At the Regular City Council Meeting on January 19, 2021, the City Council authorized the Administration to apply for pavement preservation grants along East Lake Sammamish Parkway SE, SE 43rd Way, and NW Sammamish Road/ SE 56th Street. The City was awarded National Highway System (NHS) Asset Management Program grant funds for two projects: (1) SE 43rd Way Pavement Preservation and (2) East Lake Sammamish Parkway SE Pavement Preservation. The City Council accepted the grants at the Regular Council Meeting on October 18, 2021 (AB 8097). The grants are 100 percent federally funded and do not require a match.

Staff report:
The City Council adopted Ordinance No. 2992 on November 7, 2022, which established 2023 salaries for all City staff. At the time that the 2023 Salary Ordinance was adopted, the City was in negotiations with several unions for 2023-2024 collective bargaining agreements. Since the 2023 Salary Ordinance was adopted, negotiations with those unions have been completed and the City Council approved a collective bargaining agreement with Police Sergeants on January 3, 2023 and approved collective bargaining agreements with AFSCME and Teamsters 763 on January 17, 2023. Updates to salary schedules to reflect 2023 wages for Police Sergeants, AFSCME, and Teamsters 763 are all included in the proposed revision to the 2023 Salary Ordinance.

Historically, the City has applied for and received KCSWD funding for implementation of recycling events, educational classes, curbside recycling outreach, multifamily recycling outreach, commercial recycling outreach, and other similar types of waste reduction and recycling activities. This funding complements the education and outreach work performed by the City’s waste hauler, Recology. Proposal This agenda bill seeks City Council authorization to accept 2023-24 grant funding from the King County Solid Waste Division (KCSWD) and enter into the related grant agreement (Exhibit A). The KCSWD waste reduction and recycling grant funding will help support four recycling collection events over the next two years where residents can drop off a variety of hard-to-recycle items such as appliances, tires, Styrofoam, batteries, and used oil. Staff report:
On October 24, 2022 and November 3, 2022, the City of Issaquah water utility had breaks on a 6” Asbestos Cement water main in front of, and to the west of, 1745 NW Mall St at Issaquah Honda Kubota. Both failures were large, with an estimated loss of 5,500 gallons per minute, and a total estimated volume of 300,000 gallons of water lost for each event. The large volume of water caused damage of Issaquah Honda Kubota’s landscaping, storm water basins, and the storm water retention system. The fire service line to the business also required a complete fire system flush.

The Lower Issaquah Creek Stream and Riparian Habitat and Enhancement Project (Project) will restore approximately 1,200 linear feet of riparian stream habitat along Issaquah Creek between SE 62nd Street and SE 61st Street NE. The project includes creating side and backwater channels, placement of large woody debris, streambed sediment, streambed cobble mix and the planting of over 45,000 plants, shrubs and trees. The project was awarded in March 2022 and was substantially completed in October 2022. The contractor is scheduled to complete final punch list items in March. Restoration plantings will be completed in the end of February by a separate contractor.

The City supports arts and culture programs and projects in and for the community through an annual arts granting program administered by the Arts Commission. The Arts Commission annually reviews the granting program criteria, foci and processes to ensure the program is meeting the needs of the arts community and the community at large. In 2021 and 2022, the program was administered in several, smaller grant rounds to better accommodate changes in program delivery due to COVID. For 2023, the grant program has been reinstated to a single funding round. 1:36 became black history month during the
1:38 nation's Bicentennial in 1976.
1:43 and whereas Black History Month is now
1:46 celebrated every February in recognition
1:48 of the immense contributions of black
1:50 African Americans and all people of
1:53 African descent in the United States
1:55 and whereas Issaquah celebrates the
1:58 significant scientific technological
2:00 economic political and cultural
2:03 contributions of black African Americans
2:05 in the United States
2:06 and whereas each February Black History
2:09 Month serves as both a celebration and a
2:12 powerful reminder that black history is
2:14 American history black culture is
2:17 American culture and black stories are
2:19 essential to our continued Journey
2:21 towards a better society and to
2:23 understanding ourselves and to growing
2:25 stronger as a community
2:27 and whereas Issaquah acknowledges and
2:29 rejects the long history of
2:31 institutional and structural racism
2:33 toward black African Americans in the
2:35 U.S and the observance of Black History
2:37 Month calls our attention to the
2:39 continued need to confront racism and
2:42 build a society that lives up to its
2:44 democratic ideals not only during the
2:46 month of February but every month and
2:48 every day of the year now therefore I
2:51 Mary Lou Paulie mayor of the City of

