The Administration has been seeking policy guidance from the City’s various Boards and Commissions on updating the City’s land use code (Title 18). In April 2021 the City Council approved the consultant contract that launched the update process. Since then, the Planning Policy Commission, Environmental Board, Park Board, Development Commission, and various affinity groups have provided feedback to the Administration to determine gaps in code and to provide policy guidance before the code is drafted. Based on that input and the Goals and Outcomes identified by City Council, the Administration is preparing draft code for

1:26 the next item on our agenda this evening
1:29 is special business and this is a brand
1:31 new item this is something
1:33 we're trying out at the suggestion of
1:35 our interim police chief paula schwann i
1:37 think it's a fabulous idea
1:39 this is id 1035 it is the introduction
1:42 of police department promotions
1:45 i'm really excited tonight to be able to
1:48 do this on camera and to congratulate
1:51 and introduce the two candidates who
1:53 have been promoted i'm very excited that
1:57 mike and i haven't seen if nate has
1:59 joined us yet but us
2:01 which around my comments and see i hope
2:04 we have both
2:05 so um interim chief schwann if you want
2:08 to introduce this item and talk about
2:10 the promotions and introduce the
2:11 successful candidates that would be
2:13 wonderful
2:16 thank you council members madam mayor
2:18 and all those in attendance
2:20 on january 5th the police department
2:22 hosted a promotional testing
2:24 and thankfully all six of those that
2:27 participated passed that test
2:29 and tonight we are going to be
2:30 recognizing for corporal
2:33 um nathan lane
2:35 and mike lucht
2:37 and at this time i'd like to have nathan
2:40 lane give a few words to and background
2:42 about himself
2:43 how long he's been with the department
2:46 maybe his favorite hobby and you know
2:48 what he thinks maybe he wants to do in
2:50 the future here with issaquah
2:53 uh thank you uh chief paula um i'm nate
2:56 lane i've been with isabella police
2:57 department
2:58 for about 21 years now
3:01 um for the police department act as a
3:04 active shooter instructor a
3:08 patrol tactics instructor and uh
3:11 currently an fto for the fto program
3:16 some hobbies i guess would be
3:19 uh just trying to be as healthy as i can
3:20 be with as i get older and uh
3:24 with this position um
3:26 i would like to continue
3:28 to be an effective leader uh just like
3:30 we have here at uh this wall police
3:32 department
3:33 chief schwann has
3:35 created a
3:38 nice platform for rebuilding
3:41 and as a corporal i want to be a pillar
3:43 for that
3:45 building process
3:47 and
3:48 give these new officers that are coming
3:51 as much knowledge and experience as i
3:53 can pass on so once i retire
3:56 this well-piecement will be a better
3:58 place

4:07 could you also give a little bit about
4:09 yourself your background
4:11 and hobby maybe and your future for
4:14 isquad pb
4:15 yeah um
4:17 mike deluct i've been with the isco
4:18 police department for seven years now
4:21 worked for five years in north dakota
4:22 before coming here
4:24 three years of that was working like
4:26 playing closed narcotics
4:28 so a lot of background in investigation
4:30 i worked
4:32 2020 i think it was in detectives here
4:35 so excited to be promoted um
4:38 guess my hobbies anything outside coming
4:41 from the midwest i like being outdoors
4:43 hiking camping kind of anything like
4:45 that family related
4:48 what i want to bring the department
4:50 i think
4:51 what i would say number one is i want to
4:53 set a good example for the other people
4:54 around me like work ethic wise
4:56 we have a big job to do here so i hope i
4:59 set an example for everyone around me
5:01 just to follow that's what i'm shooting
5:03 for the most

5:08 mike so biggest thing is i would like to
5:12 thank you all for your work to date and
5:14 i look forward to what's ahead for each
5:16 of you

5:41 we're only a month or so away from that
5:43 but it's really nice for the community
5:45 and for the council to be able to
5:48 to meet you buy a camera and hear from
5:51 you so thank you so much for coming

5:57 um thank you mayor paul it's chris ray
6:00 nate and mike just want to say
6:01 congratulations and and
6:04 you know well deserved and and we
6:06 appreciate all of your years of service
6:07 and everything that you have brought to
6:09 the community over the years and we're
6:10 expecting great things from you and and
6:12 helping us to build that next generation
6:14 of uh issaquah police officers so uh
6:17 thanks for all your service
6:18 congratulations on your promotion and um
6:21 good luck in your future endeavor
6:23 thank you council member ray gonna move
6:25 over to council member mertz
6:28 thanks madam mayor i also want to wish
6:30 nate and michael congratulations um as a
6:33 midwestern guy nice to see a north
6:36 dakota guy uh
6:39 moving up out here i know we don't have
6:41 the real seasons out here quite like uh
6:43 back home but it's still still pretty
6:46 cool
6:46 i did have a question for the chief um
6:49 are these two new corporal positions
6:52 i believe we authorize two new corporal
6:55 positions right one for another
6:59 i think for another squad and then uh
7:01 six
7:02 they're i think we were authorized the
7:03 fifth and the sixth corporal position
7:05 last year did we not are these the fifth
7:07 and the sixth or is there any backfill
7:10 with these two positions
7:15 there will be um two more positions
7:17 later on in the year we only have
7:20 uh we're waiting till we build up our
7:21 staff a little bit more before we
7:24 process any more of the applicants there
7:26 are two more that tested two of the six
7:28 will be promoted hopefully to sergeant
7:31 later on in the year that we would
7:32 present to you and let you know of that
7:34 and then two more on the list that
7:36 passed um
7:37 are in the running and the possibility
7:39 of being promoted later in the year we
7:41 just don't have the staffing right now
7:42 for that other division to have started
7:44 quite yet
7:45 we're building and working on that um
7:47 but that's that will be in the process
7:49 and so we are doing it little by little
7:51 and these two are the first to help fill
7:53 our squads that are actually on the
7:55 street on a regular basis and then the
7:57 specialty ones will be filled as
8:00 staffing allows moving forward
8:03 got it thank you and it's also great to
8:05 see the training focus that they're both
8:07 going to have and helping i know with
8:08 the newer officers that are coming in
8:11 from uh coming into law enforcement and
8:13 coming in from outside the ipd uh it's
8:16 great to see that emphasis uh
8:19 bearing fruit with the ipd so so thank
8:21 you and thanks to the new corporals
8:24 thank you
8:27 uh and councilmember martz's reference
8:29 was to i think something that nate had
8:31 said which is his job includes fto which
8:33 is field training officer that's really
8:35 important to have on our forest
8:38 councilmember joe

8:42 um on thursday i had an opportunity to
8:44 do a a ride along with the department to
8:46 thank you chief swan for
8:47 letting me have that opportunity
8:52 understand we have two laterals one from
8:54 auburn and one from seattle they'll be
8:56 helped that will help fill out our force
8:58 but i certainly heard in my right along
9:00 that uh the uh officers such as mike and
9:04 nate have been doing a great job with uh
9:07 you know very thin
9:09 margins for staff and
9:11 it's hard to to uh staff everyone in the
9:14 city all the officers that we need out
9:16 there but the officers that i rode with
9:17 are doing a great job and i've known uh
9:21 nate lane for a while
9:23 as well as he's been in the community
9:24 for quite some time and i just want to
9:26 say that the police are doing a great
9:28 job out there under very uh trying
9:31 circumstances and chief it's a credit to
9:33 you and the corporals and the sergeants
9:36 that are out there on the street
9:37 appreciate it
9:42 thank you council member joe
9:43 we have another lateral that's also
9:45 going to be starting on the 15th or 16th
9:47 of february so we're excited
9:49 at an entry level on the 16th as well so
9:52 two more spots
9:53 and one of our app candidates re
9:56 graduates tomorrow from the academy
9:58 so he'll be on fto starting on wednesday
10:03 fabulous update thank you chief and
10:05 thank you council member joe it's really
10:07 important
10:08 part of uh our training as council
10:10 members and mayors to go and do things
10:12 like the right along so thank you for
10:14 getting that done that's awesome

10:18 mayor paulie uh congratulations to nate
10:21 and mike and i just wanted to
10:23 acknowledge that uh interim chief
10:25 schwann visited our kiwanis group
10:28 a week or so ago and
10:31 asked her questions for almost an hour
10:34 and we got wonderful answers and i just
10:37 uh appreciate so much that openness and
10:40 willingness to meet with the community
10:42 and
10:43 let us know what's going on and there
10:45 was
10:46 a lot of appreciation expressed for the
10:49 issaquah police department and the work
10:51 that they do in our community so i want
10:53 to extend that to all of you and thank
10:56 you so much for all that you do

11:05 this new idea of introducing our
11:08 community to new officers joining as
11:10 well as those that are in promotion so
11:12 thank you for doing that tonight it's a
11:14 great addition to the way we do our work

