0:10 the equity team here at the city and i
0:13 coordinate community equity initiatives
0:15 i also have the pleasure to serve as the
0:18 staff liaison for the
0:20 new equity board
0:22 and i also have the pleasure and the
0:24 honor to just call the meeting to order
0:27 at six pm it is our very very first
0:31 inaugural
0:32 meeting for the equity board
0:35 tonight i will serve as um
0:38 the facilitator for the meeting until a
0:40 chair will be selected later on tonight
0:44 and so before doing a formal roll call
0:48 of the new
0:49 uh equity board members tonight i would
0:52 like to go over a few technical details
0:55 as you may be familiar already the
0:58 governor's proclamation
1:00 2028 related to the call with kovit 19
1:03 emergency
1:05 and open public meetings this meeting is
1:07 being held remotely
1:09 in addition to board members in
1:11 attendance tonight we have the honor and
1:14 pleasure to have with us also mayor mary
1:17 lou paulie in attendance tonight um
1:20 along with other city staff we have the
1:22 chief of staff tina eggers city clerk

6:03 i am outside down in seattle at my son's
6:06 house who just gifted us with our first
6:08 grandbaby so i'm not in issaquah tonight
6:11 um really excited um but i have to tell
6:15 you i'm really excited about tonight and
6:17 officially launching this equity board
6:19 in our city
6:21 as you will see as you work through the
6:23 meeting tonight i know you met monica in
6:25 the interview process but you are going
6:27 to be working with an amazing
6:28 facilitator and her support and
6:30 enthusiasm for equity and inclusion are
6:33 just going to be effective she is
6:36 she's crazy it's going to be she's a
6:38 wonderful support for your team and i
6:39 want to thank her for all the work that
6:41 she did to set up the interviews and to
6:43 invite the mayor to be a part of it the
6:46 mayor typically in boards and
6:47 commissions is not part of the interview
6:49 process nor
6:51 does the mayor address boards and
6:53 commissions with with high frequency but
6:56 i do like to be here for the kickoff and
6:58 monica was very gracious enough to allow
7:00 me to share a few words with you tonight
7:02 but i want to welcome all of the
7:04 inaugural members who i had a chance to
7:06 meet during the board recruitment
7:08 process
7:09 i and the entire interview team were so
7:12 impressed with the level of expertise
7:14 professionalism lived experience and
7:17 resilience that this group bring i think
7:20 it was one of the most exciting panels
7:22 that i've ever been on with the city
7:24 the equity board is the result of a
7:26 year-long community-led conversation
7:29 around the role of residents in the
7:31 city's equity initiatives
7:33 during this process we heard from many
7:35 community members who expressed deep
7:38 care for this community
7:40 but also shared painful experiences
7:42 about not feeling welcomed and included
7:46 as mayor i want to highlight our
7:48 commitment to making it
7:50 a city of choice for all community
7:52 members especially those from our
7:54 diverse communities including black
7:56 african african-american hispanic latinx
8:00 asian indigenous immigrants and refugees
8:03 we recognize that the city would benefit
8:05 from the knowledge and expertise of this
8:07 diverse community that lives in issaquah
8:11 so i just want to remind everyone
8:12 tonight and those that may be listening
8:14 or watching your tape later that the
8:16 objective of forming this this war is
8:18 equity board in issaquah
8:21 is to support and cultivate the voices
8:23 of the diverse community in issaquah by
8:26 advising the mayor the city council and
8:29 city department on the city's plans
8:32 policies regulations and programs
8:34 related to equity initiatives
8:36 i look forward to collaborating with you
8:38 and for the city to benefit from your
8:41 wealth of expertise and your keen advice
8:44 as we deepen our work on advancing
8:46 equity in our city thank you so much for
8:48 putting up your hand to serve so proud
8:50 of all of you
8:56 thank you so very much mayor paulie um
8:59 we so appreciate your support um
9:02 and we are so so grateful to have you as
9:04 our leader

9:32 would love to hear from you and to
9:35 give us some information from about
9:37 yourself tell us about something that
9:39 you would like to share about yourself
9:41 personal and or professional
9:44 get to know the other equity board
9:47 members
9:48 and i believe um right as we are
9:50 starting the meeting um
9:52 shay was
9:54 recommending something interesting add
9:55 something interesting about yourself or
9:57 what was that shay did i remember that
10:00 correctly yes um i think it's always
10:02 great to get to know people by knowing
10:04 something interesting about themselves
10:06 there's something unique that
10:08 maybe everybody doesn't do
10:10 and it's a little easier than doing
10:12 something funny
10:17 so yes so let's start with introductions
10:19 i'm not gonna call on you perhaps we can
10:22 practice the the chat feature and you
10:24 can take turns because i don't want to
10:25 put you on the spot if you want to go
10:27 more towards the beginning or towards
10:29 the end so we can take turns just put
10:30 that going in when you're ready you just

10:53 um so for those of you who haven't met
10:56 me my name is shalonda curry i normally
10:59 go by shea just because it's a little
11:01 easier to remember
11:02 um also i have lived in issaquah for
11:05 about three years um i moved here from
11:08 st louis with my company nestle purina
11:12 i'm a purina veterinary consultant so i
11:14 managed pretty much all the veterinary
11:16 clinics from here to blaine um
11:19 and something interesting about me is
11:21 that i used to play competitive kickball
11:28 thank you that's amazing thank you
11:30 next tony and then after following tony
11:34 i see lucrezia
11:37 okay let me start well my name is tony
11:39 curry no relation to shay curry but we
11:42 think we might be cousins so we'll
11:43 figure that out actually in the next
11:45 coming weeks so it's good to actually
11:47 meet shea and it's good to see everyone
11:49 um i've lived in issaquah since 2015.
11:52 love love love issaquah
11:54 i was a tacoma um moved here to
11:56 washington state in like the early 90s
11:58 after i left the military so i'm a
12:00 veteran um
12:02 and uh right now i work for microsoft
12:04 and i enjoy my job at microsoft um what
12:08 i do there is project management i
12:11 manage a learning team full of partners
12:13 across the world so i'm usually managing
12:16 projects after project after project um
12:19 but most of all i love issaquah and it's
12:21 great to actually see us to develop an
12:25 equity board and uh and all the things
12:27 that that happened last year you know
12:30 that um issaquah has done and then we'll
12:32 be doing and i'm glad to be a part of
12:34 this uh great very very well versed and
12:37 very diverse team so and a fun fact
12:40 about me i often get mistaken as terry
12:42 crews and oftentimes people don't
12:44 believe i'm actually not him there's a
12:46 quite a few stories that i have that
12:48 hopefully when we all get together and
12:50 have some coffee or just get together
12:52 and just talk and meet each other in
12:54 person it'll be
12:55 fun to you know just share some stories
12:57 fun stories back and forth and get to
12:58 know each other
13:02 so did you hear equity board members i
13:04 think we have actually tony cruz here
13:06 but he's hiding under the tony curry
13:08 name
13:11 i get it
13:13 okay that's awesome thank you lucrecia
13:16 next and then please feel free to

13:26 my name is lucrecia choto
13:30 i moved to issaquah about three years
13:32 ago
13:33 i moved here from portland oregon
13:36 and i'm very much
13:39 a pacifi pacific northwesterner in the
13:42 sense that you know
13:44 i can wear the lipstick but also i'm an
13:47 avid hiker
13:50 for the past eight years
13:52 i travel schooled my children
13:54 and i'm very proud to to say that i am a
13:58 professional mother
14:00 but i am currently empty nesting
14:03 both of my children are off to their
14:05 respective schools my daughter is doing
14:08 her first year at the university college
14:12 of leiden in the hague
14:15 and my younger son chose to continue his
14:18 high school
14:19 at a boarding school in canada
14:22 and so since
14:24 they have decided to pursue
14:26 their studies in that way i could not be
14:28 left behind and so i am currently
14:31 studying both uh ux design and project
14:34 management
14:35 through the um
14:38 interactive design foundation out of
14:41 iceland
14:42 and then um
14:44 let's see i also serve as the treasurer
14:47 with the league of minor minority voters
14:50 and so if you are interested in the
14:52 civic work that it takes to ensure
14:55 access to voting please feel free to ask
14:58 me any questions
14:59 as that is one of my passions
15:02 something interesting about me
15:04 is that
15:06 i was the first female wrestler
15:08 at my high school
15:10 30 plus years ago
15:12 when it was unheard of
15:14 and so that means that i wrestled boys
15:17 not girls
15:18 and i made it to state so
15:21 i held my own uh
15:24 and uh people get a kick out of that
15:25 right because
15:27 you know now i'm in my 50s and so it's
15:29 just a little bit different but that's
15:30 just a little bit about me
15:35 oh chris yeah the amazing things i've
15:37 known you for more than a year and yet
15:39 i'm still discovering things about you
15:42 and then definitely remind me never be
15:44 on the
15:46 wrong foot with you
15:48 because
15:49 i don't want to wrestle with you i think
15:51 you're gonna win for sure
15:53 oh that's amazing thank you so much um
15:56 as you heard you and
15:58 mayor polly say earlier we
16:00 had an opportunity to meet all of you
16:02 during the interview process and after
16:05 each interview we were just always blown
16:07 away by by the amazing community members
16:10 that we met along this um
16:12 this journey so it's just so amazing to
16:14 have you all here so so honored to work
16:16 with all of you
16:18 and next i think i see kelly lined up
16:21 for introductions and then please don't
16:23 be shy we would love to hear from all of
16:25 you
16:26 and um i know we have um a few
16:30 community members in the attendee
16:32 section uh we will
16:34 get to comments public comments uh soon

