In June 2016, Council adopted Ordinance No. 2768, adopting the 2015 Washington State Building Code. Pursuant to RCW 19.27.031, these codes must be adopted as minimum standards and for enforcement purposes. Since adoption, certain discrepancies have been discovered in IMC 16.04 related to the State Building Code adoption. Intended amendments were to align smoke-control and high-rise provisions with the City of Bellevue since during an emergency or fire event, Bellevue Fire would support the City of Issaquah. Considering the alliance Eastside Fire & Rescue has with the eGov jurisdictions and our desire for consistency, it would be most effective from a fire- and life-safety standpoint that the City of Issaquah mimic the code provisions outlined in the City of Bellevue building code amendments. 19:58 comments you'll notice that there's an
20:00 overhead up on the screen that you can
20:02 read that talks about how audience
20:06 comments works at our council meetings
20:08 your comments and coming tonight to
20:11 share your concerns and issues with us
20:13 or ask questions is a very important
20:15 part of our public process anybody who
20:18 wishes to comment this evening can
20:20 approach the podium and identify
20:22 themselves by stating your name and your

21:02 dogwood Street about ten years
21:05 so first of all just kind of democracy
21:06 in action it's good to see it it's good
21:08 to see the start of new year start of
21:10 new elected representatives hopefully
21:13 this will be kind of a a start of maybe
21:17 greater public participation in the
21:19 democratic process so thanks to all of
21:21 you for volunteering to serve as elected
21:24 elected representatives the second topic
21:27 was snow on December 24th 25th very
21:31 beautiful in Issaquah Wow look at in
21:35 addition to that though it gave me a
21:36 chance to say thank you for all the
21:37 folks that I saw doing snow removal and
21:41 sanding and plowing on those days to
21:43 help us get about so thanks to those
21:45 involved in public works for that later
21:49 was also that I wanted to see a we all I
21:55 think enjoy the beauty of is acquired
21:57 let's see that maintained part of that I
21:59 would like to see the more time extended
22:01 to include Old Town not just as central
22:03 there's a call plan I wanted to be
22:04 explicit in that request currently that
22:07 more time that includes central physical
22:09 plan which doesn't include the whole
22:11 town area I've heard other council
22:12 members talk about that maintain that BD
22:15 part of that is the height and scale of
22:18 the buildings size I think it also
22:20 includes housing portions that aren't
22:23 currently included so that's that
22:26 extended thanks

22:31 honey Marsh
22:40 I'm Connie Marsh I met I live up on
22:44 squawk and fun to see new arrangements
22:50 up there the pilot project for Old Town
22:54 is on the consent agenda when I looked
22:58 and when I attended the committee
23:00 meeting I thought there were some sort
23:02 of unanswered questions that I think
23:06 should be brought down to the the public
23:10 meeting and discussed now I could be
23:13 reading the agenda inappropriately it
23:15 might just be about funding a very minor
23:17 part of it and there's going to be more
23:20 discussion on another night about how
23:23 it's actually going to work but without
23:26 the conclusion of the follow-up of that
23:29 meeting I'm uncomfortable having it be
23:31 on consent Thanks thank you miss Marsh
23:38 skipper early in 1595 Northwest Gilman
23:42 just a couple of items I think I'd be
23:44 remiss if I didn't publicly thank Eileen
23:47 and Fred for all the service that they
23:49 have put in I don't know how many years
23:52 that those two have put together for the
23:56 benefit of Issaquah and I know that you
23:59 as a council and mayor know the amount
24:02 of hours that it takes but I'm sure that
24:05 a lot of the people sitting here
24:06 watching this don't and I know that it's
24:10 just an unbelievable sacrifice and
24:13 wonderful thing that they do for our
24:15 community and for both Fred Butler and
24:18 Eileen barber I want to say thank you
24:22 I'm here just to mention the moratorium
24:24 I'm one of these that would like to see
24:27 us get out of this moratorium I don't
24:30 want to have your staff have to draft a
24:33 code to
24:35 to fit a vision it's impossible to do I
24:39 trust that the staff will do an
24:42 excellent job in doing and tweaking the
24:44 things necessary but hopefully we will
24:47 look forward to getting out of this
24:48 moratorium as soon as possible
24:50 finally I made a mistake last month and
24:53 didn't show up for a meeting and where I
24:56 thought we were going to have three
24:58 police officers they disappeared and I
25:00 don't know how that happened or who said
25:02 what to whom but you folks owe us as
25:06 citizens and property owners just three
25:08 things you know as Public Works she owes
25:10 fire in yours police everything else has
25:13 become secondary to those items i sat
25:17 through two presentations by the police
25:19 chief where he went through a very
25:21 detailed explanation as to why those
25:23 officers were needed having to do with a
25:26 number of calls per hour officer and
25:28 what he's facing and I would hope that
25:30 as a council you would look on favor of
25:33 providing of those through three new
25:36 officers it takes a while to get them I
25:38 know that you've got the money for it so
25:40 I would hope that you could see your way
25:42 to change that budget around and provide
25:45 the citizens with some additional police
25:47 service thank you

