In compliance with the Washington Clean Air Act, Chap. 70A.15 RCW, local governments and major employers (as defined by RCW 70.A.15.4000) are required to develop and implement CTR plans to reduce air pollution, traffic congestion and fuel consumption by encouraging commuters to use sustainable modes of transportation, such as buses, carpools, vanpools bicycles, and walking, instead of single occupancy vehicles. Each local government with impacted major employers must prove through it's CTR program implementation, how it is supporting the major employers in implementation and reporting of annual efforts to the State.

1:36 to speak rachel is an entrepreneur in
1:39 creative industries who serves on the
1:41 city's creative area district advisory
1:44 board and arts commission
1:46 rachel will be introducing special guest
1:49 donna barba aguero and welcome refill
1:53 thank you very much
1:55 so tonight i'd also like to welcome
1:57 donna donna is a distinguished author of
2:00 middle grade and picture books that
2:01 weave together history folklore sci-fi
2:05 and her own life experience she's also
2:07 an optometrist
2:08 the american library association just
2:11 awarded donna with the newberry medal
2:13 her third book the last quintisa is
2:15 honored as this year's most
2:17 distinguished contribution to american
2:19 literature for children
2:22 2022 marks the 100th anniversary of the
2:24 newbery and with this honor her work
2:27 joins the ranks of classics like a
2:29 wrinkle in time and beverly cleary's
2:31 dear mr henshaw
2:33 donna also achieved top ranks with the
2:35 american library associate association
2:37 in 2020
2:38 her book lupe wong won't dance was
2:41 included on their best books for useless
2:43 while she also earned pacific northwest
2:45 booksellers award and the sid
2:47 fleischmann award for children's humor
2:50 congratulations donna from the issaquah
2:52 arts commission we're very happy you've
2:53 made esco your home and mayor paulie i

3:19 in person i'm not even sure if you can
3:21 see it but i will read it for you and
3:22 we'll make sure to get it your way

3:48 auspicious date 22 22 to to add to the
3:52 certificate that was kind of fun but i
3:54 also wanted to share with you a story um
3:57 my children grew up in washington state
3:59 and grew up in our school system and the
4:01 most exciting day
4:03 that they had was the day that the
4:05 scholastic news came out at school and
4:08 they got to go through and they got to
4:10 circle everything they wanted and they
4:12 would come home and there would be so
4:14 many books selected
4:16 under goosebumps
4:18 and captain underpants and they knew
4:20 they were gonna ask me for like six to
4:22 nine books and they were gonna get one
4:24 book
4:25 plus
4:26 any book that they pick
4:29 that had an honor award to it so they
4:31 knew that if there was a newbery award
4:33 or i think it was a
4:35 caldecott award they could get a second
4:37 book and so we filled the library with
4:40 goosebumps captain underpants and all
4:41 these other amazing great novels so i
4:44 did go uh this weekend online to buy
4:47 your book but did not get the one with
4:50 the metal so i had to put my own little
4:52 gold sticker on it so that i could put
4:53 this in my brand new grandson's library
4:57 so that he can read it and he'll learn
4:58 that oma will buy him anything on that
5:01 booklet that's got that golden circle
5:04 just to tell you how excited we are that
5:07 an author
5:08 in our community would be awarded such a
5:10 high honor and then i wanted to offer
5:12 you an opportunity to say a few words to
5:14 counsel and for council to say a few
5:15 words to you
5:17 so donna
5:18 well first i want to thank you so much i
5:21 love my community and i want to say also
5:24 that the teachers and librarians in the
5:26 issaquah school district are phenomenal
5:29 they have
5:30 created readers out of my children and
5:32 they've been really supportive of of me
5:34 and other local writers
5:36 we have so much um
5:39 information and
5:41 book fodder when we're writing with our
5:43 own communities and issaquah has
5:45 provided that for me
5:46 my first book lupe wong won't dance is
5:49 set in issaquah and um
5:52 it's one of those books that
5:55 i brought home the funny stories that my
5:57 kids would bring home from school and
6:00 the you know the friendships and those
6:02 things that i wanted to show but also
6:04 about my community and lupe's um it's
6:06 it's a made-up school but her her school
6:08 the the mascot is sami sockeye and i
6:11 just i there's so much about my
6:13 community that i love and it gives me
6:15 great writing material but i also i just
6:17 want to thank the local teachers and
6:19 librarians who have been so supportive
6:22 and have been wonderful for my children
6:25 and their friends in creating readers
6:27 and writers
6:29 oh donna that is amazing thank you so

6:39 donna i i just wanted you to know that i
6:41 was blown away when i saw the news about
6:43 you receiving the newbery award
6:46 undoubtedly the most predicted
6:47 prestigious award for children and young
6:50 adult literature in the united states if
6:52 not the world so congratulations
6:55 issaquah is so proud of you
6:57 i started my professional life as a
6:59 teacher of middle school students a long
7:02 long time ago
7:03 way back in the day when we thought
7:05 middle schoolers couldn't handle hard or
7:07 sensitive issues and as a teacher i
7:10 quickly learned that middle schoolers
7:12 are eager and able to understand complex
7:15 world issues as well as sensitive
7:17 personal topics as well as
7:19 many other in-depth topics
7:23 but they didn't have the books and the
7:24 characters back then to help them
7:26 especially books that reflected the
7:28 reality of their culture language race
7:30 or gender so i just want to thank you so
7:33 much for speaking so clearly to an
7:35 audience of young people and i am
7:37 looking forward to reading your book as
7:39 soon as i possibly can so thank you so
7:41 much
7:42 and congratulations again thank you very
7:44 much

7:51 you're aware we're so awfully proud of
7:53 what you've done and accomplished and

9:32 um first my congratulations to donna as
9:35 well because we have so much talent in
9:38 this community we don't even know about
9:40 and that's just a perfect example of
9:42 that
9:44 so anyway good evening my name is ken
9:46 koenigsmark i live at 5713 285th avenue
9:50 southeast in issaquah
9:52 and i'm here representing our savior
9:54 lutheran church tonight in regards to
9:56 the rezone request that's on the agenda
9:58 before you tonight
10:01 i'm going to start out just saying we
10:03 seek to do something really good
10:05 that will benefit the larger issaquah
10:07 community
10:08 and assist the city
10:10 in meeting some of its highest
10:12 priorities for human services
10:15 and comp plan goals
10:17 we wish to use our four acre property
10:20 in partnership with the issaquah food
10:22 and clothing bank
10:24 to enable multiple uses on our site
10:28 while providing much needed
10:30 and expanded public benefits
10:33 in helping those who need assistance in
10:35 issaquah
10:36 our church owns two parcels on front
10:39 street
10:40 one is already zoned mfh and the other
10:43 is zoned sfsl
10:46 like many churches we've experienced a
10:49 downturn in membership and contributions
10:52 and we must find new purpose and
10:54 partnerships if we are to continue
10:58 we intentionally sought out to partner
11:00 with the issaquah food bank
11:02 to create a win-win-win for both of our
11:06 organizations but also for the larger
11:08 community
11:11 our church's mission calls us to use our
11:14 resources beneficially to help those in
11:17 need and we can find no better partner
11:20 to work with to do that than the food
11:22 bank
11:23 it cannot meet the current demand at its
11:26 existing facility
11:28 this partnership is not a pie in the sky
11:31 dream
11:32 rather it's very far along
11:35 we've made great progress in creating
11:37 draft terms for an agreement
11:40 and a conceptual site plan for how to
11:42 relocate the food bank to our property
11:46 we hope to reach a finalized agreement
11:48 on this partnership within just the next
11:51 two to four months so this is moving
11:53 quickly
11:55 you're seeking a rezone to directly
11:57 support the food bank's immediate need
11:59 to relocate to our site
12:02 spam capacity
12:04 to create opportunity for offering
12:06 broader social services
12:09 and to potentially offer affordable
12:11 housing opportunities in the future
12:16 as we all know
12:17 there have been significant changes
12:19 since the last comp plan update
12:22 that includes skyrocketing housing costs
12:25 fewer options for those needing
12:26 affordable housing
12:28 rising inflation and food costs and thus
12:32 greatly increased demands for food bank
12:34 support
12:36 these drastic societal changes
12:38 provide a solid reason to include our
12:41 rezone request in the docket this year
12:44 the limitation under the sfl's
12:47 sfsl zoning of concern
12:50 is the 30 foot building height limit
12:53 and when you consider a truck loading
12:56 dock with the sliding doors and such
12:58 we're not sure yet if 30 feet will
13:01 suffice that is the main driver for this
13:03 immediate need
13:06 further
13:07 our rezone application is unique
13:09 compared to other rezone requests in
13:12 that it's requested by two non-profits
13:16 who are providing public services
13:18 you have no profit making development
13:21 intentions
13:23 and would provide greatly needed public
13:25 benefits that directly support the
13:27 city's comp plan and human services
13:29 strategic plan
13:31 this truly is a
13:32 win-win-win for all of us
13:35 thus we request your support tonight to
13:38 include our re-zone request in the 2022
13:41 docket thank you

