fringer uh whose long-term Service as our mayor has uh set uh an outstanding example that uh I uh I hope to emulate uh I'm somewhat sad to leave the uh the council after uh 14 years uh but excited about this new opportunity and I have enjoyed working with most of the past and certainly all of the present council members uh during my tenure on the council itself I would like uh uh to thank you uh uh for the opportunity to serve with you and uh I uh pledge uh to continue the good relations that uh uh we have established uh between uh the administration and the council you serve a very vital uh uh role in our city I especially want to acknowledge our outstanding City employees uh those employees who run the city and uh keep our city safe I look forward to working uh with you uh uh and uh now to agenda Bill 6753 election of council president and Deputy council president pursuant to council resolution 89-1 the election of council president and Deputy council president is to take place at the first regular meeting of the calendar year the proper procedure for election of each position is as follows the chair which is the mayor calls for nominations for council president when all nominations have been made a motion to close nominations is in order the chair then calls for a vote on the motion to close nominations and then council members cast vote votes for nominees by a show of hands and I might add nominees are permitted and encouraged to vote the nominee receiving the majority vote is declared the new council president once that action is completed then we will move to the uh uh election of the Deputy council president so with that uh is uh uh uh the nominations are open right now for council president council member Marts uh it's my honor and privilege to nominate anyone signed up to speak evening I have one Mary Moore marry Moore uh uh welcome Congratulations by the way um my name is Mary Moore I reside at 7804 Ron isqua Road Southeast isqua um I am a long um I'm native to isqua resident and also um have a business here in town I'll try to make this brief um this is in um response to recent uh news that there might be a possibility of um the Anderson house at the Confluence Park possibly being demolished um and I'm just going to read what I have here as a member of the King County advisory Council for historic preservation I am here tonight to ask questions and make comments in reference to the park I was born here in isqua and I'm excited to see The Rebirth of downtown and I'm just as excited to see the new Confluence Park and its master plan isqua has so much history and the isqua Historical Society does a fantastic job at providing our community with access to our past I feel we as a town can do more though we have many historic structures that need to be landmarked and preserved for future Generations as you drive into isqua you see a sign that says welcome to Historic isqua and there should actually be historic buildings and houses that are still standing later down the road hence the need for landmarking through the King County historic preservation program and that brings me here today to a couple questions that I have about the park and the two farmhouses that are there the E house which is is the northern Farmhouse and the Anderson house which is the southern one the Anderson house is currently in status of being under um pending demolition a permit was issued in December I feel that here in historic isqua this is a terrible waste and my question is and my questions are what is the reasoning for the demolition has the house been reviewed and inspected by a real preser aist an expert in the field someone who really understands historic Rehabilitation was this consultant qualified there was a suggestion of moving the house there was a price of 160,000 to move the house 50 ft um I feel this cost is way too high the Jacob and Emma reared house in samamish a King County Landmark was moved for just over $30,000 and was moved 3/4 of a mile what are the credentials of the moving company that gave this bid have they ever moved historic structures it's not hard it's not too expensive you just need to solicit figures from folks that are familiar with historic preservation and finally there needs to be a really good and Justified re reason to demolish 120y old house has the city exhausted all and every possible method to save the house it's a big big decision once the house is gone it's gone the park I think would look really empty and meaningless without it it's a vital part of the park please consider all options of saving the Anderson house help keep isqua historic not just its catalogs of photos but by helping save and restore our precious old farmh houses worthy of saving easily restored and accessible for future generations to see firsthand what is a qua was like over a 100 years ago thanks for your time uh thank you uh is there anyone else signed up to speak is there Landon Shore will meet uh January 14th at 5:00 pm here in council chambers we have two items on the agenda that night the first is agenda Bill 6705 and this relates relates to i502 which is the recreational marijuana and the agender bill is coming back to land and Shore after discussion at the August 13th meeting um where the council decided to the committee I think ultimately the council decided to table the discussion until January when the state had finalized regulations under the liquor control board and the current moratorium um expires March 3rd so an action by the council needs to take place um in February so this is a time for the public to get involved and have um a dialogue with the council about the kinds of um things they want us to know as we determine what the regulations should be we also have on our agenda that night agenda Bill 6766 and that is about a sale of surplus land in isqua Highlands um and that is about a narrow strip of property called tract QE we will learn more about that at the committee that's my report thank you uh thank you uh council member Mars no report council member uh share thank you mayor good evening to members of the viewing public and happy New Year the council infrastructure committee will meet tomorrow night at 5:30 p.m. in the Pickering room of City Hall Northwest which is now conveniently located on the second floor of that building um I would tell you the exact agenda but my beautiful new Council issued computer made by our friends in Redmond has ceased functioning on its first day of of work uh so I'm going to do this for memory but I believe we have an agenda Bill related to the Americans with Disabilities Act uh and a I'm sorry it's a presentation uh an informational topic related to Ada uh that'll probably be about a half hour we do have an agenda bill um you can look on the website for more information about what that particular Bill uh deals with and we'll also have some Transportation project updates from Public Works engineering staff uh the E side Transportation partnership will also be meeting this Friday and I'll I'll have an update for the council at our next uh council meeting on the 21st that concludes my reports thank you uh council member Barber thank you mayor Butler um services and safety will be meeting tomorrow at 5:00 P PM in the eagle room uh there's only three items coming before us the first one is agenda Bill 6767 which is an interlocal agreement with snami and North Bren and this is in regards to our Public Safety answering point and also the records management system the next one will be 6768 it's a 2014 Arts grants and then the third one is an update um from deputy chief Tron on the rised efr Ila so and that's 5:00 pm tomorrow council member witer sign thank you no report thank you uh moving now to the mayor's report there will be an executive session meeting held this evening to discuss pending and potential litigations under the provisions of RCW 5. 