1:56 to set some housekeeping rules uh we
1:59 just want to remind everyone that um
2:03 we're really allowed to join the meeting
2:05 either virtually or in person and um I'm
2:08 sorry Monica I forgot to ask if we have
2:10 any community members tonight we do have
2:13 a few community members here in the room
2:15 ready to make public comments whenever
2:17 we are ready to take probably comments
2:20 thank you for that all right so
2:24 um you while we're in this meeting we
2:26 ask that everyone be respectful uh
2:28 remember to use your loud and clear
2:31 voices so that the interpreters can
2:33 understand what you're saying they also
2:35 want you all to be sure to say your
2:38 questions or comments
2:40 um and if you're online please just put
2:42 in the chat that you have a question or

3:20 um board members in the public comment
3:22 section uh we have uh the Buckeyes of
3:25 Issaquah with us tonight they signed up
3:27 and they sent us a notification they
3:30 would like to talk with you for a few
3:32 moments and they have an announcement so
3:34 please feel free to come to the payroll

3:49 Community we so admire your work and we
3:52 don't want to take any of your time but
3:53 simply uh here to help and support what
3:56 we're doing is Simply Save the Date
3:58 we're going to have a second another
4:00 Community Building social
4:02 um some of you are able to attend and
4:03 hopefully everybody heard about it I
4:05 know Tracy of Christina and Ray and
4:07 we're going to kind of do the same thing
4:08 again we're going to come up with a
4:09 slightly different topic but it'll be an
4:13 informal open to the whole Community
4:14 about how we raise the awareness and
4:18 commitment and how do we you know build
4:20 community kind of by actually
4:23 working at building community and
4:25 Consulting and talking about sharing
4:27 ideas how to do that
4:29 which went really well the first time
4:30 and we expect you know even more people
4:32 to attend the next one it's a great
4:33 moment for dialogue it's simply exposure
4:35 uh with one another and for yourselves
4:38 to to hear the community and we are not
4:41 only the Baha'is but we're inviting
4:42 people from every background and
4:44 neighborhood and ages particularly young
4:46 people and it was really fun to have
4:48 young people family members friends
4:50 neighbors and that kind of thing so save
4:52 a date for Saturday
4:54 March 25th so we do have some time March
4:57 25 at 5 PM just like before including
5:00 dinner which is really nice and so on
5:02 and uh we'll come forward within the
5:05 next few weeks with the actual hard copy
5:08 of the invitation for you to be able to
5:10 share with others
5:11 so thank you very much
5:14 so since this is being said in public
5:17 anyone from the public can RSVP is that
5:21 correct RSVP yeah we'd like to know of
5:22 course
5:23 um and by way of
5:26 he probably has my phone number or

5:47 guest making uh public comments tonight
5:50 Connie Marsh sent an email uh you may
5:53 have seen the email that was sent out
5:55 last night Connie's also here with us
5:58 tonight
5:59 um to to share some feedback and
6:02 thoughts in that form welcome hun
6:07 okay hi I'm
6:10 Connie Marsh and I've been an activist
6:12 in Issaquah for I don't know I think 28
6:16 years now uh so I wanted to speak to you
6:20 again on the public engagement tool kit
6:23 and how it currently functions we've
6:26 actually had it for quite some time and
6:29 uh so as a as a uh
6:33 a beginning
6:35 it's like what should the process be of
6:39 assessing if your toolkit is working
6:42 right it does seem like it should have
6:45 said go out to the broader public and
6:48 ask them how it's working if they're
6:50 satisfied and if it needs to be changed
6:52 so when I look at the function of the
6:56 toolkit in this situation I wonder
7:00 if it worked most of the people who I I
7:04 copied in my emails came back to me with
7:06 what toolkit we have a toolkit never
7:10 knew and so I think that we we could
7:14 have some progress there so it's coming
7:17 to you as far as I can understand
7:20 that's that's it I guess it may go back
7:22 to council but not out to the regular
7:24 public so
7:26 um I sent you more detail but off the
7:30 top the current toolkit in my experience
7:35 does not provide enough structure for
7:37 things we do all the time large capital
7:39 projects
7:40 neighborhood capital projects should
7:43 actually flow through about the same way
7:45 so people know what's happening they
7:47 know what to expect it goes sort of here
7:49 then it goes here here and you don't
7:51 have to reimagine what it might be
7:53 there's no surprises there uh and so I
7:57 can imagine large capital projects which
7:59 would be like big roads and then small
8:02 things would be like neighborhood
8:04 improvements you have a small Road
8:06 Improvement or you have a park
8:07 Improvement in a neighborhood and those
8:09 could have structures there may be many
8:11 other things that need to be more fluid
8:14 in order to understand uh what would
8:17 work and I think it needs to be flexible
8:20 to some extent now of course what I said
8:24 is it has to be true
8:27 if you don't really want the public
8:30 comment then engaging the public is not
8:34 going to get anybody anywhere except for
8:35 frustration right and so that has been
8:38 one of the downfalls with our public uh
8:41 participation is the people escape and
8:44 then it sort of goes into a void and it
8:46 disappears over time and then in the
8:49 case of like Sunset way we had this big
8:52 huge public process three meetings it
8:56 was like five years ago and then
8:58 somebody says oh well we need to look at
9:00 Sunset way and they go back and they
9:03 start at 10 years ago like we never had
9:05 any of the public process at all and so
9:08 the public put hours and hours into this
9:11 they came to three night meetings it was
9:13 a big deal and it's gone so we need to
9:16 figure out how to keep these public
9:20 things in the history of the projects so
9:25 that they just don't disappear and then
9:27 when you start the public engagement
9:29 again you can see the progress that was
9:32 made over time now opinions will change
9:34 so you still need to have the public
9:36 process but you can't just lose it and
9:39 the public should be able to reach in
9:41 and see the past and right now they
9:43 cannot so this toolkit does not
9:46 establish that that need to preserve
9:50 these things in history and make them
9:53 accessible by the public so if I was to
9:58 ask for a thing I would ask that this
10:03 tool can actually be put out into the
10:05 public and you should say to the public
10:08 pool what do you think how are we doing
10:10 so far what could we do better and what
10:13 is missing and I don't know that you
10:15 will
10:17 can know and edit this document in order
10:21 to provide that if I had three hours I
10:25 could make some progress but it's not my
10:28 job either right so that would be my
10:30 single recommendation if you want to go
10:32 through with it uh on your own just
10:36 think if I was a public member and
10:39 something was happening
10:40 what what would I want to expect and
10:45 what would make it easy for me to
10:46 comment and then in the end how would I
10:49 be feel satisfied that my comments were
10:52 heard
10:53 and so I'm going to do one more example
10:55 because I think my time is running low
10:57 but uh we had a park thing going on up
11:01 the hill and we all got together we had
11:04 several meetings and then every time the
11:06 parks department took it to Park Board
11:09 they didn't tell anybody who was in all
11:11 those meetings that it was going to park
11:13 board even for decision making and so
11:16 everybody just got dropped off the cliff
11:19 so there was no no continuation of the
11:23 engagement and the park for the park
11:25 people say well we don't have staff
11:29 well if if you don't have staff and you
11:32 don't have time then that's a whole
11:35 different situation it doesn't mean that
11:36 you should drop off public engagement
11:38 right
11:39 because we're doing all of this for the
11:42 community
11:43 um okay there you go you have my other
11:45 letters in Mary Lynch sent you an email
11:48 just a few minutes ago if you wanted to
11:50 look at that look at that thanks for
11:51 listening you guys I have to run to a
11:53 different meeting sorry thank you thank
11:56 you very much Connie and and so board
11:59 members as Connie mentioned we received
12:01 right before the uh the board meeting
12:04 also another emails another email from
12:07 another Resident
12:09 Mary Lynch expressing similar
12:13 um feedback and concerns did and so with
12:17 that that concludes public comment uh
12:20 board members
12:22 um and shades back to you I know that
12:25 you're gonna continue conversation on
12:26 the public engagement okay a little bit
12:29 later tonight
12:31 yes and thank you Monica and thank you
12:33 to the public members that decided to
12:35 speak tonight we appreciate you
12:38 um next we'll move on to the approval of
12:41 the January 4th minutes I will give
12:43 everyone just a minute or two to review
12:46 um if you haven't already
12:49 get all thumbs up or a quick way from
12:51 the board members that are in person uh
12:54 when you're ready to move forward

