0:21 Hall uh we have one item on the agenda
0:24 today it's ID

0:31 the uh public there is an opportunity
0:33 for public comment this evening which is
0:36 what we will most on a second let me
0:38 look at the agenda um we will start with
0:42 public comment uh there will be two
0:45 opportunities this evening there's a
0:46 general public comment opportunity at
0:48 the beginning of the meeting or if you'd
0:49 like to make comments after the
0:51 presentation and Council question answer
0:53 period tonight's agenda
0:54 item uh members of the public May
0:57 address the council at this time either
0:58 virtually in person person those who've
1:00 signed up in advance uh to make comments
1:02 will be called on first uh if do we have
1:06 anybody joining us virtually
1:10 oh chair Ray we do have some virtual
1:13 attendees all right if if you're uh
1:16 joining us virtually and would like to
1:17 make a comment please raise your virtual
1:18 hand uh if you're on the phone press

1:27 not sign up I'll ask for other speakers

1:31 meeting I am going to wait and see if
1:34 anybody has signed up in the
1:37 room uh chair no one uh has signed up
1:41 prior to the meeting uh to speak okay is
1:44 anybody in the room interested in making
1:45 public comment this evening scanning the
1:48 room seeing heads going side to side so
1:50 uh clerk anybody raising their hand um
1:54 online uh chair R I need I see no
1:57 virtual hands raised among our online
1:59 attendees then we are going to move in
2:01 uh through public comment and we will
2:03 move to approval of the minutes um from
2:06 September 12 and I'm going to do this is
2:10 there any objection to approving the
2:11 minutes from September 12th as presented
2:15 okay the minutes are approved all right
2:17 we're going to move into regular
2:19 business then uh we have one agenda item
2:21 as I noted which is ID 1455 the Sewer
2:25 Master Plan and um it is being presented
2:28 this evening by U engineering manager

2:42 okay again Matt Ellis utility
2:45 engineering manager and I'm here to talk
2:47 about the Sewer Master Plan specifically
2:49 plans or policies and coder Visions to
2:53 chapter 13 and
2:57 16 tonight I will provide an update on
2:59 the super master plan and finalize our
3:01 discussion on policy statements and code
3:03 changes that are currently under
3:07 development uh and for the agenda
3:10 tonight we'll talk about the timeline
3:12 overview of the comprehensive master
3:14 plan and Sewer Master Plan interface
3:16 propos sewer related comp plan goals and
3:19 policies specifically related to on-site
3:21 septic system and capacity protocol
3:24 Sewer Master Plan goals and policies
3:26 we'll discuss code red lines proposed to
3:29 both IMC title 13 and 1638 fats oils and
3:33 grease regulations I will briefly
3:36 discuss the programs that support these
3:37 policies and finally re revisit the
3:39 capital Improvement plan uh of projects
3:42 that support policies programs and
3:45 maintenance of our sanitary sewer
3:49 system uh the questions for council
3:51 tonight does council agree with the
3:52 proposed policy statements that will be
3:54 included within the comprehensive master
3:56 plan that will be included within the
3:59 Sewer Master master plan and does
4:01 council agree with changes to title 13
4:03 and 16 of the
4:07 IMC so our
4:10 timeline as the master plan was being
4:12 developed the timeline was accepted uh
4:16 uh for the timeline for acceptance and
4:18 the outside stakeholder coordination was
4:20 not fully understood I apologize for any
4:23 inoc misinformation on this during uh
4:25 past committee meetings as I believe we
4:28 could complete the majority of this work
4:29 in 2023 however major Milestones will
4:32 require review of outside agencies which
4:34 can take months to complete final
4:37 acceptance of the Sewer Master Plan will
4:38 occur in June
4:40 2024 uh uh I will discuss uh our major
4:43 Milestones remaining for the Sewer
4:45 Master Plan uh we are near completion on
4:47 the majority of City touches uh with the
4:50 exception of a community engagement
4:51 event in March so in November we'll
4:54 finalize the review of the policies
4:56 codes and programs to the mobility and
4:57 infrastructure committee tonight and
4:59 staff will complete the review of the
5:01 draft Sewer Master Plan in December
5:04 we'll address City reviewers comments
5:06 submit the plan for inter agency uh
5:09 review which will take about two
5:12 months and submit the plan to ecology in
5:15 King County for review which can take up
5:16 to four
5:18 months in March we will receive and
5:21 address comments from neighboring
5:22 utilities submit sea which can take
5:25 another two months and have a public
5:27 Outreach
5:28 event
5:32 in April we'll address the remaining
5:33 comments from the community and
5:34 neighboring jurisdictions we uh we'll
5:37 have one final review by m& on the final
