2:20 uh let me say that I am uh honored in
2:24 the trust that the citizens of isqua
2:27 have uh placed in me
2:30 I'm really excited uh to be uh to be the
2:35 mayor and uh I will do my best uh to
2:40 represent uh our citizens uh and the
2:43 City of isqua uh with wisdom and uh
2:48 compassion I would like to
2:50 acknowledge uh uh Ava
2:53 fringer uh whose long-term Service as
2:57 our mayor has uh set uh an
3:01 outstanding example that uh I uh I hope
3:07 emulate uh I'm somewhat sad to leave the
3:11 uh the council after uh 14 years uh but
3:15 excited about this new opportunity and I
3:19 have enjoyed working with most of the
3:22 past and certainly all of the present
3:24 council members uh during my tenure on
3:27 the council itself
3:31 I would like uh uh to thank you uh uh
3:34 for the opportunity to serve with you
3:37 and uh I uh pledge uh to continue the
3:41 good relations that uh uh we have
3:44 established uh between uh the
3:46 administration and the council you serve
3:49 a very vital uh uh role in our
3:54 city I especially want to acknowledge
3:57 our outstanding City
4:00 employees uh those employees who run the
4:03 city and uh keep our city
4:06 safe I look forward to working uh with
4:10 you uh uh and uh join joining your
4:15 team uh I uh also uh uh look forward uh
4:21 to uh the challenges that lie ahead and
4:26 promise to do my best and to work hard
4:29 on uh the behalf of all of our citizens

11:13 6753 election of council president and
11:16 Deputy council
11:20 president pursuant to council resolution
11:24 89-1 the election of council president
11:27 and Deputy council president is to take
11:29 place at the first regular meeting of
11:32 the calendar year the proper procedure
11:35 for election of each position is as
11:38 follows the chair which is the mayor
11:41 calls for nominations for council
11:44 president when all nominations have been
11:47 made a motion to close nominations is in
11:50 order the chair then calls for a vote on
11:53 the motion to close nominations and then
11:56 council members cast vote votes for
11:59 nominees by a show of hands and I might
12:03 add nominees are permitted and
12:05 encouraged to vote the nominee receiving
12:09 the majority vote is declared the new
12:12 council president once that action is
12:16 completed then we will move to the uh uh
12:20 election of the Deputy council president
12:24 so with that uh is uh uh uh the
12:29 nominations are open right now for
12:31 council president council member
12:35 Marts uh it's my honor and privilege to
12:37 nominate Paul winterstein for isqua city
12:39 council president thank you are there

15:08 participation uh when recognized uh

15:27 are limited to five minutes typically at
15:30 about the 4 minute Mark uh there will be
15:33 a uh reminder that uh you've got about a
15:37 minute left and uh if you have written
15:40 comments you can sub submit those uh to
15:44 the clerk uh uh uh the city clerk uh for
15:49 uh uh for our information and with that
15:52 uh I would ask the clerk has anyone