26:01 Andrew the street it is kind of strange
26:03 not seeing Fred and Eileen here and but
26:07 we got a great group and a positive
26:09 forward emotion is in place that we had
26:14 some significant rains recently and if
26:18 you went to the streamgages for the
26:20 hobart one or the yet the one just below
26:23 the bridge there at 56 you saw some
26:27 practically vertical lines as the going
26:30 up but we didn't really get the flooding
26:34 that i think we would have had a you
26:36 know a few years ago and I think that's
26:38 response we've had some significant
26:40 things done in Tibbets Creek that Telus
26:43 Development the rally agreement
26:45 improvements on the creek the Telus
26:47 developer do it did significant
26:50 stabilization of mine ways up above them
26:54 we have the swirl area at the Tibbets
26:57 Manor and it's just a huge improvement
27:00 and in the main stem the combination of
27:04 the forestry occurring in the King
27:06 County Taylor mountain forest part of
27:08 our headwaters and the State Forest on
27:11 Tiger Mountain it's significant
27:14 improvements in how forests our upstream
27:16 are being managed and it's definitely to
27:19 our advantage here in the city so let's
27:21 keep keep that going thank you okay Dave
27:24 is there anyone else who would like to

27:33 call thank you that's the end of public
27:34 comments the next item on our agenda is
27:39 committee and regional reports and we
27:42 will start with count new councilmember
27:44 ray but I think he has a pretty short
27:46 report I have nothing to report at this
27:48 time what thank you how's my red booties
27:51 thank you no report this evening sorry
27:57 councilmember winter Stein thank you I'm
27:58 going to talk about
28:00 LTAC GMP B and also infrastructure at
28:04 Bill's request because he's absent
28:06 starting with logic
28:07 excuse me lodging tax Advisory
28:09 Commission there
28:10 is a bill on the agenda for services and
28:14 safety regarding the formation of a
28:17 destination marketing organization per
28:19 the recommendation of LTAC and I expect
28:23 that our staff support Tim dutter will
28:25 be there to speak and do a short
28:28 presentation for services and safety and
28:33 LTAC we did get together before
28:36 Christmas and made a recommendation to
28:41 add a Public Engagement opportunity to
28:44 the vetting of this DMO concept and so I
28:49 think what you're going to hear on from
28:52 Tim at the services and safety is about
28:55 that and how the LTAC LTAC it's a
29:02 commission will will be in attendance
29:05 it'll be the date is on January 17th
29:09 it's going to be at the train depot
29:12 which is a city-owned property and after
29:17 that LTAC will be meeting again to
29:22 incorporate anything that was learned or
29:24 brought up from the public engagement
29:26 meeting to alter and refine the plan for
29:29 the DMO and then hopefully come back to
29:31 services and safety at the meeting in
29:33 February to present an altered plan
29:36 based upon the public engagement meeting
29:37 so that that's that's the old date from
29:40 LTAC GMP be the growth management policy
29:43 board is meeting this Thursday the the
29:47 major issues on the agenda we're setting
29:49 the scope for updating vision today the
29:52 region is guided by something known as
29:54 vision 2040 that's going to take two and
29:57 a half years but we're gonna update that
29:58 thing and they're gonna call it vision
29:59 2050 so that process is just being
30:02 kicked off and actually setting the
30:04 scoping for that process is a big item
30:07 that we're gonna handle on Thursday but
30:09 also on Thursday the update to the
30:12 regional centers framework is not
30:14 complete so we're gonna continue where
30:16 we left off we did not finish that in
30:18 2017 the last time we met was at the end
30:21 of November
30:21 so there's still quite a few comments
30:24 that have been received they have to be
30:25 reviewed staff is still P SRC staff is
30:29 still hoping that by the end of that in
30:32 February it can be complete but we shall
30:34 see my own senses there was still quite
30:36 a bit of gap on certain issues and that
30:40 the board really doesn't have consensus
30:42 on a certain number of matters so that
30:44 that will those are the agenda items for
30:47 that meeting on this coming Thursday and
30:48 then for infrastructure they met bill
30:51 Ramos who was chair of that last year
30:53 asked me to just say a few words about
30:55 that meeting we met on December 21st and
30:59 two items of note there was a franchise
31:02 agreement with Verizon which is agenda
31:04 bill 7495 and they Verizon is requesting
31:09 a friend this franchise agreement to
31:12 install what are known as small cell
31:14 devices in a very through in our public
31:19 right away
31:20 roadways not on telephone poles or power
31:23 poles owned by the city but instead
31:24 those owned by Puget Sound energy in a
31:28 very and the original ask was to have
31:30 this franchise agreement citywide per
31:33 the infrastructures discussion earlier
31:35 and the meeting earlier it was they
31:38 narrowed the request to one specific
31:40 right away it's just done is it gonna
31:42 fall city road and or was it Pine Lake
