On March 21, 2022 the City Council awarded the contract for the Blackberry Park Play Area Improvements Project, to NW Playground in the amount of $472,140.80 (including sales tax). The completed contract cost was $485,820.73. Two Change Orders totaling $13,679.93 were approved. The first Change Order was for additional leveling and repair of the turf area. The second Change Order was for the replacement of two trees, some additional concrete work, and some additional work within the Sensory Circle. Both change orders were within the 4.25% project contingency.

In June 2014, Issaquah entered into an interlocal cooperation agreement (pursuant to RCW Ch. 39.34) with King County to allow Issaquah to apply through King County for federal Community Development Block Grant (“CBDG”) funding for public infrastructure and park projects that serve moderate to low-income neighborhoods, AB 6828. In addition, the interlocal consortium provides community members and non-profits options to apply for home repair grants or loans, support homelessness, human service funding, among others. The City has since been the recipient of CBDG funds.

The City of Issaquah has partnered with A Regional Coalition for Housing (ARCH) for many years to preserve and increase the supply of affordable housing in East King County. One of the tools used is the Trust Fund which provides investment in affordable housing throughout the East King County region. The City provides an annual contribution to the ARCH Trust Fund of $175,000.

0:47 tonight's meeting is going to start with
0:49 a few items of special business of the

0:54 id1368 this is a Constitution Day
0:57 Proclamation where we recognize the work
1:00 of our courts and I'd like to invite
1:03 judge Stewart and Lead judicial
1:05 specialist Nikki Meister to lectern
1:17 we have two just just to make it
1:21 confusing and for those doing public
1:23 testimony later that go right ahead
1:25 that's way Council can see you the best
1:27 uh this is my way of presenting this
1:29 group to you so welcome both of you nice
1:32 to see you
1:34 where is the United States Constitution
1:36 has shaped the progress values and laws
1:39 of this country Washington State and the
1:42 City of Issaquah and September 17th is
1:45 commonly known as Constitution Day and
1:47 citizenship day to commemorate the
1:50 signing of the U.S Constitution in
1:52 Philadelphia on September 17 1787.
1:55 and whereas National Constitution Day
1:57 was developed to honor the principles of
1:59 the Constitution and the striving
2:02 towards a more perfect union
2:04 and citizenship day is recognized to
2:06 welcome and celebrate New citizens of
2:08 the United States in our to our
2:10 community
2:11 whereas the city of issaqua strives to
2:13 embody the values espoused in the
2:15 Constitution Empower citizens to
2:17 participate in government and buy and
2:19 abide by its laws and promise and
2:22 whereas the Issaquah Municipal Court
2:24 plays a vital role in upholding the
2:26 Constitution establishing and
2:28 maintaining public trust and confidence
2:30 through jurisprudence and consistent
2:32 service to the Issaquah Community
2:34 including the delivery of court services
2:36 to the cities of Duval North Bend and
2:39 Snoqualmie and whereas the Issaquah
2:42 municipal court has introduced
2:43 Innovative problem-solving approaches to
2:45 better serve the common welfare and
2:48 abide by the ideals of the Constitution
2:50 and whereas it is appropriate to
2:52 acknowledge and thank Issaquah Municipal
2:54 Court staff on this celebration of the
2:57 236th anniversary of the Constitution
3:00 signing now therefore I Mary Lou Paulie
3:03 the mayor of the City of Issaquah you
3:05 hereby Proclaim September 17 2023 to be
3:08 Constitution Day in the City of Issaquah
3:10 and I invite the community to join me in
3:12 thanking issaquah's Municipal Court
3:14 employees for their service and
3:16 outstanding contributions and the vital
3:18 role they play in upholding the
3:19 Constitution
3:21 thank you so much all you
3:26 and as as he usually does Judge has some
3:30 words of wisdom to share with us all
3:34 I don't know if I have any real words of
3:35 wisdom what I told Nikki was I going to
3:37 have her speak and she threatened me so
3:40 um steps away
3:42 um I just want to thank the council
3:44 mayor for all the support you have for
3:46 the court we've loved having folks
3:48 especially coming over for our community
3:49 Court I want to tell you our next
3:51 graduation is September 21st and in the
3:54 afternoon we have two really really uh
3:58 um good young people that can go through
4:00 the graduation both of them very young
4:01 both of them been with us for six or
4:02 eight months or so and I I think it's
4:04 going to be a lot of fun so anybody
4:06 wants to come over members of the
4:07 community invite as well Community
4:08 Court's a pretty cool thing
4:12 it's really cool Community Court's a
4:14 pretty cool thing it's a um it's a
4:16 program where you take folks out at the
4:18 traditional route of arraignment
4:21 pre-trial guilty but most folks end up
4:23 pleading guilty or convicted of
4:25 something and then there's threats of
4:26 jail and stuff like that and what you do
4:27 is you bring them to the court and from
4:29 the court setting you give them access
4:31 to the resources that they need in the
4:33 community and so someone comes in and we
4:35 do a a evaluation of them determine what
4:38 they need mental health treatment
4:39 alcohol drug treatment housing food and
4:43 the zoom World which we discovered when
4:45 this first started during covid has
4:48 allowed us to bring more resources than
4:50 a jurisdiction decided so this squad
4:51 typically would have because we have
4:53 kiosks set up in the hallway and we zoom
4:56 into a resource room and the resources
4:58 are in that room and they go off and
5:00 they meet with the folks that address
5:01 their needs they then develop a plan and
5:03 essentially we turn folks around by
5:05 giving them the resources they need that
5:07 hopefully pull them out of the Criminal
5:09 Justice System allow them to be happy
5:10 productive members of the community you
5:12 do it every Thursday except during jury
5:15 week every Thursday we have a resource
5:16 room followed by a court it's always
5:18 open to the public we encourage folks to
5:20 come in sometimes mayor Paulie was here
5:23 with the council County council member
5:24 on Thursday and they got a surprise
5:26 because one of our community Court
5:28 members has just accepted a full ride
5:30 scholarship at Grambling University uh
5:33 to teach children of underprivileged
5:36 backgrounds who wants to be a teacher
5:38 and he read us a letter that he wrote
5:40 that as part of his application process
5:43 that was just very moving and sometimes
5:45 things like that happen in that court
5:46 it's really really a good experience and
5:49 so far the Court's been funded fully by
5:51 the state we've applied for Grants we've
5:53 successfully been successful in the
5:54 grants we've have a community Court
5:56 coordinator that assists what's the
5:58 program that she's got the volunteers
6:00 working at
6:05 but but she finds volunteer
6:07 opportunities within the City of
6:08 Issaquah and such and these one of the
6:10 things they have to do in community
6:11 quarters they have to volunteer for the
6:12 community because the idea is that
6:13 they're giving back to the community as
6:14 well as receiving the benefit and the
6:16 goal is and these are not with more
6:17 these are with the less serious crimes
6:19 that we have the goal is that this
6:21 person with a limited history they get
6:23 the resources they need they give back
6:24 to the community to earn the benefit of
6:25 a dismissal so you get these things on
6:27 criminal trespasses and stuff like that
6:29 but council's been very involved we've
6:31 had a number of council members come in
6:32 and invent members of the community it's
6:33 really interesting it occurs right here
6:35 uh and the fun one to be at would be on
6:37 this Thursday because we have a
6:38 graduation with two very deserving young
6:40 people
6:41 beyond that I want to emphasize that uh
6:43 our court is committed to the principles
6:45 of the Constitution both federal and
6:46 state good to be here on Constitution
6:48 Day and we're also working on our uh the
6:50 vision and mission of the city of so
6:52 very much appreciate this
6:55 I'm gonna give Nikki a chance to talk
6:57 but she would threaten me again

