0:06 and before we go on to tonight's meeting
0:08 agenda there's just a couple of things
0:10 i'd like to share about our remote
0:12 meeting format
0:13 on march 6th the i issued an emergency
0:16 proclamation declaring a civil emergency
0:19 in the city
0:20 due to the covet 19 outbreak on march
0:22 24th
0:23 the governor issued proclamation 20-28
0:26 relating to the covet 19 emergency and
0:29 opening public and open public meetings
0:32 the proclamation has been extended
0:33 through today december 7th
0:35 and an additional extension is
0:37 anticipated
0:39 due to these proclamations tonight's
0:40 meeting will be held entirely remotely
0:43 the meeting will be recorded streamed
0:45 live and available for later viewing on
0:47 the city's youtube channel
0:48 a call-in number was provided on the
0:50 meeting agenda for members of the public
0:52 who wish to call in by phone
0:54 to listen live to the meeting or make
0:56 comments and for those members of the

5:45 yes we're in covid but it is especially
5:49 difficult to speak and to understand
5:54 when you can actually interface with a
5:58 council meeting
5:59 and so uh i've asked several times
6:04 over and over if the
6:08 people who are in the audience could be
6:10 a part of the video
6:12 to make it more seamless and i
6:16 keep getting told just
6:19 know and i still fail to understand how
6:22 big corporations
6:23 and everyone can have meetings
6:27 large meetings successfully and
6:30 safely and the city of issaquah cannot
6:34 i am going to reiterate this again
6:36 because because we are in covid does not
6:39 mean
6:39 it it needs to be that much harder for
6:43 the community
6:44 to be engaged so then while you've
6:48 you've gotten me grumpy i am going to
6:51 say that uh the
6:56 the uh zoning for
7:01 being able to use and sell the parcel
7:05 from the uh trailer park
7:08 is something that is inappropriate and
7:11 we need to
7:12 use that land as land is scarce for
7:15 future needs that we might have
7:17 for our public works which was our
7:21 original um goal for that
7:24 piece of land now kovid will not last
7:26 forever
7:27 we will not always be able to be
7:31 remotely human nature is probably not
7:33 going to let that happen
7:34 for forever so i think we're going to
7:37 need that land
7:38 and i was interested to see that if a
7:41 dispositive decision was not made
7:44 on that tonight then the threat is that
7:46 within two weeks
7:48 this project will fall flat
7:51 because people will go away and that
7:53 feels like a threat
7:55 and i think that that is
7:58 that is inappropriate i know that a
8:00 council member had asked for
8:03 more information on what was going to
8:05 happen for the plan
8:07 in moving the people out of the trailer
8:09 park and then
8:10 i did not see any new information for
8:13 that
8:13 so yet again i think this is
8:16 inappropriate
8:17 and i think i don't care if we
8:21 have to delay a tod and do it when
8:23 people look like they're actually going
8:25 to be using
8:26 transit in the next two years thank you

9:44 um even during covid and the future city
9:46 needs for land for municipal services
9:49 and that we need to meet that goal uh

10:11 thank you madam mayor this is council
10:13 president hunt i just want to make sure

10:18 okay thank you um so
10:21 during uh covert 19 we are summarizing
10:24 public comments that we've received from
10:26 members of the community by email
10:28 on specific topics that we will be
10:30 discussing tonight and i'll be
10:31 summarizing
10:32 those emailed comments for any
10:36 topics that we will have on our agenda
10:38 for this evening
10:39 that we've received between our last
10:42 regular meeting
10:43 and this evening um so firstly we
10:46 received an email from a community
10:48 member
10:49 which contained comments and feedback on
10:51 multiple consent calendar items
10:53 as well as feedback regarding ab7993
10:57 which is the item regarding temporary
11:01 regulatory
11:02 relief for businesses use of sidewalk
11:04 private property and signage
11:06 and the residents supported this with
11:09 restrictions
11:10 recommended restrictions on
11:11 advertisements for third party products
11:13 in the public
11:14 right-of-way and also that this should
11:16 not be a trial for later
11:18 signing considerations or other
11:21 ordinances and such
11:24 this resident also provided comments on
11:26 ab-8011
11:28 the 2020 comprehensive plan amendments
11:30 and reasons
11:33 the resident recommended articulating
11:34 greater detail and overall tree canopy
11:36 cover
11:37 in the comprehensive plan goal regarding
11:40 the legacy landscape reason
11:42 wanted an assessment of proposed impacts
11:44 that provided a cumulative
11:46 and ongoing measurement of not only this
11:48 proposed change but as
11:49 but development overall and was opposed
11:53 to increases in allowed impervious
11:55 surface in old town
11:57 which is part of the proposed sub-area
11:59 plan for old town
12:01 additionally we received a public
12:04 comment
12:05 from a from a resident regarding the rv
12:07 park rezone
12:08 which expressed concern about the future
12:11 of public works and parks operations if
12:13 we were to do this reason
12:15 and then lastly we received a
12:18 comment from the proponent of the
12:22 legacy landscaping rezone providing more
12:25 information about that request for the
12:27 rezone for legacy landscaping
12:29 parcel and also explaining the history
12:32 of the site
12:33 and additional rationale that concludes
12:36 public comments on agenda items for this
12:38 evening received between now
12:40 and our last regular meeting
12:43 thank you council president hunt and the
12:45 audio is significantly better
12:47 so the next item in business this
12:49 evening is committee and regional
12:50 reports and i will
12:52 call each council member by name let's
12:53 start with council member hall

13:00 no report this evening so back to you
13:02 pretty quick

13:07 i have three reports tonight the first
13:09 one is i attended the november 17th east
13:12 side transportation partnership meeting
13:14 we discussed a draft list of legislative
13:17 priorities
13:18 the next meeting of etp is scheduled for
13:21 december the 15th
13:23 second i attended the east side human
13:25 services forum
13:26 on november the 19th the board approved
13:29 the proposed new organizational model
13:32 which will go into effect to january
13:34 twenty twenty one the new model
13:36 clarifies and reaffirms eastside human
13:38 services forum's mission as the
13:40 convening organization
13:43 the new model retains the current
13:44 representation from the issaquah and
13:46 lake washington school districts
13:48 overlaid over lake excuse me an
13:51 evergreen hospital representation
13:53 and major social service agency
13:55 representation such as hope link
13:58 the work group composed of staff
13:59 representatives from cities and agencies
14:02 will be replaced with a committee
14:04 structure the board will be expanded
14:06 with additional seats for business
14:09 and additional seats for large social
14:11 service agency representatives
14:13 and finally eastside human services
14:15 forum will be seeking a part-time
14:17 executive director to lead the
14:19 organizational change
14:21 and the next meeting of this group is
14:22 december the 16th
14:25 and then my third report is i attended
14:26 the thursday december 3rd healthier here
14:29 board meeting
14:30 we received a copic 19 update from patty
14:32 hayes
14:33 director of seattle king county public
14:35 health the board also approved the
14:37 healthier here 2021 budget
14:39 and the organization's 501 c 3 filing
14:43 and then finally we heard a panel
14:44 presentation from three regional health
14:46 care providers
14:48 regarding the outcomes of the annual
14:50 healthier here work plan
14:51 and the impacts of the chronovirus on
14:53 their organizations
14:55 the next meeting of healthier here is
14:57 scheduled for january 7th
14:59 and that concludes my report thank you

15:10 last week i attended the
15:12 puget sound regional council's economic
15:15 district
15:15 development board and not much to report
15:19 there
15:19 we heard a presentation on the regional
15:22 equity strategy
15:23 update and then started to discuss the
15:26 2021
15:27 economic development district focus
15:29 areas and legislative priorities
15:31 which my cat thinks is really
15:32 interesting um
15:34 but i thought it was kind of meh um
15:38 and so that concludes my report thanks
15:43 thank you councilmember goodman uh thank
15:46 you
15:46 uh councilmember goodman here two quick
15:48 reports um the title 18 ad hoc
15:52 um committee met uh
15:55 since our last meeting and uh we don't
15:58 have much to report out we discussed
15:59 preliminary plans
16:00 um for public engagement and provided
16:02 some feedback and i don't believe we are
16:05 meeting again
16:06 until maybe the first part of the year
16:08 uh my second report is that eastside
16:10 fire and rescue board of directors will
16:12 meet this thursday at four o'clock at
16:15 headquarters on newport way
16:17 and uh the agenda includes the transport
16:21 um billing policy uh that we will have a
16:24 brief
16:25 discussion about at good of the order
16:26 tonight and also
16:28 next steps for the um the new entity
16:32 uh formation and those are the major
16:34 items
16:35 and that's my report thank you

16:43 a couple of quick things first off the
16:46 sound cities association public issues
16:49 committee
16:50 will be meeting uh wednesday this week
16:54 december 9th from 7 until 9 pm online
16:57 there is one potential action item
17:00 on the agenda which is the 2021
17:04 sca legislative agenda and so
17:07 i'm going to brief counsel on that uh
17:10 during for good
17:11 of the order it's short so that should
17:13 that should go pretty quickly
17:15 uh additionally the puget sound regional
17:19 council growth management policy board
17:23 met thursday november 19th from 10 a.m
17:26 till 12 noon on the agenda was one
17:30 action item
17:31 uh recommend certification of regional
17:33 center sub-area plan
17:36 for kirkland totem lake kent downtown
17:39 and kent mic all those past
17:42 we had a discussion a couple of
17:44 discussion items on transportation
17:46 work program update and regional housing
17:48 needs assessment
17:49 current and future housing needs uh that
17:53 concludes my report

