The City of Issaquah Street Standards are adopted by reference by Issaquah Municipal Code 12.04.010. The City Council last adopted the Street Standards at the Regular Council meeting on December 6, 2010 (AB 6187 beginning at page 11). The Street Standards provide guidance for design and construction of municipal streets, private streets, and public and private parking lots within the City of Issaquah. They are founded in City policy, codes, and standards of industry practice for transportation engineering design and construction.

1:27 police department Casey Allred he's been
1:29 with King County for the last 14 years
1:31 and we're very lucky and fortunate to
1:33 have him with us he started on July 5th
1:35 and he'll be with us hopefully for a
1:37 long time so I'll let Madame mayor swear
1:40 him in

2:52 um I really uh look forward for this
2:55 opportunity right I um I told when I
2:58 came in through the interview process
3:00 with Chief Shawan that uh there was a
3:03 different atmosphere and a different
3:04 feeling when I walked immediately when I
3:07 walked in through the door of of the
3:08 Issaquah Police Department I could
3:09 immediately feel it you know I came from
3:11 King County and it was just definitely
3:14 um a different feeling right it felt I
3:17 told her I actually felt more like home
3:19 I was born not born I was raised in
3:22 Bothell for most of my life and so it
3:25 reminded me a lot of home right and and
3:26 the community and right before we were
3:28 coming here I was just standing there at
3:30 our break room looking out the door and
3:32 there's
3:33 um this beautiful park that kids and the
3:35 community and families uh playing at and
3:39 um it just felt right and so I look very
3:42 forward to being here for a very long
3:44 time and being able to create and and
3:47 build great team and be a part of
3:49 already a great team there it is of
3:51 course so thank you so much for for this
3:53 and this opportunity
3:56 we're just going to take a couple minute
3:57 break from our meeting and do a few

