0:03 the park board meeting for october 26
0:07 2020.
0:09 i apologize for a little bit of a
0:12 computer glitch here it looks like
0:14 nobody can see me this evening but at
0:16 least i assume everybody can hear me
0:18 anyway uh i'm told that it's some sort
0:22 of a bandwidth issue
0:23 and who knows maybe my smiling face will
0:27 show up somewhere along
0:28 in the meeting we'll see but in any
0:31 event
0:32 i think we have a pretty good size group
0:34 here this evening so
0:36 much like our last meeting i'm going to
0:38 go ahead and combine a roll call
0:41 with approval of minutes uh and so
0:44 before we do that i need to actually ask
0:48 does everybody have an opportunity to
0:49 review minutes
0:51 and if so does anybody have any
0:53 questions or comments
0:56 yeah this is danielle and um i
0:59 was hoping when i look at the minutes
1:02 that um i'd be able to get a better
1:04 flavor
1:05 for our discussion at least with respect
1:07 to the dog park temporary dog park
1:09 structure
1:11 um so
1:14 as it is it's difficult if someone were
1:16 to pick up the minutes to
1:17 get any sort of sense as to what it was
1:20 that we discussed
1:22 and there's a kind of a vague reference
1:24 to just some concerns
1:26 um and so i wasn't sure if others felt
1:29 the same way or that was intentional
1:30 like
1:31 i would hate for people to have to
1:32 actually go and look at a two-hour
1:36 park board meeting in order to get that
1:39 information
1:42 so i guess
1:45 i can speak to that so this is melissa
1:47 um danielle
1:48 because the meetings are recorded we
1:51 have
1:52 done more of a summarization of the
1:54 discussion but what i could do
1:56 to help somebody if they wanted to go
1:58 back in reference to see the dialogue is
2:00 i could put a time stamp in
2:02 on the recording as to where that
2:03 discussion took place so that they could
2:05 fast forward
2:06 to that point in the meeting um if you
2:09 think that would be helpful
2:12 if this is like um i guess a standard
2:14 thing that everybody's doing now
2:16 with minutes citywide is it just sort of
2:20 generally is that
2:21 correct that people are generally just
2:22 saying a discussion happened
2:25 that's my understanding and i can
2:27 perfect get some clarity from the
2:29 clerk's office as well if they want
2:30 more additional details but that was um
2:32 the direction that i was going from
2:34 okay danielle yeah this is this is jeff
2:37 um just to echo that yeah clerks is
2:39 asked uh from uh in terms of standard id
2:42 standardizing minutes for boards and
2:44 commissions to go with
2:45 more of that overview approach
2:49 okay so if if that is the case i think
2:51 it would be helpful
2:52 to put in some sort of time stamp um
2:55 i guess i would say like i i know
2:57 there's a wide range of
2:59 of techniques of taking minutes and it's
3:00 very difficult to
3:02 to actually capture like a conversation
3:04 but um
3:06 you know i think there are are instances
3:08 where i've flipped back through
3:09 minutes to see what was discussed and
3:11 you know what the points were and
3:13 you know to the extent that in this this
3:15 instance in particular
3:17 since we you discussed and decided not
3:19 to move forward and it referred
3:20 generally to like some concerns
3:22 it just seemed to me like it would be
3:23 more helpful if we had them in there but
3:25 i understand and if it's that's what the
3:27 city is doing then
3:30 i would just i guess recommend making
3:32 that change
3:36 to add the stamp date or timestamp
3:39 okay i'll note that thank you
3:43 any other comments about minutes
3:48 the only one that i have is i noticed
3:50 that it
3:51 showed that jeremy was not at the last
3:54 meeting i believe he actually
3:56 showed up late but he was there so you
3:58 might want to update that

4:03 i'll look at the video and adjust the
4:06 time stamp for that as well
4:08 okay i don't know if you need to get
4:10 that technical in terms of when he
4:12 arrived but at least
4:13 to show that he was present on the
4:14 minutes is would probably be adequate

4:22 you know i can see everybody you can't
4:23 see me so you know i guess i didn't need
4:25 to comb my hair today but um
4:28 i can see all of you so if you have any

6:28 because we have a another council
6:30 meeting going on this evening

6:44 uh i do i did not receive any emails and
6:47 i don't see any
6:48 public in the participant line either