16:41 um how do you have the floor my name is
16:43 kelly munn and i lived in samamish for
16:46 30 years moved to downtown iskra about
16:49 three almost three years ago
16:51 i have been active in the community for
16:54 many many years around the schools i
16:56 used to run our
16:58 school bond and levy campaign
17:01 i ran them but there was a horde of
17:03 people who were working with me
17:05 and i also used to run big fundraisers
17:08 for the issaquah schools foundation
17:10 from that work as a volunteer i found a
17:13 job
17:14 doing um organizing of community members
17:17 for the league of education voters and
17:19 worked there for 10 years and in that
17:21 work i realized we were trying to
17:24 improve education for everyone
17:26 and i realized that
17:29 there was these entire world of
17:32 communities that i did not understand
17:35 nor see
17:36 and it was my introduction to dei
17:40 it was humbling as i was learning that i
17:42 knew
17:43 really
17:44 not much and um quickly
17:49 tried to absorb and learn as much as
17:51 possible and became part of an
17:53 organization that really took a look at
17:55 ourselves and
17:56 um realized we're one major part of the
17:59 problem
18:00 and
18:01 proud to say at this point it declares
18:03 itself an anti-racist organization but
18:05 that took work
18:07 on many many many levels so the reason i
18:11 wanted to be on this equity committee is
18:13 that i could be
18:14 [Music]
18:16 a voice
18:17 to community members like me
18:20 who want to know and want to learn what
18:23 we're going to be trying to do
18:25 and so i'm an ally
18:26 that's why i'm here

18:35 and next i have i think if i'm keeping
18:38 back here right please correct me if i'm
18:41 not i think next we have prithee and
18:44 megan and after that alyssa
18:47 so good evening i'm preethi modi pan and
18:50 i've lived in issaquah for
18:53 over nine years now with my partner and
18:56 two kids i have a 13 year old and a 15
18:58 year old and my mother actually lives
19:00 down the street my parents were
19:02 immigrants from india back in the 70s
19:05 before i was born
19:06 and um
19:08 let's see
19:12 have been engaged in
19:16 equity diversity inclusion work through
19:19 my whole career and most recently i'm
19:21 doing enterprise management reform work
19:24 and we're also looking at how to infuse
19:27 anti-racism
19:29 and pro-equity initiatives in our work
19:33 and so it's something that i've really
19:34 been committed to
19:36 um personally and in my work and so i'm
19:40 just really excited to engage in in this
19:44 way um as with the city of issaquah
19:47 and um fun fact
19:49 most evenings especially now during the
19:52 pandemic you can find me in my garage
19:54 playing
19:55 lots and lots of ping pong with my
19:56 partner and kids
19:58 and i use she her pronouns

20:10 hi everyone um my name is megan richly
20:13 i've lived in this aqua now for seven
20:15 years we moved me and my family moved
20:17 from
20:18 central california about two seven years
20:21 ago um
20:22 i currently attend issaquah high school
20:24 and i'm a current senior um
20:27 how i kind of got involved in diversity
20:29 and inclusion really began with having
20:32 conversations with my family and trying
20:34 to understand um other people's
20:37 experiences and also trying to learn
20:40 different things of how i can be better
20:42 towards people who might experience
20:45 things differently from me
20:47 how i've also learned to implement that
20:49 is really interacting in my school's
20:51 community
20:52 i've
20:53 done that by
20:54 being the president of my asl honor
20:56 society at my school which has been a
20:58 tremendous leadership opportunity
21:01 um i'm also the captain of our squad
21:05 softball team
21:06 you'll learn that sports is a really big
21:08 thing for me um
21:10 just because you get to meet so many
21:11 different people
21:13 uh and i hope to continue that in
21:14 college so yeah thank you

21:24 applications and definitely exciting and
21:27 i would want to guess stressful times
21:29 for you but i'm so glad that you're here

21:36 hi everybody um my name is alisa stewart
21:40 and i am originally from new jersey i
21:45 moved to essekba i guess about
21:47 a year ago
21:49 and
21:51 really really enjoying it
21:56 work
21:56 remotely for anthem um i've also done
21:59 the i'm mostly an it worker but i've
22:01 done the project management role and
22:03 i've done the product owner and product
22:05 management role and
22:06 stuff but always been an i.t person for
22:09 the past 20 years or so
22:13 sort of interesting thing is that um
22:17 i moved to three states in three years
22:20 2018 i lived in new jersey
22:22 2019 i lived in pennsylvania in 2020 i
22:25 arrived in washington
22:27 um not military just life and i've said
22:31 i'm not leaving here without a crowbar
22:34 um i'm done packing up houses and
22:36 selling houses and moving for a little
22:38 bit now
22:40 so just really excited to be here
22:46 well equally excited to have you on the
22:48 equity board thank you alisa
22:52 and
22:54 next we have lorna

23:01 hi everyone my name is lorna gilmore
23:03 this is my 20th year actually my
23:06 anniversary 20 years in issaquah
23:09 and um those 20 years i have been
23:11 working in the isa school district as a
23:13 teacher for 15 years
23:15 and then for the past five years i've
23:17 been working
23:19 as the an equity and family partnership
23:21 specialist which is a teacher in special
23:23 leave
23:24 it is through that work that i really
23:26 became interested and have worked harder
23:29 and a lot in equity and
23:31 diversity and inclusion as you can
23:32 imagine in my role
23:34 and one of the reasons i started talking
23:36 to monica and the city is because
23:39 in doing listening sessions with our
23:41 students they literally asked us you
23:44 know thank you for doing this work with
23:45 our students with our teachers
23:48 but who is outside doing work with our
23:50 community it is out in our community
23:52 when we are working with our neighbors
23:53 when we are at the stores that were
23:56 experiencing as much of not more racism
23:59 and microaggressions as we are in school
24:02 and also who do you think is teaching
24:04 these kids in our classroom their
24:06 behaviors
24:07 and so that made me realize and became
24:10 very interested
24:11 in helping those students because i
24:13 couldn't be blind and just work
24:15 in the school i had to somehow make sure
24:17 that i was available
24:18 to do this work also outside in our
24:20 community
24:21 and that's one of the reasons i am
24:23 passionate and i was interested in
24:25 working
24:26 with the city uh and being on this board
24:30 other sub two interesting facts was i
24:33 was actually born in india and i moved
24:35 to the united states when i was ten
24:37 and um i've lived in des moines and then
24:40 we went to utah
24:41 the other interesting fact is after
24:43 graduating i was a peace corps volunteer
24:46 in guatemala and worked in guatemala
24:48 environmental education and management
24:50 for two years and i was the youngest
24:52 volunteer in guatemala at that time
24:55 which wasn't that fun to be but it was
24:58 fun
24:59 so thank you

25:04 great to have you thank you for being
25:06 here

25:18 my name is helene kibenge very excited
25:20 to be here this evening
25:22 i'm i'm originally from uganda in east
25:25 africa i moved here with my family my
25:28 husband and my daughter
25:31 in 2016 so it will be
25:34 six six years the coming march
25:37 um i'm a stay-home man for now
25:40 with uh another daughter who was born
25:42 here pandeline she's four years
25:45 um i'm
25:47 a student as well uh as part of you know
25:51 making use of my time i i've
25:54 followed my career i
25:56 studied hr so i'm an hr professional
25:58 with a master's from university of
26:00 sydney in australia
26:03 but i've mostly practiced in uganda in
26:05 africa and with other
26:07 international charities with bases
26:10 in asia in
26:12 europe and australia and in africa
26:15 eastern central and southern africa
26:17 and in all of those places i have either
26:19 lived travelled or studied
26:21 and it's exciting to come to this side
26:23 of the world which was my first time to
26:24 come
26:25 to the united states and washington has
26:28 been my first place to stay since we
26:30 moved here and in issaquah in particular
26:34 so yeah i'm currently taking a um a
26:37 course in the eni i i i did one at uw
26:41 but that wasn't just human resource
26:42 management
26:44 and there was just a bit of dna in it
26:47 and i picked the interest with
26:49 a lot of
26:51 interest going on in the country with it
26:52 and with my hr background and a woman
26:55 coming from africa and a whole lot of
26:57 things in there i felt
27:00 a pool to it so i'm taking a certified
27:03 course in diversity across inclusion
27:05 with the institute of diversity we

27:43 professional experience that you all

28:31 and they're the prime reason that i'm
28:33 interested in integrating into this

28:52 engineering
29:04 but now i'm looking for some other way
29:06 to serve the community so i'm thinking
29:08 of perhaps studying teaching

30:07 i lived in issaquad just i just passed
30:09 my year mark so about 13 and a half
30:12 months i didn't come from very far i
30:13 lived in madison park in seattle for
30:16 almost 20 years
30:19 i i'm a family of three my husband
30:22 jeff and i have a daughter she's
30:25 in high school here at issaquah started
30:27 uh ninth grade
30:29 and we're excited to be uh in this
30:31 in this side of the world from from
30:34 seattle um
30:36 my background is in healthcare i've i've
30:38 worked in healthcare for gosh 25 plus
30:41 years
30:42 my background is primarily with it
30:45 projects but also
30:47 taking part in a lot of administration
30:49 work government programs value-based
30:51 care and
30:52 as you know all know healthcare has
30:53 taken a beating the past past year or so
30:55 so it's been trying to maneuver this
30:57 pandemic has been challenging
30:59 so hopefully we can incorporate some of
31:01 that in our strategy as well um
31:03 i work for a company called cerner and
31:06 um it's a very large it company and the
31:09 program that i oversee is this
31:11 conversion
31:13 of their healthcare i.t system the va
31:15 medical center is migrating from their
31:17 old archaic system to a new system and a
31:19 part of the team is helping to do that
31:21 and the first of the 145
31:25 medical centers in the va to
31:27 bring this system up live is the one in
31:29 spokane so i've been traveling over
31:30 there quite a bit so we have to make
31:32 sure this works well and the one here in
31:34 seattle is probably going to happen
31:36 sometime next year so
31:37 um it's a great opportunity and and off
31:40 is great to serve
31:42 the uh the military families my
31:44 background i'm filipino uh american
31:47 background first generation filipino my
31:49 parents
31:50 uh and my two brothers are in southern
31:52 california where i was raised i moved up
31:54 here in seattle
31:56 right around 2001 and like i said i've
31:58 been in the um in the seattle area since
32:01 then and just moved over here a little
32:02 over a year ago
32:03 um interesting fact about me i i
32:06 absolutely love running and hiking so
32:08 gosh what a what a perfect part of the
32:10 world to be in here right in issaquah
32:11 with cougar mountain your back door
32:15 and i
32:16 love to run so if you see me running
32:17 around the whole neighborhood honk your
32:19 horn so i make sure i see you
32:21 and i'm training for my next marathon
32:24 which is going to be a week from
32:26 saturday
32:27 and i always i run marathons at least
32:29 once a year with two very very very
32:31 close friends and we try to pick a
32:32 different city every year
32:34 so a week from next weekend we're headed
32:37 out to rehoboth beach delaware i'm just
32:40 praying there's not going to be a
32:41 hurricane or something coming by and
32:43 it'll it'll be good weather for that but
32:45 really excited to head over there and
32:47 again it's a pleasure to be here i
32:48 served on the equity committee with our
32:50 church over in the capitol hill madison
32:52 park area and i'm really interested in
32:55 continuing that effort um with my
32:57 community here in surplus uh it's
32:59 exciting to be here thank you for having
33:03 thank you ray so so exciting to have you
33:06 on board as well
33:08 and i think unless please correct me if
33:11 i skipped or missed uh anyone but i
33:14 think uh all of the board members were
33:17 able to introduce and before going to
33:19 the next agenda item i would like to
33:21 give the floor to tony because i think
33:23 he had a couple of questions to some of
33:26 the board members about locations you
33:29 had a question for lisa for christina
33:32 and then for rey so tony would you like
33:34 to ask your questions absolutely i mean
33:36 it's like the great thing about being
33:38 remote like we like to say at microsoft
33:40 and using teams instead of webpack sorry
33:42 a little plug there um but uh the the
33:45 great thing is that we find that there's
33:46 commonality in all of us so um yeah
33:49 actually i think it was a alyssa that uh
33:51 you were you were from marlton uh new
33:53 jersey or you lived there
33:55 i'm actually i'm from um central jersey
33:58 but i lived in morrowindton for a couple
34:01 of years and
34:03 i want to say i worked in mount laurel
34:05 for at the same time so i lived in that
34:07 laurel and i worked in mount laurel and
34:10 and uh
34:11 uh lived in marlton so
34:14 and you were and
34:16 uh tony was chatting that his uh wife
34:18 live wife is from mount laurel
34:22 and so there's our commonality
34:24 yeah yeah well my wife and i just got
34:26 back from there
34:27 actually
34:29 night before last we actually just went
34:31 back for a wedding so it's nice to to
34:33 see jersey although i grew up in the
34:35 west coast it's
34:36 kind of an honorary east coaster now
34:39 very nice
34:40 yeah and so i've had a question about uh
34:43 christina then your um
34:46 where you are from in mexico
34:53 i'm from guanajuato the city is at
34:56 cambardo actually the city is