5:40 draft uh we'll then in May submit to
5:44 King County for final approval and route
5:46 to ecology and finally in June we will
5:49 have adop adoption by the state and city
5:51 council formally adopt the Sewer Master
5:55 Plan uh this slide shows how the Sewer
5:58 Master Plan is situated within the
6:00 city's structure of planning documents
6:02 as we speak our long range planning
6:04 department with support from various
6:06 departments are working on the
6:07 comprehensive master plan that provides
6:09 overarching goals and policies within
6:11 the city highlighting priorities of
6:13 council community and staff this
6:15 document provides the overarching
6:16 documentation of priorities within the
6:18 city and supports the city in applying
6:20 for external funding and initiatives the
6:23 comprehensive master plan presides over
6:25 the master plans of which the Sewer
6:26 Master Plan is one Sewer Master Plan
6:28 accomplishes many things including
6:30 providing a current analysis of our
6:32 system projections of how growth will
6:34 impact specific elements within the
6:36 sanitary sewer system documentation of
6:39 connections external stakeholder groups
6:41 and operations and maintenance practices
6:43 and pro proposals uh for growth to
6:46 support an ever expanding sewer system
6:48 among these initiatives the Sewer Master
6:50 Plan identifies specific sewer goals and
6:52 policies to focus and direct items like
6:55 code revisions programs and ultimately
6:58 Capital Improvement projects the Sewer
7:00 Master Plan highlights the code
7:01 revisions necessary to accomplish these
7:03 goals and
7:05 policies uh and the programs needed to
7:07 support these initiatives and the
7:09 projects necessary to maintain a
7:10 suitable level of service for residents
7:12 within the
7:15 city so uh this slide shows a recap of
7:18 previous discussions we had with
7:19 Mobility infrastructure relating to the
7:20 Sewer Master Plan on February 27th 2023
7:24 we discussed on-site septic system
7:26 management including inspections for all
7:28 all site septic systems tiered approach
7:31 for extending sewer Services funding
7:33 mechanisms for sewer extensions and
7:35 increased surface water
7:37 sampling on September 20 uh September
7:41 12th 2023 we discussed maintaining sewer
7:44 system capacity and fat oil and grease
7:47 management including influ and
7:49 infiltration capacity Improvement
7:51 thresholds developer capacity impacts
7:53 and applying requirements to existing
7:56 establishments tonight we'll discuss
7:58 these items in more Det detail as we
7:59 have refined and addressed a lot of the
8:02 concerns and gaps that we had at
8:03 previous Council committee meetings we
8:05 will elaborate on other policy items uh
8:08 that were not brought before council at
8:09 those
8:11 times so here is uh the uh draft
8:15 comprehensive master plan policies
8:17 proposed that specifically relate to the
8:19 Sewer Master Plan in the interest of
8:22 time I'm not going to elaborate on the
8:24 justification for these newer revised
8:26 policies but uh please let me know if
8:28 you want me to elaborate at any time as
8:31 to why certain policies are proposed for
8:33 the comp PL the goal is to provide and
8:35 maintain a sanitary sewer collection
8:37 system that protects the public health
8:39 and safety the environment and water
8:41 quality and ensure private systems are
8:43 maintained and meet water quality
8:46 standards uh one of the policies is to
8:48 provide sewer capacity to areas
8:50 historically un sewered that are at a
8:51 risk of flooding or within an in within
8:54 or J to environmentally sens break for a
8:56 quick question
8:58 yeah thanks mat um for F3 yes uh which
9:03 is the monitoring um it does not specify
9:07 um how often that's going to be taking
9:09 place and I know we discussed this at
9:12 one of the earlier meetings I think it
9:13 was the first time that you presented to
9:15 us we talked about what the schedule
9:17 might be is that um is that yearly that
9:22 that people would have their uh septic
9:24 systems monitor or would that be on some
9:27 other kind of schedule um and it doesn't
9:30 appear to be specified in this statement
9:33 that's a good point so in the
9:34 comprehensive master plan we're going to
9:35 make we're having things very general in
9:38 what we're proposing and then when we
9:39 get into the Sewer Master Plan that's
9:41 going to be a little more refined in
9:42 terms of the policies but what we
9:44 specifically talking about is a code
9:46 revision so that is spe will be
9:49 specifically outlined in code chapter 13
9:52 okay thank you
9:55 yep um so if I do you want me to read
9:58 through these I can continue going
10:02 through keep keep keep keep on going
10:05 keep going
10:11 okay so here are the chapters of Sewer
10:13 Master
10:14 Plan uh tonight we're primarily talking
10:17 about regulations and policies chapter 4
