The Administration recommends purchase of renewable power through Green Direct for a portion of the City's buildings and infrastructure over a 10 year term. A Service Agreement and proposed list of facilities are provided as Exhibits A and B, respectively. The 10 year term is recommended to balance an interest in current renewable energy sources while maintaining options for future renewable energy sources, such as solar, which continue to evolve. Securing this renewable power source for a portion of facilities and infrastructure allows for some laddering and cost averaging of power supply options over time. In addition, future analysis of buildings will provide additional information on potential candidates for solar photovoltaic system and other options.

0:59 all we have two items under special
1:06 business receiving the first agenda bill
1:09 7 4 to 7 Hall of Fame recognition and so
1:15 I'm going to
1:29 this is one of the very very enjoyable
1:33 things that I get to do every year and
1:36 about this time and that's to recognize
1:39 our latest inductee into our Hall of
1:44 Fame this applause Hall of Fame program
1:47 has been around since 1987 and we're
1:52 very very fortunate this evening to have
1:54 a number of past recipients here and I'm
1:58 going to ask them to come up after I
2:00 recognize this year's recipient and just
2:05 provide a little bit of an overview the
2:09 criteria is the one person who has been
2:14 an inspiration provided service
2:16 leadership civil mindedness and activity
2:21 and drawing positive attention to the
2:24 community length of service is also a
2:30 primary component of our Hall of Fame
2:34 recognition so this year Joe come on up
2:38 here and Michelle why don't you join Joe
2:41 also because I learned a long time ago
2:44 that no one does it alone and behind
2:49 every great person there is typically
2:54 another great person at his or her side
2:59 so Joe Forster a former city council
3:04 member and longtime community volunteer
3:06 a dedicated advocate for a community and
3:09 a true example of a community leader for
3:16 many years of service to Sequoia in
3:18 public and private life he is an
3:21 outstanding candidate for this year's
3:25 selection to our Hall of Fame he
3:28 embodies the values of Versailles our
3:31 criteria civic mindedness inspiration
3:34 leadership and service befitting a
3:36 member of the physical Hall of Fame Joe
3:40 has worked with numerous government and
3:42 nonprofit
3:43 organizations to make our community a
3:46 better place including the downtown as
3:50 Association and Friends of Lake
3:54 Sammamish State Park his leadership
3:58 roles for the city the Sequoia includes
4:00 serving on the City Council city service
4:03 commission development commission
4:05 planning and policy Commission in Park
4:07 Board
4:07 Joe also served as chairman of the
4:10 central it's a quat plan task force
4:12 which worked with the community for more
4:16 than a year to re-envision as a close
4:20 commercial areas along Interstate 90 his
4:25 volunteer efforts include helping the
4:27 plan and execute vendors on Front Street
4:31 one of its applause signature events and
4:35 for many years he has worked for sunset
4:38 highway crews there's a local group that
4:41 collects cash and toys for local
4:43 charities so I'm going to invite this
4:51 time forward those here in the in the
4:56 audience that are previous hall-of-fame
5:00 recipients rose and Leo Finnegan David
5:06 Harris Shelly
5:08 fry please come on up and help me induct
5:14 Joe into this year's being so Joe got a
5:23 Joe got a plaque the other day but this
5:27 is quite as nice as that plaque was a
5:32 certificate of appreciation in addition
5:35 we have a board back there with all of
5:38 the names of our previous Ola and your
5:45 name will be up there so Joe it is
5:48 really a great pleasure
5:51 formally recognized you as a store word
5:55 in our community who has done so much
5:58 for our community thank you very very
6:02 much well thanks thanks to all of you
6:26 this is a very familiar place for me and
6:29 I have to say that volunteering for this
6:33 city and and serving this city has been
6:36 some of the most fun and adventurous
6:38 things I've done and to stand with the
6:41 group that was here as hall of previous
6:44 Hall in fade Hall of Fame inductees
6:46 makes me feel like I've really
6:48 accomplished something great by being
6:50 inducted into this and I wanted to thank
6:53 everybody including the mayor and the
6:55 council and thank the community for all
6:58 of the the fun times that I've had and
7:01 the fun times I intend to have and for
7:03 all the things that we can and have
7:05 accomplished in the past thank you Joe
7:08 [Applause]
7:30 our next item under special business is
7:33 agenda bill seven four two three one
7:36 city one center city update and we are
7:41 fortunate this evening to have with US
7:46 representatives from King County Metro
7:47 and Sound Transit and that would be Paul
7:51 royal of King County Metro and Wesley
7:53 King of Sound Transit to provide an
7:57 update on a significant planning effort
8:01 that is going on at this time both short
