Staff report:
The restrictions on business operations due to COVID-19 and outlined in the State's "Stay Home Stay Healthly" proclamation and “Safe Start” reopening plan have caused devastating impacts for many small businesses. As a result of business outreach and surveys, the City received requests from businesses to allow for easing the use of public sidewalks and private property to expand business operations as well as use of temporary signage. In addition, the Mayor's Recovery Task Force identified these items as critical to address business recovery needs. Economic Development staff worked with Development Services staff to develop two proposals to temporarily provide regulatory relief while maintaining accessibility and safety requirements.

4:42 some information I'd like to be shared
4:45 with the entire council and I'd like to
4:47 thank you for letting me speak tonight I
4:49 actually live in the city of carnations
4:52 but I have been beginning to get
4:55 involved in affordable housing and it's
4:58 not really affordable and it's compared
5:01 to subsidized housing and I was looking
5:04 really forward last October it is senior
5:08 veteran levy starting a shallow rep
5:11 program and it would have did veteran
5:14 seniors but more than that it was 1.1
5:17 million dollars in the county civil
5:21 people which anybody whose rent burdened
5:23 in King County or if the kua is eligible
5:26 for
5:27 and then kovat hit but I was encouraging
5:29 them to start it online and then one day
5:32 I was listening to a pre-recorded
5:34 council meeting and from King County and
5:39 Dale just gave away the 1.5 million
5:42 dollars he just send it over to United
5:44 Way and I had to go to my mother's
5:47 apartment and tell them there's no
5:49 shallow rent program gonna come for you
5:52 guys he gave it away at least until 2020
5:55 it broke my heart
6:00 why he did it I don't know how he can do
6:02 that legally it was a lovey sure like
6:04 somebody look into it but as I look at
6:08 the properties in your area because my
6:11 mother lives in an imagined property of
6:13 senior apartment and in Kirkland I
6:16 noticed you have three in the city of
6:19 Issaquah which is Andrews Arne Johnson
6:21 Hill and Rose Creek
6:24 would be nice if you could and without
6:27 looking at my statistics I didn't go all
6:29 the way down to 30% I went to about 40%
6:31 there's 26 extremely rent burdened
6:35 families there
6:37 but one month help with rent stop going
6:39 to help and I'm just going to encourage
6:41 you not just for those properties but
6:44 say 26 families and multiply it or go up
6:47 to 50 please take some of that money and
6:50 start a shallow rent program in your
6:52 city I really encourage you to and I've
6:55 sent some information so please read it
6:58 if you're confused at all I'd love to go
7:01 over it with you but this one time shot
7:03 countywide with money that was supposed
7:06 to help people on a consistent basis
7:09 forever let them live and be housed is
7:13 gone and I just don't know what we're
7:18 gonna do
7:19 but you have 1.1 million in a few could
7:21 maybe try to look at funding 45 or 50
7:25 households in a shallow rent program
7:28 maybe even down to 40% not 30% I think
7:32 that would be the difference between
7:33 families becoming homeless or not so if
7:36 you'd like to talk to me any in the
7:38 future I'd like to share my more ideas
7:42 and thoughts on it if you have any
7:43 misunderstanding so please this was a
7:46 problem that was countywide to fork ovid
7:49 and give any way that money just made it
7:51 a lot worse thank you thank you very

8:11 myself i'm sorry i'm the owner of one
8:14 man yoga i have a small business on
8:17 Front Street and I am here just
8:20 advocating for emergent and not only on
8:24 Front Street but in the city of Issaquah
8:27 small businesses like myself especially
8:29 those with a lot of restrictions on them
8:32 studios fitness studios in particular
8:35 and gyms that they are continuing
8:38 patiently waiting and slowly beginning
8:42 to restart we had three months like
8:46 everyone else where we had to continue
8:49 to pay rent and not able to see our
8:53 clientele and so I'm just really
8:56 advocating for small business grants to
9:01 go to the businesses of Issaquah and
9:05 that's really what I have to say so I'm
9:07 going to keep that short but thank you
9:09 for hearing me thank you for
9:13 Lyndsay city clerk who's next on our

9:42 good evening City Council my name is
9:45 Kathy McCrory I'm the CEO of the Greater
9:47 Issaquah chamber located at 155 Gilman
9:51 Boulevard the chamber of commerce our
9:53 400 plus business members and their
9:56 employees would like to take this
9:57 opportunity to thank you for all you are
10:00 doing to support the economic survival
10:02 of our community by considering a b7 990
10:06 and a b7 993 this evening local
10:10 businesses are the heart of the
10:12 community as businesses contribute
10:15 significantly to the tax revenue
10:17 received by the city the donations made
10:19 to social services schools and
10:22 nonprofits that they make plus the
10:25 sponsorship dollars they provide to
10:27 events as well as the volunteerism to
10:29 help the community in its efforts to
10:31 improve during these challenging times
10:34 it is vital that we look at programs
10:36 that will support businesses and
10:38 jumpstart our economy in turn bringing
10:42 lost revenues back into city coffers and
10:45 donations back into the rest of the
10:47 community in response to a b7 992 the
10:51 chamber supports this agenda bill and
10:54 would allocate the following amount of
10:57 the one point one two seven seven zero
11:01 zero million the city has received from
11:03 the cares act 500,000 for direct
11:06 business grants 427 $700 for
11:11 reimbursement to the portion of city
11:13 expenses incurred to address the covered
11:16 19 crisis to 200,000 on top of the
11:20 additional 100,000 in rental assistance
11:22 already allocated to human service
11:24 agencies serving Issaquah resident and
11:28 500,000 provided by the to the city from
11:30 King County cares act to direct the
11:33 business Grants Program please know that
11:36 the Chamber Foundation Board of
11:38 Directors has volunteered to help
11:40 implement or assist in the business
11:43 grant program in any way that we can
11:47 in response to a b7 993 the chamber
11:50 supports the temporary regular
11:53 regulatory relief for businesses the use
11:56 of sidewalks and when possible parking
11:58 spaces and right-of-ways or Street to
12:01 expand outdoor service for restaurants
12:04 retail and fitness customers with the
12:07 assurance that businesses are required
12:09 to follow up-to-date social distancing
12:12 dialog guidelines as indicated by the
12:15 phases we are in at the time we also
12:18 support the request to suspend the
12:20 temporary sign permit process for
12:22 movable a-frames
12:24 and waive the permit fee that's reducing
12:26 the approval process by up to a week we
12:30 would also like to inform city council
12:32 that honest as and I'm sorry we like to
12:36 inform City Council on a side note that
12:39 we are now in receipt of twelve thousand
12:41 and eighteen cloth masks
12:43 twenty thousand one hundred and ninety
12:46 one disposable math and 346 hand
12:49 sanitizers that we will be distributing
12:52 free of charge to the businesses in
12:54 Issaquah as part of a king county
12:56 initiative distribution will begin later
12:59 this week again we'd like to thank City
13:02 Council the mayor city administrator and
13:05 the Economic Development Committee for
13:07 all of your hard work your partnership
13:10 is extremely important to us and the
13:12 entire business community of Issaquah
13:14 whom we represent we truly really
13:17 service thank you thank you very much

13:24 next we have Taylor Miller great Taylor

13:37 my name is Taylor Miller I'm the dealer
13:39 and partner of Evergreen Chevrolet in
13:41 Issaquah I've worked in is called my
13:44 whole life and I have a deep care factor
13:45 on how the federal funds of the 1.1
13:48 million dollars is designated within our
13:51 city businesses such as myself have been
13:54 going through an even harder time than
13:56 what we've been through in 2008 when the
13:59 recession hit the impact of shutting
14:01 down our businesses while still having
14:03 expenses to pay such as rent employee
14:06 expense and a complete loss of sales is
14:09 there met detrimental to our business
14:11 owners
14:13 these small businesses are the core of
14:15 its across it so it keeps the city
14:17 receiving healthy bno taxes it's what
14:20 it's what keeps people employed in our
14:22 city and it's what keeps people living
14:25 in our city it's why I believe it's
14:28 imperative to use all of the 1.1 billion
14:30 to support our local businesses it in
14:33 turn supports the city is a piano tax
14:35 revenues and will lead to a stronger
14:37 City please if I have one ask it's not
14:42 let the small businesses go without
14:44 having their backs and helping them to
14:46 survive through this time these
14:48 businesses are people's dreams that
14:50 they've worked their whole life for
14:51 that's their livelihood it's how they
14:53 put food on the table for themselves and
14:55 their families you know if we could just
14:58 rally around the businesses to help
15:00 succeed and get help get us through
15:02 these this crisis although we're opening
15:05 door slowly businesses will not be able
15:07 to restore profitability to create jobs
15:10 and taxes which fund our city so now
15:14 more than ever I think we really need
15:15 your help

15:27 and hear me this is nathan Basler with
15:29 castus corporation I'm also representing
15:32 it's a quad Chamber of Commerce this
15:33 evening as I could on the board for the
15:35 chamber and many different committees as
15:37 well I'm here to speak on behalf of
15:40 businesses just like Taylor and some of
15:41 the others and Kathy we want to make
15:43 sure that this new 1 point 1 million
15:44 dollars Care Act can be allocated a
15:46 significant portion it's not all to the
15:48 businesses I know you guys all know
15:51 about how much our businesses not only
15:52 care and love our community but as I
15:54 want to echo Taylor this is our these
15:56 are our dreams to be in business to
15:58 create a revenue to contribute both on a
16:00 personal level and at a business level
16:03 and to make it possible for our
16:05 employees in our culture of our
16:07 companies to be able to contribute and
16:09 give back as well we want our people
16:11 about all of our organizations to be
16:13 able to support our local
16:14 not-for-profits and to be able to create
16:16 awesome revenues so that we can all
16:18 thrive together creating great taxes for
16:21 being it for being our taxes to the city
16:22 and allowing us to continue to grow this
16:25 time has been very
16:27 very difficult for a lot of business
16:28 owners you know I work so closely with
16:30 everyone here in Issaquah just a larger
16:33 level out of weave reaching into
16:35 Bellevue and all over the place and
16:36 businesses are struggling the people
16:38 that are the community leaders is the
16:40 first time in my life that I'm hearing
16:42 them say we're going to the drawing
16:44 board pretty hard right now we're trying
16:46 to figure out the next year TBD to come
16:50 what we're going to do this cares that
16:52 could help stimulate business it could
16:54 help spark business and thrive our
16:57 community back to what it was before the
16:59 cares act before really helped business
17:01 it gave us a definitely a definite like
17:04 restart kickstart of emphasis of we can
17:07 do it we're here together in the
17:08 community to grow and I know the City
17:10 Council works tirelessly to help
17:13 business to help hear our voice to
17:15 listen to me and we love that and
17:18 support it and appreciate that so much
17:21 so again I'm here to speak on behalf of
17:24 the businesses and the chamber and the
17:27 people of the resident here in Issaquah
17:28 that our city matters to us we love our
17:31 city we love our people and think of
17:33 this and cares act truly think of it as
17:36 your possible investment you've heard
17:39 everyone saying this is the time to
17:40 invest it's the time to invest if you
17:41 have money now's the time to invest it's
17:44 that at this level as well now's the
17:46 time to invest into our businesses and
17:48 our people so our businesses can give
17:50 you back that growth that we all have
17:52 the ability to do together now we'll
17:55 think of this as an investment this is
17:58 an investment in your businesses so that
18:00 we can continue to thrive thank you very

18:41 madam mayor and and City Council I
18:43 appreciate the opportunity to speak with
18:45 you this evening my family owns the
18:48 commercial property you probably know it
18:51 as the Dominos property on Front Street
18:53 at 108 Front Street at the northeast
18:55 corner of front and alder Street and I
18:58 just like to chat with you this evening
19:00 about the city's and downtown Issaquah
19:03 associations planned for a street re to
19:06 close Front Street on a pilot project
19:08 and perhaps longer to allow a more
19:12 intensive use of sidewalks and actually
19:14 close in front street and alder Street
19:17 we were just informed of the potential
19:20 closure of Front Street and alder Street
19:23 just Thursday or Wednesday last week and
19:26 it's been a bit of a shock and quite
19:31 difficult to get some information about
19:33 the specifics about what's going on
19:35 because the closure of alder Street as
19:37 you might imagine would have a pretty
19:39 significant impact on our tenant
19:41 Domino's Pizza and just a number of
19:44 people that drive in there to pick up
19:45 pizzas and and they need to deliver
19:48 pizzas and we're just a bit concerned
19:52 that the complete closure of alder
19:55 Street for two weeks and perhaps longer
19:57 into the summer would place some really
20:00 specific adverse impacts on this one
20:02 business we have been working with dia
20:06 and with Gen Hays and economic
20:09 development to see if we can mitigate
20:11 some of those impacts and they have been
20:13 responsive and helpful but we are
20:16 concerned that the current plan for the
20:19 complete closure of alder Street would
20:21 have the specific adverse effects on
20:25 traffic and businesses alike and in
20:28 particular Domino's in conjunction with
20:32 the Street replan you'll be considering
20:34 the ordinance this evening to allow a
20:36 much more streamlined and easier process
20:39 to get permits for sidewalk cafes
20:43 parking lot use and other street
20:45 right-of-way uses and we're just
20:47 concerned that the street our plan and
20:50 the new ordinance may create the
20:52 potential
20:53 for conflict or overlap in permits that
20:56 could further impact businesses we
21:00 completely support the idea of giving
21:02 businesses the opportunity to expand
21:05 their footprint in these difficult times
21:07 as we move out from the code of 19
21:09 restrictions but we just want to be
21:11 careful because if the particular
21:14 impacts that may have on the the
21:16 Domino's business at that particular
21:17 location the thing I would appreciate
21:22 and I've asked gen8 and the DIA to
21:25 consider this but if the City Council
21:27 would also put it in their radar screen
21:29 and that would be one of the simple
21:31 solutions that would help alleviate some
21:33 of these impacts is when the street area
21:36 is not operating during the week is to
21:38 keep older Street at least the East
21:41 section of alder Street open to traffic
21:43 so that there can be easy ingress and
21:46 egress for delivery folks customers and
21:51 supply vehicles I appreciate the
21:54 opportunity to speak with you this
21:55 evening and look forward to downtown
21:58 Mexico once again their businesses being
22:01 vibrant and a wonderful place for people
22:03 to come and spend their time thank you

22:36 one five nine five Northwest Gillman
22:39 boulevard suite 1 here in is Klaus I'm
22:41 speaking on behalf of Riley properties
22:43 as well as being an in resident 2
22:46 agenda bill 7 9 9 2 & 9 3 here's the
22:50 thing I love this community and all the
22:52 moving parts that make it work we are in
22:54 this together and we need balance I know
22:57 you've already heard from us but I
22:59 wanted to share again is it so important
23:01 I'll be as brief as I can but I know
23:03 many are likely waiting in the queue
23:07 though I can't see them in this new
23:08 meeting forms have no idea how many I
23:11 wanted to share we support both agenda
23:14 bills as proposed and ask that you take
23:16 action to approve this evening agenda
23:20 bill 7 9 9 3 is easy let's be creative
23:23 and give business the best ability to
23:25 serve under the safe start safe
23:27 guidelines and 7 9 9 2 is balanced in
23:31 its approach approach for use of the
23:33 cares Act funding Kovach 19 hit us like
23:38 a freight train out of nowhere and it
23:40 has changed life for all of us right now
23:42 it's been 3 months and 20 days since the
23:45 onset of the pandemic here for King
23:47 County just stepping into phase 2 we
23:49 likely have another 6 weeks plus to get
23:52 back to phase 4 if we don't end up going
23:55 backwards most businesses and many
23:58 citizens I suspect have less than two
24:01 months Reserve if that to reinvest five
24:06 hundred and fifty thousand of the Karis
24:07 lending back into businesses during this
24:09 hard time through a small grant program
24:11 helps ensure recipients continue doing
24:15 what they do best and reinvesting back
24:17 into iske with jobs taxes and services
24:20 and goods our residents expect and alike
24:24 investing two hundred thousand and human
24:26 services help those in need
24:28 keep a roof over one's head and food on
24:30 their plate job has been paused or lost
24:33 by a business's inability to operate
24:36 under the current guidelines or in
24:39 we all need us to get back to business
24:42 and on to the new new I just asked you
24:45 to take a moment and pause and think
24:47 about all of the local businesses and
24:49 your friends that you visit on a routine
24:52 basis that support you and your family
24:54 where do you shop where do you heal
24:56 where do you eat what if they were no
24:59 longer here and no one in their place
25:03 this is the time to support them so that
25:05 they can continue giving back to our
25:07 community lastly I want to thank council
25:11 administration the is quad recovery task
25:13 force and our community vision partners
25:16 who are all working so very hard to
25:18 support our local businesses and our
25:20 citizens through this time your quick
25:23 implementation of their recommendations
25:25 in each positive acknowledgement makes
25:28 the difference by creating hope hope
25:31 that is necessary right now thank you

