The City of Issaquah achieved LEED Gold Certification in May 2023. In order to improve energy efficiency scores, one of the recommendations from the certification was to transition the remaining PSE-owned streetlights to LED lightbulbs. City owned streetlights were previously transitioned to LED. PSE has capacity to complete transition of their streetlights in 2025.

Staff report:
At the Regular City Council Meeting on January 19, 2021 (AB 8097), the City Council authorized the Administration to apply for pavement preservation grants along East Lake Sammamish Parkway SE, SE 43rd Way, and NW Sammamish Road/SE 56th Street. The City was awarded National Highway System (NHS) Asset Management Program grant funds for two projects: (1) SE 43rd Way Pavement Preservation and (2) East Lake Sammamish Parkway SE Pavement Preservation. The City Council accepted the grants at the Regular Council Meeting on October 18, 2021 (AB 8097) and authorized the Mayor to enter into and execute a Local Agency Agreement with WSDOT for the design phase of the project.

0:22 and in accordance with our uh cultural
0:24 and calendar we try to avoid those
0:27 holidays that can have impacts on
0:29 Resident ability to participate as a
0:32 reminder we continue to have a remote
0:34 aspect to our meetings both staff and
0:35 members of the public may be
0:36 participating in tonight's meeting
0:38 remotely via webx we do have council
0:41 member Marts hovering over the room
0:43 above us he is joining us digitally
0:46 tonight thank you council member Mars so
0:49 the first item on the agenda this
0:50 evening is the Pledge of Allegiance and
0:51 I welcome all to