31:46 Road is it's one of those one of those
31:48 two roads I should know I apologize and
31:50 so that now this franchise agreement is
31:52 limited just to that one roadway there's
31:54 the council had a lot of conversation
31:56 these are small cell is new technology
31:59 guess what the industry is innovating
32:01 they are investing they want to add
32:03 create an improved service to their
32:07 customers but they're this is equipment
32:10 that has to be installed on every pole
32:12 there will be a visual impact to all of
32:14 this and and the committee was concerned
32:17 about that element of this installation
32:20 and another one that I personally am
32:23 interested in is we asked our legal
32:26 guidance who was there who's been
32:27 provided if whether or not we could put
32:29 language in this franchise agreement
32:31 that would require Verizon to honor net
32:34 neutrality if they're going to use our
32:35 public right away and we've got advice
32:37 that the way the FCC made that ruling
32:42 that they claim jurisdiction over the
32:44 entire United States that there's going
32:45 to be a couple states that may be
32:47 challenging them in court and so I'm
32:50 committed to watching that closely
32:52 because I feel strongly that if if we
32:57 are going to allow commercial enterprise
33:02 to use our public right away something
33:04 as critical for the public good as I
33:06 believe night net neutrality as we
33:07 should keep an eye on that and see what
33:10 happens in the courts and whether or not
33:11 Issaquah can make sure and do our part
33:13 and in making sure that that internet
33:16 remains free and open and and the other
33:21 thing that was mentioned at that meeting
33:22 of was Oldtown traffic-calming we heard
33:26 a comment about this during public
33:28 comment that's agenda bill 75-36 it is
33:31 on consent this evening for approval of
33:33 what it is it's for the approval the bid
33:35 to hire a contractor to install the
33:37 temporary calming devices and to measure
33:39 their effectiveness and gather feedback
33:41 from local residents
33:43 that's what's we're being asked on
33:45 consent to consider this evening I
33:46 wanted to give a quick update there was
33:48 a lot of conversation at that meeting
33:50 and before I get to those details that
33:53 will remind everybody who's interested
33:54 in this there will be a project
33:56 walkthrough scheduled for this Saturday
33:59 January 6th at 10:00 a.m. and all
34:03 members of the public are welcome and
34:05 invited residen we can meet at meet
34:07 staff at the Issaquah trails house right
34:10 over here at 10:00 a.m. and the actual
34:13 walking tour there will be materials
34:14 that they pass out where the devices are
34:17 planning to be installed and some more
34:19 information and QA opportunities
34:21 available and the walking tour will
34:22 begin around 10:00 8:00 10:15 a.m. so I
34:25 do encourage anybody with an interest in
34:28 that to join us at 10:00 a.m. this
34:30 Saturday at the trails house for that
34:32 walking tour now the issues that got a
34:34 lot of attention had to do with like the
34:37 location of the traffic calming devices
34:39 and the committee talked quite a bit her
34:41 quite a bit from the public about maybe
34:43 there was not an engineering plan to put
34:45 one on sixth Avenue I just learned today
34:47 that the pwe is open to that and at this
34:53 point is now planning on getting some
34:55 device install this part of this trial
34:58 this 10-week trial on sixth Avenue and
35:01 that happened directly as a result from
35:02 public participation and and it really
35:05 and I was really glad to see that so
35:06 that was one item another item had to do
35:09 with the whether or not the turning
35:14 motions the current restraining
35:16 restrictions should be lifted during
35:18 this trial period we talked about that
35:20 quite a bit as well
35:21 and we heard comments both for removing
35:25 those restrictions and retaining those
35:26 restrictions I would say from public
35:28 they were probably more in favor of
35:31 retaining those restrictions it was
35:33 suggested at the meeting that maybe
35:34 during this 10-week period those turning
35:37 restrictions could be partly on for a
35:40 while and then off for a while so he
35:42 could study the effect with them on and
35:43 off and I do know from pwe this evening
35:46 that they are open to that and are
35:50 looking at a way to actually conduct
35:53 this trial with a time with the terming
35:55 restrictions on and time with the
35:57 turning restrictions off and I
36:00 personally I like that I heard that at
36:01 the infrastructure meeting and mentioned
36:03 my support for that concept as well and
36:05 so that is that's that's the the
36:09 committee voted in favor of going
36:12 forward with with the plan and and if
36:18 anybody wants to talk about it any any
36:20 more to bring it down off consent we can
36:23 do that and if you have any questions
36:25 for me at that time or Mary Lou who was
36:27 on it as well and that your capacity
36:28 back as a council member maybe could
36:30 discuss it as well so that concludes my
36:34 report
36:34 Thank You councilmember we're just