6:57 we're back and the next item of business
6:59 is id1469 the independent salary
7:02 commission findings and I'd like to
7:04 invite salary commission chair John
7:05 Trager and commission member Victor
7:07 Bellow to make an informational
7:09 presentation
7:11 welcome gentlemen
7:15 good evening I'm John Trager
7:18 the commission chair also former council
7:20 member in the city and other roles and I
7:24 just wanted to introduce some of the
7:26 members
7:27 and say that it was a really good group
7:29 a lot of people in the on the commission
7:32 haven't done a lot yet in the city but
7:34 they will
7:36 um it was fun to work with them and see
7:40 people show their interests in how
7:42 actually we do business how the city
7:43 actually works
7:45 so uh Victor Bello here will be doing
7:48 the presentation and online we have well
7:51 over here in the audience we have Linda
7:54 Bailey and online is Henry Farber
7:58 and and not here but also made your
8:00 contribution from jogo denzu yep so uh
8:04 it took a lot of their time to do it a
8:06 lot of them have business travel and
8:07 they still made all the meetings it was
8:09 a really good group so
8:10 here you go Victor
8:15 thank you
8:16 um well as John mentioned a lot of time
8:20 we've spent uh reviewing uh since our
8:23 first meeting in April we started
8:25 looking at all the data that the
8:29 administration provided for us thank you
8:30 so much we couldn't have done it without
8:32 them and we you know reviewed all this
8:34 data to determine what the right course
8:36 of action would be
8:37 um and uh
8:39 we use the comparable data from
8:41 neighboring cities in total where 12
8:43 cities that we looked at from 22 000 to
8:45 153 000 residents
8:48 um and we looked at their salary
8:50 structures stipends uh benefits and any
8:53 other data to better inform our approach
8:55 and
8:57 um yeah after weeks of discussions we
9:00 arrived at um next slide please we
9:03 arrived at the following
9:06 um we decided uh that an increasing
9:09 salary was needed for council members
9:11 from the current of 12 uh 50 per month
9:14 or 15 000 a year
9:16 um to a new salary of 1700 a month or 20
9:19 400 a year uh which would go into effect
9:22 in August first the stipends for both
9:26 Deputy Council uh president and council
9:29 president uh was unchanged and it would
9:32 continue to be 800 and 200 respectively
9:35 um once the new salary is going to
9:37 affect at the beginning of um next month
9:43 the
9:45 next slide please
9:48 another thing we looked at was all the
9:50 benefits that we were able um to provide
9:53 or that were being provided for the
9:54 council
9:56 um the benefits that were unchanged and
9:59 still remain
10:00 um as part of our findings which are not
10:03 only from the 2015 commission that
10:05 preceded us but before then even was
10:07 that the council members are still able
10:09 to apply to the optional home internet
10:11 stipend
10:13 um the public employees retirement
10:14 system as well that retirement program
10:16 is um also available for selected
10:19 officials which is again optional but
10:20 they're able to continue to apply for
10:22 that
10:24 um varians Birdman the reimbursement
10:26 program under the council expenditure
10:28 policy is available as well
10:31 um which are to our findings we found
10:33 that it's not very much used but we
10:36 encourage the council to use it more and
10:40 then we will continue to uh the the city
10:42 will continue to provide the equipment
10:44 as they do today with computers and
10:46 phones for cdb business and software as
10:50 needed
10:51 um next slide please
10:53 then we also looked at some new benefits
10:56 through our process we saw that um one
11:01 of our biggest
11:02 points of conversation and discussion
11:05 laid about removing deterrence or
11:09 widening the whole availability of
11:12 citizens that wanted to participate but
11:14 were not able to because of
11:18 potentially uh you know economic reasons
11:21 um other factors so we looked very
11:24 closely at that and we looked at that at
11:25 what other types of benefits we could
11:27 provide to help us quote unquote widen
11:31 that pool of of candidates or applicants
11:33 too
11:35 form service for the city we saw
11:38 um that through that process we arrived
11:41 at the following benefits
11:43 um that would be provided which one is
11:45 life insurance policy fifty thousand
11:48 dollar policy that goes into effects on
11:49 January 1st 2024 we have the low-income
11:53 stipend for Council Members
11:55 um that fall under the 80 area median
11:58 income for King County and wishes to
12:00 apply for it they will receive a stipend
12:03 of 350 dollars per month to help
12:06 them in any way it can I'll also going
12:09 into effect on January 1st 2024 and then
12:13 the optional enrollment into the cities
12:16 457 the third Compensation Plan
12:19 um which will match up to 200 per month
12:22 also going into effect on January 20th
12:25 on January 1st 2024.
12:28 um those are the new benefits that um
12:31 the commission has
12:32 um found in applied for in our report uh
12:36 next slide please
12:37 the another consideration that we um
12:40 took seriously and something that we
12:42 talked about widely since the beginning
12:45 was a cost of living adjustment
12:48 um one of the um
12:51 uh the aspects that was most uh
12:54 discussed and debated about was
12:57 will this be a deterrent for Council to
13:02 call on the next
13:04 um commission right we have seen
13:07 historically that it gets delayed the
13:11 2015 commission was 13 years after the
13:14 the previous one ours was eight years
13:17 after we
13:19 um the the biggest debate was will the
13:21 introduction of a cola into the um into
13:25 the salary uh report now extend that to
13:28 even longer
13:30 um you will because more on our
13:32 considerations but the what we landed on
13:34 was that we were going to provide this
13:36 new benefit and it will be um tied to
13:39 the same rate increase as the
13:41 non-represented employees year to year
13:43 right and the consideration is that it
13:46 would be zero if the adopted cdy FTE
13:50 count or a full-time employee count
13:53 Falls below or matches 2.5 percent right
13:57 if it's below to 4.5 percent of this
14:00 previous year the cola gets frozen for
14:02 that year and doesn't have uh doesn't
14:04 get applied
14:06 um and the effective date for this
14:08 benefit would be January 1st 2025. so we
14:12 would have an increase in August 1st
14:14 that would be this whole thing until the
14:16 end of 2024 and then come 20 21st the
14:20 caller gets apply the same as the um
14:23 non-represented employees for the city
14:26 um as long as fde had candles and fall
14:29 under 2.5 percent
14:31 then
14:33 next lightly
14:37 the then uh to do a recap of the
14:40 effective dates of our findings is on
14:43 August 1st they increased uh comes into
14:46 effect as discussed earlier
14:49 um for all council members on January
14:51 1st 2024 the new benefits come into
14:55 to play the life insurance benefit uh
14:57 the option on stipend for a low income
14:59 uh members as well and the optional 457
15:02 match
15:03 um also going to effect and then a year
15:05 later in 2025 January 1st 2025 the cost
15:09 of living adjustment gets applied
15:11 alongside all the um
15:15 represented employees and then
15:19 next slide please
15:21 now during the course of our discussions
15:23 the commission also touched up some
15:26 topics that fail outside of their
15:29 responsibilities under the IMC 290
15:32 um and we but we uh even though we had
15:36 conversations on it we wanted to bring
15:38 them as recommendations
15:40 um the uh the first one is for the city
15:43 council to convene and a salary
15:45 commission
15:47 um every four years specifically in
15:51 outnumbered years this is to provide
15:55 some really relief to the the the
15:58 pressure on the administration to
16:00 support this commission alongside the
16:02 biennial reports and other items that go