10:20 and then we'll briefly touch on uh
10:22 chapter 10 Capital Improvement
10:27 program we Define three objectives
10:29 within the chapter four of the Sewer
10:30 Master Plan one transition to of on-site
10:33 septic systems uh to city sewer to the
10:36 city sewer system objective two
10:38 maintaining sewer system capacity and
10:41 objective three maintaining fats oils
10:43 and
10:46 grease uh shown here is the map of the
10:49 city sewer system outlined by sewer
10:50 drainage basin and Main trunk lines this
10:53 is different than how the sewer system
10:55 had been previously represented this
10:57 view helps staff identify both capacity
10:59 concerns critical assets and connecting
11:02 pipes and how potential developments or
11:04 extensions affect different branches or
11:06 drainage basins of our
11:10 city so we have four goals uh defined
11:13 within uh uh the objectives mentioned
11:16 earlier goal one is to provide and
11:18 maintain a sanitary sewer collection
11:19 system that protects public health and
11:21 safety the environment and water quality
11:24 goal two provide adequate sewer capacity
11:26 for current and future development
11:28 within the city three be responsible
11:30 water stewards for future generations
11:32 and four replace or Reign all asbestos
11:36 pipes within 20 years uh this specific
11:38 goal is managed by our Su uh sewer
11:40 rehabilitation program a specific
11:42 Capital Improvement plan and is the only
11:45 goal that with a direct and measurable
11:46 outcome defined by C
11:50 program so uh the Sewer Master Plan has
11:54 uh been Consolidated into groups of to
11:55 identify specific needs and outcomes
11:57 policies 1 through four discuss
11:59 maintaining the sewer system by
12:01 providing adequate level of service in
12:03 servicing and maintaining the existing
12:05 system ensuring capacity for current and
12:07 future needs considering cost-effective
12:10 Alternatives and improvements that was a
12:12 recommendation from the environmental
12:13 board and providing sanitary sewer at a
12:15 safe and responsible
12:18 price uh these are new policies but
12:20 promote the continued use of and growth
12:23 within our sewer
12:27 system
12:33 policy 5 was brought before Mobility
12:35 infrastructure and the environmental
12:36 board in February this policy protects
12:38 the environment uh environmentally
12:40 sensitive areas with goals of extending
12:42 sewer to historically unsued
12:44 neighborhoods in the in the times shown
12:47 tier one is the 100-year flood plane
12:49 Shoreline buffer boundary and Commercial
12:51 and Industrial properties and the goal
12:53 is to extend uh sewer to these areas
12:55 within 20 years uh tier two is stream
12:59 buffers Wetland boundaries and uh
13:01 documented areas with high groundwater
13:03 the goal is to extend within uh 30 years
13:05 then tier three is the uh Cara the
13:08 critical uh aquafer recharge area uh one
13:11 a 10year Wellhead capture Zone and the
13:14 goal is to extend within 40 years and
13:16 per discussion the city would Finance
13:18 the extensions along City rideway using
13:20 sewer funds connection within the
13:22 property would be be the responsibility
13:24 of the property
13:26 owner he man just to clarify
13:29 quickly um this is our plan to extend
13:32 the sewer system to these areas that's
13:35 correct we're not mandating anyone hook
13:38 up to the sewer and we're not mandating
13:40 that anyone get off of their septic
13:43 system if it's uh if they don't want to
13:47 as long as it's functioning properly not
13:49 failing right y y so if it's working
13:51 great and we have uh in the code we're
13:54 defining how a system is working
13:56 functioning correctly uh and we can have
13:58 it documented by a die test but we'll
14:00 get into that okay but the the main
14:03 thing of the policy yes we are not
14:04 forcing a connection we're just
14:06 providing the opportunity great thanks
14:09 for the clarification
14:12 y policy six was brought before Mobility
14:15 infrastructure in the environmental
14:16 board in September this policy clearly
14:18 defines when main upsizing or
14:20 investigation should be considered based
14:22 on the amount of flow uh within a
14:24 segmented a segment of a pipe during
14:27 design storm event and there be
14:28 stringent requirements for shallow pipes
14:30 allowing sear charge up to the rim of a
14:32 pipe and lenient requirements for deeper
14:34 pipes allowing SE charging inside the
14:36 manholes during design
14:41 St uh policy 7even is also new uh that
14:44 was brought before Mobility
14:45 infrastructure in September regarding
14:47 reducing and managing the amount of
14:49 storm water entering in sanitary sour
14:51 this policy proposes growth to pay for
14:53 growth requiring developers to evaluate
14:55 contributions to the sewer system and if
14:57 projected demands impact capacity for
