The City and IPSSA began negotiations for a successor agreement in April of 2020. In the midst of this, the City approached IPSSA with proposals to address the financial impacts of COVID-19, which ultimately resulted in one layoff in the IPSSA bargaining unit. Negotiations were put on hold while COVID impacts were discussed, and picked back up again in October. With the 2021 budget approved by Council at the Nov. 16, 2020 Council meeting, the one position laid off in the IPSSA bargaining unit was restored.

Staff report:

King County Jail is a County Jail located in Seattle, Washington serving the confinement needs of agencies within King County. The City contracts with King County to house inmates with acute mental illness or medical needs that generally require around the clock medical care. King County Jail is utilized when the South Correctional Entity (SCORE) Jail refuses an inmate because they either do not have room to house an inmate with acute mental illness or medical needs or if the needs of the inmate go beyond what the SCORE Jail is capable of providing. In 2019, the City housed eight inmates at the King County Jail for a total of 144 days. The City's latest ILA with King County was updated in 2012, and is set to expire at the end of 2020.

Staff report:

The restrictions on business operations due to COVID-19 and outlined in the State's "Stay Home Stay Healthy" proclamation and “Safe Start” reopening plan have caused devastating impacts for many small businesses. As a result of business outreach and surveys, the City received requests from businesses to allow for easing the use of public sidewalks and private property to expand business operations as well as use of temporary signage. In addition, the Mayor's Recovery Task Force identified these items as critical to address business recovery needs. Economic Development staff worked with Development Services staff to develop two proposals to temporarily provide regulatory relief while maintaining accessibility and safety requirements.

22:18 ↗ regarding issaquah trolley and i wanted

22:21 ↗ a community update the trolley is funded

22:25 ↗ through the issaquah history of museums

22:27 ↗ a local non-profit

22:29 ↗ and back in october the issaquah history

22:31 ↗ museums notified the city that their

22:33 ↗ board had made the decision

22:35 ↗ to not to contin to not continue to

22:38 ↗ operate the trolley

22:40 ↗ around the same time there was an

22:41 ↗ application submitted to the lodging tax

22:44 ↗ advisory committee ltc

22:45 ↗ for grant funding to pay the additional

22:47 ↗ premiums for insurance

22:49 ↗ for 2021 trolley operations ltch

22:52 ↗ has one representative from the city

22:54 ↗ council but the board mostly contains

22:56 ↗ members from the hotel and tourism

22:58 ↗ sectors

22:59 ↗ they collect a percentage of the lodging

23:01 ↗ tax and distribute funds through grants

23:03 ↗ to organizations that promote tourism in

23:06 ↗ issaquah

23:07 ↗ the grant to support issaquah valley

23:09 ↗ trolley operations and to cover the

23:11 ↗ increase in

23:11 ↗ insurance cost was approved by issaquah

23:14 ↗ city council on october 19th

23:16 ↗ and is still in place and can be awarded

23:18 ↗ to any non-profit organization

23:20 ↗ that may partner with the trolley

23:22 ↗ committee also in october a few council

23:25 ↗ members and the mayor

23:26 ↗ met with the trolley committee the

23:28 ↗ trolley committee is now exploring

23:29 ↗ options for how to continue trolley

23:32 ↗ operations

23:33 ↗ due to coveted restrictions we are able

23:36 ↗ to work with them on looking at what

23:37 ↗ their options might be going forward

23:40 ↗ since there is ample time to sort things

23:42 ↗ out there are likely several

23:44 ↗ non-profit options available and the

23:46 ↗ ltch grant money is still available

23:49 ↗ a few words about the plastic bag ban uh

23:52 ↗ an issue

23:53 ↗ that fun council will remember

23:56 ↗ was something that the city of issaquah

23:58 ↗ pioneered in the region

24:01 ↗ so i'm just going to add a few comments

24:03 ↗ tonight we are

24:04 ↗ repealing the city's big ban ordinance

24:06 ↗ and as many of you know

24:08 ↗ isafo was a leader in the region when we

24:10 ↗ first passed this ordinance in 2012.