16:05 into the um even years right
16:08 um so that's our first recommendation
16:11 um and don't let the again going back to
16:14 the cola don't let that uh you know
16:17 delay the information because we still
16:19 want the participation from the public
16:21 and review as it happened with our uh
16:25 commission to
16:27 um still have a a you know
16:29 a review of of the salary for the
16:32 council
16:34 um then the um the next recommendation
16:37 is for uh an earlier formation uh date
16:41 for the future commissions we got called
16:44 um to order our first meeting was in
16:47 April and it gave us ample time to
16:50 review the data but not to bring things
16:52 into effect more in line with the rest
16:54 of the administration's processes
16:57 um so that would also be a a good thing
17:01 for
17:02 managing the
17:05 as things go into effect right and then
17:08 lastly the commission recommends that
17:09 the equity boards work plan includes a
17:12 touch Point prior to convening the next
17:15 independent salary commission
17:16 specifically as we were discussing
17:19 through all of our um our findings and
17:22 looking at all the data and talking
17:23 about the low-income stipend and how can
17:26 we again widen the pool or bring more
17:30 people underrepresented into serving our
17:33 community how has our work in this
17:37 commission and our findings uh
17:40 made an impact so we want someone in the
17:43 equity board in this case would be a
17:45 good um overseer and figuring out how
17:48 that has been impact wasn't for the
17:50 better was it for the worst and having
17:51 that information
17:52 provided for the next commission to also
17:55 evaluate and take into consideration as
17:57 they complete the work that we did as
18:00 well
18:03 that's it that concludes my portion and
18:06 you know we'll provide some closing
18:08 comments and more
18:11 thank you uh Tina Eggers City Clerk or
18:14 sorry not today
18:16 staff liaison to the sister city or
18:18 sorry sorry commission I'm just all
18:20 tongue tied tonight I do have to tell
18:22 you that it was a great commission to
18:24 work with
18:25 um again it's an independent uh body uh
18:29 who a decision goes into place so
18:32 they've given us a a good report and
18:36 good instructions so I'm just really
18:39 pleased with um with a group that we had
18:41 I can let you know that we did
18:43 incredible Outreach despite the few
18:46 numbers that you saw in our room or that
18:48 provided a public comment we did hold a
18:50 public hearing uh we we do know that
18:53 there was interest in observing our
18:57 online information and that our touch
19:00 points on our website were high so I
19:03 just want you to know that people were
19:04 paying attention there is a mechanism in
19:07 place if the public feels differently
19:09 about the decisions that the commission
19:11 made and that certainly is going through
19:13 a referendum petition process and so the
19:17 public has 30 days to go through that
19:19 process
19:20 submit valid signatures that would that
19:23 deadline would be July 21st to file that
19:26 with a city clerk and then it would go
19:28 before the voters if the signatures were
19:31 valid
19:32 in November at the general election the
19:35 salary compensation package would freeze
19:39 until the decision of you know until a
19:42 vote was made by the people
19:43 I can tell you in my 30 years as uh as
19:47 in local government I've worked with two
19:49 referendums in the past so I would
19:52 they're rare and I suspect that if it
19:54 was something that was coming we would
19:56 have we would have had more uh females
19:59 or Outreach or public comments along the
20:01 way but just wanted again say thank you
20:04 and we can we're happy to answer
20:06 questions yes well team thank you for
20:09 your support Tina of the salary
20:11 commission excellent and Victor I can't
20:13 really believe you haven't been up here
20:15 doing this all along that was fabulous
20:18 um I personally am so excited that we
20:21 were able to get members from our
20:23 community that are not familiar faces to
20:26 me and I've been volunteering like John
20:28 for over 30 years so this is quite fun
20:30 uh questions uh Council oh council
20:33 member D Michelle council member marts
20:36 oh uh do you have a question let's go
20:38 with a question and then I'll come back
20:39 to you
20:41 thanks
20:42 uh what was the methodology that was
20:44 used to arrive at this number
20:48 the the base salary yeah the 1750 versus
20:52 1250.
20:55 so we looked at all the season uh cities
20:57 in the region uh and we looked at the
21:01 hours that are uh were from a survey
21:04 that all of you actually did on the
21:06 council
21:07 uh which it was the same relatively the
21:10 survey results were relatively similar
21:11 to last time uh and then we just so we
21:14 looked at you know the size of the city
21:16 uh the type of City we are as a
21:19 full-service city as opposed to smaller
21:21 or contract cities and so the scope of
21:23 work and that kind of thing and pulled
21:25 all that together and to come up with a
21:27 number that made sense
21:31 relative to the amount of workload
21:33 that's involved
21:34 okay um I guess the reason I'm asking is
21:37 the last time we did this we sort of had
21:39 a philosophical idea which is we want it
21:41 to be about a third from the bottom
21:43 right we want it to be below the mean
21:46 um for comp cities and I'm just
21:49 wondering if we had a a philosophy like
21:51 that in coming up with this number
21:52 because I've always felt looking back at
21:54 the last one it was very easy for me to
21:56 explain to the public if somebody came
21:58 to me and said you know why do we pay
21:59 you what we pay you it's like no no no
22:00 no we're you know we're a bargain
22:02 compared to a lot of our neighbors I
22:05 think that's still true actually so from
22:07 what we're looking at it's a mid-pack at
22:09 best and really depends on the type of
22:11 City you look at and how big it is
22:13 there's some of our near neighbors
22:14 they're a lot bigger so like you can't
22:16 really compare Bellevue for example
22:19 but that was our not really a stated
22:22 goal but that as was the result after
22:23 looking at all the data
22:25 yeah um and we another thing that we
22:28 debated greatly was
22:30 um the the the the the salary amounts
22:34 especially when it came to the low
22:35 income stipends as well how far do we
22:37 reach and we had an Administration the
22:39 administration provided us some guidance
22:41 in that effect when we looked at the
22:43 comparable cities in the 12 cities and
22:45 where we where we landed on we were at
22:47 the very bottom like very close to the
22:49 bottom was on the very bottom when
22:51 before our uh well now before August 1st
22:56 I would say
22:57 um and the administration felt like we
22:59 should aim for up above the middle maybe
23:02 maybe top five to
23:04 um and that was before we implemented a
23:07 cola to say okay this will you know
23:09 future proof us for you know the next
23:12 possibly eight years till the next one
23:14 gets uh called but um we one thing that
23:19 we decided to do was
23:21 um every member looked at the numbers
23:23 independently and brought their their
23:26 view in place everybody used their own
23:28 methodology I went with a very
23:31 mathematical formula with all the
23:33 numbers and came up to a number and it
23:35 was surprising that everybody came to
23:37 the table very close within a couple
23:39 hundred dollars from each other and then
23:41 sort of discussions we arrived to what
23:43 you find there today which puts us about
23:46 the middle of the pack and actually we
23:48 decided to lower
23:52 to um not reach as far so that we could
23:56 have more impact as well on on the rest
23:58 of the um uh benefits as well right so
24:01 there was a it was very a balanced
24:04 approach that we had thank you so much
24:06 that's a really that's a very helpful
24:09 answer