7:03 our main topics this evening are three
7:06 items um one is going to be talking
7:10 about a covid recovery
7:13 um gonna be that's going to be an
7:15 informational topic
7:17 uh we're going to have an update uh on
7:19 the
7:20 temporary dog park concept that's a
7:23 discussion topic
7:25 and a third one here is uh pathways
7:28 for input which is an informational
7:32 item as well so those three items are on
7:35 regular business
7:36 and it starts with covid recovery and i
7:39 guess
7:40 we'll turn this over to you jeff
7:45 sounds good brad thank you everybody um
7:48 really appreciate everybody's patience
7:51 and and flexibility as
7:52 as we are now um doing this monthly it
7:56 really is
7:57 it's good to see you i know i know it's
7:59 new stuff we're navigating but um
8:01 still it's um terrific to have some
8:05 progress
8:05 i am going to attempt to share my screen
8:10 so as i am doing that um
8:13 if someone wants to just give me a
8:15 verbal confirmation that you see this
8:19 i do sounds good all right i'll go from
8:22 the beginning here
8:23 all right so um
8:26 when we met in august i had the chance
8:29 to provide at that time a
8:32 update on coveted recovery and response
8:35 in terms of
8:36 um what what we've been going through
8:39 through the spring you know that if you
8:41 recall that update really focused
8:44 more on the big picture and provided an
8:46 update on our parks trails
8:50 and sort of outdoor facilities
8:53 from our our meeting in september i
8:56 wanted to come back
8:57 this update really focuses a little bit
9:00 more and provides some more detail
9:02 on our recreation programs and
9:04 facilities
9:05 and um that really important
9:09 um set of services that we provide in
9:12 the department
9:13 so with that i will
9:17 get going and forgive me as i navigate
9:19 notes
9:20 and a screen but good times
9:24 so in terms of our priorities when it
9:26 comes to our recreation programs and our
9:28 facilities
9:29 they they really remain the same as
9:32 as we had throughout the department
9:35 these are four bullets we provided
9:38 with the update in august but they're
9:40 just as relevant and as important as we
9:42 worked with our
9:44 recreation staff brian and i in
9:47 navigating our programs and facilities
9:50 and that is
9:51 health and safety of the community our
9:53 customers and our staff
9:55 is always been the number one lens that
9:58 we're looking at
10:00 safe and responsible access to our
10:04 recreational programs recreation
10:06 programs and facilities
10:08 just as is true with our parks
10:11 is a very important priority supporting
10:14 community
10:15 recovery and what that looks like and as
10:18 certainly we
10:19 work with residents and know that access
10:22 to recreation
10:23 access to these programs how these
10:26 programs and services
10:29 support uh their uh
10:32 sort of either family recovery or
10:34 personal recovery or personal health
10:36 uh was certainly a priority as well
10:39 uh marlene a tap to you i know you've
10:42 been uh part of the mayor's recovery's
10:43 tech recovery task force and and that
10:46 uh you know has been a priority not just
10:49 of this department but of of the mayor
10:51 and the whole city
10:52 um and then in terms of approach this
10:55 idea of rather than making
10:57 static one-time decisions that don't
11:00 necessarily feel informed of the future
11:03 we really set about this approach of
11:05 looking at rolling decision points and
11:07 allowing us
11:08 to be agile to be informed with
11:11 what the latest public health
11:13 information is and then making
11:16 smart informed decisions as we go
11:22 sorry went the wrong way this
11:25 as you've probably gone around our parks
11:28 and trails and other facilities
11:30 is just a reminder of of some of the
11:32 signage and some of this consistent
11:34 message
11:35 uh that we've given and provided
11:38 uh these past several months and it
11:41 really
11:41 is intended to encourage safe and
11:44 responsible use
11:45 understanding that we as we make these
11:48 programs as we make these spaces
11:50 available we really ask and seek that
11:54 personal responsibility is also a a
11:57 priority
12:00 and and wanting to encourage and foster
12:02 that and
12:03 i must say i think as we've
12:07 seen through all of our facilities and
12:09 programs this community cares
12:11 uh cares about the health and safety of
12:14 of the community at large
12:19 now sort of looking at these next slides
12:22 i'll go a little more in detail with
12:24 each of our recreation facilities and
12:27 and
12:28 this is not intended to touch on every
12:32 single thing we've done but really
12:33 intended to highlight and hopefully show
12:36 some of those approaches
12:39 and goals as we've
12:43 worked through programmatically and
12:46 managing the facilities within the
12:48 community center
12:49 kathy jones who's our supervisor there
12:51 at the community center and the team
12:53 have done
12:54 just an amazing job of of navigating
12:58 these these really hard circumstances
13:02 some examples of what we've done program
13:04 wise
13:05 in the spring as we were wrapping up the
13:08 school year
13:09 our preschool program and immensely
13:11 popular preschool program the teachers
13:14 didn't just throw up their hands and
13:15 give up but they really transitioned to
13:17 sending weekly e-newsletters to families
13:20 encouraging families to do activities at
13:23 home
13:24 got a lot of positive feedback from that
13:26 that really a few bullets down you'll
13:28 see as we
13:29 now have started our preschool program
13:33 for this
13:34 year uh the issaquah youth advisory
13:36 board
13:37 um continued uh through the spring we
13:39 have a new
13:40 group of advisory board members starting
13:42 up this fall
13:44 some examples that they've done they
13:46 created a
13:47 public service announcement to really
13:50 assist and amplify
13:51 the needs at the issaquah food and
13:53 clothing bank and the needs that they
13:55 they have there great work
13:58 by the youth board within preschool
14:03 we hosted a really creative graduation
14:05 ceremony that looked very different
14:07 than historically what we've done but
14:09 again gave
14:10 an opportunity for closure
14:14 and recognition of those young
14:15 preschoolers
14:17 um throughout the summer we we modified
14:19 and and provided some very successful
14:22 summer camp programs
14:23 focusing really on our younger age
14:25 groups our kinder camp and what's known
14:27 as camp qua
14:30 very safe environments again kathy and
14:33 molly
14:35 and really a a
14:39 a great set of part-time staff
14:43 and seasonal staff that pulled off a
14:45 very successful camp
14:47 as we transitioned into the school year
14:49 and and
14:51 saw um that the school district made the
14:55 online decision we
14:58 quickly set into motion a
15:01 daytime option for parents whether it's
15:05 partial day full day
15:07 a couple days a week but wanted to
15:08 provide some supervised
15:11 um sort of school support
15:14 and online school support what we're
15:16 calling schoolhouse rec um
15:18 is being offered at the community center
15:19 with a
15:21 maximum of of 32 kids within that
15:24 elementary school age group
15:26 per day that is going on currently
15:30 as i said earlier we shifted and learned
15:34 from what
15:35 we did in the spring and are offering a
15:36 modified fall preschool program
15:39 that includes a mix of in-person
15:41 learning at the community center
15:43 and then a number of virtual
15:47 platforms to encourage
15:50 at-home activities in terms of other
15:53 uses of the
15:54 of the facility uh this fall we've
15:57 transitioned to providing um hard
16:00 hardwood
16:01 um or rental space of our hardwood
16:04 courts
16:05 a number of basketball and volleyball
16:07 teams are taking advantage of that
16:09 again following the the governor's
16:12 safe start guidelines and parameters
16:15 staff have done a great job of really
16:18 being agile
16:19 and making that rental space available
16:22 i'm starting this week we've opened up
16:26 our fitness room and walking track
16:28 knowing that we're getting into the fall
16:29 and winter season
16:30 for reservations so much like we did at
16:33 the pool
16:34 residents can go online and register and
16:38 reserve
16:39 time and a space for the fitness room or
16:41 the walking track we've set
16:43 some really firm maximums so that
16:46 that can be provided in a safe
16:50 um safe and healthy way uh so again
16:53 really just
16:55 some examples but uh real um hats off to
16:59 a very professional team at the at the
17:02 community center
17:04 within our athletics group some of what
17:07 they've
17:08 certainly been navigating through this
17:10 through the summer we were able to
17:13 again modify some of our very popular
17:16 summer
17:17 camp programs in an adaptive way
17:21 in july and august over 50 camps were
17:24 offered
17:25 served again with the ratios that we
17:28 needed to serve as
17:29 a smaller number than what we usually
17:30 serve but
17:33 we're able to fill many of those many of
17:36 those camps
17:38 in july you're familiar probably with
17:40 our gliders track and field
17:42 and cross-country programs those were
17:45 also
17:46 offered in a sort of a new way within
17:49 the safe start guidelines at confluence
17:51 park and central park
17:52 and tibbetts valley park 110
17:56 youngsters participated in in that
17:58 program and that's continuing to
18:00 to go on this fall
18:03 early in the summer relatively early in
18:05 the summer as guidelines allowed us we
18:07 reopened our athletic fields
18:09 this was needed to be done in
18:13 guidance with smaller groups practices
18:16 only but a number of our
18:20 typical rental groups took advantage of
18:23 that
18:23 and and again did a good job of
18:26 providing us their
18:28 health plan their safety plan and we're
18:31 able to provide those
18:33 those practices some of our indoor
18:35 sports programs restarted as well
18:38 this fall within the community center
18:41 those are everything from basketball to
18:43 gymnastics
18:45 our cheer programs karate programs
18:48 are started up as well
18:51 something else that jared and the
18:54 athletics team just did a great job not
18:56 only with these programs but working
18:57 with our park ops
18:59 team the signage that we put up
19:01 throughout our
19:04 athletic fields and other spaces jared
19:06 was
19:07 really closely collaborative and and
19:10 coordinating on
19:11 on that messaging um jared also took the
19:14 lead on
19:16 um what we call the park ambassador
19:18 program uh sort of
19:19 through the tail end of summer and and
19:21 through the labor day weekend where we
19:24 took some of our our part-time staff and
19:26 sort of sent them out two-by-two
19:29 to uh with a backpack of of face masks
19:33 and a positive message to really
19:35 encourage
19:37 residents to use their parks on their
19:40 trails their skate parks their athletic
19:42 fields in a
19:43 in a safe uh in a safe way so
19:47 just again a great example of staff
19:50 being
19:51 creative and being responsive to um
19:54 to the moment um this year
19:59 sorry to keep going the wrong way
20:03 at the pool again another great example
20:06 of a team
20:07 uh zach uh leeson and our our pool team
20:11 um as um we were allowed to reopen
20:15 uh were were ready um and had a plan in
20:18 place
20:19 that that started in july with
20:23 similar to what we're doing now at the
20:25 community center
20:26 but reservation a reservation system for
20:30 lap swimming or water walking
20:33 we've had reservations that have been
20:34 full um ever since we've started that
20:37 uh so uh the the community's really spot
20:40 responded positively to that offering
20:43 um and again um hats off to the
20:45 community as they've re-entered their
20:48 public facilities they too have been
20:51 um for the most part very responsive and
20:54 responsible and understanding the
20:57 importance of
20:58 of using these spaces um
21:01 in a in a healthy and safe way um
21:04 earlier this fall
21:05 in early september we resumed swim
21:07 lessons um
21:08 as we were given the green light to do
21:10 that again in a modified format
21:12 um i think you'll probably sense a theme
21:15 here as we're
21:16 reopening our programs it's not it's not
21:19 on off switch it's been much more of a
21:21 dimmer switch
21:23 even as the state laid out sort of this
21:25 four phased
21:27 plan what we've found is it feels more
21:31 like
21:31 20 phases where i think right now not
21:34 that we're counting but
21:35 we're probably in phase what i would
21:37 call 2.8
21:39 so not quite to three but a modified two
21:42 um but as swim lessons started
21:46 uh again zach and team were were ready
21:48 and positioned um and trained lifeguards
21:50 uh to offer those programs in a safe way
21:53 um an example of some modifications is
21:56 with our
21:57 our younger beginner lessons uh we ask
21:59 that parents
22:00 uh be in the water as well against
22:03 keeping that safe bubble with family
22:05 uh but making sure that instructors and
22:08 and others
22:09 um are are providing that safe
22:13 distancing as as required throughout
22:16 this
22:17 and really for all of our facilities but
22:19 certainly an example with the pool team
22:22 we've had to train staff throughout
22:25 these processes so
22:26 is if you could imagine um
22:30 sort of the work that's going on under
22:33 the surface
22:33 that maybe the community doesn't see but
22:37 the governor releases when the governor
22:40 releases new news
22:41 of of new um
22:44 rules or new opportunities for
22:48 recreation spaces to be modified we
22:51 typically get that news
22:52 the same day at the the public does
22:55 we then in turn need to put in place our
22:59 protocols
23:00 and our plans and our staff training and
23:03 make sure that when we
23:05 um open we're not just
23:08 willy-nilly but we're doing it in a safe
23:11 and responsible way and so
23:13 that training piece is just one example
23:16 a lot of work that's going on under the
23:18 surface
23:19 as each of these transitions or
23:23 sub phases of phases of opening take
23:26 place
23:30 a rentals team at the pickering barn is
23:33 certainly no
23:33 no different jarrah and rozelle rachel
23:36 and their team just did an amazing job i
23:40 had mentioned in august to highlight it
23:42 a little bit the farmers market
23:45 that was a big lift and what looked
23:48 really really seamless
23:49 at the surface and we probably averaged
23:51 over 2 000
23:53 residents every saturday on the past 21
23:56 weeks
23:56 so last saturday was our our last
23:58 farmers market of the season
24:00 for 21 saturdays in a row that market
24:04 was provided and i think what we found
24:06 and what we heard
24:06 both from our vendors and their
24:08 appreciation for being able to
24:11 support their economic needs and in
24:14 terms of providing opportunities to
24:16 generate revenue in business uh we also
24:18 heard
24:19 um overwhelmingly um uh residents that
24:22 attended really appreciated that chance
24:24 to just have a sense of community
24:26 um and and connect if you will in a in a
24:30 in a safe way um along with the market
24:33 uh the team has been incredibly busy
24:35 throughout this season navigating
24:38 uh what our rental and wedding market
24:41 looks like
24:42 um if you could imagine when the
24:44 pandemic hit we had a we had a full menu
24:47 of of weddings and and rentals uh booked
24:50 and so
24:52 uh jarrah and rachelle um provided
24:56 hard but excellent customer service um
24:59 as we often had had to be the
25:03 message giver of those state rules and
25:06 what can and can't
25:08 happen and and when it met cancellations
25:11 of weddings and
25:13 encouraging to to to change dates and
25:16 what that means and
25:17 if you can imagine such a big important
25:20 date that you've been anticipating a
25:22 long time as that changes
25:24 um again i can't say enough for the work
25:27 that
25:28 that that team did in um
25:31 helping um our renters and our customers
25:34 uh process through that um was not easy
25:38 and it's continuing to happen as we're
25:39 continuing to navigate
25:42 what is allowed weddings are allowed but
25:44 they're allowed on
25:45 a modified modified basis in fact this
25:49 saturday we had our first
25:51 um micromoney by saying that correct
25:55 brian we're learning new words so you
25:57 know
25:58 micro ceremony and micro money um
26:02 was took place and and done really well
26:07 some examples of what we're continuing
26:09 to navigate um
26:10 just earlier in october october 6 some
26:13 new guidelines were provided
26:15 um that provided uh or
26:18 some obstacles for us we had a
26:20 consignment
26:21 group and a craft group that had a a
26:24 rental that was
26:26 booked for um the end of this month
26:29 uh that was allowed prior to october 6th
26:32 but when we saw the new rules
26:33 as of october 6 they weren't allowed um
26:36 and so we had to quickly
26:38 change gears um and again hats off to
26:42 the team
26:43 we have put together a plan that has
26:45 provided some space
26:47 um for those on two events to to go on
26:50 and
26:51 uh big kudos to our partners and our
26:53 long-standing relationship with costco
26:56 and how we work at the barn and with
26:58 costco
26:59 they were able to provide uh some space
27:02 so that those
27:03 uh events are are going to happen and go
27:05 on and
27:06 uh just jarrah ragel
27:09 uh brian certainly give i wanted to wait
27:12 and give brian a big kudos for his
27:14 leadership throughout all these
27:15 recreation teams but
27:17 um just their leadership and their work
27:20 and again trying to provide customer
27:23 service as best we can
27:25 in some hard circumstances to navigate
27:31 and while this is going on we had to
27:33 transition the closure of the the
27:35 tibbetts creek manor and and we're now
27:38 as we look at 2021 are looking at new
27:41 opportunities and new ways to brand the
27:43 barn
27:44 to position the barn
27:47 to provide um new opportunities
27:51 and new program opportunities and
27:53 revenue opportunities
27:55 for the city so great work by that team
28:01 um yes brad uh
28:04 regarding the tibbetts manner so when
28:06 you say
28:07 closure does that mean they're not gonna
28:08 they're never gonna rent it out anymore
28:10 or they're just going to potentially
28:12 change what they do as far as rentals on
28:14 the manor
28:15 what's the status of that yeah the
28:18 status of that right now is that is
28:19 that facility is closed so as part of
28:22 the april
28:23 budget reductions that need to be made
28:27 with the city and with
28:30 our staffing reductions as well as
28:33 looking at cost savings
28:35 one of the really hard decisions was um
28:39 the manner is not not a facility that
28:42 we're going to be managing
28:43 um into 2021. okay so
28:46 kind of a temporary thing and it's not
28:48 like they're planning to sell it or
28:50 anything
28:52 no the well the manor the manor sits
28:55 on tibbetts valley park property um
28:58 so um no there there's not been
29:02 um any sort of process or or decision to
29:05 sell that it's
29:06 um just yeah as of right now a closed
29:09 facility
29:09 i think as we um resurrect the the
29:13 master planning process
29:15 i i think we see that as an opportunity
29:17 to further community engagement um
29:19 the future of the manor was with some
29:21 discussion that we've already had as we
29:23 were going into that that master
29:24 planning effort with tibbetts valley
29:26 park so we would
29:28 i guess see that continuing and i really
29:30 allow that
29:31 community process to inform what
29:34 what the future of that space and that
29:37 area of the park
29:38 on can can be good
29:41 thanks make sense you bet yeah thanks
29:43 for the question
29:45 uh so continuing on uh senior center
29:49 uh um team um catherine and
29:52 and the cooks and our part-time staff
29:56 have just again continued to to serve
29:59 our seniors
30:01 in a really really creative way
30:03 obviously
30:04 of all the populations we serve our
30:07 senior population is a group we want to
30:09 be most aware of
30:10 in terms of again keeping them safe
30:14 and healthy this the senior center is
30:17 not a facility that we've opened up
30:19 really in any modified way like we have
30:21 our other
30:22 facilities but from the get-go from day
30:24 one we have
30:27 and will continue to offer to-go lunches
30:29 monday through friday
30:33 seniors continue to take advantage of
30:35 that opportunity
30:36 we've also done some really modified
30:38 in-person stuff in terms of tech help
30:40 knowing as we've gone to virtual
30:43 programming as seniors probably rely a
30:45 little bit more
30:46 on virtual connectivity for community
30:50 we've provided tech help with scheduled
30:52 appointments
30:53 we also have our partner on-site meals
30:56 on wheels
30:58 that program has has continued given its
31:01 essential really need for providing
31:05 food and nutrition for
31:09 our senior population that relies on
31:10 that
31:13 we've transitioned a lot of our
31:16 face-to-face programs where we can to
31:19 virtual you'll see
31:20 sort of the list there uh but really
31:23 um just um great creativity in
31:26 um trying to con connect sort of what
31:29 what we do here
31:30 right with boards and commissions and
31:31 and though it it can't replace
31:33 face-to-face
31:35 um connection and relationship it's
31:38 certainly
31:39 um an alternative that's been uh
31:42 that's been real positive with some of
31:44 these programs
31:45 many of these are programs that we do
31:47 others are partnerships that we
31:49 provide on site like
31:52 the story time with king county library
31:56 some of our other partners east side
31:58 legal assistance program
32:00 elab they're providing some virtual
32:02 opportunities
32:06 sheba who's health insurance benefit
32:08 advisors
32:10 making sure seniors have access to
32:15 to those resources virtually
32:19 so it's it's certainly not ideal but
32:24 certainly continuing to offer those
32:25 programs
32:27 is a great priority and again a great
32:30 testament to
32:31 um to the teams
32:34 as we move forward
32:38 admittedly and and we recognize we're
32:40 not
32:41 we're not out of the woods kind of like
32:44 i was saying earlier we
32:46 you know as we've modified and been
32:49 delivering programs
32:51 there's not an on off switch to this and
32:53 i think the dimmer switch will continue
32:56 to move and could move either way and we
32:59 want to be agile and recognize that as
33:01 we head into the fall and winter
33:02 so understanding and and seeing
33:06 and having that expectation that
33:08 adjustments and modifications
33:10 will continue as we've put together our
33:15 2021 budget proposal for the department
33:18 within our recreation programs we've
33:21 anticipated
33:22 a modified operation both in our revenue
33:25 expectations
33:26 and um our operational
33:30 expectations through next year um i i
33:33 think
33:34 um if if we're in a phase four as king
33:37 county sometime next year that would be
33:39 great but um i think we're prepared to
33:42 operate
33:43 um in some phase like 2.8
33:46 to somewhere in the threes
33:50 throughout throughout next year
33:54 within some of our other services and
33:55 programs um
33:57 we talked about this at our past couple
34:00 of park board meetings but we are
34:01 anticipating and making adjustments to
34:03 our outreach efforts and our work plans
34:05 related to our capital projects we want
34:07 to make sure
34:08 as though that those outreach efforts
34:13 get started again it's it's in a time
34:16 and a place where
34:18 we can get the community feedback and
34:19 the community response that
34:21 um we really need to move those forward
34:25 um one of the things we're looking and
34:27 working out with our communications team
34:28 along those lines is a questionnaire
34:31 that we um
34:32 or even a series of questions that we
34:34 want to send to residents
34:36 um in the coming months regarding covid
34:38 recovery
34:39 how they're using their parks on their
34:41 athletic fields their trails
34:43 their recreation facilities something
34:47 you'll hear a little bit
34:48 later um in the meeting but would
34:50 mention now
34:51 is uh and i mentioned the work that
34:53 marlene is doing on the mayor's recovery
34:55 stat
34:56 recovery task force uh there's a
34:58 collaboration
34:59 uh that's going to take place on
35:00 november 12th
35:02 where chairs from all boards and
35:05 commissions and staff have been invited
35:07 take place in that brainstorming looking
35:10 at 2021
35:11 so brad will be joining me in that
35:14 conversation coming up on on the 12th so
35:17 we know uh that this need for
35:22 being responsive being flexible um just
35:25 will will need to continue so i said it
35:28 before but i
35:29 i really want to say it again thank you
35:31 brian
35:32 um and and the rest of the recreation
35:34 team for your
35:36 uh just your work and your flexibility
35:38 um in in working through this this
35:40 has hasn't been easy for anybody in this
35:43 department
35:44 but we really do have committed staff
35:47 we've kept our eye on the ball in terms
35:49 of serving the community
35:51 as as we've navigated this
35:55 melissa as well has been just a great
35:57 support
35:58 in terms of our whether it's
36:00 registration
36:02 or just providing that professional
36:05 perspective and guidance to our customer
36:07 service and our business practices
36:10 i think one thing that um if i can get
36:13 on my soapbox a little bit more
36:15 um i just i think one of the gratifying
36:18 parts of being in this profession and
36:20 being in this department is
36:22 we realize none of us do this alone uh
36:24 we we really rely
36:26 and lean on each other um and the
36:28 perspectives of
36:29 of staff within our divisions and and
36:32 either other staff
36:33 in other divisions and um like this year
36:37 these eight months have really been a
36:38 testament to
36:39 a very very dedicated team in this
36:42 department
36:46 and just one last one last plug these
36:49 signs will not go away within our parks
36:52 within some of our facilities and just
36:54 just a reminder
36:55 we're not out of the woods yet we really
36:58 want to encourage
37:00 residents as they use our facilities as
37:02 they use our parks and our trails to
37:04 to mask up masks aren't a political
37:07 statement
37:08 masks are really an opportunity for us
37:11 to continue
37:12 um to enjoy community and to enjoy our
37:17 spaces and continue to progress
37:20 to keeping things open and available for
37:23 the community
37:24 so um with that that ends my report