26:03 of my concerns tonight about the closure
26:06 of Front Street coming up

26:14 council's concern of the businesses and
26:17 the Cova tissues and I agree with
26:20 everything that's the intent of helping
26:22 and I appreciate everything that
26:24 everybody is doing on the council my
26:29 concern is is that when our business is
26:33 doing
26:33 for example of salmon days we take a 50%
26:37 loss on those two days and sales because
26:41 if we can't get our delivery drivers in
26:43 and out of the location nor can our
26:46 customers make access to our facility
26:53 I applaud what the ordinance
26:56 online about giving sidewalks and
26:59 private property used and the parking
27:02 lot but reading it I didn't realize that
27:06 public right-of-ways would mean the
27:08 whole closure of Front Street and I'm
27:13 not sure if that's what the intent was
27:16 of the City Council I also find that
27:20 it's kind of odd that today when I came
27:22 in to me to discuss this into the city
27:26 that there was already
27:30 signage digital boards that were saying
27:33 that Front Street was going to be closed
27:35 but when I asked how the permits got
27:39 approved for something that the City
27:41 Council had not voted on yet to approve
27:45 how did that get passed through already
27:48 when the vote was tonight for my
27:53 business personally again closing alder
27:55 and Front Street closes both legal
27:59 roadways of access into my business
28:04 I sent my first notices John Rula hands
28:09 said earlier was Wednesday we had a
28:11 visit
28:13 was formed of this Thursday we sat in
28:17 and on a call which it sounded like on
28:20 the Association the decision was already
28:24 made when we voice our concern I've had
28:28 phone calls on Friday and emails to the
28:31 city representatives with promises to
28:35 get back with me on my concerns which
28:38 none of them have been answered to the
28:40 day of this call right now
28:43 I also think that the city can consider
28:47 what is going to impact the businesses
28:51 in the area it's not just about being
28:54 concerned about front street businesses
28:57 but what about the businesses that are
28:59 impacted in the surrounding area and
29:01 communities by this through fair that is
29:04 very important to a lot of people to use
29:07 I believe 20,000 vehicles a day go
29:09 through there which is going to stop
29:11 20,000 vehicles from seeing my store and
29:17 I believe there was also I would like to
29:21 point out to the City Council that
29:23 there's an impact study that was done on
29:26 February of 2018 that would give more
29:30 details of what kind of impact this does
29:33 to the area I believe it was done in
29:36 numb with King County so with this said
29:42 I don't know if the overall good I've
29:48 asked also I understand the goal of
29:53 trying to drive our businesses forward
29:55 but to date I've also asked how is the
29:58 success of this project going to be
30:02 measured
30:04 and not one person can tell me
30:11 hi Michael are you still there we've
30:14 lost you
30:20 so City Clerk we may have lost the last
30:22 part of Michael's comments I'm not sure
30:26 if he's able to sign back on does we
30:27 still have additional time to provide
30:29 comments he had about one minute

30:52 council listening to the many voices
30:55 that come before it and a professor in
30:59 college once told me that the difficult
31:02 choices in life are not between getting
31:03 bad usually they're between two goods or
31:06 two Bad's and you guys have been faced
31:09 with lots of challenging choices here
31:12 lately and I applaud your effort to be
31:16 informed and and make decisions in these
31:19 areas as you guys look at the chairs act
31:25 and the distributions of funds for
31:27 exactly oh hi Michael I hear that you're
31:31 back on the call we started with another
31:33 commentator if you hang on mute we'll
31:36 come back to you after you have another
31:38 minute to finish your comments thank you
31:41 no please go ahead thank you and I think
31:47 the current balancing the distribution
31:51 carries axe is reflective of our
31:54 community values and I I know I wrote an
31:57 email that you guys read I received
32:00 responses and I don't want to go through
32:02 that again but the impact of the grants
32:06 is profound on small businesses an
32:09 attorney in town and our firm has been
32:13 here for 13 years and the clients that
32:17 talk about losing their businesses and
32:19 not being able to pay their employees is
32:22 heartbreaking and that grants can be
32:25 given and help those businesses stay in
32:27 business so that their they can pay
32:30 their employees so that they can pay
32:32 their rent
32:32 I think the multiplying
32:34 impact of each dollar invested in those
32:36 grants is a significant factor that will
32:40 contribute to tax income for Issaquah
32:43 and be a benefit above a dollar increase
32:47 and then the balancing of the month city
32:50 taking some of those funds I admire the
32:53 city's efforts and cutting its budgets
32:56 and limiting the impact as far as its
32:58 can I think to me it seems appropriate
33:01 to take some of those funds and care
33:03 take care of the city as we rely on it
33:06 for the services that are so important
33:09 and valued in our community
33:11 and this is taking money away from that
33:13 from the city is going to have to be
33:16 made stronger and people may lose jobs
33:22 to see the employees if if the city
33:25 doesn't have enough funds to to care for
33:29 its services so balancing in that area
33:31 and then as people have discussed the
33:34 balancing the services and rent relief
33:37 were three thousand three hundred
33:40 thousand dollars
33:41 I've been geared toward that I think
33:43 that balance reflects our community and
33:46 I would encourage the council to adopt
33:48 that balance thank you for listening to
33:50 me and thank you for your service thank
33:53 you very much right Michael we'll come

34:06 the traffic impact is just what's the
34:08 goodwill that it's going to do in the

34:22 ideas to help to the City Council
34:25 members in the mayor and then that cares
34:27 Act I agree with a lot of people that
34:30 the 1.1 million could be spent in great
34:33 ways to help businesses directly and

35:18 the federal funds and approximately 1.1
35:20 million dollars to be used for the
35:22 economic development I strongly ask you
35:25 to support your small business in this
35:26 fall with this money businesses the
35:28 backbone of the city have given all
35:30 their hard earned money to create a
35:31 living for themselves and families
35:34 these people also create jobs for
35:36 families in our town these business
35:39 owners have given everything in Moore
35:40 just to survive 20 20
35:42 please think of them the Subway
35:44 franchise owner the Domino's Pizza store
35:47 the small piece of stores the small
35:49 mom-and-pop shops and the small shops up
35:52 in the highlands all of our restaurant
35:54 owners are struggling to survive now
35:57 please take a moment and think of them
35:59 and their families and help put money
36:02 towards them yes Costco bread martyrs
36:06 Home Depot are flourishing in this
36:08 embargo but the real core of our
36:10 communities our small business owners
36:11 who pay more than their share of the be
36:13 no taxes I respectfully ask that you
36:16 support these families without these
36:18 businesses there will be no fun Street
36:20 no Gilman village imagining family days
36:23 with boarded up windows from local
36:24 businesses who could not survive these
36:27 are small business businesses in this
36:29 squad and restaurant businesses that
36:31 need help now just trying to support
36:33 them and do what's right for everyone I
36:36 look forward to seeing you make the
36:38 right decisions and putting a lot of
36:40 that money towards the small businesses
36:43 in our community thank you thanks for
36:45 speaking tonight dan I'm going to check

37:00 from several representatives from the
37:02 chamber and local businesses and
37:04 property owners about how the cares Act
37:08 funding should be allocated in our town
37:10 we did hear a concern also over the
37:13 closure of Front Street and alder Street
37:14 and there was a speaker as well who
37:18 wanted to express her concerns over the
37:20 loss of funding that was meant to go
37:23 towards affordable housing for
37:26 low-income renters who really needed the
37:29 assistance so I thank everyone for
37:31 coming tonight I agree I recognize that
37:34 this is a bit of an awkward format a
37:36 little different than what we're used to
37:37 but I appreciate that you took the time
37:39 out of your night to come and share this
37:40 with the City Council and myself you can
37:43 also submit comments online at City
37:46 Council disco Wacha
37:48 and in addition to comments received by
37:51 email on tonight's agenda topics I will
37:55 ask council president hunt under the
37:57 relevant agenda item to let us know if
37:58 there has been other information that
38:00 has been shared and we are doing that
38:02 currently as we're in this Cove adulting
38:06 our meeting so Thank You councilmember
38:08 hunt for keeping track of that the next
38:11 item on the agenda this evening is ID 0
38:13 7 2 2 it's a recovery task force update
38:18 and I'd like to invite City
38:20 Administrator Wally Bob clips to present
38:22 on this item
38:24 thank you madam mayor members of the
38:26 council good evening deputy clerk if you
38:29 could bring up the slide presentation
38:30 thank you we have three items for you
38:34 this evening of all of them related to
38:37 the Cova 19 crisis we have been before
38:40 you on several occasions over the last
38:42 several months as the city and the
38:45 region and really the world has looked
38:48 to address this horrible pandemic that
38:52 has caused widespread concern not only
38:54 for the health of our communities
38:56 physical health but also the economic
38:58 health and mayor poly a wanted the staff
39:02 this evening to do a couple of things
39:04 first we're going to give you an update
39:07 on the work of the Islamic memory task
39:10 force the areas that they have been
39:12 focusing on we have several staff
39:14 members with us this evening to give you
39:16 updates on the various areas focus off
39:20 of recovery task force a second is an
39:23 ordinance that will make changes to help
39:25 support our businesses so this has
39:28 already been referenced during the
39:29 public comment but we believe that some
39:32 changes are necessary again to continue
39:34 to support our local businesses as they
39:36 get up running and then finally we have
39:39 on the agenda a proposal for the
39:41 allocation of the cares Act money the
39:44 money that the United States Congress
39:46 made available to states counties and
39:49 cities over 500,000 for supporting
39:52 activities in communities impacted by
39:55 the club at 19 we unfortunately as an
39:58 individual City have not received any
39:59 funding of the both state of Washington
40:02 County have received funding so we are
40:04 out before you this evening to talk
40:06 about the allocation so those are the
40:08 three topics regarding the Cobra 19
40:11 crisis we have so let me get into the
40:14 recovery test next slide
40:20 as you know mayor Polly and sort of
40:23 assessing once we got through the bunch
40:26 of changes that we needed to make air
40:28 Polly decided it makes sense for us
40:30 let's convene a community task force to
40:33 look at the recovery this clock from the
40:37 impacts of the Cova 19 Rises the task
40:41 force was created in May of 2020 there
40:43 are currently 11 members and three
40:44 alternates the members were solicited
40:47 for members of our existing boards and
40:49 commissions they're also alternate
40:51 selected the mayor also identified a few
40:54 individuals for their unique
40:56 understanding of some of the issues that
40:58 we're facing this community so at this
41:00 point we have 11 members alternates this
41:03 task force is met every two weeks since
41:04 then the second and fourth Thursday of
41:08 each month and after receiving a general
41:10 overview of some of the issues and seen
41:12 the pacing of the task force create a
41:15 work plan that the administration has
41:17 been using that's a focus our next slide
41:24 slide please
41:27 so there are six areas of priority areas
41:30 of focus and we have staff here this
41:32 evening that will speak to each of them
41:34 first is economic recovery we have been
41:37 before the council on few occasions
41:38 talking about our economic recovery plan
41:42 Jenny Davis Hayes is here with us this
41:44 evening and will provide an overview of
41:46 that plan in an update on some of the
41:48 work that we're doing on the plan the
41:50 second area is communications and
41:52 automata handy assistant to the city
41:54 administrators here to give an overview
41:56 of what we have been doing over the last
41:58 few months communicate to the public
42:00 about the crisis and our recovery
42:03 efforts next I'll give an update on
42:06 community health the task force is just
42:09 now moving in to that area and I'll give
42:12 an update on that human services
42:14 Jeff Watling and Monica or Ellen are
42:17 here and they will provide an update
42:20 where we are on human service issues
42:22 post recovery planning I'll give an
42:25 update on that probably the area that we
42:29 have the most work to be doing on and
42:30 then finally a community engagement how
42:32 we're restarting some of our municipal
42:34 services and other ways of reaching a
42:36 community again Jeff modeling slide
42:42 recovery let me turn this over to Jen
42:44 Davis pays our economic development
42:46 manager for her portion of the
42:48 presentation
42:53 Thank You City mr. mousekewitz
42:56 good evening City Council I am excited
43:00 to talk to you about the updates for
43:01 economic recovery plan
43:03 next slide please tisha the task force
43:07 was really instrumental in helping us
43:09 refine the economic recovery plan for
43:12 the city we did as a vision partner
43:16 group that that group includes the
43:18 greater s qua Chamber of Commerce the
43:21 downtown s Clause Association s qua
43:24 Highlands Council Gilman village
43:26 Merchants Association and visit Issaquah
43:29 presented to the the recovery task force
43:32 about some of the ideas and the recovery
43:35 task force then summarized these are the
43:38 the economic recovery components that we
43:42 are now implementing and so we're going
43:44 to the next slide will give you an
43:45 update about many of these today our
43:48 business recovery plan we were in front
43:51 of counsel at the study session on June
43:52 9 and it has four components so we're
43:55 looking at business assistance and
43:57 services the regulatory relief which
43:59 again tonight we have two items on that
44:00 our promotion and messaging and we'll
44:03 talk about our ethical loyal local shop
44:06 local program and measurement and
44:08 reporting next slide
44:12 so for our direct economic assistance to
44:15 the things that we'll be looking at are
44:17 the business grant program and we'll
44:19 provide more details during the carers
44:21 act funding discussion we'll get into
44:23 more the details about the program that
44:25 we are proposing and we're also looking
44:29 to talk more about the lodging tax
44:32 revenues and funding source on July 7th
44:36 we have scheduled a LTAC so that the
44:39 lodging tax advisory committee meeting
44:41 where we'll talk about direct support to
44:44 village theatres and how we handle
44:46 future lodging tax distributions we know
44:49 that at the state level there are some
44:51 discussions about potential changes or
44:54 flexibility to allow cities to utilize
44:58 these resources in different ways and so
45:00 we're keeping our eye on that next slide
45:04 so the regulatory relief so you've heard
45:06 a lot of comments this morning our this
45:08 evening about support for the two
45:12 proposals on today's council agenda the
45:15 one is for a quick approval for sidewalk
45:17 and private property outdoor dining and
45:20 other business use so currently the
45:23 review process could take several weeks
45:25 and requires businesses not only to
45:30 provide information about what they're
45:33 going to do but also make sure they're
45:36 there have accessibility and other
45:39 requests health and safety requirements
45:40 we will continue to ask for that
45:43 information but we have narrowed we have
45:45 narrowed down the application process
45:48 and have worked with our staff and
45:50 development services to allow for a
45:53 quick turnaround potentially a day or
45:55 two that would allow restaurant owners
45:58 or retail owners or their service
46:00 businesses to utilize sidewalks and
46:02 private private properties such as
46:04 parking lots and in a more robust
46:08 fashion to enhance their business
46:10 operations area again we know that a lot
46:13 of capacity issues around reopening are
46:18 limitation for our businesses to do
46:20 business and so we hope that helps them
46:22 to be able to increase their revenues we
46:24 are proposing as part of this ordinance
46:26 to waive the fee which is about 300
46:29 dollars for this and then the other
46:31 ordinance we're looking at is to ease a
46:33 temporary sign requirement so again
46:35 looking at the a-frames that are
46:38 utilized for many businesses to
46:40 communicate to their customers we
46:42 recognize how important that is for them
46:44 to be able to communicate how to do
46:46 curbside pickup talking about their
46:47 business operations or just letting them
46:49 know that they are open or their hours
46:51 have changed we are proposing in the
46:53 ordinance to waive the requirements for
46:56 this permit process and the waive the
46:58 fee which is approximately $100 and we
47:02 for both of these permits the city still
47:07 roommate roommate reserves the right to
47:10 go back and work with the business owner
47:12 if there are concerns about
47:13 accessibility or safety or other
47:17 next slide please the opening of Front
47:20 Street and so you also heard tonight a
47:23 little bit about more about that so we
47:26 are looking to expand outdoor options
47:29 for businesses and I have said probably
47:31 way too many times for the people
47:32 working with me this is not an event
47:34 this is intended to allow businesses to
47:37 have additional space in the outside to
47:40 do their business we're looking at
47:41 Fridays and Saturdays Friday starting at
47:45 2:00 p.m. the street would be closed
47:47 through Saturday night at 10:30 p.m.
47:50 we're looking to start it to this next
47:54 Friday the 26th of June and we plan to
47:58 evaluate this after two weeks by doing a
48:01 business service survey the businesses
48:02 about their changes in sales the changes
48:05 employee hours their customers around
48:08 foot traffic looking at what suggestions
48:10 what worked and what didn't will work
48:12 also with our with downtown it's a close
48:14 association and other city staff and in
48:17 the general public to get any feedback
48:19 along that I will say there is a little
48:22 bit of confusion and I apologize for
48:23 that that the ordinance that is on they
48:26 agenda tonight is not about the closing
48:30 of Front Street the closure of Front
48:32 Street is about a spec is apply for and
48:37 process through a special events permit
48:40 which is a regular regular activity of
48:43 our staff and administration they
48:45 typically are not and presented to
48:48 Council and they are not asked for
48:51 approval or denial so the ordinance that
48:55 we are asking for approval tonight has
48:57 to do with the ongoing opportunity for
48:59 businesses not only in downtown but
49:01 throughout the city to utilize sidewalks
49:05 and private parking areas to do their
49:09 business
49:11 one and I would like to again obviously
49:14 heard some comments this evening from
49:16 the owners at Domino's has fronted alder
49:20 and let you know that not only have I
49:23 spoken to them but also Steven Padua who
49:26 has been instrumental in working all the
49:28 details for this and now Public Works
49:30 engineering department as well as
49:32 Christina Brunning who is actually on
49:34 the phone here to answer questions later
49:36 from the downtown Issaquah association
49:39 and we have worked with them to offer
49:42 some alternatives such as the tent I
49:45 know that dia has worked with a adjacent
49:49 property owner to set aside some spots
49:52 for Domino's drivers so they can have
49:55 easy access on the other side of Front
49:57 Street we've also looked at if there is
50:00 during the week when if alder remains
50:03 closed throughout the week if there are
50:06 dedicated spots on Front Street again
50:08 none of this has been approved but we're
50:10 working at trying to find some creative
50:11 solutions to make it work for all
50:13 businesses we know that this will be a
50:18 an impact to traffic and we've worked it
50:22 looked at our traffic counts and
50:24 understand that they're about 31% lower
50:26 then preprint pandemic I know it's
50:30 changing every day but we believe that
50:32 with past roadwork etc that people get
50:38 used to using the new detours the new
50:41 routes so we believe that it people will
50:44 begin to use Newport and/or I 90 and go
50:49 around sunset one of the things to
50:51 remember that as the impact for the
50:53 street closures is less than what's
50:54 going to be happening happens for salmon
50:56 days because sunset is still open
50:58 available for access to businesses
51:00 towards the back so look forward to kind
51:03 of questions along that later next slide
51:08 and really exciting laughs or two
51:12 Fridays ago okay we we kicked off or and
51:17 showed is it for the first time the
51:19 Issaquah shop local new campaign logo
51:23 and slogan so we're looking at it call
51:26 it's called Issaquah loyal and it's
51:28 dying shop and share is our main
51:30 top-line message and if you go to the
51:32 next slide we can see little bit more we
51:35 plan on using this logo not just as a
51:37 city but again with all of our vision
51:39 partners and with every business in the
51:42 city will have access to be able to
51:43 utilize this SLO this logo and slogan to
51:50 leverage their marketing as well so we
51:53 have this is a basic poster that we're
51:56 going to be printing up and distributing
51:58 throughout the city
51:59 we also looking at creating some banners
52:02 looking at street pole banners we're
52:04 looking at creating opportunities for
52:07 businesses to easily share on Facebook
52:09 social media posts that are paid
52:13 advertising and we're working with our
52:15 vision partners to take a portion of
52:18 this and implement in their own
52:19 communities in their own way we've had
52:22 interest in creating kiosk posters up in
52:25 the highlands we've had interest from
52:26 the chamber to utilize their chamber
52:30 newsletter opportunity to get the word
52:32 out and from downtown is across oceans
52:34 to do some leverage some of the media
52:37 and pretend marketing they plan on doing
52:40 I will ask autumn Monaghan who's
52:43 actually been the forefront of this this
52:47 marketing experience if there's anything
52:49 else you'd like to add on that
52:52 you
52:56 hi there my name is Otto Monahan I'm the
52:59 assistant to the city administrator and
53:01 I've been assisting Jen and the IDI team
53:03 on creating this by local campaign Jen
53:07 did a great job of describing how we'll
53:09 be using these visuals we also are
53:12 looking into things like banner over
53:13 front streets and then even creative
53:16 ways to have like a frame that you can
53:18 share around your Facebook profile to
53:20 show that your Issaquah loyal so we are
53:22 very excited that all of our vision
53:23 partners are behind this and are loving
53:26 the the visuals and now we're just
53:28 working on implementation