3:36 are here as part of Issaquah but what we
3:38 feel is a really important Legacy to
3:41 really bring attention to the things
3:44 that are happening but also to celebrate
3:46 who we are as a as a people and what we
3:49 contribute to to the Legacy in the
3:52 history of our nation and our city so
3:55 thank you so much I appreciate it
3:58 so lastly I want to acknowledge that
4:00 while our community is moving towards
4:03 greater racial Equity it is a journey we
4:06 still have a very long way to go as
4:09 representative John Lewis said do not
4:11 get lost in a sea of Despair be hopeful
4:14 be optimistic our struggle is not the
4:17 struggle of a day a week a month or a
4:20 year it is the struggle of a lifetime
4:22 never ever be afraid to make some noise
4:25 and get in good trouble
4:27 necessary trouble
4:29 to honor Black History Month join the
4:31 City of Issaquah at the Issaquah Depot
4:32 Museum on February 10th for a screening
4:35 of the documentary at ballerina's tale
4:36 following the documentary participate in
4:39 a community conversation on
4:41 representation of black African-American
4:43 men and women in various Fields
4:45 especially corporate settings and
4:47 government more information and free

7:33 I think I would prefer and I think
7:36 people coming to Council meetings would
7:39 prefer having the public comments
7:41 opportunities earlier in the meeting
7:43 and I don't think it's anything too
7:45 revolutionary too radical to do that a
7:48 lot of other cities as the members
7:51 letter request laid out other cities in
7:55 the area do the same thing of putting
7:57 committee reports and things of that
7:59 nature after
8:01 new business and things like that and so
8:04 I think I don't think it's I think too
8:06 radical to do that so I would suggest
8:09 keeping the order as it is laid out in

8:37 resident which included questions about
8:39 our procurement policies recommendations
8:41 for the cemetery board item that's on
8:44 the consent agenda and support for
8:46 several items also there the King County
8:49 Solid Waste division Grant acceptance
8:51 the stream enhancement project and
8:53 proposed impact fee adjustments this
8:55 Community member also disagreed with the
8:58 Arts Grant recommendation which included
9:00 twenty five thousand dollars for arts in
9:02 schools preferring that it be spent on
9:05 public spaces and also did not support
9:07 the order of business item on our agenda
9:09 and that summarizes our comments thank
9:12 you council president we move on to
9:14 committee and Regional reports we'll
9:15 start with council member Joe
9:17 thank you madam mayor
9:20 um we had a CWA board meeting on
9:24 February 20th it was a very short board
9:27 meeting
9:28 nothing was really important it was more
9:32 just an administrative items taken care
9:34 of we had a ltch orientation meeting
9:38 with one of the new members from the
9:39 Chamber of Commerce that we held with
9:41 with staff and we want to make sure that
9:44 the other representative from Village
9:46 Theater also gets that orientation as
9:49 well and so we're working to set that up
9:52 the finance committee for CWA meta on
9:55 January 17th and um we're meeting again
9:58 on February 21st
10:02 the CWA board will meet again on
10:05 February 22nd
10:06 and um on February 21st it's my
10:11 understanding that we're going to try to
10:14 get the alternate for CWA appointed
10:17 through the proclamation or or normal
10:20 process and look forward to making sure
10:23 that gets done as well thank you thank

10:31 report tonight but the East Side
10:33 Transportation partnership will meet
10:35 this Friday at 8 A.M on zoom and the
10:39 King County Regional Transit committee
10:41 will meet on March 15th at 3 pm both
10:44 remotely and in person and you can find
10:46 more information about that meeting on
10:48 the King County website thank you thank

10:52 thank you the wyra 8 salmon Recovery
10:55 Council met on January 19th wyra 8 is
10:57 the technical name of our Watershed and
11:00 we had one business item which was to
11:04 approve the legislative priorities for
11:06 this upcoming legislative session all of
11:08 the things in the state's budget that
11:11 support salmon recovery and we approved
11:15 that draft letter to send to the
11:17 governor and our state legislature and
11:19 then we also had an informational
11:21 presentation on the impacts of climate
11:24 change on cmn and what can be done to
11:27 mitigate against those impacts
11:29 the next meeting of the salmon Recovery
11:31 Council for wire 8 will be March 16th
11:34 and then I also have a report from the
11:37 Planning Development and environment
11:38 committee which is a committee of this
11:40 Council we met on January 24th we had
11:43 two items the first one is
11:45 id1327 amending IMC 3.73 impact the
11:50 study update frequency and I will save
11:52 my summary because that is the item that
11:54 we have later this evening on with a
11:57 public hearing so I will save my
12:00 comments for that and then we had ID
12:02 1307 regarding Title 18 and this was a
12:06 meeting where we had many staff members
12:09 all of the planning staff that worked on
12:11 this come to the meeting and they
12:13 presented the work that they've done
12:14 over the last many months to update our
12:17 land use code which has been a very
12:20 important process that has taken a lot
12:23 of effort and been a really big lift and
12:25 this was the first time where we saw it
12:28 all together and also we're able to hear
12:30 as a committee from the individual staff
12:33 members who worked on different parts
12:35 um so in this meeting we we as a
12:38 committee were very grateful to staff
12:40 for all their efforts so far
12:42 um we were confident that the goals and
12:44 the outcomes chart that we are using to
12:46 evaluate this had um that we were making
12:49 major progress towards meeting that
12:52 um the the areas where we felt needed
12:55 additional work were also areas that we
12:57 had previously identified as needing
12:59 additional work so namely missing middle
13:01 housing
13:03 um parking to update our parking to be
13:06 more pedestrian friendly and then also
13:08 stream buffers to adhere to the best
13:12 available science so those are all in
13:14 future work items and we felt that
13:17 generally high level the goals and
13:20 outcomes shirt were that our goals and
13:23 outcomes were being met with this update
13:25 and we felt really good about where it's
13:27 headed it will continue to be
13:29 going through a process of having
13:31 finishing touches and um additional work
13:34 by planning policy committee so our
13:36 account our Council committee looks
13:38 forward to seeing the work of planning
13:40 policy committee as they work through
13:41 those last remaining items but this is
13:45 coming in for a landing so it's great
13:48 um we will meet January that this
13:50 committee will also meet January 7th
13:52 tomorrow and we have one item which is
13:53 Title 18 land use code and we will be
13:56 reviewing the planning policy commission
13:57 recommendations that concludes my report

