Staff report:
In 2013 the City performed an evaluation of curb ramps, sidewalk, Accessible Pedestrian Signals (APS) and push buttons, and on-street accessible parking spaces to identify features within the public right-of-way that was not compliant with the Americans with Disabilities Act (ADA). Following the evaluation an ADA Transition Plan was prepared. The ADA Transition plan established priority criterion for meeting compliance that included routes of travel of pedestrians with disabilities serving organizations and facilities, such as the Senior Center and proximity to medication facilities, public transit stops, City Hall, libraries, parks and recreation facilities and schools.

The City has utilized a contract lobbyist for more than nine years to advocate for Issaquah's interests. The lobbyists have monitored legislation, sought funding for capital and operating budget needs, crafted beneficial changes to legislation, fostered partnerships and tracked interim studies and task forces. The City's lobbyists have historically focused on state legislative matters. The Administration has found this relationship to be a cost-effective means of ensuring Issaquah's presence in matters of significance and in securing millions of dollars of investment in City infrastructure and services.

On May 10, 2021 the City opened bids for the So. SPAR Booster Pump Station project (WT-013). The project consists of constructing a new concrete masonry building, vertical turbine water booster pumps, piping, valves and accessories, electrical and instrumentation systems, site grading and paving, fencing and miscellaneous site improvements, and approximately 7,500 lineal feet of 12-inch water main and appurtenances. The completion of the project will result in a second redundant way to supply water to Issaquah Highlands.

The CIP is a multi-year plan for the acquisition, expansion, or rehabilitation of land, buildings, and other major infrastructure over a six-year period, and beyond. The plan reflects expected start and completion dates, estimated costs, and proposed financing for the City's capital investment priorities. The plan is reviewed and updated biennially factoring in availability of resources, changes in City policy and community needs, unexpected emergencies and events, and changes in cost and financial strategies. The CIP incorporates City Council priorities, long-range community objectives, and projects that improve City operational efficiency. The plan represents the City's current estimates of needs, costs, potential funding sources, and timelines.

3:45 between now and the last time that we've
3:47 discussed topics for topics that we've
3:49 discussed multiple times
3:50 and this is something that we have been
3:53 doing
3:53 while we've been having virtual meetings
3:55 the first email
3:57 comment that we received on items that
3:58 we're discussing this evening
4:00 was regarding ab-8123 which is the 20 22
4:03 to 20
4:05 27 cip and here
4:08 there was support for the newport
4:11 projects
4:13 er022 and tr023
4:16 also support for the i-90
4:19 under over crossing which is tr-003 and
4:22 also support for tr
4:24 28 which is the lake smamish parkway
4:28 non-motorized improvement project then
4:30 we received another email which
4:32 touched on multiple topics that we are
4:34 discussing this evening
4:36 on id0860 which is the
4:39 strategic plan update and next steps
4:43 this person had some concerns
4:46 and expressed that there should be an
4:48 honest review of our progress on the
4:50 plan and
4:50 requested more public more and varied
4:53 types of public comment opportunity
4:56 on ab-8123 which is the spar booster
4:59 pump station construction bid award
5:01 i expressed concern that there was not a
5:03 feedback
5:06 that there was not feedback provided to
5:07 the neighborhood meeting that
5:09 met on this topic and then on ab7418
5:15 which is amendment to imc 12.10 complete
5:18 streets
5:19 expressed concerns about the exemption
5:21 process and then lastly
5:23 ab-8123 which is the cip again um
5:27 express concerns and multiple concerns
5:30 one concern being that
5:32 the cip seems heavily auto oriented
5:36 and that concludes comments we received
5:38 by email specifically on
5:40 items on our agenda this meeting thank
5:43 you very much council president the next
5:44 item on the agenda will be committee and
5:46 regional reports
5:47 and we will start with council member
5:49 hall
5:51 uh thank you this is councilmember zach
5:53 hall a couple reports for this evening
5:55 first up is for cascade water alliance i
5:58 wanted to quickly announce that the next
5:59 cascade water alliance board meeting is
6:02 next wednesday may 26
6:04 at 3 30 pm um also at our
6:07 last meeting i mentioned a policy that
6:09 the board was considering regarding the
6:11 potential sale of cascade water alliance
6:14 water rights
6:15 and just to close the loop with you all
6:17 uh the board decided to
6:18 defer any action on that until after a
6:21 workshop that we're holding later next
6:23 month
6:24 where we'll be discussing the future of
6:26 the alliance and more broadly
6:28 in the lake taps reservoir project
6:30 specifically and we'll be sure to keep
6:32 the council in the loop on that workshop
6:34 as it's going to be a very interesting
6:36 one i think
6:37 um so for now if you're interested i
6:39 sent you all
6:40 a pretty in the weeds email update
6:43 earlier this evening
6:45 and i'll be sure to bring it back up
6:46 again later next month
6:49 um now for the affordable housing
6:52 committee
6:52 the next affordable housing committee
6:54 meeting is this wednesday in a couple
6:56 days
6:56 may 19th at noon we'll be discussing the
7:00 committee's
7:01 federal legislative priorities we'll get
7:03 an update on state housing actions
7:05 during the
7:06 recent 2021 legislative session
7:09 and we'll be getting an update on a
7:11 number of different committee staff
7:13 projects including
7:14 our affordable housing dashboard and i
7:16 mentioned this i think last year but the
7:18 affordable housing dashboard
7:20 is a project that's in the charter for
7:22 the affordable housing committee
7:23 and it essentially helps collect data
7:26 across the region
7:27 on how cities municipalities and
7:30 counties are um
7:32 stacking up when it comes to affordable
7:34 housing in their cities so that'll be
7:36 really interesting
7:37 um to view and as soon as we have a
7:39 public link i'll be sure to share with
7:40 you all too
7:42 um uh in the coming months
7:45 um the committee will also be discussing
7:48 how best
7:49 we can support cities who recently
7:51 passed their own affordable housing
7:53 sales tax like we did here in issaquah
7:55 and some of the questions that we'll
7:57 consider we just had a really
7:58 interesting
7:59 sound cities association caucus meeting
8:01 on this
8:02 uh and some of the questions we'll
8:03 consider are you know can the committee
8:06 produce a set of guiding questions to
8:08 help cities make decisions about those
8:10 revenues
8:11 should decision makers dedicate funding
8:14 directly to local projects or pool
8:16 funding regionally and like arch or skip
8:19 and skip is the south king county
8:21 version of arch
8:22 those are good examples of regional
8:24 pooling and then finally
8:27 if cities don't have long-term plans for
8:29 those revenues should they consider
8:30 giving their authority back to the
8:32 county who does have a plan
8:33 so i think those are really interesting
8:35 questions and i'll keep you all in the
8:36 loop on that discussion as well