18:00 hi this is chris wright thank you mayor
18:01 paulie um the
18:03 king county growth management planning
18:04 council the gnpc
18:07 met virtually on december 2nd at 4 pm
18:09 there were three items on our agenda
18:12 that i think are of significance to the
18:15 council the
18:16 county staff presented the school city
18:18 county
18:19 coordination meeting report the purpose
18:22 of this report is to bring gmpc
18:24 the results of meetings between school
18:27 districts
18:28 cities and counties that is called for
18:30 in the county-wide planning policy the
18:32 policy calls for agencies to work
18:34 together to assess
18:35 school capacity needs identify future
18:37 schools sites within the gma
18:40 growth urban growth area and to
18:43 as necessary prepare joint strategies
18:45 for resolving school site needs
18:47 consistent with adopted comprehensive
18:49 plan policies
18:51 the king county department of local
18:52 services and the inter jurisdictional
18:55 team met with the esque school district
18:57 and representatives from the cities of
18:59 issaquah newcastle bellevue
19:01 renton and smamish on october 19th the
19:04 team agreed that there were no need at
19:06 this time to consider a joint strategy
19:08 to address sighting issues but reserved
19:11 a revision to the finding based upon
19:14 the pending permitting of high school 4
19:17 and
19:18 elementary school 17. the party has
19:21 agreed to meet regularly
19:22 and the district asked for a placeholder
19:24 for 2021
19:26 to address updated enrollment post
19:29 covid data to
19:32 revisit the strategy the next report
19:36 to gmpc will be in 2022 to identify
19:40 changes
19:40 that have occurred and needs for school
19:42 districts and local jurisdictions to
19:44 raise school sighting issues
19:46 to develop collaborative planning and
19:48 joint strategies
19:50 additionally the gpg mpc received a
19:53 status report on the 2021
19:55 king county county-wide planning policy
19:59 planning policy update that outlined the
20:02 schedule of upcoming events
20:04 in developing the uh counties uh
20:07 planning policies
20:08 that need to be completed by the end of
20:10 2021 it's a fairly lengthy schedule so i
20:12 will email that out to everyone
20:14 uh later this evening so you can see the
20:16 key dates and then finally the account
20:18 uh the council the gmpc received an
20:21 update on
20:22 uh 2021 king county countywide planning
20:25 policy
20:25 housing chapter gnpc was briefed on
20:28 major changes to the housing chapter
20:31 in december this housing chapter will be
20:33 revised to reflect stakeholder input
20:36 in january and february the revised
20:38 draft will be circulated to the
20:39 affordable housing committee
20:41 and so we will get an update from
20:42 council member hall at that time
20:45 and the affordable housing committee
20:46 will propose amendments to the 2021
20:49 uh county-wide planning policy housing
20:51 chapter
20:52 later in 2021 uh the next meeting of the
20:55 gmtc will be january 27th
20:58 2021 uh it will be a work session to
21:00 review draft changes to the county-wide
21:02 planning policies and that concludes my
21:04 report this evening

21:12 thank you madam mayor on november 19th
21:15 the salmon recovery council of wyoming8
21:18 met and weather8 is the technical name
21:20 for
21:21 the watershed that issaquah is located
21:23 in we
21:24 adopted a cooperative watershed
21:27 management grant funding
21:28 guidance update as well as a
21:30 communications and outreach
21:32 framework um and additionally
21:36 we will i will have a king conservation
21:38 district advisory meeting tomorrow
21:40 morning
21:41 and that concludes my report
21:45 thank you council president hunt next up
21:48 the mayor's report
21:52 and i have unfortunately quite a few
21:54 items tonight
21:56 there was an executive session held
21:58 earlier this evening to discuss
22:00 collective bargaining
22:01 for rcw 42.30.140 print a pr
22:06 pran for parent a action is anticipated
22:10 in open session this evening
22:12 so the first item i want to talk about
22:14 newsy item is the issaquah trolley
22:17 we have received several emails
22:18 regarding issaquah trolley and i wanted
22:20 to provide
22:21 a community update the trolley is funded
22:25 through the issaquah history of museums
22:27 a local non-profit
22:29 and back in october the issaquah history
22:31 museums notified the city that their
22:33 board had made the decision
22:35 to not to contin to not continue to
22:38 operate the trolley
22:40 around the same time there was an
22:41 application submitted to the lodging tax
22:44 advisory committee ltc
22:45 for grant funding to pay the additional
22:47 premiums for insurance
22:49 for 2021 trolley operations ltch
22:52 has one representative from the city
22:54 council but the board mostly contains
22:56 members from the hotel and tourism
22:58 sectors
22:59 they collect a percentage of the lodging
23:01 tax and distribute funds through grants
23:03 to organizations that promote tourism in
23:06 issaquah
23:07 the grant to support issaquah valley
23:09 trolley operations and to cover the
23:11 increase in
23:11 insurance cost was approved by issaquah
23:14 city council on october 19th
23:16 and is still in place and can be awarded
23:18 to any non-profit organization
23:20 that may partner with the trolley
23:22 committee also in october a few council
23:25 members and the mayor
23:26 met with the trolley committee the
23:28 trolley committee is now exploring
23:29 options for how to continue trolley
23:32 operations
23:33 due to coveted restrictions we are able
23:36 to work with them on looking at what
23:37 their options might be going forward
23:40 since there is ample time to sort things
23:42 out there are likely several
23:44 non-profit options available and the
23:46 ltch grant money is still available
23:49 a few words about the plastic bag ban uh
23:52 an issue
23:53 that fun council will remember
23:56 was something that the city of issaquah
23:58 pioneered in the region
24:01 so i'm just going to add a few comments
24:03 tonight we are
24:04 repealing the city's big ban ordinance
24:06 and as many of you know
24:08 isafo was a leader in the region when we
24:10 first passed this ordinance in 2012.
24:13 our residents were supportive and we
24:15 partnered with our businesses to make
24:17 the law
24:18 successful in fact the city staff
24:20 visited
24:21 every single retailer in the city before
24:24 the ordinance went into effect
24:26 we also distributed many reusable bags
24:28 in the city
24:29 several of which i still love seeing out
24:31 and about today
24:33 since we were ahead of the curve many
24:35 cities reached out
24:36 for the guidance when they were
24:38 developing their own ordinances
24:40 and eight years after the city's
24:41 ordinance was adopted
24:43 the state has adopted a statewide bank
24:45 ban
24:46 the state law preempts our ban so the
24:48 repeal of the city's original ordinance
24:50 is now on the consent calendar this
24:52 evening
24:53 the state law is very similar with the
24:55 biggest change being an increase in the
24:57 charge for paper bags from 5 cents which
25:00 the city required to 8
25:02 cents this new law will go into effect
25:05 on january 1st
25:06 2021 i am so proud to work in a city
25:10 where public leaders will tackle
25:12 unpopular but necessary topics and to
25:15 take a stand to protect our environment
25:17 and communities health
25:18 a special thanks goes out to our 2012
25:21 city council members
25:23 mark mullet fred butler eileen barber
25:26 joshua share paul winterstein stacey
25:29 goodman
25:30 tulemarts and our mayor at the time
25:32 mayor eva freisinger
25:35 another big newsy item is that the
25:37 environmental board has been selected
25:40 so i'm pleased to announce that the city
25:41 has selected a very
25:43 talented team of individuals to serve on
25:46 the city's new environmental board
25:48 as you may know the creation of this
25:50 board has been a passion of mine since
25:52 becoming mayor
25:53 three years ago although we have
25:55 experienced hardships in 2020 i
25:57 am thrilled we are able to engage with
25:59 the public to develop a strong proposal
26:01 for this board
26:02 and bring on this great group of folks
26:05 their experience
26:06 bans topics from ecological restoration
26:09 and fish biology
26:11 to storm water management protection of
26:13 natural resources
26:14 and climate change also important to
26:17 note is that we have
26:18 youth members filling two of our regular
26:20 member positions
26:21 and one alternate position the passion i
26:24 heard in these interviews
26:25 from especially our youth candidates was
26:28 inspiring and heartwarming
26:30 we are thrilled to have this group come
26:31 together and start their
26:33 important work to protect preserve and
26:35 enhance the natural environment
26:37 and to take action on climate change in
26:39 issaquah
26:40 the board will have its first meeting in
26:42 january and will be instrumental in
26:44 providing feedback
26:45 on the update to our land use code title
26:48 and also the city's climate action plan
26:51 i want to publicly thank
26:53 each and every individual who has served
26:55 time on the rivers and streams board
26:57 we have a couple former rivers and
26:59 streams board members on the new
27:01 environmental board
27:02 to ensure a consistency in knowledge
27:04 from that important time
27:06 along with the environmental board we
27:08 have several new members to the
27:09 transportation advisory board
27:11 and planning policy commission which are
27:13 included on the consent calendar for
27:15 this evening
27:16 i look forward to stopping by each of
27:18 our boardroom commissions in early
27:20 2020 on and hearing about the
27:22 contributions they make to help issaquah
27:24 be such a great place to live work and
27:26 play
27:28 there is an upcoming recycling event for
27:31 appliances mattresses propane tanks and
27:33 more and
27:34 in partnership with the escort school
27:35 district hazardous waste management
27:38 program in king county and the king
27:39 county solid waste division

35:18 signage and this is the interim zoning

35:22 we will be conducting a public hearing
35:24 this evening and
35:25 potent and possibility of adopting
35:28 ordinances
35:29 this item was last before council at the
35:31 july 20th council meeting
35:33 given the upcoming expiration of these
35:35 interim regulations the item is
35:37 returning to council this evening and
35:39 i'd like to invite economic development
35:41 manager
35:42 jen davis hayes to make a presentation
35:47 good evening thank you count mayor
35:49 paulie and good evening council members
35:51 um i am about to share my screen for the
35:54 for the presentation
35:55 um i wanted to make one clarification
35:59 um about something that was in the
36:01 slides
36:02 did that work no it did not
36:06 let me try one more time so we are here
36:07 tonight to look at the rec the temporary
36:10 regulations that are
36:11 now currently um going
36:15 set to expire on
36:20 december 22nd and
36:23 uh they're looking to request to amend
36:26 those for another six
36:27 months um there may be some confusion
36:29 the way i rewarded the slide
36:32 um looking at we are requesting that the
36:36 uh invention is made for six months we
36:39 are
36:40 um for any temporary regulatory really
36:43 or regulatory changes um you you're only
36:45 allowed to make those changes for up to
36:47 six months until
36:48 something uh more permanent happens or
36:51 the conditions change and so in this
36:52 instance we are looking at
36:55 the kitchens of again businesses being
36:57 able to do business operations
36:59 um outside on sidewalks
37:02 in um their private property as well as
37:05 signage that helps them to let business
37:08 let customers know where to
37:10 pick up their take out where to pick up
37:13 on uh online shopping and delivery
37:17 we think is essential for the next few
37:19 months of covid and so we are
37:21 recommending to
37:22 continue this for the next six months um
37:26 the other thing i wanted to mention is
37:28 that the uh
37:29 community yes i'm sorry this is this is
37:32 tisha i'm gonna have you
37:34 couldn't you take down your slides
37:36 you're coming across pretty garbled and
37:38 i think it might be because you're
37:39 sharing content
37:40 so i'll go ahead and share the slides
37:42 from my end
37:44 okay is that better
37:48 yes okay all right so we'll
37:51 um so we there is uh the community
37:54 planning and development department
37:56 is uh looking at uh sign code changes
37:59 that will be in front of council
38:01 in 2021 and so we are taking into that
38:04 account
38:05 as we uh that this
38:08 temporary uh regulatory relief may be in
38:11 place if council
38:12 agrees to extend it and if any changes
38:15 are made
38:16 to the sign code in 2021
38:19 we would then present the option and and
38:22 make council aware would they want to
38:25 continue the regulatory relief
38:28 to the extension through june 22nd would
38:30 they want to remove it because the new
38:32 sign code regulations address it
38:34 or don't address it so i just wanted to
38:36 make those two
38:37 statements up front again we're looking
38:39 at requesting another six-month
38:41 temporary regulatory relief for the
38:44 sidewalk use of sidewalk private
38:46 property and signage
38:47 and um you can go to the next slide
38:51 the first uh ordinance is about the use
38:54 of sidewalk and private property use
38:57 so as a reminder we reduced the
38:59 application
39:00 process and materials and reduced the
39:03 time
39:03 of processing for that for those who
39:06 applied we waived the fees
39:08 and about 10 businesses have utilized
39:10 this new process
39:11 now that does not include any of the
39:13 businesses that participated in the
39:15 streetery because we had a separate
39:17 permit
39:18 that they were covered for that so these
39:20 are businesses that use this beyond
39:22 the streetery efforts and some of them
39:24 are ones that are using it now during
39:27 for the winterization
39:29 next slide and the temporary
39:32 regulatory relief for the a-frame
39:34 signage so again we eliminated the
39:36 application requirements
39:37 and we waived the fee so it's hard to
39:40 know what
39:41 who did not apply who did not would have
39:43 applied vote but did not
39:45 but we have received really positive
39:47 feedback from our partners and
39:49 businesses along this lines
39:50 and just to let you know most businesses
39:52 that have a frames
39:54 typically they get a letter in the
39:55 beginning of the year to renew
39:57 so um they would have already renewed in
40:00 january so again it's hard to know
40:02 um what a number of businesses have
40:05 utilized this beyond those that already
40:07 uh had that permit but again positive
40:10 response
40:11 uh that they are able to quickly respond
40:13 to what is needed
40:15 um next slide please and so our next
40:18 steps
40:19 is if we will conduct this public
40:22 hearing
40:22 and then ask council to consider
40:24 adoption
40:26 extended it until june 22nd 2021 and
40:29 here's the little confusing part
40:31 if you choose you could say that it has
40:33 it could be to the end of the mayor's
40:34 proclamation emergency if that
40:37 ends before june 22nd or we can just
40:39 leave it right now
40:40 until june 22nd 21

