2:49 washington
2:50 city's retro refund appreciation
2:53 so i would like to invite hr director
2:55 stephanie johnson to introduce this item

3:01 members happy new year i have the
3:04 privilege this evening
3:05 of introducing peter king the ceo of the
3:08 association of washington cities
3:11 you may recall that pre-covet about this
3:14 time
3:14 last year was the last time the
3:16 association of washington cities came
3:18 out
3:19 and and gave a presentation to us on
3:22 part of our retro pool refund that we
3:24 were eligible for
3:26 for uh workers compensation claim
3:28 activity in 2016.
3:31 um just a refresher reminder to council
3:34 that we pool with other jurisdictions as
3:37 a part of awc's workers compensation
3:39 retro program
3:41 when we pull with other jurisdictions
3:43 for the workers compensation
3:45 we take some risks as part of a bigger
3:47 pool that can yield
3:49 into rewards if at the end of an
3:52 adjustment period
3:53 group losses are less than premium the
3:55 city can earn
3:56 a refund on the premiums they paid to
3:58 the department of labor and industries
4:00 so um we got notice this year
4:04 again that we were eligible for a refund
4:07 from
4:08 the adjustment period of 2017. so with
4:11 that
4:12 i would like to hand it over to uh peter
4:14 king ceo of the awc
4:16 to give the presentation well thank you
4:19 stephanie thank you mayor members of the
4:20 council appreciate the
4:22 opportunity to be with you i'm here with
4:25 my colleagues carol wilmes who directs
4:27 all of our member pooling programs and
4:29 brian bishop who
4:30 handles and manages our retro program so
4:34 i've got about four slides um just
4:36 wanted us quickly
4:37 i'm really here to congratulate you
4:39 again this year
4:40 for the excellent work that the city has
4:42 done in lost control and managing
4:45 workers compensation the tagline for
4:48 this particular program at awc is in
4:50 every employee home safe every night
4:54 and that is our goal of the program and
4:56 i have to say the city of issachar has
4:58 done a terrific job
4:59 which is reflected in the the experience
5:02 from the 2017 year
5:04 we could move to the next slide um
5:08 in stephanie's uh memo in the packet
5:12 uh dated the 21st really does a great
5:14 summary of
5:15 where we've been and what the program is
5:17 all about so i won't repeat
5:18 that but i just do want to mention
5:21 um if we could go back to the prior
5:23 slide thank you a little bit of history
5:26 um the program started in 2014
5:29 and the program has done refunds
5:32 about 6.8 million dollars to the
5:35 participating cities
5:37 um since it was started in 2014
5:40 issaquah has been excuse me 24 2004.
5:43 issaquah has been a member since 2004.
5:46 uh this closing year of 2017
5:50 i guess this is the the part of the
5:52 covid thing where we're going to try to
5:54 see if we can keep up with the slide
5:55 presentation
5:57 i'll just go ahead and work off my
5:59 slides i actually printed these out so
6:00 that i had them
6:02 so we'll go from here what we're talking
6:05 about is the 2017 retro year
6:08 uh the 2017 year closed out uh
6:11 the pool as a group had good ex very
6:13 strong experience
6:15 and they worked on working with l i
6:18 the refund that we were eligible to
6:20 receive was about 2.3
6:22 million dollars from the 69 members that
6:25 were in the pool
6:26 so the governing body of the group which
6:28 is the awc executive committee
6:30 determined
6:31 that the program is financially secure
6:34 to the point where
6:35 they felt we could refund all of that
6:37 2.3 million dollars out to the
6:39 participating cities
6:40 so is a quasi refund is is just shy of a
6:43 hundred thousand dollars
6:44 it's 99 512. i will
6:48 have to say that it is uh in the top
6:51 five of the participating entities
6:55 in the program that got a refund during
6:58 this year so your refund is just shy of
7:00 a hundred thousand dollars
7:01 closing out the 2017 year so
7:03 congratulations
7:05 uh last year we were able to distribute
7:07 1.8 million
7:08 this year's it's 2.3 and we look forward
7:12 continued success the program itself
7:16 is all about the services really we
7:18 break that down into two areas safety
7:20 and compliance
7:21 so we as awc staff provide training
7:24 safety audits we have a workers a work
7:27 safe employer program
7:28 we assist you with ocean reporting and
7:31 then we have claims management services
7:34 where we have staff that work on your
7:36 behalf
7:37 if you do have claims we contact your
7:41 workers who've been injured we provide
7:43 access to data
7:45 on an ongoing basis so that you can
7:47 track exactly how
7:49 the city is doing we also help with
7:51 transitional
7:52 and light duty transitional work to get
7:55 employees back to work
7:56 and then if the in the event there are
7:58 protests or appeals we
8:00 handle that on behalf of the city for
8:02 different protests and appeals so
8:04 we really focus on on the service to you
8:07 and the other participating
8:10 jurisdictions
8:12 the next slide i just wanted to comment
8:15 that you know safety does not happen by
8:17 chance
8:17 so we really want to thank the employees
8:21 for their safety efforts you have a very
8:24 active safety committee which makes a
8:26 real difference and then also
8:30 to think stephanie wally
8:33 you as a governing body because it's
8:35 clear that
8:37 when management has a culture of safety
8:40 and makes
8:40 safety a priority and sets the tone for
8:43 safety
8:44 it makes a difference for employee
8:47 safety
8:47 and also in this case uh you know
8:50 financial benefit but the key thing is
8:52 again you know every employee home safe
8:55 every night so i'm just i'm really
8:57 delighted to be able to be here and
8:59 and congratulate you for a job well done
9:01 and i hope to be here next year with
9:02 similar news