24:13 thanks so what was the rationale for
24:15 doing the compensation change in August
24:18 and the rest of the benefit changes uh
24:20 first of next year
24:22 I don't have a problem with it I was
24:23 just curious why why you did that
24:25 I'll take a stab at it and then she can
24:28 take a step of me if I get it wrong
24:30 um because uh once the commission has
24:32 the findings it is effective essentially
24:34 immediately
24:36 and it just made sense on that timeline
24:39 but then the rest of it came in because
24:42 of the benefits cycle for the city so it
24:45 was we didn't want to create a hardship
24:46 for implementation for the city staff
24:49 so that's why there's kind of the broken
24:51 out timeline

25:03 you to know I'm thrilled with these
25:04 recommendations and I really want to
25:06 focus in on the low-income stipend
25:09 because I I thought I heard that we were

25:16 actually offering this so we are leading
25:19 the way in our region in terms of
25:22 offering this uh stipend I um I very
25:26 consciously did not watch deliberations
25:29 except for the last deliberation
25:34 um and I wanted to thank Jamie longgori
25:38 I believe is her name who came and gave
25:40 very moving testimony about what it
25:44 means to her
25:45 and her support for the low-income
25:48 stipend but also the support for the 80
25:51 Ami which which you very kindly adopted
25:54 so thank you so much
25:57 um and Jamie is exactly the kind of
25:59 Resident we would want to encourage to
26:02 run for Council and someone who shared
26:05 her lived experience of of wanting to
26:08 run and having Financial barriers to to
26:12 that dream so hopefully we are opening
26:15 the doors to more people who have an
26:18 interest in serving in the capacity of
26:20 the city council and I thank you from
26:23 the bottom of my heart for taking that
26:24 on and for a really excellent
26:27 discussions and very thoughtful
26:29 recommendations that you came back to us
26:31 with so thank you so much thanks to

29:59 the for being here uh I had three
30:01 thoughts I want to share my five minute
30:03 time limit so I'll try to be fairly
30:04 brisk uh the first was a couple weeks
30:06 ago the issue of the community meals
30:08 came up and I don't know that's still
30:10 being worked I just don't have the stats
30:13 or the details to talk about it as far
30:15 as the number of meals that are served
30:16 and the number of people who helped the
30:18 community value I just thought about it
30:20 in the context of remembering you used
30:22 to go through Drive-In which I used to
30:23 do more often drive through I remember
30:25 five minutes five dollar meals if you
30:27 valued that out what what's the cost of
30:29 the benefit I'd like to really see that
30:31 program an opportunity to be able to be
30:33 continued and continued so that's my
30:36 thoughts on that just wanted to share
30:37 that
30:38 uh next stop was on the consent calendar
30:42 item for the
30:45 Issaquah chamber of Congress Commerce
30:47 lease
30:49 I did a brief checking in the Anthology
30:51 Department it's a one bedroom apartment
30:53 cost 2035. two thousand thirty five
30:56 thousand two thousand thirty five
30:57 dollars a month
30:58 uh I know with this contract renewal
31:02 there was a previous Clause that says in
31:05 the next 20-year period there's one
31:07 dollar per year
31:09 there seems to be some incongruence
31:11 between the cost of the benefit for
31:13 running department and the cost of the
31:15 value of the place that the guate
31:17 Chamber of Commerce is getting
31:18 so I would also like to see
31:22 uh Contra contract language remove the
31:25 talks about
31:27 in consideration of the value that the
31:29 Issaquah Chamber of Commerce adds
31:32 I'd like to see that struck from the
31:34 accommodation I know there's a number of
31:38 billions of facilities that the city
31:41 leases to various communities
31:43 if there's going to be a standard policy
31:46 for what those benefits and what those
31:48 benefits should be considered for all
31:50 those that should be considered within
31:51 policy not within the language of a
31:53 contract
31:54 so I would like to see that brought down
31:56 to discuss more in the consent calendar
32:00 third item does it have to and this is
32:02 the one I wanted to kind of talk face to
32:04 face as it does talk about the issue
32:07 that what I feel each of you deserve and
32:10 should be paid for the rule so I want to
32:13 have that kind of face to face just kind
32:15 of show the respect I do have a strong
32:18 respect for
32:19 people who decide to serve it in the
32:20 role that you've stood up for I would
32:23 structure a little bit differently I
32:25 would say 325 dollars stipend per month
32:27 per week
32:29 which comes out to sixteen hundred
32:30 ninety dollars which is in line with a
32:33 pro with what the
32:35 commission recommended
32:40 just from my standpoint
32:42 you and the mayor's office
32:45 work for the city but you face the
32:47 voters and the people that you represent
32:48 and I think it's a little bit egregious
32:51 for the administratively handle
32:54 the salary increases at three percent of
32:56 the same rate
32:57 so I would like to see that issue
33:00 Struck from the bond and I'm not
33:02 prepared to go submit a petition and go
33:05 gather signatures have that done but I
33:06 just want to share that that's
33:08 not from a lack of respect from your
33:11 efforts or your contributions but it's
33:12 the fact that I believe each of you face
33:14 people and people through a salary
33:17 Commission
33:18 you'd have that finding capability I
33:20 think the
33:24 various Sports and commissions
33:26 which I think are almost the crowning
33:28 Jewel of the public service government
33:29 are offered a stipend of fifty dollars
33:31 per meeting
33:33 that it keeps the same
33:36 situation is a stipend you I know it's
33:39 hard to
33:40 get a document from the city and have
33:43 hundreds or hundreds of pages you have
33:45 to read through and see how that relates
33:48 tax policy how that relates to zoning
33:51 how that really screw our quality
33:52 there's a lot of things you have to take
33:54 into account consideration I agree
33:55 sometimes I would maybe cast my vote
33:58 differently if I were in your shoes I'm
34:00 not trying to make this political but I
34:02 know there's a lot that goes into it
34:03 thanks for your consideration your
34:05 efforts
34:07 the only the big thing I have though
34:09 with heartburn is
34:11 the three percent annual cost of living
34:13 salary increase that should be the
34:15 determination of the people
34:16 I agree with the
34:19 recommendation of the of this
34:22 commission that looked at this hours it
34:24 should be looked at maybe every four
34:26 years
34:26 on the end of years I'm have no problem
34:28 with that and have regular basis but
34:30 it's the will of the people that should
34:32 be represented and carried forward uh
34:35 just back one other thought on the
34:38 various Sports commission I think are
34:40 the shining example
34:43 I know I started out on the library
34:44 board and that kind of gave me the voice
34:46 to find my place to keep coming back
34:49 keep them back and asking you for things
34:51 that I think should be considered so my
34:53 thanks to all the board and commission
34:54 members for their efforts and for their
34:55 willingness to take the next step and
34:58 keep speaking thank you