37:58 i appreciate seeing that mask sign at
38:00 the end i noticed one of my first
38:02 questions is the original
38:04 i think um poster that we put out was
38:06 maybe even before mask
38:08 masking was a thing and so those six
38:09 boxes they don't one of them doesn't say
38:11 anything about a mask so i don't know if
38:13 that's an opportunity to revisit
38:15 just something to think about um and
38:17 then i had a question around the pool
38:20 um and that's currently just open for
38:22 lab swim is that correct
38:26 no it's open for lap swim and swim
38:28 lessons
38:29 um there's another bullet in there sorry
38:31 i was going so fast but yes
38:33 lessons started in september we've also
38:36 swim teams and swim clubs have had a
38:38 huge need so
38:39 uh that the facility's been open for
38:41 rentals um
38:42 to uh swim teams and swim clubs as well
38:46 so i don't know if this is allowed but
38:48 something that the private pool that we
38:50 belong to in the summer did
38:51 is you could they rented the lap lanes
38:54 to just specifically
38:56 for like a family swim time so i don't
38:58 know if that's something that's
39:00 available or if that was just because it
39:01 was a private pool or i'm not sure but
39:03 um just seems like it was you know
39:05 obviously all the structured things are
39:07 happening but i know
39:08 open swim was popular as well so um
39:11 not sure it seemed like a pretty safe
39:12 way to do it um
39:14 we had sort of i think we had two lanes
39:16 per family or something and you signed
39:18 up for like an hour or whatever and
39:20 just seemed like it was a fun way to uh
39:22 get in there
39:23 so just for what it's worth i don't know
39:24 if that's an option or not
39:26 um and then my third question was around
39:29 i was surprised to hear
39:30 volleyball and basketball happening
39:31 again and i was curious from a parks and
39:34 rec
39:34 perspective are we looking at winter
39:37 basketball i usually get emails by now
39:39 to form a team so i'm just curious kind
39:40 of like what's going on there
39:42 yeah great great question so yeah our
39:44 hard core rentals
39:46 um they all have to abide by the current
39:49 guidelines so
39:50 so they are small um you know six or
39:54 less
39:54 uh one coach practices only
39:58 training only is what those rentals have
40:00 been for
40:01 in terms of our youth basketball program
40:03 great question brian and i
40:05 and and jared and kathy just circled up
40:08 this morning
40:09 um again so we've had multiple
40:10 conversations about what that looks like
40:13 uh we have a meeting with the squad
40:14 school district on wednesday
40:16 um we've had a series of meetings with
40:20 them these last couple of months to
40:22 get an understanding of what um access
40:25 to those gym spaces might look like um
40:27 you
40:28 for those of you that follow along um in
40:30 terms of sports
40:32 our youth activities the october 6th
40:34 guidelines that came from the state
40:36 created sort of these three tiers of
40:40 risk and also measures in terms of where
40:43 the county is
40:44 in terms of numbers and data and so
40:47 what it looks like we're going to be
40:49 prepared to do is
40:50 offer a modified youth basketball league
40:53 that would start in january
40:55 um assuming that in january we will be
40:59 at the proper point right
41:03 we would like to offer that um
41:06 with sort of this caveat as we'll put in
41:08 the registration if we're not
41:10 where we need to be as a county we might
41:12 not be able to offer
41:13 that but what we're looking at is a as a
41:17 scaled down
41:18 modified similar to what you've seen
41:21 other
41:24 our league's nowhere near professional
41:25 but we're gonna in essence create some
41:27 pods
41:28 so that players coaches would be in a
41:32 pod
41:32 and that's your that's your pod for the
41:35 season
41:36 uh so this would not look like and we
41:38 don't think we're going to be in any
41:40 place
41:41 to be able to offer a youth basketball
41:43 league that looks like it typically does
41:45 but we think we're going to be in a
41:47 place
41:48 again as we figure out what access to
41:50 gyms look like
41:52 to be able to offer something but again
41:55 in a safe
41:55 healthy way
41:59 it's not easy so sorry for the long
42:02 answer
42:02 well i love it thank you it's it's uh
42:05 unchartered territory
42:08 thanks marlene danielle you had
42:10 something
42:11 yeah i also want to reiterate um that i
42:14 very grateful that for all of you guys
42:17 um work and ability to be flexible
42:20 and um during this time and open
42:24 fields and the courts and the pool um
42:27 and doing that you know doing that
42:30 provides
42:30 um an opportunity that kids and
42:34 our community really need um to be
42:36 outdoors and active and
42:38 um i know one approach is to be super
42:41 conservative
42:42 and kind of keep keeping keep things
42:44 shut down
42:45 um so i'm really glad that you guys are
42:47 looking at it you know from a creative
42:49 perspective and doing what you can to um
42:52 open things up so even if it's a
42:54 basketball i i mean as a parent i can
42:56 tell you like
42:57 it does not need to be a basketball
42:59 league like it was
43:00 last year right like i you know anything
43:05 um uh i had a question about the
43:09 um and i guess that goes for athletics
43:11 child care
43:12 aquatic senior center all of those so
43:15 great
43:16 um i had a question about the child care
43:20 the school schoolhouse rock program
43:23 so it looks like you have do you have a
43:25 limited number of
43:26 kids available like per day this has
43:29 that been pretty booked up or how's
43:32 how's the community using that
43:37 yeah um brian you can certainly jump in
43:40 i i think what we've seen given the sort
43:42 of the flexibility we've given
43:44 it it hasn't been at capacity i don't
43:47 know that we were expecting it to be a
43:49 capacity
43:50 um it's really varied some families have
43:52 used it just a couple days a week
43:54 right some families have used it um
43:57 as sort of a half day like afternoon
44:01 sort of you know relief i think it
44:03 really
44:04 um i think with the flexibility we built
44:07 into that i think we've seen families
44:09 use it
44:10 understanding where they're at right so
44:12 many families are in so many different
44:13 circumstances that
44:15 um i i think we've been 60 70 percent
44:19 capacity it's hard to it's hard to
44:21 engage because
44:22 it really changes from from day to day
44:24 but
44:25 i think that flexibility's really um
44:28 been helpful
44:29 for how people need it is it available
44:32 is there any subsidies available for
44:34 financial aid available for our families
44:37 yeah so our scholarship we've made that
44:38 available for our scholarship program
44:40 yes
44:41 yep right
44:44 and how about the field rentals like are
44:47 those
44:49 you know how popular are those and are
44:51 they being are the fields fully utilized
44:57 yeah yeah field rentals have been
45:00 very popular our synthetic turf fields
45:03 um all four of them
45:04 at central park have been very popular
45:07 and well used i
45:08 i think our baseball fields have been um
45:12 hit and miss but certainly we've had a
45:15 lot of
45:16 a lot of requests and a lot of a lot of
45:18 use
45:22 it's very it's varied and that i think
45:24 this is true of our heart
45:26 our hard courts as well and certainly
45:27 danielle i know from your own experience
45:30 right i mean there haven't been any
45:31 games going on
45:33 um so it really has been for training um
45:36 limited practices for modified practices
45:40 um uh but again i i think as we worked
45:43 with those renters and with all of those
45:44 sports clubs
45:46 uh just allowing them to have that
45:48 access and making sure they had a health
45:50 plan and a safety plan put in place we
45:52 just
45:52 we like you said earlier we really saw
45:54 that as a priority
45:56 um to providing that opportunity
46:00 for for the community two more things um
46:03 sorry quick ones um one is do we have
46:06 like hand washing stations or
46:09 hand sanitizers or anything at the
46:10 facilities that don't have
46:12 restrooms easily accessible
46:17 uh in terms of fields yeah look at it
46:20 at a field um i'm just you know you have
46:23 that there's those hand washing stations
46:25 or well
46:26 you probably can't get them anymore but
46:28 you know where it's almost by the people
46:30 who
46:30 you know have the honey bucket buckets
46:32 or handy cans
46:35 we do not we do not in some of our parks
46:38 and and i'll be honest this is this is
46:39 that hard challenge of managing public
46:41 space
46:42 um i think where we had some hand
46:44 sanitizer out
46:45 in some spaces early it it walked it
46:48 traveled it was more than one squirt the
46:50 whole bottle was
46:51 was gone and so that became really hard
46:53 to try and manage that um
46:57 yeah i would i would imagine a hand
46:59 washing station might be easier
47:01 kind of to manage because it's there
47:03 right and nobody's gonna
47:05 soak like take the cold soap with them
47:08 the other thing is just an observation
47:10 um kind of following up on
47:11 what marlene said about the um the face
47:13 mask um
47:14 poster or whatever um i have been
47:18 had the opportunity to travel a little
47:20 bit um
47:21 with my son to some and um
47:25 it is i think much easier to
47:28 for people to wear masks if it's clear
47:30 that that's the expectation
47:31 for that facility um and so i would just
47:35 encourage us to have those up at follow
47:38 our fields
47:38 and when it's clear i feel like people
47:42 abide by it and if it's not clear then
47:46 you don't see it as much though no i
47:48 really appreciate that feedback and yeah
47:50 i think and i think to marlene your
47:53 comment too that's that that sign
47:55 that last sign we put up and making sure
47:57 that that we are consistently
48:00 um renewing those again sometimes those
48:03 those have a
48:04 tendency to block as well um
48:07 but just making sure that we have those
48:09 very visible
48:10 in our spaces appreciate that feedback
48:13 you're absolutely right