13:00 thank you it looks like everyone here in
13:03 the in the room it's ready to move
13:04 forward shape
13:06 wonderful are there any changes or
13:10 um adjustments that we need to make to
13:12 the previous minute
13:17 it's like that
13:18 improved
13:20 wonderful
13:22 so then we'll move forward into our
13:24 agenda items
13:26 so first on our agenda is the revive
13:29 virtual attending policy and tissue will
13:32 join us to talk a little bit more about
13:34 that

13:56 so uh last time we met um you had a
13:59 great discussion about this policy uh
14:03 and provided a lot of feedback so as a
14:06 reminder we were the city was proposing
14:09 that you provide for virtual attendance
14:11 in your rules and regulations and we're
14:13 recommending
14:14 certain things like five day notice a
14:18 request for permission to attend
14:19 virtually and vet a quorum of your
14:21 boards the five members would be needed
14:23 in person for a meeting to proceed and
14:26 during the discussion
14:27 um at the board meeting it was clear
14:29 that a majority of the board members
14:31 really felt that that ability to attend
14:34 virtually removed a potential barrier
14:37 from participation in the board
14:39 um and there were varying perspectives
14:42 shared about you know I think to some
14:44 extent whether we like to interact in
14:47 person or virtually to some extent
14:49 there's a personal preference there I I
14:51 feel but so we heard from
14:54 um people who board members who
14:57 preferred one of the options over the
14:59 other but a majority of the group really
15:01 encouraged flexibility
15:04 um on looking at my notes here that I
15:07 included in the memo that was in your
15:09 agenda
15:10 So based on the input that I uh heard
15:14 from the group which included a
15:16 statement about you know next time we're
15:19 bringing around a policy for boards and
15:21 commissions why don't we start with
15:22 Equity board to get the equity lens
15:24 which I um noted and I have been sharing
15:27 the feedback you provided on this policy
15:28 with the words I'm presenting to
15:30 subsequently So based on your input
15:33 um the revised policy that was in your
15:36 package tonight uh really backs off
15:38 requirements so it says
15:41 um we it encouraged you to notify
15:44 um your staff liaison if you're planning
15:46 to attend virtually so that we have some
15:49 sense of how you're participating but
15:51 you don't need permission it doesn't
15:53 require any particular reason be stated
15:55 and it removes that minimum number in
15:58 the room
15:59 um it I also removed the preference for
16:02 an alternate being in person being given
16:05 preference over a virtual alternate just
16:07 to remove that altogether
16:10 um so I think this is a much more
16:12 open-ended policy that allows for that
16:14 flexibility the board was looking for
16:16 the one thing that I didn't change and
16:18 maybe we should um talk about for just a
16:20 minute tonight was the the chair tonight
16:23 we have a chair who's doing a wonderful
16:25 job virtually but I did leave uh in the
16:29 policy the requirement that the chair be
16:31 in the room this was for two reasons um
16:35 because there was some discussion about
16:36 this at the meeting uh one I do think
16:39 that it can be hard to gauge people
16:41 interested in speaking in the room when
16:43 you're attending virtually the way our
16:45 camera is set up right now you can see
16:46 there's just this little band at the top
16:48 of the room so if someone's seeking
16:50 attention it's a little a little
16:52 difficult to tell for someone who's
16:54 attending virtually I also do think that
16:57 it it's beneficial to have at least one
16:59 other person in the room with the staff
17:01 if we have members of the public or
17:03 others attending I think having at least
17:05 one
17:06 um order commission member is is uh is a
17:10 nice thing and I think that uh you know
17:13 for those reasons I uh my my suggestion
17:17 as the as the clerk is to is to keep
17:19 that provision in but that wouldn't mean
17:22 it your next meeting if your chair was
17:24 going to be virtually that someone in
17:25 the room would need to pick up that
17:26 responsibility so if you as a group
17:28 would like to remove that provision and
17:30 allow the chair to uh chair virtually
17:35 um then that would need to be an
17:36 amendment to the proposed language and I
17:38 I can help you with any wording for that
17:41 um but at tonight's meeting I'm hoping
17:42 that you will approve
17:44 um this proposed policy or a version of
17:47 it if you have any changes you can
17:48 certainly propose those and there was a
17:50 motion provided in the memo and this
17:53 policy change requires a vote of five
17:56 members and support to amend your rules
17:58 and regulations
18:00 with that that's all I have
18:05 four numbers questions comments
18:09 question if the chair cannot be here in
18:12 person can another member be an
18:15 assistant but still the chair be running
18:17 right now I know Monica has been doing a
18:20 lot of the support so
18:21 I think I'm trying to find out
18:24 is that not something you'd recommend or
18:27 would you recommend are you saying that
18:29 just besides Monica you want another
18:31 board member present so that they can
18:34 assist the chair if the chair is unable
18:38 to attend
18:39 um in person
18:41 foreign
18:45 here I mean I will tell you I have
18:47 participated in a lot of hybrid meetings
18:49 and I do think um I do think it's hard
18:52 it's easier to gauge a hand raise
18:54 virtually it's harder to gauge that
18:56 desire in the room it's also hard to
18:58 ascertain elements of what's happening
19:01 in the room when you're virtual and the
19:02 chairs role is to really facilitate and
19:05 lead the meeting I do think that's made
19:07 harder
19:08 um I think that though to your point
19:10 yeah if someone else in the room could
19:12 assist with that I mean Monica's doing
19:14 that tonight right she highlighted there
19:15 was public comment she's going to bring
19:17 anything up that Shea needs to know and
19:19 certainly you can partner to to help the
19:22 chair do so virtually so I don't think
19:24 this is you know if the board would just
19:26 prefer to not put a put a parameter
19:29 around that and you want to keep it open
19:31 that's absolutely fine I I included it
19:34 again because I think I think it's
19:36 slightly easier for the chair I also
19:38 think it's helpful to have other board
19:40 members get an opportunity to chair I
19:42 think we have this tendency of having
19:44 you know one person take on that role
19:45 and then sometimes it's hard after that
19:47 year is up to get someone else who's
19:49 willing and so you know the chair needs
19:51 to be virtual it kind of would encourage
19:52 someone else to step in and practice so
19:55 those are some of my thoughts but
19:58 certainly it's something you could
19:59 remove