8:49 um on may 5th i attended the east side
8:52 human services forum legislative
8:54 committee
8:55 and we discussed the legislative session
8:58 and heard a presentation on the best
8:59 starts for kids renewal levy
9:02 the committee voted to send the best
9:03 starts for kids renewal to the forum
9:06 board of directors so they can consider
9:08 endorsing the measure
9:09 and i will discuss this action further
9:11 under good of the order this evening to
9:13 get direction from the council on the
9:15 vote
9:16 on may 12 i attended the connect 2
9:18 community advisory group
9:20 we continued our discussion of privacy
9:22 and disclosure issues related to the
9:24 community
9:24 information exchange and on may 14th i
9:28 attended the east side transportation
9:30 partnership
9:31 janice sun bellevue city council member
9:33 was elected vice chair of the group
9:35 and the rest of the meeting was an
9:37 interactive dialogue with state
9:38 representatives
9:39 davina dorr vandana slatter
9:43 and bill ramos regarding the legislative
9:45 session in a proposed
9:46 transportation package and that
9:49 concludes my report

9:58 the chamber of commerce meeting for
10:00 issaquah has been
10:02 postponed by a week to allow for their
10:04 salmon days uh
10:06 golf tournament and so it will be on may
10:09 28th
10:09 and i don't yet have the agenda and that
10:12 concludes my report

10:26 thank you madam mayor this is council
10:27 member mark the puget sound regional
10:30 council growth management policy board
10:32 met on thursday may 6th
10:35 and uh we had one action item which was
10:38 approved the regional transit oriented
10:40 development advisory
10:41 committee charter it was not contentious
10:44 uh we had a number of discussion items
10:46 probably the one that
10:48 generated the most discussion was
10:50 regional housing strategy tools and
10:53 actions
10:54 and the feedback was i would say
10:56 generally
10:57 that we need multiple tracks we need to
10:59 track for the let's say zero to 30
11:02 folks that are homeless and in
11:04 transition we need the
11:06 30 to 70 which is folks that are
11:09 substantially below uh that are that are
11:12 housed but are there
11:13 substantially below uh area median
11:16 income
11:17 and then you know 70 to 100 plus
11:20 and then different parts of the county
11:22 have different success so
11:23 south county has a lot of 70 to 100 or
11:26 70 to 120
11:27 of ami uh housing not so much in
11:31 issaquah
11:32 so each of these market segments have
11:35 different priorities
11:37 different uh funding strategies or
11:39 architectures and they
11:41 in some cases compete with each other so
11:43 it was a very uh
11:45 it was a very thoughtful conversation
11:46 that occurred with the input from 20
11:48 probably 25 electives so uh it was good
11:51 not sure where at all where
11:52 the law wind up but um i think that the
11:55 psrc folks
11:57 uh appreciated the feedback and then
11:59 sound cities association public issues
12:01 community didn't meet this month
12:02 this concludes my report thank you

12:07 deputy council president ray thank you
12:10 mayor paulie this is chris wray
12:12 the east side fire and rescue board of
12:14 directors met last thursday may 13th at
12:17 four o'clock in a remote
12:18 remote meeting format council members
12:21 goodman hall and i attended the meeting
12:23 the chief provided us an update on
12:25 vaccinations which are slowing both
12:27 locally and statewide
12:29 eastside fire and rescue is targeting
12:30 june 12th as the last day of operations
12:32 at the vaccination site
12:34 unless there is a change in community
12:35 need
12:37 in all we have delivered between 15 and
12:40 000 doses of the modern vaccination our
12:43 vaccine
12:44 to residents through that site uh
12:47 eastside fine rescue continues to move
12:48 forward with the pfas
12:50 remediation work plan that is
12:54 to complete by june of 2022
12:57 um brush fires continued to be a
12:59 significant concern
13:01 uh the week of april 15th where we had
13:03 temperatures in the 70s there were
13:05 70s there were three brush fires that
13:08 eastside fire and rescue responded to
13:10 this may be indicative of the type of
13:12 wireless wildland fire season we might
13:14 expect this year
13:16 um just as a note earlier this month the
13:18 king county council passed a fireworks
13:20 ban that goes into effect
13:22 in 2022 the ban will prohibit the retail
13:25 sale and discharge of fireworks
13:27 in unincorporated portions of king
13:29 county
13:31 the chief provided a brief update on the
13:34 gilman village fire at agonus and the
13:36 nail salon
13:37 and the investigation that fire is still
13:39 ongoing
13:41 the bulk of the meeting was a discussion
13:44 around the east side fire and rescue
13:48 funding formula
13:51 historically east side fire and rescue
13:52 partners have updated the funding model
13:54 every seven to eight years
13:56 it's not clear that we're going to be
13:58 making a change to the formula this year
14:00 but there were some interesting things
14:03 discussed
14:03 and i will be meeting uh later with the
14:06 mayor and the city administrator
14:08 and council members paul and goodman to
14:11 talk about how we'd like to move that
14:12 forward
14:15 finally the king county growth
14:16 management planning council is scheduled
14:18 to meet
14:19 on may 26th at 4 o'clock also in a
14:22 remote meeting format
14:23 the topic of this meeting will be a
14:24 review of the public comments
14:27 on the draft county-wide planning
14:29 policies
14:30 and to consider any amendments the
14:32 detail agenda for this meeting has not
14:34 yet been finalized
14:35 i'd like to give a big thanks to
14:37 community and planning
14:40 community planning and development
14:41 director dollywall for drafting
14:43 issaquah's response to the draft county
14:46 planning policies
14:47 and that concludes my report this
14:49 evening