48:59 could give it a try

49:35 to take the opportunity to
49:36 uh um follow up from the conversation we
49:40 had
49:41 um last last month um
49:44 really appreciated that um discussion
49:47 and conversation about that what we're
49:50 calling temporary dog park
49:52 singular even though we know it's going
49:54 to to travel
49:55 um um you know i had the chance to to
49:59 share an email
50:00 uh to all of you um as the mayor shared
50:03 the news
50:04 as this was a program that um she very
50:06 much wanted to implement
50:08 um um i really mean it your your
50:10 feedback was
50:11 was very helpful as we followed up with
50:14 the mayor in terms of
50:17 um sort of setting a a final plan in
50:20 place for
50:21 number of sites that we look at number
50:23 of of times we
50:24 we want to move this temporary park
50:28 um we had been thinking and planning a
50:30 four
50:31 we we switched that down to three i
50:34 think the feedback and the discussion we
50:35 had in terms of
50:37 our athletic fields in particular
50:40 tibbetts valley park
50:41 um um in terms of this pilot
50:44 and doing it this this first year uh we
50:47 developed a schedule to to stay away
50:49 from
50:50 from that um just to to reiterate
50:54 um what is going to be happening um
50:58 uh we will be uh we're in the midst of
51:02 working through the special event permit
51:04 with the planning department right now
51:06 and if you have questions about that
51:07 jennifer can certainly speak to that but
51:09 we are looking at implementing uh this
51:12 pilot for a year
51:13 um uh the three sites and and really
51:16 the progression we're looking at is uh
51:19 beginning
51:20 um in november so beginning next month
51:22 we'll be um
51:23 on the lawn area at pickering barn
51:26 um providing a fence space um
51:30 of about a half acre three quarters of
51:32 an acre
51:33 will be there from november through
51:36 the end of january then from february
51:39 to may transitioning to the south field
51:43 of squawk valley park that would leave
51:45 the bigger
51:46 north field available for um
51:51 sport field use drop-in use
51:55 though we haven't really historically
51:57 seen any
51:58 uh field use but knowing that might that
52:01 might change in in transition
52:03 uh next year as we're going through
52:05 through covid
52:06 um but the south field would be the
52:09 temporary dog park from february to may
52:12 and then june uh through october
52:16 uh the summer months uh we would
52:18 transition to
52:19 um a half acre space um or the former
52:23 skate park
52:23 in a little larger area um near the the
52:27 community center
52:29 some of the the priorities that we
52:31 looked at and again some of the
52:32 the discussion we had with with you last
52:35 month was really helpful
52:37 in um understanding how do we
52:40 provide this pilot um but do so in a way
52:44 that
52:44 tries to provo um
52:48 sort of work through minimal disruption
52:50 with historical uses
52:53 or other programmatic uses that take
52:56 place in our
52:56 in our park spaces we think we have a
52:59 plan in place that
53:00 uh best mitigates that
53:04 um doesn't uh it's not without
53:06 trade-offs as we talked about
53:08 but um that's the plan that we
53:11 have in place like i said jennifer is
53:16 working through the permit process right
53:18 now we're working with our park
53:20 operations team
53:21 and getting the the fencing and and some
53:25 of the other supplies
53:26 are ordered and are are coming in
53:31 the park maintenance team will be
53:32 putting together on that
53:35 first site at pickering barn
53:38 as we get the experience of that
53:42 construction we will be working with
53:46 the community and and other
53:51 potential partners to look at what set
53:54 up and take down and transition
53:56 would look like um to get some
53:59 assistance from the
54:00 the the community um in that
54:04 another piece uh that was really helpful
54:06 in our conversation with you
54:08 was we the how we've sequenced this and
54:11 putting squawk valley park in the middle
54:13 uh that isn't going to require as much
54:15 temporary fencing we'll be able to
54:18 set that site up before we
54:22 take down pickering barn so from a
54:24 community standpoint the
54:26 the the circus if you will or the the
54:29 pop-up
54:30 uh will not um have a disruption in
54:33 terms of having to take down one site
54:34 and setting out up somewhere else we'll
54:36 be able to have enough fencing that will
54:38 have the squawk
54:39 valley park area ready to go um
54:42 open that up and then as as we dismantle
54:45 on the pickering site and then the same
54:47 would be true we'd be able to set up
54:49 we'd have enough material to set up the
54:51 community center site the skatepark site
54:53 before closing the the squawk valley
54:56 park site
54:57 so we're going to learn as we go through
55:00 this process
55:02 we're committed to
55:06 um having some conversations with you
55:08 all as we go through this providing you
55:10 updates as we
55:12 um head into these transitions as we
55:13 understand what
55:15 impacts are and replanting looks like or
55:18 or restoration looks like um
55:20 certainly in our conversations with the
55:22 mayor's office they're very supportive
55:24 and understand the importance of of
55:26 restoring these spaces
55:30 to how they were if there is any damage
55:33 to those sites so
55:35 we see this as a a learning opportunity
55:39 but knowing as i sent that out um i know
55:42 danielle you had an email that
55:43 that followed and and we had some
55:45 discussion but
55:47 i just wanted to i guess share that
55:49 update and
55:51 provide this opportunity for any uh sort
55:54 of further discussion or or questions or
55:56 comments that you all might have as
56:00 as we we move into this program
56:07 uh danielle did you have something well
56:10 yeah i think um as
56:11 jeff mentioned you all were on the pain
56:13 but um
56:14 for the i guess for the pub benefit of
56:16 the public record
56:17 i'd like to just um kind of summarize a
56:20 couple concerns
56:21 um but i do like i'm i'm grateful that
56:24 you
56:25 have taken tibbetts off the um
56:28 off of the circuit at least for now like
56:30 while we see
56:31 what happens with the fields of first
56:33 year um i
56:34 am concerned about using um
56:38 the field of squawk because um
56:41 my recollection is that we developed
56:43 that as a as an athletic field and that
56:45 we did
56:46 field drainage work for that to use it
56:49 as a as an athletic field
56:51 and i understand that um probably we
56:53 haven't had as much
56:54 community need for that athletic field
56:56 since we've
56:57 been successful in doing um artificial
57:00 turf fields
57:01 which is a higher priority i am
57:03 concerned though
57:05 um just with the disruption this year
57:09 um and the fact that
57:12 you know nobody has had games to play or
57:14 whatnot this fall
57:15 that we could have a higher pressure on
57:18 those athletic fields in the spring
57:20 um and i would be disappointed
57:24 um as a member of this community if um
57:29 if that was the case and we had to turn
57:31 user groups away from athletic fields
57:33 because we
57:34 are using a field that was developed for
57:36 athletics or
57:37 a dog park um so that was one
57:41 one concern um i'm also i'm hoping that
57:44 you guys will be
57:45 taking like monitoring especially
57:49 um at pickering this first season
57:53 like i'm just worried about starting in
57:54 the winter when it's so wet
57:56 um and what that impact will be on on
57:58 the grass i'm hoping that
58:00 if the impact is much more
58:03 it's much harder on the fields than we
58:07 might expect
58:09 that we might put a pause on the program