20:05 and I would say that I I had a quick
20:07 question I know Tony has a comment
20:10 um I would just want to know if that
20:12 provision were to stay could we possibly
20:14 put some exceptions into the verbiage
20:18 um for example you know natural disaster
20:22 um you know personal issue that's been
20:24 reported prior to
20:26 um in order to kind of help everyone not
20:30 feel so
20:31 obligated I guess she would say or
20:35 consider some instances where uh myself
20:38 may not be able to come in
20:42 [Music]
20:44 yeah so uh in the case of a you know
20:47 like an emergency situation we would we
20:50 would move to a totally virtual meeting
20:52 and we have we now have the authority to
20:53 do that under state law um which is
20:56 which is great but it sure certainly so
20:58 we there are a couple options I mean one
21:00 option would be to just remove that
21:02 statement that's in the proposed rules
21:04 and just keep it open and it's a really
21:06 the chair would have the ability to do
21:08 the same thing any board member would
21:09 attend virtually or in person and retain
21:11 their chairing role
21:13 um the other thing we can say is
21:15 encourage you know is encourage
21:17 um to attend in person so it kind of
21:20 implies it's a preference but it might
21:22 not always be possible
21:24 um so those are those are two options

21:28 yeah I really like changing the verbiage
21:31 um just because I I know that I have an
21:33 extenuating circumstance that may affect
21:36 my ability to be in person
21:38 um however uh I'll leave it up to the
21:41 board to help us decide
21:43 um Tony and I know you have a comment so
21:45 if you're ready
21:49 sorry I was on double mute
21:52 um I do have a comment
21:54 um so what I would personally prefer in
21:57 that is that maybe the language be
22:00 changed to not let's say the chair maybe
22:03 a chair for example let's say for my my
22:07 let's say me I'm as a vice chair I think
22:10 maybe all the owners shouldn't be on
22:13 Shay to show up that it should be age
22:16 here needs to be like we want to if we
22:18 want to keep the language in there that
22:20 a chair needs to be there in person not
22:23 necessarily the the chair but maybe a
22:26 chairperson
22:28 um but then I also look at it
22:30 um from an equity from an equity lens as
22:34 well you know because one day Shea and
22:37 or I will not be chairs so
22:41 would that bar someone who really wants
22:44 to be on the equity board who has a
22:47 passion for leadership and wanting to do
22:50 it it could possibly bar them from that
22:53 role and they may be well suited for it
22:56 so I'm kind of on the fence on me
22:59 personally where I would vote in that
23:02 regard but I think from the least it
23:04 should be you know all the owners
23:06 shouldn't be on Shay to show up it
23:08 should be on both of us
23:11 I mean that age here but not the chair
23:13 has to be there in person
23:16 thank you Tony and say in case you don't
23:19 see pretty has a comment
23:22 yeah so I would I would uh I would vote
23:27 to leave the language out around a share
23:30 being obligated to be in person or
23:31 anything I would just leave it open
23:34 um I think
23:36 it I mean it's today's a perfect example
23:39 and I think it works fine I do recognize
23:41 Monica is kind of
23:44 narrating what happens in the room but I
23:46 think any of us could fulfill that
23:49 function so I don't feel the need to
23:50 overly process or prescribe
23:53 so that would be my recommendation there
23:55 and then just uh just one note of um I
23:59 think correction is our regular meetings
24:01 are the first Wednesday and the language
24:04 here's the second one said thank you
24:05 yeah that's important
24:14 board members anyone else in the room
24:16 with questions comments
24:19 I didn't bring
24:22 um a screen to be able to see the the
24:24 verbiage but there is something that
24:27 says that the meeting can go until 10 pm
24:30 um and I would like the verbiage to say
24:33 something like in extreme circumstances
24:36 it will it can go until but not past 10
24:40 p.m
24:41 um because I don't want it to be a habit
24:43 of us thinking that we you know are here
24:46 until 10 p.m right
24:48 um I think we should be able to do the
24:50 work within the constraint of six to
24:53 eight eight thirty
24:55 um as opposed to life because then we
24:57 have to plan until 10 pm right and I'm
24:59 not comfortable with that personally

25:08 so um could you so this the statement
25:11 reads every effort will be made to
25:13 conduct each meeting as efficiently as
25:15 possible in order to adjourn the meeting
25:16 no later than 10 pm and so you want to
25:19 add something saying like under
25:20 extenuating circumstances only right
25:23 because we should be working under at
25:25 least when I signed up for this I was
25:27 told eight eight thirty I was I don't
25:30 remember anything about 10 pm and if
25:32 we're gonna start adding and we're going
25:35 to be the holding to 10 pm I I can
25:39 honestly say that I I can't do that I
25:41 physically cannot do that it's a long
25:43 meeting yes so I just wanted to be like
25:46 under extenuating circumstances we can
25:48 be expected to go until until and no
25:51 longer past 10. that's just my my two
25:55 cents
25:57 back to it maybe it it I mean we can
26:00 we'll know when we need to do that so
26:02 what do you plan for it too right so we
26:05 can somehow say it has to be planned
26:07 extension yeah absolutely I mean there
26:11 have been some circumstances right when
26:13 we have gone over and it has been
26:15 exhausting right and so I just don't
26:17 want it to I just don't want to be
26:19 beholden to that language right like
26:21 well look it says here you should have
26:24 made plans until then yeah like I just
26:26 can't do that
26:27 and even now I plan and we plan the the
26:30 agenda packets for about an hour and a
26:32 half maximum two hours and we often
26:35 postpone agenda items that um we know we
26:38 won't have time for right

27:06 occasions or the meetings is expected to
27:08 be to EPM the language of that statement
27:11 should be changed to 8 pm and and
27:13 certainly then add
27:15 the additional statement that an
27:17 extenuating circumstances like lucrecia
27:20 mentioned but I think our our regular
27:22 the intent should be if our regular
27:24 Cadence is until 8 PM that every in
27:26 attempt will be made to complete the the
27:29 meeting by 8 pm

27:59 have a few requests for some verbiage
28:00 changes
28:02 um shall we move forward with Bodhi
28:06 yes and I I had one proposal so I
28:10 documented two changes one is just to
28:12 exclude the language saying the chair
28:14 needs to be in person so that would just
28:17 not be called out at all so they could
28:20 participate however they'd like and then
28:22 the second change was to
28:24 modify the section under meetings to

34:02 um my agenda is relatively short just
34:04 two items number one is a general
34:08 overview of what the communications team
34:10 for the city does and Who We Are
34:13 and the second item is a quick review of
34:17 our public engagement toolkit update so
34:20 for that second item everyone should
34:23 have gotten the full toolkit as an
34:26 agenda item but please let me know if
34:27 anyone has not had a chance to review
34:30 that