35:39 622 the central escrow multimodal I-90
35:42 Crossing project tonight's consent
35:44 calendar includes an action from the
35:46 public works department to initiate a
35:48 planning study many of us have eagerly
35:50 awaited the central escrow multimodal
35:53 I-90 Crossing project
35:54 boy our names are long
35:57 ab8622 this planning study will evaluate
36:00 options and determine the preferred
36:02 location for a new roadway with bike
36:03 lanes and sidewalks to cross I-90 a new
36:06 roadway Crossing will improve Mobility
36:08 by providing a new connection between
36:09 the northern and southern halves of
36:11 issaquah's regional growth Center
36:13 City staff will be coordinating this
36:15 project with Sound Transit as it is
36:17 vital to supporting our future light
36:18 rail station
36:19 the planning study will take two years
36:21 and there will be many opportunities for
36:23 the public to be involved in the process
36:25 I encourage everyone to keep an eye out
36:27 for this Project's coming soon website
36:29 and to stay connected
36:32 I also want to give an opportunity for
36:33 any committee chairs if there are items
36:35 on the consent calendar that you need to

36:47 update on Capital project communication
36:49 this is a follow-up to an item that was
36:52 reviewed by the Planning Development and
36:54 environment committee on March 28th of
36:56 this year and in this follow-up there's
36:59 examples of the city's communication on
37:01 its own city capital projects with
37:04 examples of signage and communication
37:06 materials and videos that have been
37:08 shared on social media for various
37:09 projects around town and this was a
37:12 follow-up to the committee's work and
37:15 then council's adoption of
37:18 of how we communicate especially for
37:22 private projects and so we we wanted to
37:24 make sure that we were also reviewing
37:25 what the city did for its own projects
37:27 and this item gives us information about
37:30 that
37:31 any other committee chairs need to share
37:33 any information before we move to
37:35 consent calendar
37:38 anybody

37:41 Council in advance and if authorized the
37:43 items on the consent calendar will be

38:47 just a minute I'll get my presentation
38:49 loaded up
38:51 and do that
39:21 good evening council members my name is
39:23 John Mortensen transportation
39:25 engineering manager I have a brief
39:27 presentation for you about the street
39:29 standards update
39:32 the purpose of tonight's item is to
39:34 conduct a public hearing to collect
39:36 testimony on the proposed revisions to
39:39 the public works Street standards
39:42 a little background the street standards
39:44 were originally adopted in 2010
39:47 when the council at the time adopted
39:49 them
39:50 there were two types of changes there
39:52 were changes that could be made
39:53 administratively and changes that would
39:55 require Council action
39:58 since then a lot of stuff has happened
40:00 the central Escala
40:03 circulation standards were adopted as
40:05 part of the central Issaquah plan we
40:07 recently completed the mobility master
40:09 plan
40:10 the giant overhaul of Title 18 was
40:13 recently completed and
40:15 we've been working on some Street
40:17 typologies with the mobility and
40:19 infrastructure committee to help
40:21 implement
40:23 the mobility master plan
40:28 as I mentioned before some changes can
40:31 be made administratively as long as they
40:33 are consistent with the wash.design
40:36 manual the Issaquah municipal code for
40:39 landscaping and tree preservation and
40:41 the Issaquah comprehensive plan all
40:44 other changes need to go before the city
40:46 council some examples of that would be
40:48 if we wanted to change the
40:52 design criteria for a retaining wall or
40:56 if we wanted to change the typical
40:58 sections like what we're doing with the
41:00 three typologies and if we want to make
41:03 exemptions to the Landscaping
41:05 requirement those would all require
41:07 Council action
41:10 the proposal for the proposed group of
41:12 Visions to the street standards
41:16 includes taking items that are from
41:18 Title 18 or that were originally in the
41:21 old Title 18 that were orphaned when the
41:24 new title 18 was adopted those include
41:26 the centralist cross circulation
41:28 facilities
41:29 which we also modified with the street
41:31 typologies Sky Bridges which came in
41:36 we moved straight over
41:38 the street typologies which are new
41:41 Street typical sections to implement the
41:43 mobility master plan
41:45 the traffic signal detection we were
41:49 making a change to go away from Loop
41:51 detectors to radar detectors this is
41:53 something that's we've been doing as a
41:56 way to preserve our pavement but it also
41:58 came out of the its plan that we've been
42:00 working on raising the bicycle level of
42:03 traffic stress requirement to meet
42:07 what's in the mobility master plan and
42:09 some minor cleanup
42:12 the item was presented to the mobility
42:14 and infrastructure committee
42:17 earlier this year we had an in-depth
42:20 discussion on the street typologies and
42:22 that has been incorporated into this
42:24 update
42:25 we also had a more General
42:29 discussion with mobility and
42:31 infrastructure committee to go over all
42:33 the changes and the committee was
42:35 supportive of the changes and most of
42:37 the changes are housekeeping
42:39 the recommendation the administration
42:42 recommends approval of the proposed
42:45 ordinance adopting the street standards
42:47 as presented
42:49 timing and next steps tonight we are
42:52 conducting a public hearing on with
42:55 anticipated Council adoption on July
42:59 24th
43:01 we're currently working on an update to
43:05 the street standards to update our
43:07 traffic signal standards with as much
43:09 technology as goes into traffic signals
43:11 those are
43:12 a lot more out of date and there's a lot
43:14 of more work than we could put into this
43:16 update so we're currently working on
43:18 that
43:20 in 2024 and Beyond things that we are
43:24 working on for the street standards or
43:25 will be working on are standards for
43:28 bicycles at intersections one of the
43:30 things when we talk to the
43:32 transportation Advisory board about the
43:34 street typologies is
43:36 yeah this is great but what about when
43:37 you get to the intersection so that's
43:39 something we're going to be working on
43:40 illumination standards to better
43:42 coordinate with the outdoor lighting
43:44 code in the revised Title 18 and looking
43:49 at ways to implement non-motorized
43:52 projects and ways that we could come up
43:54 with new standards or revised current
43:57 standards
44:00 and that is my presentation
44:02 thanks John I'm looking for any Council
44:06 questions and then I'll move on to