50:19 so um i uh indeed got a hold of the
50:22 administration and found out that
50:24 um it's just done made it through as an
50:27 error and it and it should have said
50:29 monitor in the first place
50:31 and when you put monitor there um then
50:34 it really doesn't
50:35 make sense to have comma the provided it
50:38 does not erode local taxing authority
50:40 so what my pro what my motion does is
50:43 just
50:43 change this bullet to say that we're
50:45 gonna that we're gonna
50:47 monitor progressive progressive revenue
50:49 options like a payroll tax
50:51 and um the city administrator kind of
50:54 speak to this but my understanding is
50:55 that that's the intent of the
50:57 um of this language here and it just
50:59 made it through as

52:20 model of operations this coming year
52:23 with much fewer number of bills being

55:38 other taxes that are not regressive
55:40 um i've stated that pretty consistently
55:43 over my 10 years on council and i'm
55:45 going to continue that this evening

55:57 does that mean councilmember martz that
55:59 we would support
56:01 legislation without seeing specific

56:11 um the motion with the revision doesn't
56:14 say we
56:15 don't support it or we wouldn't support
56:17 it it's asking our
56:19 uh it's it's noting to our legislators
56:21 and also
56:22 to our um to our lobbyists that we want
56:26 monitor those things that are coming
56:29 through the legislature
56:31 um so that we know about them so it's
56:33 not a support support or a pose
56:35 my concern about having support the word
56:37 support in there
56:38 is that we're indicating that we support
56:40 things that we haven't actually seen yet

56:43 concern is and

56:48 in the materials like wally said was
56:51 that we wanted to monitor

57:30 local taxing authority versions of the
57:32 payroll tax proposal
57:34 would have preempted the city's ability
57:36 to levy future taxes
57:37 or impacted the city's existing business
57:39 and occupation tax
57:41 so that was in the narrative um i'll be
57:44 honest the
57:44 councilmember members of the council i
57:46 did not go back
57:48 further through the documents on the
57:50 fifth to see if perhaps there was
57:52 uh if that if that error was originally
57:55 included in the listing that was there
57:57 we just look back at the staff report so
57:59 um again we're just trying to
58:01 uh be clear and apologize for any
58:03 confusion

58:49 when you look at the next one supporting
58:51 a local option to adopt a graduated
58:53 reit that mirrors the state's graduated
58:55 rate
58:56 that's supporting a bill that hasn't
58:58 been written yet and we're okay with
58:59 that
58:59 so i'm okay with i like progressive
59:02 revenue
59:03 options at the state level provided they
59:05 don't erode local taxing authority

59:16 i concur with council member martz on
59:19 this
59:19 and i um i think that there are many
59:24 things here that we broadly support
59:26 without
59:27 um indicating support for policy
59:30 and i do support progressive revenue

59:39 but also indicating that
59:41 the support is something that i'm
59:42 comfortable with especially with the
59:44 writing with the way
59:46 the language is there currently and to
59:48 reference my earlier point just to be
59:50 clear
59:51 in the legislative agenda not the staff
59:53 report that was previously provided on
59:55 page two
59:56 this is the second time that um that it
59:58 was presented with the support language

1:00:27 writing the bills we're
1:00:28 suggesting where our city stands on a
1:00:32 concept and i think that's
1:00:35 shown in many of the things that it says
1:00:37 we support they are not specific bill
1:00:39 numbers they are
1:00:41 concepts that we believe would help
1:00:44 either our city or the citizens within
1:00:47 so thank you thanks um

1:00:56 yes i just wanted to point out that the
1:00:58 motion on the floor
1:00:59 is approval of the legislative agenda
1:01:02 with the revised wording
1:01:04 so a vote um no would at this stage
1:01:07 be a vote against the legislative agenda

1:01:12 is interested in approving the
1:01:14 legislative agenda without the revised
1:01:16 wording they could
1:01:17 offer an amendment to remove the
1:01:20 proposed revised wording

1:01:26 i'm also going to weigh in that in terms
1:01:28 of financial matters there have been
1:01:30 many moves that the state has made that
1:01:32 have been harmful to cities over the
1:01:34 last decade or so
1:01:35 i think our state our lobbyist was
1:01:39 very careful in working with our staff
1:01:41 gene paul to make sure that we put
1:01:43 ourselves in a position to be able to
1:01:45 defense this year as offense which means
1:01:48 we're not giving them a green light
1:01:50 we are actually saying we need to be
1:01:52 cautious because green lights in the
1:01:53 past have taken away our revenues
1:01:56 and so i think it was with thoughtful
1:01:57 consideration that both our lobbyist and
1:02:00 gene paul
1:02:01 used the word monitor and to me monitor
1:02:04 is not a negative word
1:02:05 but i will tell you i will all be back
1:02:08 at the drawing table
1:02:09 next april if they go after local
1:02:11 revenues
1:02:12 and if they do things that have negative
1:02:14 impacts to cities
1:02:16 and it'll be an uphill battle so monitor
1:02:19 is not a bad word
1:02:20 it's actually a fairly cautious word
1:02:21 i'll remind you that last year
1:02:23 the governor vetoed the continuation of
1:02:26 a program
1:02:26 for streamlined sales tax which he
1:02:28 assumed was a new program
1:02:30 and that hurt us to the tune of 300 000
1:02:33 and we are now requesting them just to
1:02:35 honor the previous program and not a new
1:02:37 program
1:02:38 and that is going to be an uphill battle
1:02:40 which we do not think we're going to win
1:02:42 so i think caution in dealing with the
1:02:43 state on financial issues
1:02:45 is prudent and that's why the
1:02:46 administration wrote it the way they did
1:02:48 and responded to the potential
1:02:50 correction the way we did
1:02:52 um so i now forgot what the clerk said
1:02:58 the clerk said that we need to continue
1:03:01 with i believe the motion that was on
1:03:03 the floor unless the person
1:03:05 who made the motion and second want to
1:03:07 withdraw it we will be voting on the
1:03:09 motion to

1:08:25 comprehensive plan and zoning map
1:08:27 amendments
1:08:29 next slide please so i
1:08:33 and deputy city administrator andrea
1:08:35 snyder will give a presentation
1:08:37 and then give you all the opportunity to
1:08:39 look to deliberate
1:08:40 and potentially take action on the
1:08:42 proposed amendments next slide please
1:08:45 so as a reminder the city council
1:08:47 approved the docket
1:08:48 on may 4th you all amended the docket on
1:08:52 september 8th to add the transportation
1:08:54 element
1:08:55 on august 27th and september 10th the
1:08:58 planning policy commission reviewed
1:09:00 the amendments comprehensive plan
1:09:02 amendments and the mobility master plan
1:09:05 on september 24th and october 8th the
1:09:08 planning policy commission held
1:09:10 a public hearing that was continued and
1:09:11 then made a recommendation and then on
1:09:13 november 10th
1:09:14 you all held a study session on the
1:09:16 proposed amendments
1:09:17 next slide please
1:09:23 so as a reminder on the docket is the
1:09:27 one is the land use element and that is
1:09:29 to update the housing and job targets
1:09:32 and the population and household
1:09:33 projections table
1:09:35 there were four proposed four recommend
1:09:39 for requested redesignations and reasons
1:09:42 the addition of an implementation status
1:09:44 table to the old town subarea plan
1:09:47 in the capital facility capital
1:09:48 facilities element we were
1:09:50 proposing to update dates and ordinances
1:09:53 as well as update the map to include
1:09:55 two new sites that included three new
1:09:57 schools and to change the title front to
1:09:59 public facilities rather than municipal
1:10:01 facilities
1:10:02 and the transportation element as it
1:10:04 exists today would be replaced by the
1:10:07 goals and policies that were adopted in
1:10:09 the mobility master plan
1:10:10 i should note that one item on the
1:10:12 docket table l4
1:10:14 our remaining land supply and capacity
1:10:16 will be pushed to the 2021 docket
1:10:18 because
1:10:19 that process is not finished with the
1:10:21 county
1:10:23 next slide please so i'm just going to
1:10:26 touch on we're just going to touch on
1:10:28 some of the topics where you all had
1:10:29 concerns at our last meeting
1:10:31 one of those was with legacy landscaping
1:10:33 and the proposed redesignation and
1:10:35 rezone the rezone is proposed to go from
1:10:37 single family suburban to mixed use
1:10:41 two of the issues were environment and
1:10:43 density and we've included this on one
1:10:45 slide because one affects the other
1:10:47 so you won't i won't be able to see my
1:10:49 arrow but
1:10:51 in this slide you can see that
1:10:55 there are critical areas so they lot as
1:10:58 it exists they're about
1:11:00 3 600 square feet on the existing lot
1:11:04 tibbetts creek is on the east side of
1:11:06 the lot
1:11:07 and it has a required 100 foot buffer
1:11:09 that extends about a third of the way
1:11:11 into the property
1:11:13 there are also steep slopes which are
1:11:15 highlighted in the orange color
1:11:17 steep slopes have a 50 buffer which
1:11:19 extends
1:11:20 two-thirds into the property with the
1:11:24 critical area study
1:11:26 a property owner may be able to develop
1:11:29 with only a 25 foot steep slope buffer
1:11:31 and that is what the darker orange
1:11:33 dotted line is for
1:11:35 so if you were to take the critical area
1:11:37 buffers
1:11:39 and use the 25 buffer for the steep
1:11:42 slopes
1:11:43 then on the property is left about 9 000
1:11:46 square feet of developable land
1:11:48 that is equivalent to several of the
1:11:50 properties that are located
1:11:51 on front street on first place northwest
1:11:54 uh there's one on rainier it's a
1:11:55 religious
1:11:56 bookstore that's just 9 000 square feet
1:11:58 there's a restaurant in the mur district
1:12:00 so just to kind of give you some
1:12:01 perspective on how big that is
1:12:04 so anything that develops redevelops on
1:12:07 this property
1:12:08 and as a whole must comply with
1:12:12 today's critical areas regulations as
1:12:14 they stand which
1:12:15 are these buffers um
1:12:19 anything the base height on this site is
1:12:22 if it were to be reasoned to mixed use
1:12:24 is 48 feet it could go up to 65 feet
1:12:28 with conditions
1:12:30 two of those conditions are that the
1:12:31 building cannot obstruct the views
1:12:33 and another condition is that the
1:12:35 pervious surface
1:12:36 must increase by ten percent
1:12:40 so it would go from oh i'm bad at math
1:12:42 but it would go from ten percent
1:12:44 to i think twenty percent um pervious
1:12:46 surface
1:12:47 there and then
1:12:50 with the required parking um that would
1:12:53 necessary for a 65-foot building a
1:12:55 65-foot building is
1:12:57 not likely doable on this site
1:13:00 so i thought those two blended together
1:13:02 and i thought i'd bring those up
1:13:03 together
1:13:03 next slide please
1:13:07 i was also asked and i apologize my
1:13:09 slide is updated a little bit we
1:13:11 had to move to this one but to talk
1:13:14 about the adjacent zoning
1:13:16 and the site is
1:13:19 on the corner uh to the west and south
1:13:21 is single-family suburban
1:13:24 directly to the north and that is
1:13:25 considered adjacent across the street is
1:13:27 considered adjacent uh so is county
1:13:29 corner
1:13:30 so directly to the north is
1:13:33 urban core directly north of that is
1:13:36 urban
1:13:37 there is a is rally development
1:13:39 agreement
1:13:40 to the northeast is community facilities
1:13:43 facilities which is the transit center
1:13:44 and directly to the east
1:13:47 is the tibbetts valley park which is
1:13:48 community facilities recreation
1:13:51 next slide please
1:13:54 as for community benefit which was
1:13:56 another topic that came up
1:13:58 without an exact site plan without an
1:14:00 exact redevelopment proposal it is a
1:14:02 little bit hard to identify a community
1:14:04 benefit however
1:14:05 if the site were to remain single-family
1:14:08 and no redevelopment occurred
1:14:10 then there wouldn't be any frontage
1:14:11 improvements here
1:14:13 it were allowed to redevelop
1:14:16 under mixed use where there are more
1:14:18 commercial options then frontage
1:14:19 improvements
1:14:20 would be required and there would be
1:14:22 improved safety at that intersection
1:14:25 so that is my piece i'm going to hand it
1:14:27 over to deputy city administrator andrea