15:00 the policy 6 the developer would be
15:02 required to contribute to upsizing the
15:04 impacted portion of the sewer
15:06 system policy 8 is also new that matches
15:09 existing code and was brought forward to
15:11 the mobility infrastructure Committee in
15:12 September during all gree generated
15:15 establishments have appropriately sized
15:17 Greece interceptors this policy matches
15:19 the proposed policy within the
15:25 comprehensive and policies 9 through 15
15:28 are policies defined in the past Sewer
15:30 Master Plan to be carried forward these
15:32 policies were in previous comprehensive
15:34 Master
15:35 plans however uh they were not they're
15:37 not in the current adopted version so
15:40 they would be brought back in but in the
15:42 master plan uh policies nine and 10
15:45 allow single family septic systems
15:47 properly functioning to continue to use
15:49 them but require systems in Failure to
15:51 connect to the sewer system or repair
15:53 their systems policy 11 states that side
15:56 sewers shall be owned and maintained by
15:58 the property owner including the
15:59 connection to the city
16:03 main policy 12 identifies prioritizes
16:06 and provide sufficient funding for
16:09 Capital Improvement projects and
16:10 programs that meet one of the following
16:12 criteria improve capacity for system
16:15 growth repair failing or deteriorated
16:17 sewer lines extend sewer lines into
16:19 presently un sewered areas maintain
16:22 appropriate levels of service improve
16:24 system operations or minimize health
16:26 hazards from contamination of ground or
16:28 surface
16:31 waters policy 13 and 14 promotes
16:33 collaboration with King County and
16:35 neighboring sewer providers to ensure
16:37 adequate planning and evaluation on a
16:39 local and Regional level including
16:41 demands on wastewater treatment and
16:43 conveyance and uh policy 15 proposes
16:47 termination of a domestic Water Service
16:49 uh to the subject property if the
16:51 property owner fails to meet the sewer
16:53 connection policy or pay utility
16:57 charges
17:00 uh to support the policies shown within
17:01 this document and as discussed in past
17:03 discussions with the environmental board
17:05 and mobility and infrastructure
17:07 committee certain code revisions are
17:09 proposed title 13 the changes include
17:12 revised sewer connection requirements
17:14 from the edge of property to 200 ft to
17:16 the structure being served and septic
17:19 systems not permitted for new commercial
17:21 properties or for residential use within
17:23 areas of environmental concern and the
17:25 purpose of the change is to be more
17:27 proactive approach for sewer Connections
17:29 in line with neighboring jurisdictions
17:31 and reduces the impact of to
17:32 environmentally sensitive areas uh and
17:35 uh for the first part about the 200 ft
17:37 to structure is served in some instances
17:39 it makes the requirement more strict
17:41 including for small properties located
17:42 within 200 feet of the sewer M however
17:46 um properties uh uh provides Clarity for
17:50 larger properties where the property May
17:52 currently lie adjacent to sewer but the
17:54 structure served is located over 200
17:56 feet away and this is the case
17:58 for number of larger properties along
18:02 sr900 uh this requires connection
18:04 instead of septic system uh major repair
18:06 or replacement if a sewer if sewer is
18:09 available and the system is within an
18:11 environmentally
18:16 sensitive uh Redline code uh this uh
18:20 update definitions related to septic
18:22 failure die testing maintenance
18:24 requirements and repair definitions and
18:26 inspection protocol uh The Proposal of
18:29 the change is to be consistent with the
18:30 King County uh Board of Health
18:33 definitions clarify what a septic system
18:35 failure is what fixes are allowed and
18:38 who can do the fix hopefully this will
18:40 reduce confusion and conflict about when
18:42 a system is classified as in
18:45 Failure clarify when a setic system
18:47 needs to be replaced or repaired and
18:49 what types of repairs are required and
18:51 clarify roles and responsibilities and
18:53 provide clear definitions that were not
18:55 present in the existing code the impact
18:57 of the change Property Owners understand
19:00 when their setic system is defined as
19:01 being in failure in the resulting
19:03 process for repair or replacement the
19:06 only change from the definition for
19:07 failure to find in the King County Board
19:09 of Health for failure is to provide
19:12 proof for the die test uh this is
19:14 actually a less strict protocol than
19:15 what's shown in the County Board of
19:17 Health as proof of failure is required
19:19 VI a die test if an inspector determines
19:21 a system isn't functioning the property
19:24 owner is allowed to do a die test to
