Staff report:
In 2021 and 2022, the City applied for and was awarded three grants from the Washington State Department of Ecology in the amount of $415,500 to design and construct water quality treatment at three locations within the Olde Town neighborhood. The three locations were initially selected because they represent the largest areas of pollution generating impervious surface area (streets and parking lots) within the Olde Town neighborhood that outfall to Issaquah Creek without water quality treatment. Installing water quality treatment at these locations is vital for salmon recovery, restoration of the watershed, and improving the ecological function of Issaquah Creek. This work supports the City in meeting National Pollutant Discharge Elimination System (NPDES) requirements to treat stormwater outfalls.

The City contracts with King County to house inmates with acute mental illness or medical needs that generally require around the clock medical care. King County Jail is utilized when the South Correctional Entity (SCORE) Jail refuses an inmate because they either do not have room to house an inmate with acute mental illness or medical needs or if the needs of the inmate go beyond what the SCORE Jail is capable of providing.

The Arts Commission annually reviews the granting program criteria, foci and processes to ensure the program is meeting the needs of the arts community and the community at large. 1:03 couple of changes with the agenda under

1:11 action on under regular business but
1:13 without any uh formal presentation Dan
1:16 hint our Urban Forest manager and uh
1:19 Jeff Watling our Parks committee
1:20 Services director are here and I know
1:23 that Jeff just wanted to say one word uh
1:26 prior uh to the departure their
1:28 departure this evening so Jeff here's

1:51 commend not only a first urban Forest
1:53 management plan but our first urban
1:55 Forest supervisor Dan hint has just done
1:58 an excellent job pulling this document
2:00 together great community outreach great
2:02 work with our partners so thank you for

2:07 word thank you Dan and we'll bring Dan
2:09 back uh to pick up another item which
2:12 we're asking to be removed from the
2:13 agenda ID 1816 informational update
2:17 regarding Windstorm financial recovery
2:19 what we'll come back and do is talk uh
2:22 disasters with you uh probably at the
2:25 next meeting so we'll give an update on
2:27 the bomb Cyclone we'll give an update on
2:30 our plans for fire uh prevention and
2:33 Wildfire uh management uh this summer
2:36 Jared Schneider our emergency manager
2:37 will come um and then also talk to this
2:39 a little bit more broadly about trees so
2:41 we'll bring all that back to a future
2:43 meeting so uh Madame mayor we're then
2:45 asking uh for the council to uh remove
2:48 ID 1816 from the agenda and
2:52 8915 and 8915 to be acted on without a
2:55 present acted on without a presentation
2:57 that's great thank you very much thank
2:58 you yes Council can I just point out
3:01 that I think on
3:03 8915 we had actually recommended that
3:05 come back on consent so we didn't see a
3:07 lot of council discussion all that to
3:09 begin with so is that the action for
3:11 tonight no concern with that and we had
3:12 just planned this larger presentation
3:14 which we're modifying this evening
3:16 because of the weather great so then the
3:18 action is just to direct it to come back
3:19 on consent thank you council

3:24 first item on our agenda this evening
3:25 which is the Pledge of Allegiance and I

3:54 Black History Month Proclamation and I'd
3:56 like to invite Onyx Fine Arts Collective
3:59 board members MERS I see Ernest but I'm
4:02 not sure if the other ladies are here
4:03 but if they are please join me over here
4:05 at the podium come on up
4:23 Ernest thanks for coming Ernest whereas
4:26 Black History Month originated in 1926
4:30 when famed activist writer and
4:32 preeminent historian Carter G Woodson
4:35 influenced the American historical
4:37 society to designate the second week of
4:39 February as negro history
4:42 week Black History Month is now
4:44 celebrated every February in recognition
4:47 of the immense contributions of black
4:49 African-Americans and all people of
4:51 African descent in the United States and
4:54 whereas isqua celebrates the significant
4:57 scientific technological economic
5:00 political and cultural contributions of
5:02 black African-Americans in the United
5:04 States and whereas each February Black
5:07 History Month serves as both a
5:08 celebration and a powerful reminder that
5:11 black history is American history black
5:14 culture is American culture and black
5:16 stories are essential to our continued
5:18 Journey towards a better society and to
5:21 understanding ourselves and growing
5:24 stronger as a community and whereas
5:26 isqua acknowledges and rejects the long
5:29 history of institutional and structural
5:31 racism toward black African-Americans in
5:33 the US and the observance of Black
5:36 History Month calls our attention to the
5:38 continued need to confront racism and
5:41 build a society that lives up to its
5:43 democratic ideals not only during the
5:45 month of February but every month and
5:48 every day of the year now therefore I
5:50 Mary Le PA mayor of the city of isqua do
5:53 hereby Proclaim February 2025 to be
5:56 Black History Month in the city of isqua
5:59 and urge all community members to join
6:01 me in taking time to celebrate the
6:02 contributions and achievements of black
6:05 African-Americans honor the legacies of
6:07 past Generations reflect upon the
6:09 centuries of Injustice and confront
6:11 confront those injustices that still
6:14 impact our communities today and I'd
6:16 like to have Ernest from Onyx come and
6:19 say a few words as
6:21 well wow powerful
6:24 words um I'm not a one-word guy
6:30 however uh I I I think I'd like to just
6:33 start by
6:34 saying the challenge that we face is
6:38 still here and uh some might say it's
6:41 even stronger than it than it ever has
6:44 been um I recall back during
6:48 my after I graduated from the University
6:51 in engineering I had my first interview
6:54 at Alcoa Aluminum huge company and the
6:59 young man who was my escort for for the
7:02 day during a quiet moment as we were tra
7:05 traversing from one organization to the
7:08 next he says I didn't know blacks became
7:12 engineers and you know I I I got to
7:14 thinking about that I said you know this
7:16 man is not aware that Egypt was built
7:20 using a plum Bob in Africa and
7:24 um so and there are many many other
7:27 stories like that so transitioning on to
7:31 Onyx the organization that I'm president
7:34 of we saw the need to uh
7:40 pursue closing the
7:43 Gap from Heart to Heart from soul to
7:46 soul through ART because art sees no
7:51 color it uh you don't have to interpret
7:54 it with a writing that can be changed
7:57 many times so we see it as a window to
8:00 the soul and because of that we intend
8:03 to cooperate with cities like yours to
8:07 show that um people are communicating I
8:13 looked at this beautiful piece on your
8:16 back wall you know who did that well you
8:20 can look at it and say well perhaps a
8:21 Native American did that but there are
8:24 many many many other instances where art
8:28 is being being used to just close that
8:31 Gap cause
8:34 communication that's beautiful first as
8:37 opposed to black guy did
8:40 that let's turn away so that's why we do
8:43 it and uh we celebrate our 20th year
8:48 this year it's an all
8:51 volunteer um nonprofit organization we
8:55 struggle like most
8:56 nonprofits we need money can never get
8:59 get enough so you know little ad so if
9:02 anybody is uh has Deep Pockets and want
9:05 to help help a brother out please go
9:08 ahead and do that but anyway thank you
9:10 very much can I get a picture with you
9:12 oh of course this is for you to take
9:14 tell me what you want me to do

9:28 she' like to say a few words

9:36 it it's Annie is um our our
9:40 secretary and uh one of our initial
9:44 Founders so um you know I admire Annie
9:49 because Annie sees the significance of
9:52 what we do and I think she lives the
9:55 farthest away from our our location our
9:57 meeting space What about 30 mil maybe uh
10:01 42 miles 42 miles one way this is 42 2
10:05 miles also away and U so Bonnie Lake I I
10:10 really admire you know what Annie is
10:12 giving us and uh it's unbelievable so
10:15 Annie you want to say a few words uh oh
10:17 yeah yeah I really admire you too
10:20 because my my artist brother and I are
10:23 the inspiration for the start of Onyx um
10:26 because um
10:30 so I've given them already a a
10:32 background so it's probably not
10:34 necessary to go through that kind of
10:37 stuff again we want to make some friends
10:42 here well um my brother artist he's been
10:45 a professional artist for like almost 30
10:49 years and he had the years a 20 years
10:52 ago he had participation in two out of
10:54 state exhibits um one was in Sacramento
10:57 California called Sacramento city arts
10:59 Festival uh Sacramento Convention Center
11:02 as an African-American fine art show in
11:04 in Autumn of 2004 we were impressed with
11:07 that we didn't have a venue like that in
11:09 Washington or the Northwest that we
11:12 saw and in in Winter 2005 he
11:15 participated in the Baltimore Maryland
11:17 Baltimore black Heritage art Exposition
11:20 and they were like 10 years old in 2005
11:24 he was really impressed with that and he
11:27 was so impressed by the Sacramento and
11:29 Baltimore African-American fine artist
11:31 exhibits uh Sacramento was the first
11:35 year and Baltimore's uh black Heritage
11:38 art Exposition was 10 years old in 2005
11:42 and I was with them at both uh exhibits
11:44 in the out of state deals and while we
11:47 were still at the Baltimore um Maryland
11:49 one Robert said Annie when we get home
11:53 let's soon invite several artists I know
11:55 to meet with us and ask them to exhibit
11:59 in an annual African-American Art
12:01 Exhibit we would start in a gallery in
12:03 Pioneer
12:04 Square um where Robert had a
12:07 membership and so we started with seven
12:10 artists in in uh the summer of
12:13 2005 and with our exhibit titled
12:17 Northwest African-American Fine Art
12:20 Show and we had a 2006 exhibit there as
12:24 well that we only had two years cu the
12:26 people that owned that Gallery um
12:28 divorced and so it went
12:30 away yeah and Ernie and other
12:34 artists um our first and second year
12:36 suggested that we get our own gallery
12:39 and have several exhibits per year and
12:41 not just one one annual and robertt and
12:45 I were were so impressed and happy for
12:48 expansion of a venue to exhibit art do
12:51 sales and support professional growth of
12:55 Northwest African-American artists
12:57 because in 2005 there wasn't such a
12:59 venue in Washington or the
13:02 Northwest so Ernie and other of our
13:05 initial artists started Onyx Fine Arts
13:08 Collective and Onyx gallery and we were
13:11 so pleased with our 20 years of having
13:15 this venue and having over 800 artists
13:17 exhibiting with
13:19 onx and we're so happy having a second
13:22 Black History Month Celebration by art
13:26 exhibits here in
13:27 isqua uh
13:29 and Blakeley Hall this year community
13:32 center's Art Gallery with our title
13:34 black artists of change and my brother
13:37 Robert uh designed the poster for that
13:41 and and the uh printed materials too and
13:46 um the first one was at isqua Community
13:48 Center many of you maybe know already
13:50 know that at the 301 uh Rainer Boulevard
13:54 South and was titled the artart of
13:57 Freedom where our sister Coleman works
14:00 and told them about Onyx which helped
14:02 invite Onyx to have an Art Exhibit we
14:04 were so happy with that yeah so happy
14:07 with that so cool thank you I'm glad you
14:09 could come in time share all that
14:11 information and I I would love to have a
14:12 picture with
14:14 you slide over slide over a little and
14:18 and that's quite a drive if you want to
14:19 stay for a while hang around that would
14:21 be nice let you go in the middle I'm
14:23 going to beat the snow there we go
14:25 you're going to beat it
14:29 it snowed more in in Bonnie Lake than I
14:32 started getting here it wasn't

15:54 not an individual and while it's not a
15:56 question and answer session we will
15:58 contact you to follow follow up if
15:59 needed um if you are virtual when you're
16:02 recognized unmute unmute your microphone

16:08 a button on the console that will turn

17:09 members my name is Paul Quinn I live in
17:11 samamish I'm speaking to you as an
17:13 individual who cares about fairness in
17:15 how is a quad Solid Waste customers are
17:17 charged for disposal right now we charge
17:20 our residents in businesses for disposal
17:22 based on the size of the container being
17:24 picked up the effect of this message is
17:26 to say we don't care about how much you
17:29 put in or divert from the landfill this
17:32 approach is unfair as it charges all
17:34 people based on the size of the
17:36 container rather than what's in the
17:39 container we know this is wrong as our
17:42 water our gas and electricity charges
17:44 are based on what we use rather than on
17:47 the size of the wires and pipes
17:49 connecting us to the
17:51 service handout number one shows a
17:54 graphic of the trend of the monthly cost
17:56 for garbage disposal for your single
17:58 family
17:59 residences it continues to go higher and
18:02 higher hang on one second city clerk do
18:05 we have some slides to show this

19:13 is Kong I live in the 1695 Pine View
19:17 I've been in resident in C of isaka
19:19 about 10 years I finished College here
19:21 in Washington state I'm an American
19:24 citizen but I officially charged by the
19:27 C of isak first degree assault I was in
19:31 the airport and heading to the Cyprus
19:34 for my business trip but I was a
19:37 handicap about 15 minutes in from the
19:39 public and in from My Wife and the
19:42 alerting done is by the the other party
19:45 the other party ethnic group he's come
19:48 from India or I don't know he using very
19:51 bad language he driving forward to me
19:53 with the car that's a serious assault
19:56 it's first degree second I don't know
19:59 but what I mention about Police
20:00 Department it doesn't matter equally
20:04 because Police Department here what
20:07 other people say what he say is lying I
20:10 can prove in the court but what
20:12 policemen doesn't want to hear my side
20:15 story he was driving cut forward to me
20:18 he lying to the factors so now I talk to
20:21 the mayor and CD of isaka please look at
20:24 this one more faires if they hear the
20:28 other side of story they should hear the
20:30 my side of story too so I don't have to
20:33 be humiliated in front of my wife
20:35 handicap I've been here 30 years in