35:40 okay so for the uh Communications team
35:44 it's it's wonderful to know what we do
35:47 um in a line
35:49 really what our goal is is to create an
35:52 Engaged Community all right we do that
35:55 by providing exceptional customer
35:57 service to all of our customers and our
36:00 customers being the city's residents all
36:03 the businesses any tourists or visitors
36:06 and of course the other public servants
36:08 that uh participate in our organization
36:11 and through that we do using a variety
36:14 of dynamic communication tools
36:18 so our team uh we're a mighty team of
36:21 three the to myself uh and my team
36:24 consists of a Communications coordinator
36:27 and a media production specialist so the
36:30 three of us tackle things together to
36:32 really achieve all of the city's
36:34 communication goals
36:38 some of you may be curious where the
36:40 communication team fits in the overall
36:42 structure of the city organization
36:44 uh Communications being a shared service
36:47 meaning we assist all the other
36:49 departments with their overall needs
36:52 means we fit nicely into the
36:54 administrative Services Department
36:56 uh outlined Below on the screen are some
36:59 of our larger
37:01 responsibilities which I'll go into more
37:03 detail later but it includes the city's
37:06 website all of the social media channels
37:08 we are responsible for neighborhood
37:10 engagement and then uh project Outreach
37:14 so anytime another department has a
37:16 project manager who has a project in
37:18 question we help formulate what kind of
37:21 Outreach would be best to the community
37:23 and finally meeting coverage so all the
37:26 meetings that happened in the city are
37:28 recorded or live streamed and our team
37:31 handles putting them online so that
37:34 residents who couldn't attend in person
37:35 can view them later on
37:41 so I talked about the website uh like I
37:44 mentioned uh my team is responsible for
37:47 maintaining issaquah.gov we handle all
37:50 of the content uh really to make sure
37:53 that what is presented to the public is
37:56 up to date as possible and as useful as
37:58 possible so the website tends to operate
38:01 as a central Hub of information for all
38:04 residents and well everyone make sure
38:05 that's a good resource for the community
38:10 second social media we really have three
38:14 main goals we use social media all the
38:16 time but the big thing big three things
38:18 we try to cover are to ensure number one
38:21 that we inform public on all critical
38:24 information be that during emergencies
38:27 or as projects reach different
38:30 thresholds
38:31 reminders on things as simple as like
38:34 you know preschools coming out to make
38:37 sure to register everyone number two is
38:40 to really engage in meaningful
38:42 discussion so we don't view social media
38:45 as a way for the city to push
38:46 information to Residents it's really a
38:48 dialogue so if people approach us with
38:51 questions
38:53 we do our best to answer them or to
38:55 reach out to staff and pass those
38:57 questions along take good good answers
38:59 back
39:00 and finally the last one is to create
39:03 closer connections between the city and
39:06 the community at large so what I mean by
39:09 that is really fostering some of that
39:12 City Pride everyone really wants to
39:14 highlight what a wonderful place is to
39:17 live and work and we do our best to try
39:20 and bridge that connection between the
39:22 community and the City so on the right
39:24 there you'll see a few of the various uh
39:27 social media platforms the city uses so
39:30 YouTube Facebook Twitter
39:32 um there's a robust next door presence
39:34 and a few others

39:39 another way we handle Outreach is
39:42 through newsletters so the city has a
39:44 variety of newsletters but the big two
39:47 are is squat Insider and mayor Mary Lou
39:51 Paulie's newsletter so hopefully you all
39:54 are subscribed to is quite Insider but
39:57 that is our Weekly Newsletter usually
39:59 goes out on Fridays it's just a great
40:02 way to collect all of the relevant
40:05 events news give a snapshot really of
40:09 what's coming up in the community all in
40:11 your inbox so a great way to receive
40:13 that information
40:14 here Paulie's newsletter is really a
40:17 chance for her to talk more about topics
40:20 and she finds of interest for the
40:22 community and those you usually are sent
40:26 out about once a month on average
40:29 foreign
40:32 I talked a little bit about median
40:34 coverage
40:35 um that is all posted to the city's
40:38 YouTube channel and broadcasted also on
40:41 ictv and that we do a lot of other video
40:44 work uh you can see on screen there
40:47 there's a little snippet of a clip from
40:49 Blackberry Parks after our parks
40:51 department we did some work up there we
40:53 went out and captured some footage we
40:56 also do other programmatic stuff so uh
40:59 podcasts maybe familiar with Issaquah
41:01 Buzz it's a recent podcast we started
41:04 between the communications team and into
41:07 the economic development team to uh
41:10 because we didn't catch all of the
41:12 rumors and like local gossip regarding
41:16 businesses
41:22 we all said uniquely Issaquah which is
41:24 another podcast the interpreters needed
41:26 a repetition of that I'm so sorry with
41:28 the background noise the interpreters
41:29 didn't hear that last comment
41:32 so regarding is a club Buzz uh that is a
41:36 podcast between the economic development
41:39 department and the Communications
41:42 Department to really talk about the
41:45 various
41:46 um gossip and rumors regarding
41:48 businesses in town just giving the
41:50 public a chance to hear about uh what's
41:52 coming to town or what's happening it's
41:54 been pretty positively received
41:58 the second podcast I was going to
42:00 mention is uniquely Issaquah which is
42:02 hosted by our mayor she gets a chance to
42:05 interview residents and really talk
42:07 about stories that are unique to his
42:10 applied so giving podcast its title

42:16 neighborhood engagement is another facet
42:18 of our of our role this is really a
42:21 chance for us to meet with
42:23 individualized neighborhoods and we've
42:26 talked about what might be on their mind
42:28 what might be coming up you know staff a
42:32 chance to to mention projects that are
42:34 in the area or might be relevant to the
42:37 community and we do our best to meet
42:39 with each individual each individual
42:41 neighborhood at least once a year but if
42:44 there are more projects coming from the
42:46 city perspective we do try and reach out
42:48 more frequently than that
42:52 that is a large-scale quick overview of
42:56 the communications team are there any
42:59 questions on what we do or just kind of
43:02 our role within the wider City audience
43:16 wonderful time

43:37 your team
43:39 um I know you're basically as a
43:41 communication team you're probably very
43:43 short staffed with only three
43:44 individuals but I'd love to hear how
43:47 um in your communication messages and
43:50 the different things you put out how do
43:53 you employ any type of equity lens or a
43:55 type of equity lens and what you do and
43:58 I know you have to be responsive to the
44:00 stakeholders that want to relay certain
44:02 information but how is that done in an
44:06 equity lens with only three individuals
44:10 imagining there's sometimes you just
44:12 have to just push the information out as
44:14 the stakeholders want without much
44:18 edits or without much of of you know
44:21 different things you can do to make sure
44:22 there's an equity lens employee but I
44:24 should let you answer that actually
44:26 no uh it's a great point so as a team of
44:29 three we don't have the Liberty to take
44:31 you know two three weeks at a time on
44:33 every single topic to really figure it
44:35 out so Equity is always a challenge for
44:37 us trying to make sure we're capturing
44:40 um as much feedback as we can to ensure
44:43 what we get out uh matches what everyone
44:45 needs so to start
44:48 um we kind of view what needs to be
44:51 covered at a city-wide level versus
44:53 sometimes projects are specific to
44:55 certain neighborhoods I went to the
44:58 Citywide level it's a little bit easier
45:00 we're just trying to make sure we get it
45:01 out to as wide of an audience as
45:04 possible to make sure there aren't
45:05 anybody any any groups that miss out on
45:08 hearing about that information but when
45:11 projects or topics really come up that
45:14 are specific to sections of the city
45:17 um we rely a lot on our project managers
45:20 to help us understand who we're trying
45:22 to talk to so if something comes out and
45:25 we're really reaching out to the South
45:27 Lake Sammamish neighborhood on something
45:28 understanding who that audience is uh it
45:32 helps dictate what types of tools we end
45:35 up using as some community members
45:38 alluded to earlier not everyone reacts
45:41 the same way to information so if one
45:43 section the city is really good about
45:45 being in touch via surveys and online
45:47 resources we can rely on those but other
45:50 neighborhoods aren't the same so we need
45:52 to rely on our project managers to help
45:54 us figure out the best way to ensure as
45:56 much of an equitable distribution of
45:58 information as possible

