That feedback included support for parks being vibrant and continuing to have quiet places for park users to enjoy. This is reflected in the final draft of the document (

3:56 concerns the uh uh is isak food and
3:59 clothing back you can take both if you
4:01 would okay well I think I rather than be
4:03 redundant I'll just defer my comments

4:42 meeting so with that we will move
4:45 directly into agenda item C

5:15 evening Genie Justice I'm the
5:17 administrative services manager with the
5:19 city of isqua in charge of facilities so
5:22 I'm here tonight to talk to you about
5:25 the
5:26 179th uh
5:38 I obviously don't come speak to you
5:40 often enough I have not mastered the
5:42 process uh I'm here to talk to you
5:44 tonight about the Surplus evaluation
5:46 that was done for 179th 1st Avenue
5:49 Southeast which is uh occupied by the
5:52 esqua food and clothing bank and to ask
5:55 you to provide input on the
5:56 recommendations for the Surplus and
5:58 disposition of that property so the
6:01 direction that is needed tonight is is
6:03 there support for the administration's
6:05 recommendation to Surplus are there any
6:08 significant concerns prior to proceeding
6:11 to a public hearing and consideration by
6:13 the full city council and then we have
6:16 some feedback requested in terms of the
6:18 determination for use of the King County
6:21 assessed value uh the method of the
6:23 disposition and any special covenants
6:26 restrictions or easements that should
6:27 accompany the Surplus
6:31 just a little bit of background about
6:33 the Surplus real property policy that
6:35 was adopted back in the fall of
6:39 2022 um it laid out a process and
6:42 criteria for disposing of surplus
6:45 property and follows we um initiated
6:49 staff initiated the Surplus process for
6:51 this property back in April in a council
6:54 memo after we completed the facility
6:57 condition assessment for the city
6:59 properties and we had several
7:01 discussions with the food and clothing
7:02 bank regarding their interest uh in
7:05 purchasing the property as well as they
7:07 had conducted some soil testing to see
7:10 um about any comination that might exist
7:13 on the site the next step is the staff
7:16 report that I'm presenting tonight then
7:18 it would go to public hearing full city
7:20 council review and if there is a
7:22 determination of surplus Council would
7:25 adopt that by
7:28 resolution some guiding principles from
7:31 the Surplus policy were about providing
7:33 the best stewardship and management of
7:35 City assets to avoid holding properties
7:38 without a specific Municipal purpose and
7:41 when it's not needed for a municipal
7:43 purpose to sell that property at a fair
7:45 market value to finance other Capital
7:49 assets the evaluation criteria that are
7:52 called out in that policy ask us to look
7:55 at the relevance of the property the use
7:57 the condition an analysis of some public
8:00 benefit and a consideration of other
8:02 City uses for that
8:05 property the property that we're talking
8:08 about is uh 179 1st Avenue Southeast it
8:11 is located uh just south of here across
8:16 the street from the Trail's house
8:17 adjacent to the rainar trail also
8:20 adjacent to the auto Freight building
8:22 owned by the isqua history museums so
8:26 right in downtown uh isqua
8:29 it contains a one-story Warehouse
8:31 building that is
8:34 5,625 square ft which is actually the
8:37 same size as the parcel itself it was
8:40 purchased in
8:42 1989 and remodeled in that 1989 1990 it
8:46 was formerly a an auto garage place it
8:51 was purchased actually in partnership
8:53 with the isqua food and clothing banks
8:55 predecessor um for a permanent home for
8:58 food and clothing bank using Community
9:00 Development block grant monies as well
9:03 as um some general fund
9:06 money the current King County assess
9:08 value is
9:10 $534,000 we also have um received a kind
9:14 of a building replacement value so
9:15 that's just the building itself for 1.1
9:17 million from our insurance
9:20 agents uh and a basis of value from um
9:25 Realtors from between about 750,000 to
9:28 1.1 million
9:29 and so that's a general value of that
9:32 property it has been leased to the isqua
9:34 food and clothing bank since
9:37 1992 about 35
9:41 years here's some photos of the current
9:44 building you can see the um some of the
9:47 operations that are happening in there
9:48 and the warehouse style of the building
9:55 itself so when we look at we go through
9:58 the criteria the relevant use and
10:00 condition um the property is part of the
10:02 Oldtown sub area it also is supportive
10:05 of the Human Services strategic plan to
10:08 support basic human
10:11 services as I said before it was
10:13 purchased in partnership with the isqua
10:15 food and clothing bank and with King
10:16 County Community uh development block
10:20 grants uh to provide a permanent home
10:23 for the food and clothing bank and
10:24 Community Services back in 1989 it's
10:27 been leased by the food bank since that
10:29 time they're currently six spes at the
10:31 end of this
10:33 year the current condition of the
10:36 building is poor that was uh from our
10:38 facility condition assessment that was
10:40 completed last year uh we have also you
10:44 know heard from the food and clothing
10:46 bank that the building does not meet
10:47 their operational needs in terms of the
10:49 function and form of the
10:52 building the annual um operation
10:54 maintenance costs are pretty low only
10:56 $3,000 uh per year however the capital
11:00 reinvestment that we're looking at in
11:01 the next 10 years is about half a
11:03 million
11:07 dollar um and just a reminder that those
11:10 kind of capital replacement costs don't
11:12 they're really just about repair um and
11:14 or replacement of things that have
11:16 reached their end of life it's not about
11:18 improving functionality or anything like
11:20 that of the
11:23 building some site that doesn't include
11:26 a swimming pool no swimming pools all
11:28 right
11:31 know
11:33 um the site restrictions so there are
11:36 current uh the current zoning is
11:38 community facilities facilities which
11:40 restricts ownership to City uh ownership
11:43 for
11:44 Community uses uh so zoning and land use
11:47 changes would be needed if we would like
11:49 to dispose of the property we did uh
11:52 initiate comp plan amendments uh this
11:54 past September to do that in on the 2025
11:57 docket
11:59 uh currently because the building is lot
12:01 line to lot line there is no on-site
12:03 parking uh and there is some minor soil
12:07 contamination that would need to be
12:09 removed before the property is
12:15 redeveloped we did consider other City
12:18 uses um of the site really there were no
12:21 Municipal services that were indicated
12:23 during that conversation so the site is
12:25 very small I it's too small for our use
12:30 for kind of the current Public Safety
12:32 type facilities that we're talking about
12:34 our context is about a third of the size
12:36 of this site right here for City Hall
12:41 South we did uh so we looked at we could
12:44 Surplus and reone the property and
12:46 transfer or sell that sell it uh we the
12:49 city could construct a new facility on
12:52 the site and lease that for purposes or
12:56 we could uh have a land lece that would
12:59 allow Redevelopment of the building but
13:02 retain ownership of the property
13:11 itself so um so our
13:15 recommendations uh were to consider the
13:17 property for Surplus and approve the
13:19 comprehensive plan amendments in
13:22 2025 to dispose of the property um and
13:25 to accept the King County assessed value
13:28 as the fair market value to negotiate a
13:31 purchase and sale agreement with the
13:32 isqua food and clothing bank for that
13:34 assessed value and to maintain some
13:37 special conditions on that disposition
13:39 to ensure public benefit in the long
13:41 term um to use the profits to support
13:44 other facility needs you might remember
13:46 that the facility condition assessment
13:49 gave us a an estimate about
13:51 $750,000 a year to spend on facility
13:54 infrastructure needs over each year for
13:57 the next 20 years
13:59 uh that we would retain the right of
14:01 first refusal should the food and
14:02 clothing bank decide to sell the
14:04 property or need to sell the property in
14:06 the
14:07 future and then we had some discussion
14:09 uh with the city attorney also about
14:11 adding a Tim limited deed restriction um
14:14 to ensure that the property maintained
14:16 long-term benefit um for the
14:24 public so some options uh would be for
14:28 Council committee members to provide
14:30 some minor changes and improve the
14:32 Surplus determination for the public
14:34 hearing and full Council consideration
14:37 or to instruct uh myself to make
14:40 substantial changes and return to the
14:41 committee for additional
14:46 conversation so when we really kind of
14:48 dug into the history of that uh piece of
