0:46 so the first item on the agenda this
0:47 evening is the Pledge of Allegiance and
0:49 I enjoying ask everybody present if they
0:51 would like to join
1:09 our first item of business in 2023 is a
1:13 special business item called ab8527 This
1:16 is the election of the council president
1:18 and the deputy council president for
1:20 2023.
1:22 the Issaquah Municipal Code provides
1:24 that a council president and Deputy
1:26 council president be elected at the
1:27 first meeting in January for a one-year
1:29 term a summary of their responsibilities
1:32 was provided in the attached agenda bill
1:34 the following process will be used to
1:37 elect elect the officers first I will
1:39 call for nominations and when all
1:41 nominations have been made I will close
1:43 the nominations council members will
1:45 then be provided an opportunity to
1:47 discuss nominees
1:48 I will then ask council members to cast
1:50 votes on the nominees in the order they
1:52 were nominated by a roll call vote
1:54 council members may vote for themselves
1:56 and may vote for only one nominee the
2:00 council member receiving the majority of
2:01 the votes is declared council president
2:03 the process is then repeated for the
2:05 deputy council president
2:07 so we will begin with the nominations
2:08 for council president

2:44 um I was just going to speak to a
2:46 wonderful year last year I just
2:50 um continually amidst at how well this
2:52 Council works together and with the
2:56 wonderful support of Staff
2:58 um I think we did some good things in
3:00 this last year we helped lead two
3:03 Retreats we had one of the most smooth
3:06 budget Seasons that we've had in the
3:09 past despite it being a new process for
3:12 the biennium
3:13 we worked together to pull together
3:16 priorities for regional representation
3:18 and had Community listening sessions and
3:22 so I think all of those were really good
3:25 adjustments and efforts that we were
3:28 able to make but none of it can be done
3:31 without just a wonderful set of council
3:34 members out there that are just looking
3:36 to do the best for our city so I just I
3:41 wanted to start with just a a comment on
3:44 how lucky we are in this city to have
3:46 just such great people
3:48 um working together thank you thank you
3:51 any other comments or discussion

7:12 but we will go through our committee and

7:16 thank you madam mayor the mobility and
7:18 infrastructure committee will meet at 6
7:21 30 on January 10th on the agenda's
7:24 id1120 Public Works Street standards
7:28 update concerning Street typologies
7:32 um should be a good topic for us to dig
7:35 into also tomorrow January 4th East King
7:39 the East King chamber Coalition
7:41 legislative breakfast is being held in
7:43 Bellevue our representatives from the
7:47 fifth district will be there as well as
7:48 other East Side electives to talk about
7:50 their legislative priorities for the
7:52 upcoming session that concludes my
7:54 report thank you councilmember Joe

8:02 thank you madam mayor the Planning
8:04 Development and environment committee
8:06 met on December 6th of 2022 and we had
8:09 one item which was ID 1273 Title 18 land
8:12 use code Consolidated draft however this
8:15 wasn't actually the Consolidated draft
8:17 yet this was a discussion about the
8:19 preferred process for reviewing the
8:22 title 18 Consolidated draft
8:24 we at the committee talked about the
8:26 process for this review and
8:30 our main
8:32 idea was that we would use the goals and
8:34 outcomes chart which we've been using
8:36 throughout this whole process to guide
8:38 the review process as well so we would
8:39 use that chart to to tick through the
8:42 goals and use that to determine how well
8:44 we have achieved those goals and how
8:47 well
8:49 our Title 18 meets the outcomes that we
8:52 intended
8:54 the code testing will also be used to
8:56 answer questions from the umbrella list
8:58 which was part of those goals about
9:00 usability and how how easy the code is
9:04 to use for people that have different
9:06 interests and then we also talked about
9:09 wanting to make sure that staff have
9:12 used the code and to get that feedback
9:14 from staff about how easy it is to use
9:17 and and consistent how easy it is to use
9:20 consistently as well which is one of our
9:22 other goals
9:24 um then we also talked about how the
9:27 commissions would we thought that the
9:29 commissions could also use the goals and
9:30 outcomes chart to review Title 18 and
9:34 one thing that we thought was very
9:36 important was that the commissions have
9:38 context about why the last remaining
9:41 policy questions are being asked of them
9:43 there are some remaining policy
9:45 questions that either have gone back to
9:47 committee or have been raised through
9:49 the code testing process or have been
9:51 raised by individuals that weren't
9:52 resolved at other times and so we agreed
9:56 with that list but wanted to make sure
9:58 that the context was provided to them
9:59 and that the same context was provided
10:01 to us as the council when all of those
10:05 final decisions come back to us for the
10:07 final Consolidated draft review
10:11 um I since this is coming back to
10:13 council full Council pretty soon I
10:15 wanted to also offer that if Council has
10:18 any feedback for us as the committee
10:21 that will first see the Consolidated
10:22 draft please let me know at good at the
10:25 order
10:26 and uh then we have another meeting of
10:29 the Planning Development and environment
10:30 committee tomorrow January 4th 2023 and
10:34 we interrupt your regularly scheduled
10:36 Title 18 programming to talk about
10:38 something different we have one item
10:40 tomorrow which is id1092 which is the
10:42 contractor code of conduct and then we
10:44 will return to Title 18 at our February
10:46 meeting that concludes my report thank
10:49 you for the update and as a reminder