54:27 media and better utilization of our
54:29 cable TV channel next slide please
54:33 so we have used a variety of
54:35 communication tools during this pandemic
54:36 to reach different audiences in our
54:38 community which I'll touch on briefly
54:39 tonight the first is our websites
54:46 thank you so we have redesigned the
54:48 homepage of our websites that there are
54:50 several ways you can easily find our
54:51 dedicated kovat 19 webpage there is also
54:55 a black banner across every page on our
54:57 website so no matter if you enter our
55:00 site through the homepage or through a
55:02 Google search that say you are searching
55:03 for is a quad de Kamp's or any other
55:06 services no matter how you enter our
55:08 website you will always see that black
55:10 banner across the top of the page that
55:12 includes a link to at the kovat 19 page
55:16 so for months we were updating this web
55:18 page daily now we are also updating it
55:21 whenever there's new news for our
55:22 community we have sub pages dedicated
55:24 for business resources how to help
55:27 others where to go if you need help and
55:29 details on modified transportation next

55:34 we also have content that features
55:36 public health safety information
55:39 specific testing locations in our area
55:42 changes to city and park services
55:44 information on a king county facility
55:47 for patients that's located in Issaquah
55:49 and a translation on some key health
55:51 messages and as a reminder you can also

55:56 the at the footer at the bottom of our
55:58 site

56:03 about last week here are statistics on
56:06 our website traffic our entire site has
56:08 seen more than 100,000 unique visitors
56:11 our co vid page has been immensely
56:13 popular with close to 40,000 pageviews
56:15 and we have more than 2,000 subscribers
56:17 for our emergency alerts which we've
56:19 opted to use a few times during this
56:21 pandemic

56:28 so while we run a variety of social
56:31 media accounts for the city I'm going to
56:32 cover the ones we focused on during the
56:34 pandemic tonight all the data I'll be
56:36 sharing with you runs from early March
56:38 to last week and it's important to note
56:40 that we've had other news to share with
56:41 the community that has been outside of
56:43 kovat 19 so these stats include
56:45 everything that's been happening in the
56:47 past few months the city has three
56:49 separate Twitter accounts and so these

56:57 and as a reminder you don't need an
56:59 account to see our tweets in fact all of
57:01 our news tweets are embedded on our home
57:03 page of our website for all community
57:05 members to see so between those three
57:07 accounts we've had 1.4 million
57:09 impressions which that's how many times
57:11 our content has been displayed in
57:13 someone's news feed we've also had
57:15 56,000 interactions which are comments
57:18 or likes or shares we've welcomed 2400
57:22 new followers to these platforms or to
57:24 these accounts and we have close to
57:26 13,000 followers on Twitter
57:31 for Facebook we've had more than 300,000
57:34 impressions with 30,000 interactions
57:37 we've welcomed close to 250 new
57:39 followers and we've had close to 60,000
57:42 video views
57:42 video is definitely our most powerful
57:44 tool that we have on Facebook so that's
57:46 been very successful as we've produced
57:47 video content
57:50 amazingly almost half of the households
57:53 here in Issaquah Oh next slide please
57:57 more than almost half of the households
57:59 in Issaquah had a next-door account now
58:01 so this is a private social media
58:03 platform for neighbors to interact with
58:05 each other but agencies like the city
58:07 can also run accounts and post
58:09 information that appears in residents
58:11 feeds as well as appear in email
58:14 notifications if they've subscribed to
58:15 them
58:17 next slide please as I
58:19 mentioned video is our most powerful
58:21 communication tool online it's been
58:23 really successful during this pandemic
58:25 in the past three and a half months
58:28 people have watched our videos for a
58:30 collective of 1800 hours on YouTube
58:33 alone so this is not include views on
58:36 our other social platforms like Facebook
58:37 where we also upload those videos
58:39 directly
58:41 you
58:43 so developing video during a pandemic
58:45 can be challenging but we have gotten
58:47 creative and we've become quite an
58:50 expert now and doing very creative
58:52 videos so we have developed videos that
58:55 included anything including interviews
58:57 with mere poly we have done collections
58:59 of videos that people have recorded on
59:02 their cell phones at home and submitted
59:04 to us from local businesses or from
59:05 their homes we've even had tips provided
59:08 by you our city council members thank
59:10 you for your participation and we've
59:12 also shared a lot of videos from
59:14 community and meetings like this one
59:19 in total we've sent 18 editions of the
59:21 mayor's newsletter during the pandemic
59:23 which reaches more than 7000 subscribers
59:25 in addition we have weekly Issaquah
59:28 insider newsletters as well as other
59:30 newsletter tools directly for certain
59:33 audiences including our senior
59:35 population our parks and community
59:37 services customers and we just started a
59:40 new economic development newsletter
59:41 that's targeted only for businesses
59:47 we're also starting to experiment with
59:50 hosting neighborhood engagement meetings
59:51 virtually to share messaging and answer
59:54 questions both about the pandemic and
59:56 about other neighborhood issues which
59:58 continue on and so I'll be briefing you
1:00:01 further next month on our neighborhood
1:00:03 engagement efforts in a separate
1:00:05 presentation next month
1:00:09 printed materials were also developed
1:00:11 throughout the pandemic that can be
1:00:13 challenging to hand out during these
1:00:15 times of physical distancing but we have
1:00:17 utilized the help of our nonprofit
1:00:20 partners like the food bank which are
1:00:21 handing out flyers like these with their
1:00:25 food packages so that has been really
1:00:27 helpful we've also included some
1:00:29 messaging on our utility bill envelopes
1:00:31 so people know how to get help with bill
1:00:33 assistance
1:00:37 we have also developed a lot of park
1:00:39 signage over the past few months which
1:00:40 is posted on site and throughout our
1:00:42 parks and recreation facilities
1:00:47 and also we've been trying to combat
1:00:49 social isolation so our City team has so
1:00:53 many personal connections with our
1:00:54 community members through the services
1:00:56 that they provide and so we're working
1:00:58 to offer that connection virtually
1:01:00 through things like preschool teachers
1:01:02 reading books on video or offering a
1:01:05 virtual Learning Lab for our seniors and
1:01:07 so all of this content is also recorded
1:01:09 and posted to our YouTube channel so
1:01:11 that our broader community can also
1:01:13 enjoy it
1:01:17 since the Potomac has started we've been
1:01:19 tracking phone calls as far as how many
1:01:21 phone calls are coming in to our main
1:01:23 line of four to five 837 3,000 and we
1:01:27 also created a new broad email account
1:01:29 that just was help at Issaquah wat gov
1:01:32 just so that it was super easy for
1:01:34 people if they had specific questions to
1:01:35 reach the city so so far we've had 1,500
1:01:39 calls which I assure you are not all
1:01:40 about kovat 19 or our pandemic response
1:01:43 but a lot of general city business and
1:01:45 then 115 emails and most of them have
1:01:48 been specific to questions around co vid
1:01:50 and our response
1:01:55 so what's next a lot of our focus will
1:01:57 be around what happens when our
1:02:00 community reopens so here's an example
1:02:03 of us partnering with our parks and
1:02:04 Community Services Department on
1:02:06 educating our community about what it's
1:02:08 like to not go to our new and different
1:02:11 farmers market and so we will be doing a
1:02:14 lot more of this type of support for art
1:02:16 departments as we start to reopen other
1:02:18 city services and communicate with the
1:02:21 public what's changed what's open or
1:02:24 what may still have be modified or
1:02:26 closed

1:03:10 health messaging and one of my big
1:03:13 concerns is as we go into recovery that
1:03:16 people will start to feel that the virus
1:03:19 is no longer with us
1:03:20 or start to take things for granted or I
1:03:24 think that it's gone and so I'm just
1:03:26 wondering if you could just speak a
1:03:27 little bit to that one bullet about
1:03:30 better public health messaging and are
1:03:33 we cooperating with King County on
1:03:36 making sure that people are aware that
1:03:38 the virus is still with us yes thank you
1:03:42 for that question
1:03:43 we definitely are coordinating with a
1:03:44 public health of Seattle in King County
1:03:46 and I feel so fortunate that we have
1:03:49 them as a resource for us as our public
1:03:51 health agency they have a very large
1:03:53 communications team that provides us all
1:03:56 of our public health messaging a la a
1:03:58 lot of times with graphics or with
1:03:59 videos or other materials that we can
1:04:01 repurpose and use as a city as the
1:04:04 city's Pio I'm also on very often on
1:04:07 calls with fellow pios throughout the
1:04:10 region and I also receive a daily update
1:04:13 that's specific to just King County pios
1:04:15 on anything from what's going on in the
1:04:18 media what they're covering and to what
1:04:20 messaging is coming out from public
1:04:21 health or from the county or state or
1:04:23 any type of messaging again that we can
1:04:26 repurpose for our community and so
1:04:27 that's one thing as regional pios as a
1:04:29 group that we've been talking about is
1:04:31 how to continue and sharing that safety
1:04:33 messaging as these reopening phases have
1:04:36 started Thank You autumn and Pio is
1:04:40 public information officer for those who
1:04:42 have heard a terrific acronym and thank
1:04:45 you for that question councilmember dee
1:04:47 Michelle I am hearing from members in
1:04:49 the community who have specific health
1:04:51 home abilities wanting to make sure that
1:04:54 these messages continue even though the
1:04:57 Sun is out and people are feeling good
1:04:58 they're getting to do new things that we
1:05:00 are in a pandemic and we need to adjust
1:05:02 that I'm not saying any other questions
1:05:04 at this time

1:05:11 community health I think a nice segue to
1:05:12 what we were just talking about
1:05:13 obviously the Seattle in County Health
1:05:15 Department is the Health Department for
1:05:17 the city of Scott the task force has
1:05:20 been very concerned about getting this
1:05:22 acquire information and so actually it
1:05:26 this is a week's meeting of the recovery
1:05:28 task force we will be meeting with
1:05:30 representatives from the King County
1:05:33 Health Department as well as our own
1:05:35 Swedish mystical Hospital the trying to
1:05:38 be a little bit more information about
1:05:39 that getting more information about what
1:05:41 County plans Swedish plans are or
1:05:44 testing sites as far as the PPE I think
1:05:49 you might have heard the Chamber of
1:05:51 Commerce us they received a large
1:05:53 shipment of PPE from King County the
1:05:56 city is also expecting the shipment and
1:05:58 so we are working with local businesses
1:05:59 and ultimately we will work with members
1:06:01 of the community if they need masks so
1:06:05 this is a an area that continues focus
1:06:08 and will continue to report more the
1:06:10 City Council next slide
1:06:14 Human Services a Monica and
1:06:16 our Human Services Coordinator has been
1:06:18 doing an outstanding job by dealing with
1:06:20 lots of aspects of the impact on
1:06:23 individuals by the Cova Dionysus Monica
1:06:26 before your presentation thank you
1:06:30 city administrator good evening everyone
1:06:32 my name is Monica Andrea and I will be
1:06:35 focusing on Human Services and next
1:06:38 slide please so the priority areas
1:06:42 identified by the taskforce include
1:06:44 supporting vulnerable populations such
1:06:47 as seniors and residents with various
1:06:49 health conditions or disabilities
1:06:52 landlord and tenant assistance here we
1:06:56 will include not only funding for rental
1:06:59 assistance but we will be exploring
1:07:01 policy alternatives that could be
1:07:03 implemented at city and or county level
1:07:07 mental health resources here we've been
1:07:10 supporting our nonprofits with expanding
1:07:13 capacity or changing changes in
1:07:15 operations as well as promoting and
1:07:19 communicating updates to our residents
1:07:21 and finally creating creative solutions
1:07:26 for those in isolation either
1:07:29 establishing special programs or
1:07:30 adjusting existing programs to adapt to
1:07:33 the new conditions we know as I think
1:07:37 autumn mentioned earlier there are
1:07:38 already online programs that we made
1:07:41 available to senior citizens however we
1:07:44 are aware that there are many seniors
1:07:47 with no access to online platforms and
1:07:49 therefore we must reach those who are in
1:07:52 complete isolation so we'll be looking
1:07:54 at that as well we can move to the next
1:07:58 slide
1:07:58 thank you so next I will provide brief
1:08:02 updates and additional details on some
1:08:05 of the initiatives that we've been
1:08:07 working on already and as well as some
1:08:09 of the upcoming proposed actions so at
1:08:14 the end of March council allocated a
1:08:16 hundred thousand dollars towards rental
1:08:18 assistance and at the same time we
1:08:21 started convening on the ISA Crawford
1:08:23 security collaborative which is a group
1:08:26 of seven local entities providing food
1:08:28 and base
1:08:29 needs assistance to residents including
1:08:33 seniors and vulnerable adults at the
1:08:36 same time we started convening oh I'm
1:08:39 sorry at the same time in addition we
1:08:42 started supporting our nonprofit
1:08:45 partners and also our residents
1:08:47 providing resources and referrals we can
1:08:52 move to the next slide specifically for
1:08:56 the rental assistance program we for the
1:09:00 hundred thousand dollars those were
1:09:03 allocated by the end of May and two
1:09:07 hundred five households benefited from
1:09:09 this program with 91 percent of those
1:09:13 who requested assistance experiencing
1:09:17 layoffs or reduced work hours and on the
1:09:24 graph you see kind of like a visual of
1:09:29 the households that were served during
1:09:31 the program the low number of households
1:09:35 that you see for the month of May are
1:09:37 served by the Asoka community services
1:09:40 reflects the organization's completion
1:09:43 of the program and not a decrease in
1:09:44 need so you just see one of the
1:09:48 organization's distributed the money
1:09:50 sooner than the other and I can provide
1:09:53 additional questions about this I can
1:09:57 provide additional answers if there are
1:09:59 questions on this for sir I just your
1:10:01 comment in the text box so I don't know
1:10:03 if I should stop now or inside well

1:10:16 about this slide thanks Monica can you
1:10:20 remind us what the requirements were for
1:10:27 the $100,000 of rental assistance that
1:10:30 we previously allocated
1:10:34 yes absolutely so residents who were
1:10:38 impacted by covered 19 either through
1:10:43 layoffs reduced hours or health-related
1:10:45 or other related problems were eligible
1:10:50 also in terms of eligibility
1:10:52 requirements they had to have a income
1:10:56 level of 80% ami or below and the other
1:11:03 details of the program were that those
1:11:06 eligible residents could receive
1:11:09 assistance of up to $500 per month for
1:11:13 up to three months in rental assistance
1:11:19 customer they gave me 500 thank you
1:11:22 thank you council president hunt would
1:11:25 also like to chime in with a question
1:11:28 um thank you this is council president
1:11:30 hunt could you give us a overview of
1:11:33 what the needs levels were in terms of
1:11:36 the percent ami for the households that
1:11:38 were served by the program yes
1:11:41 absolutely
1:11:43 over 75 percent actually 77 percent of
1:11:48 those who received assistance there ami
1:11:53 level was at or below 50 percent and so
1:11:57 the other 23 percent or so had am ice
1:12:03 between 50 and 80 percent so definitely
1:12:07 I think those who have very low income
1:12:10 in our area were those who really needed
1:12:15 the assistance and is that would you
1:12:22 like me to go into further details or
1:12:24 does that that answers my question thank

