is a great program
1:22:27 it's been around for a very long time
1:22:29 it's very popular
1:22:32 um or had been previously I think its
1:22:35 popularity has gone down a little bit as
1:22:36 I think some communities feel more
1:22:38 isolated people are a little less
1:22:40 anxious or more anxious to get to know
1:22:42 their neighbors in some instances and I
1:22:44 know that the instructors that we do
1:22:46 have that do map your neighborhood have
1:22:48 felt that they've felt that there hasn't
1:22:50 been very many requests with that being
1:22:52 said I would love to ReDiscover and
1:22:54 rebuild out that program because I do
1:22:56 think it's great and no one your
1:22:58 neighbor's going to be the first person
1:22:59 that's there you know to check on you
1:23:01 and and the emergency we we heard the
1:23:03 chief talk about Staffing shortages and
1:23:05 the challenges that's been there right
1:23:06 no one knows your neighborhood like your
1:23:08 neighbors and so yes I think it's a
1:23:10 great product it's something that I
1:23:12 would love to explore more I just don't
1:23:14 know enough actually about where is been
1:23:16 with the program and how many
1:23:17 instructors that we actually have
1:23:19 locally selective to your second Point
1:23:21 yeah alert King County truly is the best
1:23:24 place to find emergency information
1:23:27 um I wish I had the URL in my brain but
1:23:30 if you Google alert King County it will
1:23:33 come up and and what's great about that
1:23:34 service too is um it's already there's
1:23:37 eight languages too that you can already
1:23:39 alert into as well so there's already
1:23:41 some of that built into it but that is
1:23:44 the place to go

1:23:58 would like to talk about in response to
1:24:00 your discussions earlier this year is
1:24:02 our Communications efforts and Thomas
1:24:03 Rush our Communications manager is here
1:24:08 good evening council members
1:24:10 um first off I'm going to start as a
1:24:12 member of the communications team I'm
1:24:14 more excited than anyone that Jared's
1:24:16 here because I'm the one responsible for
1:24:17 making sure we get that messaging out so
1:24:19 I'm also very glad he's here
1:24:22 excuse me to start I just wanted to
1:24:25 highlight a few of the work plan items
1:24:26 that we've recently accomplished a lot
1:24:28 of them tie to what we heard in the
1:24:30 community survey to start we recently
1:24:33 released a new version of our city
1:24:35 projects page that includes a new
1:24:37 mac-based view this lets residents
1:24:39 explore what projects are happening
1:24:41 around town that either in their
1:24:42 neighborhoods or perhaps on their routes
1:24:44 out of town just providing new
1:24:47 perspective on ways to see what's
1:24:49 happening around town for those who
1:24:51 really enjoyed browsing our city
1:24:54 projects by list that's still there
1:24:56 broken down a nice convenient categories
1:24:58 based on the topic so we've seen a lot
1:25:01 of popularity with that already
1:25:03 happy to keep expanding on that the
1:25:06 second one is in the community survey we
1:25:09 saw that people had a noticeable uptick
1:25:11 in our response to engaging diverse
1:25:13 audiences we feel this is directly tied
1:25:16 to the fact that now all of our surveys
1:25:18 are translated into Spanish and Mandarin
1:25:20 which really reduces the barrier to
1:25:22 provide feedback to the city on
1:25:24 important topics
1:25:25 we've also recently released two new
1:25:28 e-newsletters to go along with is Gwen
1:25:31 Setter or general one and mayor Paulie's
1:25:33 newsletter as well these two are the
1:25:35 park bench and green isqua both are
1:25:37 topic based so park bench really talks
1:25:40 about the wonderful things our parks
1:25:41 department is doing reaches out to all
1:25:43 those audiences that have registered for
1:25:45 programs or just taken part in
1:25:48 various activities so a nice really
1:25:50 robust uh subscriber base to get
1:25:52 information from us and green is quad is
1:25:54 brand new I think we're on issue number
1:25:56 two right now that talks about all of
1:25:58 the wonderful stewardship and volunteer
1:26:01 events that we're doing to really
1:26:02 increase sustainability in town