1:14:38 madam mayor members of council i
1:14:42 would like to address the questions
1:14:44 raised by city council at the last
1:14:46 council meeting on this subject before i
1:14:48 do that just as a reminder for those who
1:14:50 may be watching from home or just
1:14:52 joining us on this topic
1:14:54 the rv park property is owned by the
1:14:57 city of issaquah
1:14:58 and the city of issaquah is requesting a
1:15:00 rezone
1:15:02 to enable the city to essentially
1:15:06 swap properties with centurylink
1:15:09 centurylink currently
1:15:11 is located on the valley floor next to
1:15:13 the transit center
1:15:15 and the city would then be able to work
1:15:18 with our development partners in
1:15:19 developing
1:15:21 housing and a mixed use project there
1:15:25 there are 300 units of housing about 50
1:15:28 50 of which would be affordable housing
1:15:31 so that is why this
1:15:32 uh request is before council to as it is
1:15:36 related to the tod
1:15:37 or the transit oriented development
1:15:38 project
1:15:40 and the affordable housing that the city
1:15:43 is trying to develop
1:15:46 so so with that said there are some
1:15:49 questions that city council asked
1:15:51 last time mostly around the topic of
1:15:55 concerns about who might be displaced
1:15:59 from the rv park
1:16:01 and so i'd like to address some of those
1:16:04 we see on this map here that um
1:16:08 this is a map of the existing footprint
1:16:10 for the rv park today
1:16:12 so you see an area of the map that is
1:16:15 shaded in light blue
1:16:16 and that would be the centurylink
1:16:18 replacement site that's the area that we
1:16:20 would be
1:16:21 rezoning with this request and the other
1:16:24 area in white and
1:16:25 including the one that's outlined in red
1:16:29 would be the remaining footprint for
1:16:32 the rv park the portion of the rv park
1:16:35 that would
1:16:35 remain should this property be rezoned
1:16:39 and should
1:16:39 the purchase and sale agreements be
1:16:42 signed
1:16:44 so um so all in total there are 53 spots
1:16:49 in the rv park today
1:16:51 and what we know from working with the
1:16:54 on-site management
1:16:55 is that we have 21 long-term users
1:16:59 and we believe uh in working with
1:17:02 the um on-site rv park managers
1:17:06 as well as our developers development
1:17:10 partners
1:17:11 that we can retain 21 spots with the
1:17:14 leftover uh
1:17:16 property from from the potential sale of
1:17:19 what would be the centurylink spot so
1:17:21 we'd be able to retain 21 spots
1:17:23 and we think we're pretty confident that
1:17:25 we can do that
1:17:26 so um at this point in time we don't
1:17:29 believe
1:17:30 that any of the long-term users would
1:17:33 need to be relocated or would be
1:17:36 displaced
1:17:37 what that means is that in this shaded
1:17:39 blue area
1:17:40 that is marked off on this map as the
1:17:43 centurylink
1:17:44 replacement site that that's really
1:17:47 where
1:17:48 currently today the rv park rents out to
1:17:52 short-term users and short-term users
1:17:55 are those who are more likely to be
1:17:56 vacationing who were there for a weekend
1:17:59 or a week or using it as their home base
1:18:01 for their
1:18:02 vacation and recreation in the area so
1:18:06 what we would do is we would work with
1:18:09 the rv park
1:18:10 to phase out the acceptance of new
1:18:13 reservations on this part of the
1:18:16 property
1:18:17 that we can have the long-term users
1:18:19 those using the monthly sites
1:18:21 would be able to remain and um and
1:18:26 uh and be there into the future as they
1:18:29 have been
1:18:30 so i think that's um that is
1:18:33 uh the best of our information that we
1:18:35 have today we don't believe that anybody
1:18:37 um would be relocated as part of these
1:18:39 plans
1:18:41 if you can advance the next slide please
1:18:44 thank you so this slide we had some
1:18:48 questions from city council
1:18:50 asking about the king county roads
1:18:52 property the king county roads property
1:18:54 is the property immediately to the east
1:18:58 of the rv park you can see both depicted
1:19:01 on this
1:19:02 satellite image the king county roads
1:19:05 property
1:19:05 is outlined here in green
1:19:08 and it's actually owned by the city we
1:19:11 have been calling it the king county
1:19:13 roads property because that's who we
1:19:14 acquired it from
1:19:16 and you'll see these are options for
1:19:19 if we want to expand the rv park
1:19:23 in the future replace some of the spots
1:19:26 we would be losing if sensory if century
1:19:29 link is to locate on a portion of the rv
1:19:32 these are some of the options that we
1:19:33 have so we have kind of on the lower
1:19:36 end of the estimate 15 spaces that we
1:19:38 could
1:19:39 uh that we think we can fit onto the
1:19:41 site if we wanted to be a little bit
1:19:42 more aggressive and really try to
1:19:44 maximize the use of this property
1:19:46 for rv spaces we think we might be able
1:19:49 to get as many as 33 spaces in
1:19:52 this is this is in response to a council
1:19:55 question from the last
1:19:56 city council meeting on this topic in
1:19:58 terms of how many
1:19:59 spots do you think we could fit on the
1:20:00 king county roads property
1:20:03 that was when we were concerned that
1:20:04 people might be displaced
1:20:06 if centurylink were to relocate onto a
1:20:09 portion of the rv park
1:20:10 so we intend on coming back to city
1:20:13 council
1:20:14 with a larger discussion to talk about
1:20:16 the future of the king county roads
1:20:17 property
1:20:18 whether it should be used as an
1:20:19 expansion
1:20:22 of the rv park and what city's council's
1:20:24 guidance and direction is on that but i
1:20:26 wanted to get council their answers as
1:20:29 soon as we
1:20:30 had our best estimates for what could
1:20:32 fit onto that site
1:20:36 so those are some of the options that
1:20:37 we've looked at again
1:20:39 there was a question on the relocation
1:20:41 plan for the residents so again
1:20:43 we don't believe that any of the excuse
1:20:46 me the rv park users we don't believe
1:20:48 that any of the rv park users
1:20:49 the long-term users would be relocated
1:20:51 we would be looking at
1:20:53 phasing out any reservations for new rv
1:20:57 users short-term users and
1:21:00 um also once we have a little bit more
1:21:03 certainty
1:21:04 if the purchase and sale agreements are
1:21:06 signed um
1:21:08 then we would be reaching out to the rv
1:21:11 park users
1:21:12 and and making sure that they're aware
1:21:16 of any relocation resources
1:21:20 we don't think that they will need them
1:21:21 necessarily but it does seem like an
1:21:23 opportunity to connect and see if people
1:21:25 to know what their options are for for
1:21:28 housing
1:21:29 or other places where they can put their
1:21:33 park there recreational vehicles
1:21:36 so um
1:21:40 so i think that is uh i think that
1:21:43 responds to all of the council questions
1:21:45 that we've had to date
1:21:47 and at this time i'll open it up for

1:22:48 and maintenance facilities onto that

1:22:52 that was something that i think occurred
1:22:54 in the 90s
1:22:55 we did not have the king county roads
1:22:57 property at that time
1:22:59 and so excuse me
1:23:03 what options for um
1:23:06 relocating or rather expanding
1:23:10 the public works maintenance and
1:23:12 maintenance facilities
1:23:14 needs could be on the portion of the rv
1:23:18 park that is to be retained
1:23:20 as was always originally thought when
1:23:23 the city purchased that property
1:23:25 as well as the king county roads
1:23:27 property so
1:23:28 we had originally acquired the king
1:23:30 county roads property as a relocation
1:23:32 site for centurylink
1:23:34 they were concerned about the steep
1:23:37 driveway leading up
1:23:39 into the property the king county roads
1:23:41 property
1:23:42 i don't think that that would be a
1:23:43 concern for our public works
1:23:45 facilities considering we have all the
1:23:47 snow plows
1:23:49 in the area so i think we could ensure
1:23:50 that that road would be clear for our
1:23:52 purposes
1:23:53 but certainly we could use the property
1:23:57 expand for our public works facilities
1:24:00 or parks maintenance
1:24:02 facilities needs