14:54 thank you madam mayor i have a few
14:56 reports this evening
14:58 the title 18 ad hoc committee met on may
15:00 13th
15:01 this is the ad hoc committee consisting
15:03 of myself and council members goodman
15:05 and walsh
15:06 and we are discussing land use code
15:08 which is title 18
15:11 and we at this meeting on may 13th we
15:14 discussed the timeline that had been
15:16 drafted by staff and
15:17 the consultants working on this project
15:20 for engagement with the planning policy
15:22 committee and also joint committee
15:25 meetings
15:26 with other of our volunteer commissions
15:30 and um the next meeting has not yet been
15:33 set for this
15:34 ad hoc committee the kcd advisor
15:38 so king conservation district advisory
15:40 committee has formed a subcommittee
15:42 specific to
15:44 election reform and this met on may 13th
15:49 the issue here is that the king
15:50 conservation district
15:53 funds conservation work throughout king
15:56 king county
15:57 most of the county and they have an
15:59 elected board
16:00 but the elections take place um at a
16:02 time where no other elections are
16:04 occurring
16:05 and they have uh in this last election
16:08 despite sending out postcards and
16:10 extensive outreach
16:11 um they had still less than one percent
16:14 of eligible voters participate
16:16 it's all done online and it's also done
16:18 at a unusual time of year because there
16:20 aren't other elections occurring
16:22 when this election occurs and so this
16:24 committee will be working
16:26 on how to best approach this issue and
16:29 potentially working with the state
16:30 legislature
16:32 on how we might how we might have this
16:35 election to have more
16:36 participation so that there can be uh
16:40 more people voting in this and um
16:43 the important work that they do we'll
16:44 have more
16:46 more people voting to determine the
16:48 future of this organization
16:50 uh and then the wira eight famine
16:53 recovery
16:54 council will be meeting on may 20th
16:56 fibre eight is the technical
16:57 name for our watershed and there are two
17:00 decision
17:01 items on the agenda one is a letter on
17:04 proposed asphalt plants along sr 169 in
17:07 the cedar river basin
17:09 and so this would be a letter to the
17:12 king
17:13 county department of local services
17:14 emphasizing considerations and avoidance
17:16 of potential adverse
17:18 impacts to salmon with that asphalt
17:20 plants development
17:22 and then also a grant round funding
17:26 recommendations for
17:27 cooperative watershed management grants
17:29 in 2021
17:31 and that concludes my report
17:34 thank you council president uh next item
17:36 on the agenda this evening is the
17:38 mayor's report and everyone the
17:40 executive section is on collective
17:42 bargaining for rcw 42.30
17:44 0.140 paren for print a the item is
17:47 expected to last 30 minutes and no
17:49 action is anticipated in open session
17:53 this week is emergency services week and
17:55 i'm going to
17:56 go through a proclamation whereas
17:58 emergency medical services
18:00 is a vital public service and whereas
18:02 the members of your site fire and rescue
18:04 stand ready to provide
18:05 life-saving care to those in need 24
18:08 hours a day
18:09 seven days a week and whereas access to
18:12 quality emergency care
18:14 dramatically improves the survival and
18:15 recovery rate of those who experience
18:17 sudden illness or injury
18:19 and whereas emergency medical services
18:22 has grown to fill a gap
18:23 by providing important out-of-hospital
18:25 care including preventative medicine
18:28 follow-up prayer and access to
18:29 telemedicine
18:31 and whereas the members of east site
18:32 fire and rescue where their career or
18:34 reserves
18:34 engage in thousands of hours of
18:36 specialized training and continuing
18:38 education to enhance their life-saving
18:40 skills
18:41 and whereas it is appropriate to
18:43 recognize the value and the
18:44 accomplishments of emergency medical
18:46 services
18:47 services providers by designating
18:49 emergency medical services week
18:51 please join me in the mayors of issaquah
18:53 north bend and sammamis to celebrate
18:56 this week with appropriate programs
18:57 ceremonies and activities
18:59 that honor and thank our local emergency
19:01 services personnel
19:03 i'm going to do a second proclamation