24:13 ↗ our residents were supportive and we

24:15 ↗ partnered with our businesses to make

24:17 ↗ the law

24:18 ↗ successful in fact the city staff

24:20 ↗ visited

24:21 ↗ every single retailer in the city before

24:24 ↗ the ordinance went into effect

24:26 ↗ we also distributed many reusable bags

24:28 ↗ in the city

24:29 ↗ several of which i still love seeing out

24:31 ↗ and about today

24:33 ↗ since we were ahead of the curve many

24:35 ↗ cities reached out

24:36 ↗ for the guidance when they were

24:38 ↗ developing their own ordinances

24:40 ↗ and eight years after the city's

24:41 ↗ ordinance was adopted

24:43 ↗ the state has adopted a statewide bank

24:45 ↗ ban

24:46 ↗ the state law preempts our ban so the

24:48 ↗ repeal of the city's original ordinance

24:50 ↗ is now on the consent calendar this

24:52 ↗ evening

24:53 ↗ the state law is very similar with the

24:55 ↗ biggest change being an increase in the

24:57 ↗ charge for paper bags from 5 cents which

25:00 ↗ the city required to 8

25:02 ↗ cents this new law will go into effect

36:40 ↗ um for any temporary regulatory really

36:43 ↗ or regulatory changes um you you're only

36:45 ↗ allowed to make those changes for up to

36:47 ↗ six months until

36:48 ↗ something uh more permanent happens or

36:51 ↗ the conditions change and so in this

36:52 ↗ instance we are looking at

36:55 ↗ the kitchens of again businesses being

36:57 ↗ able to do business operations

36:59 ↗ um outside on sidewalks

37:02 ↗ in um their private property as well as

37:05 ↗ signage that helps them to let business

37:08 ↗ let customers know where to

37:10 ↗ pick up their take out where to pick up

37:12 ↗ um

37:13 ↗ on uh online shopping and delivery

37:17 ↗ we think is essential for the next few

37:19 ↗ months of covid and so we are

37:21 ↗ recommending to

37:22 ↗ continue this for the next six months um

37:26 ↗ the other thing i wanted to mention is

37:28 ↗ that the uh

37:29 ↗ community yes i'm sorry this is this is

37:32 ↗ tisha i'm gonna have you

37:34 ↗ couldn't you take down your slides

38:12 ↗ agrees to extend it and if any changes

38:22 ↗ be

38:22 ↗ make council aware would they want to

38:25 ↗ continue the regulatory relief

38:28 ↗ to the extension through june 22nd would

38:30 ↗ they want to remove it because the new

38:32 ↗ sign code regulations address it

38:34 ↗ or don't address it so i just wanted to

38:36 ↗ make those two

38:37 ↗ statements up front again we're looking

38:39 ↗ at requesting another six-month

38:41 ↗ temporary regulatory relief for the

38:44 ↗ sidewalk use of sidewalk private

38:46 ↗ property and signage

38:47 ↗ and um you can go to the next slide

38:51 ↗ the first uh ordinance is about the use

38:54 ↗ of sidewalk and private property use

38:57 ↗ so as a reminder we reduced the

38:59 ↗ application

39:00 ↗ process and materials and reduced the

39:03 ↗ time

39:03 ↗ of processing for that for those who

39:06 ↗ applied we waived the fees

39:08 ↗ and about 10 businesses have utilized

39:10 ↗ this new process

39:11 ↗ now that does not include any of the

39:13 ↗ businesses that participated in the

39:15 ↗ streetery because we had a separate

39:17 ↗ permit

39:18 ↗ that they were covered for that so these

39:20 ↗ are businesses that use this beyond

39:22 ↗ the streetery efforts and some of them

39:24 ↗ are ones that are using it now during

39:27 ↗ for the winterization

39:29 ↗ next slide and the temporary

39:32 ↗ regulatory relief for the a-frame

39:34 ↗ signage so again we eliminated the

39:36 ↗ application requirements

39:37 ↗ and we waived the fee so it's hard to

39:40 ↗ know what

39:41 ↗ who did not apply who did not would have

39:43 ↗ applied vote but did not

39:45 ↗ but we have received really positive

39:47 ↗ feedback from our partners and

39:49 ↗ businesses along this lines

39:50 ↗ and just to let you know most businesses

39:52 ↗ that have a frames

