partnership it's been ongoing through a

study over the last year so to look at

how the region moves through connects to
9:26
and experiences the Center City of
9:29
downtown of Seattle we have a handout

that is in front of the members of the
9:35
council and there may be a few s just
9:37
around the room the the handout depicts
9:43
a few key
9:44
things that everybody may not be fully
9:46
aware of
9:47
first of all Center City itself what is
9:51
that those are the ten densest
9:52
neighborhoods around the center core of
9:55
downtown Seattle it is a region the area
9:58
of the cities that we're focused mostly

on but the effort is really a regional
10:05
effort there are about 250,000 people
10:08
who come through the Center City on a
10:12
daily basis so anything that happens in
10:14
these ten neighborhoods really affects
10:16
the entire region and its viability
10:19
where the the project is really looking
10:22
at a two-fold - time frame scenario one
10:26
dealing with the near-term what might
10:29
happen over the next couple years as
10:31
many different transportation and
10:34
private and public construction projects
10:38
are implemented and it really will
10:41
change the face of the downtown area the
10:47
this area is growing significantly as
10:50
you can imagine currently it's home to
10:53
about 70,000 residents and 250,000 jobs
10:58
but over the next 20 years or so there
11:01
will be about 25,000 additional
11:04
residents in this area and over 55
11:07
additional jobs just that growth in
11:09
itself is going to put some tremendous
11:11
demands on this area requiring us to
11:15
think more creatively about how we use
11:17
the public space there is not going to
11:20
be any more streets built through the
11:23
downtown area and so we need to learn to
11:26
use those streets the most effectively
11:29
ways possible and accommodate as many
11:32
people as we can through that limited
11:34
capacity the the project as I mentioned
11:39
is over looking at two different time
11:42
horizons in the near term up through
11:44
around September of 2018 we're looking
11:47
at the impact of all the work that's
11:48
happening in the area today we have the
11:51
state route 99 project that's being
11:54
built the tolling that will
11:56
we associated with that we have work on
11:59
the waterfront
12:00
we have Madison BRT coming online we
12:03
have a number of different public
12:05
initiatives that are underway and in
12:07
addition there's about 70 active
12:09
projects right now in the city in the
12:11
downtown in this Center City area that
12:14
is affecting both in the near term
12:17
mobility how people are getting around
12:19
as these projects are being built but
12:21
bringing that growth to the to the
12:23
downtown area and again as I stressed
12:27
earlier this is affecting the region
12:28
because so many people are moving to and
12:31
through this this constrained area the
12:34
project however has the longer term
12:36
focus as well and we'll be looking out
12:38
out towards the next 20 years and all
12:40
the growth that's going to happen over
12:42
that time frame so while we want to
12:44
address immediate actions that or
12:47
develop immediate actions to address the
12:50
immediate need we also want to look
12:52
forward to that time frame and envision
12:55
what we want this area to look like in
12:57
the future what the mobility needs of
13:00
the area are and as well as what how the
13:03
public realm looks and feels how people
13:05
experience the public realm which is the
13:08
public space that everybody bus riders
13:11
people who drive people who bike and
13:14
walk all experience on a daily basis so
13:18
I will shift my focus quickly to talk a
13:22
little bit about the near term and what
13:24
we've been planning for is the eventual
13:28
time frame when buses will come out of
13:30
the downtown Seattle transit tunnel this
13:33
is something that's been envisioned
13:35
since the tunnel was built light rail is
13:37
coming coming online and we've always
13:40
known that asked Light Rail trains
13:42
increase in their frequency there will
13:45
be less room available for buses to
13:47
operate through this with now a joint
13:49
use facility when those buses come out
13:52
of the tunnel we need to find out what
13:54
to do with them if they came up and we
13:56
did nothing that we would experience a
13:59
tremendous amount of traffic delay for
14:01
all users people who drive ride the
14:04
buses and more people on the city
14:06
streets so those sidewalks would be more
14:08
crowded by people waiting
14:10
to catch their buses and so forth
14:13
that's if we did nothing and so we're
14:16
looking at ways that we might be able to
14:18
address that through a number of
14:19
different actions that are described on
14:21
the back sheet backside of the sheet