19:26 determine if Downstream impacts will
19:27 occur if D Dy isn't visible repair isn't
19:31 required as quickly as if Dy is visible
19:33 at ground surface or a downstream
19:36 surface water
19:41 body uh uh on-site septic inspections uh
19:45 the purpose uh requires all properties
19:48 on septic to maintain and perform
19:50 recurring inspections uh and this is
19:53 based on the type of uh septic system
19:57 that is installed so pump systems are
19:58 different than a gravity system and that
20:01 has different intervals but there's a
20:02 table in uh title 13 that will be
20:05 included that shows that and it is her
20:09 Department of Health requirements with
20:12 changes uh the impact is added cost for
20:15 inspection by homeowners who don't
20:17 currently have their systems inspected
20:19 but reduces potential
20:27 contamination
20:28 uh we will also do propose revisions to
20:31 sewer connection waiver requirements
20:33 violation and penalty connection as soon
20:35 as possible uh where determined required
20:38 and failure to comply will be referred
20:39 to code enforc purpose of the change is
20:42 to allow use of existing septic systems
20:44 as long as functional and outside of
20:46 environmentally sensitive areas and
20:48 defines when a correction or uh
20:50 connection is required impact of the
20:52 change uh defines when a repair is
20:55 allowed and continued use of a
20:56 functioning septic system is in good
20:58 standing and it defines when connection
21:00 to a city sewer system is
21:05 required uh in addition to the revisions
21:09 to title 13 uh to support the uh uh
21:13 policies regarding fats oils and Greece
21:16 we're proposing revisions to title 16 as
21:18 well this was brought before Mobility
21:20 infrastructure in September this is a uh
21:22 we were proposing a retroactive clause
21:24 for grease Interceptor
21:26 installation uh the purpose of the
21:27 change require existing business owners
21:30 to actively manage outfall the sewer in
21:32 line with other business establishments
21:34 in the city this requires existing
21:36 businesses who don't currently have a uh
21:39 grease Interceptor to install one within
21:42 years this will be a financial impact to
21:45 existing businesses owners who don't
21:47 have grease interceptors installed and
21:49 are discharging grease fats and oils to
21:51 the sewer system but reduces potential
21:53 sewer backups and other environmentally
21:55 contam environmental contamination
21:57 issues wor
22:01 sewers and uh city has a number of
22:04 programs associated with the Sewer
22:05 Master Plan to support these plans and
22:07 policies uh and uh code revisions one is
22:11 our stream sampling to identify uh uh
22:14 eal call form contamination this is the
22:17 new program to look at the health of our
22:19 streams and see if contamination is
22:21 occurring around the neighborhoods that
22:23 are still un
22:25 septic we also have our sewer and iction
22:28 program this is being performed by our
22:30 operations Department with a purchase of
22:32 a new CCTV F van staff have begun
22:35 systematically inspecting pipes within
22:36 the city this leads to new operational
22:38 repairs and new CIP lining projects to
22:41 reduce uh infiltration and intrusion and
22:45 breaks in our system and then we also
22:47 have an infiltration uh int inflow and
22:51 infiltration investigation program uh
22:53 that occur occurs periodically and is
22:55 our investigation process if we suspect
22:58 excessive I in our system includes smoke
23:00 testing and video inspection and then
23:02 finally our fog inspection and education
23:04 program uh the program AIDS in the
23:07 prevention of sanitary sewer blockages
23:10 due to fog discharging to our sanitary
23:12 sewer system provides educational
23:14 materials and technical assistance to
23:16 approximately 140 uh Food Service
23:19 restaurants restaurants are required to
23:21 follow a maintenance schedule for grease
23:23 traps and interceptors perform kitchen
23:25 management practices and train kitchen
23:27 staff and report out annually this
23:29 program provides documentation to the of
23:31 these practices to the city annually and
23:33 restaurants and fog producing facilities
23:35 are inspected on average every three
23:37 years uh and more often if
23:41 needed
23:42 [Music]
23:52 and uh the CIP was uh finally the sewer
23:55 the CIP was uh adopted for the
23:58 completion of the master plan we
24:00 identified environmentally sensitive
24:01 areas to evaluate we included select
24:04 sewer extensions based on past
24:06 environmental board and mobility and
24:08 infrastructure discussions uh we
24:11 included select uh uh we included areas
24:13 of high sear charging to be included in
24:15 the CIP to investigate and
24:20 alleviate and here is the capital
24:22 Improvement projects based on the next
24:24 six years that includes upper syamore
