The Climate Action Plan (ICAP) was passed by the City Council on December 6, 2021, with bold targets for greenhouse gas emissions reduction. The City is actively working on ICAP implementation, including city specific actions and regional programs. Regional programs include the climate action challenge and heat pump program. As part of the heat pump program, the cities of Bellevue, Kirkland, Issaquah, Mercer Island and Redmond share contractual and administrative oversight. For example, the City of Bellevue holds the contract with our nonprofit partner, Spark Northwest, for administrative support and program coordination; while the City of Issaquah holds the contract with the heat pump distributor, Gensco, for the $500 pass-through rebate. In lieu of monetary rent for its lease of the City-owned Gilman Town Hall and Issaquah Railroad Depot, the Issaquah Historical Society agreed to a scope of services benefitting the community, including serving as City Historian; maintaining a permanent archival inventory of Issaquah's history; and providing a variety of other historical and museum services.

3:01 38th Avenue South in Seattle and I am
3:04 here tonight speaking on behalf of King
3:06 County Housing Authority and more
3:08 specifically I'm here to talk in in
3:10 favor of the passage of
3:13 ab8495 related to the Tibbetts Valley
3:16 cell tower
3:17 and lease agreement and as well as
3:19 ab8494 the inter-local agreement between
3:22 the city and King County Housing
3:24 Authority for the transit oriented
3:26 development and Opportunity Center
3:29 we have been working with the City of
3:31 Issaquah since 2017 to find a way that
3:35 we could acquire the site adjacent to
3:37 the Issaquah Transit Center I've been
3:39 here many times before you all and I am
3:42 very excited that we've finally reached
3:44 this point
3:45 the city has been an invaluable partner
3:47 throughout this process
3:49 and in the end it was the city's
3:52 willingness to come forward with a
3:54 relocation site for the cell tower that
3:56 exists on the Tod site that made that
4:00 possible for this project or will make
4:02 it possible for this project to move
4:04 forward
4:06 it's been very tough negotiations both
4:09 between the city and the cell cell tower
4:12 owner vertical Bridge as well as between
4:14 us and vertical bridge and us and the
4:17 city and us and and Lumen the owner of
4:19 the site we've all come together and
4:21 we've reached agreement on all of the
4:24 major terms and so I
4:28 you're passing these resolutions is the
4:30 the next step in the process so that we
4:32 can move towards hopefully acquiring the
4:33 site still this year
4:35 although much has changed over the years
4:37 our commitment to build a mixed-use
4:40 mixed income Transit oriented
4:41 development on this site remains
4:43 steadfast and I just wanted to speak to
4:46 a couple of aspects of our development
4:48 that were were questioned at the council
4:49 meeting just to hopefully clear things
4:52 up first of all the the
4:55 interlocal agreement that's before you
4:57 says that 25 percent of the units on
5:00 this site will be market rate and that
5:02 may be less than what you were expecting
5:03 when we originally came in we it was
5:06 closer to half of the units that were
5:08 market rate and half that were
5:09 affordable and I just want to speak to
5:11 that or uh originally we proposed with a
5:15 partner Spectrum development who was
5:18 going to develop the market rate housing
5:19 and we were primarily going to develop
5:21 affordable housing
5:23 because the partner that we were dealing
5:26 with from Spectrum retired the rest and
5:29 the rest of the partners were less
5:30 committed to the idea of sticking this
5:32 out longer we lost that partner at the
5:35 beginning of this year we decided we
5:38 were so far into the negotiations with
5:40 all of the parties that it didn't make
5:41 sense to try and find another partner
5:43 who may add additional difficulties into
5:47 the negotiation so we have proceeded
5:49 King County Housing Authority to acquire
5:52 the site alone we need to be prepared
5:54 that we won't be able to find a
5:57 replacement partner for our Spectrum the
6:00 market right now is not very good for
6:02 private development because of the still
6:04 high construction costs and the the
6:06 rising interest rates
6:09 um but the site is bigger than what we
6:11 need for affordable how our affordable
6:13 housing development and so what uh what
6:17 we're planning on doing is if in the
6:20 worst case we're unable to find a
6:21 partner after we close we will develop
6:23 the the other housing ourselves we're
6:27 required by state law
6:28 that 50 of any housing that we develop
6:31 is Affordable at 80 percent of area
6:34 median income the rest can be market
6:36 rate so that's where the 25 percent
6:38 comes from half of 50 percent uh however
6:43 we're also open if we can to the idea of
6:46 finding a partner who may want to
6:47 develop a lot more we will we will not
6:50 have any units in that additional
6:53 building if we own it that are targeted
6:54 any lower than 80 percent of area median
6:57 and then we will have deeper income
6:59 targeting in the in the rest of the
7:01 building that we're building the other
7:02 question that we had related to that is
7:05 why can't we just mix it all up together
7:06 especially if we're the owner and the
7:09 main issue that we have there is with
7:11 our investors specifically our
7:13 low-income housing tax credit investors
7:15 who are not interested in taking on
7:17 market rate risk what they're investing
7:20 in is that the tax credits and the
7:22 losses on the project and when we add in
7:24 a lot of Market risk as well there we we
7:27 find fewer investors that are willing to
7:29 participate in our deals so that's the
7:31 main reason it's a it's a model that we
7:33 would love to be able to do if we could
7:35 and we're going to try and develop these
7:37 as uh so so that it one will not be able
7:40 to tell one building from the other
7:42 so those are the comments that I have I
7:45 urge you to pass the two resolutions
7:47 before you without change so that we can
7:50 move forward with this project thank you

8:21 the kcha and and at least at the
8:23 Tibbetts Valley Park
8:26 I'm the currently the director of
8:28 government Affairs for Lumen
8:29 Technologies we're the owner of the the
8:31 site where the Tod project will will
8:32 reside
8:34 um as Dan had mentioned this has been a
8:36 project that's been in the works for a
8:37 number of years we've been negotiating
8:38 this it's been a long drawn out
8:40 complicated project but as Dan alluded
8:42 to we've finally gotten to the end of I
8:44 think what is or nearly to the end of
8:45 what has been a long road and I think
8:47 we're standing on the cusp of a great
8:49 Community benefit and from the moon's
8:51 perspective we're appreciative of the
8:53 city the city's partnership King County
8:55 Housing Authority and the opportunity to
8:57 deliver a great project to the city the
8:59 residents of Issaquah and just want to
9:02 recognize real quickly Andrea Snyder and
9:04 her leadership in this project and
9:06 really appreciate her efforts in helping
9:08 to get this done and and so you know
9:10 just with that just really encourage you
9:12 to support this project support the
9:14 ordinances as they lay before you and
9:16 look forward to getting this closed next

9:55 off I'd like to thank my engaged board
9:57 and dear Volunteers in 2022 deer
10:02 continues to shine as a beacon of
10:05 downtown as a Nimble organization we've
10:09 added new volunteers Health businesses
10:11 and other stakeholders finally put the
10:14 pandemic behind them in 2022 Dia had
10:17 about a year positive positively
10:20 impacting businesses through economic
10:22 vitality and preservation design
10:25 projects that beautified the district
10:27 and a district right promotion dear
10:30 continues to Champion downtown
10:31 businesses providing support for
10:33 Recovery grants as well as being Nimble
10:36 and communicating with local business
10:38 needs in March Dia celebrated our 27th
10:42 birthday by hosting a landmark building
10:45 tour of Kutz garage and the Hailstone
10:48 Feed Store both of which received
10:51 preservation grants supported by deer
10:54 in 2022 deer added new programming and
10:57 increased the scope quality and
10:59 diversity of both Visual Arts and
11:01 Performing Talent we welcomed back
11:04 fenders on Front Street and down home
11:06 Fourth of July as well as two wine and
11:09 artworks and the historically hip
11:12 Artisan Market was present at 23 events
11:16 we were sad to see 12 businesses leave
11:18 but we welcomed 11 new businesses in
11:21 their place
11:22 through Arts commission grants DX
11:24 strengthens Partnerships that showcase
11:26 the downtown core in Arden Butte
11:28 community and visitors to the Creative
11:31 Arts District while navigating covet
11:33 protocols dear
11:36 TSR programming provided much needed
11:38 foot traffic to local businesses and
11:40 economic Vitality to local art Talent
11:43 Dia paid a hundred music music and
11:46 Performing groups with over 400
11:48 musicians and performers playing over
11:50 160 hours 84 local artists participated
11:54 in programming dear worked with
11:57 businesses in the district to hand out
11:58 PPE understand their needs and
12:01 communicate to simplify covet updates on
12:04 the latest mandates as well as recovery
12:06 grant opportunities
12:09 the deer design team spearheaded the
12:12 park parklet pilot program the soar of
12:15 our 700 people enjoy outdoor dining
12:17 along Front Street the flowers on front
12:20 program hung over a hundred flower
12:22 baskets
12:24 Dia's commitment to a clean City saw
12:26 year-round and seasonal cleanups that
12:29 combined over a thousand volunteers logo
12:32 over 3 000 hours to help unify our
12:35 downtown community
12:36 estia continues to promote the downtown
12:39 its businesses in the Creative Arts
12:41 District through robust email social and
12:44 advertising channels he reached over 200
12:47 000 people year-to-date

13:17 three thoughts to share with the council
13:19 I am thankful to my board of directors
13:22 and the volunteers the board has been
13:25 supportive and engaged and I have seen a
13:28 high growth in volunteer interest and
13:30 participation in all facets of what we
13:33 I witnessed dear stand out as a trusted
13:35 partner to both the city and the
13:38 community organizations bring Vibrance
13:40 to downtown and work with local
13:42 businesses to secure pandemic grants
13:45 boost bottom line sales and help them
13:47 navigate a challenging year
13:50 as I looked at 2023 my hope is finally
13:53 to put the pandemic behind us partner
13:56 more closely with the city and
13:58 strengthen those vital Community bonds
14:00 further one of our Partnerships was with
14:02 this Square rotary and we made a 2023
14:05 Issaquah calendar they're 20 and part of
14:08 the proceeds goes towards youth programs
14:11 so if any of you guys want them got a

15:00 I've been a resident in Issaquah only
15:02 since August of this year
15:05 I'm a transplant from Bellevue I lived
15:09 there for 10 years
15:10 only a transplant from Northern
15:13 California
15:15 late August I began volunteering for the
15:18 downtown Issaquah Association after
15:19 attending the final gas station Blues
15:24 then after that I've been volunteering
15:27 ever since
15:32 truthfully I haven't stopped
15:34 volunteering uh Saturday I was Mrs
15:38 Kringle Sunday I was helping put up the
15:42 lights around the poles down Front
15:44 Street
15:46 through Dia and volunteering I've had
15:48 the honor to meet
15:51 and become friends with many of the
15:53 local shop owners and managers and
15:55 employees
15:58 several of the businesses in Issaquah
16:03 I've been able to make new friends and
16:06 fabulous friends
16:12 many are also volunteers of downtown

16:44 but through my stories to to my children
16:47 they have helped me equate Issaquah
16:51 to Stars Hollow that's shown on Gilmore
16:55 Girls
16:56 and to the Shell station as Luke's Diner
17:02 where everyone gathers and meets and
17:04 swaps stories and has fun together
17:07 during times like gas station Blues
17:10 and Issaquah goes apples and the various
17:12 other events throughout the year
17:15 thank you for your support of the