that I handed out there's really five
14:26
major areas of action that we're looking
14:29
at street operational changes potential
14:33
bus service restructuring improvements
14:36
to the pedestrian and public realm
14:38
looking at ways to implement the center
14:41
city bike network and looking at
14:43
transportation demand management
14:45
strategies how to encourage more people
14:48
to adopt alternatives to driving alone
14:55
over we are at the point where we've
14:59
been it's in an engagement phase for
15:01
many months now since that since January
15:03
primarily and have talked with over 70
15:07
community groups as well as had an
15:09
online open house different venues for a
15:12
variety of people to give input into
15:14
this plan and we've gotten a lot of
15:15
feedback one of the things that we've
15:17
heard most strongly from everybody is to
15:20
make sure that the system is safe and
15:22
usable for all you all user types and
15:24
that's really something that we're
15:26
striving to achieve in the near term and
15:28
it's a goal that we will continue to
15:30
have as we develop the long term work as
15:32
well that outreach continues we will we
15:37
are as I mentioned developing some
15:40
strategies that now become actions that
15:44
we will take forward to the public for
15:46
more detailed analysis and discussion I
15:48
talked about the bus potential bus
15:51
service restructuring we are now in a
15:54
process jointly King County and Sound
15:57
Transit looking at alternatives to the
15:59
bus service that operates on State Route
16:01
520 and ways that that service might be
16:04
reconfigured so that fewer of those
16:06
buses come into the downtown area and
16:09
operate all the way through the downtown
16:11
what we're relying on in this case is to
16:14
encourage people or require people in
16:17
some cases to make a transfer from buses
16:20
to light rail and that transfer for the
16:22
520 services
16:24
would use de Montlake the University of
16:27
Washington station near Husky Stadium
16:31
other bus restructure concepts that
16:34
would result in fewer buses to the
16:36
downtown core would rely on transfers to
16:39
link through the downtown core as well
16:41
as trans potential transfers to other
16:43
high frequency bus routes that are
16:45
already operating on the surface streets
16:48
that's where we are right now
16:51
over the next year we'll be looking at
16:52
the long-range aspect of this plan and
16:55
developing some ideas concepts about how
16:58
that the public realm and mobility will
17:00
function in the long term and we'll
17:02
continue to bring that out to the public
17:04
through more engagement and we look
17:06
forward to coming back to this group and
17:08
answering answering questions and
17:10
providing more information about that

the same time we realized we needed to

work together get a joint effort the

last thing we want to do is while we're
17:39
trying to build better transit systems a
17:41
more efficient transportation system as
17:44
well overall is to turn people off to
17:46
transit so this effort is about trying
17:49
to expand or at least keep transit
17:53
access as efficient as we can into and
17:55
out of downtown I have a feeling some of
17:58
your questions off the bat are going to
18:00
go towards the five five four we have
18:03
not started that outreach effort yet and
18:05
that will be coming this summer right
18:07
now the focus is on 520 then we're going
18:10
to take a step back regroup and come
18:12
with another outreach effort to engage
18:15
with your community and your riders that
18:17
utilize that service as well and I would
18:20
also add that the five five four has not
18:22
looked at as a truncation option u-dub
18:25
provides a unique opportunity because
18:27
there's capacity there there's good
18:29
connections with 520 and what we'll be
18:33
looking at related to the five five four
18:34
is more
18:36
impacts related to East link
18:38
construction and how that route will
18:40
have a new route into and out of
18:41
downtown but staying on surface streets
18:43
and been continuing through the center
18:45
city with that we like to open it up to
18:50
questions are there questions did a