16:10 name is Mary
16:12 Moore I reside at 7804 Ron isqua Road
16:16 Southeast
16:18 isqua um I am a
16:20 long um I'm native to isqua resident and
16:25 also um have a business here in town
16:28 I'll try to make this brief
16:30 um this is in um response to recent uh
16:34 news that there might be a possibility
16:37 of um the Anderson house at the
16:40 Confluence Park possibly being
16:43 demolished um and I'm just going to read
16:45 what I have here as a member of the King
16:48 County advisory Council for historic
16:50 preservation I am here tonight to ask
16:52 questions and make comments in reference
16:54 to the
16:55 park I was born here in isqua and I'm
16:59 excited to see The Rebirth of
17:02 downtown and I'm just as excited to see
17:04 the new Confluence Park and its master
17:06 plan isqua has so much history and the
17:10 isqua Historical Society does a
17:12 fantastic job at providing our community
17:16 with access to our
17:18 past I feel we as a town can do more
17:22 though we have many historic structures
17:26 that need to be landmarked and preserved
17:28 for future
17:30 Generations as you drive into isqua you
17:32 see a sign that says welcome to Historic
17:37 isqua and there should actually be
17:39 historic buildings and houses that are
17:41 still standing later down the road hence
17:45 the need for landmarking through the
17:47 King County historic preservation
17:49 program and that brings me here today to
17:52 a couple questions that I have about the
17:54 park and the two farmhouses that are
17:57 there the E house which is is the
17:58 northern Farmhouse and the Anderson
18:00 house which is the southern
18:03 one the Anderson house is currently in
18:06 status of being under um pending
18:09 demolition a permit was issued in
18:11 December I feel that here in historic
18:14 isqua this is a terrible waste and my
18:17 question is and my questions are what is
18:21 the reasoning for the
18:23 demolition has the house been reviewed
18:26 and inspected by a real preser aist an
18:29 expert in the field someone who really
18:32 understands historic
18:34 Rehabilitation was this consultant
18:37 qualified there was a suggestion of
18:39 moving the house there was a price of
18:43 160,000 to move the house 50
18:46 ft um I feel this cost is way too high
18:50 the Jacob and Emma reared house in
18:52 samamish a King County Landmark was
18:54 moved for just over
18:56 $30,000 and was moved 3/4 of a
19:00 mile what are the credentials of the
19:02 moving company that gave this bid have
19:04 they ever moved historic
19:07 structures it's not hard it's not too
19:10 expensive you just need to solicit
19:12 figures from folks that are familiar
19:13 with historic
19:15 preservation and finally there needs to
19:17 be a really good and Justified re reason
19:21 to demolish 120y old
19:23 house has the city exhausted all and
19:27 every possible method to save the house
19:30 it's a big big decision once the house
19:33 is gone it's
19:35 gone the park I think would look really
19:39 empty and meaningless without it it's a
19:42 vital part of the park please consider
19:45 all options of saving the Anderson house
19:48 help keep isqua
19:49 historic not just its catalogs of photos
19:53 but by helping save and restore our
19:55 precious old farmh houses worthy of
19:59 saving easily restored and accessible
20:02 for future generations to see firsthand
20:05 what is a qua was like over a 100 years
20:08 ago thanks for your
20:10 time uh thank you uh is there anyone
20:13 else signed up to speak is there anyone

20:39 reports so beginning with council member

20:48 Shore will meet uh January 14th at 5:00
20:51 pm here in council chambers we have two
20:53 items on the agenda that night the first
20:55 is agenda Bill 6705 and this relates
20:58 relates to i502 which is the
21:00 recreational marijuana and the agender
21:02 bill is coming back to land and Shore
21:04 after discussion at the August 13th
21:06 meeting um where the council decided to
21:10 the committee I think ultimately the
21:11 council decided to table the discussion
21:13 until January when the state had
21:14 finalized regulations under the liquor
21:17 control board and the current moratorium
21:20 um expires March 3rd so an action by the
21:24 council needs to take place um in
21:26 February so this is a time for the
21:29 public to get involved and have um a
21:31 dialogue with the council about the
21:33 kinds of um things they want us to know
21:36 as we determine what the regulations
21:37 should be we also have on our agenda
21:40 that night agenda Bill
21:42 6766 and that is about a sale of surplus
21:45 land in isqua Highlands um and that is
21:48 about a narrow strip of property called
21:50 tract QE we will learn more about that
21:52 at the committee that's my report thank
21:54 you uh thank you uh council member Mars
21:58 no report council member uh share thank
22:01 you mayor good evening to members of the
22:03 viewing public and happy New Year the
22:04 council infrastructure committee will
22:06 meet tomorrow night at 5:30 p.m. in the
22:09 Pickering room of City Hall Northwest
22:11 which is now conveniently located on the
22:12 second floor of that building um I would
22:15 tell you the exact agenda but my
22:18 beautiful new Council issued computer
22:20 made by our friends in Redmond has
22:22 ceased functioning on its first day of
22:24 of work uh so I'm going to do this for
22:26 memory but I believe we have an agenda
22:28 Bill related to the Americans with
22:30 Disabilities Act uh and a I'm sorry it's
22:33 a presentation uh an informational topic
22:36 related to Ada uh that'll probably be
22:38 about a half hour we do have an agenda
22:40 bill um you can look on the website for
22:42 more information about what that
22:44 particular Bill uh deals with and we'll
22:46 also have some Transportation project
22:48 updates from Public Works engineering
22:50 staff uh the E side Transportation
22:52 partnership will also be meeting this
22:53 Friday and I'll I'll have an update for
22:55 the council at our next uh council
22:57 meeting on the 21st that concludes my
22:59 reports thank you uh council member
23:02 Barber thank you mayor Butler um
23:04 services and safety will be meeting
23:06 tomorrow at 5:00 P PM in the eagle room
23:09 uh there's only three items coming
23:11 before us the first one is agenda Bill
23:14 6767 which is an interlocal agreement
23:16 with snami and North Bren and this is in
23:19 regards to our Public Safety answering
23:21 point and also the records management
23:24 system the next one will be 6768 it's a
23:28 2014 Arts grants and then the third one
23:31 is an update um from deputy chief Tron
23:34 on the rised efr Ila so and that's 5:00
23:40 tomorrow council member witer sign thank

