With the closure of City Hall Northwest in 2020, 15 engineering staff were relocated to the Public Works Administration building with operations staff. Temporary reconfiguration of the workspace was done to accommodate four hoteling desks. Since then, staffing in both engineering and operations have increased. There are not sufficient spaces to accommodate both operations and engineering staff and the varying types of work taking place in an area originally designed for operations; even utilizing a hybrid environment with one day per week in the office for engineering staff. Currently 21 engineering and administrative staff share 4 to 6 temporary workstations. The existing and temporary workstations were not designed for a hybrid work environment and are not conducive to participating in online meetings, in which staff spend a high percentage of their day.

RCW 35.77.010 requires all cities to develop and adopt a six-year Transportation Improvement Program (TIP) consistent with its Comprehensive Plan. This state law requires the City review and update its TIP every year, following one or more public hearings. The law establishes a deadline for adoption of the TIP on July 1 each year. Within 30 days of adoption, the TIP is required to be filed with the Washington State Secretary of Transportation. The TIP is a planning document that allows the state to identify the financial needs to support transportation within the state.

Corrections officer recruitment has become increasingly challenging in recent years due to diminishing candidate pools, increasing causes of attrition, and an overall change in the jail population as mental health and substance use issues have become more prevalent and more severe in incarcerated populations. The City has struggled to attract sufficient qualified candidates to fill vacancies due to retirements, changes in profession, and lateral career moves. Lateral corrections officers are particularly difficult to attract as candidates, as many incur moving expenses, loss of seniority, and other detriments when they consider an opportunity at a new jurisdiction.

1:10 our meeting so I am going to start down
1:13 there for the first one and welcome
1:16 Roger Enders our jail manager
1:31 excellent so it is not often we have
1:36 someone who has served as long as Roger
1:39 has and you know I might say jail
1:42 manager and you say what the city of
1:44 Visa has a jail yes we do and we are
1:48 that non-dramatic that we just do it and
1:54 part of the reason for that is because
1:56 Roger has run it and has been there
1:58 since the beginning so Roger uh started
2:02 with issaqua 32 and A2 years
2:05 ago and was telling stories about how
2:09 the jail used to be here um before it
2:13 moved over right now it's in the
2:15 basement of City Hall and the police
2:18 station across the street 72 beds in
2:20 case anybody's wondering um and I think
2:25 it's really important just to recognize
2:28 the people that have been with us from
2:30 the start that have made this a
2:32 possibility to keep this essential
2:36 community service in our community you
2:39 know we have people um in our jail who
2:42 are served by our Municipal Court from
2:45 snow qualy and North Bend and all other
2:49 cities in the area and they have to
2:51 travel to get there and we are lucky
2:55 enough to have a great set of staff for
3:00 our jail that means that our community
3:02 members if they do need that as a
3:04 service are able to do it here I don't
3:06 know if anybody else has gone to any of
3:08 the other jails but it's quite a
3:11 different experience in the isqua jail
3:13 compared to some of the others it's a
3:16 much quieter calmer experience and I
3:19 think you know we we have a lot to
3:22 credit to that so um I think the fact
3:26 that you've been with us for this long I
3:29 just want to take a moment to appreciate
3:32 that to recognize all of the oversight
3:35 the employee growth the procedures um
3:39 that you've grown in there and then also
3:42 all of the evidence in property room um
3:45 a lot of other things in our our jail
3:49 and our Police Department that just
3:51 aren't seen by the regular public and
3:54 they just continue to flow so well so we
3:58 want to thank you for the many years of
4:00 service so we have a plaque for you
4:04 because we appreciate that do you want
4:06 to say a few words before we take a
4:07 picture sure okay great hello
4:11 everybody I considered myself very
4:13 fortunate to have worked for the city of
4:15 isqua the better part of my life and uh
4:19 just young blessed and and
4:21 uh fortunate to work with such great
4:24 people with the isqua police department
4:26 and the rest of the city staff and I
4:28 want to thank the city council
4:30 and especially the citizens for being so
4:32 supportive of the Police Department jail
4:35 the ongoing support

6:41 of The Cougar Mountain Zoo and Sam dry
6:43 mammal keeper and uh who's the third
6:46 member of your team do you want to come

6:55 on all good now now you're good this is
6:58 Fern a onee old prehensile porcupine um
7:02 she is one of the newest Animal
7:04 Ambassadors that takes part in our
7:05 education programs that we have at the
7:07 zoo and Sam not only is our mammal
7:10 keeper she's our designated
7:13 PCOS well whereas the Cougar Mountain
7:16 Zoo is an 11 acre Zoological Park
7:18 located in isqua which receives the
7:20 majority of its funding through
7:22 Grassroots efforts of the Zoological
7:24 Society of Washington and the Zoological
7:27 Society of Washington and the Cougar
7:28 Mountain Zoo are dedic dedicated to
7:30 increasing the understanding and
7:31 appreciation of the Earth's wildlife and
7:34 the role of humanity in nature through
7:36 education exhibition conservation
7:39 captive breeding and Recreation and
7:41 whereas the Cougar Mountain Zoo has
7:43 served as a living classroom for 50
7:45 years making educational programs
7:47 available to over 10,000 school children
7:50 and whereas the Cougar Mountain Zoo has
7:52 the largest most unique holiday pageant
7:55 in the Northwest Santa's reindeer farm
7:57 attracts more than 15,000 visitors to
7:59 isqua during the month of December and
8:02 whereas the Cougar Mountain Zoo is the
8:04 single largest non-competitive tourist
8:06 attraction on the east side attracting
8:08 over a 100,000 visitors to isqua each
8:11 year now therefore the city of isqua
8:14 does hereby proclaim the week of June
8:16 2nd to the 8th to be Cougar Mountain Zoo
8:19 week in the city of isqua and we invite
8:21 all community members and businesses to
8:23 support the zoo and recognize the impact
8:25 of the Zoological Park the the impact
8:28 the Zoological Park has made on our
8:30 community wherefore the mayor set her
8:32 hand and seal of the city of isqua on
8:34 this third day of June

9:04 um we're especially grateful this year
9:06 uh for the part everybody played and
9:07 helping us secure the state funded grant
9:09 for our new education center which is on
9:12 track to be uh ready in the fall of the
9:14 next school year so thank you very much

9:59 um for our next we've got council member

10:21 volunteers um with Mom's demand if you

10:28 much well well I am very honored to be
10:31 um giving this Proclamation following
10:33 the snacking porcupine um thank you all

10:37 out whereas every day more than 120
10:41 Americans are killed by gun violence and
10:43 more than 200 are shot and wounded with
10:45 an average of more than 177,000 gun
10:48 homicides every year and whereas
10:50 Americans are 26 times more likely to be
10:52 killed with guns than people in other
10:54 high inome communities and whereas
10:56 protecting Public Safety is a mayor's
10:58 highest RIS responsibility and whereas
11:01 gun violence prevention is more
11:03 important than ever as the covid-19
11:05 pandemic continues to exacerbate gun
11:06 violence after significantly increased
11:09 gun sales increased calls to suicide and
11:12 domestic violence hotlines and an
11:14 increase in gun violence across our
11:15 country and whereas in January 2013 AIA
11:20 Pendleton was tragically shot and killed
11:22 at age 15 and to recognize her birthday
11:24 in June people across the United States
11:27 have annually recognized the first
11:29 Friday of June as National Gun Violence
11:31 Awareness Day by wearing orange in
11:33 tribute to hadia Pendleton and other
11:35 victims of gun violence and the loved
11:37 ones of those victims and whereas we
11:39 renew our commitment to gun viol to
11:41 reduce gun violence and pledge to do all
11:43 we can to keep Firearms out of the wrong
11:45 hands and encourage responsible gun
11:47 ownership to help keep our community
11:49 safe now therefore I Victoria hunt on
11:53 behalf of mayor Mary LLY mayor of the
11:55 city of Isa Do hereby proclaimed June
11:57 7th 2024 to be be gun violence Awareness
12:00 Day in the city of isqua and I encourage
12:02 all residents to support efforts to
12:04 prevent the tragic effects of gun
12:05 violence and to honor and value human
12:07 lives and Bridget if you would like to
12:10 say a few words and thank you again for
12:12 all of the volunteers that really show
12:14 the support that you have in this
12:18 community thank you Council um I one
12:22 last fact I wanted to share is that
12:24 sadly 4.6 million American children live
12:27 in homes with un secured loaded weapons
12:31 so as we roll into the summer months and
12:34 more children are at home that's when we
12:36 see a spike and injuries if everyone
12:39 could please commit to have fre
12:41 conversations with someone you know
12:42 about that and ask you know are your
12:45 guns secured uh and uh in a way that
12:48 would keep them from children we can do
12:50 something in our community this year
12:52 that thank you so
12:55 much thanks to all the volunteers

13:52 us and be able to recognize the
13:54 important things um the next one we've

14:21 Council uh Deputy council president Barb
14:23 D Michelle uh with the
14:25 lgbtqia plus pride month Proclamation
14:33 thank you council president hunt and
14:39 uh and this is Tiana Perry who is the
14:42 program director at the garage and I am
14:45 so honored to be able to present this to
14:46 you Tiana whereas the month of June was
14:49 designated pride month to commemorate
14:51 The Stonewall riots which occurred in
14:54 June of 1969 and are generally
14:57 recognized as the Catalyst of the
14:59 lgbtqia a plus rights movement and
15:03 whereas city council and staff have
15:06 committed to make isqua an inclusive and
15:09 welcoming Community for all in including
15:11 the lgbtqia a plus
15:14 community and whereas all members of the
15:18 isqua community including those who are
15:21 lesbian gay bisexual transgender queer
15:24 or questioning intersex and asexual have
15:27 the right to feel safe not to be
15:29 discriminated against and to live
15:31 without the threat of violence or
15:33 harassment and whereas supporting is a
15:36 qua lgbtqia a plus Community also aligns
15:40 with the city's strategic plan guiding
15:43 principles of both people and equity and
15:46 whereas the lgbtqia A+ Community has
15:49 made great
15:51 strides however work remains in order to
15:54 achieve full equality inclusion and
15:57 acceptance and whereas isqua is
16:01 strengthened by and thrives upon the
16:03 rich diversity of ethnic cultural racial
16:05 gender and sexual identities of its
16:08 residents all of which contribute to the
16:10 vibrant character of our city now
16:12 therefore I on behalf of Mary Lali mayor
16:16 of the city of issaqua do hereby
16:17 proclaim the month of jun June to be
16:20 lgbtqia a plus pride month in the city
16:24 of issaqua and I invite the community to
16:27 join me in celebrating the Great
16:28 University of our city our commitment to
16:31 eliminating Prejudice everywhere it
16:33 exists respecting the rights of all
16:35 people and recognizing the contributions

17:15 garage from 4:00 to 6: p.m. garage pride
17:18 is completely planned and executed by
17:21 garage teens the teens in our community
17:23 and garage staff and we hope to see
17:26 anyone anyone at all welcome to the
17:29 event

19:29 a few notes uh before we go on for those
19:32 making comments you're invited to
19:34 address the council regarding matters
19:36 that are directly related to isqua's
19:39 programs projects services or events
19:43 comments related to political campaigns
19:45 are not permitted please direct comments
19:47 to the whole Council and not to
19:49 individuals and while this is not a
19:51 question and answer session if we uh
19:54 need to contact you to follow up we will
19:57 do so when recognized if you're virtual
20:00 you're going to unmute your microphone
20:03 if you're in person step up to the
20:04 lecturn you're going to press a button