1:10 all first item of business is a fun one
1:13 it is this first meeting of the year has
1:16 several um sort of housekeeping and
1:18 celebratory aspects to it and a little
1:21 bit of work but mostly
1:23 celebration the item is ID 1780 under
1:26 special business and this is our chance
1:29 as a council to recognize council member
1:31 hunt who will be leaving us this week
1:34 because she is moving up to the State
1:37 House of representes the legislative
1:39 session is going to start next week and
1:42 so council member Hunt's final council
1:44 member council member meeting is this
1:46 evening and final committee meeting is
1:48 tomorrow uh she will be serving as isqua
1:52 Fifth District representative one of two
1:54 in the state legislature for the next
1:56 few years um it's kind of easy for me as
2:00 to talk off the cuff about the
2:01 accomplishments that this amazing woman
2:04 has made on our Council Victoria has
2:06 been here seven years uh and from the
2:10 get-go she brought some things to the
2:13 table that just made us have Fuller and
2:15 richer conversations she is an
2:18 environmentalist at heart and isqua is
2:20 the perfect place for an
2:21 environmentalist to move to we have so
2:25 many Community Values that are tied into
2:27 this wonderful landscape and geography
2:29 that we have have here um and so it's it
2:32 it's a great addition to have someone
2:34 who comes with that background knowledge
2:36 um education in ecology a data scientist
2:40 approach to how you make decisions what
2:42 problem are we trying to solve what do
2:44 we need to know how are we going to
2:46 examine the data and how will we know if
2:48 we're going to get the outcome we want
2:49 and continue on with a program or do we
2:51 need to change it she has brought that
2:54 skill set to this di for seven years and
2:57 it has made conversations and
2:58 decisionmaking richer I appreciate her
3:01 for that and I am sure that the
3:04 legislature has no idea what is coming
3:06 at them so it has been a pleasure to
3:10 work with her and we know that uh her
3:13 knowledge of local government and the
3:15 values that are important to the
3:16 community in isqua will be reflected in
3:19 her work at the state level so we are so
3:21 happy that she is moving up to the state
3:24 but we will miss her sorely um she has
3:26 left her mark on this community with her
3:28 work on our electrical vehicle um
3:31 charging ordinance for work helping me
3:34 in particular as the mayor to move one
3:37 of the biggest pieces of legislation I
3:39 ever worked on which was a complete
3:41 rewrite of the land use code we were
3:44 under an enormous time crunch knowing
3:46 that a 10-year update of our
3:47 comprehensive plan was coming and this
3:49 thing needed to move and the so many
3:52 conversations were had she was a real
3:55 Ally to my Administration team in making
3:57 sure that we had the right conversation
4:00 we were talking about the right things
4:01 and we were going to get this done on
4:02 time so that we could then turn our
4:04 Focus onto our long-term planning so I
4:07 am so proud to have had this time to
4:09 serve with her I am excited about
4:11 working with her in the legislature um
4:13 but sorry to see her go and I know that
4:16 there are many council members and
4:17 Council leadership here that probably
4:19 would also like to say a few words
4:21 council
4:22 president thank you well I I don't want
4:25 to repeat what the mayor has said
4:28 because all of those are true um I will
4:31 add two other things that I know council
4:34 member hunt has worked on that have been
4:38 really effective and important to our
4:41 community which was the bergsma land
4:45 acquisition which I know was something
4:47 that was truly important to you and um
4:51 something that you know it was a
4:53 community value and something that we
4:56 will be able to see for generations to
4:59 come and then the other thing at almost
5:02 the entirely other end of the spectrum
5:04 is is the dock lighting program and the
5:07 fact that you have worked regionally to
5:12 understand how important this is and to
5:15 be able to work with other councils um
5:19 and all of the work that you do just to
5:22 recognize how important that area is um
5:26 to our community to the environment to
5:28 our little red fish um and all of those
5:32 things just really recognizes the
5:34 importance of close consideration of
5:38 what's important to our community what
5:40 you can do and how effective policy can
5:42 be in making a difference in that we
5:45 will truly truly miss you we are losing
5:48 a um really effective thinker and worker
5:53 Council and we're only okay with it
5:55 because uh the state of Representatives
5:58 is getting you so um thank you for all
6:01 your
6:02 contributions and I do have one closing
6:05 statement but I'm going to look for
6:07 microphones go ahead council member Hall
6:09 yes please thank you um over the winter
6:11 holidays I wrote out some things that I
6:13 wanted to say so um bear with me um just
6:16 to start I want to say that Victoria has
6:18 earned many titles during her time on
6:20 the council uh council member council
6:22 president uh committee chair a climate
6:25 champion title 18 Trailblazer as was