1:26:04 throughout Parks Department
1:26:06 uh I'm super excited by this next Point
1:26:10 through the pandemic we really were
1:26:12 forced to Pivot and have a lot of
1:26:14 virtual meetings to get feedback from
1:26:16 community members but since 2023 we've
1:26:19 decided to make a standard that working
1:26:21 with project managers will bring back
1:26:23 in-person events so we've already had a
1:26:25 few open houses for various topics they
1:26:26 were well attended we talked to a few
1:26:29 you know anecdotally a few residents who
1:26:31 were just excited to be in the same room
1:26:33 as project managers to be able to ask
1:26:35 their questions and get immediate
1:26:36 feedback
1:26:37 uh finally we know this was a priority
1:26:39 from Council to improve our on-site
1:26:41 signage for public projects I'm happy to
1:26:44 say we have a new template in place that
1:26:46 does a great job of providing detailed
1:26:49 information to people who are passing by
1:26:51 project sites and then also provides
1:26:53 translations and QR codes to those who
1:26:55 want to find out more online
1:26:57 so those are things we've recently
1:26:59 accomplished looking forward we're
1:27:03 pretty excited that we are doing a
1:27:04 refresh for our City website it's been
1:27:07 five years since we redesigned it last
1:27:09 somehow that's already been five years
1:27:11 it's kind of blowing my mind
1:27:13 with that it's a design change so it
1:27:16 won't be restructuring the entire
1:27:18 website again this one really focuses on
1:27:20 the the user experience and the layout
1:27:23 seeing what best practices happen from
1:27:25 other municipalities who've recently
1:27:27 upgraded and taking
1:27:29 borrowing the best practices they've
1:27:31 come up with and bringing them to a
1:27:33 squad 2. so uh with that I think we're
1:27:36 hoping to aim towards the end of
1:27:38 December 2023 or early 2024 to release
1:27:40 that so more to come there
1:27:43 um as Jared alluded to we're really
1:27:45 making a specific emphasis on campaigns
1:27:48 to get people to sign up for uh King
1:27:51 County alert and other programs to
1:27:53 improve our ability to provide emergency
1:27:56 information on specific topics like
1:27:59 wildfire and flood safety uh what we've
1:28:01 done in the past has worked in terms of
1:28:03 getting Outreach out there but I think
1:28:04 we can do even better so that is going
1:28:06 to be a priority for communications
1:28:07 finally we're going to look at
1:28:10 additional analysis for what public
1:28:13 engagement needs we might need for the
1:28:14 next budget cycle I feel confident we
1:28:16 have right now works really well but in
1:28:18 the field of communications things
1:28:19 change rapidly so we will keep our eye
1:28:22 open for what uh other municipalities
1:28:25 earning around the country and see if we
1:28:27 can bring those same tools to use for
1:28:29 residents here
1:28:30 short and sweet happy to take any

1:28:42 um What is prompting us to consider a
1:28:46 website redesign do we feel like there
1:28:48 is more user experience or is it just
1:28:52 it's been five years and we feel like
1:28:55 that's time yeah we've made it a habit
1:28:58 to try and make sure we update our
1:29:00 website every five to seven years the
1:29:01 last one was a major redesign of it all
1:29:03 those kind of changes are prompted by
1:29:06 feedback from residents and for just
1:29:08 seeing what best practice exist this one
1:29:10 is really about just refreshing and
1:29:12 provide new tools at our our vendor uh
1:29:17 plus comes out with new things so you to
1:29:19 Institute those you have to update to
1:29:21 the newest designs so you take this
1:29:22 chance to also make the website look uh
1:29:25 great and be even more useful to
1:29:27 Residents so just it's periodic that's
1:29:30 the underlying element but we take this
1:29:31 chance to really try to improve it too
1:29:33 to improve performance
1:29:35 okay uh next question
1:29:37 are we using AI or any of the chat GPT
1:29:42 tools something like that as a way to
1:29:45 enhance our communication strategy it's
1:29:47 a great question uh so that's an ongoing
1:29:50 Topic in the field of communications