14:51 property and the intent of the purchase
14:54 the partnership with the isqua food and
14:56 clothing bank uh the use during the past
14:59 35 years and the community benefit
15:01 that's
15:02 provided as well as really the looming
15:06 maintenance costs that would be assigned
15:08 to the city um the administration's
15:12 recommendation is to sell the property
15:14 to this Aqua food and clothing bank at
15:16 the assessed value of
15:18 $534,500
15:19 retain the right of first refusal and
15:22 add a 25e deed restriction requiring the
15:25 use for community
15:26 services and then further to ask Council
15:30 to approve the Surplus determination and
15:31 recommend this move forward to a public
15:33 hearing and full Council consideration
15:36 on November
15:40 4th so timing would be um the public
15:44 hearing on November 4th we would the
15:47 current lease ex expires at the end of
15:50 the year so we would need to do a lease
15:52 extension on December
15:54 2nd with Council Surplus action sometime
15:57 in January 2025
15:59 uh the comp plan amendments would be on
16:01 the docket in the first three quarters
16:04 2025 um the food bank would like us to
16:09 uh dispose of the property as soon as
16:11 possible so they can um feel assured of
16:14 their ability to raise funds and whatnot
16:17 so we're recommending disposition in the
16:19 second quarter
16:23 2025 are there any
16:26 questions Deputy council president
16:29 yeah just to be clear so uh we would
16:32 dispose of the property but we would not
16:34 make the change in the zoning until
16:36 later in 25 is it does that work out
16:40 okay sorry was um so uh we disposal the
16:45 property in like a January February of
16:49 25 but the zoning change might not occur
16:52 till the end of 25 or close to the end
16:56 so is there any problem with that timing
16:58 or is is is uh no it doesn't prevent the
17:02 food and clothing bank from starting
17:04 their fundraising and and getting ready
17:06 to U take possession of the building
17:09 yeah correct we've had several
17:10 conversations with planning that they
17:12 would be able to proceed with um
17:15 applying for building permits and that
17:17 type of thing they would not be issued
17:19 until the um actual comp plan amendments
17:22 were
17:25 approved council member Joe thank you Mr
17:28 chairman
17:29 uh first question was uh well thank you
17:31 for the presentation I appreciate it um
17:33 as I'm reading through the material um
17:36 you're giving uh life to it so to speak
17:38 and and putting a story behind it so
17:40 much
17:41 appreciated the first question is is a
17:43 25-year deed restriction for public and
17:46 Community Services a typical length or
17:48 could we go longer if we wanted to and
17:51 um if that's a question for the City
17:53 attorney and would be a you know a email
17:56 back to us that would be great but I'll
17:58 just ask it today
17:59 say we base that on the fact that if you
18:03 look at the original Community
18:04 Development block grants the longest
18:06 time period that they ever put a
18:07 restriction on a piece of property was
18:09 25 years okay thank you and then um you
18:12 indicated that the proceeds from the
18:14 sale would go back to the fund that
18:16 they're originally from what fund would
18:19 that be I guess the basis of the
18:20 question is do we have to give King
18:22 County the money back to the CBD Grant
18:24 or where does it go if we are successful
18:27 with this sale cities General general
18:29 fund general fund facilities fantastic
18:31 thank you and my last question um just
18:34 concerns a a general question it sounds
18:37 like the city did a a fairly in-depth
18:39 analysis to determine you know what's
18:42 the you know what can this property be
18:44 used for in terms of Municipal purposes
18:46 and then you kind of weigh that to
18:48 decide well maybe it would be better to
18:50 sell it given the fact that we have uh
18:52 upkeep costs and maintenance costs Etc I
18:55 guess my the question that we often ask
18:58 in in
18:59 um you know real estate or or property
19:01 assessment is is this the highest best
19:03 use for this property um by doing this
19:07 transaction or is there something else
19:08 that we should consider I know the
19:10 advocates for the food bank would say
19:12 yes it's the highest and best use but
19:14 you did the analysis so I just wanted to
19:16 ask that question and see what the
19:17 answer might be yes we when we looked at
19:21 the intent of the purp the what the
19:23 whole reason that the city purchased
19:25 this property was to provide a permanent
19:26 home for the food and clothing bank and
19:29 so technically I would say that that is
19:31 the highest and best thank you very much
19:34 appreciate
19:35 it and I actually don't have any
19:38 questions so um we have reached the end
19:41 of the question uh and answer session
19:44 which means uh per my comments earlier
19:47 we are at public so I will invite uh
19:52 we've already had two people that uh
19:54 wanted to speak who chose not to speak
19:56 at the at the start so let's start there
19:58 and then we'll see if there is any other
20:00 members of the public that want to speak
20:04 us you don't have to both come I mean
20:06 you can come one at a
20:09 time

20:15 you right my name is Stephanie Norton
20:18 bradel I'm the executive director of the
20:20 squat food and clothing bank and first I
20:23 wanted to thank jeie and Autumn for all
20:26 their work preparing this report
20:29 and thank you all for considering this
20:32 recommendation um the property in
20:34 question as Jeanie mentioned was
20:36 purchased in partnership with the isqua
20:38 Valley Community Services which is now
20:41 the isqua food and clothing bank um for
20:43 the purpose of operating a food
20:46 bank and um H allowing access to low
20:51 barrier services for people in our
20:53 community and we're very honored that we
20:56 continue to do that today
20:59 um we've seen incredible growth in the
21:01 past few years as many of you have heard
21:04 since
21:06 2019 we saw
21:08 115% increase in the
21:13 unduplicated households visiting our
21:15 market and using our emergency food
21:18 program um so in 5 years we saw 115%
21:22 increase over the previous 5 years we
21:25 had only seen a 10% increase so this
21:28 grow is coming really
21:30 fast this year we're seeing a 33%
21:33 increase in households accessing our
21:37 market and our emergency food program
21:40 every month no excuse me 33% of average
21:46 number of people accessing our our
21:49 Market every month compared to 23 2023
21:54 so 33% increase since last year from a
21:59 month-to-month
22:00 basis um we are really prepared to do
22:03 this expansion we have money in reserves
22:07 we've been working with the city's
22:08 Planning and Zoning teams and we've
22:12 found that there's no significant
22:14 impediments to redeveloping the
22:18 property um we've started a capital
22:20 campaign study and so far it's quite
22:22 promising but it's on hold right now
22:24 while we wait to see what's going to
22:26 happen with this property
22:29 and we're also talking to um the esqua
22:32 historical museums about the adjacent
22:34 Freight building property and working on
22:38 a partnership that would essentially be
22:42 us purchasing the building leasing back
22:44 some space to them so that we have space
22:48 to grow and continue to
22:52 expand um due to the urgent need for for
22:55 more space and the escalating C we're
22:59 hoping that we can purchase this
23:01 property sooner than
23:03 later and um we really appreciate you
23:06 considering this option thank
23:09 you thank you for your
23:16 comment Eric oler I reside at 1779
23:20 Harrison Court Northeast in isqua uh as
23:23 I mentioned briefly I'm a uh a food bank
23:27 board member
23:29 I I believe that our chair Mike bresco
23:32 has uh sent a letter to the committee uh
23:35 outlining many of the statistics and the
23:38 uh and and stressing the urgency of what
23:41 we're trying to accomplish
23:44 um we uh just in terms of highest and
23:48 best use I wanted to briefly address
23:50 that we uh looked at we did uh surveys
23:54 to determine whether this current
23:56 location is optimal
23:59 uh for our clients serving the community
24:03 uh and that turns out to be the case
24:06 they're not only used to coming here but
24:08 close to public transportation close to
24:11 other City uh and community services and
24:15 so we feel like staying where we are
24:17 makes the most sense but the building is
24:20 less than half the size uh that we
24:23 really need it to be uh and so we've
24:26 looked at preliminarily a design that
24:29 would allow us to uh go two stories um
24:32 sight line to sight line and if possible
24:36 negotiate uh the purchase of the auto
24:39 Freight building next door um and we've
24:43 we've spoken with the uh the County's
24:45 historical commission about what we
24:48 might need to to preserve in terms of uh
24:51 the structure and and image of that