7:26 do a couple more proclamations I'd like
7:28 to invite Alicia spinner from the local
7:30 nonprofit the circle to the lectern
7:31 welcome Alicia
7:36 this Proclamation is for a recognition
7:38 of Hispanic Heritage Month
7:41 and whereas each year Americans observe
7:43 National Hispanic Heritage Month from
7:46 September 15th to October 15th by
7:48 celebrating the histories cultures and
7:50 contributions of Americans whose
7:52 ancestors came from Spain Mexico Central
7:56 America South America and the
7:58 Spanish-speaking nations of the
7:59 Caribbean
8:00 according to the 2020 census the
8:03 Hispanic population of the United States
8:05 was 62.1 million people making people of
8:09 the Hispanic origin the nation's largest
8:11 ethnic or racial minority
8:14 18.9 percent of the total U.S population
8:17 is caused diversity in Hispanic
8:19 population have increased over the last
8:21 30 years from 1990 when 90 of the
8:25 residents were white and only two
8:27 percent Hispanic and Latino to more
8:30 recent times where 65.7 percent of our
8:33 residents are white and nine percent are
8:36 Hispanic Latino and we commit to
8:38 embracing and embracing diversity and
8:42 inclusion by paying tribute to a
8:44 Hispanic heritage through education
8:46 acknowledgment and celebration within
8:49 our community
8:50 and this year's theme you need those
8:52 inclusivity for a stronger Nation
8:54 encourage us to ensure that all voices
8:57 are represented and welcome to help
8:59 build stronger communities in a stronger
9:01 nation and it encourages us to reflect
9:04 on all the contributions Hispanics have
9:06 made in the past and will continue to
9:08 make in the future in this community it
9:11 is a reminder that we are stronger
9:12 together
9:13 now therefore I Mary Lou Paulie mayor of
9:16 the City of Issaquah do hereby Proclaim
9:17 September 15 through October 15 2023 to
9:21 be Hispanic Heritage Month in the City
9:23 of Issaquah and I urge the community to
9:26 join in special observance and
9:27 celebration of Hispanic heritage
9:30 and I'm assuming you may want to have a
9:32 few words

9:41 this
9:42 um thank you for recognizing all the
9:43 Latinos that were here in Issaquah
9:47 um with a circle we are serving many of
9:49 the families we have more of 300
9:51 families that we're now right now
9:54 serving from the Latino Community we are
9:57 organizing a big celebration for the Day
10:00 of the Dead November 5th in the
10:02 community center we're already you know
10:05 we have meetings every week and we have
10:07 a large group of volunteers more than
10:09 100 volunteers getting together this
10:12 event for all of us so please go and
10:15 please keep supporting the Latino
10:18 community

10:33 believe council member hunted as well a
10:35 few others and it was very very good it
10:37 was a mixture of both Joy and sorrow
10:39 since one of our young Latinos in the
10:42 community had passed away at that time
10:43 as well so it was extremely moving event
10:48 for our last special business it's
10:50 id1381 East Side welcoming week
10:52 Proclamation and I'd like to invite
10:54 Economic Development coordinator
10:56 Pharrell otiano to the lectern Ralph
11:03 welcome
11:06 so whereas the East Side cities of
11:08 Bellevue Issaquah Kirkland Redmond and
11:11 Sammamish have jointly celebrated East
11:13 Side welcoming week for the past seven
11:14 years and where is these cities
11:16 recognize the importance of ensuring
11:18 that all residents feel safe secure and
11:21 welcome and whereas East King County is
11:23 one of the most racially and ethnically
11:25 diverse regions in Washington state with
11:27 over 35 percent of our residents coming
11:29 from places outside of the United States
11:31 and 38 percent of our residents speaking
11:35 a language other than English at home
11:37 and whereas in our highly mobile region
11:39 nearly one in five residents have lived
11:41 in their current residence for less than
11:43 one year and realizing our vision for a
11:46 welcoming Community requires actively
11:48 addressing the lived experiences of
11:50 those in the community who do not feel
11:52 welcome safe valued or included and
11:56 whereas historic and current impacts of
11:58 individual institutional and systemic
12:00 racism that result in harmful
12:02 disparities in education employment
12:04 income housing criminal justice and
12:07 quality of life as well as a sense of
12:09 belonging our community like others
12:12 across the nation has structured systems
12:14 and policies that contribute to
12:16 Injustice racial inequality and
12:18 discriminary treatment against residents
12:21 who were born in another country are
12:23 black indigenous other people of color
12:25 including those who hold intersectional
12:28 identities
12:29 and faith-based cultures people with
12:33 visible and invisible disabilities Etc
12:35 and lgbtqia
12:37 whereas to capitalize on diversity as an
12:40 asset our community must strive to
12:41 create a cultural environment that
12:43 ensures everyone can belong and everyone
12:45 can Thrive so now therefore we the
12:48 mayors of Bellevue not all here tonight
12:50 Issaquah Kirkland Redmond and Sammamish
12:52 Washington all jointly proclaimed
12:55 September 8th through 17 2023 as East
12:58 Side welcoming week and invite the
13:00 community to engage in Opportunities
13:01 during Eastside welcoming week and
13:03 Beyond to learn connect across
13:05 differences and to take Joint action to
13:08 achieve a welcoming Equitable and
13:10 inclusive community

13:13 week

13:17 uh first of all but meet me to thank the
13:21 council the mayor
13:23 and the community at Large and to remind
13:26 you we have two events that is one is on
13:29 Eighth it's Friday at Community Center
13:34 and I want to cordially invite all the
13:36 council members to this event and the
13:39 other event for the east side is next
13:42 week on Friday from 12 to 1 at together
13:46 Center in Redmond
13:48 so the event for next week is scheduled
13:51 to have a guest speaker to come and talk
13:54 about housing disparities within the
13:57 East King County as well I want to also
14:00 invite all of you to that event to come
14:02 and Grace that event with us otherwise