13:44 i also realized there was a few
13:46 additional questions that i'd like to
13:47 read that i skipped and just so ken
13:50 knows he he followed them completely but
13:52 for the rest of our speakers tonight
13:55 make sure to direct your comments to the
13:56 whole council and not individuals and
13:58 while this is not a question and answer

15:12 2433
15:14 222nd avenue northeast in some amish
15:17 i am the chair of the issaquah food and
15:19 clothing bank
15:21 uh so that's my relationship to the
15:23 community uh first i'd like to thank uh
15:25 city council members and the community
15:27 of issaquah for the support that you've
15:28 given to the food bank it has been uh
15:31 substantial and meaningful and we
15:32 greatly appreciate
15:34 that um and then also one of the hats
15:37 that i wear is as a planning
15:38 commissioner for the city of sammamish
15:41 and so i'd like to thank the community
15:43 planning development department for the
15:44 work that they do and i'll mention that
15:46 i have a sense of the challenge that it
15:48 takes
15:49 to weigh the workload that's coming up
15:52 and balancing that with the needs of the
15:53 community
15:54 so the requests that we're making to
15:56 reconsider
15:58 uh the zoning request and docketing it
16:00 for this coming year uh i i frankly
16:02 don't take that very lightly it is it is
16:04 uh be very helpful if this can pass
16:08 first i'd like to provide a very brief
16:10 background about the fooding
16:12 food and clothing bank and its woeful
16:15 space needs
16:17 we're currently spread across three
16:19 sites and home offices this increases
16:22 operational costs causes multiple
16:24 handling of our inventory and decreases
16:26 the effectiveness of our staff we've
16:28 been actively searching for another site
16:31 for at least three years really probably
16:33 longer than that if we consider some you
16:36 know kind of looking around briefly
16:38 prior
16:39 the earth savior lutheran church site is
16:42 without a doubt the most promising
16:44 opportunity that we've seen from both
16:46 the location and the possibility for
16:48 community partnership with our savior's
16:50 congregation
16:52 the concept that kenan mentioned that
16:54 we've drafted for the food bank is to
16:57 have the food bank located on the north
16:58 side of the existing building uh the
17:01 north entrance is envisioned to be for
17:02 the food bank in the south for the
17:05 church
17:06 the concept is not fully refined by an
17:08 architect so like ken mentioned about
17:11 height requirements
17:12 we're not fully sure whether we'd be
17:14 able to meet the current
17:16 sfsl zoning limits we may be able to do
17:19 that
17:20 but having said that really the more
17:22 important reason for requesting the
17:24 change to an mfm or mfh zone
17:28 is the potential that the site offers
17:30 for additional services and in
17:33 particular for workforce or more
17:35 affordable housing
17:36 which we all know is such a great need
17:39 in our area and especially in issaquah
17:41 based on the concept that we've drafted
17:43 so far and again it's a concept things
17:46 could change but
17:48 we've put some effort into that the best
17:50 location for housing would actually be
17:52 above the food bank
17:55 and
17:57 that
17:58 construction as you might imagine would
18:00 require uh adding additional foundation
18:04 to the current
18:05 ideas we have for where the food bank
18:07 would be located so you know stronger
18:09 foundation so forth adds to the upfront
18:12 cost so to make that possibility work
18:15 we will require other partners or
18:17 funding sources it is beyond the current
18:20 mission and scope of the food bank
18:22 itself
18:23 in order to pull other partners in
18:26 they would need to have some sense some
18:28 certainty that the zoning would enable
18:31 that housing so in other words for us to
18:33 make this work for the long term
18:35 we need consideration in terms of the
18:37 zoning here in the near future
18:40 so that's the the crux of it right there
18:42 i hope uh that you'll reconsider the
18:45 docketing of the uh the zoning request
18:48 uh and that would in my comments
18:50 thank you mike

19:16 um hi uh connie fletcher

19:22 i'm a resident of issaquah my address is
19:25 321 northwest uh dogwood street i'm i'm
19:28 also a member of our savior lutheran
19:30 church and on their on their church
19:31 council
19:32 um and i have been a volunteer for the
19:35 food bank um among other
19:38 organizations in issaquah for many many
19:40 years
19:41 and i'm asking for your consideration of
19:44 the zoning change as others are for the
19:46 church property to allow for the
19:48 sighting of a new issaquah food and
19:50 clothing bank
19:52 our church has been a partner with the
19:54 food and clothing bank for 50 50 years
19:57 the entire duration of its um
19:59 institution
20:00 since then we've house we've hosted
20:02 countless food and clothing drives
20:04 including those for the entire community
20:06 and we provided the fellowship hall as a
20:08 site for the lunch for the break program
20:11 uh when it expanded from one elementary
20:13 school to the entire school district so
20:16 we've been very very involved with the
20:18 food bank over many years and with many
20:20 many projects going on
20:22 our church believes that our christian
20:24 mission is to feed the hungry
20:26 hold the naked and care for the needy
20:29 this project means a furthering of this
20:32 mission-driven work
20:33 by using our resources which are our
20:35 building and our grounds as well as
20:38 providing expanded opportunities of
20:40 service for our community
20:42 and our members
20:44 the city of issaquah many years ago
20:46 attempted to site a human services
20:48 campus that would provide our neighbors
20:51 with the resources they need in one
20:52 location
20:54 i was involved in this this effort and
20:56 we never found a location that was
20:57 affordable or accessible
21:00 this project that we're considering now
21:02 provides our community with the facility
21:05 to make that accomplishment uh happen
21:08 many of our see our savior volunteers uh
21:11 volunteer for both the issaquah food and
21:13 clothing bank and also for the community
21:15 meals program
21:16 we see the faces of our neighbors in
21:18 need on a regular basis
21:20 the current covid crisis has it made it
21:22 very clear to us to staff volunteers and
21:25 clients that the current food bank
21:27 facility is seriously inadequate
21:30 the service delivery model had to change
21:32 drastically this year in the last two
21:34 years
21:36 and it was more made more complicated by
21:38 the fact that that this the facilities
21:40 for food bank that uh that stored the
21:43 food were spread all over the community
21:46 uh it's very very clear that that
21:48 something has to happen because it's
21:50 just not adequate to meet the needs of
21:51 our community and the people in need
21:54 um to boot the clothing bank had to
21:56 completely drop all drop their services
21:59 all together and this has been a hard
22:00 winter as you know it's been
22:02 extraordinarily cold and we had no
22:05 provision for providing for
22:07 coats or boots or anything else for them
22:10 our community really needs a new food
22:12 and clothing bank right now
22:15 last thursday night i served the
22:17 community meal
22:19 a woman who has been a regular since the
22:21 covet crisis hit
22:24 and who has always appeared to be
22:25 embarrassed by accepting our help
22:28 thanked each one of our servers
22:30 and expressed how important this food is
22:33 to her and her son
22:35 she said food at the grocery stores is
22:37 so expensive now i just can't afford it
22:40 this food makes all the difference
22:42 the food bank and the meals program are
22:45 important to this community and not just
22:47 for the homeless but for a significant
22:50 portion of our families who struggle on
22:52 a regular basis with food insecurity
22:54 we can do better and we should do better
22:57 please approve this rezone so we can
22:59 proceed with planning for this important
23:01 project thank you very much

23:06 clarification before we go to any more
23:08 speakers the
23:10 we've had three speakers so far talking