24:54 building um so we're we're fairly well
24:57 along in in terms of the analysis uh and
25:00 as uh Stephanie mentioned um we're
25:03 anxious to get going so um we'd
25:07 appreciate your
25:09 consideration uh and uh and your
25:12 decision as quickly as possible thank
25:16 you thank you for your
25:20 comment CL do we have anyone else uh
25:23 indicating a desire to speak this
25:24 evening on this topic this item before
25:28 for
25:29 us chair Marts I see no virtual hands
25:32 raised among our virtual
25:36 attendees all right Genie could you
25:39 please put up the uh there we go thank
25:41 you read my mind
25:47 discussion council member Joe uh first
25:50 off I really applaud the work that the
25:53 esqua uh Food Bank does in our community
25:57 the volunteers that that show up and and
25:59 the community members that will bring
26:01 items from their garden and the way that
26:03 you have established the green grocery
26:06 bag program that collects food on
26:08 Saturdays is very inspiring um I think
26:12 that this is a uh good idea to go ahead
26:15 and surplus this property and i would
26:17 support the recommendation for the
26:19 administration um I don't believe there
26:21 are any certificate concerns unless the
26:23 any of the soil um surveys come up with
26:26 something more serious and and obviously
26:29 we won't know that until we get a little
26:30 bit more in depth there but um you know
26:32 it's always a what if when you're doing
26:35 feasibility studies and and determining
26:37 the the viability of a site um I think
26:40 that uh the 25e time period for the
26:44 Restriction of the disposition is a good
26:45 idea and the right of first refusal for
26:47 the city um to maintain that or have an
26:51 opportunity to to get that property back
26:53 should we need to so that we can fulfill
26:56 our other Municipal missions in the city
26:59 is a great idea um other than that I
27:02 think this is a a prudent step and a
27:05 step that needs to be done thank you
27:08 thank you Deputy council president uh
27:10 thank you I Echo um the comments from
27:13 council member Joe it was really good
27:15 report thank you so much very thorough
27:18 uh very easy to understand and I it also
27:21 showed a lot of uh back and forth I'm
27:24 sure with uh people in the community and
27:27 people at the food B and uh listening to
27:30 their needs and also watching out for
27:32 ours so I really commend you on an
27:35 excellent presentation um is there
27:37 support for the administration's
27:39 recommendation absolutely I I think it's
27:42 a very wellth thought out recommendation
27:44 I don't have any significant concerns um
27:48 I too like Russell Joe was asking uh is
27:51 25 years enough uh I I know there have
27:54 been 50-year covenants put on but uh
27:58 just something for us to think through
27:59 before the final recommendation comes to
28:01 the city council there probably reasons
28:03 for 25 and other reasons for 50 but um
28:07 uh if 25 is the preferred I don't have
28:09 any actual objection to that it's just a
28:12 thought uh that maybe that's that we'd
28:15 like to keep that there practically in
28:18 per
28:19 perpetuity um I think using the King
28:22 County assess value is uh a good way to
28:24 go with this and uh the disposition
28:27 that's been recommended as sounds good
28:29 to me and um I think uh the um the deed
28:35 that you've talked about the deed
28:37 protection um in terms of uh right of
28:41 first refusal um is a really good one
28:44 because um in my in my mind the food and
28:48 clothing bank is uh is an absolutely
28:51 necessary thing for us to have in our
28:53 community uh certainly during the
28:55 pandemic it proved its value not only as
28:58 a human services provider but as part of
29:01 our Emergency Response Team uh the the
29:05 expertise that was there in terms of
29:07 food distribution during a crisis was
29:10 just invaluable at that time um and also
29:13 the uh creativity with which the food
29:17 and clothing bank uh faced the challenge
29:19 of uh providing food to people in need
29:22 during a crisis like the pandemic was
29:24 really inspiring so um I think that
29:28 uh all of this is wonderful and I
29:30 support it absolutely so there thank
29:35 you uh I'll add uh this to me is part of
29:41 isqua food and clothing bank is part of
29:43 what makes us a real City not a suburb
29:47 we're people come to isqua and they are
29:49 struck by how we do feel like a real
29:53 whole city and I think part of that is
29:56 is what the services we Prov provide for
29:58 our resident and so having a real
30:01 downtown and having services in our
30:03 downtown uh is just part of being a real
30:07 city um and so I love that I you know I
30:12 I've been doing this for a while and I
30:13 know that there have been a lot of
30:15 conversations about where uh Isa food
30:18 and clothing bank could potentially be
30:20 so I'm thrilled um if our action today
30:23 helps keep them downtown um where folks
30:27 uh can both get access and are are also
30:31 U more located um than up in some of the
30:33 places up in the hills so very excited
30:36 today I've in support of the
30:37 administration's
30:39 recommendation um I don't have any
30:41 concerns to address prior to the hearing
30:43 um I think that uh the terms in terms of
30:47 first right of refusal are smart um
30:51 because we have first right of refusal
30:52 I'm not as concerned about 25 versus 50
30:55 because it's hard to imagine a different
30:56 use of the fa facility that wouldn't
30:58 involve a a sale but um but you know if
31:02 we you know my fellow council members um
31:05 want to have that addressed at the at
31:07 the uh at the full Council I I
31:10 understand um King County assessed value
31:13 as fair market value I think that's good
31:15 um I'm you know as as most of you know I
31:18 I'm a sailor and boats always you know
31:21 there's there's no such thing as an
31:22 older boat that doesn't need a bunch of
31:23 work so knowing that this property needs
31:26 a bunch of work um I think that uh this
31:29 this price point seems reasonable given
31:31 that everything we know and and we're
31:33 being good stewards of the of the
31:35 Public's resources um by by going with
31:38 the King County assessed value um so
31:41 with that I guess we are three and 0 um
31:44 I believe the administration's
31:45 recommendation was to have it come back
31:47 on regular um I'm seeing head nods

32:40 um as you mentioned joining me tonight
32:43 is is Robin and assanti they've done a
32:45 tremendous amount of work um on this um
32:48 effort that uh certainly takes a bit of
32:50 time forgive me as I make sure am I
32:54 sharing not yet
33:20 Council March you weren't in attendance
33:22 at the last sorry uh meeting um there
33:25 was a glitch in the director's
33:28 uh computer and uh he wasn't moving the
33:31 slides forward so we stopped him and had
33:34 him do that because when people are
33:36 watching and we're talking about items
33:39 without seeing the slides it could be
33:40 very frustrating so yes we want to make
33:42 sure the public could have that access
33:44 absolutely thank you I agree that's the
33:47 basis for the
33:49 technical I understand and I am a visual
33:52 I'm an engineer right so I think
33:54 visually and if I don't have visual cues
33:56 uh I get I get lost so I'm I'm all about
34:00 the uh visual
34:07 presentation finest mind's working on

37:28 the park system Plan update back to you
37:30 um appreciated the conversation we had
37:32 in July uh your feedback was so helpful
37:35 um since that time we've had a chance to
37:38 uh do a lot of continued work with the
37:39 park board um got some additional
37:41 feedback from the environmental board as
37:43 long as uh as well as a number of other
37:46 partners including the snowy tribe so
37:49 what you see tonight and what uh Robin
37:51 and hisan will have a chance to present
37:53 um once the PowerPoint gets going um is
37:57 some of those changes and some of the
37:59 work that we did also we'll walk you
38:01 through a bit of the plan actually of
38:03 show you some of the pages of the plan
38:05 um introduce you to that plan um you
38:09 know what this work reflects similar to
38:11 the 2018 the 2018 plan that this updates
38:14 is uh this this document really is the
38:17 story of our Park system and when I say
38:19 Park system it's our parks open space
38:21 and trail system um and also the vision
38:23 for that plan um unlike many stories uh
38:28 this is a story with probably a thousand
38:30 plus voices in it um as you'll see as we
38:33 walk through this there's a countless
38:35 amount of community outreach to really
38:37 make sure we're hearing uh from the
38:41 owners of this park system and the
38:42 owners being the residents of isqua um
38:46 and making sure this plan and the
38:48 priorities of this plan really reflect
38:50 um their their vision and interest um i'
38:54 I'm going to sound like the the old
38:55 director here I've been doing this a
38:57 while