23:44 report thank you uh moving now to the
23:47 mayor's report there will be an
23:50 executive session meeting held this
23:52 evening to discuss pending and potential
23:54 litigations under the provisions of RCW
24:01 60.6 per2 per a the items are expected
24:06 to take a total of about 50 minutes
24:09 action anticipated in Open session is uh
24:13 uh following the executive session uh is
24:16 uh most
24:18 likely we are inviting all community
24:21 members to a celebration to honor Ava
24:24 finger's dedication and service and as
24:28 the city's longest serving mayor the
24:31 free celebration will be from 5: to 8:00
24:34 p.m. this Thursday January the 9th uh at
24:38 the Hilton Garden in throughout the
24:41 evening attendees can sample ordes and
24:44 share stories we hope to see you
24:48 there our community is in the midst of
24:51 exciting changes and you can help shape
24:54 our future as a member of the is city
24:58 council we're seeking qualified
25:00 candidates to fill a vacant position on
25:04 the council it's a chance to get
25:06 involved in the most important issues
25:09 facing isqua for more information and to
25:12 apply please visit our website at isqua

25:20 wa.gov uh there's uh also a very
25:23 interesting uh video at that website uh
25:27 that shows uh uh the council in action
25:31 to stimulate uh your interest in
25:35 applying in addition we're currently
25:38 conducting our annual recruitment to
25:41 open board and commission seats advisory
25:45 boards are involved in everything from
25:47 the Arts to planning policies
25:50 applications will be accepted through
25:52 the month of January interviews will
25:55 follow in the February March Time time
25:57 frame with appointments in April terms
26:01 begin in May for more information
26:04 contact the city's clerk's office or
26:07 again the city's website at isqua
26:12 wa.gov and that concludes uh the mayor's
26:15 report for this evening uh moving now to
26:20 the consent calendar uh have the uh
26:24 payables and payroll uh been reviewed
26:27 they have they have and uh what is the
26:31 council's pleasure on the consent
26:34 calendar council member winterstein I
26:36 move that we adopt the consent calendar
26:39 as presented second it's been moved and
26:41 seconded uh is there uh any uh any
26:46 discussion seeing none then all those in
26:49 favor of approving the consent calendar
26:52 as submitted uh please signify by saying
26:55 I I those opposed uh that motion carries
27:01 unanimously uh moving to regular
27:03 business there are no items under
27:06 regular business for this evening uh
27:10 next uh for the good of the order any
27:13 council members present that have a
27:16 report under good of the order council
27:18 member
27:20 Marts thank you Mr Mayor uh the Suburban
27:25 cities Association sound cities
27:28 Association uh public interest group uh
27:31 will be meeting on uh Wednesday January
27:34 8th and we will be we have an item not
27:36 for a final decision but for
27:39 consideration for Action the following
27:41 month and I thought I would mention it
27:43 to the council to see if there was any
27:44 initial thoughts towards it and it reads
27:47 to um a potential future action to bring
27:50 the following policy position back for
27:52 adoption at the next pick meeting in
27:54 order to address the critical
27:55 Transportation needs facing King County
27:57 in cities throughout the county the
27:59 sound cities Association supports the
28:00 formation of a countywide transportation
28:03 benefits District TBD with 60% of the
28:06 funds going to Metro for Transit funding
28:08 and 40% being distributed to the county
28:10 and cities based on population for other
28:12 Transportation needs including local
28:15 roads sidewalks bike paths additional
28:17 Transit and other Transportation
28:19 purposes as determined by the particular
28:21 needs of the local jurisdiction in order
28:23 to ensure that dollars can be used as
28:25 effectively and efficiently as possible
28:27 to address the pressing Transportation
28:29 needs of each individual jurisdiction
28:31 and to avoid the creation of additional
28:32 burdensome bureaucracies the funding
28:35 raised should should be provided to
28:37 local jurisdictions through a direct
28:39 distribution and so the question would
28:41 be are there any thoughts on this or any
28:44 potential uh modifications to the
28:46 wording of that that uh we might want to