22:11 graphic in this handout the second one
22:13 on the right shows the increase in
22:15 monthly garbage costs um the actuals are
22:19 in the dark and the projected are in the
22:21 lighter squares and essentially what it
22:24 shows is a higher and higher cost of
22:26 garbage charges both that have been and
22:29 that are coming and what's worse than
22:32 the trend line is that the city doesn't
22:34 allow residences or businesses to reduce
22:37 their cost for disposal by properly
22:39 diverting materials for recycling and
22:42 compost in fact unfairly increased cost
22:46 to folks who work hard to sort
22:47 recyclables and composting food scraps
22:50 by charging them the very same as others
22:52 who are indifferent based on the size of
22:54 the container it's unfair it's
22:57 inherently wrong and it can and it
22:59 should be changed by weighing the
23:02 refuges each customer creates to begin
23:06 this change I recommend a pilot program
23:08 called smart disposal which will
23:10 significantly improve the city's
23:12 diversion
23:13 rates handout number three shows how
23:18 smart disposal Works in some
23:20 detail and we won't go over that now but
23:23 it's there to to read
23:25 further and it basically it says is that
23:30 each disposal pickup will be weighed by
23:33 the hauler at each single family home
23:36 and the system uses postcards mailed to
23:38 each resident provide and that provides
23:40 data specific to the resident including
23:43 a landfill diversion rate per pickup and
23:46 how the use of the utility compares to
23:48 others in their community and that's in
23:50 the next slide down the last of the
23:53 handout number four shows an example of
23:56 what that postcard could look like would
23:58 look like and the information provided
24:01 and this system helps us move from a
24:04 toss and forget mindset towards making
24:06 better choices and we all know that
24:08 feedback through measurement works
24:10 because our water electricity and gas
24:13 are all metered and it helps us moderate
24:15 our use Smart disposal provides the
24:19 meters our disposal utility needs so
24:23 what I recommend to you today is that
24:24 the city conduct a proof of concept
24:26 study on the feasibility of smart
24:29 disposal I provided you we don't need to
24:31 look at it now but I provided separately
24:33 a proof of concept project plan that
24:35 shows for about $50,000 the city can
24:38 demonstrate that the contents of a
24:40 residential container can be weighed
24:41 with accuracy and efficiency with no
24:44 extra work needed by the haulers driver
24:47 metering and reporting to Residents what
24:50 we dispose of at the curb provides
24:52 fairness to help us Abate the increasing
24:54 cost of
24:55 disposal this Council should support
24:58 pricing for our disposal utility thank
25:01 you very much for listening tonight
25:03 thank you Paul and you did share those
25:04 slides in an email as well correct yes I
25:06 did awesome thank you for that I'm just
25:09 checking around I know we have a lot of
25:11 people in the room this evening are here
25:13 to interview for the sort of interview
25:15 for the council vacancy is there anybody

25:19 provide comments at this point in time

25:28 appreciates when people come in and
25:31 share their thoughts and ideas with them
25:32 you can write the council at any time at
25:34 city council at isqua du goov uh what we
25:37 did here tonight uh we heard from um a
25:40 gentleman about Solid Waste operations
25:42 and efficiencies and a resident who had
25:45 comments on is interactions with the
25:47 isqua police department so thank you
25:48 both for sharing with us tonight the
25:51 next item of business is the consent
25:53 calendar and I don't have any comments
25:55 on tonight's consent calendar but I
25:57 wanted to see if any of the committee
25:58 chairs do there we go Council M Merz
26:02 thank you Madame mayor in regards to the
26:04 Arts grants recommendation uh just
26:06 wanted to state that the services safety
26:08 and Parks committee uh heard a
26:10 presentation from Amy Dukes um at our
26:14 January 28th meeting uh the committee
26:17 thanked the Arts commission and City
26:18 staff for the hard work and dedication
26:20 committee members acknowledge that
26:21 making funding decisions is is a
26:24 difficult task um Arts events bring
26:26 economic benefits to the community
26:28 uh and so we supported the staff's grant
26:30 funding recommendations and recommended
26:32 that it come back on consent as it is
26:34 here this evening thank you thank you
26:36 any other committee chairs that want to
26:38 report out tonight on any items not
26:40 seeing anybody and I just want to know
26:42 council member Joe has joined us welcome
26:45 so the consent calendar was distributed
26:47 to Council in advance and if authorized
26:49 the items on the calendar will be
26:50 considered together and approved by one
26:52 motion have the payables and payroll
26:54 been reviewed they have they have thank

29:58 the city accepted applications for the
30:00 vacancy through January 25th 12
30:03 individuals applied who met the
30:05 residency and voter registration
30:07 requirements tonight we will be hearing
30:09 a verbal presentation from each
30:11 applicant everybody take a breath a
30:14 friendly friendly room the city council
30:17 rules specify that each applicant will
30:19 have up to 10 minutes to provide a
30:21 verbal presentation however given other
30:24 it well not other items the inclement
30:26 weather um and the number of folks that
30:29 are in the room Council leadership has
30:31 recommended 5 to seven minutes per
30:33 applicant is there any objection with
30:36 the rest of council to limiting the
30:37 verbal presentations to 5 to S I'm
30:40 seeing head shakes
30:42 no um great and then following the
30:45 presentations the city council has
30:46 anticipated to move into an executive
30:48 session which is a session in another
30:50 space of the building that is not open
30:52 to the public there they will discuss
30:55 the qualifications of the applicants the
30:57 city council may choose to narrow the
30:59 applicants following that executive
31:01 session discussion and if they do that
31:04 they will do that back in this room
31:06 after the executive session I believe
31:09 okay so city clerk who is the first of

31:36 it's a pleasure to see you all uh for
31:37 those of you who don't know me uh my
31:39 name is Landon Halverson I'm a resident
31:42 of isqua I've lived here six years I
31:43 want to start by saying thank you
31:45 members of council for taking the time
31:46 to hear all of our presentations tonight
31:49 uh excuse me thank you administrator Bob
31:51 quits thank you City Kirk geyser for
31:53 taking the time as well uh to ensure
31:55 this meeting goes smoothly and of course
31:57 thank you mayor Paul
31:58 for presiding over the meeting as you do
32:00 so like I mentioned I've had the
32:02 pleasure uh of living in isqua for the
32:04 past six years uh though I've spent most
32:06 of my life growing up in different
32:08 places around East King County by day
32:10 I'm a regional account manager for a
32:11 group called Lehi I manage seven states
32:14 and our accounts in those seven Western
32:16 States uh overseeing account growth in
32:18 the territory both in new accounts as
32:20 well as our existing accounts prior to
32:23 working at Lehi I ran the marketing and
32:25 accounting education program at East
32:26 Side Catholic High School uh where I had
32:28 the wonderful wonderful opportunity to
32:31 work with hundreds of fellow young
32:32 people uh in teaching them the basics of
32:35 uh business administration and
32:36 professional communication uh in
32:38 addition I currently serve as a member
32:40 uh of the economic Vitality Commission
32:42 in the city I've had that privilege uh
32:44 since
32:45 2023 uh my service uh on that began
32:48 about two years ago but I I really
32:51 believe that kind of my foray into the
32:53 economic Vitality of the city started
32:55 when I was in college uh and when I was
32:58 looking for a way to support myself and
32:59 so I got a job at Stan barbecue uh
33:01 during the pandemic and I worked there
33:03 full-time and I feel very fortunate to
33:05 have had that opportunity not just
33:07 because it allowed me to get through
33:08 school but it gave me really valuable
33:10 insight into what doing business is like
33:12 in isqua and certainly what it was like
33:15 doing business during the pandemic in
33:16 isap so I'm thankful to have had that
33:18 experience and then also being on the
33:19 economic Vitality commission seeing what
33:21 it's like to do business on a macro
33:23 level so seeing uh business Trends macro
33:25 Trends uh and working with our
33:27 businesses on on a larger scale to
33:29 understand the bigger issues that all of
33:30 them are
33:32 facing uh when I think about what I want
33:35 to bring to city council if I have the
33:37 opportunity to serve uh and what I would
33:39 want to accomplish ultimately I Look to
33:41 uh the comprehensive plan as kind of a
33:44 guiding star for what I would want to
33:46 look towards um when setting priorities
33:49 uh I share the plan stated commitments
33:51 to Mobility uh accountable City
33:53 leadership socioeconomic Vitality uh
33:55 environmental stewardship all of the
33:57 things that the comprehensive plan
33:59 identifies but I believe what would make
34:01 my contributions unique uh to the city
34:04 is the perspective that I would take on
34:06 how we get there uh I believe that I'm
34:08 largely like I mentioned in alignment uh
34:10 with the goals that the city has laid
34:12 out uh for where it wants to go but I do
34:15 believe that I can offer a slightly
34:16 different perspective on how to get
34:18 there uh assessing consistently whether
34:20 or not we are truly using our public
34:23 private Partnerships to the fullest
34:24 extent that they can be used ensuring
34:26 that we are looking inwards to our
34:28 community not trying to reinvent the
34:30 wheel but lifting up those in the
34:32 community who are already doing the
34:34 services and providing the things that
34:36 our community
34:37 needs uh I will absolutely Champion
34:40 collaboration I think it's very
34:42 important that uh there is collaboration
34:44 not just amongst each other but also
34:46 with other governmental entities so that
34:47 includes other isqua entities like the
34:49 school board but also of course State uh
34:52 entities and County entities I believe
34:54 that while they uh these groups operate
34:56 in different capacities and on different
34:58 levels their work can and should inform
35:01 one another something that I've thought
35:02 about recently just as an example of
35:04 this uh should for example the outcome
35:07 of this Bond um with the isqua school
35:09 district and whether or not we can build
35:11 a fourth high school should that inform
35:13 our density discussions and our our
35:15 discussions about how we proceed with
35:16 building I believe it should we in order
35:19 to have those conversations we need to
35:21 ensure that everybody's at the table uh
35:23 that's something that I think the
35:23 council does a good job with currently
35:25 that I would like to uh continue to do
35:29 uh more specifically there are a few
35:30 things uh that I would seek to
35:32 accomplish on Council if given the
35:34 opportunity um on on public
35:36 transportation the biggest thing the two
35:38 big things for our city that I believe
35:39 we need to focus on is maintaining
35:41 course for light rail um and ensuring
35:43 that we are being proactive and ensuring
35:44 we can get light light rail here as
35:46 quickly as we can and another personal
35:48 uh project that I would like to see the
35:50 city really firmly undertake that it has
35:52 discussed for a long time um is an
35:54 additional crossing over I90 um this is
35:56 something that I've mentioned in the E
35:58 for the economic Vitality commission is
36:00 something I want on our working agenda
36:01 for this next year um and I believe that
36:04 it will it will serve us well to
36:05 continue the discussion on it on local
36:07 businesses I would love to see uh an
36:09 isquad jobs Network similar to uh Snow
36:12 Valley jobs um out in snow kwali they've
36:14 seen a lot of success in implementing
36:16 that uh online program which connects
36:18 local businesses with people with local
36:20 people looking for jobs so that's
36:22 certainly something that I would like to
36:23 uh explore if given the opportunity uh
36:26 another thing having worked with our
36:27 Deca students as a Deca teacher myself I
36:30 absolutely believe that those students
36:31 can be part of the solutions facing our
36:33 business Community especially on things
36:35 like marketing which our business survey
36:37 has indicated is one of the two biggest
36:39 issues facing our businesses uh I
36:41 believe that our youth uh can be an
36:43 important uh part of that solution not
36:46 just because um they have the incredible
36:49 talent but also because it gives our
36:50 kids purpose uh and when I think about
36:53 ways that uh the city can really help
36:55 our youth uh during these um
36:58 during these times it's giving our kids
37:00 purpose and by incorporating them into
37:02 city government um however we can as the
37:05 city has done uh I think that it is good
37:07 for them and it's ultimately good for
37:10 us um on environmental stewardship I
37:12 want to see is AA remain a leader on on
37:15 decarbonization efforts and ensure that
37:17 we are meeting our decarbonization goals
37:19 uh but I want to see us do it in a way
37:20 that doesn't penalize our businesses and
37:22 that doesn't force them out I want to
37:24 ensure that our ordinances and our
37:26 policies uh are reasonable
37:28 um but also ambitious and I think that
37:30 that's an important uh distinction that
37:32 needs to be drawn but certainly one that
37:35 uh with conversation can be
37:37 found uh finally I'll just touch briefly
37:39 on housing um I believe we have an
37:41 obligation not just to current residents
37:43 but also future residents of isqua when
37:45 we discuss planning to think about what
37:47 do we want those uh who are young coming
37:49 through our schools for example what
37:51 kind of housing environment do we want
37:52 to provide them how are we going to
37:53 ensure that they have a place uh to live
37:56 in isqua um being said I also want to
37:58 ensure that we're not putting um over
38:01 strain on on City resources and that
38:03 we're actually able to effectively
38:04 deliver on the things we promise
38:06 ultimately I just want to close and
38:08 again saying thank you all to taking the
38:10 time uh for taking the time to listen to
38:12 our presentations uh I believe that I
38:14 can offer a unique perspective uh to
38:16 council and I would look forward to the
38:18 opportunity uh to work collaboratively
38:20 to offer new solutions to offer new
38:22 ideas uh and ultimately find new ways to
38:24 bring our city together thank you all