58:45 seated and rest

58:49 athletic purposes what's
58:51 kind of what's your rule of thumb like
58:52 what do you think how long do you think

58:55 or spot will need to sit
58:58 it depends on what it looks like when
59:00 it's done right and
59:02 so i some of that is going to be learn
59:05 as we go
59:09 i think it'll be good timing though at
59:11 squawk in the sense that that'll shut

59:14 kind of right at the end of winter which
59:16 is a real good time
59:17 for you know spring planting
59:20 and you know and and so you'll be
59:24 reseeding anything that was impacted
59:27 probably in march and you know probably
59:30 be good to go by april i would think to
59:32 some extent
59:33 like you say depending on how damaged it
59:35 is well the squawk one is going to be
59:38 february february to may and so
59:41 it would be you know that repairs would
59:43 happen hopefully in june
59:47 yeah so i'm i'm curious if it would be
59:49 ready um you know if there was a soccer

59:51 in the fall you know if it would be able
59:52 to be for you

59:58 had a crystal ball but knowing that our

1:00:30 um soccer football lacrosse it's not big
1:00:34 enough for those
1:00:35 um it's probably just big enough for mod
1:00:37 soccer but that has not been used for
1:00:39 years

1:00:43 i hear your concerns and and would agree

1:00:47 2021 um may look different um
1:00:50 but um we we have capacity at the north
1:00:53 field knowing that that
1:00:55 historically hasn't been booked either

1:00:58 presents a whole new um or or an unused
1:01:02 capacity
1:01:03 should we see a spike or an increase
1:01:06 whether it's spring
1:01:07 summer or fall as well but yeah i would
1:01:11 i would hope um we're talking about
1:01:14 um a month or two months in terms of
1:01:16 restoration timing

1:01:20 have to learn um in this first year
1:01:23 and one one other place that we that we
1:01:25 didn't talk about as a group i don't
1:01:27 think that um
1:01:28 would that came to my mind is the um
1:01:31 the very end of tibbetts kind of like
1:01:33 behind the manor
1:01:35 which is a field that kind of has
1:01:38 i don't know when my kids played micro
1:01:40 soccer that was where they
1:01:41 you know played in practice and i don't
1:01:43 know if you guys still rent that area
1:01:46 or not but it would be it is just
1:01:49 another
1:01:50 it's like you know you have your that
1:01:52 last baseball field
1:01:54 and an outfield and then there's a
1:01:55 little there's a another area
1:01:58 um back there and did you guys look at
1:02:00 that is it too wet
1:02:02 is it we did look at that i think its
1:02:04 proximity to the tennis courts if i'm if
1:02:06 i'm if i'm following your geography
1:02:10 it's far it's farther it's farther down
1:02:12 than that
1:02:13 um at the very end of the park south of
1:02:18 well south of field four yeah that's
1:02:20 that area is exceptionally wet
1:02:22 in there which is why and also proximity
1:02:27 to the creek and trying to stay out of
1:02:28 our critical areas which is why we had
1:02:30 proposed
1:02:31 moving it a little higher north adjacent
1:02:33 to the trails
1:02:35 to stay out of those critical areas and
1:02:37 also just want to do
1:02:39 yeah oh sorry jen but yeah that most
1:02:41 southern area
1:02:42 um is in a critical area and so one of
1:02:45 the priorities for this was
1:02:47 we need to stay out of of any critical
1:02:50 area to avoid having to do any
1:02:52 permitting that makes sense and i just
1:02:55 wanted to speak to the restoration
1:02:57 as well we've had this conversation with
1:02:59 our park operations team
1:03:01 and in looking at the condition of some
1:03:04 of the sites like pickering right now
1:03:06 um that's not the most level lawn even
1:03:09 though from afar it looks very
1:03:10 picturesque
1:03:11 um to walk out there it is not and so as
1:03:14 we look at some of these restoration
1:03:15 efforts
1:03:17 in addition to seeding we may consider
1:03:20 adding sod which would also shorten the
1:03:22 rehabilitation time and we also might
1:03:25 actually be improving
1:03:26 the long condition from what its current
1:03:28 existing uh
1:03:30 condition is with uh having to go out
1:03:32 and do a restoration due to any damage
1:03:34 dogs so there is kind of that um flip
1:03:37 side that we
1:03:38 um this use might actually give us an
1:03:41 opportunity to improve the grass which
1:03:43 we wouldn't otherwise have

1:04:07 at tibbetts people are using it as an
1:04:08 awfully shocked park right now
1:04:10 and so you know the fields are getting
1:04:12 dug up
1:04:13 you know there's you know the baseball
1:04:15 fields have big divots where the dogs
1:04:16 are digging
1:04:17 so my hope is you know we can get people
1:04:20 actually go to the actual dog park and
1:04:22 maybe that will actually help some of
1:04:23 our fields
1:04:24 that are quite frankly since kobe had
1:04:25 been um i know sometimes when we just
1:04:27 want to go play there's you know always
1:04:29 dogs running in and out of those spots
1:04:32 hopefully that that can at least give
1:04:34 people an option that is
1:04:36 safe for the community and intended
1:04:38 purpose
1:04:40 and i think we already have a to-do list
1:04:42 for the new park ranger when that person
1:04:45 shows up

1:05:22 impact both for people that love it and
1:05:24 maybe people around there that
1:05:26 do or do not um how are we collecting
1:05:28 that and then feeding that back in as
1:05:30 the as the process goes on
1:05:32 jen you want to talk about that a little
1:05:34 bit and the sort of the signs that we're
1:05:36 gonna have up
1:05:39 sure so um as far as signage we're gonna
1:05:43 put up we're gonna have a banner with
1:05:45 contact information whether it's a
1:05:47 repair
1:05:48 or just questions about the project
1:05:50 we're going to have social distancing
1:05:52 information some rules also
1:05:55 information about pet licensure through
1:05:58 king county
1:05:59 at each of the sites as far as
1:06:01 collecting feedback we'll have
1:06:03 opportunity that people can either you

1:06:07 will be up on the banner they can
1:06:08 contact me directly
1:06:10 but i'm sure as we get through the
1:06:12 season and we're looking at what
1:06:14 next year may be in depending where we
1:06:18 are in the master plan adoption process
1:06:20 and where we might be for getting
1:06:21 funding
1:06:22 to complete the dog park at tiffany's
1:06:24 valley park we may be looking at a
1:06:26 second season for this
1:06:27 and so i think maybe as we were getting
1:06:29 into the latter months of this
1:06:32 first year tour we would go ahead and do
1:06:35 community outreach in the survey and
1:06:38 hold a meeting with our dog park
1:06:40 um friends and view the park board and
1:06:44 you know what what's been working what
1:06:45 hasn't what we could do to improve it
1:06:48 next time around as we look at year two
1:06:53 i think that's a real good point uh
1:06:55 jonathan and i think that
1:06:57 i'm always a silver lining kind of guy
1:06:59 and and i guess i would look at the
1:07:01 feedback that we may
1:07:03 gather over this next year or so to be
1:07:05 something that will
1:07:07 be very helpful when we actually go
1:07:09 through with the permanent dog park
1:07:12 and so having a good system in place for
1:07:15 feedback i think will be crucial

1:07:43 the parks
1:07:44 um they're what used to be a prohibition
1:07:47 um on dogs so anyway if the if dogs are
1:07:51 actually kind of damaging um the
1:07:54 athletic fields and it seems like
1:07:56 we might want to kind of explore whether
1:07:59 dogs should stay off those and if
1:08:01 there's signage that needs to be made or
1:08:04 or whatnot it's just a
1:08:07 a point to raise so i think there are
1:08:10 like signs at least at tibbetts i know
1:08:12 by the ball fields that say like no dogs
1:08:14 on the fields it's just
1:08:15 you know people do what people want to
1:08:17 do right yeah