35:03 the city of the breth
35:06 the state of one
35:08 uh the name of the city is camaro and
35:10 it's known as the city uh where they
35:12 make bread
35:16 interesting my wife would love that
35:18 place she loves bread
35:27 and then i've had a question with uh
35:29 about ray and his uh we both uh are from
35:33 uh southern california so it looks like
35:35 ray you're from glendale
35:37 yeah yeah i've uh one two brothers there
35:40 another and my parents live in burbank
35:42 so they're all right there in that area
35:44 yeah my i i love la i mean
35:48 i love los angeles i've gotten to you
35:50 know love the seattle area but you know
35:53 the rain of course but you can't beat
35:55 that california sunshine if you've never
35:57 been if anyone has never been to
35:59 southern cal you'll hear ray and i talk
36:01 about the sunshine is different there it
36:03 really truly is different yes
36:07 as i get older i miss it more i have to
36:08 be honest
36:10 yes i just have to jump in and say i
36:11 grew up in la as well so
36:14 led is represented
36:16 all right sounds like it

36:28 board so so honored to get to know you a

37:37 equity board is the result of a one-year
37:40 community-led conversation
37:43 there were many many community members
37:45 involved in this process
37:47 and some of them i see
37:49 they are present here in the attendee
37:51 section and
37:54 i also know that
37:56 during the interview process for the
37:57 equity board we had great and many
38:01 community members expressed interest in
38:02 serving and i think the biggest um
38:05 heartache that we all had was that we
38:08 could not say uh yes and welcome
38:11 everyone to be part of the
38:13 equity board since we only had 12
38:14 positions um i um
38:17 so so i would just like to highlight
38:19 that and i would love to work with you
38:21 as a board to continue
38:24 to stay engaged with those passionate
38:26 community members um because there are
38:28 many many community members in isa who
38:31 want to be part of this and want to
38:33 contribute and
38:35 work alongside with us in advancing
38:37 equity in the city so
38:39 um i think i just wanted to say that
38:41 because
38:42 i see some folks in the attendee section
38:45 and that's why i would love to thank
38:47 saba
38:49 we were so um
38:51 alongside with us during this process uh
38:54 bobby ketula the same
38:56 and of course i cannot forget paul wally
38:59 who was part of the interview panel if
39:02 you remember and paul is also
39:05 part of the right to breed committee
39:06 here on the east side so
39:09 um great great kimchi representation and
39:12 in the attendee section you will also
39:13 see two human services staff who are

41:11 both very excited after a whole year of
41:14 doing a lot of work and a lot of people
41:16 involved in this to see the culmination
41:18 of the work and i just wish you all the
41:20 best and uh anything that i can help in
41:24 you with i'll be happy to do that on
41:26 behalf of community thank you monica

41:48 which i think if i'm not mistaken it's
41:50 still on me and it's going to be a brief
41:53 introduction to
41:55 city services and processes
41:59 so allow me just a moment to share my
42:01 screen
42:16 there we go
42:18 let me just a moment here
42:27 there you go thank you so much can
42:28 everybody see the screen well
42:31 okay
42:33 so i'm just gonna provide a very brief
42:35 introduction to um the city services and
42:40 um to our city this is just a very brief
42:43 highlight and overview in the next
42:45 meetings uh we will dive deeper into
42:49 learning more about the different
42:50 services and the different equity
42:51 initiatives internally at the city uh
42:54 today is just like 30 000 foot high
42:57 level overview
42:59 um so the city of issaquah
43:01 was incorporated in 1892 fun fact if you
43:05 didn't know um
43:07 it is also we are a code city as opposed
43:11 to a charter city for example
43:13 and we are under the guidelines of the
43:15 revised code of washington the rcw 35 8
43:19 a i'm sorry um i know it is pretty
43:22 technical i'm happy to go in more detail
43:25 i think the main
43:26 thing to remember here is that we are a
43:28 code city and not a charter city the
43:31 main difference here being that we
43:33 follow guidelines set by the state and
43:35 we don't have our own unique charter
43:38 um as of the 2020 census the population
43:41 if in our city it was uh 40 000 and
43:44 estimated at 51 40 051.
43:47 uh we have a mayor council for the form
43:50 of government in the city our mayor was
43:52 elected is elected and i was just gonna
43:54 say um probably you may know um she was
43:57 just elected last night as our
43:59 to continue to be our mayor for the next
44:01 four years
44:03 very very grateful to serve under her
44:04 leadership
44:06 um we have an appointed city
44:07 administrator
44:09 um administrator wally bobkowicz uh you
44:12 will perhaps have a chance to
44:14 interact at a later time with our city
44:17 administrator
44:18 uh we have seven members of the city
44:21 council they have four
44:23 year terms that are staggered
44:26 um depending on our work plan we might
44:28 have presentations at the city council
44:32 and we will have a chance to interact
44:35 and
44:37 the members of the city council
44:39 are
44:40 have an at-large representation that
44:43 they are non-partisan representatives
44:47 i'm going to move on
44:49 with my overview and it's going to be a
44:51 pretty short one just in a few minutes
44:53 and i'm going to take questions at the
44:54 end of the presentations as i don't see
44:57 the chat during the presentation
44:59 um so just allow me to continue
45:02 you see next to the organizational chart
45:05 um of our city at the forefront of all
45:09 of our services are the residents
45:12 our work is established with inputs from
45:15 input from residents
45:17 our mayor is the chief of operations
45:20 city council focuses on policy making
45:23 and the municipal world is the judicial
45:26 branch if you wish
45:30 our city
45:31 as i said volleyball college oversees
45:33 all services and city departments um and
45:36 of which i'm going to speak in the next
45:39 couple of minutes here
45:41 again this is just a very high level
45:43 overview of all uh the services and
45:46 departments within our city i'm gonna
45:48 start with our city clerk you're gonna
45:50 hear we have on um
45:53 the meeting tonight um on the call with
45:56 us tonight tisha
45:57 uh gizer who's our city clerk and she
46:00 will tell you some more about this but
46:03 um just an overview our city clerk's
46:05 office
46:07 oversees all the records management
46:09 provides support to boards and
46:10 commissions and provides support to the
46:12 city council
46:15 our communications department
46:17 has a very extensive role in everything
46:20 that
46:23 has to do with communications
46:25 at the city from language access to
46:28 web page social media
46:32 all of the recordings and much much more
46:36 is handled by our communications
46:38 department
46:39 we have a community planning and
46:41 development
46:43 where
46:44 again this is a very large and extensive
46:46 department that has to deal with a lot
46:50 information from permitting from
46:52 planning long term and range
46:54 long long range planning and development
46:59 and
47:00 code enforcement and policy
47:04 so many many
47:06 services
47:07 under the community planning
47:09 and development
47:11 we have economic development um
47:14 the wonderful team there um has
47:17 relationships with all of our businesses
47:20 in the community
47:22 our emergency management
47:24 division um handles emergency operations
47:28 training and support for the community
47:31 uh we have an environmental stewardship
47:33 division
47:35 that
47:36 focuses on on climate and environmental
47:39 services they're currently working on a
47:41 climate action plan
47:43 um our finance department that handles
47:45 everything financial related and
47:47 contracts related
47:50 compliance in that section uh human
47:52 services
47:54 as you probably know everything that has
47:56 to do with human services with human
47:58 resources for the city uh they also hold
48:01 the internal equity initiatives uh as
48:04 lead role um and we will talk a little
48:06 bit more about that in a few minutes we
48:08 have an information technology i.t
48:10 department um that handles everything
48:13 i.t related from cyber security to
48:16 helping us manage all the um
48:21 meetings public meetings uh and they
48:24 make it happen
48:25 um and so moving on to just continuing
48:28 other city services our municipal court
48:32 as i said is the judicial branch
48:36 of the city and they handle um anything
48:39 um fort related or police department
48:43 um our parks and community services
48:46 another large
48:48 department and one of the most diverse
48:50 departments in in our city
48:53 includes from parks operations to
48:55 planning and development to facilities
48:57 maintenance to recreation services the
49:00 pool the community center the senior
49:02 center
49:03 human services and community equity is
49:05 also under parks and community services
49:07 and art
49:09 so definitely a large department with
49:10 many many services they are public
49:12 facing
49:14 and last but not least our public works
49:17 um department from public works
49:19 engineering
49:20 to operations from street surface water
49:23 storm sewer water fleet management
49:26 again i don't mean to quiz you on all of
49:29 this this is just meant to be a very
49:30 brief high-level overview to give you an
49:32 idea of the many many departments and
49:35 the many ways in which we touch our
49:38 community and the public
49:41 and um
49:42 like all of these um
49:45 have a relationship with equity right
49:47 and so uh we will talk some more about
49:50 this in the upcoming months for sure
49:53 um i wanted just to call your attention
49:55 to the city wide strategic plan
49:58 just for a moment if you have a chance
50:00 and this was um adopted two years ago
50:04 um if you're not familiar with it um oh
50:07 it would be great if you can get
50:08 familiar with it what i like is that all
50:11 in the guiding principle equities called
50:14 out as a guiding principle in the
50:15 strategic plan and both in the vision
50:17 and mission
50:19 um the city thrives to be a welcoming
50:22 community and it is our mission
50:25 to to foster safe vibrant livable and
50:28 inclusive community and as i said equity
50:31 is called out as one of the guiding
50:32 principles to ensure that issaquah
50:34 services and outstanding quality of life
50:37 are accessible to everyone um again we
50:41 are going to be diving deeper as we are
50:42 going to create our work plan and and
50:44 work on different
50:47 policy reviews uh in supporting the
50:49 council and mayor i just wanted to call
50:52 your attention for a moment this
50:54 city-wide strategic planning
50:56 and last but not least i want to just
50:59 call out a couple of things about equity
51:01 again we are going to dive deeper in the
51:03 upcoming meetings on this
51:05 uh currently though at the city um we
51:08 have um
51:08 [Music]
51:10 two branches if you wish or two buckets
51:13 uh or where um we address equity on one
51:16 end we have the internal faced
51:19 equity initiatives and we have an
51:21 internal equity team composed of 18
51:24 members from
51:25 all the departments that you heard me
51:29 present earlier we will have them as
51:31 guest speakers at one of our upcoming
51:33 meetings
51:34 but the internal equity team um this
51:37 past year focused on
51:39 three subcommittees and work on
51:42 engagement with the community
51:45 recruitment of staff and retention
51:48 as well as volunteers and board members
51:51 um and a training subcommittee that
51:54 focused on providing training to
51:56 um the
51:57 200 and
51:59 i don't know exactly the number of um
52:02 employees i think 280 approximately
52:04 employees that we have i might be off
52:07 there um a dozen or so
52:10 and then the second
52:12 bucket where we address equity is the
52:14 community facing
52:15 uh one so in in the community this is
52:18 where um our team um
52:20 has been focused on community
52:22 conversations some of you i know tony
52:25 has been our panelist and guest speaker
52:27 at our juneteen event uh but um this
52:30 past year i believe we held six
52:32 community conversations
52:34 um on various topics throughout the year
52:37 um we are also involved in equity
52:39 related events um we support language
52:42 access
52:43 to our nonprofit partners and um to
52:47 to the city partners and we are also
52:50 involved in other local and regional um
52:52 groups who are focused on advancing
52:54 equity um again it would be my pleasure
52:57 to invite in the upcoming months
52:59 for you folks who represent the
53:02 different groups in issaquah um so um
53:05 for you as a as a board to become
53:07 familiar with what's in place before we
53:11 start creating a work plan for what
53:13 needs to be done
53:15 um so we can identify the gaps there
53:18 and so with that i think that concludes
53:19 my presentation here i just wanted to
53:22 leave you with a few pictures that are
53:24 my favorite from some of the
53:26 past events that we had uh some of them
53:28 are prior
53:30 pre-covered so it's kind of still nice
53:32 to see people without masks
53:35 and so i think the pictures that you see
53:36 here from one of the welcoming week
53:38 events we had a couple of years ago and
53:41 then here at the top of the screen
53:42 actually uh it's from one of the day of
53:45 the dead events um and i would love to
53:48 actually call that out last night
53:51 uh the latino club one of our