17:22 Stars Hollow in Issaquah

17:39 hi thank you my name is Miss Dina Ann
17:41 and I am a border participant I live on
17:47 the border of Sammamish in Issaquah and
17:49 I'm very excited at the opportunity to
17:51 be here today
17:52 mayor council members and staff I
17:56 appreciate you taking the time to let us
17:57 speak and I just wanted to say I'm the
18:00 one who has come at you from trash
18:02 equals cash and been out there about I
18:05 love Issaquah so much I can't stand to
18:08 see an ounce of anything wrong with it
18:09 and anything I can do to participate in
18:12 making isqua better and keep it as
18:14 amazing as it is I've been a resident of
18:16 the greater Puget Sound since 1981 and I
18:19 remember my mom driving us out here when
18:21 basically Gilman was to buildings over
18:24 swamp land and if you missed the exit
18:27 you are driving for an hour and a half
18:28 almost to Eastern Washington or the the
18:31 past so it was a very precarious efforts
18:35 to try to get to one of the most quaint
18:37 and amazing little areas and then to see
18:38 it grow robustly my brothers lived here
18:41 for 25 years so we've had a chance to
18:44 just watch it grow and grow and I'm just
18:46 a huge fan and in my capacity for trash
18:49 equals cash it's all about how can we
18:51 help the homeless to have a better
18:52 existence how can we get trash off the
18:54 streets how can we marry the two and
18:56 give somebody a leg up to have a better
18:58 existence and through that I had seen
19:01 some of the issues happening in
19:03 different areas and went through some of
19:04 the businesses off of Front Street and
19:07 asked the owners what have you been
19:09 seeing what has it been like and
19:11 everyone says it's okay we're doing
19:13 really well it's not been too bad but
19:15 have you talked to Christina and I don't
19:17 know Christina so I'm going to say no
19:19 it's always a non-applicable if you
19:22 don't know what they're saying right and
19:23 so then the fifth business had said that
19:25 to me and she's at the Shell station
19:27 she's at the Shell station and I had no
19:29 idea that there was a Dia I wasn't aware
19:31 I had seen a lot of the amazing things
19:34 that go on in the city but I didn't know
19:36 who did what and how that balanced out
19:37 and when we got to talking that was it
19:40 from that day I actually started
19:42 volunteering and this was maybe only
19:44 about three or four months ago I have a
19:46 severe injury so I don't get to do much
19:48 and it's very very difficult when I'm
19:51 done but the joy that I have doing it
19:53 makes it worth it and so I was out here
19:56 with Santa and Mrs Claus and we were
20:00 taking pictures for everybody we were
20:01 waving at everybody and they were waving
20:03 and honking back going up and down the
20:04 street my point being is that it is an
20:08 amazing
20:09 effort that Dia makes for all of these
20:12 events that are happening in on Front
20:14 Street and how much they help the
20:16 businesses we literally went by every
20:18 business and got them together and
20:20 filmed a happy holidays from 42 happy
20:23 holidays from Jax happy holidays from
20:25 and so we get to put that up my
20:29 participation in in donation of time is
20:32 also going to be to create a podcast so
20:34 I'm very excited to get to go through to
20:36 the businesses and and give a little
20:38 highlight to what do you do do what is
20:40 it that is inspiring for your business
20:41 and how would you like to share that
20:43 with the community so I'm I'm just
20:45 delighted that Dia exists I'm delighted
20:48 that you guys are connected so well and
20:50 participate together for the betterment
20:52 of your city and for this amazing Front
20:54 Street I know Gilman sort of has its own
20:56 feeling to it that's more obvious so it
21:00 doesn't need quite as much of a push and
21:02 pull as it does with Front Street but
21:04 it's very exciting the connection that
21:06 you guys have and I just have to say
21:08 being able to volunteer and participate
21:10 in seeing I'm an entrepreneur I've
21:13 started three different businesses and
21:15 I've had a chance to create them from
21:17 concept to sail into Fortune 500
21:18 companies and it's been you know we need
21:21 to your passion to have a business like
21:22 that you need all the help you can get
21:24 because you're specific to what you have
21:27 started your business with and what
21:28 you're able to do so to have this
21:30 support on the outside and I will say
21:32 one small added I don't know how they
21:34 keep straight everything that they do
21:35 because I'm trying to do it day to day
21:38 and I can't even get straight what's
21:39 going on down there there's so much so
21:41 the prolific effort that is made by the
21:44 downtown escrow Association Mark and and
21:47 all the volunteers and Christina and
21:49 everybody it just blows my mind and I
21:52 know that if I come down any day at noon
21:55 I'm going to find her there and she's
21:57 going to be able to give me something to
21:58 do and there's going to be a business
21:59 that'll benefit and the community as
22:01 well so again this connection that you
22:04 guys have and and the city that you're
22:06 put you know that the way that you have
22:07 it evolve and the efforts that you make
22:09 I'm taking that to Sammamish for our
22:12 city council I'm taking what you guys
22:13 are doing and taking it up there and
22:15 saying we're babies these guys are
22:17 grandparents you know with no offense to
22:19 it but you know the wisdom and so we're
22:22 we're very excited at I'm very excited
22:24 at being able to take all your learned
22:26 knowledge and efforts and and just
22:28 participate with it so thank you very
22:30 much thank you and thank you for all
22:31 your volunteerism that's very
22:33 inspirational
22:34 come on up and introduce yourself
22:40 thank you my name is Paula Stringer and
22:42 I I live at 14622 Southeast 276 place in
22:48 Kent
22:49 and I think that's probably the reason
22:51 that I really wanted to speak today
22:54 I live in Kent but Issaquah is my
22:56 community it has been for the last four
23:00 years
23:01 when I did my first art walk here
23:05 in 2017.
23:08 and then I've been through Ever every
23:11 single year
23:13 of all of the art stuff that you guys
23:16 have done I I think
23:20 mayor I I think I met you at Confluence
23:25 it has been my life
23:28 to give back to this community because I
23:30 feel like I live here even though I
23:33 don't
23:34 and so two years ago I was given the
23:37 opportunity to take on the Outreach
23:40 committee as far as bringing new artists
23:44 and local artists local artists you've
23:47 never even seen before
23:50 to this community
23:52 and they're thriving
23:54 and some of the artists that we've been
23:56 able to bring one from Centralia
24:00 that brought their people here to shop
24:04 locally
24:06 it was amazing
24:08 it's amazing
24:10 the fact that we can deal with our own
24:13 internal artists because a lot of them
24:15 live here
24:16 but so many don't
24:18 and and they bring their people here
24:22 to job locally
24:24 so I just that's the only reason I came
24:26 is because
24:28 I don't live here but I wish I did
24:31 thank you thank you so much for
24:33 traveling and being here tonight to talk
24:36 to council
24:37 um city clerk is there anyone else

24:40 we do have a few members of the public

24:52 especially for Council to come in person
24:54 and see your faces and hear your stories
24:57 um we heard from two of our partners on
24:59 the transportation oriented development
25:01 project which Council will have a couple
25:03 of items on tonight's regular business
25:04 and we also heard from the executive
25:06 director evdia and several volunteers
25:09 with testimonials about the great work
25:11 and the wonderful events that are
25:13 happening in Issaquah so thank you very
25:15 much
25:17 um and as a reminder written comments
25:19 can be submitted at any time to city
25:20 council at citycouncil at issaquah.gov
25:23 and council president Walsh do you have
25:25 any email comments to summarize on
25:27 tonight's agenda topics thank you I have
25:29 a few on the consent agenda the
25:33 informational update on Communications a
25:36 Community member noted that the update
25:38 mentions the public engagement toolkit
25:40 getting an update but does not mention
25:42 public feedback on that update other
25:44 than the presentation to the equity
25:46 board and city council so something to
25:49 note
25:49 and then on our regular agenda ab8495
25:53 the Tibbetts Valley Park cell tower
25:55 lease agreement the Community member
25:57 mentioned that the creek buffer for
26:00 Tibbetts Creek should be 150 feet which
26:04 they believe places the tower and
26:06 building in the buffer so something to
26:08 consider for tonight's agenda item
26:10 and ab8494 the interlocal agreement with
26:13 King County Housing Authority the
26:16 Community member asks for more public
26:18 engagement on the details of the project
26:20 and the public funds allocated and that
26:22 concludes the comments we've received

26:30 evening is committee and Regional
26:31 reports and council member Joe who's
26:33 attending virtually you are up first
26:36 thank you madam mayor the December 13th
26:40 mobility and infrastructure meeting has
26:42 been canceled
26:43 December 7th the lodging tax advisory
26:46 committee will be meeting at 11 A.M at
26:48 the Hilton we'll be discussing rules of
26:51 procedure open meetings Act and the
26:54 appearance of fairness Doctrine followed
26:56 by a brief lunch for the committee
26:59 members
27:00 the Cascade water Alliance board meeting
27:03 has been canceled for December as has
27:06 the Cascade water Alliance finance
27:08 committee that concludes my report thank
27:10 you thank you council member Joe council

27:14 uh thank you mayor Polly I was recently
27:17 appointing to the association of
27:19 Washington City's federal legislative
27:21 priorities committee and I attended my
27:23 first meeting on November the 29th there
27:26 were 42 attendees representing cities
27:28 from across across Washington State and
27:32 our only business for the meeting was
27:33 reviewing editing and approving the AWC
27:36 2023 federal legislative priorities
27:39 the main topic of discussion was the
27:42 urgent need for access to broadband in
27:44 Washington's rural communities
27:46 and how to shape advocacy in light of
27:48 the bipartisan build back better
27:50 legislation we also discussed advocacy
27:53 responses to the Statewide opioid crisis
27:56 and affordable housing which included a
27:58 discussion discussion regarding local
28:01 control the document which was put
28:05 together by all of the members and
28:07 approved by all the members has now been
28:08 transmitted to the AWC Board of
28:11 Directors for final approval
28:13 and it was a great meeting to
28:15 participate in uh on December 1st I
28:18 attended the healthier Governor board
28:19 which was my last meeting for that
28:22 particular group although I will
28:24 continue as a member of the connect to
28:26 Community Information exchange Advisory
28:28 Group
28:29 healthier here continues its search for
28:31 its new executive director adopted his
28:34 2023 budget and is preparing for federal
28:36 hearings on its Medicaid transformation
28:39 review
28:40 and then the final thing I would like to
28:43 say the regional transportation
28:44 committee was canceled this month
28:46 however I did want to share
28:48 uh with you that Metro Transit general
28:51 manager Terry White who has served Metro
28:53 for 35 years is retiring
28:57 King County Executive Dow Constantine
28:59 has nominated Michelle Allison as
29:02 White's successor Allison is the current
29:04 deputy director of Metro Transit
29:07 I believe Terry White was the first
29:10 African-American to serve as Metro
29:12 general manager and Michelle Allison
29:14 will be the first woman to serve as
29:15 Metro general manager and I would just
29:18 say on a personal note that I'm going to
29:20 miss Mr White he was a very gracious and
29:23 gentle person to deal with and he's
29:28 going to be missed so I just wanted to
29:30 acknowledge his retirement and hope that
29:33 does well thank you

29:40 I have one upcoming meeting the Planning
29:42 Development and environment committee
29:43 will meet on December 6th which is
29:45 tomorrow at 6 30 and we have one item on
29:48 the agenda which is ID 1273 Title 18
29:50 land use code Consolidated draft which
29:54 we have been working on for a long time
29:56 on Council and to my fellow council
29:58 members I wanted to let you know that I
30:01 will do a detailed report out after that
30:03 meeting but since this is not the first
30:05 touch that Council will have with the
30:07 Consolidated draft if you do have
30:09 questions about our conversation or
30:11 about the materials discussed of the
30:12 committee at go to the order at our next
30:15 meeting so not this meeting since we
30:16 haven't had that conversation yet but at
30:18 our next meeting I am going to ask um it
30:21 might go to the order if there are any
30:23 things that you would like discussed
30:25 more in depth or questions or anything
30:27 like that so that we um we can make sure
30:30 to have that
30:32 um known by staff so staff can answer
30:34 those questions and have that material
30:35 for us and so that we can keep this
30:37 moving along and wrap up the title 18
30:40 land use code which has been a long time
30:42 coming

30:53 Council met on November 30th there were
30:56 three items on the agenda all of them
30:58 were briefings the first one was the
30:59 2023 gmpc work plan and schedule which
31:02 will be focused on affordable housing
31:05 and the urban growth area expansion
31:08 policy four for one program
31:11 uh the other two briefings interestingly
31:13 enough one was on affordable housing
31:15 committee status and where we're at with
31:17 the uh the allocation
31:19 um the plan is that the affordable
31:20 housing committee will be making their
31:22 recommendation to gmpc by the end of
31:25 this year and gmpc will pick that up in
31:28 January and the other briefing was on
31:30 the urban growth area expansion policies
31:32 in the four for one program which will
31:33 also be taken up by gmpc uh early next
31:37 year for upcoming meetings the efferb or
31:41 east side fire and rescue board of
31:42 directors is meeting on December 8th
31:45 that's this coming Thursday at 4 pm at
31:47 headquarters there are a number of
31:49 special recognitions and retirements of
31:52 people who have served our community for
31:55 in some cases a long long time
31:58 um we are also going to receive a code
32:00 of conduct presentation an ethics of
32:04 from Eric Quinn
32:06 there is our two piece oh there will be
32:09 an update from our uh Finance
32:11 Administration committee on the fire
32:13 chiefs evaluation there are two pieces
32:16 of regular business one of them will be
32:18 the annual agenda and planning calendar
32:21 for IFA for the coming year and then the
32:25 other will be a legislative agenda
32:28 and we have that we can share that with
32:30 you if you are interested and that

32:40 uh is not meeting in December the sound
32:42 cities Association of public issues
32:44 committee is meeting in December on

32:52 priorities that we discussed in go to
32:53 the order uh last time will be discussed
32:57 by pick with a with an eye towards make
33:00 a recommendation to the board and then
33:02 Council services safety and Parks
33:04 committee
33:05 canceled for December that includes my