20:59 uh good evening uh my name is Ken Ean
21:02 and I'm representing the Talis
21:04 residential Association this evening and
21:06 the several thousand residents uh that
21:09 live in Talis I'd like to recognize a
21:12 member of the city staff for his
21:15 exemplary support of the Talis Community
21:18 as members of the city council mayor and
21:20 City administrator's office are probably
21:23 aware our community was very concerned
21:25 about a developer that was finishing one
21:27 of our neighborhoods
21:29 but had not completed their Landscaping
21:31 obligations we were concerned that the
21:34 residents would be stuck with hundreds
21:36 of thousands of dollars of dead plants
21:38 faulty irrigation drainage issues unsafe
21:41 playgrounds and
21:43 more there are several City staff
21:46 members that were responsible for
21:47 holding this developer accountable and
21:50 the good news is that the common areas
21:52 will be turned over to the TR in good
21:56 condition but there is one individual
21:58 that stands out for his unwavering
22:01 support the interests of our residents
22:04 that is city inspector Jason Bond Jason
22:07 has been on this project for several
22:09 years and has held firm on the city
22:12 requirements no shortcuts no sloppy work
22:15 no incomplete action item the work is
22:18 either done correctly or you don't get a
22:20 city sign off I suspect there is a lot
22:23 of pressure to just sign off the project
22:26 and move on but Jason kept the interest
22:28 of the isua residents as its top
22:31 priority in the end we received property
22:34 that was in good order and not a
22:36 financial burden to our residents and
22:39 for this we are very

23:10 great to talk to the city staff members
23:12 Public Works uh the people that take
23:15 care of our community the streets and
23:17 the sidewalks uh the people that keep uh
23:20 the water and the sewer and the storm
23:23 water working correctly and are always
23:25 there in emergency and I learned a lot
23:27 by talking to the experts so thank you
23:32 Emily thank you Ken for both of those
23:35 recognitions we appreciate and we'll
23:37 make sure to pass it on um clerk do we

23:54 Wagner good evening Council my name is
23:56 David wager and uh
23:59 I live at
24:01 22529 Southeast 42nd Terrace in
24:06 Providence Point in isqua fell in love
24:09 with Providence Point and I'm so glad
24:11 we're up
24:12 there um I came with a few things to
24:17 talk about
24:20 D-Day so some things I know about D-Day
24:25 I was born April 2nd 1944 4 D-Day
24:30 happened 65 days after I was
24:33 born I graduated from ISO High School on
24:37 June 6th
24:40 1962 18 years after
24:44 dday rvfw post 3436 sponsored a flyover
24:50 of three P-51 Mustangs on the 70th
24:54 anniversary of D-Day just 10 years ago I
24:58 think Fred Butler was the
25:00 mayor this Thursday June 6 2024 our VFW
25:05 Post will raise a brand new US flag with
25:09 the 80th
25:12 anniversary dday
25:15 flag which will fly over the city and I
25:19 don't think many other municipalities on
25:22 the east side are going to do this thank
25:25 you and uh I don't think many other
25:29 municipalities will uh have the chief of
25:32 police stand up with a an old Grunt and
25:36 uh show this flag thank
25:43 you
25:44 5700 men died on the original D-Day on
25:48 Omaha
25:49 Beach there on the first two hours of
25:53 combat their
25:55 families lives were changed forever
25:59 dday is the most significant amphibious
26:02 military operation in the history of the
26:06 world and Remains the Same
26:11 today my friend and fellow veteran dick
26:14 nms from merer Island was a pilot on a
26:17 B17 that bombed France to support the
26:21 Allied invasion on D-Day he bombed
26:24 behind the
26:25 lines dick is now alive live in France
26:30 today uh and will celebrate the 80th
26:33 anniversary at 101 years of
26:37 age pick will also be on Omaha Beach on
26:41 that
26:42 day
26:44 619 veterans from isqua of all wars to
26:49 include 19 Civil War veterans are buried
26:53 in upper and lower Hillside
26:56 Cemetery those veterans were were
26:58 honored on May 27th
27:01 2024 by our post and the citizens of
27:05 isqua I'm grateful to be here tonight to
27:08 tell you that this is going to happen
27:12 not asking for permission we're going to
27:14 go over and take over the flag pole and
27:17 it the other thing I came to inform you
27:22 um this is my last year of doing this
27:26 Cemetery uh
27:28 by the
27:31 actual service itself kind of tough to
27:35 give that up but it's time to pass the
27:37 flag something else I want you to know
27:40 is May 31st of this year I completed 17
27:45 years on the King County veterans
27:46 Advisory Board uh I think this spring I
27:52 completed six years I think it was six
27:56 six years on the transportation Advisory
27:58 Board and as many of you know I was on
28:02 the cemetery board for 12 years eight of
28:06 which I was the
28:09 chair Jason Bond was my uh go-to guy
28:14 with the city and I got to tell you that
28:17 guy has Ken Ken sugar coated it for you
28:22 he was a terrific help and I couldn't
28:26 have done it without him so I want to
28:28 thank you uh for the support that you
28:31 give to our VFW Post
28:34 3436 and I hope that at 8:00 on Thursday
28:38 morning you just come with a cup of
28:40 coffee and we'll put the flags up and
28:43 we'll salute and honor dday thank
28:50 you and Dave would you take a moment and
28:53 just come back up there for me for a
28:55 second
29:06 so while it's not an official
29:08 Proclamation we did recognize that you
29:11 have done such a wonderful job with all
29:14 of the Memorial Day events and all of
29:16 the various things that you've helped
29:18 with our community and so we just wanted
29:21 to say a little thank you for that and
29:23 give you a little LA to recognize all
29:27 the years of service so yeah thank you
29:31 yeah so are we now doing pictures oh
29:34 we're doing pictures

30:40 look around I don't think there's
30:43 anybody else here uh looking to speak
30:46 during public comments but just wanted
30:47 to take another moment and just
30:50 recognize my goodness has this been fun
30:54 tonight to see all of the community
30:56 members and here all of the celebrations
30:59 and appreciation of staff and the
31:02 recognition of so many years of service
31:04 so um gosh brings a whole lot of meaning
31:09 in okay and as a reminder um we take
31:15 emails too you don't have to show up in
31:17 person uh we read them all city council
31:20 isqua
31:22 wa.gov um any emails we always
31:25 appreciate so the next item of business
31:28 is the consent
31:30 calendar um the mayor does not have any
31:33 remarks on the consent calendar are
31:36 there any committee chairs or chair
31:37 designes who would like to report on any
31:40 of the consent calendar items yes okay
31:44 uh there is consent item G which is AB
31:47 8821 proposed amendments to Title 18 for
31:50 Emergency Shelters and Supportive
31:52 Housing and this went by the Planning
31:55 Development and environment committee
31:56 and so I wanted to um report out uh from
32:01 that meeting on that item this was an
32:04 item that was in response to the fact
32:06 that the state legislature adopted House
32:08 Bill uh 1220 in July of 2021 which
32:11 amended the growth management act and
32:13 instructed local governments to plan for
32:15 and accommodate housing affordable to
32:17 all income levels and it also mandated
32:20 um that cities could not prohibit
32:22 transitional housing or perative
32:24 Supportive Housing in any zones where
32:26 residential dwelling units or hotels are
32:28 allowed and so um the city staff uh
32:32 looked at Title 18 our land use code and
32:35 um proposed amendments to make sure that
32:37 we were com uh compatible with this new
32:41 state
32:42 law the Planning Development and
32:44 environment committee deliberated on the
32:46 proposed amendments at our May 7th
32:48 meeting and we um we had some
32:52 recommendations which have been taken
32:53 into consideration about making sure
32:56 that the definitions were clear and
32:57 consistent
32:58 and then most of our other discussion at
33:00 that meeting was around uh potentially
33:03 increasing the maximum number of
33:04 occupants allowed in day centers and
33:06 night shelters and potentially expanding
33:08 the zones in which day centers and night
33:10 shelters are allowed because the
33:12 Department of Commerce currently is
33:13 refining the requirements uh in the
33:16 house bill that went that was passed by
33:19 the state we as the committee ultimately
33:22 did agree with the staff that uh we
33:25 would we agreed with waiting to make
33:27 changes and to see if there were
33:29 potential amendments that would be
33:30 required as a result of commerce's um
33:33 changes in review of the law and we also
33:36 asked that staff track the creation of
33:38 Supportive Housing in the region to make
33:40 sure that um our occupancy cap and our
33:43 zones that we allow um this housing in
33:47 are compatible with the state law and
33:49 also with what is being built in the
33:50 region and what's um in the market and
33:54 then lastly we confirmed that these code
33:55 changes do not impact the ability of
33:57 group such as churches to support
33:59 homeless individuals and this is
34:01 governed under a different sort of
34:02 permit um so the committee unanimously
34:04 recommended approval of this ordinance
34:06 and it is on the consent calendar this
34:10 evening fantastic thanks for the
34:13 summary um I assume none
34:17 others okay fantastic so the consent
34:20 calendar was distributed to Council in
34:23 advance if authorized the items on the
34:25 consent calendar will be cons considered
34:28 together and approved by one motion have
34:30 the payables and payroll been reviewed
34:33 they have okay does any council member
34:35 desire to remove any items from the
34:37 consent calendar and consider it under
34:39 regular
34:41 business seeing none um is there a