1:24:15 have a couple of questions related to
1:24:18 the legacy landscaping rezone
1:24:22 um the first one is um
1:24:26 my recollection is when we met on was
1:24:28 the 10th of november
1:24:30 one of the criteria was public benefit
1:24:32 and yet when i looked
1:24:34 um at the imc today i couldn't find any
1:24:36 reference to public benefit and
1:24:38 am i missing something or is there a
1:24:41 requirement that we have a public
1:24:42 benefit to do a reason
1:24:46 the requirement specifically is this is
1:24:49 kristin leeson senior planner
1:24:51 and the requirement specifically is that
1:24:55 health safety and welfare the rezone
1:24:57 bears a substantial relation to the
1:24:58 public health safety welfare or other
1:25:00 community benefit
1:25:01 okay okay great thank you uh second i
1:25:05 have three questions so the second one
1:25:07 one of the other requirements is no
1:25:09 detrimental effect to adjacent
1:25:11 properties
1:25:12 um how did we determine that there
1:25:14 wouldn't be any detrimental effect
1:25:22 detrimental effect and i may have to
1:25:26 uh defer to our city attorney jim haney
1:25:29 for a minute this came up last year as a
1:25:32 question
1:25:33 and he was able to address it really
1:25:34 well but detrimental effect means that
1:25:36 it would not
1:25:36 um physically impact i believe
1:25:40 the adjacent properties in a negative
1:25:44 and i i do need to defer our city
1:25:48 attorney if he's available
1:25:50 mr haney i would agree with that that is
1:25:54 the definition that we looked at last
1:25:56 year when we were looking at
1:25:58 comprehensive plan amendments so it
1:26:01 wouldn't like erode my
1:26:02 uh my foundation or wouldn't make trees
1:26:05 fall down on my house
1:26:07 or something something like that it is
1:26:09 not a quality of life kind of
1:26:11 detrimental effect those sorts of things
1:26:15 it could certainly be a quality of life
1:26:18 if you
1:26:19 if you place that in the context of
1:26:22 something detrimental to to
1:26:25 property for example if if the
1:26:29 project was creating a substantial
1:26:32 amount of noise
1:26:34 and therefore there was a decline in the
1:26:36 in the
1:26:37 quality of life you could consider that
1:26:39 to be materially detrimental
1:26:41 okay great thanks thank you jim um and
1:26:44 then final question um because i don't
1:26:45 understand this one
1:26:46 um the seventh criteria is consistent
1:26:48 with the comprehensive plan
1:26:50 the reasonable request is consistent
1:26:52 with the comprehensive planned or
1:26:53 is in the concurrent process of a
1:26:56 comprehensive plan
1:26:57 redesignation application what does that
1:27:01 so this is kristen leason senior planner
1:27:04 in our comprehensive plan we have our
1:27:05 land use designations
1:27:07 and those are umbrellas
1:27:10 that allow for certain zones within that
1:27:13 umbrella
1:27:13 landis designation it's broad and then
1:27:16 our the zoning house needs to fit into
1:27:18 one of those
1:27:19 so in this case single-family or
1:27:22 low-density residential
1:27:24 allows for single-family suburban
1:27:26 single-family states single-family
1:27:27 small-wide and the other single-family
1:27:29 zones
1:27:30 if this property were to be present
1:27:32 rezoned to
1:27:34 multi-family or to to mixed use
1:27:38 it no longer fits under that low-density
1:27:40 residential designation
1:27:42 so the designation then must occur
1:27:44 concurrently
1:27:45 so that it would fit under the correct
1:27:46 designation which is what
1:27:48 the property owner has requested in this
1:27:52 they are running concurrently i would
1:27:55 agree with that
1:27:56 the uh the the language in the code
1:27:59 seems to contemplate that
1:28:02 you could have a piece of property which
1:28:05 has one zoning and is consistent with
1:28:08 the comp plan
1:28:09 and within that umbrella can move to
1:28:11 another zoning
1:28:12 and still be consistent with the comp
1:28:14 plan as it exists
1:28:16 or the code contemplates that
1:28:20 as long as the comprehensive plan
1:28:22 amendment is proposed at the same time
1:28:25 as the um as the rezone that that could
1:28:28 be consistent as well
1:28:30 so um is this a both a land use
1:28:33 designation
1:28:35 uh change and a rezone at the same time
1:28:37 in this
1:28:38 one confidence plan amendment are those
1:28:40 both in here
1:28:42 that was the request yes okay

1:29:16 impact it would be
1:29:18 addressed through a site plan is that

1:29:22 um it seems to me that what we're
1:29:25 dealing with here is just the rezoning
1:29:27 issue
1:29:28 and not any future detrimental impact
1:29:32 well you're correct um the
1:29:36 what you're looking at at this point is
1:29:39 are there any detrimental
1:29:41 impacts from the comprehensive plan
1:29:44 change
1:29:45 uh and the rezone itself
1:29:49 and where you might find such an impact
1:29:51 is if
1:29:52 you consider that any change
1:29:55 in the zoning would open up a new
1:29:59 array of uses which would have
1:30:01 detrimental impact on the
1:30:03 on the neighborhood that would be the
1:30:05 way you look at
1:30:06 it at this stage if you're looking at
1:30:08 how the individual
1:30:09 development may affect
1:30:12 the uh surrounding property or may
1:30:15 affect the environment
1:30:16 that's really something that you do at
1:30:20 development stage when there is a site
1:30:22 plan approval

1:31:17 interpretation
1:31:18 specifically because i think it's a very

1:31:29 intentions to use this property in the
1:31:30 future for other than an rv park so

1:35:42 fact that we do have
1:35:43 residents that are currently occupying
1:35:45 the rv
1:35:46 park and to make sure that the impact to
1:35:50 is not displacement especially
1:35:54 especially now and so i think that
1:35:57 um i think that the commitment has been
1:36:00 made that we
1:36:01 are able to retain these um long-term
1:36:05 sites for the long-term users of the rv
1:36:08 and i think that's very important to me
1:36:11 and in being able to support this
1:36:13 this evening and um as i've
1:36:17 mentioned as i mentioned in this study
1:36:18 session when we discussed this rezone
1:36:20 one thing i would like to consider
1:36:22 when we discuss further the king county
1:36:27 roads site that is owned by the city
1:36:29 that is adjacent i would like to
1:36:30 consider
1:36:31 in our housing strategy if we should
1:36:33 consider
1:36:34 rv park as a part of our housing
1:36:37 strategy it is a part of other cities
1:36:39 housing strategies and specifically
1:36:41 affordable housing strategy
1:36:42 as it is a form of affordable housing
1:36:45 that some people
1:36:46 choose or a form of housing that some
1:36:47 people choose um
1:36:49 so i would like to consider that when
1:36:50 this returns to council which i believe
1:36:54 that conversation will return to a study
1:36:56 session in january i believe
1:36:58 um and then i'm interested to hear what
1:37:01 my fellow council members
1:37:02 think about the parcel um
1:37:06 that is the legacy landscape landscaping
1:37:09 rezone
1:37:10 one summit that i've had
1:37:13 in addition to what i said at the
1:37:15 council study session
1:37:16 last time is that from an environmental
1:37:19 impact
1:37:20 perspective i think redeveloping
1:37:23 because if it redevelops it will have to
1:37:25 actually conform with the buffers
1:37:27 if it redevelops it will actually have
1:37:29 to um
1:37:31 meet those standards which is not
1:37:33 currently
1:37:34 meeting and so i think that on balance
1:37:37 um from an environmental perspective it
1:37:39 would be
1:37:40 it would it that would be a good thing
1:37:42 if it were to um
1:37:44 be within those buffers and not in the
1:37:46 in the buffers as
1:37:47 the property is currently located um
1:37:50 so i think with that i will let other
1:37:52 council members speak but i am i'm
1:37:54 currently
1:37:55 in support of the thinking i'm in
1:37:57 support of the
1:37:58 um rezone for the rv park
1:38:02 um parcel and then i think
1:38:05 i'm interested to hear what other
1:38:06 council members think about the other
1:38:08 one and in support of the other comp
1:38:12 and other changes proposed here thank

1:38:27 uh support the resulting of the rv
1:38:30 park and for all of the reasons that

1:38:39 uh on the legacy landscaping
1:38:42 um freezone i did have a number of
1:38:45 questions i think they've been answered
1:38:47 um i think it's uh
1:38:51 i was very influenced i must say by the
1:38:54 email from the property owner
1:38:56 with uh his explanation of why he wants
1:39:00 this rezone
1:39:01 and um i agree with councilmember hunt's
1:39:05 comments that
1:39:06 it appears that there are environmental
1:39:08 safeguards on that property that would
1:39:12 i think keep it compatible with the rest
1:39:15 of the
1:39:16 of the community surrounding it so i'm
1:39:19 going to support
1:39:20 this motion and i
1:39:24 i also want to commend staff i think
1:39:25 that we have had every question that we
1:39:28 have asked answered and answered very
1:39:31 completely so i do appreciate that

1:40:08 about the re-zone of legacy landscape
1:40:12 and my concerns really are we have no
1:40:15 what would or could be built on that
1:40:18 parcel of land
1:40:19 and so i'm um and i think many of you
1:40:22 know this
1:40:23 i i tend to um look for worst-case
1:40:26 scenarios but
1:40:28 you know we say that there's no adverse
1:40:30 impact when
1:40:31 i could build a dog kennel next door i
1:40:34 can build a bowling alley next door
1:40:35 it'll be a small bowling alley
1:40:37 i could build a very very small golf
1:40:39 course next very small golf course
1:40:41 but there's a list of things that i can
1:40:43 do including building
1:40:44 multi-family housing and i know we talk
1:40:48 about the adjacent properties and we
1:40:50 across the street to the park and we say
1:40:53 well that's
1:40:54 that's not a single family and then we
1:40:56 look kitty corner to
1:40:57 the parking right we say that's not
1:40:58 single family and we look across the
1:41:00 street to
1:41:02 um the spaces that are there and there's
1:41:05 two lots that are right across the
1:41:06 street one of them is nearly unbuildable
1:41:08 urban core and the other one is
1:41:10 is is designated as urban core but if i
1:41:13 look at the
1:41:13 south west corner of uh sr 900
1:41:17 and newport way it is all single-family
1:41:20 suburban
1:41:21 that whole area up in and then up into
1:41:24 the villages is all um residential
1:41:28 and so it feels to me a bit of a spot
1:41:30 zone to me
1:41:31 so we're talking about changing the uh
1:41:34 the designation
1:41:35 so that we can change the zoning but
1:41:38 we're not talking about doing that to
1:41:39 any other
1:41:40 surrounding parcels and it feels like
1:41:43 we're just carving out this little
1:41:45 little chunk there and it doesn't feel
1:41:47 like good land use to me it doesn't seem
1:41:50 consistent with
1:41:51 the surrounding properties i think my
1:41:53 biggest concern with it is
1:41:55 i don't know what would be built there
1:41:56 so i can't as i think
1:41:58 kristen mentioned i can't tell you what
1:42:01 the potential benefits are going to be
1:42:04 so i guess i'm not fundamentally opposed
1:42:07 re-zoning this property but i am
1:42:10 thinking that i would like to know what
1:42:13 would be the plan for building there
1:42:17 so that i could say yes we need a small
1:42:20 convenience store and that would fit
1:42:21 there
1:42:22 and would have minimal impact and there
1:42:24 would be community benefit
1:42:25 but until i have that feeling that sense
1:42:29 this is the right thing to do i i'm not
1:42:32 really supportive of
1:42:33 this kind of one-offs what feels like to
1:42:36 me as a spot reason