1:29:51 really to figure out how best to utilize
1:29:54 AI based programs at the moment there
1:29:58 doesn't seem to be a consensus on how
1:30:00 best to do that I really want to make
1:30:03 sure that we maintain a reasonable
1:30:05 expectation for residents what they can
1:30:07 you know see coming down the line so
1:30:09 we'll continue to look into that if like
1:30:12 I said we see that the best practice
1:30:15 starts to Institute tools like chappie
1:30:17 gtbs or other AI programs we'll
1:30:20 reevaluate what our current
1:30:21 communication tools are and try and
1:30:23 endpoint as well

1:30:41 uh Savannah mayor members of the council
1:30:43 those are the five areas that we heard
1:30:45 from the from the city council at uh its
1:30:48 Retreat a few months back
1:30:50 um to summarize uh you've heard a lot
1:30:52 from the police department uh we really
1:30:55 feel that uh a fully staffed department
1:30:57 will allow us to do a lot of the things
1:30:59 that you're hearing from the community
1:31:01 that we heard from on the community
1:31:03 survey uh so we're feeling really good
1:31:05 about that uh the part that we're
1:31:07 feeling less good about are the
1:31:09 continued challenges that we have
1:31:11 operating in jail in a Dispatch Center
1:31:12 we want to do that we want to continue
1:31:14 to offer those Services we want to make
1:31:17 sure we're doing it in a safe
1:31:18 responsible Manner and so as we look at
1:31:20 the adjustments to the mid biennium
1:31:23 budget you will see some requests in
1:31:25 those areas on the area of
1:31:27 Transportation as director Moon said
1:31:29 we've got a lot on our plate we think we
1:31:31 need to just make some small additional
1:31:33 adjustments from a staffing perspective
1:31:35 in order to continue to move forward in
1:31:37 that Lots on the capital program as we
1:31:40 consider
1:31:41 a uh a sales tax for transportation over
1:31:45 the next several months
1:31:47 um certainly something we're very
1:31:48 focused on uh the other three areas we
1:31:51 don't believe we need additional
1:31:52 resources but as you've heard this
1:31:54 evening from the responsible managers we
1:31:57 want to tweak some of our our focus on
1:32:00 the uh the planning uh reviewing of
1:32:02 current applications we've heard you
1:32:04 we've heard the community uh that there
1:32:06 is still frustration but with that
1:32:08 process Title 18 was a big step forward
1:32:10 uh additional new staff members and our
1:32:14 planning division is also a big step
1:32:15 forward we now need to walk that talk
1:32:18 and continue to return to you on a
1:32:20 regular basis with data as we continue
1:32:22 to improve in that area Emergency
1:32:25 Management
1:32:26 um I think Jared did an excellent job of
1:32:28 explaining sort of the high level points
1:32:30 uh that we need
1:32:33 um you know the resources for Emergency
1:32:35 Management are really tricky we feel
1:32:37 comfortable at this point with the one
1:32:40 FTE we may need additional resources
1:32:43 moving forward but we want to spend at
1:32:45 least that this next year and 24
1:32:47 focusing on the areas that Jared
1:32:49 described and then finally in
1:32:50 Communications something everyone is
1:32:53 struggling with certainly coming out of
1:32:55 the pandemic changes is how people
1:32:57 communicate all over we want to be
1:33:00 everything to everybody we want to be
1:33:01 every place and so we'll spend some more
1:33:04 time talking with colleague agencies but
1:33:07 looking at more interesting and diverse
1:33:10 ways to communicate with people during
1:33:12 24 and as we come back to you with the
1:33:15 next banana budget for 25 and 26
1:33:17 hopefully have some new ideas so that is
1:33:21 our response to what we heard look for
1:33:23 your additional feedback this evening
1:33:26 the slide talks about the uh calendar
1:33:29 that we are proposing moving forward at
1:33:33 your next meeting on August 7th we'll
1:33:35 come with a final report on year-end
1:33:38 2022 and a mid-year look as to where
1:33:41 where we're at with the current year
1:33:43 budget as well as look at Revenue any
1:33:46 Revenue changes we're seeing for the
1:33:48 balance of 23 into 24. on October 30th