35:20 2025 2030 six-year Transportation
35:24 Improvement program and we are going to
35:26 conduct the public public hearing I'd
35:28 like to invite senior Transportation
35:30 engineer Greg Lucas to make the
35:33 presentation thank you
36:07 yeah that looks great thanks GRE all
36:10 right thank you council
36:14 president uh good evening um my name is
36:18 Greg Lucas I'm an engineer in the public
36:20 works department I'm here tonight with
36:23 John mortson to present on behalf of the
36:26 proposed uh 2025 to 2036
36:30 year Transportation Improvement
36:35 program uh the purpose of this item is
36:39 to hold a public hearing for the
36:41 proposed Transportation Improvement
36:44 program uh the RCW requires agencies
36:47 such as the city of esatu hold a public
36:49 hearing uh and adopt a transportation
36:51 Improvement program
36:55 annually um for a little bit of
36:57 background on this item um every two
37:01 years the city adopts a six-year Capital
37:04 Improvement program uh this is a process
37:07 where staff reiews financials and plans
37:10 out Transportation projects but also and
37:13 other asset categories such as parks and
37:16 utilities um and the chapter in the
37:19 capital Improvement plan relating to
37:21 Transportation doubles as that Year's
37:23 Transportation Improvement
37:26 program years such as this where there
37:28 is no Capital Improvement
37:30 program uh Capital Improvement Plan
37:33 update uh we need to adopt an updated
37:36 Transportation Improvement program as a
37:38 standalone uh
37:41 program and just in general the tip
37:44 identifies projects and programs uh
37:47 which phase the project and program is
37:49 being Advanced such as design
37:52 construction property acquisition or
37:55 planning um and whether or not funds are
37:59 either secured or reasonably
38:01 expected and what the funding sources
38:03 are and the amounts
38:05 um and the mobility master plan serves
38:10 as kind of the uh foundational planning
38:13 document for the transportation
38:15 Improvement program got guiding
38:17 principles evaluation criteria and
38:20 scoring this year we
38:23 also reviewed staff availability and
38:26 funding sources when assembling
38:27 Transportation Improvement
38:29 program this year we've
38:32 presented uh myself and John at the
38:35 transportation Advisory Board three
38:37 times uh January February and March uh
38:41 for the tip and also the environmental
38:43 board in March a key highlight from the
38:47 tip update this year is we added uh five
38:49 new projects and we'll get to those in
38:52 the subsequent
38:54 slide and lastly uh we presented the
38:57 prop proposed uh six-year tip uh to the
39:00 mobility and infrastructure committee on
39:02 May 14th this year and feedback from the
39:05 committies also on this
39:10 presentation and this slide uh just
39:13 shows kind of where we are in the
39:15 process we've gone through the boards
39:17 committee here at the public
39:20 hearing then we're showing this item
39:23 coming back for adoption on June 24th
39:26 special meeting weit to the
39:32 state so this slide's been used
39:35 previously but it's a kind of a good
39:37 visual for contextualizing the the
39:39 transportation Improvement
39:41 program uh it shows that the tp's not
39:43 only a part of the capital Improvement
39:46 plan but
39:48 um also is consistent with City's
39:51 comprehensive plans and
39:53 policies uh projects in the capital
39:55 Improvement plan and the trans
39:57 improve Transportation Improvement
39:59 program reflect the goals policies
40:02 established in many of the planning
40:03 documents some of which are shown here
40:05 the ongoing Transit study its plan
40:08 Mobility master plan strategic
40:15 Plan and there's several types of uh
40:19 projects and programs within the tip got
40:22 annual projects such as pavement
40:26 management a Ada
40:28 improvements concrete
40:30 management also got projects underway
40:33 there are Newport way sr900 to
40:37 54th we on from ail to
40:39 Sunset got Northwest samamish
40:44 improvements a planning on for new
40:47 Crossing on
40:48 I90 also got um mandated projects for
40:52 Public
40:53 Safety retrofit for the bridge on Gilman
41:00 landside repair on Newport
41:03 Way retaining while replacement on black
41:06 Nugget Road there's new priority
41:08 projects which we added five this year
41:10 we'll get to those and then there's
41:11 long-term projects projects that we've
41:13 identified for the future but don't
41:15 currently have funding sources so they
41:17 could be added to a TP in the
41:23 future um so yeah and I met with the T
41:27 three times this year um first time in
41:30 January have a general review of the of
41:32 the tip or plan to adopt it this year
41:35 and our
41:37 schedule and then in February we got
41:40 into the mobility master plan red The
41:43 Guiding principles the evaluation
41:45 criteria and
41:47 scoring um we made a few updates to it
41:51 um but pretty minor we kept the scoring
41:54 overall the same kind of few minor
41:57 changes on how we implement or
42:00 uh you know gave out some of the points
42:03 particular in the improve mo mobility
42:04 within isqua and the uh promote
42:07 environment guiding
42:09 principles and then after that meeting
42:12 uh we looked at the projects we looked
42:14 at staff availability and funding
42:16 sources and we came up with the first
42:18 version of the tip and presented it at
42:21 tab got their
42:25 feedback we also in between the February
42:28 and March tab meeting John and I met
42:29 with the uh environmental
42:32 board here we presented the remote
42:36 environment guiding principle in the
42:37 mobility master plan and the proposed
42:40 updates to it from the tab
42:42 meeting we also received feedback from
42:45 the environment environmental board
42:47 paining to alignment of it with the
42:49 climate action plan considerations with
42:52 the projects and the application of the
42:55 criteria uh there is memo
42:59 attached there's a memo we received to I
43:01 don't know if it's part of the public
43:02 hearing
43:03 but yeah memo we we went over that with
43:06 the tab as
43:09 well and these are the projects that we
43:12 added um five new projects starting in I
43:17 guess 2026 now um but most of them are
43:19 2028 or 2029 um I'll go over each one
43:23 real briefly real briefly and feel free
43:26 to ask any questions questions about
43:27 them so we got uh Front Street Northwest
43:31 Dog Wood intersection
43:33 improvements we're showing starting
43:35 designed for this project in
43:37 2028 here we would evaluate the
43:39 alignment of the intersection uh
43:41 resurface the street at a southbound
43:44 right turn lane um bu the traffic signal
43:47 along with the other
43:49 improvements and as we begin design
43:51 we'll be able to pursue external funds
43:53 we think this one would be competitive
43:55 for a state ad ministered uh IB
44:00 Grant next project is the three Trails
44:04 Crossing study that Juniper and Gilman
44:08 uh there was some previous improvements
44:10 here but we'd like to see if there's
44:11 anything else that we could be done here
44:13 there's always additional improvements
44:16 anticipated here uh this is a tricky
44:19 intersection particular at the South leg
44:22 but this project was started as a
44:23 planning study to see what could be done
44:25 there um
44:28 East Sunset way is another study we're
44:31 looking at um we receive public feedback
44:35 at this uh Corridor uh whether it's for
44:37 bike Lanes or parking Crossing
44:40 improvements Transit uh improvements or
44:43 congestion relief uh with all this
44:46 competing interest in limited public
44:47 space the initial study would help us
44:50 identify the
44:52 improvements you know a lot of community
44:54 outreach initially for this project
44:57 uh the next project is 220 th Southeast
45:00 and Southeast 51st Street improvements
45:03 um for more non-motorized improvements
45:07 bike lanes and maybe
45:08 sidewalks there's a development
45:10 currently proposed on Southeast 51st
45:13 Street we've got some recent data
45:15 showing this is kind of a popular
45:17 Corridor amongst non-motorized
45:20 users so when we start design we could
45:22 look at either repurposing the two-way
45:24 left turn lane for bike Lanes as a
45:27 solution or if we've got funding could
45:30 look at the kind of the full
45:32 uh four Street condition this project
45:36 would also be a pretty good Grant
45:39 candidate and then the last project that
45:41 we added was the uh Citywide Advanced
45:44 signage
45:45 project um our staff recently developed
45:48 a local Road Safety plan and this came
45:51 out of that um this plan uh looked at
45:55 recent Collision data
45:57 and common characteristics of these
45:59 collisions and found that one thing that
46:01 the city could do is solve um curve
46:05 signage around at these critical Corners
46:07 to help alert drivers and we'd also be
46:11 looking at other
46:12 improvements for safety at these
46:15 locations as well uh we originally had
46:17 this project slated for
46:19 2029 um during the mobility and
46:22 infrastructure committee we heard some
46:25 um desire to move this up and so we
46:27 looked at advancing it and we were we
46:30 now shown it in
46:32 2026 there's a call for a highway safety
46:35 Improvement program program grant that
46:38 year and so we think this would be
46:39 competitive for that we do think we have
46:42 staff availability for for that
46:44 year we have made that update our
46:47 mobility and infrastructure committee
46:52 meeting uh we have two projects that
46:55 were removed from the tip however I just
46:57 wanted to express that these are still
46:59 being
47:00 implemented these are bus stop
47:02 improvements on Northwest Samus Road and
47:05 Southeast 56
47:07 Street even though they're they're
47:08 removed from the TF they're getting
47:10 implemented through a grant that re we
47:12 received for pavement preservation along
47:15 these
47:16 roads so when we do the design
47:19 for pavement restoration projects will
47:21 be also incorporating these bus stop
47:25 improvements I just learned today what
47:27 these were and they're kind of cool they
47:29 instead of the bus blocking the uh the
47:31 bike lane and half of a travel Lane they
47:34 stay in the travel Lane and bikes ramp
47:37 up people getting on the bus will so
47:40 able to do that with our overlay
47:43 project and
47:47 um yeah so we presented on May 14th the
47:51 proposed six-year tip to the mobility
47:54 and infrastructure committee uh we had
47:56 it similar presentation we also
47:58 discussed each project in a little bit
47:59 more detail uh tr97 is the Citywide
48:03 Advanced uh plan is
48:05 project so we we moved that project up
48:08 from 2029 to 2026 as I mentioned
48:11 earlier another comment we received was
48:14 to add in the future year
48:17 projects um note on which planning study
48:21 that came from and so we'll be adding
48:24 that to a column
48:27 we didn't get into this year's but we'll
48:28 get into next
48:31 year's and then the last highlight from
48:33 the committee meeting was on the Newport
48:36 Way or third Newport Way project that
48:40 we're starting next year designed and to
48:42 look closely at the the westbound the
48:45 eastbound already got some improvements
48:47 for congestion so when we start design
48:49 for that project
48:51 um I actually got stuck in that draft a
48:54 few times since the last meeting so
48:58 we'll be once we start the design we'll
48:59 be looking at a uh means to improve
49:02 traffic at that it'll be a challenge but
49:05 certainly we'll be looking into
49:10 that and so this item um is scheduled to
49:15 return return for adoption on the
49:16 consent calendar at the June 24th
49:18 special meeting uh other options for
49:21 tonight are to modify the transportation
49:24 Improvement program or to continue the
49:27 public hearing to a
49:31 date and the recommendation is that uh
49:35 the approval of the tip uh res the
49:38 resolution at the special council
49:40 meeting on June
49:44 24th um next steps um would be the the
49:48 adoption on June 24th and then the staff
49:51 submitting it to
49:53 the state Secretary within 30 days of
49:58 adoption that's it for my presentation
50:00 to have any
50:03 questions well before we go to pre uh
50:06 questions first of all thank you Greg
50:08 appreciate you being here for the first
50:10 time love that um do uh either Deputy
50:15 council president D Michelle or council
50:17 member hall or both have any comments
50:19 from the committee
50:22 meeting thank you yeah thank you I'll
50:24 just say that um
50:27 uh it we had Greg did a really nice job
50:29 of of summarizing what uh we discussed
50:33 um we did Command Staff for the
50:35 excellent job that they had done and uh
50:37 the presentation materials were very
50:39 thorough and uh we always appreciate
50:41 that we had a good discussion um and we
50:44 did accelerate the that one project to
50:47 uh from 2029 to 2026 I appreciate the
50:52 staff response on that as well so thank
50:54 you um and I don't think I have anything
50:56 to add to council member Hall would you
50:58 like to add
51:01 anything um yeah no a good summary of
51:03 our meeting for sure I think we um as a
51:06 committee noticed that the newer
51:08 projects were really focused on um
51:11 pedestrian and bike facilities and
51:12 intersection improvements and things
51:14 that are competitive for grant funding
51:15 like you outlined and things that are
51:17 informed by data so we liked that um we
51:21 liked that there was a good mix of um
51:23 kind of pedestrian and um multimodal
51:27 system Improvement projects and vehicle
51:29 travel projects um and so we know that's
51:33 been an important priority of council to
51:34 make sure that's balanced living in our
51:37 transportation Improvement program so
51:38 made sure to check that
51:41 um and thank you for engaging so
51:44 diligently with the transportation
51:45 Advisory board and the environment
51:47 environmental board as well yeah no good
51:50 summary thank just to clarify you guys
51:52 did recommend approval and we did
51:55 recommend approval with the change that
51:58 the advanced signage project moved
52:00 forward fantastic okay so with that
52:04 recommendation I would like to open the
52:06 public hearing at 7:52 p.m. and so at
52:11 this point we can take comments uh from
52:13 the public on um the transportation
52:16 Improvement project so um clerk do we
52:21 have anyone
52:23 online no members of the public okay
52:26 then I'm going to skip over the press
52:28 star three all of that but if anybody is
52:31 watching and would like to email us we
52:34 always accept
52:36 emails um and so we don't have any
52:42 public comments then um city council do
52:45 you have any objection to Me closing the
52:49 public hearing okay hearing none I will
52:52 close the public hearing at 7:53 p.m. um
52:56 does council have any questions comments
52:59 council member
53:01 hunt thank you for the presentation one
53:03 of the comments in the memo from the
53:06 environmental board was around the
53:08 change to the criteria um that was used
53:12 to score or used to the project
53:15 selection criteria Matrix it used to be
53:18 um two years ago for example used to be
53:21 environmental impact which could be
53:23 perceived as negative or positive impact
53:27 and it is now um climate resiliency or
53:30 environmental benefit I think suggesting
53:32 much more positive take you know what
53:34 are the benefits and so the
53:36 environmental board did question that
53:38 change and I wondered if you could speak
53:39 to the rationale for that and are we are
53:42 we still representing if there is a
53:44 negative environmental impact or um
53:47 negative impacts of
53:51 projects sure yeah um but I remember the
53:56 the transportation Advisory Board that's
53:58 where that change came from let me make
54:01 sure I got it correct we went from
54:04 project of
54:08 voids void environmental to now the the
54:15 envir criteria scores if it
54:19 enhances the environment is that the
54:22 things you're referring to um so
54:27 yes I believe so so specifically it used
54:29 to be in the
54:30 2022 um pip it said environmental impact
54:35 and then it was defined as is the
54:37 project addressing an environmental
54:39 concern or would not completing the
54:41 project result in a detrimental
54:43 environmental impact and it is now in
54:45 the
54:46 latest uh in the latest tip the criteria
54:50 is climate resiliency or environmental
54:52 benefit
54:59 and and if this is something that we
55:01 could get a memo on um that I would also
55:03 be happy to do ask in that way sure yeah
55:08 let's do the
55:09 memo okay um thank you so I think what
55:12 would be helpful for me is um the the uh
55:16 environmental board had that comment and
55:17 then a comment that you mentioned which
55:19 was alignment with the uh climate um
55:23 action plan and so if we if you would be
55:26 able ble to write about what changes
55:28 were made um in response to that and
55:30 then specifically why this change was
55:32 made and how we are still addressing
55:34 negative impacts in this criteria Matrix
55:37 that would that would help and since
55:39 this is coming back to council a memo
55:40 would be
55:44 great okay any other comments
55:47 questions all of that no um I did want
55:51 to recognize just in looking through it
55:54 how many additional group Grant projects
55:58 there were I was really impressed with a
56:00 number of national highway Grant
56:02 projects and seeing those um bus uh
56:07 additions um or the transit um stop
56:11 editions we're not adding any buses
56:14 unfortunately um but no just really
56:17 appreciative of seeing that as a change
56:20 and um the recognition of how this has
56:23 responded to our Master Mobility project
56:26 uh plan and the transportation Advisory
56:29 board so I've seen that change over the