9:20 you know for the record i'd like to also
9:22 just thank the staff for the
9:24 the diligent efforts this year is
9:25 definitely you know this is the workers
9:27 compensation side of the house but
9:29 um we've done a lot in safety in all
9:32 mechanisms this last year with covid and
9:35 um just thank you to awc and and our
9:38 staff as well
9:40 i really appreciate the time that you
9:42 have taken this evening to come and join
9:44 us and share this message
9:45 i think it is fantastic that we can work
9:48 as a region and use awc
9:50 to provide this program and we can
9:52 participate
9:53 and glad to see that the work that the
9:55 team is doing
9:56 to really pay attention to safety on the
10:00 job is paying off

10:21 this is the election of council
10:23 president and deputy council president
10:25 for the year 2021.
10:28 so i'm going to go through a little bit
10:30 of explanation on how the
10:32 process works um in order to elect
10:36 officers i will first call for
10:38 nominations
10:39 and when all nominations have been made
10:41 i will close the nomination
10:43 council members will then be provided
10:46 with an opportunity
10:47 to discuss the nominees i will then ask
10:50 council members to cast votes on the
10:52 nominees
10:52 in the order they were nominated by a
10:55 rule called vote
10:56 council members may vote for only one
10:58 nominee and may vote for themselves
11:01 the council member receiving the
11:02 majority of the votes is declared
11:04 council president
11:05 i'll then repeat this process for deputy
11:07 council president
11:09 so we will start oh any questions i
11:12 see there were a couple of comments in
11:14 there and i'm sorry i missed that in the
11:16 chat earlier
11:17 if you would like me to back up and its
11:19 comments all about our first
11:20 presentation please feel free to go
11:22 ahead it looked like council member
11:24 goodman and council member ray may have
11:25 had something to say before election
11:27 sorry about that uh yes

11:33 guests have left but um i think for the
11:36 folks that are still around

11:41 cannot tell you how nice it is
11:44 to start off with a bit of wonderful
11:47 news
11:48 for our first meeting of 2021 after
11:51 2020.
11:52 so i am thrilled that that's the kind of
11:53 news that it is financial news
11:55 um and i'm just super happy that that
11:56 was the first item on our agenda so
11:59 even though they're not all there thank
12:00 you i guess they are we've got stephanie
12:02 and peter again thank you that's just
12:04 awesome