1:12:36 super quick one this is a call of Monica
1:12:40 can you give us a sense of our people
1:12:42 still reaching out and trying to apply
1:12:45 for this program realize I'm exhausted
1:12:49 the finances yes very good that were
1:12:52 sensing in the community its are going
1:12:53 yes very good question I am staying in
1:12:56 touch with our organizations and they
1:12:58 continue to provide monthly updates on
1:13:01 their needs
1:13:02 yes the needs continue to stay the same
1:13:05 at this point they do expect an increase
1:13:07 in the upcoming months especially they
1:13:11 are especially concerned about the time
1:13:13 when the moratorium
1:13:16 eviction is going to be lifted so at
1:13:20 this time the needs are about the same
1:13:23 and they are able to serve and with
1:13:25 their existing money the sukkah
1:13:29 Community Services has about 200 or a
1:13:33 little bit over 200,000 dollars per year
1:13:35 to allocate that's from their own
1:13:37 fundraisers
1:13:39 and st. Vincent DePaul has about $50,000
1:13:44 from their own funds to allocate however
1:13:48 yes there is a concern that the money
1:13:50 will run out thank you
1:13:54 continue with your presentation Monica
1:13:56 thank you okay I think we can go to the
1:13:59 next slide
1:14:03 so as I was saying earlier in March we
1:14:07 also created the Issaquah foods
1:14:10 collaborative should I stop for a
1:14:13 question
1:14:14 councilmember Rhea is it on this slide
1:14:17 or would you like to ask a question on
1:14:19 the last slide it was it was the last
1:14:20 one I understand no slow if we can back
1:14:23 it up thank you can't remember oh hi
1:14:25 this is Chris ray thanks Monica beauty
1:14:28 data on what other programs that the
1:14:32 county or the state are providing in
1:14:34 terms of rental assistance similar to
1:14:38 what we're doing
1:14:40 yes a little bit
1:14:42 so perhaps council members are aware of
1:14:46 the United Way funding that became about
1:14:49 available soon after council allocated
1:14:51 the hundred thousand dollars so there
1:14:54 were several million dollars allocated
1:14:56 towards that program unfortunately
1:14:59 because of the high need the money were
1:15:04 gone in a couple of days so that program
1:15:07 is currently on hold and they're working
1:15:10 on identifying additional funds in
1:15:14 addition of course multiple other cities
1:15:17 on their own or created rental
1:15:20 assistance programs and the Seattle
1:15:23 Foundation had a couple of rounds of
1:15:26 funding some of them being allocated
1:15:29 towards rental assistance in the second
1:15:32 round of funding there was I believe
1:15:36 there were three million and I can't
1:15:39 remember exactly the total amount of
1:15:41 money that was allocated towards rental
1:15:43 assistance through a competitive process
1:15:45 however none of our local and non-profit
1:15:48 received assistance to that fund so I
1:15:55 think these are the ones that I'm
1:15:56 familiar with right now this is there
1:15:59 anything coming from the state
1:16:00 specifically targeting rental assistance
1:16:05 not that I'm aware of right now other
1:16:09 than of course the moratorium was there
1:16:11 and they know that at the city level
1:16:13 they are advocacy groups
1:16:15 including legal assistance programs who
1:16:17 are working on giving us local
1:16:20 jurisdictions and the county ideas on
1:16:23 what policies we might implement in
1:16:25 helping with that as an alternative to
1:16:28 rental assistance as everyone
1:16:30 understands unfortunately rental
1:16:33 assistance is not a long-term investment
1:16:36 or something that can be sustainable and
1:16:38 so therefore we are looking at those
1:16:40 alternatives instead thank you Thank You

1:16:51 thank you so along with the rental
1:16:54 assistance program we also started the
1:16:56 ahsoka food security collaborative and
1:16:59 as I mentioned earlier this is a group
1:17:01 of seven local entities it includes
1:17:05 nonprofits but also the school district
1:17:07 and the Issaquah Senior Center that we
1:17:11 as a city staff are convening and we are
1:17:15 meeting regularly to discuss changes in
1:17:17 operations supply needs changes in
1:17:22 population and services along with
1:17:24 staffing volunteers and financial
1:17:27 resources that they might need and I can
1:17:32 of course provide additional details but
1:17:34 I'm gonna move to the next slide and
1:17:37 part of the food collaborative we
1:17:41 created a dashboard which is a brief
1:17:44 snapshot of where the group is as a
1:17:46 whole in terms of these criteria that we
1:17:52 identified and we are using the the
1:17:57 dashboard as an advocacy tool for
1:17:59 additional funding for example I know
1:18:02 that mayor poly was successful in
1:18:05 securing donations from Costco towards
1:18:09 the food bank and so we hope to continue
1:18:12 to use the dashboard as an advocacy tool
1:18:15 but we are also looking at
1:18:18 looking at changes over time and
1:18:21 tracking data hoping that the data that
1:18:25 we track will help us implement changes
1:18:28 in the upcoming month I can move to the
1:18:33 next slide
1:18:35 so this one just provides a brief
1:18:38 snapshot on how drastic playwrights in
1:18:41 March as the pandemic hit organizations
1:18:45 had a drastic drop in volunteers and/or
1:18:48 staff they are currently functioning
1:18:51 about 41 to 43 percent of their staff or
1:18:55 volunteers the drop the significant drop
1:18:59 is due mainly to volunteers either being
1:19:04 seniors or having health conditions or
1:19:09 due to the stay home order and the
1:19:12 physical distancing requirement if
1:19:14 organizations for example don't have
1:19:16 enough space to accommodate multiple
1:19:18 volunteers that they cannot schedule
1:19:21 them also for example the school
1:19:23 district had due to the homestay order
1:19:28 significant change in staffing so many
1:19:31 of the staff had to stay home although
1:19:33 they had the expensive expenses of
1:19:36 having to pay the staff we can move to
1:19:40 the next slide sorry my phone is buzzing
1:19:44 for whatever reason when I don't need
1:19:48 that Tomas again I apologize so this
1:19:52 slide provides a brief snapshot of the
1:19:56 population served and the volunteer
1:19:59 capacity changes over time so as I
1:20:02 mentioned earlier the staffing and
1:20:05 volunteers have dropped significantly in
1:20:08 March however we did not see that the
1:20:12 same drop in the population served or
1:20:15 the services that the organization's
1:20:17 needed to provide some of you might ask
1:20:20 why we still saw a small decrease in the
1:20:24 population serve and that is because
1:20:27 some of the organizations that in this
1:20:30 food collaborative they serve seniors
1:20:33 and so for example the Issaquah Senior
1:20:36 Center had to close services and can now
1:20:39 only provide food services some some of
1:20:42 the wounds some of the seniors are
1:20:44 isolated at home and
1:20:46 cannot leave so that is one of the
1:20:49 examples however although we saw
1:20:53 initially a small decrease in in the
1:20:56 services provided or in the population
1:20:58 served that started increasing in April
1:21:01 and May it may be already see an
1:21:04 increase that's over so organizations
1:21:09 serve more population more residents
1:21:13 than they would do in normal times and
1:21:17 not only they serve more residents but
1:21:20 what they also noticed is that sometimes
1:21:23 the same residents that they serve have
1:21:25 higher needs than prior so if maybe in
1:21:29 the past someone would come to the food
1:21:32 bank once a month now they see that the
1:21:35 same resident might come every other
1:21:38 week so they they need help more often
1:21:41 than before next slide this is just
1:21:46 another brief snapshot of kind of like
1:21:49 seeing the changes in in reduction in
1:21:52 changes in volunteers over time we can
1:21:56 move the next slide this is a helpful
1:22:02 visual of what it means to have
1:22:07 significant support from the community
1:22:10 during crisis so for example the food
1:22:15 bank received a lot of community support
1:22:18 in the last couple of months which is
1:22:21 very helpful and it shows how it can
1:22:24 help bridge the gap and fill the gap
1:22:27 where revenues have dropped
1:22:31 significantly or where expenses have
1:22:33 increased however there is a concern
1:22:39 [Music]
1:22:40 the support that the food bank received
1:22:42 over the last couple of months is not
1:22:44 sustainable long term and there is also
1:22:47 a shared concern that if all the other
1:22:50 organizations will not receive
1:22:53 assistance the gap between expenses and
1:22:56 revenues will continue to increase and
1:22:59 will put in danger those services that
1:23:02 are absolutely needed in our community
1:23:04 and again the food collaborative and
1:23:08 can't remember if I mentioned earlier
1:23:10 the seven entities include not only the
1:23:12 Issaquah food and clothing bank but it's
1:23:15 a qualm meals program that is the
1:23:17 Catholic Community Services program as
1:23:19 well as the weekend community meals
1:23:22 program it's like baby corner aside
1:23:26 Friends of seniors the school district
1:23:29 and of course it's across Senior Center
1:23:31 and we can move to the next type so
1:23:36 although we focused a lot on planning
1:23:39 and supporting the organization's with
1:23:43 operations and changes in staffing needs
1:23:46 and resources really I would like to
1:23:50 highlight a few of the successes of this
1:23:52 collaborative the community donations
1:23:54 have increased the community really
1:23:57 really responded to to the request the
1:24:01 volunteer groups stepped forward we had
1:24:04 amazing church groups that provided
1:24:08 assistance from PPEs to to-go boxes as
1:24:13 well as businesses in the community who
1:24:17 helped with other packaging items and
1:24:19 even donating meals and also additional
1:24:22 funding opportunities I mentioned
1:24:24 earlier the Seattle foundation funding
1:24:27 the food bank received some funding -
1:24:31 through those funds early on and so so
1:24:37 those have been success successful for
1:24:40 sure and so moving forward also moving
1:24:43 to the next slide
1:24:46 some of the quick key questions that we
1:24:48 are gonna continue asking ourselves as
1:24:50 we continue to work with with not only
1:24:53 the food collaborative but with the
1:24:54 other nonprofits in human services we
1:24:57 are going to be looking at how the
1:25:00 unemployment rates will impact the needs
1:25:03 in the community and how our residents
1:25:06 who continue to be impacted by the
1:25:09 unemployment rate will need services and
1:25:13 how can we adjust those services to meet
1:25:16 the needs of the residents we are also
1:25:18 going to look at the transition planning
1:25:20 for the nonprofit's as the entire
1:25:22 community is looking at reopening phases
1:25:25 we are aware that these nonprofits never
1:25:28 close their doors and so actually they
1:25:31 had to change their operations overnight
1:25:34 and assist more residents or assist the
1:25:38 same residents with more needs and
1:25:40 therefore as there as everybody is
1:25:43 looking at reopening these organizations
1:25:46 will continue to focus on short-term and
1:25:50 immediate response while planning
1:25:52 long-term also so that impact staffing

1:26:02 and asking ourselves if those generous
1:26:05 community members have been able to step
1:26:07 forward and make donations early on are
1:26:11 they going to be able to sustain those
1:26:14 donations and with that fundraising
1:26:18 those are questions that we are going to
1:26:21 continue to work with with our
1:26:23 nonprofits especially as their biggest
1:26:26 their biggest fundraisers are yet to
1:26:30 come and most of them have been canceled
1:26:32 many organizations for example have
1:26:35 fundraisers during the salmon days
1:26:38 during the fourth of July events and
1:26:41 other events during the fall all of them
1:26:44 have been canceled and so they are
1:26:46 working and we shifting those
1:26:48 fundraisers some of the online
1:26:50 fundraising events we have heard have
1:26:53 been very successful some others not so
1:26:56 so definitely
1:26:58 a lot of question marks and support
1:27:00 needed there and then of course as I
1:27:03 mentioned earlier we will continue to
1:27:05 focus on how could we support the
1:27:07 vulnerable populations especially those
1:27:10 seniors those with significant health
1:27:13 concerns and disabilities who although
1:27:15 we are slowly getting out of the house
1:27:17 they will remain isolated in their homes
1:27:21 with not being able to to access some of
1:27:25 them community resources that are
1:27:28 available and next slide please
1:27:33 so I think just summarizing here we will
1:27:37 continue on about short-term goals and
1:27:41 continuing to respond to the crisis as
1:27:43 needed supporting both our nonprofits
1:27:46 and our residents while also looking at
1:27:48 the long term planning and the impact
1:27:50 long-term and I think I'm available for

1:28:36 incredible partner in the community on
1:28:37 providing nutritious food to kiddos and
1:28:41 families do we know is there any word
1:28:44 whether or not the school district will
1:28:46 continue to be providing food assistance
1:28:49 over there some are given developments
1:28:51 with USDA yes thank you for that
1:28:54 question
1:28:55 unfortunately from what we heard from
1:28:58 the school district they will not be
1:29:00 providing services over the summer
1:29:02 however I know that the food bank is
1:29:07 providing their summer break program so
1:29:09 they will they are working and they have
1:29:13 the capacity and the resources in place
1:29:15 to to step in and support that program
1:29:19 for the summer

1:29:37 thanks for all the great information
1:29:39 appreciate it you mentioned the rental
1:29:45 residential rental assistance as not a
1:29:49 long-term sustainable investment but I
1:29:52 wondered if you could talk about that a
1:29:54 bit and linking it to you've also
1:29:58 mentioned a couple times alternative
1:30:02 policies which I took to mean is
1:30:04 potentially a more effective way of
1:30:06 getting housing security rather than
1:30:09 looking to rental assistance or
1:30:15 accomplishing that
1:30:19 yes thank you so the the rental
1:30:24 assistance program while very very
1:30:26 helpful on a short-term basis doesn't
1:30:32 seem to create long term solutions just
1:30:35 because for example by providing five
1:30:38 hundred dollars in rental assistance to
1:30:42 a resident who owns or whose rent is
1:30:47 about two thousand dollars per month
1:30:48 while it's helpful it doesn't solve
1:30:51 their challenge and also we are aware
1:30:55 that the need is much greater than the
1:30:58 resources that we have so in an ideal
1:31:01 situation I think it would be great to
1:31:03 look and try to identify bigger picture
1:31:06 solutions to look at the challenges not
1:31:09 only that the residents have but what
1:31:11 causes them to be pushed out of
1:31:12 low-income housing or affordable housing
1:31:15 looking at what assistance may be
1:31:17 landlords might need and then also
1:31:20 looking at you know county and state
1:31:23 policies in place of course from the
1:31:26 research that I did so far I don't think
1:31:28 that there is one state that found a
1:31:30 magic cure I do know from talking to
1:31:33 some of the legal assistance programs
1:31:36 that we have in the in the area that
1:31:39 there are they are looking at some
1:31:41 initiatives that San Francisco did or
1:31:44 the state of New York and trying to look
1:31:47 at those I don't have much specific
1:31:51 information at this point we are waiting
1:31:53 to hear for a proposal from them I know
1:31:56 that the City of Seattle recently looked
1:31:59 at some initiatives that they could do
1:32:02 after August regarding evictions and not
1:32:08 allowing evictions unless they are just
1:32:12 under certain conditions
1:32:14 so I'm apologizing if I'm not giving you
1:32:18 a very specific answer but at this point
1:32:21 comes like this these are the things
1:32:22 that we are looking at oh great thank
1:32:25 you your worship ah Thank You Monica
1:32:27 many unknowns at this time as council
1:32:30 president hon

1:32:35 hence my question was very similar so I
1:32:38 was going to ask about what the sorts of
1:32:41 policies you were looking at in the
1:32:42 long-term planning phase and so I think
1:32:46 just now you talked about policies
1:32:48 around eviction prevention I believe the
1:32:52 one you referred to for San Francisco
1:32:53 they prevented evictions from
1:32:56 coronavirus related causes that right
1:32:59 right okay so the Vixen prevention and
1:33:04 then with their any other sorts of
1:33:06 policies that you that you've been
1:33:08 looking at that you think we council
1:33:10 might consider in the long term
1:33:15 addiction prevention for for evictions I
1:33:19 know that there have been it depends on
1:33:23 what other
1:33:26 tenant rights or affordable housing
1:33:30 programs
1:33:31 nothing specific though at this point I
1:33:33 would love to come back to Council with
1:33:35 more specific proposals once I feel a
1:33:38 little bit more prepared than just
1:33:39 diving into those okay thank you