38:58 um and um I'm always fascinated when you
39:00 try and tell the story of a park system
39:03 um you can't tell it through one lens um
39:05 and it's very rare that one family or
39:07 one resident uses the entirety of the
39:09 system um our residents see our Park
39:12 system differently um and this plan
39:14 really attempts to to do just that um as
39:18 you see within the vision how was our
39:21 I'm I'm now about to sing a song as well
39:23 um before the PowerPoint um comes on
39:30 T dance would be acceptable also yeah
39:33 yeah dancing was not my not my
39:36 thing oh so
39:41 close
39:43 oh thank you so much Corner we get rid

39:51 go look at that look at that so we're
39:53 here tonight to present this uh final
39:56 document to you uh seeking your
39:57 recommendation that to move it forward
39:59 to council for adoption uh next
40:03 slide timeline we um outlined this a
40:06 little bit for you last time um as I
40:09 said you know the kickoff started in May
40:11 of 2023 this has been a lot of work um
40:14 you'll hear from Robin and Hanan some of
40:16 the community outreach touches that we
40:18 did throughout this process um we also
40:22 um you'll notice in October of 2023 with
40:25 the park board reviewed our goals and
40:27 policies that was an important date to
40:29 hit because as the comprehensive plan is
40:31 coming before you as well uh the goals
40:33 and policies within the park plan as
40:35 well as the comp plan were really
40:36 intended to be the same thing uh so
40:39 getting that recommendation from the
40:40 Bark Park Board helped um those goals
40:43 and policies start their different
40:45 routes with the comp plan and with this
40:48 document as I said we we came to you in
40:51 July uh we did some further refinement
40:53 and we're here tonight to present that
40:55 to you so um thank you again for getting
40:58 the presentation up Autumn or Chris
41:01 which whichever of you uh did it I'm
41:03 going to now hand it over
41:05 to Robin spear um to take it away from
41:12 here thanks Jeff and good evening
41:15 council members I'm Robin spear Park
41:16 planning and development manager and
41:19 I'll start off by looking at the purpose
41:21 of a park system plan then I'll move
41:23 into committee feedback uh Santi will
41:26 jump in with planned content showcase
41:30 then we'll move to Jeff who will do our
41:32 our new Creeks to Peaks concept and then
41:35 back to assanti with parkboard
41:37 engagement and
41:40 recommendation so first let's go back
41:43 and kind of look at the purpose of a
41:44 park system plan um Park system plans
41:47 are created and updated every six years
41:51 uh this is to ensure eligibility for
41:53 state and federal level grants our last
41:56 plan was in 2018 18 it was a really good
41:58 starting point for us for the 2024 plan
42:02 um eligibility for state and federal
42:04 grants include like rco grants
42:06 conservation Futures grants uh
42:09 potentially EPA and other Park grants so
42:11 it's really critical for us to have a
42:13 robust system plan developed um goals
42:17 and policies are also incorporated into
42:19 the city's comprehensive plan as Jeff
42:22 mentioned um we did add some new
42:24 policies we retain a lot of the goals we
42:27 had they're still applicable but um
42:29 added in some new policies regarding
42:31 artwork regarding tribal engagement and
42:34 more um a more robust
42:38 implementation uh the plan also guides
42:40 the community's goals and Visions for
42:42 the park system we couldn't do this plan
42:45 without community outreach so that was
42:47 kind of our number one goal and our our
42:49 number one
42:52 um intention for the plan is to get as
42:55 much Community feedback as possible
42:57 we did an initial survey where we had
43:00 749 respondents which is great uh we
43:03 followed that up I believe first they
43:05 started off with focus groups we did the
43:07 survey we did mapping and we did a lot
43:09 of just Outreach General Outreach with
43:12 the community uh both s and I were at
43:14 the farmers market got to talk to a lot
43:16 of people there so it was really great
43:18 especially me coming into the city as a
43:21 new planner to get to know the park
43:23 system and to get to know the community
43:25 better we're looking at at new level of
43:28 service for the park system first uh I
43:32 think initially it was more quantitative
43:34 which a lot of parks do they measure it
43:36 just based on the acreage for per person
43:40 and we're shifting that to now look at
43:42 more of a quality of our parks and
43:45 developing new metrics for that so
43:47 you'll see that in the
43:48 planel lastly this provides vision and
43:51 direction for Capital Investments and
43:54 budget decisions on projects for the
43:55 next years
43:57 kind of leads me into my next slide this
44:00 graphic kind of shows the capital
44:02 planning guide and again as Jeff said
44:05 this plan is really a 20 plus year
44:07 Vision um for the park
44:10 system again um we're looking at system
44:14 level assessments it's updated every 5
44:16 to 10 years really informed by asset
44:19 management needs life cycles and growth
44:21 needs again going throughout this whole
44:25 planning guide we are touching b with a
44:27 community and making sure that we're
44:29 understanding their needs we're still
44:30 meeting their needs again 20 years is a
44:33 really broad look um you know
44:35 communities Chang 10 15 years so we have
44:38 to keep coming back and making sure
44:40 we're addressing uh everybody's need um
44:43 this leads into our six-year CIP where
44:46 we're really looking at prioritization
44:48 process that's updated every two years
44:51 and goes back into lines with a big
44:54 picture with current resources that six
44:57 year group moves into our two-year
44:59 budget like we're doing right now um and
45:02 this is really a much more collaborative
45:03 effort where uh we're looking at city
45:06 council approval um that moves into
45:08 Capital we're um integrating our capital
45:11 budget and operating budget at the same
45:13 time and within that two-year budget
45:16 those projects move into what would be a
45:19 funded Capital project that's where the
45:21 fund really begins
45:24 right so um on June 25th were here uh
45:28 presenting our our draft system update
45:30 plan and I kind of want to run through
45:32 committee feedback that we heard um and
45:35 make sure that we're address we
45:36 addressed all your comments um we
45:39 appreciated everything all the feedback
45:41 all the comments again we can't do this
45:44 in a silo it does take a huge amount of
45:47 effort in a heavy lift so I do want to
45:49 thank our Consultants design Workshop
45:51 definitely the community who we
45:53 outreached and and tapped several times
45:56 for feedback
45:57 um and also our Park operation staff
45:59 because without them our Parks don't
46:01 look as good as they
46:03 do um we heard that we you want parks to
46:06 be vibrant but you also want quiet
46:08 spaces for Park users to enjoy we've
46:12 been talking a lot about the balance
46:13 needed within the park system where we
46:15 want vibrant active fun parks um with
46:20 the shiny new toys but we also really
46:22 respect and want want to um keep
46:26 preserving our our Open Spaces our
46:27 natural spaces that's what makes isqua
46:30 so unique uh the committee was pleased
46:33 with the amount of public engagement in
46:35 the plan again our engagement was really
46:37 robust uh we got quite a bit of feedback
46:41 um especially on the balance and the
46:43 need for um more field space we wanted
46:47 to maintain emphasis on trail
46:49 connections and being a trail head City
46:52 it's definitely important that we look
46:53 at our Trail heads we look at our Trails
46:55 we look at the maintenance and we look
46:57 at our connections especially in our
46:59 proximity to other public lands it's
47:02 really critical for us um I'm learning
47:05 more and more about the trails and how
47:07 they were used from the Native Americans
47:09 perspective um and how they are still
47:12 used which is really interesting so we
47:13 want to make sure that we have that
47:16 feedback and we have that integration um
47:19 moving forward as well uh we heard about
47:22 development of Playing Fields so they
47:23 can be used for regional
47:25 tournaments to bring ancillary economic
47:28 benefits to the community uh we're
47:30 definitely looking at that but we want
47:32 to make sure that we are serving our
47:34 community first and making sure their
47:36 needs are met with active Recreation
47:39 before we start really pulling in and um
47:42 advertising for more
47:44 tournaments um again as Jeff keeps
47:46 saying we're laying constrained so it's
47:48 difficult for us to make find that
47:51 available space so Partnerships are
47:53 going to be really critical uh the
47:55 committee wanted to ensure matters of
47:57 equity were addressed throughout the
47:59 park system and as you'll see later um