33:16 you the King County affordable housing
33:17 committee met the sca caucus had an
33:22 extra meeting last week to discuss
33:24 potential amendments to the King County
33:26 county-wide Planning policies or cpps
33:29 which is what the GMP see thank you is
33:33 going to review we made some
33:38 recommendations working with some
33:40 incredible staff members who just really
33:43 worked together on some of those
33:44 amendments the Amendments will come to a
33:47 vote for the next affordable housing
33:49 committee meeting which is this Friday
33:51 and then also to gmpc in the coming
33:54 months that concludes my report
33:57 thank you council president the next
33:59 item on this evening's agenda is the
34:01 mayor's report there will be an
34:03 executive session
34:05 this evening to discuss pending
34:07 potential litigation
34:09 for RCW
34:11 42.30.110 paren one print I this item is
34:14 expected to take 45 minutes and no
34:17 action is anticipated in Open Session
34:20 so in remembrance of Liz Brooks we are
34:22 deeply saddened to hear of the passing
34:24 of a key member of the escort parks and
34:26 Community Services team Liz Brooks Liz
34:28 has been a part-time staff member at the
34:30 front desk of the escrow Community
34:32 Center since 2019. Liz will be dearly
34:36 missed by community members customers
34:38 and colleagues and we feel very
34:40 fortunate have worked with Liz and are
34:42 very grateful for her years of service
34:43 to the City of Issaquah this is husband
34:46 and daughter will keep us informed as
34:48 any remembrance or Memorial plans but
34:50 our thoughts over them during this
34:51 challenging time
34:53 as you heard earlier Transit Orient
34:55 development projects some items are on
34:57 our agenda this evening
34:59 so the city council will consider two
35:01 agenda bills
35:02 ab8494 and ab8495 these are pivotal for
35:07 advancing the development of more than
35:08 165 units of affordable housing this
35:12 will help address critical Human
35:13 Services needs identified in the Housing
35:15 Act strategy and the Human Services
35:17 strategic plan
35:19 since 2016 and what some would say even
35:22 before then the city Administration and
35:25 the city council have been working
35:26 together on this project in response to
35:28 the need in our community
35:30 the transitory and development project
35:32 would be a major step toward
35:33 facilitating Redevelopment of an
35:35 underused property no offense Lumen near
35:39 State Route 900. this sound a little
35:41 funny when I said it I felt a little bad
35:46 the transit oriented near State Road 900
35:50 and the issquad transit center into much
35:52 needed housing including affordable
35:54 housing that would service up off
35:56 families with the most limited incomes
35:58 the project would also help implement
36:00 the centralist club plan by delivering
36:02 new housing and services adjacent to the
36:04 transit center tonight marks an
36:06 important milestone in this Transit
36:08 oriented development also called Tod
36:10 where the administration is asking
36:12 Council to approve relocating a cell
36:15 tower onto city land and without this
36:18 relocation the transit oriented
36:20 development project will not be able to
36:21 move forward Administration is also
36:24 asking Council authorization to enter
36:25 into an interlocal agreement with our
36:27 partners King County Housing Authority
36:29 the developer of this Tod project the
36:32 interlocal agreement guarantees the
36:34 public benefits the project would bring
36:36 and I'm very proud of the work that
36:38 Council and staff have done to get us to
36:40 this point tonight and look I'm looking
36:43 very forward to the discussion
36:45 so we've had a few cold weather events
36:47 and the city has experienced its first
36:49 snow of the winter with more weather
36:51 anticipate this season be prepared for
36:53 winter driving conditions you can check
36:55 our safety cameras for current road
36:57 conditions via the snow route status map
37:00 and you can stay connected with the most
37:02 up-to-date forecasts and check the
37:04 city's social media for the latest
37:05 updates

37:47 King County's historic preservation
37:49 program Workshop join King counties and
37:52 for culture for a virtual review of The
37:54 Landmark designation process and a
37:57 session on how to put a landmark
37:58 nomination together this Workshop is
38:00 online only on December 8th from 2
38:03 o'clock till 4 pm the virtual link is
38:06 available through the city's website
38:08 and Santa Claus will be visiting various
38:11 locations throughout Issaquah this

40:09 Deputy City administrator and we have
40:11 two items tonight for your consideration
40:13 regarding the transit oriented
40:15 development project and Opportunity
40:17 Center uh first is this Tibbetts Valley
40:20 Park lease this item because it comes
40:23 first is going to have a little bit more
40:24 background that pertains to both items
40:31 this happened to me last time where I'm
40:33 waiting
40:34 for the ability to advance the slide I
40:37 see
40:39 there it is okay the purpose of tonight
40:43 is to update the city council on that
40:46 Transit oriented development project and
40:48 Opportunity Center you'll hear me refer
40:50 to it as the Tod OC or the Tod project
40:54 we also wish to seek Council feedback
40:56 and potential approval for a lease of
40:58 Tibbetts Valley Park for a cell tower to
41:01 be relocated from the future
41:03 todoc site
41:08 uh the city in 20 uh 2017 released a
41:13 request for proposals looking for
41:15 partners to develop a mixed use mixed
41:17 income project that todoc next to the
41:21 transit center
41:22 the city selected King County Housing
41:24 Authority and Spectrum development
41:25 Solutions you've heard from King County
41:27 Housing Authority or kcha tonight
41:29 spectrum is no longer a partner in this
41:32 project
41:33 the property owner Lumen who you've also
41:35 heard from tonight of the future todoc
41:37 site requires a cell tower on the
41:40 property to have their relocation site
41:43 secured before they will transfer
41:45 ownership to kcha
41:50 here is a quick project overview of the
41:53 project as originally envisioned by the
41:56 city and its Partners originally we had
41:58 talked about two buildings with a total
42:01 of 355 or more residential units
42:04 adjacent to the Issaquah Transit Center
42:07 and Tibbetts Valley Park you can see
42:08 that project highlighted here kind of
42:10 drawn over the map
42:12 that project was to include originally
42:15 175 or more affordable units at 40 to 80
42:19 percent of Aryan media income
42:22 as well as 34 000 square feet of
42:25 commercial space including the 10 000
42:27 square foot Opportunity Center
42:29 it also included a quarter acre public
42:31 Plaza and the addition of a new City
42:33 Road
42:37 in 2017 the city council approved of a
42:41 non-binding memorandum of understanding
42:43 that's mou outlining the roles
42:46 responsibility and expectations of the
42:48 project partners and again as I said
42:49 spectrum is no longer a partner in this
42:52 project
42:53 that mou was to set the stage for a
42:57 future development agreement between the
42:59 city and the development Partners
43:02 since then circumstances have changed
43:05 with this project it's evolved over the
43:07 years and a development agreement is no
43:10 longer required the city also cannot
43:12 compel
43:14 kcha to enter into a development
43:16 agreement
43:17 and so instead one of the things we're
43:20 doing to replace that mou is look at an
43:22 interlocal agreement which is also for
43:24 your consideration tonight
43:26 but the first item is that we're
43:28 considering this lease for Tibbetts
43:30 Valley Park for that cell tower
43:32 relocation and the city considers the
43:35 public benefits associated with the
43:37 todoc as partial compensation for that
43:40 city land lease and those public
43:41 benefits largely include the affordable
43:43 housing that we've mentioned before
43:49 so here's a map of the todoc site that's
43:52 highlighted in yellow
43:54 and you can see sr900 that is running
43:58 north and south on this map highlighted
44:00 in kind of that salmon color and then
44:02 Tibbetts Valley Park is immediately
44:04 south of the future todoc site on
44:08 Tibbetts Valley Park you'll see a red X
44:10 that's south of the the Western parking
44:13 lot and that red X is the approximate
44:16 location of the proposed cell tower
44:19 that's for your consideration this
44:20 evening
44:21 the city has and its partners and the
44:26 Telecommunications Company have done a
44:29 pretty exhaustive search of potential
44:31 sites outside of the park the park was
44:34 certainly not our first choice and
44:38 here is a list of the park of the
44:41 potential cell tower locations that we
44:44 have examined you'll see some of the
44:47 criteria at the top of this chart
44:48 criteria for locating the site include
44:50 coverage requirements for the cell tower
44:52 providers and the antenna
44:55 those operating the cell antenna also we
44:59 were looking at making sure that the
45:01 antenna were not very close to
45:03 residential units we wanted
45:05 um we didn't necessarily want them
45:07 visible from residential units and
45:08 there's FCC guidelines about how close
45:10 antennae can be to residential units
45:13 they to maintain this equipment there
45:16 also needed to be access to maintain it
45:18 we wanted to ensure that on a 24 7 basis
45:22 as well as we wanted to make sure of
45:24 course that the cell tower location
45:26 would be in alignment with the Issaquah
45:28 Municipal Code so those were some of the
45:30 criteria that we were looking into in
45:32 order to find a cell tower relocation
45:35 site And We examined as I said a number
45:39 of locations before we looked at
45:41 Tibbetts Valley Park that included on
45:43 top of the future Tod building
45:46 included another location on the
45:49 property but adjacent to the building so
45:51 not on the roof but maybe next to the
45:53 building we looked at the Issaquah
45:55 Transit Center and putting that on the
45:57 roof of that building or attached to
45:59 some of the walls of the Issaquah
46:01 Transit Center we looked at private
46:03 properties to the north east and west
46:06 also we looked at the possibility of
46:08 attaching antennae to city street lights
46:10 on Newport Way
46:11 uh nearby reservoirs and water towers on
46:14 squawk and Talus
46:16 where there's already cell tower
46:18 equipment we looked also at there's a
46:20 city-owned parcel on Newport Way that's
46:23 basically just to the west and a little
46:25 bit north of the transit center
46:28 and we also looked at Fire Station 72
46:30 which is approximate to the current site
46:33 as well and none of those sites really
46:37 met all of the criteria especially
46:39 concerning the municipal code and some
46:42 of the coverage requirements that the
46:43 cell tower and telecommunication
46:45 companies had I'm not going to go over
46:47 this chart in detail but that's a
46:49 summary of how we have evaluated all of
46:51 the sites
46:55 so the proposal for your consideration
46:57 tonight is a lease for a portion of
47:00 Tibbetts Valley Park as the relocation
47:02 site for that cell tower and its
47:04 supporting equipment you'll see in this
47:06 picture an approximation of what that
47:09 cell tower and Associated structure
47:12 would look like at the Tibbetts Valley
47:13 Park site
47:15 they're still finalizing design work
47:17 that needs to be done as the landlord
47:20 the city would be able to approve of
47:21 design even before permits are applied
47:27 The Proposal includes rent that would be
47:31 20 Revenue share we anticipate this to
47:34 be approximately 1800 a month and
47:37 additional compensation as I stated
47:39 before would occur through some of the
47:42 public benefits from the todoc project
47:44 that affordable housing and that's
47:45 because if not for the todoc project we
47:49 really wouldn't be considering a cell
47:50 tower at Tibbetts Valley Park
47:53 the length of the term is 30 years when
47:57 we last went before the Safety Services
47:58 and Parks committee we were looking at
48:02 25 years and vertical Bridge had asked
48:04 for 30 and so we have consented to 30
48:07 years so that's a change from what the
48:09 committee saw last time
48:11 the tower would be 85 feet tall per code
48:14 and that 85 feet also is about the
48:17 average height of the field lighting
48:19 that we have currently at the park
48:22 and as I said before the administration
48:24 would be able to approve the final
48:26 design before the permit application
48:28 applications are submitted
48:30 so we have a little bit greater control
48:32 over the visual impacts of this
48:35 structure and what it would look like
48:36 than even what our design standards and
48:38 code would suggest
48:41 updates from the committee meeting that
48:45 we had last time there were a couple of
48:47 things that we were still under
48:49 negotiation and considering one is this
48:51 idea of a tournament and that's the
48:53 ability vertical Bridge had asked for
48:55 the city to assume their subleases with
48:58 telecommunications like Verizon T-Mobile
49:01 Etc
49:02 and operate the tower in the case that
49:04 vertical Bridge dissolves and is unable
49:06 to sell the city lease to another
49:08 provider so essentially they wanted the
49:10 city to take over and operate the tower
49:12 as they would this is something we were
49:14 reluctant to do because the city is not
49:16 a telecommunications provider we're not
49:18 in that type of business and so we
49:22 negotiated with this on negotiated with
49:25 them on this and you will notice that
49:27 provision is not in the lease so the
49:29 city would not be assuming the
49:31 operations of the tower
49:33 in the case that vertical Bridge
49:35 dissolved
49:36 the other uh the other provision that's
49:39 an update from the last time we were
49:41 before the council committee the
49:43 vertical Bridge had wanted the city to
49:46 renegotiate a new lease with the lender
49:49 to Vertical bridge and provide the exact
49:51 same lease terms to the lender should
49:54 the lender take over the lease we said
49:57 no we're uncomfortable doing that
49:58 because that might really extend the
50:00 length of the lease and what we wanted
50:03 to do was preserve future council's
50:06 ability to renegotiate and so what would
50:08 happen if the lender assumed the lease
50:11 in the current draft lease that's before
50:13 your consideration tonight what would
50:15 happen is that the lender would just
50:17 simply take over the lease under the
50:19 same terms and finish out that term of
50:22 the lease so not necessarily extending
50:24 it Beyond what's already provided for in
50:27 the lease
50:29 so um those Provisions like I said have
50:32 changed since the committee saw it last
50:34 time
50:36 other updates that I wanted to follow up
50:38 from the council committee's questions
50:40 one of the questions we received was how
50:42 does the revenue that's anticipated in
50:44 this lease agreement compared to the
50:46 typical lease agreements for a
50:47 telecommunications Tower and so we've
50:50 we've tried to run the numbers and and
50:53 compare apples and oranges a little bit
50:55 here there are different types of of
50:58 rent and compensation that the city
50:59 would receive but from our best
51:01 estimates it looks as though if we were
51:04 to apply the city's most recent lease
51:06 rent
51:07 structure that same type of template
51:10 then the city would receive five million
51:14 5.6 million over the lifetime of the
51:16 lease but what's proposed in the
51:19 vertical Bridge lease is 1 million a
51:21 little over 1 million in the lease that
51:24 we would receive for the lifetime of the
51:25 lease so you can see that there's there
51:27 is a discrepancy there between what we
51:30 would be getting from the vertical
51:31 Bridge lease versus applying the same
51:33 type of lease structure to our most
51:36 current cell tower lease and
51:40 that's largely because vertical Bridge
51:45 doesn't really want to move they're in a
51:47 very strong negotiation position from
51:49 their current location and they wanted
51:52 the exact terms that they have currently
51:55 to be applied to the city lease and so
51:58 they have a very favorable lease right
52:00 now with Lumen according to the city who
52:03 has whole whose holds other lease
52:05 agreements we believe their agreements
52:06 fairly favorable their agreement also
52:10 occurred with a large upfront lump sum
52:12 payment that's already been paid and so
52:14 they don't want to pay that to the city
52:16 since they've already paid that to Lumen
52:19 and again they're in a very strong
52:20 position and don't want to leave their
52:22 current location and so applying the
52:25 rest of the city and applying the rest
52:27 of their lease terms to the city lease
52:29 that equals a lifetime revenue of about
52:32 a million dollars there's a lot of
52:33 assumptions in your packet tonight I
52:35 list some of those assumptions but
52:37 that's that's our best estimate today so
52:40 as I stated before we believe that the
52:43 public benefits that come with this Tod
52:46 project also are partial compensation
52:48 for the city land lease that affordable
52:51 housing has been valued at 41 million
52:53 dollars over the lifetime of that
52:55 housing and so that is that it's also a
52:57 substantial
52:58 compensation and benefit the city would
53:00 be receiving in exchange for this land
53:07 another question that we received from
53:10 the committee is how does the sighting
53:11 of the cell tower at Tibbetts Valley
53:13 Park follow other precedents for public
53:15 engagement
53:16 and there were questions about how does
53:19 it relate to public engagement regarding
53:21 amenities at parks and we say the
53:25 administrator the telecommunication
53:27 facility differs from a dog park or
53:29 other recreational amenity
53:32 so it's not like we're proposing a new
53:34 skate park or something else at Tibbetts
53:36 Valley Park it doesn't change the
53:38 recreational programming or interfere
53:39 with the recreational programming at the
53:41 park and the city has not typically in
53:44 the past provided public Outreach
53:46 outside of council Council meetings when
53:49 negotiating telecommunication leases on
53:52 public property
53:57 speaking of public notification I wanted
53:59 to make sure that Council understood
54:01 what the next steps would be according
54:02 to our permitting process should Council
54:05 approve the lease agreement tonight then
54:07 the permit process provides for the
54:09 following written notification of a
54:11 proposed above ground installation to
54:13 all owners of property within 300 feet
54:16 of the proposed location as part of the
54:18 permit submittal and also this project
54:21 requires acepa and NEPA process that
54:23 includes public comment periods
54:27 so options for your consideration
54:29 tonight a first option is to authorize
54:34 the administration to enter into the
54:35 lease with vertical bridge for a portion
54:38 of Tibbetts Valley Park
54:40 second option would be to direct the
54:42 administration to continue to negotiate
54:44 with vertical bridge on terms of
54:46 council's choosing to return to council
54:48 with revised lease terms some of the
54:50 impacts of that is that we are on a time
54:51 crunch Lumen would like to sell the
54:54 property by the end of the year and this
54:56 is council's last regularly scheduled
54:57 meeting of the year and so
55:00 Lumen has made it very clear to the city
55:02 and our partners that if they're unable
55:05 to sell the property to King County
55:08 Housing Authority by the end of the year
55:09 then they would consider other offers
55:11 they have received that don't include
55:13 relocating the cell tower and are for
55:17 actually more money
55:19 the third option is that we simply do
55:21 not move forward with the lease
55:22 negotiations at Tibbetts Valley Park of
55:25 course that would mean that
55:28 the todoc project this Council has
55:31 envisioned it would likely not move
55:32 forward
55:36 so our recommendation tonight is to
55:39 authorize the administration to enter
55:40 into the lease with vertical bridge for
55:42 a portion of Tibbetts Valley Park and as
55:45 stated before this is really the best
55:46 option to support the todoc project
55:53 timing and next steps so pending Council
55:56 authorization of the lease Lumen and
55:58 kcha will finalize the sale of the
56:00 future Tod OC site we're talking as soon
56:03 as next week as I think Dave namura said
56:05 in his comments and a vertical Bridge
56:08 would then move forward to finalize
56:10 their design of the Tower and apply for
56:12 permits we would expect construction to
56:13 begin in 2022
56:15 and after the tower relocates then
56:17 construction on the todoc site could
56:20 begin and so then kcha would begin that
56:23 design process for the todoc project
56:28 are there any questions