24:05 evening i have three very difficult acts
24:08 to follow um so i much appreciate that
24:12 i hope the council members received the
24:14 letter that i transmitted this morning
24:16 and i hope they found it helpful
24:18 the church's requested rezone and
24:20 redesignation
24:22 would ensure that the food bank can
24:23 relocate
24:24 that it can expand
24:26 and that it can best accommodate the
24:28 needs of families and working people
24:31 who are facing food insecurity
24:33 in the issaquah community
24:35 the church and the food bank eagerly
24:38 want to deploy their resources to get
24:40 this job done
24:42 tonight
24:43 they ask the council to support these
24:45 goals by allowing this application to be
24:48 reviewed in
24:50 2022
24:52 the partnership between the church and
24:54 the food bank is much more than the sum
24:56 of its parts
24:58 working together these non-profits will
25:00 deliver greater public benefit
25:03 as multiple uses sharing a single parcel
25:06 as the council members might recall
25:08 supporting multiple uses on a shared
25:10 site is a goal that the city emphasizes
25:13 often
25:15 if any council member needs further
25:17 information
25:18 we will remain on the call and be
25:20 available to answer any questions that
25:22 might arrive excuse me that might arise
25:24 during your legislative deliberation
25:26 if i understand the council's procedures
25:28 correctly i believe that council members
25:30 can call on us by using a quick motion
25:32 to suspend the rules
25:34 we would be happy to provide any support
25:36 that we can
25:39 we appreciate all the work that council
25:41 members and city staff do for the
25:42 community

26:23 the property owners of a parcel that's
26:26 known through our docket application as
26:28 the wildwood property
26:30 we've submitted that property for a
26:32 redesignation and rezone
26:34 from low density residential the
26:36 multi-family residential based off of
26:38 the characteristics of the property
26:40 as well as the adjacent development
26:42 patterns in zones approximate to the
26:45 site
26:46 it is also within walking distance of
26:48 multiple transit stops particularly
26:51 within a quarter mile of transit stops
26:52 along the king county metro route number
26:55 271
26:57 and it also butts numerous recreation
26:59 amenities and is within walking distance
27:02 uh to quite a few local businesses
27:06 we would appreciate council's
27:08 consideration of advancing this proposal
27:12 forward in the docket for further review
27:15 and evaluation
27:16 we understand that
27:18 one of the recommendations
27:20 on the table is to forward this
27:23 in the process to 2023
27:26 uh with potentially a decision at the
27:29 end of 2023 or early 2024.
27:32 um that
27:35 is an appropriate alternative however
27:38 we would respectfully request the
27:40 opportunity to move forward in this
27:41 year's process
27:43 uh so that the owners of the property
27:45 have the opportunity to truly evaluate
27:48 what is feasible for development of that
27:50 site
27:51 and there may not be an opportunity
27:53 missed because of a delay in being
27:56 allowed to be considered under the
27:59 docket process

29:01 of proposed zoning changes for these two
29:04 parcels so just a clarification again
29:06 getting added to the docket does not
29:08 mean reasons are approved it means they
29:11 are being considered and there is a lot
29:13 of work that would be done in between
29:15 council adding it to the docket and
29:16 council reviewing the results so thank

30:03 comedian regional reports and i will
30:05 call out each council member let's start
30:07 with council member joe

30:12 first uh cascade water alliance will
30:14 have the regular board meeting tomorrow
30:17 at 3 p 3 30 p.m
30:20 the uh meetings for the
30:24 chamber liaison have have started we had
30:26 our first meeting on friday the chamber
30:28 expressed some concern about the broad
30:30 language and the business license
30:32 ordinance that's currently in front of
30:34 the economic development commission or
30:35 was read to the economic development
30:36 commission recently they're also
30:38 concerned about the ordinance
30:40 asking workers to police the business
30:42 or small businesses
30:44 having to have a burden of policing and
30:47 reporting which may be in excess of what
30:49 they currently do
30:51 we updated the the chamber board on the
30:55 police chief search and we updated them
30:57 on some of the staffing additions that
30:59 are coming to the police department
31:02 finally i'm part of the i'm the chair of
31:04 the ltac and um
31:06 we had our first kind of um orientation
31:08 meeting with chamber ed kathy mcquarrie
31:12 there are three other meetings set this
31:13 week to
31:15 meet the other new members for the
31:17 committee that concludes my report thank

31:29 on tuesday february 15th i attended the
31:32 connect to community advisory group
31:35 the meeting was devoted to final
31:36 deliberations and selection of the
31:38 vendor for the community information
31:40 exchange project the advisory group did
31:43 select a vendor and contract
31:44 negotiations are moving forward
31:47 then on wednesday february 16th i
31:50 attended the regional transit committee
31:52 metro general manager terry white
31:54 announced that metro's march service
31:56 change will be delayed due to adverse
31:59 impacts of the omicron variant which
32:01 included significant staff and driver
32:04 shortages
32:05 metro currently has ample service
32:07 available to meet rider demand and will
32:10 assess the need for increases when
32:12 preparing for future service changes
32:14 white also addressed mitchell's response
32:16 to safety concerns which have escalated
32:19 over the past few months
32:20 metro has added transit police officers
32:23 to help patrol buses added security
32:26 officers at bus stops and transit
32:28 centers improved response times for
32:30 emergency assistance calls and added
32:33 behavioral health specialists to conduct
32:36 outreach to bus riders in need of help
32:38 in other business at the rtc puget sign
32:41 regional council presented their
32:43 regional transportation plan for
32:45 our comment and metro customer service
32:47 provided an overview of improvements to
32:50 the orca card system that will be
32:52 implemented in march
32:53 and that includes concludes my
32:56 report

33:05 conservation district advisory committee
33:07 met on february 8th
33:09 we developed and adopted our 2022 work
33:12 plan and of note um the sca sound cities
33:16 association caucus
33:18 added a few items to that work plan
33:21 including
33:22 strategy sessions for topics of interest
33:24 to jurisdictions and issaquah
33:28 me representing issaquah specifically
33:30 requested a strategy session on wildfire
33:32 wildfire preparedness which is a issue
33:35 of concern for our community um so that
33:38 is added to our work plan and i will
33:39 follow up with council once we have had
33:41 that strategy session
33:43 we also advocated for more information
33:46 about the financials and transparency of
33:48 the king conservation district
33:50 and our next meeting will be april 12th
33:54 that concludes our my report

34:02 the east side fire and rescue board of
34:04 directors met on
34:06 february 10th in a virtual meeting
34:09 deputy president hall councilmember
34:12 martz and i attended the meeting
34:14 there were a couple of points of
34:15 interest from the fire chiefs report
34:17 eastside fire and rescue has 20 new
34:19 recruits that joined the department in
34:21 mid-february
34:23 even with that they are still
34:24 short-handed as a result of covin
34:28 they are projecting that they will be up
34:29 to full staff by mid-summer
34:32 chief clark also reported that pfoss is
34:35 likely to fall under the control of the
34:37 model toxins control act or mtca
34:41 uh east iron fire and rescue continues
34:43 to seek grants that will no longer be
34:44 available if pfos becomes an mtca
34:48 substance
34:49 pilot testing is in progress at the east
34:51 side fire and rescue headquarters
34:53 on a remediation
34:54 where carbon is injected into the ground
34:56 and serves as a barrier to extract pfos
34:59 from groundwater
35:00 we're expecting initial results from
35:03 this
35:04 remediation in march
35:06 also on a positive note eastside fire
35:08 and rescue was successful in securing
35:10 over 900 thousand dollars in fema
35:12 reimbursement for
35:14 coven 19 related expenses
35:17 in regular business before the board the
35:19 board approved the wildfire prevention
35:21 program
35:22 the program will be funded in 2022 out
35:24 of an ending fund balance if the program
35:27 is continued beyond 2022 additional
35:29 funding will be need will need
35:32 to be included in the east side firing
35:35 rescue operating budget
35:37 eastside fire rescue is starting a
35:40 strategic planning process and the
35:42 process and the key dates were outlined
35:44 to the board
35:46 on another topic the king county growth
35:48 management
35:50 council will meet on march 2nd
35:52 2nd at 4 pm in a virtual meeting and at
35:56 this time the agenda has not been set
35:58 that concludes my report this evening