6:28 mentioned super salmon supporter data
6:31 Defender open space operator and green
6:33 necklace Guardian just to name a
6:36 few uh she's also been a mentor to me
6:38 ever since I joined the council back in
6:41 2020 she's recommended books for me to
6:43 read and encouraged my curiosity and
6:45 policy issues um she's set an example
6:49 for how prepared she was each and every
6:51 single meeting she's treated
6:53 disagreement as opportunity for dialogue
6:55 and she's been genuinely interested in
6:57 our perspectives here on the council
6:59 simply put she's made us a better
7:01 Council and she has made our community a
7:04 brighter place to live uh and I've
7:06 definitely been in complete denial that
7:08 she's leaving us up until now but you're
7:10 not really are you she has this
7:13 incredible opportunity to do good on a
7:15 bigger stage and I'm so excited to see
7:17 what she can do for our community and
7:19 for so many communities across the state
7:21 um I similarly and just hope the
7:23 legislature is ready for another policy
7:25 honk CU I imagine you're going to be
7:27 unstoppable uh there just diving into
7:29 everything and I suppose the only things
7:31 left to say are just how grateful we are
7:33 for your service how grateful we are to
7:35 have been able to serve next to you over
7:37 these years and thank you Victoria and
7:39 good luck okay top that somebody or we
7:43 can close with that if I don't see any
7:45 other hands because I know a very mutual
7:47 admiration and appreciation for all of
7:49 council member
7:51 hun go ahead and then I'll I would like
7:53 to present you with something after
7:55 coun thank you Madame
7:58 mayor I also I so appreciate all of your
8:02 kind words I wanted to take a moment as
8:05 well to um thank this community and to
8:09 thank our staff and to thank mayor and
8:12 my fellow council members um for this
8:16 opportunity and for this deep honor of
8:18 serving our community these last seven
8:21 years I've always measured my public
8:24 service by the age of my son because
8:26 when he started he was an infant he had
8:29 just been born um and he's now seven uh
8:33 and my daughter was three and so um I've
8:37 I've had um the experience of raising my
8:40 family in this amazing community and
8:42 serving my community at the same time
8:44 and I'm forever grateful for that the
8:47 work of a council is is never finished
8:49 um and I was thinking about the last
8:51 time I I really thought about all of the
8:53 things that we work on and reflecting
8:56 back on my first uh comments when I was
8:59 running for the appointment um 7 years
9:04 ago my reasons for running included to
9:08 protect our beautiful natural
9:09 environment in a growing city in a
9:11 welcoming City make sure that we are
9:13 continuing to grow in a sustainable way
9:16 we are so blessed to have our beautiful
9:18 forests Lake samamish our salmon bearing
9:21 streams um and the work of protecting
9:23 those while continuing to be a welcoming
9:25 Community continues it's in good hands
9:28 with all of you
9:30 um and I've been so blessed to be a part
9:31 of that as we have as we have changed a
9:34 lot over these last seven
9:36 years um reflecting back uh Harvey
9:39 Manning Park um and and many of you
9:44 commented on some of these things that
9:45 have happened over the seven years but
9:47 as a council member and as an elected
9:49 official nothing can be done on one's
9:51 own so these were all accomplishments of
9:54 of all of us and of the community
9:56 working together to um accomplish these
9:58 things harvy Manning Park um uh bergsma
10:03 acquisition putting that land in the
10:05 hands of the community after so much
10:06 Community advocacy was was um truly a
10:10 great um opportunity for me at the
10:13 beginning of my time on Council and one
10:15 that I am so grateful to have um been
10:17 able to work with everybody on it was a
10:19 very collaborative um effort as well and
10:23 something we we all we did have
10:25 difference of opinion on that item um on
10:28 that policy
10:30 uh it was a it was a important
10:32 discussion and we all respected each
10:34 other in that process and that was um
10:37 that was and continues to be very
10:39 important to me and I'm very grateful
10:41 for that um the way that those
10:43 conversations unfolded and I think it
10:45 set us up for um success over the next
10:48 years as well very grateful to be part
10:50 of our climate action plan our
10:52 establishment of an environmental board
10:54 which sets us up in an Institutional way
10:56 to continue to make progress on these um
10:58 issues
10:59 our Equity board uh which continues to
11:02 invite voices to the table um this is
11:05 something that we have made a lot of
11:07 progress on and continues to be
11:09 something to work on as I said at the
11:12 beginning the the work of Public Service
11:14 Is Never Done um but at the same time I
11:16 think that that the work of establishing
11:18 that board and encouraging those voices
11:20 and continuing to bring people to the
11:22 table is is so important and something
11:23 that we continue to to work on as a city
11:27 um Title 18 the land use code
11:29 um which will set us up for decades in