56:40 thank you madam mayor as I mentioned in
56:42 the last committee report that I gave at
56:45 the last council meeting we did support
56:47 this decision three to O to go forward
56:52 there was public input on this process
56:57 um I would say uh there were there were
57:01 questions about uh future changes in uh
57:05 code you know there's potential changes
57:07 in in code that could happen this is not
57:10 that far from a cell Monarch bearing
57:11 stream so there was somebody in the
57:13 member of the public that brought that
57:15 um you know uh there were folks that
57:18 would love to have more public
57:19 engagement this has had much public
57:22 engagement over the last five years
57:24 um and and the public certainly knows
57:26 that that we've been having this
57:27 conversation it's been a a little bit of
57:30 a weird process Because by the nature of
57:33 the process the city would go away and
57:35 have conversations with folks and then
57:37 come back so somebody newly moved to the
57:40 community might feel like uh it hadn't
57:42 they hadn't heard about it before but
57:43 it's it's had you know
57:45 what a dozen uh updates with the city so
57:50 but that was some of the feedback that
57:52 we received but in the end we did move
57:54 forward with this as well as the the
57:57 second the second part of the evening's
58:00 conversations in regard to a todoc which
58:02 we'll talk about in a bit perhaps thank
58:05 you chair Mart so now let's open it up

58:13 um so you provided the list of the other
58:15 sites and why they were ruled out with
58:17 the number of criteria coverage
58:18 requirements and providers lack of
58:20 proximity of antenna to residential
58:22 units maintenance access and municipal
58:23 code and just to confirm the site that
58:27 is recommended is it meets all of those
58:30 criteria because it wasn't on that list
58:32 that's correct thank you
58:36 good question any other questions uh and
58:40 councilmember Joe make sure you raise
58:42 your hand if you'd like to council

58:46 um could you talk over what the process
58:49 would be at this point I think
58:52 we don't necessarily have clarity about
58:54 whether this is within a certain buffer
58:57 range of a stream because there isn't a
59:00 specific site located for the project so
59:04 can you talk about what the
59:07 process would be as
59:10 a specific plan is pulled together for
59:13 reviewing that and understanding what
59:15 the environmental concerns might be
59:18 sure and part of that answer includes
59:20 the process for Title 18 and its updates
59:22 and so
59:24 um so what we have now is we know that
59:27 in the draft code the city is required
59:30 by Washington state law to use the best
59:32 available science and what we have
59:35 determined through our studies is that
59:38 150 feet buffer in this in this case
59:41 we're proposing as the best available
59:43 science but that still has to go through
59:45 a process and that process includes
59:47 publishing the code having a number of
59:50 public hearings having a number of City
59:54 Council committee hearings PPC hearings
59:57 and then before it comes before
59:58 council's consideration and so what we
1:00:00 still have is the draft code until
1:00:03 Council adopts and updates that draft
1:00:05 code it is the draft code and we have to
1:00:07 go buy the codes that we have currently
1:00:09 in place
1:00:10 and so the codes that we have currently
1:00:12 in place I believe suggest 100 foot
1:00:15 buffer and uh while the site that we're
1:00:20 looking at putting this cell tower and
1:00:22 structure on are 125 or 135 feet outside
1:00:27 of that buffer so it is compliant with
1:00:30 current municipal code and what that
1:00:33 means is should a vertical Bridge get
1:00:36 their permits their building permit in
1:00:39 on time as in in under the current code
1:00:43 should they get their building permits
1:00:45 submitted under the current code then we
1:00:48 would move forward as we're obligated to
1:00:49 do as the city should vertical Bridge uh
1:00:53 get complete building permits in permit
1:00:57 applications in after the city council
1:00:59 adopts a new code then we would have to
1:01:02 locate another we would have to find
1:01:04 another location within the park that of
1:01:06 course is compliant with the municipal
1:01:08 code and would be outside of
1:01:10 whatever buffer Council adopts if it's
1:01:13 that 150 foot buffer

1:01:26 I'm trying to figure out how to
1:01:27 formulate this one
1:01:31 so entering this agreement with vertical
1:01:34 bridge in the event that
1:01:36 King County Housing and Lumen don't
1:01:40 reach an agreement what where where does
1:01:43 that leave us I mean are we committed to
1:01:45 doing this
1:01:46 um where does that leave us
1:01:51 King County Housing of kcha and Lumen do
1:01:55 not reach an agreement then that means
1:01:57 that the cell tower would stay on its
1:02:00 current location
1:02:01 and so what we have in this lease is a
1:02:04 two-year option before the lease kicks
1:02:06 in necessarily and so they have two
1:02:08 years to explore whether or not
1:02:11 um they need to relocate and whether
1:02:13 um and for them to exercise this lease
1:02:15 option so
1:02:17 um kcha as per their current agreements
1:02:20 with Lumen and with vertical bridge kcha
1:02:24 is actually paying for the cell tower
1:02:25 relocation
1:02:27 up to a certain amount and so if kcha
1:02:31 does not gain ownership of this property
1:02:33 then they are not going to pay for the
1:02:36 relocation of vertical bridge and then
1:02:38 vertical bridge will not relocate a
1:02:41 vertical Bridge as I said before doesn't
1:02:42 want to relocate they would rather stay
1:02:44 on the property so if Lumen retains
1:02:47 ownership then they would not be moving
1:02:49 to the city property and the lease would
1:02:53 uh basically be null and void since they
1:02:55 would choose not to exercise their
1:02:57 option
1:02:59 um you actually kind of teed up my
1:03:01 second question which was
1:03:02 so it's King County Housing Authority is
1:03:05 responsible for building the new tower
1:03:06 and building the outbuilding is that
1:03:08 who would be responsible or some not the
1:03:11 city not not the city no we are not in
1:03:15 that business King County Housing
1:03:17 Authority has agreed to pay for
1:03:18 relocation costs but they're not they're
1:03:21 also not the applicant they're not
1:03:23 building it vertical bridge is the
1:03:25 subject matter expert here so they they
1:03:27 build cell towers all across the United
1:03:28 States they would be the applicant they
1:03:31 would be the responsible party for
1:03:32 construction and our partners King
1:03:35 County Housing Authority are helping to
1:03:37 pay for that process

1:04:05 todoc project in substantive form and
1:04:08 authorize the City attorney to make
1:04:09 subsequent non-substantive Technical and
1:04:12 legal edits

1:04:39 could be resolved uh this evening and
1:04:41 could move forward uh the the Herculean
1:04:45 efforts by Andrea Snyder can't be uh
1:04:49 overstated so I'm very excited this
1:04:52 evening this is something that has uh
1:04:54 just you know we've seen so much in the
1:04:57 community how important this would be I
1:04:59 you know when I first ran for City
1:05:01 Council in 2009 we were talking in the
1:05:05 community about the million dollars that
1:05:07 we had left over from Talus and how we
1:05:09 wanted to put it towards uh you know a
1:05:12 good project and the Opportunity Center
1:05:14 side of this uh we looked for years and
1:05:18 years for those of you who weren't part
1:05:19 of that process Barb knows it well years
1:05:22 and years and years so so the
1:05:24 combination of you know Workforce
1:05:27 housing and the possibility of of having
1:05:30 some Human Services uh located uh also
1:05:34 Transit adjacent to cover this area that
1:05:36 that doesn't exist currently where folks
1:05:38 have to go into Bellevue where they have
1:05:40 to go up to Redmond is just such a
1:05:42 strong win for the community so I'm
1:05:43 really excited this evening and and I
1:05:45 just I want to thank Lumen so much for
1:05:47 uh continuing with us and working with
1:05:50 us and being patient while the other
1:05:52 parties had to get brought to the table
1:05:53 recognizing our enthusia our continued
1:05:56 enthusiasm for this so I will be voting
1:05:59 an ecstatic yes this evening thank you

1:06:38 excited about half of this discussion I
1:06:40 think there are two issues here and I
1:06:42 think we we are we are mushing them
1:06:44 together
1:06:45 um and I'm not sure that that's the
1:06:47 right thing to do I I have been since we
1:06:49 first started talking about this I think
1:06:51 the Tod is a great project and I
1:06:52 understand the implications of not doing
1:06:55 um this cell tower move on the the Tod
1:06:58 and that's where my my angst is coming
1:07:01 um I need to put tall cell tower in a
1:07:05 public park is not a non-issue to the
1:07:07 public
1:07:08 a 400 square foot 500 square foot
1:07:11 building in a public park that's not a
1:07:13 city building is not a non-issue to the
1:07:16 public and and we really with the
1:07:18 exception of two or three people we
1:07:20 heard from it uh services and Safety
1:07:23 Committee have gotten no feedback from
1:07:25 the public on this so my my angst is
1:07:29 quite frankly
1:07:30 um I want to do the Tod I think we have
1:07:32 to do it we've come this far it would be
1:07:34 silly to to back away I hate that we are
1:07:37 jammed up into not having to go having
1:07:39 the ability to go through a public
1:07:41 process and at least let the public know
1:07:44 that this is something that we are going
1:07:46 to do to their park it's not our Park
1:07:47 it's their park and we're putting
1:07:51 um you know we're putting buildings
1:07:52 we're putting towers that don't
1:07:54 necessarily uh you know I'm sure we will
1:07:57 do a great job of making that cell tower
1:07:59 look like a tree but it's not a tree and
1:08:03 um I I ultimately will support this I
1:08:07 just wanted to get out that
1:08:09 um this has put us in I think an
1:08:11 unfavorable position and I think when
1:08:13 this gets built there will be a certain
1:08:16 level of outrage and we just need to be
1:08:19 prepared for that and because it's
1:08:21 legitimate