13:13 so we will now move on to
13:16 committee and regional reports and we'll
13:18 start first with councilmember joe
13:22 thank you madam mayor
13:23 um as an alternate for the cascade water
13:26 alliance i went to the attended the
13:28 meeting on january 26th
13:31 they approved some funding for
13:36 this next year salmon days will be
13:38 getting three thousand five hundred
13:39 dollars
13:40 as part of the sponsorship program so um
13:43 look for that uh support
13:46 when we put salmon days together this
13:48 year cross your fingers knock on wood
13:50 uh we also heard uh a discussion about a
13:54 water sales policy
13:56 the city of sumner and doe have both
13:58 approached cascade water lines on
14:01 purchasing some water from the excess
14:03 that we have and the discussion was
14:05 quite robust
14:07 uh the great thing about it or the thing
14:09 that i thought was notable is that the
14:11 cost for the water that we're offering
14:13 to these two entities also includes the
14:16 the fixed costs or the sunk costs that
14:18 all the members have put into the
14:20 alliance over the years such that
14:23 they're paying an equal amount that a
14:25 city of issaquah would need to pay
14:27 should we want to increase our
14:29 allocation as well it's an incentive for
14:32 those entities to come in and possibly
14:34 join the group but it's also fair
14:36 pricing for all the members so um
14:38 that
14:39 was
14:40 reviewed by the board and will be going
14:42 to those two entities with the uh price
14:45 that we have in mind we'll see what
14:47 steps they want to take
14:48 um if the consent agenda is approved
14:50 tonight i will be uh approved as the
14:53 alternate for the cascade water alliance
14:55 and uh i plan to serve on the finance
14:57 committee uh this next year thank you

15:14 so on january 19th uh i attended the
15:18 regional transit committee and we
15:19 approved a committee uh annual work plan
15:22 in orientation
15:24 and related to membership on the rtc
15:26 each member is meeting this month to
15:28 have one-on-one conversations with metro
15:31 general manager terry white and my
15:33 appointment with him is next week
15:36 on february 3rd i attended a meeting of
15:38 the east side human services forum
15:41 the board elected three new members
15:43 increasing the number on the board to 10
15:46 and receive reports from the finance and
15:48 governance committee
15:49 under committees under ehsf's new
15:52 governance model the group will hold
15:54 brief monthly meetings with the majority
15:57 of business being conducted by
15:59 committees
16:00 also on february 3rd i attended the
16:02 healthier here governing board
16:04 the board voted to invest 20 million
16:06 dollars in four major areas
16:09 first is the medicaid transformation
16:12 second is community-based organizations
16:15 third is tribal organizations and fourth
16:18 is workforce capacity and development
16:21 the last item was added in response to
16:23 the current workforce crisis occurring
16:25 in physical and behavioral health
16:27 programs
16:29 um and it amounts to a quarter of the 20
16:32 million dollars that was allocated
16:36 in addition healthier here is partnering
16:38 with five local tribes and will invest
16:40 an additional 110 000 dollars
16:43 in assessing how successfully
16:45 traditional medicine practices are being
16:48 integrated into health organizations
16:50 serving primarily native american
16:52 populations
16:54 today
16:55 i asked the city administrator to
16:58 distribute what is in effect an annual
17:01 plan from healthier here and i
17:04 distribute that to the council and
17:05 anyone else who's interested in seeing
17:07 that i'd be glad to share it with them
17:10 as well
17:11 and then finally the connect to
17:13 community advisory group will meet this
17:15 next tuesday and the regional transit uh
17:18 committee will meet next wednesday
17:20 february the 16th and that uh concludes
17:24 my report

17:31 member hunt i have three reports this
17:33 evening the king conservation district
17:35 advisory committee will meet tomorrow
17:38 february 8th
17:39 and the agenda has been posted
17:42 of note we will discuss our work plan
17:44 for
17:44 2022 and the identified priorities from
17:48 king conservation district for this
17:50 committee are equity and diversity
17:52 member jurisdiction grants
17:55 strategic plan elections and the 2025
17:58 ila and rate renewal
18:00 i spoke with
18:03 sustainability manager stacey van
18:05 mckinstry who is the staff support for
18:08 me on this committee and one thing that
18:10 we would like to propose adding is
18:11 wildfire preparation as a topic for
18:14 discussion this is something that king
18:16 conservation district does they work
18:18 with landowners on wildfire preparation
18:20 and as this is a growing concern in our
18:23 community
18:24 we would like to better understand what
18:26 they're doing and how we could benefit
18:28 from their services in that area
18:30 so i will report back after that meeting
18:33 i attended the regional water quality
18:35 committee meeting on february 2nd this
18:38 was my first committee meeting on this
18:41 committee and we discussed our work plan
18:44 for 2022
18:46 of note the first meeting or meetings
18:49 will be an orientation for the new
18:51 committee members because there are
18:52 several of us that are new to the
18:53 committee this is a committee that works
18:55 on policies and plans related to water
18:57 quality it's very technical
18:59 so the orientation will be very useful
19:01 and i will look forward to reporting
19:03 back after that one of the issues that
19:05 will be in our immediate future is
19:07 looking into nutrient issues in
19:10 wastewater
19:13 and then lastly on january 20th the
19:15 salmon recovery council of wyra8
19:19 met and wire8 is the technical name for
19:21 our watershed
19:22 we approved a letter
19:24 to a letter of legislative priorities
19:26 that was sent to our state um
19:29 legislature
19:30 and
19:31 we also heard um from me and some other
19:35 members of the wiret sammy recovery
19:37 council about a collaborative effort to
19:39 develop a budget proviso this session
19:41 for
19:42 doing some research and
19:45 taking action to reduce light pollution
19:48 on lake sammamish light pollution on
19:50 lake spanish is known to affect
19:53 survival of early life stage salmon so
19:55 this was at the request of
19:56 representative ramos and
19:58 we did discuss this at this wire 8
20:00 family recovery council meeting
20:03 and so we will find out if that
20:05 if there is a budgeted amount for this
20:08 work
20:09 shortly so look forward to keeping you
20:11 all in the loop on that
20:12 and then we also had informational
20:14 updates from mountains to sound greenway
20:15 on their national heritage area
20:17 management plan and on the lake
20:19 sammamish kokanee recovery this last
20:21 year we did see a relatively strong
20:23 kokanee return so that is really good
20:25 news because they are
20:26 a critically endangered population
20:29 um the next meeting of the salmon
20:30 recovery council will be on march 17th
20:33 that concludes my report

20:39 ray um the east side fire and rescue
20:42 board of directors will meet this
20:43 thursday february 10th at four o'clock
20:44 in a virtual meeting
20:46 there are four items of regular business
20:49 um kind of timely given uh council
20:51 member hunt's report by the first is
20:53 round wild
20:54 fire prevention program there's a
20:56 proposal to fund a full-time wildfire
20:58 mitigation emergency parade preparedness
21:01 specialist
21:02 supported by a full-time administrative
21:04 professional
21:05 the two new positions along with the
21:07 existing emergency manager will provide
21:09 emergency management coverage during
21:11 times of disaster
21:12 there are three funding options that are
21:14 being considered
21:16 one is a separate contract for the three
21:19 wild prevention position wildfire
21:21 prevention resists positions using the
21:23 existing formula funding formula the
21:26 second is to add an operating budget
21:29 add to the operating budget utilizing
21:30 the existing funding formula and the
21:32 third is to contract separately with
21:35 samamish for emergency management
21:37 and two the two wildfire prevention
21:40 positions would be added to the site
21:42 fire and rescue operating budget options
21:43 one and two would have about the same
21:45 estimated financial impact as qua
21:48 of about 135 thousand dollars
21:50 option three would cost about seventy
21:52 nine thousand dollars annually
21:54 in the current year all three of the
21:55 options can be funded with existing fund
21:58 balance will not have any budget impact
22:00 this year
22:03 if there's an interest in talking more
22:04 about this we can take it up and go to

22:31 existing board members an overview of
22:33 the east sci-fi rescue organization
22:35 governance board member responsibilities
22:37 these site fire rescue facilities the
22:39 funding model and the service area
22:42 and finally uh eastside fire and rescue
22:46 will give us an update on the
22:47 traditional media report so media
22:49 contacts since the beginning of the year
22:50 have been fairly extensive there have
22:52 been more than 30 uh contacts since uh
22:55 in just the first month and a week of
22:57 the year so we'll get an update on that

23:13 3rd from 10 until noon
23:15 it was a hybrid meeting but um
23:18 99.9 of the people uh attended virtually
23:22 i would say um and
23:25 from the agenda there was really only
23:27 one um issue of um on action item that
23:31 we had which was to review black diamond
23:34 comprehensive plan the
23:36 recommendation had been for conditional
23:38 approval however there was much
23:40 discussion and uh a motion was made and
23:43 passed to defer that for a month
23:46 to allow
23:48 further conversations there were a
23:51 number of community organizations
23:54 um and municipalities that had questions
23:57 uh about how transportation was going to
24:00 work out of black diamond because the
24:02 washington department of transportation
24:04 came and uh laid down some truth
24:07 about what will or won't get built uh
24:09 down there so it was a lively and uh
24:12 evening
24:13 and uh somebody somebody's coughing um
24:16 then sound cities association public
24:18 issues committee will be meeting this
24:20 wednesday
24:21 uh the ninth from seven to nine pm and
24:24 there are no substantive actions
24:26 anticipated to come out of that meeting