11:32 the future to um continue to be a
11:34 welcoming City while also protecting our
11:35 natural environment and um and also
11:39 concentrating our growth in the area
11:41 where we expect there to be future light
11:44 rail and then um also reflecting on the
11:48 Strategic plan which was uh adopted
11:52 during my time on Council we then um
11:55 worked through covid and the um recovery
11:58 after Co especially with our business
12:00 community and um using those Lessons
12:03 Learned uh in the revised strategic plan
12:06 which I was also able to be a part
12:11 of I worry your scaring future off with
12:15 your long list of her projects I'm
12:18 almost I'm almost finished um you know I
12:21 just I I did want to reflect back on all
12:24 of these things because because we are
12:27 never finished I think it is important
12:29 to take a pause and um and really
12:31 reflect on on the changes and and on the
12:34 work that has been done um and you know
12:37 there's continue to work in emergency
12:38 preparedness and community outreach and
12:41 bringing the community in um and making
12:44 sure that we are uh growing
12:47 sustainably and then also continuing in
12:49 our our um much more data centered datab
12:53 based way um as we have been as we have
12:56 been over these last years I look
12:58 forward to continuing with all of those
13:00 things and the data also helps us be
13:02 more accountable to our community which
13:04 is so
13:05 important um and so in closing I wanted
13:09 to say again I am so grateful to our
13:12 staff our community um for this
13:14 opportunity to serve our mayor and our
13:17 Council for making this such a positive
13:20 collaborative experience and such a um
13:23 such a memorable part of my life wow
13:27 well if you would do us an honor we'd
13:29 like to create a picture for your new
13:31 office and we don't want to lose TOA so
13:33 I think if I could get you all to come
13:35 down I'd love to present her with this
13:37 black and have while I take a picture
13:38 with TOA looking on from
14:04 all
14:48 yeah he was for those that may not be
14:51 familiar with the structure of our
14:53 representation Victoria is one of three
14:55 Reps for the fifth district we have two
14:57 representatives and a senator Senator
14:59 and so it's just really important to
15:01 have that close connection with somebody
15:03 who's making State policy decisions so
15:06 thank you all thank you Council for your
15:09 participation and uh gifts I think
15:12 that's wonderful idea so we're going to
15:14 move into the next kind of New Year
15:16 business which is the election of
15:17 council president and Deputy council
15:19 president for
15:21 2025 the isqua municiple code provides
15:23 that a council president and Deputy
15:25 council president be elected at the
15:27 first meeting in January for a one- year
15:29 term a summary of their responsibilities
15:31 was provided in the agenda bill for
15:33 tonight the following process will be
15:36 used to elect the officers first I will
15:38 call for nominations when all
15:40 nominations have been made I will close
15:42 the
15:43 nominations council members will be then
15:45 provided an opportunity to discuss
15:47 nominees I will then ask council members
15:49 to cast votes on the nominees in the
15:51 order that they were nominated by a roll
15:54 call vote council members may vote for
15:56 themselves and may vote for only one
15:58 nominee
15:59 the council member receiving the
16:00 majority of the votes is declared
16:02 council president I will repeat this
16:04 process for Deputy council president so
16:06 we'll begin with nominations for council
16:08 president are there any
16:14 nominations sure thank you I'd like to
16:16 nominate council member Lindsay Walsh
16:18 for council president thank you uh
16:20 council member Walsh has been nominated
16:22 are there any other
16:26 nominations not seeing an indication um
16:29 so there is there any discussion um and
16:33 if not we'll go to the vote but you are
16:34 free to make some comments if you'd like
16:36 you made the motion if you'd like to add
16:37 some comments sure just really briefly
16:39 to say I think she's done an excellent
16:41 job serving us as council president over
16:42 the years I had the opportunity to be
16:44 your Deputy council president for two
16:46 years and worked very closely with you
16:47 and I think you do a good job
16:49 representing our interests but also
16:51 keeping us moving and facilitating our
16:53 meetings so will to nominate you for
16:56 another turn thank you council member
16:59 any other comments member
17:01 hun thank you Madame mayor I uh concur
17:06 with council member Hall I also um have
17:09 observed uh so on our Council the
17:12 council president will often respond on
17:14 behalf of the council um when emails
17:16 come in especially if there are
17:18 questions or um points of information
17:20 and council member Walsh has
17:22 continuously done a excellent job um
17:26 responding on behalf of the council and
17:27 providing factual information back to
17:29 our community that helps our community
17:31 understand the work that we do thank you
17:33 council member hunt uh are there any
17:35 other