36:40 Committee will be meeting on Tuesday
36:41 January 9th here in Council Chambers at
36:44 6:30 p.m. we have presently two items on
36:47 the agenda agenda bill 75 22 which is
36:50 this visit is a quell organization that
36:53 council member winter Stein mentioned
36:54 and yes indeed today got confirmation
36:57 Tim dutter is in fact the person who's
36:58 going to be presenting to us and then
37:00 the other bill is agenda bill 72 95
37:02 which concerns amendments to the asic
37:06 wound school code regarding construction
37:08 codes then the sound cities association
37:11 public issues committee will meet on
37:13 wednesday january 10th at 7 p.m. in
37:17 Renton city hall and there will be a
37:21 discussion of two items the 2018 state
37:24 legislative session and then the

37:43 that's my report thank you next item on
37:46 our agenda this evening is the mayor's
37:48 report and I have four items to share
37:50 the first there will be an executive
37:52 session held this evening to discuss the
37:54 acquisition of real estate for our CW
37:58 42.3 0.1 100 bracket 1 bracket B this is
38:03 expected to take approximately 45
38:04 minutes and no action is anticipated to
38:07 follow an open session ii during the
38:10 month of december I had the great
38:11 pleasure of meeting with nearly all of
38:13 the city department directors and their
38:15 managers and discussed the mayoral
38:18 transition and the bountiful work plans
38:20 that they have for 2018 this Friday your
38:24 council and I on January 5th will be
38:27 hosting our 2018 legislative breakfast
38:29 we have invited state representatives
38:32 and senior staff from several state
38:34 department to discuss its akua's
38:36 priorities for 2018 my last item is an
38:41 administrative one and I wanted to let
38:43 everybody know that in 2018 we will be
38:46 starting with a change in our city
38:48 administration after many years of
38:50 dedicated service city administrator Bob
38:53 Harrison is leaving to pursue other
38:55 opportunities
38:56 I wish Bob well in his future endeavors
38:59 I have asked Emily moon the deputy City
39:02 Administrator to serve as
39:03 interim city administrator I'm intending
39:06 to launch a national competitive
39:07 recruitment for the city administrator
39:10 position and I will keep you all posted
39:15 next item is the consent calendar and
39:18 have the payrolls and payroll for
39:21 January 2nd been reviewed we have thank
39:23 you can you please read the consent
39:26 calendar into the record yes the consent
39:29 calendar was distributed to council in
39:30 advance for study
39:31 if authorized council action will occur
39:33 by single motion regarding the following

39:37 accounts payables in payroll of January

39:42 minutes of the council committee work
39:43 sessions of December 11th and December
39:46 13th item d a.b seven to nine five
39:48 amendments to IMC 1604 construction
39:52 codes seeks referral to council services
39:54 and safety committee item e a b7 536 old
39:57 town traffic calming pilot program and
40:00 2017 Complete Streets funding seeks to
40:03 award bid and authorized funding this
40:05 concludes the reading thank you does any
40:07 councilmember desire to remove any item
40:10 from the current calendar and consider
40:11 it under regular business seeing none is
40:16 there a motion to approve so moved

40:58 shorter than I am

41:05 appreciate your leadership during
41:06 exceptional challenges particularly with
41:08 the moratorium and so I just I just
41:11 wanted to take a moment to say thank you

41:19 you for all your hard work and efforts
41:21 over the last years and I'm looking
41:24 forward to continuing to work with you