and the normal representatives will make

the final decision on what happens with

these no more than just when you

mentioned Street operations that's

talking about actually really changing

like one-way streets to or two way to

one way or bus way it's like third

Avenue now is currently you know buses

only certain times a day you're talking

about Street operations talking about

changes of that nature you're not we are

while we've we looked at a variety of

different options right now we're

settling on really looking at signal

operational changes that will keep the

buses moving more efficiently rate well

week a lot of those hours have gone into

city the city vision a comprehensive

plan especially the land-use element

goals and the sustainability writing

that you've all adopted and I'm so

impressed I'm just so proud to be here

and say all that work going on in the

Parks and Recreation Department

daylighting creeks and making more

opportunities for enjoying the earth and

a very like carbon minimal way and I'm

really hoping the Providence Heights can

turn into something that just grows and

and Metro users and that it can all fit

and countless other possibilities it's

made me even greater appreciate the 12

years that I was blessed to worship in

that Chapel with my church and it truly

has heightened my appreciation for the

we had a number of charming historic

sites like Gilman Village Front Street

and the Pickering barn in fact it was

1983 that the Pickering barn was listed

on the National Registry of Historic

Places and in 1994 the good city of

Issaquah had a vision to invest two

million dollars into the restoration of

the barn and it is now our own very own

landmark that buzzes constantly with

weddings

art shows and farmers market I love it

but to get real it's a barn it's not a
36:44
chapel with magnificent 30-foot sting

glass windows by world-renowned glass

artist Gabriel lawar it's hard for me to

say that D word demolish but I'm pretty

sure it would cost an even even greater

fortune to demolish it than it would to

buy it in the first place here's an

example Port Authority of st. Paul spent

demolish the Space Needle some people

none of those places are as lovely or as

there was quite a hoop law in Alabama

capital improvement plan or some

referred to it as the capital budget the
1:12:16
plan objectives are to support community
1:12:19
vision for growth and service levels
1:12:20
ensure planning effort changes with
1:12:23
demand and provide for a financial
1:12:25
assessment of funding sources that are
1:12:28
available or not necessarily available
1:12:30
and to maintain a high level of service
1:12:34
infrastructure for the community the
1:12:38
proposed five-year plan is estimated at
1:12:42
one hundred eighty eight million two
1:12:44
hundred $15,366.00 this covers capital
1:12:49
investments in a number of different
1:12:52
categories from technology and systems
1:12:54
capital equipment municipal facilities
1:12:57
parks and recreation trails
1:12:58
transportation and the utilities the

capital the proposed capital improvement

plan for this five-year period is

almost two hundred and fifty million

dollars in bonds that would be needed

and that would be addressed as the

council's going to go through future

work sessions and other discussions

about the capital budget these were the

questions that had been identified at

the council workshop they would still be

the questions that the council will be

entertaining as you continue to go

through the deliberations with regards

so certainly ensuring that capital

investment priorities are met the role

of debt in financing the capital

Central Park and the build-out of

Central Park and thus needing to have

all the street improvements and turning
1:17:29
Central Park into a regional park I
1:17:33
highly concerned about that because it's
1:17:37
number one spending a lot of park funds
1:17:39
up front versus an elsewhere in the city
1:17:42
especially with the central area plan
1:17:44
what's coming on board over in the
1:17:46
western region where we still don't have
1:17:47
a park would like to see the priorities
1:17:50
put and some of the other areas that
1:17:52
don't have parks I think they should
1:17:54
look at that before you put so much
1:17:55
money in the central area Park and then
1:17:58
that in turn demands infrastructure to
1:18:00
be built there where the infrastructure
1:18:02
has not been completed elsewhere because
1:18:05
if you look at that Providence point
1:18:07
light is still way out there what I also
1:18:09
notice this time round is Newport way is
1:18:13
still pushed out there and my concern is
1:18:17
with Newport way from s900 to south 54th
1:18:20
we really should have the funding to do
1:18:23
that when it's all being done by the
1:18:25
developers because it makes sense to do
1:18:28
it all at once it's much more economical
1:18:29
and from a living out there it just
1:18:33
needs to be done at the same time and
1:18:35
you ought to be looking at funding that
1:18:36
so it does happen at the same time the
1:18:39
other thing that seemed to have fallen
1:18:40
off the list and maybe it's tucked back
1:18:43
in some of the others but I couldn't
1:18:44
find it is the rest of Newport way from
1:18:47
South 54th to the gate with the Western
1:18:51
gateway and in reading the central area
1:18:54
plan and the last concurrency model