12:15 well really two things one is the most
12:18 important thing

12:22 is safe at the city of assaqua um it is
12:25 super great news to get the
12:26 the rebate on our on our insurance but
12:30 the most important thing is that we
12:31 create an environment where people are
12:33 safe and then the second thing is i'm
12:34 really looking forward next year to see
12:36 peter and brian and carol again with us
12:40 with the same sort of an update and uh
12:42 and it's just
12:43 uh this says councilman said this
12:46 nice way to start the year so thank you
12:48 so much that is great thank you deputy
12:50 council president ray and i will keep my
12:52 eye on the chat i was moving a little

14:13 2020 was an extraordinary year and
14:16 we had extraordinary leadership to match
14:19 the year
14:20 and i also think that it was probably a
14:23 year
14:23 where an incoming council president and
14:26 deputy president as well
14:28 may not have been able to um
14:32 complete the agenda that they may have
14:33 walked in with in january of 2020
14:36 um and i think that it would be really
14:40 appropriate to
14:41 if we have a more sane more more normal
14:44 year
14:45 uh appropriate to allow
14:48 our leadership to continue so that they
14:51 can perhaps complete
14:52 what the agendas that they started out
14:54 with a year ago
14:55 so i'm very happy to nominate

20:25 2020 as we all know was a tough year
20:28 where we surrounded a lot of obstacles
20:30 working together
20:31 so i do want to echo that we saw
20:34 extraordinary leadership during this
20:36 really
20:36 trying time so your partnership is very

20:39 appreciated second i want to let you
20:42 know that the downtown isla association
20:45 plans to reprise the streetery this year
20:47 by most accounts it was a
20:49 real success in helping with foot
20:51 traffic for our businesses
20:52 and diners who otherwise would have just
20:54 stayed home
20:55 we would love to have your feedback on
20:57 this i have a lot of feedback from
20:58 businesses and
20:59 and restaurants and we do want to make
21:02 improvements this year so any feedback
21:04 you have or any way we can
21:06 um just help out from your perspective
21:09 please let me know we'd love to
21:11 improve it and make it as best as
21:14 possible
21:14 and our intent is to open it memorial
21:16 weekend and
21:18 would love to keep this as a standing

22:51 acquisition for sammamish plateau access
22:53 road for our water system project but as
22:56 that
22:57 item will be rescheduled i can summarize
22:59 those comments when it comes back to
23:00 council
23:01 and that concludes the summary of email
23:03 on topics for this evening

23:09 regional reports while we have been on a
23:11 little bit of a hiatus

23:26 the next meeting of the cascade water
23:27 alliance board of directors will be
23:29 wednesday january 27th
23:32 at 3 30. i don't have an agenda for this
23:35 meeting yet but
23:36 i should buy our next regularly
23:38 scheduled city council meeting so stay

24:23 mid-december meetings i attended the
24:26 east side transportation partnership on
24:27 december 15th
24:29 and the group passed the 2021
24:32 legislative priorities
24:35 and those will be conveyed to all of our
24:36 eastside legislators
24:39 on december 16th i attended the east
24:41 side human services forum meeting
24:44 it was a busy meeting we elected new
24:45 board members approved a new mission
24:47 statement
24:48 approved the organizational restructure
24:50 elected new officers
24:52 and adopted the 2021 budget and
24:55 2021 legislative priorities
24:58 the new officers for the group are al
25:00 smith from perkins coy
25:02 law firm amy falcone from the kirkland
25:04 city council
25:05 and paul lewali of the ceo of friends of
25:08 youth
25:10 i am also happy to report that i've been
25:12 selected as a member of the new connect
25:14 to connect advisory board which is
25:17 authorized under the umbrella of
25:19 healthier here
25:20 which is another group that i sit
25:23 on as an alternate the advisory board
25:26 will be reviewing steps toward
25:28 creating a community information
25:29 exchange virtual platform
25:31 blending physical and behavioral health
25:33 reports it's a major project of the
25:36 medicaid transformation project and i
25:38 will be serving as the suburban
25:40 government representative in our first
25:43 orientation is january the 28th and that
25:47 concludes my report