19:11 continues in this role thank you thank

19:18 just want to appreciate having served
19:20 with uh council member D Michelle over
19:23 the last year and appreciate all of her
19:27 help as council member hunt said nothing
19:30 happens as an individual um and that's
19:32 the same for leadership and so
19:35 recognizing um all of the contributions
19:37 and the ability to you know throw ideas
19:41 back and forth and um Implement all of
19:44 the adjustments and changes has been
19:46 really important so I appreciate that
19:48 assistance thank you any other

22:31 thank you Council um hello and happy New
22:34 Year uh Matt coin isqu School Board
22:36 director and before I jump in also want
22:38 to congratulate Victoria um excited for
22:40 her next step um I'm here this evening
22:43 to provide you with an update on the
22:45 isqua school district's Bond measure um
22:48 as we all know the measure that ran
22:49 during the November general election uh
22:52 did not meet the 60% requirement for
22:54 passage um the measure did reach 50%
22:57 approval but unfortunately Washington is
23:00 one of a small number of states across
23:01 the country that requires 60% approval
23:04 on school bond measures uh interestingly
23:07 enough for most other states it's it's a
23:09 simple majority um even though the
23:11 November Bond measure did not pass uh
23:14 the needs um related to the bond still
23:16 exist in the esqua school district uh
23:18 the school board completed a series of
23:20 listening sessions since the November uh
23:22 Bond measure and heard very clearly that
23:24 the original Bond measure was too large
23:26 in size and scope um we took that
23:28 feedback to heart and in our December
23:30 school board meeting approved a bond
23:32 measure totaling uh 231.50 million which
23:36 is 63% uh reduction from the November
23:39 measure uh the new measure will appear
23:41 on the February 11th special election
23:44 ballot um the new Bond measure maintains
23:46 the current combined tax rate of
23:49 $39 per 1,000 assessed value of
23:52 representing a decrease from the uh 2024
23:55 rate of
23:57 $3.3 um and for contest uh context it's
24:00 uh this is significantly lower than the
24:03 previous 20-year average of
24:06 $3.9 um the district has structured the
24:08 bond to replace expiring bonds and
24:10 levies um ensuring no tax rate increase
24:13 for property owners which is a key
24:15 component of the February measure the
24:17 updated measure focuses on two key areas
24:20 of focus which is really what we heard
24:21 from the community really making sure
24:24 that we were clear in what we were
24:25 looking to um raise funds uh through the
24:28 bond um the two areas of focus are
24:31 Safety and Security and high school
24:33 capacity um Safety and Security uh
24:36 projects uh would total approximately
24:38 39.9 million um this includes updates to
24:41 the to fire systems and the construction
24:43 of vestibules at all of our three
24:45 Comprehensive High Schools it would also
24:47 include updating security cameras
24:49 intercoms Gates and fencing um the
24:52 second component and the largest piece
24:54 of of the February measure will be high
24:56 school capacity which will total 1991. 7
24:59 million um this would allow the district
25:01 to begin construction on the new
25:03 Comprehensive High School which as we
25:04 like to say is now shovel ready we have
25:06 the property and the permits we just
25:08 need the additional dollars to start the
25:10 project um this would also include um
25:13 the expansion and remodel of Liberty
25:15 High School to support career
25:17 programming um as part of our lisening
25:19 sessions we also heard a desire um from
25:22 the community um to have more project
25:25 oversight on bond dollars and how
25:27 they're how they're spent and how we're
25:28 were're we're um really working to
25:31 allocate those funds and so as part of
25:33 this process we're creating the district
25:34 is creating a capital projects oversight
25:36 committee uh to ensure accountability
25:38 and transparency the committee will
25:40 consist of a broad range of diverse
25:42 participants including community members
25:44 parents Guardians staff uh Financial
25:47 experts and construction and project
25:48 management experts um so we're excited
25:50 to see that come uh uh to fruition um we
25:55 appreciated the council's support of our
25:56 November measure and um would ask that
25:59 you consider passing a resolution in
26:00 support of our February measure so thank
26:03 you again for your support thank you