57:30 you hi uh Council Matt Ellis I'm the
57:33 utility engineering manager uh for the
57:35 city and one of my current roles and
57:38 responsibilities is franchise utilities
57:41 however uh uh in may we hired Kevin
57:45 Thompson who I believe is he's virtual
57:47 today uh and he is our new capital
57:50 program and franchise manager so he from
57:53 now on will be taking over this
57:54 responsibility and this is my last
57:57 remaining ability project but it did
58:01 allow me to go through the code and the
58:04 requirements I
58:06 do also here tonight is George Thompson
58:09 uh the legal counsel for zipley and then
58:12 also our attorney Rachel uh drien and
58:16 Andrew Emily Moon so uh we don't have a
58:20 presentation for tonight so I apologize
58:22 but I'm just going to go through a quick
58:24 information on the franchise agreement
58:27 as well as a little bit education on
58:29 what a franchise agreement is just a few
58:31 quick bullet points and allow you to
58:34 ask so zipley fiber is applying for a
58:37 standard franchise agreement for uh
58:40 telecommunication uh in the packet and I
58:42 am not showing it I can show it if you
58:44 want is a map uh showing the proposed
58:47 location of the future zipl connection
58:49 uh and these are proposed does not show
58:51 the exact location of facilities or
58:53 means or methods for construction and
58:56 while the M the map does detect existing
58:58 pole locations zipley will be uh
59:01 required to underground their facility
59:03 telecommunications ordinance are
59:05 required to comply with the federal
59:07 Telecommunications Act of
59:08 1996 this legislation stipulates that
59:11 local government regulations may not
59:13 prohibit or have the effect of
59:15 prohibiting the provision of
59:17 telecommunications
59:19 Services state law generally provides
59:22 that for franchise agreements the city
59:23 must act upon a complete franchise
59:25 application within 120 days from the
59:28 date that a service provider files a
59:30 complete application to the franchise
59:33 there's also a requirement to take any
59:34 franchise agreement to council twice
59:37 once to present the franchise which we
59:39 are doing tonight to allow Council to
59:42 ask questions uh make recommendations or
59:45 comments and then if there are any
59:47 substantive change if there are no
59:49 substi of changes we'll bring this back
59:51 to council at the next council meeting
59:53 uh uh to ask for uh
59:57 approval due to the tight timelines for
1:00:00 processing franchises the city uses a
1:00:02 very standard template the streamin
1:00:04 Streamline the review the proposed ziply
1:00:06 franchise is substantially similar to
1:00:08 other franchises that we've approved in
1:00:10 the city including the EXO
1:00:12 Communications franchise agreement which
1:00:14 we approved last spring a franchise
1:00:17 grantee May locate its facilities
1:00:19 anywhere within the franchise area
1:00:21 consistent with the city's applicable
1:00:23 code requirements and the city's design
1:00:25 and construction
1:00:26 standard the city's telecommunication
1:00:29 regulations are adopted in chapter 12.60
1:00:32 of the isqua municipal code which the
1:00:34 city's franchise template largely defers
1:00:36 to and incorporates by reference any new
1:00:40 existing uh any new extensions must meet
1:00:43 city codes which under uh isqua
1:00:47 Municipal Code
1:00:49 126500 b means placing new facilities
1:00:52 underground however the Public Work
1:00:53 Director may allow deviation from this
1:00:56 requirement but only under very specific
1:00:58 circumstances such as an undue hardship
1:01:01 as defined in the code or when the
1:01:02 requirement of a uh statute or tariff
1:01:05 prohibits enforcement of the underground
1:01:07 requirement uh or require City rate
1:01:09 payers to pay for such
1:01:12 undergrounding uh for clarification a
1:01:14 franchise agreement is authorization to
1:01:16 extend facilities within the city a
1:01:18 franchise agreement does not dictate uh
1:01:21 the location or means uh of construction
1:01:24 but rather authorizes use an extension
1:01:26 into the city any actual work requires a
1:01:29 sub a submitt of a RightWay permit under
1:01:33 uh isqua Municipal Code 1260 390 which
1:01:37 will dictate the location of new
1:01:38 facilities at specific location diply
1:01:41 has franchise agreements with
1:01:42 neighboring jurisdictions including and
1:01:44 not limited to Redmond Kirkland Federal
1:01:47 Way and Bellingham uh this franchise
1:01:50 agreement will last for 5 years which is
1:01:52 a standard timeline for these agreements
1:01:54 franchise will will need need to be uh a
1:01:57 franchisee will need to request a
1:02:00 renewal at the end of that five years
1:02:02 five years is a very short time for
1:02:04 franchisee but ensures that if there are
1:02:06 any issues the city will have uh another
1:02:08 opportunity to address any issues of
1:02:10 concern if any with a franchisee within
1:02:13 the relatively short period of time at
1:02:15 that time they can extend the agreement
1:02:18 is similar to recent approved agreements
1:02:20 that we've brought before Council in the
1:02:22 past year including EXO and AT&T and the
1:02:25 only difference is is a new franchisee
1:02:27 uh whereas the others were uh
1:02:30 renewals that is any are there any
1:02:34 question yes go ahead council member mer
1:02:37 super confused what what what kind of
1:02:40 service are they providing they are
1:02:41 telecommunication so
1:02:43 fiber so they land fiber landlines
1:02:48 correct
1:02:50 for phone and data Internet Internet
1:02:54 service I see okay thank you
1:02:59 yes okay any other Council
1:03:04 questions okay I will ask one um Matt
1:03:08 you said that this has to comply with
1:03:10 all of our codes and so in order to be
1:03:15 able to provide a public benefit and
1:03:18 utilize our right of way um if they do
1:03:21 any destruction right away in order to
1:03:24 get their cabling underground there I
1:03:27 believe there's a code that requires
1:03:29 them to repave that portion of the
1:03:32 street and not just small little
1:03:35 patchworks but was it half of the
1:03:38 lane that is a difficult question
1:03:41 because it depends on when the street
1:03:42 was paved last okay um but yes usually
1:03:45 there is some restoration requirements
1:03:47 associated with it um and depends on the
1:03:50 amount of impact to the roadway I think
1:03:55 John John left but John Morton is
1:03:57 usually the one that has better
1:03:58 understanding of restoration yeah I I'm
1:04:01 just recognizing that there is a
1:04:04 community benefit but there's also a
1:04:06 community disruption if something like
1:04:08 that goes on and so one of the things
1:04:10 that I know we made sure when we were
1:04:13 adopting code was that there was a
1:04:16 recognition that that wouldn't come at
1:04:20 with an undue burden on the community
1:04:22 while they have to deal with
1:04:24 construction they don't have to deal
1:04:27 with a road that is destroyed
1:04:29 permanently destroyed and such yeah that
1:04:32 is correct it has to be restored back to
1:04:34 its current condition and that's why
1:04:36 they asked to go through a ride of way
1:04:37 permit so the franchise is just
1:04:39 allowance to use the C enter the city
1:04:41 and do business and then when they go to
1:04:44 the specific location they would have to
1:04:46 get a ride away permit and then that
1:04:47 goes into the all the restoration that
1:04:48 is required great okay any other
1:04:52 questions no okay
1:04:56 so um again no action is being requested
1:05:00 tonight to allow for the required 5-day
1:05:02 introduction of this item that's
1:05:04 required by state law this item will

1:05:38 hiring bonus memorandum of understanding
1:05:41 we are being asked to ratify and I'd
1:05:43 like to invite police chief Schwan to
1:05:47 podium
1:05:49 for this item thank you