38:30 cheering for based on your Kansas City

38:53 Quinn uh good evening it's great to be
38:56 here um thank you thank you again for
38:58 hearing all of our comments and it's uh
39:01 just wonderful to um be a part of this
39:03 great Community um my name is Quinn laru
39:07 I'm an isqua resident husband engineer
39:10 Mountaineer um and a well-qualified
39:11 candidate I believe to join you on the
39:13 city council uh we have a great City
39:16 that's in the midst of and vastly
39:18 approaching more uh significant growth
39:21 uh with light rail making its way
39:22 further east um in addition to projected
39:25 population growth and other factors um
39:27 there's a lot of decisions on the board
39:29 now as well as in the near future and in
39:31 the in the coming years and
39:33 decades um to to Really shape the the
39:37 future and the growth of um this city uh
39:41 we have a responsibility to our
39:42 community to not only build and push
39:43 forward and improve things but also to
39:45 maintain the essence of isqua um the
39:48 small town charm of Front Street the
39:50 wonderful restaurants and shops um and
39:52 the amazing natural beauty and
39:54 everything else that makes this not just
39:56 a city on 90 but home to many of us
40:00 having grown up in a small Washington
40:02 town I love the feeling of community and
40:05 camaraderie uh that exists in isqua
40:07 despite population numbers increasing as
40:09 well as our proximity to larger cities
40:12 in the
40:12 area um isqua maintains a unique
40:16 character that draws people in from
40:18 around the region whether for our
40:20 fantastic Productions that's just on the
40:22 road at the Village Theater um relaxing
40:24 summer concerts on the green um or the
40:28 great Sam days F Festival uh people
40:31 visit isqua to experience part of our
40:33 culture and that's something worth
40:34 supporting and preserving um and doing
40:37 all that we can to to build that in the
40:40 future as a part of a local small
40:42 business I'm privileged to interact with
40:44 many community members annually and see
40:46 the joy of being out and about in isqua
40:48 just experiencing all that the city has
40:50 to offer um I want to give back to the
40:54 community um that has blessed my
40:56 family's lives and I firmly believe that
40:58 my wide range of skills and background
40:59 that I'll get into in a moment um would
41:01 enable me to be an excellent compliment
41:03 to the wonderful Council that we have
41:06 currently I would be honored to join the
41:09 council as a voice advocating for
41:10 strategic City Planning initiatives with
41:12 the will of the people in mind I think
41:14 our current strategic plans are a great
41:16 example of this incorporating lots of
41:18 public feedback and opportunities for
41:20 public comment as well as the skills of
41:23 of the knowledgeable professionals that
41:24 we have on the planning teams and other
41:26 uh City Pro programs that are able to
41:28 inform those decisions from a more uh
41:31 complete and professional uh side in
41:33 addition to the the community
41:35 comments um I think we can find the
41:37 balance between history and progress and
41:39 make sure that the things that we love
41:41 can be appreciated for generations to
41:42 come and don't hamper our progress uh
41:45 there's so much to be said and done we
41:47 have a a lot of information in the the
41:50 Strategic plans and all of the Motions
41:52 that are um being processed uh currently
41:55 and in the near future um um but with
41:58 time in mind um I want to I want to go
42:01 over a few things that I firmly believe
42:02 in because I think knowing someone as a
42:03 person will inform their decisions more
42:06 than than what I say my opinion on
42:07 something today is um I believe in
42:10 constructive disagreements where facts
42:12 are available they should be accepted as
42:14 such and used extensively in decision
42:16 making where they're not or they don't
42:18 tell the full story debate is healthy
42:20 and encouraged with input from trusted
42:22 experts and Industry
42:23 professionals uh as well as the the
42:26 community and those who are stakeholders
42:28 in the in the decision in any
42:31 way I believe that understanding context
42:34 pays dividends I have a degree in
42:36 Applied Physics which simar involves
42:38 trying to mathematically Define the
42:40 world that we live in and how things
42:43 interact after working uh in physics and
42:46 Engineering for a time uh I went back to
42:49 school and I got a master's in Business
42:52 Administration to understand and
42:54 contribute more to the the structure of
42:56 the work place and how the teams are
42:58 built themselves and not just how the
43:00 the nuts and bolts of things get done
43:02 but but building a team that can do that
43:04 more efficiently more effectively uh
43:06 meshing the technical aspects of
43:07 engineering with the higher level
43:09 strategy and Leadership EMP emphasized
43:11 in the more business
43:13 setting throughout this journey I found
43:15 that putting in effort to understand and
43:16 thoroughly explain the why of a problem
43:20 pays so many dividends uh it increases
43:24 the ability to bring people together to
43:26 achieve group cohesion to build
43:28 understanding and to to just develop the
43:33 uh just
43:36 the cohesion right bring everyone
43:38 together if if everyone understands why
43:40 you're trying to do something then
43:42 there's much less arguing about the
43:44 intricacies of how it gets done um and I
43:46 think that broadly speaking our
43:48 community all wants similar things right
43:50 we want the best for ourselves for our
43:51 kids for our fellow community members we
43:53 want people to be treated well and for
43:55 everyone to have the opportunity that
43:57 they need to feel successful in
44:00 life I believe that decisive but
44:03 decisive decisive but not divisive
44:06 decision-making I could have really gone
44:08 with fewer words in that one uh we have
44:12 to make a lot of hard choices and we
44:13 have to weigh a lot of sides of
44:15 arguments right there's not always two
44:17 sides but there can be many different
44:18 opposing views in different ways um and
44:22 adequate effort should be spent in
44:23 pursuit of acquiring the merits of each
44:25 option as applic
44:27 with Quantified scope and an Earnest
44:29 intent towards timely and unequivocal
44:31 decision- making at the end of the day
44:33 we do need to make decisions and we do
44:34 need to move things forward and as much
44:37 fun as it is to debate things for an
44:38 extended period of time uh we need to
44:41 make those decisions and we need to make
44:43 them
44:45 decisively
44:47 words um I believe that mistakes happen
44:50 but progress is more important we never
44:54 get 100% of decisions right in any
44:56 aspect of Our Lives right we have a we
44:58 have a council and we have experts and
44:59 we have leaders and in many cases that
45:01 leads us to do things that are good or
45:04 great maybe not necessarily perfect but
45:06 that's okay because those things can
45:07 change and improve down the
45:10 road I believe that we don't have nor
45:13 should we want to live in a win or takes
45:15 all Society there's regularly mutually
45:18 beneficial outcomes to any disagreement
45:20 if all sides come together to discuss it
45:22 and everyone comes to the table trying
45:24 to understand what the end goals are not
45:27 just of the singular project or
45:29 proposition but where those projects are
45:33 coming from if the intent is truly to
45:35 make the city better to make the
45:36 community better then there is always a
45:38 way for all sides to come out ahead in
45:41 that I believe that we're all on the
45:43 same
45:44 team and I believe that we can make is a
45:47 quati better
45:50 together it may not be the trendy thing
45:53 right now to Advocate strongly for
45:54 balance rather than catchy slogans
45:57 you can finish Quinn don't
45:59 worry we just like to startle everybody
46:01 once in a while that's good I need that
46:03 as my alarm in the
46:05 morning uh anyway there are solutions to
46:08 all of these issues and to all of the
46:10 problems facing our community and I

46:38 council members hardworking city of
46:41 isqua staff and impressive fellow
46:44 applicants I'm Jeff
46:46 nle and one of my favorite things about
46:48 isqua happened again tonight it's when I
46:51 drive up front street because it looks
46:53 almost the same it did when I first
46:55 drove up in my par backseat in 1980 and
46:59 most of our neighbor cities cannot make
47:02 that same claim and it's something to be
47:04 really proud of and I think it's been a
47:05 little bit of luck and a lot of great
47:07 planning and Leadership that has gotten
47:09 us to this position along with my wife
47:11 Jennifer who works for the isqua school
47:13 district we've raised our two daughters
47:15 in isqua I've coached youth teams here
47:17 hosted conventions here worked here
47:19 commuted here volunteered here recreated
47:22 and thrived
47:24 here I want to sustain all of what we
47:26 love about isal Community to do this I
47:29 bring my background in journalism and
47:31 sales and army leadership to this
47:33 Council a Common Thread throughout all
47:35 those careers is the art of listening
47:38 nothing is ever learned by talking only
47:41 understanding through listening to many
47:43 voices will lead to successful Solutions
47:45 and challenges to
47:47 Problems by 27 years in the state's
47:50 national guard and Army Reserves enhance
47:52 my ability to work with people from all
47:53 different backgrounds and beliefs and
47:56 once an understanding was achieved it
47:57 was then about connecting the right
47:59 people to move forward and executing a
48:01 plan and a solution Connecting People is
48:04 what I've done for as long as I can
48:05 remember I love it these connections
48:07 have happened organically and through
48:09 involvement in our great city a city
48:11 that guided that is Guided by a
48:13 strategic plan that I know all of us
48:15 have gotten to know even better the last
48:17 couple months in getting to know it I
48:19 really feel that social and economic
48:21 Vitality resonates the most for me
48:22 personally I feel strongly that with
48:24 social and economic Vitality the other
48:26 five priorities from the plan are
48:28 enabled with property plan development
48:31 equaled with Open Spaces in community we
48:33 can sustain and even Advance what makes
48:35 isqua so special and a place of Pride at
48:38 the same time we need to enable the
48:40 economic Vitality of our local small
48:42 businesses that employ so many of our
48:44 residents strong small businesses also
48:47 provide steady revenue for our programs
48:49 and allow people to live work and play
48:51 all in isqua they deserve our support
48:54 and just like the state under the new
48:56 governor is doing we too should look at
48:58 take a look at the processes to identify
49:00 things that can make it quicker and
49:01 easier for small businesses to get up
49:03 and running and then to operate their
49:05 firms along with economic Vitality I
49:08 believe there are several other key
49:09 issues facing our city that I want to
49:11 work on first is the one that hits home
49:14 to all of us security we need to
49:16 maintain our incredible Police
49:17 Department I was so impressed last week
49:20 at the state of the city breakfast
49:22 watching Chief Schwan's
49:24 presentation almost all the key metrics
49:26 showed impressive Improvement the last
49:28 couple years we have to make sure we
49:30 support that and sustain it we need to
49:34 make sure with the community involved
49:35 Force as it now exists maintains that
49:39 and that we find them more room for
49:40 their
49:41 operations the other issues I want to
49:43 lean into involve Mobility who doesn't
49:45 right I support and I agree boy do I
49:47 ever the need for another I90 Crossing
49:50 and look forward to working with the
49:51 community's input to find the most
49:52 logical place for this as someone that
49:55 lives north of I90 and Crosses it almost
49:57 daily I think we can all agree that the
49:59 crossing by the post office was a game
50:01 Cher let's do that again and while we're
50:04 talking about improving Mobility I think
50:06 we have a huge opportunity regarding
50:08 Sound Transit Light Rail coming to isqua
50:11 we have a chance to get ahead of the
50:13 curve literally sorry I had to do a one
50:16 dad joke my daughter stayed up late uh
50:18 to watch this from Syracuse University
50:20 so I wanted to make her cringe and I
50:22 think I probably just did uh but I want
50:26 us to get ahead of that unlike some of
50:28 unlike other communities nearby that
50:29 were much more reactive to Sound Transit
50:32 and got told where the transit center is
50:33 going to be what sound transit wanted we
50:36 have the time and the ability to get
50:38 ahead of that be proactive to be
50:40 involved with those locations they're
50:42 going to be so crucial to maintaining
50:44 our downtown
50:46 area all these initiatives that I just
50:48 mentioned are much more successful with
50:49 an involved Community it starts with the
50:52 city sharing information often which I
50:54 think the city is doing a really good
50:56 job of the key is to continue to look
50:58 for new ways to reach to those who
50:59 either can't or choose not to go online
51:02 and let their citizens know of growing
51:04 options maybe we should look at what
51:05 samamish is doing with their new
51:07 newsletter and having a council road
51:09 show maybe during the summer with longer
51:11 days and better weather would be a great
51:13 way to get out into the community why
51:14 not hold some of our meetings at
51:15 Blackberry park or Talis or Clark
51:18 Elementary but engagement is not just
51:20 one way citizens should be queried often
51:22 like the community survey on important
51:24 issues online service surveys taask
51:27 forces in-person forms can accomplish
51:29 all this along with engagement we also
51:32 need to leverage support in Olympia I
51:35 think I can enhance our efforts there in
51:37 addition to having worked through the
51:39 there during a legislative session I've
51:41 maintained key relationships there
51:43 including a 35-year close friendship
51:45 with our new governor I say that not to
51:48 boast but simply as a promise to utilize
51:50 that friendship if it will benefit our
51:53 city I've coached many kids sports teams
51:55 here I was the MCA Expedition lead for
51:58 esqua I've hosted conventions at the
52:00 holiday in and like many bord I miss the
52:02 Holiday Inn I have volunteered for sunet
52:04 elementary school the isqua food bank
52:06 isqua high school and others all these
52:08 involved bringing good people together
52:10 for a greater good whether it was
52:12 scoring more goals or raising funds in
52:15 the process I've gotten to know so many
52:17 citizens and leaders in our community
52:19 I've got close friendships with people
52:20 from Providence Point to squawk Mountain
52:22 montro to Greenwood Point the highlands
52:24 to Oldtown while I app appreciate their
52:27 friendships this is not about popularity
52:29 I value their thoughts and regular input
52:31 their questions and opinions on isqua
52:34 issues they're the ones that are living
52:36 here they're teaching here they're
52:37 working they're running small businesses
52:39 or volunteering in our city they're kind
52:41 of like an impromptu task force that I
52:43 interact with on a daily basis and
52:45 speaking in neighborhoods I love how
52:47 welcome ours made us when we first moved
52:49 in the turn of the
52:51 century South like samamish is a special
52:54 place a community that was so happy to
52:56 officially become part of isqua at the
52:57 beginning of the century and it deserves
53:00 and hopes to have more of a voice on
53:02 this
53:03 Council this is going to be a really
53:05 busy year as you all know with a lot of
53:07 issues for this Council so the new
53:09 council member must be ready to quickly
53:11 step in roll up their sleeves and work
53:13 well with the six of you I'm that person
53:16 and I hope to serve this Council in that
53:18 capacity thank you for your
53:20 consideration of my application thanks