10:53 tonight and will move to council member

10:56 cities Association public issues
10:58 committee will I'm assuming likely have
11:00 an online virtual meeting on Wednesday
11:02 January 11th at 7 pm uh the agenda has
11:05 not been released yet but the last time
11:08 there was a discussion there's a ongoing
11:11 conversation about when and how to move
11:12 back to uh on-site and uh
11:17 um if I had to guess I would guess
11:18 there's going to be at least one more
11:19 online meeting
11:21 uh Council services safety and Parks
11:24 committee however very much meets in
11:25 person uh we're going to have a special
11:27 time and date Monday January 23rd uh 6
11:31 30 here in council chambers and at
11:32 present the only agenda item regards a
11:35 possible reorganization or dissolution
11:36 of the city's Cemetery board this
11:39 concludes my report thank you
11:40 councilmember Mart Deputy council
11:42 president Hall uh thank you a quick one
11:44 uh the Eastside fire and rescue board of
11:46 directors last met on Thursday December
11:48 8th it was a short meeting we recognized
11:50 a number of firefighter retirees got a
11:53 refresher presentation on the roles and
11:55 responsibilities of fire board members
11:57 that was really interesting there's a
11:58 PowerPoint presentation I'll share out
11:59 with the rest of
12:00 uh and then approve the remainder of uh
12:02 outgoing Chief Clark's compensation and
12:04 our next meeting is scheduled for
12:06 Thursday January 12th at our
12:07 headquarters on Newport Way Northwest
12:09 and we'll report back to you afterwards
12:12 that includes my report thank you
12:13 council president Walsh thank you um I
12:16 start on the Puget Sound Regional
12:17 Council growth management policy board
12:20 with the first meeting this Thursday at
12:22 10 A.M our agenda includes a discussion
12:25 on the Puget Sound recovery a regional
12:29 Equity strategy and the draft biennial
12:32 budget and then the 2023 meeting
12:35 schedule for the King County affordable
12:37 housing committee has not yet been
12:39 released so I don't yet have a date on
12:41 that and that concludes my report
12:43 thank you council president uh the next
12:45 item is the mayor's report and I have a
12:47 few items for tonight preceding
12:49 tonight's regular city council meeting
12:51 the city council held a special council
12:52 meeting at 6 30 p.m the purpose of this
12:55 special meeting was to allow the city
12:56 council to recess into executive session
12:58 to discuss collective bargaining for RCW
13:03 42.30.1.140 paren four and pending
13:06 potential litigation per RCW
13:08 42.30.110 paren one print I no action is
13:12 anticipated in Open Session
13:14 I am seeking five members to serve on
13:17 the city's independent salary commission
13:18 to review city council compensation the
13:21 commission will study the relationship
13:22 between council members salaries and the
13:25 cost personally incurred by council
13:26 members to perform these duties in
13:28 addition the commission will examine how
13:30 council members compensation Compares
13:32 with nearby cities and market conditions
13:34 the commission is expected to begin
13:36 meeting in April and complete its report
13:38 by June 30th please know qualified
13:41 applicants must be a King County
13:42 registered voter and a resident of
13:45 Issaquah for at least one year prior to
13:47 the appointment
13:48 no officer official or employee of the
13:50 city or any of their immediate family
13:52 members may serve on the commission and
13:54 current board and commission members are
13:56 also not eligible to apply