32:55 will be looking for some council
32:57 feedback in order to direct the
32:59 administration going forward
33:01 the city council last received an update
33:03 on title 18 process of the september
33:05 2021 study session and tonight staff
33:08 will provide an update on the project
33:11 no formal motion is proposed but the
33:13 council is requested to provide feedback
33:15 on the update process and public
33:17 outreach efforts and at this time i'd
33:19 like to invite community planning and
33:20 development director miley dollywall to
33:22 make a presentation minnie
33:26 thank you mayor this is andrea snyder
33:28 the deputy city administrator and before
33:30 many starts i just wanted to give a few
33:32 opening remarks if i may
33:36 great thank you appreciate that um
33:39 really i just wanted to press some of
33:41 director dollywell's uh presentation by
33:44 acknowledging that this title 18 update
33:47 is a very big and sweeping update and as
33:51 large and as comprehensive as this
33:53 update is it's still not going to cover
33:56 everything it's still not going to be
33:58 include everything that everyone would
34:01 want at this stage um there are a number
34:04 of things that we'll likely need to put
34:06 off and discuss in future years in order
34:09 to allow for
34:11 the time
34:13 that we should have to develop policy
34:15 and engage our community on some
34:18 important topics and so while the scope
34:20 is large we're also acknowledging that
34:23 there's still a lot of work that needs
34:24 to be done
34:26 in future years that's not really a part
34:28 of the scope so you as we go through
34:30 this process you may see things that
34:32 uh that people would have expected to be
34:35 part of the scope that we might just
34:36 handle in future years and i wanted to
34:38 acknowledge that
34:41 and also the process that
34:44 director dollywall is about to review
34:47 with you tonight and ask for your
34:48 feedback on i think this is
34:52 as thoughtful as director dollywell has
34:54 been and staff have been on forming this
34:56 process and as many public meetings as
34:58 we have identified for this review
35:00 process
35:02 again it's just not going to be perfect
35:06 some will say that it's too fast some
35:08 will say that the process is too slow
35:11 and
35:13 that we needed the changes done years
35:14 ago and
35:16 the schedule that you'll discuss tonight
35:18 and provide feedback on
35:20 is really the administration's best
35:22 attempt at balancing the urgency to get
35:25 the code updated and make it compliant
35:28 with state law and reflective of best
35:30 practices as much as we can
35:32 and balancing that with making sure we
35:34 have meaningful touch points with the
35:37 community for developing thoughtful
35:39 policy and developing thoughtful code
35:42 and this is really our best attempt at
35:43 balancing those things
35:47 so if council has feedback on that or
35:50 feedback on
35:51 your specific touch points in reviewing
35:53 the policy we really look forward to
35:55 hearing those things
35:57 and i also wanted to note that the
35:59 administration at this point still aims
36:01 for adoption at the end of the year
36:05 believe that this is very urgent and we
36:07 need a better code and we've heard the
36:10 the demand from the community to have a
36:11 better code we've heard uh from staff
36:14 they need to have a better code to be
36:16 able to
36:17 provide more clear guidance and permits
36:19 etc
36:21 but all that said the reality is that if
36:23 planning policy commission needs more
36:25 time or if city council needs more time
36:27 to review any of these issues then
36:30 we want to do what's right we want to be
36:31 able to provide that time and so if we
36:34 have to look into
36:36 q1 2023 for adoption then we'll do that
36:39 but like i said we're still aiming for
36:41 adoption at the end of this year i just
36:43 wanted to let you know that that's an
36:45 option that we
36:46 are certainly open to we just believe
36:48 that adopting this new code fixing the
36:51 code is really an urgent important
36:52 matter
36:53 it really reminds me of what former
36:56 finance director beth goldberg used to
36:58 say all the time which was
37:00 first better than awesome and i think
37:03 that's what we're really looking for
37:05 for the title 18 code update as well so
37:08 all that said we look forward to hearing
37:09 your feedback tonight and i would like
37:12 turn it over to director dollywool
37:17 thank you andrea good evening mayor
37:19 paulie and members of the council and
37:21 community members who might be listening
37:23 today
37:24 on this very important
37:26 project for the city that you all have
37:29 supported and
37:30 given the funding to undertake this uh
37:33 big effort
37:35 your boards and commissions have been
37:37 working hard uh this is a heavy lift
37:40 some topics are very technical some
37:42 things are are more easy to tackle but
37:46 we just wanted to have this time with
37:48 you all to share uh what what ever all
37:52 the different boards and commissions
37:53 have been um discussing the different
37:55 topics uh and give you a status update
37:58 but also seek uh input from you to see
38:01 if we're headed in the right direction
38:04 if you uh if you're missing some things
38:06 how best to incorporate some of your
38:08 feedback uh for the process and the
38:10 public outreach piece so we're not
38:13 discussing the substantive issues of the
38:14 code um but i've included some of those
38:17 links but as as we get into the
38:19 presentation i'll walk you through
38:21 um to give you a better status of uh
38:23 what where we are
38:25 um and tisha i should be able to share
38:29 now
38:30 okay see