39:54 ↗ typically they get a letter in the

39:55 ↗ beginning of the year to renew

39:57 ↗ so um they would have already renewed in

40:00 ↗ january so again it's hard to know

40:02 ↗ um what a number of businesses have

40:05 ↗ utilized this beyond those that already

40:07 ↗ uh had that permit but again positive

40:10 ↗ response

40:11 ↗ uh that they are able to quickly respond

40:13 ↗ to what is needed

40:15 ↗ um next slide please and so our next

40:19 ↗ is if we will conduct this public

40:22 ↗ hearing

40:22 ↗ and then ask council to consider

57:26 ↗ like the payroll tax proposed in 2020 to

57:29 ↗ ensure they do not erode

57:30 ↗ local taxing authority versions of the

57:32 ↗ payroll tax proposal

57:34 ↗ would have preempted the city's ability

57:36 ↗ to levy future taxes

57:37 ↗ or impacted the city's existing business

57:39 ↗ and occupation tax

57:41 ↗ so that was in the narrative um i'll be

57:44 ↗ honest the

57:44 ↗ councilmember members of the council i

57:46 ↗ did not go back

57:48 ↗ further through the documents on the

57:50 ↗ fifth to see if perhaps there was

1:01:57 ↗ consideration that both our lobbyist and

1:10:55 ↗ there are critical areas so they lot as

1:10:58 ↗ it exists they're about

1:11:00 ↗ 3 600 square feet on the existing lot

1:11:04 ↗ tibbetts creek is on the east side of

1:11:06 ↗ the lot

1:11:07 ↗ and it has a required 100 foot buffer

1:11:09 ↗ that extends about a third of the way

1:11:11 ↗ into the property

1:11:13 ↗ there are also steep slopes which are

1:11:15 ↗ highlighted in the orange color

1:11:17 ↗ steep slopes have a 50 buffer which

1:11:19 ↗ extends

1:11:20 ↗ two-thirds into the property with the

1:11:24 ↗ critical area study

1:11:26 ↗ a property owner may be able to develop

1:11:29 ↗ with only a 25 foot steep slope buffer

1:11:31 ↗ and that is what the darker orange

1:11:35 ↗ so if you were to take the critical area

1:11:39 ↗ and use the 25 buffer for the steep

1:14:54 ↗ the rv park property is owned by the

1:14:57 ↗ city of issaquah

1:14:58 ↗ and the city of issaquah is requesting a

1:15:00 ↗ rezone

1:15:02 ↗ to enable the city to essentially

1:15:06 ↗ swap properties with centurylink

1:15:09 ↗ centurylink currently

1:15:11 ↗ is located on the valley floor next to

1:15:13 ↗ the transit center

1:15:15 ↗ and the city would then be able to work

1:15:18 ↗ with our development partners in

1:15:19 ↗ developing

1:15:21 ↗ housing and a mixed use project there

1:15:23 ↗ and

1:15:25 ↗ there are 300 units of housing about 50

1:15:28 ↗ of

1:15:28 ↗ 50 of which would be affordable housing

1:15:37 ↗ or the transit oriented development

1:15:55 ↗ concerns about who might be displaced

1:15:59 ↗ from the rv park

1:16:01 ↗ and so i'd like to address some of those

1:16:04 ↗ we see on this map here that um

1:16:08 ↗ this is a map of the existing footprint

1:16:10 ↗ for the rv park today

1:17:56 ↗ vacationing who were there for a weekend

1:18:10 ↗ to phase out the acceptance of new

1:18:21 ↗ would be able to remain and um and

1:18:26 ↗ uh and be there into the future as they

1:18:33 ↗ uh the best of our information that we

1:18:35 ↗ have today we don't believe that anybody

1:18:37 ↗ um would be relocated as part of these

1:18:39 ↗ plans

1:20:14 ↗ with a larger discussion to talk about

1:20:16 ↗ the future of the king county roads

1:20:18 ↗ whether it should be used as an

1:20:22 ↗ of the rv park and what city's council's

1:20:24 ↗ guidance and direction is on that but i

1:20:26 ↗ wanted to get council their answers as

1:20:30 ↗ had our best estimates for what could

1:23:10 ↗ the public works maintenance and

1:23:12 ↗ maintenance facilities

1:23:14 ↗ needs could be on the portion of the rv

1:24:42 ↗ benefit to do a reason

1:40:31 ↗ i could build a dog kennel next door i

1:40:34 ↗ can build a bowling alley next door

1:40:35 ↗ it'll be a small bowling alley

1:40:41 ↗ but there's a list of things that i can