1:08:31 to councilmember Martz I also spoke
1:08:34 about this project the todoc project
1:08:37 when I was first running for Council
1:08:38 five years ago with enthusiasm and I
1:08:41 continue to support the project and we
1:08:43 do have to take this step to continue
1:08:44 moving the process forward I think it's
1:08:47 a huge Community benefit and we are also
1:08:50 stewards of
1:08:52 um the the funds here and we have a 41
1:08:55 million dollar Community benefit for the
1:08:58 value that we're getting for this lease
1:09:00 Tower and so I think there's a
1:09:01 compelling argument there as well as the
1:09:04 compelling argument that we simply have
1:09:05 to move this forward for the community
1:09:07 benefits that we'll get for the
1:09:08 affordable housing and the todoc and
1:09:11 affordable housing is something that I
1:09:12 think we all agree we are in dire need
1:09:15 of and will be a huge Community benefit
1:09:17 and I am in strong support for those
1:09:21 reasons thank you

1:09:42 amazing negotiations it was wonderful to
1:09:45 see the additional things that you were
1:09:48 able to negotiate just this past week
1:09:50 thanks so much to Lumen and Mr numera
1:09:53 for being here and Mr Landis I wanted to
1:09:56 call out as well because I I praised him
1:09:59 at the SFP meeting for his wonderful
1:10:03 letter which really outlined all of the
1:10:05 all of the many many permutations that
1:10:09 we have gone through over the last five
1:10:11 to seven years and thank you as well

1:11:15 it is ab8494 interlocal agreement with
1:11:18 King County Housing Authority for the
1:11:20 transit oriented development and
1:11:22 Opportunity Center project so if you'd
1:11:25 like to start your presentation
1:11:28 thank you Madame mayor yes it's me again
1:11:30 uh related item so King County Housing
1:11:34 Authority interlocal agreement as I've
1:11:37 already referred to them a couple of
1:11:39 times a kcha
1:11:42 um a few more acronyms I'm afraid
1:11:44 involved in this Pro in this
1:11:45 presentation uh we're the direction
1:11:47 we're looking for tonight from Council
1:11:49 is does council have any changes for the
1:11:52 draft interlocal agreement that's the
1:11:54 Ila and we seek authorization to enter
1:11:57 into such an agreement with kcha tonight
1:12:02 so as I said some of the background was
1:12:05 provided in the previous presentation
1:12:06 and just for the sake of time and
1:12:08 streamlining will go right to the
1:12:11 proposal
1:12:12 so in the interlocal agreement has
1:12:15 proposed at least 155 units of
1:12:18 affordable housing for those earning 40
1:12:20 to 60 percent of area median income
1:12:24 it includes a 10 000 square foot
1:12:26 Opportunity Center with a city
1:12:29 contribution of up to 5.05 million so
1:12:34 this was an addition thanks to comments
1:12:36 received in the last Council committee
1:12:38 that Council wanted a a cap on what that
1:12:42 what that number would be and so that
1:12:45 cap is the concern was the city might be
1:12:47 writing a blank check with this Ila so
1:12:49 let's provide a cap and if to go beyond
1:12:53 that point we'll need to have a stop and
1:12:55 a check with city council and say Okay
1:12:57 um you know should construction
1:12:59 estimates be more than 5.05 million
1:13:01 we'll need to come back to council and
1:13:03 have that conversation we still would
1:13:05 need to have a conversation to
1:13:06 appropriate us such money uh anyway but
1:13:10 that's the cap that's been a change from
1:13:12 last time that the council committee has
1:13:13 seen this item
1:13:15 in addition in the Ila it's proposed to
1:13:18 have five units reserved for Life
1:13:19 Enrichment options that's Leo house to
1:13:22 house people with developmental
1:13:24 disabilities
1:13:25 also a mix of market rate units with the
1:13:29 affordable housing and again a change
1:13:32 from last time thanks to the feedback
1:13:34 from the committee is to have a
1:13:36 percentage of
1:13:38 no less than 25 percent of all units
1:13:41 would be market rate and so I think that
1:13:44 Mr Dan Landis addressed this in some of
1:13:47 his comment for this evening but that's
1:13:50 again just to put a number on so that
1:13:52 Council can be assured that there will
1:13:53 be market rate development with this
1:13:56 project no less than 25 percent of the
1:13:58 units would be market rate that still
1:14:00 needs to be determined but at least it
1:14:02 would be no fewer than that
1:14:04 and finally also a provision within the
1:14:08 Ila is that the city would agree to the
1:14:10 land lease for the cell tower that you
1:14:12 all just approved tonight Deputy City
1:14:14 administrator before we move off the
1:14:15 slide I believe councilman Mertz has a
1:14:17 question yes could you for those council
1:14:19 members who haven't followed this from
1:14:21 the beginning
1:14:22 um can you explain the projected sources
1:14:26 of that 5.05 million dollars thank you
1:14:30 yes uh I can so we have from the state a
1:14:34 grant for three million dollars that's
1:14:37 for medical and Behavioral Health
1:14:39 Services for low-income populations we
1:14:43 have just shy of a million dollars in
1:14:45 mitigation funds reserved and we've been
1:14:49 setting aside for this project and so
1:14:51 that equals 4 million and you know what
1:14:54 I'm forgetting we're the last million
1:14:56 comes from uh
1:15:00 um I will accept uh help from Council
1:15:02 otherwise I can call upon G Paul our
1:15:04 management analyst so so sorry I forgot
1:15:07 that detail tonight but I know Gene Paul
1:15:09 who's on the line has uh is prepared
1:15:12 with the answer to this question as well
1:15:21 members of the council I'm Gene Paul
1:15:22 management analyst from the executive
1:15:24 office uh from the slide from January
1:15:26 2020 uh Andrea already mentioned the 3
1:15:28 million from the state roughly 1 million
1:15:31 in City mitigation funding the other
1:15:33 million is from Bond and debt issuance
1:15:35 repaid from lease payments
1:15:39 thank you Gene in addition to that while
1:15:41 this construction estimate is rather old
1:15:43 that 5.05 million that we've discussed
1:15:46 before with the city council the city
1:15:48 also has other new revenues that are set
1:15:51 aside for affordable housing and
1:15:53 Behavioral Health that we've been
1:15:54 accumulating and have not spent so I
1:15:56 believe it's a near Council materials
1:15:58 tonight that should the the construction
1:16:02 estimate be over that we have other
1:16:04 funds to turn to that could help pay for
1:16:07 this that would not impact the general
1:16:09 fund and that those revenues are
1:16:11 specifically set aside for projects like
1:16:13 this according to State and county law
1:16:20 any other questions at this point of
1:16:22 what is in the Ila okay
1:16:31 okay so in general as we take a step
1:16:33 back the other things that the Ila
1:16:35 provides it formalizes the obligations
1:16:37 with kcha you may recall in the
1:16:40 background section of the last item for
1:16:42 your consideration so there was a
1:16:44 non-binding mou that Council agreed to
1:16:46 in 2017. so this really formalizes those
1:16:49 obligations and without this Ila kcha
1:16:53 could turn around and flip the property
1:16:57 and they could buy it for what they're
1:16:59 buying it for as we um and then they
1:17:02 could turn around and sell it without
1:17:03 developing anything on it that's a
1:17:05 possibility so this Ila really
1:17:07 formalizes those obligations of what
1:17:09 would be built and what levels of
1:17:11 affordability would be involved in this
1:17:13 project
1:17:15 the Ila also helps to formalize the
1:17:17 public benefits that the city will
1:17:19 receive that our condition are
1:17:22 considered additional compensation for
1:17:24 the city land lease and that's important
1:17:26 just to provide that paper trail and
1:17:29 that official link between the city
1:17:31 lease and the benefits that we
1:17:33 anticipate receiving
1:17:35 and then the other thing that's
1:17:37 important to know is the Ila doesn't
1:17:40 consider any other new city obligations
1:17:42 we haven't already discussed at this
1:17:44 point so there's there's nothing new
1:17:47 that you haven't considered before in
1:17:49 the Ila
1:17:56 okay options for your consideration
1:17:58 tonight first option would be to
1:18:01 authorize the administration to enter
1:18:02 into the Ila a second option would be to
1:18:05 keep negotiating and return to council
1:18:07 with specific points that you may
1:18:10 provide us this evening and third option
1:18:12 would be to not move forward with the
1:18:14 Ila of course the impacts of two and
1:18:16 three would be that it could again
1:18:18 affect the project
1:18:21 we are in a tight timeline and we are
1:18:25 trying to
1:18:27 seek your approval for both of these
1:18:29 items tonight the lease that you just
1:18:31 approved and the Ila because we do see
1:18:33 them as linked
1:18:35 um and related to one another
1:18:39 so of course the administration's
1:18:41 recommendation is for city council to
1:18:45 authorize the administration to enter
1:18:46 into the Ila with King County Housing
1:18:48 Authority in its substantive form
1:18:52 timing and next steps
1:18:55 pending approval Lumen and kcha will
1:18:58 execute their purchase and sale
1:18:59 agreement for the future todoc site
1:19:01 transferring ownership and control of
1:19:03 the site to kcha and kcha will then
1:19:07 complete the design for this project
1:19:10 a kcha would then update the
1:19:13 construction cost estimates for that
1:19:14 Opportunity Center and the
1:19:16 administration would return to city
1:19:17 council with that new estimate and seek
1:19:20 Direction on authorizing funds
1:19:23 I also wanted to highlight in Next Step
1:19:26 some of the future public notification
1:19:28 and comment opportunities related
1:19:29 directly with the todoc project so
1:19:33 according to the draft code which is
1:19:36 what we would anticipate at this point
1:19:38 that the project we subject to the draft
1:19:41 code would require as part of the
1:19:43 permitting process that the development
1:19:45 commission would approve the site
1:19:47 development permit
1:19:48 also in the draft code a community
1:19:51 meeting would be required
1:19:53 and that noticing that would be required
1:19:55 associated with the community meeting
1:19:57 would be for owners and residents within
1:20:00 500 feet of the project and as well as
1:20:03 parties of record and a few other
1:20:04 stakeholders
1:20:06 also within the draft code Provisions
1:20:08 for public notification there would be a
1:20:12 pre-decision hearing public hearing
1:20:14 required and again noticing within 500
1:20:18 the project also would be subject to
1:20:20 sipa which includes a 15-day comment
1:20:22 period
1:20:26 so again Direction needed for tonight is
1:20:29 does council have any changes for the
1:20:31 draft Ila and also we're seeking
1:20:35 authorization to enter into the
1:20:37 agreement with kcha
1:20:39 any questions I think I'll go to the
1:20:42 committee chair again Andrea and let him
1:20:45 chair Martz share some comments and then
1:20:47 we'll go to questions cheer Martz so so
1:20:49 we really I mean essentially looked at
1:20:52 these issues essentially they were
1:20:55 combined and so uh you know the public
1:20:57 comment has been around the whole the
1:21:00 whole thing so this was if you're you
1:21:02 know in for the first part you're in for
1:21:04 the second part really there wasn't a
1:21:06 substantive difference in the
1:21:07 conversation for the second part so
1:21:09 that's paid was a also a 3-0 thank you
1:21:12 very much
1:21:14 um Council questions of uh Deputy for
1:21:17 Deputy City administrator's presentation
1:21:19 councilmember hunt
1:21:22 thank you
1:21:23 um so in our packet it talks about the
1:21:26 differences between the mou versus the
1:21:31 um one of the difference is one of the
1:21:33 biggest differences is probably that
1:21:34 it's binding the Ila is binding whereas
1:21:36 mou is
1:21:39 is a memorandum of understanding but
1:21:42 then it also talks about other
1:21:44 differences so it says there's no
1:21:45 mention of the public Plaza or other
1:21:47 Local transportation improvements that
1:21:49 may be required during the permitting
1:21:50 process so I wonder if you could speak
1:21:52 to the public Plaza and whether that's
1:21:54 part of the continued vision and if so
1:21:56 why it's not in in there
1:22:00 yes thank you uh so yes public Plaza as
1:22:04 well as there's a city street
1:22:07 um that we're looking to construct with
1:22:11 for this project neither of those were
1:22:12 mentioned in the project uh public Plaza
1:22:15 specifically because as kcha said in the
1:22:18 beginning of this meeting they lost
1:22:19 their development partner Spectrum
1:22:21 Solutions and so in order to develop
1:22:23 that second building that more that
1:22:26 would have more of the market rate they
1:22:27 need they're looking at what their
1:22:29 options are within that property so the
1:22:31 design I think is probably going to
1:22:33 change a little bit from what we saw
1:22:34 originally the other thing for
1:22:36 consideration is that under the new
1:22:39 title 18 codes there might be some more
1:22:42 limitations on how they can use their
1:22:44 property different buffers for example
1:22:46 for their consideration or setbacks and
1:22:48 so at this point they in the Ila given
1:22:52 those unknowns they were
1:22:56 they were unwilling and uncertain to
1:22:59 provide guarantees about that public
1:23:01 Plaza and they wanted to focus on the
1:23:04 affordable housing component
1:23:06 as as really the focus of the project so
1:23:09 I think there's still a lot that needs
1:23:11 to be fleshed out in design and I I
1:23:13 welcome Dan Landis if you would like to
1:23:16 come up to the microphone and speak a
1:23:18 little bit more From kcha's perspective
1:23:20 about why it's not in the interlocal
1:23:23 agreement
1:23:26 thank you Andrea I think you did a great
1:23:28 job of explaining it I we just have a
1:23:31 lot of unknowns we have a lot of costs
1:23:33 the acquisition cost is a lot higher
1:23:36 than what was in our original budgets
1:23:37 construction costs are much higher and
1:23:39 we need to see what's feasible given the
1:23:42 uh the late the new layout of the site
1:23:44 which is
1:23:45 essentially 30 feet to the West so
1:23:47 incorporates more of the Wetland and
1:23:49 then with the potential for wetland
1:23:51 buffers increasing we just there's only
1:23:54 so much that we'll be able to put fit on
1:23:57 the site and until we actually delve
1:23:58 into that we don't know we've been
1:24:00 reluctant to spend more money on the
1:24:04 development until we actually had site
1:24:06 control which we haven't had yet
1:24:14 additional questions council member Ray
1:24:16 um thanks um kind of a follow-up and
1:24:18 building on that
1:24:20 um the 34 000 square feet of commercial
1:24:23 which included the 10 000 Opportunity
1:24:25 Center so now this is all we're going to
1:24:28 expect and kind of in that is the
1:24:29 Opportunity Center not the other 24 000
1:24:31 of commercial or is that still in the
1:24:35 so the 34 000 square feet of commercial
1:24:38 is not in the Ila so there's no binding
1:24:41 agreement there what is an unbinding
1:24:44 agreement is the 10 000 square foot
1:24:45 Opportunity Center
1:24:47 that said this project also would be
1:24:50 subject the city has a provision for
1:24:53 redevelopment in the central Issaquah
1:24:55 area that's concerned about jobs and so
1:24:57 the provision is aimed at making sure
1:25:00 that a lot of commercial property is not
1:25:03 just redeveloped into residential
1:25:05 property that we retain some of that
1:25:06 commercial mix in order to retain some
1:25:08 of those jobs so the future development
1:25:10 would have to be compliant with that
1:25:12 provision which means that we would need
1:25:14 a certain amount of commercial space
1:25:15 that's to be determined but in order to
1:25:19 to demonstrate that they would be able
1:25:21 to retain or improve upon the number of
1:25:23 jobs that are currently located at that
1:25:25 site so it's not in the mou for that
1:25:28 thirty four thousand square feet but we
1:25:29 do anticipate this project to be a mixed
1:25:31 use project
1:25:33 thanks thank you additional questions
1:25:39 uh would someone care to make a motion

