2:53 now we're going to move into regular
2:54 business and part of that is the
2:56 discussion of the 2021 comprehensive
2:59 plan and zoning amendments
3:01 for the old town redesignation and
3:04 rezones
3:05 and public facilities map tonight
3:07 kristin is going to be
3:09 kristin leeson our senior planner will
3:12 will present three of the proposed
3:14 amendments from the 2021 docket
3:16 of proposed comprehensive planet zoning
3:19 map
3:19 amendments that's a
3:23 lot uh commissioners if you have any
3:26 questions or comments

3:43 clarifications then we will move into

3:46 comments and then after the public

4:04 so yes tonight we are kicking off our
4:07 first reviews
4:08 of the comprehensive plan and zoning map
4:11 amendments for 2021
4:13 and a lot of you are new so what we do
4:16 is that
4:17 we begin the amendments we start showing
4:19 them to you in june you see them
4:21 once and then unless there are big
4:22 issues which is why we present them to
4:24 you the first time
4:25 um you see them once and then they come
4:26 back for public hearing
4:28 you might see them once and there are
4:29 lots of issues and we'll bring them back
4:31 again
4:32 before taking it to public hearing so
4:33 that's why we do this process
4:36 tonight we're going to review discuss
4:39 and you all are going to ask any
4:40 questions um
4:42 old town plan amendments community
4:45 facilities designation rezones
4:47 and the public facilities map
4:50 before we start i would like to
4:52 apologize because
4:53 i don't know what happened but they were
4:55 there were some typos but um
4:57 with the old town i did not realize when
4:59 this converted to pdf
5:01 that the track changes went away so i
5:03 apologize for that i did send it out
5:05 this afternoon
5:06 and i will have them repost it on the
5:07 website as well but i've i've included
5:09 the track changes here
5:11 i didn't know that that happened so
5:13 starting with old town
5:14 there are a few proposed policy changes
5:17 our new senior
5:18 we got a new senior transportation
5:20 planner since
5:21 the old town plan was written and he
5:23 went through this and just wanted to
5:24 change a couple of things
5:26 one is facilitate mobility options such
5:29 as the
5:29 shopping shuttle to improve mobility
5:32 options for
5:33 old town
5:36 one he didn't want to be fights but so
5:38 specific and two the shopping shuttle
5:40 has been private so that's not something
5:42 that the city has
5:43 control over so he just wanted to change
5:45 it to facilitate mobility options to
5:48 improve
5:48 access for old town which is the goal we
5:50 want to improve access down there
5:55 the second one we said strive for the
5:57 mobility master plan
5:59 it's actually now implement since the
6:00 mobility master plan has been
6:02 implemented
6:05 any any comments so far
6:09 and commissioner fall i can't see when
6:11 i'm presenting i can't see the comments
6:13 section so if you could track those that
6:14 would be
6:15 great okay okay
6:18 so part of the old town submarine plan
6:23 we adopted an action program which is
6:25 not something we have done at other
6:26 plans
6:27 this was adopted in 2018. in 2019 the
6:31 city council asked us to include
6:33 a status just let us see how we're doing
6:35 so status was included last year's
6:37 appendix a
6:38 which now duplicates the action program
6:41 so we're proposing to just
6:43 make it all one and not have an appendix
6:45 a and this is what the action program
6:47 will look like
6:48 so the updates here just things that you
6:50 know i was thinking about it and despite
6:53 a pandemic and some reduction in staff
6:57 i think we were pretty productive so um
7:00 the architectural standards were
7:01 completed they were in progress last
7:02 year and were completed this year
7:06 we still need to do some code revisions
7:07 to impervious surface and
7:09 landscape standards the landscape
7:11 standards are going to be done with the
7:12 title 18
7:14 changes and in the impervious we're
7:16 going to have to revisit
7:17 how that's going to work once the storm
7:20 and surface water master plan
7:21 is done the rest were all completed in
7:24 2020.
7:26 these are just changes i'm not going to
7:28 go through all of them but we continue
7:29 to work with key county metro and sound
7:31 transit to get more transit downtown
7:34 we did complete in 2020 the improvements
7:37 to discourage some cut through traffic
7:39 we are working with dia to provide them
7:42 funding and marketing
7:45 um the inventory of missing pedestrian
7:47 bicycle facilities
7:49 uh the actual facilities uh the bike
7:52 lanes
7:53 those were inventoried but things like
7:55 bike racks
7:57 those were not inventoried and lighting
7:58 so that'll be done later
8:00 so we split those up and then
8:04 the phase one of the we have something
8:06 called the downtown
8:09 streetscape conceptual plan and it's
8:12 improvements to front street that was