1:06:03 members so Corrections Officers
1:06:06 obviously we we have many of them we
1:06:07 have our own jail as you discussed that
1:06:09 many are unaware of in our community and
1:06:12 in the corrections world right now
1:06:14 there's signing bonuses for hiring for
1:06:17 anywhere from 7,000 to 25,000 for
1:06:19 lateral officers within the state and
1:06:22 within our general local
1:06:24 area um
1:06:26 specifically um Lynnwood 25,000 King
1:06:30 County is 12 to 25 in Pay slash
1:06:33 incentives and pup has has the $10,000
1:06:36 signing bonus Kirkland does not have one
1:06:40 um and so in addition to maintaining for
1:06:42 the job Corrections um in addition to
1:06:45 maintaining Safety and Security inside
1:06:47 the jail uh that's Corrections Officers
1:06:50 serve as a pro-social model for adult
1:06:53 inmates by modeling appropriate behavior
1:06:55 and holding inmates accountable for
1:06:57 those actions when
1:06:58 necessary the job is challenging infused
1:07:01 with risk but rewarding in protecting
1:07:04 community important responsibilities of
1:07:07 a CO include maintaining and consistent
1:07:10 routine and deme um routines and in
1:07:14 their demeanor because security and
1:07:16 control are vital Inc
1:07:18 Corrections High an average in
1:07:21 Washington for Co is
1:07:25 takes a while to get someone on boarded
1:07:27 where a lot of others you can hire and
1:07:29 then the next day or two you can have
1:07:31 someone come on board and be hired
1:07:34 there's lots of steps just like with a
1:07:36 police officer there's applications
1:07:38 interviews polygraphs backgrounds drug
1:07:40 testing and onboarding with uniform
1:07:43 sizing and everything else that goes
1:07:44 along board with that the jail around
1:07:48 our community don't have
1:07:50 the positives that we do because a lot
1:07:53 of those they have to do for for example
1:07:55 at bigger jails you're sitting in one
1:07:58 person in a pod with up to 50 people and
1:08:01 you're tasked with one thing you're
1:08:02 either in bookings or you're in um
1:08:05 security or you're in just different
1:08:07 pieces of it where the positives that we
1:08:08 have in our jail are you get to do all
1:08:11 the aspects you get to do a Booking
1:08:13 Intake Court transport visitation
1:08:17 evaluations dispensing of meds handling
1:08:19 disputes
1:08:21 Etc no shifts are the same and dispatch
1:08:26 is watching observing and close by with
1:08:29 Patrol in the event there is an
1:08:31 emergency our jail is positive place in
1:08:34 a need for those in a need for those
1:08:37 incarcerated and keeping Staffing up is
1:08:40 necessary to maintain that so I asked in
1:08:44 there for Amendment with theou for
1:08:47 adding the $10,000 signing bonus
1:08:49 currently our staffing we are down four
1:08:52 um and so just to know where we're at we
1:08:54 did hire someone they started today and
1:08:57 we do have two others in backgrounds so
1:08:59 we're in the process and then we do are
1:09:02 looking for another transport person as
1:09:04 well as the jail manager is also someone
1:09:06 that's in backgrounds but has not been
1:09:08 hired yet so we do have people in the
1:09:10 works we are still looking but it's um
1:09:12 with people retiring that have been here
1:09:14 like Sergeant Enders for 32 and a half
1:09:16 years we have another that's left that
1:09:18 had 20 years experience um Dan Cheney
1:09:21 recently retired was a transporter he
1:09:22 had 20 some years on so attrition has
1:09:25 happened because we've had people that
1:09:26 have been longstanding that are here we
1:09:28 still have others that are longstanding
1:09:30 and in our community as well and working
1:09:32 for us and so we want to be able to
1:09:36 bring people in that want to be here and
1:09:38 want to be applying and that's hard to
1:09:40 do especially in in getting different um
1:09:43 we we'd like some female Corrections
1:09:45 Officers because we don't have any and
1:09:46 some of our U Patrol are having to do
1:09:48 some of the tasks that take on you have
1:09:50 to it's female myself included and so
1:09:53 that's those are part of our the job but
1:09:55 but it would be nice to have a a little
1:09:57 bit more diversity down there regarding
1:09:59 gender as well we do have some females
1:10:01 which not all jails do that's another
1:10:03 aspect of that so happy to answer any
1:10:06 questions
1:10:10 regarding council member Hall sure thank
1:10:13 you and thank you for highlighting this
1:10:14 need and coming to us with this I'm just
1:10:16 curious some of the the new hires that
1:10:18 are working their way through the system
1:10:19 that you just mentioned are those
1:10:20 laterals or are there people going to
1:10:22 the corrections office Academy
1:10:25 we've had both the ones we've had on
1:10:27 boarded most recently are laterals but
1:10:29 we do have a couple that
1:10:31 are brand new which sometimes that's a
1:10:34 good thing um but most the people that
1:10:36 we've had have been laterals um and that
1:10:39 are happy because they haven't had to
1:10:41 work mandated 16 hour shifts regularly
1:10:44 um we had one person that applied had
1:10:45 worked over 800 hours of overtime last
1:10:47 year and a lot of those were mandatory
1:10:50 so that's another positive aspect of our
1:10:52 jail we've been really good about our
1:10:53 staffing levels keeping it to safe but
1:10:55 at the same time managing the schedule
1:10:58 to where it's not having to be so
1:11:01 egregious that they're working long long
1:11:03 hours and so they want that work life
1:11:05 balance and that's one reason another
1:11:06 reason that they do come to
1:11:08 us and um thank you very much I
1:11:10 appreciate that detailed explanation um
1:11:13 so the signing bonuses uh in the other
1:11:15 jurisdictions that you described have
1:11:16 you noticed that these jurisdictions
1:11:18 have had success after Implement
1:11:20 implementing that bringing in the kinds
1:11:22 of candidates that they need some of
1:11:24 them yes some of them one of ours is
1:11:25 left actually and gone to one of theirs
1:11:28 um as well um it's hard to it's hard to
1:11:31 compete with $25,000 signing bonus just
1:11:34 to go to another location um it's also a
1:11:36 brand new shiny facility so that can
1:11:39 help with different things as well um
1:11:42 but as far as Staffing levels again ours
1:11:45 is attrition um as well as it is just
1:11:48 the the nature of the work that they do
1:11:51 um there's a lot of drawbacks for in
1:11:53 being a confined space and it's not for
1:11:56 everybody and the type of people that do
1:11:58 it um and again it's out ofsight out of
1:12:00 mind people that live in our community
1:12:02 lived here for years and some of them
1:12:03 don't even know that we have a jail um
1:12:05 but it's a NE it's a necessity and it's
1:12:08 huge for even our staffing for patrol
1:12:11 because have that opportunity to bring
1:12:14 someone and instead of me contacting
1:12:16 somebody and saying here's a piece of
1:12:18 paper you're going to need to go to
1:12:18 court because we don't have someone to
1:12:20 take or somewhere to take you to jail we
1:12:23 have an opportunity for that here and so
1:12:25 having those officers in that place and
1:12:28 bringing it as you know we've mandated
1:12:30 we've gone from one to two person
1:12:32 minimum down there which is a much safer
1:12:35 environment um as well as implemented
1:12:37 more supervision and so just a larger
1:12:40 part and especially with the nature of
1:12:42 society these days and it's um getting a
1:12:45 some can be a little more violent and
1:12:47 with mental health being another issue
1:12:49 those are other aspects of it that
1:12:51 become a little bit
1:12:52 more difficult to do their jobs and so
1:12:55 this just assists in that process and
1:12:57 make sure we have those right Staffing
1:12:58 levels and those people in place and so
1:13:01 um it's important that we get the right
1:13:03 people in place for that and having some
1:13:04 people with experience is whether it be
1:13:06 out of state or in state is is a is a
1:13:09 big deal and some of the people are
1:13:10 actually advertising out of state one of
1:13:13 the agencies and they actually have a
1:13:14 $5,000 moving bonus as well if they come
1:13:17 from out of state in our lateral to move
1:13:19 into the state on top of and that's one
1:13:21 of the incentives um that I noticed that
1:13:23 King County had on top of of the that's
1:13:25 why I said incentives it wasn't all
1:13:27 about just the pay or a a price tag on
1:13:30 being um if you come from another agency
1:13:33 to start with us that they do different
1:13:35 incentives and ways that they gauge that
1:13:41 so okay uh council member
1:13:44 Joe thank you chief for uh this
1:13:47 presentation um when a Seattle Seahawks
1:13:49 wide receiver signs and they get a
1:13:51 signing bonus they get the $1 million
1:13:55 right away upon signing but ours is a
1:13:57 little bit different in fact and they
1:14:00 don't get the $10,000 right away under
1:14:03 this uh agreement could you go through
1:14:05 the uh the guide post or the the
1:14:08 different points that they have to get
1:14:10 past in order to get uh the breakdown
1:14:13 $10,000 I can tell you how we've done
1:14:15 that with um the patrol and I can let
1:14:19 Stephanie speak to the fact of how we're
1:14:22 breaking it down for corrections but it
1:14:24 was an incor for example for patrol it's
1:14:26 they get a certain amount at start their
1:14:29 first day on the job or their first
1:14:30 paycheck um the next is after they've
1:14:32 cleared fto or field training and then
1:14:35 the one after that is a certain amount
1:14:37 that's uh last increment that is after
1:14:39 they've cleared a year with the city and
1:14:42 also along with that is typically that
1:14:44 they have to be um agreed to stay on
1:14:46 board for up to three years or they have
1:14:49 to repay that amount and that's
1:14:51 typically I imagine is the exact same
1:14:52 except for the amounts are a little bit
1:14:53 different that's all oh it's three three
1:14:55 and four so yes very exactly very
1:14:58 similar to what our Patrol hiring
1:15:00 bonuses is so what it then be fair to
1:15:04 say that uh it's an incentive to come in
1:15:07 but it's also an incentive to continue
1:15:09 to work here over time and continue to
1:15:11 make the uh the milestones for good
1:15:15 employment or the Milestones to be a uh
1:15:19 competent and U strong employee 100%
1:15:22 okay thank you very much appreciate it
1:15:27 and let's not get any recognition or any
1:15:30 suggestion that we're giving a million
1:15:32 dooll bonus because that's not in the
1:15:34 budget I can tell you that
1:15:36 much I just wanted the breakdown of the
1:15:39 $10,000 so our citizens knew that there
1:15:41 were uh incentives and mile posts uh to
1:15:44 get that bonus thank you appreciate it I

1:17:37 Cascade board will be having a meeting
1:17:39 on June 26 at 3:30 in the
1:17:43 afternoon and uh the
1:17:46 um Cascade wire Alliance uh public
1:17:49 affairs committee meetings scheduled for
1:17:52 this Wednesday has been cancelled
1:17:55 and that concludes my report on um
1:17:58 Cascade water however um in June the
1:18:02 lodging tax advisory committee will be
1:18:05 meeting and uh the date of that meeting
1:18:09 will be actually the same day as the
1:18:12 Cascade board meeting lodging tax
1:18:15 advisory committee will be meeting at
1:18:16 tiot Manor 3 p.m. on Wednesday the 26th
1:18:20 that concludes my report thank

1:18:25 you our next um meeting for the East
1:18:28 Side Fire and Rescue board of directors
1:18:30 is next Thursday June 13th um we will be
1:18:34 officially referring um budget

1:18:41 city's representative on that committee
1:18:43 and also um Deputy City administrator
1:18:45 CFO and all of the titles Andrew Snider
1:18:48 will be joining me um at that meeting as
1:18:50 well so we'll be sure to report back to
1:18:51 you that's our very first kind of flavor
1:18:53 of where the for budget is going to head
1:18:56 and that committee meeting is Wednesday
1:18:58 June 26 it's open to the public if
1:19:00 anyone wants to listen in or join and um
1:19:03 we'll be sure to keep you informed in