25:54 and i get to be very short because all
25:56 of my meetings got cancelled in december
25:58 and so i have no report thank you good

26:02 councilmember goodman thank you madam
26:04 mayor councilmember goodman here
26:06 um eastside fire and rescues board of
26:08 directors met on december 10th
26:10 and i wanted to report out a couple of
26:12 things um you will recall
26:14 that prior to that meeting at good of
26:16 the order uh we
26:17 discussed um the
26:21 the topic of the board of directors
26:25 considering creating a fund
26:28 to subsidize the private ambulance or
26:31 service amr
26:32 if east side fire was not available to
26:35 transport
26:36 patients patients who are transported um
26:39 to hospitals who have a hardship and
26:42 cannot afford the
26:43 transportation fees um may be granted a
26:46 waiver
26:47 per east side fires policy um
26:50 and so we were talking about um
26:53 that policy consideration and at the
26:55 meeting uh we were told that
26:57 um amr has a similar policy
27:01 for hardship waivers so there is no need
27:04 uh set up a fund for subsidizing those
27:08 types of transport fees there was also a
27:11 question
27:12 about east side fires policy and the
27:14 means test
27:16 and the means test is 100 of the federal
27:18 policy level
27:20 um i also wanted to report out that
27:23 yeah 100 of the po of the federal policy
27:27 level
27:28 um we heard at our meeting also
27:31 that about um
27:34 to date as of december 10 about half of
27:37 eastside fire's workforce
27:39 had been in quarantine at some point
27:42 um in the few weeks prior to that and at
27:45 least 10 had tested positive for covid
27:48 eastside fire is doing a an interesting
27:50 pilot test of rapid testing of workers
27:52 before they start their shifts
27:54 they have about 75 percent compliance
27:57 with that pilot program for rapid
28:00 testing
28:01 those um employees come in about a half
28:04 an hour early before their shift
28:05 they're paid overtime for that for that
28:07 time and then
28:09 if there is a reason to do so they are
28:11 sent for full-blown testing
28:13 um the the point is to keep the workers
28:16 out of the station who get a positive
28:18 rapid test result um east side fire has
28:21 also been doing some tracing and the
28:22 majority of the contacts are from
28:24 off-duty activities not for
28:26 calls for service um and it's possible
28:30 that the rapid test
28:31 pilot could expand county wide
28:34 i also wanted to report that the board
28:37 unanimously
28:38 unanimously approved a six percent bonus
28:41 for the chief based on his work
28:42 as an outstanding chief and partner his
28:45 contract does not provide
28:47 for raises um so this is the only
28:50 opportunity for
28:52 some sort of then an additional amount
28:54 of money
28:56 and anyway the board unanimously
28:58 approved that
28:59 uh eastside fire board is scheduled to
29:01 meet again
29:02 on january 14th and i do not have an
29:06 agenda yet and that's my report thank

