In each year's budget, funding is provided to complete a series of projects or programs. It is not unusual for a government entity to not complete all of those projects and programs - whether that be because there was an unanticipated delay starting said project or program or because a project or program takes longer to complete than originally anticipated. When this happens, the spending authority (or a portion thereof) provided in the prior fiscal year goes unspent and reverts to fund balance. If the government entity wishes to finish the project or program in the following fiscal year, it typically needs to reauthorize the spending authority from the prior fiscal year in the current fiscal year.