1:40:44 ↗ multi-family housing and i know we talk

1:40:48 ↗ about the adjacent properties and we

1:40:54 ↗ that's not a single family and then we

1:40:56 ↗ look kitty corner to

1:40:57 ↗ the parking right we say that's not

1:40:58 ↗ single family and we look across the

1:41:00 ↗ street to

1:41:02 ↗ um the spaces that are there and there's

1:41:05 ↗ two lots that are right across the

1:41:06 ↗ street one of them is nearly unbuildable

1:41:08 ↗ urban core and the other one is

1:41:10 ↗ is is designated as urban core but if i

1:41:13 ↗ look at the

1:41:13 ↗ south west corner of uh sr 900

1:41:17 ↗ and newport way it is all single-family

1:41:20 ↗ suburban

1:41:21 ↗ that whole area up in and then up into

1:41:24 ↗ the villages is all um residential

1:41:28 ↗ and so it feels to me a bit of a spot

1:41:30 ↗ zone to me

1:41:31 ↗ so we're talking about changing the uh

1:41:34 ↗ the designation

1:41:35 ↗ so that we can change the zoning but

1:41:38 ↗ we're not talking about doing that to

1:41:39 ↗ any other

1:41:40 ↗ surrounding parcels and it feels like

1:41:43 ↗ we're just carving out this little

1:41:45 ↗ little chunk there and it doesn't feel

1:41:47 ↗ like good land use to me it doesn't seem

1:41:53 ↗ biggest concern with it is

1:43:55 ↗ and we still have to evaluate every one

1:43:57 ↗ of those as they come in individually to

1:43:59 ↗ determine what the impacts are going to

1:48:48 ↗ interesting shape of land it's very

1:48:51 ↗ narrow from the road to the hillside

1:48:54 ↗ and uh it reminds me a little bit of the

1:48:58 ↗ businesses along the frontage road um on

1:49:01 ↗ the

1:49:02 ↗ south side of i-90 as you're driving um

1:49:06 ↗ west to factoria all those businesses

1:49:09 ↗ there and those

1:49:10 ↗ sort of narrow office buildings with

1:49:12 ↗ interesting parking um

1:49:14 ↗ even though um there

1:49:18 ↗ it's been mentioned this you know the

1:49:20 ↗ single family suburban the residential

1:49:22 ↗ around there um it's really more of a

1:49:25 ↗ commercial site than it is a suburban

1:49:27 ↗ family site there are

1:49:28 ↗ a couple of houses and there is some

1:49:30 ↗ suburban family zoning

1:49:32 ↗ but one of them for example is um

1:49:36 ↗ vacant puget sound energy land that's a

1:49:39 ↗ giant

1:49:40 ↗ property that's not going to be

1:49:41 ↗ developed and then there are two other

1:49:43 ↗ houses um nobody seems to have any real

1:49:47 ↗ issues with uh

1:49:48 ↗ rezone um and it is right

1:49:52 ↗ adjacent to a very busy intersection and

1:49:55 ↗ when

1:49:56 ↗ we did the um central issaquah plan we

1:49:59 ↗ talked about that area being

1:50:01 ↗ one of the gateways to the city and

1:50:03 ↗ although the

1:50:05 ↗ it's the north side that's the urban

1:50:07 ↗ core

1:50:08 ↗ i think it is an interesting site for

1:50:10 ↗ the future to possibly have something

1:50:11 ↗ there that could serve the residences

1:50:13 ↗ that are further west um when i visited

1:50:16 ↗ with the owner today he showed me some

1:50:18 ↗ interesting photographs from

1:50:19 ↗ decades ago it actually used to be um a

1:50:22 ↗ restaurant and a dance

1:50:24 ↗ place and and it was also a gas station

1:50:27 ↗ so um it has some interesting history um

1:50:31 ↗ um just a really super super guy who

1:50:33 ↗ really just wants to be in conformance

1:50:34 ↗ and like i said it's been a landscaping

1:50:36 ↗ company in 1995 and all of the

1:50:39 ↗ non-conforming issues were caused by the

1:50:41 ↗ city

1:50:42 ↗ um i don't have any issue re-zoning it

1:57:24 ↗ council this evening as to what your

1:57:25 ↗ priorities are

1:57:29 ↗ additional dollars come our way over the

1:57:31 ↗ next several days

1:57:33 ↗ thank you city administrator bob quits

1:57:35 ↗ this is really our

1:57:36 ↗ last scheduled council meeting of the

1:57:38 ↗ year but i say that very tentatively

1:57:40 ↗ because it's 20 20.