1:25:44 moved to authorized mayor to enter into
1:25:45 and execute the interlocal agreement
1:25:47 with King County Housing Authority kcha

1:26:03 it's a little bit of a rush there let's
1:26:05 go with the motion maker let me address
1:26:08 a couple of specific points that we
1:26:10 discuss or around some of the questions
1:26:12 that have been had earlier while it
1:26:14 certainly would have been nice to have
1:26:16 um a commitment on a small public Plaza
1:26:19 I I would refer my fellow council
1:26:20 members to the public Plaza in front of
1:26:23 Regal Issaquah or the public Plaza
1:26:25 that's at the bottom of the Safeway fuel
1:26:27 station neither of which when I've been
1:26:30 there I've not seen people running in
1:26:31 frolicking and enjoying themselves those
1:26:35 are you know they are small public
1:26:36 spaces but I think in general the but
1:26:40 you know the public pause the benefit
1:26:42 around a public Plaza I think there's
1:26:45 some question on existing public plazas
1:26:47 so that hasn't for me that did not
1:26:50 change the the Dynamics of it I'll
1:26:52 mention I think the 24K in retail wasn't
1:26:55 retail it was
1:26:57 um originally planned as daycare right
1:27:02 I remember daycare it yes it was just
1:27:05 labeled as commercial not necessarily
1:27:07 retail so it could be daycare also there
1:27:09 was a Kidney Center that was considered
1:27:12 at one place I remember that but it
1:27:14 wasn't it wasn't what we think of as
1:27:16 generally mixed use necessarily right
1:27:19 there had been an idea that had been it
1:27:21 wasn't you know General retail
1:27:24 yes I'm sorry councilman Moritz when I
1:27:25 say mixed use I mean mixed use between
1:27:27 residential and some commercial
1:27:29 component which could be retail could be
1:27:31 office could be medical great I'm
1:27:34 fine and then I'll just make a comment
1:27:36 and someone circles back to the first
1:27:37 point this whole question around
1:27:39 um where the buffer will be on creeks
1:27:42 and whatnot you know there was when we
1:27:44 went to 100 foot buffer there were so
1:27:47 many exemptions that we had to make in
1:27:49 the city
1:27:49 um it's going to be a very convoluted
1:27:51 process if we choose to move forward
1:27:54 with 150 foot buffer I just want people
1:27:56 to understand that that will have many
1:27:58 many I mean hundreds of uh commercial
1:28:03 and residential properties will be
1:28:04 impacted by that so it's a it's a big
1:28:07 step that would impact a lot of people
1:28:09 and and affect a lot of uh decisions we
1:28:11 made so we had to grandfather in so much
1:28:14 stuff when we went to the 100 foot and
1:28:15 it would just be so much worse for 150
1:28:17 so anyhow that concludes my comments
1:28:20 thank you council member Ray did you
1:28:22 have any comments
1:28:23 um yes thank you I was going to defer to
1:28:26 oh councilman myself but okay well
1:28:29 um you as the secondary I know but
1:28:31 that's because I jumped around yourself
1:28:35 um I think this is an absolutely
1:28:37 essential thing to do um a non-binding
1:28:39 mou puts the city at risk the original
1:28:42 plan where we were a party to this
1:28:44 development we had leverage and we we
1:28:47 could um
1:28:48 the mou provided a framework for having
1:28:50 those discussions when everything kind
1:28:53 of evolved and Spectrum dropped out and
1:28:55 word didn't provide land we became not a
1:28:58 party to this and so the Ila is
1:29:00 absolutely essential in my opinion
1:29:03 um document to make sure that we get
1:29:06 what we we think we're going to get and
1:29:08 is also a document that protects all the
1:29:11 partners including Lumen and uh King
1:29:14 County Housing Authority and going
1:29:16 forward so um
1:29:18 and I appreciate the uh the cap on the
1:29:22 Opportunity Center costs and I wasn't
1:29:25 really concerned what that cop was I
1:29:26 just wanted a cap so thank you for
1:29:28 putting that in there and I suspect
1:29:30 it'll come back and we'll have some some
1:29:32 further negotiations on that but the
1:29:34 this sets us um up for success
1:29:37 very well so so thank you

1:29:48 um if I have one takeaway from both this
1:29:51 project and also being involved with the
1:29:53 together Center a project up in Redmond
1:29:57 is that you set a vision you have this
1:30:01 big vision and then you hang on to that
1:30:04 Vision through many many many changes
1:30:07 these are really complicated projects
1:30:09 you're not only dealing with the public
1:30:13 realm but the private realm and the
1:30:16 private realm needs to make sure that it
1:30:18 pencils out and is that investors get
1:30:20 their investment back you're dealing
1:30:22 with the federal government in terms of
1:30:24 a low-income housing tax credits you're
1:30:28 dealing with the ups and downs of the
1:30:31 economy and all of those things because
1:30:33 no matter how smoothly a project goes
1:30:36 it's going to take years before you
1:30:38 actually see it developed so so we have
1:30:41 in front of us interlocal agreement
1:30:43 tonight and it may not be exactly what
1:30:46 we dreamed of some seven years ago or
1:30:49 six years ago
1:30:50 but this project the vision that we've
1:30:53 had is going to get done and I to me I'm
1:30:57 so excited and it's going to be great
1:31:01 and it may not be exactly what we
1:31:04 envisioned but it's going to be a
1:31:06 wonderful project so of course I am
1:31:09 supporting this I just think that I just
1:31:14 want to commend my fellow council
1:31:16 members and the administration for
1:31:18 hanging on to that original vision and
1:31:21 seeing it through this is just an
1:31:23 amazing evening thank you so much thank
1:31:25 you councilmember D Michelle council

1:31:28 thank you I would just like to Echo and
1:31:31 support Council D Michelle's comments uh
1:31:35 I believe that a vision is important for
1:31:38 this project and uh part of that I think
1:31:41 is is that I think was mentioned by Mr
1:31:44 Landis was that
1:31:46 um they're going to be two buildings and
1:31:47 one may be predominantly uh market rate
1:31:50 and one may be predominantly
1:31:52 um you know affordable housing and other
1:31:55 people that are somewhat subsidized and
1:31:58 through our through our programs I would
1:32:00 just want to
1:32:04 spell out that I I hope that both those
1:32:07 buildings uh look alike I hope that both
1:32:10 those buildings are such that no one can
1:32:12 tell the difference between the
1:32:13 affordable housing and the regular
1:32:15 housing what you know the market rate
1:32:17 housing so that people are
1:32:19 um just see it as a development uh I
1:32:21 think that it's so important and Mr land
1:32:24 has mentioned that it was going to be
1:32:25 something that they would focus on I
1:32:27 just hope that that vision would be seen
1:32:29 through again thank you to the
1:32:30 administration and particularly to
1:32:32 Andrew Snyder for making this happen
1:32:36 um when I was on Council we we first got
1:32:38 the one million dollars from the the
1:32:40 highlands and and one of the things we
1:32:43 were looking at was buying a building
1:32:44 that was uh the old medical it's a
1:32:47 medical building now just
1:32:49 um north of the post office along that
1:32:51 that passageway and at that time it was
1:32:53 an old run out run down building and is
1:32:56 nothing like and doesn't equate at all
1:32:59 to the vision that's here and the
1:33:01 opportunity that's here for affordable
1:33:03 housing for opportunities for employment
1:33:05 and opportunities to make it a project
1:33:08 with transitory development so people
1:33:10 can get out of their cars so I really
1:33:12 commend the administration for the work
1:33:13 done here and fully support this project
1:33:15 thank you thank you councilmember Joe uh
1:33:18 councilmember hunt
1:33:20 thank you madam mayor I too will be
1:33:22 supporting this I wanted to
1:33:26 um remark on my earlier comments or
1:33:28 question about the public Plaza so
1:33:30 really the reason why I was asking about
1:33:32 that is it was a change from the
1:33:34 original Vision which is to be expected
1:33:36 with a project that is this complicated
1:33:38 and has gone through so many iterations
1:33:41 and changes and necessary necessary
1:33:44 changes
1:33:45 um the reason I think it would be still
1:33:48 important to have is really the same
1:33:50 reason that the market rate housing is
1:33:52 is so important that was also part of
1:33:55 the original vision of the project
1:33:56 having the market rate
1:33:58 and having it be similar to a identical
1:34:02 hopefully an appearance to the
1:34:04 affordable housing so that we aren't
1:34:07 isolating one Community or singling out
1:34:10 one community in the affordable housing
1:34:13 so I think that's really important I
1:34:14 think the public Plaza if done well
1:34:16 could be a place for the community to
1:34:19 gather and would further
1:34:22 would further include the community
1:34:24 within the greater Issaquah Community
1:34:27 the community that would be living in
1:34:29 the affordable units in this project so
1:34:31 I would like to encourage that I hope
1:34:34 that it continues to be a part of the
1:34:36 vision I do think the the
1:34:38 market rate housing that is in the Ila
1:34:42 is is very important and I was very glad
1:34:45 to see that the services safety and
1:34:48 Parks committee clarified that
1:34:50 um I think the edits that came out of
1:34:52 that conversation are are really
1:34:54 important including that edit so I will
1:34:56 be supporting this I wanted to make
1:34:57 those comments and also just wanted to
1:34:59 confirm that I believe Mr Landis did say
1:35:01 the buildings will look similar
1:35:04 um to to as much as they possibly can
1:35:07 and Australian this is nodding so with

1:35:26 mention one more thank you which was at
1:35:28 an early point in this conversation uh
1:35:30 earlier on there's a lot more question
1:35:31 about the impact on ending fund balance
1:35:35 and we didn't at the time have a uh you
1:35:38 know there was a real question on what
1:35:40 it would what it would mean to our
1:35:41 finances and state senator mullet came
1:35:44 and talked to us and said hey I'll go
1:35:46 get you three million dollars for the
1:35:47 opportunity Center and he did so I just
1:35:50 want to say that's another you know so
1:35:52 many facets that so many people's
1:35:55 Goodwill got us where we are tonight and
1:35:57 Senator Miller was part of that as well
1:35:58 thank you yes us thank you any other
1:36:01 comments before we move to the vote
1:36:07 if there's no further discussion the
1:36:09 motion before council is to authorize
1:36:11 the mayor to enter into and execute the
1:36:13 interlocal agreement with King County
1:36:14 Housing Authority kcha for the transit
1:36:17 ordinated development and Opportunity
1:36:19 Center project in substantive form and
1:36:22 authorize the City attorney to make
1:36:23 subsequent non-substantive Technical and
1:36:26 legal adults all those in favor signify
1:36:28 by saying aye