24:26 extension sewer rehabilitation program
24:29 Highlands lift station
24:31 improvements South Newport and wildwood
24:34 sewer remediation and Highland's
24:36 infiltration intrusion
24:40 repair so the next steps um collect and
24:43 respond to comments on the draft plan uh
24:46 in uh Q4 uh 2023 through q1 of 2024 uh
24:51 submit a draft plan to the state and
24:52 County's reviews in 2020 at the end of
24:56 this year conduct C and public comment
24:59 uh in the beginning of next year and
25:02 seek city council approval of the plan
25:03 and submit the final plan for state and
25:05 Count's approval uh by Q2 of
25:10 2022 finally direction does council
25:13 agree with a Pros policy statements to
25:15 be included within the comprehensive
25:16 master plan and to be included within
25:18 the Sewer Master Plan and does the
25:20 council agree with the changes to title
25:22 13 and 16 to be to implement these
25:25 plans thanks any questions for
25:31 Matt council president you're up um
25:34 thank you very much for the presentation
25:37 first um just going back so in March of
25:41 next year that public Outreach event is
25:44 around the same time as when we submit
25:45 sea the the event isn't our public com
25:48 comment period is it or is that a
25:50 separate it will be so we're only
25:52 obligated to through sepa to provide um

26:19 um I guess starting with the comp plan
26:22 policy updates one of them policy F2 is
26:25 about preventing future septic
26:28 uh in commercial developments and then
26:30 also for residential areas within
26:32 environmentally sensitive areas so is
26:34 that are those two different things or
26:37 is it commercial areas in
26:38 environmentally sensitive areas or is it
26:42 all is all commercial all commercial
26:44 yeah we're trying to get them get rid of
26:45 them all on Commercial okay thank
26:51 you then for the Sewer Master Plan
26:56 policies policy 4 was about developing
26:59 those feasible and costeffective
27:01 collection system
27:03 Alternatives is that the right we're
27:06 we're not developing alternatives are we
27:09 no so I think it's one we
27:11 can listen to developer extensions if
27:14 there are some Alternatives out there we
27:15 just want to be closed-minded about what
27:17 options are available or if consultant
27:20 does develop something that isn't
27:22 something that we've typically used we
27:24 can at least look at those options so
27:27 we're we're looking outside the box
27:28 basically why we have that I might
27:30 consider I could save that for a comment
27:32 later but I might change that to be like
27:35 consider feasible and cost effective
27:37 alternative or something like because
27:39 just my my first reading of that was
27:40 that the city would be developed some
27:42 alternative which I
27:43 didn't
27:47 um oh also um I found through the M msrc
27:54 that's Municipal services and Research
27:55 Center is that right or 20 2 plan is
27:58 there for SE Master plans um but I was
28:01 able to find a couple other ones that
28:02 were recently updated to the Olympia
28:04 plan is really awesome by the way but
28:06 they had some policies around providing
28:09 technical assistance and public
28:10 education regarding conversion and then
28:13 also one around investigating odor
28:15 complaints and addressing odor
28:17 complaints if that's necessary I just
28:18 wanted to ask if you thought those um
28:21 number one show up in our community or
28:23 number two would those be helpful to add
28:25 as policy um that's a good question I
28:28 will definitely take a look at the
28:32 okay um and then definitely interested
28:36 in the environmental board's
28:37 conversation about essentially what
28:40 happens if we don't if it's cost
28:42 prohibitive to have the sewer uh
28:44 extension so um the comment there was
28:48 that staff was
28:49 investigating
28:52 that I I couldn't figure out if that was
28:56 from when that conversation was
28:58 happening or if that's updated so are we
29:01 still investigating what alternatives to
29:03 that would look like or have we had some
29:05 more time
29:06 to um I think we've looked at a few of
29:09 the locations to make sure that there
29:11 isn't a major roadblock um but not all
29:15 the locations been
29:19 verified okay
29:24 thanks um I just have a couple and
29:26 they're really easy ones so a lot of our
29:28 our policies are really driven by and
29:30 based on King County's um uh Board of
29:34 Health um Direction and guidance uh the
29:37 code revisions are yeah okay yes and
29:40 then one of the things you mentioned as
29:42 next step is to collect and respond to
29:45 comments on the draft plan what is the
29:47 process that we're using to um solicit
29:50 and collect um comments and input from
29:55 from externally that is an excellent
29:57 question my consultant is managing that
30:00 portion of it so I don't have that
30:02 answer that was a punch right yes it was