1:33:52 we would like to have a committee the
1:33:55 whole uh to discuss mayor Paulie's
1:33:57 adjust proposed mid-year mid-bian
1:33:59 adjustments to the budget which will
1:34:01 reflect a lot of what you've heard this
1:34:03 evening we would then have a public
1:34:05 hearing for the property tax levy and
1:34:07 those mid Bay adjustments on November
1:34:10 20th and then ask the council to
1:34:13 consider adoption of those changes on
1:34:15 December 4th this will also run parallel
1:34:18 to the council's consideration of
1:34:20 adjustments of the sales tax and it is
1:34:22 our hope at this point to closely follow
1:34:25 the same schedule so at this point we're
1:34:28 also looking at December 4th as being
1:34:30 the date that we would ask the council
1:34:32 to consider changes to the sales tax for
1:34:36 transportation projects that would allow
1:34:38 us to implement that sales tax change in
1:34:40 April of 2024 so two separate tracks
1:34:44 which we'll bring together as the year
1:34:48 um they're probably that concludes our
1:34:50 presentation happy to answer any
1:34:52 questions and get additional feedback
1:34:54 great so let's start with questions and
1:34:56 then we'll move into comments the
1:34:58 council president
1:35:00 thank you so looking over this kind of
1:35:04 budget
1:35:05 schedule
1:35:07 um this is obviously our first bid
1:35:09 biennium budget so I look at the
1:35:11 differences between
1:35:13 this and a regular budget year and one
1:35:17 of the things that I notice is in a
1:35:21 regular budget year first of all we
1:35:22 would get
1:35:24 um the presentation of the budget in a
1:35:28 meeting ahead of when we would talk
1:35:30 about it so that gives us time to absorb
1:35:32 and then we would have one separate
1:35:35 meeting on what a revenue picture looks
1:35:37 like and then another meeting on what
1:35:41 any ads changes Etc obviously we want to
1:35:45 streamline this and we don't want to
1:35:47 repeat a budget scenario but I'm trying
1:35:50 to understand how we are going to have
1:35:53 the time to react when what I'm seeing
1:35:56 here is
1:35:58 some potential proposed additions and
1:36:02 then also hearing that there may need to
1:36:07 be cuts
1:36:08 in order to pay for those so
1:36:12 how what flexibility do we have and how
1:36:15 are we going to have the time to absorb
1:36:17 the information understand revenue and
1:36:20 understand any potential changes
1:36:27 looking at this calendar uh the first
1:36:29 discussion will be October 30th we'll
1:36:31 have all that information to you prior
1:36:33 to that October 30th discussion uh then
1:36:36 uh three weeks will pass between that
1:36:39 cow and the public hearing and then
1:36:41 another couple of weeks before decisions
1:36:43 so there's still quite a bit of time
1:36:44 built into this process certainly we do
1:36:48 not anticipate the same number of moving
1:36:52 pieces to this as we have with a regular
1:36:56 consideration of the two-year budget so
1:36:58 we think the number of pieces will be
1:37:00 pretty small I think you've heard the
1:37:02 Lion's Share of them this evening so you
1:37:05 don't anticipate a lot of additional
1:37:06 ones there will certainly be others less
1:37:08 significant so I think we're feeling
1:37:11 very comfortable with that time of I
1:37:13 think this council's gotten very good at
1:37:15 this quite honestly
1:37:17 um and so given the the shorter number
1:37:19 the smaller number of changes this
1:37:21 should be fine
1:37:23 so you think the meeting on the October
1:37:25 30th will include a brief review of the
1:37:30 proposed ads what are Revenue situation
1:37:33 looks like that necessitates potentially
1:37:37 any cuts and what the proposed cuts are
1:37:40 um and then we will react to that on the
1:37:44 30th because usually November 20th that
1:37:47 public hearing isn't a give and take so
1:37:50 much as
1:37:52 giving the community a chance to provide
1:37:55 a recommendation so and my my sense is
1:38:00 you'll have everything you need for a
1:38:01 full and complete discussion prior to
1:38:03 October
1:38:07 any other questions before we move into

1:38:12 just a quick question uh will there be
1:38:15 an opportunity to add anything to the
1:38:17 budget topics