36:07 councilmember martz the puget sound
36:09 regional council growth management
36:11 policy board gmpb has its next meeting
36:14 on thursday march 3rd from 10 am until
36:17 noon
36:18 the agenda has not been released yet
36:21 we will have one rollover which is
36:24 review of black diamond's uh
36:28 request for conditional approval of
36:30 their comp plan
36:32 but i don't know what else will be on
36:33 the agenda the sound cities association
36:36 public issues committee met on wednesday
36:39 february 9th from 7 to 9 pm
36:41 um in terms of actionable items
36:44 there was a conversation about the
36:46 regional transportation plan
36:48 update which i'm going to
36:50 discuss a little further i sent material
36:52 out to council and we'll be discussing
36:55 and for good of the order this evening
36:56 and then there's a conversation about
36:58 the king county uh homeless count uh
37:01 this year and about how
37:03 they're going to be moving to sampling
37:06 rather than attempting to get an
37:07 absolute count i think there were a
37:09 number of questions
37:11 about how that's going to work and
37:12 making sure that uh it generates good
37:15 numbers that human services
37:17 organizations can use to
37:19 respond and plan programs around
37:22 and so uh pick is looking forward to
37:24 hearing back on those questions
37:26 uh my hope is at the next uh at the next
37:29 paid meeting

37:43 thank you i have two reports um first on
37:46 february 9th i attended the affordable
37:48 housing committee meeting
37:50 during that we approved the 2022 work
37:52 plan and then we also got into reviewing
37:55 the county-wide planning policies
37:57 the
37:58 growth management planning council has a
38:01 requirement that the affordable housing
38:03 committee which is kind of a sub um
38:05 committee of them strengthened the
38:07 housing
38:08 policies and so before the meeting the
38:10 sca caucus had a robust conversation
38:13 about the right balance between local
38:15 control and unified actions and so we
38:18 were able to convey that to the larger
38:19 committee this will be the major
38:21 um piece of work for the affordable
38:24 housing committee for the year so we got
38:26 it off to a strong start
38:28 and then on february 11th um the
38:31 issaquah leadership erisa city
38:34 leadership met with the school district
38:36 leadership
38:38 and so there were a few things from that
38:40 meeting that i just wanted to convey
38:41 first of all march 1st is the first date
38:44 for cougar mountain middle school
38:46 and so that's very exciting for our
38:49 community uh they said that dedication
38:51 ceremonies for both that and the other
38:53 new school will be coming
38:56 and then it's a little bit dated 11 days
38:59 ago but they had some covet updates um
39:02 the they said they were pretty much back
39:03 to pre-coveted attendance rates of 97
39:07 they have a bunch of new substitute
39:09 teachers and bus drivers
39:11 um and then they're going to be running
39:13 two more vaccine clinics with costco for
39:16 five to 11 year olds plus adult boosters
39:19 and at that point they were saying they
39:21 were looking ahead to the masking
39:23 changes
39:24 um and since then they have responded
39:27 and said that they will
39:29 go with what public health says but that
39:32 they will always allow
39:35 masks and they look at it as mask
39:37 optional not no masks
39:40 we discussed enrollment projections
39:43 which are slightly down due to larger
39:46 graduating classes lower elementary
39:49 school enrollment related covid and then
39:52 particularly a smaller incoming
39:54 kindergarten class
39:56 they updated us on school safety they
39:58 said they have one
39:59 [Music]
40:01 school resource officer left from
40:03 sammamish police department at skyline
40:06 but otherwise they've hired trained and
40:08 deployed four new school safety officers
40:11 which are their own staff
40:14 and they started with four of the six
40:16 middle schools plus they have some
40:20 school safety officers who float between
40:22 the schools they said concerns about
40:24 behavior
40:26 issues continue but they're also making
40:28 other efforts around injury vestibules
40:31 fencing and cameras and all other things
40:34 and then one of the big comments or
40:37 points of conversation was their
40:38 superintendent search
40:41 they said they're conducting focus
40:43 groups reaching out to stakeholders and
40:45 sending out surveys
40:47 and they expect that march 21st through
40:50 the 23rd their final two or three
40:53 candidates will be on site for
40:55 interviews and a public forum and they
40:57 are hoping to make a choice by april 1st
40:59 so lots of stuff going on with the
41:01 school district glad to meet with them
41:03 and continue that conversation that ends
41:05 my report

41:11 the mayor's report um
41:14 starting off there will be no executive
41:16 session this evening
41:18 a bit of information about board and
41:20 commission recruitment is continuing to
41:23 accept applications for all city boards

41:26 commissions cover a broad range of
41:28 topics arts economic development
41:31 environmental issues
41:33 growth and even international diplomacy
41:35 we value a variety of perspectives and
41:38 life experiences and encourage people of
41:40 all backgrounds to apply
41:42 members serve without compensation but
41:44 may be eligible to participate in the
41:46 city's stipend program please help us
41:48 spread the word about our various board
41:50 and commission opportunities and to
41:51 learn more about boards and commissions

42:32 the capital finance community task force
42:34 last met on february 8th to refine their
42:37 recommendations for new revenue tools

42:45 making its recommendations on priorities
42:47 at the next meeting march 2nd
42:49 from 6 to 8 pm
42:51 and a couple of upcoming events
42:54 green issaquah is hosting a volunteer
42:56 event help remove blackberry bushes and
42:58 other invasive species in downtown

43:01 our march 5th green issaquah volunteers

43:06 darst park trail for a tree planting

43:10 pickering barn at 9am and walk to the

46:56 program the request before council this
46:58 evening is to approve the resolution and
47:01 the council last considered this item at
47:02 the january 18th city council meeting
47:05 i'd like to invite melissa ching from
47:08 parks and community services to make a
47:10 presentation welcome melissa
47:16 mayor this is uh director jeff watling
47:19 i i made it as well thank you melissa
47:21 ching is joining us good evening council
47:23 um this has been a travel day for me so
47:26 it was uh uncertain if i was going to
47:27 make it back but i'm here so you have me
47:31 as well as melissa
47:33 who's been very very involved in this
47:35 work with the recreation team
47:37 tisha i believe you're
47:39 able to share the powerpoint
47:43 as that's coming up
47:45 just a quick overview we were with you
47:47 last month on january 18th to talk about
47:50 this topic we're coming back to you
47:51 tonight with a go and go next slide
47:57 with the
47:58 goal and purpose of seeking your
48:00 authorization to approve this resolution
48:02 that will amend the city's recreation
48:04 scholarship program
48:07 and repeal
48:09 the prior
48:10 program which was under resolution
48:12 2014-13
48:15 next slide
48:20 so some quick background we touched on
48:23 some of this for the study session but
48:24 um also for the listening audience our
48:26 current recreation scholarship program
48:28 was adopted in 2014 with that resolution
48:33 about halfway through last year and in
48:35 2021 one of our work plan goals within
48:38 the recreation group was to review the
48:39 scholarship program
48:41 um in particular to look at how we might
48:44 um address some of the
48:47 challenges we've seen with
48:49 access to the to the funds um the
48:51 scholarship program was reliant upon
48:54 donations and funds and often that
48:57 didn't mesh with need as we saw in the
48:59 community so as we reviewed those
49:01 changes we brought those before you
49:05 at the meeting on january 18th and then
49:07 also
49:08 while we were looking at addressing that
49:10 one primary issue
49:13 also sought your feedback on a number of
49:15 other policy questions and areas of the
49:17 program that we might want to consider
49:18 changing and so
49:20 we're here tonight uh with our
49:22 recommendation
49:23 uh the primary proposal as i as i
49:26 mentioned was to modify
49:29 this program to
49:31 an actual fee assistance program from
49:34 that
49:35 fee assistance program to a fee
49:36 reduction model i know the study session
49:39 we had a little bit more of an
49:40 explanation of what that meant
49:42 in essence what that will allow us to do
49:46 to discount
49:47 the fees
49:49 for residents and not be so reliant on
49:52 revenue
49:53 donation revenue to cover the full
49:56 the full cost of that fee
49:59 as we make this proposed shift to a to a
50:02 fee reduction model we've certainly
50:04 found that
50:05 donations and sponsorships that come
50:07 from
50:08 residents as well as service clubs and
50:11 other community groups
50:12 very beneficial and we
50:14 even as we make this shift there will be
50:17 ample opportunity for those same groups
50:19 help through donations and sponsorships
50:23 support our recreation programs
50:26 specifically whether it's summer day
50:27 camps
50:28 or any of our other
50:30 youth enrichment programs or senior
50:32 center programs etc
50:34 next slide
50:37 so this slide just gives it an overview
50:40 of really what we discussed some of
50:42 those
50:42 categories within the recreation
50:44 scholarship program on the 18th and some
50:46 of the direction of recommendation
50:48 you're seeing tonight that again it
50:50 really directly came from your feedback
50:52 thanks so much
50:53 at the study session so
50:56 first we're looking at transitioning as
50:59 i said to the speed reduction model that
51:01 allows the city to discount program fees
51:04 in terms of eligibility of ages the
51:06 recommendation before you the resolution
51:08 before you would be for adults within
51:11 the city of issaquah
51:13 but then for youth 18 and under who
51:16 reside
51:17 within the iscqua school district so the
51:19 geographic eligibility for youth would
51:21 remain
51:22 the same
51:24 and that's looking at the issaquah
51:26 school district
51:27 this was a discussion on not only in the
51:30 study session but thank you
51:32 deputy president hall for your questions
51:35 earlier today
51:37 we did take a look at this and compare
51:39 it with our neighboring cities
51:42 and after discussion with
51:44 administration and the mayor
51:46 even though
51:48 a number of our cities around us
51:51 provide scholarships for residents only
51:53 we thought in this first adjustment
51:55 sticking with
51:57 our long-standing policy of providing
51:59 scholarships for
52:02 youth within the school district felt um
52:04 a good first step to be consistent with
52:07 the program as is so that's what we are
52:10 recommend
52:11 recommending tonight
52:13 and then coming back
52:14 with a one year review when we have some
52:16 actual data in terms of the tiers of
52:18 scholarships the recommendation before
52:20 you has three tiers
52:22 like the current program but they're
52:23 adjusted slightly those tiers would be a
52:26 fifty percent a seventy percent and a
52:28 ninety percent eligibility based upon
52:31 financial need
52:33 we would with this 50 70 90 tier we
52:37 would
52:38 eliminate the 10 minimum program fee
52:42 so this represents a slight change and a
52:44 little bit of a best practice as we
52:46 looked at some of our neighboring cities
52:48 in that
52:50 from an equity standpoint um
52:53 that 10 percent
52:55 fee that residents would be required
52:57 would would in essence be different than
53:00 what right now is a ten dollar minimum
53:02 fee so in some cases depending on the
53:03 program they're signing up for that ten
53:05 percent might be slightly less than ten
53:07 dollars in some cases it might be
53:09 slightly more than ten dollars
53:12 um our income eligibility tiers we
53:15 looked at our other city financial
53:17 assistance programs and made sure
53:18 they're consistent with those programs
53:21 and then we also
53:23 in the recommendation tonight are
53:26 recommending uh 450 dollar per
53:29 individual maximum cap and eliminating
53:32 the per family cap
53:35 again based on on your feedback thanks
53:37 for that council