1:33:56 after post recovery planning so this is
1:33:59 an area that the recovery task force
1:34:01 really hasn't an opportunity to dive
1:34:05 into we are going to start talking with
1:34:07 businesses in the community next month
1:34:10 about some of the experiences they're
1:34:13 having actually at the at the July 9th
1:34:16 meeting of the task force will be
1:34:18 hearing both from the the Tiger
1:34:21 Mountains to Cougar Mountain Zoo excuse
1:34:25 me and as well as the village theatre
1:34:27 get a sense of what they're doing to
1:34:29 prepare for change so this is something
1:34:32 that will continue to be talking with
1:34:34 taskforce about and we'll come back to
1:34:36 the council further information in the
1:34:39 next few weeks and months the last area
1:34:42 is under community engagement what are
1:34:44 we doing to get our community programs
1:34:47 and facilities back up and running and
1:34:48 Geoff waffling our Park Community
1:34:50 Services Director and has that last
1:34:52 person great thanks city administrator
1:34:56 babka wits yeah last last but not least
1:34:59 in terms of area focuses community
1:35:01 engagements next slide
1:35:05 before sharing some of the the recovery
1:35:08 planning we've been working on in terms
1:35:09 of our city infrastructure and services
1:35:12 wanted to highlight these broad goals
1:35:16 that the recovery task force identified
1:35:19 and generated for community engagement
1:35:23 some of which you'll see I've already
1:35:26 beginning to are beginning to take root
1:35:29 and some of the conversations that
1:35:32 you've heard from from fellow staff in
1:35:35 terms of some of the work that's already
1:35:37 going on areas of developing ways that
1:35:41 people can safely get out and begin to
1:35:45 connect in the community ideas for
1:35:49 recovery themes and in signage to
1:35:52 support not only businesses but
1:35:54 community collaboration collaboration
1:35:58 with other cities opportunities to
1:36:01 survey our residents for what their can
1:36:03 their recovery priorities are sharing
1:36:06 schedules not only schedules of city
1:36:10 based events and programs but any and
1:36:12 all community based events and programs
1:36:14 and initiatives as those begin to occur
1:36:18 more frequently as we get to some of the
1:36:20 later or future phases ideas and
1:36:24 opportunities to create community spirit
1:36:27 increased community confidence as we're
1:36:30 beginning to come together and still
1:36:31 stay safe and healthy opportunities to
1:36:36 to network and to celebrate some of our
1:36:40 local talent and resources ideas for
1:36:43 reactivating youth sports you'll hear
1:36:45 about that a little bit with some of the
1:36:49 modified field rentals that we just
1:36:51 initiated in fact today is the first day
1:36:53 of that and lastly you know how do we
1:36:57 celebrate 4th of July given that will
1:37:01 will still likely be in this phase two
1:37:04 world come that time but how can we
1:37:08 creatively support the community
1:37:11 celebrating such an event as that
1:37:14 the next slide what what this slide
1:37:20 represents and and I'll sort of use this
1:37:23 as my visual to talk about the approach
1:37:29 we've taken as stewards and managers of
1:37:32 the community's public parks and spaces
1:37:35 programs and facilities as we've both
1:37:40 navigated these facilities into the
1:37:45 closure and during the closure it's
1:37:46 really become pretty apparent to us as
1:37:48 staff our most agile work is now as we
1:37:54 begin to come out and and look come out
1:37:57 of the Cova and and focus on focus on
1:38:03 recovery some of the areas and themes
1:38:07 that have been really important to us as
1:38:09 staff and working with administration
1:38:12 the mayor and and city administrator
1:38:15 Markowitz our first safety how do we
1:38:20 encourage Public Safety given that we
1:38:24 are not out of a pandemic yet we remain
1:38:27 in a pandemic and though we're shifting
1:38:30 from stay home stay healthy how do we
1:38:32 now come together and stay healthy how
1:38:36 do we make informed decisions allowing
1:38:38 ourselves to rely on most current
1:38:41 information when it comes to restarting
1:38:44 programs facilities public spaces thus
1:38:48 allowing us to be agile and responsive
1:38:50 to those changes and community needs and
1:38:54 then also recognize that it's a really
1:38:57 broad mix of services and public
1:38:59 infrastructure that we manage and that
1:39:03 they all have a different rates of
1:39:05 reopening it's it's pretty clear and
1:39:08 will be clearer as we go through these
1:39:10 phases this grid or this visual you
1:39:14 maybe have already seen or familiar with
1:39:16 this is something that we worked with
1:39:17 Communications on to create a bit of a
1:39:20 snapshot to reflect and represents the
1:39:25 changes that are being made and
1:39:28 and the planning that we are taking in
1:39:31 sort of this month-by-month decision
1:39:33 points as new information is is made
1:39:35 available I I would point out as as I go
1:39:39 over this that this very grid is updated
1:39:42 today from what was in your what was in
1:39:45 your packet last week and and this now
1:39:47 reflects some of the new news today in
1:39:50 terms of reopening of playgrounds at
1:39:53 restrooms some of the field scheduling
1:39:57 that we're now doing in a modified scale
1:40:00 to sports groups both youth and adult
1:40:03 sports groups that can meet that phase
1:40:06 two guidelines of small groups but being
1:40:10 able to reserve space and and begin to
1:40:12 use those field spaces again I won't go
1:40:16 through each of these columns but happy
1:40:21 to certainly answer questions you'll see
1:40:23 on the far left some of the green lights
1:40:25 that we already have opened farmers
1:40:29 market his we just celebrated our third
1:40:33 Saturday this last Saturday and though
1:40:36 market looks different if you've had a
1:40:38 chance to go visit it it's been very
1:40:41 well attended the first week we had 1200
1:40:43 visits visitors and at in a very much
1:40:46 more managed fashion we had a few more
1:40:48 vendors this last Saturday we continue
1:40:51 to see a great response and feedback
1:40:54 from the community in terms of the the
1:40:57 market summer day camps will actually
1:41:00 start on Wednesday Kathy Jones and our
1:41:03 recreation staff have done a great job
1:41:05 of working with Public Health and coming
1:41:07 up with a very safe and modified a way
1:41:10 to offer those day care services through
1:41:15 our summer day camps so looking ahead
1:41:19 some of the the work that we still see
1:41:22 coming in terms of our recreation
1:41:25 facilities those we don't see fully
1:41:28 opening in them until phase three is
1:41:30 what Public Health is telling us though
1:41:33 the one difference there is public pools
1:41:38 have been allowed to open in a modified
1:41:40 fashion
1:41:41 so we have been working diligently with
1:41:44 our staff and Public Health to put the
1:41:46 facility together we have to establish a
1:41:49 reservation system there's a lot of
1:41:51 moving parts when it comes to is this
1:41:54 news coming out and so July 6th happy to
1:41:57 announce that the pool will be open in a
1:42:00 safe modified way so again the grid is
1:42:06 meant to be something that is
1:42:09 convertible as new news happens and
1:42:12 something that's relatively easy in sort
1:42:15 of a green green light yellow light red
1:42:18 light fashion
1:42:20 the last item I'd point out on this
1:42:22 unfortunately some of our events are
1:42:24 larger events that we knew are going to
1:42:28 need to wait for phase 4 Shakespeare in
1:42:31 the green our vendor would know
1:42:33 productions who puts those on has
1:42:35 already let us know that they're going
1:42:37 to be cancelling all their productions
1:42:39 that they do in in various cities
1:42:40 including Issaquah that we've been
1:42:43 working very closely with our summer
1:42:45 concerts on the green partners earlier
1:42:48 last month we had made the decision to
1:42:51 cancel July we just met today this
1:42:53 afternoon August is not looking that
1:42:57 that good knowing again we would need to
1:43:00 be in a phase for we'll know and in the
1:43:03 coming days but that likely could be a
1:43:05 decision though we're seeing some green
1:43:08 lights in terms of what we're able to
1:43:10 open up unfortunately this this year
1:43:13 we'll also see some some cancellations
1:43:15 likely that we're going to need to make
1:43:17 as we navigate and manage these changing
1:43:20 waters so director walling we may take a
1:43:23 pause there's a couple of questions on
1:43:25 this slide we'll start first with

1:43:33 question I'm having a little bit of a
1:43:35 hard time reading you got included by
1:43:38 phases but you've also got some specific
1:43:41 programs listed above those phases and I
1:43:45 guess my question is do we have dunno or
1:43:49 going to do if we actually move back
1:43:52 down the phase list if there are
1:43:57 concerns out this week that we may be
1:44:00 entering a second wave of kovat and if
1:44:04 we were to unfortunately move back to
1:44:07 phase 1.5 or phase one I see things like
1:44:11 playgrounds and park restrooms that
1:44:13 whole thing is green so skate parks
1:44:17 sport court shelters modified field
1:44:20 rentals
1:44:21 that's all green so does that mean that
1:44:23 as long as we're in at least faith to
1:44:26 all the stuff that's above phases one
1:44:29 one and a half and two we're going to be
1:44:30 open a great point and great question
1:44:35 council member Mart's clearly public
1:44:38 health has been our guidance and in our
1:44:40 guide throughout this process obviously
1:44:42 if circumstances change situations
1:44:46 change and we need to pull back some of
1:44:51 this reopening we want to stay and we'll
1:44:54 stay very agile and informed and if
1:44:59 facilities need to either close their
1:45:03 programs not be offered or be reduced
1:45:06 that would be reflected in this as well
1:45:09 so so you bring up an excellent point
1:45:11 green is showing in August and September
1:45:13 I guess that's given our current news
1:45:16 and our current information should that
1:45:18 information change this would change as
1:45:21 well thank you Thank You councilmember

1:45:33 you kudos on such clear communication
1:45:36 here and I would encourage the city to

1:45:43 conversations and questions on social
1:45:46 media about Winter Park's opening and so
1:45:49 it's really nice to be able to have this
1:45:51 type of information that we can share
1:45:53 that being said but you did say was this
1:45:57 had just gotten updated and so I was
1:45:59 gonna ask the question where does this
1:46:01 live on the site or the most updated
1:46:04 version and then I went to go look at
1:46:07 the site and I noticed that the version
1:46:08 that's up there is not the same one that
1:46:10 you're sharing so if we could figure out
1:46:14 where that lives and how it gets updated
1:46:15 and then also I would very much
1:46:17 appreciate so that I know which version
1:46:19 is the most recent to have an updated
1:46:21 date in the bottom

1:48:00 calling and want to reserve their their

1:48:54 foreseeable future if people are
1:48:56 interested in learning more about the
1:48:57 recovery task force they can go on our
1:48:59 website the meetings are streamed live
1:49:02 and they're available on YouTube
1:49:04 afterwards people can stay a price of
1:49:07 that we are talking about public health
1:49:08 issues with representatives from Seattle
1:49:11 King County Health and Suites Hospital
1:49:14 is coming Thursday so it would encourage
1:49:16 people so madam mayor unless there are
1:49:19 any final questions we're ready to move
1:49:21 on to the next time oh thank you sue the
1:49:24 administrator I'm not seeing anything
1:49:26 but I do want to add in the mayor's to
1:49:27 sense this has been probably the most
1:49:30 rewarding part of the work that we have
1:49:33 been doing over the last few months for
1:49:34 me it has been an opportunity to tap
1:49:37 into the community and have a task force
1:49:40 made up of invested community members
1:49:43 brainstorm how to do something we have
1:49:46 never done before if you have not
1:49:49 watched the meetings they're fantastic
1:49:52 incredible ideas incredible energy
1:49:54 incredible passion for the community and
1:49:56 compassion for those that are affected
1:49:57 by the endemic so for staff who
1:50:01 presented the work tonight and to the
1:50:02 task force I owe a huge personal thank
1:50:05 you huge it's just been the positive
1:50:08 point of the work in the last few months
1:50:11 the next item on our agenda is a b7 993
1:50:14 temporary regulatory relief for
1:50:17 businesses use of sidewalk private
1:50:20 property and signage and the council
1:50:22 action this evening is
1:50:24 to adopt ordinances related to that I'd
1:50:27 like to invite economic development
1:50:29 coordinator jen davis hayes back up to
1:50:32 present this item
1:50:37 good evening so we briefly addressed
1:50:41 these two topics during the recovery
1:50:44 task force presentation so again there
1:50:48 are two separate ordinances they are not
1:50:50 related to the front street closure the
1:50:52 one is about the opportunity for
1:50:54 businesses to be able to have a quicker
1:50:58 review process through our permitting
1:51:01 center for use of sidewalks or private
1:51:06 properties for their business operations
1:51:08 again we are requesting a waiver of the
1:51:11 fee to assist businesses during this way
1:51:14 and then the second one is for to allow
1:51:18 the temporary suspension of the movable
1:51:23 a-frame
1:51:26 oh and she's ready removal a frame
1:51:30 signage for for businesses to utilize
1:51:35 during this this business operations and
1:51:37 both of them are looking at suspending
1:51:39 the current code for six months tisha
1:51:42 has a probably emotion that she can read
1:51:46 yes I believe tisha has placed the
1:51:49 motions in the chat box so that when we
1:51:52 have a councilmember prepared to move it
1:51:54 I'm not sure if we need to read them in
1:51:56 right now or this is just to be helpful
1:51:58 when counsel gets to that point I'm
1:52:01 going to have moved if Jen if you're
1:52:03 done presenting the two ordinances I was
1:52:06 going to ask council president hunt if
1:52:08 she had received any public comment on
1:52:11 they have an email to counsel on these
1:52:13 topics that she would like to share this
1:52:15 evening thank you thank you madam mayor
1:52:18 yes we did receive some email
1:52:20 correspondence on the topic we received
1:52:23 an email of a resident who expressed
1:52:26 concern about that about that having
1:52:31 these signs and the changes to the codes
1:52:34 who allow for the use of the sidewalks
1:52:36 in this way would contribute to an
1:52:38 atmosphere of clutter and also was
1:52:41 concerned about cigarette butt on the
1:52:44 sidewalks and other sort of the
1:52:47 businesses using the sidewalks more
1:52:49 being concerned about concerned about
1:52:52 that and then earlier before the
1:52:55 ordinance we did receive support for
1:52:58 being allowing
1:53:03 making it easier to put up a frame signs
1:53:05 for restaurants so that they could more
1:53:07 easily promote their restaurants that
1:53:10 that concludes the correspondents on
1:53:12 this thank you very much I'll head back
1:53:15 over to Jen for a second and find out I
1:53:17 know there was information and in an
1:53:20 agenda bill including the ordinance
1:53:22 language did you have anything else that
1:53:23 you wanted to share with Council or we
1:53:27 look for someone to make motion

1:55:35 and then also after that it talks about
1:55:39 specific criteria that needs to be met

1:55:44 in a moment but first this ordinance is
1:55:46 not correct me if I'm wrong is not
1:55:49 specifically limited to Front Street
1:55:52 businesses on the street ring that is
1:55:55 correct this is for any business
1:55:57 throughout the city okay my question
1:56:00 about the application for numbers 1
1:56:05 through 14 I'm curious if all of these
1:56:09 things are necessary on the application
1:56:11 and the reason I'm asking is because
1:56:14 there's a lot of information that's
1:56:16 requested and I just don't know I'm just
1:56:21 questioning whether all of its necessary
1:56:23 I can see the name and address and phone
1:56:25 number of the applicant and location of
1:56:27 the business but description of the area
1:56:31 to be used dates and times
1:56:32 intended use of the space proposed
1:56:35 lighting number of tables and shares
1:56:38 planned use of tents or canopies I can
1:56:42 see I can understand making sure we got
1:56:44 the correct license and the insurance
1:56:48 but looking to be a little less onerous
1:56:52 so I'm wondering if you are Jim Haney
1:56:54 can provide information about whether we
1:56:56 could make this potentially less onerous
1:57:00 as you know and for that the restaurants
1:57:04 that are the businesses are on Front
1:57:06 Street that plan on utilizing this isn't
1:57:09 the plant closure just in a few days so
1:57:10 they only have a few days
1:57:12 compile all this information and have it
1:57:14 be approved and Rigby are reviewed and
1:57:16 approved so that's my concern with 1
1:57:19 through 14 okay thank you so regarding
1:57:25 I'll answer your last question first
1:57:28 businesses that are going to be doing
1:57:30 the street we do not need to apply
1:57:32 because they're covered up with a
1:57:34 special events permit so that's a
1:57:36 different a different Avenue this is if
1:57:39 they would want to have outdoor seating
1:57:42 on their sidewalks and their private
1:57:45 parking lots Sunday through Thursday
1:57:48 basically and your ramp well as long as
1:57:51 you know throughout the year so they
1:57:53 those restaurants or businesses are not
1:57:55 required to do this because they are
1:57:57 covered under those special events
1:57:58 permit as far as the number of things
1:58:01 and so I actually worked with
1:58:02 Development Services staff today on the
1:58:04 actual application it only it basically
1:58:08 is about a page and there's a lot of
1:58:09 attestations thing I am attesting that I
1:58:13 have this I have that so it was it was
1:58:16 under their recommendation to include
1:58:17 these items we could look I think some
1:58:20 of the things like tents are important
1:58:22 for note for our fire chief tips air
1:58:25 fire staff to make sure that if they're
1:58:27 not putting too many tents together that
1:58:29 they cause a fire concern but some of
1:58:32 the other ones I think are they believed
1:58:34 it was important to just to understand
1:58:36 the use that if things kind of were used
1:58:41 differently they at least kind of said
1:58:42 you you said you were going to do XYZ
1:58:45 and now you're doing something different
1:58:47 so I don't know if there's something you
1:58:49 know I know you listed a lot of them if
1:58:52 there's something specific that you
1:58:52 think is is really you don't think it's
1:58:55 necessary or that we should research
1:58:57 more specifically well I guess if I was
1:59:00 going to do anything and thanks for the
1:59:02 explanation if I was going to do
1:59:04 anything it says shall contain at a
1:59:06 minimum of the following information and
1:59:08 I would me it seems like it should
1:59:11 contain at most the following

1:59:16 we send this back and all of a sudden 10

1:59:34 we can get away with doing without and I
1:59:37 think we should look at doing that and
1:59:39 the second part of my question has to do
1:59:42 with be the Department of development
1:59:47 services shot issued the temporary use
1:59:49 permit if all of the following criteria
1:59:51 are met again first it's a long list
1:59:53 here and it means filling it out and it
1:59:56 also means checking codes and all sorts
1:59:58 of stuff so can we just not have these
2:00:00 things be listed as conditions of the
2:00:02 permit the ordinance already says that
2:00:07 the C reserves the right to revoke any
2:00:09 term for a use permit um if any of the
2:00:12 provisions of 3 P are not complied with
2:00:16 so why couldn't we just list on the
2:00:19 permit these are the conditions and if
2:00:22 you don't comply then we have the right
2:00:23 to revoke it rather than having us do
2:00:25 all the work the burden on that apple
2:00:28 jam and the burden really is on the
2:00:29 applicant to make sure that they comply
2:00:31 and so it seems to be onerous to me I
2:00:37 mean I can just see city staff let's see
2:00:38 if this comply with all these codes I've
2:00:40 been through that process it's not a
2:00:42 fast process so again my concern is
2:00:46 whether it's too onerous on businesses
2:00:48 I'd like it to be at least possible
2:00:50 during this time because we're trying to
2:00:52 get businesses back up on their feet as
2:00:54 much as possible and then also so it's
2:00:56 not too onerous on staff so well in the
2:01:00 short on B maybe this is a question for
2:01:02 Haney is that possible that we can just
2:01:05 have conditions rather than a checklist
2:01:07 that somebody has to go over and verify
2:01:09 when the permit is issued yes this is
2:01:13 new caney the first let me comment on on
2:01:18 the list in a and again I think a lot of
2:01:23 that was to try to make sure that a
2:01:25 number of those things were trying to
2:01:27 try to make sure that we had the
2:01:29 information necessary to satisfy fire
2:01:32 code and ensure that fire code things
2:01:34 like for example the lighting plan
2:01:38 and the tents and so forth that's really
2:01:41 to make sure that fire code issues are
2:01:43 are taken into account as far as the
2:01:46 criteria you could put those in in
2:01:48 conditions of approval I'm wondering
2:01:52 though if it makes more sense though you
2:01:57 could put that in conditions of approval
2:01:58 but if somebody is coming forward do you
2:02:01 want to know that up front if they're
2:02:03 coming in and saying well this is what
2:02:05 I'm going to do and you're gonna issue
2:02:07 them a permit you want to make sure that
2:02:09 that those things that these criteria
2:02:12 are met but I could see that you could
2:02:16 make them conditions of approval as well
2:02:19 so it could be included it could be
2:02:21 added to the application just as an FYI
2:02:24 these are these will be the conditions
2:02:27 of approval that's why I sign that's
2:02:29 also on the permit right and I believe
2:02:34 most of the ones in B are at the bottom
2:02:36 of the application which is basically
2:02:38 they initial or they you know they're
2:02:40 gonna do this online they basically a
2:02:42 test that they are going to make sure
2:02:45 that take in Greece ingress and egress
2:02:47 from the street can be provided that
2:02:50 they are going to make sure they operate
2:02:51 safely you know etc so I know that one
2:02:54 of the discussions with GSD staff and
2:02:57 one of the options was to actually to
2:03:00 not basically review all this but again
2:03:03 making sure they provide information and
2:03:05 then they go out to approve the permit
2:03:08 and then do a field visit inspection to
2:03:13 kind of confirm the information is there
2:03:15 so that's another way to that staff
2:03:18 wouldn't be looking at 24 different
2:03:21 items and making sure that every little
2:03:23 detail is met but that's the general
2:03:25 condition for the Health and Safety and
2:03:27 the things that need to be met for our
2:03:29 fire and health codes are met our safety
2:03:33 codes are meant councilmember Goodman
2:03:37 did you want to follow up on that um no
2:03:41 not right now just that I think i'ma
2:03:43 listen to the other questions and