30:05 okay um yeah um and we don't have to do
30:08 it here but um when you guys do get that
30:10 together at least send it out to the
30:12 committee an email would be be fine but
30:14 I think everybody would like to know
30:15 kind of how that's that's going to be
30:17 handled okay um you don't have you good
30:22 all right um well as I mentioned earlier
30:24 we would uh we take a break or a pause

31:11 sewer well my lot the edge of my lot my
31:14 house is way on the other side I'm not
31:16 sure how far 200 feet actually is um and
31:20 the where the sewage exits our house
31:23 currently is on the very far side of our
31:25 house and to get to to the existing line
31:29 we would have to trench through a bunch
31:32 of like really old fabulous trees so I
31:35 just wonder what kind of
31:37 like balance is being taken into account
31:40 for people with situations like that
31:42 because I wouldn't think you want to
31:43 wipe out trees just to you know tunnel
31:47 into sewer so no I mean I think our goal
31:50 is to make sure that we we work with the
31:53 every property owner that we can um
31:56 again we we're not forcing an extens a
31:58 connection we're providing the
32:00 opportunity and only in areas where
32:03 that's you know risk of flooding is high
32:06 so right next to the creek it's not
32:07 going to be higher up on on the hillside
32:10 that would be uh on the the residents to
32:14 decide if they want to

32:59 have to install a new that's correct

33:03 who's the funding coming from can the
33:06 city you know got the fund to apply for
33:11 help the

34:22 those couple of questions we have
34:25 from from the administration um so does
34:30 the council agree with the proposed
34:31 policy statements and do we agree with
34:32 the proposed changes to title 13 and
34:36 16 council member D Michelle you want to
34:40 first yeah thank you uh thanks Matt for
34:43 the uh this has been a really
34:45 interesting process to see how um the
34:48 original proposals have developed over
34:50 time and also to understand what a long
34:53 process we still have to go until these
34:55 are approved um but uh yes generally I
35:00 um support um what you're plan what
35:04 you're proposing to do um I had very
35:07 similar my only question or concern
35:09 would be you know how are we notifying
35:12 people about the the need for
35:15 inspections and monitoring and the other
35:17 one is uh restaurant owners that are uh
35:21 impacted by the fog requirements and so
35:24 um and I'm sure that that will be worked
35:27 out that's that's not really in the
35:29 scope of a of the code or anything else
35:32 but as a city uh we want to be sure that
35:35 we're treating our property owners and
35:37 our restaurant owners and so forth um so
35:40 that they uh can
35:42 plan when they're going to be able to
35:44 comply so so that would be my only
35:47 concern um there was something in uh the
35:50 whole documents that you sent us about
35:53 um mobile I it doesn't really say mobile
35:56 food trucks and I wasn't quite sure um I
36:00 don't know if you want to clarify that
36:01 for me but I was just wondering are they
36:04 going to be subject to the same grease
36:08 uh what do you call that detention
36:11 systems um and how how would we monitor
36:14 that um and the what I was reading did
36:18 not say food trucks so I wasn't even
36:20 sure that we were talking about uh
36:23 mobile food providers but that was a
36:26 very small item and you can get back to
36:28 me at some other time if you want to
36:31 yeah and uh we could talk about about it
36:34 because it's a a very small item in a
36:38 large package so um we have talked about
36:41 that one specifically so um
36:45 that originally was going to be on the
36:47 on the docket to in be included in a
36:50 code revision it did include mobile food
36:52 vendors such as food truck uh and it
36:54 wasn't the grease trap but it was at
36:56 least least having a grease management
36:58 plan so maybe a a a mobile grease
37:01 Interceptor or or way that they weren't
37:04 the verify they weren't discharging
37:06 directly to the the storm system but
37:08 direct were discharging to sewer um
37:11 right now we don't have capacity in from
37:14 a staff Staffing level to manage another
37:16 program um we wanted to put it in policy
37:19 so that way we have the opportunity in
37:20 the future to uh manage it once we you
37:24 know as we continue to grow so wanted to
37:26 make sure it was a priority but we don't
37:28 have a system in place a program to
37:31 really identify it yet okay thank you
37:34 would would that be something um like
37:37 the King County Health Department when
37:38 they go out and do inspections like for
37:40 S days and we know all about that at
37:43 quanis so uh is that something that we
37:46 could get King County to do the
37:47 monitoring for us or through the Public