53:33 up good evening um my wife an and I live
53:38 uh on Harrison Court Northeast um my
53:41 thanks to M Paulie uh president council
53:44 president Walsh Deputy council president
53:46 D Michelle and all of our council
53:49 members who took the time to meet with
53:50 me during the last couple of weeks to
53:53 discuss the current Council vacancy I'm
53:55 grateful for the the time you've given
53:57 me today while I was overseeing the
53:59 development of the Swedish isqua Medical
54:01 Center my wife and I fell in love with
54:04 our City's Beauty and
54:05 vitality we built our forever home in
54:08 the highlands in
54:10 2013 and we've been fortunate to have
54:12 all manner of services and uh amenities
54:16 grow up around us over the past 12 years
54:19 since retiring as a senior director at
54:21 Providence Swedish I've offered pro bono
54:24 Services planning and Design Des for
54:27 healthcare facilities in underresourced
54:29 countries primarily in Africa but I also
54:32 wanted to find ways to give back locally
54:34 so I've helped the isqua food and
54:36 clothing back with their facility issues
54:38 so that it can continue to serve all of
54:41 our Region's residents during a time of
54:43 burgeoning demand that experience
54:46 afforded me insights into some of the
54:48 city's challenges articulated in our
54:51 isqua strategic plan I believe my skills
54:54 and experience can help address those
54:55 challenges
54:56 which is why I'm speaking with you here
54:59 tonight if appointed to the city council
55:01 I intend to run for election this fall
55:04 not as a stepping stone for my career
55:07 but because I want to serve isqua for
55:09 longer than just a few
55:11 months through my involvement with the
55:14 ifcb with the Swedish Medical Center
55:16 development and other projects in isqua
55:18 I've had the opportunity to work with
55:20 and gain assistance from the council our
55:23 mayor and City staff all of whom whom
55:26 have been incredibly cooperative and
55:29 collaborative uh our city truly has a
55:32 great team that I would love to support
55:34 as a council member what do I bring to
55:37 the table in the broadest sense my
55:39 career has focused on transformational
55:41 change on identifying and implementing
55:44 strategic solutions to complex
55:47 challenges in planning and design in
55:49 finance program and project
55:52 management operational improvements in
55:55 nonprofit leadership
55:57 I've learned the value of careful
55:59 analysis of collaboration of leading
56:01 multi-disciplinary teams and of
56:03 nurturing a sensitivity to the cultural
56:06 economic and political factors and
56:09 achieving successful outcomes I believe
56:11 these skills would as a council member
56:13 enabled me to be both an advocate and a
56:16 catalyst for isqua I hold a bachelor's
56:19 degree in fine art from Brown University
56:22 a master of architecture degree from
56:24 Yale University and an MBA from Yale
56:27 over the subsequent decades I've been in
56:29 private practice I've worked as a vice
56:31 president president and partner in a
56:34 National Health Care consulting firm and
56:37 as a director for two major Health Care
56:39 Systems spearheading the development of
56:42 over4 billion doll in healthcare
56:44 projects I've worked extensively with
56:47 within various regulatory environments
56:49 and processes with contracts operational
56:52 and capital budgets community and Civic
56:55 engagement urb Urban Development risk
56:57 management and really all aspects of
57:00 getting good things done frequently
57:03 despite seemingly insurmountable
57:05 obstacles that experience has taught me
57:07 to keep listening and learning
57:10 throughout my career I've volunteered on
57:12 behalf of my architectural colleagues
57:14 for high school students interested in
57:16 related industry careers for Facility
57:19 Owners and
57:20 managers for the communities in which
57:22 I've lived and for those that are
57:24 resource challenged for a Regional
57:27 Credit Union a Chamber of Commerce and
57:29 currently our food and clothing bank and
57:31 an isqua based group of amazing artists
57:35 serving the city I love as a council
57:37 member would be a natural development of
57:39 these interests and I believe a great
57:41 fit now that I've had the opportunity to
57:44 meet with each of you I've heard two
57:46 common and related threads of concern
57:49 the need to grow the city's revenues and
57:52 the need to build Workforce housing as
57:55 council member one of your biggest
57:57 challenges is diversifying and expanding
58:00 our housing base as the 2023 housing
58:04 report card shows isqua is making
58:06 progress toward implementing the eight
58:08 strategies in the 2017 housing strategy
58:12 work plan through your efforts the city
58:16 uh established an inclusive housing
58:18 investment pool identified the need for
58:21 Pioneer projects in Central isqua and
58:23 Transit oriented development you are
58:26 striving toward meeting the mandates of
58:31 1337 and HB 1110 working through the
58:35 nuances of inclusionary zoning tax
58:38 exemptions Expediting regulatory
58:40 approvals and development agreements and
58:43 evaluating the potential impacts of
58:45 Alternatives like co-housing
58:48 adus and um excuse me uh middle housing
58:53 your efforts have shown that it will
58:55 take a multifaceted approach informed by
58:58 what has worked elsewhere to achieve our
59:01 housing
59:03 goals it will also require real estate
59:05 developers to step up by repurposing
59:08 underutilized parking lots and other low
59:10 Revenue producing properties in central
59:13 isqua by using efficient construction
59:16 methods like modular assemblies and
59:18 simple designs with readily available
59:20 upscaled upcycled sorry and biobased
59:24 materials and by partnering with
59:26 Community
59:27 organizations and local lenders to
59:29 develop lower cost funding mechanisms
59:32 taken together similar efforts have been
59:34 shown to reduce construction costs by 10
59:38 15% increasing Financial viability of
59:41 Greater housing diversity inevitably
59:43 results in more livable and affordable
59:46 isqua and it can incentivize businesses
59:49 to locate in esqua where their employees
59:51 can afford to both live and work with
59:54 the added benefit of an increased tax
59:56 base that can help our Revenue
59:58 shortfalls I'm not telling you anything
1:00:00 you don't already know solving difficult
1:00:03 problems usually requires complex
1:00:05 Solutions as a c council member I would
1:00:09 expect to learn much more about what are
1:00:11 practical and implementable solutions
1:00:14 for isaka but I would also bring the
1:00:16 insights I've gained over more than 30
1:00:19 years in real estate development I hope
1:00:22 that you will give me serious
1:00:23 consideration for my interest in serving
1:00:25 as an isqua city council member thank

1:00:52 community members I am so excited to get
1:00:55 a chance to present to you today and
1:00:58 share a little bit about my vision for
1:01:00 isqua um uh like you said my name is
1:01:03 Tina Tina Hayes uh I live on bus Street
1:01:06 and um I'd like to share my perspective
1:01:09 for uh growing a fair Equitable and
1:01:12 diverse housing environment in isqua and
1:01:14 how continued investment in community
1:01:16 programs focused on Mental Health can
1:01:18 enrich and Empower our neighbors to do
1:01:21 the best work for themselves and for the
1:01:23 town that we live in so let's start with
1:01:26 housing affordability and availability
1:01:28 my family moved to isqua almost uh six
1:01:30 years ago first to the highlands then
1:01:32 down the hill uh we quickly fell in love
1:01:35 with this town's character the beautiful
1:01:38 uh outdoor scenery the walkability the
1:01:40 historic areas um in Oldtown where uh
1:01:44 the neighborhood we live we have lots of
1:01:46 lovely old homes Big Lots and trees um
1:01:50 some of my neighbors are undergoing some
1:01:52 pretty major Renovations um some have
1:01:54 moved due to Rising property taxes
1:01:56 others worry that uh denser housing will
1:01:59 change the town's character and invite
1:02:01 crime um I'm the kind of neighbor who
1:02:04 supports uh more apartments and mixed
1:02:06 juuse buildings yes in my backyard
1:02:09 because I think we can find ways to
1:02:11 preserve what makes isqua special while
1:02:13 also embracing growth and
1:02:15 Equity incentivizing A diversity of
1:02:18 Housing Solutions makes our town
1:02:20 stronger every neighbor deserves to be
1:02:22 heard and when I talk with Folks at our
1:02:24 neighborhood picnic um I can see that
1:02:26 there are people missing from this
1:02:27 conversation we've got um middle-income
1:02:30 professionals young adults young
1:02:32 families immigrants that are eager to
1:02:34 join our community neighbors who need
1:02:36 options Beyond a million dooll single
1:02:38 family home so thought I think that
1:02:41 thoughtful land use policies especially
1:02:43 on the valley floor can expand housing
1:02:45 without sacrificing isqua's natural and
1:02:47 historic Beauty the central isqua
1:02:49 Pioneer program and efforts to
1:02:50 streamline permitting are wonderful
1:02:52 steps in the right
1:02:54 direction so um I I understand that
1:02:56 change can bring about strong feelings I
1:02:59 have had a lot of practice listening to
1:03:01 folks who are heated up about an issue
1:03:03 and while I will be guided by my core
1:03:05 values that Equitable housing is the
1:03:08 foundation of a vibrant City I promise
1:03:10 to listen to All citizens who care about
1:03:12 this issue which I hope would be
1:03:14 everyone moving on to Human Services um
1:03:18 I've been a therapist for 16 years mom
1:03:21 for 12 wife for 14 daughter for 40 my
1:03:25 kids will tell you I talk a lot about
1:03:27 shared
1:03:28 responsibility uh the vision laid out in
1:03:30 the 2022 Human Service strategic plan
1:03:33 that meeting the basic needs uh meeting
1:03:36 basic human needs is a shared
1:03:37 responsibility isn't just a moral
1:03:39 imperative it's a practical one taking
1:03:43 Collective action spending money to
1:03:45 address challenges that one could argue
1:03:48 are not my problem is work that should
1:03:50 matter to all of us because of our
1:03:51 fundamental
1:03:53 interconnectedness when you are better
1:03:55 so am I
1:03:56 when I get care and support before I hit
1:03:58 rock bottom or housing that I can afford
1:04:01 I will Thrive and contribute more back
1:04:03 and I can access resources in a
1:04:05 different way than if I were to go into
1:04:07 a cycle of crisis on the service side of
1:04:10 things we know that crisis work is timec
1:04:12 consuming and expensive which is why I
1:04:14 believe we must protect and grow our
1:04:17 City's Human Services mental and
1:04:19 Behavioral Health and services that
1:04:21 connect residents Upstream of crisis the
1:04:25 city has already taken important steps
1:04:27 like expanding its Human Services to
1:04:29 include Behavioral Health and homeless
1:04:31 Outreach and supporting nonprofits like
1:04:33 the garage I want more of this I want to
1:04:36 contribute to policy work that builds on
1:04:38 these efforts and to develop new
1:04:40 Partnerships through work on Regional
1:04:41 boards and
1:04:42 commissions people often engage human
1:04:45 services at points of significant
1:04:46 hardship I saw this a lot in my work at
1:04:48 friends of Youth I've worked with
1:04:50 families who have faced eviction or
1:04:52 facing eviction parents struggling to
1:04:54 help teens who self harm kids and
1:04:57 students refur uh refusing to return to
1:04:59 school often as a provider who is
1:05:02 Downstream in a system I feel frustrated
1:05:05 and isolated because it always feels
1:05:08 like there could have been or should
1:05:10 have been more that was done but I think
1:05:12 um I continue to be anchored in
1:05:14 principles of shared responsibility and
1:05:17 understand that Human Service work is a
1:05:18 vast Continuum a stream of
1:05:21 possibility so uh what sets me apart as
1:05:23 a candidate is my capacity for deep
1:05:26 listening my skills syn synthesizing
1:05:29 disperate viewpoints I can navigate
1:05:31 complexity way diverse perspectives and
1:05:35 resist oversimplified Solutions every
1:05:37 decision involves trade-offs of course
1:05:40 and I'm committed to making datadriven
1:05:41 Equity Focus choices that reflect our
1:05:43 community's needs like all of you and
1:05:45 all the folks in this room I want to see
1:05:47 esqua continue to thrive and I would be
1:05:49 honored to bring my experience
1:05:51 perspective and dedication to the city

