zoning map amendments it's not a hearing so we will not be taking any voting and now we're going to go into attendance kristin will you please call the role yes i will note that commissioners lewis minutes uh are there any corrections to the may 27th 2021 minutes yeah just one um i don't know don't need to type this commented or can i just say it um that in the list of commissioners there's no h on my name oh that's a big typo okay so including that change there we'll go ahead and approve the meeting minutes now we're going to move into regular business and part of that is the discussion of the 2021 comprehensive plan and zoning amendments for the old town redesignation and rezones and public facilities map tonight kristin is going to be kristin leeson our senior planner will be will present three of the proposed amendments from the 2021 docket of proposed comprehensive planet zoning map amendments that's a lot uh commissioners if you have any questions or comments please indicate so in the chat by typing question or comment we will address those uh after her presentation we will have uh after her presentation we will have a focused um questions for from the commissioners for clarifications then we will move into public comments and then after the public comments we'll open it up to regular questions go ahead christian floor is yours all right can you all see my screen yes all right thank you um so yes tonight we are kicking off our first reviews of the comprehensive plan and zoning map amendments for 2021 and a lot of you are new so what we do is that we begin the amendments we start showing them to you in june you see them once and then unless there are big issues which is why we present them to you the first time um you see them once and then they come back for public hearing you might see them once and there are lots of issues and we'll bring them back again before taking it to public hearing so that's why we do this process tonight we're going to review discuss and you all are going to ask any questions um old town plan amendments community facilities designation rezones and the public facilities map before we start i would like to apologize because i don't know what happened but they were there were some typos but um with the old town i did not realize when this converted to pdf that the track changes went away so i apologize for that i did send it out this afternoon and i will have them repost it on the website as well but i've i've included the track changes here i didn't know that that happened so starting with old town there are a few proposed policy changes our new senior we got a new senior transportation planner since the old town plan was written and he went through this and just wanted to change a couple of things one is facilitate mobility options such as the shopping shuttle to improve mobility options for old town one he didn't want to be fights but so specific and two the shopping shuttle has been private so that's not something that the city has control over so he just wanted to change it to facilitate mobility options to improve access for old town which is the goal we want to improve access down there the second one we said strive for the mobility master plan it's actually now implement since the mobility master plan has been implemented any any comments so far and commissioner fall i can't see when i'm presenting i can't see the comments section so if you could track those that would be great okay okay so part of the old town submarine plan we adopted an action program which is not something we have done at other plans this was adopted in 2018. in 2019 the city council asked us to include a status just let us see how we're doing so status was included last year's appendix a which now duplicates the action program so we're proposing to just make it all one and not have an appendix a and this is what the action program will look like so the updates here just things that you know i was thinking about it and despite a pandemic and some reduction in staff i think we were pretty productive so um the architectural standards were completed they were in progress last year and were completed this year we still need to do some code revisions to impervious surface and landscape standards the landscape standards are going to be done with the title 18 changes and in the impervious we're going to have to revisit how that's going to work once the storm and surface water master plan is done the rest were all completed in 2020. these are just changes i'm not going to go through all of them but we continue to work with key county metro and sound transit to get more transit downtown we did complete in 2020 the improvements to discourage some cut through traffic we are working with dia to provide them funding and marketing um the inventory of missing pedestrian bicycle facilities uh the actual facilities uh the bike lanes those were inventoried but things like bike racks those were not inventoried and lighting so that'll be done later so we split those up and then the phase one of the we have something called the downtown streetscape conceptual plan and it's improvements to front street that was adopted back in 2017 and so when we're talking about the studs those are the improvements that we're talking about phase one phase two phase three and then the remainder uh those are going to take some of that's taken place but that'll that's all getting moved down a little bit i'm going major challenges with reducing parking requirements um council did not approve this um some of the incentives that was back in 2019 uh you all had asked to review the boundaries within 12 months of adoption of the new architectural standards and design guidelines but only part of that's been adopted we did the single-family duplex but the cbd and mf still need to be done multi-family still need to be done so once those are done i think we start up then and that will be either in 2020 probably in 2022. we have had to put on hold some of the pedestrian lighting and that's it short-term actions 2021-2022 things that got started this year we're continuing to work with dia we have done the inventory um let's see yeah so pretty good there old town engagement program we need to work on getting that going and the neighborhood redevelopment and field toolkit that's those didn't get started this year neither did the old town community garden and that is also not in the capital improvement plan right now