38:33 so let me pull up the powerpoint

38:54 it looks good minnie thank you
38:57 so uh
38:59 like andrea said the purpose tonight is
39:01 to provide city council with a status
39:04 report on the update uh process and
39:07 public outreach piece and in addition
39:10 we're asking city council if you have
39:13 members if you have any feedback on the
39:16 on the process and
39:18 the public outreach piece
39:21 as you all know but if any members of
39:23 the public are listening for the first
39:24 time and don't know what
39:26 um the
39:28 the title 18 land use code is being
39:31 updated um
39:33 for i'm going to quickly go through
39:35 uh the golden outcomes that were
39:37 identified by city council so the
39:40 umbrella goals were really to realign
39:42 the code with communities aspirations
39:46 as they're provided in the adopted plans
39:49 and to allow for public engagement in
39:51 the process
39:52 improve efficiency equity consistency
39:55 and predictability
39:56 uh address current laws and best
39:58 practices
40:00 and make the codes easier to understand
40:02 and better organized for use so that's
40:04 the filter we we have taken uh
40:06 throughout this update so far
40:10 and
40:16 it's a little bit of background in terms
40:18 of the timing um so since may of 2021
40:21 we've had many joint meetings with
40:24 planning policy commission environmental
40:26 board park board development commission
40:29 we've also briefed the
40:32 economic vitality commission on the
40:34 topic
40:35 and the feedback from all of these
40:37 meetings is informing the drafting of
40:39 the different chapters of title 18. in
40:42 addition we've had some affinity group
40:44 meetings um on specific topics um
40:48 so the last update we provided to city
40:50 council was in september of 2021
40:54 and since then we finished the the first
40:56 phase of the update which was analyzing
40:59 the gaps and getting some policy
41:01 direction
41:03 and we have started preparing the drafts
41:05 and
41:06 have scheduled public hearings
41:09 as we have moving along
41:13 so as you all know
41:15 we divided this whole
41:17 update into six
41:19 larger groups or six big buckets as
41:22 we're calling it as we go along so the
41:24 first one is the natural environment
41:27 so this included a list of critical area
41:30 topics um
41:32 geohazard topics uh steep slopes
41:35 shoreline setbacks um
41:37 outdoor lighting and sustainability um
41:40 and we've broken this long list into two
41:43 different groups because we you know
41:45 these were pretty uh big groups um and
41:48 and very technical topics so the first
41:50 the critical area piece and and the
41:52 steep slopes is in one
41:54 uh group and then the shoreline and
41:56 outdoor lighting is in the second group
41:59 so this topic we've uh discussed with
42:01 the planning and policy commission and
42:03 the environmental board as a joint
42:06 discussions
42:07 the second is landscape and open space
42:10 and so these include the tree retention
42:12 green necklace and open spaces and how
42:15 to incorporate some of the great work
42:17 that was done with the parks and open
42:19 space
42:21 planning at the strategic parks plan
42:23 level
42:24 um and then also some landscaping
42:26 standards
42:27 environmental board expressed uh an
42:29 interest in having a more in-depth
42:31 discussion about the about the trees so
42:33 we scheduled a separate meeting with
42:35 them to to get their feedback on the
42:37 trees uh in addition to ppc and park
42:40 board on this topic
42:41 um you know so on we have zoning and
42:44 uses uh uh and building and design and
42:47 zoning and development standards so
42:49 these have been jointly discussed with
42:51 uh planning and policy commission and
42:53 development commission
42:55 and lastly are the procedures and
42:57 administration how do we process our
43:00 applications what are some of the
43:01 thresholds that we use and and so on and
43:05 in there is this terrain management
43:07 which um we've had some preliminary
43:09 discussions it doesn't isn't necessarily
43:11 a process and procedures but it deserved
43:14 its own uh discussion uh because of the
43:16 goals and outcomes has a pretty strong
43:19 emphasis on protecting forested
43:20 hillsides um
43:22 component to it
43:24 so that's sort of how we've divided it
43:26 up and all the different boards that are
43:28 looking at
43:29 these different sections
43:32 the process itself um has been the first
43:35 phase which was
43:37 looking at our existing code looking at
43:39 what the state law and best practices
43:41 are where are we missing the mark how is
43:43 how is it not in compliance with our
43:45 adopted policy documents
43:47 and really identifying a direction for
43:51 creating the draft code so that first
43:54 phase we have finished for almost all
43:56 the other topics that were listed in the
43:58 previous slide
44:00 phase two
44:01 which is when we released the draft code
44:05 and schedule it for public hearing has
44:07 started so we're going to start with the
44:09 natural environment topic
44:12 and those public hearings are scheduled
44:14 for february 24th and
44:16 march 10th
44:18 and we attempt to release the draft at
44:21 least a month prior to the hearing
44:23 so everyone has had a chance to to look
44:25 through it or we also have scheduled
44:28 open houses prior to the public hearing
44:31 to give an opportunity for any community
44:33 member
44:34 that have a question
44:35 or just want to learn more about it so
44:37 they can make an informed comment at the
44:39 public hearing
44:41 um and the third phase um is really for
44:44 ppc and those boards and commissions to
44:48 discuss the feedback that they hear on
44:49 the draft code and provide some uh
44:52 deliberate and give some direction on
44:54 changes that need to be made to the
44:55 draft to the discussion drafts
44:59 but for each of those topics what we're
45:01 we're thinking will work will be for
45:04 city council to have a discussion on
45:05 each of those groups
45:07 with the idea
45:09 that
45:11 you can identify any additional
45:13 considerations that ppc should study
45:15 prior to finalizing their recommendation
45:18 and as ppc concludes all of these six
45:22 groups of
45:24 topics
45:25 we will combine it into a combined draft
45:28 and then hold a couple of public
45:30 hearings on the combined draft
45:34 at which time the ppc will finalize
45:36 their recommendation to city council and
45:39 then we'll bring that package uh as a
45:41 combined draft
45:43 with a formal recommendation from ppc uh
45:46 to for city council's delib
45:48 review and discussion
45:51 um again kind of the same thing um a
45:53 different graphic but six buckets uh we
45:56 have the first phase which we've
45:58 completed at the second phase we are
46:00 here
46:01 uh february which is anticipated to go
46:03 from february to july for each of the
46:05 six topics
46:08 and then the combined draft hearings in
46:10 august and september early september
46:12 um and as each of these topics is
46:15 discussed um ppc will finalize their
46:19 give direction to staff um on what
46:22 changes need to be made to the
46:23 discussion draft or what additional
46:25 information they may need from staff to
46:27 make an informed decision
46:29 so that will happen
46:30 um as we move along and for each one of
46:33 these six uh groups so from march to
46:35 september
46:36 but as we conclude those discussions
46:38 with ppc uh on the topics we plan to
46:41 bring that um
46:43 forward for council's uh consideration
46:46 um starting in march uh till
46:49 uh september and then
46:51 formal review and and um discussion will
46:54 start in september and december for
46:56 council
46:57 so that's sort of the overall
47:00 process uh now i want to
47:02 get into a little bit of
47:04 picking one topic and walk you through
47:07 about how we're going about it so for
47:09 instance for the natural environment
47:11 topic
47:12 we started the discussion with the
47:14 planning policy commission and
47:16 environmental board to identify the gaps
47:19 do the educational piece
47:21 to share with them what what the laws
47:23 are what our current code is where the
47:25 missing pieces are
47:27 and what some options may be for the
47:29 city to consider and got some
47:31 preliminary
47:33 policy direction approach from them
47:36 then we have drafted the code um we're
47:39 going to have an open house
47:41 and then we'll have the public hearing
47:44 of by ppc
47:46 and then ppc will give us
47:48 their feedback
47:49 and a draft code and we'll bring that
47:51 forward to city council at a study
47:53 session
47:55 after
47:56 a council study session we will combine
48:00 all of that
48:01 in our combined draft and ppc will hold
48:04 the hearing on the entire thing
48:09 at the end in
48:10 july and
48:12 august and september
48:14 and at that time we're going to
48:16 close the feedback loop with ppc so that
48:19 it's clear about all the feedback that
48:21 we've received so far and how that's
48:23 been incorporated into
48:25 uh this final combined draft um
48:28 and then um city council deliberation is
48:31 going to start towards the end of 2022
48:35 again the purpose of the council study
48:38 sessions as we go along
48:40 is to
48:42 help identify any additional
48:43 considerations that ppc should study
48:46 the information that we're thinking may
48:48 be helpful for council that we can
48:50 include uh is you know keeping it at a
48:54 summary of the proposed changes and how
48:56 they meet the intended goals and
48:57 outcomes for this chart for this update
49:00 we'll include ppc's feedback we'll
49:02 include the public comments log along
49:05 with the response of how the feedback
49:07 was incorporated uh we will also bring
49:09 the draft code
49:11 so uh but we're seeking feedback of uh
49:13 you know is this what will work um or if
49:16 you have want to see um us bring
49:19 something uh other than what we've
49:21 identified here
49:24 uh and i also included in your
49:27 memo
49:28 some of those things some of the items
49:30 that come up during these conversations
49:33 with various boards and commissions with
49:35 the community members
49:37 are can be incorporated into this title
49:39 18 update but some of them
49:42 are either recommendations for city
49:44 programs not necessarily regulations but
49:47 those are good things that perhaps uh we
49:50 didn't want to lose uh but one are
49:52 maintaining them on a whiteboard
49:54 um and there are other um you know
49:59 some suggestions sometimes come along
50:01 that are probably outside the scope of
50:03 the title 18 because they deserve a much
50:05 deeper policy discussion
50:08 um so
50:09 we will share that
50:10 comprehensive list with uh and bring
50:13 that forward to city council when we
50:15 bring the formal recommendation in
50:17 september
50:18 and then at that time
50:20 you all can decide uh where to
50:22 incorporate it in the work plan for
50:24 future years
50:26 another thing i wanted to point out is
50:29 house bill 1220 has multiple components
50:31 in it that was passed
50:33 some of them have to be incorporated in
50:35 the next periodic update for the
50:37 comprehensive plans there was one item
50:40 in there that requires um indoor
50:43 emergency shelters to be allowed in all
50:45 zones that allow hotels because that
50:47 that uh discussion involves a more
50:50 robust outreach process so we have added
50:53 that to the 2023 work plan
50:57 i also included some information i think
50:59 i had received some questions um in the
51:02 past about
51:03 development agreements and if title 18
51:06 updates will apply to those areas and
51:08 i've identified the development
51:09 agreements that are still in effect uh
51:12 and
51:13 and
51:14 how
51:15 you know title 18 updates um are not
51:18 going to apply to those development
51:20 agreements

51:51 so here are some dates we've identified
51:53 for um the next council study sessions
51:57 if uh council thinks this is the
51:58 approach we should um take so with that
52:01 i think i'm um
52:03 we're seeking any input you might have
52:05 on the process or the public outreach i
52:08 in your packet was also a public
52:09 outreach plan that we've included so
52:12 that includes all the detailed
52:13 information about
52:15 the different focus group meetings and
52:18 groups we've identified on each topic
52:21 how we're doing the outreach for the
52:23 open house we are planning to send a
52:26 postcard
52:27 to every property owner and resident in
52:29 the city one to inform them about the
52:31 land use code update
52:33 so that anyone that is interested
52:35 can uh you know get engaged and attend
52:39 the open house or
52:41 engage in any future topics they may be
52:43 interested in
52:44 so with that i'm going to stop sharing

53:59 curious about what the
54:01 process is and so it looks like summary
54:05 proposed changes
54:07 ppc's feedback public comments log and
54:11 draft code so let me ask this in a
54:13 different direction then um
54:15 what
54:17 type and level of feedback is going to
54:20 be expected at those meetings are we
54:24 planning to get into the draft code and
54:27 go over individual lines of code
54:29 will there be
54:31 policy questions posed to council much
54:34 like there was in the memos to ppc
54:38 um are there sets of outstanding
54:41 questions or concerns from ppc that need
54:44 to be addressed
54:45 how
54:46 what what is our level of engagement
54:50 planned to look like during those
54:52 meetings
54:58 you're unmute

55:34 it's really up to counsel at what level
55:36 you want to engage in of course

55:47 we want to make sure we give you
55:50 we highlight the topics or or policy um
55:53 you know feedback that would be useful
55:55 for council uh to
55:58 at your level for if there's a policy
56:00 implication
56:01 um so
56:03 so really
56:04 if you think um