46:40 disabled uh compliance with the Ada and
46:45 so I wanted to know if there's a little
46:48 bit more of an explanation as to how
46:52 that compliance with the Ada is um
46:55 realized within the Communications
46:56 Department
46:59 absolutely it is something we're always
47:01 striving to do better with our website
47:04 is built to be both fully ADA Compliant
47:09 in terms of the material present but
47:13 there are always nuances to that so if
47:16 we place an image on a website location
47:19 or use an image in a social media post
47:22 we're striving to use alt text whenever
47:26 possible so things like screen readers
47:28 are fully covered again trying to remove
47:31 as many barriers as possible so that no
47:34 one feels like they are limited from
47:36 learning about what's happening with the
47:38 city

49:03 so the Ada says that handicaps refer to
49:09 a significant
49:12 impact on your basic life skills so this
49:16 can include learning reading
49:18 communication and thought so are we
49:22 considering also different forms of
49:24 learning some people are visual Learners
49:27 learn auditorily or kinesthetically are
49:32 there different forms of reading that
49:34 are considered like Braille or sign
49:36 language
49:39 yeah excellent question so
49:42 um as best as we can we try and cover
49:44 some of those some of them are a little
49:46 more challenging uh we don't have uh
49:49 audio recordings of all content so a
49:52 little tough uh for that audience at
49:54 times
49:55 um there are ways we can try and improve
49:57 that certainly so luckily for some of
50:01 those things like Braille reading I
50:02 think screen reading tends to cover a
50:04 lot of the same aspects so hopefully
50:07 that that meets that audience's need but
50:09 uh obviously the communications team is
50:12 open to any suggestions this board has
50:14 for ways to improve the way we go about
50:18 providing information
50:22 say we have a question from lucrecia in
50:25 the room
50:29 so my question is I haven't honestly
50:32 been on the city page in a couple months
50:35 so if this has changed um just let me
50:38 know but one of the recommendations that
50:40 I have had in the past is that your
50:43 translation tool is at the very bottom
50:46 of the page and if I was a non-english
50:51 speaker a non-english reader
50:54 I I don't know that I would scroll
50:57 through an entire page in order to
51:00 figure out like oh I can actually see
51:02 this page in the language that I can
51:04 read
51:05 and I don't know if that's for aesthetic
51:07 reasons or or why that is but I would
51:10 really encourage you to visit other
51:14 um City Pages from other parts of the
51:17 the state that do have that translate
51:21 button on the top right corner so that
51:24 people who cannot read in English can
51:27 easily find it and and I think that's
51:30 actually an international standard
51:31 because I visit International Pages a
51:34 lot and can translate directly from that
51:36 section
51:37 yeah I completely agree with you
51:40 um we have some limitations that we use
51:42 a sort of uh General large scale
51:46 solution to build our website and where
51:48 the Google translate button is located
51:50 is hard coded into the website it's
51:53 something that I've brought up with our
51:55 our website producer to see if we can't
51:57 adjust that because I agree with you in
51:59 the footer isn't the most natural place
52:01 to go looking for that solution
52:04 thank you and is there anything that we
52:07 can do to support your effort to address
52:11 that with whomever
52:13 hardwires that or whatever the language
52:15 is sure
52:17 um I I think if the board is comfortable
52:19 I'm happy including that as a
52:21 recommendation next time I reach out

52:25 are some options uh to adjust the
52:28 location of where that displays on the
52:30 website

52:41 recommendations I've done in the past
52:43 for a company I work for is we
52:46 recommended that we have instructions on
52:48 how to translate or that it even exists
52:51 because sometimes people don't know how
52:53 to do it and so just messages that are
52:57 friendly in other languages especially
52:59 languages that reflect our community so
53:03 then that means landing page looks
53:05 welcoming to our linguistically diverse
53:08 community and they can see messages in
53:10 their language that helps direct them on
53:13 how to translate and how to access the
53:16 information especially for resources
53:19 such as community service resources that
53:22 they might be trying to access
53:25 and language would be a barrier for them
53:28 mm-hmm okay to make sure I understand uh
53:31 the suggestion would it be for the home
53:34 page to feature that type of terminology
53:38 or are you thinking something where we
53:39 have like a centralized location for
53:42 explaining how to access those services
53:44 so a link for them to be able to see
53:47 their language identified and if they
53:50 click on that language it kind of gives
53:51 them a little
53:53 explanation in their language like
53:55 scroll down until it speaks it is in my
53:59 experience it has been a half a year to
54:02 a year time to make those changes but in
54:05 the meantime what can be done such as uh
54:09 you know say espanol if someone clicks
54:11 on that word espanol it just gives them
54:14 some information in their language and
54:16 directions scroll down you can change
54:18 the website here are some resources if
54:21 you're trying because sometimes if they
54:24 even see a number are they comfortable
54:27 college or families comfortable calling
54:29 and sharing information in it's an
54:32 invitation to share in your own language
54:34 and if that possible that possible to
54:37 exist so Jennifer welcome landing page
54:41 show that it teaches them
54:43 but this is okay and you're welcome to
54:46 communicate with us in a different
54:48 language and this is also how to access
54:50 the information in other languages
54:53 I think that's a great idea I think we
54:56 can tie that to the fact that we also
54:58 have a language mind Services over the
55:02 phone so at the same time they're
55:04 learning about how to potentially
55:05 navigate the website in other languages
55:07 they can also you know feel comfortable
55:10 to call in and uh speak to someone over
55:13 the phone with an interpreter at the
55:14 same time to to track down some
55:16 resources if necessary back and thank

56:12 here really giving an overview of some
56:15 of the changes we've made again
56:17 hopefully you've had a chance to check
56:19 out the toolkit
56:21 um fully so we'll just kind of do an
56:23 overarching element right now
56:26 um but let's talk about the purpose so
56:28 really this is an internal resource it's
56:31 uh used to help project managers engage
56:34 with the community on their projects by
56:37 using effective tools and ensuring the
56:40 right timing
56:42 from a 30 000 foot level the toolkit is
56:45 really a guide
56:46 we've spent some years refining it based
56:50 off of our engagement with this
56:51 community to really hone what works best
56:54 and utilizing best practices that we've
56:57 adopted from other municipalities when
57:00 it's it's come clear that certain things
57:02 work really well we like to adopt them
57:03 and bring them into our community as
57:05 well so uh all of that is designed to
57:09 really help the community feel like
57:11 they're aware of what's going on and
57:13 have the opportunity to be engaged when
57:15 appropriate
57:18 as as a was mentioned earlier the
57:21 toolkit's been around for a while we try
57:23 and update every five years or so to
57:25 really put on paper and put online those
57:29 those changes it's a living document so
57:31 if there are things that we discover as
57:33 we go out and talk to the community once
57:35 realize something has worked a lot
57:37 better we do add that immediately but
57:39 every five years or so we try and do a
57:41 full refresh
57:42 this this version really focused on
57:45 three things so number one is we've
57:48 adjusted how the toolkit is put together
57:52 really treating it as a guiding document
57:55 so project managers around the city can
57:57 open it up and there's a lot of
57:59 worksheets in it so they can go through
58:00 step by step and really figure out where
58:03 along the project they are and how best
58:06 to engage with the community
58:08 number two number two is we've uh looked
58:11 to improve uh an equity lens through the
58:14 document it's another reason I'm here
58:16 today is really to get this group's
58:17 expertise make sure what we've added in
58:21 matches or if you have any additional
58:23 recommendations for us to continue to
58:25 look at that so that's one of the things
58:27 we really wanted to highlight this time
58:28 and as I mentioned the third thing is we
58:33 wanted to identify some additional tools
58:35 that are now available for those project
58:37 managers to use as they go out to the
58:40 community
58:42 so I'm going to pause here for that
58:44 second component and really open it up
58:47 to any feedback or initial comments
58:50 um I think we tried to frame it around
58:53 these three questions but obviously
58:54 whatever this uh group this board wants
58:57 to talk about but number one I mean
58:59 really capturing does this effectively
59:01 Infuse an equity lens into the toolkit
59:04 number two uh to your eye are there any
59:08 missing elements that would help staff
59:10 as they plan out their engagement and
59:13 number three are there other groups that
59:16 you feel we should be touching base with
59:18 for their feedback so I think I'll stop
59:21 sharing for a moment we can talk as a
59:23 group see if there's anything else the