53:58 had an extraordinary event at the
54:00 community center for celebrating the day
54:02 of the dead um and for those of you who
54:05 have the ability and capacity um the
54:08 alter um
54:09 that was created to celebrate the event
54:12 is still available for viewing at the
54:14 community center
54:17 for the rest of the week so if you would
54:18 like to stop by and see that that's
54:20 definitely a great opportunity
54:23 so that concludes my brief presentation

57:35 some uh some basics um because you are
57:39 uh part of a city advisory board um
57:43 there are some uh state laws that uh
57:46 apply to you as volunteers as you serve
57:49 on this board and i want to make you
57:51 aware of those tonight and you're taking
57:54 in a lot of information um so
57:56 monica and myself
57:58 and other city staff we have um chief of
58:01 staff tina edgar's on the call too we're
58:03 all available to you
58:05 later if questions come up on the course
58:08 of your service on the board
58:10 so i'm going to try and keep this pretty
58:12 high level but i'm going to talk to you
58:14 a little bit about washington state
58:16 sunshine laws
58:18 and as the name implies these laws are
58:21 really about ensuring
58:23 transparency in government and because
58:26 this is a
58:28 city

58:36 these laws so
58:38 first we'll talk a little bit about the
58:40 open public meetings act which is one of
58:42 the sunshine laws and it's all about
58:45 ensuring public access to um government
58:49 meetings
58:50 so this being an advisory board that's
58:54 established by an ordinance in the
58:55 city's code this board
58:58 falls under the open public meetings act
59:01 what that means is that we need to
59:03 ensure your meetings are open to the
59:05 public so in a public meeting space that
59:07 means we would make sure there's
59:09 an unlocked door a public meeting place
59:12 that someone could get to to observe or
59:14 provide comment at your meetings and the
59:16 virtual realm that means that we've
59:19 published the link to this meeting we've
59:21 published the phone number for someone
59:23 to call into the meeting
59:24 and you may notice there's some things
59:26 that we ask of you during this meeting
59:29 that are different and that's partly to
59:31 enable someone who might be calling in
59:33 by phone and who can't see you or who
59:34 can't see the chat to be clear on
59:37 everything going on so for example i
59:40 know this is no fun but we do
59:42 we do sort of discourage using the chat
59:44 much during these meetings because we
59:46 want to make sure that anyone calling in
59:48 can hear
59:49 can hear your discussion and debate and
59:52 what you're covering during your meeting
59:59 just a couple more basics about this law
1:00:01 and how it relates to your board so you
1:00:04 will have um as i understand it monthly
1:00:06 regular meetings those are going to be
1:00:08 at a certain day of the week a certain
1:00:09 time and monica i'm not sure i captured
1:00:11 the time correctly here
1:00:13 are you thinking a six o'clock start on
1:00:15 an ongoing basis
1:00:17 i think so yes
1:00:20 thank you
1:00:21 okay so um so it sounds like your
1:00:23 regular meetings will be um once a month
1:00:25 on the first wednesday at six o'clock
1:00:28 um and for now um as monica stated when
1:00:31 the meeting started um the governor has
1:00:33 declared a proclamation allowing us to
1:00:36 hold these kind of meetings virtually
1:00:38 for now and eventually we may move into
1:00:41 like a hybrid dynamic where there's a
1:00:43 public meeting place physical meeting
1:00:45 space and a virtual meeting um and maybe
1:00:48 eventually um it will be all in person
1:00:50 we'll see what the future holds but um
1:00:53 the important thing here is anytime
1:00:54 there's a meeting that deviates from
1:00:56 your regular um
1:00:58 date time or location it's considered a
1:01:00 special meeting and those special
1:01:01 meetings have certain parameters you're
1:01:03 really you're restricted to talking
1:01:05 about things that are on your meeting
1:01:06 agenda so i'm just going to mention that
1:01:09 and again monica and myself can help be
1:01:12 your guides
1:01:13 but you may very well have special
1:01:15 meetings that come up maybe as your work
1:01:18 plan fills out and there's a need to
1:01:20 meet outside of that once a month
1:01:21 schedule
1:01:26 um it may also be that you hold a kind
1:01:29 of a special type of meeting like a
1:01:30 retreat style meeting that doesn't
1:01:32 follow your usual format and again that
1:01:34 would be referred to as a special
1:01:35 meeting
1:01:36 and i'm just going to mention that i'll
1:01:38 be seeing you again one of the things
1:01:40 that we'll be doing to kind of solidify
1:01:42 some of these details like your meeting
1:01:44 date and time will be forming your rules
1:01:46 and regulations so that's something that
1:01:49 we'll be bringing to you potentially at
1:01:51 your next meeting to get your input on
1:01:53 and to and to put in place for this new
1:01:55 board
1:01:57 so another aspect of the open public
1:01:59 meetings act is in addition to making
1:02:01 sure the meeting's accessible we also
1:02:03 are required to provide advance notice
1:02:05 of the meeting and we're required to
1:02:07 provide an agenda for the meeting that's
1:02:10 publicly available as well as minutes
1:02:12 for the meeting and as monica shared
1:02:14 your meetings are like many of our
1:02:16 advisory board meetings are being
1:02:18 recorded and we'll be posting the
1:02:20 recordings to our city website um to
1:02:23 ensure some you know
1:02:25 a lot of access and transparency in this
1:02:27 process
1:02:29 uh public comment is encouraged at your
1:02:31 board meetings and most of our boards
1:02:33 have it as a fixture
1:02:35 of every meeting but it isn't a
1:02:36 requirement the requirement is the
1:02:38 public can be there not necessarily that
1:02:41 they speak
1:02:44 i wanted to take a minute
1:02:45 to talk to you a little bit about your
1:02:47 meeting agendas
1:02:49 so uh we aim to send them out the friday
1:02:52 before your following week meeting um so
1:02:55 you should have gotten an email i think
1:02:56 it might have been for me um
1:02:59 with links to the meeting agenda
1:03:02 as you saw we published them online
1:03:05 and they have some action indicators um
1:03:08 that we think will be helpful to you so
1:03:10 let me see i can get this to work here
1:03:12 i'm going to take this down for a minute
1:03:15 and show you when you clicked the links
1:03:17 in the email that i sent you should have
1:03:20 seen sort of two to other links
1:03:23 that you could choose from to
1:03:25 open the agenda you should have seen a
1:03:28 pdf version which should have launched a
1:03:31 pdf for you and depending on your
1:03:34 viewing options
1:03:35 and i don't know if you noticed this but
1:03:37 there are some bookmarks that we put in
1:03:39 this for you so you can click on the
1:03:41 bookmarks and kind of
1:03:43 move down
1:03:44 the various attachments that are in your
1:03:46 agenda
1:03:49 i would encourage you to consider using
1:03:51 the second link in your email it's
1:03:53 referred to as the html view
1:03:56 and it shows you the agenda and then it
1:03:58 has little hyperlinks underneath each
1:04:01 agenda item with any materials that
1:04:03 we've uploaded and these are materials
1:04:05 that we'd like for you to take a look at
1:04:07 prior to the meeting so you're prepared
1:04:10 as i mentioned to you we add what we
1:04:12 call indicators next to each agenda item
1:04:16 and so um what those look like are these
1:04:18 little um capital letters after each
1:04:21 agenda item
1:04:22 so the i is telling you this is just
1:04:25 informational all you have to do is sit
1:04:26 back and listen
1:04:29 the d
1:04:30 is telling you um you need to be
1:04:32 prepared to participate in discussion on
1:04:34 this item
1:04:36 and the a is telling you that you will
1:04:38 be asked to take action which may mean
1:04:40 of a vote or provide some sort of formal
1:04:44 input as a board member and the key to
1:04:48 these three indicators is at the bottom
1:04:50 of each of your agendas so we hope
1:04:52 that's helpful so that you can be
1:04:53 prepared for the meeting
1:04:57 so tisha this is um
1:04:59 tina agar speaking you do have a
1:05:01 question from tony thank you yes tony
1:05:06 a quick question tisha um it's on the
1:05:08 open meetings um um act so
1:05:12 with the public's um
1:05:15 involvement of course in in the in the
1:05:17 meetings are the is the public able to
1:05:20 suggest agenda items for
1:05:24 upcoming meetings
1:05:26 that's a good question so we don't um
1:05:29 you know your the rules and regulations
1:05:31 that we'll be bringing forward to you to
1:05:33 consider adopting for your board they
1:05:35 would establish things like time
1:05:37 parameters for public comment so most
1:05:40 boards um we recommend a limitation of
1:05:43 about five minutes
1:05:44 and i think i think our boards use some
1:05:46 flexibility per person so if you have 10
1:05:48 people show up you know you can still
1:05:50 get to the business of your meeting we
1:05:52 don't put parameters on what they can
1:05:55 talk about so you know um
1:05:57 what would be most appropriate and what
1:05:59 i assume is that someone coming to this
1:06:01 board would be talking about issues