26:57 request that you endorse the bond uh we
27:00 don't have a lot of time um the it's on
27:05 the February 13th ballot um we're
27:08 actively for those of you that don't
27:10 know volunteers for squat schools is the
27:13 nonprofit that campaigns for the passage
27:15 of the bond uh since the school district
27:18 cannot do that um and I will be emailing
27:22 you all of you uh a link to the facts
27:27 that uh Mr Mr coin shared with you uh
27:30 and some further detail so that you can
27:32 have information to discuss if you feel
27:35 you need to so thank you for letting me
27:38 talk and um we'd appreciate you looking
27:41 at the issue and endorsing the bond both
27:43 personally and as um as a
27:48 city thank you right city clerk is there

28:40 comments on any of the items on

28:44 to give committee chairs an opportunity

28:48 calendar that needs to be addressed and

28:53 the ltac appointments um they are uh
28:57 normal in the sense that uh we're just
28:59 reappointing the uh four members that
29:01 are on the committee however during the
29:04 interviews we did see a need to have the
29:06 opportunity to have alternate members
29:09 and so we worked with uh uh the clerk's
29:11 Department thank you so much for
29:13 drafting the the uh the rules for that
29:16 and there will be an alternate uh
29:18 appointed as you see on the bottom
29:20 Rachel right from the esqu Arts uh
29:22 representing isqua Arts will be one of
29:24 the alternates the other alternate spot
29:26 is open uh and we're reserving that for
29:29 um um members businesses that would uh
29:32 collect the tax um and so if there is
29:34 another hotel out there that would like
29:36 to be an alternate member um please
29:38 consider applying or reaching out to the
29:41 economic development department uh
29:43 Rachel Wright will be of course uh
29:45 representing the people that would
29:46 receive uh business money money from the
29:49 ltac uh fund so that's just a little
29:52 change I want to just point out to

30:55 Joe thank you I'll touch on the lodging
30:58 tax advisory committee again uh
31:01 applications for funding are now open um
31:04 interested parties that would like to
31:06 receive some of the lodging uh tax money
31:09 for this next year are uh um advised to
31:13 go ahead and reach out to Jen Davis
31:15 Hayes and our Economic Development
31:16 Department the next meeting for the
31:18 lodging tax advisory Community will be
31:19 in late February early March uh
31:22 depending on um the
31:26 chair's um schedule ual uh as you know
31:29 the chair needs to be reappointed uh for
31:31 this next year and it might continue to
31:34 be me it might be another council member
31:36 so the schedule will be a little
31:37 flexible um and that at that meeting
31:39 you'll you you will be reviewing the
31:41 applications and deciding on a funding
31:44 allocations for the for the tax um
31:47 Cascade water Alliance uh members are
31:49 directed to look at the email from the
31:52 mayor talking about uh most recent
31:54 updates um on water and then
31:58 um the Cascade board will be meeting on
32:01 Wednesday the 22nd and the public
32:04 affairs committee will be meeting
32:05 tomorrow at 9:00 a.m. that concludes my
32:09 report thank you thank you council
32:10 member Hall thank you couple quick
32:12 reports um first PE side fire and rescue
32:15 our next board meeting is this Thursday
32:17 January 9th uh on our agenda we're going
32:19 to be adopting the 2025 legislative
32:21 agenda which is um mostly unchanged from
32:24 last year although I understand the
32:25 mayor has provided some helpful feedback
32:28 on some of the finance stuff froma
32:31 trying to align the language on safety
32:34 funding at the state level and so making
32:37 sure our fire agency our city is saying
32:39 the same thing perfect definitely
32:41 appreciate that so we'll be looking at
32:42 that uh accepting a posos grant updating
32:45 board policy to finalize the Duval
32:48 contract which is finally coming to a
32:49 close And discussing our 2025 uh work
32:53 plan which um I'll just go over some of
32:55 the things these were kind of future
32:57 conversations that we identified last
32:59 year as part of budget um and just kind
33:01 of end of year as things we want to talk
33:03 about in 25 and 26 they were updating
33:06 how we uh evaluate fire chief's
33:08 performance uh our fire permit fees
33:10 long-term funding strategies reserve and
33:13 fund balance policies fee for transport
33:16 policies fature plans for headquarters
33:18 long-term strategies for station
33:20 sighting around our service area how to
33:22 be more strategic and how we grow and
33:24 then also really fully understanding the
33:26 full impacts of regionalization and what
33:28 it means on both our Workforce and the
33:30 agency more generally so lots of policy
33:32 to prioritize uh and discuss this year
33:35 and next year um with uh oh and then
33:39 also um I was recently appointed to the
33:42 Emergency Management advisory committee
33:45 or Council one of the two um with King
33:47 County so uh our first meeting is
33:49 tomorrow tomorrow morning January 8th so
33:51 I'm excited about that we have a light
33:52 agenda we're doing onboarding electing a
33:54 new chair and vice chair for the sca
33:56 caucus um and we're getting some updates
33:58 from King County and some other work
34:00 groups um amongst the council I have
34:03 already met with Jared our emergency
34:05 manager at the city so we're going to
34:07 continue to be uh talking throughout um
34:09 the year about what's coming up at uh
34:12 the committee he is also involved in
34:13 some of the work groups that happen um
34:16 there as well um so anyways looking
34:17 forward to reporting all things
34:18 Emergency Management back to you and
34:20 that concludes my report thank you
34:22 council member hunt your final
34:26 report I get one night to have fun with
34:28 it thank you Madame mayor January 8th
34:31 tomorrow uh Thursday at 6:30 will be the
34:35 meeting of the Planning Development and
34:36 environment committee we have one item
34:38 on the agenda which is a continuation of
34:41 our discussion on the title 18 which is
34:43 our land use code uh middle housing
34:46 regulations it is Comm
34:49 0086 um and we are going to be
34:52 discussing a number of items uh
34:54 regarding middle housing including how
34:56 we implement the St requirement of um
34:59 the two dwelling units on a lot and then
35:01 consider other changes including uh four
35:04 units on lots and as well as um changes
35:07 to the size maximum of adus um and then
35:12 also considering if there are other
35:13 things that we would like our volunteer
35:16 um commission the planning policy
35:18 commission to cons consider in addition
35:20 to uh what has been provided by our
35:23 staff um so this will be my last meeting
35:27 chairing the Planning Development
35:28 environment committee and if council
35:30 members have any comments on this um
35:33 please do let me know so that we can be
35:35 sure to include um those elements in
35:38 this discussion on middle housing which
35:40 we uh have had several meetings um on
35:44 and continue to work through how we can
35:46 best address the community's housing
35:49 need thank you council member Ray thank
35:52 you mayor Paulie the uh mobility and
35:55 infrastructure committee is scheduled to
35:57 meet on next Tuesday January 14th at
36:00 6:30 um there are two items on the draft
36:03 Agenda One is the mobility
36:04 implementation plan and the other is
36:07 quaw Mountain non-motorized Improvement
36:09 project and that concludes my report