60.6 per2 per a the items are expected to take a total of about 50 minutes action anticipated in Open session is uh uh following the executive session uh is uh most likely we are inviting all community members to a celebration to honor Ava finger's dedication and service and as the city's longest serving mayor the free celebration will be from 5: to 8:00 p.m. this Thursday January the 9th uh at the Hilton Garden in throughout the evening attendees can sample ordes and share stories we hope to see you there our community is in the midst of exciting changes and you can help shape our future as a member of the is city council we're seeking qualified candidates to fill a vacant position on the council it's a chance to get involved in the most important issues facing isqua for more information and to apply please visit our website at isqua that's isqua wa.gov uh there's uh also a very interesting uh video at that website uh that shows uh uh the council in action to stimulate uh your interest in applying in addition we're currently conducting our annual recruitment to open board and commission seats advisory boards are involved in everything from the Arts to planning policies applications will be accepted through the month of January interviews will follow in the February March Time time frame with appointments in April terms begin in May for more information contact the city's clerk's office or again the city's website at isqua wa.gov and that concludes uh the mayor's report for this evening uh moving now to the consent calendar uh have the uh payables and payroll uh been reviewed they have they have and uh what is the council's pleasure on the consent calendar council member winterstein I move that we adopt the consent calendar as presented second it's been moved and seconded uh is there uh any uh any discussion seeing none then all those in favor of approving the consent calendar as submitted uh please signify by saying I I those opposed uh that motion carries unanimously uh moving to regular business there are no items under regular business for this evening uh next uh for the good of the order any council members present that have a report under good of the order council member Marts thank you Mr Mayor uh the Suburban cities Association sound cities Association uh public interest group uh will be meeting on uh Wednesday January 8th and we will be we have an item not for a final decision but for consideration for Action the following month and I thought I would mention it to the council to see if there was any initial thoughts towards it and it reads to um a potential future action to bring the following policy position back for adoption at the next pick meeting in order to address the critical Transportation needs facing King County in cities throughout the county the sound cities Association supports the formation of a countywide transportation benefits District TBD with 60% of the funds going to Metro for Transit funding and 40% being distributed to the county and cities based on population for other Transportation needs including local roads sidewalks bike paths additional Transit and other Transportation purposes as determined by the particular needs of the local jurisdiction in order to ensure that dollars can be used as effectively and efficiently as possible to address the pressing Transportation needs of each individual jurisdiction and to avoid the creation of additional burdensome bureaucracies the funding raised should should be provided to local jurisdictions through a direct distribution and so the question would be are there any thoughts on this or any potential uh modifications to the wording of that that uh we might want to see uh as P moves forward with this issue uh council member winterstein followed by uh council member M share thank you so do we know so a transportation benefit District or TBD um if they did one countywide it's the way you read that I interpret it to mean that it would apply to us inside it would cover our citizens as well so we citizens of isqua we be cover does so that's interesting does that preclude the city of isqua from creating its own within that can you have a district within a district and not that I'm saying we want to do that just want to know what kind of where would that leave us that would be a good question that I would ask and bring back to the council do that do you to know all right thank you council member sherff thank you mayor uh I have a question about the uh the proposed action would this be a property tax or sales tax TBD mhm I'm sorry because this is a new item coming uh this is it's going to get its first reading at this meeting I don't have the answer of the and and I raised the question because there there is obviously a very significant difference in the taxing structure as well as the impact on the public when we consider uh where the burdens of a TBD would squarely lie if it or to be a countywide sales tax versus a property tax and so uh I believe state law allows for both types of taxing districts uh and the the boundaries wouldn't make a difference in this situation because it would be countywide the the other comment I would make is you know things are still in flux in Olympia and um it might be premature to consider a TBD as a funding option until uh the transportation issues which are being debated in the legislature have reached some conclusion because if there is a way to provide funding uh whether that be a local option or uh other considerations in Olympia um then that may preclude the need for uh raising taxes on a countywide basis so before I would want to see SCA adopt a policy position on behalf of the uh the the representative cities of SCA um it would be I think it would behoove the organization to wait until things are a little more settled in Olympia that's I think the the language on this is partially I think uh I think there's a feeling that uh uh Olympia might appreciate some points of view from some of the other stakeholders in the area so I there's a sense that they have they've been struggling with some of these issues and that this would uh would uh be helpful uh it would be a sales tax I checked it not a property tax other questions or comments council member winterstein thank you so a benefit District can be created by one of two ways is it correct can the um controlling Authority create one like we could in the council or it can be a vote of the citizens is there is there an indication in there which method they pervert I don't know okay well so my my initial reaction is I'm not comfortable with this idea this uh I think it limits our options not that we are currently planning anything but also um uh the idea of it if it were to go forward boy I would expect a vote of the people uh I'm sorry I do have additional information it does look it's um it for the county to form a TBD and to enact it requires voter approval okay all right okay so it sounds like there are a number of questions that have been raised there's uh a thirst for information uh and so uh that can be shared electronically uh so that we can become a little bit more knowledgeable about what what's being proposed and since it's uh will be discussed uh on January the 8th at the public uh uh uh uh information committee uh uh you will probably have additional information and some insights of what some of the concerns are and we can uh take that up uh uh at at our next meeting yes I I I will uh I look forward to getting that information and of course action wouldn't uh full action wouldn't be taken until February so we have some time to review this great thanks for bringing that up uh anything else under good of the order uh seeing none then uh uh uh before we move into executive session I would like to clarify the uh uh the uh RCW for uh the executive session it's It should read 42.3 .10 pen uh one peren I and so with that uh we are adjourned into executive session action uh most likely will be taken following uh the executive session oh your computer didn't work we are uh moving out