14:09 committee will be having an online
14:11 virtual meeting this Wednesday February
14:13 8th we'll be discussing the solid waste
14:16 rate structure affordable housing
14:18 county-wide planning policies have an
14:21 update on Crisis Care Centers Levy King
14:24 County homelessness Authority Five-Year
14:26 Plan as well uh sounds uh sorry Council
14:30 services safety and Parks committee will
14:32 meet at a special time and date
14:34 Wednesday February 22nd which I guess is
14:37 more than two weeks away so I'll talk
14:39 about that uh at my at the next council
14:41 meeting this concludes my report thank

14:46 uh thank you a quick one so the Eastside
14:48 fire and rescue board of directors met
14:50 earlier today to approve it's going to
14:52 be a mouthful to approve our agency's
14:55 response to a request for proposals from
14:58 King County Fire District 45 which is
15:00 Duvall and that is for a contract for
15:02 services so we've submitted a we've
15:05 responded to that request which is an
15:06 exciting and evolving opportunity for
15:08 the agency and there's going to be much
15:10 much more to come in the months to come
15:12 so we'll keep you in the loop on that
15:14 our next board meeting is this coming
15:16 Thursday at 4 pm at our headquarters on
15:18 Newport Way and the only thing of note
15:20 is we'll be electing new board
15:21 leadership then so other than that that
15:23 concludes my report great thank you

15:28 County affordable housing committee will
15:30 have a joint meeting with the growth
15:32 management planning Council on February
15:34 23rd from 12 30 to 1 30 pm at Kirkland
15:38 City Hall again discussing those
15:40 county-wide planning policies that are
15:43 going through going through the mix
15:45 everywhere and then the psrc growth
15:49 management policy board met on February
15:51 2nd the next meeting is on March 2nd and
15:55 during our last meeting we received the
15:57 results from a really interesting
15:59 Statewide and county-wide housing
16:01 opinion survey which was on public
16:04 opinions on is housing affordable have
16:07 you been kicked out of your house have
16:09 you not been able to receive housing but
16:12 it also had opinions on how to address
16:15 the problem and so that was really
16:17 interesting we also heard about the
16:18 housing typology which is a horrible
16:20 name for basically an opportunities
16:22 strategy the psrc Regional Housing
16:26 strategy had three steps the first was
16:28 monitoring the second one is this
16:31 opportunity strategy because we've all
16:33 said hey every city every Community is
16:36 different some of them want to preserve
16:38 their currently affordable housing
16:40 others are needing to create more
16:44 affordable housing and so this
16:45 identified strategies
16:48 that would be most important for
16:50 different areas so and all based on
16:53 census tracts so Issaquah all of our
16:56 tracks were identified as higher growth
16:59 areas and higher opportunity with a
17:03 lower displacement risk and so the
17:05 strategies that were tailored toward
17:07 those ideas
17:09 weren't things about you know
17:11 maintaining affordable housing that
17:14 already exists but it was more things
17:16 like what can we do to create affordable
17:18 housing such as parking reductions and
17:20 small Lots so another really interesting
17:23 piece but all of it was informational no
17:26 votes and so that concludes my report
17:28 thank you council president next item on
17:31 the agenda this evening is the mayor's
17:32 report and before I start that I just
17:35 wanted to make a quick staff
17:36 introduction before council meeting
17:38 today I introduced a new
17:41 um partner in our executive office
17:43 Regina kalinyak has joined us as of last
17:46 Wednesday and so for those who are
17:48 trying to coordinate with the mayor's
17:50 office
17:51 Mr Bob kowitz's office Regina is going
17:54 to be the point of contact and we're
17:56 really glad to have brought her on
17:57 thanks for coming tonight Regina
18:01 um in the mayor's report there will not
18:03 be an executive session this evening
18:08 ab8545 this is the mall Street water
18:10 main emergency so on tonight's consent
18:12 agenda city council is being asked to
18:14 authorize execute a change order for the
18:16 Emergency water line replacement project
18:18 on Mall Street
18:20 city council members will recall that
18:21 the city staff responded to two water
18:23 main breaks on Mall Street just west of
18:26 State Route 900 in late October and
18:28 early November these were large breaks
18:30 in a very old asbestos cement plant
18:32 which resulted in substantial damage
18:35 water loss business disruption and some
18:38 minor property damage to address the
18:40 issue quickly see the administrator Bob
18:42 kowitz authorized an emergency purchase
18:44 that enabled City staff and a contractor
18:46 to restore domestic and fire service to
18:48 area businesses
18:50 City staff spent nearly 500 hours on
18:52 site assessing these breaks I know that
18:55 Public Works has received notes of
18:56 appreciation from businesses and
18:59 property owners in that area and I would
19:00 like to thank the Public Works staff
19:02 again for their hard work in very tough
19:04 conditions and for their effective
19:06 urgent problem solving
19:08 last week the City of Issaquah a
19:10 McDonald Miller facility Solutions
19:11 officially launched the clean buildings
19:13 incentive program
19:15 the program provides Issaquah building
19:17 owners with no cost consultant services
19:19 to improve Energy Efficiency in addition
19:22 eligible buildings can apply for State
19:24 incentive payments to make needed
19:26 retrofits this program helped Advance
19:28 our community
19:30 for climate action
19:32 in reducing energy use in existing
19:35 buildings it's aquatic clean buildings
19:37 incentive program information including
19:40 how to apply
19:41 is available at issaquah.gov
19:43 cleanbuildings
19:45 and this past weekend I had the
19:47 opportunity to participate in the youth
19:49 advisory board's Civic engagement form
19:51 it was a great event and I want to thank
19:53 council members who attended we heard
19:55 from 8th through 12th grade students
19:57 about leadership
20:00 and the issues that are most important
20:01 to them I want to thank the youth
20:04 Advisory board for hosting this
20:05 excellent event
20:07 and Issaquah is now accepting
20:09 applications for All City boards and
20:10 commissions our boards and commissions
20:12 cover a broad range of topics Arts
20:14 Economic Development environmental
20:16 issues growth and even inter
20:18 International diplomacy we value a
20:21 variety of perspectives and life
20:22 experiences and encourage people of all
20:24 backgrounds to apply members serve
20:27 without compensation but may be eligible
20:29 to participate in the city's stipend
20:31 program please help us spread the word