1:08:59 this is really follow up from the
1:09:01 discussion we just had um
1:09:03 and and last month with temporary dog
1:09:06 um i guess to tee this up i just i guess
1:09:10 just want to take the opportunity to
1:09:12 remind um
1:09:13 you as the board that you have
1:09:17 multiple platforms and multiple pathways
1:09:21 to provide input as a park board
1:09:24 to the mayor to myself and and um
1:09:28 i know uh brad and linda right we had a
1:09:31 chance to sort of have a follow-up
1:09:33 conversation
1:09:34 just in terms of how the discussion went
1:09:36 which again was was really really
1:09:38 positive and and went really really well
1:09:40 but just wanting to
1:09:43 confirm to all you as an advisory board
1:09:47 you i don't want you to feel constrained
1:09:50 to only
1:09:50 one way to give feedback to the mayor it
1:09:54 doesn't it doesn't always need to be in
1:09:56 the form of a
1:09:58 recommendation or a
1:10:02 hard and fast full consensus um
1:10:06 so many of the topics that come before
1:10:08 you are
1:10:10 um specialized in nature right
1:10:13 and and recognizing one of your big
1:10:16 roles
1:10:17 as a board is to really be a reflection
1:10:19 and a representation of the community
1:10:22 um it's often that you all have very
1:10:24 different opinions
1:10:25 as to as to how a project should proceed
1:10:28 or if it should proceed um and
1:10:32 and oftentimes and i think this
1:10:33 temporary dog park was a great example
1:10:35 that um you weren't necessarily being
1:10:38 asked to be the decision maker of
1:10:41 should it or shouldn't it happen you
1:10:43 really had the opportunity and i think
1:10:45 you took great
1:10:46 advantage of the opportunity to provide
1:10:49 feedback that helped shape
1:10:51 that decision or that action and so
1:10:54 um i just i wanted to take the
1:10:56 opportunity to
1:10:58 provide you all that reminder
1:11:01 certainly share our commitment my
1:11:02 commitment is staff and i think we can
1:11:04 do a better job maybe as we're building
1:11:06 up next year's
1:11:08 work plan and we know what those items
1:11:10 are working with the chair
1:11:13 on as
1:11:16 as we move through information and
1:11:18 discussion
1:11:19 on a topic and get to action
1:11:22 that is staff we're really clearly
1:11:26 making sure you know what that action is
1:11:28 because that action could be different
1:11:30 forms that action could be
1:11:32 hey you're being asked to decide whether
1:11:35 we should proceed with this or not
1:11:37 or that action might be
1:11:40 hey we really want your community
1:11:42 feedback as a representative body
1:11:43 as we are perceive as we're doing this
1:11:46 project
1:11:47 what does that look like and so um i'll
1:11:50 leave it at that
1:11:51 brad if you have anything you want to
1:11:52 add from our follow-up
1:11:54 um i just i'll leave it at that and
1:11:58 let you discuss and see if there's any
1:11:59 discussion amongst the board

1:12:08 went back through the rules and rags to
1:12:10 specifically about this issue and there
1:12:12 really isn't anything in there about it
1:12:14 there is about voting
1:12:17 and some specifics about what happens
1:12:19 under voting circumstances but in terms
1:12:23 what you're talking about you know
1:12:24 formal recommendations and that
1:12:26 there isn't really anything in rules and
1:12:29 regs about that so i think it's one of
1:12:31 those
1:12:32 flexible situations that you you pretty
1:12:35 much tagged it
1:12:36 you know we just need to plan
1:12:39 ahead of time for certain action items
1:12:42 that if you do need to have
1:12:44 certain specific recommendations
1:12:47 that you have to present the council or
1:12:50 to the mayor
1:12:51 that we have you know first-hand
1:12:54 knowledge of
1:12:55 of what that is and kind of a timing
1:12:58 uh so that we can plan for it uh and
1:13:01 have plenty of time to discuss it along
1:13:04 the way
1:13:05 and you know i guess i would just leave
1:13:08 it at that
1:13:09 you know for now but i i think the the
1:13:11 main part is just
1:13:12 so that everybody's has a level of
1:13:15 awareness
1:13:16 when we go into topics in terms of what
1:13:18 is going to be expected of the board
1:13:21 and um so there are no surprises
1:13:24 and that there's plenty of time to flush
1:13:26 out you know a variety of discussions
1:13:29 um and you know one of the things that i
1:13:31 and i guess
1:13:32 this i would pose a question is is that
1:13:34 and this came up from the dog park
1:13:36 discussions is there was some
1:13:39 uh email communications that occurred
1:13:42 you know from danielle
1:13:43 and and others and we do need to have
1:13:47 some way of making that as public record
1:13:49 and i think that
1:13:51 i don't know maybe melissa can talk
1:13:53 about that or somewhere
1:13:55 i think even the mayor actually had kind
1:13:57 of brought that up that that needs to be
1:14:00 you need to be careful about having
1:14:02 those kind of side communications
1:14:05 those should be available to the
1:14:06 community in some
1:14:08 form and jeff you got your hand so maybe
1:14:10 you can address that
1:14:12 yeah no abs absolutely i was going to
1:14:14 touch on that at the end
1:14:15 is yeah i mean as any topic
1:14:19 um if there begins to be dialogue
1:14:22 amongst the board
1:14:23 um in email form we we will we will add
1:14:26 those emails to the
1:14:28 to tonight's minutes just so again it's
1:14:30 available to the public
1:14:32 um we have to try not to do that
1:14:35 and and tread into that um tread into
1:14:38 that realm but
1:14:39 um um yeah we'll gladly add those at
1:14:42 those minutes and i think
1:14:44 to add one one thing to what you were
1:14:46 saying brad you're right the window and
1:14:48 the timeline of when that feedback is
1:14:51 could vary i certainly want to provide
1:14:53 you all
1:14:54 as much time as possible and again
1:14:56 definition of what that
1:14:59 um what you're being advised or what
1:15:02 you're being asked to give advice to
1:15:04 um so that that it helps frame that
1:15:08 discussion
1:15:09 um i think too um
1:15:12 really giving you all the thought and
1:15:14 the flexibility that
1:15:18 you know that your feedback whether it's
1:15:21 in a vote
1:15:22 um or whether it's in um
1:15:26 a written form um i i think providing
1:15:29 the opportunity and understanding there
1:15:31 might be a majority decision among you
1:15:33 but there also might be
1:15:34 a minority position and and i think the
1:15:38 finding value in how you frame your
1:15:43 recommendations um to give voice to what
1:15:46 that minority voice is because that um
1:15:50 oftentimes is very informative and
1:15:52 helpful
1:15:53 um especially in these decisions where
1:15:57 you all are maybe not being asked to
1:15:59 make the decision whether it's happening
1:16:00 or not right or a capital project's been
1:16:02 budgeted
1:16:04 council's saying hey do it it's it's
1:16:06 happening
1:16:07 but you all as an advisory group and a
1:16:10 steering group still have great value in
1:16:12 helping to
1:16:13 shape that decision as it's happening
1:16:16 and so
1:16:17 that idea of majority position
1:16:21 minority um i don't want to call it a
1:16:23 minority report it doesn't have to be a
1:16:25 separate document but
1:16:26 but giving voice in an action
1:16:30 and understanding there's likely going
1:16:32 to be a diversity of
1:16:34 of position at the conclusion of any
1:16:37 discussion we have
1:16:38 for recommendation good
1:16:42 i'm glad to flush this out for
1:16:43 discussion okay so everybody's aware of
1:16:46 and i think as we approach the next
1:16:48 action item whatever that might be
1:16:50 uh you know we can talk about it further
1:16:53 you know
1:16:54 before we actually even get to the point
1:16:56 of of any kind of a vote into the future
1:16:58 so uh darling uh
1:17:02 danielle um i just wanted to
1:17:06 mention so um i've been on the board for
1:17:08 a really long time now
1:17:10 i don't remember how many years but um
1:17:14 so we're an advisory unless things have
1:17:16 changed we're an advisory board to the
1:17:18 mayor
1:17:19 um and in the past different mayors have
1:17:22 have dealt with that differently but um
1:17:25 often
1:17:26 we would you know a mayor will like ask
1:17:29 us a specific question
1:17:31 like that that mayor is like asking for
1:17:33 our input um and
1:17:34 and um
1:17:38 so like that is that is helpful when
1:17:40 that question
1:17:41 you know comes to us because then we
1:17:43 know that we have a
1:17:44 response that's you know that's needed
1:17:47 um and then the other thing i
1:17:48 just want to mention is that often in
1:17:52 in the past historically when we've been
1:17:54 asked to
1:17:55 give that type of advice we've talked
1:17:58 about something
1:17:59 for a few board meetings now like i know
1:18:01 in this case like
1:18:03 we this year is just like completely
1:18:05 disruptive and like i don't want to say
1:18:07 i mean yeah we're dealing with a
1:18:10 different world right but that
1:18:12 is ideal i think to have that
1:18:14 opportunity to talk about something for
1:18:16 a few times
1:18:17 um just because the first time first or
1:18:19 second time even that we have something
1:18:21 you know like you know might get tweaked
1:18:24 you know like we'll give you
1:18:25 feedback you'll come back you know tweak
1:18:27 it and then
1:18:28 it's it's nice to have that time this
1:18:31 time it felt like it was a little bit
1:18:33 truncated um but i understand why that
1:18:40 thanks for that jeremy you had something

1:18:48 i think it really helps when we know

1:19:11 you know i think uh the expectations
1:19:14 need to be
1:19:15 set up front on all the topics that
1:19:17 we're that we're talking about

1:19:25 still think your uh
1:19:26 opinion is valued because something
1:19:29 might happen
1:19:30 but it but it could be altered to some

1:21:11 or we could also potentially extend it
1:21:14 monday december 7th with the
1:21:17 understanding that we will not have
1:21:18 another meeting in december
1:21:21 which would be i believe on the 28th
1:21:23 which is right around christmas
1:21:25 and we're going to take that off anyway
1:21:28 just kind of wanted to see what type of
1:21:33 feedback people had in terms of our next
1:21:36 meeting

1:22:59 that's where the woodland park zoo has
1:23:01 been working with the city of issaquah
1:23:04 schools uh as well as uh issaquah parks
1:23:08 for that project a lot of it has been

1:23:25 this year
1:23:27 and they've also done a number of other
1:23:29 things they're basically kind of
1:23:30 wrapping up
1:23:31 a presentation to the community
1:23:36 and i just kind of wanted to alert
1:23:37 everybody when that's going to be
1:23:39 it's set for november 18th
1:23:42 at 6 30 in the evening you'll probably
1:23:46 more communications come out about that
1:23:48 but i kind of if it's something you've
1:23:50 had interest
1:23:50 in uh seeing kind of a bit of a wrap up
1:23:54 of what this program that's been in
1:23:56 place for over two years
1:23:58 um with our community that would be a
1:24:00 good time to
1:24:02 attend the meeting it's going to be a
1:24:04 zoom meeting
1:24:06 so virtual and you actually have to
1:24:10 register for it to get an invitation
1:24:13 if you don't see something and you want
1:24:15 to join just reach out to me