56:09 ready so that that will be there um we
56:13 can keep it at a higher level or we can
56:15 go down into
56:17 the details of the code
56:19 my recommendation would be we at least
56:21 start with
56:24 synthesis of what we heard from ppc what
56:27 we heard from
56:28 the community members and how we've
56:30 incorporated that into the draft uh that
56:34 we are bringing forward
56:36 and if we if there are additional
56:38 considerations that ppc should uh study
56:42 that that are not incorporated that you
56:44 felt were should be included that's the
56:47 level of feedback that i think i'm
56:49 hoping to get that will inform
56:51 but um
56:52 but if you want to dig deep and and read
56:54 the draft code and we can have sessions
56:58 on on those as well so
57:03 i can add to that as well directly
57:05 dollywell i mean i really appreciate the
57:06 ad hoc's work that was done in order to
57:09 talk really about the high level goals
57:12 that the project has and so i think you
57:15 know questioning whether or not the
57:16 intent is getting to those goal areas
57:19 that you had laid out would be great
57:23 this is a very unusual task for a
57:25 council to do usually you are presented
57:27 with three or four lines of code that is
57:30 addressing a problem
57:32 and now you're going to have an entire
57:34 code so we'll have to work through this
57:36 as best we can and be respectful of
57:38 where the majority of the council wants
57:40 to be
57:41 recognizing that some of you may want
57:43 some staff time to really sit down and
57:46 go on it one over one-on-one with a
57:48 staff member but
57:50 i think we're kind of hoping for that
57:52 high level is it meeting those original
57:54 council goals that the ad hoc laid out
57:58 council uh
57:59 president do you have more questions

58:06 know whether you want to take them all
58:08 at once or i can come back
58:11 okay fantastic so my next question has
58:14 to do with that goals and outcomes chart
58:17 um i noticed that the draft review
58:19 meetings are all focused on kind of the
58:21 individual topic bucket areas as you say
58:25 but i'm wondering how we're gonna
58:26 address the five umbrella goals from
58:29 that goals and outcomes chart
58:31 how is that planned
58:34 um i'm um let me see if i understood
58:38 your question correctly um so the five
58:40 umbrella goals are for the entire code
58:43 but you're saying that the
58:45 the draft code um
58:47 should we should highlight in our
58:50 release of the draft code of how
58:52 what we've done in order to meet those
58:53 five um
58:55 umbrella goals
58:57 perhaps a cover
58:59 i wasn't making a suggestion how
59:02 i i'm more asking how the administration
59:05 plans to present to council
59:09 whether you know
59:11 the
59:12 scope of
59:13 have you addressed the overall goals and
59:16 outcomes
59:17 do you know what are examples of that
59:20 how we as a council should evaluate
59:23 whether those goals and outcomes
59:25 is there
59:26 any plan to
59:28 do that within each of the individual
59:30 meetings is there a sense that that's
59:32 going to be something that
59:34 we handle at the beginning of the first
59:36 meeting to give an overview of how we
59:38 should evaluate it or only at the end
59:41 how how is the administration engaging
59:44 with that concept yeah so as you know
59:46 you know there's those five umbrella
59:48 gold and then they're 13 specific goals
59:50 so um with each draft we can
59:54 highlight how you know what what we did
59:57 in terms of uh the 13 specific goals but
1:00:00 for the umbrella goals we can provide a
1:00:02 narrative that that kind of walks you
1:00:04 through of what were some best practices
1:00:07 that we've incorporated how have we
1:00:09 streamlined it um
1:00:11 you know it used to be 500 pages and now
1:00:13 it's 100 pages and it's broken into five
1:00:15 groups i mean however we you think it
1:00:17 would be useful but uh definitely those
1:00:20 are that's the filter we have and and
1:00:21 that's a guiding document which has been
1:00:24 really helpful throughout this update is
1:00:26 having that golden outcomes to
1:00:28 to provide a direction for this update
1:00:31 um we've used it uh we know the
1:00:34 information that we've um that you know
1:00:36 we've used it for uh we can package it
1:00:39 in and present it to council
1:00:41 absolutely
1:00:44 okay two more um what happens to our
1:00:47 schedule if ppc asks to hold on to a
1:00:50 topic once they get into the draft code
1:00:52 language what's the plan
1:00:54 yeah you know um throughout this public
1:00:57 process whether it's a small update or a
1:01:00 large overhaul like we're dealing with
1:01:02 now uh we're ready to adapt as needed
1:01:05 if there is a topic that anyone wants to
1:01:09 have you know doesn't feel comfortable
1:01:10 that this is ready and they want to have
1:01:12 additional meetings absolutely we will
1:01:15 uh you know set up additional time um
1:01:18 what that means in terms of uh
1:01:21 specific date we'll just have to adapt
1:01:23 the schedule as we go along it's you
1:01:25 know it's not hard and set in stone but
1:01:29 it may mean asking ppc to meet
1:01:31 additional meetings it may mean you know
1:01:33 adding three months at the end of the
1:01:35 the schedule uh it could mean a variety
1:01:39 of things
1:01:40 and we have adapted as we've started
1:01:42 this process i mean when when the
1:01:44 initial feedback was a lot of
1:01:46 information in one meeting
1:01:48 break it down we need a second meeting
1:01:51 so you know we've always kind of
1:01:53 received that feedback and adapted it
1:01:55 accordingly so we're prepared to do that
1:01:59 at the not at the you know
1:02:01 keeping in mind i mean this is our um a
1:02:03 goal to get this thing done that you've
1:02:05 charged us to
1:02:06 to complete uh we could spend five years
1:02:09 doing this as long as it's not you know
1:02:11 that sort of uh an
1:02:13 adaptation needed we will continue to
1:02:16 march along and readjust as needed
1:02:20 council president i just want to remind
1:02:22 the council as well we're coming into a
1:02:24 full-on comprehensive plan update
1:02:26 so our project of three years ago is now
1:02:29 bumping into a significant workload that
1:02:33 will come in 2023.
1:02:35 so um i think what director dollywell
1:02:37 said about additional meetings is good i
1:02:40 think the idea of stretching into 2023
1:02:42 is difficult um because it's a mandatory
1:02:45 updated comprehensive plan it'll be all
1:02:47 decks on hand for minnie's team so if we
1:02:50 need to start to
1:02:53 overlap issues we may need to start and
1:02:55 talk about resources as well because two
1:02:58 heavy lifts finishing them off in the
1:03:00 same year is probably a little more than
1:03:02 we could handle
1:03:06 great last question
1:03:09 have you taken a look at how other
1:03:12 cities have done
1:03:14 code rewrites and particularly what
1:03:16 their engagement with council at that
1:03:19 final
1:03:20 stage of adoption looks like and
1:03:22 particularly i'm thinking about redmond
1:03:25 given they did a recent
1:03:27 code rewrite and revamp what did that
1:03:30 look like
1:03:34 um you know each city does it
1:03:35 differently and each council engages to
1:03:39 some extent we can certainly look at
1:03:40 redmond's example
1:03:43 we're unique in the sense it's a
1:03:44 complete overhaul you know there's a
1:03:46 rewrite going on with a redmond but if
1:03:48 you look at the scope it is not to the
1:03:50 extent that we're doing it here
1:03:53 so um
1:03:55 so and then um so but we're happy to
1:03:58 look at um
1:03:59 you know if there are any lessons to be
1:04:01 learned from other cities absolutely
1:04:03 we'll we'll take a look
1:04:08 thank you council president

1:04:13 make sure you put it in the chat
1:04:17 um i have a question and then possibly a
1:04:20 comment afterwards but um i don't want
1:04:23 to assume
1:04:25 um the
1:04:26 you know the schedule that you presented
1:04:28 to us of public meetings and engagement
1:04:31 and um
1:04:33 uh talking to affinity groups and so
1:04:35 forth is really thorough and and really
1:04:37 good but the part that i did not see and
1:04:40 the part that i was hoping to see is uh
1:04:43 who's going to do the equity review
1:04:45 who's looking at who we're harming and
1:04:47 who we're helping with our decisions and
1:04:52 so uh my question is maybe you've built
1:04:55 that in and i just didn't see it in the
1:04:58 written plan so let me ask you where in
1:05:01 the process
1:05:02 are we going to have that equity lens
1:05:05 review of uh
1:05:07 of the uh proposed changes
1:05:12 you know um there is no formal um equity
1:05:16 review because i think um what we're
1:05:19 doing is as we're going along with each
1:05:21 thing that's the filter we have overall
1:05:23 filter so you know consistency
1:05:26 streamlining
1:05:28 equity and those kind of things but
1:05:29 there isn't
1:05:31 one comprehensive um
1:05:34 equity review in a formal kind of a way
1:05:37 uh plan for this approach because that
1:05:39 itself is a is a big piece of work uh we
1:05:43 if you have thoughts and ideas of how
1:05:45 best to do it where we can certainly um
1:05:49 you know do a more formal equity review
1:05:51 but it comes up during conversations
1:05:53 with the various boards and commissions
1:05:55 i mean they they bring up certain things
1:05:58 like this does this make sense over here
1:06:00 or not and you know how are we treating
1:06:02 a small development versus a big
1:06:04 development or what's happening around
1:06:08 along along i-90 and are we
1:06:11 worried about water air quality around
1:06:13 freeways and we you know and things like
1:06:15 that so equitable development in that
1:06:18 sense but not
1:06:20 not in terms of you know um
1:06:23 having a formal equity review of of all
1:06:25 our regulations um perhaps that is a
1:06:30 you know secondary thing that we take
1:06:32 undertake after all these policy
1:06:34 discussions occur and say where did we
1:06:37 meet the mark on this uh equity lens but
1:06:39 we are putting that filter as we go go
1:06:42 about different regulations
1:06:44 okay um so i see that uh city
1:06:47 administrator bob quits maybe has
1:06:49 something to say uh uh i do have a
1:06:52 comment but i will hold off until other
1:06:54 people have had a chance to talk
1:07:00 the administrator
1:07:02 yes thank you man mayor members of the
1:07:03 council good evening um
1:07:05 the council has previously talked about
1:07:07 applying equity lenses uh to important
1:07:10 policy issues and certainly this is one
1:07:12 of them
1:07:13 we are still in that process of working
1:07:16 with the council on the equity lens
1:07:18 process we will be coming back to you i
1:07:20 would imagine in the next
1:07:23 30 60 days to continue that discussion
1:07:26 our challenge as a staff i think will be
1:07:28 to marry that process up with this
1:07:30 process so uh rather than say we uh uh
1:07:34 are are doing it in the ways that uh um
1:07:37 director dollywall said let me say it a
1:07:39 slightly different way is that as the
1:07:41 council's policy uh processes change
1:07:44 regarding equity we will apply them uh
1:07:47 to the code uh to the best of our
1:07:49 ability and so i think you'll see that
1:07:51 happening as this comes to the
1:07:54 conclusion but as director dollywall did
1:07:57 you know we are trying to you know have
1:07:59 a very broad lens to this as we're going
1:08:02 forward but the administration
1:08:03 understands the council's desire to
1:08:06 precisely apply an equity lens and so as
1:08:09 we work on the parameters of that over
1:08:11 the next file
1:08:12 once that's in place we will then start
1:08:14 applying that to the process for title
1:08:17 thank you city administrator i'm going
1:08:19 to move on to one more question barbara
1:08:21 before i come back to you victoria has a
1:08:23 question and then we'll start with
1:08:24 comments