48:02 our desire for multi-use spaces is
48:04 becoming more and more important um
48:08 council member mer I know you you talked
48:10 about Cricket so I learned a lot about
48:12 Cricket this week but we'll show you
48:14 what it would take to put a a standard
48:17 mensiz Cricket
48:19 field in one in two of our
48:24 part I will pass this over to
48:30 hi council members thanks so much for
48:32 having us um I'm HTI hogland H
48:34 Department operation specialist um we've
48:37 been working on this plan for a year so
48:38 we're really excited to actually be able
48:40 to Showcase this to you today um as you
48:43 can see from this Slide the plan
48:46 includes a brief overview um an
48:48 introduction of the system an evaluation
48:50 of the entire park system um some
48:53 direction for the future and an
48:55 implementation chapter
48:57 um as mentioned previously there will be
48:59 Showcases of specific pages from the
49:02 plan um we're not going to go through
49:04 every aspect of it obviously but if
49:06 there are any items that are not
49:07 included in here that you have questions
49:09 about please do let us know and we can
49:10 pull the plan
49:13 documents um a little bit more about our
49:16 community um engagement I know the team
49:19 spoke to you all about our community
49:20 engagement at the last meeting and
49:22 there's lots of pages included in the
49:24 plan regarding this um but one of the uh
49:27 key points that I wanted to highlight
49:30 with our survey um and something that
49:32 I've heard here at the city is making
49:34 sure that we're hearing from our actual
49:36 residents um there's this concern that
49:39 you know these surveys are out in the
49:40 public and many of our other Park users
49:43 or neighbors um might also be taking
49:45 this from neighboring cities um and one
49:47 of the great things that came out of
49:49 this review was 93% of the respondents
49:53 in our survey have lived in isqua for
49:55 more than 2 years so that tells us that
49:57 we really did hear from our residents
49:59 here in isapa um and then some other
50:02 highlights from this engagement was um
50:05 sort of the top three important
50:07 essential Investments that the community
50:09 is looking for in the next five years um
50:12 and that's completing our undeveloped
50:14 Parks it's working with our partners um
50:18 and renovating our existing parks and
50:20 Open Spaces which is really great to
50:23 hear that they want to invest in the
50:25 community of facilities that are already
50:30 here um and one of our other engagements
50:33 that we did was a mapping exercise and I
50:36 just wanted to sort of highlight a few
50:38 of the um main topics that came from
50:41 this um it underscored everything that
50:45 we heard in the first survey um that
50:48 there is this need for more improvements
50:51 across various uh existing Parks um
50:54 including many suggestions for for
50:56 visions of expanded active Recreation
51:00 amenities um and being mindful of
51:03 sustainable management and maintenance
51:05 of those new um
51:07 amenities um and then another key
51:10 outcome of this engagement was the need
51:12 to focus on Tibbits Valley Park um and
51:15 looking at durable all- weather Turf for
51:18 yearr round use that was a theme that
51:20 came up multiple times in all of our
51:22 Park board meetings as well as through
51:24 the surveys the mapping engagement and
51:26 some other public engagement that we did
51:28 after producing the draft plan um there
51:32 were also calls through this mapping
51:34 exercise for a more interconnected Park
51:36 system and improving Pathways and
51:41 signed um this next page sort of is an
51:44 overview of some of the analysis that
51:47 our consultant team did um one of those
51:51 being a walk shed analysis that really
51:53 looks at how close all of our residents
51:56 are to access a park or a trail um and I
52:00 think what's really great here is 68% of
52:03 our residences are within a half mile
52:05 walk to a park or open space that's
52:08 about a 10-minute walk that's crazy good
52:11 for a city um and then when you look at
52:14 our Trail access about 56% of residents
52:17 are within a quarter mile walk to a
52:19 trail which really helps highlight the
52:22 idea of being able to use trails to get
52:24 around our city in a more convenient way
52:28 um the Consultants also did a equity
52:33 priority area analysis um to look at the
52:37 impacts of social environmental and
52:40 health considerations for isqua and to
52:43 identify areas um that might be
52:45 experiencing the highest burden so that
52:47 we can use that as we look at priority
52:50 for um
52:52 Investments and then another um analysis
52:55 that the consultant team was sort of
52:57 looking at some benchmarking and
52:59 comparing our city to some comparable
53:02 communities and so you'll see some pages
53:04 that sort of review how we stack up here
53:07 in isqua as compared to Olympia Redmond
53:11 and Ashland in
53:14 Oregon council member Joe could I ask a
53:17 question about the equity priority areas
53:19 sure um when we're looking at that and
53:22 you could please guide my thinking I was
53:26 wondering if we're looking at whether or
53:29 not people are um close to outdoor space
53:32 and parks and away from let's say an oil
53:37 refinery or another item that would
53:40 produce externalities that would be
53:42 unhealthy for people is that the kind of
53:44 analysis that we're looking at there so
53:46 it did look at access to Parks access to
53:49 Trails it looked at tree canopy cover as
53:52 well um and I'm not sure that it looked
53:55 as specific into like certain uh
53:59 environmental like factories like an oil
54:02 refinery per se but it did sort of look
54:04 at overall health index information
54:07 through the census um for these
54:09 different
54:11 neighborhoods okay and and help me with
54:13 what health index means for those of us
54:16 that are not census
54:19 Buffs um and if you don't know right now
54:22 you can just put it in email if you I
54:24 might bring that to you in email and
54:26 just a check with our Consultants but
54:28 more or less it looks at sort of how
54:30 healthy our city is and specific areas
54:33 of our neighborhood compared to national
54:35 values so um it looks at usually like
54:39 the top five different um Health uh
54:42 indicators heart disease diabetes things
54:45 of that nature and sort of Compares
54:47 those statistics for our city nationally
54:50 um and overall isqua is like much higher
54:53 nationally and that's also noted in this
54:55 plan but I'll make sure to get those
54:57 specifics and send those to you as well
54:59 thank you very much that certainly is
55:00 the impression that I have um living
55:02 here for so many years but U seeing the
55:05 actual numbers uh supporting that is is
55:08 very helpful so much appreciated
55:18 yeah pass this back to
55:25 you so so in the winter of 2023 and up
55:29 into the spring of 2024 we were started
55:32 to review the park classifications and
55:35 in February brought this um revised
55:37 classifications to the park board and
55:39 really we wanted to look at the criteria
55:42 to confirm the types of parks we wanted
55:44 to retain uh what ones we wanted to
55:47 revise and which ones we needed to add
55:49 into the system uh based on growing
55:51 needs and space restrictions and space
55:54 requirements um definitely looking at
55:57 more urban classifications um against
56:00 some national standards what other Park
56:02 systems are doing and this helped us
56:04 really align better with national Trends
56:07 um but lets us um develop new types of
56:12 parts and classification based on these
56:14 classifications for for the future uh we
56:17 really wanted to hone in on the primary
56:19 use for each classification but we also
56:22 looked at acreage if it was active or
56:24 passive use what amenities were in each
56:28 type of classification and what
56:29 amenities would be appropriate for each
56:31 type we looked at access um landscape in
56:35 the environment uh stewardship of
56:37 natural or open space or suitability
56:40 within the city-wide Network so
56:43 Community Parks neighborhood parks and
56:46 other undevelopment un excuse me
56:48 undeveloped parks and others remain the
56:51 same uh we Revis resource parks to
56:54 nature parks and now natural open space
56:57 to just open space we did add in new two
57:00 new classifications the Greenways and
57:03 the linear Parks again going back to the
57:05 fact we may have more more constrained
57:08 land more urban settings for our Parks
57:11 um and linear Parks will kind of align
57:14 with more narrow spaces and longer
57:16 spaces and again our Greenways we've
57:18 already started quite a few Greenways we
57:20 just want to make sure uh places like
57:23 Pickering Barn in that area actually
57:25 aligns with the name of that
57:27 classification and the
57:31 type okay within the plan we did a lot
57:33 of work on the direction for the future
57:36 and this kind of established a really