i don't know when that will come up and then the streamline process to allow old town street closures we've done that we did that sort of uh with covid and opening things up but we don't have a formal process to do that so that needs to start longer term actions we've actually gotten started on some of them so the park strategic plan they're planning right now to do master planning for the crete corridor and the veterans memorial field and continuing work with dia and we have actually completed work to improve access and views of issaquah creek in the east fork and a lot of that's been done through the property purchases that we've done along front street where we've demolished the buildings there are not formal views but there are views of the creek and then you can see here we had to move down some of the phase 2 work for the front street improvements and the implementation of the bicycle improvements so any questions on those okay redesignations and reasons when things when the city acquires property or when other public entities such as the school district or the county acquire properties we like to rezone them to community facilities and give them a community facilities designation this identifies them as publicly owned properties intended for public purpose and there are three different community facilities zones we have many facilities facilities recreation and open space and there's nothing proposed for facilities right now but things like our shop office any of our city hall buildings would go there you can put streets there but we are only proposing recreation which is for things like parks and community centers some smaller buildings and then we're proposing open space which really doesn't allow for any development at all so the first one is blackberry park we acquired this from king county in 2016. it was already being used as a park but needs to have some updates done to it it's about half an acre it's currently has a landry's designation of london city residential and the zoning of single-family small lot we are proposing to give it a laney's designation of community facilities and the zoning would be community facilities recreation any questions this is required as part of the deed that we had to remain as recreation and open to the public it cannot be a private park christian sorry we have a question from nina okay thank you this is commissioner nina milligan thank you planner leeson my question is has there been a discussion with a neighborhood and what can you tell us about that if there has they have started conversations with the neighborhood about what they'd like to see there there has not been a finalized plan yeah but they've started talking with them good and i've got a question from matt yeah hi matt monahan um maybe a question recommendation to you kristen um would it be possible to include photographs of these properties i mean not extensive photographs but maybe like a quick snapshot just so we can get a look at what it looks like sure i think that would be helpful thank you that's it for me okay that's all crescent okay so this is the newport area this area was dedicated as part of the gateway development and the gateway development was all in here it has revel and anthology apartments right here and the developer actually received credit for their impact fees for dedicating this land to the city so it's hard to see two different parcels uh this is one right here this is the other so right now they're both known village residential and both have a multi-family residential designation oh my mouth disappeared the proposal is this parcel right here which is 2.37 acres would be community facilities recreation and that there would be a park here and the other piece over here would be open space it's about four and a quarter acres would be permanent open space any questions on this one um we've got a question from nina commissioner milligan here yeah can you just briefly um tell me about wetlands in the area and is there something about that there so this entire parcel right here is pretty much a wetland it is adjacent to tibbetts creek it comes over here um and the parcel to the north is a wetland and down here is also wetland and part of this parcel is wetlands so this entire area will not be developed that help okay thank you very much um and kristen i do have a point or clarification here who will be maintaining these parcels will be the apartments or will it be the city the reason for asking that is because these almost look like exclusive um parks they are not they again are to be open to the public and this one won't really be used i don't think they're even planning trails in this area i mean it's it's a wetland um this one it would be the city who maintains it okay is there going to be parking and is it going to be welcoming for our city for the general public like i said it almost feels like it's going to be exclusive and the city is going to be on the hook for maintaining it to their benefit there is going to be parking there's seven spaces in here and with one of those being a handicap space um as far as sort of marketing for this park and making sure that people know that it's open i'm not sure what they're planning for it i do know that i tried to get parks here tonight but they turned out to have another meeting so i can find out from them what any plans that they might have okay for that thank you that's it good questions you guys right harvey manning park extension so you all most of you all many of you all will recall for a while this was going to be developed into very dense single-family housing and then the city council denied the road to go through this area and a group of residents pushed for the city to buy it and they actually so they did with help from king county uh they actually purchased all seven of these parcels right here this one is owned by the county and was rezoned to open space in 2019 these six parcels are owned by the city and what we're talking this is harvey manning park right here so this is going to be called the harvey manning park expansion so right now these are zones single-family estates these are zones single-family suburban it will all be um community facilities open space just like this one they are planning on trails through here that will connect up to this is king county uh property and there are trails all through here trails will come through here and hook up here and they will also connect