2:04:23 proposed for July 20th and that means
2:04:26 that the six months would such that in
2:04:29 January sometime and for our restaurants
2:04:33 who are trying to get back up and
2:04:35 running I could foresee that they would
2:04:38 need at least another six months to be
2:04:40 able to take advantage of these next
2:04:43 spring and next summer and so maybe Jim
2:04:48 could talk a little bit about this again
2:04:51 is there some way for the council to
2:04:53 indicate that we would like to make this
2:04:57 process streamlined so that we don't
2:05:00 leave our restaurants in December of
2:05:02 January wondering if we're going to hold
2:05:05 another public hearing are we going to
2:05:06 prove it again but instead make this
2:05:09 sort of a seamless process that would
2:05:12 allow for these changes to be in its
2:05:17 sync and something that they could rely
2:05:19 on for a year and then I have a
2:05:22 follow-up question also on some other on
2:05:25 another topic thank you Jim go ahead yes
2:05:30 it's a jiminy a couple of things in
2:05:34 response to councilmember Dee Michelle's
2:05:36 questions first the ordinance is that
2:05:40 ordinances are drafted to go into effect
2:05:42 immediate assuming that you get them a
2:05:46 vote of a majority plus one tonight the
2:05:49 ordinances declare an emergency and go
2:05:51 into effect immediately so that the city
2:05:53 can begin the permit processing
2:05:56 immediately second these the reason that
2:06:00 there are the reason that there is a
2:06:01 public hearing on this
2:06:03 is because what what the city is doing
2:06:06 is changing its zoning regulations and
2:06:11 under state law when you enact an
2:06:14 interim regulation changing your zoning
2:06:17 regulations it can be effective for a
2:06:20 period of six months or it can be
2:06:25 effective for a period of one year if
2:06:28 you adopt a work plan that is that can
2:06:34 be used to arrive at a permanent change
2:06:37 to your regulations and it didn't seem
2:06:41 like to me as I was drafting these that
2:06:44 we were looking to make a permanent
2:06:46 change to the regulations at this point
2:06:49 that's not the reason why we're
2:06:50 suspending them or making a temporary
2:06:52 change so that forced us into the
2:06:56 position where we we have a six month
2:06:59 time frame for doing this we can renew
2:07:01 the interim regulation in six months and
2:07:05 renew it for up to an additional six
2:07:08 months if you wish to do so but that's
2:07:10 the that's the process that's laid out
2:07:12 in the state statute oh all right all
2:07:16 right thank you for that and you
2:07:17 actually answered my second question
2:07:19 with that answer so so thank you thank
2:07:24 you for that thoughtful question council

2:07:29 you to think through the six months
2:07:31 period about whether or not the

2:07:42 portray to the business community to
2:07:46 make them feel secure that you're behind

2:08:24 so you would not have to apply

2:08:56 and so we would as far as blocking

2:09:00 obviously would still be something we
2:09:02 would very much want to implement the
2:09:05 other piece about if it becomes to
2:09:07 owners too cluttered that's where we
2:09:09 would we have the opportunity to stop
2:09:11 and have that conversation again with a
2:09:13 business owner or business district and
2:09:15 I often say you know I love that
2:09:17 businesses want to put out a frames but
2:09:19 having for a frame finds for every
2:09:21 business would just you know not get the
2:09:22 same effect as you may think it would so
2:09:25 we would we reserve the right to to go
2:09:28 back and then have that conversation
2:09:29 with the business I mean I don't know if
2:09:33 there's other parts to coordinate the
2:09:35 Jim I did not refer to that well one
2:09:40 thing to note is that it is drafted so
2:09:42 that current under the current code in
2:09:45 person is limited to one a frame site
2:09:48 and this removes that limitation so

2:09:58 too cluttered then we would need to go

2:24:43 some flexibility for those businesses
2:24:46 that have special considerations that
2:24:49 the city may want to pursue a little bit

2:24:55 just allows the city to pay attention to
2:24:59 individual businesses and make
2:25:01 alterations in that list if there's
2:25:04 something particular to the business
2:25:07 that needs to be explored further so

2:25:15 in the ordinance right now is what I

2:26:22 create a sense of certainty that we're

2:26:26 go-around and we have a bit of a history
2:26:28 of changing our requirements as we go
2:26:31 along and I think this is not the time
2:26:34 to create uncertainty so I think this
2:26:36 makes sense and you know going back to
2:26:38 the interpretation from both the city
2:26:39 administrator and the city attorney this
2:26:41 is the right language to say but this is
2:26:43 the most you can do all of these things
2:26:45 on the permit but this is the most you
2:26:47 can do without coming back and asking
2:26:48 that someone and I believe that the city
2:26:51 administrator's comments about wanting
2:26:53 to do this is lightweight as possible is
2:26:57 definitely is intent thank you I have

2:27:03 going to check in with the amendment

2:28:03 say we want a streamlined situation to
2:28:06 have that ultimately stand in the way of

2:28:53 urgency that spell on the community to

2:28:58 onerous not again we do have certain
2:29:01 health and safety things that we need to
2:29:03 ask Dan's already laid this out as one
2:29:06 page I don't imagine this is going to be
2:29:09 an issue there are members of the
2:29:10 community who are going to be very
2:29:12 interested to know what kind of access
2:29:15 for Americans with disability act of
2:29:16 issues that there are we have street
2:29:19 furniture we have other signage we have
2:29:22 utility poles and boxes all those things
2:29:26 are going to have to be taken into
2:29:27 account and so we need to know is it as
2:29:30 much less efficient as we can because we
2:29:32 have other laws of the state of
2:29:34 Washington and the United States that we
2:29:36 after the four C's are directly or
2:29:38 indirectly so with all that said this is
2:29:41 what we do for a living we want to make
2:29:44 it as easy as we can thank you City

2:32:24 maximum language is the appropriate
2:32:26 language to use so those are the three
2:32:28 options and whichever the council wants

2:32:41 in your family amendment I believe you
2:32:44 can make a suggestion if and if your

2:46:34 funding allocation the request before
2:46:37 council this evening is to authorize
2:46:38 those allocations and I'd like to invite
2:46:41 City Administrator Wally Bob Chris to
2:46:42 present this item
2:46:44 thank you madam mayor members the
2:46:46 Council to show if you could bring up
2:46:48 the PowerPoint please
2:47:01 right thank you so this is the third
2:47:04 portion of our discussion tonight
2:47:06 regarding the Cobie 19 remember and
2:47:09 that's the care Zach funding next slide
2:47:12 I think many of you are aware of this
2:47:16 but the coronavirus aid relief and
2:47:19 Economic Security Act also known as care
2:47:21 was I think the second or third major of
2:47:26 policy document that the United States
2:47:29 Congress passed at the beginning of the
2:47:32 Cova nineteen crisis was enacted on
2:47:34 March 27 2020 it provided much money to
2:47:39 the 50 states cities and counties over
2:47:41 500,000 to grapple with the koban 19
2:47:46 crisis as well as money for private
2:47:49 businesses and funds for individuals it
2:47:52 was the major congressional action thus
2:47:55 far by dealing with economic relief for
2:47:57 the copa90 crisis unfortunately there
2:48:00 was no money for communities under
2:48:02 500,000 in the act and as we sit here
2:48:05 this evening the Congress of the United
2:48:07 States has still not passed any direct
2:48:10 relief for communities under 500,000 in
2:48:13 the United States we are the only major
2:48:14 business sector in the country that has
2:48:17 not had an opportunity to have access
2:48:19 but fortunately though two governments
2:48:22 that we are part of have receive funds
2:48:24 and they have made those funds available
2:48:26 to localities the state of Washington
2:48:30 made portion of its kara's Act funds
2:48:33 available to the city of Issaquah that
2:48:35 totals 1 million one hundred twenty
2:48:37 seven thousand seven hundred dollars in
2:48:39 King County through its allocation of
2:48:42 karasek dollars has provided $50,000
2:48:45 specifically for economic development
2:48:49 so the question one of the many
2:48:52 questions that are before the council
2:48:54 tonight really is that third square
2:48:57 rectangle and that is who benefits um
2:48:59 who can get the it the dollars and who
2:49:03 spend the dollars and what is the
2:49:06 process for us to receive the funds from
2:49:09 King County in the state of Washington
2:49:10 and then make them available local
2:49:13 businesses local human service agencies
2:49:16 are eligible under certain conditions
2:49:19 and we're also able to reimburse certain
2:49:22 expenses that the city has already
2:49:24 incurred fighting The Cove in 1950 mr.
2:49:29 buckets with that amazing introduction I
2:49:33 wonder if you would allow us to have a
2:49:34 short break
2:49:36 just below we are three hours into the
2:49:39 meeting just to allow folks to get in a
2:49:41 glass of water or take a quick break and
2:49:43 if we could just take a five minute

2:55:02 of direct grants to local businesses

2:55:07 that includes fifty thousand dollars
2:55:09 that is being allocated from king county
2:55:11 with the express purpose of providing
2:55:13 economic development assistance on two
2:55:16 hundred thousand dollars of assistance
2:55:17 to human service agencies which we will
2:55:20 also detail in a moment and then four
2:55:22 hundred and twenty seven thousand seven
2:55:23 hundred dollars of reimbursement to the
2:55:26 city for koban 19 or so as we have
2:55:31 looked at these numbers and since the
2:55:33 agenda packet has been published we have
2:55:36 gotten feedback from members of the
2:55:38 council we've done feedback from some of
2:55:41 the human service agencies that we were
2:55:43 proposed giving money to we've also had
2:55:45 interest amongst the members of the
2:55:47 council making additional monies
2:55:49 available for rental assistance for
2:55:52 tenants council observer calls early in
2:55:55 the Cova crisis the council took a very
2:55:58 early step in making $100,000 available
2:56:00 to nonprofits here in Issaquah to
2:56:04 provide tenant rental assistance but
2:56:06 during those discussions again hearing
2:56:09 from our human service agencies thinking
2:56:11 about differential assistance were to be
2:56:14 incorporated into this one issue kept
2:56:16 coming back to us and that is our
2:56:19 ability to have that money then
2:56:21 reimbursed to us lion's share of it
2:56:24 through Washington State and Washington
2:56:27 State Department Commerce as well as
2:56:29 King County and so I'd like to phone a
2:56:31 friend and ask Beth Goldberg our finance
2:56:34 director to come on Beth has been
2:56:37 talking with the State Department of
2:56:39 Commerce for a few weeks now trying to
2:56:42 get a good sense of what is reimbursable
2:56:44 what's not reimbursable and for those
2:56:47 things that are reimbursable of what are
2:56:49 I won't say strings but what are
2:56:52 conditions that we would have to make to
2:56:55 any agency or individual business that
2:56:59 we receive money from what conditions we
2:57:01 have to include in order to meet the
2:57:03 requirements set forward first
2:57:05 the federal government and then
2:57:06 implemented by state of Washington so
2:57:08 Beth can you give a brief overview of
2:57:11 what you've learned over the last few
2:57:12 weeks about the ease or lack thereof of
2:57:15 what that process my life
2:57:18 all right
2:57:24 some audio yeah some audio quality isn't
2:57:29 there is it better now I'm here is it
2:57:33 better now yes okay this earpiece
2:57:37 doesn't actually fit on my ear so so
2:57:48 lack of clarity is the operative word
2:57:52 pretty much everything we have looked at
2:57:55 you and want to use this money for we
2:57:59 have had multiple contacts with the
2:58:03 Department of Commerce to make sure that
2:58:06 our intent of how to use the money will
2:58:09 work the rules are not clear at all
2:58:13 and one of the things that found in
2:58:18 working through this is any sort of
2:58:21 pass-through money that we provide to
2:58:25 community community members whether that
2:58:29 be for nonprofits misses what have you
2:58:32 they are subject to the same very
2:58:36 difficult very murky federal rules that
2:58:39 we are subject to and the government
2:58:43 have had have been struggling with the
2:58:45 workload for meth and what we're hearing
2:58:49 from many of our service provider that
2:58:52 they too are not sure that they have the
2:58:55 capability to meet all of the
2:58:58 requirements and this is important
2:59:03 because all of this is subject to audit
2:59:05 so if if we don't use the money in
2:59:10 proper ways and follow all of the rules
2:59:13 we are subject to audit findings and
2:59:17 this amount of money is sizable enough
2:59:20 that it is like I invited the auditor so
2:59:24 we very much want to support and the
2:59:26 business assistance housing disability
2:59:28 in security priorities that our
2:59:31 community have or struggle
2:59:34 with ways that we can do that in a way
2:59:37 that won't subject our partners to the
2:59:39 same requirements that have in her
2:59:43 moniker spoke about this earlier in her
2:59:46 presentation we've heard from some of
2:59:49 the nonprofit's they're just not in a
2:59:51 position to to meet all of them so
2:59:58 having some flexibility to find partners
3:00:02 that you work with us to still deliver
3:00:04 on the intent of the money I think is
3:00:07 the objective or as figure out how to
3:00:12 distribute this money certainly don't
3:00:14 want to be in a position returning the
3:00:17 money because we know that the need
3:00:19 there in the community so it's finding
3:00:22 that that sweet spot that's not going to
3:00:25 get any of us into trouble with the
3:00:28 Federal Way
3:00:31 to put a finer point on that as we look
3:00:33 at these three buckets of money the four
3:00:37 hundred and twenty seven thousand seven
3:00:38 hundred dollars that we have put forward
3:00:40 as reimbursements we we we feel fairly
3:00:43 comfortable through the vetting we have
3:00:45 already done that those are solid
3:00:46 numbers that we have the documentation
3:00:48 necessary and that those dollars should
3:00:52 we submit them for reimbursement to the
3:00:53 State Department of Commerce we only get
3:00:55 that money back the direct grants to
3:00:58 local businesses we are probably in the
3:01:00 middle of the path of communities that
3:01:03 are making these allocations to
3:01:04 businesses in King County probably hard
3:01:08 to know where we are nationwide but
3:01:11 there are several communities a few
3:01:13 steps ahead of us in King County and we
3:01:16 have liberally borrowed some of the good
3:01:19 work that they're they have already done
3:01:21 as far as the conditions and the details
3:01:24 of a grant application treatment so I
3:01:27 think we are feeling generally
3:01:28 comfortable about what will be required
3:01:31 of what businesses other communities
3:01:33 have been working with local businesses
3:01:35 their communities and we think that
3:01:38 that's something we can sort out it's
3:01:40 that middle $200,000 the Human Services
3:01:43 agencies which we're unsure of as far as
3:01:46 having those agencies be able to accept
3:01:50 the money and do the appropriate
3:01:52 reporting and they may choose not to
3:01:54 take that some of the larger agencies
3:01:56 we've talked to have already let us know
3:01:58 that they are more comfortable and are
3:02:01 in a position to take that money again
3:02:04 there's been some interest on the
3:02:06 council of having another tranche of
3:02:08 funds available or ten in rental
3:02:11 assistance we've discovered that the
3:02:13 funds that we've already allocated are
3:02:15 not eligible for reimbursement because
3:02:17 some of the conditions that were
3:02:18 ultimately created by the care here's
3:02:21 act we're not a part of our original
3:02:24 allocation so we're not able to
3:02:26 reimburse so we move forward with
3:02:28 additional dollars or tenant rental
3:02:31 assistance one of our concerns is that
3:02:33 each of those individuals who receive
3:02:36 those dollars in addition to the
3:02:37 nonprofit's may have reporting
3:02:39 requirements that may be to owners so if
3:02:42 the council wishes to go in that
3:02:44 direction
3:02:44 what we
3:02:45 maybe able to do this look to freeing up
3:02:47 additional City dollars which would only
3:02:50 have any conditions that the City
3:02:52 Council would place on them that that
3:02:54 might make better sense for any money
3:02:57 that's provided to human service
3:02:58 agencies so we will talk in more detail
3:03:00 when we get to that section we wanted to
3:03:03 provide kind of this preamble to start
3:03:06 hoping to focus the conversation that
3:03:10 the council has version of the
3:03:12 presentation so we could really get the
3:03:14 one you want to do I think if the
3:03:15 council can provide us a general
3:03:17 direction of what you'd like to do in
3:03:19 the type of money the amounts of money
3:03:21 you would like to put in these various
3:03:24 buckets we feel pretty confident we can
3:03:26 come up with a solution that will make
3:03:27 sense so with that variable next
3:03:30 administrative Bob quits I believe we
3:03:32 have a question from council president
3:03:33 hunt yes thank you
3:03:38 this is council president hunt so when
3:03:41 you were talking about the reporting
3:03:44 requirements and that some agencies
3:03:46 might not be able to meet those
3:03:49 requirements or feel comfortable trying
3:03:54 to meet those requirements I said so you
3:03:57 said that applied to the human service
3:03:59 agencies I guess my question is and not
3:04:02 seeing much information about that in
3:04:04 our materials why so the reporting
3:04:08 requirements for the funds businesses
3:04:11 though would be confident that they
3:04:13 could meet whatever reporting
3:04:15 requirements the reporting requirements
3:04:16 are so different that for businesses
3:04:18 that that isn't a concern
3:04:21 again what we've learned from other
3:04:23 communities there's lots of experience
3:04:26 in King County with cities making grants
3:04:29 to businesses that are there's less
3:04:31 experience with Human Services agencies
3:04:34 Monica's prepared to talk to this is her
3:04:37 party presentation we have heard from
3:04:39 the human service agencies that we have
3:04:42 named in this proposal over the last
3:04:45 several days who are very thankful that
3:04:48 we thought of and thankful it can
3:04:51 absolutely use the money they have
3:04:53 shared with us that our own concerns
3:04:54 based on what they have heard from other
3:04:56 human service agencies around the area
3:04:59 about the ability to do the necessary
3:05:02 reporting you know the truth is the
3:05:05 truth is out there we don't know exactly
3:05:07 what the truth is and I don't know
3:05:10 anyone will and I think as director
3:05:12 Goldberg said we'll know the truth when
3:05:14 the audits come and so we're just trying
3:05:17 to present the information to the
3:05:20 council this evening as best we
3:05:21 understand it the human service agencies
3:05:24 we're talking to are understanding the
3:05:26 information as best they understand it
3:05:28 we're all just trying to help people and
3:05:31 but also be cognizant of you know is the
3:05:35 money worth what could be multiple years
3:05:37 of audits in the future and that's and
3:05:43 again Monica can speak to our specifics
3:05:48 the friend that you phoned at 10 o'clock
3:05:50 at night who may or may not be your
3:05:52 friend anymore I said that she would
3:05:53 like to add a comment and we'll follow
3:05:55 up with another comment from council
3:05:57 president practical sorry but you're
3:06:00 still my friend right yeah I guess to
3:06:11 speak to a temple president Hunt's
3:06:13 comment is there is still a risk on the
3:06:16 business side I think what we're hearing
3:06:18 is that the chamber who's offered to
3:06:22 partner with us feels that they are
3:06:24 positioned to to handle these
3:06:28 requirements larger nonprofits are also
3:06:31 that are used to receiving federal
3:06:34 dollars are better positioned to to meet
3:06:39 these requirements it's smaller
3:06:41 nonprofits entities that don't get these
3:06:45 kinds of grants federal grant dollars
3:06:47 with regularity are just not positioned
3:06:51 to do that but there is a word of
3:06:53 caution with anyone that we partner with
3:06:55 on this and frankly even ourselves that
3:06:58 we need to be very careful that they are
3:07:03 they and we are meeting our obligation
3:07:06 or we we may be subject to audit
3:07:10 findings
3:07:11 so as we're partnering with people we
3:07:13 also have an obligation to ensure that
3:07:15 they are following the rules or we too
3:07:18 will be will be dinked if before for any
3:07:22 sort of misstep thank you for that