28:49 see uh as P moves forward with this
28:53 issue uh council member winterstein
28:55 followed by uh council member M share
28:58 thank you so do we know so a
29:01 transportation benefit District or TBD
29:03 um if they did one countywide it's the
29:05 way you read that I interpret it to mean
29:08 that it would apply to us inside it
29:12 would cover our citizens as well so we
29:15 citizens of isqua we be cover does so
29:17 that's interesting does that preclude
29:19 the city of isqua from creating its own
29:21 within that can you have a district
29:23 within a district and not that I'm
29:26 saying we want to do that just want to
29:27 know what kind of where would that leave
29:29 us that would be a good question that I
29:31 would ask and bring back to the
29:35 council do that do you to
29:42 know all right thank
29:51 you council member sherff thank you
29:53 mayor uh I have a question about the uh
29:56 the proposed action would this be a
29:59 property tax or sales tax TBD
30:05 mhm I'm sorry because this is a new item
30:08 coming uh this is it's going to get its
30:10 first reading at this meeting I don't
30:12 have the answer of the and and I raised
30:14 the question because there there is
30:16 obviously a very significant difference
30:18 in the taxing structure as well as the
30:20 impact on the public when we consider uh
30:24 where the burdens of a TBD would
30:25 squarely lie if it or to be a countywide
30:28 sales tax versus a property tax and so
30:31 uh I believe state law allows for both
30:33 types of taxing districts uh and the the
30:37 boundaries wouldn't make a difference in
30:38 this situation because it would be
30:39 countywide the the other comment I would
30:41 make is you know things are still in
30:43 flux in Olympia and um it might be
30:47 premature to consider a TBD as a funding
30:50 option until uh the transportation
30:54 issues which are being debated in the
30:55 legislature have reached some conclusion
30:58 because if there is a way to provide
31:01 funding uh whether that be a local
31:03 option or uh other considerations in
31:05 Olympia um then that may preclude the
31:07 need for uh raising taxes on a
31:09 countywide basis so before I would want
31:12 to see SCA adopt a policy position on
31:15 behalf of the uh the the representative
31:18 cities of SCA um it would be I think it
31:21 would behoove the organization to wait
31:23 until things are a little more settled
31:25 Olympia that's I think the the language
31:28 on this is partially I think uh I think
31:31 there's a feeling that uh uh Olympia
31:34 might appreciate some points of view
31:36 from some of the other stakeholders in
31:38 the area so I there's a sense that they
31:40 have they've been struggling with some
31:42 of these issues and that this would uh
31:45 would uh be helpful uh it would be a
31:47 sales tax I checked it not a property
31:50 tax other questions or
31:53 comments council member winterstein
31:55 thank you so a benefit District can be
31:59 created
32:01 by one of two ways is it correct can the
32:06 um controlling Authority create one like
32:08 we could in the council or it can be a
32:10 vote of the citizens is there is there
32:13 an indication in there which method they
32:17 pervert I don't know okay
32:20 well so my my initial reaction is I'm
32:22 not comfortable with this idea this uh I
32:25 think it limits our options not that we
32:27 are currently planning anything but also
32:29 um uh the idea of it if it were to go
32:32 forward boy I would expect a vote of the
32:34 people uh I'm sorry I do have additional
32:37 information it does look it's um it for
32:40 the county to form a TBD and to enact it
32:42 requires voter approval okay all right
32:45 okay so it sounds like there are a
32:47 number of questions that have been
32:48 raised there's uh a thirst for
32:51 information uh and so uh that can be
32:55 shared electronically uh so that we can
32:58 become a little bit more knowledgeable
33:01 about what what's being proposed and
33:04 since it's uh will be discussed uh on
33:07 January the 8th at the public uh uh uh
33:11 uh information committee uh uh you will
33:15 probably have additional information and
33:17 some insights of what some of the
33:19 concerns are and we can uh take that up
33:22 uh uh at at our next meeting yes I I I
33:26 will uh I look forward to getting that
33:27 information and of course action
33:29 wouldn't uh full action wouldn't be
33:31 taken until February so we have some