1:38:21 I think councilmember D Michelle tonight
1:38:23 would be the night
1:38:25 um if there's additional issues uh that
1:38:27 the council would like the
1:38:28 administration to consider again
1:38:31 um going back to this is a two-year
1:38:33 budget and so uh the theory behind a
1:38:36 two-year budget is that only those very
1:38:39 significant uh changes in condition
1:38:42 would be changes to that budget so I
1:38:45 think we've tried to give you what we
1:38:46 sense as significant changes now there's
1:38:49 also the programmatic piece which
1:38:51 perhaps some organization some cities
1:38:54 don't really talk about and that is that
1:38:56 shifting of emphasis not changing
1:38:58 resources but how you use those existing
1:39:01 budgeted resources we've had a little
1:39:03 bit of that tonight but if there's
1:39:04 anything else on the council's mind uh
1:39:07 for changes in 24 we'd really like to
1:39:10 hear them
1:39:14 one question said yeah and do I have any
1:39:17 other questions otherwise we can just
1:39:19 start going to comments I can start with

1:39:28 here and also the luncheon we had this
1:39:30 today just deep appreciation for our
1:39:33 staff
1:39:34 um we had such excellent presentations
1:39:37 tonight and also just acknowledging all
1:39:41 of the work that goes into making this
1:39:43 such a great City and so I just want to
1:39:45 start my remarks by saying that it's
1:39:47 just such an honor to serve with such
1:39:51 absolutely wonderfully dedicated people
1:39:53 so so thank you to everybody
1:39:56 um uh you know and I
1:40:00 um I I think maybe what you just said
1:40:01 about programmatic changes rather than
1:40:04 financial changes but
1:40:06 um city manager uh Bob quits is aware
1:40:09 that I'm really concerned about the Arts
1:40:11 review that we're going to do in 2024
1:40:14 and I just want to ensure that we have
1:40:16 enough resources to do a full and
1:40:18 complete job so I'm you know I'm not
1:40:21 suggesting that we add that to the
1:40:23 topics but I would just like more
1:40:25 information about what the budget for
1:40:27 that process will be
1:40:29 um and uh maybe some just some
1:40:32 preliminary ideas about how we're going
1:40:34 to do that Arts review and the scope of
1:40:37 that of that and so those would be my
1:40:39 questions really and then with that
1:40:41 feedback perhaps I would want to come
1:40:44 back and add that to as a topic but
1:40:47 um uh right now I don't know that I have
1:40:49 enough information to actually add it or
1:40:51 to suggest that it be added but that is
1:40:53 a big big continuing concern of mine
1:40:56 that we do a really thorough job of that
1:40:58 art review so that we again we get the
1:41:01 arts program that we want not the one
1:41:04 that we can afford so uh I I think we
1:41:08 need to do some visioning around that
1:41:10 topic so that would be my input thank

1:41:24 and complimenting the administration on
1:41:27 the gold certification for our city
1:41:30 we're one of only five in the entire
1:41:32 State and the only one in the state that
1:41:35 has the gold certification and that
1:41:37 really says a lot about the dedication
1:41:41 um the people that have been working on
1:41:43 environmental issues for years and years
1:41:45 in the city one of them of course was
1:41:47 Cancun's Market we honored tonight
1:41:50 I'll just comment that looking at the
1:41:53 budget adjustments I really appreciate
1:41:55 the administration's emphasis on getting
1:41:58 dispatch police and the jail to full
1:42:03 staff if at all possible
1:42:04 we have a unique position in Issaquah
1:42:07 with our court system and the police
1:42:10 because we coordinate so closely with
1:42:13 Snoqualmie and North Bend and because
1:42:15 Duvall uses our jail along with
1:42:17 Snoqualmie and North Bend Duval uses our
1:42:19 court too excuse me we have the ability
1:42:22 to be a little bit more of a regional
1:42:24 public safety center and if we're fully
1:42:29 staffed and can reach out to the other
1:42:31 communities and support them it makes
1:42:32 all of us stronger here on this side of
1:42:35 the the lake so to speak so I really
1:42:39 appreciate the emphasis that's being
1:42:40 made there I think that those are