3:07:30 information she requested so city

3:07:39 so let me introduce then Jed Davis hade
3:07:41 to talk a little bit about what we're
3:07:43 thinking but before I or I give up the
3:07:45 mic let me just again reiterate the City
3:07:50 Council you make decisions this evening
3:07:53 that you think are the best interests of
3:07:54 the community
3:07:55 we'll do our level best to sort it out
3:07:57 and make sure that the money gets
3:07:59 enhanced we don't we want to provide
3:08:01 this caveat upfront because that's our
3:08:04 responsibility to do that but it should
3:08:06 not be interpreted in any way as being
3:08:08 any roadblock other communities all over
3:08:11 America are sorting this out weekend so
3:08:14 with that Jen you want to walk through a
3:08:17 proposal to the locals
3:08:22 city administrator baku 'it's so a we
3:08:25 presented this concept of a business
3:08:28 grant program at the study session on
3:08:30 june 9th and asked if there was interest
3:08:32 from council and we heard that there was
3:08:34 and so we're back here tonight to
3:08:35 present the program and as mentioned we
3:08:38 have researched what other cities have
3:08:40 done cathy McCrory from the chamber is
3:08:43 called chamber looked at some and i've
3:08:45 spoken to some staff so it's no kwame
3:08:48 north bend shoreline everett seattle
3:08:50 swim lacy or just a few of those cities
3:08:53 and also talk to Jim Haney about the
3:08:56 concept
3:08:56 so but we're discovering we've
3:08:58 discovered is that most cities are using
3:09:01 very similar criteria that was utilized
3:09:04 by the State of Washington's Cova 19
3:09:07 small business emergency grant program
3:09:09 and again the uncertainty of the cares
3:09:13 Act money and also with the state's
3:09:15 typical prohibition against lending of
3:09:19 public using public funds for businesses
3:09:22 the city and sorry the Attorney General
3:09:26 has provided an interpretation that
3:09:27 opens up that ability to do that and so
3:09:29 again most city attorneys and city staff
3:09:33 and city finance the people have been
3:09:35 talking to each other and believe that
3:09:36 if we follow the same criteria in the
3:09:39 same way of doing that the state did
3:09:41 that we should have less risk so that is
3:09:46 what we're doing we again have looked at
3:09:50 what others are doing and proposing to
3:09:54 pools to small business pool funds one
3:09:57 for small businesses and so when I say
3:09:59 small businesses I mean fewer than 25
3:10:02 FTE employees and we're looking at
3:10:06 providing grants up to $10,000 for each
3:10:08 business and so out of a maximum of
3:10:11 50,000 in that pool and the second pool
3:10:14 would look at a business recovering or
3:10:16 reinvention opportunity for businesses
3:10:18 and we heard some of that desire from
3:10:22 the counselor conversation last time and
3:10:24 how to support that innovation that we
3:10:26 see in our business community and so
3:10:28 we're again looking up to $10,000 to
3:10:30 help support efforts around physical
3:10:32 improvements they've had to make or if
3:10:34 they change their line of business
3:10:35 the ability to help support that and I'm
3:10:37 going to help their financial situation
3:10:40 so for the proposal for the larger pool
3:10:43 we plan to open up applications if
3:10:49 approved tonight starting approximately
3:10:52 July 1st and have awards announced the
3:10:56 beginning of August and the way we plan
3:10:59 on doing that is to use so basically the
3:11:02 application criteria that we would ask
3:11:04 about beyond the basic business
3:11:06 information would be about their impacts
3:11:08 to the reduction of revenues from year
3:11:11 to year from 2018 to 2020 the impacts on
3:11:14 their employee accounts how they plan to
3:11:16 spend the money what the recovery plan
3:11:18 is and then making sure that they have
3:11:20 confirm that they're up to date on their
3:11:21 license and so basically input in good
3:11:24 business standing and our vision
3:11:28 partners have offered to to help assist
3:11:31 with the evaluation of this pool right
3:11:33 now our idea is to move forward with our
3:11:37 recommendation is to move forward with
3:11:39 placing all eligible businesses in a
3:11:42 pool and randomly selecting applications
3:11:44 to up that I've talked to $500,000 that
3:11:48 we would then work with a business to do
3:11:50 a grant agreement again something that
3:11:52 every business needs to do in order to
3:11:54 make sure we have all the rules that
3:11:57 with the Care Act's covers and and
3:12:00 reporting for that so again looking at
3:12:03 where their cities are doing that are a
3:12:04 few steps ahead of us and learning from
3:12:06 cities that have done some creative
3:12:08 things such as asking businesses to send
3:12:11 that have received the funding to send a
3:12:13 picture and a small description about
3:12:15 their business to help promote their
3:12:16 business and so we're looking to be
3:12:18 creative about those things as well and
3:12:21 then for the second pool again we wanted
3:12:23 to allocate some resources for the
3:12:24 innovation our business community
3:12:27 definitely is a capable of and so we are
3:12:31 recommending to work with our economic
3:12:33 vitality Commission to create the
3:12:35 eligibility and review committee their
3:12:37 criteria and we're again offering up to
3:12:40 $10,000 each for a maximum $50,000 and
3:12:44 so that is the general outline and I see
3:12:47 some questions
3:12:49 hopping up thank you let's start with

3:12:54 thank you madam mayor there's a
3:12:55 councilmember marks so on that first one
3:12:59 we're gonna potentially draw and we
3:13:02 could draw 50 $10,000 plans in a row or
3:13:07 we could draw one $500,000 plan and they
3:13:13 you could be at either end of that
3:13:14 spectrum
3:13:18 can you it's the last part you're saying
3:13:20 one grant for 500,000 is that what you
3:13:22 said well I mean well you know a we
3:13:25 could have we could have a grant to
3:13:26 500,000 over here we could have 50
3:13:29 grants of $10,000 over over there and
3:13:32 those those are equally likely outcomes
3:13:35 based just sort of randomly no so we in
3:13:40 the grant application when we asked them
3:13:41 how would they spend them what they
3:13:43 intend to spend the money on we would
3:13:45 limit that to $10,000 some businesses
3:13:48 may ask for 8,000 or 5,000 because they
3:13:50 have to provide proof or you know kind
3:13:54 of the outline of what they plan to
3:13:55 spend it on so we if we received an
3:13:58 application asking for $500,000 that
3:14:00 would make it ineligible because it did
3:14:02 not meet the criteria I'm sorry I
3:14:04 misheard your presentation I thought you
3:14:06 were saying up to 500,000 meeting
3:14:08 applications of up to 500 I now
3:14:11 understand thank you
3:14:13 sorry yeah so we wouldn't remember we
3:14:16 would select more than 50 if some
3:14:18 businesses asked for less so that's why

3:14:51 not sure there's there are probably
3:14:53 chamber members I'm not sure about
3:14:54 chamber board members that are also on
3:14:56 the economic vitality Commission it's a
3:15:01 broader a broader collection of a
3:15:04 business reputation representatives
3:15:08 Thank You councilmember Hall Jen if you
3:15:11 want to continue okay so as I mentioned
3:15:14 we are looking to be able to do this
3:15:16 very quickly and so we're working on
3:15:19 right now having a website up by the end
3:15:23 of this week that actually prepares
3:15:25 provides businesses some more
3:15:27 information about how they can prepare
3:15:28 for the application which we anticipate
3:15:30 to launch on July 1st and we would have
3:15:34 that open for two weeks and then in
3:15:37 between those two weeks be able to check
3:15:40 it eligibility and make sure that those
3:15:42 who applied aren't are meeting the
3:15:45 criteria that we selected and work again
3:15:48 with our Finance Committee to award
3:15:51 those grants and get the money into the
3:15:52 hands of the businesses which we think
3:15:54 is really important to do that quickly I
3:15:56 am done with my presentation thank you I
3:15:59 do not see any additional questions for
3:16:02 you to the administrator Bob quit oh I
3:16:05 council member Walsh would like to ask
3:16:06 question on the business program that's
3:16:08 another loss thank you this compliment
3:16:11 Walsh is there any plans to have a
3:16:13 requirement that someone has a
3:16:15 brick-and-mortar store or location that
3:16:18 is open to the public I get concerned
3:16:21 about online businesses or businesses
3:16:24 that might have a membership or private
3:16:27 or you know something that wouldn't be
3:16:29 public accessible
3:16:33 great question right now our criteria is
3:16:35 that be physically located in the city
3:16:37 Vista clause so that would be eligible
3:16:39 for home-based businesses if there's
3:16:41 some desire to limit or to create some
3:16:46 unique or additional language or on that
3:16:49 we'd be open to that okay I heard that
3:16:53 as an interest from the business
3:16:55 community when I was on the call
3:16:57 previously and then also that we asked
3:17:00 if the
3:17:04 business is currently open or has clams
3:17:07 to reopen so that we are hoping to grant
3:17:10 the money to businesses that have plans
3:17:12 to reopen not just those that are in the
3:17:14 midst of closing down
3:17:17 yes that is one of the questions again
3:17:19 that most cities ask and so that would
3:17:22 be on our application as well and so I
3:17:24 you know again most of the businesses
3:17:27 planned to stay open so we would see if
3:17:30 there's any businesses that would answer
3:17:32 that differently so Thank You

3:17:50 so we have the Human Services category
3:17:52 we've done a little bit of preamble on
3:17:54 this I'm going to grillage up a lot
3:17:56 later on the line Monica do you want to
3:17:58 walk through the basics of this and then
3:18:02 perhaps fill in a little information on
3:18:04 what you've heard from these
3:18:06 organizations since the Jetta pack would
3:18:09 not allow me
3:18:11 yes absolutely thank you
3:18:15 sir yes money kind of guerilla here I
3:18:17 think this is a no-brainer for human
3:18:21 services needs they are greater than all
3:18:23 the resources that we have so there's no
3:18:25 doubt about that the proposed funding
3:18:28 allocation aligns with the city
3:18:31 priorities of maintaining food on the
3:18:34 table and roof overhead and so in the
3:18:37 first category we have organizations
3:18:40 that provide food assistance and other
3:18:42 basic needs and then aligning with the
3:18:51 the other city priority of maintaining
3:18:53 roof overhead we proposed legal
3:18:58 assistance funds to one of the legal
3:19:02 assistance program that people work with
3:19:04 here on the east side so that being said
3:19:06 now just a little bit about the
3:19:08 challenges that were mentioned earlier
3:19:10 so some of the organizations as it was
3:19:14 mentioned are smaller organizations
3:19:16 while others are larger and therefore
3:19:19 they might offer regional services in
3:19:22 addition to services to the local
3:19:24 residents here in Issaquah so again the
3:19:28 concern is not necessarily that they
3:19:30 cannot meet certain requirements on one
3:19:34 end I think it takes a little bit more
3:19:36 time to figure out all the details just
3:19:39 because they have in-kind donations and
3:19:41 trying to figure out and identify all
3:19:44 the expenses that they had two days that
3:19:47 would qualify for kovat response and
3:19:50 therefore further money it's gonna take
3:19:53 a whole while and therefore some of them
3:19:55 might have concerned that maybe they
3:19:57 cannot spend all of the money by October
3:20:01 31st which is the deadline and so
3:20:04 therefore they suggested that they would
3:20:06 be open if we need to take five ten
3:20:08 thousand dollars away from their initial
3:20:10 allocation in order to to meet those
3:20:16 requirements and just make sure that
3:20:18 perhaps other organizations have a
3:20:20 chance to benefit from it also
3:20:23 [Music]
3:20:25 the other challenge and especially with
3:20:28 larger organizations that provide
3:20:30 services regionally is that there are
3:20:33 some other cities like for example I've
3:20:35 been in contact with the cities of
3:20:37 Redmond and Kirkland and they are also
3:20:40 considering allocating Kerr's Act funds
3:20:45 and therefore if we are not careful and
3:20:48 we don't coordinate among each other
3:20:50 then one organization might end up with
3:20:54 funding from all cities while others
3:20:57 might not receive any funds from us and
3:20:59 that also can tell another burden on to
3:21:02 being able to now spend three parts of
3:21:05 money for three federal dollars from
3:21:07 three different cities so those are the
3:21:10 considerations and the reasons why I
3:21:13 think it's just a little bit more
3:21:15 challenging and it's gonna take a little
3:21:17 bit more time and so on our and I would
3:21:19 love to have a little bit of flexibility
3:21:21 when contracting with the organizations
3:21:25 and to be able to coordinate with the
3:21:28 organizations and with the other cities
3:21:30 as well and I can pause here for
3:21:33 questions and I can go into even more
3:21:35 detail but I'm not sure that is great
3:21:38 thank you we do have some questions I

3:21:52 the housing tenant part of this I guess
3:22:00 they're mainly focused around this legal
3:22:03 assistance that you have here so my
3:22:05 first question is are we seeing that
3:22:06 there is a need in Issaquah for legal
3:22:09 representation for tenants or homeowners
3:22:12 or and then why are we thinking that we
3:22:17 should or why is the proposal to give
3:22:20 money for legal assistance instead of
3:22:22 straight up rental assistance and then I
3:22:25 apologize this is more just of a
3:22:27 logistics question I didn't ask this
3:22:28 earlier today and I apologize but it
3:22:30 doesn't the esight legal assistance
3:22:32 program don't they provide free legal
3:22:34 assistance so what would the money that
3:22:38 give them go to thank you yes thank you
3:22:41 great questions so for your first

3:23:21 organization gives the money directly to
3:23:26 residents I think there should be
3:23:29 additional paper or contract with each
3:23:31 of the residents that the organization
3:23:36 serves so should I plus your but for you
3:23:40 to add more

3:23:58 basically any any money we give to

3:24:20 with federal money so not only would be
3:24:29 potentially but any money that they gave
3:24:33 out or whomever was giving out the money
3:24:35 to recipients we need to assure the sub
3:24:41 recipient and then us that they are
3:24:44 using the money in a way that meets the
3:24:47 federal regulations and if any money is
3:24:51 left over and is not said then we would
3:24:54 have to collect it from each of those

3:26:04 touch on legal assistance and your your
3:26:05 question councilmember Hall in terms of
3:26:07 what this funding would go for my
3:26:09 understanding is yes aside legal
3:26:11 assistance program does offer free legal
3:26:13 assistance but they certainly have an
3:26:16 increased cost to cover there and
3:26:20 increased the increased need for that
3:26:22 for that legal assistance so this would
3:26:24 be funds that would cover their
3:26:27 increased expenses I think I think what
3:26:30 you're saying is their staff doesn't
3:26:32 work pro bono so it's free to the it's
3:26:36 free to the recipients but the east side
3:26:39 legal assistance program has to pay them
3:26:41 to do it that's what I heard correctly
3:26:43 I'm going to go back to deputy council

3:27:59 first of all I support the idea of
3:28:02 giving our staff flexibility because we