1:43:25 year only one other private property

1:43:33 two of which did not have anticipated
1:43:35 uses back in 2001 it did
1:43:38 um when the city rezones property for
1:43:42 example the city uh
1:43:43 central issaquah there was not an
1:43:46 intended use for those part there wasn't
1:43:48 a specific use for those properties we
1:43:49 knew that we wanted to be more density
1:43:51 there was a reason for it but we didn't
1:43:54 know exactly what that was going to be
1:43:55 and we still have to evaluate every one
1:43:57 of those as they come in individually to
1:43:59 determine what the impacts are going to
1:44:02 does that help answer your question

1:48:05 steps to go but i realize the rezone is
1:48:08 necessary to
1:48:09 um for us to continue to at least move
1:48:12 forward
1:48:13 as far as legacy landscape landscaping
1:48:16 i'm completely comfortable with the
1:48:17 rezone
1:48:18 um i find it a little bit um interesting
1:48:21 that the one who caused this to be
1:48:25 um out of conformance for so many years
1:48:28 was the city not the property owner
1:48:30 the property owner is just simply asking
1:48:32 us to re-zone it so they are in
1:48:34 conformance nothing will change on this
1:48:36 property i visited with the owner
1:48:38 in person for a while today um the only
1:48:42 thing
1:48:42 that would change is nothing um it would
1:48:44 remain a landscaping business
1:48:46 as it has since 1995. it's very
1:48:48 interesting shape of land it's very
1:48:51 narrow from the road to the hillside
1:48:54 and uh it reminds me a little bit of the
1:48:58 businesses along the frontage road um on
1:49:02 south side of i-90 as you're driving um
1:49:06 west to factoria all those businesses
1:49:09 there and those
1:49:10 sort of narrow office buildings with
1:49:12 interesting parking um
1:49:14 even though um there
1:49:18 it's been mentioned this you know the
1:49:20 single family suburban the residential
1:49:22 around there um it's really more of a
1:49:25 commercial site than it is a suburban
1:49:27 family site there are
1:49:28 a couple of houses and there is some
1:49:30 suburban family zoning
1:49:32 but one of them for example is um
1:49:36 vacant puget sound energy land that's a
1:49:39 giant
1:49:40 property that's not going to be
1:49:41 developed and then there are two other
1:49:43 houses um nobody seems to have any real
1:49:47 issues with uh

1:49:56 we did the um central issaquah plan we
1:49:59 talked about that area being
1:50:01 one of the gateways to the city and
1:50:03 although the
1:50:05 it's the north side that's the urban
1:50:08 i think it is an interesting site for
1:50:10 the future to possibly have something
1:50:11 there that could serve the residences
1:50:13 that are further west um when i visited
1:50:16 with the owner today he showed me some
1:50:18 interesting photographs from
1:50:19 decades ago it actually used to be um a
1:50:22 restaurant and a dance
1:50:24 place and and it was also a gas station
1:50:27 so um it has some interesting history um
1:50:31 um just a really super super guy who
1:50:33 really just wants to be in conformance
1:50:34 and like i said it's been a landscaping
1:50:36 company in 1995 and all of the
1:50:39 non-conforming issues were caused by the
1:50:42 um i don't have any issue re-zoning it
1:50:45 respect all the questions that were
1:50:46 asked and the reasons that they were
1:50:47 asked
1:50:48 but i do support this and um i think the
1:50:51 administration
1:50:52 and staff for um all the work and
1:50:55 details that they provided

1:53:17 sca board of directors
1:53:19 some cities association adopts the
1:53:21 following guiding
1:53:22 legislative principles advanced racial
1:53:24 equity and social justice
1:53:26 preserve local decision-making authority
1:53:28 do not eliminate the social safety net
1:53:30 protect
1:53:31 shared revenues no unfunded mandates to
1:53:33 cities
1:53:35 urges the legislature to take the
1:53:36 following actions in 2021
1:53:38 about economic recovery address the
1:53:40 fiscal needs of cities to provide local
1:53:42 services
1:53:44 address housing instability invest in
1:53:46 transportation infrastructure mobility
1:53:48 address law enforcement reform and
1:53:50 clarify the open public meetings act
1:53:52 regarding remote meetings does anybody

1:54:50 said he was just the most down-to-earth
1:54:53 i mean he was a he was an air force
1:54:54 general don't get you wrong i mean he
1:54:56 he was a serious air force man but my
1:55:00 grandfather said just
1:55:01 a modest and humble and and great
1:55:04 american

1:55:10 a quick item that i
1:55:12 maybe not a quick item but i have a
1:55:13 discussion item and then i've also
1:55:15 noticed that both council member goodman
1:55:16 and council president
1:55:18 have something for good of the order um
1:55:20 city administrator bob quits did you
1:55:22 want to once
1:55:22 run through the administration's
1:55:24 question which we gave sort of a heads
1:55:27 earlier this week to council on
1:55:32 uh uh certainly madam mayor uh members
1:55:34 of the council
1:55:35 good evening again uh as i know many of
1:55:38 you been following
1:55:39 uh the the congress of the united states
1:55:41 continues in session
1:55:42 uh they continue to weigh
1:55:46 additional work to support the country
1:55:48 in the covid19
1:55:50 pandemic there is a continued talk
1:55:53 of support for state and local
1:55:56 governments
1:55:57 in a package that package may take
1:56:00 many different kinds of forms over the
1:56:02 next several days uh
1:56:04 and looking at some news reports late
1:56:05 this afternoon
1:56:07 there's there's still discussions as to
1:56:10 what will be allocated to cities and
1:56:12 counties and what would be allocated to
1:56:14 states
1:56:14 so this is still up in the air but the
1:56:17 mayor paulie in
1:56:18 reviewing these developments getting
1:56:20 information from both the united states
1:56:22 conference of mayors and the national
1:56:23 league cities
1:56:24 thought it may be prudent for the
1:56:26 council this evening to
1:56:28 chat about what its priorities would be
1:56:30 should
1:56:31 we hear over the next several days that
1:56:33 additional dollars are coming our way
1:56:36 we would like i think to be as nimble as
1:56:38 possible
1:56:39 to allocate those dollars as quickly as
1:56:41 possible
1:56:43 and i think it would certainly be
1:56:44 helpful to the administration
1:56:46 to get a sense of the counsel of your
1:56:48 thoughts so that between now and the
1:56:50 council's next meeting
1:56:51 on january 4th work could be done
1:56:55 so we could come back and have actions
1:56:57 for spending of that
1:56:58 those dollars as you know and for the
1:57:00 benefits the community watching
1:57:02 uh the council has allocated karezak
1:57:04 dollars in a number of different ways
1:57:06 uh through business assistance grants
1:57:09 through
1:57:10 money to social service agencies very
1:57:12 early in the pandemic
1:57:14 the council took general fund dollars uh
1:57:16 for rental assistance so there's
1:57:18 certainly lots of needs
1:57:19 out there but it would be very helpful
1:57:21 as the mayor and i
1:57:22 uh if there was any feedback from the
1:57:24 council this evening as to what your
1:57:25 priorities are
1:57:26 as we sit here in december should
1:57:29 additional dollars come our way over the
1:57:31 next several days
1:57:33 thank you city administrator bob quits
1:57:35 this is really our
1:57:36 last scheduled council meeting of the
1:57:38 year but i say that very tentatively
1:57:40 because it's 20 20.
1:57:42 um and what we would love to do is you
1:57:45 while council may not be meeting
1:57:47 administration certainly will be working
1:57:49 through december 31st
1:57:50 and if we have an opportunity to put
1:57:52 something together that we can bring to
1:57:54 it means the dollars can get into the
1:57:55 hands of the people that need it sooner
1:57:58 so just in general just looking for
1:58:01 a round of comments that talks about
1:58:04 either what we've done in the past that
1:58:05 you liked
1:58:06 or things that you'd like us to consider
1:58:08 and we'll bundle it up and if money
1:58:10 thank goodness might come to the cities
1:58:12 we'll be ready early january to bring
1:58:14 you something for your action
1:58:16 so i see i get the time right here

1:58:32 an eviction crisis and cliff that may be
1:58:36 coming up
1:58:36 and what we may need to do to support
1:58:39 residents
1:58:40 including with food bank and
1:58:44 other areas like that and then depending
1:58:47 if we can get our numbers under control
1:58:51 and businesses can potentially open
1:58:54 back up um depending on when that
1:58:57 happens i think business is
1:59:00 obviously um on my mind so
1:59:04 i think more of the same because the
1:59:06 need is the same and just
1:59:08 increasing thank you very much

1:59:16 um i guess i somewhat agree with council
1:59:19 member
1:59:20 walsh um i don't know if i have a
1:59:22 priority right now
1:59:24 um i think that the administration has
1:59:26 done a
1:59:27 fantastic job this year of
1:59:30 not only staying out in front of
1:59:34 what's coming down the bend what is
1:59:35 coming toward us what we might be able
1:59:38 receive respond to what the needs are um
1:59:42 monica ngrilla has been amazing um and
1:59:45 so has jen davis hayes in her department
1:59:47 and so i would um first of all thank you
1:59:50 for allowing us an opportunity to
1:59:52 weigh in on this and second of all um i
1:59:55 guess
1:59:55 your ears are probably closer to the
1:59:57 ground than ours you have a lot more
1:59:58 people
2:00:01 right on top of these and so i would
2:00:03 absolutely be interested in
2:00:07 some recommendations that the
2:00:08 administration might have
2:00:11 with all of your ears to the ground and
2:00:13 if there is a need to have a special
2:00:15 meeting that i am more than willing to
2:00:16 do that

2:00:25 my top priorities would be
2:00:27 rental rent assistance and food security
2:00:32 and then local business support

2:00:39 listening so well to our business

2:00:42 this year and i think if we can
2:00:45 do it convening again as you did before
2:00:48 and hear from them what do they need now
2:00:51 now that we're
2:00:52 eight nine months in uh have their
2:00:55 needs changed and um so i think
2:00:58 that would be a good listening session
2:01:00 um but those are
2:01:02 those will be my top three i think i
2:01:05 you know uh lindsay and i went through
2:01:09 accounts payable this week and i saw the
2:01:11 checks going out to the
2:01:13 to the uh charitable organizations and i
2:01:16 was so
2:01:17 pleased to see that and the fact that we
2:01:20 have been supporting our community
2:01:22 so continue doing good work
2:01:25 thank you councilmember d michelle your
2:01:27 actions are definitely making a
2:01:29 difference in the community