8:14 adopted back in 2017 and so when we're
8:16 talking about the studs those are the
8:17 improvements that we're talking about
8:19 phase one phase two phase three and then
8:21 the remainder
8:22 uh those are going to take some of
8:23 that's taken place but that'll that's
8:25 all getting moved down a little bit
8:28 i'm going major challenges with reducing
8:33 parking requirements um council did not
8:36 approve this
8:37 um some of the incentives that was back
8:39 in 2019
8:40 uh you all had asked to review the
8:43 boundaries within 12 months of adoption
8:44 of the new architectural standards and
8:46 design guidelines but only part of
8:47 that's been adopted
8:49 we did the single-family duplex but the
8:51 cbd and mf still need to be done
8:52 multi-family still need to be done
8:54 so once those are done i think we start
8:57 then and that will be either in 2020
9:00 probably in 2022.
9:04 we have had to put on hold some of the
9:06 pedestrian lighting
9:08 and that's it short-term actions
9:12 2021-2022
9:13 things that got started this year we're
9:15 continuing to work with dia
9:18 we have done the inventory
9:23 um let's see
9:26 yeah so pretty good there
9:29 old town engagement program we need to
9:31 work on getting that going and the
9:32 neighborhood redevelopment and field
9:34 toolkit that's
9:35 those didn't get started this year
9:36 neither did the old town community
9:38 garden and that is also not in the
9:40 capital improvement plan right now
9:42 i don't know when that will come up and
9:44 then the streamline process to allow old
9:46 town street closures we've done that
9:48 we did that sort of uh with covid
9:52 and opening things up but we don't have
9:54 a formal process to do that so that
9:56 needs to start
9:59 longer term actions we've actually
10:00 gotten started on some of them
10:02 so the park strategic plan they're
10:04 planning right now to do master planning
10:06 for the crete corridor and the veterans
10:07 memorial field
10:09 and continuing work with dia and
10:12 we have actually completed work to
10:14 improve access and views of issaquah
10:16 creek in the east fork and a lot of
10:17 that's been done through the property
10:19 purchases that we've done
10:20 along front street where we've
10:21 demolished the buildings there are not
10:23 formal views but there are views of the
10:25 creek
10:27 and then you can see here we had to move
10:29 down some of the phase 2
10:31 work for the front street improvements
10:33 and the implementation of the bicycle
10:35 improvements
10:37 so any questions on those
10:42 okay redesignations and reasons
10:48 when things when the city acquires
10:50 property or when other public entities
10:52 such as the school district or the
10:53 county acquire properties
10:55 we like to rezone them to community
10:57 facilities
10:59 and give them a community facilities
11:00 designation
11:02 this identifies them as publicly owned
11:04 properties intended for public purpose
11:07 and there are three different community
11:08 facilities zones we have
11:11 many facilities facilities recreation
11:14 and open space and there's nothing
11:15 proposed for facilities right now but
11:17 things like our shop office any of our
11:20 city hall buildings would go there you
11:21 can put
11:22 streets there but
11:26 we are only proposing recreation which
11:27 is for things like parks and
11:29 community centers some smaller buildings
11:32 and then we're proposing open space
11:33 which really doesn't allow for any
11:35 development at all
11:37 so the first one is blackberry park we
11:39 acquired this from king county in 2016.
11:43 it was already being used as a park but
11:45 needs to have some updates done to it
11:48 it's about half an acre it's currently
11:51 has a landry's designation of london
11:53 city residential and the zoning
11:55 of single-family small lot we are
11:58 proposing to
12:00 give it a laney's designation of
12:02 community facilities and the zoning
12:04 would be community facilities recreation
12:07 any questions this is required as part
12:11 of the deed that we had
12:13 to remain as recreation
12:16 and open to the public it cannot be a
12:18 private park

12:30 my question is has there been a
12:33 discussion
12:34 with a neighborhood and what can you
12:38 tell us about that if there has
12:40 they have started conversations with the
12:41 neighborhood about what they'd like to
12:43 see there there has not been a finalized
12:44 plan
12:46 yeah but they've started talking with
12:48 them
12:53 good and i've got a question from matt
12:59 yeah hi matt monahan um maybe a question
13:02 recommendation to you kristen
13:04 um would it be possible to include
13:06 photographs
13:07 of these properties i mean not extensive
13:09 photographs but maybe like a quick
13:11 snapshot just so we can get a look at
13:12 what it looks like
13:14 sure i think that would be helpful thank