1:19:12 meeting of the Planning Development
1:19:13 environment committee and I have no
1:19:15 other meetings to report out
1:19:17 on that's my remarks thank you council
1:19:20 president Walsh the sound cities
1:19:22 Association public issues committee will
1:19:24 will be meeting on Wednesday June 12th
1:19:26 at 700 p.m. there'll be an online
1:19:28 meeting amongst the things we will be
1:19:30 discussing an update on Crisis Care
1:19:33 Center implementation plan um with from
1:19:36 Regional policy committee from RPC uh
1:19:39 possible action on P operating policies
1:19:42 which is a subgroup that I have been
1:19:44 working on uh for updating of P's
1:19:47 operating policies which has been
1:19:49 something like 12 or 14 years uh since
1:19:52 that's been updated an update on the Met
1:19:55 free youth Transit passes and a
1:19:57 continuing discussion as I mentioned in
1:19:59 our at my last report on the regional
1:20:01 alignment on uh asy and Refugee crisis
1:20:06 uh that we talked about that is uh that
1:20:09 is uh impacting uh to different levels
1:20:12 different communities in King County the
1:20:15 County Services uh Council services
1:20:18 safety and Parks committee met on May
1:20:20 28th uh we talked about Comm 004 one
1:20:25 court and Criminal Justice Services we
1:20:27 got an extensive presentation from Judge
1:20:29 Stewart uh Lyn Mobberly the city
1:20:32 prosecutor Alexa McBarron the
1:20:34 prosecuting attorney and uh Shan McCully
1:20:38 public defender the committee provided
1:20:40 input by uh requested additional
1:20:44 information on compensation for the
1:20:45 prosecuting attorney contract over time
1:20:48 Express support for the quality of the
1:20:50 municipal court and their care for those
1:20:52 who come through the court system
1:20:53 including probation services and uh was
1:20:56 interested in understanding reasons for
1:20:58 recent increases in DUI and domestic
1:21:01 violence charges which we saw in the
1:21:03 statistical information that was
1:21:05 presented to us second issue was uh Comm
1:21:09 0042 Traffic Safety camera update from
1:21:12 the chief and uh the net net on that is
1:21:15 the commun committee
1:21:19 unanimous I am just having trouble this
1:21:21 evening unanimously expressed support
1:21:24 for adding an additional school zone
1:21:27 safety camera on Newport Way Northwest
1:21:30 and then moving forward with an
1:21:31 evaluation of a red light photo
1:21:34 enforcement camera system and then
1:21:37 beyond that the committee uh added uh
1:21:41 our own little uh Zinger in that we uh
1:21:44 expressed support for evaluating the
1:21:47 impact of a school zone speed camera
1:21:49 along Park Drive in the highlands uh so
1:21:52 asking the administration to uh take to
1:21:54 look at that and what that might entail
1:21:57 this concludes my

1:22:08 the second week of each month so I have
1:22:11 no report about what happened but uh
1:22:14 coming up soon uh the regular Regional
1:22:17 Transit committee meeting is canceled
1:22:19 for June but there will be an in-person
1:22:21 meeting in tour of the Metro Transit
1:22:23 control center on the afternoon of June
1:22:25 10th and then on June 13th the Eastside
1:22:28 Human Services Board of Directors will
1:22:29 meet and then on June 14th Eastside
1:22:32 Transportation partnership will meet in
1:22:34 person at Redmond City Hall and so that
1:22:37 concludes my
1:22:39 report excellent um for my report the
1:22:44 Puget Sound Regional Council growth
1:22:46 management policy board meets this
1:22:48 Thursday the agenda includes several
1:22:51 discussion items including the
1:22:53 comprehensive plan and review work plan
1:22:56 and approach housing trends for aapi
1:23:00 populations and the pet
1:23:02 sound um Regional council's Equity
1:23:05 tracker and then the King County
1:23:08 affordable housing committee also meets
1:23:10 on Thursday and we're going to have an
1:23:13 exciting time reviewing buran's
1:23:16 comprehensive plan housing element and
1:23:19 um look at the comment letter on that
1:23:22 and that concludes my report
1:23:25 going on to the mayor's report I'll note
1:23:27 that there is no mayor's report tonight
1:23:30 so we get to move on to informational
1:23:33 updates and we've got another exciting
1:23:36 one here um ID 1717 informational update
1:23:40 on the Metroflex pilot program and we've
1:23:44 got John Larson friend coming to the
1:23:47 podium for us thank you already on the
1:24:03 move all the WebEx windows out of the
1:24:05 way uh good morning or good morning good
1:24:08 evening uh my name is John L and friend
1:24:10 I am the transportation program
1:24:12 coordinator uh and I'm here to talk
1:24:14 about Metroflex give you a little update
1:24:17 how it's
1:24:22 going uh yeah that's my purpose same
1:24:25 thing G to give you an update on how the
1:24:27 Metroflex pilot program is progressing
1:24:30 uh a little bit of background uh
1:24:32 timeline wise just to give you a
1:24:34 reminder um so last August you all
1:24:37 approved the contract with Metro uh
1:24:40 service began on October 16th October
1:24:43 23rd we had the council launch event
1:24:45 outside here thank you to all of you who
1:24:47 were able to
1:24:48 attend uh during Q4 Metro did this big
1:24:52 marketing Blitz it included
1:24:55 a billboard with my face on it which was
1:24:56 weird
1:24:58 uh uh a bunch of social media people
1:25:02 told me oh I saw you on YouTube or saw
1:25:04 the program on YouTube you know just
1:25:06 kind of the regional uh wide really big
1:25:09 Blitz of Metroflex uh as a whole and
1:25:12 then targeted here in isqua as well uh
1:25:15 as an Administration uh from the city
1:25:17 Side we also engaged in social media
1:25:19 posts uh we did a yard sign campaign
1:25:22 some of them are still out there
1:25:25 uh and then I've been also giving
1:25:26 presentations to special groups around
1:25:28 the city as
1:25:31 well and here's some of that media that
1:25:33 the city H uh quick overview of what the
1:25:38 program is just to remind you uh so this
1:25:40 is an OnDemand uh ride uh app that is
1:25:44 open to the public uh you get people
1:25:47 Riders get to requests a Ride On Demand
1:25:50 using said app call center there's also
1:25:53 web booking option as well uh within the
1:25:57 uh the service area outlined here this
1:25:59 squash mam service area uh Riders would
1:26:02 provide a start and end point anywhere
1:26:04 within that area and the app would give
1:26:06 them an EPA for
1:26:08 pickup uh Riders are asked to walk to a
1:26:12 near nearby pickup location unless a
1:26:14 disability is noted and then they don't
1:26:17 have to
1:26:18 walk and then Riders join a shared ride
1:26:22 with uh hopefully 15 minutes that's the
1:26:24 goal on average uh pickup
1:26:27 time uh fair is the same as the bus uh
1:26:30 and then uh if you have an orcha card uh
1:26:33 transfers are
1:26:36 included under the contract as we talked
1:26:39 about several months ago uh the contract
1:26:42 included ridership data uh average daily
1:26:45 trips preventable accidents
1:26:48 U PMT VMT which is uh person's mild
1:26:52 traveled ratio to vehicle miles traveled
1:26:56 percentage of trips in equity priority
1:26:57 areas outlined by Metro rides per
1:27:00 vehicle hour and costs per ride uh Metro
1:27:03 also has been supplementing with that
1:27:05 requirement with all of uh the other
1:27:08 additional data here which is percent of
1:27:10 trips on time percent of sessions with
1:27:12 seat unavailable there's a correction
1:27:14 there it said available in your original
1:27:16 packet uh percent of wheelchair
1:27:18 accessible vehicle seat unavailable
1:27:21 percentage of shared trips preventable
1:27:23 collisions per 1 million uh I look this
1:27:27 up vehicle uh Revenue miles miles uh
1:27:32 percentage of reduced Fair trips average
1:27:35 trip distance average weight time
1:27:36 average weight time for wheelchair
1:27:38 accessible vehicle customer rating
1:27:40 there's like a star that you can do uh
1:27:42 and percent of proposals filtered out
1:27:45 for pick I do want to note that
1:27:48 everything with an asterisk uh that data
1:27:52 comes packaged as uh countywide data you
1:27:55 know system wide everything else without
1:27:59 that asteris uh will be specific to
1:28:04 isquat so I'll walk you through some
1:28:06 data which is very exciting for me um so
1:28:09 I have perform the performance metrics
1:28:11 laid out here and then the goal uh and
1:28:15 then comparing the Q4 2023 data with the
1:28:18 q1 2024 data um so for example we have
1:28:22 total writers ship uh uh I set the goal
1:28:26 at 5,000 at least um in since I
1:28:31 submitted this uh presentation I've
1:28:33 adjusted that to 4,000 I think that that
1:28:37 uh amount as a goal better reflects the
1:28:40 community I'm comparing it to samamish
1:28:42 uh and the percentage of riders that
1:28:44 they have versus our population so I
1:28:46 think 4,000 is actually more appropriate
1:28:48 wanted to note that uh first quarter we
1:28:51 had just over a thousand Riders which
1:28:54 it's a little low but it was also a very
1:28:56 new uh type of service and just a new
1:28:58 service in general for a
1:29:00 squat and then as you'll notice this
1:29:02 first quarter of this year it we had two
1:29:05 and a half times that of writers which
1:29:07 is great um average weekday rides
1:29:10 increased from 13 to 35 per day which is
1:29:15 great uh percent of trips on time uh
1:29:19 well above the the threshold that Metro
1:29:21 has which is that 95% 80 basically 80 to
1:29:26 99 98 to 99% of trips are on
1:29:31 time uh Metro also has a a metric of at
1:29:35 least 50% which we we're a little bit
1:29:37 under but we're we're in there for Shar
1:29:39 percent shared trips I feel like it's
1:29:41 that's a solid number for uh a service
1:29:44 like this the 47 and
1:29:47 48% uh percent of sessions with seat
1:29:50 unavailable this is where things well as
1:29:53 you can tell there's demand for this
1:29:55 service um so that means that there is a
1:29:58 higher than normal amount of uh uh Rider
1:30:02 queries hey I'd like a ride that come
1:30:04 returns with oh sorry we don't have a
1:30:06 seat for you um it started out with
1:30:10 8.2% uh bumped up to 10% this last
1:30:13 quarter Metro has already started to
1:30:16 address this issue we started off with
1:30:18 those three vehicles and I'm happy to
1:30:20 report they've already pushed up to four
1:30:22 I don't know if they're gonna talk about
1:30:24 five or six I don't know what that looks
1:30:25 like but I can confirm we're up to four
1:30:29 Point um percent of wheelchair
1:30:32 accessible seat unavailable uh queries
1:30:36 started low and then now we're at 177%
1:30:39 which is very high um I think that's
1:30:41 just because we've been doing a lot of
1:30:45 um presentations to with to older folks
1:30:48 in the community so therefore there's
1:30:50 going to be a higher amount of people
1:30:52 who want to use this service
1:30:54 um in the system there 2third of the
1:30:57 vehicles are non-wheelchair accessible
1:30:59 and one3 are wheelchair accessible so
1:31:01 there's that limitation within the
1:31:03 system as
1:31:04 well um we have rides per vehicle hour
1:31:08 again Metro has a a goal of two per
1:31:11 vehicle hour and we're we're right there
1:31:13 so I think that's great um cost per ride
1:31:17 uh first quarter we were over 40 uh and
1:31:20 now we've dropped a few dollars which I
1:31:22 think is great
1:31:24 um I think the reason why we had over 40
1:31:28 uh in that first quarter well a it was a
1:31:30 new service so there were less people
1:31:31 using it but b um the because of the the
1:31:36 way that Metro kind of does this metric
1:31:38 is whatever money is being poured into
1:31:40 this program including that marketing
1:31:42 budget that was a surge in uh in money
1:31:46 coming in that did contribute to that
1:31:49 number so it just it probably it
1:31:51 probably ballooned it by a dollar or two
1:31:55 probably uh average weight time again uh
1:31:58 we are over that 15minute threshold and
1:32:00 that's because of that demand piece um
1:32:03 we're sitting at uh basically 19 minutes
1:32:07 before and then this last quarter 22
1:32:08 minutes so it's going up a little bit um
1:32:13 again uh adding that extra vehicle uh is
1:32:16 trying to they're trying to B rebalance
1:32:18 the system a little bit um I think that
1:32:26 thought about this
1:32:30 um yeah I'll just go
1:32:35 on but I do want to share this map with
1:32:38 you uh I asked for a heat map of uh of
1:32:42 service
1:32:43 areas um and uh they they gave me this
1:32:46 one I think it's from first couple weeks
1:32:49 in April I think it maybe the second
1:32:51 week in April um so it's a very specific
1:32:53 specific uh time but uh this map shows
1:32:58 that uh basically the the more purple or
1:33:01 pink an area is the more demand or pick
1:33:03 up or drop off there is at that location
1:33:06 uh so the two Transit centers uh had
1:33:08 high hits there uh the high school we
1:33:10 know that kids love this program I it's
1:33:13 the thing I hear about the most kids are
1:33:15 using it for better for worse um but
1:33:18 that they are using it they find a big
1:33:20 sense of Freedom with it um and then
1:33:23 also the isqua Commons shopping center
1:33:27 um I do want to note that uh you know
1:33:29 the two neighborhoods that kind of
1:33:31 inspired us to go after this program
1:33:33 with squawk and Talis uh Talis is
1:33:35 looking pretty good obviously I'm sure
1:33:37 there's more we could do to do Outreach
1:33:40 there squawk is a little bit more sparse
1:33:42 um which is uh well we we've already
1:33:46 noted it and I've already kind of
1:33:47 reached out to our Communications team
1:33:49 to see if we can do some sort ofer
1:33:51 campaign or something like that I think
1:33:53 we could do we can do more um I reached
1:33:56 out to Metro to see if they had any
1:33:59 neighborhood specific targeting they had
1:34:02 had planned uh they said they don't
1:34:04 generally do that they just kind of do
1:34:07 uh the whole service area they don't do
1:34:09 targeted things but I think we have the
1:34:11 power to go after that a little bit
1:34:15 more uh next steps will be uh if you
1:34:19 would like me to I can return uh to you
1:34:22 uh with a memo ore presentation after a
1:34:24 full year and the contract has been
1:34:27 completed uh now I can take any
1:34:29 questions that there might
1:34:32 be any
1:34:34 questions council member
1:34:37 Joe thank you U John I really appreciate
1:34:40 the presentation and uh appreciate your
1:34:43 uh willingness to uh be at a table
1:34:47 during the Public Works uh Extravaganza
1:34:50 that would happened recently uh I spent
1:34:53 some time talking to you about this
1:34:55 project and you answered all my
1:34:57 questions I'm I'm wondering you know the
1:34:59 the transit dilemma that we have
1:35:02 sometimes is is the flexibility of of
1:35:05 the program you know and whether or not
1:35:08 the service provided gives uh people
1:35:11 enough of an opportunity to to get the
1:35:14 bus or to get the the the car in this
1:35:16 case when when they want to what are you
1:35:19 seeing on the ground with with this
1:35:21 service has it been flexible enough for
1:35:23 people to take it up on a regular basis
1:35:25 and and um is that one of the challenges
1:35:28 or or in the squawk Mountain area for
1:35:30 instance are there other challenges that
1:35:31 that might be hidden behind the numbers
1:35:33 a little bit sure um I think the uh the
1:35:37 thing that's really hidden um is the
1:35:41 reliability so we see that uh very you
1:35:44 know the
1:35:45 2022 number of minutes that people have
1:35:49 to wait um I've been able to use it
1:35:51 within 10 or 15 minutes but I've also
1:35:53 also gotten 45 so I think that I've I've
1:35:56 been having to tell people during
1:35:58 presentations like think ahead you know
1:36:00 you might have to be a half hour early
1:36:02 you might have to be 15 minutes early if
1:36:04 you see a ride uh starting basically an
1:36:08 hour out if you see one just take it uh
1:36:10 because at this point the service is
1:36:12 still trying to rebalance and I remember
1:36:14 what I was going to mention with those
1:36:15 numbers now um the reason why the uh you
1:36:21 took a look at the um the numbers that I
1:36:23 included for the whole system and that
1:36:25 includes
1:36:26 samamish um the numbers are a little bit
1:36:28 more reliable up in samamish the reason
1:36:30 why is uh program is so much more
1:36:34 established up there it's been around
1:36:35 for a whole year they had Community ride
1:36:38 before that so they already had an
1:36:40 active base of people who are using it
1:36:42 all the time and they have I think 7,000
1:36:45 rides per quarter which is great for
1:36:48 them but uh but it does uh end up I
1:36:51 think taking the gravity of the program
1:36:54 North and I've been told that uh yes if
1:36:57 someone in isqua uh if all three or four
1:37:00 vans are up north and somebody requests
1:37:02 it down south that's an extra 10 minutes
1:37:05 that that driver has to come on so that
1:37:07 if they were going to be 15 minutes away
1:37:09 anyway and then you add extra 10 it's 25
1:37:11 you know that type of thing um so I
1:37:14 think that that's probably the the
1:37:17 biggest issue that we're facing with the
1:37:19 program um and and I in talks with Metro
1:37:23 that they well aware of it and they're
1:37:24 working to address it
1:37:27 with great thank you for that answer I
1:37:30 I'll be anxious to see uh the one-year
1:37:33 report then to see how we're doing with
1:37:34 pickup appreciate your time tonight yeah