Newport way that and is the concurrency

is all based upon as having the center

turn lane and if that route is not
1:19:07
complete then you're out of concurrence

and so to drop it off completely off the

whole issue that seems to have all

sudden gone back underground we were

supposed to have I thought a review

study of what was going to happen and

we've got rental equipment and then I

thought we were going to have to

purchase long-term and I don't see

anything mentioned in the CIP that was
1:19:56
presented now maybe it's in there and I

missed it because there's a lot to read

but I'm kind of concerned that it's not

what's going to happen with the

filtration system has not been
1:20:06
identified and the big capital cost to
1:20:09
make that an ongoing effort has not been

identified the other thing is the mixing

and blending for the central area we've
1:20:15
been identified that that's going to

have to happen and I still think the

city should be looking at how to remove

things I heard was we make these scores

but a lot of times things come up and

rated items and get done because things

get moved round as funds get moved round

public conversation there needs to be

better communication of what that is and

how the process is so citizens don't get

blindsided having a low priority item

connecting communities on both sides by

your review I'm just going to do a brief

presentation as this is a kickoff and
1:24:21
the the action today is to refer this to
1:24:27
council work session so financial
1:24:30
management policy is serves as our
1:24:31
operational guide for administration to
1:24:34
carry out City Council strategic intent
1:24:37
the policy is intended to define courses
1:24:40
of action as well as established
1:24:42
perimeters so those are targets those
1:24:44
are benchmarks those are in the proposed
1:24:47
policy and in the format that we used
1:24:50
for the capital budget section was the
1:24:52
red font are the areas for specific
1:24:56
specifically for council to address well
1:24:58
certainly the entire language of the
1:25:00
policy is for discussion but those are
1:25:03
the key areas that we want to focus on
1:25:05
on setting those parameters the current
1:25:08
financial policy is certainly adequate
1:25:10
the best practices are telling us that
1:25:15
perhaps we need to provide some updates
1:25:18
and to establish comprehensive policy

you'll find from the current to the

proposed there are its realigned there's

additional sections it's intended to
1:25:30
specifically address subsections of

sections according to the government
1:25:37
finance Officers Association best

practices on financial policy and that

is a very new guidebook for local
1:25:45
governments with regards to the art of
1:25:48
fiscal policy so just a brief overview

about the proposed policy there are

goals in financial management policy to

to attempt to achieve and those are to

set forth financial principles to reduce
1:26:07
our risks to maintain capacity for
1:26:10
levels of service to ensure that we are

legally compliant through the use of
1:26:16
internal controls and to provide
1:26:18
financial transparency to the public so

overall policy goals for financial
1:26:24
management policy very important one of

the the things I wanted to do was to

provide just a brief overview of some of

the changes from the current policy to
1:26:34
the the proposed policy again we'll be
1:26:39
meeting in work session to start the

discussions on those proposed changes

but certainly with regards to policy we
1:26:46
always want to ensure that we have the
1:26:47
right level of flexibility flexibility
1:26:50
versus control there is an expanded
1:26:53
reserve guideline section and this is
1:26:55
something that I will loop back to after