1:00:11 the toolkit earlier I thought it was
1:00:13 very thorough I appreciated the fact
1:00:15 that there were like you mentioned
1:00:18 um worksheets and and tools that a PMP
1:00:20 go in to use and I thought that
1:00:24 yeah I thought it would be very usable
1:00:27 and I also thought that it allowed the
1:00:29 user to apply the act with the
1:00:30 appropriate Equity lens
1:00:33 um in it as well my question is during a
1:00:36 public comment section A comment was
1:00:39 made that there's not enough space for
1:00:42 feedback for
1:00:44 um large capital projects through small
1:00:46 road projects and I wasn't sure if those
1:00:49 types of projects were in scope for
1:00:52 something that the toolkit would get
1:00:53 used for so I just wanted to on that
1:00:57 absolutely so I think the toolkit is
1:01:00 designed to be scalable so if we have
1:01:03 really small projects that you know only
1:01:06 touch a handful of people a cul-de-sac
1:01:09 we can adjust what tools are used to
1:01:12 really focus on making sure that group
1:01:14 is attached and aware of what's going on
1:01:17 um the worksheets are designed so that
1:01:19 if they don't apply you can just skip
1:01:20 them and move on to the next step
1:01:23 um but going all the way up in terms of
1:01:25 scaling to large capital projects we are
1:01:29 in the process of a few of those so one
1:01:32 in particular you know we're doing some
1:01:34 changes the city is on Northwest
1:01:36 Sammamish to add to non-motorized
1:01:39 functions so that's that's got a whole
1:01:41 lot of stakeholders and it's a huge
1:01:43 project for the city so we take
1:01:45 something like a toolkit figure out
1:01:46 which audiences are involved both
1:01:48 geographically and usability so
1:01:51 non-motorized we have a large cycling
1:01:53 component to that so we want to make
1:01:54 sure that as you're looking through who
1:01:57 all the stakeholders might be you find
1:01:59 ways to touch base with all those
1:02:01 communities on those types of projects
1:02:03 so ideally I believe it covers all those
1:02:05 things again if there are gaps we're
1:02:07 always open to looking at improvements
1:02:10 um yeah thank you for your comments

1:02:29 question so thank you for that and um my

1:02:36 um when I look at let's say everything
1:02:38 that's done in Communications
1:02:41 I always I mean I I think engaging with
1:02:44 our group with the equity board would be
1:02:46 depending upon What's
1:02:48 um going to be communicated to the
1:02:50 public us having as a board having a
1:02:53 lens into maybe certain pieces of
1:02:55 communication so for example if I were
1:02:59 communicate something out to the Latino
1:03:01 Community
1:03:02 one of the people I'd reach out to would
1:03:04 be Christina of course right of course
1:03:07 um and so I wonder about those different
1:03:09 things that happen in the communication
1:03:10 realm because I'd hate to see the city I
1:03:13 love make the mistake that Band-Aid year
1:03:15 did years ago when they pushed out their
1:03:18 flesh-colored Band-Aids and saying that
1:03:20 they were flesh colored without talking
1:03:22 to people like me and saying what do you
1:03:25 think about this you do if you see what
1:03:26 I'm saying what I'm going with there and
1:03:29 um what's your thoughts on maybe
1:03:33 integrating our eyes and ears and
1:03:37 um on certain pieces of communication
1:03:40 before they go out to public
1:03:43 yeah it's a it's a great insightful like
1:03:47 idea to try and figure out how best to
1:03:49 implement something like that
1:03:52 um I know the city Communications team
1:03:55 in particular likes to try to utilize
1:03:58 Monica's team and by extension I guess
1:04:01 the board would be a good way to look at
1:04:02 that and making sure we're not missing
1:04:08 forgetting to think about different
1:04:10 lenses to how we we go about that kind
1:04:13 of communication
1:04:14 um I could see value in trying to figure
1:04:17 out especially on larger projects where
1:04:19 we want to make sure there's
1:04:22 bandwidth to cover if we have timelines
1:04:24 that allow for that type of type of
1:04:26 Outreach to really figure out if there
1:04:28 is a component there for the board
1:04:30 knowing full well your your plates are
1:04:32 already so full with so many things I
1:04:34 wouldn't want to be a burden but I agree
1:04:36 with you there might be a communication
1:04:37 component that would be valuable to at
1:04:40 least run by the board to see if they
1:04:42 have other suggestions or potential
1:04:45 avenues that hey this group over here
1:04:47 might have a vested interest have you
1:04:49 talked about reaching out with them
1:04:50 right and I think that all this if they
1:04:53 don't mind me interrupting I think
1:04:54 that's all depending upon what's what's
1:04:57 to be put out to the public space so to
1:04:59 speak right if it's something that makes
1:05:02 sense if it's in some way involving the
1:05:04 Jewish community community Latino
1:05:06 Community maybe
1:05:08 um any type of diaspora of what we do in
1:05:11 the equity lens then I think that we
1:05:14 should have like you know and hopefully
1:05:16 hopefully taking some of the things off
1:05:18 of Monica's plate that we can all weigh
1:05:20 in on some of those things that may
1:05:22 involve
1:05:23 um different varying communities within
1:05:26 the larger Issaquah area
1:05:29 that's certainly something we could look
1:05:36 Monica did we have anyone in the room
1:05:37 that would like to make a comment or
1:05:39 have a question
1:05:46 okay yes I I just wanted to give
1:05:48 everyone an opportunity
1:05:50 um but my question was simply related to
1:05:52 timing
1:05:53 um because I know that specific
1:05:55 activities tend to take a little more
1:05:57 time for example Black History Month we
1:05:59 typically start planning a few months
1:06:00 ahead
1:06:01 um and things like that so when you all
1:06:04 are preparing uh your public
1:06:06 announcements then
1:06:09 um do you all look at a specific
1:06:10 timeline so that if you do have to
1:06:13 incorporate some comments from the
1:06:15 equity board or some suggestions you may
1:06:18 have the the correct amount of time to
1:06:20 get it done
1:06:22 yeah I think it's a vague answer
1:06:25 um but I think it's very dependent on
1:06:27 the project sometimes we know they're
1:06:29 coming and we have plenty of time like
1:06:31 you mentioned something that went
1:06:32 initiative we do every year annually
1:06:34 it's a little bit easier to plan those
1:06:35 out at other times uh the information
1:06:38 comes to us and as almost like middlemen
1:06:40 we're like well let's see what we can do
1:06:42 best with this get out of the community
1:06:44 in a timely fashion because it's uh it's
1:06:46 pertinent information
1:06:48 um but as best we can we try to build in
1:06:50 larger time scales it's just not always
1:06:52 possible