13:26 okay so this is the newport area
13:30 this area was dedicated as part of the
13:33 gateway development and the gateway
13:35 development
13:36 was all in here it has revel and
13:38 anthology apartments right here
13:41 and the developer actually received
13:43 credit for their impact fees for
13:44 dedicating this land to the city so it's
13:46 hard to see two different parcels
13:48 uh this is one right here this is the
13:51 other
13:52 so right now they're both known village
13:53 residential
13:55 and both have a multi-family residential
13:58 designation
13:59 oh my mouth disappeared the proposal is
14:03 this parcel right here which is 2.37
14:06 acres
14:07 would be community facilities recreation
14:10 and that there would be a park here
14:13 and the other piece over here would be
14:17 open space it's about four and a quarter
14:19 acres would be permanent open space
14:23 any questions on this one
14:26 um we've got a question from nina
14:30 commissioner milligan here yeah can you
14:32 just briefly um
14:33 tell me about wetlands in the area and
14:36 is there something about that there so
14:39 this entire parcel right here
14:41 is pretty much a wetland it is adjacent
14:43 to tibbetts creek
14:45 it comes over here um and the parcel to
14:48 the north is a wetland
14:49 and down here is also wetland and part
14:52 of this parcel is wetlands so this
14:54 entire area
14:55 will not be developed that help okay
15:00 thank you very much um and
15:03 kristen i do have a point or
15:06 clarification here
15:07 who will be maintaining these parcels
15:10 will be
15:11 the apartments or will it be the city
15:14 the reason for asking that is because
15:16 these almost look like
15:18 exclusive um parks
15:22 they are not they again are to be open
15:24 to the public and this one won't
15:26 really be used i don't think they're
15:27 even planning trails in this area
15:29 i mean it's it's a wetland um this one
15:33 it would be the city who maintains it
15:35 okay is there going to be parking
15:37 and is it going to be welcoming for our
15:38 city for
15:40 the general public like i said it almost
15:43 feels like it's going to be exclusive
15:45 and the city is going to be on the hook
15:47 for maintaining it
15:48 to their benefit there is going to be
15:51 parking there's seven spaces
15:52 in here and with one of those being a
15:54 handicap space
15:57 um as far as sort of marketing for this
16:00 park and making sure that people know
16:01 that it's open
16:02 i'm not sure what they're planning for
16:04 it i do know that
16:05 i tried to get parks here tonight but
16:07 they turned out to have another meeting
16:08 so i can
16:08 find out from them what any plans that
16:11 they might have
16:13 okay for that thank you that's it

16:27 harvey manning park extension so you all
16:30 most of you all many of you all will
16:32 recall
16:33 for a while this was going to be
16:34 developed
16:36 into very dense single-family housing
16:40 and then the city council denied the
16:42 road to go through this area
16:44 and a group of residents pushed for the
16:46 city to buy it and they actually
16:48 so they did with help from king county
16:51 they actually purchased all seven of
16:53 these parcels right here
16:56 this one is owned by the county and was
16:57 rezoned to open space in 2019
17:01 these six parcels are owned by the city
17:04 and what we're talking this is harvey
17:05 manning park
17:06 right here so this is going to be called
17:08 the harvey manning park expansion
17:11 so right now these are zones
17:12 single-family estates these are zones
17:14 single-family suburban
17:16 it will all be um community facilities
17:20 open space just like this one
17:22 they are planning on trails through here
17:24 that will connect
17:25 up to this is king county uh property
17:28 and there are trails all through here
17:30 trails will come through here and hook
17:32 here and they will also connect to
17:34 harvey manning park
17:36 there may be some benches and some
17:37 overlooks but that's about all that's
17:39 going to go in there
17:41 any questions
17:44 again this one because it was purchased
17:46 by king county
17:47 i knew i'd forget the name of the funds
17:49 but it's a levy fund
17:51 and through a land trust and it is
17:53 required to remain
17:54 open space in perpetuity