36:44 be taking action on the sca legislative
36:47 agenda the 2025 pick schedule and
36:51 conducting a pick orientation and new
36:53 member welcome although of course
36:55 because this was not a municipal
36:56 election year don't expect big changes
36:58 but there's always some changes in some
37:00 fresh faces so that's fun uh services
37:03 safety and Parks committee doesn't meet
37:04 till the end of the month so I don't
37:05 have anything to report on that and that
37:07 concludes my report thank you thank you

37:11 president thank you so much uh I don't
37:14 have a a report because uh most of the
37:16 meetings that I attend were canceled in
37:18 December but I've got a bunch of
37:20 meetings coming up um Eide Human
37:23 Services Forum will be meeting this
37:24 Thursday at 11 o'clock on Zoom
37:28 Eastside Transportation partnership will
37:30 meet this Friday um this will be my last
37:33 time chairing that group and we'll have
37:36 elections will be the first item on the
37:38 agenda so um it's been a great year
37:41 chairing that that uh uh I don't know
37:44 you don't call it an organization
37:46 exactly but a meeting of the minds on
37:48 the east side around
37:49 Transportation um then next week a
37:52 regional transit committee will be on
37:54 Wednesday um and then uh on Thursday and
37:58 I'm happy to announce I've been
37:59 appointed to the King County Board of
38:00 Health and so that first meeting will be
38:03 on Thursday January 16th at 1:30 in the
38:06 afternoon and getting really nice
38:08 support from s cities Association staff
38:11 coun uh Deputy council president asked
38:13 me about City's support for that and I
38:15 got the same answer from sound cities is
38:17 that they're very excited that you're
38:18 joining and that they tend to do the
38:20 city staff report for for folks so
38:23 you'll enjoy working with them yeah for
38:25 sure it will be great
38:27 thank you council president thank you um
38:30 I have been reappointed to my two
38:32 Regional committees the sound cities
38:35 Association um growth management policy
38:38 board uh which meets next Thursday on
38:41 the 16th at uh 10: a.m. and the agenda
38:45 has not been released and then also the
38:47 King County affordable housing which
38:49 isn't meeting in January so we'll worry
38:52 about that one in February that
38:54 concludes my report thank
38:56 you so um now moving on to the mayor's
38:59 report I will be talking about a couple
39:01 of different things um fund one Puget
39:03 Sound Regional Council has awarded the
39:05 city of isqua with some funding for
39:07 transportation projects and for those of
39:09 you that know the ins and outs of our
39:11 transportation projects we need grants
39:13 in order to get our projects done so I'm
39:16 excited to share that isaquel will
39:17 receive federal funding to complete two
39:19 important Transportation projects that
39:21 will help improve Mobility through our
39:22 community the first project includes
39:25 improvements to Newport Way Northwest
39:27 the grant will provide right of-way
39:28 acquisition funds for improvements along
39:31 Newport Way between Maple and sunset in
39:34 2028 once complete this project will
39:37 include a second southbound lane from
39:38 Maple to south of Holly protected bike
39:41 Lanes sidewalks and roundabouts at
39:43 Newport and Juniper Holly and Dogwood
39:45 the second project will focus on
39:47 improvements to Northwest Juniper Street
39:50 this grant will fund construction of a
39:51 multi-use path on the north side of
39:53 Northwest Juniper from Newport way to
39:56 7th Avenue Northwest
39:58 this will connect the existing Maple
39:59 Juniper multi-use Trail and the proposed
40:02 improvements along Newport Way between
40:03 Maple and sunset a really big shout out
40:06 to our city staff and our Public Works
40:09 Transportation team for securing these
40:11 grants to improve our community they're
40:13 extremely competitive and we can't get
40:15 the work done without these
40:17 grants council member Joe already
40:20 mentioned that Cascade water Alliance is
40:22 making a big move Cascade water Alliance
40:25 was formed some 20 plus years ago in
40:27 order to help uh cities and water
40:29 districts gain access to Affordable
40:32 water supply the contract has been with
40:35 Seattle Public Utilities but it is
40:37 moving to Tacoma Public Utilities for
40:40 the last three years Cascade water
40:42 Alliance has been in negotiations with
40:44 both Seattle Public Utilities and Tacoma
40:46 Public Utilities in an effort to find
40:48 the best value contract for purchasing
40:51 water for its member cities and water
40:53 districts after the three-year process
40:55 Cascade is prepared to enter into a
40:56 contract
40:57 with Tacoma Public Utilities on average
41:00 Tacoma Public Utilities offer has lower
41:03 rates than Seattle's but comes with the
41:05 additional cost of constructing a
41:07 transmission main from Tacoma's water
41:09 supply to cascad transmission Mains
41:11 construction of this pipeline will need
41:13 to occur in the 2030s and is anticipated
41:15 to cost approximately $700
41:18 million three times plus our entire
41:22 annual budget this is a really big
41:24 project under the proposed contract
41:26 Cascade forecast the need to hire eight
41:28 additional full-time employees to plan
41:30 build and maintain the new
41:32 infrastructure under cascade's current
41:34 contract with Seattle public utilities
41:36 water demand is forecasted to exceed
41:38 Supply by the year
41:40 2044 necessitating the construction of a
41:42 water transmission Pipeline and
41:44 development of the lake Taps Water
41:46 Treatment Plant supplement water supply
41:48 for from external sources U utilizing
41:51 water from Tacoma Public Utilities
41:53 instead of Seattle Public Utilities
41:55 requires a portion of this transmission
41:56 Main to be constructed earlier than was
41:59 originally planned but delays
42:01 construction of the water treatment
42:02 plant by 20 years the proposed CPU
42:05 contract has two parts including a
42:07 wholesale agreement which starts
42:09 immediately providing 15 MGD and a
42:12 temporary market price contract which
42:14 would go into effect between 2041 and
42:17 2062 yes we do planning out to 2060
42:21 which sounds crazy but this is what you
42:23 need to do for water supply and in 2062
42:27 would be providing an additional 12
42:29 million gallons per day of additional
42:30 water based on the current demand
42:32 projections Supply from these contracts
42:34 as well as the declining Supply from
42:36 Seattle public utilities will allow
42:38 Cascade to delay construction of Lake
42:39 Taps treatment plant until the 2060s of
42:43 the earliest this is the best work that
42:45 we can do for our repairs Cascade will
42:48 remain under contract with spu but will
42:50 receive significantly less water from
42:52 Seattle over time and more from Tacoma
42:54 in the future TPU water is currently
42:57 floridated and meets all current water
42:59 quality standards matching the quality
43:01 of the water currently provided by
43:02 Seattle Public Utilities that is a a
43:05 brief of about a hundred pages and
43:08 slides of information and there is a a
43:10 slightly longer version in your email
43:12 today but um as stated by council member
43:16 Joe there will be some upcoming action
43:18 required at the board meeting and if you
43:20 have questions council member Joe and I
43:22 would be more than willing to get you
43:23 the answers for those questions and that
43:26 concludes the mayor's report going to
43:29 move to good of the order and see if we
43:31 have anyone with some items for tonight
43:32 before I do meeting dates council member
43:34 Joe thank you um many of you know about
43:38 the city involvement with the garage uh
43:40 the teen Cafe over by the rec center uh
43:43 tomorrow night they'll be holding one of
43:45 their monthly uh youth um meetings where
43:49 they share some of their experiences and
43:52 challenges in our community and this
43:54 next one will be on Creative Outlets
43:57 that the high school students uh seek
43:59 and find and and find helpful that's
44:01 from 6:00 to 7:30 uh tomorrow night if
44:04 you'd like to attend at the garage next
44:07 month more interestingly is uh the the
44:10 teens and the environment is a subject
44:12 and last year this is a fascinating
44:14 panel um and and I think that it's
44:17 always interesting to hear how our youth
44:19 are
44:19 perceiving what we as adults quote
44:23 unquote are doing to the world and how
44:26 the Legacy that we're producing right
44:28 now is going to impact uh their lives in
44:30 the future if you can attend that's on
44:33 February 12th at 6 o'clock and I think
44:36 it'd be well worth your time to uh come