53:41 so the recommendation is that you
53:44 approve uh this resolution amending our
53:46 city's recreation scholarship program
53:50 next slide
53:53 with your action tonight we would plan
53:55 on proceeding with implementation of
53:57 this new adjusted program for our
53:59 upcoming spring summer registrations
54:01 which start in early march
54:03 and as i mentioned briefly before
54:06 as we gather data with this new program
54:08 we would like to come back provide an
54:10 annual report in q1 of 2023 that would
54:14 look at
54:16 participation levels
54:18 look at the geographic distribution
54:22 scholarship
54:23 participation and then have some clarity
54:27 the financial assistance totals that we
54:29 saw for the year

55:07 contracted camps
55:09 but i was interested in what are the
55:11 examples of specialty programs where the
55:14 scholarships would not apply if you
55:16 could just give me a little bit of a
55:18 background on that so i could understand
55:21 you bet um thanks for that question
55:23 councilmember joe so yeah a specialty
55:25 program would consist of for example at
55:27 the pool we
55:29 um we offer private lessons um
55:32 and a number of those programs that
55:34 again are
55:35 probably fit more on the scale of
55:37 private good than public good and felt
55:39 that those type of specialty level
55:41 programs
55:43 uh were something that um
55:46 yeah
55:47 didn't didn't feel um eligible and that
55:50 i think the goal of the scholarship
55:52 program is really
55:53 looking at overall public good um and
55:56 how that um how that meshes
55:59 so it's primarily some of those
56:01 specialized private one-on-one
56:04 um programs
56:06 so would it be fair to say that we're
56:07 trying to keep the scholarship program
56:10 the the basic
56:12 um you know
56:14 uh programs of of our scholarship uh
56:18 parks department uh
56:20 work plan so to speak so that everyone
56:22 has a basic chance at all the programs
56:24 but the the specialty programs or and
56:27 the extra things are not necessarily
56:28 included in the resolution
56:32 yeah that's a good way to put it i i
56:33 would want to clarify even with my
56:35 example of swim lessons our
56:37 full menu of general swim lessons would
56:40 still be eligible for
56:42 scholarship program so
56:44 in some cases these specialty programs
56:47 there is access
56:49 resident access to the same type of
56:51 program um just in more of our our
56:53 general lesson program

58:17 flexibility that was built into that
58:19 proposal so
58:20 i will be supporting this and thank you
58:22 to everyone who worked on it thank you

58:34 quickly say you know i'm feeling really
58:35 good about our transition to a fee based
58:37 model

58:40 to support our youth and our adults who
58:42 might not otherwise have the means to
58:44 participate in our parks and rec
58:45 programs
58:46 um i want to thank our parks and
58:48 community services staff for
58:50 really you know taking a step back and
58:53 asking themselves you know how can we
58:55 and how do we do better
58:58 in this space uh and i love that so
59:00 thank you very much director watling for
59:02 leading such a great crew um this policy
59:05 you know as as we've discussed
59:07 previously is definitely rooted in
59:09 equity it removes a family cap and the
59:12 transition to a fee based model
59:14 means we'll be able to be more mindful
59:16 of the individual need we're seeing out
59:18 in the community
59:20 and
59:21 we'll also be able to reassess and pivot
59:23 as we study the data like that on
59:26 youth participation after our first year
59:28 using the new model so i'm very excited

1:01:36 comprehensive plan and zoning amendments
1:01:39 this item was before planning policy
1:01:42 committee where the planning policy
1:01:44 committee made a recommendation to the
1:01:46 council that is different than what the
1:01:48 administration originally brought so the
1:01:50 administration has adjusted our
1:01:52 recommendation to reflect planning
1:01:54 policy committee's
1:01:57 thoughts and ideas which is the request
1:02:00 is that you do not approve the
1:02:03 addition of those items to the docket
1:02:06 senior planner kristen leeson will be
1:02:08 making a presentation and can provide
1:02:10 some more information but again i'd like
1:02:12 to reiterate that this is not about
1:02:14 whether this rezone has merit or does
1:02:16 not have merit or whether or not the
1:02:18 re-zone
1:02:21 should
1:02:22 whether or not the rezone is approved
1:02:24 this is about whether or not to add it
1:02:26 to a list of items to look at so kristin