19:06 asian pacific heritage month and whereas
19:09 there are 8790 asian pacific american
19:13 residents
19:14 in the city of issaquah which represents
19:17 23.2 percent of our population
19:20 and whereas we acknowledge the
19:21 contributions of asian pacific and amer
19:24 americans to our local arts education
19:27 sciences and to our economic social and
19:30 democratic institutions
19:32 and whereas issaquah celebrates asian
19:34 pacific
19:35 americans embedded history to recognize
19:38 and honor
19:38 individuals families and businesses and
19:42 whereas we admit the past hardship and
19:44 continued
19:44 inequality for asian and pacific
19:47 americans and strive to foster
19:49 inclusion to ensure all people have an
19:51 equal opportunity
19:53 and whereas we commit to embracing the
19:55 diversity by paying tribute to asian
19:57 american and pacific heritage
19:59 through education acknowledgement and

20:06 month month in the city of issaquah for
20:08 the month of may
20:09 2021. it's
20:12 may is a is a pretty busy month it's
20:14 also national public works week
20:17 so this week i also issued a
20:19 proclamation for national public works
20:21 week may 16th to 22nd
20:23 the year 2021 marks the 61st annual
20:27 national public works recognition week
20:29 the city's infrastructure facilities and
20:32 services could not be provided
20:34 without the dedicated efforts of our
20:35 public works professionals
20:37 they are engineers managers and
20:39 employees at all levels
20:40 and they are responsible for rebuilding
20:43 improving and protecting our city's
20:44 transportation
20:46 water supply water treatment and solid
20:49 waste systems
20:50 public buildings and other structures
20:51 and facilities essential for our
20:53 residents and community members
20:55 so please join me this week in giving
20:57 extra thanks to our public
20:58 works personnel i will be going to their
21:00 6 30 a.m
21:02 thursday to deliver the proclamation
21:06 a little bit of great news too about the
21:08 southeast 43rd wave signal
21:10 uh that project is now complete the new
21:13 intersection
21:14 is open at chelsea's 43rd way at the end
21:17 entrance to providence point the
21:20 providence point community held a
21:21 celebration last weekend which included
21:23 a ribbon cutting parade
21:24 a ribbon cutting and a parade in the
21:26 neighborhood that council member d
21:27 michelle and i both got to participate
21:30 this has been a long time coming and i'm
21:32 still thankful for the hard work of our
21:33 city council
21:34 staff and community to make this a
21:36 reality the new signal not only enhances
21:39 safety for drivers but also pedestrians
21:41 and cyclists
21:42 along with the new intersection the
21:44 project included relocating utilities
21:46 constructing detention and stormwater
21:48 treatment facilities and installing
21:50 these sidewalks
21:51 anyone who would like to learn more

21:56 southeast 43rd i'm going to give an
21:58 update on the issue of community vaccine
22:00 partnership as well and
22:02 i'm going to have to sort of checked in
22:04 with deputy council president ray before
22:06 because my numbers are slightly
22:07 different but i think they have an
22:08 explanation for why
22:11 the information that i have from our
22:13 vaccination meeting is that the cova
22:14 vaccination site at lake samama state
22:16 park has administered more than 9 500
22:18 doses and anticipates doing
22:20 6 000 more in the coming months as
22:23 community members return for their
22:24 second dose
22:25 however eastside fire and rescue has
22:27 also been doing clinics
22:29 out at the tribal snokami tribal lands
22:32 as well as doing mobile services
22:33 so i'm going to go with deputy council
22:35 president ray's number which was higher
22:37 than mine
22:38 we do now have opening appointments for
22:41 anyone who only needs the second dose of
22:43 the
22:43 modern vaccine and uh data is showing us
22:47 that close to 80 percent of eligible
22:49 residents in our zip codes have started
22:51 their vaccine series so we are now
22:53 focusing yeah it's a good number we are
22:54 now focusing efforts
22:56 on reaching community members who may be
22:58 vaccine hesitant
23:00 so that we can share more resources if
23:02 anyone knows anyone who needs special
23:04 assistance please make sure to call us