1:42:42 dollars well invested in public safety
1:42:45 and will go a long way to make the
1:42:48 entire area safe safer and ensure our uh
1:42:53 especially our our store Keepers and our
1:42:55 our businesses that we're taking Public
1:42:58 Safety very seriously thank you

1:43:03 um I'll jump on and say I really
1:43:05 appreciate this as a schedule you know
1:43:09 I've been a little bit nervous about
1:43:11 what a two-year budget looks like from
1:43:15 our ability to make changes as needed
1:43:19 and be responsive to what we're hearing
1:43:22 in the community but I think we've set
1:43:24 up a good system here of focusing on the
1:43:29 community survey and our performance
1:43:31 metrics and using that to be reactive
1:43:34 and then I really appreciate recognizing
1:43:38 in our staffing can change in a year and
1:43:42 our needs can change and so being
1:43:45 reactive to that or responsive to that
1:43:49 and presenting this is
1:43:52 really appreciated I also really
1:43:54 appreciate that
1:43:56 in cases where we gave an area that we
1:44:01 thought needed emphasis because of what
1:44:04 we were seeing out of the community
1:44:04 survey or the dashboard that the
1:44:09 reaction wasn't just let's throw staff
1:44:11 and money at it it can be let's make
1:44:15 adjustments so I wanted to highlight I
1:44:19 was very concerned with the permitting
1:44:22 numbers that we see in our dashboard the
1:44:26 permit review times we have not met
1:44:29 those and so I am definitely going to be
1:44:32 looking at that I hope we can see that
1:44:35 on more of a quarterly basis and really
1:44:37 understand what
1:44:40 what we are doing and how that's moving
1:44:43 the needle I think that is really
1:44:45 important especially with the changes
1:44:48 that have been made at the state level
1:44:50 whether we're going to see the type of
1:44:53 housing that we are looking for so that
1:44:57 is a really important area for me
1:45:01 I've been hearing a lot from community
1:45:02 members and residents about
1:45:04 Communications and
1:45:07 um a lot of them mentioned the loss of
1:45:09 our newspaper which is still something
1:45:11 that people are feeling and so
1:45:16 I appreciate the presentation that we
1:45:19 got on Communications I would challenge
1:45:21 us to go further I don't think that what
1:45:25 I have seen here and maybe I'm wrong
1:45:28 hits the need that I think the community
1:45:30 is really feeling around a lack of a
1:45:35 central place to receive information I
1:45:38 know right now
1:45:39 people say they get their information
1:45:41 from our website but I think in many
1:45:43 cases that may be because
1:45:46 we aren't doing as much engagement or
1:45:51 giving them a reason to engage with us
1:45:53 in some of the other areas like a
1:45:56 newsletter and social media so I'd like
1:45:59 to see a little bit more of a push there
1:46:04 really understands what the community
1:46:06 need is people would like to engage with
1:46:10 us but we need to give them a reason to
1:46:12 so those are the two areas that I really
1:46:14 wanted to highlight I'm looking forward
1:46:17 to this as a budget but I also
1:46:19 appreciate the ability to reflect on
1:46:24 just other programmatic changes that we
1:46:26 might be able to make thank you thanks
1:46:27 other comments councilmember hunt
1:46:30 thank you I think at The Retreat we as a
1:46:33 group looked at the data and then I
1:46:36 appreciate this framing that we have
1:46:38 tonight which again looks back at the
1:46:40 data and digs deeper and looks at how we
1:46:42 could adjust or or pivot to meet the
1:46:48 the goals and the areas that the
1:46:50 community said were most important in
1:46:52 that in those surveys and
1:46:54 um in what we're hearing from the
1:46:55 community
1:46:57 um so I think overall this is great use
1:46:58 of data to do this update and it is the
1:47:01 first time that we've done amid by any
1:47:03 budget
1:47:04 um so I appreciate that process and that
1:47:06 transparency
1:47:08 um I wanted to make a few specific
1:47:10 comments on Metroflex it is an update
1:47:13 but it's something that we've been
1:47:14 talking about for probably about 10
1:47:17 years connecting these neighborhoods