1:06:23 Richley before I talk about why I'm the
1:06:26 best person for this appointment I'd
1:06:27 like to first start by thanking my wife
1:06:29 Amy and my youngest daughter Madison for
1:06:31 both being present tonight and my young
1:06:33 oldest daughter Megan who's attending
1:06:36 college in Arizona watching virtually
1:06:38 and to my extended family and friends
1:06:40 who are also watching virtually who
1:06:41 cannot be here tonight due to the
1:06:42 inclement
1:06:44 weather with limited time or without
1:06:47 your support I would not be here without
1:06:49 their support with the limited time I'm
1:06:51 going to take my wife's recommendation
1:06:53 of The Three Bs be brief be brilliant
1:06:56 and be
1:06:58 gone and it works tonight right does
1:07:02 having lived in this quad for the past
1:07:03 10 years now and being the community
1:07:05 branch manager at Harbor snow Credit
1:07:08 Union for the past five I've seen and
1:07:10 experienced the value of making an
1:07:12 impact in my community by making
1:07:13 connections with
1:07:15 people growing and building
1:07:17 relationships and getting involved to
1:07:19 make a difference in the community not
1:07:21 only do I live in I work in but I engage
1:07:24 in and
1:07:26 tonight I'm going to share with you
1:07:28 three items How I Live how I work and
1:07:31 how I engage along with my why so that's
1:07:33 four I guess right I'm not going to be
1:07:34 too brief but we're going to get
1:07:37 there first How I
1:07:40 Live having grown up in a small business
1:07:42 family I learned really quick the value
1:07:45 of community customer service doing
1:07:47 things right for the people doing things
1:07:49 right for your customers to continue to
1:07:51 have them come back I
1:07:54 was also seeing the
1:07:58 the what it was like to live check to
1:08:01 check the importance of
1:08:04 actually having a cash flow in the
1:08:06 business
1:08:14 cycle customer service is something that
1:08:17 I've been in for 30 years now long
1:08:20 time although I do not have a college
1:08:23 education I'd like to say I have an
1:08:24 education people skills with the minor
1:08:28 banking
1:08:31 and also small
1:08:33 business I like to think
1:08:37 that that's what's grown my passion to
1:08:40 do what's best for the
1:08:44 city having worked for the last five
1:08:46 years in isqua my passion to take the
1:08:49 next step and just to learn I I get to
1:08:51 talk to people every day about their
1:08:53 needs ask them question
1:08:56 questions just to see what their overall
1:08:59 you know everyday life
1:09:01 is I get to see people from our our
1:09:04 local
1:09:05 teachers our community members Fire
1:09:09 Department police department City
1:09:10 Council Members come through my doors
1:09:12 every day at my branch and I have the
1:09:15 privilege of asking them questions about
1:09:16 their
1:09:17 financial decisions their personal life
1:09:20 and I got to hear a lot of the concerns
1:09:22 in the community that really resonated
1:09:24 to me by living here and so I figured
1:09:28 what what could I do next so I reached
1:09:30 out to some of the local I reached out
1:09:32 to may paully I reached out to Jen Davis
1:09:34 Hayes and I asked them and I and I
1:09:37 shared with them my vision of helping
1:09:39 small businesses helping my Community
1:09:42 Helping make business easier to do in
1:09:45 isqua also allowing our community to
1:09:48 live work and engage like I do so then I
1:09:52 joined the Chamber of Commerce
1:09:56 as the economic development committee we
1:09:58 saw initiatives around how to help small
1:10:01 businesses communicate
1:10:04 around their way of advertising along
1:10:08 with just being present in the community
1:10:11 along with how to drive business
1:10:13 organically by
1:10:15 connections through the community and
1:10:22 together I then joined the economic
1:10:24 Vitality Commission
1:10:25 which I've served on now going on 5
1:10:27 years as an alternate 6 months into the
1:10:31 economic Vitality commission I became
1:10:34 co-chair six months about three months
1:10:36 after that I became the chair I've been
1:10:38 the chair ever since I have the
1:10:40 privilege of leading 12 other additional
1:10:41 Commissioners currently right now
1:10:44 helping initiatives such as the the
1:10:46 current sign code that we've
1:10:49 had Title 18
1:10:52 plan the comprehensive plan the
1:10:54 Strategic plan the newly developed
1:10:56 economic development
1:10:59 plan part of the economic development
1:11:02 plan had three initiatives outdoor
1:11:05 recreation H Source business and arts
1:11:10 culture we want to focus on those
1:11:13 because we want to be isqua and know be
1:11:17 known as more of a business friendly
1:11:21 environment not only that it one of that
1:11:22 welcomes community
1:11:28 for the past four years I've developed
1:11:31 and maintained relationships with city
1:11:32 council developers residents and
1:11:34 business community
1:11:39 members another pointment I got was to
1:11:42 be appointed by mayor Paulie as the
1:11:43 co-chair of the Strategic plans task
1:11:45 force of the city working on the
1:11:47 initiatives that we see today and got
1:11:49 adopted back in December I got to
1:11:51 collaborate and work together side by
1:11:54 side with fellow council members members
1:11:56 community members that are here tonight
1:11:58 and other community
1:11:59 residents about a vision that we we hold

1:12:41 isqua I want to ensure that isqua
1:12:44 continues to be a city to raise a family
1:12:47 residents feel safe supports local
1:12:48 business and continues to grow and
1:12:50 Thrive my strong customer service
1:12:52 experience will significantly contribute
1:12:54 to council by fostering Community
1:12:56 loyalty increased pos positive word of
1:12:58 mouth boosting and supporting Community
1:13:00 needs and ultimately driving an overall
1:13:02 growth of the city making the community
1:13:05 feel valued and heard people want to be
1:13:08 heard it's not about my
1:13:10 agenda we're supposed to take your time

1:13:54 for the opport opportunity to speak to
1:13:56 you in support of my application for
1:13:58 city council position 6 my name is Mary
1:14:01 newcomer Williams and I have lived with
1:14:04 my family in the Talis neighborhood here
1:14:06 in isqua since 2006 my husband Fred and
1:14:10 I and our two children then ages six and
1:14:13 three moved here from Washington DC so I
1:14:16 could take a job at Microsoft where I
1:14:19 continue to work as an assistant general
1:14:21 counsel supporting engineering teams in
1:14:24 the respons and compliant development of
1:14:27 AI technology I'd like to speak to you
1:14:30 tonight about why I'm interested in
1:14:32 serving in this position what I hope to
1:14:34 accomplish in the role and how I would
1:14:36 contribute as a member of the council
1:14:39 first why am I here I believe in the
1:14:43 power of community that Community is the
1:14:46 foundation of a meaningful and
1:14:48 fulfilling life my family's life has
1:14:51 been deeply enriched by the
1:14:53 relationships amenities and experiences
1:14:56 in this isqua community great Public
1:14:59 Schools Village Theater the farmers
1:15:01 market hiking on cgar Mountain swim team
1:15:04 at Julius bone pool karate classes and
1:15:07 fatherdaughter dances at the community
1:15:09 center summer camp at the salmon
1:15:11 hatchery I'm sure you all have your own
1:15:13 long lists of
1:15:15 examples we continue to enjoy the
1:15:17 benefits of our isqua community but as
1:15:20 my children now approach adulthood I
1:15:23 find myself wanting to do more to help
1:15:25 sustain and grow this community for the
1:15:29 Generations I also have a longtime
1:15:32 interest in policy and good government
1:15:34 dating back to a college degree in
1:15:36 political science and legal studies that
1:15:39 were motivated by my interest in the
1:15:41 intersection between government and
1:15:43 business and
1:15:45 community that interest has been
1:15:47 reinforced in recent years as I have
1:15:49 become involved in local Democratic
1:15:51 politics and developed relationships
1:15:53 with our locals state and federal
1:15:58 Representatives so what do I hope to
1:16:00 accomplish as a member of the council
1:16:02 and what are the principles that would
1:16:04 guide my policy
1:16:06 decisions when I Envision a vibrant and
1:16:09 flourishing Community for isqua I see a
1:16:13 thriving economy and diverse arts and
1:16:16 culture that are enjoyed by all our
1:16:18 residents and visitors with
1:16:21 safe and inviting natural and public
1:16:25 spaces that bring the community together
1:16:28 achieving this Vision requires
1:16:30 thoughtful and pragmatic balancing of
1:16:33 interests that recognize the reality and
1:16:35 the economic benefits of growth in our
1:16:38 region while acknowledging and
1:16:40 addressing the challenges of meeting the
1:16:42 needs of a growing population and
1:16:45 protecting the vulnerable animals
1:16:48 ecosystems green spaces and vulnerable
1:16:52 populations which can include school
1:16:54 children and senior citizens those
1:16:56 struggling with mental health issues or
1:16:58 housing
1:16:59 instability or those new to the
1:17:01 community who may speak a language other
1:17:04 English in the context of specific
1:17:07 issues important to isqua today that
1:17:10 pragmatic balancing of Interest looks
1:17:13 like continuing to pursue a strategy of
1:17:16 building out commercial and residential
1:17:18 density as walkable as possible in the
1:17:22 valley while preserving green spaces in
1:17:24 the hillside
1:17:25 sides supporting Public Safety through
1:17:28 both adequate Community oriented
1:17:30 policing and evidence-based crime
1:17:32 prevention
1:17:34 measures improving Mobility through
1:17:36 Transportation solutions that serve the
1:17:38 entire community and our Transit cycle
1:17:42 and pedestrian
1:17:43 friendly and supporting a range of
1:17:46 options to increase affordable housing
1:17:48 including multif family middle housing I
1:17:51 grew up in a part of New England where
1:17:54 double and triple Decker housing they
1:17:56 called it was widespread and I saw
1:17:58 firsthand what a good option they could
1:18:00 be for families and community and how
1:18:03 the availability of rental income can
1:18:05 pave the way for home ownership so I see
1:18:08 that as a real
1:18:10 option these are just a few examples of
1:18:12 how my values and principles would guide
1:18:15 my policy decision-making on the council
1:18:18 in all cases I would seek to proactively
1:18:20 solicit input from community members who
1:18:23 would be impacted by policy decisions
1:18:25 but might not otherwise be
1:18:27 heard finally how would I contribute
1:18:30 unique skills and qualifications as a
1:18:33 member of the Council of course my
1:18:35 nearly 30-year legal career prepares me
1:18:38 well to read and write city ordinances I
1:18:41 have been interpreting and Advising on
1:18:43 laws and regulations for my entire
1:18:45 career and this has given me a good
1:18:48 understanding of how the sections of a
1:18:50 code work together and how to write
1:18:52 legislative language to avoid ambig ity
1:18:56 misinterpretation perhaps more
1:18:58 importantly I am an innate systems
1:19:00 thinker who approaches issues and
1:19:03 problems from a holistic
1:19:05 perspective I synthesize the facts to
1:19:08 develop a broad understanding of the
1:19:10 issue I identify relevant stakeholders
1:19:13 and solicit their input and I anticipate
1:19:16 and account for Downstream and
1:19:18 unintended
1:19:19 consequences I have employed this
1:19:21 thinking in my career for decades to
1:19:23 facilitate informed decision-making in
1:19:26 very complex
1:19:28 circumstances this should also serve me
1:19:30 well as a council member considering an
1:19:32 adopting policies to advance the city's
1:19:35 strategic plan and its interconnected
1:19:37 goals and
1:19:39 initiatives in addition my professional
1:19:41 and volunteer leadership experience has
1:19:43 prepared me to work well as part of a
1:19:46 team I help to ensure all perspectives
1:19:49 are heard that the team thinks
1:19:51 creatively without losing focus on its
1:19:53 objectives and that a fair process is
1:19:56 followed to make principal decisions
1:19:59 with confidence and empathy lastly my
1:20:03 familiarity with emerging AI technology
1:20:06 and especially with Frameworks and
1:20:08 techniques for using that technology
1:20:11 responsibly and ethically will be useful
1:20:14 as the city very likely considers
1:20:16 options which may require new policies
1:20:19 for using new technologies to streamline
1:20:21 or enhance city services or workflows
1:20:25 I would be honored to have the