57:38 good Baseline that we used uh for other
57:41 elements uh we looked at our plan
57:44 Vision uh to inspire our community
57:47 through a vibrant network of parks
57:48 trails and Open Spaces seamlessly
57:50 intertwining from the valley floor to
57:53 the peaks of the isqua Alps and our
57:55 vision is to Foster connectivity
57:57 Recreation diverse culture and
57:59 appreciation of nature while
58:01 safeguarding and enhancing our precious
58:03 natural resources for generations to
58:06 come uh we have a brand new plan concept
58:09 with Jeff will get into further so I'll
58:12 have him describe our isqua Creeks to
58:14 Peaks Park system our core values which
58:18 are reiterated and emphasize throughout
58:20 the plan where connectivity vibrancy
58:23 resiliency and balance our goal
58:26 statements uh we heard a lot about our
58:29 goal statements from the public and
58:31 refined um refined particularly balance
58:34 and
58:35 vibrancy uh strategies uh four
58:38 strategies were developed for
58:39 connectivity six for vibrancy six for
58:42 resiliency and eight strategies for
58:45 balance again that's a lot of um balance
58:48 is what we heard a lot from the
58:50 parkboard what we heard a lot from the
58:51 community so we really wanted to
58:53 emphasize that throughout the plan and
58:57 implementation our plan isn't good if we
58:59 can't implement it so we looked at our
59:01 Capital Improvements program our funding
59:04 and particularly Partnerships which we
59:06 heard a lot
59:08 about okay and throughout that um we
59:12 developed our Capital Improvement
59:14 projects map and our plan for again
59:17 looking at 20 years out I believe we had
59:20 35 36 projects all together we divided
59:24 those into our near mid and longterm
59:27 near 1 to six Mid 7 to to 15 and then
59:33 longterm 15 plus and again some of these
59:37 projects because they're going to take
59:38 so long we did shift into the near term
59:41 to get them started if you don't start
59:43 them you're not going to finish
59:46 them so this is just an example um of
59:49 how we developed our near-term projects
59:53 again we showed how each project hit our
59:56 core value focuses um and projects
1:00:00 differ some hit them stronger than
1:00:03 others so we wanted to identify and and
1:00:07 show how each one is differing um in
1:00:11 those core values uh we looked at
1:00:13 project cost we looked at project
1:00:16 duration and we looked at project
1:00:19 complexity um as you all know uh
1:00:22 projects are getting more and more
1:00:23 complex uh permitting um it's

1:00:30 so we want to make sure that we're
1:00:31 telling the whole story and we're being
1:00:33 more transparent in our
1:00:36 project and how how they're going to
1:00:40 evolve and I will pass it over to Jeff
1:00:42 to talk about our Creek
1:00:48 PE all right thank you again so um last
1:00:51 night at Committee of the whole you got
1:00:53 a little preview of this um so I will I
1:00:55 will touch on it uh a little more depth
1:00:58 but uh not too much
1:01:01 um so as I mentioned last night this
1:01:04 really represents a new concept to to
1:01:08 clarify and the green necklace uh
1:01:10 concept and to really build upon that uh
1:01:13 green necklace and um allow it to become
1:01:17 more of a
1:01:18 Citywide
1:01:19 systemwide Vision um a lot of community
1:01:23 engagement throughout the process but
1:01:25 but then even as we um since June um and
1:01:30 and introduced the Greek Creeks to Peaks
1:01:32 concept to you as well as to the
1:01:34 community have gotten a lot of of of
1:01:36 really good Community feedback um we
1:01:39 hear a lot of emphasis from the
1:01:40 community about as I said earlier the
1:01:42 role of the system desires to have
1:01:45 strong movement through the system to
1:01:47 make sure our system is protecting the
1:01:49 natural environment um to make sure we
1:01:52 have enhanced active Recreation
1:01:54 opportunities and elements within our
1:01:55 our system uh to make sure our system is
1:01:59 supportive of the migration patterns of
1:02:01 habitat and Wildlife uh through the city
1:02:04 um and and to make sure um it also
1:02:07 provides great human connection uh from
1:02:09 neighborhood to Neighborhood um and also
1:02:12 out into the surrounding public lands um
1:02:15 all of that emphasis really um came to
1:02:18 um creating this definition of creeks to
1:02:22 Peaks we really feel like Creeks to
1:02:24 Peaks uh reference is in many ways the
1:02:26 topography that that we as a community
1:02:28 celebrate um in so many
1:02:31 ways to highlight a little bit about how
1:02:34 the the document goes a little further
1:02:36 into Creeks to Peaks uh we take a look
1:02:40 at really three components of the system
1:02:43 um what does Creeks to Peaks mean in
1:02:45 terms of the natural connections and the
1:02:47 natural fabric uh that um our community
1:02:50 um so wants our Park system to support
1:02:56 and also taking a look at the human
1:02:58 connections uh knowing as a community uh
1:03:00 we have residents that are uh wanting to
1:03:03 not only connect to nature but also
1:03:05 recreate in such a wide variety of ways
1:03:08 um again we feel like Creeks to Peaks
1:03:10 and this Vision uh begins to speak to um
1:03:13 how humans um and how residents and
1:03:16 visitors want to connect to their system
1:03:19 and connect to
1:03:20 Nature and then lastly a third layer
1:03:23 that we put into Creeks to Peaks and
1:03:25 again the plan um goes into a little
1:03:27 further detail is the trail connections
1:03:29 themselves um and how do we really look
1:03:32 at uh both in city um and out of city um
1:03:37 making sure those Trail connections make
1:03:38 sense um I think we have a great
1:03:40 foundation and all three of these um
1:03:42 sort of connections and elements uh but
1:03:45 U making sure as as Robin mentioned and
1:03:47 as you look at the definitions and the
1:03:50 descriptions of those projects the
1:03:52 priorities of near Mid and longterm that
1:03:54 those projects are begin to build bite
1:03:57 by bite project by project um a system
1:04:00 that um would be the Envy of many
1:04:03 communities around us um it's real for
1:04:06 us in isqua to think we could create a
1:04:08 system that has every part
1:04:10 connected every part connected um uh via
1:04:16 Trail pretty pretty
1:04:20 exciting as assanti's coming up I just
1:04:22 want to uh give a a thank you to HTI and
1:04:25 I know you're hearing a few new voices
1:04:27 tonight uh forgive us as we're bouncing
1:04:29 around uh you may recall um when we
1:04:31 launched this project we lost a park
1:04:33 planner uh so we endeavored we jumped
1:04:36 into this effort um in a bit of
1:04:38 transition um H Santi has done an
1:04:41 amazing amazing job of really being that
1:04:43 bridge in that transition with Robin
1:04:45 coming on board in September again
1:04:47 they've both done a great job STI serves
1:04:49 as our Lea on to the park board so with
1:04:52 that um you can outline all the great
1:04:54 work uh we've had a terrific group of
1:04:57 residents as parkboard members steering
1:05:04 work um yeah so along with all of the
1:05:07 other community engagement throughout
1:05:09 this plan the park board has had a huge
1:05:12 role in shaping this plan that you see
1:05:15 before you today um they've had multiple
1:05:17 touches to help guide review and
1:05:19 Advocate on topics related to our Park
1:05:23 classifications the goals and policy
1:05:25 section
1:05:26 um how and when we did Community
1:05:28 engagement reviewing the surveys
1:05:30 responses and the mapping responses they
1:05:34 looked at um our core values and themes
1:05:38 um we did an in-depth discussion about
1:05:41 our athletic fields and Partnerships and
1:05:44 how we can expand in places that we may
1:05:46 be land restricted but still maybe have
1:05:49 opportunity um they also looked at our
1:05:52 ass system analysis um helped us really
1:05:55 create this Creeks to Peak Parks system
1:05:58 Vision um and looked at our project
1:06:02 prioritization and multiple versions of
1:06:05 draft reviews um they've really done
1:06:08 immense work and we thank them all for
1:06:10 their Insight their thoughtful
1:06:12 discussion and considerations um you'll
1:06:14 see on this Slide the number of meetings
1:06:17 that um the park plan itself came to
1:06:20 them for over the year um and we're
1:06:23 happy to report that at the August
1:06:25 meeting
1:06:26 um of this year the board took action to
1:06:28 move the draft plan document forward
1:06:31 into the city council adoption process
1:06:33 bringing us here to you tonight um and
1:06:37 with that I'm actually going to pause
1:06:40 this presentation and move to try to um
1:06:44 utilize Robin's um computer to Showcase
1:06:48 um the item about athletic fields to
1:06:50 address a question that you all had um
1:06:53 from June
1:07:03 while you're doing that and again sorry
1:07:04 for some of our laptop um
1:07:16 glitches so