37:50 Health Inspectors or uh is it something
37:53 that if we set the policy we have to do
37:55 the monitoring of it as as well that's a
37:57 good question it's it is been discussed
37:59 on a regional level that was another
38:01 reason why it's been tabled because a
38:03 lot of the cities are trying to figure
38:04 out what to do with with mobile vendors
38:07 um like even uh coffee shops and and uh
38:12 yeah food trucks that just come in the
38:14 city and come back out so we don't have
38:15 a great answer yet for
38:17 it um but it would proot most likely
38:21 Fall on City staff to do the program in
38:24 whatever form that that shapes out to be
38:27 um but we're we're really just focused
38:28 on at least having a policy in place so
38:31 we can manage it in the future and be
38:34 proactive in at least seeing that as an
38:37 important step that we want to I really
38:40 appreciate that approach thank you so
38:42 much and and again uh what you've come
38:45 here with tonight yes I agree with all
38:48 of the proposed change so thank
38:50 you great

38:55 thoughts sure just to say yes I think
38:58 the policies for the cop plan and for
39:00 the Sewer Master Plan are well written
39:03 and meet all the goals that were laid
39:04 out um I also think that the changes to
39:07 IMC it's 13 and 16 right yeah seem also
39:12 u in that same space um I do think that
39:15 there's lots of concerns though around
39:17 costs
39:18 so wherever costs exists number one and
39:22 it seems like that's already being done
39:23 and showing up in many of the policies
39:25 here or at least in the environmental
39:26 board discussion you trying to find
39:28 opportunities for Grants um that we can
39:31 connect people with are is important um
39:33 I don't know if the city has ever
39:37 considered putting aside a small fund or
39:40 a matching fund for homeowners to be
39:41 able to apply for for some of these kind
39:43 of Big Ticket conversions I don't know
39:45 necessarily how I would fall on that
39:46 though I the city can't can't assist
39:49 with every requirement that we give out
39:51 in the community and that's just part of
39:52 our role as as city government too but
39:54 it might be something the administ ation
39:56 considers and maybe have a conversation
39:58 about that down the line as well um and
40:00 I and then I do think that um it we
40:03 could benefit from adding something
40:05 about um technical assistance you know
40:07 we provide businesses that kind of
40:08 technical assistance to connect them
40:10 with resources in the region um as
40:12 needed um it seems like maybe calling
40:15 out um a policy around technical
40:18 assistance for homeowners to be able to
40:20 understand who in the market can help
40:22 them make these kinds of conversions if
40:23 they want to as well um and then um
40:27 public education potentially those two
40:30 things adding those policies as well but
40:32 otherwise I thought um you did a good
40:35 job with the policies and everyone else
40:37 who helped out with you there thank you
40:38 very much and thank you for capturing um
40:40 public comment so thoroughly from all
40:42 the steps that we've had along the
40:44 process and also the long narrative of
40:46 the environmental board conversation so
40:48 very
40:51 helpful
40:53 great I think I'll answer the question
40:55 first I think uh the policies are fine
40:57 but I did want to just do one editorial
41:00 here um it's around the the few things
41:05 that historians say have really uh
41:07 enabled uh human beings to civilize and
41:10 one of them is the sanitary sewer and I
41:12 think we take it for granted but it is
41:14 one of the most significant things um
41:16 from both a civilization but from a
41:19 public health perspective
41:20 maintaining a
41:22 working
41:24 integral sewer system is so important so
41:27 I I appreciate that we're we're trying
41:29 to get ahead of this I recognize there's
41:31 there's um things that we're going to
41:33 ask people to do so we can maintain that
41:35 sewer system but I really appreciate the
41:37 work that you all have put in to making
41:39 this come together so thank you um I we
41:42 still got a little bit of road ahead of
41:43 us before we can uh can approve this but
41:46 I'm I'm anxious to see what feedback we
41:48 get from um from the public from from
41:52 King County and then ultimately from the
41:54 Department of
41:55 ecology um
41:57 do we need to do anything with this at
41:58 this time or is this now um you've got
42:02 kind of direction from us and now it's
42:04 it's taking those next steps forward
42:06 into the this quarter and into next year
42:09 with the the larger approvals is that
42:11 kind of where we're going that's correct
42:12 yes okay so we're we're not bringing
42:14 this back to full Council until sometime
42:17 June June time frame that's correct the
42:19 goal is to have it for the forall