to harvey manning park there may be some benches and some overlooks but that's about all that's going to go in there any questions again this one because it was purchased by king county i knew i'd forget the name of the funds but it's a levy fund and through a land trust and it is required to remain open space in perpetuity any questions okay all right public facilities map oh that's the last one click facilities map when we were doing the map last year our parks director looked at this and said there are so many pieces of city property that aren't on here which have been that way for years we hadn't even noticed i don't know why so we went back and we added them so we added pickering barn the julius bone pool the senior center and the community center which are all right down in this area and then council member t michelle is very familiar with the school district and caught us in a few places there too apparently the tiger mountain community high school had been closed for six years and we weren't aware of it and the gibson eck high school moved in there so that is why we were making that change right there and then we also separated they asked us to separate this into two different schools this is the providence area providence sites area and this is going to be the elementary school and this will be the high school they don't have names for those yet uh but we have to show where future future facilities are going to be so those are the changes to that map any questions do you have a question from commissioner bader yeah hi sorry i actually had a question on the last one but i sent it to the host instead of all panelists um it's more of a curiosity than anything and this doesn't reflect my like personal views but is there any like looking long term um and i know that the king county loan says open space in perpetuity but of losing um you know a sizable chunk of residential zone land no i mean we have so the concern is potentially losing place for room for development for new housing right is that yeah yeah and it's just a curiosity so no i mean it really really was very very difficult to get housing up here it is so steep and that's where the photographs would come in handy um it's very it's very very steep and it it's hard to get a road up there so there it doesn't make sense to have a lot of housing in there but the other thing is is that we have central issaquah and i just recently did the uh growth capacity report for issaquah i keep looking over here because that's my screen sorry um the growth capacity report or issaquah and we have capacity on vacant and redevelopable land for over 11 000 units and most of that is to be in central issaquah where we want our growth to go because then it's next to transportation and it's next to daily facilities so it's so and we want to protect our hillsides so this is okay yeah yeah all right um okay so that's it for the present for the amendments tonight so as i mentioned we're going to keep working on these um we'll bring these to you between now and september we'll hold a public hearing and recommendation in september and october and in on november november 9th it goes to a council study session and then on december 6 they will make they will take action on the proposed amendments our next meeting on july 9th we're going to talk about land use tables i finally got our numbers from the office of financial management which means that we can do population estimates and look at housing and where we are compared to targets and then we'll also talk about a private reason request that we have which is the milano redesignation and reason request that's the end of my presentation anytime uh quick question before we jump to public comment or clarification questions you said july 9th is our next meeting i have down july 20 or june 24th does that cancel no you're right um so i'm trying to make you you're right i'm sorry the next time we talk about comprehensive plan amendments that will be it but you're right we have another meeting on june 20. i don't and go through city council updates so the only one that i have right now is that the on monday night the city council approved the 2022 to 2027 capital improvement plan that you all looked at um i think you all that was one of the first things you all did as new members was look at that so they approved that on monday night many do you have any other council reports um yeah well um i can give you a report and you'd um got the pbrts thing approved by council so kristin did a fabulous job of presenting to council about another piece of property that uh is going through a king county program for getting break on their taxes for preserving it as open space so uh you know there was a public hearing on that um that got approved by our council uh king county council has to take an action on that it was very minimal tax um issue for the city like 800 you know eight dollars or something um but it was a long-term preservation of a homeowner association that owned this green space for doing some restoration work and and other things that they would get a credit for so that was that and then um i have a report for title 18 ad hoc committee so we met uh this afternoon so that's the the three council members that um we work with for getting guidance and an approval for title 18 update uh so one of the things um after your uh planning and policy commission meeting on the title 18 update the kickoff meeting that we had there were a few questions um that came up that we wanted their direction from one was should we have a discussion at the at your group at ppc for goals and outcomes chart because there was some um desire expressed by some of you at the last meeting to uh take a take a little bit larger view of what those goals and outcomes are and see if there were any gaps in there and we advocated that that may be a good use of your time as long as we kind of keep moving forward and get this done by next year so um we propose that we spend the next meeting half of the next meeting kind of taking a look at the golden outcomes chart so we'll do that i will include that in your agenda um the other uh piece at the next meeting for you guys um we will launch for the educational piece i think there are some good key takeaways from you to to keep it topic specific do it when when that comes dedicate one meeting when you're actually going to be debating on those topics so we've relooked at our schedule to