1:24:19 that again november 18th at 6 30
1:24:21 in the evening uh kind of the last bit i
1:24:25 wanted to give a little bit of an update
1:24:27 on friends of lake city
1:24:28 lakes manage park state park i haven't
1:24:30 really talked about that organization
1:24:33 throughout this year but i wanted to
1:24:35 give everybody at least a little bit of
1:24:37 update because a number of different
1:24:38 things have been happening
1:24:41 like a lot of organizations you know
1:24:44 funding
1:24:45 has been
1:24:49 hampered a good bit because of kovid
1:24:52 friends has been very successful over
1:24:55 the last several years
1:24:57 giving events and virtually all the
1:24:59 events the most part have been canceled
1:25:01 this year
1:25:02 that's had a huge impact on on revenue
1:25:05 to keep the organization moving
1:25:09 but it's a great group they've done a
1:25:11 lot of good work to try and be flexible
1:25:14 they have actually had some virtual
1:25:16 things um
1:25:18 but they've also been successful
1:25:19 jennifer the
1:25:21 executive director has been successful
1:25:22 getting a couple grants that has really
1:25:25 helped the process
1:25:26 there's been some flexibility with some
1:25:29 staffing
1:25:30 uh so in reality
1:25:33 the group is still doing very well and
1:25:36 it's not like this has crushed them or
1:25:39 anything they've
1:25:40 if they've done very well and um
1:25:45 a little bit of update about the state
1:25:46 park is they're ongoing with a master
1:25:49 planning effort for the state park
1:25:51 it's hard to say when that'll be over
1:25:52 that's a pretty lengthy process
1:25:55 one of the things that i just wanted to
1:25:57 comment on as a part of the master
1:25:59 planning process
1:26:00 the flis group is going to be
1:26:04 contributing a trails plan for the
1:26:06 entire state park
1:26:08 that's been underway now for well over a
1:26:11 there's kind of a committee that's been
1:26:13 in place for that
1:26:14 headed up by bill way and kit ledbetter
1:26:18 who are both board members and they are
1:26:21 they've actually
1:26:22 drafted a trail plan
1:26:25 for the state park um and
1:26:28 also have
1:26:31 indicated they are going to assist with
1:26:33 funding of that the goal is to
1:26:36 put together a hundred thousand dollars
1:26:38 worth of funding towards the state
1:26:40 to contribute towards that effort so
1:26:43 that funding opportunity will get
1:26:44 underway here
1:26:46 over this next year um
1:26:49 all of the plan of the trail has been
1:26:52 pretty much put in place
1:26:55 um and we'll see how much of that gets
1:26:58 drafted into the overall master plan but
1:27:00 it's expected that it will
1:27:02 there is some talk of actually adding a
1:27:04 pedestrian bridge over
1:27:05 issaquah creek to add additional
1:27:07 capacity for making loop
1:27:09 hikes at the state park so that would be
1:27:12 a really nice feature to add
1:27:13 also um
1:27:16 there's been some transition in
1:27:18 leadership um
1:27:20 and uh five new board members have
1:27:22 actually been brought on to the
1:27:24 organization here just within the last
1:27:27 60 days and so that's nice
1:27:30 to have some extra people from the
1:27:32 community contribute to that cause
1:27:35 um kind of the last thing from flis
1:27:38 i just want to mention is they are
1:27:41 actually having
1:27:42 an online auction that's coming up from
1:27:45 november 2nd
1:27:46 to november 10th called experience the
1:27:49 outdoors
1:27:52 they've done a great job actually
1:27:54 compiling a number of
1:27:57 contributions from various organizations
1:28:01 you know little trips and different
1:28:03 things as well as
1:28:04 different products and items that will
1:28:06 be auctioned
1:28:08 so stay tuned for that i send out the
1:28:11 flist newsletter every month you'll
1:28:13 probably actually see that posted
1:28:15 when it comes out the first of november
1:28:17 again that runs from november 2nd to the
1:28:20 and i understand they have maybe as many
1:28:23 as 50 items that may
1:28:24 potentially go up for auction so it
1:28:26 should be fun and
1:28:28 a good fundraiser for the group
1:28:31 as well so