23:29 thanks mayor Paulie good evening members
23:31 of the city council
23:32 tonight I'm here to speak on the
23:34 proposed updates to the city's impact
23:36 fees
23:37 and mitigation fees so give me one
23:40 second to share my screen
23:44 city clerk can you see my screen
23:47 yes
23:48 okay thank you
23:52 so to give a little background
23:53 information the city has established
23:55 multiple fees that help the city
23:57 accommodate growth
23:58 the first is impact fees which are
24:00 collected with all the development
24:02 projects and are allocated towards
24:04 specific projects as part of the
24:06 development the city also collects
24:08 mitigation fees which are collected for
24:10 projects which have sipa mitigated
24:12 requirements as part of the project
24:14 which are typically allocated to a
24:17 specific projects or types of projects
24:19 that go towards the mitigation
24:21 all of these fees can only be allocated
24:23 towards projects which are designed to
24:25 accommodate growth
24:27 on a regular basis these fees are
24:29 updated according to inflation using the
24:31 building cost index for the fire impact
24:33 fee and the construction cost index for
24:36 all the other fees
24:37 the last inflation update was conducted
24:39 in 2020.
24:42 these fees are codified in the listed
24:44 sections in the municipal code which
24:47 details how the fees are administered
24:48 and updated
24:50 Administration is proposing two changes
24:52 tonight which are recognized in the
24:53 draft ordinances in your materials
24:58 the first change is to update the fee
25:00 schedule in accordance with information
25:01 cumulative since the last update in 2020
25:04 and this equates to equates to just over
25:07 28 for the building index and just over
25:09 15 for the construction index
25:16 the second update being proposed tonight
25:18 is to remove the three-year requirement
25:19 for the study updates instead the
25:21 administration will evaluate the fees on
25:23 an annual basis to determine when each
25:26 of the each or all of the studies should
25:28 be updated
25:29 the checklist that was included in your
25:30 materials for tonight outlines the type
25:32 of information staff will look at each
25:34 year and provide an informational update
25:36 to city council if and when an update
25:38 will be budgeted
25:39 the reason for this change is to
25:41 coordinate the study updates with our
25:43 upcoming projects but also give the
25:45 administration more flexibility on how
25:47 to update these studies and to
25:50 efficiently allocates City resources the
25:53 projects that we're looking forward to
25:54 is the comprehensive plan periodic
25:56 update
25:57 the park strategic Plan update
25:59 concurrency update in the city's
26:00 facilities planning study all of which
26:03 will influence many of the studies and
26:06 the rates that will be allocated for the
26:08 fees
26:12 the next step is to bring this item back
26:14 to City Council on February 21st and
26:17 with that I conclude my presentation
26:20 thank you Stephen I'd like to see if
26:22 committee chair hunt would like to
26:24 provide the Planning Development
26:25 environment committee recommendations
26:26 for this item