45:01 actually get to participate the last
45:03 time we considered the last Bond um I
45:05 would like to request that the
45:06 administration consider putting together
45:09 uh a bill uh for consideration uh for
45:13 the full Council on January 21st uh at
45:16 our next full meeting and that we
45:19 consider um uh that bill that uh and
45:23 sorry that the bill would be for uh
45:25 endorsing uh the bond so that we
45:27 consider endorsing the bond on the 21st
45:29 thank you councilman Merz city clerk is
45:31 that a question for the council or a
45:33 question for the administration do we
45:35 need head nods from Council uh mayor it
45:37 could be posed as a as a motion be
45:39 seconded and voted on do you want to

46:43 imagine we will be reaching out um to
46:46 elicit your um preferences for committee
46:50 and other Regional appointment so look
46:53 for that um this is going to be a little
46:56 bit interesting this year in that we
46:58 will have six members being appointed to
47:02 um committees so I would appreciate just
47:05 your flexibility and all of that because
47:07 we need to be cognizant that we're are
47:10 leaving an open spot on one of those
47:12 committies at least one of those
47:14 committees for a member who has not yet
47:17 been selected or appointed um so if you

47:48 work with council president Walsh um and
47:51 with the rest of you and uh I think
47:54 we've accomplished a lot as Victoria
47:57 said and Victoria we are going to miss
47:59 you so much so uh yes it's it's a
48:04 Bittersweet uh evening here so at any
48:08 rate thanks to everybody and we look
48:09 forward to to working with everybody for
48:11 the rest of the year thank you Deputy
48:14 council president I'm looking around to
48:16 see if there's any other good of the
48:17 order
48:18 items I will do a few dates um there are
48:22 two events on this Saturday January 11th
48:25 the first is um Something That We're
48:27 offering here in council chambers it's
48:30 um informational session called serving
48:33 as an elected official 101 and it is
48:36 very
48:37 101 there is um some detail but it's
48:41 really just to wet the appetite of folks
48:43 who might be interested in serving on
48:45 Council or any other elected office
48:47 we're going to have it here from 11: to
48:49 12 in the chambers um it's going to be
48:52 informal there'll be a brief
48:54 presentation and then there'll be some
48:56 time to ask questions or hear about the
48:59 vacancy process that the council will
49:01 now enter and uh council members Walsh D
49:04 Michelle and Hall are planning to attend
49:07 uh but it is a notice meeting and if
49:09 other council members want to be there
49:11 the point of having the council members
49:12 attend is to allow potential candidates
49:14 to ask you one-on-one questions and all
49:17 of that so we'll have a group setting
49:18 but it's also fine for questions one on1
49:22 uh the other item is the middle housing
49:24 walking tour there is a lot of
49:26 discussion in in our region about uh
49:28 what is called missing middle housing
49:30 because many jurisdictions do not have
49:34 um housing uh offerings that are in
49:37 between single family homes and
49:38 apartment buildings and so it's a
49:40 national conversation as well isqua has
49:42 a variety of housing and this tour is
49:45 for Council Members between 1 and 245 it
49:48 has various locations it's it's will
49:50 start and end at the city council
49:52 chambers here 135 East sunet way and
49:55 it's an opportunity for our city council
49:57 as they enter into this conversation to
50:00 view the exteriors and various examples
50:02 of middle housing that already exists in
50:04 isqua um dress for the weather wear
50:07 comfortable Footwear it's January we
50:09 don't know what we're going to get but
50:10 it's probably likely to be definitely
50:12 cold there's also a committee of the
50:14 whole meeting on Monday January 13th
50:16 with items that include or may include
50:18 draft Light Rail station area vision and
50:21 guiding principles Central isqua Station
50:24 area planning study and engagement plan
50:27 and a c City facility planning task
50:30 force the next regular city council
50:32 meeting is Tuesday January 21st and the
50:35 anticipated agenda items include the P
50:39 agreed orders with a Cy and one-time
50:41 Grant agreements and an informational
50:43 update on public records requests uh
50:47 there is no planned executive session
50:49 this evening and so with all of our
50:51 business except giving council member um
50:54 hunt grief for leaving we don't have any
50:57 other work tonight and we are adjourned