1:47:18 Talus and squawk with the valley floor
1:47:21 in a way that doesn't involve a single
1:47:25 occupant vehicle trip with public
1:47:28 transit so it's it's an update because
1:47:31 we have come to a new step in the
1:47:34 process where we can make this budget
1:47:36 take this step in the budget but it's
1:47:39 definitely not a new something new on
1:47:42 our radar and I appreciate that we are
1:47:45 going forward with this with something
1:47:47 that has been on the community's mind
1:47:48 for a long time so it's a long time
1:47:51 coming
1:47:53 in the retreat one of the things that I
1:47:56 spoke about and that I continue to think
1:47:57 is really important is emergency
1:48:00 planning and also Communications to the
1:48:02 community about emergency I appreciated
1:48:04 the information that was presented this
1:48:06 evening I think we have
1:48:09 we have to make sure that everybody is
1:48:12 getting these updates one way or another
1:48:13 and so those those numbers that were
1:48:16 presented it's good to have that
1:48:17 Baseline but I would like to make sure
1:48:19 that we have these alerts that are
1:48:22 getting to everyone and also that
1:48:24 everybody knows what to do when that
1:48:25 alert comes up on their on their device
1:48:27 or when they hear from their neighbors
1:48:29 about this alert so I think that
1:48:31 preparedness is really important I I
1:48:33 have also served on the king
1:48:35 Conservation District Advisory Board
1:48:37 previously and there's a firewise type
1:48:40 program that they do to let residents
1:48:41 know about what they can do on their
1:48:43 properties but I also know that not a
1:48:45 lot of residents know about those
1:48:47 programs and so it's it's important that
1:48:49 we get the word out about those programs
1:48:51 and that people
1:48:53 people do participate and know what they
1:48:55 can do to prevent wildfire and what to
1:48:57 do in case of emergencies so I
1:49:00 appreciate that information we'll be
1:49:01 looking forward to hearing how how that
1:49:04 proceeds with our programs and with our
1:49:06 Communications

1:49:45 holding a extended board meeting on

1:49:52 three or three three o'clock it starts
1:49:54 and council member Ray has gracely
1:49:56 graciously agreed to uh stand in for me
1:50:00 as I will be out of town
1:50:02 planned in advance of this extended
1:50:05 meeting long before the extended meeting
1:50:07 was scheduled so thank you councilman

1:50:13 thank you mayor Paulie on August 14th I
1:50:16 attended the Eastside Transportation
1:50:17 partnership
1:50:18 uh from the general managers report
1:50:21 Metro general managers report ridership
1:50:24 is now up to 260 000 Riders per day so
1:50:28 slowly but surely it is inching its way
1:50:31 back to pre-pandemic levels however the
1:50:34 new pattern shows that the bulk of
1:50:36 commuting is occurring uh Tuesday
1:50:38 Wednesday and Thursday
1:50:41 um and Mondays and Fridays are
1:50:44 virtual deserts as they are in downtown
1:50:47 businesses as well so so uh we're still
1:50:50 figuring out this new world and uh
1:50:52 things are not settled yet uh the
1:50:55 presentation at ETP focused on bus
1:50:58 service to the rural areas of King
1:51:00 County and included a discussion of
1:51:02 Metroflex which we'll be taking up
1:51:04 ourselves on August at the August 7th
1:51:07 council meeting but I did want to note
1:51:09 that during the extended discussion of
1:51:12 Metroflex three of our fellow East Side
1:51:14 cities said that they would like to be
1:51:16 next in line for a Metroflex route so
1:51:20 just saying thank you
1:51:24 thank you councilmember hunt
1:51:28 thank you on July 20th the salmon
1:51:31 Recovery Council of our Watershed called
1:51:33 wire eight met and the main item that we
1:51:36 discussed was our drafts 2024 budget and
1:51:38 work plan
1:51:40 um this covers all of the salmon
1:51:42 recovery actions that will be taken over
1:51:44 2024 habitat restoration as well as
1:51:46 education programming that is funded and
1:51:49 we will have another meeting in August
1:51:52 for the management committee this is a
1:51:55 group that then advises the rest of the
1:51:56 Council on the budget and I am a member
1:51:58 of that committee