26:29 um the Planning Development and
26:30 environment committee discussed this at
26:32 our January 24th meeting we were
26:35 supportive of the changes that were put
26:38 forward by the administration and we
26:41 were generally appreciative of having
26:44 these criteria and the processes that
26:46 were laid out in the ordinances and one
26:49 thing that we did
26:50 uh discuss is that we would like staff
26:54 to bring updates to Council on these
26:55 future fee updates so we know when
26:57 they're updated and so that we can track
26:59 them as well the committee concurred
27:01 with the proposed amendment to remove
27:03 the three-year requirements and allow
27:04 more flexibility on when studies are
27:06 updated which could also be cost savings
27:08 as you can align with when these studies
27:10 are needed and the committee concurred
27:12 with the proposed 2023 impact fee rates
27:15 included in the ordinance so we also
27:19 deferred on whether this would be on
27:23 consent or not based on this public
27:24 hearing and then we'll make a decision
27:26 after that but generally we were
27:28 supportive and
27:31 recommended to the full committee to
27:34 full Council to go forward with these
27:35 amendments

29:55 meetings order or a business update at
29:58 the January 17th city council meeting
30:00 Deputy council president Hall introduced
30:02 a new business request item and the city
30:04 council voted to forward the item to the
30:06 Second Step a preliminary staff response
30:10 a staff response was provided in the
30:12 agenda packet City administrator Bob
30:14 kowitz will speak to it briefly
30:18 thank you madam mayor members of the
30:19 council good evening
30:21 the Administration has reviewed the
30:23 requests and while we do not object to
30:26 the changes in order of business
30:27 generally the administration does not
30:30 support moving the committee reports and
30:31 the mayor's reports down the order of
30:33 businesses proposed oftentimes the
30:35 committee reports for Council standing
30:37 committees pertain to items on the
30:38 consent calendar the administration
30:40 believes the committee's recommendation
30:41 should be heard and considered before a
30:43 vote is taken on the agenda items
30:45 similarly the mayor's report often
30:47 provides additional information or
30:49 highlights of an item on the consent
30:50 calendar this can be informative to City
30:52 Council Members prior to the agenda
30:55 items so for those reasons the
30:57 administration recommends not making
30:59 changes at this time be happy to answer
31:01 any questions

