Budget amendments are required when the expenditures of a fund are forecast to exceed the adopted appropriation level or when changes are needed to interfund transfers - or transfers between funds. This budget amendment is the result of the mid-biennium budget forecast and adjustments, incorporating changes for both years of the biennium. This budget amendment includes 19 items adjusting 9 of the City's 22 financial funds. In total, these adjustments account for $2,929,409 in increased revenues and $3,420,083 in increased expenditures. the General Fund accounts for $181,620 of increased revenue and $418,968 of decreased expenditures.

2025-2030 Six-Year Transportation Improvement Program

RCW 35.77.010 requires all cities to develop and adopt a six-year Transportation Improvement Program (TIP) consistent with its Comprehensive Plan. This state law requires the City review and update its TIP every year, following one or more public hearings. The law establishes a deadline for adoption of the TIP on July 1 each year. Within 30 days of adoption, the TIP is required to be filed with the Washington State Secretary of Transportation. The TIP is a planning document that allows the state to identify the financial needs to support transportation within the state.
In 2023 the City adopted Resolution No.2023-07, establishing The Seattle Times as the City's newspaper of record. The resolution also specifies that "City staff shall use The Seattle Times for all required publications". This made the City's requirement more stringent than state law, which allows for flexibility in the newspaper that certain legal notices can be published in.
Last year, the Administration worked on comprehensive revisions to the City's Financial Management Policy to facilitate more efficient procurement and contracting and address existing ambiguities. The City Council appointed an Ad Hoc Committee to review and provide input on the Administration's recommendations. Further revisions were then made to the Policy, which was then adopted by the City Council on January 16, 2024 (Ordinance #3045).

The Hillside Park and Wetland Mitigation Improvements project scope includes constructing a nature-inspired playground, pathways, pads for picnic tables, planting areas and drainage for the informal ball field within Hillside Park in the Squak Mountain neighborhood. The project also includes off-site wetland mitigation at Park Pointe, which includes wetland enhancement and wetland creation.