1:20:29 principles and interests to work

1:20:55 the city council members of the city
1:20:57 staff and mayor paully my name is k
1:21:00 zacharov and I'm very grateful to be
1:21:02 here tonight and to be considerate for
1:21:04 the position on our city
1:21:06 council I moved to isaka in 2020 in the
1:21:09 midst of the pandemic and as many of you
1:21:12 I was looking for ways to serve my
1:21:14 community that is why I took a chance
1:21:17 and got elected for the isqua Highlands
1:21:19 Community Association board of directors
1:21:22 where I served a full term of two years
1:21:25 in 2023 I was running for the position
1:21:28 on our Council through my campaign I've
1:21:31 met a lot of our residents and I saw
1:21:34 firsthand their hopes their dreams their
1:21:38 fears and their concerns about our
1:21:40 city currently I serve on the planning
1:21:43 policy commission and commercial space
1:21:45 standing committee this roles equip me
1:21:48 well with knowledge of the situation
1:21:50 necessary to be an active member of the
1:21:53 city council on day one if I am selected
1:21:56 a bit about myself I am a first
1:21:58 generation immigrant who came to the
1:22:00 United States a bit over 20 years ago
1:22:03 with dreams and a lot of determination I
1:22:06 have Decades of experience living in
1:22:08 urban communities in different parts of
1:22:11 the world this gives me a great
1:22:14 understanding of the importance of wise
1:22:16 city planning Community engagement and
1:22:19 creating spaces that Foster connection
1:22:22 and collaboration
1:22:25 I built a successful small business here
1:22:28 in the Pacific Northwest from the ground
1:22:30 up and I work closely with our local
1:22:33 children and their families every day so
1:22:36 I truly understand their concerns hopes
1:22:38 dreams and fears my Advanced education
1:22:42 in economics and years of work
1:22:44 experience have trained me to see the
1:22:47 big picture and to quickly understand
1:22:49 possible positive or negative outcomes
1:22:51 of the situation no matter how complex
1:22:54 the issue might be which is crucial for
1:22:56 making sound decisions I'm sicking this
1:22:59 position because I feel the
1:23:01 responsibility to give back to the
1:23:03 country and the community that has
1:23:05 become my home and help me realize my
1:23:09 potential I will bring the perspective
1:23:12 of a longtime small business owner who
1:23:15 faced all ups and downs of doing
1:23:17 business on the Pacific Northwest for
1:23:18 nearly two decades I know firsthand how
1:23:22 challenging it can be to find a suable
1:23:25 space for your business here and that is
1:23:27 why I was so eager to join the
1:23:29 commercial property standing committee I
1:23:32 want to make sure there are plans for
1:23:34 Central isqua include not only
1:23:36 affordable housing units but also
1:23:38 affordable commercial spaces and not
1:23:40 only high-end retail but way more
1:23:44 affordable mixed use zoned
1:23:47 developments our residents keep showing
1:23:49 concerns about Mobility safety and the
1:23:52 impact of growth of our city
1:23:55 the upcoming light raail expansion is
1:23:57 both is both exciting opportunity and a
1:24:00 challenge we must plan wisely to make
1:24:03 sure it enhances the quality of Our
1:24:06 Lives the rapid growth of the population
1:24:08 of our region and subsequently the
1:24:11 growth of the population of our city is
1:24:14 inevitable the affordability of housing
1:24:16 has been an issue for over a decade now
1:24:20 the planning policy commission has been
1:24:21 working on middle housing and cohousing
1:24:23 legislation to provide more options for
1:24:26 a growing population co- housing and
1:24:28 middle housing is actually something
1:24:30 that I have a personal experience living
1:24:32 in I want to be a part of the city
1:24:35 council to make sure a good portion of
1:24:37 this units will be available to our
1:24:40 Workforce police officers teachers
1:24:43 firefighters and Retail workers it's
1:24:46 essential that people that work in isqua
1:24:49 can also live
1:24:50 here many families choose isqua for two
1:24:53 reasons its proximity to two big cities
1:24:56 BW and Seattle as well as our green
1:24:59 spaces our Parks Trails creeks and lakes
1:25:04 I truly believe in fering responsible
1:25:06 growth that balances the needs of our
1:25:09 growing population with providing
1:25:11 environmental
1:25:13 stewardship traffic congestion is a
1:25:15 major concern for many of our residents
1:25:17 I'm committed to work with my fellow
1:25:19 council members to find real solutions
1:25:21 to improve traffic flow this includes
1:25:24 cludes implementing Intelligent Traffic
1:25:26 Control Systems that can adapt to
1:25:29 real-time conditions exploring measures
1:25:32 like new roundabouts four-way stops and
1:25:35 traffic common techniques that make our
1:25:37 roads safer and way more efficient I
1:25:40 will advocate for alternative
1:25:42 transportation options I will support
1:25:44 public transportation micromobility and
1:25:47 walking through thoughtful
1:25:48 infrastructure
1:25:50 improvements these priorities reflect
1:25:52 the work I have already started as a
1:25:53 planning policy commissioner and I'm
1:25:55 dedicated to ensuring we effectively
1:25:57 Implement these measures Public Safety
1:26:00 is another key issue that has come up in
1:26:03 community discussions I plan to work
1:26:06 closely with our dedicated police
1:26:07 officers to understand their needs and
1:26:09 to make sure they have resources
1:26:12 necessary to keep our community
1:26:15 safe I understand many of the issues we
1:26:18 discuss will take time to resolve years
1:26:21 and sometimes maybe decades I recognize
1:26:23 that a opions May differ among council
1:26:26 members and residents I commit to
1:26:28 thorough research active listening and
1:26:31 engaging discussions always backing My
1:26:34 Views with data and considering all
1:26:36 possible outcomes at the end of the day
1:26:39 I will stand by my decisions and take
1:26:41 full responsibility for them to support
1:26:44 my application I have included four
1:26:46 letters of recommendation from the
1:26:48 individuals and groups I cherish
1:26:50 including megga srom president of the
1:26:53 Ashford at Vista Park HOA Sarah Hoy the
1:26:56 manager of isqua Highlands Community
1:26:59 Association former isqua mayor Fred
1:27:01 Butler and the committee of my studio
1:27:04 parents teachers and adult students I am
1:27:07 eager to continue serving isqua in more
1:27:09 impactful way and I sincerely thank you

1:27:31 council members and City staff for the
1:27:32 opportunity to speak with you today my
1:27:34 name is Kelly Jen and like many others
1:27:36 in our community I'm seeking the
1:27:37 appointment to city council um so a bit
1:27:40 of background on me I moved to isqua in
1:27:42 late 2020 during the pandemic in the
1:27:44 pandemic like many others the trails of
1:27:47 the isqua AL became you know a Solace
1:27:49 for me and moving to Talis really felt
1:27:51 like the right move now I live you know
1:27:53 less than half a mile away from the
1:27:54 trails which not only are neighborhood
1:27:56 Trails but connect to an amazing
1:27:58 ecosystem on Cougar
1:27:59 Mountain in 2021 um you know because I
1:28:03 was so to the trails and wanted to give
1:28:04 back I joined the isqua Alps Trails Club
1:28:06 in 2024 I became president of isqua Alps
1:28:08 Trails club and I also had the
1:28:10 opportunity to serve on the mayor
1:28:11 strategic plan task force where my uh
1:28:14 Focus areas were growth and development
1:28:16 and environmental sustainability
1:28:17 professionally I work for a clean energy
1:28:19 consultancy called Bright Power where I
1:28:21 work um with multif family property
1:28:24 owners and lenders ranging from the
1:28:25 small small Community Banks to some of
1:28:27 the largest financial institutions in
1:28:29 the country to finance decarbonization
1:28:31 in multif family and affordable housing
1:28:34 um so going back a bit to when I first
1:28:35 joined uh the isal Alps Trails Club you
1:28:38 know as a right of passage we all had to
1:28:39 go bushwacking with Mr David kler over
1:28:42 here um and it was on those bushwhacks
1:28:44 that I learned that actually the reason
1:28:46 why Talis was so amazing in the way that
1:28:48 it is the reason why ISO Highlands is
1:28:50 the way that it is is actually due to
1:28:51 thoughtful planning from this uh City
1:28:54 Council of isqua 20 and 30 years
1:28:56 ago I would hope to continue that Legacy
1:28:59 of thoughtful planning on the isqua city
1:29:00 council um specifically focusing on
1:29:02 growth and development environmental
1:29:04 sustainability Public Safety and traffic
1:29:07 so growth and development in 2025 um we
1:29:10 have an amazing opportunity with the
1:29:12 central isqua plan and with light rail
1:29:13 coming to isqua in 2040 to really build
1:29:15 a city that's truly inclusive for
1:29:17 everyone with the upcoming middle
1:29:19 housing regulations we have the
1:29:20 opportunity to build housing that serves
1:29:22 more people that serves the workforce I
1:29:24 have a lot of friends through the
1:29:25 running Community who want to live in
1:29:26 isqua but they can't find housing that
1:29:28 fits within their budget I have friends
1:29:29 who are single parents whose kids are in
1:29:31 the isqua school district and they're
1:29:32 looking around saying you know I I don't
1:29:34 know if I'm going to be able to continue
1:29:36 afford living here and with Central
1:29:37 isqua with the central isqua plan we
1:29:39 need to make sure that you know these
1:29:41 people are going to be able to continue
1:29:42 living in issaqua and being part of our
1:29:44 community on environmental
1:29:45 sustainability issaqua has been a leader
1:29:48 we've adopted the isqua climate action
1:29:49 plan we've been a leader on in you know
1:29:51 land conservation for 50 plus years
1:29:54 um and we were the first city in the
1:29:56 state of Washington to become lead gold
1:29:58 certified given my background in
1:30:00 environmental sustainability I would
1:30:01 want to bring my expertise to make sure
1:30:03 that isqua continues being a leader the
1:30:05 isqua climate action plan is set for an
1:30:07 update in 2025 I would want to help
1:30:09 shape that and make sure that the city
1:30:11 is actually thinking about what we can
1:30:12 do that would be most impactful to drive
1:30:14 climate action climate action isn't just
1:30:16 something that should live within the
1:30:18 sustainability or the parks department
1:30:20 it takes a whole of government approach
1:30:21 so that means thinking about you know
1:30:23 how land use affects climate for example
1:30:26 if people are able to walk to where they
1:30:28 need to go shop um then they can get out
1:30:31 of their cars and that reduces climate
1:30:32 impact it also makes it so that people
1:30:34 can you know encounter people in the
1:30:35 community which makes for better quality
1:30:38 life on Public Safety this is an issue
1:30:41 that's you know very important to a lot
1:30:42 of Voters in isqua and also to myself a
1:30:45 few years ago um on you know a beautiful
1:30:48 Friday afternoon I went for a run not
1:30:49 too far from here East Sunset way trail
1:30:51 head I came back to my car and found my
1:30:53 fr window smashed even though nothing
1:30:56 ultimately was taken my sense of safety
1:30:58 was shaken and that's why I think it's
1:30:59 so important to make sure that our
1:31:01 police officers have the resources they
1:31:02 need to fight property crime and
1:31:04 especially organized retail crime but I
1:31:06 also recognize that our police officers
1:31:08 aren't the best suited for every issue
1:31:10 and that's why I support you know
1:31:11 providing Mental Health Services and
1:31:13 Behavioral Health Specialists so that
1:31:14 our police can also stay focused on
1:31:16 fighting crime which is what they do
1:31:18 best traffic's another issue that people
1:31:21 in isqua are very familiar with living
1:31:23 in Tal
1:31:24 I am intimately familiar with rush hour
1:31:26 traffic on 900 and there's a lot of
1:31:29 things that we can do to mitigate that
1:31:31 for example building out bicycle and
1:31:32 pedestrian infrastructure so that people
1:31:34 can get around safely without needing to
1:31:35 get in their cars additionally like I
1:31:37 mentioned earlier making it so that
1:31:39 people can you know go to go grocery
1:31:42 shopping within their neighborhoods and
1:31:44 not go on the um arterial streets and
1:31:46 create traffic jams also a lot of the
1:31:48 traffic in isqua is from people that
1:31:50 neither live nor work here and that's
1:31:51 why I would want to work regionally to
1:31:53 build Transit um solutions to serve
1:31:55 people um that live and work outside of
1:31:58 isqua and currently are passing through
1:32:01 streets speaking of working regionally
1:32:03 with the isqua Alps Trails Club um I
1:32:05 worked on conservation issues with
1:32:06 elected officials and um agency staff at
1:32:10 the city county and state levels on city
1:32:12 council I would like to continue with
1:32:14 that Regional work um with expanding my
1:32:17 uh issue area Focus to include things
1:32:19 like affordable housing growth and
1:32:20 development growth management and
1:32:22 Transit
1:32:24 lastly and most importantly as city
1:32:27 councils of as a city council member of
1:32:28 isqua I would make it my mission to
1:32:30 serve all constituents of isqua not just
1:32:32 those that are the most vocal and you
1:32:34 know show up all the time that means
1:32:35 going to places where people you know
1:32:38 are less engaged um I would hope to
1:32:40 apply my professional experience to this
1:32:42 you know working with affordable housing
1:32:44 a lot of those folks typically aren't
1:32:46 the most engaged in the political
1:32:47 process so for example one property that
1:32:49 we worked with was um it's a section 202
1:32:52 uh affordable senior housing community
1:32:54 located in a formerly redlined area and
1:32:57 so um the seniors that currently live
1:32:59 there are mostly Japanese and Korean
1:33:01 speaking and so when we had our resident
1:33:03 engagement event with them after heat
1:33:04 pumps were installed we actually brought
1:33:05 in two interpreters one Korean one
1:33:07 Japanese and we brought in culturally
1:33:09 appropriate snacks from the Asian
1:33:10 grocery store got great turnout um
1:33:13 probably helped that uh we had gift
1:33:15 cards raffled off too but we can't do
1:33:17 that in isqua because of the gift of
1:33:18 public funds Doctrine um but you know
1:33:21 there's aspects of that that we could
1:33:22 you know bring to you know entice people
1:33:25 to come out and hear what residents have
1:33:26 to say even if they're not um typically
1:33:29 engaged but ultimately you know isqua
1:33:32 where I call my home it's where I want
1:33:33 to raise my kids it's where I want my
1:33:35 kids to be able to grow up and live here
1:33:37 um when they grow up too but I also want
1:33:39 it to be a place where you know the
1:33:41 people that serve our community the
1:33:42 nurses teachers firefighters police
1:33:44 officers First Responders can call home
1:33:46 too and I really think isqua you know we
1:33:48 have a great Foundation to build an
1:33:50 affordable and inclusive City that
1:33:52 honors both our natural beauty and our
1:33:55 Rich human history um thank you so much

1:34:19 chance that you're GNA end uping oh yeah

1:34:41 and along with everybody behind me I am
1:34:44 seeking the appointment for position
1:34:46 six a little bit of background this
1:34:49 spring I will have served for seven
1:34:51 years on the planning policy Commission
1:34:54 and I've been the chair for the past two
1:34:55 and a half years we've covered a lot of
1:34:58 work in that time but two big lifts were
1:35:01 the title 18 land use code as well as
1:35:04 the comprehensive Plan
1:35:06 update in addition I've also served on
1:35:09 multiple task forces including the covid
1:35:12 emergency task force which gave me the
1:35:14 opportunity to do uh inter agency work
1:35:18 as well as the financial task force
1:35:21 which provided council with
1:35:22 recommendations to how to appropriate
1:35:25 that money into the budget and finally
1:35:28 last year's strategic Plan
1:35:31 update now moving on I was trying to