1:08:28 i had a question and and a comment um
1:08:31 but i can hold my comment if we're
1:08:33 doing things in that order so my
1:08:35 question my first question is regarding
1:08:38 the hv
1:08:42 um hp 1 2 2 oh hp 12 20.
1:08:48 i understand that
1:08:50 whether my understanding is that whether
1:08:52 or not we make changes regarding the
1:08:56 emergency
1:08:57 shelters they
1:08:59 will have to be allowed because
1:09:01 that's that was a change in the state
1:09:04 where hotels were as you mentioned so
1:09:07 what is the
1:09:09 motivation for not
1:09:12 clarifying that in the code because it
1:09:15 will work that way because we have to be
1:09:17 compliant with the law as far as i
1:09:18 understand it
1:09:20 sure um you know we
1:09:22 started down that path but i think it
1:09:25 became quite evident that
1:09:27 it was a topic of very high interest for
1:09:29 the community it sometimes citing these
1:09:32 facilities can become
1:09:35 you know
1:09:36 garners more community scrutiny and
1:09:39 interest um and looking at some other
1:09:42 cities uh redmond had a two-hour meeting
1:09:44 on this topic and it was very robust
1:09:47 discussion for you know and and so
1:09:50 looking at uh what it would take to have
1:09:53 those conversations with the community
1:09:56 and and not having the
1:09:59 the issue be uh
1:10:01 be lost in the conversations on title 18
1:10:04 which is a much broader conversation
1:10:05 we're having um so
1:10:08 you know you're absolutely right the
1:10:10 state law requires us to allow these
1:10:12 wherever hotels are allowed so if
1:10:14 something were to come in
1:10:15 until
1:10:16 our code specifically called these out
1:10:18 we would have to be compliant with the
1:10:20 state law
1:10:22 but in order to respect communities
1:10:24 desire to have a more thoughtful robust
1:10:27 conversation about the topic
1:10:29 we felt it was it deserved its own path
1:10:32 and separate meetings and discussion
1:10:35 that perhaps was uh would be more suited
1:10:38 after we finished title 18 update
1:10:42 if i could add to that directly valley
1:10:44 wall too as we expected this we expected
1:10:46 over the year original year now we're
1:10:48 heading into year three of doing the
1:10:50 code that other things would come along
1:10:53 and what we're trying to do is manage
1:10:55 the original intent of the code update
1:10:57 and then move to working on these new
1:10:59 items that came up so most of our
1:11:02 community does not know about hb 1220
1:11:05 and uh it's going to be a big
1:11:07 conversation and we should plan for it
1:11:09 accordingly and of course we will then
1:11:11 adjust the code after the community
1:11:12 conversation to be in alignment but we
1:11:14 do owe it to our community to discuss it
1:11:16 with them and not just to put it in the
1:11:18 code in this round it could be
1:11:20 extremely distracting
1:11:22 and i expect that there are more age
1:11:24 bills
1:11:25 house bills that will come out this year
1:11:27 that may also impact things that we have
1:11:29 in our code and we're just going to take
1:11:31 them one at a time after the code update
1:11:33 and make sure that we're in compliance
1:11:36 for the most part our community hears
1:11:37 what they hear about those kinds of laws
1:11:39 when you have some sort of public notice
1:11:42 process and when you have some sort of
1:11:43 public hearing and we kind of owe it to
1:11:46 them to go through all of those things
1:11:49 okay thank you

1:12:12 director dolly wall on page six of your
1:12:15 presentation where you broke out the
1:12:18 difference um
1:12:20 you know areas will be covered natural
1:12:22 environment landscape
1:12:24 and open space et cetera on the far end
1:12:27 of the chart procedures and
1:12:28 administration
1:12:30 each of the other ones had ppc dc or ppc
1:12:33 park board under underneath
1:12:36 administration didn't have
1:12:37 a border commission under them who would
1:12:40 reviewing that
1:12:44 good question so most of it is planning
1:12:46 and policy commission
1:12:48 there was a topic that we identified
1:12:50 which we thought uh development
1:12:52 commission um was probably the right
1:12:55 commission to have the conversation
1:12:57 about what's the role of development
1:12:58 commission what is coming to development
1:13:00 commission or do they feel they have a
1:13:03 good criteria to evaluate these projects
1:13:05 on what how do they feel about looking
1:13:07 at a very technical details so we had
1:13:10 some of those conversations with
1:13:11 development commission but mostly it'll
1:13:13 be planning and policy commission
1:13:14 looking at that piece
1:13:16 okay thank you the the next question i
1:13:18 had and last question i had was um how
1:13:21 will the um
1:13:23 appeal process be revealed reviewed in
1:13:26 the sense that some of the reviews only
1:13:28 go to a hearing examiner
1:13:30 some go to the municipal court and some
1:13:32 go to you know superior court depending
1:13:34 on the the seriousness or the level of
1:13:37 review needed are we going to be
1:13:38 reviewing that as part of
1:13:40 of this uh overall plan
1:13:42 absolutely yeah so um currently our
1:13:45 process um has you know level zero
1:13:48 through level six
1:13:49 different appeal bodies and different
1:13:51 decision makers some you know what we um
1:13:55 got initial feedback from council was
1:13:57 the closed record appeals that council
1:13:59 then has to make a decision on and you
1:14:02 know a desire not to be in that position
1:14:04 so we're we'll be bringing forth um all
1:14:07 the changes related to process
1:14:09 procedures including appeals
1:14:11 i appreciate that thank you very much
1:14:16 thank you i am not seeing additional
1:14:19 questions so i'm going to start moving
1:14:21 back through comments which may end up
1:14:22 generating some more questions but let's
1:14:24 start with council member d michelle
1:14:27 councilmember hunt and then council
1:14:29 president

1:14:35 i think there are many ways that we can
1:14:37 do equity um and certainly
1:14:40 one of them is to ask the question
1:14:43 who does this help and who does this
1:14:46 but other ways that we can do it is to
1:14:49 include people in the discussions
1:14:52 so um you know if you're sending out a
1:14:54 postcard and inviting everybody a public
1:14:56 meeting i'm hopeful that that postcard
1:14:58 would have
1:14:59 different languages on it so that it
1:15:02 reaches different communities
1:15:04 within
1:15:05 issaquah
1:15:06 i'd like us to vary in
1:15:09 in uh intentionally reach out to
1:15:12 uh communities that may not always
1:15:14 participate in uh
1:15:16 our discussions or in our commission and
1:15:19 board meetings and see if we can engage
1:15:22 uh them in the in the process
1:15:25 uh and bring people to the table i think
1:15:27 one of the guiding guidelines that we
1:15:30 talked about uh when we were going
1:15:32 through our training sessions was
1:15:34 nothing done to us without us
1:15:37 it it worries me that
1:15:43 policy planning commission is is having
1:15:45 equity discussions without the people
1:15:47 who are being affected at the table
1:15:50 i think that we need to be sure that
1:15:52 we're hearing all voices in this process
1:15:56 and uh that needs to be built into the
1:15:58 process very very intentionally so
1:16:01 uh outreach to
1:16:03 some of our marginalized communities
1:16:05 outreach to
1:16:06 people in our community where english is
1:16:08 not their first language
1:16:11 that kind of involvement i think is
1:16:13 really critical here that we're hearing
1:16:15 all voices
1:16:17 and then um and then build into the
1:16:20 into the process
1:16:22 the questions you know are
1:16:24 is this particular policy helping
1:16:27 someone harming someone
1:16:29 uh what's the impact in our community of
1:16:31 the decisions we're making
1:16:34 um and i i do commend you for a very
1:16:37 very thorough plan i loved all of the
1:16:39 people all the groups that were on on
1:16:41 those affinity lists and you know
1:16:44 yes those are all great people to
1:16:46 include i just want us to be
1:16:48 really inclusive of people in our
1:16:50 community who sometimes
1:16:52 um don't aren't heard
1:16:54 and need to be heard on these major
1:16:57 policy issues
1:16:58 so thank you