1:07:05 I'm not sure if you heard pretty earlier

1:07:10 um yeah I was actually trying to call on
1:07:13 her and uh
1:07:17 okay I will go so I just had a couple of
1:07:20 uh comments and maybe some questions
1:07:23 um one thing is and maybe I'll I'll
1:07:27 maybe suggest that you Google it but I I
1:07:29 think the word stakeholder is becoming a
1:07:32 little bit out of um
1:07:34 use in these contexts there's some
1:07:37 history with broken treaties and
1:07:41 contracts with our native and indigenous
1:07:44 people and so it's just got some bad
1:07:47 um connotations to it this day so these
1:07:50 days so I'd recommend maybe thinking
1:07:51 about that and kind of doing a little
1:07:53 bit of research around my work
1:07:57 the next thing in in some other
1:08:02 Community engagement or public
1:08:04 engagement spaces I've been in that that
1:08:07 I've seen also so I I see here you've
1:08:10 got like informed consult collaborate
1:08:12 I've also seen things extend as far as
1:08:14 co-create and so I'd encourage you to
1:08:17 think about what is that explainer to
1:08:19 actually work more hand in hand with
1:08:22 impacted communities to create
1:08:25 solutions that they initiate versus
1:08:28 having staff and others kind of initiate
1:08:31 what alternatives are so just kind of
1:08:34 think about like if there's another
1:08:35 layer around
1:08:37 um this the kind of the level of
1:08:39 Engagement
1:08:41 um that could be added here
1:08:46 so I don't I know we've uh kind of
1:08:49 approved and I know it's been kind of
1:08:51 now accepted as a city policy that an
1:08:54 equity framework and so I I know you've
1:08:57 tried to integrating Equity lens here
1:08:58 and so I don't know if you've used that
1:09:00 uh newly adopted Equity framework as a
1:09:03 way to guide but I would recommend
1:09:06 pulling in language from there in
1:09:08 references to that document as well so
1:09:11 it's a Super Fresh and current because I
1:09:14 know that's going to be started like the
1:09:16 implementation or training around that
1:09:17 would be happening pretty soon
1:09:20 and then
1:09:24 just a couple more things um so one
1:09:27 thing is um I think there's like a layer
1:09:29 of questions underneath here like even
1:09:32 around like are you planning to provide
1:09:34 Refreshments kind of thinking about like
1:09:37 given the community where the engagement
1:09:39 is happening are they culturally
1:09:42 appropriate Refreshments or are you
1:09:44 being a little bit more Global in what
1:09:46 you think about in terms of providing
1:09:48 Refreshments or just kind of things like
1:09:50 that that actually kind of uh maybe it's
1:09:53 a deeper level of detail but I think
1:09:55 that's also kind of in uh a way to make
1:09:58 folks feel of different communities feel
1:10:01 welcome in these public spaces where
1:10:03 they may not have frequently
1:10:04 participated
1:10:07 and um my one last thing is you know I
1:10:10 see the the table with the ballistic
1:10:13 organizations
1:10:14 um recommended you know it's about
1:10:16 specific examples and I'm thinking about
1:10:18 like so there's a heading for cultural
1:10:20 groups like the Muslim Community
1:10:22 Resource Center and um I'm thinking
1:10:26 about what kind of Engagement falls
1:10:28 under cultural groups or it seems like
1:10:30 they would be a good group to reach out
1:10:32 to across these other policy areas like
1:10:36 neighborhoods property owners and so I
1:10:39 I'm not sure how
1:10:42 by getting stuck on that row of cultural
1:10:45 groups about limits uh the projects that
1:10:48 they are
1:10:50 um kind of highlighted to be to engage
1:10:52 with so just kind of broadening
1:10:54 how these organizations are kind of
1:10:58 selected for different rows
1:11:01 so those are some of my um thoughts
1:11:04 oh thank you those are great
1:11:07 um and I appreciate you uh letting me
1:11:09 know about the terminology I had not
1:11:10 heard that one so I'm definitely going
1:11:11 to have to look into that for your
1:11:14 question regarding uh the groupings
1:11:17 itself I think the the thought process
1:11:19 there is not to kind of Select and uh
1:11:24 basically statically Place those groups
1:11:27 so much as if there are
1:11:30 areas in your project scope that may
1:11:33 impact things considering both cultural
1:11:36 groups as its own own group I'm
1:11:38 desperately trying to avoid using the
1:11:40 word stakeholder right now and it's
1:11:41 stuck in my head
1:11:44 so if if you say you're you're working
1:11:47 on a project at a certain intersection
1:11:49 or at a you know certain location
1:11:53 geographically keeping in mind that
1:11:55 you're not only thinking about the
1:11:57 residents who live there but all the
1:11:58 potentially groups that may practice in
1:12:00 that area or have a larger impact in
1:12:03 that zone really
1:12:05 um thinking about those different groups
1:12:06 in that way too but certainly there
1:12:08 isn't any reason that those cultural
1:12:10 groups can't be
1:12:11 um uh their feedback can't be used in
1:12:13 other locations as well so that's a good
1:12:15 point
1:12:16 and I'm forgetting your middle one now
1:12:18 so I apologize if there was anything
1:12:19 outside of comment there that you were
1:12:21 looking for Clarity on
1:12:24 I think so thank you

1:12:45 the equity slide I did notice that the
1:12:48 equity framework link and the religious
1:12:50 and cultural calendar links were there

1:12:56 being called out
1:12:57 um the question is that another question
1:13:00 that was raised during the public
1:13:02 comment section was a comment about
1:13:05 putting the toolpit out in the public
1:13:07 for in order to ask for public comments
1:13:10 and feedback and I am imagining that by
1:13:15 virtue of having it in our agenda and
1:13:18 this being a public session that that's
1:13:19 one way in which
1:13:21 and wondering if there are other ways in
1:13:25 which that gets accomplished currently
1:13:28 sure so I think
1:13:30 like I said we have it here at this
1:13:32 board meeting we we often uh take
1:13:35 feedback from other groups too to try
1:13:37 and figure out if we're missing anything
1:13:39 during that engagement process
1:13:42 um the toolkit itself tends to be like a
1:13:44 positive feedback loop as it's used
1:13:46 we're engaging with the public we learn
1:13:48 when things don't work well those things
1:13:50 get removed as new things get added so
1:13:53 um thankfully the toolkit itself does
1:13:55 have its own public engagement process
1:13:57 by just virtio being used uh it wasn't
1:14:00 part of the the practice
1:14:03 um currently planned in the timeline to
1:14:06 take it out to the wider audience for
1:14:08 any type of feedback but uh there is the
1:14:10 commitment to always be open to
1:14:12 suggestions from the community if they
1:14:14 feel there are other ways that would
1:14:17 allow us to engage with them