23:55 the next item on our agenda this evening
23:57 is an information
23:58 some informational updates we'll start
24:01 with the first one which is
24:02 id 0860 it's the strategic plan
24:06 update next steps and i'd like to invite
24:08 city administrator bob kowitz to present
24:10 this item
24:10 molly and mayor members of the council
24:14 good evening we're here to talk a little
24:16 bit about the next couple of months
24:18 and the next phase is sort of our annual
24:22 uh year of reflection and evaluation of
24:25 the work that we do
24:27 uh have a couple of slides i'll talk
24:29 about that so
24:30 quick user next slide please
24:34 the strategic plan was adopted two years
24:37 ago this month
24:38 in 2019 the plan includes an annual
24:42 schedule of review that unfortunately
24:44 uh because of the covid pandemic last
24:47 year we were not able to do for the
24:49 first time
24:50 so we are moving forward this year for
24:53 the first time since the plan
24:54 was adopted in 2019 with the full
24:57 completion of this annual schedule
25:01 just to kind of orient you to that
25:06 if you look at the very bottom on the
25:08 left hand side you have
25:10 the work plan implementation a piece of
25:13 the circle
25:14 uh that's basically where we're at now
25:16 once the budget is completed
25:17 uh we begin work and certainly here now
25:20 in the second quarter
25:21 of the year we're well in uh with the
25:24 work plan implementation
25:25 uh what i'm going to talk about this
25:26 evening are the next several
25:29 pieces of the of the circle for the very
25:32 next steps
25:33 that we would have as we get ready to
25:36 believe it or not begin for preparation
25:38 of the 2022
25:40 annual budget next slide quick user
25:46 so the next phase of this was the
25:48 community survey every two years
25:51 the city conducts a survey of our
25:53 residents
25:54 there was a typo in the staff report on
25:56 page six of your packet
25:58 where it referred to the uh survey being
26:00 done in april may 2020 of course that's
26:02 april
26:03 may 2021 this year we've had over 600
26:06 residents respond to the survey we have
26:10 the initial results
26:11 from that survey and plan to come back
26:13 to you
26:14 on june 15th to share with you other
26:17 results of that in the study session
26:20 on june 7th though we are going to start
26:22 the process by celebrating
26:24 the second year of the strategic plan we
26:27 have
26:27 a video that we are going to
26:31 premiere and we'll share with social
26:33 media we're also going to be doing
26:34 outreach to our residents
26:36 which will include not only social media
26:38 but also a postcard
26:40 that we will send to all of our
26:41 residents to remind them of the
26:44 strategic plan
26:45 of the goals of a place that they can go
26:47 online
26:48 to get more information and provide even
26:50 more additional feedback
26:52 beyond the community survey and let them
26:54 know about the study session
26:56 that would be coming up the following
26:57 week on june 15th
26:59 on june 15th we will share the results
27:02 of the survey
27:03 and also get any additional community
27:05 feedback
27:06 on those results and as the strategic
27:10 plan itself
27:11 delineates once we get those community
27:13 survey
27:14 results back we are then moving into a
27:17 strategic plan adjustment mode and this
27:20 a meeting that the council's never had
27:23 and that is a study session
27:24 to take a step back to look at the
27:27 strategic plan look at the results of
27:28 the community survey look at where we
27:30 are
27:30 with our work plan and make any
27:33 adjustments
27:34 that the council might think is
27:36 appropriate to move forward with the
27:38 strategic plan
27:39 uh we'll also be beginning the very
27:43 first topics regarding the budget of the
27:45 administration will come
27:47 to the council with some strategy and
27:49 budget planning issues
27:51 for the council to talk about in the
27:52 study session on july 13th
27:54 on july 19th at the council meeting we
27:57 will be submitting to you once again all
27:59 the quarterly reports except
28:01 the mid-year budget report we did that a
28:04 couple of months ago
28:06 by just putting those reports on the
28:08 agenda and having any questions
28:10 that seem to have been well received by
28:12 the council so on july 19th
28:14 we'll come back with a works plan report
28:16 the cip report
28:18 uh the mid-year of performance measure
28:20 report all that will be there on the
28:22 agenda for july 19th
28:24 on august 2nd we will come back to the
28:27 council
28:28 for a meeting you are familiar with and
28:29 that is our annual revenue forecast
28:32 so we'll have an opportunity during the
28:33 months of june and july
28:35 to talk about survey and the plan
28:37 adjustments
28:39 we'll start looking then at what we see
28:41 the revenue being
28:43 for the fiscal 22 on august 2nd and then
28:46 when we come back from the summer recess
28:48 in september
28:49 we'll start up with the budget season
28:51 we'll have
28:52 as we did last year two community
28:54 meetings we'll have one
28:56 just before the budget is submitted
28:58 either in late august or early september
29:01 then the budget will be submitted we'll
29:02 have another community meeting
29:04 and then of course the regular council
29:06 deliberations
29:07 uh for the budget so that just gives you
29:09 a preview madam mayor members of the
29:11 council of
29:12 of what we're planning to do to
29:14 implement the the strategic plan's uh
29:17 a vision of review of at the plan itself
29:20 and so would be happy
29:21 uh to answer any questions that the
29:23 council has otherwise
29:25 we'll start this process at your next
29:27 regular meeting on june 7.

30:26 i um like that we're celebrating i think
30:29 that we got a really interesting
30:31 and good idea from a community member
30:32 who emailed us though to also you know
30:34 acknowledge
30:35 kind of the shortcomings of where we are
30:37 in the plan you know acknowledge that
30:38 covid put a wrench in some of it
30:40 and you know what what we can be doing
30:42 better um
30:44 you know moving forward so i'm kind of
30:45 curious from an administration
30:47 perspective where that would fit in this
30:48 timeline
30:49 um i'm not sure if that would be in the
30:52 video or if that would just be more
30:54 par folded into our discussions at that
30:56 first study session where we take a step
30:58 back
31:00 thank you administrator bob quits
31:03 well um i guess first i would uh uh
31:06 challenge the premise of the
31:07 uh of the commenter i think we've
31:09 accomplished quite a bit
31:10 with the strategic plan and i think it's
31:12 important to remind the residents
31:14 of the community all that we have done
31:16 and i think the video
31:18 will do that and we want to really share
31:20 and celebrate i mean there has been so
31:22 much done even
31:23 with the pandemic uh to move issaquah
31:25 forward
31:26 uh the investment the projects just the
31:28 uh the the signal project that mayor
31:30 paulie mentioned earlier was really one
31:32 of uh
31:32 you know the top results of uh of the
31:35 strategic plan focusing on
31:37 infrastructure
31:38 so uh i think we're going to celebrate
31:40 that if there are members of the
31:41 community that feel there are
31:42 shortcomings
31:43 uh that's why we're sending a postcard
31:45 to every single resident
31:46 of the community we do that maybe once
31:49 or twice a year we feel it's such an
31:51 important topic
31:52 we really want to invite the community
31:55 to help evaluate that the other thing
31:57 that we did this year of course is the
31:58 community survey
32:00 600 residents kind of selected
32:04 somewhat at random to you know balanced
32:08 responses from all over the community
32:10 have
32:11 also let us know what they think so i
32:13 think as the strategic plan really
32:15 contemplates
32:16 we're trying to get input from lots of
32:17 different places so that when the
32:18 council does
32:19 take that step back it's informed so
32:21 council member hall i hope that answers
32:23 your question
32:24 i think really we we've got the
32:27 community survey
32:28 we're asking folks through a postcard to
32:31 let us know
32:32 participate in the discussions in the
32:33 month of june so hopefully if there are
32:35 shortcomings
32:36 uh that a few members of the community
32:38 are in the field that they'll step
32:39 forward and
32:40 be heard good answer