1:37:43 Deputy council president D Michelle
1:37:45 thank you so exciting to see um this
1:37:47 data and kind of the trend in the right
1:37:50 direction that we want to see um I'm
1:37:52 hesitant to ask this cuz you're right
1:37:53 the focus of this um program was really
1:37:57 to deliver better outcomes or connection
1:38:00 opportunities for Talis and for squawk
1:38:02 right but in your conversations with
1:38:04 Metro I'm curious what are the kinds of
1:38:07 metrics that they would need to see in
1:38:09 order to consider expanding service area
1:38:11 to like the highlands or other
1:38:13 neighborhoods the highlands in
1:38:14 particular because ever since it started
1:38:16 I've met with a number of residents and
1:38:18 also the associations are very eager to
1:38:20 try to understand how could we expand up
1:38:22 there so I'm just kind of curious
1:38:24 in your thought what's the next step
1:38:27 to yeah uh I had a conversation with
1:38:30 Brian Henry who was over here uh when I
1:38:33 presented originally not him
1:38:36 but um and and I asked that very
1:38:38 question what would it take for us to
1:38:40 start talking because I believe that
1:38:42 they made it clear like yeah we'd love
1:38:44 to talk about it basically um from from
1:38:48 my conversation with him I think was mid
1:38:50 last month um I think that well Highland
1:38:55 specifically I asked about specifically
1:38:57 what would it take to have this
1:38:59 conversation um and his response was
1:39:02 basically um let's talk about it later
1:39:06 because uh the way Metroflex is uh
1:39:11 basically he told me they're kind of in
1:39:13 a just like we need to just stop for a
1:39:16 second and like make sure that our
1:39:18 existing services are doing well they
1:39:21 have uh they have one service that's
1:39:23 going to be launching in July which
1:39:25 hasn't been announced uh but they have
1:39:27 one that's coming they have uh they have
1:39:30 lywood coming they have all these light
1:39:32 rail line Metroflex systems that they
1:39:35 are planning to put into place because
1:39:37 obviously as a region we want to get as
1:39:38 many people to light rails possible um
1:39:42 so I think that uh I think that means
1:39:48 that I would say we would have more
1:39:51 power to talk about
1:39:53 that those type of expansions probably
1:39:56 around the time that we start talking
1:39:58 about the next contract
1:39:59 negotiation um it's not guaranteed maybe
1:40:02 mid next year they're like yeah sure
1:40:04 let's try it um but they they always uh
1:40:08 they always
1:40:11 uh kind of repeat that we're the second
1:40:14 largest service area if we push it up in
1:40:17 the highlands will be the largest
1:40:19 service area we already have long wait
1:40:21 times not long but you know longer than
1:40:22 we would like weight times um so I think
1:40:27 that uh I think the answer right now is
1:40:30 we need to probably take the time to
1:40:32 make sure the the system is growing but
1:40:35 also consistently um and I don't I don't
1:40:38 think Metro is ready to have those
1:40:40 discussions yet but as their system
1:40:43 grows theoretically we could have those
1:40:45 conversations
1:40:50 too Council presid
1:40:53 uh thanks um C Mall asked the question I
1:40:56 was going to ask but I'll come up with a
1:40:58 different
1:40:59 question uh first of all I had the great
1:41:02 pleasure of seeing John in action at
1:41:04 Providence Point last week uh they had a
1:41:07 uh standing room only uh presentation
1:41:10 about uh access in Metroflex and it was
1:41:13 it was really great and uh so um just a
1:41:17 question about Outreach um and uh the
1:41:20 reason I was there is I have a friend at
1:41:21 Province Point who had invited me and
1:41:24 we've been talking about how to use the
1:41:26 app and all of that and um just
1:41:29 wondering if there is anything in
1:41:31 addition that we can do for people who
1:41:34 maybe aren't familiar with apps or
1:41:35 people with language barriers or those
1:41:38 kinds of things that need that little
1:41:40 extra of somebody helping them to get
1:41:43 onto the app and figure out how it works
1:41:45 because the enthusiasm in that room was
1:41:47 Sky High uh it's just you know how do
1:41:50 you go from theoretically using the app
1:41:53 to actually getting on to the to the
1:41:55 service so that's my question yeah
1:41:58 that's a great question and I think um
1:42:00 now that we have six months under us we
1:42:03 have an I think we now have an
1:42:05 established service I would call it
1:42:06 established um I think that now is the
1:42:10 time to uh along with thinking about
1:42:13 okay how how can we do more targeted
1:42:15 Outreach to different neighborhoods we
1:42:17 can also start thinking about targeted
1:42:18 Outreach to different demographics as
1:42:20 well um so I I think that's probably
1:42:23 what I'll focus on with this project
1:42:26 over the next six months is how can
1:42:29 we how how can we increase uh access and
1:42:34 well knowledge about the
1:42:39 service great well I always appreciate
1:42:42 other council members helping to
1:42:45 recognize the uh need in the highlands
1:42:48 because I was certainly going to
1:42:49 highlight that again and always will um
1:42:53 um on the idea of access and all of that
1:42:56 I suggest you take a bunch of the uh
1:42:58 high schoolers who are utilizing this in
1:43:02 Metroflex Vans up to Providence Point
1:43:06 and mesh the two uh talking about uh
1:43:10 usage and all of that I will say my
1:43:12 teenagers have been heavy users of it
1:43:16 and have very much appreciated um that
1:43:20 as a possibility so um I guess I just
1:43:23 wanted to highlight you kind of said hey
1:43:26 we're seeing 22 minute wait times and
1:43:29 10% unavailable
1:43:33 seats Metroflex hasn't said anything
1:43:36 about at what point it would kind of
1:43:40 require or push them to add another
1:43:44 vehicle to the service
1:43:47 area they do not share that
1:43:51 process I was told I think after the
1:43:54 fact they didn't they didn't send an
1:43:56 email like there's a fourth vehicle
1:43:58 today like it's nothing like that it was
1:44:00 it was in the Q I think it was the Q4
1:44:04 report from
1:44:05 last last year that they said yeah there
1:44:09 we by the way there's another vehicle up
1:44:13 there okay yeah I would be interested
1:44:16 because obviously we weren't able to put
1:44:19 those types of metrics into a contract
1:44:23 um but I would be particularly
1:44:25 interested as we're also seeing longer
1:44:29 wait times happen in samamish and some
1:44:32 of the other communities that are
1:44:33 utilizing it whether there's any sense
1:44:36 of a way to kind of come together as
1:44:40 communities that use this to push toward
1:44:43 that idea so yeah and and to add to that
1:44:47 I I think um I'm well I'm sure that
1:44:51 Metro is looking at all all of like all
1:44:53 of their systems holistically
1:44:57 and you know isqua is in that metric but
1:45:01 as they're also you know trying to
1:45:02 expand in lindwood and and other areas
1:45:07 you're well okay we we need to put that
1:45:10 that one vehicle that we would add dis
1:45:12 Mish over there because we do need it
1:45:14 over there because there's more
1:45:15 population and
1:45:16 Buble I think yeah it's it's h like it's
1:45:21 it's hard to to like recognize the like
1:45:23 the context of the whole region and like
1:45:25 but but also pushing for for the service
1:45:29 yeah yeah but luckily that isn't one of
1:45:31 the things I have to do as a council
1:45:33 member for isqua I just have to advocate
1:45:36 for the services that our community
1:45:38 wants to get out of the uh contracted
1:45:41 payment that we've made on this so
1:45:42 absolutely yeah well uh council member
1:45:47 hunt thank you I am also a user of this
1:45:50 service uh similar comments to my
1:45:53 colleagues um I think the reliability is
1:45:56 something to keep an eye on because the
1:45:58 20 minute if that's the average and it's
1:46:00 a pretty tight distribution and it's
1:46:02 usually around 20 minutes then that's
1:46:04 different than if it's you know you need
1:46:07 something and it's 45 minutes um so uh
1:46:10 and I have I have also encountered the
1:46:11 45 minutes and then thought maybe
1:46:13 there's a different way to do this so um
1:46:16 I think that that reliability is
1:46:18 important for for the continued use so
1:46:20 that people know they can count on it to
1:46:22 get them where they need to be and time
1:46:23 for the bus for example um the other
1:46:27 thing is uh just to pile on if you look
1:46:31 at the heat map um and then also where
1:46:34 it looks at the utilization the little
1:46:36 sliver of isqua Highlands that is in the
1:46:38 service range has a lot of users and
1:46:42 that is um that is the number one thing
1:46:44 that I've heard from the community is
1:46:45 people that aren't in the service area
1:46:48 uh wondering why they aren't in the
1:46:49 service area and really wishing that
1:46:50 they were in the service area and
1:46:52 specific
1:46:53 the the highlands um there are a lot of
1:46:55 people there as was pointed out um by
1:46:58 council president Walsh when we last saw
1:47:00 this uh there's a big elevation change
1:47:03 there's um a high density of of families
1:47:06 that have kids that um students that
1:47:08 would want to use these Services um
1:47:10 seniors that would want to be able to
1:47:12 get to uh different locations throughout
1:47:15 the city um and then there's the
1:47:17 hospital which it would be great to make
1:47:18 sure that people within the community
1:47:20 could get to that hospital as well as
1:47:21 the transit center so um I I do think
1:47:25 that is if we can push for something uh
1:47:28 with Metro I would really look to them
1:47:31 and say Here's the data we we have a lot
1:47:33 of reason to believe that our community
1:47:34 would really benefit from expanding into
1:47:36 the highlands um and I would I would
1:47:38 definitely advocate for that um in
1:47:41 talking with the drivers uh they have
1:47:44 reported that there's um sometimes
1:47:47 confusion about that the service doesn't
1:47:50 always take you to exactly the location
1:47:52 that you're dropping off sometimes you
1:47:53 have to walk a little bit um I have
1:47:56 found that they basically take you
1:47:57 exactly where you need to be um but just
1:48:00 something for the messaging that the
1:48:01 drivers have reported to me that they
1:48:03 sometimes get uh people have concerns
1:48:06 about that so just for expectation
1:48:08 setting um I've had a great time using
1:48:10 the service I've had really good
1:48:12 feedback the one thing is really the
1:48:14 service area and it's specifically
1:48:19 Highlands um council member hall and
1:48:21 then Deputy council president D
1:48:24 Michelle I just thought of something
1:48:26 else um so the data that we have access
1:48:28 to is great but how are we are we able
1:48:32 to capture feedback or like evaluate
1:48:34 demand for service hours because right
1:48:36 now it stops at 6 pm. that is not the
1:48:40 same across other jurisdictions that
1:48:42 have Metroflex sometimes I think one of
1:48:43 them even went past midnight um but how
1:48:47 are we kind of evaluating what our
1:48:49 writers are thinking about times and
1:48:51 what the demand might be in the future
1:48:53 for service hours that's a great
1:48:55 question um I would say so first of all
1:48:58 uh those other service hours uh I
1:49:00 believe the ones that go to midnight or
1:49:02 after um are generally around Light Rail
1:49:06 stations because that's kind of the
1:49:08 point of those
1:49:11 um as far as uh submitting feedback I
1:49:15 would
1:49:16 say either either emailing me or or
1:49:19 literally reaching out to uh Metro via
1:49:22 their hotline that's also a great way to
1:49:24 give feedback um I've been trying to
1:49:27 kind of push to see like are there other
1:49:30 ways that we can get feedback about
1:49:32 service area about hours about all those
1:49:35 other things um those two seem to be the
1:49:38 most reliable ways to
1:49:40 get the Beast that is Metro to see you
1:49:47 yeah yeah it's a good point on service
1:49:50 times because I've also been hit by that
1:49:51 and gone oh oh I wanted to be there by
1:49:55 so yeah well it's just I'd love to use
1:49:57 it to come to council meeting we past
1:49:59 six yeah yep Deputy council
1:50:04 president um just a little followup too
1:50:07 and again going back to how you use the
1:50:09 app um the the first ride that I took um
1:50:13 it wasn't clear where I was supposed to
1:50:16 meet the van I was in a big shopping
1:50:18 center you know where do I meet it well
1:50:20 luckily I saw him and I I waved and you
1:50:23 know but um it it's it wasn't it's not
1:50:26 really clear on the app exactly where
1:50:28 you're supposed to do that and if you're
1:50:30 not again if you're someone who's not
1:50:32 used to using an app it's um I don't
1:50:35 know how we how we give more nuanced
1:50:38 information to writers but somewhere in
1:50:40 there it really is needed the other
1:50:42 thing that leapt out at me and I wanted
1:50:43 to ask you about it was it says here
1:50:47 that our customer rating is a
1:50:50 five and that's a perfect score it is
1:50:55 and so are we easy graders
1:50:58 or I mean that's a pretty stunning uh
1:51:01 customer satisfaction rating when you're
1:51:03 we're just right out of the gate so any
1:51:05 thoughts about that
1:51:07 or I would say it looks great but it's
1:51:12 possible people are shutting the app
1:51:13 before they get ah to the start I don't
1:51:16 know like that that struck me
1:51:18 interesting as well um it looks great
1:51:23 it looks fantastic and so we'll just
1:51:25 watch it and see how it does over the
1:51:27 next quarters
1:51:29 thanks I think in general it also just
1:51:32 there are high ratings across the
1:51:34 Metroflex area and it just shows how
1:51:37 much people appreciate that type of
1:51:40 service at bus Fair rates so yeah okay
1:51:46 well we appreciate all of the efforts
1:51:48 there and keeping us informed um is
1:51:51 there anything else you need from us uh
1:51:54 no this is this is great thank you for
1:51:56 your questions and uh yeah we'll keep an
1:51:58 eye on it and I'm excited to see what