32:01 many times community members will come
32:04 and they will be here to make comments
32:07 on and to listen to our deliberations
32:09 and discussion on the regular business
32:10 items the regular business meeting is
32:13 focused around these regular business
32:14 items and our deliberations and
32:16 discussions on those items is really
32:19 important and really what we are here to
32:21 do we make policy and we make decisions
32:24 and pass ordinances in regular business
32:26 and we discuss why during that part of
32:30 the meeting
32:33 um on a personal note when I started on
32:35 Council I had a six month old baby and a
32:38 toddler and I remember
32:41 um you know having discussions about how
32:43 we could make this process more
32:44 inclusive how we could make sure that we
32:47 are making sure that people that come to
32:49 their meetings were respecting their
32:50 time they take time out of their busy
32:52 lives to come here and and provide
32:55 public comment and I certainly was tired
32:58 by the end of some of those meetings and
33:01 not maybe making the best possible
33:02 decisions that I could have made if we
33:04 had just moved things up I don't think
33:06 it's a I don't think it solves all of
33:08 our time challenges sometimes items will
33:10 go long absolutely sometimes we may need
33:13 to take extra time and I think we should
33:15 do that when we need to but I think this
33:17 moves items closer to the start of the
33:19 meeting it gives us a little more
33:21 control over when our regular business
33:23 items start and I really am supportive
33:26 of making this small change as the
33:30 community members spoke at earlier at
33:33 public comment I don't think this is a
33:35 big change I think it's a small change
33:37 but I think it will be meaningful for
33:39 the people who take the time out of
33:41 their busy lives to come here
33:44 um I also took some time to review how
33:48 other cities do this because at our last
33:51 discussion there was concern and and the
33:54 administration also has this concern
33:56 about
33:58 that our regional or not our regional
34:00 reports our committee reports sometimes
34:03 talk about items on consent so I thought
34:05 let's look at what other cities do and
34:09 so I watched the beginnings of the
34:11 meetings for Kirkland's Snoqualmie and
34:13 Redmond Redmond I was especially
34:15 interested in because they have a
34:16 similar similar structure to us they
34:18 have committees they make
34:20 recommendations the full Council decides
34:22 they have a consent calendar and they
34:24 have their reports later
34:26 and I have to say they got through those
34:29 items really fast and I was really
34:32 impressed and I watched all those three
34:33 meetings last night and I was thinking
34:35 maybe I'm in for a long a long time
34:38 doing this research but it actually was
34:40 quite quick so I will say I am
34:42 supportive of this I think it will help
34:44 us get to our regular business items a
34:46 little bit faster and it will make sure
34:50 as well it has one added benefit that we
34:53 will put our committee reports on things
34:55 like Title 18 which is our land use code
34:58 which we have been working on for many
35:00 months that will put that closer to go
35:01 to the order which could be a discussion
35:03 time for Council so for regional reports
35:06 for things that we want to discuss with
35:08 Council it puts it closer to go to the
35:09 order so we could have a more
35:10 collaborative process on that I think
35:12 that um
35:14 as well there are other opportunities if
35:16 something really needs to be said on
35:18 consent it can be it can be said when
35:21 the consent calendar is called there's a
35:23 discussion call and if the chair of a
35:26 committee really needed to make a
35:27 statement they could and the mayor can
35:29 also make a statement beforehand
35:32 um I believe it was Kirkland's in their
35:35 meeting they had a statement beforehand
35:37 in Redmond they had a statement right
35:38 after the consent calendar on something
35:40 that was on consent so I think we have
35:42 flexibility and I think this generally
35:44 uh makes sense I don't think it's a huge
35:46 change but I think it will move items up
35:48 and get us to our regular business
35:50 faster so we can make the decisions we
35:52 need to make when we're
35:54 earlier in the evening and we can make
35:57 sure that we better respect people's
35:59 time that take time out of their lives
36:01 to come here thank you thanks
36:03 councilmember D Michelle the secondary
36:05 followed by council president
36:07 uh thanks uh I'll be very brief because
36:10 uh councilmember hunt said it very well
36:12 but
36:13 um when this was first brought to our
36:15 attention I was particularly interested
36:17 in the placement of the regional reports
36:20 because there have been many many
36:21 evenings when I would have liked to have
36:23 asked more questions like to have had
36:25 more discussion but you don't want to
36:28 delay the meeting make it extra long
36:30 because people are coming here out of
36:33 taking time and to come here watch what
36:35 we're doing and they have items of much
36:37 more importance to them so just very
36:40 selfishly from a standpoint of having
36:43 more dialogue about how we can interact
36:46 with our regional committees and with
36:47 each other and I would like to see us
36:51 try this I think it would be as
36:53 councilman Rohan said it's not a big
36:55 change but I think it might be a much
36:58 more
36:59 collegial or or collaborative process if
37:04 we are able to spend some more time on
37:06 those Regional reports and have time to
37:08 discuss those and Converse about them so
37:11 I would be supporting this as well thank
37:13 you
37:14 thanks council president thank you I
37:17 also just wanted to address I appreciate
37:20 the administration bringing up the
37:22 concerns that they had I think that
37:25 there is absolutely an opportunity to
37:27 allow the mayor committee chairs if they
37:30 have something on consent agenda to make
37:32 comments during that I think that's the
37:35 perfect time for it I would also
37:37 highlight that it's 7 30 and at this
37:39 point we have not we are just getting to
37:42 our business item and so that means we
37:46 have several staff members that have had
37:49 to stay here through this
37:51 that you know it just if they have a
37:54 presentation on an item and don't have
37:57 to stay through our regional reports I
38:00 think that just makes sense as a respect
38:02 for our community and our staff members
38:05 as well so I am
38:08 also in support of this
38:11 um I think it also responds to you know
38:14 the survey results which we've seen
38:16 which say members of the community don't
38:18 attend or watch Council meetings to get
38:21 general information there are better
38:23 ways to get that out to the public and
38:27 so to do that in the communication
38:29 channels where that makes the most sense
38:32 um I also want to support thank you
38:37 a deputy council president
38:40 um thanks yeah quick question and then
38:42 comment could the motion be re-read I
38:44 think I missed it the first time around
38:45 is it the one that's included in the
38:47 Packers no it's a different one and
38:48 actually if it's okay right now um the
38:51 action that can happen tonight is to
38:54 move it to the work plan not necessary
38:57 to adopt or change itself but to move it
39:00 to the work plan and to pick a date
39:02 certain for the vote is that correct
39:06 okay
39:07 um second is
39:10 I think you probably need to get
39:13 discussion because I think the the
39:15 motion doesn't say that it's been
39:17 presented so right
39:19 so um oh councilmember can I get a
39:23 clarification so the motion was a
39:24 recommended motion but I can make a
39:26 different motion and
39:29 um I made a different motion than what
39:31 was in the packet but it says it can be
39:33 amended and I changed it
39:35 and I I think it's just for clarity of
39:38 next steps I think that's why we're
39:40 asking the question that the
39:41 administration I think as we looked at
39:43 these new business items uh the question
39:46 was where does this fit in the overall
39:48 work plan of the city now this is a an
39:50 amendment to procedure uh perhaps it's
39:53 not like taking on a whole new
39:54 initiative which I think is one of the
39:55 things we discussed so uh if the council
39:58 is looking to bypass
40:00 steps then I think the council needs to
40:03 be clear with that and the motion needs
40:04 to be clear with that because right now
40:05 the motion isn't clear with that
40:10 um okay my intent is to I I don't
40:13 believe that I think we have the
40:15 information that we need to make a
40:17 decision on moving the item I don't
40:18 think it's a big policy decision it's
40:21 moving a couple orders of business in
40:23 the way we do our meetings and
40:25 I also notes that there was not
40:29 additional information provided in the
40:31 materials that Council received tonight
40:33 but there was some research that had
40:35 been done previously by council member
40:36 Hall and I I don't think this needs to
40:38 be a big work item I think we have the
40:40 information needed to make it tonight I
40:42 also think that the motion is if there's
40:45 a question about the intention the
40:47 motion or the motion itself I will
40:49 clarify that but the intent is not to
40:52 make a work item because I think we can
40:54 vote on this tonight
40:55 you can't
40:57 um so the question is what additional
40:59 steps do you wish to have happen so if
41:03 the council wishes to bypass any further
41:05 discussion on this we would put a rules
41:07 change
41:09 at a future meeting so I would imagine
41:11 an ordinance uh at a future meeting so
41:15 you can either have a date certain again
41:17 it's not a lot of work on our part to do
41:19 that
41:20 um so we could probably come back on the
41:21 21st with that but that is again that
41:24 was never the steps contemplated when
41:27 this new business policy was coming up
41:28 so I think the administration just wants
41:30 to recognize that the council is
41:32 bypassing the process that you set
41:35 um and if you're comfortable with that
41:36 great but
41:37 that you're bypassing the process you
41:39 said
41:40 uh customer Rae you look like you want
41:43 to say something oh I I was but I was
41:45 going to withdraw I mean if it's a rules
41:47 problem we can just suspend the rules
41:49 too but um if we can just move this
41:52 forward
41:54 um I think that's you know let's let's
41:56 uh be true to what we've been talking
41:58 about which is being very efficient with
41:59 our time so I mean I think we're we're
42:02 uh we're we're not doing ourselves a
42:04 great service so let's figure out how we
42:05 can move this thing forward as quickly
42:07 as possible