my presentation here about a risk

assessment there are separate and
1:27:03
outdated policies that are intended to

be combined into one

comprehensive financial management

policy and that will be identified in

the work session discussions the

simplified purchasing authority and

commitment levels that our proposed

budget scope and basis is proposed to

change for a financial policy new

section on cost allocation plan this is

a very important piece that is required

and auditors certainly like to tackle

that as topics when they are doing their

audit and testing work the proposed

policy refines the debt section

investment policy long-term financial

planning and internal controls these are

the the next discussions that are

assessment that is in the reserve

section our current policy states that

it is based on best practices best

practices we have a bit of an update and

what that means is that reserve policy

should be essentially defined based on
1:28:59
the unique needs of the community and so

the GFO a has prepared this pretty neat
1:29:05
tool called the risk assessment and a
1:29:07
sample of that is was provided for the
1:29:09
council with the agenda bill so it
1:29:12
essentially provides for a way to do
1:29:16
some brainstorming do some some thought
1:29:20
into the
1:29:22
various areas of risk and so what I'd
1:29:25
like to do is I'd like to assign the
1:29:28
council some homework and for you to
1:29:31
read through the assessment I can I'll
1:29:34
be sending it electronically to the
1:29:35
council because at the end of that
1:29:37
assessment is a way for us to put some
1:29:40
numbers to is to be able to quantify
1:29:42
where is your individual council member
1:29:45
of level of risk at we'll combine those
1:29:49
and one of the ways and one of the
1:29:52
reasons that I use that assessment is
1:29:54
that what we can do is we can come up
1:29:56
with a quick look into what is the
1:30:00
combined level of risk we get to a
1:30:03
number and we can plug that into where's
1:30:06
where's a proposed level of reserve for
1:30:11
the general fund and so that essentially
1:30:14
is a quick way to do that there's
1:30:16
certainly more conversation with regards
1:30:18
to setting reserve policy and to setting
1:30:21
reserve targets but this is one way to
1:30:23
start the discussion on what are the the
1:30:26
risk associated uniquely with the city
1:30:28
of Issaquah and then we can continue to
1:30:32
discuss how that final policy reserve

talk to you about the scope you have the

scope for a vertical mixed-use
1:47:45
consultant and you're in your packets
1:47:48
we've been working on the vertical
1:47:50
mixed-use project as part of the
1:47:52
moratorium actually a little before the
1:47:54
moratorium was enacted to look at why we
1:47:57
weren't getting vertical mix used within
1:47:59
the central Issaquah area and as a
1:48:01
reminder these are the product project
1:48:03
motivations to move forward we have been
1:48:06
to council suffered several times over
1:48:08
the past year to talk about the research
1:48:11
findings that we hired Eko Northwest to
1:48:14
look at the actual market data so we
1:48:17
wanted to make sure we were getting
1:48:19
information about the actual
1:48:20
construction cost the rental rates etc
1:48:23
to better understand why this because a
1:48:26
building type isn't being built here in
1:48:28
Issaquah and basically the results
1:48:30
showed that the according to the
1:48:32
financial model now it's a model so it's
1:48:34
not applicable to every single parcel
1:48:36
but that for the model basically the
1:48:38
extra cost that it requires to build
1:48:41
that type of building did not did not
1:48:45
was not covered by the rental and the
1:48:48
operating income for to lease out the
1:48:51
residential and the commercial space on
1:48:53
the bottom floor so we went and explored
1:48:55
different options ever
1:48:57
we're from looking at alternatives to
1:48:59
encourage through some incentives are
1:49:01
also regulate or required in some areas
1:49:05
and at the last discussion I guess at
1:49:07
the May fourth discussion rather of the
1:49:09
Landon Shore committee it was requested
1:49:12
to look at getting additional expertise
1:49:15
around the vertical mixed-use discussion
1:49:18
because it it as the more discussion we
1:49:20
had it was determined that it wasn't so
1:49:22
much about the building type itself the
1:49:25
residential with the commercial space on
1:49:27
the bottom but make ensuring that we
1:49:29
have all the pieces in place to ensure
1:49:32
its vibrancy so when a building is built
1:49:34
that it has it may be that it needs
1:49:37
certain amount of slide so I walk with
1:49:39
to be successful and needs to maybe have
1:49:41
some streetscape elements and need to be
1:49:43
successful knees did look at public
1:49:45
amenities to be successful so we went
1:49:49
and and got a consultant scope scope and
1:49:54
worked with a Crandall Aram Beulah who
1:49:58
is working on our architectural fit work
1:50:04
and they have they have done a really
1:50:06
good job at determining the needs of the
1:50:10
central squat plan area and what what
1:50:12
concerns and issues were addressing and
1:50:15
so we worked with them to develop a
1:50:17
scope and so here's the the general
1:50:19
purpose is again to look at the vibrancy
1:50:22
and I did not change this from last time
1:50:24
but he says mixed-use but should say
1:50:25
vertical mixed-use or looking at the
1:50:27
vertical mixed-use community within
1:50:29
Central Issaquah and at the end of the
1:50:32
work they would come back with
1:50:34
recommendations that we would then
1:50:35
implement into code or policy or such
1:50:39
and just to let you know that we were
1:50:42
under the schedule to be completed and
1:50:44
back to you as full council on September
1:50:47
5th to adopt any changes in the vertical
1:50:50
mixed-use and we go forward with this
1:50:52
scope of work the timeline would change
1:50:55
and our final presentation for adoption