1:17:09 first comment is
1:17:10 on the
1:17:11 stakeholders and affinity groups i think
1:17:13 that it would be great to um
1:17:16 they can just take another look at those
1:17:18 and see maybe the
1:17:20 maybe the um
1:17:22 volunteer
1:17:23 missions also have ideas one
1:17:26 idea that i had to add to the building
1:17:28 and built environment topic would be
1:17:30 climate solutions and partly i suggest
1:17:33 them to add to the affinity groups
1:17:35 because
1:17:36 they were involved with the
1:17:38 climate action plan and the climate
1:17:39 action plan is one of our most recently
1:17:42 adopted plans and one of the reasons
1:17:43 we're doing this code overhaul is to
1:17:46 make sure our code is reflecting all of
1:17:50 planning efforts that we've
1:17:52 adopted
1:17:53 over time so i would
1:17:56 like to try to make sure that we are
1:17:58 uh incorporating our climate action plan
1:18:01 into this process and i think one way
1:18:03 would be to make sure that those
1:18:04 stakeholders are there in the affinity
1:18:06 groups
1:18:07 on um i liked the comments on
1:18:10 making sure we i like the comments from
1:18:12 council members d michelle about making
1:18:14 sure we have um equity considered
1:18:17 in this process and i think there may
1:18:19 also be stakeholder
1:18:21 groups that could be included in those
1:18:22 affinity groups that would help us
1:18:25 have more perspectives
1:18:28 one additional piece of information that
1:18:30 i think would be useful and i i
1:18:33 understand that it does not need to be
1:18:35 tonight but i do think it would be
1:18:36 helpful for us to have maybe a paragraph
1:18:39 on each of the development agreements
1:18:40 about
1:18:42 if we expect
1:18:43 title 18 to apply to them or not i think
1:18:46 this is useful
1:18:47 to us as policymakers to understand the
1:18:50 scope of these development agreements
1:18:52 and whether or not title 18 different
1:18:54 parts of hailey team will be

1:19:02 very helpful we do have some
1:19:04 substantial
1:19:06 and large and important development
1:19:08 agreements
1:19:09 going quite a ways out into the future
1:19:11 so it's a better understand that a
1:19:12 paragraph on each one and how it relates
1:19:14 to title 18 would be great
1:19:17 um and then lastly i am concerned about
1:19:20 the timeline it has a
1:19:23 planning policy with their final
1:19:24 recommendations in september
1:19:26 and then we would begin our review in
1:19:29 september and hopefully finish by
1:19:31 december
1:19:33 that means there's also holidays that
1:19:34 means there's also budget and then we
1:19:38 will have comprehensive plan updates
1:19:39 starting in 2023 so we don't want to
1:19:43 go over and also this is an urgent
1:19:44 process so we don't want to go over that
1:19:46 timeline
1:19:48 i wonder if we could um
1:19:50 to set us up for success i wonder if we
1:19:53 could have more structure around how we
1:19:56 plan on
1:19:57 processing the information in these
1:19:59 intermediate meetings um i think this is
1:20:02 something for us to consider as a
1:20:04 council also when we get back together
1:20:06 to discuss meeting you know study
1:20:08 sessions versus committees or how we
1:20:10 want to do that but
1:20:13 i there's going to be a lot of
1:20:15 information to process and if each step
1:20:18 slips a little bit
1:20:20 we would be um
1:20:22 we would miss our timeline and i think
1:20:25 important that we
1:20:26 um that we get this done so
1:20:29 my suggestion which i'm sure other
1:20:31 council members have good ideas my
1:20:33 suggestion would be maybe we
1:20:36 as council members if we are going to
1:20:38 meet all together for all these topics
1:20:39 if we develop lists ahead of time of
1:20:43 changes or what topics we would want
1:20:45 so we at least have sort of a systematic
1:20:48 way to go through those more like like
1:20:50 what we have with budget and we thumbs
1:20:52 up thumbs down if people want to engage
1:20:54 on those issues i think some some sort
1:20:56 of process like that would be
1:20:58 helpful because
1:21:01 there's there's going to be a lot of
1:21:02 material and i think it'll be like
1:21:04 multiple budgets
1:21:06 all together coming together
1:21:13 those are my comments thank you

1:21:23 i guess to start out first i really want
1:21:25 to appreciate the hard work that has
1:21:27 gone into this process so far the staff
1:21:30 and the consultants and our boards and
1:21:32 commissions have really done some deep
1:21:35 analysis and kept us moving forward and
1:21:38 even though i have a lot of concerns
1:21:40 about this process going forward i want
1:21:42 to start with that because this is this
1:21:44 is big
1:21:45 um so i have four
1:21:48 main areas of concern as we come into
1:21:51 the next phase of the title 18
1:21:52 development
1:21:54 um the first i just don't think that one
1:21:57 council's study session on each of the
1:22:00 topic areas is going to be enough
1:22:02 um as i'm looking at
1:22:05 this schedule
1:22:08 will meet at least four times on each of
1:22:11 the topic areas
1:22:12 and i know from looking at their packets
1:22:16 that these are really really big
1:22:20 lifts really big concepts
1:22:23 and for us
1:22:26 get brought up to speed on the topic
1:22:28 area understand the gaps
1:22:30 across a wide set of subtopics
1:22:34 get a review of ppc's guidance hear from
1:22:36 the public and provide
1:22:38 nuanced feedback ourselves i just
1:22:41 i can't see that happening in a single
1:22:44 meeting for each of the topic areas so
1:22:46 that's my first area of concern
1:22:48 um similar to
1:22:50 president walsh may ask you a question
1:22:52 about that as well because i know you
1:22:53 sat on ppc
1:22:56 a couple of you have sat on ppc
1:23:00 i think you may be right
1:23:02 um my question to you was
1:23:04 in your work now in a council chair
1:23:07 versus a ppc chair
1:23:09 um do you watch the ppc meetings if they
1:23:13 were to have four meetings on a topic is
1:23:15 that something you do to prepare for the
1:23:17 meeting or do you rely more on summaries
1:23:21 of the meeting and staff presentations
1:23:24 just curious
1:23:26 yeah for the most part i would say
1:23:28 summaries are
1:23:29 super helpful um i think in some cases i
1:23:32 go back and watch a meeting if i've been
1:23:35 told there's something specific or maybe
1:23:37 if there was one meeting coming before
1:23:40 our meeting i think it would be very
1:23:41 difficult for
1:23:43 us to be expected to go back and watch
1:23:46 all of those meanings
1:23:49 yeah yeah so um
1:23:52 on my second concern so
1:23:55 council member hunt mentioned uh wanting
1:23:58 more structure to the conversation and
1:24:00 so i i quite agree with that i
1:24:04 am left with a lot of uncertainty about
1:24:07 the type and level of feedback that
1:24:09 we're going to be providing
1:24:11 i've looked at the draft code that's
1:24:13 provided for this first set
1:24:16 and it scares me because i don't know
1:24:18 how to read it i don't know how to
1:24:21 interpret it or understand
1:24:23 what that is
1:24:26 so i'm concerned that i'm not going to
1:24:29 know what successful feedback would look
1:24:35 whether
1:24:37 when we're leaving this one set of
1:24:40 meetings on a topic whether that's going
1:24:42 to be considered kind of sign off from
1:24:45 council on that topic area and how that
1:24:48 compares to the
1:24:51 later kind of three-month over
1:24:53 view review
1:24:56 and so i would say that our council
1:24:58 responds best when we're given very
1:25:01 specific
1:25:02 policy questions or
1:25:05 areas of feedback and so i would
1:25:07 strongly encourage you to really think
1:25:10 through
1:25:11 what those are and
1:25:13 what the feedback is that you need from
1:25:16 because otherwise
1:25:17 i fear that we're being set up for
1:25:20 failure and we're not going to give you
1:25:22 what you need in order for us to get a
1:25:24 successful code out of that
1:25:30 third area of concern is
1:25:33 kind of the
1:25:35 that overarching
1:25:38 goals and outcomes uh particularly i
1:25:40 know i've said it before i'm really
1:25:43 concerned about readability and ease of
1:25:45 understanding i think it's one way
1:25:49 we avoid
1:25:52 getting one-offs and
1:25:54 things where
1:25:56 staff has to disagree with developers on
1:26:00 how a code is interpreted and so it's
1:26:03 really important for me
1:26:05 that the code is readable and easy to
1:26:08 understand so
1:26:10 i'd like to
1:26:11 get a sense of
1:26:13 how you're writing a code
1:26:17 before we get into the content of the
1:26:20 code like how how are you approaching
1:26:23 writing the code in a way
1:26:26 sets everybody involved up for success
1:26:30 um and i'd like to be able to either
1:26:34 have a
1:26:35 separate meeting or a portion of a
1:26:36 meeting that's on
1:26:38 what the approach is to making
1:26:41 meeting those overarching goals and
1:26:43 outcomes and specifically the one on
1:26:45 readability
1:26:48 i think getting buy-in on the code
1:26:50 structure and organization is really
1:26:53 important and i think now is the time
1:26:55 since i know
1:26:56 you're already writing the code um
1:26:59 actually i think probably a month or two
1:27:00 ago would have been better but
1:27:02 that's fine
1:27:06 and then my fourth area of concern i'm
1:27:07 so sorry i'm going on and on but um
1:27:10 i want to encourage the staff to
1:27:13 review
1:27:17 the sustainability department did for
1:27:19 the climate action plan the community
1:27:22 and commission feedback that was
1:27:23 presented in those memos was phenomenal
1:27:28 and given the number of meetings on each
1:27:30 of these topics and the depth of
1:27:32 discussions
1:27:35 as a council member i'm really going to
1:27:36 need very clear straightforward
1:27:41 information about what the feedback was
1:27:44 and i feel like the stuff that was
1:27:46 presented for the icap was just the best
1:27:50 example of that so i would just
1:27:52 ask you to look at that and use that as
1:27:55 a guideline