44:17 thank you as I look around at cities
44:20 neighboring cities you can tell certain
44:23 cities have more of a preference for
44:25 roundabouts versus street lights and
44:29 others seem to prefer street lights is
44:31 there any change in how we approach that
44:34 and how we talk about what the different
44:37 methodology might be for choosing one
44:40 versus the other
44:42 the current proposed revisions to the
44:45 street standards do not address whether
44:47 we would go with a roundabout or a
44:49 traffic signal
44:54 did you want to follow up or are you
44:56 fine just wondering if you were
44:58 wondering if it just went that far yeah
45:00 I mean is there is there a better time
45:04 to talk about that or did it just not
45:06 come up is there
45:08 how
45:10 Where Do We Stand maybe on
45:13 that Spectrum
45:16 I'll go with the easy one first but the
45:19 reason why we didn't do it is the
45:21 priority really was incorporating the
45:24 street typology and items orphan from
45:27 Title 18 that we really wanted to get
45:30 that done
45:31 and so we prioritized it knowing that
45:34 the street standards are going to be
45:36 something that we want to update
45:38 annually and as for
45:42 priority between roundabouts and traffic
45:44 signals currently we do not have a
45:47 policy that says we prefer roundabouts
45:49 or we prefer traffic signals we look at
45:51 it more on a case-by-case basis
45:53 if the council desired to have us put
45:57 together a policy that's something that
45:58 we could look into though
46:01 thank you just curious you on the pro
46:04 around about the amtu roundabout train
46:06 I'm on the pro roundabout train as long
46:09 as we can make it pedestrian say right I
46:12 think it slows down traffic it provides
46:14 local access which we've talked a lot
46:16 about which I think is important
46:19 but I also I also want to have standards
46:23 and something that helps us make
46:25 effective decisions and understand why
46:27 one might be better than the other in
46:29 different areas so
46:32 were there additional questions

48:24 danger pedestrians trying to cross East
48:27 Sunset way when we have huge semi trucks
48:30 coming down at US Trucks aren't supposed
48:32 to be in the city they're cutting
48:33 through from Isabel Hobart to 90 and as
48:37 they're leaving Second Avenue they're
48:39 grabbing gears so by the time they get
48:41 to that crosswalk that I might be
48:42 standing in they can't stop I've run
48:45 into it once by myself but once was
48:47 enough because my dog was in front of me
48:50 it's worse coming down the hill where on
48:52 Thursday around 10 30 we heard a jake
48:54 break that was fun none of us could talk
48:56 on the phone I'm in a tall building and
48:58 all my neighbors were like what the heck
49:00 was that
49:01 a trucker coming down 90 couldn't stop
49:04 it at second fast enough
49:07 and use the jake break I didn't even
49:09 know what that was but you know it when
49:11 you hear it my concern is not just
49:13 pedestrians and what's happening with
49:15 these trucks is that the bicyclists
49:18 coming off the arena Trail and trying to
49:21 come up second or I'm sorry Sunset to
49:23 get to the next Trail that's around 90
49:26 where the cutover is
49:28 they are there's no it's all rocks on
49:32 the side so they literally have about
49:33 this much space between the white line a
49:36 semi truck and gravel
49:39 we need a bike plan so I heard you
49:41 mentioned bikes and that's why I thought
49:43 I'm going to step up because I've been
49:44 I've been um sending my complaints
49:47 through the right place for the trucks
49:49 because
49:50 I don't like the trucks but when we talk
49:52 about bicycles
49:54 it's a main route for them I'm not a
49:57 long distance cyclist but you see these
50:00 guys come in and gals coming up East
50:02 Sunset they're already struggling but
50:04 there is an incline there if you walk it
50:06 it's an incline trust me but they're
50:08 trying to get up to that path and
50:10 there's no room for them it's really
50:13 scary to see that and then when we've
50:15 got the trucks in play in there
50:17 well you know how I feel about that so