16:46 for the record my name is Liz tidyman I
16:49 live here in Issaquah
16:51 and
16:53 I always finish my homework at the start
16:56 of class and so I was still writing my
16:58 comment but I can manage
17:02 um so
17:08 I have been trying to understand the
17:11 through line
17:13 in Council decision making
17:15 or a thing
17:17 that is named
17:19 fc025 secured fencing for patrol
17:23 vehicles
17:24 and I use the whole name because of my
17:28 background in database design
17:30 calling it fc025 is how we distinguish
17:33 that occurrence of a project from other
17:36 occurrences of projects and it's
17:38 important to do that so
17:40 I think the first point on the through
17:43 line of this project is the 2020
17:46 through 2025 Capital Improvement plan
17:49 I think this is where the project First
17:52 shows up with the idea of spending a
17:55 little more than one hundred fourteen
17:56 thousand dollars
17:58 fast forward to the most recent point in
18:00 the through line
18:02 it's found in ordinance
18:05 3009 a budget amendment
18:08 dated March 24 2023
18:11 exhibit a
18:13 summarizes that for
18:16 fc025
18:18 secured fencing for patrol vehicles
18:21 446 thousand
18:24 dollars in excess of that was budgeted
18:27 for 2022
18:29 a little more than 25 000 was spent
18:32 and so a little more than 415 000 is
18:36 reauthorized or
18:39 fc025
18:41 secured fencing for patrol Vehicles
18:43 that's what the ordinance says
18:46 so I wonder how did we get from the idea
18:48 of spending 114
18:51 000 on a secured fencing project to
18:54 authorized spending well over four
18:56 hundred thousand
18:57 few more points in the through line tell
18:59 the story for example
19:01 the adopted budget of 2022 authorized
19:04 expenses of two hundred and eighty two
19:06 thousand
19:08 that's quite a bit less than the recent
19:09 ordinance says was budgeted in 2022
19:12 there must be another point in the
19:14 through line that I haven't found yet
19:15 maybe another budget amendment
19:18 on February 22nd 2023 a new through line
19:21 starts
19:24 it is for a project with a distinctly
19:26 different name and scope
19:29 it is a remote access control project
19:32 a city employee made a presentation to a
19:35 committee Council excuse me a council
19:37 committee describing a problem and
19:39 offering two options to solve it
19:42 I understand the problem my words not
19:46 the employee's words is that the city
19:48 can't get replacement parts for the
19:50 current access control system in the
19:53 jail
19:54 sometimes the control board gives
19:55 incorrect information about whether a
19:57 jail cell is locked or unlocked
20:00 I agree that might be a problem
20:02 the presentation also said that a bucket
20:05 of money had been found in that there
20:07 was an underspend on payroll in 2022.
20:10 this bucket would have enough in it to
20:13 fund
20:14 a new remote access control project
20:18 to the tune of something like 435
20:21 thousand dollars
20:22 Council committee asked about
20:23 collaboration with folks affected by the
20:26 project Council committee was told that
20:29 all necessary collaboration had been
20:31 done I watched the video again today
20:34 with that Assurance Council committee
20:36 voted to move forward with option one

20:46 it is my personal opinion that not all
20:49 the necessary collaboration had been
20:51 done by February 22nd call it a
20:53 respectful difference of opinion
20:55 so another point in the through line
20:58 is that on March 7th Council approved
21:00 agenda Bill 8517 authorizing the spend
21:06 and that resulted in the ordinance
21:10 another point in the through line June
21:12 5th we showed up to say there's a number
21:14 of things that haven't been considered
21:15 and I'm very grateful that you took the
21:18 action of suspending the rules to get a
21:20 conversation continued but I'm here
21:22 today I think you're going to hear about
21:24 the progress today
21:25 but I'm here to say that all rules of
21:27 procedure have ways to amend things
21:30 previously adopted and I'm here to ask
21:32 you to amend the thing you did on March
21:34 7th

22:23 I'm here
22:24 for supporting the
22:27 the new project not to support the
22:30 project but the support the homeless
22:32 people dinner
22:35 I think I have an experience that I went
22:39 through
22:40 about six seven years ago when there was
22:44 no place to send my daughter that she's
22:46 autistic and she was at home with me
22:49 she's 52. she has nothing to do and I
22:54 was searching to get a little job or a
22:57 little some volunteer work for her
23:00 finally I find a good place in Issaquah
23:04 where my daughter she volunteered over
23:06 there with me we cook at home together
23:09 she enjoys cooking she enjoying serving
23:13 as my experience with the community
23:17 serving the homeless people
23:20 I never had any issue either with my
23:25 daughter
23:26 having problems or with a homeless there
23:29 I stay there I bought the food I serve
23:33 it my daughter serve it thanks to the
23:36 good people here
23:38 so I feel why put in fans I never saw
23:42 anything that happened why would we have
23:45 the fence in
23:47 we park right by the kitchen area the
23:50 entrance way to bring the hot food here
23:53 are difficult it will be for us to walk
23:57 far away and what the fences do who's
24:00 going to protect it nothing could ever
24:03 happened there
24:05 I I was there all the time
24:09 when on a Sunday we never had any shoe
24:13 we hear people come in peacefully eat
24:17 their dinner well and be respectful to
24:21 everybody including my daughter
24:23 sometimes that she was doing
24:25 or Screaming they never
24:28 erase their voice
24:30 I mean I feel bad for
24:34 what is the reason to Francine
24:38 was there any reason with anybody uh in
24:42 our Behavior right
24:44 I don't feel that's a necessary defense
24:48 I think the city should reflected and
24:50 spend those money someplace else
24:53 maybe get more help for people they need
24:58 in the community
25:00 get more help for people hard disabled
25:03 get more help to help the homeless have
25:07 a safer place to live
25:09 and not just throw these people off
25:12 that's a place they call it home over
25:14 there to go and eat the dinner
25:16 I feel really
25:19 frustrated because we do like to help
25:23 the community we too like the help of
25:25 the one we need and we ask you
25:33 fans there because it is no need of a
25:37 fans everything is never happened there
25:39 I can testify that
25:42 when I was there never happened anything
25:45 the homeowners are very respectable
25:47 they're quiet they eat in their dinner
25:50 they enjoy coming in and have people
25:53 bought food serve
25:55 to them
25:57 where they can go they have no place to
25:59 go you see them on the street
26:01 they should be taken off the street they
26:03 may be helping and give them a place
26:05 where to be maybe they need a healthy
26:08 either you know as an emotional or
26:11 mental issues
26:13 that's why we need to reflect on
26:15 we need to reflect the help of them put
26:18 them in a security place
26:20 not the fancian