1:06:03 related to your board but it may very
1:06:05 well be that they have a topic that
1:06:07 they'd like you to consider and
1:06:11 that's something that you can listen to
1:06:13 and absorb and then you as a board
1:06:15 member
1:06:16 could use a mechanism and and we'll talk
1:06:19 about that a little bit more monica
1:06:21 touched on it um
1:06:23 we'll touch on it later in the meeting
1:06:25 about what how your work plan and agenda
1:06:27 items work but it's something you could
1:06:30 sort of
1:06:31 try and get the board to support
1:06:34 moving as an upcoming agenda item so
1:06:37 they are your meetings so the the board
1:06:39 you know a board member will be chairing
1:06:41 these meetings and they are meetings of
1:06:43 the board to get your recommendations
1:06:45 and input but of course the public's
1:06:48 we we want them i'm sure you want to
1:06:50 hear from them
1:06:52 right what their suggestions are so
1:06:54 there's a forum for that
1:06:56 fantastic thank you
1:06:59 absolutely
1:07:11 okay this i'm just going to touch on
1:07:13 really quickly um they're just just
1:07:14 letting you know as an fyi there are
1:07:17 some times that um meetings of the city
1:07:20 of boards like yours can be private but
1:07:22 they're usually for really specific
1:07:24 reasons um like litigation and things
1:07:27 that i i highly doubt your board will be
1:07:30 covering but there are there are some
1:07:32 mechanisms for um privacy on occasion
1:07:39 i'm gonna talk to you about um a quorum
1:07:43 a quorum of the board so your board has
1:07:46 nine members on it and three alternates
1:07:50 a quorum of your board is a majority of
1:07:52 your fixed membership so that's five
1:07:55 members for this board and that means
1:07:57 for you to meet as a board you have to
1:07:59 have five members those can be five
1:08:01 regular members or it can be a
1:08:03 combination of regular members and
1:08:05 alternates who might be filling in for
1:08:07 absent regular members and again we'll
1:08:10 go into this a little more when we go
1:08:11 over your rules and regulations
1:08:14 why that is important is under the open
1:08:17 public meetings act anytime five of you
1:08:20 are discussing work related to the
1:08:23 equity board it needs to occur in an
1:08:26 open public forum it needs to occur in a
1:08:29 meeting like this
1:08:30 and where that can be a little tricky
1:08:33 there's kind of two scenarios i wanted
1:08:34 to talk to you about one scenario is
1:08:37 because you have a lot of shared
1:08:39 interests
1:08:40 um or and experience and even overlap
1:08:43 with your work in some cases you might
1:08:45 find yourself at a regional meeting on
1:08:47 issues of equity and there might be five
1:08:49 of you there
1:08:50 and we um
1:08:52 we would like to work to avoid having
1:08:55 five of you there
1:08:56 um we would like to aim to have four of
1:08:58 you there or fewer and have you report
1:09:00 out to your fellow board members because
1:09:02 it could be construed especially if
1:09:04 there's any discussion or you're
1:09:06 together in that forum that it's sort of
1:09:09 like a meeting of the board where you're
1:09:11 talking about things that could come
1:09:12 before this full group and we only want
1:09:15 that to occur at meetings that are open
1:09:18 and public and that we've anticipated
1:09:21 and published an agenda for
1:09:23 so um that there will be situations
1:09:26 where you will be invited or maybe you
1:09:28 want to share information about an event
1:09:30 with your fellow board members and we'll
1:09:33 um and monica will help facilitate this
1:09:35 we'll be encouraging you to limit it to
1:09:38 less than five of you and again if it's
1:09:40 a something that you really want to hear
1:09:42 about one option would be to provide a
1:09:44 report out at next the next equity board
1:09:47 meeting so everyone could benefit from
1:09:48 what was learned or maybe you could find
1:09:50 a passive way to participate where you
1:09:52 watch a recording or something like that
1:09:55 we really want to um
1:09:58 keep that discussion uh occurring at
1:10:00 these monthly meetings
1:10:02 the other time this can come into play
1:10:04 is by email so if you're replying all to
1:10:08 an email that goes to the board and you
1:10:09 kind of start engaging with each other
1:10:12 or weighing in on issues that can be
1:10:14 considered a meeting um that's being
1:10:17 conducted electronically and so we're
1:10:19 really disciplined with how um
1:10:22 we want you to be disciplined with how
1:10:24 you interact with your fellow board
1:10:25 members by email
1:10:27 um this can even this can even be a
1:10:31 little tricky because it can be you know
1:10:33 um maybe shea and helen um and lorna
1:10:37 communicating by email and then lorna
1:10:40 talking to lucretia who then talks to
1:10:42 christina and then essentially
1:10:45 somebody has talked to five of you and
1:10:48 it's sort of like a meeting outside of a
1:10:49 meeting
1:10:50 um we call them serial meetings so we
1:10:52 want you to avoid those situations we
1:10:54 want you to you know if you want to
1:10:55 connect with one or two of your board
1:10:56 members great but just be really mindful
1:10:58 of this you're serving the community
1:11:00 you're representing the community we
1:11:02 want them to hear and and observe
1:11:04 anything you're discussing related to
1:11:07 your recommendations as a board
1:11:09 so some suggestions if you have emails
1:11:12 like an event or just something of
1:11:14 interest you want to share with your
1:11:15 board members send it to monica and she
1:11:17 can distribute it and that helps prevent
1:11:19 that replying um i'd encourage you not
1:11:22 to reply all to the board emails again
1:11:26 use monica as your conduit and that will
1:11:28 really help
1:11:38 there are some penalties
1:11:40 um if you
1:11:42 viol intentionally violate the open
1:11:44 public meetings act and that's why we
1:11:45 really want to give you this training um
1:11:47 it's also a required training um
1:11:51 and it can have impacts on the action
1:11:53 you take as a board so
1:11:56 that is why i'm here with you tonight
1:11:58 and we're gonna talk just for a few
1:12:00 minutes about the second of the sunshine
1:12:03 um which is the public records act and
1:12:05 this act is all about um transparency of
1:12:08 records so the first one was
1:12:10 transparency of your meetings this one
1:12:11 is um
1:12:13 you know basically saying the public has
1:12:15 access to the records of the city
1:12:17 they're the people's records and so
1:12:19 anyone can ask for records of the city
1:12:22 at any time and we work to provide them
1:12:25 um and because you're now part of the
1:12:27 city board you will be interacting with
1:12:29 um records by and large the records
1:12:31 you're interacting with are created by
1:12:33 the city and sent to you um and so i
1:12:36 think it's unlikely that you'll have
1:12:38 much in the way of your own
1:12:40 generated documents for the board um but
1:12:43 if you take notes or if you have a
1:12:45 document that you create for the board
1:12:47 we just ask you to keep it organized um
1:12:50 know where it's at so in the event
1:12:52 unlikely event but in the event we got a
1:12:55 request for records relating to
1:12:56 something that comes before the board we
1:12:58 could we might ask you do you have
1:12:59 anything that
1:13:01 the city didn't provide you
1:13:03 um also this comes in the form of email
1:13:06 so including monica or another city
1:13:08 staff person on emails related to your
1:13:11 role in the board is wise because then
1:13:13 the city sort of has a copy
1:13:15 of those that
1:13:16 correspondence and i would suggest you
1:13:19 keep your um communications organized so
1:13:21 stick to one email address for your role
1:13:25 on the board and maybe consider
1:13:27 you know filing
1:13:28 those communications again anything
1:13:30 that's sent to or from the city we've
1:13:32 we've got a copy we're good um it's more
1:13:35 anything you're doing outside of um a
1:13:38 city staff where we might ask you you
1:13:40 know do you have any emails that um
1:13:42 we're not aware of and again this is i
1:13:44 think you know fairly unlikely but it's
1:13:46 a possibility anyone can make a records
1:13:48 request a citizen the media someone who
1:13:50 lives halfway across the world um so
1:13:53 it's it is a possibility and we want to
1:13:55 make you aware of it
1:13:59 um the last thing and i'm sorry because
1:14:01 i know this is a little daunting i feel
1:14:03 like i'm taking some of the the
1:14:04 wonderful energy that was in the virtual
1:14:07 room so please i hope this doesn't feel
1:14:09 intimidating at all just want you to
1:14:11 have a little bit of information as you
1:14:13 um start on this journey the last thing
1:14:16 i have to share with you at this time is
1:14:18 uh just our code of ethics we have a
1:14:20 code of ethics on our website i will
1:14:22 send you a link it just tells you a
1:14:23 couple things to be mindful of related
1:14:26 to conflicts of interest
1:14:28 um and it covers a few of the things
1:14:30 that we've just talked about tonight so
1:14:32 i will share a link to that document and
1:14:34 you just kind of attest that you've
1:14:36 you've read and agree to it
1:14:39 and i think that's it for me at this