1:35:36 of in their
1:35:38 lives how about another
1:35:40 acronym so this rhetorical device I hope
1:35:44 is memorable but ultimately hope to give
1:35:47 you guys a high level view of a few
1:35:48 things I think about our lovely city
1:35:51 it's real straightforward it's dip
1:35:54 and the d stands for development and now
1:35:56 clearly this is a wide swath of things
1:35:58 we're talking about everything from
1:36:00 Sound Transit to infastructure
1:36:02 um to housing but this is the one we
1:36:06 have to get right of all the things in
1:36:08 the Strategic plan this is the one that
1:36:11 future people in isal will tangibly have
1:36:14 that we leave behind obviously the
1:36:16 environment as well but this is the one
1:36:18 we're building we're creating so how we
1:36:20 use that land effectively and
1:36:22 efficiently is critical
1:36:25 true story I came from a city that made
1:36:27 some very bad decisions they scarred
1:36:30 their Main Street by basically selling
1:36:32 it to the highest
1:36:33 bidder and you have a mix of planned
1:36:36 housing along with 10 buildings in what
1:36:38 was a once 100y Old City isqua
1:36:42 thankfully has made very few mistakes
1:36:44 but it's one that I'm probably the most
1:36:46 passionate about and it's not just
1:36:48 Aesthetics it's everything so
1:36:50 development is key now integrity is the
1:36:54 I and this one isqua gets high points
1:36:57 for the culture of Civility that we have
1:37:00 in our city is unique in fact I believe
1:37:03 one of you mentioned we are a bit of a
1:37:06 unicorn we are the exception we are not
1:37:09 the rule and my hope is to be a link in
1:37:11 that chain that's part of our heritage
1:37:14 here in isqua and it's important that we
1:37:16 pass that along to Future isqua Leaders
1:37:18 in the next 10 to 15 years but that
1:37:21 permeates everything that's everything
1:37:23 from our agencies to our fantastic staff
1:37:27 to our amazing Police Department our
1:37:30 utilities again the way we treat one
1:37:32 another where there's really just no
1:37:34 disrespect and you can see a 100 hours
1:37:36 of me on the planning policy with my
1:37:37 colleagues and I know it's the same for
1:37:39 you as
1:37:40 well the P is for protection and
1:37:43 providing and what I'm talking about
1:37:45 here is our natural environment as well
1:37:47 as our built environment so all of the
1:37:49 amenities that make isqua why all of us
1:37:52 call it home
1:37:53 so this is our Creeks our Peaks our Alps
1:37:56 Our Lake all of these in addition to the
1:38:02 Hatchery Oldtown and of course our
1:38:05 amazing isqua School District all of
1:38:08 these things need our support all of
1:38:10 them continue to need our attention in
1:38:13 every single survey that the city sees
1:38:16 these are the reasons people are willing
1:38:17 to pay for those High mortgages and high
1:38:19 rents so again we need to safeguard
1:38:21 those and protect them so that's dip I
1:38:25 hope it stays with you guys in your
1:38:26 executive session and who knows maybe
1:38:29 for another week
1:38:30 too but I do want to shift gears real
1:38:33 quickly with the time I have left all of
1:38:35 you are familiar with the who what when
1:38:37 where
1:38:38 why I want to provide you with a why and
1:38:40 a what why I'd like to serve on Council
1:38:44 and what I believe I could bring so the
1:38:47 why is I am a 20-year residents I love
1:38:49 my city I was not brought here because
1:38:52 of family connections or anything like
1:38:54 that it's a city I
1:38:55 chose and I truly do enjoy the work as a
1:38:59 commissioner we look at everything from
1:39:02 chickened
1:39:03 husbandry all the way to code language
1:39:06 so we see all of it and I know you guys
1:39:08 know this because a big part of what we
1:39:11 do is provide you
1:39:12 recommendations so the planning policy
1:39:14 has been um just a great it it's given
1:39:17 me the opportunity to give back to my
1:39:19 community and it's deeply rewarding so
1:39:21 I'm not as altruistic as I might appear
1:39:23 but I actually do get something in
1:39:27 return now as far as another reason is
1:39:30 again I mentioned it just the
1:39:31 development aspect again I'm I kind of
1:39:34 live between hope and Trauma very
1:39:36 hopeful for isqua we've got a lot of
1:39:38 amazing amenities and we've got a lot of
1:39:40 potential but I have seen the bad
1:39:43 decisions that other cities have made
1:39:44 and like I said I'm very happy because
1:39:46 isqua has made very few mistakes the
1:39:49 moratorium was appropriate and this is
1:39:51 coming from someone who works in the
1:39:52 building industry so the moratorium was
1:39:55 correct for our
1:39:57 residents and then as far as what I
1:40:01 think I would
1:40:02 bring I think a few things the work on
1:40:05 the planning policy I believe would be
1:40:07 helpful it's clear that again most of
1:40:09 the work comes up filters up to the
1:40:11 council itself but also I've held public
1:40:14 hearings up until two years ago we used
1:40:16 to quasi judicial hearings so I'm
1:40:18 familiar with all of this type of work I
1:40:20 believe that'll help me hit the ground
1:40:21 running
1:40:23 in addition
1:40:25 maturity I've been now part of the city
1:40:28 government as a commissioner for seven
1:40:30 years I understand the limitations that
1:40:32 Council has uh you guys do not possess
1:40:35 magic wands or shovels that I'm aware of
1:40:38 but again we can encourage we can enable
1:40:41 But ultimately we do not build ourselves
1:40:43 and having that maturity I think would
1:40:45 helpful and then finally my work with
1:40:48 numbers um in my former life I was an
1:40:52 HOA president so I'm quite used to
1:40:54 General funds and Reserve funds and
1:40:56 expenditures and revenues now clearly
1:40:58 the city is on a much different scale
1:41:01 but again I believe it's
1:41:03 applicable also just being a small town
1:41:06 or a small business owner here in
1:41:08 isaquel I think would be helpful because
1:41:09 again we've had good times we've had bad
1:41:12 times I understand what those difficult
1:41:14 decisions are to let go of people you've
1:41:17 trained and cared about for many years
1:41:19 but unfortunately as isqua continues to
1:41:21 move towards a deficit budget CC I think
1:41:24 that could be of
1:41:25 use again I want to thank all of you for
1:41:27 your time and your consideration
1:41:29 regardless of the outcome I do look
1:41:31 forward to continuing to help and serve
1:41:33 my city in whatever capacity I can thank

1:42:00 the street here mayor councel and
1:42:04 everyone joining us virtually as well as
1:42:08 uh physically here in the
1:42:12 room I'm applying for the position of
1:42:15 city council because I believe in
1:42:17 community our potential and our ability
1:42:19 to build a stronger more vibrant future
1:42:22 together
1:42:24 this is a rare opportunity to fill an
1:42:26 elected seat without an
1:42:29 election uh it is not unprecedented
1:42:31 Gerald Ford was President he was never
1:42:33 elected president or vice
1:42:38 president I wanted to take this moment
1:42:40 to thank you all for hearing our
1:42:42 petitions to apply for this
1:42:46 position as we all are applying there
1:42:48 are 12 of us on the list one will be
1:42:52 chosen so feels like reality TV welcome
1:42:58 isqua a lot of the things that I have
1:43:01 marked down and written here have been
1:43:03 covered
1:43:04 by my fellow applicants earlier I don't
1:43:07 feel a need to rehash a lot of those
1:43:10 things we all want economic growth
1:43:13 infrastructure Public Safety
1:43:16 transparency and
1:43:20 accountability however I'm not going to
1:43:22 come to you with with these answers I
1:43:24 think that would be very arrogant of me
1:43:26 I would look to your knowledge and your
1:43:30 experience to guide
1:43:34 my decision making and whatever it is
1:43:37 that we come
1:43:38 to agree or disagree upon I believe
1:43:43 disagreements are an opportunity for
1:43:48 dialogue I've seen it happen in these
1:43:51 meetings as I've been coming to
1:43:54 meetings just the simple banter back and
1:43:57 forth of changing an acronym of myips to
1:44:00 Maps happens just like that I want to be
1:44:04 a part of that process I think it's
1:44:06 fantastic it's
1:44:09 fascinating as I have been coming to
1:44:11 these meetings I'm getting a
1:44:13 better perspective of the interworkings
1:44:17 of the government
1:44:18 both locally as well as regionally both
1:44:22 on the elect
1:44:23 the appointed and the volunteer
1:44:29 level one thing you are right about
1:44:31 Madame mayor is this isn't uh this is an
1:44:34 interview we are interviewing for this
1:44:38 position and I'm hoping
1:44:41 that you know in
1:44:44 the previous
1:44:46 weeks that I've shown a commitment that
1:44:50 I've been here
1:44:53 you know it's been said that the
1:44:56 greatest ability of any teammate is
1:45:00 availability you've all been here you've
1:45:02 seen me
1:45:03 here I'm putting in the work this is my
1:45:16 focus yeah a lot of this is rehashing I
1:45:24 I'm ready to
1:45:26 work that's what I've been preaching
1:45:28 since I ran an election year and a half
1:45:32 ago that's what I'm trying to
1:45:38 do I'm giving my commitment my all my
1:45:43 military history my military excuse me
1:45:46 background anyone familiar with the CBS
1:45:48 we have a can do
1:45:51 attitude it is that commitment service
1:45:53 that brings me here tonight to speak to
1:45:55 all of
1:45:58 you I'm going to cut it short and just
1:46:00 say that I am ready to work starting

1:46:31 side matters great and
1:46:33 small and after listening to 11 terrific
1:46:37 presentations with so much wonderful
1:46:39 experience in the
1:46:41 community at this late hour I would be
1:46:44 foolish to
1:46:46 insist on talking for five more
1:46:51 minutes so let me be
1:46:55 foolish my name is Russ
1:46:58 Coyle I teach University history courses
1:47:01 I write political and policy
1:47:04 histories and I volunteer in isqua for
1:47:08 the friends of the isqua library as the
1:47:11 treasurer and as isqua special
1:47:13 representative to the King County
1:47:15 landmarks
1:47:18 commission I am however at heart a St
1:47:25 Storyteller and the stories I tell are
1:47:27 built on a foundation of two
1:47:30 essential and transferable
1:47:33 skills
1:47:35 listening and asking
1:47:38 questions strangely for a to Storyteller
1:47:41 perhaps neither of these skills is
1:47:46 talking but listening requires
1:47:49 adaptability most dead people that's
1:47:51 what I studied my lineup of work most
1:47:54 dead people after all leave little to no
1:47:56 record of their lives so how do we help
1:47:59 them speak to tell one person's story we
1:48:03 might explore the construction of a mid
1:48:05 19th century to Hotel built by a female
1:48:10 actress who managed to build in 1853 one
1:48:13 of the most expensive hotels in the
1:48:15 world at the time how do we tell her
1:48:19 story when she didn't leave too many
1:48:21 records are for words we have to look at
1:48:25 a building to speak to
1:48:29 us to tell another story we might
1:48:32 examine 2,000-year-old mounds of
1:48:35 dirt carefully constructed by Native
1:48:38 Americans in the Ohio and Mississippi
1:48:40 valleys carefully
1:48:42 crafted to provide an astronomical lab
1:48:46 capable of tracking the moon's path
1:48:48 across the
1:48:50 Horizon a mound of dirt
1:48:54 that is a piece of technology that works
1:48:56 as well today as it did 2,000 years ago
1:48:59 my watch won't make it through the year
1:49:02 bet now in the same way where am I going
1:49:05 with this well our isqua neighbors use
1:49:08 different means to talk to the
1:49:11 community how do our neighbors speak in
1:49:14 a multitude of ways of course and that
1:49:17 requires adapting that requires being
1:49:19 creative finding ways of listening
1:49:22 whether that's doorbell whether that's
1:49:24 analyzing the community survey whether
1:49:27 it's informal or spontaneous chats out
1:49:29 and about in the community or even here
1:49:32 in the formality of council chambers my
1:49:36 experience my professional
1:49:38 experience has taught me to listen and
1:49:41 to ask questions and
1:49:44 only only at the last
1:49:47 moment to talk
1:49:53 as a council
1:49:55 member I will employ those two skills
1:49:58 right away listening and
1:50:02 asking and if
1:50:04 appointed I would appreciate the
1:50:06 opportunity to run in November and other
1:50:09 communities where I have
1:50:10 lived I have campaigned at state and
1:50:13 local level for other elected officials
1:50:16 I've walked door too that was our main
1:50:19 method of
1:50:20 communication I know the sweat the tired
1:50:23 feet and the long
1:50:26 days and if elected I would small step
1:50:30 by small
1:50:33 step attempt to address this cause
1:50:35 mobility
1:50:37 issues if I had to imagine how at the
1:50:40 end of my Council tenure I might reflect
1:50:43 on my
1:50:44 service I hope I can say that I built
1:50:47 off the work of the people who served
1:50:51 before me
1:50:53 that I cooperated with other towns and
1:50:56 cities experiencing the same issues as
1:51:01 isqua and most crucially that I left a
1:51:04 solid foundation of work for someone to
1:51:07 carry
1:51:08 on after
1:51:12 me and I would be proud if at the end of
1:51:15 my tenure with city council I could say
1:51:17 that I
1:51:20 listened that I asked
1:51:24 and that we
1:51:28 solved more than I
1:51:35 talked I believe I am uniquely
1:51:37 positioned to contribute to isqua's
1:51:39 Vision leveraging our community's past
1:51:42 to build a sustainable and welcoming
1:51:49 future now I'd like to close with some
1:51:55 remaining I literally wrote on my little
1:51:57 paper here wait for
1:52:02 Applause and so on behalf of all the
1:52:05 applicants
1:52:06 tonight let me offer one more sincere
1:52:10 and heartfelt thank you for your time
1:52:16 consideration thank you R uh it has been
1:52:20 fantastic to hear from 12 12 candidates
1:52:23 for the city council position and I want
1:52:26 to thank you for taking the time to do
1:52:28 this and your interest in serving on
1:52:30 your city council there are three
1:52:33 council members who've gone through this
1:52:35 process and did you make it through the
1:52:37 process council member Hall did you make
1:52:39 it through the process council president
1:52:41 I did on the first
1:52:43 time I think the second time yeah it was
1:52:46 the second time yeah and and the mayor
1:52:48 never made it through I failed twice so
1:52:51 I just want you to know that if you do
1:52:53 not get selected tonight please do not
1:52:55 be discouraged there are many of us up
1:52:58 here that have not gotten selected and
1:53:00 still found an opportunity at a future
1:53:03 election or a future vacancy to throw
1:53:05 our hat in the ring of game so this is
1:53:07 not an uncommon uh practice for our
1:53:10 community um I know just by listening to
1:53:13 you all that um we'll get someone who's
1:53:15 going to be very hardworking but there's
1:53:17 a lot of humor in the room too and I
1:53:18 have to tell you when we're doing policy
1:53:20 work we do appreciate being able to
1:53:22 laugh once in a while so now the council
1:53:25 will move into executive session
1:53:26 typically we ask the room to be cleared
1:53:29 and we do the executive session here but
1:53:31 this evening we are going to leave you
1:53:33 here and go to another meeting room for
1:53:37 minutes would you guys do you guys want
1:53:39 to start with 20 minutes and just add if
1:53:41 we need or do you want the 30 okay nope
1:53:44 they want the 30 and the way that would
1:53:47 work is that after 30 minutes if the
1:53:49 council has not completed their work the
1:53:51 city clerk will will come down and