1:07:18 um excellent question that that chair
1:07:20 Marts had at our last meeting uh when we
1:07:22 were talking about Equity uh you brought
1:07:24 up the question of of Cricket right and
1:07:27 what would it look like for us to
1:07:28 incorporate Cricket either as a single
1:07:30 use um um or I or a
1:07:34 multi-use thank you Autumn as you're
1:07:36 looking at this um so what you're seeing
1:07:40 is I think what we shared with you is
1:07:42 Central Park we currently um have some
1:07:45 Cricket groups utilizing that space um
1:07:48 this is an aerial of um what is known as
1:07:52 pad 3 uh at Central Park where we have
1:07:54 two soccer Fields um a um Cricket group
1:07:59 comes in and bring puts a portable pitch
1:08:01 in between the two soccer fields and
1:08:02 utilizes it as a as a temporary space um
1:08:07 this overlay is an attempt uh for us to
1:08:10 and there's a a second overlay uh but
1:08:12 it's it's a look at what a regulation
1:08:15 siiz Cricket field would mean um in in
1:08:18 relation to or relative to those two
1:08:20 soccer fields um if we were to and
1:08:23 you'll see in another visual hopefully
1:08:25 uh we'll make sure it's um at least in
1:08:27 the in the minutes um is a similar uh
1:08:30 same siiz um aerial of um tibits Valley
1:08:35 Park and and shows um some of the
1:08:40 realities that we have in isqua of we
1:08:43 are as a land constrained city um
1:08:46 our amount of uh developable land is
1:08:50 relatively limited um as the as the park
1:08:54 plan before you
1:08:56 identifies um we really see as we look
1:08:59 at the needs for such a wide variety of
1:09:01 sports whether it's lacrosse softball
1:09:04 soccer
1:09:06 football
1:09:08 Cricket any number of sports uh to think
1:09:11 that we could create single use
1:09:13 facilities for any one of them uh would
1:09:15 be a a a real challenge for us uh both
1:09:18 financially and and as well in terms of
1:09:20 of land and so um as we look at creating
1:09:25 multi-use field spaces um we very much
1:09:28 want to include the ability to
1:09:30 incorporate Cricket um into into that
1:09:33 use um along with um Central Park for
1:09:37 example um as you're seeing that aerial
1:09:39 that is um currently accommodating youth
1:09:42 football um boys and girls lacrosse um
1:09:46 boys and girls soccer um baseball
1:09:49 softball and Cricket as well
1:09:59 thank you Autumn so here again a similar
1:10:02 taking that same relative size dimension
1:10:05 of what Cricut would look like um what
1:10:08 that would um mean in terms of at tibits
1:10:11 Valley Park if we were to look at trying
1:10:13 to incorporate a single use or sole use
1:10:16 um Cricut facility um what we've heard
1:10:19 from the community um and as as Asanti
1:10:22 mentioned earlier Tietz Valley Park is a
1:10:25 park we see as a high priority to to um
1:10:28 U reimagine um there's a strong desire
1:10:32 to take what is really a baseball
1:10:35 complex um and create more of a
1:10:37 multi-use um Sports facility um as we do
1:10:41 that again we see with the growth of
1:10:43 cricket um a real desire uh for us to
1:10:46 make sure we're incorporating the
1:10:47 ability for uh cricket to be um used in
1:10:50 spaces like that as well so um rough
1:10:54 visual but um
1:10:56 there it
1:10:57 is and with that thank you so much um
1:11:00 sorry I have a question about Cricket um
1:11:03 so this is going to display my ignorance
1:11:06 how long is a is a standard uh cricket
1:11:11 event wow I would I would need to find
1:11:13 out you know most of the cricket use
1:11:15 that's happening right now in our Park
1:11:17 system are youth games and I know those
1:11:19 are a modified length of time um I would
1:11:23 need to cuz what I wanted to ask is how
1:11:26 many games were being played of cricket
1:11:28 per weekend but I also wanted to make
1:11:30 sure that if a game takes you know 10
1:11:32 hours you're not comparing Apples to
1:11:34 Apples with a with a soccer man yeah
1:11:37 yeah I could I could find that out I
1:11:39 could look at our um I would just be
1:11:41 curious to know how many people are
1:11:42 taking advantage of because that's a
1:11:44 that's a nice setup that temporary the
1:11:46 way you can use the space between uh the
1:11:48 soccer fields and I would just be
1:11:50 curious to know how many folks are are
1:11:52 actually availing themselves yeah no
1:11:54 it's a great question we can we can get
1:11:56 you that data um as this as this moves
1:12:01 forward council member Joe thank you
1:12:05 um director uh you had talked about uh
1:12:08 commenting on the comments from the
1:12:10 tribe and I want to give you an
1:12:12 opportunity to do that uh if you if you
1:12:14 could
1:12:19 please pardon me as I'm jumping there so
1:12:23 um as we at interacted with the tribe as
1:12:26 we interfaced with the tribe um a lot of
1:12:29 their feedback was um around um access
1:12:33 to Trails um continued ability to do
1:12:37 Gathering uh throughout our our natural
1:12:39 open space system whether that's
1:12:41 tradition Plateau or or other spaces um
1:12:45 wildlife and and speaking to as I said
1:12:49 earlier the need for our Park system our
1:12:51 Park system plays such a role as
1:12:53 migration uh routes um for habitat and
1:12:56 Wildlife and wanting to make sure we
1:12:58 reinforce that I think some other really
1:13:01 important feedback we've heard from the
1:13:02 the tribe is um responsible Recreation
1:13:06 how are we as we are um managing and
1:13:11 stewarding the public land how are we
1:13:12 stewarding in a way that it's not being
1:13:15 overburdened by Recreation um but
1:13:18 we're as we're thinking of things like
1:13:21 Trail heads and Trail use not
1:13:22 concentrating in one place but um making
1:13:25 sure that use is um sort of spread
1:13:28 throughout the system and and not
1:13:29 impacting one
1:13:33 area um I appreciate that that uh
1:13:37 comment there I I was reading an article
1:13:39 in the newspaper about Kama Beach Park
1:13:42 um it's uh on the
1:13:46 uh it's a camping area it up by Stanwood
1:13:50 and would be island I believe yeah um
1:13:54 they a a state park that has a number of
1:13:57 cabins in the area but they can't um the
1:14:01 the board that oversees it is deciding
1:14:03 to close the park because there's a
1:14:07 known um tribal burial area close enough
1:14:11 that it impacts any new construction or
1:14:14 Renovations that might be done Etc my
1:14:16 question to you is um have we reached
1:14:19 out to the CBE tribe and had any
1:14:20 discussions about um things that we
1:14:23 might need to preserve as a city as a
1:14:25 whole and perhaps in our parks that are
1:14:28 culturally significant sites or
1:14:31 important for religious purposes for the
1:14:33 tribe etc etc um I don't necessarily
1:14:36 need an answer today but um would like
1:14:38 to make sure that we are having that
1:14:40 conversation along the way I know the
1:14:42 the mayor has put in so much effort to
1:14:44 have a monthly meeting with this squami
1:14:46 tribe and I want to make sure that we're
1:14:48 looking at all the different avenues
1:14:49 that we can be respectful uh to the
1:14:51 tribe and and honor their contributions
1:14:53 to this area
1:14:55 absolutely it's a great point no
1:14:57 specific areas have have come up but um
1:15:00 from the mayor to our department
1:15:02 throughout the organization through the
1:15:03 city you know as we're relationship
1:15:05 building with the tribe um it's it's
1:15:08 that kind of feedback that kind of
1:15:09 information that that we want to hear um
1:15:12 tonight in the committee U meeting I
1:15:14 just gave a real broad overview of some
1:15:15 of the feedback but the letter that they
1:15:17 provided to us is um attached in the the
1:15:21 packet
1:15:23 tonight and and I I'll do a followup on
1:15:26 that specifically in the paragraph
1:15:28 titled intergovernmental Partnerships
1:15:30 there's requests for specific language
1:15:32 change um I mean that letter came in in
1:15:35 August and I think you said that the
1:15:37 parks board approved in August did we um
1:15:40 make the changes requested of us by the
1:15:42 tribe yes seeing head head nods yes okay
1:15:46 thank you I think that the statement in
1:15:48 there about tribal consultation should
1:15:50 be stated as its own tactic due to
1:15:52 Sovereign government to government
1:15:53 nature of Engagement which is different
1:15:55 from diverse Community engagement is
1:15:57 super important and the nature of our
1:15:59 relationship with the tribe is is unique
1:16:02 in that felt the same way Tres correct
1:16:04 so we actually added a another strategy
1:16:07 um under one of our goals and and uh
1:16:10 core values to be able to speak to that
1:16:13 wonderful that's a that's a great answer
1:16:15 and we've sent that update also back to
1:16:17 our our tribal Partners as well for
1:16:19 further review great yeah thank you so
1:16:21 much it's a great answer
1:16:25 um I have an unrelated question
1:16:28 um we had had some some Community um