26:38 my name is Elizabeth
26:41 I've been a resident of Issaquah since
26:44 1982 that's about 40 years
26:48 and uh
26:50 I've run a business in Issaquah
26:53 lots of things
26:55 very much part of the community
26:58 I recently watched a Netflix documentary
27:01 by Dan buettner
27:03 secrets of the Blue Zone
27:06 and this is about
27:08 looking at places where an unusually
27:11 large number of people who've lived over
27:13 a hundred years are found
27:16 and that inspired me to think about our
27:18 community meals program in light of the
27:22 overall health of our community
27:25 in the blue zones Dan found that there
27:28 was less heart disease and dementia as
27:31 well as increased longevity and life
27:34 satisfaction
27:36 diets did tend to be more plant-based
27:39 the key factors were more about
27:42 lifestyle rather than a specific diet
27:46 these places had environments that
27:49 encouraged walking and gentle exercise
27:52 communal Gatherings with friends and
27:55 family around tasty meals
27:58 daily rituals to unwind and not a lot of
28:01 worry
28:04 the communities encouraged people to put
28:07 their gifts to work for the good of the
28:09 community and to invest in a circle of
28:12 friends
28:13 our community meals programs bring
28:17 people together for tasty meals on a
28:20 regular basis allowing for enduring
28:23 friendships to form
28:25 they're located in a walkable part of
28:28 town close to public transit
28:31 they provide opportunities for people to
28:34 use their culinary skills and their
28:36 gifts for Hospitality in meaningful ways
28:39 that enhance life in Issaquah
28:43 my appeal to you is to ask that we allow
28:46 all this positive stuff
28:49 not to be overshadowed by a fence which
28:53 proclaims worry
28:55 and distrust
28:58 but to find other ways to make the
29:01 parking lots and the hall feel like safe
29:06 places for our First Responders and for
29:09 our whole community
29:11 there must be something that's
29:15 less hostile looking
29:18 an offense
29:20 and we haven't really gotten any
29:24 data from the city
29:26 to support the need or offense
29:31 along with my friends I really encourage
29:34 you to rethink this whole fence idea

31:24 hello I'm Marilyn ottinger one eight two
31:27 two zero Southeast 43rd Court I've lived
31:29 in Issaquah since 1986.
31:31 since 2007 I've coordinated the Thursday
31:34 lunches at the Community Hall and in
31:36 2008
31:37 we began weekend meals I'm proud to live
31:41 in a city that provides a free hot meal
31:43 365 days a year
31:46 at the end of the June 5th council
31:48 meeting I heard that the Community Hall
31:50 users were going to be included in
31:53 brainstorming alternatives to the
31:55 proposed fencing behind the Community
31:57 Hall
31:59 the only idea presented at the August
32:01 10th meeting which was a follow-up
32:03 meeting was a plan to drive up
32:07 Buzz the police to sap dispatcher to
32:09 open a vehicle gate Drive-In Park carry
32:14 out the first load to a pedestrian gate
32:16 where you'd Buzz the dispatcher again
32:19 no Alternatives other Alternatives were
32:21 discussed
32:23 so I want you to imagine
32:25 70 year olds with arms loaded with food
32:29 on a rainy evening standing at a gate
32:32 that you're supposed to push a button to
32:35 alert a dispatcher to unlock the door to
32:38 allow you to get to the kitchen door
32:41 this process would need to be repeated
32:43 maybe four or five or six times until
32:45 the car was unloaded then you'd have to
32:47 park the car on the street and Buzz the
32:49 dispatcher to open the gate again
32:52 and this would need to be repeated for
32:54 everybody who is providing food for the
32:57 meals hopefully the dispatcher isn't
33:00 answering emergency calls
33:03 and try imagining asking your parents to
33:07 do this
33:08 as proposed this would be what is
33:10 required
33:12 so we're addressing you City Council
33:15 Members because you are the ones that
33:18 the citizens have entrusted with the
33:20 authority to reconsider this project
33:23 which is solving a security problem
33:25 which we have seen no evidence exists
33:29 while creating an onerous situation that
33:33 we don't need or want
33:35 so as it stands you're choosing fencing
33:37 over a meal program because if you put
33:40 barriers in the way of elderly
33:42 volunteers
33:44 they'll stop volunteering and the number
33:47 of individuals that prepare and serve a
33:50 thousand free meals each month will
33:53 wither
33:55 but the need will not
33:58 so here's an idea that came out of my
34:00 own personal brainstorming
34:03 if we must build a fence
34:06 use it to enclose the police parking lot
34:09 which includes 17 parallel parking spots
34:13 plus six more adjacent to Memorial Field
34:17 do not extend the fencing behind the
34:20 Community Hall
34:21 there is a natural break between the two
34:24 properties do not extend the fencing to
34:28 the parking lot behind the Community
34:30 Hall
34:31 this seems like a reasonable compromise
34:36 I hope you agree

34:58 my name is Norm Ziegler I live at 4617
35:02 225th Avenue in Sammamish
35:06 I have been a long time volunteer in the
35:10 Issaquah committee community over 15
35:12 years at the food and clothing bank at
35:16 the Hatchery and today I'm representing
35:19 our Emma volunteer for the community
35:22 meals program
35:25 I said last month when I spoke to you in
35:29 June that I am opposed to the fencing
35:32 proposal which totally eliminates
35:34 convenient parking and access to the
35:37 back door of the Community Hall and at
35:40 that meeting we gave very many examples
35:43 some of which Marilyn mentioned today
35:44 about how difficult it is if you
35:47 eliminate that parking
35:50 this access is critical to the community
35:52 meals program which has been an
35:55 important offering in this community for
35:57 close to 20 years and as Marilyn
36:00 mentioned serving close to 1 000 meals a
36:03 month
36:05 I'm back tonight because there has been
36:08 no satisfactory solution that we're
36:10 aware of
36:11 so I brought one to propose to you
36:14 so my solution first of all
36:16 starts with something that the city has
36:19 already implemented
36:21 the city has recently installed signs in
36:24 the police department parking lot and
36:28 the fire department parking lot the
36:30 signs read parking for police and fire
36:34 department Vehicles only
36:39 hopefully that is working as intended
36:43 second let's earmark six more parking
36:46 spots
36:47 near the back of the Community Hall that
36:51 can be easily used by Community meals
36:53 volunteers and post some additional
36:56 signs
36:57 parking for Community Hall use only
37:03 that makes us happy hopefully it makes
37:05 you happy
37:07 end of story
37:09 but perhaps not because we've raised the
37:12 issue or the city has raised the issue
37:14 of security issues so if they are really
37:18 a concern
37:20 install two to three cameras in those
37:22 parking areas that can be monitored by
37:25 the police department
37:27 and if that's not enough you can also
37:29 install a sign
37:31 area monitor 24 hours a day by the
37:34 Issaquah Police Department
37:36 that certainly should be a deterrent and
37:39 provide the police department with
37:41 necessary information to follow up on
37:44 any security problems
37:48 and as a final possible security move
37:52 to build that fence that was mentioned
37:55 earlier that would just and I guess it
37:57 was proposed in a project back in
38:00 1920 as I understand it to build a
38:03 limited fence just to protect the police
38:07 patrol Vehicles only
38:12 so as the old Roy Rogers song says and
38:17 many of you are probably too young to
38:19 remember
38:20 but Don't Fence Me In
38:24 so I think this solves our problem at
38:27 least from our point of view the police
38:29 and fire have reserved parking for their
38:31 personal vehicles the Community Hall
38:33 volunteers have six parking spots with
38:37 easy access to the Community Hall
38:40 it saves the city close to a hundred
38:42 thousand dollars you don't have to build
38:44 a fence
38:45 and the people that have been working on
38:47 this project are now freed up to work on
38:50 other important city projects
38:55 that's my solution
38:57 easy peasy I'm not sure what easy peasy
39:00 means but people say it but let's just