8:03 term and long time and Bill's do you
8:05 want to provide a short intro or just
8:11 have them begin just a welcome we
8:15 encourage to have them come as a member
8:18 of RTC where we first started talking
8:20 about the once inner city and when they
8:22 have everybody else on the council get
8:24 this information a little more directly
8:25 because it's going to be a large effect
8:27 on the region as a whole in Issaquah
8:29 citizens so I'm happy you're here to get
8:32 everybody up to date so they can hear
8:34 all this so thank you for coming great
8:36 well thank you so much for having us
8:38 mayor council staff and and citizens my
8:42 name is Paul Roybal I'm a senior transit
8:45 planner with King County Metro and I am
8:47 the agency lead for King County Metro on
8:49 this for agency planning project with me
8:53 today is Wesley King of Sound Transit hi
8:57 thank you Paul I'm Leslie king I'm the
8:59 transit expansion program manager for
9:01 Sound Transit and I'm the lead for Sound
9:04 Transit Atlas project so like I
9:06 mentioned this is a four agency joint
9:08 project between Metro Sound Transit the
9:11 city of Seattle and the downtown Seattle
9:15 Association so a public-private
9:17 partnership it's been ongoing through a
9:20 study over the last year so to look at
9:23 how the region moves through connects to
9:26 and experiences the Center City of
9:29 downtown of Seattle we have a handout
9:32 that is in front of the members of the
9:35 council and there may be a few s just
9:37 around the room the the handout depicts
9:43 a few key
9:44 things that everybody may not be fully
9:46 aware of
9:47 first of all Center City itself what is
9:51 that those are the ten densest
9:52 neighborhoods around the center core of
9:55 downtown Seattle it is a region the area
9:58 of the cities that we're focused mostly
10:02 on but the effort is really a regional
10:05 effort there are about 250,000 people
10:08 who come through the Center City on a
10:12 daily basis so anything that happens in
10:14 these ten neighborhoods really affects
10:16 the entire region and its viability
10:19 where the the project is really looking
10:22 at a two-fold - time frame scenario one
10:26 dealing with the near-term what might
10:29 happen over the next couple years as
10:31 many different transportation and
10:34 private and public construction projects
10:38 are implemented and it really will
10:41 change the face of the downtown area the
10:47 this area is growing significantly as
10:50 you can imagine currently it's home to
10:53 about 70,000 residents and 250,000 jobs
10:58 but over the next 20 years or so there
11:01 will be about 25,000 additional
11:04 residents in this area and over 55
11:07 additional jobs just that growth in
11:09 itself is going to put some tremendous
11:11 demands on this area requiring us to
11:15 think more creatively about how we use
11:17 the public space there is not going to
11:20 be any more streets built through the
11:23 downtown area and so we need to learn to
11:26 use those streets the most effectively
11:29 ways possible and accommodate as many
11:32 people as we can through that limited
11:34 capacity the the project as I mentioned
11:39 is over looking at two different time
11:42 horizons in the near term up through
11:44 around September of 2018 we're looking
11:47 at the impact of all the work that's
11:48 happening in the area today we have the
11:51 state route 99 project that's being
11:54 built the tolling that will
11:56 we associated with that we have work on
11:59 the waterfront
12:00 we have Madison BRT coming online we
12:03 have a number of different public
12:05 initiatives that are underway and in
12:07 addition there's about 70 active
12:09 projects right now in the city in the
12:11 downtown in this Center City area that
12:14 is affecting both in the near term
12:17 mobility how people are getting around
12:19 as these projects are being built but
12:21 bringing that growth to the to the
12:23 downtown area and again as I stressed
12:27 earlier this is affecting the region
12:28 because so many people are moving to and
12:31 through this this constrained area the
12:34 project however has the longer term
12:36 focus as well and we'll be looking out
12:38 out towards the next 20 years and all
12:40 the growth that's going to happen over
12:42 that time frame so while we want to
12:44 address immediate actions that or
12:47 develop immediate actions to address the
12:50 immediate need we also want to look
12:52 forward to that time frame and envision
12:55 what we want this area to look like in
12:57 the future what the mobility needs of
13:00 the area are and as well as what how the
13:03 public realm looks and feels how people
13:05 experience the public realm which is the
13:08 public space that everybody bus riders
13:11 people who drive people who bike and
13:14 walk all experience on a daily basis so
13:18 I will shift my focus quickly to talk a
13:22 little bit about the near term and what
13:24 we've been planning for is the eventual
13:28 time frame when buses will come out of
13:30 the downtown Seattle transit tunnel this