1:57:42 ↗ um and what we would love to do is you

1:57:45 ↗ know

1:57:45 ↗ while council may not be meeting

1:57:47 ↗ administration certainly will be working

1:57:49 ↗ through december 31st

1:57:50 ↗ and if we have an opportunity to put

1:57:52 ↗ something together that we can bring to

1:57:54 ↗ it means the dollars can get into the

1:57:55 ↗ hands of the people that need it sooner

1:58:06 ↗ or things that you'd like us to consider

2:01:56 ↗ any cares act funding because maybe they

2:02:00 ↗ assistance right now which is so needed

2:02:03 ↗ struggling um so that i think that would

2:02:07 ↗ my only ask that we also look into that

2:02:14 ↗ non-profits out there that we have not

2:02:15 ↗ been able to use but we may be able to

2:02:24 ↗ because they have the capacity to meet

2:02:27 ↗ the federal requirements

2:02:41 ↗ some some non-profits are not able to

2:02:44 ↗ receive grants from us because they

2:02:46 ↗ cannot meet the federal reporting

2:02:52 ↗ out there who have not been able to

2:02:54 ↗ receive

2:02:55 ↗ federal funds but can receive funds from

2:02:58 ↗ cities and counties that are not

2:03:03 ↗ some of those that are in the chain that

2:03:06 ↗ are providing services just need some

2:03:54 ↗ an eviction moratorium and i support the

2:03:56 ↗ eviction moratorium because i

2:03:58 ↗ um think we are in a pandemic and it's

2:04:00 ↗ necessary for public health

2:04:02 ↗ at the same time it is papering over

2:04:04 ↗ that we have an

2:04:06 ↗ increasing percentage of people that

2:04:07 ↗ really need this support so i i would

2:04:10 ↗ want to support that need as well as the

2:04:13 ↗ um

2:04:14 ↗ other food security and nonprofit needs

2:04:18 ↗ and i i agree with most of

2:04:21 ↗ what other council members have said as

2:04:23 ↗ well

2:04:24 ↗ thank you council president hunt and

2:04:26 ↗ just to add to that too

2:04:28 ↗ this week we were asked if we would call

2:04:30 ↗ out to our different

2:04:32 ↗ federal senators and representative

2:04:35 ↗ and all of those are voice mail boxes um

2:04:38 ↗ good places to leave messages the

2:04:40 ↗ message i left was that we need a more

2:04:42 ↗ programmatic approach

2:04:43 ↗ to this eviction cliff instead of just

2:04:46 ↗ stressing people

2:04:47 ↗ out right up until a few days before it

2:04:49 ↗ keeps going away and so i'm hoping that

2:04:51 ↗ at the federal

2:04:52 ↗ level or at the state level we can come

2:04:54 ↗ up with something

2:04:55 ↗ that gets us not only through the crisis

2:04:58 ↗ but has a plan for what happens after

2:05:01 ↗ the health pandemic itself is called off

2:05:02 ↗ so that's an extremely

2:05:04 ↗ good point that you made it's causing a

2:05:06 ↗ lot of anxiety in the community

2:05:54 ↗ we have um various vaccines that will be