1:15:50 gather and are are listening to or talk
1:15:52 while mostly discussing or taking action
1:15:54 on items that might come before the
1:15:56 board so if you want to meet for a
1:15:57 purely social purpose that is no problem
1:16:01 we just you know just be aware of the
1:16:03 the um
1:16:05 how it may be perceived so and just
1:16:07 really you just really want to make sure
1:16:09 you're focused on your families or your
1:16:11 travel or your job and not talking about
1:16:14 um business before the board so thanks

1:17:58 role of the chair and vice chair
1:18:01 before we um move to nominations
1:18:04 thank you
1:18:07 so yes we're gonna select our chair and
1:18:09 vice chair
1:18:10 and sorry we're reliving that whole
1:18:12 powerpoint hold on here
1:18:18 so um the next item on your agenda is
1:18:20 election of the chair and vice chair so
1:18:22 we just wanted to give you a little
1:18:24 little bit of information about those
1:18:25 roles um so we correlate uh the the
1:18:30 election of the chair and vice chair
1:18:32 which those roles are established in the
1:18:34 ordinance that established this board
1:18:37 um and
1:18:38 they typically serve to correlate with
1:18:41 when we appoint members to the board so
1:18:44 that cycle is typically new board
1:18:46 members are appointed on may 1st
1:18:49 and serve through april 30th of the uh
1:18:52 well their term ends you know any number
1:18:54 of years the terms can vary um because
1:18:57 you're a new board you have staggered
1:18:59 terms some of you one year two year
1:19:01 three years and four years
1:19:05 because you're starting sort of in the
1:19:06 middle of that cycle the chair and vice
1:19:09 chair would serve just until that april
1:19:11 30th time at which point and i i don't
1:19:14 recall i think there might be one or two
1:19:16 of you a few of you that might
1:19:18 have terms that end
1:19:20 april 30th 2022
1:19:22 so at that point on may 1st your first
1:19:25 meeting after may 1st there would be an
1:19:26 opportunity to elect the chair and vice
1:19:28 chair again so at this time it's a
1:19:30 six-month commitment
1:19:32 um the role of the chair and vice chair
1:19:35 um one of the roles is to coordinate
1:19:37 with monica on the agenda she might need
1:19:40 some input be looking for some input on
1:19:43 the agenda timing content um
1:19:47 just sort of running by the chair and
1:19:50 vice chair the upcoming agenda and
1:19:51 getting some feedback on that
1:19:54 probably the biggest role is chairing
1:19:56 the meetings which as monica's doing
1:19:59 such a nice job of tonight it's really
1:20:01 about facilitating conversation keeping
1:20:04 the meeting on schedule
1:20:06 it's not about dominating
1:20:09 it's about making sure there's you know
1:20:11 an equitable opportunity for all of the
1:20:13 board members to contribute so it's
1:20:15 really a facilitator role the chair and
1:20:17 vice chair vote
1:20:20 um but they're encouraged to be um you
1:20:22 know impartial and as impartial as
1:20:24 possible as they facilitate the
1:20:26 discussion but then can certainly share
1:20:28 their own views and and vote um how they
1:20:32 see fit
1:20:35 so i covered a few of these already but
1:20:38 um the main roles during the meeting are
1:20:40 to facilitate the meetings that's trying
1:20:42 to you know just like monica's doing
1:20:43 she's keeping us on schedule she's
1:20:45 keeping us to our agenda
1:20:48 she's helping facilitate public comment
1:20:51 um she's managing time for us and then
1:20:53 when it comes time for you to make a
1:20:55 recommendation or take a vote the chair
1:20:58 kind of helps you navigate that process
1:21:00 as well so and it helps ensure everyone
1:21:03 knows what's happening and you know
1:21:05 that's something you as board members we
1:21:06 really encourage you to do if you're
1:21:08 unclear
1:21:10 if you're ever unclear about what's
1:21:11 happening in the meeting you know please
1:21:13 raise your hand and let let the chair
1:21:15 know others probably have the same kind
1:21:17 of question so those are the the main
1:21:20 points i wanted to touch on before your
1:21:22 election and monica i think you had some
1:21:23 information to share about some
1:21:25 potential interest or willingness to
1:21:26 serve um
1:21:28 in those roles from board members
1:21:31 yes absolutely thank you so much
1:21:34 tisha and board members um i took the
1:21:37 liberty
1:21:38 because this is your very first meeting
1:21:40 and you don't know one another whereas
1:21:43 we as the um
1:21:46 team on the interview panel had a chance
1:21:48 to meet you all i took the liberty to
1:21:50 reach out to a couple of you
1:21:53 and ask if they may consider a
1:21:55 nomination and so
1:21:57 um i heard back both and i had a
1:22:00 communication with shay shay curry um
1:22:03 and uh she expressed um interest if um
1:22:07 you as a board um would would support
1:22:11 that nomination would love to recommend
1:22:13 shea for the position of uh chair
1:22:16 and tony for the vice chair position
1:22:20 um they they both welcomes the extra
1:22:24 task and we would appreciate that uh but
1:22:27 again it is up to you if um you would
1:22:29 like to um propose that nomination and
1:22:33 pursue with voting and i know that again
1:22:35 tisha could facilitate and help with
1:22:37 that as well
1:22:41 yes so we've heard that um that there's
1:22:44 two board members that are interested in
1:22:46 these leadership roles for the next six
1:22:48 months so the process um our next step
1:22:52 is that we would need one of you to
1:22:55 nominate
1:22:57 so it sounds like we have shea who's um
1:22:59 in has some willingness to serve as
1:23:01 chair and tony is vice chair so we'll do
1:23:03 one at a time
1:23:05 if someone could just say i nominate
1:23:08 their name and then if anyone else on
1:23:10 the board would like to nominate anyone
1:23:12 else please feel free um if so then
1:23:15 we'll take a vote on both and and see
1:23:17 who has a majority if just one person is
1:23:20 nominated they're sort of automatically
1:23:22 um declared in that in that role
1:23:26 so i'd like to go ahead and open
1:23:28 nominations for the chair
1:23:30 so this is lucrecia choto speaking and i
1:23:32 would like to nominate shay curry
1:23:35 to be the chair for the following six
1:23:38 months
1:23:40 are there any other nominations

1:25:37 forward to is the type of leadership who
1:25:41 reaches into
1:25:43 the community which is you know here
1:25:46 um and to help develop someone into that
1:25:50 um for the
1:25:52 you know for the coming i don't know
1:25:55 foreseeable future right whether it be
1:25:57 one of the
1:25:58 students and or one of the adult
1:26:01 participants because i think that
1:26:04 um it's great that we have certain
1:26:06 skills
1:26:07 but it's even more important that we
1:26:09 help to build people as we move along
1:26:12 and that's just my two cents

1:28:55 um who's been our faithful supporter
1:28:58 through this process and today tina is
1:29:01 here to talk a little bit about this
1:29:03 type and program
1:29:05 that we recently implemented yeah thank
1:29:09 monica do you mind giving me presenter
1:29:11 role and i have a couple slides i'll
1:29:13 walk through them um and while that's
1:29:15 occurring i will just say it's a
1:29:18 pleasure to see this board
1:29:19 become
1:29:20 real and to be here at your first
1:29:23 meeting uh watching this behind the
1:29:25 scenes it's been great and to see our
1:29:27 community members step forward um i
1:29:30 moved here when i was 12
1:29:31 and um
1:29:33 that was 1983 so issaquah looked very
1:29:36 different and it's a pleasure to see
1:29:39 our community change and our workforce
1:29:41 change
1:29:42 and um
1:29:43 you know to see my kids go through the
1:29:45 school district and
1:29:47 they're
1:29:48 adults now and
1:29:50 and they uh come back to is a claw and
1:29:52 have um
1:29:54 fun memories and interactions so thank
1:29:58 all right i'm gonna share my screen and
1:30:01 give me a moment

