Staff report:
By State Law, Comprehensive Plan amendments may only be done once a year, and a Docket (list) of amendments must be established by Council. The proposed 2015 Docket is different this year because the City does not have the entire year to work through all amendments, as the State required Periodic Update of the entire Comprehensive Plan is due to the State by June 2015. This means that all the amendments listed in the Docket established by City Council need

1:03 my what so tonight is an exciting public
1:07 hearing night that we do every year at
1:10 this time and for those of you that are
1:12 new that started in May of last year
1:15 miss this lovely public hearing where
1:17 you all recommend the set of amendments
1:21 that the um staff will work on for this
1:24 year um and so I'm starting out with the
1:27 reason we do this is the state requires
1:30 that we only can amend the comprehensive
1:33 plan once a year so that we look at all
1:36 the Amendments cumulatively so that we
1:38 don't make changes that will affect each
1:40 of the other elements and um we have to
1:43 look at everything together and
1:45 comprehensively as the as the name of
1:47 the plan is called and so the the piece
1:50 of that that's important is the council
1:52 has to establish the list in the
1:54 beginning of the year so uh the public
1:56 or someone can't come in in July and say
1:59 oh can you just add this to the
2:01 amendment list because we need this done
2:02 by the end of the year they have to
2:04 actually wait till the next year to get
2:06 on next year's
2:08 list so we call ours a docket and this
2:11 is how um this is also how they how we
2:15 our comprehensive plan fits in with all
2:17 the regional plans and the state plans
2:19 uh we have to comply with vision 2040
2:22 which is a regional document the state
2:25 growth management Act and the King
2:26 County countywide Planning policies we
2:28 have to be consistent with all of
2:30 these and so our timeline for the docket
2:33 is last year as you know we started some
2:35 of the elements we uh heard from the
2:37 parks department we worked with the
2:39 Human Services Commission we worked with
2:42 the Arts commission we worked with the
2:43 economic Vitality commission and we got
2:46 all sorts of um good reviews and
2:48 comments and edits from them and we have
2:51 almost all the elements pretty well put
2:53 together uh we're waiting for a little
2:55 bit on utilities and we're waiting for
2:57 the a little bit on the capital
2:58 facilities but other than that you all
3:00 have just trudged through a lot of um a
3:03 lot of amendments already um tonight is
3:07 the public hearing on the list February
3:10 the council land and Shore committee
3:11 will look at the list you recommend and
3:13 hopefully they take action in
3:15 March um this is a really great
3:18 rendition of what the land use code says
3:20 is the process for um the docket and
3:24 you'll see the big Square in the upper
3:26 middle that says PPC public hearing this
3:29 is all also the last time that the
3:31 public can give um Amendment potent
3:34 potential amendments to you all for for
3:37 your
3:39 consideration um code amendments are a
3:42 different story land use code amendments
3:44 can be done any time during the year and
3:46 we can do many many of them if we have
3:48 the time and the resources to do that
3:50 there's no State regulation that you can
3:52 only do them once a year code changes
3:54 are like the sign code the subdivision
3:57 code that kind of thing Heights setbacks
4:00 those kinds of things can be done
4:02 throughout the year there's no
4:03 regulation on that we used to actually
4:05 have a docket of those but since our
4:07 staff has gotten smaller um we don't
4:09 have a docket we we do try to get
4:11 through some every year but we we aren't
4:14 quite as
4:15 uh as efficient with all of the stuff
4:18 going on to do a whole boatload of code
4:21 amendments every year like we used to
4:23 this is in your packet but this is the
4:25 dock at the beginning the first page of
4:27 the docket the first seven this has
4:30 mostly the annual update items the um
4:34 Capital facilities and the
4:35 transportation Improvement program
4:37 updating the population for the annual
4:39 number that we receive from the state
4:42 doing our rezones for any land that
4:44 we've purchased or has been dedicated to
4:46 us this year uh we get to have the bike
4:49 and pedestrian action strategy that the
4:51 council just approved the end of last
4:53 year we get to roll that into the
4:55 comprehensive
4:56 plan um these are the elements that were
5:01 updating and the last ones are the new
5:05 ones new uh that aren't uh the first one
5:09 is the uh annexation of the lak samamish
5:11 state park which uh happened last year
5:15 we worked on that all year and it the
5:17 council approved that annexation and
5:19 that takes effect um February 1st so
5:23 that's super it'll be under the city's
5:25 jurisdiction the city will not own the
5:28 park but it'll be under our Juris ition
5:30 for permitting we're going to help with
5:31 some of the police aspects and um help
5:35 them with um some of the pieces and
5:37 parts that it was harder for them to
5:38 work with the county so they're really
5:39 excited about this new partnership we'll
5:41 have as well um the Talis uh Urban
5:45 Village is also asking to take in one of
5:47 their expansion Parcels the Emer Parcels
5:50 Emer parcel um there's a rezone on the
5:54 docket um in Oldtown um the cross it's
5:57 crosson Lane I have a map later on if
5:59 you'd like to see that and then um the
6:02 land and Shore committee asked for some
6:05 policies on how to Surplus land that the
6:08 city owns they wanted some criteria on
6:11 how to how best to do that so that's on
6:13 our
6:15 list um here's the summary the annual
6:19 amendments are capital facilities and
6:21 transportation Improvement we update
6:23 population every year and we do the
6:24 rezones every year if we if we've
6:27 acquired any land the carryover are from
6:30 the central plan now that we've adopted
6:32 that we're uh redoing the sub area
6:34 boundaries we're incorporating the bike
6:36 and pedestrian action strategy that
6:38 Council just approved the sustainability
6:41 indicators that you all have looked at
6:43 last year are going to become a part of
6:45 the appendix of the plan and then 7
6:47 through 15 are all the elements that
6:49 you've already been working on and then
6:51 these are the new ones that I just
6:53 mentioned so tonight is the public
6:56 hearing where we take public comment
6:58 from our audience here and any phone in
7:01 calls that we might receive uh February
7:05 the council land and Shore will look at
7:06 it and hopefully March uh there would be
7:08 final action there any questions from
7:11 you all or do you want to see maps of
7:12 any of the three areas that would be
7:15 rezoned or
7:17 redesignated or any other questions I'd
7:20 be I'd be interested to see those Maps