34:57 public hearing
34:59 ab-8123 the 2022-22
35:02 capital improvement plan including the
35:05 transportation
35:05 improvement program we will be
35:08 conducting the public hearing
35:09 and approving the resolution a public
35:11 hearing on this item was held at the may
35:13 3rd council meeting and was continued to
35:15 tonight's meeting
35:16 this item was last before council at the
35:18 may 11th council study session and i'd
35:20 like to
35:21 invite susie mansell senior budget
35:23 analyst to provide a brief
35:25 presentation before we open the hearing
35:28 thank you mayor paulie if you'll just
35:30 allow me one
35:31 moment to pull up my very brief
35:34 presentation
35:39 all right
35:43 all right uh good evening uh i am senior
35:46 budget analyst susie mansell and i am
35:48 here to
35:49 provide a brief intro to the continued
35:52 public hearing
35:53 on the 2022-2027 capital improvement
35:56 plan
35:59 rcw 3577010
36:03 requires cities to hold a public hearing
36:05 for the proposed transportation
36:06 improvement program or
36:08 tip and the that's the transportation
36:12 element of the capital improvement plan
36:14 or the cip
36:15 and we'll of course appreciate all
36:17 feedback from the community on the other
36:19 elements of the proposed cip just
36:20 besides the transportation element
36:23 and this public hearing was opened at
36:26 the may 3rd
36:27 city council meeting and will be
36:29 continuing tonight
36:32 as a reminder of where we are in this
36:34 year's cip schedule
36:36 the cip was transmitted to the council
36:38 and community on april 19th
36:40 and staff gave an overview presentation
36:43 that evening
36:44 the administration also held a community
36:46 meeting on april 20th
36:47 covering similar material as the 19th
36:50 the
36:51 council began deliberations on april
36:53 27th by considering the non-utility
36:55 projects
36:56 returning on may 3rd to discuss the
36:58 utility projects and receive some
37:00 follow-up information
37:01 from the april 27th deliberations
37:05 the council then further deliberated at
37:07 the may 11
37:08 study session last week and we are back
37:10 tonight to continue the public hearing
37:15 and since the the public hearing was
37:17 opened a couple of weeks ago the
37:19 administration has
37:20 updated the proposed cip to reflect some
37:23 of the feedback received during the
37:24 council deliberations
37:26 so before we continue the public hearing
37:28 i'd like to just briefly summarize those
37:30 adjustments here
37:32 so first we shifted
37:35 the projects that were originally funded
37:37 uh proposed to be funded by the lakeside
37:39 development agreement
37:40 to uh there should be a two in there
37:43 reach one
37:45 second the we increased funding for the
37:48 pavement management program or tr030
37:52 by 800 000 in 2022
37:55 uh funded by reit one uh and that
37:58 brings that project on par uh
38:01 with the other years in the cip
38:06 then the third where we add added funds
38:09 for northwest to mamish road
38:10 non-motorized improvements or tr028
38:13 to complete design by the end of 2023
38:16 and we also accelerated the construction
38:19 to begin in 2024 and commence in 2025
38:23 provided that the city identifies a
38:25 funding source for that construction
38:28 and finally we reduced or shifted
38:30 funding for other reit 1 supported
38:32 projects
38:33 to accommodate the the revisions that i
38:35 just ran through
38:38 and uh following these adjustments the
38:41 updated proposed cip is reflected in
38:43 this table
38:45 and all of the information in this table
38:46 is also in the the document that's
38:49 currently on the city's website
38:51 and is in tonight's council packet as
38:54 well
38:57 and with that i can turn it back to you