1:54:20 email and with that should we be moving

2:50:25 will be able to nominate individuals to
2:50:28 move forward to a final a u sorry a
2:50:32 smaller group of candidates that will go
2:50:34 to a second stage in this process they
2:50:37 don't have a limit they could nominate
2:50:40 two or all of you it's up to the council
2:50:44 at this moment to decide how to build
2:50:46 this slate out so I'll go through a
2:50:47 series of questions with them I'll give
2:50:50 them an opportunity to nominate and then
2:50:53 they will take a vote on the Slate which
2:50:55 will move all those on the Slate forward
2:50:57 to the next stage and I will explain
2:50:59 what that is after we have finished with

2:53:07 I said in our how to become on elected

2:53:12 101 we would be worse off as a city if
2:53:17 the 11 people who do not make it through
2:53:20 this process were to not continue to be
2:53:23 involved and so I really really would
2:53:28 love anyone who is interested to reach
2:53:32 out individually so that we can have
2:53:34 conversations there will be other seats
2:53:37 on Council I can also speak to my
2:53:39 experience on PPC and boards and
2:53:42 commissions which are a wonderful way to
2:53:45 get involved um so I really just want to
2:53:48 continue continue to encourage that for
2:53:51 the benefit of everyone in the city

2:54:00 I'm lucky enough that this is actually
2:54:02 my seventh appointment that I've been
2:54:04 part of the six previous having
2:54:06 appointed Stacy Goodman Joe forkner Nina
2:54:09 Milligan Mariah batist Victoria hunt and
2:54:11 Lindsey Walsh to the city council in
2:54:14 2011 Joe forkner Nina Milligan Mary L
2:54:18 Paul and Paul winterstein were not
2:54:20 appointed to the city council in 2013
2:54:23 Mary L poly was again not appointed to
2:54:25 the city council as well as Bill Ramos
2:54:28 in 2014 Bill Ramos was again not
2:54:31 appointed to the city council in 2016
2:54:33 Justin Walsh was not appointed to the
2:54:35 council in 2018 we actually had 14
2:54:38 applicants and amongst them Lindsay
2:54:40 Walsh and Zack Hall were not appointed
2:54:43 to the city council 2019 we didn't have
2:54:46 um anything quite like that but we did
2:54:48 have three hung ballots uh in executive
2:54:51 session so it became a very uh became
2:54:54 very challenging so I I just want to
2:54:57 reiterate that uh for 11 of the 12 folks
2:55:00 um it's not going to be an appointment
2:55:02 this time but I'm hoping that list uh
2:55:04 fills you with some enthusiasm that this
2:55:06 is just one step in your ongoing
2:55:08 relationship with the city thank you
2:55:10 thank you councilman Marts for pointing
2:55:12 out that I didn't get it twice nice job
2:55:15 nice job okay um anyway any other other
2:55:18 comments on the the
2:55:21 nominees thank you for that this is also
2:55:24 interesting that you have never moved
2:55:26 seven individuals forward before for a
2:55:28 second discussion so
2:55:32 um if there's no further discussion I'd
2:55:35 like to propose that the council take
2:55:36 one vote on moving all those nominated
2:55:39 forward in the appointment process if
2:55:41 there is an objection we can vote on
2:55:42 them individually is there any objection

2:57:32 still like to move forward into a third
2:57:35 phase so it could be on uh February 10th
2:57:39 or we'll have an alternate date set up
2:57:41 if there's going to be a third step in
2:57:43 process city council um since this is
2:57:47 new to us us moving this many folks
2:57:50 forward do you want to talk a little bit
2:57:52 about it as a group in front of the
2:57:54 nominees as to what you're hoping the
2:57:57 next session might look like or feel
2:57:59 like any thoughts or suggestions on it I
2:58:01 know we're not you are not planning on
2:58:03 asking them to do a new questionnaire
2:58:05 you are not planning them to do a new
2:58:06 essay so council
2:58:08 president yeah so what I would say is
2:58:11 one feel free to reach out to us

2:58:17 as a group um but we would like to hear
2:58:19 from you and um may be able to find time
2:58:23 for up to seven people in the next week
2:58:26 you'll have to bear with us we all also
2:58:28 have jobs and other things um going on
2:58:31 but we would like to hear from you um we
2:58:35 Council leadership is going to be coming
2:58:38 up with a sense of questions I'm not
2:58:42 sure if we will publish all of those and
2:58:46 send out we may have a list of question
2:58:48 questions that get sent out um that will
2:58:51 be asked at that meeting it may be more
2:58:54 of a you know just get hit with some
2:58:57 fresh questions um it I'm not sure we
2:59:00 anticipated coming out of this with
2:59:02 seven people so we may have to think
2:59:03 through what this uh next meeting is
2:59:06 going to look like um but we just really
2:59:10 appreciate engagement and I guess the
2:59:13 other thing I would say is to The Wider
2:59:16 Community this a really difficult choice
2:59:19 we would love to hear from you you can
2:59:22 email all six of us um by emailing city
2:59:26 council at isqua w.gov that's isqua
2:59:30 wa.gov um we would love to hear from the
2:59:33 community we would also love to have um
2:59:36 anyone who wants to come to the meeting
2:59:38 on the 10th and speak to the
2:59:39 qualifications of these individuals
2:59:41 since ultimately you may be voting on
2:59:43 them um that would be wonderful thank
2:59:46 you council president and I just wanted
2:59:47 to to um check one other thing so
2:59:50 tonight we had them coming up one at one
2:59:52 oneon-one I'm assuming for your next
2:59:54 session you'll have seven seated and
2:59:56 you'll be asking questions and
2:59:57 potentially followup questions so it's a
2:59:59 little more interview style than what
3:00:00 you've done okay great just so that they
3:00:03 understand any other thoughts or
3:00:06 suggestions about the next process
3:00:08 moving forward council member Hall um
3:00:10 yeah no without getting into specifics
3:00:12 well actually hold on a second um just
3:00:15 um I would love it if we had an 18
3:00:17 person Council and we could have all of
3:00:18 you on council with us things might go a
3:00:21 little slower we have incredibly
3:00:23 incredibly gifted people and Incredibly
3:00:25 gifted VCH of people ready to step up
3:00:27 and serve here in isqua so I'm really
3:00:29 I'm happy about that
3:00:32 um in terms of process I think what you
3:00:35 two have described makes sense to me um
3:00:38 and then we can have a question of
3:00:39 whether or not it's questions that
3:00:42 happened there or or in advance but in
3:00:44 terms of being able to ask a questions
3:00:46 to people sat down at a table makes
3:00:48 sense to me um couple thoughts on that
3:00:50 one um maybe having questions that are
3:00:54 more tailored towards some of the policy
3:00:56 issues that we anticipate coming up this
3:00:58 calendary or maybe this bium or
3:00:59 something some of kind of the meteor
3:01:01 things um and then also would like to
3:01:04 make sure that um each well actually
3:01:07 maybe this is a question for the rest of
3:01:08 the council I was thinking it would make
3:01:10 sense that each candidate is asked the
3:01:12 same question and candidates aren't
3:01:14 asked different questions um just for um
3:01:17 sense of of being able to actually
3:01:19 measure how people feel differently
3:01:21 about par particular issues but was
3:01:23 there anyone that felt differently like
3:01:24 maybe we should be able to ask different
3:01:26 questions to different because also I
3:01:27 don't know we can't ask everything under
3:01:29 the sun counil president great
3:01:33 questions yeah I think those are are
3:01:34 great questions and just to follow up
3:01:37 I'm hoping that the council can get out
3:01:38 from behind this dis and uh we can have
3:01:41 maybe a round table and not uh have us
3:01:44 up here and them down there um
3:01:47 suggestion at least that we do that and
3:01:51 then um I'm wondering if we can I like
3:01:54 the idea of asking uh you know everybody
3:01:57 the same questions and then I wonder if
3:01:59 we could I wonder if we could kind of
3:02:01 blend that with some individual
3:02:02 questions or followups and make it more
3:02:05 of a dialogue or a
3:02:07 discussion uh rather than a sort of a a
3:02:10 grilling so yeah so I'm thinking maybe
3:02:13 we can uh start off with a couple of
3:02:15 standard questions and then uh and then
3:02:18 maybe open it up for just dialoguing
3:02:20 that that would be a thought I like that
3:02:22 too okay council member Ray want to Riff
3:02:25 on uh the deputy council president and
3:02:28 um I I think this is a horrible setting
3:02:30 for this next step um I was actually
3:02:33 thinking similar lines and I was
3:02:34 wondering if we could move to tibet's
3:02:37 Manor because it's a it's a it's a more
3:02:40 um you got a you got a maybe on that so
3:02:43 there's probably some Logistics that
3:02:45 we'd have to check out but what I'm
3:02:48 hearing is not on the DI yeah so
3:02:50 whatever it is some some um something
3:02:52 that's not quite yeah and tiets was just
3:02:55 what came to my mind because we've done
3:02:56 meetings there something to think about
3:02:58 and when we were at Committee of the
3:02:59 whole versus Council committees we were
3:03:02 able to do a rectangle here so um we'll
3:03:06 work out May there may be already
3:03:07 another group there that night okay
3:03:10 we'll we'll work with Council leadership
3:03:12 but we can I think make this room
3:03:14 work thank you I like that good

3:03:20 about what you might want to be letting

3:04:19 to make an appoint to possibly make an
3:04:22 appointment to council position number
3:04:24 six there's no Committee of the whole
3:04:26 meeting this month due to President Day
3:04:28 in the isqua school district midwinter
3:04:30 break there are no council or committee
3:04:32 meetings scheduled for the week of
3:04:33 February 17th the next regular city
3:04:36 council meeting is Monday February 24th
3:04:39 anticipated items include the mobility
3:04:41 Action Plan update the 2024 Arch Housing
3:04:44 Trust Fund informational update 2024
3:04:47 ecomic development annual report and
3:04:49 council president did you also want to
3:04:51 add something yes um so at the beginning
3:04:54 of the year we usually appoint council
3:04:56 members to um some of our regional seats
3:04:59 as well as our um committees and chairs
3:05:02 we've decided to delay the committee and
3:05:04 chair changes until after we get the new
3:05:07 member so everyone will continue on
3:05:09 their um seats in the meantime but um we
3:05:14 do have just a few Regional seat
3:05:17 appointments um which is mostly just
3:05:18 continuing what we've done um council
3:05:21 member Joe on CWA the Cascade water
3:05:24 Alliance East Side Fire and Rescue um
3:05:27 members for Hall and Marts and myself as
3:05:31 alternate East Side Transportation
3:05:33 partnership Council Deputy council
3:05:36 president D Michelle um council member
3:05:38 Joe as um Chamber of Commerce and eltac
3:05:41 the lodging tax advisory committee um
3:05:44 council member hall for the coky work
3:05:47 group and wira 8 which is our
3:05:50 Watershed um and then um pick the public
3:05:55 issues committee council member MZ uh we
3:05:58 do have a few opportunities for the new
3:06:01 council member to serve as an alternate
3:06:03 in some of these areas so that they can
3:06:05 learn the ropes but we would make that
3:06:07 assignment based on their availability
3:06:09 and interest after an appointment is
3:06:12 made thank you anything else for the
3:06:14 good of the order

3:06:25 environmental um session on Wednesday
3:06:29 the 12th at 6: PM this is a very
3:06:33 entertaining and insightful uh session

3:06:42 world uh in tatters and I think that we
3:06:45 need to hear what they have to say and
3:06:47 make sure that we are um working every
3:06:50 way that we can to make sure we Le the
3:06:52 world better than we found it thank

3:07:32 in Isa and graffiti around our city that
3:07:36 displayed anti-semitic and hateful
3:07:38 messages I want to make it clear that
3:07:40 this type of behavior will not be
3:07:42 tolerated here in isqua the isqua police
3:07:45 department is actively investigating
3:07:47 these incidents and if you see any kind
3:07:49 of graffiti or hateful messages anywhere
3:07:52 in isqua please report it immediately to
3:07:55 the isqua police department isqua is a
3:07:58 welcoming and inclusive City and we are
3:08:00 proud of our diverse community that
3:08:01 makes isqua so special together we will
3:08:04 let it be known that isqua will not
3:08:06 tolerate hate or discrimination in our
3:08:09 city so I did not want to leave that out
3:08:11 tonight because this is really recent
3:08:12 news here in town thank you council