of code or policy changes would be on

to us that showed a dollar per square

foot for apartment renting and if you
1:51:31
hit the certain number it meant that you
1:51:33
had the density to support it and we
1:51:36
thought originally that with some of our
1:51:38
new projects in town like Atlas we're
1:51:40
going to be at that number and what we
1:51:42
found out was that Atlas built fewer
1:51:44
large apartments and we actually shifted
1:51:48
down the graphed a bit and fell out of
1:51:49
that range of where vertical mixed-use
1:51:52
might make sense is there a possibility
1:51:54
when you're looking at a strategy on how
1:51:56
to do it that you somehow bring housing
1:51:58
density into it that there's a crossover
1:52:00
between if all we ever build is large
1:52:03
apartments it's just never going to
1:52:05
pencil out and so that vertical
1:52:07
mixed-use success actually is linked
1:52:10
somehow to housing and density and I
1:52:12
just I'm asking that because we saw the
1:52:13
graph move and I was really disappointed
1:52:15
when that happened because that meant
1:52:17
that we were years and years away
1:52:19
instead of a few years away yeah I know
1:52:21
I'm not sure we say we saw the graph
1:52:22
mood after Atlas was built you're saying
1:52:25
no or in we saw an earlier version of
1:52:27
the graph and I talked about I can't
1:52:29
remember the numbers two dollars and
1:52:30
thirty-five cents a square foot versus
1:52:32
two dollars and 15 cents a square foot
1:52:34
okay and at one point we had assumed
1:52:36
that some of the new projects coming in
1:52:37
like Atlas would hit that mark and move
1:52:41
that little center's part over so that
1:52:44
vertical mixed-use then could be a
1:52:46
possibility but when they came back and
1:52:48
they looked at actual construction they
1:52:50
found out we never actually slid that
1:52:51
far over and I remember hearing an
1:52:53
answer to a question why didn't we make
1:52:55
it over there and the answer was because
1:52:57
we built fewer larger apartments in
1:52:59
Atlas instead of smaller apartments if
1:53:01
there had been more smaller apartments
1:53:03
that line would have moved yeah I don't
1:53:06
remember that that question or answer so
1:53:08
I can look at that lit more I guess I'm
1:53:10
just wondering about the crossover with
1:53:12
housing in general is there a nexus with
1:53:14
that that somehow while they're looking
1:53:16
at this they also have to consider