42:45 postpone the approval to the june 7th
42:47 meeting

42:51 yes thank you this is council president
42:53 hunt
42:55 as the mayor just mentioned
42:58 she and i met at the end of last week
43:01 and one of the things that
43:04 i had been that i had mentioned earlier
43:06 was that i think
43:08 having more parallels between our
43:11 budgeting process
43:12 and the cip would be
43:15 useful and one of those things that we
43:18 could do
43:19 to make our processes more similar
43:21 across both the budget and
43:23 the cip would be to include a letter
43:26 from the council with the cip
43:29 um i think this could have a number of
43:32 positive benefits in terms of tracking
43:36 our conversations we only talk about the
43:38 cip every two years
43:40 and i think over that time there's some
43:43 continuity of the conversation is lost
43:46 things like
43:46 the intent or things like um
43:51 discussions that we have on policy that
43:53 don't get translated into
43:55 changes but are things that we would
43:57 like the next
43:58 um people that are considering the next
44:01 council that's considering the cip to
44:03 keep in mind so similar to the budget
44:05 process
44:06 which i think i i at least personally
44:08 found very helpful
44:09 um as the council president last year to
44:11 look at that previous budget letter from
44:13 the council
44:15 from the council president in the
44:16 previous year to carry over some of
44:18 those
44:18 those thoughts um i think it could help
44:21 us document our
44:22 process and i think we do have this
44:24 precedent with the budget letter
44:26 and um there were a number of
44:28 conversations that i think are really
44:29 valuable but also not
44:31 not completely finished we talked a lot
44:33 about wanting to
44:35 for example with the pavement management
44:37 program to proactively
44:39 steward our infrastructure and continue
44:41 to make changes towards that
44:43 there was also long-standing safety
44:47 concerns that were raised
44:48 from the community and also in the
44:51 various
44:53 missions that looked at the cip this
44:55 year that i think it would be helpful to
44:57 document
44:59 and to continue to explore how we might
45:04 uh develop those into a plan
45:07 or into a project that is in the cip
45:09 long-standing community concerns that
45:11 are not currently in the plan
45:13 um the one that for me comes to mind is
45:15 the squawk mountain uphill
45:17 bike lane this is identified as the
45:19 master mobility plan
45:20 as one of the highest priorities but
45:22 it's not currently in the cip
45:24 and so i think those sort of sidewalk
45:26 projects
45:28 mobility projects non-motorized
45:29 improvement projects that are
45:31 long-standing
45:32 concerns that we don't have an
45:33 identified funding source i think
45:35 there's been a lot of discussion around
45:36 that
45:37 this year and i think that conversation
45:39 isn't finished
45:40 so i think having a letter that
45:42 documents
45:44 that sort of conversation
45:47 would be beneficial um
45:53 and then lastly we did make
45:56 a number of improvements i think to the
45:57 cip process and
46:00 i think that having the the various
46:02 commissions look at the cip was
46:04 was a great addition based on their
46:06 feedback they
46:07 seemed to engage with the cip and give
46:10 us really good feedback and
46:11 i would like to see us continue that and
46:16 have more of a policy dialogue before we
46:18 get into the cip
46:20 because in the end none of the feedback
46:23 directly translated into changes for the
46:25 cip
46:26 and i think part of that was because of
46:28 the way that we had the conversations we
46:31 didn't
46:31 i think it might be better to have the
46:33 policy based conversations first
46:35 and the commissions can work on those
46:38 higher level
46:39 policies and give us that kind of
46:40 feedback which then could be
46:42 translated into more of the formation of
46:44 the cip
46:45 so i think documenting that would also
46:50 beneficial and then lastly i wanted to
46:53 make this motion to see what council
46:54 thinks about this
46:56 idea of having a letter to include these
46:58 sorts of
46:59 documentation um because we haven't done
47:01 them before so
47:02 also just really wanting to get your
47:04 thoughts on this
47:05 and um also making the motion for
47:09 to have that discussion thank you deputy

51:14 uh council president hunt and then go
51:16 through the revision process
51:18 uh based on what we as
51:21 staff and the administration heard from
51:23 the discussion and
51:25 what council president uh hunt heard um
51:28 through through the dialogue and wants
51:30 to emphasize the letter
51:33 uh director goldberg just uh follow up
51:36 on that um i believe
51:37 that that comes with the the approval
51:41 and therefore a council member could
51:43 make a suggestion
51:44 for a change if the majority wanted to
51:47 include that change in the letter
51:48 after the council president's header
51:50 edits
51:52 correct so that would be it would be
51:53 included in the packet
51:55 that you receive for uh the june 7th
51:58 meeting
52:00 it would be in that packet and then it
52:03 would be part of the record
52:04 of what uh the council would adopt on
52:07 on june 7th so there would be an
52:10 opportunity
52:10 um certainly if um you know just needed
52:13 to be made
52:14 there would be an opportunity for that
52:16 um i don't in
52:18 in experience with the operating budget
52:21 i think by the time we get to that point

54:51 and i alluded to this item earlier
54:54 under committee reports and i had quite
54:57 a bit to present so i
54:58 did write out my remarks so just bear
55:00 with me for a second
55:02 so um so under good of the order the
55:06 king county council has authorized the
55:08 placement of the best starts for kids
55:10 renewal levy
55:11 on the august 3rd primary ballot
55:14 and at the same time the eastside human
55:16 services forum legislative committee
55:19 is recommending that the east side human
55:21 services board of directors endorse the
55:23 levy at their next meeting which is
55:25 june 20th as the council's
55:28 representative to the eastside human
55:29 services forum board i would like to
55:31 have direction from the council
55:32 regarding that vote
55:34 and i'm also wondering if the council
55:36 would like to consider endorsing the
55:37 renewal levy at a future
55:39 future council meeting i'm going to do a
55:42 very quick
55:43 background the current best start for
55:46 starts for kids levy raised
55:48 approximately 700 million dollars over
55:50 six years
55:51 it has served 377 000
55:54 at-risk children and families um
55:58 from newborn to age five and forty
56:00 thousand youth ages six
56:02 through twenty four uh the current
56:05 proposal will raise approximately eight
56:07 hundred
56:07 eleven million over six years the rate
56:10 is nineteen cents per one thousand of
56:12 assessed valuation which is about five
56:14 cents more than the previous levy
56:17 and this equals about a hundred and
56:19 fourteen dollars per year for a six
56:21 hundred thousand dollar home
56:24 i asked city administrator bakuts to
56:26 distribute a powerpoint that was
56:27 presented at sound cities association in
56:30 march
56:30 which provided much more information
56:32 about the programmatic initiatives for
56:34 best arts for kids which are
56:36 way too many to review tonight and i
56:39 also check with surrounding cities
56:41 uh to see what they're doing and with
56:43 regards to endorsing
56:45 the best starts for kids and i did get a
56:47 response from bellevue mayor lynn
56:49 robinson
56:50 she said that the entire bellevue city
56:52 council has individually signed a letter
56:54 of support
56:56 and they plan to consider endorsing the
56:58 measure as a council at a future meeting
57:01 um i heard from uh councilmember lynch
57:04 uh redmond and they are they have not
57:06 taken it up yet
57:08 and i did not hear back from the
57:10 kirkland representative on the east side
57:12 human services forum
57:14 so um that is what i'd like to get some
57:17 feedback on from the council
57:19 whether first of all um giving me
57:22 direction for how to vote on june 20th
57:24 and also would the council like to
57:27 consider
57:28 uh endorsing it as the council at a
57:31 future
57:31 council meeting thank you councilmember