29:12 council member marks thank you thank you
29:15 madam mayor this is council member marx
29:18 the sound cities association public
29:20 issues committee
29:21 will be meeting next wednesday january
29:23 13th from 7 till 9
29:25 and we are actually going to do
29:27 something different
29:29 uh this meeting uh normally there is a
29:32 separate orientation for regional
29:34 boards and committees and everyone who
29:36 sits on a regional board and committee
29:38 gets to drive down to seatac usually
29:40 it's pouring rain because it's january
29:43 uh and then get free food and uh go
29:46 through the duties
29:47 and
29:50 factors consideration for being on a
29:52 regional boarding committee
29:54 however we're going to be combining that
29:56 with our january pick meeting so what's
29:58 going to happen is
29:59 the first half of the meeting will be
30:01 devoted to our usual pick
30:02 uh meeting the second half will be
30:04 focused on issues we see
30:06 on the horizon for 2021. this is kind of
30:09 exciting because
30:10 uh previous regional boarding committee
30:13 training can
30:14 be a little if you've done it before you
30:17 kind of
30:17 know what you're doing but this one's
30:19 going to be a little bit different
30:22 so all 2021 sca regional board and
30:25 committee appointees should plan on
30:27 attending
30:28 this meeting in addition to pick members
30:30 so you'll get to fit through a bit
30:32 of uh pick meeting and um see
30:35 myself and councilmember team shell uh
30:38 as as
30:38 alternate and uh other uh pick business
30:42 uh but then at the orientation uh we're
30:45 actually gonna talk about uh major
30:46 initiatives that will be coming up in
30:48 2021
30:49 and i think this will be really helpful
30:51 to anybody who's on a border committee
30:52 so we're going to be talking about the
30:53 clean water plan
30:55 the there's going to be metro policy
30:57 updates we're going to talk about the
30:58 renewal of the best starts for kids levy
31:01 which is extremely important for human
31:02 services
31:04 updates for county-wide planning
31:06 policies cpps
31:08 uh reform of the sheriff appointment
31:11 affordable housing and homelessness
31:14 regional local infrastructure and
31:15 economic recovery
31:17 so i am really excited about uh
31:20 this orientation and uh hope everyone
31:24 who is on a regional border committee
31:25 will be available that again is next
31:27 wednesday january 13th from 7 to 9.
31:30 if you're on a regional border committee
31:32 you should have an invite but if you
31:34 don't please let me know
31:35 and i will make sure that fca forwards
31:37 that information onto you
31:41 also psrc growth management planning
31:44 or policy board sorry is meeting this
31:47 thursday
31:48 from 10 till noon we're going to uh the
31:51 puget sound partnership
31:52 uh is going to talk about the health of
31:54 puget sound and actions for its recovery
31:57 we're going to get briefing on psrc's
31:59 stormwater parks
32:01 project we're gonna talk about the
32:03 growth
32:04 target guidance to support work by
32:06 cities and counties
32:07 to implement the division 2050 regional
32:09 growth strategy
32:11 uh we're going to be issuing a
32:12 recommendation on certifying the tukwila
32:15 south center plan and north aquila
32:17 manufacturing industrial center
32:19 and last but certainly not least
32:21 recommendations on extending
32:23 the conditional certification of black
32:24 diamond's comprehensive plan
32:26 until june 30th 2021

32:40 council will have a work session on
32:42 january 27th and we
32:44 will be reviewing draft changes to the
32:46 county planning policies and that

32:56 on december 17th the king conservation
32:59 district advisory committee met
33:01 and the king conservation district is a
33:03 natural resource agency
33:05 they help community community members
33:07 across king county
33:08 with native plants and invasive species
33:11 management and things like that so
33:12 for any community members who are
33:14 interested in those sorts of services i
33:15 encourage you to check out their website
33:18 and we as a committee chose a chair and
33:20 a vice chair
33:22 brenda fincher will serve as the chair
33:23 and my mike lefken will serve as the
33:26 vice chair
33:27 we also heard an update on the financial
33:29 situation of
33:30 the king conservation district and we
33:32 will get more information on that at the
33:34 next
33:34 meeting of the advisory committee as
33:37 well
33:38 and the advisory committee also heard
33:40 about
33:41 the upcoming search for a new executive
33:43 director that the king conservation
33:45 district will be undergoing shortly
33:48 in addition to that we heard about a lot
33:49 of the different projects that are going
33:51 on with
33:52 within the king conservation district
33:53 and how they're adapting to
33:55 copenhagen and the next meeting of the
33:58 king conservation district advisory
34:00 committee will be
34:01 on february 9th that concludes my report