1:28:28 general support for all the comments
1:28:30 that have been shared so far i haven't
1:28:31 heard anything that i um disagree with
1:28:34 passionately
1:28:35 um i did want to say a few things
1:28:39 things i do this process and this
1:28:40 timeline um does meet my needs as a
1:28:43 council member and the community's needs
1:28:45 for engagement on the process um you
1:28:47 know after phase three we get kind of
1:28:50 that i wouldn't call it a full touch but
1:28:52 maybe half a touch on each of the topic
1:28:54 areas
1:28:55 to bring up any other considerations
1:28:57 that ppc should be considering and i do
1:29:00 like that it's kind of structured for us
1:29:02 to stay high level there
1:29:04 i do have the same concern though that
1:29:06 council president walsh has
1:29:08 and that is you know are we gonna have
1:29:10 an effective amount of touches as a
1:29:12 council to ensure it is meeting our
1:29:13 goals and outcomes and every other
1:29:15 consideration that we need to um
1:29:17 consider so one thing that i
1:29:21 i don't know if we should move final
1:29:23 review to q1 and 23 i think the mayor
1:29:25 brings up a good point about
1:29:27 comp plan um
1:29:31 i would like to see at least two to
1:29:33 three study sessions on it when it's
1:29:36 when we're at final review before it
1:29:38 even touches the city council meeting
1:29:40 we we should have the ability to get
1:29:42 into it deep if we want to or high level
1:29:45 if we want to a couple times before
1:29:47 we're expected to vote on anything or
1:29:49 make any amendments or anything like
1:29:50 that um

1:30:12 watching the planning policy commission
1:30:15 meetings over the last few months i've
1:30:17 been catching up with them on youtube
1:30:19 and a few things number one i know we're
1:30:21 not all in the same place to be able to
1:30:23 do that based on our own time
1:30:24 constraints if you are available i would
1:30:26 recommend doing it um because
1:30:29 wow our ppc members are smart those
1:30:31 people are bright and ask amazing
1:30:33 questions and director dollywall um and
1:30:36 kristen leeson you guys structure it in
1:30:38 such a way that i think is effective to
1:30:39 get them
1:30:40 uh to get good feedback for them which
1:30:42 is why i feel a little bit more
1:30:44 comfortable in my seat as a council
1:30:45 member
1:30:46 so i just wanted to say good job on that
1:30:50 um but you know as a council we'll have
1:30:52 to make our own decisions about
1:30:56 information we need to be comfortable
1:30:58 moving forward as well we're not all
1:31:00 going to be able to just say oh ppc and
1:31:03 all these boards signed off on it so
1:31:04 we're good to go we have we have our own
1:31:06 responsibilities as council members as
1:31:08 well and as a part of this group um
1:31:11 i think that's everything i had with the
1:31:15 postcard um
1:31:18 plus one to additional languages um
1:31:21 however we can do that i know we're
1:31:22 limited by space
1:31:24 um but i think that's also an
1:31:26 opportunity for us to add something like
1:31:28 if you have general comments feel free
1:31:30 to email counsel or the mayor or
1:31:32 something to that effect follow us on
1:31:33 facebook follow us on twitter i mean
1:31:35 that's an opportunity for us to have a
1:31:37 meaningful dialogue on other issues with
1:31:39 the community too so if
1:31:41 there's space for something like that
1:31:43 i would advocate for that and those are

1:32:55 whenever whenever that comes out so
1:32:57 clearly you recognize that that was a
1:32:59 important thing to highlight with us i
1:33:00 think if the
1:33:02 water supply development development
1:33:04 fund comes up again i think that's

1:33:07 important thing to highlight with us but

1:33:38 when i was talking with the officers
1:33:40 they were highly complimentary
1:33:42 of the work that our human services
1:33:45 people did during the blizzard the work
1:33:48 that they do with getting to people with
1:33:49 mental health issues getting their
1:33:51 services getting them matched up with
1:33:53 things so i really like the way that the
1:33:55 city has
1:33:57 made sure the human services element is
1:33:59 working in concert with the police
1:34:01 element and they're coordinating they're
1:34:03 communicating and getting people the
1:34:04 help that they need along the way when
1:34:06 they need it and so i just wanted to
1:34:08 share that with the council thank you

1:34:15 uh council member ray

1:35:22 would have a difficult time thinking
1:35:25 about adding that to their plate just in
1:35:27 order to save a little bit of money
1:35:32 i mean we've got a lot
1:35:34 of wildland area around us and
1:35:38 particularly in other areas within the
1:35:41 east side fire and rescue
1:35:45 so i kind of feel like that that should
1:35:47 be within their department um rather
1:35:51 than within an individual city but
1:35:54 that's just my kind of surface level
1:35:56 concept um
1:35:58 yeah i'm interested in seeing how you
1:36:00 guys discuss it

1:36:09 want so i mentioned the wildfire
1:36:12 prevention um and and wanting to make
1:36:14 sure that we discussed that on the king
1:36:16 conservation district advisory committee
1:36:18 because i know that we do have we are at
1:36:21 this wildland urban interface and we do
1:36:23 have a lot of neighborhoods that are
1:36:25 directly
1:36:26 next to
1:36:27 wildlands and with climate change and
1:36:30 changing um
1:36:34 risk has increased and we've seen that
1:36:36 even reflected on the wildfire risk maps
1:36:38 that have been recently produced so it
1:36:40 continues to be a big area of concern
1:36:44 i i think maybe it's something that it
1:36:47 would be useful for council to to
1:36:51 have a little bit more information about
1:36:52 what's being considered because i didn't
1:36:55 quite understand all of the nuance and
1:36:57 council member walsh's or council
1:36:58 president walsh's comments for example
1:37:01 so maybe if it's something that
1:37:03 you could provide
1:37:05 or you could share to
1:37:06 city administrator bob quits and we
1:37:08 could get that information that would be
1:37:10 helpful and i can also let council know
1:37:12 through city administrator bob quits
1:37:14 what kind of discussion we have about
1:37:15 wildfire preparation at our king
1:37:17 conservation district meeting which is
1:37:19 tomorrow
1:37:22 uh council member i was going to come
1:37:24 back to you anyway and circle back if
1:37:26 you had additional comments based on
1:37:27 what you heard no but thank you council
1:37:29 president thank you councilmember
1:37:32 hunt great feedback we will get
1:37:34 something to uh everyone to at least

1:37:54 discussion with the east side fire and
1:37:56 rescue board but i am confident that we
1:37:58 will come up with something that makes
1:37:59 sense and i will get you more
1:38:00 information so that if you have other
1:38:03 thoughts you can share them

1:38:27 meeting it is on a tuesday it's
1:38:30 moved to that day to avoid presidents

1:38:36 and the potential agenda items include
1:38:38 human services strategic plan
1:38:40 recreation scholarship program and
1:38:42 comprehensive plan and zoning map
1:38:45 amendments
1:38:47 so the last item we have on our agenda
1:38:49 this evening is the executive session
1:38:50 and as earlier announced there will be
1:38:52 an executive session held this evening
1:38:54 to discuss property acquisition for rcw
1:38:59 42.30.110 paran1 friend b
1:39:02 and the item is expected to last 20
1:39:04 minutes with no action being anticipated
1:39:07 following the open session
1:39:09 so as a reminder executive sessions are
1:39:11 closed to the public and we will now
1:39:13 recess into executive session at 8 39 pm
1:39:17 and i'm asking the city clerk to move
1:39:19 the city council into a separate session
1:39:21 within the meeting
1:39:23 and anyone who is not part of the closed
1:39:24 session will remain in the main meeting