18:06 oh that's the last one click facilities

18:09 when we were doing the map last year our
18:11 parks director
18:13 looked at this and said there are so
18:15 many pieces of city property that aren't
18:17 on here which
18:18 have been that way for years we hadn't
18:19 even noticed i don't know why so
18:21 we went back and we added them so we
18:23 added pickering barn
18:24 the julius bone pool the senior center
18:27 and the community
18:28 center which are all right down in this
18:29 area
18:31 and then council member t michelle is
18:33 very familiar with the school district
18:35 and caught us
18:35 in a few places there too apparently
18:39 the tiger mountain community high school
18:40 had been closed for six years
18:42 and we weren't aware of it and the
18:44 gibson eck high school moved in there so
18:45 that is why we were making that change
18:47 right there
18:48 and then we also separated they asked us
18:51 to separate this into two different
18:52 schools this is the providence
18:54 area providence sites area and this
18:58 is going to be the elementary school and
19:00 this will be the high school
19:01 they don't have names for those yet uh
19:04 but we
19:04 have to show where future future
19:05 facilities are going to be
19:07 so those are the changes to that map any
19:09 questions

19:20 yeah hi sorry i actually had a question
19:22 on the last one but i sent it to the
19:23 host instead of all panelists
19:25 um it's more of a curiosity than
19:28 anything and this doesn't reflect my
19:30 like personal views but is there any
19:32 like looking long
19:33 term um and i know that the king county
19:36 loan says open space in perpetuity but
19:38 of losing um you know a sizable chunk of
19:42 residential zone land
19:48 no i mean we have so the concern is
19:50 potentially losing
19:52 place for room for development for new
19:53 housing right is that yeah yeah and
19:55 it's just a curiosity so no i mean it
19:58 really really was very very difficult to
20:01 get
20:01 housing up here it is so steep and
20:03 that's where the photographs would come
20:04 in handy um it's very
20:06 it's very very steep and it it's hard to
20:10 get a road up there so there
20:12 it doesn't make sense to have a lot of
20:13 housing in there but the other thing is
20:16 is that we have central issaquah and i
20:17 just recently did the uh
20:20 growth capacity report for issaquah i
20:22 keep looking over here because that's my
20:23 screen
20:24 sorry um the growth capacity report or
20:27 issaquah and we have
20:29 capacity on vacant and redevelopable
20:31 land for over
20:32 11 000 units and most of that is to be
20:36 in central issaquah
20:37 where we want our growth to go because
20:39 then it's next to transportation and
20:40 it's next to daily facilities so
20:43 it's so and we want to protect our
20:44 hillsides so this is okay
20:46 yeah yeah all right
20:52 um okay so that's it for the present
20:55 for the amendments tonight so as i
20:58 mentioned we're going to keep working on
21:00 these
21:00 um we'll bring these to you between now
21:02 and september
21:03 we'll hold a public hearing and
21:05 recommendation in september and october
21:09 and in on november november 9th it goes
21:12 a council study session and then on
21:13 december 6 they will make
21:15 they will take action on the proposed
21:17 amendments
21:19 our next meeting on july 9th we're going
21:20 to talk about land use tables i finally
21:22 got our numbers from the office of
21:24 financial management
21:25 which means that we can do population
21:26 estimates and look at
21:28 housing and where we are compared to
21:30 targets and then we'll also talk about a
21:32 private
21:33 reason request that we have which is the
21:35 milano redesignation and reason request
21:39 that's the end of my presentation