40:01 and I just want to remind you that we do
40:05 have two Mias from this wonderful City
40:08 of Issaquah I know both of them knew
40:12 their life story Emmett is the one who
40:14 his nickname was skip he was a navigator
40:18 on a C-130 on a special bombing run then
40:22 uh that plane was exploded they never
40:26 found his body he never came home to
40:30 Issaquah
40:32 so every time that flag flies over there
40:34 it means a great deal to me because this
40:38 community that I love
40:40 recognizes that he gave his life and he
40:45 hasn't come home and our wish is that
40:47 someday he will hence that flag flies
40:52 to my friends that are here with me
40:55 tonight I don't want to talk about the
40:58 fence Autumn is grateful for that
41:02 but I do want to talk about something
41:04 that's very important I have uh chaired
41:09 and been part of an Alcoholics Anonymous
41:11 meeting that has been
41:14 um both at the old uh
41:18 bleachers then moved over to the senior
41:21 center and now meets in uh
41:25 Community Hall
41:27 so I've been with that organization
41:30 as a spokesman for
41:33 since 1998 that's a long time
41:37 we invite new people who really need
41:42 help
41:43 to be able to stop drinking to come into
41:47 our midst
41:48 this fence and the whole idea of the
41:52 fence is placing something that you have
41:55 no idea yourself
41:57 what that means it's scary it's really
42:01 scary in a time when those people are
42:04 reaching out for help
42:06 for everything that they can possibly do
42:11 to stop a terrible terrible disease
42:17 I'm asking you to give that fence a
42:20 rethought because of what it's going to
42:24 do to that wonderful group
42:27 I've already volunteered that will move
42:29 if the fence continues we'll find
42:32 someplace else that's welcoming because
42:35 that's going to be a very very scary
42:38 thing for them to have to face thank you

43:24 and I've been a member of the Issaquah
43:27 Community for
43:29 over 20 years
43:31 and uh
43:34 participant in the community meal
43:36 program
43:37 for most of that time a little bit less
43:41 but from the beginning as well
43:44 and it just occurred to me this week
43:46 that there's been I think a wonderful
43:50 event that has happened in Issaquah with
43:54 the building of the troll
43:57 and I'm from Chicago and a lot of my
44:00 family still lives there and the troll
44:03 was a huge
44:07 event in Chicago and when my sister knew
44:11 that it was going to come here she had
44:13 saw that it was coming to Issaquah she
44:15 made sure everybody in the family is
44:17 following the Danish artist on
44:21 Instagram and we went to see it being
44:25 built and I've seen it three times and
44:29 the last two times there was a line
44:32 almost a half a mile long for people to
44:35 wait and take a picture in front of that
44:37 troll
44:38 and I'm going to say that it's such a
44:42 wonderful feeling to be there these are
44:45 people from not only Issaquah but all
44:47 over there's families there's kids on
44:50 bikes there's people who don't speak
44:51 English there's
44:54 um I mean it's a joyful event and to me
44:58 that is the opposite of Defense
45:02 I mean I think that's the part of
45:05 Issaquah that I like to think is the
45:08 true part of our community and
45:12 the idea of offense is scary as was
45:16 noted tonight it is
45:19 a barrier
45:21 and
45:23 what was spoken also of people's
45:27 well-being longevity is community
45:30 and I think if we could spend our time
45:33 and our inspiration to how we can
45:37 develop that and meet each other and eat
45:41 together in a barrier-free place I think
45:46 that means more than
45:49 what would be a message that people see
45:53 when they see a fence thank you
45:56 thank you thank you for getting up to
45:58 speak is there anyone else who would
45:59 like to speak this evening who hasn't a
46:01 chance to come up

46:09 um we heard uh several different topics
46:11 tonight the most speakers came to talk
46:13 about the remote access control project
46:15 the speakers were in support of the
46:17 community dinners and the good and
46:19 respectful behavior of the meals
46:21 volunteers and the guests that come to
46:22 join them
46:23 they're in support of reconsideration of
46:26 the project
46:27 and pointed out that fencing can be
46:30 scary for those who are reaching out for
46:32 help we also had a speaker talk about
46:35 her gratitude for all of those different
46:37 groups in town that are participating
46:39 participating in welcome week heard that
46:42 the missing and action flag will again
46:43 be flying soon on the city's flagpoles
46:46 and a little bit about the troll event
46:48 which has been stealing a bit of the
46:49 headlines
46:51 um I'm just going to thank you all for
46:52 coming and also say two things that make
46:56 me a little sad and one is that
47:00 there is the thought that the security
47:04 might be for the security who might be
47:07 attending the programs that the people
47:08 who might be causing problems
47:10 you know that's just not it that is not
47:13 it at all I think the program you have
47:15 is amazing the people that come are
47:16 respectful and your volunteers are
47:18 hugely respectful so that breaks my
47:21 heart that that perception is out there
47:23 that it might be that people who are
47:25 using the facility itself are causing
47:27 issues
47:29 um because that's that's just not in in
47:31 our consideration at all but also I just
47:33 want to thank you for keeping coming and
47:35 sharing your comments and your opinions
47:37 as the progress as the process works
47:39 forward
47:40 we agree should be welcoming so um thank
47:44 you for coming thank you to staff for
47:46 coming as well and we're going to move
47:48 to our next agenda item this evening

50:36 of ID 1457 affordable housing Capital
50:39 funding and Pioneer program we have
50:42 um at the August 9th 2023 services
50:45 safety and Parks committee the
50:46 administration made the recommendation
50:48 for the one-time allocation to the arch
50:50 trust fund as part of the affordable
50:52 housing fund discussion committee was
50:54 supportive of this allocation and
50:55 directed the administration to pursue a
50:57 budget amendment uh next steps if
50:59 approved a budget amendment would
51:01 allocate three hundred thousand dollars
51:02 Arch be utilized as part of the
51:04 trustwise
51:06 thank you councilman Mertz councilmember

51:10 thank you I pulled this off consent
51:13 because when I was reading the packet I
51:17 found myself wanting more information
51:19 about this item and I believe that
51:23 affordable housing and
51:25 um and how we get the affordable housing
51:28 that our community needs is one of the
51:29 most pressing issues before our Council
51:32 and we also had previously discussed
51:34 affordable housing in a
51:36 um a bigger context at the council level
51:39 and so
51:41 um and we will have another conversation
51:43 about how we spend the other part of
51:46 this funding coming up in October so I
51:51 pulled this down to ask a few questions
51:54 and given the community interest and the
51:57 importance to the community of this
51:59 topic thought just to have that in a
52:02 council meeting rather than through a
52:05 string of emails
52:07 um questions for the committee or
52:09 questions for staff
52:11 I think they are probably more for staff
52:15 but okay I also welcome feedback of
52:18 course from the committee members that
52:19 did
52:21 um consider this in committee that is
52:23 great and we have uh Jen Davis Hayes
52:26 here who is the staff in charge so I
52:29 went to fire away with your questions

52:31 um my first question was about the
52:34 timing of this we have an upcoming
52:36 meeting
52:38 um in October which is coming up
52:41 um where we're also going to be looking
52:42 at the rest of the funding and usually
52:45 if there's
52:46 um usually we would
52:48 consider the whole package if possible
52:51 to have a more holistic view so I
52:54 wondered about why this timing
52:56 um was important that it be on the
52:58 consent this evening