accommodate some of those things and not have two more than two board meetings so we'll share that and and then we'll get into some of the substantive things for one topic just a very small piece to kind of see here's how we um look at diving into it so that's just what's to come at your next meeting that's all i have i did as you guys were all talking about it i was trying to pull some of these properties on google maps so i can share if that's of any use uh of some of the properties if you want to take a street view look at some of the properties now okay let me go ahead yes yes okay so let me see if i can share my screen do i have the permission kristen it's grayed out for me oh that's right you need to be a presenter let me do that there you go the first property that everyone was looking at oops why is this in the way was this one so that's the in that neighborhood one perk um the second one was in the anthology it's it's kind of hard to get the the i need to get this out of the way so you can actually see um so this is that piece that uh one of the parcels the other one kind of follows through here but it's hard to the google uh didn't show some of the properties up here but do you have a sense um kristin is this am i showing the right property here right this kind of stream was one right where he has yeah and this is the other one with the the stream but if i do a street view here it really doesn't let me go in to some of these places but might get a little bit of a view this was i think when google was here they were constructing you can't really see that from from that the third one the harvey manning uh park is around somewhere around here so you can kind of see it's really trading very steep but i can pull up the newport street here so this is what it looks like from from the street view oh yeah we can include the pictures and stuff in the next packet but that kind of gives you a little bit of where things are on this and if i go here so this is the tibbetts creek i think that flows through here that goes all all everything flows through here to the lake but i think that's all i had in terms of pictures now i can i need to give you the screen back we all know your community much better than that you probably driven past these places and know it thank you manny uh okay so we have yes kristen did you want to add anything to that before we move on to other business oh and we have a question from commissioner milligan well thank you this commissioner milligan and uh to follow up on um director diwali's comment about us knowing the neighborhood better i will say that i don't live in anthology and i love that bridge and the connection to formula brewing but also the anticipated development in the rally development agreement which is on the other side of that property is significant and will provide really great connectivity between the two neighborhoods in the very long run so the um i didn't have any concern about uh this being an enclave or a you know private amenity i think a great deal if it's gonna be used by the public okay thank you very much commissioner milligan any other additional questions okay see none uh let's move on to other business and announcements kristen do you have any comments on the upcoming schedule i do first of all your schedule has spilled out so i've been working with the consultant and many and we've been talking through title 18 and everything that comes up everything that comes with that we're going to add at least probably one meeting in december and then in 2022 uh we will add a couple more there as well because title 18 takes it up and we still need to do storm water and a few other things comprehensive plan some other things that are in there so it's filled up you'll see it in the next packet um the other thing is in november we talked about this that november 11th is a holiday so there will be no meeting and the other one is thanksgiving so there's no meeting but we do need to have a meeting in there and i had asked you all to sort of consider what might work and i i'm gonna let our two dates our two thursdays that might be available would be november 4th and november 18th so do you all have any preferences there no okay my thought is to potentially do the fourth because it's further away from thanksgiving and i think that since october is a longer month we'll have an extra week in there yes okay so november 4th and and that is it and you may be blown away when you see the schedule next time minnie so uh kristen on this uh i will i may not be here on the 24th to 24th and july 8th don't have any dates when you may not be there uh it would be july 20 or june 24th and july 8th that's somewhat questionable um i've got plans but they're right now they're tentative and my decision is probably going to be monday if anyone else has any dates that you know of right now if you could let by you a a strategy we were thinking of for training uh which was to go out in the site and maybe do a tour of some of the the bigger projects and really look at how the code was applied because i think one one of the things we learned we heard last time was uh training is important but you know it could be a lot of words a lot of reading you'll have to do but at the end of the day it's like what what does it mean on the ground so i think in the past some um kristen said that they it has been useful for um doing a little tour for three or four projects we can hand pick which ones would be good candidates we would give you a one-page handout in on all of those and then go out and and um do a little tour um but wanted to see you know one with covid uh how you felt uh being outside and um and going on on a tour and two if you were fi if you thought that was going to be a useful exercise then what date or what additional day uh from availability and scheduling standpoint that would be a conversation we wanted to get some feedback on and director mini do you want us to provide feedback now or in private either way you can email us or if you want to discuss as a group you can talk about it now any additional questions from the commissioners i'm in favor of that i'll come out there and say it um evenings are you know during the day it's hard to get away for a weekday but you know early evenings on weeknights or i'd hate to ask you guys to come in on a weekend but those are usually pretty open too except for soccer practice and like so i'm more than happy to be flexible