25:24 updates
25:26 so the only one that i have right now is
25:30 that the on monday night the city
25:32 council approved
25:34 the 2022 to 2027 capital improvement
25:37 plan
25:38 that you all looked at um i think you
25:40 all that was one of the first things you
25:42 all did as new members was look at that
25:44 they approved that on monday night many
25:46 do you have any other
25:48 council reports um yeah well um i can
25:50 give you a report and you'd um
25:53 got the pbrts thing approved by council
25:56 so kristin did a fabulous job of
25:58 presenting to council about another
26:00 piece of property
26:01 that uh is going through a king county
26:03 program for
26:05 getting break on their taxes for
26:06 preserving it as open space
26:08 so uh you know there was a public
26:10 hearing on that um
26:12 that got approved by our council uh king
26:14 county council has to take an action on
26:16 that it was very minimal tax
26:18 um issue for the city like 800
26:21 you know eight dollars or something um
26:23 but it was a long-term preservation of a
26:26 homeowner association that owned this
26:28 green space
26:29 for doing some restoration work and and
26:32 other things that they would get a
26:33 credit for
26:34 so that was that and then um i have a
26:36 report for title 18 ad hoc committee so
26:39 we met
26:39 uh this afternoon so that's the the
26:42 three council members that
26:43 um we work with for getting guidance and
26:47 an approval for title 18 update uh so
26:50 one of the things um
26:52 after your uh planning and policy
26:54 commission meeting on the title 18
26:56 update
26:56 the kickoff meeting that we had there
26:58 were a few questions
26:59 um that came up that we wanted their
27:02 direction from one was should we
27:06 have a discussion at the at your group
27:09 at ppc for goals and outcomes chart
27:13 because there was some um desire
27:15 expressed by
27:16 some of you at the last meeting to uh
27:19 take a
27:19 take a little bit larger view of what
27:22 those goals and outcomes are and see if
27:24 there were any gaps in there
27:26 and we advocated that that may be a good
27:28 use of your time as long as we
27:30 kind of keep moving forward and get this
27:32 done by next year
27:33 so um we propose that we spend the next
27:38 meeting half of the next meeting kind of
27:40 taking a look at the golden outcomes
27:42 chart
27:43 so we'll do that i will include that in
27:45 your agenda
27:47 um the other uh piece at the next
27:49 meeting for you guys
27:50 um we will launch for the educational
27:54 piece i think
27:54 there are some good key takeaways from
27:56 you to to keep it topic specific do it
27:59 when
27:59 when that comes dedicate one meeting
28:01 when you're actually going to be
28:02 debating on those topics
28:04 so we've relooked at our schedule to
28:07 accommodate some of those things
28:09 and not have two more than two board
28:10 meetings so we'll share that
28:12 and and then we'll get into some of the
28:15 substantive things
28:16 for one topic just a very small piece to
28:18 kind of see here's how we
28:20 um look at diving into it so that's just
28:22 what's to come at your next meeting

32:51 other side of that property
32:53 is significant and will provide really
32:55 great
32:56 connectivity between the two
32:57 neighborhoods in the very long run
32:59 so the um i didn't have any concern

33:03 uh this being an
33:06 enclave or a you know private
33:09 amenity i think a great deal if it's
33:11 gonna be used by the public

33:30 i do first of all your schedule has
33:33 spilled out
33:35 so i've been working with the consultant
33:37 and many and we've been
33:38 talking through title 18 and everything
33:40 that comes up everything that comes with
33:42 that
33:43 we're going to add at least probably one
33:45 meeting in december
33:46 and then in 2022 uh we will add a couple
33:50 more there as well because title 18
33:52 takes it up and we still need to do
33:54 storm water
33:55 and a few other things comprehensive
33:58 plan some other things that are in there
34:00 it's filled up you'll see it in the next
34:02 packet
34:04 um the other thing is in november we
34:06 talked about this that november 11th is
34:08 a holiday
34:09 so there will be no meeting and the
34:10 other one is thanksgiving so there's no
34:11 meeting
34:12 but we do need to have a meeting in
34:13 there and i had asked you all to sort of
34:15 consider what might work
34:17 and i i'm gonna let our two dates our
34:20 two thursdays that might be available
34:22 would be november 4th
34:23 and november 18th so do you all have any
34:27 preferences there
34:32 no okay my thought is to potentially do
34:35 the fourth because it's further away
34:37 from thanksgiving
34:41 and i think that since october is a
34:43 longer month we'll have an extra week in

36:02 strategy we were thinking of for

36:09 of some of the the bigger projects and
36:12 really look at how the code was applied
36:14 because i think one one of the things we
36:16 learned we heard last time was
36:18 uh training is important but you know it
36:20 could be a lot of words a lot of
36:22 reading you'll have to do but at the end
36:24 of the day it's like what what does it
36:25 mean on the ground
36:26 so i think in the past some um kristen
36:30 said that they it
36:31 has been useful for um doing a little
36:33 tour for three or four projects we can
36:36 hand pick which ones
36:37 would be good candidates we would give
36:39 you a one-page handout in on
36:41 all of those and then go out and
36:44 and um do a little tour um but wanted to
36:47 see you know one with covid
36:49 uh how you felt uh being outside and um
36:53 and going on on a tour and two if you
36:55 were fi if you
36:56 thought that was going to be a useful
36:58 exercise then
36:59 what date or what additional day uh
37:02 from availability and scheduling
37:04 standpoint that would be
37:06 a conversation we wanted to get some
37:07 feedback on