3:28:08 appreciate Monica's comments about
3:28:11 coordinating with our sister cities on
3:28:13 the east side so that we're not leaving
3:28:16 some people out the cold and other
3:28:17 people perhaps get too much money
3:28:20 although I don't know how that would
3:28:21 actually happen so the other comment in
3:28:25 just a few words about aside legal
3:28:27 assistance program they do have I
3:28:30 believe the number is eight lawyers on
3:28:32 staff full time and then they have over
3:28:36 a 200 lawyers who volunteer or part-time
3:28:40 work for them and they do try to
3:28:42 reimburse them so that it's you know so
3:28:45 it makes it feasible for those lawyers
3:28:47 to actually donate that time and so and
3:28:53 there are many times when they provide
3:28:55 legal assistance for people to people
3:28:58 who don't speak English and there are
3:29:02 certainly times when a little legal
3:29:04 advice I'm sure you will appreciate this
3:29:07 can save a lot of issues down the road
3:29:11 if they can help someone stay in their
3:29:14 home or find out what their rights are
3:29:17 under the law that will help alleviate
3:29:22 or prevent a full-blown disaster and so
3:29:27 I fully support providing funds to east
3:29:30 side legal assistance program I do have
3:29:33 one question for Monica I believe that
3:29:35 ELab has an office in Issaquah or or
3:29:39 they provide services here at the Senior
3:29:42 Center is that correct Monica
3:29:48 Oh before you did love Monica there we
3:29:53 go she's back sorry
3:29:55 thank you my understanding is that they
3:29:57 provide services and Bellevue however I
3:30:00 know that in the last few months as I
3:30:03 referred many many residents to them
3:30:05 they were very responsive over the phone
3:30:09 they also from time to time provide
3:30:11 clinics at different libraries so they
3:30:13 have been the Issaquah library and also
3:30:16 the ASA class Senior Center in the past
3:30:18 but it's not a regular kind of like
3:30:20 ongoing process and I'm not sure if I
3:30:25 responded fully to councilmember halls
3:30:28 initial question regarding the services
3:30:31 but I think that's what I exactly just
3:30:34 said we did have many residents
3:30:36 requesting me even just for simple
3:30:38 questions and clarifying questions or
3:30:40 mediation services so definitely the
3:30:43 need was there in councilmember hall you
3:30:45 did sign up for additional follow-up
3:30:48 question I believe or did she catch it

3:31:24 going to be a lot of folks who need that
3:31:25 service and as we also heard her tonight
3:31:30 just providing rental assistance is not
3:31:32 a lot of program for us or probably any
3:31:35 city or county that's going to be
3:31:38 important yeah also provides other kinds
3:31:41 of advice and it may have been that they
3:31:43 were at the senior center for this so
3:31:45 they also provide estate planning
3:31:47 services wills and powers of attorney so
3:31:49 my comment would be and I'm sure that on
3:31:52 the ball Monica already has this covered
3:31:55 but we would want to make sure that our
3:31:57 money is earmarked for their housing
3:32:00 stability project not for their estate
3:32:01 planning services thank you thank you

3:33:03 and our regular shifts but there was a
3:33:06 cost associated with that of about three
3:33:08 hundred and sixty-six thousand dollars

3:33:12 thirty three thousand seven hundred and
3:33:14 twenty one dollars a direct response
3:33:15 expenses that the director Goldberg has
3:33:18 reviewed along with guidance from the
3:33:21 State Department of Commerce which we
3:33:22 believe would be reversible and then the
3:33:25 twenty seven thousand eight seven six
3:33:27 sixty seven is really a balancing number
3:33:30 that gets us through the entire 1.1
3:33:33 million dollar allocation and that would
3:33:35 be for additional response expenses to
3:33:37 October so next slide

3:34:49 correspondence around this topic we
3:34:53 received about 11 emails in total that
3:34:56 were supportive of using the Cure's act
3:35:00 funding for small grants for businesses
3:35:02 number of those in a number of those
3:35:05 businesses and a number of those letters
3:35:07 the the resident explains the
3:35:14 circumstances around a specific business
3:35:16 the challenges around a specific
3:35:18 business or the challenges around a
3:35:20 specific type of business for example
3:35:22 the challenges of the hospitality
3:35:24 business the challenges around
3:35:28 businesses that happen that are closed
3:35:30 until phase three because of the type of
3:35:33 business that it is etc and so generally
3:35:38 supportive of funding for small business
3:35:41 grants and then explaining the rationale
3:35:43 for why that money is needed we also
3:35:46 received two two letters in which the
3:35:51 residents thought that a hundred
3:35:54 thousand should be used for more Human
3:35:58 Services funding one set hundred to two
3:36:01 hundred thousand more and one set
3:36:02 100,000 more for Human Services funding
3:36:05 and then also one resident wrote that
3:36:09 there should be criteria for businesses
3:36:12 so that the businesses to get the small
3:36:15 grants to
3:36:16 ensure that those money is going to the
3:36:20 businesses that need it most

3:36:30 I did have question myself for the city
3:36:34 administrator and/or Monica and that is
3:36:36 I have proposed motion language that I
3:36:40 have opened in front of me but the
3:36:43 discussion about providing flexibility
3:36:47 to the city to be able to
3:36:52 work more on the Human Services side of
3:36:56 it is that granted in the motion and the
3:36:59 action that's being taken or is that a
3:37:01 change to what has been requested this
3:37:03 evening
3:37:05 so madam mayor members of the council of
3:37:08 the $200,000 in devotion I think is
3:37:11 general enough that a panel is
3:37:13 comfortable than that money could be
3:37:15 allocated we would we would our
3:37:17 intention would be to allocate it in the
3:37:20 pattern in which we've identified it be
3:37:22 tender bill if the council wishes to
3:37:25 increase that amount or change that
3:37:26 amount the motion would okay
3:37:30 I just wanted to make sure that the
3:37:32 concern that Monica had expressed about
3:37:34 some AG's agencies potentially being
3:37:37 listed now who may not necessarily be
3:37:39 the agencies receiving but you a believe
3:37:41 that you believe there is the
3:37:43 flexibility that's correct I think okay
3:37:45 the piece of flexibility that's not
3:37:47 there which I think several council
3:37:49 members have indicated an interest in
3:37:51 the tenant is we would need additional
3:37:54 traction okay thank you

3:38:08 Larry the small business grant criteria
3:38:11 right now we have we have criteria but
3:38:14 then the people who receive funding will
3:38:17 be randomly selected from all the
3:38:19 businesses that meet those criteria and
3:38:20 so I wondered if you considered or if
3:38:22 there are other cities that have these
3:38:24 small business grant programs that have
3:38:26 a need-based system or a phase or a type
3:38:29 of you know which phase affects which
3:38:31 kind of business more type system to
3:38:33 address the highest need rather than
3:38:36 random selection administrator Bob Chris

3:38:48 different cities are evaluating in
3:38:50 different ways so I know that when we
3:38:52 evaluated the grant applications from
3:38:55 the Washington State emergency grant
3:38:57 program because that was referred down
3:38:59 to the cities to look at we had a
3:39:01 weighted grant review criteria process
3:39:05 the challenges all these businesses are
3:39:09 in need and it's challenging
3:39:12 beyond the businesses that may never had
3:39:14 to had to close or partially close to
3:39:17 really to really rank one above the
3:39:21 other in a true way the information we
3:39:24 asked us Afghan about the revenue
3:39:27 changes etc so we could look at that but
3:39:31 every business is is in need and I think
3:39:34 of those 11 comments you received in the
3:39:37 public comment we heard earlier earlier
3:39:39 there is across the board a need for
3:39:42 business grants and so we'd be
3:39:44 challenging if we have several hundred
3:39:47 applications to really truly pick which
3:39:49 are the 45 50 businesses that are in
3:39:52 most need
3:39:57 council president hon did you have
3:39:59 additional follow-up to that
3:40:02 um know that answering that question

3:40:27 business grants and a clarifying
3:40:31 question about whether those grants were
3:40:33 coded related and you said yes
3:40:36 and I think also important in that your
3:40:40 answer was that there were was it 48 or
3:40:44 58 applications from yes I claw and I
3:40:48 was just if could you address that and
3:40:51 just state in a few sentences to clarify
3:40:53 that because I think it's important
3:40:54 because I think it's if my understanding
3:40:57 is correct of what your answer
3:40:59 clarifying answer was to me that's if I
3:41:03 so really is an indication of a real
3:41:05 significant need in the business
3:41:06 community in Issaquah Thank You Jen yes
3:41:11 so the Washington State small business
3:41:14 emergency grant program was related to
3:41:17 impact for koban 19 it was available to
3:41:20 businesses throughout the the state and
3:41:23 it was opened maybe the end of March
3:41:25 beginning of April or in April and there
3:41:28 was overwhelming response in certain
3:41:30 counties especially King King County
3:41:32 decided and this isn't king hariman
3:41:34 government but the organization that the
3:41:37 economic development organization
3:41:39 decided to close the application period
3:41:41 after a day and a half so we received
3:41:43 many emails and calls asking hey wait I
3:41:46 was going to go apply for this so
3:41:47 knowing that it was open for a day and a
3:41:50 half we received 58 applications from
3:41:52 Issaquah businesses and we were we
3:41:58 actually state just announced Awards and
3:42:01 we there were two businesses in the city
3:42:03 of this club that did receive those
3:42:05 grants so again
3:42:06 58 business is applied to receive them
3:42:08 we did a we did a waiting eligibility
3:42:13 kind of analysis and worked with our
3:42:14 vision partners to select and again
3:42:16 challenging to pick we were able to
3:42:19 select 12 to recommend and again to were
3:42:22 selected from based from the department
3:42:25 commerce and governor's office for
3:42:27 funding which was just announced so we
3:42:30 know there's still a need and again I I
3:42:34 would estimate we're gonna have several
3:42:36 hundred applications come in that are
3:42:38 going to be eligible for this this
3:42:40 resource so they get again we're looking
3:42:42 at being able to pay your rent your
3:42:44 payroll your normal business expenses
3:42:46 we're not looking at you know if you're
3:42:48 trying to do a new venture in this in
3:42:52 this pool but just things that you
3:42:53 haven't been able to pay because a
3:42:55 reduction in revenue Thank You Jen

3:45:00 the reinvention and recovery money the
3:45:05 $50,000 that's for that I I think that

3:45:11 because I've seen so much creativity
3:45:14 from our business community and and
3:45:16 reinvention already and working together
3:45:19 with other businesses in creative ways
3:45:21 so to strengthen that and to to allow
3:45:24 businesses to do more of that I think
3:45:27 will be really key to some businesses
3:45:28 making it through the challenges they're
3:45:30 currently facing so I'm very supportive
3:45:33 of that and I also am generally
3:45:39 supportive of giving the small grants
3:45:42 for businesses as well I think that
3:45:46 there is a demonstrated need a number of
3:45:49 businesses are facing very unique
3:45:50 challenges right now and and I agree
3:45:52 with the comments that were made about
3:45:54 businesses being so important to our
3:45:56 identity of the city again to our
3:45:58 community and I agree with all those
3:46:01 comments I my biggest concern is about
3:46:05 the the lack of funding for renters I
3:46:11 think we have a in coming here we have a
3:46:13 crisis that's coming looming especially
3:46:17 with the eviction moratorium that's
3:46:19 going to be raised and we don't seem to
3:46:21 be addressing that here and so I think
3:46:26 that's
3:46:27 my biggest concern about the current
3:46:32 proposal and the current allocation I
3:46:35 also think that it sounds like the
3:46:38 amount of money for Human Services is
3:46:41 based on the needs of the agencies that
3:46:45 are there and that in the giving more
3:46:48 potentially
3:46:51 might not make sense at this time to
3:46:54 those agencies I'm not that was my
3:46:57 reading of the comments that were made
3:46:58 earlier by our staff but at the same
3:47:00 time I know that there's a huge need in
3:47:02 the community so I think we need to do
3:47:03 something about that and maybe we do
3:47:05 that separately Thanks

3:47:29 are times when I wish that the city of
3:47:31 this clock could print money and this is
3:47:35 one of them because you look at the list
3:47:37 and you go all of these needs are so
3:47:40 important and I took to heart the
3:47:43 comments received from the business
3:47:45 community representatives from the
3:47:46 business community of business owners
3:47:49 you know you wish that you could could
3:47:51 give them the whole amount but I do
3:47:53 think we need to balance between getting
3:47:57 businesses up and running and giving
3:48:00 support to people who through no fault
3:48:02 of their own have found themselves
3:48:04 without employment all of a sudden this
3:48:08 was such a sudden thing this was
3:48:10 something that nobody could have planned
3:48:12 for and so we need to we need to provide
3:48:16 a balanced approach here and so I do
3:48:18 support this motion along with council
3:48:22 president hunt I'm very concerned about
3:48:25 this looming crisis and director or
3:48:30 director Monica Agrella mentioned that
3:48:35 there are long-term solutions that need
3:48:38 to be reviewed but you know we've been
3:48:40 reviewing long-term solutions for at
3:48:43 least a decade and we're no closer to a
3:48:46 solution for the high cost of housing
3:48:50 and for homelessness than we were a
3:48:52 decade ago and so for the short term I
3:48:55 do think we need to explore whether we
3:48:58 can find funding within the city to
3:49:00 provide rent assistance and I'd like to
3:49:02 have proposals brought forward sooner
3:49:05 rather than later perhaps at the same
3:49:08 time that we look at the funding for
3:49:10 village theatre we could also be taking
3:49:12 a look at possible proposals for that so
3:49:16 I really strongly support our coming
3:49:18 back and looking at rent assistance in
3:49:20 the future so overall I will be
3:49:23 supporting this motion and just hope
3:49:27 that we can continue to work with our
3:49:29 business community I want to commend
3:49:31 staff for what I think has been a superb
3:49:34 job of reaching out and working with
3:49:36 people in our business
3:49:38 community and I hope that we can
3:49:40 continue to support each other as we go
3:49:42 through this crisis thank you

3:50:30 interested to see how we can look at

3:50:35 appreciate that the staff what an
3:50:42 ethical berth director Goldberg was very
3:50:46 interested in being protective of the
3:50:49 individuals and the regulatory
3:50:51 requirements that might happen if we use
3:50:54 particularly with care Zack do you move

3:51:00 our administration and staff let's look
3:51:04 at some other ways that we can approach
3:51:06 this and I'm comfortable with the split

3:52:18 asked him did you check X City just
3:52:21 seeing if they're providing any business
3:52:22 grants because we were talking about
3:52:23 this genital tonight he said no and I
3:52:26 said why he said we'll never occurred to
3:52:27 me to check with the city so I think
3:52:30 it's a really good idea for the city to
3:52:32 make sure that we are advertising this
3:52:35 well and the opportunity just as we took
3:52:39 care make sure that we suggested the
3:52:43 administration that they make sure that
3:52:45 we market the ability of residential
3:52:49 tenants to apply for rental assistance
3:52:51 it's just as important for businesses
3:52:53 and not all businesses and we need to
3:52:56 make sure that we market it to four to
3:52:59 four which English is not their first
3:53:02 language because a lot of businesses are
3:53:03 not are owned by people who that's not
3:53:05 their first language I will be
3:53:07 supporting this bill and I want to thank
3:53:08 the administration for all the work that
3:53:09 they've done make this a balanced
3:53:11 approach I know it's tough thank you

3:53:35 and supportive of this as I said but I
3:53:37 do feel it's incomplete and so I'm
3:53:40 wondering if there's and it sounds like
3:53:42 from other council members comments you
3:53:45 know I think there is other other
3:53:48 council members also commented on the
3:53:50 need for something for renters and and
3:53:58 that this is you know there's the thirty
3:54:00 thousand I think for the legal
3:54:03 assistance but then other than that not
3:54:05 directly addressing that need and so I
3:54:06 wondered if we it will be appropriate to
3:54:09 make a motion to direct or if that but I
3:54:14 I would recognize that this is funding
3:54:16 specifically for federal cares Act so
3:54:18 can you if we talk more to it would that
3:54:23 would that maybe help or should we
3:54:26 direct the administration um finally

3:54:36 don't think we have enough information
3:54:38 at this point in time to know what else
3:54:42 to offer up and so I think that we have

3:54:46 interested in this that we have heard

3:54:52 have a proposal to bring back and so
3:54:55 I'll let City Administrator Bob who at
3:54:58 speak I think we need more time to
3:55:01 collect what the options are it may be
3:55:03 that there are other funding sources out
3:55:05 there that could be used for rental
3:55:07 assistance that aren't city funds it
3:55:09 could be that there's a proposal to fund
3:55:14 landlords so that they are able to keep
3:55:17 their buildings operating you can come
3:55:20 at this from a bunch of different ways
3:55:22 and I just not sure that we have all
3:55:23 that information or analysis done city

3:55:29 council I would agree with the mayor we
3:55:31 don't have deceiving a plan to put
3:55:34 forward there's lots of moving parts
3:55:36 here I think certainly first among them
3:55:40 is the moratorium fiction and that is a
3:55:43 set I believe it's August 4th so I think
3:55:47 if mayor you would give your staff a few
3:55:51 weeks to look at this the council's
3:55:53 calendar certainly is full through the
3:55:56 month of June but as we come back in
3:55:59 perhaps it want study sessions in July
3:56:02 we could talk further about this or
3:56:04 perhaps have another special meeting to
3:56:07 consider these options

3:56:18 moratorium being lifted I guess we don't
3:56:20 know if that will definitely be lifted

3:56:25 place a bit before that so people that

3:56:41 time I just know there's this huge need

3:57:23 portion of city expenses incurred to
3:57:26 address the Cova nineteen crisis and two
3:57:29 hundred thousand dollars for assistance
3:57:31 to Human Services agencies serving
3:57:33 Issaquah residents and to authorize the
3:57:37 allocation of fifty thousand dollars
3:57:38 designated to the city by King County
3:57:41 from the cares Act for direct business
3:57:43 grants and direct the finance director
3:57:45 to include the revenue and related
3:57:47 expenditures in a subsequent 2020 budget