1:30:25 it's a pleasure to introduce the stipend
1:30:27 program uh it's brand new uh we don't
1:30:31 we can only find one other jurisdiction
1:30:33 um as at the municipal level that's
1:30:36 doing this type of program so
1:30:39 we're happy to introduce it
1:30:42 and work to see
1:30:46 its youth
1:30:47 and make improvements to it as we go
1:30:49 along so the concept of this stipend
1:30:52 program was proposed by the human
1:30:54 service commission so
1:30:56 was intended for this new equity board
1:30:59 and it basically to help reduce any
1:31:02 barriers that might be in the way for
1:31:04 someone to step forward and serve
1:31:07 it's a small
1:31:08 token of appreciation and
1:31:11 for those that qualify and wish to
1:31:14 utilize the program we want to help them
1:31:18 who to access this program
1:31:20 council concurred and they said not only
1:31:22 do we want it for this board we want it
1:31:25 to be available for all of our boards
1:31:26 and commissions
1:31:29 it's an opt-in program so even if
1:31:32 someone qualifies they may choose not to
1:31:34 participate
1:31:35 um it's based on
1:31:39 income level and
1:31:40 we want to i'll show you a slide next
1:31:42 that shows the 100 percent
1:31:47 income level that it would be rated
1:31:49 against
1:31:50 uh we're starting with 50 per meeting as
1:31:52 the stipend
1:31:54 and we're not providing the cap
1:31:57 meaning whether you have six meetings in
1:32:00 the year or 20 meetings in the year
1:32:04 can qualify for
1:32:07 any or all of those
1:32:08 we did set aside some money in our
1:32:10 budget
1:32:11 council is
1:32:13 in agreement it's we expect them to
1:32:15 adopt it
1:32:17 and if we need to go back and request
1:32:18 more funds
1:32:20 we will do that through a budget
1:32:21 amendment next year
1:32:26 is what the medium income level looks
1:32:28 like we use king county
1:32:30 and this is the 2021 this shows the
1:32:34 family size household
1:32:36 income or sorry household number
1:32:39 size and then this is the current
1:32:41 threshold
1:32:43 of income within that household and so a
1:32:46 family of four
1:32:47 at 115 000 would qualify
1:32:51 uh to participate in this program a
1:32:53 household of one would be 81
1:33:01 so we have some controls in place for
1:33:03 this program we again still want to keep
1:33:06 it simple but we have to follow
1:33:08 the various rules and laws associated
1:33:11 with this so first the participant needs
1:33:14 to attest that they meet the criteria
1:33:17 in order to become a payee in our
1:33:19 financial system we do need a w-9 and
1:33:22 that would include your social security
1:33:24 number um or another
1:33:27 individual taxpayer number um
1:33:31 that would we would need
1:33:33 to be submitted excuse me
1:33:35 and then uh once
1:33:37 you're enrolled in the program
1:33:39 at the time that payments uh would be
1:33:42 issued we would look for
1:33:46 the middle of some sort that says these
1:33:48 are the meetings that i would like to
1:33:50 submit for and then we would verify them
1:33:52 and then we would issue a check
1:33:54 our plan is to do a schedule that is
1:33:57 twice a year so we'd like to do payments
1:33:59 in january and payments in
1:34:05 we're of course are open to the feedback
1:34:08 and we'll evaluate the program to see if
1:34:10 that is indeed
1:34:12 the right level of issuance on the city
1:34:15 side though we want to of course
1:34:17 safeguard your information so
1:34:20 i'm working to establish a site where we
1:34:22 can collect
1:34:24 your w9 forms for those that wish to
1:34:27 participate
1:34:30 secure them in a special spot so that we
1:34:32 aren't inadvertently releasing them and
1:34:34 that there's um protected from
1:34:36 from access by others that that don't
1:34:38 need it
1:34:40 now the other thing that we might need
1:34:44 for those that participate might be a
1:34:47 automatic deposit banking slip so if you
1:34:51 didn't do automatic deposit
1:34:54 a physical check would be mailed to you
1:34:56 and again we would want to collect that
1:34:58 in a safe and secure way
1:35:00 the other thing that we'll do is we'll
1:35:02 verify
1:35:03 uh your your attendance at your meetings
1:35:05 and your minutes will be important for
1:35:08 and then our finance department will
1:35:10 issue 10.99 when appropriate
1:35:13 because there are certain tax
1:35:15 implementation implications a stipend is
1:35:18 exceeding 600 in a year
1:35:20 we have an obligation to issue the 1099
1:35:26 that could impact some assistance
1:35:28 programs
1:35:30 we have some information on that that
1:35:32 can help those decide if this is the
1:35:35 right program for them or not
1:35:37 and if
1:35:38 i have
1:35:39 another slide i don't so i am going to
1:35:42 pause here

1:37:18 know how many participants will have and
1:37:20 how much effort it will take to
1:37:24 do on a more
1:37:27 fast paced rollout
1:37:29 but we are open to feedback
1:37:31 we want to be listening and we want to
1:37:34 be able to pivot and provide that level
1:37:36 of support so
1:37:38 we're doing open enrollment uh this
1:37:41 month
1:37:42 and so
1:37:43 uh we would be issuing a check in
1:37:45 january for
1:37:47 any meetings that those participated in
1:37:50 for november or december so that'll give
1:37:53 us a good
1:37:54 who's who's interested in participating
1:38:00 it will be providing at least two months
1:38:02 worth of work
1:38:04 i could certainly pull the group once we
1:38:07 see the level of participants
1:38:11 if it's a
1:38:13 if it's a reasonable volume we might be
1:38:15 able to do a faster cycle
1:38:17 we certainly will be asking questions
1:38:23 considering that feedback but initially
1:38:26 i think what we want to do is see the
1:38:28 level of participation

1:42:39 ensuring that people have access to
1:42:42 civic action right so if you are being
1:42:46 hindered because you can't pay for child
1:42:50 because you
1:42:52 need gas to get get to a meeting
1:42:55 or you work until the 11th hour
1:42:59 prior to attending a meeting you need to
1:43:01 grab something to eat
1:43:03 that would be a financial burden for
1:43:05 your participation
1:43:07 that was the essence and the spirit of
1:43:10 why we proposed it the ordinance and why
1:43:13 we voted or
1:43:15 encouraged the council to vote on behalf
1:43:18 of it just to clarify it so it's not
1:43:20 like we're paying someone to participate
1:43:22 it is more of making sure that those who
1:43:25 want to participate can without any
1:43:28 financial barrier

1:43:44 um avid advocate for this program and
1:43:47 for the equity board so

1:44:11 i would love to
1:44:12 talk a little bit about next steps for
1:44:15 us and kind of like what comes after
1:44:17 this first meeting
1:44:19 allow me again to share my screen and i
1:44:22 have a brief presentation for us
1:44:24 and then we can discuss right after oh
1:44:27 and i realized that i need my presenter
1:44:30 role back in order to be able to present
1:44:33 so let me take it back
1:44:36 new moment
1:44:43 i think i took it back but i'm not able
1:44:45 to present let me see if i can
1:44:52 i do i guess i do need to make myself a
1:44:54 presenter
1:44:55 okay now i'm able to present thank you
1:44:57 and apologies for that
1:45:04 oh that's not a technology world
1:45:11 here we go
1:45:15 so i would like to first start in terms
1:45:18 of talking about um
1:45:20 the work plan development and next steps
1:45:23 in in this process i would like to
1:45:25 provide you with just a brief overview
1:45:27 of how did we even get here to give you
1:45:30 that historical background
1:45:35 there we go
1:45:38 it all started
1:45:40 in the summer of 2020
1:45:43 with the police accountability equity
1:45:45 and human services action plan
1:45:48 which is a document that city council
1:45:50 adopted and at that time the human
1:45:52 services commission was in charge with
1:45:55 reviewing the role of residents in the
1:45:57 city's equity initiatives
1:46:00 this led to a community-led process that
1:46:02 led on that lasted for almost a year
1:46:05 and eventually led to the creation of
1:46:07 this equity board
1:46:10 and so
1:46:11 the goal of the equity board the
1:46:14 objective
1:46:15 is to support this is also noted in the
1:46:17 ordinance is to support and cultivate
1:46:20 the voices of the diverse communities in
1:46:22 issaquah by advising the mayor city
1:46:26 council and city departments on city
1:46:28 plans policies regulations
1:46:31 and programs related to equity
1:46:33 initiatives as you see this is very very
1:46:35 broad and as i shared earlier with you
1:46:38 today it can cover all services
1:46:40 departments
1:46:41 and everything that the city does right
1:46:46 in terms of specific duties and
1:46:48 responsibilities the equity board will
1:46:50 provide feedback
1:46:52 will provide and develop
1:46:54 recommendations
1:46:56 develop relationships with communities
1:46:58 in issaquah provide an annual report and
1:47:01 then carry out other duties assigned by
1:47:04 mayor and city council
1:47:07 in terms of the work plan development
1:47:09 uh the annual work plan of the board
1:47:12 will be developed at the end of each
1:47:14 year for the following year
1:47:16 in collaboration with the staff liaison
1:47:18 and it will be informed by the city wide
1:47:21 work plan and budget process
1:47:23 and so for that i would like to share a
1:47:25 little bit with you and this amazing
1:47:27 chart was created by tisha thank you
1:47:29 again there's so many many things that
1:47:32 our clerk's department is doing um
1:47:35 we cannot say thanks enough um
1:47:38 so in terms of the board work and
1:47:41 process it only starts and as i shared
1:47:44 earlier today we have the community and
1:47:46 the residents that we serve at the
1:47:48 forefront of everything that we do so it
1:47:50 starts with with the community input
1:47:53 that typically leads to a strategic plan
1:47:56 and that is being incorporated in the
1:47:58 city's annual budget process um you may
1:48:01 be familiar if you're
1:48:03 following the city council work
1:48:06 in the city annual budget process
1:48:08 started in september with mayor paulie
1:48:14 sharing her proposed budget the city
1:48:17 council and the city's been um going to
1:48:20 deliberations and additional information
1:48:23 in the last couple of months and the
1:48:25 annual budget for 2022 is scheduled to
1:48:28 be adopted later this month so based on
1:48:31 the budget adopted then the work plan is
1:48:33 being developed for the different
1:48:35 departments
1:48:36 um so for that additional direction is
1:48:39 being provided by the mayor and city
1:48:42 council and then eventually it goes down
1:48:45 from the different departments to the
1:48:47 creation of a war
1:48:48 board work plan
1:48:50 so just high level information for young
1:48:53 of this entire process
1:48:57 again as i said this is a little bit of
1:48:59 timeline on how that
1:49:01 annually the budget process and the
1:49:04 board work plan is developed it all
1:49:06 starts in july when the mayor works on
1:49:09 preparing the budget
1:49:10 and then in september and the mayor
1:49:12 presents the draft budget to city
1:49:14 council um deliberations occur between
1:49:17 september and november the clean
1:49:19 november the city council adopts the
1:49:21 budget
1:49:22 in this in december city work plans are
1:49:25 developed for the different departments
1:49:28 and divisions
1:49:30 and then in january the board and
1:49:32 commission work plans are also developed
1:49:35 and um
1:49:37 then for that's for the following year
1:49:38 so then we have between january and
1:49:40 december
1:49:42 the workman items moved through
1:49:44 the board and commission process and
1:49:47 again then back to city council for
1:49:49 potential um
1:49:51 action and deliberation
1:49:55 um so
1:49:57 what about other ideas for the board to
1:49:59 consider i believe this came up tony you
1:50:02 asked a great question earlier in the
1:50:03 meeting
1:50:04 so if if you as a board or other
1:50:07 community members have other ideas that
1:50:10 you would like to present
1:50:11 absolutely we want to hear you represent
1:50:14 the community
1:50:15 the community we always want to hear
1:50:17 from the community right so um you would
1:50:19 communicate with us as a staff liaison
1:50:22 we will have a conversation on how it
1:50:25 fits within the scope of of the board
1:50:29 um we will check in with the city
1:50:31 administration
1:50:33 we are going to check to see if this
1:50:35 perhaps the idea is perhaps already part
1:50:37 of a plan or is this going to be a new
1:50:40 plan that we would like to propose
1:50:44 and next we will also encourage future
1:50:46 consideration if let's say depending on
1:50:49 the timing if it's too late in in
1:50:52 in the process for the year we will
1:50:54 consider and we'll ask to see if should
1:50:57 this be included in this year or next
1:50:59 year process um should this be part of
1:51:02 the future recommendation in the annual
1:51:04 report
1:51:05 so it really depends on the timing and
1:51:07 the situation
1:51:09 um but absolutely um
1:51:11 we would love to hear from the community
1:51:13 to add additional
1:51:15 work and items
1:51:18 in terms of our board the equity board
1:51:21 and the next steps
1:51:24 we are starting in november
1:51:26 as we are waiting for the budget um
1:51:29 process to be adopted we do have a
1:51:31 couple of months here
1:51:33 and i would love to propose to you
1:51:36 um for next steps
1:51:38 um to have a presentation and uh
1:51:41 overview of the existing community
1:51:43 equity initiatives in issaquah the
1:51:46 school district um does great work in
1:51:49 terms of equity initiatives there are
1:51:50 student councils there's adult
1:51:53 initiatives there are other grassroots
1:51:56 and more formal equity initiatives at
1:51:58 the community level that i would love
1:52:00 the opportunity here locally and
1:52:02 regionally that i would love the
1:52:04 opportunity to introduce you to
1:52:07 next i would also love to
1:52:10 provide you with an opportunity to
1:52:11 overview the internal equity initiatives
1:52:14 that the city is doing i think i am i'm
1:52:17 calling this like a mapping of the
1:52:19 existing um initiatives and resources in
1:52:21 the community so then next we as a board
1:52:24 we can have a conversation and
1:52:25 discussion of what are the gaps and
1:52:27 where would we even want to start right
1:52:30 this will also allow us some time to
1:52:32 check in with the mayor and the
1:52:33 administration obtain uh input from the
1:52:36 city budget process and work plan
1:52:39 and see what city council would like and
1:52:41 the mayor would like to assign us to
1:52:44 begin with i do believe the city council
1:52:47 already um
1:52:49 expressed interest in having the equity
1:52:51 board take an active role in the
1:52:53 creation of
1:52:55 an equity toolkit or an equity
1:52:58 framework for the city and so that most
1:53:01 likely it's going to be one of the most