53:05 um when we did when we were talking
53:07 about the investment of all the
53:10 affordable affordable housing funding
53:14 um there was a broad agreement again for
53:16 the arch uh trust fund allocation where
53:19 the Strategic opportunity fund still had
53:22 some more details that needed to be
53:23 figured out and discussed and so when I
53:27 talked to the executive director Lindsay

53:41 um with the city uh or related
53:44 um uh asking her about the timing what
53:46 would be most appropriate for looking at
53:48 uh if it would be something that would
53:50 be helpful to have some of the money
53:52 this year some next year and what she
53:55 responded is that uh the current trust
53:57 fund applications
53:59 are are being accepted now um they've
54:02 had some uh pre meetings with all
54:05 interested parties and there has been a
54:07 higher than normal request rate so she
54:10 expressed that if she had access to this
54:12 funding sooner than later they would be
54:14 able to invest that 300 000 immediately
54:17 into projects so they could move more
54:19 projects forward so we thought that
54:21 would make sense to uh put this again
54:24 this board sooner than later again it's
54:26 only half of our house bill 1406 which
54:30 is the state pass-through money so we
54:32 still have access to some of that
54:33 resources for our own investing here in
54:36 the city but we believe that the
54:38 investing in Regional affordable housing
54:41 is an important part of what we do as
54:42 well
54:45 that's my rent okay thank you
54:49 what for for future use so this is a
54:52 one-time allocation
54:54 um for future consideration what are
54:56 other things that this fund could be
55:00 um could be used on that that could be
55:03 considered
55:05 uh the Housing Trust Fund at Arch or the
55:08 fund that we're talking about uh
55:10 creating I'm sorry I just want to be
55:11 clear on the question uh the funds that
55:14 we are creating
55:17 okay so right now again we're in in the
55:19 development phase but we are and we will
55:22 bring this information to council at the
55:25 committee of the whole meeting on
55:26 October 9th we are going back to
55:29 services safety and Parks committee on
55:32 then uh this month on the 19th so what
55:35 we're looking at is uh prioritizing
55:39 preservation Community Partnerships and
55:43 uh the transit Orient development
55:46 um and so we are looking at creating uh
55:49 some more details around uh the criteria
55:52 and priorities around sustainability
55:55 Equity etc for the fund so again we
55:59 we're still working on all those details
56:00 but we will be bringing that back the
56:02 19th of September the 9th and then
56:04 continuing conversation at a full
56:06 council meeting
56:08 um if that moves forward
56:14 was that uh your answer to your question
56:17 or are you looking for something else
56:20 um well it's I think it's part of the
56:23 answer to the question I guess the so
56:25 why was the recommendation then to do
56:28 um the three hundred thousand dollars
56:29 for this and then the other portion
56:32 which is also this was about have
56:35 um to do the other portion for those
56:37 other projects and and I'm asking
56:39 because we're allocating part now even
56:42 though we will be having this other part
56:43 of the conversation later so I think it
56:45 is still pertinent that this decision
56:49 okay thanks thanks for that
56:51 clarification so the um the the house
56:54 bill 1406 funds again which are the
56:56 pass-through funds are the uh are a
56:59 little bit more flexible than House Bill
57:01 1509 which is the 1.1 sales tax and so
57:06 um as far as what what makes more sense
57:09 to contribute to Art trust fund to allow
57:11 them to utilize
57:13 um it's the 1406 money so we know that
57:16 of the 15 cities of arch cities 10 of
57:19 them are contributing are basically
57:21 passing through their money to the arch
57:23 trust fund
57:24 um we in the in our strategic fund we're
57:27 looking at the entire portion of the 15
57:29 uh 90 funding and again partially of the
57:35 1406 money so
57:37 um again we wanted to keep some of that
57:39 money to be uh if we had some programs
57:41 that we wanted to invest in here at the
57:44 city because as you know we have a pilot
57:46 program through uh Motel 6 through
57:48 that's funded throughout next year if
57:51 there's an additional needs that we have
57:53 that wouldn't fit the 1590 funding
57:56 criteria we wanted to have some of those
57:57 resources
57:59 so again this is the the quote unquote
58:02 uh color the type the of money that
58:05 would be best to allocate to to Arch in
58:09 line with other cities in our region the
58:11 two the so the other five cities that
58:13 are not contributing out right now
58:15 Bellevue plans to do make their
58:17 contributions next year uh Kirkland in
58:20 the next biennium Mercer Island is doing
58:22 rental assistance and the two other
58:24 cities actually don't collect the funds
58:26 because they did not pass a resolution
58:27 to do so
58:29 is that a little bit
58:31 um more in line with what you were
58:33 inquiring uh yes that that's helpful
58:36 um so one more question it how how are
58:40 we going to
58:41 um hear back from Arch about how this
58:44 benefits issaquah's residents so
58:47 specifically looking at how we're going
58:49 to be tracking the benefits and hearing
58:51 back from
58:54 that's a great question so
58:57 um every year Arch is required to go to
58:59 all the cities to get approval for all
59:01 of their trust fund allocations so they
59:04 uh the application closes September 15th
59:06 they will be doing their due diligence
59:09 and making those recommendations and
59:11 coming back in December at the end of
59:13 this year for city council review and
59:15 approval we also can uh typically Arch
59:19 comes and talks to council we may not
59:21 have had them the last couple years
59:22 because of covid but we could invite
59:25 them in the first quarter of next year
59:27 to talk about this and hope more
59:29 holistic affordable housing if if
59:31 desired and then of course they do
59:34 quarterly reports that are actually
59:35 posted on the web so we can make sure
59:40 that those are shared when they are
59:41 published and that gives an update about
59:43 each of the projects that are in that
59:45 thumb
59:47 okay
59:48 um well I would certainly be interested
59:50 in having Arch come as was just
59:53 mentioned um it has been a while due to
59:56 external factors but that would be I
59:58 think helpful

1:00:16 city is also a benefit versus having it
1:00:19 built in our city if we don't have a
1:00:20 project ready to go do they report out
1:00:23 on in in the property that they manage
1:00:26 how many people work in different cities
1:00:28 so we could understand if this was
1:00:30 helping people who had a job in Issaquah
1:00:32 they didn't get to live in Issaquah but
1:00:34 they're in Bellevue like do we get any
1:00:36 of that proximate information from them
1:00:40 I do not know but I will ask them and if
1:00:43 they don't click that there may be a way
1:00:44 to do that because I do believe every
1:00:46 once while they do surveys of their
1:00:48 residents so I'll see um that's
1:00:49 available okay