1:15:12 that I I was only in a loop because I
1:15:15 was following my neighborhood Facebook
1:15:17 group but it was very tight and so if
1:15:20 there's not a very tight group people
1:15:23 can get easily lost in trying to do the
1:15:26 follow-up work and so if people are and
1:15:30 then reading the link to that that work
1:15:33 I noticed that you had to opt in to be
1:15:36 notified about ongoing work
1:15:39 and so I'm just wondering if there's
1:15:41 some way that that information can be
1:15:44 more accessible to those people who've
1:15:46 participated and much more welcoming
1:15:49 because I think what happens is that in
1:15:52 a sense of community people once they've
1:15:55 expressed Community input they now want
1:15:59 they gave something to this discussion
1:16:02 and now they want to receive like hey we
1:16:04 heard you this is what we decided so
1:16:07 something a little bit more Concrete in
1:16:10 their response from the city and I
1:16:13 totally recognize Thomas that you're a
1:16:15 three people group and getting something
1:16:17 complete back so I'm wondering if
1:16:19 there's some way to help that situation
1:16:22 but I think it would be good to how do
1:16:25 we go out so that it's more it's not
1:16:29 that the the community has to constantly
1:16:31 go on the website and navigate it
1:16:34 because
1:16:35 it can be challenging for many but how
1:16:39 can we go out to the public more with
1:16:41 response especially to those who have
1:16:44 shown interest and engaging with very
1:16:47 direct
1:16:49 clear response of we heard you this is
1:16:52 what we did here's our next step
1:16:55 and it's something to more to create
1:16:58 that relationship that ongoing dialogue
1:17:00 that I think in seeing this I feel like
1:17:02 there's a component missing and I can it
1:17:06 feels like it's there in listening
1:17:08 because it says collaborate and it feels
1:17:10 like it's there but as Katie said I
1:17:13 think we need to have I'm wondering if
1:17:15 we can add a few more components and
1:17:18 then one of the components about how do
1:17:20 we create that relationship in that
1:17:22 community
1:17:23 foreign
1:17:25 no excellent excellent questions
1:17:28 um I think we've tried a number of ways
1:17:30 to try and make it feel like the
1:17:32 feedback that's given on projects is
1:17:35 well received and kind of closing that
1:17:36 feedback loop but it's not always the
1:17:39 easiest to make sure we capture everyone
1:17:40 so it's always a work in progress
1:17:43 um we can certainly look into some ways
1:17:45 that makes for a more as you used
1:17:47 concrete way of kind of highlighting how
1:17:50 we've heard the information and how it's
1:17:53 I think we we often use the website as
1:17:56 uh the lowest possible barrier but that
1:18:00 doesn't necessarily mean it's the is the
1:18:01 best solution so putting information
1:18:03 they're saying here's here's the survey
1:18:05 we heard here's kind of the feedback
1:18:07 here's the next steps really easy for us
1:18:09 to put that information there but not
1:18:10 always the easiest for the residents to
1:18:12 find so we can look into ways to try and
1:18:15 improve on that for sure
1:18:17 I don't know if there's a super like
1:18:20 obvious solution but we can definitely
1:18:22 brainstorm that and try and find some
1:18:23 solutions

1:23:31 another couple months because I do think
1:23:34 a lot of the Queens she had were really
1:23:37 valid points that need to be addressed
1:23:39 especially if you're looking through the
1:23:41 eyes of equity and to me it's always
1:23:44 also about community and relationship
1:23:48 there are some words
1:23:50 there are definitely things that pretty
1:23:53 had mentioned that I'd love to see added
1:23:55 and I'd love to do a follow-up to see
1:23:58 where they are in their thinking so that
1:24:00 it is an ongoing conversation with us
1:24:03 because it feels right now that it's a
1:24:05 very loose there are many loose ends
1:24:07 with between what she said and what he
1:24:10 said and how does this all come together

1:24:21 agreement in the room is that you would

1:26:30 um in the spirit of you know making sure
1:26:33 that the public comments aren't just
1:26:36 don't just fall on the floor if we would
1:26:39 go back to the beginning of this session
1:26:41 collect the questions and even present
1:26:44 them back to Thomas via email
1:26:47 um so that he can perhaps provide more
1:26:49 more feedback to those questions I think
1:26:52 that would probably also help our public
1:26:55 commenter to feel that you know they've
1:26:58 been heard

1:27:04 Elisa is saying in that I don't know
1:27:07 that there's anything worse than than
1:27:09 losing engaged community members right
1:27:12 and you don't want to reach a threshold
1:27:15 where
1:27:16 people who are very vested
1:27:20 um just walk away because most of the
1:27:22 time they don't walk away there's
1:27:23 usually Fallout right and now their

1:29:33 um refreshing everyone's memory we
1:29:36 talked about the work plan back at the
1:29:38 end of 2022
1:29:40 and if you recall we had two types of uh
1:29:45 working items on one end agenda items
1:29:48 that will be brought to the equity board
1:29:51 throughout the year from various
1:29:52 different departments and then a second
1:29:55 set of agenda items that were board
1:29:57 board member proposed the gender items
1:30:00 we went through a prioritization
1:30:02 exercise and we came up with
1:30:05 um we prioritized for for this year
1:30:08 forage and the items and then we created
1:30:11 an ad hoc small subcommittee I want to
1:30:13 thank pretty Kelly and Alyssa for
1:30:17 working together over the last couple of
1:30:20 months in detailing the scope of work
1:30:23 for those four agenda items so those
1:30:26 were we put those and in the packet for
1:30:29 you tonight I'm happy to share the
1:30:31 screen for a brief overview overview
1:30:35 um if you would like to go through those
1:30:37 and really the next step if you there's
1:30:40 always work to be done in scoping out
1:30:43 those work plan items I think
1:30:46 um our and my recommendation as staff
1:30:48 would be to really start creating other
1:30:51 like subcommittees for each of those
1:30:53 agenda items and start scheduling
1:30:55 meetings and start working on those and
1:30:57 we can adjust those as we go otherwise
1:31:00 we can work on perfecting this scope of
1:31:03 work for those uh for until the end of
1:31:05 the year and then we are going to find
1:31:07 ourselves not making much progress
1:31:10 um so that being said I just want to
1:31:13 briefly call out uh just as a refresher
1:31:16 the the four big topics uh that the you
1:31:20 as a board agreed upon a couple of
1:31:23 months ago so
1:31:25 um and we worked a little bit on some
1:31:26 titles and again on definitions but the
1:31:29 first one was to explore bias and
1:31:31 privilege through data in City
1:31:33 departments so this is a long term goal
1:31:37 because ideally as the committee with
1:31:39 pretty Kelly and Alyssa suggested it
1:31:41 would be great to work with all City
1:31:43 departments for this year though in
1:31:45 particular uh as the board
1:31:48 um clearly intend that you'd like to
1:31:50 start working with the police department
1:31:52 in identifying bias and privilege to to
1:31:55 through Data Tracking there so so that
1:31:58 is um the one work item that we are
1:32:03 ready to start on the identified
1:32:05 Community Partners in that and staff
1:32:09 partners identified some objectives
1:32:12 timelines for that the second work item
1:32:16 for for the year as you prioritize was
1:32:19 exploring bias and privilege in business
1:32:21 and customer service in particular so
1:32:24 this would be a body of work with with
1:32:26 the community it's a community facing uh
1:32:28 agenda item we would also work with our
1:32:31 Economic Development Partners on this we
1:32:33 lost everyone Maybe

1:37:37 February 16 meeting planned that will be
1:37:40 a joint meeting with three other boards

1:42:20 consultant at that time Chan Kelly Ray
1:42:22 proposed to uh to city council and just
1:42:27 again as a brief background city council
1:42:29 approved that as a pilot this year we
1:42:32 would like to try to implement it and
1:42:34 later on provide feedback on how that's
1:42:36 working internally also at the city
1:42:40 staff are are trying to implement it and
1:42:43 I think rightfully so pretty uh
1:42:45 expressed interest and proposed to the
1:42:48 board let's start using the equity
1:42:50 framework as a tool for the projects
1:42:54 that come to us
1:42:55 so just wanted to open it up for any
1:42:58 question conversation that you would
1:43:01 like to have as a board and moving
1:43:03 forward how you would like to use it and
1:43:05 what would be helpful to you all
1:43:11 anything other than for me just putting

1:53:09 whether it's a report that we are

1:54:42 if it makes any sense to try to test