14:06 a really exciting story on our proposed
14:09 Transit oriented development property or
14:12 project Lumen has officially sold a
14:15 property to King County Housing
14:16 Authority for the future future Transit
14:19 oriented development project this will
14:21 allow King County Housing Authority to
14:24 begin to finalize the design of the
14:26 project this marks a critical milestone
14:28 for the development of this parcel and
14:30 will allow generations of Issaquah
14:32 families to benefit from affordable
14:33 housing thank you to staff who have been
14:36 working on this project for years
14:39 um a little note today I was
14:42 told by epa's local government advisory
14:45 committee that I'm have been invited to
14:47 serve as a member of the U.S
14:49 Environmental Protection agency's local
14:50 government advisory committee for 2023.
14:54 I will represent Issaquah and other
14:56 cities in our region to provide advice
14:58 and recommendations that assist the EPA
15:00 in developing a stronger partnership
15:01 with local governments the committee
15:04 will Aid the EPA in its work to
15:06 implement policies and programs that
15:07 protect health and the environment I'm
15:09 very excited about the opportunity
15:12 wanted to also talk a little bit about a
15:15 recent announcement between REI and the
15:17 friends of Lake Sammamish State Park
15:18 they are entering into a partnership and
15:20 I'm very excited that they're doing this
15:22 this partnership will see the
15:24 enhancement Improvement of priority Park
15:26 Trail improvements and habitat
15:28 restoration areas identified by the
15:30 state park staff REI will also sponsor
15:34 outdoor recreation efforts including
15:36 Camp smore which introduces first-time
15:38 campers to the outdoors I'm excited
15:40 about this new partnership to increase
15:41 recreational access and opportunity for
15:44 all in our community
15:46 also excited there's a lot of exciting
15:48 news even though it's a very short
15:50 meeting tonight
15:52 um to very very grateful that
15:55 representative schreier did announce
15:56 that issaquah's project has been
15:59 selected the Issaquah Valley aquifer
16:01 pfest treatment system Improvement
16:03 project is moving forward in the
16:05 Appropriations process the selection of
16:07 our project at this stage means it will
16:09 be submitted to the House Appropriations
16:11 Committee with a request that will be
16:13 included in the fiscal year 2023
16:15 Appropriations bill as one of the 15
16:17 projects from Washington's 8th District
16:19 well this is not a guarantee that the
16:21 project will be funded it is a promising
16:23 step towards funding improvements to the
16:25 existing treatment system the Issaquah
16:27 Valley aquifer is an important source of
16:29 water to the City of Issaquah and the
16:31 neighboring Water and Sewer District
16:32 some Amish Plateau water in 2016 the
16:35 city installed a treatment system after
16:37 detecting pfos in one of the wells
16:39 improvements are needed to make the
16:41 temporary treatment a permanent solution
16:43 and to allow escrow to meet the state
16:45 action levels this project would add two
16:48 improvements to the existing granulated
16:49 activated carbon pfas treatment system
16:52 to prevent freezing and connect the back
16:54 wash process process waste to the Sewer
16:57 so we're very excited about this step
16:59 forward
17:00 there are a couple upcoming events
17:02 there's a coffee with the mayor this
17:03 week January 5th I'll be available for
17:06 questions and conversations between uh
17:08 10 and 11 30 at yummy yogurt also called
17:11 Front Street Coffee and there is a state
17:13 park free pass day on January 16th it's
17:16 in celebration of Martin Luther King Jr
17:18 Day the pass does not apply to the snow
17:20 Parks though it just is the other state
17:23 parks and also a note City Hall will be
17:25 closed on January 16th for Martin Luther
17:27 King Jr day and that concludes the
17:29 mayor's report
17:31 next on our agenda this evening we have
17:33 the consent calendar it has been
17:35 distributed to Council in advance and if
17:37 authorized the items on the consent
17:39 calendar will be considered together and
17:41 approved by one motion have the payables
17:43 and payroll been reviewed

18:54 um our dedicated Regional seats and

19:04 email tomorrow asking for your
19:05 preferences on each of those please send
19:08 them in by Monday the 9th we're hoping
19:11 to have a turnaround so that we can have
19:12 the appointments made for the next
19:16 meeting the January 17th meeting that
19:19 email will include
19:21 because in October we did that whole hey
19:24 what do you want to be on Regional
19:25 appointments well some of those seats
19:27 were our dedicated kind of local seats
19:30 so we assume you want to keep those
19:33 ideas that you expressed at that point
19:35 but we'd like you to confirm and let us
19:37 know if there are any changes for that
19:39 and then for the council subcommittees
19:42 you'll indicate both your preference for
19:44 membership and Leadership and clerk user
19:48 will include all of the rules over who
19:50 can be appointed to which
19:53 um but until appointments are made I
19:55 believe there are two com subcommittee
19:57 appoint meetings before January 17th so
20:01 please continue to attend your
20:03 previously assigned committees don't
20:06 leave us hanging in the meantime but if
20:09 you have any questions let me know we've
20:11 all gone through this before but

20:40 this meeting but I will make a note that
20:41 I will be I will not be in town and that
20:43 council president will be chairing that
20:45 meeting this night that night

20:49 scheduled for after our meeting this