1:29:01 so first item i wanted to share i we've
1:29:04 talked a little bit over the this
1:29:06 last year and a half about green
1:29:08 issaquah our partnership with forterra
1:29:11 forte is a non-profit organization
1:29:14 in the seattle area they have a what's
1:29:17 called a green cities
1:29:19 initiative green cities program where
1:29:20 they partner with cities in
1:29:23 um looking at ways to
1:29:26 sort of bolster our volunteerism
1:29:29 uh within the management of our publicly
1:29:32 owned urban forest
1:29:34 um this wednesday so in a couple days
1:29:36 the 28th we're hosting
1:29:39 um as we're sort of transitioning into
1:29:41 the launch and recruitment
1:29:42 of volunteer stewards we're going to
1:29:44 have an orientation meeting
1:29:46 um this wednesday from 6 to 7 30
1:29:49 uh hosted virtually in this wonderful
1:29:52 platform of of webex
1:29:55 i will have uh joanna there from
1:29:57 forterra
1:29:58 jennifer and matt meckler from the the
1:30:00 city team myself
1:30:02 we'll have some representatives from
1:30:03 mountains to south greenway
1:30:05 just to to introduce and orient
1:30:08 anyone interested in the in the public
1:30:11 um about what is green issaquah
1:30:14 what is the forest assessment we've done
1:30:16 um what's the condition of our forest
1:30:18 how's it looking
1:30:20 what is this volunteer steward program
1:30:23 that we're putting together
1:30:25 a chance for us to recruit and see if
1:30:27 there's any interest
1:30:28 that folks might have in becoming a
1:30:30 steward but also let anyone who's
1:30:33 a part of the meeting know that there'll
1:30:35 be other opportunities in other ways
1:30:37 that the community can
1:30:39 volunteer as this program gets started
1:30:42 in in 2021
1:30:44 i believe we're nearing 50
1:30:48 residents who have rsvp'd so we
1:30:50 anticipate a really good
1:30:52 turnout on wednesday evening and just
1:30:54 want to invite you as part board members
1:30:56 to take part in that
1:30:58 you can rsvp um with jennifer or i and
1:31:02 we can get you the
1:31:04 the meeting invite for that if you
1:31:05 haven't already done so
1:31:07 so really exciting to see that program
1:31:11 ready to gear up and and get going um
1:31:16 uh the next item i wanted to share if
1:31:18 you could see my screen
1:31:20 is um and along with uh the flyer for
1:31:23 green issaquah we'll we'll
1:31:25 include that in our meeting minutes um
1:31:28 we're gonna be posting um this
1:31:30 um online and including this in the
1:31:32 meeting minutes as well
1:31:33 i've shared with you a couple of times
1:31:36 uh that we as part of our
1:31:38 funding strategy for the bergsman
1:31:40 acquisition that
1:31:41 that happened in late 2018 we put in
1:31:45 place
1:31:45 um grant cycles
1:31:48 that we are going to be seeking funding
1:31:51 you may recall we've already been
1:31:52 successful in
1:31:54 decuring just over five and a half
1:31:57 million dollars
1:31:58 uh from king county and and local
1:32:02 partners uh we submitted a state grant
1:32:05 application
1:32:06 um earlier this year um for 2.6 million
1:32:10 dollars as part of
1:32:12 the state's wwrp which is washington
1:32:15 wildlife and recreation program
1:32:18 grant cycle for 2021
1:32:21 in august jennifer and i
1:32:25 i made this presentation i should say
1:32:27 jennifer did she did an outstanding job
1:32:29 um jennifer and i put together this uh
1:32:32 nearly 60 page presentation um we'll
1:32:35 send this to you if you're interested
1:32:37 it's it's actually a very informative
1:32:40 presentation this grant process is
1:32:43 very competitive and very formal in
1:32:45 terms of
1:32:46 how we need to respond to certain
1:32:49 scoring categories
1:32:52 the ranking for how we did and all of
1:32:54 these grant projects
1:32:56 formally came out last week so i'm i'm
1:32:59 proud to share with you that we rank
1:33:01 third
1:33:02 in our category urban wildlife habitat
1:33:05 that positions us
1:33:06 really really well well within
1:33:10 the funding recommendation that
1:33:13 the state office is going to be asking
1:33:15 the the legislature
1:33:17 what happens now is we transition from
1:33:21 sort of our application phase
1:33:23 to now we'll be working with our
1:33:26 legislative agenda
1:33:27 and our legislators for next year um as
1:33:31 the next legislative session in 2021
1:33:34 they put together the budget
1:33:36 part of the budget will be uh these this
1:33:38 wwrp grant funding
1:33:41 um we'll be closely following that
1:33:44 and um should we be successful um then
1:33:47 again we're really really well
1:33:48 positioned within the
1:33:50 funding request that's going to be made
1:33:54 will be recipients of another 2.6
1:33:57 million dollars
1:33:58 to assist in this acquisition which
1:34:01 again
1:34:02 is part of the funding strategy knowing
1:34:04 what a
1:34:05 ambitious bold effort this was for a
1:34:08 local agency to do
1:34:09 it would mean
1:34:13 nearly 75 percent of this grant
1:34:16 acquisition would be covered through
1:34:18 uh through grants uh leaving a small
1:34:21 portion
1:34:22 of the city contribution for
1:34:26 this really important acquisition so
1:34:29 again if you're interested in taking a
1:34:31 look at the presentation i'll i'll send
1:34:32 it your way
1:34:34 um but um hats off jennifer great work
1:34:37 um on making that presentation and um
1:34:41 stay tuned as we'll um head into the
1:34:44 the legislative session uh next year
1:34:47 following these um recommended grant
1:34:50 funds
1:34:51 so jeff is this funding that would be
1:34:54 used for development of the park or
1:34:58 is this only just to for the acquisition
1:35:01 aspect that's a great question brad no
1:35:04 this is for like we had shared before
1:35:06 this is for acquisition
1:35:08 so what we needed to do and what happens
1:35:11 acquisitions occur and you have these
1:35:14 state
1:35:15 sort of grant processes we submitted
1:35:18 what's called a waiver of retroactivity
1:35:20 so we presented this application for
1:35:23 acquisition as if we hadn't acquired it
1:35:26 and so this will be all this funding
1:35:28 would be
1:35:29 to offset that acquisition which in the
1:35:32 end is really good news and that it
1:35:34 um lessens the city's
1:35:38 um expense and investment and
1:35:41 creates opportunity to determine what um
1:35:44 as as these reimbursement funds come
1:35:46 back into the city
1:35:48 um what the city wants to do with those
1:35:50 funds
1:35:52 good thanks yep keep it
1:35:58 so that's that's all i have for
1:36:03 director's report um i can sort of
1:36:06 transition into the next item brad which
1:36:08 is a i say danielle has her hand up
1:36:10 okay sorry yeah just real quick um for
1:36:14 that grant application if if we are
1:36:17 successful
1:36:17 in getting it um are there will there be
1:36:20 restrictions on how that
1:36:22 how that land can be used as a park or
1:36:27 yeah great question uh there already are
1:36:29 right with the king county
1:36:31 funds that we require that we the grant
1:36:34 funds we got
1:36:34 and in fact council's goal for that that
1:36:37 purchase
1:36:38 um it really was as
1:36:43 relatively passive but still trails
1:36:46 um perhaps some picnic shelters but much
1:36:49 more of a passive park it is not
1:36:51 um if you know where that is and know
1:36:53 the topography on that site it really is
1:36:56 pretty limiting in and of itself um
1:36:59 but it's not entirely restrictive um and
1:37:02 you'll see as
1:37:02 if you go through the grant application
1:37:04 you'll see a slide
1:37:06 for one of the scoring categories was
1:37:08 management
1:37:10 of the site and so we gave a really
1:37:12 rough
1:37:13 idea and concept of what we anticipate
1:37:16 being in that park
1:37:17 and and yeah we anticipate some um
1:37:19 against the picnic areas some
1:37:21 some trails some loop trails and and
1:37:23 connectivity through that
1:37:25 through that site okay great i mean it
1:37:28 is the idea is that it will connect down
1:37:32 newport way right and then up to all the
1:37:34 rest of the trails
1:37:36 yeah exactly in fact yeah no great danny
1:37:40 you're right in fact community use again
1:37:42 was one of the
1:37:44 large scoring areas so um it
1:37:47 very interesting process but we really
1:37:48 wanted to demonstrate and i think this
1:37:50 project scored so well because it is
1:37:53 that connectivity was such a huge
1:37:57 opportunity um and as well providing
1:38:00 connectivity for wildlife but providing
1:38:02 connectivity for
1:38:04 us two-legged wildlife in terms of that
1:38:06 connection and
1:38:07 an option for talus neighborhood quite
1:38:10 frankly to
1:38:11 um be that much more connected to
1:38:14 um to the city and then uh great thank
1:38:18 you and then um
1:38:19 for the green issaquah plan i was just
1:38:21 curious if you guys have
1:38:22 had any success in outreaching to
1:38:25 physical high school or is it claw
1:38:27 middle school since they're
1:38:29 right you know right there and about the
1:38:31 forest
1:38:33 yeah absolutely and in fact you'll see
1:38:35 in the presentation we talk about a
1:38:36 strategy for schools and connecting with
1:38:38 environmental groups
1:38:40 um i i've had the opportunity to to be a
1:38:44 green city
1:38:44 in the city i came from and we just
1:38:47 those relationships with the schools are
1:38:48 fantastic
1:38:49 um so we would anticipate doing
1:38:52 something very similar here
1:38:54 did you have something to add to jen
1:38:56 yeah i just wanted to say as far as the
1:38:58 promotion
1:38:59 of the greenest aqua partnership meeting
1:39:01 coming up we did send that out to
1:39:04 595 volunteers that we have contact with
1:39:07 also megan curtis murphy from the office
1:39:10 sustainability she's also sent it out to
1:39:13 a lot of people on the environmental
1:39:14 board
1:39:15 including some active high school
1:39:16 members over there to help spread the
1:39:20 i think the city i think the city may
1:39:23 have posted it on
1:39:24 their um communication platforms too
1:39:29 the insider facebook um other social
1:39:33 media twitter
1:39:34 so it's been out there quite a bit for
1:39:36 the past uh
1:39:37 two three weeks right yep
1:39:41 and these orientation efforts as sort of
1:39:43 an initial kickoff are pretty
1:39:44 typical within green cities it's been
1:39:46 great working with forterra staff
1:39:48 i think what they would say is typical
1:39:51 cities launch this early
1:39:54 to get 10 people is fantastic but to
1:39:57 know we're probably going to be
1:39:59 a little over 50 i think just reflects
1:40:02 the interest in this community for for
1:40:05 this program
1:40:09 any other questions or comments
1:40:14 not seeing anything so i guess uh
1:40:18 i've got a little bit of a new item that
1:40:20 i haven't seen before
1:40:21 mayor and council update i assume you're
1:40:23 doing that jeff and
1:40:24 and mary lou's not showing up here i
1:40:28 yeah this is a council meeting but yeah
1:40:31 you're absolutely right brad and i can i
1:40:34 can take this
1:40:34 this is a this is a new item that'll
1:40:36 become a standing
1:40:38 um agenda item not only on park board
1:40:40 but all boards and commissions
1:40:42 there's just again that opportunity and
1:40:44 that platform
1:40:45 um the rest of the staff for or council
1:40:49 members to come and provide any updates
1:40:51 um to all of you and again that that
1:40:54 um two-way communication um and just
1:40:57 reinforcing that so
1:40:59 i see it as a great great opportunity i
1:41:01 thought i'd take the opportunity tonight
1:41:03 to talk about
1:41:05 budget the 2021 budget is has been
1:41:08 presented to council
1:41:10 in fact tomorrow night another webex
1:41:13 meeting that i get to take part in
1:41:15 will be the first budget deliberation
1:41:18 with city council so
1:41:19 the chance to really get into council
1:41:21 feedback
1:41:22 on on the budget um there will likely be
1:41:25 through uh the middle of november
1:41:28 probably a handful
1:41:29 of budget deliberations as council asks
1:41:31 their questions
1:41:32 and moves towards adoption uh before
1:41:36 thanksgiving holiday a few highlights
1:41:40 in terms of our department budget and
1:41:43 what is in
1:41:44 in that proposed budget from an
1:41:47 operational standpoint i touched on a
1:41:48 little earlier with our covid recovery
1:41:50 we're anticipating
1:41:52 um with modified operation within our
1:41:56 recreation facilities
1:41:59 some lower revenue expectations but
1:42:01 certainly operational
1:42:02 funding that's going to allow us to
1:42:04 continue to operate and
1:42:06 um provide modified services as
1:42:10 we expect us gradually reopening
1:42:13 throughout
1:42:13 2021 some other operational highlights
1:42:17 within our park operations team we had
1:42:20 two park maintenance positions that were
1:42:23 frozen for
1:42:24 for the remainder of 2020 those are
1:42:26 proposed to be back
1:42:27 in the budget which is great so we'll be
1:42:29 fully staffed within
1:42:31 the park operations team which is pretty
1:42:34 important given
1:42:35 in anticipating
1:42:38 increased use of our athletic fields and
1:42:40 other and other park spaces
1:42:43 brad you mentioned earlier there's a
1:42:44 proposed new position of what's being
1:42:46 called a park ranger
1:42:48 um that will be a position that would be
1:42:52 within the park operations team but
1:42:54 would provide
1:42:56 a really close bridge with the police
1:42:58 department
1:42:59 it's a job description we would still
1:43:02 need to get finalized there's a number
1:43:03 of cities that have similar positions to
1:43:05 this that will
1:43:08 certainly borrow from but this position
1:43:12 would be one that really gives us
1:43:14 some increased presence from a public
1:43:17 safety standpoint
1:43:18 um picture if you will a position that's
1:43:22 probably not they're not deputized they
1:43:24 would not be carrying a gun and badge
1:43:26 but they would have a police radio
1:43:27 that would provide a little extra
1:43:32 presence in terms of encouraging
1:43:35 sanctioned and positive uses within our
1:43:38 parks
1:43:40 probably a contact person with king
1:43:42 county animal control
1:43:44 whereas we don't really have that direct
1:43:46 person yet so
1:43:47 again i think an added resource knowing
1:43:50 the diversity of acreage and diversity
1:43:53 of things that happen within our public
1:43:56 spaces that
1:43:57 again try and promote safe use of our
1:44:01 parks and our
1:44:01 and our trails and the rest of our
1:44:04 system
1:44:05 in terms of some highlights for the
1:44:07 capital budget that's also part of the
1:44:09 2021 budget we have
1:44:11 a couple of projects um probably
1:44:15 our largest request is turf replacement
1:44:18 of central park pad 3.
1:44:20 we had this in our capital improvement
1:44:22 plan for the last couple of years
1:44:24 you might also recall in 2018
1:44:27 we created a turf replacement fund where
1:44:30 we took some of the proceeds
1:44:33 half of the proceeds of field rentals
1:44:35 and and
1:44:37 basically built a and started building a
1:44:39 capital fund now we didn't
1:44:41 obviously make enough revenue in two
1:44:43 years time to fully fund
1:44:45 the replacement of those fields but that
1:44:47 will be part of the funding source
1:44:49 and then as that moves forward uh by the
1:44:52 time we replace
1:44:53 or need to replace the fields at pad one
1:44:56 uh we'll be much closer to being able to
1:44:58 fully fund it with that replacement fund
1:45:01 that turf has lived a good life um it's
1:45:04 aging out
1:45:05 and so we have um proposed
1:45:09 turf replacement of pad three
1:45:12 we also have a long planned
1:45:16 play area that would be installed at
1:45:18 hillside park
1:45:19 as part of our request
1:45:22 we also have and anticipate reallocating
1:45:27 this year's unspent capital dollars to
1:45:29 complete and continue work on the master
1:45:32 planning work
1:45:33 um for tibbetts valley park and veterans
1:45:36 memorial park
1:45:37 um and the squat creek corridor we also
1:45:41 a funding request in place to continue
1:45:44 the work we're doing with
1:45:46 what's called called being called
1:45:47 wayfinding uh what that is is really
1:45:50 looking at a sign
1:45:51 standard within our trails uh within our
1:45:54 parks
1:45:55 um to sort of unify the park experience
1:45:59 and make sure
1:46:00 as residents more visitors are using our
1:46:02 trail system or our park system that
1:46:05 um if you have a little more consistent
1:46:08 and easier way to
1:46:09 to get around town and use those um
1:46:12 use those spaces so a few highlights of
1:46:15 the budget that's certainly not all of
1:46:16 it um
1:46:17 if you're curious or interested happy to
1:46:19 to have further
1:46:20 conversation with any of you
1:46:22 individually or if you're so inclined
1:46:24 um to watch budget deliberations uh
1:46:28 virtually
1:46:28 uh feel free to to join in the fun