51:55 salmon in Lake Sammamish that actually
51:58 don't go out to the ocean they live
51:59 their whole life cycle in Lake Sammamish
52:02 and then the surrounding creeks and so
52:05 um their conservation is very important
52:07 and the staff of this group are
52:11 recommending a relatively modest
52:12 increase in the contract as well as a
52:15 twenty thousand dollar buffer to
52:17 potentially cover additional costs that
52:19 come up over the next year and then they
52:21 would use that as a carry forward if it
52:25 wasn't used so the difference in the
52:27 approved budget for 2024 versus what was
52:30 already previously approved by the Ila
52:33 was is seven thousand dollars for
52:35 Issaquah abortion which you know in our
52:38 conversation in this committee is
52:41 it's very important that we can serve
52:43 these salmon and
52:45 I would strongly recommend that we go
52:47 with the staff's recommendation the
52:50 recommendation will allow continuation
52:52 of a captive broodstock effort that the
52:54 technical team feels is important and
52:56 helps keep the population numbers up and
52:59 so a number of us on the committee
53:03 um said that we would take this
53:05 recommendation to our councils and if
53:07 there's no objection then we will
53:08 respond back to the Ila staff that we
53:12 will we we confirm we would confirm the
53:15 staff's recommendations to do this
53:17 increase
53:18 um so if there are no objections and if
53:20 you do have an objection then please let
53:22 me know it go to the order but if there
53:23 are no objections from my fellow council
53:25 members then I will be confirming that
53:27 budget adjustment so this committee only
53:30 meets like a few times a year or as
53:32 needed and there's no additional meeting
53:34 set at this time for the Kokanee
53:37 interlocal management agreement group
53:39 there will be a Kokanee working group
53:42 meeting which is the technical group and
53:44 I will be able to present our
53:47 um our discussion and our recommendation
53:50 to that group
53:53 um additionally there will be a meeting
53:55 of the salmon Recovery Council of Riot
53:57 eight which is our Watershed on July
53:59 20th and there will be no August meeting
54:01 of the Planning Development and
54:02 environment committee that concludes my
54:04 report thank you councilmember Ray thank
54:07 you mayor Paulie the uh Council mobility
54:09 and infrastructure committee is meeting
54:11 tomorrow at 6 30 here in Chambers uh we
54:15 have a an item on the agenda it's ID
54:18 1444 the Metroflex on-demand Services it
54:21 ought to be a fascinating discussion
54:23 we're looking forward to it and that
54:24 concludes my report thank you councilman

54:29 cities Association public issues
54:31 committee will be meeting on-site not
54:33 remote uh we do that quarterly this
54:36 Wednesday July 12th at 7 pm in uh

54:45 there's no action items but there's a
54:47 bunch of sort of Round Table information
54:50 sharing uh salary setting processes for
54:53 cities we're going to be sort of sharing
54:55 uh timely uh conversation affordable
54:58 housing committee Charter review
55:01 um at pick members will be asked for
55:02 input to support the ongoing work by SCA
55:04 Representatives serving on the
55:06 affordable housing commission you have
55:07 the opportunity to share efforts
55:09 underway in their communities to address
55:10 the affordable housing crisis and then
55:12 the third sort of Roundtable
55:14 conversation is Regional Emergency
55:16 Management coordination asking basically
55:18 how it's done
55:20 what Emergency Management topics would
55:22 you find useful uh has your jurisdiction
55:25 sought state or federal Disaster
55:27 Assistance Etc and uh on all these
55:29 topics I've gotten input from the
55:31 administration to support the
55:32 conversation
55:33 then so let's pick then Council services
55:37 safety in Parks uh we'll be meeting on
55:40 Tuesday July 18th at 6 30 pm here in
55:44 Council it is a follow-up discussion
55:46 regarding broadbed internet and uh the
55:49 role in the city of uh basically
55:52 communicating policy and things that the
55:54 community folks can do to optimize their
55:58 internet access this concludes

56:04 Eastside fire and rescue board of
56:06 directors is this Thursday at 4 pm at
56:08 our headquarters on Newport Way most
56:11 noteworthy on our agenda is a review of
56:13 our new contract for fire services with
56:14 the city of Mercer Island so
56:17 um if you have any questions about that
56:18 please let us know we have not heard
56:21 back yet about our response to the RFP
56:23 from Duvall fire district so that still
56:25 in the works but after this Thursday our
56:28 next board meeting won't be until
56:30 September we're taking a little summer
56:31 break for the month of August

56:39 um the Puget Sound Regional Council
56:41 growth management policy board met on
56:44 July 6th um pretty short we received a
56:47 presentation from the Department of
56:49 Commerce on their middle housing Grant
56:52 and the next meeting is scheduled for
56:55 August 3rd No Agenda released at this
56:57 time and then I also wanted to mention
56:59 that last week Deputy council president
57:02 Hull City administrator Bob quits and I
57:04 met with the Issaquah school district
57:06 superintendent the school board
57:08 leadership as we do quarterly they asked
57:11 for a little bit of information on our
57:14 comprehensive plan planning and we also
57:18 had staff there from the Community
57:20 Development Group to talk about growth
57:23 projections and what that might mean for
57:25 school facilities they're still trying
57:28 to figure out what their growth
57:30 projections are given what we have seen
57:33 in recent years with some declines in
57:35 enrollment and then we also men
57:37 mentioned and brought up what we had
57:40 heard from
57:41 the Arts commission members and other
57:43 members of the community who are looking
57:45 to use school facilities
57:48 by the community use and one of the
57:52 things they did mention to us was
57:54 they're having trouble getting a
57:57 um a staff person on hand to run their
58:01 theater and so that is one of the
58:03 reasons why they're having issues but
58:05 we're going to continue working through
58:07 that and then also be able to message
58:08 out to the community about what that
58:11 issue is and who they should talk to if
58:13 they do want to use one of those
58:15 facilities and that concludes my report
58:18 cute the next item is the mayor's report
58:21 starting up top the executive session
58:24 that was initially scheduled for
58:26 tonight's meeting has been rescheduled
58:27 to the July 24th city council meeting
58:31 the sister the cities sister cities
58:35 commission is working on travel details
58:37 for a small delegation to travel to
58:39 Morocco this year approximate travel
58:42 dates are September 10th through 20th
58:44 2023 travel to sundal Norway is
58:47 anticipated in 2024. I'm very excited to
58:51 be part of fostering these important
58:52 relationships renewing arts and culture

59:25 the concerts on the green present free
59:27 family-friendly family-friendly concerts
59:30 in a beautiful outdoor setting on the
59:31 Issaquah Community Center Green
59:33 Series starts tomorrow and continues
59:36 through the last Tuesday in August and
59:37 concerts run from 7 to 8 30. Spectators
59:40 often start Gathering as early as 6 PM
59:43 for the community picnicking
59:45 and there is a restoration work party at
59:47 the at the high school Trail so join the