57:51 yes is a long-standing program that does
57:52 a lot of good work especially
57:54 in the um p to five which is prenatal to
57:58 age bracket i was just curious during
58:00 your presentation if
58:02 um because i didn't see it in here if
58:05 there was any
58:06 discussion about how you know
58:10 new state investments in early learning
58:12 i did you know the state just passed the
58:14 fair starts for kids act
58:16 which is a massive increase in spending
58:19 in early learning across the whole state
58:22 so i'm kind of interested in how those
58:24 two
58:24 interact and if king county has
58:27 um you know reviewed
58:30 how that's going to play out statewide
58:32 and adjusted
58:33 as needed our own levy so i was
58:36 wondering if any information was
58:38 was brought up about that or if not
58:39 maybe you could you could ask
58:43 yeah i'd be happy to ask uh it wasn't
58:45 part of the presentation
58:47 the powerpoint that i sent you was uh
58:50 sent out was uh presented to the sound
58:52 cities association in march
58:54 so a lot of a lot has changed since then
58:57 and
58:58 um we certainly could
59:01 uh if we do decide to consider it at a
59:04 future meaning
59:05 um garner additional information yes

59:15 would also like to ask a
59:17 um thank you mayor police chris wray i
59:20 think this may be a
59:21 uh a question for those who have been
59:24 who have been around longer than me i
59:26 know we've kicked
59:27 kicked around the idea of
59:30 endorsing campaigns as a body before
59:34 and i i don't know if we've ever done it
59:36 or if we have
59:38 reached a consensus on when we should do
59:40 it and what the criteria is
59:42 i mean so i just have this
59:45 very foggy notion that we've we've we
59:48 dabbled around this before but i don't
59:49 remember
59:50 how we resolved that but i bet you
59:52 council member marks does
59:55 council member mertz thank you madam
59:59 we've endorsed a number of school
1:00:00 district related bonds and levies
1:00:02 just as as an example i don't remember
1:00:05 if we specifically endorsed best starts
1:00:07 for kids
1:00:08 last time maybe maybe councilman goodman

1:00:12 but we've we do do it upon occasion um
1:00:15 and uh uh that's all i can say about

1:00:29 um done it on several occasions
1:00:32 um i would say um
1:00:36 in the interest of being fair that not

1:00:46 we have to my recollection
1:00:50 never endorse something without
1:00:54 a presentation directly from the
1:00:57 um proponent the so like king county
1:01:00 would
1:01:01 come out to us and make a presentation
1:01:03 um i do remember this one
1:01:05 and it was i don't know that
1:01:08 controversial is the right
1:01:10 word but it was not without controversy
1:01:12 i will say because
1:01:13 it was not um the the ideas on what they
1:01:17 the specifics on what the money was
1:01:18 going to be used for was not had not
1:01:21 been fully formed
1:01:22 um and so there were a lot of questions
1:01:26 so that would be that would be uh
1:01:30 my recollection

1:01:36 knowledge um i appreciate council member

1:02:09 king county or whomever uh come before
1:02:12 and present on it we did get a
1:02:14 presentation that
1:02:16 sca pic um the pick had feedback on that
1:02:19 presentation i would love to see
1:02:21 a further more recent adapted
1:02:24 presentation and i think for anybody who
1:02:26 is not familiar with
1:02:28 best start for kids it would be absolute
1:02:30 minimum requirement to consider
1:02:33 something like this thank you thank you
1:02:36 councilmember martha i also say that our
1:02:38 attorney would like to make some
1:02:39 comments jim
1:02:43 just a reminder that state law says that
1:02:46 before you can
1:02:47 endorse a ballot proposition that it
1:02:50 needs to be on your agenda
1:02:52 with the ballot title and you need to
1:02:54 take public comment from both proponents
1:02:57 and opponents before you can make an
1:02:59 endorsement
1:03:00 so just procedurally you need to do that
1:03:02 before you can
1:03:03 endorse this ballot measure if you want
1:03:05 to consider doing that
1:03:08 thank you for clarifying that i
1:03:11 am not seeing anybody who has

1:04:12 great idea and i understand that
1:04:15 we need to have both pro and con

1:04:24 during the presentation or or in
1:04:26 conjunction with the presentation so i

1:04:28 i think it will be a very good dialogue
1:04:30 um i would suggest that we reach out to
1:04:32 sheila kappastani who's the
1:04:35 director of that program um either she
1:04:38 or one of her assistants can make that
1:04:40 presentation and i think
1:04:42 would be able to answer a lot of the
1:04:43 questions um
1:04:45 i remember that six years ago when that
1:04:47 was first out i
1:04:48 did work on it as a citizen uh getting
1:04:52 passed and there were a lot of questions
1:04:54 and i think a lot of those questions
1:04:56 have been answered over the last six
1:04:57 years
1:04:58 it's much more of a

1:05:08 the years of uh experience that they

1:06:02 good to know um how the monies might be
1:06:05 spent differently how the programs are

1:06:09 other suggestion i would
1:06:10 have is um
1:06:13 uh i when is is this an
1:06:17 august ballot okay
1:06:20 so i'm not sure how critical it is
1:06:23 to have it in time for
1:06:27 um the pick meeting on june 20th um if
1:06:29 we haven't had an opportunity
1:06:31 to have all of our questions answered i
1:06:34 think that's more important
1:06:36 um than having that having been trying
1:06:39 to be ready
1:06:40 for that in advance for the pic vote