1:02:56 planning and development group
1:02:58 and yes tonight we are talking about the
1:03:00 2022 docket of proposed comprehensive
1:03:02 land and zoning map amendments
1:03:05 so the actions for tonight is that i
1:03:07 will present the proposed docket and in
1:03:09 theory the city council will take action
1:03:12 on the docket
1:03:14 as a reminder a little background
1:03:16 comprehensive plans may be amended once
1:03:18 a year there are a few exceptions but
1:03:20 overall they may be amended once a year
1:03:23 and a docket before we can start
1:03:25 processing any of the amendments a
1:03:27 docket or list of proposed amendments
1:03:30 must be approved before any research can
1:03:32 start and this ensures holistic
1:03:33 consideration so that we can
1:03:36 see how one proposed amendment may
1:03:38 impact another proposed amendment we
1:03:40 look at it as it says holistically
1:03:44 so as the mayor has aptly pointed out a
1:03:47 couple of times i don't need this slide
1:03:49 this is a recommendation regarding a
1:03:51 list of amendments to be processed and
1:03:53 researched this is not a recommendation
1:03:55 regarding the amendments themselves
1:03:59 so on this year's docket we have three
1:04:02 proposed amendments and i'm going to
1:04:03 walk through each of those
1:04:07 the first is for art from our savior
1:04:10 lutheran church
1:04:11 they are almost three and a half acres
1:04:13 the site that they are looking at
1:04:15 the current land use designation is low
1:04:18 density residential and they are
1:04:19 requesting multi-family residential and
1:04:21 the existing zoning is single-family
1:04:24 small lot and they are requesting
1:04:25 multi-family high
1:04:28 so as you can see i believe mr
1:04:30 koenigsmark mentioned that they own two
1:04:31 properties it's here on front street
1:04:33 south
1:04:34 and there's wildwood boulevard over here
1:04:37 and they own these two properties right
1:04:39 here this one is zone single family
1:04:41 small lot that is the property for which
1:04:43 they are requesting the rezone and this
1:04:45 one is on multifamily high
1:04:50 the second reason request is actually a
1:04:52 staff request
1:04:54 during our 2021 comprehensive plan
1:04:57 amendments um a
1:04:59 reason was made and a correction needs
1:05:01 to be made to that so right now uh
1:05:05 this property right here
1:05:07 it is zoned or the land use designation
1:05:09 is community facilities and we are
1:05:11 requesting that the land use designation
1:05:14 be multi-family residential the existing
1:05:17 zoning is community facilities
1:05:18 recreation and we're requesting that
1:05:21 that be village residential
1:05:23 so as a brief explanation you may recall
1:05:25 in 2019 this entire parcel that's
1:05:27 outlined in blue was dedicated by the
1:05:30 owners named anthology to the city to
1:05:32 become a park
1:05:33 and during the presentation or during
1:05:35 the planning process
1:05:38 i realized that this parcel right here
1:05:40 which was part of the blue actually
1:05:42 contains a
1:05:44 drainage vault and really should have
1:05:46 been connected or stayed with anthology
1:05:49 and not included as part of the park so
1:05:51 while we were doing the rezoning process
1:05:53 or just before it this piece where there
1:05:55 was a lot line adjustment to move this
1:05:57 piece to be part of this parcel but we
1:05:58 were not aware of this change and the
1:06:01 rezone was approved making this
1:06:03 community facilities recreation and
1:06:05 really it needs to go back to village
1:06:07 residential to avoid split zoning on
1:06:09 this one parcel
1:06:12 last parcel is wildwood
1:06:15 it is almost four acres it is this long
1:06:17 parcel right here and the little piece
1:06:19 at the bottom
1:06:21 this landy's designation is currently
1:06:23 low density residential
1:06:25 and they're requesting multi-family
1:06:27 residential landis designation it is
1:06:29 also single family small lot zoning and
1:06:32 they are requesting multi-family medium
1:06:34 zoning
1:06:35 so just to give you an idea of where
1:06:37 this property is located here's the
1:06:38 property and this little parcel down
1:06:40 here as well
1:06:42 the point of reference this is the
1:06:44 church parcel that is being requested
1:06:47 for a reason as well
1:06:51 so should the docket move forward this
1:06:56 you all are seeing it tonight
1:06:58 the staff would research
1:07:00 the proposed amendments from march
1:07:02 through august
1:07:03 in september the planning policy
1:07:05 commission would have their first
1:07:06 opportunity to review the proposed
1:07:08 amendments in october the planning
1:07:11 policy commission would hold a public
1:07:12 hearing and make a recommendation to
1:07:13 council
1:07:15 in november the council would get to see
1:07:17 their proposed recommendation and what
1:07:19 staff has found during a study session
1:07:21 and in december the council would take
1:07:23 action
1:07:25 so the council has several options
1:07:27 regarding a recommendation you can
1:07:29 approve the docket as presented
1:07:31 and we would move forward with it this
1:07:33 you could move one or more items to a
1:07:35 following year
1:07:36 for these to be researched then
1:07:39 if there's something that you think that
1:07:40 really needs to be included in the
1:07:42 comprehensive plan amendments this year
1:07:43 you can add one or more items to the
1:07:45 docket
1:07:46 and you can just not approve it
1:07:49 um and then this would not be looked at
1:07:51 so that is my presentation
1:07:54 so kristen i wonder i know that you did
1:07:56 have a couple of council questions today
1:07:58 by email that provided a little more
1:08:00 context about maybe thought process that
1:08:03 the council might use and the
1:08:05 interrelation between ppc and the
1:08:07 council action tonight so i wonder if
1:08:08 you could address those as well
1:08:10 sure so let's see i have my list of
1:08:12 questions that came up here um
1:08:17 i apologize they've got out of order um
1:08:22 one had to do
1:08:23 well let's see i'll step back and i'll
1:08:24 just talk about process um so one was do
1:08:27 we have criteria for the docket and the
1:08:29 answer is no we have a process for the
1:08:31 docket and the process is that an
1:08:34 application a complete application is
1:08:36 submitted by a deadline which is january
1:08:38 31st of the second public meeting by the
1:08:40 planning policy commission
1:08:42 um in january
1:08:43 and then if the council decides to
1:08:47 include these items on the docket then
1:08:49 the applicant pays a fee
1:08:51 so that's the process what we do have
1:08:53 criteria for
1:08:54 are reasons
1:08:56 when those come in
1:08:57 now that's still something both of these
1:08:59 items we would like to clean up and
1:09:01 clarify and
1:09:03 uh during our title 18
1:09:05 update
1:09:07 but there is a process and there are
1:09:08 criteria for the reason so if these are
1:09:10 approved then we would look at those on
1:09:11 the docket

1:10:40 reasons on um i will let the motion on
1:10:44 the floor it's been moved and seconded

1:10:47 comprehensive planning and zoning
1:10:49 map amendments as presented and i will
1:10:52 allow the motion maker council member to
1:10:53 help provide some comment
1:10:56 thank you so much uh mayor paulie um
1:10:59 so first of all i want to express
1:11:02 appreciation for the planning policy
1:11:04 commission's work
1:11:05 uh as mr rescue said uh this motion was
1:11:08 not made lightly
1:11:10 i usually hope to honor the work that's
1:11:12 done on behalf of our boards and
1:11:13 commissions for the community
1:11:15 and i personally so appreciate the time
1:11:18 and thought that goes into each of our
1:11:19 board and commissions products
1:11:21 that come to us fully vetted and
1:11:24 analyzed
1:11:25 and i also want to express appreciation
1:11:27 for the work being done by the community
1:11:29 planning and development department
1:11:30 staff and their thorough responses to
1:11:33 our questions
1:11:35 however i am proposing that we moved
1:11:37 these comprehensive plan docket items
1:11:40 forward because they meet urgent needs
1:11:42 in our community for the past few years
1:11:44 this council and city have proved over
1:11:46 and over again that we can build planes
1:11:48 and fly them at the same time
1:11:51 the our savior lutheran church proposal
1:11:53 will provide much needed relief to an
1:11:54 essential humanitarian service in our
1:11:56 community
1:11:58 and i don't believe we can tell the food
1:11:59 and clothing bank to wait another two
1:12:01 years to find out if this is a possible
1:12:03 solution to their space needs
1:12:05 by not moving their application forward
1:12:07 for consideration we in effect kill this
1:12:10 important developing partnership that
1:12:12 will serve an ever-growing population of
1:12:14 people in need of food clothing and
1:12:16 support
1:12:17 in addition both the wildwood proposal
1:12:19 for missing middle housing and our
1:12:21 savior longer range proposal for
1:12:23 affordable housing speak to the current
1:12:25 crisis
1:12:26 in housing and homelessness the puget
1:12:29 sound region is emerging as the most
1:12:31 expensive housing market in the united
1:12:33 states due in part to a huge gap in
1:12:35 available housing stock
1:12:37 we need to at least consider proposals
1:12:39 for increased housing stock not hinder
1:12:42 them as we grapple with the housing
1:12:44 crisis both applications are complete
1:12:47 and were submitted before deadline which
1:12:49 are the basic requirements
1:12:50 for consideration and as mayor paulie
1:12:53 has pointed out
1:12:54 consideration is the salient point just
1:12:57 a reminder that what we're doing is
1:12:59 placing items on a docket for
1:13:01 consideration when that consideration or
1:13:04 analysis is complete the docket items
1:13:06 will return to the planning policy
1:13:08 commission this fall and then to this
1:13:10 council in november
1:13:12 the council will then have a second
1:13:14 opportunity to consider these proposals
1:13:16 for either approval or rejection
1:13:19 i would like to note that at least two
1:13:21 planning and policy commissioners
1:13:22 requested that the message be conveyed
1:13:24 to us that their vote against forwarding
1:13:27 the docket was not related to the
1:13:29 quality or content of the applications
1:13:31 but related more to the workload faced
1:13:34 by the community planning and
1:13:35 development department
1:13:38 another important note is that
1:13:39 commissioner voice expressed concern
1:13:41 about the traffic imp impacts on front
1:13:44 street from the proposed rezoning
1:13:47 since both commissioner voice and i live
1:13:49 on front street
1:13:51 close to the proposed our savior project
1:13:53 i understand his concerns although i
1:13:56 don't think traffic impacts should play
1:13:58 a role in whether or not we move the doc
1:14:00 docket forward tonight for consideration
1:14:04 that will be something that will be
1:14:06 looked at later on but right now we are
1:14:09 just considering whether to move these
1:14:11 forward for
1:14:12 consideration however if we do move
1:14:15 these items forward on the daca tonight
1:14:17 i would like to see more information
1:14:19 when these items are returned to us
1:14:21 about potential traffic impacts and
1:14:23 variables
1:14:24 and how those may or may not be
1:14:26 consistent with the comprehensive plan
1:14:28 some questions that could be explored
1:14:30 are the changing traffic patterns on
1:14:32 front street following covet impacts
1:14:35 food and clothing bags scheduling plans
1:14:38 the impacts of proposed new transit
1:14:40 routes arriving in early 2023
1:14:42 including impacts to the route 271
1:14:45 schedule
1:14:46 and traffic impacts in relationship to
1:14:48 the central issaquah plan the mobility
1:14:50 master plan
1:14:51 and so forth
1:14:53 so to wrap up
1:14:55 instead of delaying these items for a
1:14:57 year or more i suggest that the council
1:14:59 take a look at staffing needs in the
1:15:01 community planning development
1:15:03 department the applicants fulfilled all
1:15:05 of their obligations by timely filing
1:15:08 complete applications for consideration
1:15:11 i don't think we can stop serving the
1:15:13 needs of our community while we rewrite
1:15:16 title 18.
1:15:17 again we have to be able to do both we
1:15:19 have to fly the plane while we're
1:15:20 building the new one and if our staffing
1:15:23 levels are not deep enough to complete
1:15:25 all of these tasks let's see what steps
1:15:27 we might take to ease the burden on our
1:15:30 staff but let's not block important
1:15:32 projects from review i hope that you'll
1:15:34 support this
1:15:36 uh this uh uh motion that i made and uh