42:15 um one of the other items for
42:16 consideration two is um
42:19 consent calendar in order to do a report
42:22 on an item you'd be pulling it down
42:24 so it would end up on regular business

42:41 process in the rules

42:50 beginning of the consent agenda where we
42:54 ask if there are is something that we
42:57 want to pull down but then after that
42:59 point you ask if there are any comments
43:03 I think that would be the time when a
43:07 committee chair or the mayor would be
43:09 able to make a comment on an item that's
43:11 still on the consent agenda is that not
43:14 the way our rules procedure run
43:17 historically when when that question has
43:19 been posed to the clerk's office we've
43:21 advised the council member to pull that
43:22 item down for discussion so again I I
43:25 don't I think it's within the realm of
43:27 possibility I think it would probably
43:28 just be a good thing to clarify in the
43:31 rules so that it could be consistent and
43:34 clear that delineation between when you
43:36 pull the item down versus just speak to
43:39 it generally okay then let me ask the
43:43 motion maker it sounds like there might
43:45 be some other things that we need to
43:49 address with the rules in order to
43:51 effectuate what you're talking about
43:54 which is changing the order of business
43:57 toward the one that was proposed
44:01 um is do you want to move forward with
44:04 the
44:05 motion as you've discussed and as they
44:09 might be reconfiguring or how do you

44:54 um and as far as the date I think the
44:55 next regular meeting is the 21st
44:58 so um yeah just going to pass a
45:00 suggested addition to the motion if you
45:03 want to read that into the record if you
45:04 agree with the suggestion
45:07 and I think that what probably both the
45:10 city clerk and I have seen in other
45:11 places is that that moment
45:14 other councils take advantage of and so
45:16 while all of you may not be there if
45:19 your rules are not very tight you can
45:21 get members who will then start debating
45:25 the item before the consent calendar is
45:27 called so I think what I'm hearing what
45:29 the council wants is you don't want that
45:31 but you do want an opportunity should a
45:33 committee chair or the mayor wish to
45:36 make a pertinent comment before the the
45:38 consent calendar that that happens so I
45:40 think we can craft the rule that would
45:42 only allow the standing committee chair
45:44 or the mayor to make a comment and not
45:46 give not allow anyone else then they
45:48 would otherwise be out of order
45:50 I've seen it happen it's not something
45:53 you want to get started and so I think
45:55 with by drafting rules that are very
45:58 specific while it seems a little Arcane
46:00 in in practice with different sets of
46:04 council members in the future you'll be
46:06 avoiding what then might turn into a
46:07 very long discussion about the consent
46:10 calendar
46:14 um uh councilmember Martz
46:17 I think this is turning out to be more
46:19 complicated topic than we thought when
46:21 we first were discussing it 10 minutes
46:24 or so ago I am certainly uh I I stand
46:28 with the majority of the council for
46:30 wanting to make this change
46:34 um ultimately but um there's a number of
46:37 permutations that people have talked
46:39 about in the last couple minutes uh that
46:41 made me realize that I personally would
46:44 like to give the administration a chance
46:45 to uh dot its eyes and cross its T's
46:49 such that we're well placed going
46:51 forward it's clear that at the very
46:53 least majority of the council would like
46:55 to where we want to get to in the end
46:58 um but this talk of getting to a point
47:00 where like one or two people could come
47:02 at uh the consent agenda the rest can't
47:04 is not a it's not a place we want to
47:05 find ourselves thanks

47:12 I uh I think that is at least with
47:18 the current configuration
47:21 um we we can there is a time when it's
47:23 called for discussion already also the
47:25 chairs can already make discussion I
47:27 don't think it's going to be a challenge
47:29 I would like to just move this forward

47:38 move to return to the city council for
47:40 Action at the February 21st 2023 city
47:43 council meeting