1:36:37 that thankfully passes seven and now I
1:36:39 really really if the council will
1:36:41 indulge me I would love to share also a
1:36:44 few words of gratitude with you for
1:36:46 sticking with this project
1:36:48 um this is a really great exercise for
1:36:50 any anybody to observe about how
1:36:53 difficult it is to get a good project
1:36:55 done even when you have willing Partners
1:36:58 we've had great Partners throughout this
1:37:00 process and it has still been
1:37:03 unbelievably complicated so these are
1:37:05 stories that we can share with other
1:37:07 cities I wanted to thank King County for
1:37:09 the 10 million grant that is coming
1:37:11 through for this project that was an
1:37:14 amazing opportunity that we received
1:37:15 years ago and then being patient with us
1:37:18 as we walk through this incredible
1:37:20 journey that we took together but this
1:37:23 is hard and this is very exciting for
1:37:26 the scale of this project for Issaquah
1:37:29 I'm really excited for me personally I
1:37:32 started to hear about this when I was on
1:37:33 Council I've now been in the mayor's
1:37:35 chair for five years I have worked with
1:37:37 three different city administrators and
1:37:39 an interim City administrator on this
1:37:41 project
1:37:42 and Andrea has sat in a couple of those
1:37:46 chairs and it's just been a really great
1:37:49 effort by the staff team as well to make
1:37:51 sure that there are many many many times
1:37:54 where it looked like we would not get
1:37:55 this over the end line so thank you so
1:37:58 much for your vote tonight and support
1:38:00 for this project I think it's super
1:38:01 exciting for our city so thank you very
1:38:05 um and thank you too as well
1:38:08 um Lumen and King County Housing have
1:38:10 been fabulous partners so the next item
1:38:13 of business this evening is
1:38:16 ab8486 it's the 2023 city council
1:38:19 calendar and I'd like to invite our city
1:38:22 clerk Tisha Geezer to present this item

1:38:26 hello Council I'm Tisha Geezer city
1:38:29 clerk I don't have a visual presentation
1:38:32 for you tonight but I would like to talk
1:38:34 you through this new plan
1:38:37 say goodbye to our guests
1:38:41 so uh each year this time of year the
1:38:43 clerk's office starts planning for the
1:38:45 year ahead we look at your regular
1:38:48 meeting schedules based on the municipal
1:38:49 code and the council rules and we make
1:38:52 adjustments for City Hall closures and
1:38:54 legal holidays but in September of this
1:38:57 year the council passed a resolution
1:39:00 recognizing some cultural and religious
1:39:02 holidays and committing to not scheduled
1:39:04 public meeting meetings on those
1:39:06 holidays they're about 15 of them each
1:39:09 year and so it makes for a more complex
1:39:12 scheduling picture
1:39:14 additionally
1:39:16 um with this calendar we're hoping to be
1:39:19 more proactive so each year the clerk's
1:39:21 office is pulling you multiple times per
1:39:23 year to schedule Retreats and other
1:39:25 special meetings and so this calendar is
1:39:28 an attempt to avoid some of that um
1:39:31 and help hopefully you plan your lives
1:39:35 and also help our internal timelines by
1:39:37 having those dates determined further in
1:39:40 advance
1:39:42 lastly we're sharing this physical space
1:39:45 with the development commission and the
1:39:47 planning policy Commission Now That
1:39:48 We're all three of us are meeting in
1:39:50 person again and so being able to sort
1:39:53 of play with the puzzle pieces of our
1:39:55 meetings in advance is valuable so uh
1:39:59 Chris Grabowski thank you to Chris he he
1:40:04 made this puzzle work uh so the calendar
1:40:07 that is in your meeting packet tonight
1:40:09 makes adjustments for those those
1:40:12 cultural and religious holidays legal
1:40:14 holidays we made some adjustments for
1:40:16 election day we avoided the third of
1:40:19 July so we tried to be thoughtful with
1:40:22 how we adjusted meetings if possible if
1:40:27 there was a holiday that fell into
1:40:28 Monday we just moved everything a day if
1:40:30 possible but we focused on moving your
1:40:34 meetings to Mondays and Tuesdays as much
1:40:37 as possible to try and keep the meetings
1:40:39 towards the front end of the week you
1:40:41 will see some occasional Wednesdays as
1:40:44 uh let's see here
1:40:47 some of the meeting dates that I wanted
1:40:49 to make sure that you took note of
1:40:52 um we we uh
1:40:54 anticipate a few additional meetings and
1:40:57 there could be more uh for the title 18
1:41:00 update so there are two additional pdec
1:41:03 meetings scheduled in the first quarter
1:41:06 we have built in two additional
1:41:09 Committee of the whole meetings uh one
1:41:11 for the CIP process in May and one for
1:41:15 the mid buy budget in October
1:41:19 we also scheduled Committee of the holes
1:41:21 each month of the year the council rules
1:41:23 say that they'll not be held in months
1:41:26 where there are Community listening
1:41:27 sessions but from a planning perspective
1:41:30 we are finding that it is helpful to
1:41:33 have those as a release valve each month
1:41:35 and meetings can be canceled if there
1:41:37 are a lack of agenda items
1:41:39 we also scheduled three Council Retreats
1:41:42 those are on Saturdays in January May
1:41:45 and July so I'd like you to take note of
1:41:48 those and lastly the community listening
1:41:51 session so those were a new meeting
1:41:53 format this past year we held a meeting
1:41:55 in the highlands and in the talus
1:41:57 Community the council rules anticipated
1:42:00 four of those meetings a year with three
1:42:03 being off-site and after holding those
1:42:07 meetings and sort of observing the
1:42:09 unique attributes of them and the
1:42:11 planning and resources needed we'd like
1:42:12 to propose to in 2023 we're looking at
1:42:17 locations in the central Issaquah and
1:42:20 Newport neighborhoods and we've selected
1:42:23 two Thursdays one in March and one in
1:42:26 October to hold those meetings
1:42:29 if you approve the calendar tonight we
1:42:32 will be bringing the council rules back
1:42:34 to sort of back out the specific date
1:42:36 reference to the number of listening
1:42:38 sessions each year so that there could
1:42:40 be some flexibility from year to year
1:42:43 and how many of those are scheduled
1:42:46 so uh something uh to think about or to
1:42:49 to share with you if you approve the
1:42:53 calendar tonight
1:42:54 we would proceed with it you will see
1:42:58 receive a WebEx meeting invites as you
1:43:01 have for the past few years
1:43:04 if we have a lack of agenda items for
1:43:07 any one of these meetings the meeting
1:43:08 would be canceled
1:43:10 if there was a need for an additional
1:43:14 special meeting we would pull you just
1:43:16 as we have before if there was a request
1:43:19 to change one of these meeting dates we
1:43:21 would need the approval of the council
1:43:23 so we would bring an agenda Bill forward
1:43:26 hopefully on your consent calendar to
1:43:28 authorize that change because you're
1:43:30 taking action collectively to adopt the
1:43:33 schedule tonight
1:43:35 um as I mentioned if uh with approval
1:43:37 tonight you will expect to see a consent
1:43:40 calendar item on your January third
1:43:42 meeting making those minor
1:43:44 um sort of conforming changes to the
1:43:46 council rules and you will be expecting
1:43:49 then to see some WebEx invites I did
1:43:52 want to make a comment that the current
1:43:53 platform that we're using WebEx events
1:43:56 is being no longer supported by WebEx in
1:43:59 first quarter 23 so we'll be shifting to
1:44:02 their replacement product which is
1:44:04 called WebEx webinar which will look
1:44:06 really similar but you may notice some
1:44:08 differences including in the invitations
1:44:10 you receive
1:44:11 uh also just a request to please notify
1:44:13 the clerk's office and the council
1:44:15 president of and City administrator of
1:44:18 any planned travel in 23 so that we can
1:44:21 make sure and um
1:44:24 consider your absence excuse and we can
1:44:26 also help mitigate any issues that could
1:44:28 come up with Quorum of the standing
1:44:30 committee meetings since uh those have
1:44:33 three attendees
1:44:34 so with that I'm happy to answer any
1:44:36 questions
1:44:38 questions from City Council
1:44:43 looking at council member Joe don't see
1:44:45 questions there oh council president
1:44:47 yes I noticed there are two
1:44:51 let's see two conflicts with the
1:44:53 development Commission on July 5th and
1:44:56 September 6th is there a plan for
1:44:59 modifications to those I assume we're
1:45:02 not going to both be trying to have a
1:45:04 meeting in the same room at the same
1:45:07 yes and one of the benefits with looking
1:45:10 at this far in advance is we we are
1:45:12 communicating with their staff liaison
1:45:15 so we'll try and reschedule if they're
1:45:19 they often are not needing both of their
1:45:22 monthly meetings so we will hopefully
1:45:24 work with them to reschedule we do also
1:45:26 have Tibbetts Manor as a an option if
1:45:30 needed if we can't avoid having both
1:45:32 meetings on the same night
1:45:36 any other questions
1:45:38 and if not would someone entertain a
1:45:41 motion question uh Deputy council
1:45:43 president Hall can you go into
1:45:46 um I really appreciate hearing from
1:45:49 staff the burden the administrative
1:45:52 burden behind you know putting together
1:45:54 these listening sessions and making sure
1:45:55 they're done perfectly and that's why
1:45:57 we've kind of gone down to two can you
1:46:00 kind of go into that a little bit more
1:46:02 in depth because my initial reaction is
1:46:04 that seems very low so I really want to
1:46:06 understand more from staff side what it
1:46:08 takes to make those successful
1:46:10 uh sure and this you know there is
1:46:13 certainly flexibility here
1:46:15 um I will say that um and I think having
1:46:17 the dates in advance will be helpful but
1:46:19 there is coordination needing needed to
1:46:22 determine a location
1:46:24 um to mobilize staff to determine a
1:46:26 relevant agenda to come up with that
1:46:28 additional support so things like you
1:46:30 know the the food the the sort of social
1:46:33 element of the event and to do the
1:46:35 noticing I see City administrator Bob
1:46:38 quits has his makeup so he might have
1:46:39 something more to add but that was our
1:46:42 thought let's do two of them well really
1:46:45 put a lot of our energy behind those two
1:46:47 events I think
1:46:48 um from my perspective you know we had
1:46:51 some good attendance and some some good
1:46:52 content at the two that were held this
1:46:54 year so let's let's do too well
1:46:59 see you mystery let's do too well
1:47:02 and uh
1:47:04 Mr Micah um I think they're great I
1:47:07 attended one not both but I thought the
1:47:09 attendance was great but also in the
1:47:11 light of going to where the people are
1:47:13 and not making them always come to us we
1:47:15 have lots of opportunities to go to
1:47:17 homeowners meetings and events that are
1:47:20 happening all through the community so I
1:47:21 don't want those listening to think this
1:47:23 is the only time the council goes out to
1:47:25 listen but this is a very structured
1:47:27 time that the council goes out to listen
1:47:29 so this is in addition to all the other
1:47:31 opportunities that you have
1:47:35 uh questions
1:47:38 and if no more questions is there a

1:47:54 um okay let's start with the motion
1:47:55 maker council president thank you I have
1:47:58 several commentaries on this
1:48:02 um first of all I really love that we're
1:48:04 getting a calendar in advance I really
1:48:07 hope that this streamlines our meeting I
1:48:09 mean that just the overarching
1:48:12 perspective on all of this is absolutely
1:48:15 appreciation
1:48:17 um I have a few areas of quibbles
1:48:22 um first I hadn't really thought through
1:48:24 it but
1:48:27 as much as we have adopted
1:48:30 a religious and cultural holidays
1:48:32 calendar I think there are three other
1:48:35 dates and maybe more that we just
1:48:38 shouldn't expect people to turn up one
1:48:42 of those you mentioned was election day
1:48:44 the other is Halloween
1:48:46 neither of the two of those have
1:48:49 scheduled meetings on this calendar but
1:48:52 the third one is Valentine's Day
1:48:54 and I don't say that because I want to
1:48:56 go out with my husband and all of that I
1:48:59 say that because I don't think we should
1:49:01 expect community members to give up on a
1:49:05 family holiday in order to meet with
1:49:09 their Council and provide perspective on
1:49:12 that so I think we should look to either
1:49:16 add those officially as dates or at
1:49:20 least look for alternatives to
1:49:22 Valentine's Day for 2023 and consider
1:49:26 going forward
1:49:28 so that's the first
1:49:30 the second is the community listening
1:49:33 sessions I think we
1:49:37 just got started on this and didn't
1:49:40 really have an opportunity to
1:49:42 do it in an efficient way and that was
1:49:46 what I was looking forward to in seeing
1:49:49 this calendar is because we could have
1:49:52 dates ahead of time we wouldn't have to
1:49:55 do as much give and take in trying to
1:49:58 get everything scheduled and
1:50:01 additionally you know a deputy council
1:50:03 president Hall and I had been talking
1:50:05 already about
1:50:07 you know what could this look like for
1:50:11 2023 and we had come up with a few
1:50:14 different options
1:50:16 um one which wouldn't be officially ours
1:50:19 but the SFI youth Advisory board has
1:50:22 asked to create a um
1:50:26 a listening session
1:50:28 where we would attend as well as the
1:50:31 school board members and so that's one
1:50:34 that may end up getting
1:50:37 put out there without asking us
1:50:40 necessarily so that would be something
1:50:42 additional on the calendar but the other
1:50:44 thing we were thinking about is in
1:50:46 addition to or maybe instead of some of
1:50:49 those neighborhood locations we might
1:50:52 look at working with some of the
1:50:55 Affinity groups around town such as the
1:50:58 senior center or the Chamber of Commerce
1:51:00 and so I think those present really
1:51:04 great opportunities to bring people
1:51:06 together not necessarily because of
1:51:08 where they live but who they engage with
1:51:12 and the topics that they might have
1:51:15 um as important topics so
1:51:18 I think I'm leaning more toward three
1:51:21 sessions potentially with one or two
1:51:24 Affinity groups and one or two
1:51:26 neighborhood locations but I would love
1:51:28 to hear what the other council members
1:51:31 have to say on this
1:51:33 um just kind of throwing out some
1:51:34 thoughts of ways that we could do this
1:51:36 that don't necessarily require us to be
1:51:39 find a neighborhood location but instead
1:51:41 engage with an affinity group in a way
1:51:44 that you know might meet with their
1:51:46 needs as well
1:51:48 other thoughts and comments
1:51:52 oh that was a tie I'm giving it to the
1:51:55 lady sorry gentlemen I can't remember G