1:53:24 create our first equity
1:53:28 board work plan
1:53:30 and this concludes my brief overview and
1:53:34 presentation i'm gonna stop sharing now
1:53:36 and i'm gonna open floor for any
1:53:38 questions or comments that you might
1:53:40 have based on what i
1:53:44 present and then also just kind of like
1:53:46 would love to hear from you just have a
1:53:49 brief discussion on what are your
1:53:51 thoughts about this and um
1:53:54 what do you think about and what i
1:53:56 propose in terms of next steps
1:53:58 and i see rey has a question and
1:54:00 followed by tony after that yeah is
1:54:03 there a way for us to look at this
1:54:05 before the next meeting are we going to
1:54:07 be looking at it at the next meeting
1:54:09 just to absorb it and see what existing
1:54:12 initiatives there are
1:54:14 yeah so what i envisioned definitely we
1:54:17 can share information what i envisioned
1:54:20 was to actually invite and have guest
1:54:22 speakers come and perhaps have
1:54:24 presentations um because um it might be
1:54:28 easier just to kind of like meet and
1:54:30 greet this way it's an opportunity for
1:54:32 us as a board to build relationships
1:54:34 with the community as well um but
1:54:37 definitely you know based on that we can
1:54:38 also share documents and everything else
1:54:41 that is available
1:54:43 so there are authors too there's
1:54:45 components of the document that have
1:54:46 authors that are going to be guest
1:54:47 speakers but there's no
1:54:49 larger document that contains all of
1:54:51 them that we can look at i mean it
1:54:52 sounds like we can't look at it you're
1:54:54 going to invite them also to present on
1:54:56 them right yes exactly yeah
1:54:58 yes because it they're in different
1:55:00 degrees and different levels right so
1:55:02 there are some grassroots uh community
1:55:04 organizations that might not have much
1:55:06 documentation there are some more
1:55:08 established organizations uh that have a
1:55:10 lot of documentation so definitely we
1:55:12 can kind of like create a list of the
1:55:14 resources available and create links to
1:55:16 to their documents but i think it would
1:55:18 be also valuable for you to meet them
1:55:20 face to face at least in a virtual
1:55:22 setting right yes thank you monica
1:55:26 yeah that's a great suggestion though to
1:55:27 kind of like put them together as a
1:55:29 resource so then you have something to
1:55:30 review

1:57:02 what the sweet spots are for us to be
1:57:04 working on and looking at

1:57:12 i would love um
1:57:14 to to recommend to do no matter what
1:57:16 initiatives we are going to be working
1:57:18 on um i would love for us to do it

1:57:23 most impacted right so i don't want this
1:57:25 to fall i think we are very very careful
1:57:27 from the beginning we don't want to do
1:57:30 this uh for others and i don't want this
1:57:32 board to fall into that trap of um
1:57:35 definitely you are the experts you are
1:57:37 representing the community but i think
1:57:38 it's any time we have any opportunity to
1:57:41 build that trust then and relationship
1:57:43 with the community i think that's going
1:57:44 to help us um
1:57:45 uh long term and making sure that any
1:57:48 initiatives that you're going to be
1:57:49 working on we're going to do them
1:57:50 together with the community right
1:57:53 um and so lucrezia with that i see you
1:57:55 have a comment
1:57:57 right i just wanted to see um if you
1:58:00 felt monica that what we did
1:58:03 with the commission when we were doing
1:58:05 the work um
1:58:07 as a group
1:58:08 to send you information and then you
1:58:12 would distribute via like some sort of
1:58:14 repository right where people could kind
1:58:16 of go
1:58:17 as needed to kind of pick and choose
1:58:19 what they wanted to read and to educate
1:58:22 themselves on their own time if that was
1:58:24 something that we would be continuing
1:58:26 with this group as well
1:58:28 yes certainly we can do that and again
1:58:30 as you saw i heard tisha earlier tonight
1:58:32 um as long as we just want to make sure
1:58:34 that we make those available to to the
1:58:37 public too and we'll make sure that
1:58:38 we'll do that i think absolutely that's
1:58:40 a great idea to just like there's just
1:58:42 so many resources out there and just
1:58:45 be able to have them in one place where
1:58:47 people can go and access them as they
1:58:49 have time and
1:58:51 capacity i think that would be great

2:00:45 really excited um in particular i'm very
2:00:48 excited to see that there are actually

2:00:59 because i really believe that civic
2:01:01 engagement starts at a very young age
2:01:04 and you are showing up you are doing it

2:01:41 lot of work in the back uh background
2:01:43 here and so absolutely um her work is
2:01:47 very very important so i apologize for

2:03:13 resources and input on the problems
2:03:17 that uh the community is facing at this
2:03:20 moment in time where could i find that
2:03:22 information
2:03:26 great great question christina um
2:03:30 excellent question so and i think that
2:03:32 that's exactly why we would like to
2:03:33 start with what's available in the
2:03:35 community so we can identify the gaps so
2:03:38 that is one
2:03:39 one area on the other one we will be
2:03:42 sharing with you actually the uh the
2:03:44 city has been involved earlier this year
2:03:47 in a community-wide survey to learn more
2:03:50 about the needs of the community also in
2:03:52 the human services department we've been
2:03:54 more recently involved in learning about
2:03:56 the needs of the community so as
2:03:58 applicable we will be sharing with you
2:04:01 as the board that and as um the the
2:04:05 third venue will be for you as board
2:04:07 members individually and for us as a
2:04:10 board as a group to reach out more into
2:04:14 the community to build those
2:04:15 relationships and really learn from the
2:04:17 communities on what are the needs and
2:04:19 bring them here forward so then we can
2:04:21 tackle them
2:04:22 right does that help answer a little bit

2:04:50 subjects or fields where we are focusing
2:04:54 on like uh for instance the first one is
2:04:57 like for instance education

2:05:01 going to focus on
2:05:03 right
2:05:04 so another great question christina it's
2:05:07 everything that the city does and
2:05:10 all of the departments and all the
2:05:12 services that the city provides um are
2:05:15 applicable um for the equity board
2:05:19 so while education does not fall
2:05:21 directly into the purview of the board
2:05:24 because that is something that the
2:05:25 school district does um any impact that
2:05:29 for example any of the city services
2:05:31 that are provided
2:05:33 then that falls into so we will talk
2:05:36 some more in the upcoming months um but
2:05:39 as you might have seen earlier in my
2:05:41 presentation and i did a quick overview
2:05:44 of all the city departments and all the
2:05:46 city services so anything that the city
2:05:51 would fall under that um
2:06:06 so then i'm um
2:06:09 assuming that this information you're
2:06:11 telling me about i can find on the
2:06:13 city's website and the organic
2:06:16 drama
2:06:18 and i can find out on the city website
2:06:20 and i can find information about it
2:06:21 there correct
2:06:23 absolutely yes and we will be sharing
2:06:25 with you more specific information in
2:06:27 the upcoming month so then you you know
2:06:30 but meanwhile absolutely anything that