1:52:00 um and more salmon related Updates this
1:52:05 when uh this Wednesday July 26th there
1:52:07 will be a meeting of the Kokanee work
1:52:08 group and I had previously reported to
1:52:11 council about the Kokanee Ila which is
1:52:14 interlocal agreement management
1:52:15 committee recommending a budget that has
1:52:19 a increase to con to continue a captive
1:52:22 breeding program for Kokanee so we did
1:52:25 have a quorum that voted in support of
1:52:27 that and we will be taking that that
1:52:30 information or I will be as chair of
1:52:32 that group I will be taking that
1:52:33 information to the Kokanee work group
1:52:35 that's the group that will actually go
1:52:37 forward and Implement these actions for
1:52:39 our cookie which are very special uh
1:52:43 kind of salmon that specifically spend
1:52:45 their entire Lake within Lake Sammamish
1:52:47 so I will report back after that meeting

1:52:56 the city council mobility and
1:52:58 infrastructure committee met on July
1:53:00 11th we had a single agenda item which
1:53:03 was ID 1444 the Metro Flex on-demand
1:53:07 program I will wait until we meet on the
1:53:11 7th when we're going to be considering
1:53:12 that to give you a little full briefing
1:53:14 on that and as council member Joe
1:53:15 mentioned I will be attending the
1:53:18 Cascade water Alliance meeting on
1:53:20 Wednesday
1:53:21 that concludes my report thank you

1:53:26 mayor the sound cities Association
1:53:27 public issues committee had an actual
1:53:30 rare on-site meeting Wednesday July 12th
1:53:33 at 7 pm we had three sort of round
1:53:36 tables where we compared notes on how
1:53:38 our cities were doing certain things
1:53:39 salary setting processes for cities
1:53:41 which is certainly timely for us
1:53:43 affordable housing committee Charter
1:53:45 review uh what we're doing on affordable
1:53:48 housing Regional Emergency Management
1:53:50 coordination what topics would we find
1:53:54 useful and in all of these I had gotten
1:53:57 some input from the city that I shared
1:54:00 as the pick rep
1:54:03 um no but no actions were taken out of
1:54:06 that meeting uh Council services safety
1:54:08 uh services safety and Parks committee
1:54:11 met on Tuesday July 18th at 6 30 PM we
1:54:15 only had one item it was a follow-up
1:54:18 discussion regarding uh the broadband
1:54:21 internet and the committee said that we
1:54:24 were fine moving away from a question of
1:54:28 uh was there or was there not basic
1:54:31 access there is uh to City efforts to
1:54:35 the residents be informed about sub
1:54:40 subsidies and other programs that would
1:54:42 be available to help them get better
1:54:44 access and we said that seemed like a
1:54:46 great idea this concludes my report

1:55:30 transfer with respect to the fish
1:55:32 passage project
1:55:34 and then the second regular city council
1:55:37 meeting in August is canceled to allow
1:55:39 for a summer break council president of
1:55:42 the order thank you I just wanted to
1:55:44 thank the city for and particularly the
1:55:48 public works department for a great
1:55:50 summer employee recognition event and I
1:55:53 say particularly the public works
1:55:55 department because man they were out
1:55:57 there at 4 30 a.m setting everything up
1:56:03 that team did such good work and it was
1:56:07 lovely seeing everyone out there
1:56:09 enjoying uh time on the lake eating
1:56:12 together there were some really neat
1:56:14 water balloons out there that were uh
1:56:16 that don't break apart everything it was
1:56:20 a great event and so I love the way that
1:56:24 our city and our staff come together but
1:56:26 I also love the way that they support
1:56:29 each other to create an event because
1:56:31 that type of event doesn't just poof
1:56:34 here it really takes work and I just
1:56:38 really appreciated seeing everybody out
1:56:39 there
1:56:40 thanks it was nice to have some council
1:56:42 members there as well that was really
1:56:43 fun anything else for the good of the
1:56:45 order
1:56:47 I am going to go into the next item
1:56:49 which is an executive session but as I
1:56:51 read my material we will actually be

1:56:54 beginning of the executive session so
1:56:57 allow us to set up the room Etc