1:00:15 is the 2024-2029 capital Improvement

1:00:23 um we discussed this it was in the
1:00:26 agenda I wasn't going to read the entire
1:00:28 two-page document but basically it was I
1:00:34 tried to highlight in the letter which I
1:00:37 have to give a shout out to Susie
1:00:39 monsell our budget manager for doing a
1:00:42 great job of working with me on that and
1:00:44 you know providing a lot of the concepts
1:00:47 there but uh Deputy council president
1:00:49 Hall and I talked about a few things
1:00:51 that we wanted to highlight first and
1:00:53 foremost was just the process changes
1:00:55 from this year versus last year the
1:00:58 criteria that we talked about second was
1:01:02 the incredible feedback from the boards
1:01:04 and commissions wanting to make sure
1:01:06 that we highlighted how important that
1:01:08 was of a change this year but also that
1:01:11 they had feedback
1:01:13 talking specifically about what the
1:01:15 review cycle looks like next time and
1:01:18 whether or not there are any components
1:01:20 of that criteria particularly there were
1:01:22 some around Equity that they wanted to
1:01:25 make sure that we looked back on so that
1:01:27 is memorialized in that letter
1:01:31 um we also talked about how committees
1:01:34 were very useful this was our first time
1:01:36 moving from study sessions but we still
1:01:38 wanted also to be able to have a
1:01:41 conversation about the mix excuse me the
1:01:43 mix of projects
1:01:45 um we also talked a little bit more
1:01:47 about our feedback on potential Revenue
1:01:51 Pro options such as a TBD sales tax and
1:01:54 how everything that's presented in here
1:01:57 is a possibility
1:02:00 that the plan is based on this is not a
1:02:02 budget there are no decisions made on
1:02:04 that and then finally we mentioned that
1:02:06 we did a little bit of tours of three
1:02:09 locations for the CIP and that that
1:02:12 helped us get into some of the details
1:02:15 for projects so that is what is
1:02:17 highlighted in the council president
1:02:19 letter I don't think we need any
1:02:21 approval of that so unless there are any
1:02:24 objections that is going to be added
1:02:27 yeah any questions or comment sense
1:02:31 okay I have a few other things yep I was
1:02:35 going to move into city council travel
1:02:37 authorization yes back to you yeah so
1:02:40 this year's National League of cities uh
1:02:42 annual conference the city Summit is
1:02:45 scheduled November 15th to 18th in
1:02:47 Atlanta Georgia
1:02:50 um registration and travel costs are
1:02:51 estimated at twenty five hundred dollars
1:02:54 uh per the council policy resolution
1:02:57 number
1:02:58 2008-15 Council action is sought because
1:03:01 it goes over a certain dollar value and
1:03:05 so this
1:03:06 um this year for the NLC we have
1:03:09 interest in attending from Deputy
1:03:12 council president Hall council member
1:03:13 hunt and council member D Michelle so I
1:03:16 am bringing this up at good of the order
1:03:17 if there are no objections
1:03:22 um we are going to just mark this as
1:03:24 approved so that the administration can
1:03:26 purchase those tickets and make progress
1:03:28 any objections okay fantastic all right
1:03:33 a few more go ahead okay

1:03:41 um before the council meeting I want to
1:03:42 make sure everybody knows that we have a
1:03:45 dinner with the senior leadership team
1:03:47 and this year's Hall of Fame recipient

1:03:54 um over at Veterans Memorial Park that
1:03:57 we're going to set up an area over there
1:03:59 so I want to make sure everybody
1:04:01 two weeks two weeks don't show up next
1:04:04 week it is with the council meeting yes

1:04:09 um and then uh the
1:04:12 summer employee recognition event is
1:04:14 being held on July 20th we are invited I
1:04:18 emailed just a reminder that if you are
1:04:21 going to attend and essentially want any
1:04:23 of the Famous Ribs you need to RSVP by I
1:04:28 believe tomorrow so make sure to get
1:04:31 your names on there for all of that and
1:04:34 then Deputy council president you wanted
1:04:36 to talk about board and commissions
1:04:39 uh just a reminder we're going around
1:04:41 thinking boards and commissions so if
1:04:43 you'd like to participate um I just
1:04:45 bumped the email back up to the top of
1:04:46 your inboxes with opportunities for this
1:04:49 month
1:04:50 um also just adds up that there are two
1:04:52 boards and commissions I believe the
1:04:53 park board and
1:04:56 Happy's Arts commission that just will
1:04:58 never work with our schedule for Council
1:05:00 meetings so um the council president and
1:05:02 I are going to draft a letter from the
1:05:04 council thanking them for their hard
1:05:06 um and we'll send that around in case
1:05:08 anyone has any thoughts or suggestions
1:05:09 about that also by the end of the summer
1:05:11 if we haven't gotten through all of the
1:05:13 other boards and commissions we'll be
1:05:15 sure to write letters
1:05:17 behalf to them too so they know how much
1:05:18 we've
1:05:19 but again opportunities for this month
1:05:21 are at the top of your inbox

1:05:59 are scheduled one week later than normal
1:06:01 so the second council meeting in July
1:06:04 will occur on July 24th
1:06:06 um the July 24th meeting will be
1:06:08 preceded by dinner and a social
1:06:09 Gathering Outdoors behind City Hall
1:06:11 bordering Veterans Memorial Field the
1:06:13 city council will be joined by the
1:06:15 city's Hall of Fame recipients and City
1:06:17 leadership team
1:06:18 for the regular meeting the anticipated
1:06:20 agenda items include the 2024 budget