1:01:01 questions and and the conversation I did
1:01:04 support
1:01:05 um giving this donation to or
1:01:09 it's not exactly a donation but
1:01:11 allocation to to
1:01:13 Arch for a couple of reasons and one was
1:01:17 because
1:01:19 um Lindsey Masters did say that they had
1:01:22 more requests than that they could fund
1:01:24 and if we were able to give it now this
1:01:27 would help with their allocations for
1:01:29 this year and
1:01:31 um I wanted to share I had a
1:01:34 conversation with Amir chauvinet on an
1:01:37 unrelated topic and that's the reason
1:01:39 you haven't seen this email but I wanted
1:01:41 to share it was a question
1:01:44 um from uh County council member
1:01:47 um Sarah Perry regarding the Motel 6
1:01:51 project and in his response Amir said as
1:01:54 a recent example last week a long time
1:01:56 resident of uh Tennessee 4 moved into
1:01:59 Plymouth crossing the new permanent
1:02:01 Supportive Housing building in Eastgate
1:02:03 by way of City of Issaquah referral the
1:02:06 city received three total referral
1:02:07 opportunities for this new Plymouth
1:02:09 housing project so that is just a very
1:02:12 narrow picture because that's just
1:02:14 related to the Motel 6 project but when
1:02:18 we open up housing in other parts of
1:02:20 East King County it does open up
1:02:23 opportunities for people in Issaquah and
1:02:27 so I was supportive of the allocation
1:02:30 for that reason and I think you know we
1:02:33 see that the Eastgate project the Big
1:02:36 Campus that they're building is
1:02:37 providing opportunities for people in
1:02:40 Issaquah so that was the reason that I
1:02:43 stood behind that's a great share yeah
1:02:44 Deputy council president
1:02:48 uh thank you it seems like most of my
1:02:50 questions are being answered but I'm
1:02:51 going to touch on them briefly again Jen
1:02:53 I just want to thank you for being very
1:02:55 speedy and you reply to my my questions
1:02:57 earlier by the way especially because I
1:02:58 waited until the last minute to submit
1:03:00 questions one of them was about the
1:03:02 timing and it whether there was kind of
1:03:04 urgency around this and you've answered
1:03:06 that by saying you know there's a little
1:03:07 bit more demand and interest for dollars
1:03:09 from Arch lately so I appreciate that
1:03:11 explanation the other one was one of the
1:03:13 policy questions that the committee
1:03:15 considered was
1:03:16 um you know do you agree with this
1:03:18 allocation for Arch and earlier in the
1:03:21 slideshow there was a kind of a sub
1:03:23 question about whether we wanted to be
1:03:24 specific about Issaquah or if it can be
1:03:28 regionally so whether or not we want to
1:03:30 kind of put some Ties on those dollars
1:03:33 essentially you've touched on this a
1:03:34 little bit but I'm wondering if you can
1:03:35 kind of talk us through some more of the
1:03:37 trade-offs between specifying that we
1:03:39 want this to go towards is Pacific
1:03:42 affordable housing or or Regional
1:03:44 Housing how should we be thinking about
1:03:46 that trade
1:03:49 uh thanks as a great question because uh
1:03:52 of course we would love to have all the
1:03:54 affordable housing we can we uh could
1:03:57 use here in Issaquah but for right now
1:04:00 um again the thinking about the uh
1:04:03 strategic opportunity fund as though
1:04:05 that res those resources are going to be
1:04:07 invested in Issaquah so again having a
1:04:11 contribution that is for a broader East
1:04:13 Side was part of the thinking that it's
1:04:16 you know part of our
1:04:18 um Regional partnership uh to make sure
1:04:21 that we are funding projects again in
1:04:23 every city so that when something comes
1:04:25 up comes forward in our own Community
1:04:27 there's an opportu There's an
1:04:29 opportunity to be funded from
1:04:30 potentially Kirkland or Redmond's
1:04:33 contribution
1:04:34 um right now we don't have uh affordable
1:04:37 housing that's besides the transit
1:04:39 Orient development that is uh looking to
1:04:42 receive funding so if we did not if we
1:04:44 did allocate it and say it had to be
1:04:46 spent in Issaquah it would sit and and
1:04:48 not be spent and not sure how many years
1:04:51 that would not be spent the transit
1:04:53 oriented development project has already
1:04:54 received a previous Arch trust fund uh
1:04:58 award so again this money then is going
1:05:02 to for projects that are going to be
1:05:04 started sooner and adding more
1:05:06 affordable housing in our region sooner
1:05:08 than waiting
1:05:09 um again when we have projects that are
1:05:11 are of Interest or to develop in this
1:05:15 wall we'll have the Strategic
1:05:15 opportunity fund we'll have the
1:05:17 opportunity to go to the arch trust fund
1:05:20 and again seeing that we're good
1:05:22 partners where we're contributing money
1:05:23 to help support in other cities that uh
1:05:26 that kind of comes back and pays back Us
1:05:28 in the long run
1:05:32 do we have any more questions

1:06:34 we're having a longer conversation about
1:06:37 some of our other areas but I'm
1:06:38 comfortable with this allocation at this
1:06:40 time thank you councilman
1:06:44 um I just want to point out that in the
1:06:46 packet that we received the the council
1:06:48 committee we did get a list of all the
1:06:50 projects that are under consideration
1:06:51 the ones that have already been funded
1:06:53 but haven't been built yet and the ones
1:06:56 that are funded and the ones who are
1:06:59 could be funded and so if we can get
1:07:02 that list to everybody I think it would
1:07:03 be really helpful and
1:07:07 um and you know it would always be good
1:07:09 for us to get Lindsay Masters here to
1:07:11 talk to us it is yeah because she's just
1:07:14 a wealth of information about what's
1:07:15 happening with affordable housing so uh
1:07:18 I think that maybe that would be a good
1:07:20 idea but at any rate I'll be supporting
1:07:23 this motion tonight thank you it behance
1:07:25 president uh thank you yeah I'm gonna
1:07:28 sport the motion tonight as well I just
1:07:31 um one of my concerns reading the agenda
1:07:33 Bill and then going back watching the
1:07:35 committee meeting was I think there was
1:07:36 a little bit of a missed opportunity to
1:07:38 see all of our strategic investments in
1:07:41 affordable housing up on the same screen
1:07:43 or board together we know there's going
1:07:45 to be a strategic opportunity fund but
1:07:48 we don't necessarily know what the
1:07:49 that's a tool but we don't know
1:07:51 necessarily what we'll be investing in
1:07:53 that yet so I thought it would have been
1:07:55 helpful to be able to see okay well we
1:07:57 can contribute to Arch and then we also
1:07:59 have this range of other contributions
1:08:01 and we can see you know what is the
1:08:03 spectrum of support that we're actually
1:08:05 supporting what are the different
1:08:06 initiatives and strategic opportunities
1:08:08 that we're supporting and I think it
1:08:10 would have been great to be able to
1:08:11 press pause on this we all love Arch it
1:08:14 sounds like a great investment and like
1:08:15 I said I'm going to be supporting it but
1:08:17 it would have just been great to be able
1:08:18 to look at it all together I completely
1:08:21 understand though that if Arch is having
1:08:25 a lot of interest in a lot of um kind of
1:08:28 an unusual amount of interest in those
1:08:31 dollars but want to make sure that they
1:08:32 have the ability to meet the need of our
1:08:34 region quickly too so I just think it
1:08:37 was a missed opportunity it's no one's
1:08:39 fault and hopefully we can kind of have
1:08:41 that kind of touch again on that broader
1:08:43 discussion when we talk about more
1:08:44 affordable housing
1:08:46 Investments down the line but again I'll
1:08:49 be supporting it thanks and thanks for
1:08:50 all your hard work on this job