1:51:59 I don't have a response to those
1:52:01 questions I did just wanted to know I
1:52:03 put all of the dates on my calendar
1:52:06 today this afternoon so so uh I I was
1:52:11 very pleased to see us honoring the work
1:52:13 of the equity board and noticing that we
1:52:17 are accommodating uh holidays other than
1:52:19 Christian holidays uh that I think this
1:52:22 is a really important message to our
1:52:24 community that we are open and welcoming
1:52:26 to everyone so I just uh I just wanted
1:52:29 to put that in because uh going through
1:52:32 month by month it was like oh oh
1:52:35 this is being accommodated that's being
1:52:38 accommodated that's great absolutely
1:52:39 great work so I think that council
1:52:42 president Walsh raises some really good
1:52:44 questions I I want to think about it a
1:52:46 little bit more but I know the proposal
1:52:49 from the youth group is one that I would
1:52:52 love to participate in and possibly they
1:52:55 would put that on and we would attend it
1:52:58 so yeah but I think there's probably
1:53:00 some more thinking we can do about some
1:53:02 of those ideas so thank you

1:53:07 um I too was pretty excited to see all
1:53:09 of the new and diverse holidays on the
1:53:13 calendar I thought that was very
1:53:14 exciting to see it become real
1:53:16 um but I like the idea of affinity
1:53:18 groups and I think some of the things
1:53:19 that mayor Paul you talked about with
1:53:21 HOA meetings those are in effect
1:53:23 actually Affinity groups so it's maybe
1:53:25 and the the use the youth group so it's
1:53:28 it's about looking at things through a
1:53:30 broader lens and then
1:53:33 um does the entire Council need to go to
1:53:35 every session or do we kind of break
1:53:37 that up so that um we have more capacity
1:53:40 so just some more things to think about
1:53:41 but I like I really like the idea of
1:53:43 affinity groups as well as neighborhoods
1:53:46 um but I think as we start to schedule
1:53:47 that looking at that maybe a little bit
1:53:49 differently might might be very helpful
1:53:51 so um and then of course so super cool
1:53:54 to have the whole year laid out ahead of
1:53:56 time so thank you to the clerk's office
1:53:59 other thoughts comments uh councilmember
1:54:02 thank you
1:54:04 um I would support a I don't know if we
1:54:06 have to formalize an emotion but I would
1:54:08 support
1:54:09 um not having meetings on Valentine's
1:54:11 Day and Halloween and whichever third
1:54:14 one which I'm forgetting at the moment
1:54:16 um also because I think if we don't have
1:54:19 them as holidays then there would also
1:54:21 be potentially volunteer committee
1:54:24 meetings on those days and again I don't
1:54:26 know that that's I I think that might be
1:54:28 a day that they would like to be with
1:54:30 their families so
1:54:31 um I would I would support those I think
1:54:34 that was a great suggestion in addition
1:54:35 to the calendar
1:54:37 um really appreciate all the work that
1:54:39 went into this calendar generally
1:54:40 supportive and then
1:54:42 um as far as the additional listening
1:54:45 sessions I think for many of the
1:54:49 purposes that the listening session
1:54:51 exists to address we could go to those
1:54:54 Community groups so I have met for
1:54:56 example with one of the youth groups in
1:55:00 town and in that case I went to their
1:55:02 our meeting and listened to what they
1:55:04 were talking about and had some
1:55:06 questions for them on an issue that was
1:55:07 topical at the time but I think maybe we
1:55:10 can organize with them because really
1:55:11 the point of those listening sessions is
1:55:13 to to not have people come to us is to
1:55:15 go to them and so you know I think an
1:55:17 extension of that could be if we're
1:55:18 really interested or a group of us is
1:55:20 interested in meeting with a group in
1:55:22 town then we ask them how they would
1:55:25 best how how we can best interact with
1:55:28 them and potentially go to them and then
1:55:30 for maybe there's a future listening
1:55:31 session but if it's really for us to go
1:55:33 listen to them I think we could organize
1:55:34 it that way so I'm supportive of the two
1:55:36 doing the two well in the neighborhoods
1:55:39 and then going forward with individual
1:55:42 sort of less
1:55:46 yeah more more organized jointly
1:55:49 sessions as needed with um or as desired
1:55:53 by other groups in town
1:55:55 I'm going to bring the city clerk into
1:55:57 the conversation for a second
1:55:59 um so this is a cultural calendar I'm
1:56:02 wondering if there is a way for Council
1:56:04 to achieve their goals of not scheduling
1:56:07 meetings on Election night Halloween and
1:56:12 Valentine's Day but to allow the
1:56:14 flexibility for you to do it if you need
1:56:16 to so not putting it as a no meeting
1:56:18 date on a cultural calendar but putting
1:56:20 in any rules or procedure that the
1:56:22 council's preference is not to have
1:56:24 Community meetings on these three dates
1:56:26 for these reasons that way I'm worried
1:56:30 about going back to the equity board and
1:56:31 adding to their work but I think you can
1:56:34 enhance it so I just want to see the
1:56:35 city clerk has a response to that
1:56:40 mayor I think the beauty of the council
1:56:43 approving this calendar is it's giving
1:56:45 you some flexibility
1:56:47 um I don't I'm not even sure that we we
1:56:50 could certainly formalize it in the
1:56:52 rules or we could just make I think at
1:56:54 this point there's just one modification
1:56:55 that would need to be made to this
1:56:57 calendar to move that February 14th
1:56:59 mobility and infrastructure committee
1:57:01 meeting that's just something that you
1:57:03 could do as part of the adoption is just
1:57:05 direct that that date be avoided and
1:57:08 potentially is it possible for the
1:57:10 council when they look at the rules or
1:57:11 procedure at their Retreat that they
1:57:15 specify where their intent and their
1:57:17 desire not to have meetings on those
1:57:19 days so that there is some rational
1:57:20 somewhere that shows that you would
1:57:22 prefer not to but as a council if you
1:57:24 had a very burning issue and you wanted
1:57:27 to use the Halloween you could use it
1:57:29 but at least everybody knows that your
1:57:31 head is around trying not to have the
1:57:33 community you have to come to meetings
1:57:34 on those nights so possibility make the
1:57:37 one move February 14th and then show
1:57:41 your intent in your rules
1:57:43 future conversation
1:57:45 any more comments the two issues that
1:57:48 council president hunt has brought up is
1:57:50 additional days to not schedule meetings
1:57:53 and also two two sessions moving up to
1:57:57 three sessions anybody else providing
1:57:59 some comments on that
1:58:02 Deputy council president
1:58:06 um I would like to see three listening
1:58:08 sessions if possible if the council
1:58:11 feels strongly in agreement with staff
1:58:14 that maybe we just do too well and maybe
1:58:16 we explore some of these other new ways
1:58:19 in 2023 then I would just ask that maybe
1:58:22 we have some flexibility in case the
1:58:24 stars align and we say let's go for
1:58:26 another one this month and everything
1:58:27 just works out perfectly
1:58:29 um because I do think too is a little
1:58:31 bit on the low side but who knows yeah
1:58:32 if we're able to explore this new
1:58:35 opportunity and really um kind of
1:58:37 institutionalize it a little bit more
1:58:38 whereas we report back to each other and
1:58:40 we're all kind of on the same page about
1:58:41 what's going on in the community and
1:58:43 what are we hearing from these different
1:58:45 Affinity groups maybe that'll meet our
1:58:46 needs
1:58:48 so again would like to officially move
1:58:51 to three but happy to stay at two if
1:58:53 that's the will of the rest of the
1:58:55 council
1:58:57 a couple other council members haven't
1:58:59 weighed in yet councilman Mertz did you
1:59:01 have any thoughts and council member Joe
1:59:02 did you have any thoughts nope

1:59:07 I'm just happy to go to all the meetings
1:59:10 that we schedule
1:59:11 you know great answer two or three I'm
1:59:15 just happy to get out in the community
1:59:16 as much as the rest of the council would
1:59:18 like to see fit

1:59:26 proposed 2023 city council calendar if

1:59:30 February 14th date does that need to be

1:59:41 would the amendment be to avoid the
1:59:46 February 14th or to ask the
1:59:48 administration to reschedule the

1:59:57 a date selected for that meeting I see
1:59:59 two alternative dates which are
2:00:01 Wednesday February 8th and Monday
2:00:03 February 27th

2:02:53 council earlier today a revised version
2:02:56 of the 2023 Eastside Transportation
2:03:00 partnership so State Legislative agenda
2:03:04 and cover letter it's a long title and
2:03:08 for the purpose of getting any input
2:03:10 from you at all just to give you some
2:03:13 context for this
2:03:16 last year the or in early 2022 the
2:03:20 legislature passed the move ahead
2:03:22 Washington uh legislation uh really
2:03:25 historic uh 16.8 billion dollars that is
2:03:29 invested and so in light of that uh the
2:03:32 uh East Side Transportation partnership
2:03:35 agreed that they wanted to completely
2:03:37 rewrite their legislative priorities
2:03:40 um part of the purpose of this document
2:03:43 is to set a platform for future
2:03:46 legislative
2:03:48 requests and so we removed a lot of the
2:03:53 specific
2:03:54 language in it it is a more General
2:03:57 document with the idea that we are now
2:04:00 framing up perhaps requests in next next
2:04:04 legislative district or two to four
2:04:07 years out
2:04:08 so that is the purpose of the document
2:04:10 and uh so let me ask if anyone has
2:04:13 thoughts about this East Side
2:04:15 Transportation partnership our next
2:04:17 meeting is Friday morning at 7 30 in the
2:04:20 morning
2:04:23 any council member questions or comments

2:04:29 thank you thanks for bringing this to
2:04:30 council's attention for feedback
2:04:33 um I uh appreciate a lot of the stuff
2:04:36 that's in here especially a lot of the
2:04:37 stuff about environmental stewardship
2:04:39 and reducing emissions and improving
2:04:42 multi-modal transfer Transportation
2:04:45 options and a lot of stuff in here is
2:04:47 really great one thing that I saw that I
2:04:50 thought you might consider
2:04:52 adjusting is so the upgrades to State
2:04:55 Highway and Regional corridors
2:04:57 throughout King County that section is
2:04:59 looking to utilize it says utilize its
2:05:02 next round of Investments to address
2:05:03 interchange improvements safety and
2:05:04 capacity improvements and studies for
2:05:06 regional corridors experiencing
2:05:07 increasing congestion and delays due to
2:05:10 Rapid population growth so I thought in
2:05:12 that section you might
2:05:15 put studies first as a separate thing
2:05:18 and then subsequently those improvements
2:05:20 just to make sure that the the funding
2:05:22 is going to those corridors that are
2:05:25 prioritized and most likely to have the
2:05:28 desired effect because with rapid
2:05:30 population growth there can also be
2:05:31 induced demands after increasing the
2:05:34 capacity of these roadways meaning that
2:05:36 as you increase Lanes on the highways
2:05:39 for example more people will take that
2:05:40 route and it can actually increase
2:05:41 congestion so just to avoid that
2:05:45 particular
2:05:47 issue to make sure that it's worded sort
2:05:49 of the opposite of the way it is now
2:05:51 with the improvements and then the
2:05:52 studies to have the studies and then the
2:05:54 subsequent improvements to those
2:05:56 prioritized by the studies I think would
2:05:58 address that concern thanks like right
2:06:00 there
2:06:02 and move that up great I will take that
2:06:05 back in fact I'll set it to him later

2:06:32 discuss the city's legislative
2:06:33 priorities and the remainder of the
2:06:35 December city council and committee
2:06:36 meetings are canceled to allow for a
2:06:38 winter break so our next regular city
2:06:40 council meeting is Tuesday January 3rd
2:06:44 um the next item of business on the
2:06:46 agenda's executive session so as earlier
2:06:48 announced there is an executive session
2:06:50 scheduled for this evening to discuss
2:06:52 pending potential litigation
2:06:53 for RCW
2:06:55 42.30.110 per N1 parent I and the item
2:06:58 is expected to take a total of 45
2:07:00 minutes and no action is anticipated in
2:07:03 Open session so as a reminder executive
2:07:05 sessions are closed to the public and we
2:07:07 will now recess into executive session