49:19 uh thank you uh mayor Paulie I have a
49:23 couple of reports the first one is I'd
49:25 like to report on last Tuesday's
49:27 affordable housing Symposium that was
49:29 put on by the Housing Development
49:31 Consortium and the Urban Land Institute
49:33 which was attended by myself and mayor
49:35 Paulie a week ago Tuesday it was an
49:39 excellent Gathering of Eastside cities
49:41 school districts and organizations the
49:43 half day agenda was packed with
49:45 informative presentations and too many
49:47 of them to name them all but I would
49:49 like to highlight a presentation by Greg
49:52 Colburn who tackled the myths around
49:54 homelessness and housing with extensive
49:56 research I think we all know that the
49:59 root cause of homelessness is that there
50:00 aren't enough homes and while it's
50:03 important to address the extensive needs
50:05 for mental health and substance abuse
50:07 prevention and treatment initiatives
50:09 directed to those problems will not
50:11 solve the homelessness or affordable
50:12 housing crisis
50:15 um the last panel uh then introduced the
50:17 affordable housing toolkit which was
50:19 distributed to council members earlier
50:21 this evening with 20 recommended tools
50:24 for increasing our housing Supply
50:26 decreasing the cost of housing and
50:28 reducing homelessness and it was a
50:31 morning well spent
50:33 you want to add anything major Paulie oh
50:35 thank you well thank you for attending
50:37 it was a great event they had
50:40 wildly popular Atlanta attended it was a
50:43 very full room also some of the speakers
50:45 had talked about making this an annual
50:47 form where we can talk more broadly
50:51 about who has adopted the different
50:52 tools in the tool kit and what results
50:54 are seeing and potentially come up with
50:56 some sort of dashboard to measure which
50:58 tools are really effectively moving the
51:00 needle so it was very good it was a
51:02 great event
51:03 great and then the second item council
51:06 member Joel and I would like to report
51:08 on the sustainability conference that
51:11 was held a week ago Monday
51:13 absolutely excellent Gathering of
51:17 environmentally uh interested people in
51:20 our community and really good turnout
51:24 really good speakers again and a really
51:27 good opportunity the way it was set up
51:29 with tables and conversation groups to
51:33 really connect with a lot of people and
51:36 I did I sent an email but I will commend
51:39 them publicly Stacy and Juliana did a
51:44 fabulous job of facilitating that
51:47 evening because it was a packed
51:49 tight room and it was very very well
51:53 managed so anyway council member Joe you
51:55 want to add
51:57 oh I think you covered it quite well I
51:59 would just commend uh
52:02 Ava kapler who's in the room for his
52:05 many years of environmental activism he
52:07 was at that meeting as well and was also
52:09 at the Civic engagement Forum as well
52:13 and I really appreciate the fact that he
52:16 after leaving Council stayed very active
52:18 in the community a little bit like Jimmy
52:20 Carter staying involved and making sure
52:23 that he's still making a difference so I
52:25 I would just add that call out

52:31 was very fun to see organizations that
52:34 were established 40 years ago meeting
52:36 organizations that were established two
52:38 years ago and not even realizing all of
52:40 the different groups that were in the
52:42 room so it was great we will be having a
52:44 sustainability Summit coming up and I
52:46 did speak with the Snoqualmie tribe
52:48 today about making sure that we have a
52:51 stewardship message from them from the
52:52 ancestral lands movement you know why
52:55 why the tribe does what they do and how
52:57 our work can tie into it here as well so
52:59 that's pretty exciting uh council
53:02 president
53:03 yeah just a short note I plan to attend
53:06 the City action days in Olympia in about
53:10 a week and so while the expense is under
53:13 the 500 cap that's within my authority
53:16 to approve I just wanted to see if
53:17 anybody has any objections to that
53:20 expense okay the city clerk should have
53:22 what she needs thanks councilmember hunt
53:27 I have one update to a prior committee
53:31 report at the January 4th committee
53:33 meeting from the Planning Development
53:35 and environment committee we recommended
53:37 adoption of a contractor code of conduct
53:40 for private projects and that it be
53:41 approved at today's meeting
53:45 on consent however then after that the
53:49 City attorney has recommended that this
53:50 be codified in title 16 and so that will
53:52 take more time to drop the ordinance and
53:54 so this will actually be coming back for
53:56 adoption at the March 7th meeting and so
53:58 since I had previously reported on that
54:00 item I wanted to give the council an
54:02 update on that thank you thank you
54:05 council member is there any other
54:06 comments for good of the order I have a
54:08 few
54:09 events Monday February 13th the
54:12 committee of the whole council meeting
54:14 the anticipated agenda items include the
54:16 wash dot Culvert projects Capital
54:18 Improvement plan goals and outcomes and
54:20 Tuesday February 21st is the regular
54:22 city council meeting with anticipated
54:25 agenda items including the 12th Avenue
54:27 Northwest and State Route 900 17th
54:29 Avenue project bid award and amend to
54:32 contract any other items from anybody
54:35 right there is no executive session this
54:38 evening so there being no further
54:40 business we are adjourned at 7 54.