1:16:02 d michelle and i are very largely on the
1:16:04 same wavelength here um i'm seeing
1:16:06 tonight's
1:16:07 action as really more of an
1:16:09 administrative one um than a policy
1:16:11 based one i look at this year's
1:16:13 docket i see that all the applicants
1:16:15 submitted everything they needed to
1:16:16 submit um i see that they submitted
1:16:18 everything on time and with that i think
1:16:20 they're
1:16:21 entitled to in the very least our
1:16:23 consideration um so i feel compelled to
1:16:26 you know approve the docket to allow
1:16:28 staff to review
1:16:29 um and determine its consistency with
1:16:31 our current comp plan
1:16:33 and then to have a more comprehensive
1:16:35 policy-based discussion later in the
1:16:37 year uh has been our practice previously
1:16:41 um i also was able to watch the ppc
1:16:44 discussion of tonight's daca i want to
1:16:47 thank them too for highlighting some
1:16:49 really important questions and concerns
1:16:51 uh for the administration and for city
1:16:53 council to consider
1:16:55 later this fall
1:16:57 and based on that discussion um there
1:16:59 are some considerations i'd like to see
1:17:01 um council visit again when it's
1:17:04 appropriate later this year so what i
1:17:05 was thinking was
1:17:07 um are these projects compatible with
1:17:09 our city's growth strategy aka
1:17:12 the central isquad plan which was
1:17:13 mentioned earlier
1:17:15 will these projects support our new
1:17:17 housing and growth targets uh housing
1:17:20 and job growth targets
1:17:22 um will these projects
1:17:24 are they consistent with division of the
1:17:26 mobility master plan with the housing
1:17:28 strategy work plan with the upcoming
1:17:30 human services strategic plan
1:17:33 uh this conversation about title 18 i
1:17:35 don't know if i'm comfortable saying yet

1:17:53 um how much i appreciate the enthusiasm
1:17:56 and the passion
1:17:58 of the speakers we heard from earlier
1:18:00 thank you so much for uh your commitment
1:18:02 to our community
1:18:03 and with that those are my comments
1:18:13 i actually muted myself when i was
1:18:14 already unmuted
1:18:16 thank you dcp hall i'm going to move to
1:18:18 council member hunt
1:18:20 thank you madam mayor
1:18:22 my comments are similar to deputy
1:18:24 council president hall
1:18:28 formerly served on the planning policy
1:18:30 commission and i served with several of
1:18:32 the commissioners
1:18:34 and i really appreciate their work i
1:18:36 watched the meeting i also read their
1:18:39 minutes and then i also went back after
1:18:41 all that i went back and watched our
1:18:43 last discussion on this last year where
1:18:46 we had an amendment that we were split
1:18:49 on and and it failed to remove one of
1:18:51 the items from the docket
1:18:53 but we had a very similar conversation
1:18:55 about what criteria there were in the
1:18:57 and the criteria that are clear are for
1:18:59 the consideration
1:19:01 of the rezone um and ultimately we
1:19:04 approved the docket last year
1:19:07 one one difference i think
1:19:09 for us and for the planning policy
1:19:11 commission is we do have information
1:19:13 through questions that were sent in
1:19:14 today that
1:19:16 we have been advised by our city
1:19:17 attorney to make sure that we aren't
1:19:19 doing anything that could be considered
1:19:21 arbitrary and without a lack
1:19:23 or with a lack of
1:19:25 clear
1:19:26 guidance and
1:19:28 guidelines i think it it would be
1:19:30 difficult to
1:19:32 be very careful about that so i think
1:19:34 that should be a big consideration for
1:19:36 when we
1:19:37 revise
1:19:38 um title 18 to make this a clear process
1:19:41 not just for us but for the planning
1:19:43 policy commission so we're on the same
1:19:44 page and also for the applicants i think
1:19:46 it's not very surprising in fact that we
1:19:48 might come to a different conclusion
1:19:50 tonight than planning policy since we
1:19:51 don't have a
1:19:53 we don't have a clear chair basis for
1:19:55 making this decision which is kind of
1:19:57 the unfortunate part but which hopefully
1:20:00 will be addressed with title 18. i did
1:20:02 want to uh make one additional comment
1:20:05 which is that um
1:20:08 i noticed their the planning policy
1:20:09 commission was split on their or they
1:20:12 were they were not unanimous in their
1:20:13 recommendation and i appreciated reading
1:20:17 both the minority and the majority
1:20:19 opinions on this and the minority
1:20:21 opinion from the person the commissioner
1:20:23 who uh voted
1:20:25 against
1:20:27 not docketing so voted to docket the
1:20:29 items was commissioner monahan who
1:20:32 stated that any action at this time with
1:20:33 the lack of standards and guidelines
1:20:35 might be considered arbitrary in the
1:20:36 absence of clear legislative guidance as
1:20:38 codified in title 18 submitted
1:20:40 applications as presented by staff
1:20:42 should be docketed at this early stage
1:20:44 so that was how he articulated his point
1:20:47 from the planning policy commission and
1:20:49 then also stated that applicants have
1:20:50 followed current rules and and items
1:20:52 should be docketed so i did ultimately
1:20:54 after weighing all of the different
1:20:56 viewpoints come to that conclusion and
1:21:00 again it's it isn't
1:21:02 i think
1:21:03 on the merits of
1:21:05 the applications at this point there
1:21:06 were a lot of concerns that were raised
1:21:09 that i think are very valid concerns um
1:21:12 that we we will need to assess and work
1:21:14 through as well as the merits of the the
1:21:16 projects that are being proposed but we
1:21:18 will do that at a later stage once we
1:21:20 have the staff um
1:21:22 the staff report and more information
1:21:25 so again i wanted to thank the planning
1:21:27 policy commission and i will be
1:21:29 supportive of this motion tonight thank
1:21:33 thank you great comments everyone not

1:22:33 just concerned residents who want to be
1:22:35 part of the process
1:22:36 and we want to be mindful and respectful
1:22:38 of all the work so thank you kristin and
1:22:41 we're going to move on to our last item
1:22:43 this evening which is good of the order

1:22:51 upcoming meetings the march 1st city
1:22:54 council study session has potential
1:22:56 agenda items that include city council
1:22:58 structure options and the religious and
1:23:00 cultural calendar
1:23:02 march 7th regular council meeting has
1:23:04 potential agenda items that include the
1:23:06 human services strategic plan and
1:23:09 capital finance community task force
1:23:11 recommendation reports
1:23:13 and i will head over to the notes
1:23:17 let's go to council member hunt followed