2:01:34 councilmember hall here i don't disagree
2:01:38 with anything that's been said though if
2:01:40 we do have
2:01:41 some additional funding or money come
2:01:44 through i think it would be prudent to
2:01:46 do some outreach to non-profits
2:01:49 um in the community or maybe even in the
2:01:52 region that operate
2:01:53 locally that haven't since qualified for
2:01:56 any cares act funding because maybe they
2:01:58 don't
2:01:59 operate in the field of direct
2:02:00 assistance right now which is so needed
2:02:02 but are
2:02:03 struggling um so that i think that would
2:02:06 be my own
2:02:07 my only ask that we also look into that
2:02:11 thank you so if i understand you
2:02:12 correctly there are other not there are
2:02:14 non-profits out there that we have not
2:02:15 been able to use but we may be able to
2:02:18 use some of the funds to do outreach in
2:02:20 such a way that they would be able to
2:02:22 receive funds
2:02:24 because they have the capacity to meet
2:02:27 the federal requirements
2:02:28 is that your ask us
2:02:33 i don't think it is well or i don't know
2:02:36 if i'm
2:02:36 fully understand that either so maybe
2:02:38 i'm being very
2:02:41 some some non-profits are not able to
2:02:44 receive grants from us because they
2:02:46 cannot meet the federal reporting
2:02:47 requirements that we need to meet
2:02:50 for the feds and so there are providers
2:02:52 out there who have not been able to
2:02:54 receive
2:02:55 federal funds but can receive funds from
2:02:58 cities and counties that are not
2:03:00 federal there may be a possibility that
2:03:03 some of those that are in the chain that
2:03:06 are providing services just need some
2:03:09 to make sure that they can do the
2:03:11 reporting requirements so i'll put that
2:03:13 aside could you
2:03:14 um rephrase what your request was i
2:03:17 think that's a good
2:03:18 uh i mean i think that's a good point
2:03:20 and if we're not able to give direct
2:03:22 financial assistance to some of these
2:03:23 non-profits and the least we can do is
2:03:25 help them
2:03:26 meet some sort of status where they they
2:03:28 could get funding
2:03:29 yeah no i like that okay uh
2:03:33 and let's go to council president hunt
2:03:36 thank you mr president hunt i um support
2:03:40 i i think it's very important that we
2:03:42 continue to
2:03:44 um prepare for an eviction
2:03:47 crisis um i think that the need on that
2:03:50 front has just been building and has
2:03:52 been papered over by the fact that we
2:03:54 an eviction moratorium and i support the
2:03:56 eviction moratorium because i
2:03:58 um think we are in a pandemic and it's
2:04:00 necessary for public health
2:04:02 at the same time it is papering over
2:04:04 that we have an
2:04:06 increasing percentage of people that
2:04:07 really need this support so i i would
2:04:10 want to support that need as well as the
2:04:14 other food security and nonprofit needs
2:04:18 and i i agree with most of
2:04:21 what other council members have said as
2:04:24 thank you council president hunt and
2:04:26 just to add to that too
2:04:28 this week we were asked if we would call
2:04:30 out to our different
2:04:32 federal senators and representative
2:04:35 and all of those are voice mail boxes um
2:04:38 good places to leave messages the
2:04:40 message i left was that we need a more
2:04:42 programmatic approach
2:04:43 to this eviction cliff instead of just
2:04:46 stressing people
2:04:47 out right up until a few days before it
2:04:49 keeps going away and so i'm hoping that
2:04:51 at the federal
2:04:52 level or at the state level we can come
2:04:54 up with something
2:04:55 that gets us not only through the crisis
2:04:58 but has a plan for what happens after
2:05:01 the health pandemic itself is called off
2:05:02 so that's an extremely
2:05:04 good point that you made it's causing a
2:05:06 lot of anxiety in the community
2:05:08 thank you uh i am not
2:05:11 seeing oh council president marx and
2:05:15 i'm not sure if i skipped you or council
2:05:18 president hunt wants to speak a game but
2:05:19 we'll go
2:05:20 to council member marks first
2:05:23 thank you madam mayor this is council
2:05:25 member martz uh
2:05:26 and i support everything i've heard
2:05:29 about
2:05:30 housing and eviction minimization and
2:05:33 supporting small businesses and
2:05:35 supporting non-profits i mean
2:05:37 you know we are hopefully knock on wood
2:05:41 you know in the later stages
2:05:45 of this maybe not economically but at
2:05:48 least in terms
2:05:49 of uh you know now that it does look
2:05:54 we have um various vaccines that will be
2:05:57 becoming available soon so hopefully
2:05:59 that creates a window
2:06:01 i mean three months ago we had no idea
2:06:03 how long this was gonna go
2:06:04 right i think today we have a much
2:06:07 better idea
2:06:08 of when we're gonna uh potentially start
2:06:11 seeing
2:06:11 some uh uh easing of social distancing
2:06:16 in mid-next year and so that creates
2:06:19 a window of need uh of severe need and
2:06:23 then hopefully the economy starts to
2:06:24 recover
2:06:25 so anyhow i continue to support the
2:06:28 administration
2:06:29 has done a good job so far in this uh
2:06:32 let's continue there
2:06:33 i am worried about this eviction cliff
2:06:36 uh and what it'll mean for people in our
2:06:38 community but again
2:06:39 seeing the light at the end of the
2:06:43 tunnel my hope is that uh
2:06:47 you know people are not facing endless
2:06:50 uh economic crisis
2:06:52 landlords are not facing endless
2:06:53 economic crisis hopefully they can
2:06:55 uh hold things over for a few months as
2:06:57 as things
2:06:58 hopefully again knock on wood start to
2:07:00 return to normal thank you

2:07:06 add to your comments
2:07:08 yes thank you mayor thank you council
2:07:10 president hunt i i
2:07:12 just wanted to make one additional
2:07:14 comment um during the
2:07:15 outreach that um several of our several
2:07:18 of count
2:07:18 us council members did as part of our
2:07:21 housing stability ad hoc
2:07:23 um one thing that was really important
2:07:25 that came up that it was important to
2:07:26 communicate
2:07:27 around rental assistance was that the
2:07:29 approach we were using was
2:07:31 to give rental assistance such that it
2:07:33 was going
2:07:34 to landlords so it does also support the
2:07:36 landlords in that approach
2:07:38 these are um nonprofits that pay
2:07:41 um they're paying or covering a part of
2:07:44 person's rent um and that money is going
2:07:47 to the landlord so it supports both the
2:07:49 landlord as well as the for the uptake
2:07:51 of the building and everything else
2:07:53 and also i think combined with the
2:07:54 mediation that we're funding we are
2:07:56 we are considering both the concerns of
2:07:58 the landlords as well as the tenants in
2:08:00 um that's it yeah thank you for putting
2:08:04 those back
2:08:04 out there that's good for those who
2:08:06 haven't been following along
2:08:08 so i think what we're hearing is that
2:08:10 the kinds of allocations
2:08:13 that have been proposed in the past is
2:08:15 still a good starting point
2:08:17 we'll have some more data because we do
2:08:19 have data that's coming in
2:08:21 on businesses and data that's coming in
2:08:23 on our food collaborations so
2:08:25 thank you that's very very helpful um
2:08:28 i'm now going to move to
2:08:29 council member goodman for period of the
2:08:31 order and then lastly council president
2:08:34 that's remember goodman thank you madam
2:08:36 mayor um
2:08:37 i sent an email today to council so
2:08:39 hopefully you got a chance to read it
2:08:41 it's fairly short so i'll um just review
2:08:45 um for um public sake as well um i'm
2:08:48 looking for some feedback
2:08:50 and questions that you might have for me
2:08:53 and council
2:08:53 deputy president ray and council member
2:08:56 um hall
2:08:57 as we attend the eastside fire and
2:08:58 rescue board meeting this thursday
2:09:01 um so eastside fire responds to
2:09:04 emergencies
2:09:05 and they transport patients to the
2:09:08 hospital when they need to be
2:09:09 transported
2:09:10 um but sometimes eastside fire is not
2:09:12 available for those transports
2:09:14 and when that occurs um they contact
2:09:18 amr the private ambulance service and
2:09:21 uh goes to the um uh
2:09:25 event whatever it is and if somebody
2:09:27 needs to be transported to the hospital
2:09:29 the private ambulance service transports
2:09:31 someone to the hospital um when east
2:09:34 side fire transports
2:09:35 uh they send the patient a bill and
2:09:39 if a patient cannot afford to pay the
2:09:41 bill if it is not covered
2:09:44 fully if it's not covered fully or all
2:09:46 the way by um
2:09:49 if it's not covered by insurance um and
2:09:51 they or or
2:09:52 and the patient owes all or a portion um
2:09:55 then eastside fire has a policy where
2:09:58 they can
2:09:58 waive that fee um
2:10:02 so what is being proposed and to scott
2:10:04 discussed at the board level
2:10:07 is whether or not eastside fire wants to
2:10:09 establish
2:10:10 a hardship fund so that if a patient who
2:10:14 has transported to
2:10:15 the hospital by amr uh
2:10:19 um and they receive a bill and the
2:10:21 patient
2:10:22 similar circumstance the patient can't
2:10:24 afford to pay the bill whether it's
2:10:26 a partial or all of the bill and it's
2:10:28 not covered by insurance
2:10:30 um then whether that fund then could be
2:10:33 to pay that bill on behalf of the
2:10:35 patient and that
2:10:37 would that would pay amr the private
2:10:40 ambulance service directly and eastside
2:10:42 fire then would be covering that bill
2:10:46 so that's a policy question that
2:10:49 the east side fire board is considering
2:10:52 and um i was going to
2:10:55 let you know what the general comments
2:10:59 at the last board meeting so that you
2:11:01 can get an idea
2:11:02 of kind of what's been talking about
2:11:04 what's been talked about
2:11:05 um the comments and questions arranged
2:11:08 everywhere from
2:11:09 yes we should be we should be making
2:11:11 those payments for residents
2:11:13 who live within the east side fire
2:11:14 boundary who cannot afford it especially
2:11:16 during these times
2:11:18 um and um
2:11:21 one of the comments that's gone along
2:11:22 with that is um it's just sort of the
2:11:24 luck of the draw
2:11:26 if that same person had been transported
2:11:28 by eastside fire
2:11:29 and then eastside fire would wave the
2:11:31 bill so um
2:11:33 east side fire so it's just kind of not
2:11:35 fair that that person then has to pay a
2:11:38 um just because it was a private
2:11:39 ambulance service but then other
2:11:41 comments were well
2:11:43 um this is money that when east side
2:11:46 fire waves the bill they're not actually
2:11:48 paying any money they're just waiving
2:11:49 receipt of
2:11:50 payment but that it would be hard money
2:11:53 going to east um amr
2:11:57 um there's been a question does amr have
2:11:59 a hardship policy
2:12:01 um should efer usually be using funds to
2:12:04 subsidize a private ambulance service
2:12:06 how much is it anticipated to cost
2:12:08 eastside fire each year to pay amr
2:12:10 i can't recall exactly but i believe the
2:12:13 chief said that he
2:12:14 didn't have the exact figure in front of
2:12:16 him but it was something less than fifty
2:12:18 thousand dollars um
2:12:22 so i don't know if council member paul
2:12:24 or deputy council president ray have
2:12:26 anything to add
2:12:27 um but we thought we would at least
2:12:31 seek your comments feedback questions so
2:12:34 that we could represent
2:12:35 you all at the board level this thursday
2:12:38 so we will go to deputy council ray
2:12:41 to add a clarification and see if
2:12:43 council member hall has every anything
2:12:45 but before we just start this discussion
2:12:46 which i think may not
2:12:48 be a super quick discussion i'm going to
2:12:50 call for a
2:12:51 three minute recess so everybody can
2:12:54 a short break anyway deputy council
2:12:56 president right
2:12:58 well i get to go before the recess huh
2:13:00 you do all right because
2:13:01 you're adding information that they can
2:13:03 think about on recess all right
2:13:06 um so a little a little bit of
2:13:08 background that
2:13:09 um councilmember goodman kind of think
2:13:12 went through pretty quick
2:13:13 part of the thing that's driving this is
2:13:15 historically um
2:13:16 if you decided not to pay your
2:13:21 bill for for an ambulance right whether
2:13:23 you had the means to
2:13:24 whether you had the insurance to or
2:13:26 whatever eastside just wrote it off
2:13:28 there was
2:13:28 absolutely no effort to collect
2:13:31 for transportation to the hospital
2:13:36 we've been pushing because revenue is a
2:13:39 big deal to us right now
2:13:41 to get some sort of concerted effort
2:13:44 to collect those those bills
2:13:46 particularly when it's the insurance
2:13:48 company that's not paying the bill
2:13:49 because it makes no sense
2:13:51 when someone has insurance for east side
2:13:53 to just say oh well
2:13:54 you know we didn't really want that
2:13:55 money anyway because we really do want
2:13:57 that money
2:13:58 so and not to sound mercenary but it is
2:14:00 really um it's an important source of
2:14:02 revenue and it's
2:14:03 a tone of about a hundred thousand
2:14:04 dollars a year that gets written off
2:14:06 so the question then is okay well