1:08:55 thank you um I think there is a good
1:08:57 slide from the services safety and Parks
1:09:01 uh meeting that does summarize a
1:09:05 high-level view of our affordable
1:09:07 housing effort and it shows
1:09:09 anticipated revenues through 2024
1:09:12 through various mechanisms it includes
1:09:15 Motel 6 and behavioral health staff of
1:09:19 course the todoc construction engagement
1:09:22 and it shows that this three hundred
1:09:25 thousand dollars although it is half of
1:09:27 each bill 1406 passed through it's like
1:09:30 two percent of our overall uh housing
1:09:34 related efforts which is both to say
1:09:37 that uh you know we're not putting all
1:09:39 of our money in one place and to show
1:09:41 just the breadth of things the city is
1:09:43 doing and it's one of the things when I
1:09:45 I will trout out my 14-year card once
1:09:48 again and say you know we're just doing
1:09:50 so much more now than at any other time
1:09:54 that I've been on count soul and I look
1:09:56 forward to ongoing conversations
1:09:59 um but you know there is if anybody
1:10:01 wants to see the magnitude of it it's
1:10:04 very nicely put together on this slide
1:10:06 and so I'm warmly supporting this
1:10:08 measure this evening okay other comments
1:10:11 uh Council memberhead uh thank you and
1:10:14 thank you to council for the discussion
1:10:16 I I did pull this down because I wanted
1:10:22 um have some questions answered and and
1:10:24 also because we are going to have the
1:10:26 other part of this discussion in October
1:10:28 so it felt like if I if I
1:10:31 um wanted to go into that conversation
1:10:34 with the whole picture I would
1:10:36 I would benefit from
1:10:38 uh talking through this part of the
1:10:41 decision now so I appreciate that
1:10:43 um I appreciate the reasons that were
1:10:45 the the answers to my questions I also
1:10:48 would like as I said it would be great
1:10:50 to have Arch come and and speak with us
1:10:53 as a council
1:10:55 um when when that's possible and it
1:10:56 would also be great to have that
1:10:57 information back about how these
1:11:01 projects about how this funding is used
1:11:03 for the projects and how that benefits
1:11:06 Issaquah residence and I also really
1:11:08 appreciated the mayor's thoughts on how
1:11:10 we might get a big picture of you about
1:11:13 you know not only people that live in a
1:11:15 squad work in Issaquah and how it's
1:11:16 benefiting our community so we can um so
1:11:20 we can understand the benefits of the
1:11:21 spending
1:11:23 so I will be supporting thank you thanks

1:12:29 Cascade water Alliance and on the 27th
1:12:32 the Cascade water Alliance board meeting
1:12:34 will be occurring
1:12:36 um for those that are interested in

1:13:01 the Puget Sound Regional council meeting
1:13:04 room and this will be the only time this
1:13:08 year that all of the regional
1:13:11 transportation groups have gotten
1:13:12 together so I think it's going to be a
1:13:15 very very interesting Gathering so I'll
1:13:18 be participating in that and
1:13:20 on September 14th East Side Human
1:13:23 Services Forum will have its next board
1:13:26 meeting and that's my end of my report

1:13:33 on August 21st the management Committee
1:13:37 of the salmon Recovery Council of Raya 8
1:13:40 which is the name of our Watershed met
1:13:43 and I serve on that committee we are
1:13:46 going to be recommending a budget to the
1:13:49 full salmon Recovery Council and it is
1:13:51 very similar to previous budgets the
1:13:54 city's contribution will be very similar
1:13:56 as well and
1:13:58 um some of the adjustments were to
1:14:01 increase for cost of living for example
1:14:03 so things that are are expected and
1:14:06 standard one other thing that we
1:14:09 discussed was there are some Community
1:14:11 groups that do not they are not part of
1:14:14 the interlocal agreement so they're not
1:14:16 paying into Riot but they are
1:14:20 members of the salmon Recovery Council
1:14:22 and they participate in discussions and
1:14:23 provide feedback and we've a few of
1:14:27 those Community groups have um are no
1:14:31 longer working and like no longer
1:14:34 operational and so we're looking now for
1:14:36 if there are other community groups new
1:14:37 community groups we also have a new
1:14:40 focus on equity and and making policy
1:14:43 decisions focusing on Equity so if there
1:14:46 are Community groups that could help us
1:14:48 with that so if you have thoughts on
1:14:50 that about Community groups that might
1:14:53 that we might benefit from having in our
1:14:55 discussions on the CM Recovery Council I
1:14:58 would appreciate that and then
1:15:03 um I have one other oh the next meeting
1:15:06 of the San Marino Recovery Council will
1:15:07 be July
1:15:09 um sorry September 21st
1:15:12 um and then there will be a meeting of
1:15:15 the Planning Development and environment
1:15:16 committee a subcommittee of this Council
1:15:18 tomorrow September 6th and
1:15:22 um we have two items one is ID 1404
1:15:25 comprehensive Plan update housing and
1:15:28 land use this is the specific part of
1:15:31 the comprehensive plan on housing and
1:15:33 land use but the whole comprehensive
1:15:35 plan will be update will be coming back

1:15:39 um and then there is
1:15:41 id1528 which are amendments to Title 18
1:15:44 development table update

1:20:46 will be able to see the salmon up close
1:20:48 as they travel to the isqua hatchery in

1:23:08 on September 18th it's the regular city
1:23:11 council meeting and the anticipated
1:23:12 agenda items include parks and Community
1:23:15 Services Department summer highlights
1:23:17 shelter Holdings and the preliminary
1:23:20 plots and just an item I think I forgot
1:23:23 to include in my mayor's report is that
1:23:25 I will be leaving on Sunday for our
1:23:27 sister city visit to shishao in Morocco
1:23:30 the sister cities commission would never
1:23:32 forgive me if I didn't say something
1:23:33 before I left which means council
1:23:36 president will be chairing that
1:23:37 September 18th regular city council
1:23:39 meeting
1:23:40 the next item is an executive session
1:23:43 and as mentioned earlier there are two
1:23:47 there are two executive sessions item
1:23:50 listed items listed tonight however Item
1:23:53 uh regarding pending potential
1:23:55 litigation has been delayed and is now
1:23:57 scheduled for special city council
1:23:58 meeting on September 11th after the
1:24:00 committee of the whole council meeting
1:24:02 city council will now reach us into
1:24:04 executive session to discuss property
1:24:06 acquisition per RCW
1:24:08 42.30.110 paren one parent B and the
1:24:11 item is expected to take approximately
1:24:13 30 minutes no action is anticipated to
1:24:16 follow in the open session and please
1:24:18 note that executive sessions are closed
1:24:20 to the public
1:24:21 so we will now recess into executive
1:24:23 session at 8 25 pm