1:23:23 thank you madam mayor um i wanted to
1:23:27 alert council to a letter that was
1:23:29 drafted by sustainability manager stacy
1:23:32 ben mckinstry which would be a letter
1:23:35 that we would submit
1:23:36 to the puget sound energy regarding
1:23:39 their
1:23:40 clean
1:23:42 future sound energy's clean energy
1:23:44 implementation plan or ceip
1:23:47 and um the the letter requests several
1:23:50 modifications to that plan um that would
1:23:53 align better with our
1:23:57 our climate action plan that was
1:23:58 recently adopted by the city so i wanted
1:24:00 to alert
1:24:02 the council about that and if you would
1:24:04 like to sign on to this letter um with
1:24:07 me please let me know when we can go
1:24:09 ahead and get those comments into puget
1:24:11 sound energy i also wanted to add that
1:24:16 mayor paulie and i serve on
1:24:18 a k4c
1:24:20 outreach committee and the k4c is also
1:24:23 submitting a letter um that is largely
1:24:27 aligned with recommendations regarding
1:24:29 this plan so i think we are aligned
1:24:31 there in our advocacy efforts and they
1:24:33 are also submitting another letter um
1:24:36 regarding the washington state
1:24:37 commercial energy code so this aligns
1:24:40 well i think with our other advocacy
1:24:42 efforts and if you are interested in
1:24:43 signing on to the issaquah specific
1:24:45 letter please let me know thanks

1:24:53 out to
1:24:55 my fellow council members on the ninth
1:24:58 uh and this is just this is kind of an
1:25:00 acronym
1:25:01 acronym fest but
1:25:03 there is a region the psrc regional
1:25:06 transportation plan rtp
1:25:09 uh which is in work is an rtp is needed
1:25:12 to qualify for federal funding
1:25:14 so no capacity project that is not in
1:25:17 the rtp can get federal funding uh the
1:25:20 psrc transportation planning board tpb
1:25:25 is being asked to provide feedback on
1:25:27 the rtp
1:25:28 uh our own mayor paulie is on the tpb so
1:25:33 the sound cities association public
1:25:36 issues committee meeting this month
1:25:38 uh it was asked that cities uh sort of
1:25:42 look to provide
1:25:43 uh their nearest tpb member uh with
1:25:47 feedback and so
1:25:51 what i was hoping
1:25:53 when i sent out that note to everybody
1:25:55 is that they would take a look and i
1:25:56 said at the time that at this meeting
1:25:59 during the good of the order i'd be i'd
1:26:01 be going to solicit feedback on the rtp
1:26:03 so that the mayor could provide that
1:26:05 feedback at the
1:26:08 hopefully that's not too confusing so i
1:26:11 also uh sort of wrote down some of the
1:26:13 notes from the conversation that we had
1:26:16 um at the pic about some of the elements
1:26:18 going in uh or that went into that draft
1:26:22 uh rtp
1:26:23 so i will basically open it up now if
1:26:26 anybody has feedback that they want to
1:26:30 uh provide to the mayor as she goes to
1:26:33 uh represent at the tpd
1:26:37 thank you council member mertz i was
1:26:39 like super
1:26:40 council geeky wonky
1:26:43 this is why we do what we do um i just
1:26:45 wanted to add to it that um
1:26:48 staff member stephen padua is um
1:26:51 supporting staff for both the puget
1:26:53 sound regional council growth management
1:26:54 policy board and the puget sound
1:26:57 council transportation policy board and
1:26:59 we are focusing very much on the public
1:27:01 comment that's going to come in uh very
1:27:04 shortly and whether or not the
1:27:07 regional transportation plan
1:27:09 addresses
1:27:11 explains why they're not addressing
1:27:12 public comment and um that's a super
1:27:16 important piece that i'll be watching
1:27:17 since we're a city at the urban growth
1:27:19 boundary and what happens just outside
1:27:22 the boundary makes a huge difference the
1:27:23 city of issaquah in terms of how do
1:27:25 people from
1:27:27 southeast king county get to work and
1:27:29 how do they get home at night and that
1:27:30 was not addressed
1:27:32 significantly last time so we're going
1:27:34 to be we're going to be watch talking
1:27:36 that as well it's a very significant
1:27:37 document um but even if there are some
1:27:40 just high level you know make sure
1:27:43 things certain things take into
1:27:44 consideration that would be great for
1:27:46 council member martin i to hear
1:27:50 councilmember team michelle
1:27:54 so i'm not
1:27:56 absolutely sure of the criteria i did as
1:27:59 stephen padua did send me
1:28:01 the list of projects that are included
1:28:04 in the plan and i noticed that
1:28:06 newport way is our newport way project
1:28:09 is on that list but our over under over
1:28:11 underpass
1:28:12 project is not and so i guess my
1:28:14 question though is does it meet the
1:28:17 criteria for inclusion and if it does um
1:28:21 can we include it so that we do become
1:28:24 eligible for federal funds as
1:28:26 council member marks stated so
1:28:29 that's that's my question i think we
1:28:31 should if we if it meets the criteria
1:28:34 for inclusion
1:28:36 that's a great question um what we will
1:28:38 do is get some comments back from steven
1:28:42 padua and also our engineering team to
1:28:44 find out where that project is it may
1:28:46 not be far enough along to be included
1:28:48 but if it is then we will let the
1:28:50 council know and we can bring that back
1:28:52 up it could have the order next time
1:28:54 good comment console member marks
1:28:58 yeah i i'll just point out and i
1:29:00 mentioned in my email
1:29:01 that there is still 45 billion in
1:29:04 unfunded projects on that list i assume
1:29:07 that number reflects qualified unfunded
1:29:10 projects the good news is that's better
1:29:12 than the 2040 plan um but you know uh
1:29:16 maybe the mayor can um
1:29:19 explain to tbb
1:29:20 uh what the under crossing would mean uh
1:29:24 or sorry overcrossing would mean uh for
1:29:28 uh local transportation uh particularly
1:29:31 issaquah and our surrounding neighbors
1:29:33 and and uh help make the argument for
1:29:35 that but i think there's lots of
1:29:36 well-qualified things that are
1:29:37 unfortunately not currently in this plan
1:29:40 thanks right thank you for that we are
1:29:42 really trying to emphasize how land use
1:29:45 and transportation and the environment
1:29:47 are interconnected and in order for the
1:29:49 central school plan to work it doesn't
1:29:51 work without the over under crossing you
1:29:53 know we
1:29:54 it doesn't work without transit so
1:29:57 all of these are interconnected and we
1:29:59 need to make sure that comes across um
1:30:01 you can also send your comments to
1:30:02 council member mart's by email and we
1:30:05 will make sure that we summarize
1:30:06 whatever transpires by email like good
1:30:08 of the order
1:30:12 not seeing any other comments on that
1:30:13 thank you for bringing that up
1:30:14 councilmember martz i had one more item
1:30:17 and i will be sending out a document to
1:30:19 the city council
1:30:20 with some um i'm calling them
1:30:24 king county district 3
1:30:27 city issues that we a list that seven of
1:30:30 us mayors have put together that we are
1:30:32 going to be talking quarterly with ken
1:30:35 county council member sarah perry about
1:30:37 and checking in on progress it's a very
1:30:39 general list i'll send it to you by
1:30:41 email to get your comments on other
1:30:43 items that might be added
1:30:45 we will be adding two cities to king
1:30:47 county district three we'll be adding uh
1:30:49 woodenville and skycomish and so we will
1:30:51 then change our group of mayor's
1:30:53 meetups to nine mayors with king council
1:30:57 king county council member
1:30:59 perry and i will update after those
1:31:01 meetings as to
1:31:02 where we are moving the needle on some
1:31:04 of our issues in general they would be
1:31:06 things such as
1:31:08 support financial support for behavioral
1:31:10 mental health services
1:31:12 addressing flooding in a much more
1:31:14 comprehensive way transportation
1:31:16 projects that are needed uh either
1:31:19 within our community or adjacent to our
1:31:20 community in order to achieve our
1:31:22 development goals um in particular in
1:31:25 central escort plan so i'll send that
1:31:27 out to you and then we can discuss it at
1:31:29 the next good of the order i think will
1:31:30 be before we have our first meet up with
1:31:33 council member perry
1:31:35 any other items for good of the order
1:31:37 today
1:31:42 uh as i had mentioned earlier there is
1:31:45 no executive
1:31:47 session this evening so there being no