34:08 mayor's report
34:09 first up executive session there will
34:11 not be
34:12 an executive session held this evening
34:15 next item i want to talk about was this
34:17 aqua's vaccine
34:18 community partnership so today i'm
34:21 excited to announce the formation of an
34:23 issaquah vaccine community partnership
34:25 that will focus on covet 19 vaccine
34:28 distribution
34:29 in our city the coven 19 vaccine was
34:32 recently authorized for
34:34 emergency use by the food and drug
34:36 administration and started to arrive in
34:38 washington state last month
34:40 it is currently offered to specific
34:42 groups at highest risk
34:43 such as workers health care and people
34:45 in nursing homes and other long-term
34:47 care
34:48 facilities meanwhile when the vaccine is
34:50 more widely available
34:52 healthcare clinics pharmacies and
34:54 drive-throughs and walk-through clinics
34:56 will likely provide the vaccinations the
34:59 new issue vaccine community partnership
35:01 will ensure that we have close
35:03 coordination with public health
35:05 seattle and king county on vaccine
35:07 distribution
35:08 and we will have clear and concise
35:10 communication
35:11 within our community situational
35:14 awareness with our community partners
35:16 including first responders
35:17 pharmacies healthcare providers and
35:20 senior care facilities
35:22 and more on availability and demand i've
35:25 started recruiting community partners
35:26 for this advisory team which will join
35:28 the iss car recovery task force during
35:30 its next virtual meeting at 4 pm
35:32 on january 14th this is an exciting
35:35 moment
35:36 as we've all been waiting a very long
35:38 time for the covid19 vaccine
35:40 with the advice and leadership of this
35:42 partnership i look forward
35:44 to safe equitable and timely
35:46 vaccinations in issaquah
35:48 for those that are watching if you would

38:34 let me just to reinforce uh uh the
38:37 mayor's comments regarding
38:39 the community vaccine partnership uh
38:41 really important
38:42 uh there's lots going on um in the
38:45 community on this issue
38:47 the east side fire and rescue has
38:50 devoted a
38:51 battalion chief to focus on this
38:54 they have all been offered all members
38:56 of east site by and rescue
38:58 the vaccine and so they're moving
39:00 forward with that uh the next
39:02 group of uh of individuals uh hopefully
39:05 will include our police officers
39:07 and the the folks that work in the
39:08 esquire jail uh so we're
39:10 working very closely there we've been in
39:13 touch with the islam school district
39:14 um they are in the process of offering
39:17 some of their facilities
39:18 uh to be used as uh centers for the
39:22 vaccine to be distributed so
39:24 they are beginning to hear back from the
39:26 state and king county about
39:28 the use of those facilities so that's
39:29 very exciting and we are also reaching
39:31 out to all the pharmacies
39:33 uh the national pharmacies here in this
39:35 class cbs walgreens
39:37 rite aid bartels the ones that are in
39:41 the grocery store
39:42 safe way and uh fred meyer uh to
39:45 understand where they're all at so uh
39:46 we'll be convening all those folks
39:48 together and coming back to the city
39:49 council with an update
39:51 uh in the coming weeks so uh a lot is
39:54 happening we want to be very
39:56 aggressive in making sure that isfa
39:59 residents when
40:00 it is their time to receive the vaccine
40:02 have easy access
40:04 the u.s conference mayors held a a
40:07 meeting
40:07 just before christmas and there's a lot
40:09 of concern throughout the country
40:11 about uh communities really having to
40:14 step
40:14 up and be very vocal to make sure that
40:16 their residents
40:18 first responders get the vaccine as they
40:20 need for those of you been following
40:23 press reports it's very much a mixed bag
40:25 around the country on how that is
40:27 happening some communities have seniors
40:29 waiting overnight to get vaccines and
40:32 that's certainly not the plan here in
40:34 washington state
40:35 but again with mayor paul's direction
40:38 we're going to
40:38 be very vigilant to make sure that when
40:41 isquad resident
40:42 is eligible to receive the vaccine
40:44 they'll have easy access to it
40:46 so thank you very much again happy new