1:16:32 engagement on the subject of archery and
1:16:35 uh statements made around that the park
1:16:37 system plan Community survey had shown
1:16:39 some interest in archery um I don't see
1:16:42 archery mentioned in this document so
1:16:43 can you talk to me a little bit about
1:16:46 did the park system plan Community
1:16:48 survey indicate interest from the
1:16:50 community in archery and if so how do we
1:16:52 what do
1:16:53 we how do we want to engage on that and
1:16:56 I and I ask this because I after after
1:16:59 we last talked about it um you know I'm
1:17:01 from Minnesota and um the southwestern
1:17:04 suburbs of the Twin Cities Bloomington
1:17:07 Burnsville Apple Valley Eden Prairie all
1:17:10 have had archery uh since I was I was a
1:17:13 kid and in fact Bloomington still has
1:17:15 the same archery field where I did
1:17:17 archery 35 years ago so just wondering
1:17:20 uh how we how we how we feel about that
1:17:23 given I I understand that people
1:17:25 shooting projectiles you know even
1:17:28 without gunpowder can be an area of
1:17:30 concern but you know cour law works the
1:17:32 same in Minnesota as it does in in
1:17:34 Washington state so I assume that
1:17:36 they've been able to do that
1:17:37 successfully without you know
1:17:39 bankrupting their AB absolutely well I
1:17:41 can tell you as a parks department we've
1:17:43 had multiple conversations with that
1:17:44 Resident we are very supportive of the
1:17:46 idea of of archery as as an amenity
1:17:49 within the system um there are a number
1:17:51 of things we need to work through with
1:17:52 risk um and our insurance carrier wcia
1:17:56 we've already posed uh those questions
1:17:58 with them um uh it did come up in public
1:18:01 engagement um um as you look at U one of
1:18:05 the appendix that really gets into the
1:18:07 details of of the document you'll see in
1:18:09 particular um one of the last engagement
1:18:12 um exercises we did the online mapping
1:18:14 exercise uh that Resident um did a great
1:18:18 job of um in that mapping tool you could
1:18:21 you could note a comment at a specific
1:18:23 Park and then invite residents to to
1:18:26 lend comment to that so in particular
1:18:28 what we saw was um his comment in
1:18:31 support of Junior archery at tibits
1:18:34 Valley Park um brought um you know 70
1:18:37 plus responses from from others taking
1:18:39 that survey saying yeah a great idea um
1:18:43 you know relatively that's quite a bit
1:18:45 um in that same online mapping
1:18:47 survey um residents who commented on
1:18:51 additional multi-use fields or or
1:18:53 improved multi-use fields at tibits
1:18:54 Valley Park at 100 plus responses so
1:18:57 again strong um interest um what the
1:19:01 document reflects um in chapter 3 um
1:19:05 actually chapter four
1:19:07 implementation um after you look at the
1:19:10 the near-term midterm long-term projects
1:19:12 we also added a table that really speaks
1:19:15 to park amenities um and and tried to
1:19:19 call out what are these amenities that
1:19:21 residents May might not have been site
1:19:23 specific or might have been amenities
1:19:25 that could be single projects or
1:19:27 incorporated into um a a broader Park
1:19:31 Redevelopment and archery is identified
1:19:34 um on that table so it it is definitely
1:19:37 in the document um we feel like it is as
1:19:41 as we go into Capital planning as we go
1:19:44 into implementing uh this uh system plan
1:19:48 it's certainly an amenity worth
1:19:50 exploring and taking a taking a look at
1:19:52 and seeing how we could incorporate it
1:19:54 and and I will offer again you know
1:19:56 everyone in Minnesota knows everyone
1:19:57 else it's sort of required by law so Ron
1:20:00 case the mayor of Eden Perry is a friend
1:20:01 of mine and I'm sure we could get you
1:20:04 know parks to Parks level conversations
1:20:06 they put they put archery in shortly
1:20:08 after my wife and I and kids moved out
1:20:10 here and it's still there and I believe
1:20:13 it's been quite successful at the park
1:20:14 that was about a block from my old house
1:20:17 so you know if we if we wanted to talk
1:20:19 to another parks department about uh
1:20:21 what to do or what not to do or how to
1:20:22 make uh uh our insurance is more happy
1:20:25 I'm sure that um mayor case would be
1:20:27 glad to help that's great that's very
1:20:29 helpful to know like I said yeah yeah
1:20:31 work with wcia and our own work we'll uh
1:20:34 uh really look at at how we could
1:20:36 incorporate that thank you other
1:20:42 questions more to
1:20:44 present no um we're at the we're we're
1:20:47 at the end thank you so much sorry for
1:20:50 again the the thank you for our song and
1:20:52 dance we ended it did end up singing and
1:20:54 dancing just not singing and dancing
1:20:56 metaph uh through this through this

1:21:51 just be very brief I think this was a
1:21:53 wonderful presentation and uh obviously
1:21:56 well thought out well sourced in the
1:21:59 community really amazing uh
1:22:01 engagement and um I think it is very
1:22:05 reflective of where our community is
1:22:07 right now on Parks and I don't have any
1:22:10 uh suggestions for improvements or
1:22:12 additions so um yes I would be uh very
1:22:15 much in favor of uh sending it forward
1:22:17 for adoption thank
1:22:19 you council member Joe uh I Echo the
1:22:23 sentiments of uh Deputy council
1:22:27 president that uh this should go on to
1:22:30 the council for approval I'll make just
1:22:32 a a couple of comments on The
1:22:34 Impressions that I had and the uh um I
1:22:37 came away quite impressed with uh this
1:22:40 plan overall and that's quite a
1:22:42 compliment to you director and your
1:22:44 staff were picking up when uh we we lost
1:22:47 a a a planner and uh I think we didn't
1:22:51 even see um you know a misstep or any
1:22:54 kind of slowdown in this process and
1:22:56 that's quite a credit to you and your
1:22:59 staff there that it was able to smoothly
1:23:01 transition to uh get this done um I'm
1:23:04 quite impressed with the uh Equity
1:23:07 priority areas that I had a question
1:23:09 about earlier um as I mentioned I've
1:23:12 always had the impression that we have a
1:23:14 great natural environment and our parks
1:23:15 are a a significant contributor to that
1:23:19 factor in our city and just having the
1:23:22 um solid numbers so to speak or looking
1:23:25 at the the priority areas um based on
1:23:29 census data does help give us those
1:23:31 facts behind what I think our citizens
1:23:33 are seeing every day that helps them be
1:23:36 very proud of the park system that we
1:23:38 have also impressed that 68% of the
1:23:40 residents are within a half mile walk of
1:23:42 the parks in open space it's just
1:23:44 tremendous that people can get out their
1:23:45 front door within 10 minutes being in a
1:23:47 park and 50 56% of the residents are
1:23:50 within a quarter mile walk to a trail
1:23:52 and that's a f minute walk
1:23:55 um you know to to get there um you know
1:23:58 and and get out into the natural
1:24:01 environment and away from the the the
1:24:03 city Urban world that we live in uh so
1:24:06 much of our time so um those numbers are
1:24:09 fantastic for showing the value of our
1:24:12 Park system to our citizens and how well
1:24:14 we're planning for the future as well so
1:24:17 I'm just compliments to you and your
1:24:18 staff um I would approve moveing this uh
1:24:21 forward to the next step thank you thank
1:24:24 you um I I will add I I think this is a
1:24:27 very good document um I think it's
1:24:30 important that it reflects the public so
1:24:33 strongly and and in engagement with the
1:24:35 public because I think we're entering a
1:24:37 really challenging time as a city you
1:24:39 know this committee um deals with the
1:24:42 three biggest uh expenditures out of uh
1:24:45 out of our funds right police fire and
1:24:47 parks and Parks is rightly you know one
1:24:50 of the big three and I think that uh we
1:24:53 all know that we are we are under real
1:24:56 challenges and you know the parks
1:24:58 department has been able to expand a lot
1:25:00 of things greatly um over the 15 years
1:25:03 that I've been here um but you know it's
1:25:07 probably not going to be looking at
1:25:08 expansion for I mean there will be
1:25:10 improvements on to the system but you
1:25:12 know a lot of it is going to be what do
1:25:14 we maintain and what do we hold dear um
1:25:17 as we look to be very very careful with
1:25:20 our money coming up and that's where I
1:25:21 think this plan will be most important
1:25:24 is to come back to be able to come back
1:25:25 to council and say these are hard
1:25:27 decisions but these decisions are
1:25:29 Anchored In what we've heard from the
1:25:30 community that's where that's where this
1:25:32 is going to be worth its weight and gold
1:25:35 so I'm also supportive of bringing it
1:25:36 back uh was the administration
1:25:38 recommending on regular
1:25:40 business
1:25:42 yes all right so are we three to0 in