2:05:57 ↗ becoming available soon so hopefully

2:05:59 ↗ that creates a window

2:06:01 ↗ i mean three months ago we had no idea

2:06:03 ↗ how long this was gonna go

2:06:04 ↗ right i think today we have a much

2:06:07 ↗ better idea

2:06:08 ↗ of when we're gonna uh potentially start

2:06:11 ↗ some uh uh easing of social distancing

2:06:16 ↗ in mid-next year and so that creates

2:06:19 ↗ a window of need uh of severe need and

2:06:23 ↗ then hopefully the economy starts to

2:07:25 ↗ that came up that it was important to

2:07:26 ↗ communicate

2:07:27 ↗ around rental assistance was that the

2:07:29 ↗ approach we were using was

2:07:31 ↗ to give rental assistance such that it

2:07:33 ↗ was going

2:07:34 ↗ to landlords so it does also support the

2:07:36 ↗ landlords in that approach

2:07:38 ↗ these are um nonprofits that pay

2:07:41 ↗ um they're paying or covering a part of

2:07:44 ↗ the

2:07:44 ↗ person's rent um and that money is going

2:07:47 ↗ to the landlord so it supports both the

2:07:49 ↗ landlord as well as the for the uptake

2:07:51 ↗ of the building and everything else

2:07:53 ↗ and also i think combined with the

2:07:54 ↗ mediation that we're funding we are

2:07:56 ↗ we are considering both the concerns of

2:07:58 ↗ the landlords as well as the tenants in

2:08:00 ↗ this

2:08:00 ↗ um that's it yeah thank you for putting

2:08:04 ↗ those back

2:08:04 ↗ out there that's good for those who

2:08:06 ↗ haven't been following along

2:08:08 ↗ so i think what we're hearing is that

2:09:08 ↗ hospital when they need to be

2:09:09 ↗ transported

2:09:10 ↗ um but sometimes eastside fire is not

2:09:12 ↗ available for those transports

2:09:14 ↗ and when that occurs um they contact

2:09:18 ↗ amr the private ambulance service and

2:09:19 ↗ amr

2:09:21 ↗ uh goes to the um uh

2:09:25 ↗ event whatever it is and if somebody

2:09:27 ↗ needs to be transported to the hospital

2:09:29 ↗ the private ambulance service transports

2:09:31 ↗ someone to the hospital um when east

2:09:34 ↗ side fire transports

2:09:35 ↗ uh they send the patient a bill and

2:09:39 ↗ if a patient cannot afford to pay the

2:09:41 ↗ bill if it is not covered

2:09:44 ↗ fully if it's not covered fully or all

2:09:46 ↗ the way by um

2:09:49 ↗ if it's not covered by insurance um and

2:09:51 ↗ they or or

2:09:52 ↗ and the patient owes all or a portion um

2:09:55 ↗ then eastside fire has a policy where

2:09:58 ↗ they can

2:09:58 ↗ waive that fee um

2:10:02 ↗ so what is being proposed and to scott

2:10:04 ↗ discussed at the board level

2:10:07 ↗ is whether or not eastside fire wants to

2:10:09 ↗ establish

2:10:10 ↗ a hardship fund so that if a patient who

2:10:14 ↗ has transported to

2:10:15 ↗ the hospital by amr uh

2:10:19 ↗ um and they receive a bill and the