1:52:29 on a little tour of one of our agenda
1:52:31 items on the consent calendar tonight
1:52:33 which was remodeling some of that space
1:52:35 to be uh to better meet the needs of
1:52:36 those employees um it seemed like it was
1:52:39 so much work that you and your team went
1:52:42 through to put that on and I heard
1:52:44 nothing but Raves from everyone so
1:52:46 congratulations on that um I also just
1:52:49 wanted to say I think this is the last
1:52:51 council meeting before for Council D
1:52:53 Michelle and I go to the association of
1:52:55 Washington cities conf is it just us is
1:52:57 anyone else going um so just a heads up
1:53:01 that we'll be reporting back I just I
1:53:03 was just looking at the schedule and
1:53:04 it's a lot of fun stuff so we'll we'll
1:53:06 report back about how that
1:53:09 goes council member Mars thank you um I
1:53:12 want to thank David Wagner for pointing
1:53:14 out the 80th anniversary of e day uh my
1:53:18 grandfather dick Curley was uh flying
1:53:20 b26 Martin
1:53:23 Marauder uh bomber on D-Day uh at Omaha
1:53:27 and uh I got to I got to share lots of
1:53:31 conversations with him about that until
1:53:33 he uh passed away six years ago but I
1:53:36 think it's important to remember uh
1:53:38 D-Day not just because of the
1:53:40 extraordinary bravery of uh all the all
1:53:43 the folks uh on that day but also the
1:53:46 fact that the United States uh then
1:53:48 rebuilt Europe and uh uh implemented the
1:53:52 UN United Nations and basically helped
1:53:55 uh dismantle the colonial European
1:53:57 Empires afterwards and basically did not
1:54:00 act like every other conquering Empire
1:54:03 of the last thousand years but basically
1:54:06 uh went in and and uh and tried to make
1:54:08 the most of uh the amazing victory that
1:54:12 um that we had over the over the uh
1:54:16 genocidal and totalitarian uh Empire
1:54:19 that we were aligned against so that's
1:54:21 re really the amazing bit of uh D-Day
1:54:25 and the sacrifices that the men and
1:54:26 women of D-Day made so I just want to
1:54:29 thank again David Wagner for pointing it
1:54:31 out and giving us an opportunity to
1:54:32 think about uh what America is like at
1:54:37 finest yeah thank
1:54:39 you okay um looking at the notes we've
1:54:43 got a few upcoming Council meetings the
1:54:46 June 10th Committee of the whole meeting
1:54:49 while it will not be a public extra
1:54:52 ganza um of proclamations we will be
1:54:56 taking our own
1:54:57 tour of the fire station 71 police
1:55:02 department and Court um that meeting
1:55:05 will start earlier so it will start at
1:55:07 6: p.m. and then following um the tour
1:55:13 we are going to get dinner got a taco
1:55:16 bar being presented and then uh we've
1:55:20 got the agenda item on enhan ing permit
1:55:23 review efficiency that will be an
1:55:25 extravaganza that night um and then
1:55:28 there will not be a council meeting on
1:55:30 June 18th due to the association of
1:55:33 Washington City's meeting uh conference
1:55:36 and instead it's been rescheduled to
1:55:38 occur before the m& committee meeting on
1:55:43 Monday June 24th beginning at
1:55:46 630 so at this time there's only consent
1:55:50 calendar items
1:55:53 so the m& meeting will just start at the
1:55:57 conclusion of the special city council
1:56:00 meeting yeah so we've just got those
1:56:03 little consent calendar items and then
1:56:06 m& can continue um with their meeting so
1:56:10 just wanted to make sure everybody knew
1:56:12 all of that and now we have more tour
1:56:16 meeting so we've got an executive
1:56:18 session um there's an executive session
1:56:20 this evening to discuss pending and
1:56:22 potential litigation per RCW
1:56:27 420111 peren this item is expected to
1:56:31 take approximately 10 minutes and action
1:56:34 is anticipated to follow an open