7:25 the park is already in the city
7:37 would be coming in um February 1st any
7:41 questions on the state
7:44 park what's the the little green tails
7:48 on you is that part of the park the
7:50 brown and the green what's the the
7:52 coloring

8:22 the north is is up I hate to say that
8:26 North is facing up and cross in Lane you
8:29 can see and oh I cut off the street the
8:32 the top street is Bush Street and the
8:35 cf- open space Community facilities open
8:41 space is City owned right now it's Steep
8:45 and has some constraints and the
8:48 properties in front were trying to do a
8:50 a short plat and we offered them to help
8:55 them get the project to work um we sold
8:58 them that um land so that their
9:01 impervious surfaces and their short
9:02 plaid and everything would work a little
9:04 they would have a little bit more room
9:05 on that those other Parcels so we have
9:08 to rezone it from Community facilities
9:10 to single family this year where is this
9:14 at that's an Oldtown uh which is um
9:18 south of
9:20 sunset um it's actually right around
9:22 here it's um that second on the left and
9:25 Bush on top yes bushes on bushes to the
9:28 north that is second on the left right
9:29 and on a
9:32 map six Street on the
9:38 left you can see it on the zoning map it
9:41 would be a tiny strip of green that
9:44 looks oddly in an odd spot and that's
9:46 because it's got some constraints little
9:49 left is that says 600 or is that Second
9:52 Street we coming off second um like
9:55 sixth I think it's sixth so then the
9:57 maps turned around the other way so
10:03 it's a whole different into the
10:06 neighborhood oh it won't let me jump in
10:09 there it's I can send you a better
10:12 picture but it's um it's just right off
10:14 of crosson Lane yeah but CR cr's along
10:18 street so I'm trying to figure out where
10:19 what cross street it's at um you could

11:21 a map yesterday I thought put a bit in
11:24 we'll have a better map when it comes
11:26 time for the staff report but that was
11:27 all I could get from Jerry this morning
11:30 um this one's a lot a lot easier to
11:32 explain this is the Talis Urban Village
11:34 and the Emer
11:40 property that was established during the
11:43 development agreement negotiation that
11:45 in at some time in the future if the uh
11:48 the owner decided to sell to the master
11:51 developer that it could come into the
11:54 the Talis Urban Village it's already had
11:56 its um environmental review on it um
11:59 it's it's already had its uh land use
12:01 established on it you can see over at
12:02 the side it says potential expansion
12:05 areas it's 6.22 Acres they envisioned
12:08 that someday Talis would take that in
12:10 they just weren't ready for it when they
12:12 when they signed all the documents um so
12:15 that one um they've asked for that one
12:17 to come in this
12:19 year any questions on Talis and
12:23 Emer okay um shall I let you talk

12:28 questions on any of the Amendments for
12:31 me well before we do that we should
12:33 probably open up the public hearing yes