2:10:21 ↗ patient

2:10:22 ↗ similar circumstance the patient can't

2:10:24 ↗ afford to pay the bill whether it's

2:10:26 ↗ a partial or all of the bill and it's

2:10:28 ↗ not covered by insurance

2:10:30 ↗ um then whether that fund then could be

2:10:32 ↗ used

2:10:33 ↗ to pay that bill on behalf of the

2:10:35 ↗ patient and that

2:10:37 ↗ would that would pay amr the private

2:10:40 ↗ ambulance service directly and eastside

2:10:42 ↗ fire then would be covering that bill

2:10:46 ↗ so that's a policy question that

2:10:49 ↗ the east side fire board is considering

2:10:52 ↗ and um i was going to

2:10:55 ↗ let you know what the general comments

2:10:58 ↗ were

2:10:59 ↗ at the last board meeting so that you

2:11:01 ↗ can get an idea

2:11:02 ↗ of kind of what's been talking about

2:11:04 ↗ what's been talked about

2:11:05 ↗ um the comments and questions arranged

2:11:08 ↗ everywhere from

2:11:09 ↗ yes we should be we should be making

2:11:11 ↗ those payments for residents

2:11:13 ↗ who live within the east side fire

2:11:14 ↗ boundary who cannot afford it especially

2:11:39 ↗ ambulance service but then other

2:11:41 ↗ comments were well

2:11:43 ↗ um this is money that when east side

2:11:46 ↗ fire waves the bill they're not actually

2:11:48 ↗ paying any money they're just waiving

2:11:49 ↗ receipt of

2:11:50 ↗ payment but that it would be hard money

2:11:57 ↗ um there's been a question does amr have

2:11:59 ↗ a hardship policy

2:12:01 ↗ um should efer usually be using funds to

2:12:04 ↗ subsidize a private ambulance service

2:12:06 ↗ how much is it anticipated to cost

2:12:08 ↗ eastside fire each year to pay amr

2:12:10 ↗ i can't recall exactly but i believe the

2:12:13 ↗ chief said that he

2:12:14 ↗ didn't have the exact figure in front of

2:12:16 ↗ him but it was something less than fifty

2:13:36 ↗ we've been pushing because revenue is a

2:13:39 ↗ big deal to us right now

2:13:41 ↗ to get some sort of concerted effort

2:13:44 ↗ to collect those those bills

2:13:46 ↗ particularly when it's the insurance

2:13:48 ↗ company that's not paying the bill

2:13:49 ↗ because it makes no sense

2:13:51 ↗ when someone has insurance for east side

2:13:53 ↗ to just say oh well

2:13:54 ↗ you know we didn't really want that

2:13:55 ↗ money anyway because we really do want

2:13:57 ↗ that money

2:13:58 ↗ so and not to sound mercenary but it is

2:14:00 ↗ really um it's an important source of

2:14:02 ↗ revenue and it's

2:14:03 ↗ a tone of about a hundred thousand

2:14:04 ↗ dollars a year that gets written off

2:14:08 ↗ there's some people who it is really a

2:14:10 ↗ hardship for and that's really the

2:14:11 ↗ origin of this

2:14:12 ↗ so if we weren't going to change our

2:14:19 ↗ then this wouldn't be an issue because