2:19:17 where they are on the issue deputy

2:19:21 i just wanted to clarify i
2:19:25 wanted to make sure i didn't leave the
2:19:26 wrong impression eastside firing rescue
2:19:28 has been collecting
2:19:29 transport fees since the dawn of time
2:19:32 what we haven't been doing is actively
2:19:34 going into collections
2:19:36 with people who don't pay that we've
2:19:38 been invoicing
2:19:39 but we haven't been in active collection
2:19:41 so the policy change that's a foot right
2:19:43 now is to actually go into active
2:19:44 collections
2:19:45 so because we feel that there's there's
2:19:47 money being left on the table
2:19:49 um that we could collect from people who
2:19:51 have the means to pay but
2:19:52 you know um if uh if you were
2:19:56 um so unfortunate to need their services
2:19:58 and your insurance company covered it
2:20:00 your insurance company would be invoiced
2:20:01 and they would pay your side
2:20:03 and that would all be accounted for but
2:20:04 i just want to make sure everyone
2:20:06 realized we
2:20:06 this wasn't a you know first time thing
2:20:14 so a dollar
2:20:19 and that's the first time first time in
2:20:21 a while
2:20:22 and eastside fire has had a policy of
2:20:25 waiving
2:20:26 the fee for people who don't not have
2:20:28 the means to pay
2:20:30 the question on the table for the east
2:20:33 side fire board is whether to establish
2:20:36 a hardship fund
2:20:37 that would make amr whole
2:20:40 for the transports for people who do not
2:20:42 have the means to pay
2:20:44 that's the question we're a pretty small
2:20:47 group if you want to just raise your
2:20:48 hand if you have a comment or a question
2:20:50 for them we'll just deal with it that
2:20:52 uh councilmember marks uh
2:20:56 so one of the thank you um council
2:20:58 member goodman one of the questions you
2:21:00 had asked in your email
2:21:02 i thought the last one was the one that
2:21:03 i'm i'm dying to
2:21:05 get the answer to which is does amr have
2:21:07 a hardship policy
2:21:09 right that to me seems to be the
2:21:11 critical question if afmr were to have a
2:21:13 hardship policy
2:21:14 similar to efer's problem solved
2:21:18 thank you yeah exactly and that's the
2:21:21 reason that i put that in there because
2:21:22 i wanted you to know the
2:21:24 questions that board members had already
2:21:26 posed thank you

2:21:35 it's not relative
2:21:37 relevant or maybe it is uh does efr
2:21:40 or amr have um
2:21:44 do they have criteria for when someone
2:21:47 unable to pay or do they have a system
2:21:50 for means testing is
2:21:54 that they've already done that

2:22:03 it's my understanding that that's that's
2:22:04 one of the things we need to develop
2:22:06 yeah for the first question is are we
2:22:09 uh i think we've agreed that eastside
2:22:11 fire and rescue is going to
2:22:13 have a program for people who
2:22:17 don't have the means to pay i think
2:22:18 that's for sure so one of the things we
2:22:21 have to develop is
2:22:22 what constitutes not having the means to
2:22:24 pay so that's the
2:22:25 the criteria i think you're looking for
2:22:27 uh councilman michelle and then the
2:22:29 second question
2:22:30 is uh which also dovetails with council
2:22:32 member
2:22:33 marx's comment you know does uh
2:22:37 amr have a hardship policy and what are
2:22:39 their criteria and if they don't what
2:22:41 are our criteria for
2:22:43 um their carries the people that they
2:22:45 transport so i think
2:22:50 um debut council president ray can you
2:22:51 just clarify you did talk about a
2:22:53 hundred thousand dollar write-off
2:22:55 and that write-off is really just um for
2:22:58 those who have never served any for
2:23:00 we build it twice and if you don't pay
2:23:01 we write it off it never has had
2:23:03 anything to do with means testing
2:23:06 it's just you can refuse to pay your
2:23:08 bill and we won't
2:23:09 after two tries we give up so this is a
2:23:12 switch for them okay
2:23:16 okay and then thank you yeah again
2:23:18 councilmember dean michelle has another

2:23:21 uh yeah uh so a comment uh i think
2:23:24 generally i would support
2:23:26 um having i i think if you look at
2:23:29 who who's calling the ambulance um
2:23:33 often it's the medically fragile who are
2:23:36 calling an ambulance or um people who
2:23:40 are without means who
2:23:41 find themselves in a in a emergency
2:23:44 situation
2:23:45 i would hate to have somebody not call
2:23:48 an ambulance because
2:23:49 they're afraid that they're going to
2:23:52 have a bill that they can't
2:23:54 pay so i would you know i support the
2:23:57 concept let's put it that way and
2:24:00 um then the details will follow i
2:24:03 presume
2:24:05 deputy council president ray for a
2:24:07 response and then i believe council
2:24:09 president hunt wants to jump in
2:24:13 oh dollar in the pizza chat
2:24:16 um council member d michelle made a
2:24:18 really awesome point which
2:24:20 is um you know if this is when somebody
2:24:23 calls uh 9-1-1
2:24:24 and so it's getting dispatched out of
2:24:26 east side and eastside doesn't have the
2:24:28 means to respond
2:24:29 now what we haven't talked about and i
2:24:32 don't know if we want to talk about but
2:24:33 if i call amr directly
2:24:35 is that part of it because what we were
2:24:37 trying to do was to say
2:24:40 amr is showing up to transport you
2:24:42 because uh we ifer don't have the
2:24:45 the capacity to meet your needs so you
2:24:48 is that something we wanted i mean that
2:24:50 now we're starting to get
2:24:51 expand the scope of this discussion um
2:24:53 even another layer of the onion so to
2:24:55 speak
2:24:56 yes and council president hunt you
2:24:58 wanted to weigh in on something
2:25:02 um thank you i was going to weigh in
2:25:05 on questions that i thought would be
2:25:07 important so i'm
2:25:09 i am thinking that there's a fairness
2:25:12 issue with whether ifer is able to
2:25:15 um is able to address the call or if it
2:25:19 has to go to this private ambulance
2:25:21 service and it seems like a fairness
2:25:22 issue that we might potentially
2:25:24 be able to address if the if amr
2:25:27 doesn't have this hardship policy um but
2:25:30 aspect of that that i also wanted to
2:25:32 better understand which would be the
2:25:33 question is
2:25:35 does it actually cost significantly more
2:25:37 is there a higher cost
2:25:39 for the individual associated with the
2:25:42 private ambulance company in which case
2:25:43 it might be more likely to be
2:25:45 a hardship so that would be one question
2:25:46 i would ask

2:25:59 i i just wanted to just say one of the
2:26:01 one of the things is
2:26:03 um the cost that gets billed
2:26:06 for medical transportation is what may

2:26:10 of the actual cost um to eastside fire
2:26:12 and rescue
2:26:13 um you know so there's there's a there's
2:26:15 already a huge
2:26:16 i mean that's because it's uh fun we
2:26:19 fund it
2:26:20 um but there's a huge cost difference
2:26:22 there so
2:26:23 there's some interesting ques
2:26:24 interesting other questions you raised
2:26:26 there too about
2:26:27 uh what are the rates that uh say amr
2:26:29 charges versus what are the rates
2:26:31 that e for charges i think they're
2:26:32 pretty aligned i think we try to align
2:26:35 but good question

2:27:31 study regional policies to make sure
2:27:34 trying to conform to that and actually
2:27:36 stick to your chris if you know

2:27:45 be the only
2:27:46 organization that does this

2:27:54 i believe chief clark said he didn't

2:28:41 it is the annual legislative breakfast

2:28:44 and the sequoia state legislatures the
2:28:47 state legislators the council study
2:28:50 session in december
2:28:51 all council study sessions in december
2:28:53 are canceled as well as the december
2:28:55 21st council meeting and the next
2:28:57 regular council meeting is january 4th

2:29:18 moment because this is
2:29:19 the last council meeting planned for
2:29:23 2020 and 2020 has been
2:29:26 quite a year so i wanted to take a
2:29:28 moment to address the council
2:29:30 and thank you i think that council has
2:29:32 done a remarkable job of
2:29:34 being adaptable and working hard through
2:29:37 all of the additional challenges that
2:29:39 2020 has brought and also
2:29:41 being very thoughtful addressing our
2:29:44 truly
2:29:44 unprecedented um year of challenges and
2:29:48 i think we've done the community a
2:29:50 service in our hard work this year so i
2:29:52 wanted to thank you all very much
2:29:54 for your hard work thank you that's a
2:29:58 great note to end off
2:29:59 our last meeting of the year so there
2:30:02 an executive session that was held
2:30:04 earlier this evening but there being no
2:30:06 further business
2:30:08 this final meeting of 2000 as far as we