13:33 is something that's been envisioned
13:35 since the tunnel was built light rail is
13:37 coming coming online and we've always
13:40 known that asked Light Rail trains
13:42 increase in their frequency there will
13:45 be less room available for buses to
13:47 operate through this with now a joint
13:49 use facility when those buses come out
13:52 of the tunnel we need to find out what
13:54 to do with them if they came up and we
13:56 did nothing that we would experience a
13:59 tremendous amount of traffic delay for
14:01 all users people who drive ride the
14:04 buses and more people on the city
14:06 streets so those sidewalks would be more
14:08 crowded by people waiting
14:10 to catch their buses and so forth
14:13 that's if we did nothing and so we're
14:16 looking at ways that we might be able to
14:18 address that through a number of
14:19 different actions that are described on
14:21 the back sheet backside of the sheet
14:24 that I handed out there's really five
14:26 major areas of action that we're looking
14:29 at street operational changes potential
14:33 bus service restructuring improvements
14:36 to the pedestrian and public realm
14:38 looking at ways to implement the center
14:41 city bike network and looking at
14:43 transportation demand management
14:45 strategies how to encourage more people
14:48 to adopt alternatives to driving alone
14:55 over we are at the point where we've
14:59 been it's in an engagement phase for
15:01 many months now since that since January
15:03 primarily and have talked with over 70
15:07 community groups as well as had an
15:09 online open house different venues for a
15:12 variety of people to give input into
15:14 this plan and we've gotten a lot of
15:15 feedback one of the things that we've
15:17 heard most strongly from everybody is to
15:20 make sure that the system is safe and
15:22 usable for all you all user types and
15:24 that's really something that we're
15:26 striving to achieve in the near term and
15:28 it's a goal that we will continue to
15:30 have as we develop the long term work as
15:32 well that outreach continues we will we
15:37 are as I mentioned developing some
15:40 strategies that now become actions that
15:44 we will take forward to the public for
15:46 more detailed analysis and discussion I
15:48 talked about the bus potential bus
15:51 service restructuring we are now in a
15:54 process jointly King County and Sound
15:57 Transit looking at alternatives to the
15:59 bus service that operates on State Route
16:01 520 and ways that that service might be
16:04 reconfigured so that fewer of those
16:06 buses come into the downtown area and
16:09 operate all the way through the downtown
16:11 what we're relying on in this case is to
16:14 encourage people or require people in
16:17 some cases to make a transfer from buses
16:20 to light rail and that transfer for the
16:22 520 services
16:24 would use de Montlake the University of
16:27 Washington station near Husky Stadium
16:31 other bus restructure concepts that
16:34 would result in fewer buses to the
16:36 downtown core would rely on transfers to
16:39 link through the downtown core as well
16:41 as trans potential transfers to other
16:43 high frequency bus routes that are
16:45 already operating on the surface streets
16:48 that's where we are right now
16:51 over the next year we'll be looking at
16:52 the long-range aspect of this plan and
16:55 developing some ideas concepts about how
16:58 that the public realm and mobility will
17:00 function in the long term and we'll
17:02 continue to bring that out to the public
17:04 through more engagement and we look
17:06 forward to coming back to this group and
17:08 answering answering questions and
17:10 providing more information about that
17:12 I'm going to turn it over to West's go
17:15 second
17:16 I think Paul did an excellent job of
17:18 covering all the main points of the
17:19 supper it really was early on that esta
17:23 in King County Metro and sound trans in
17:26 that DSA started talking and seeing the
17:28 cumulative impacts of all these projects
17:31 coming down the pipeline occurring at
17:32 the same time we realized we needed to
17:35 work together get a joint effort the
17:37 last thing we want to do is while we're
17:39 trying to build better transit systems a
17:41 more efficient transportation system as
17:44 well overall is to turn people off to
17:46 transit so this effort is about trying
17:49 to expand or at least keep transit
17:53 access as efficient as we can into and
17:55 out of downtown I have a feeling some of
17:58 your questions off the bat are going to
18:00 go towards the five five four we have
18:03 not started that outreach effort yet and
18:05 that will be coming this summer right
18:07 now the focus is on 520 then we're going
18:10 to take a step back regroup and come
18:12 with another outreach effort to engage
18:15 with your community and your riders that
18:17 utilize that service as well and I would
18:20 also add that the five five four has not
18:22 looked at as a truncation option u-dub
18:25 provides a unique opportunity because
18:27 there's capacity there there's good
18:29 connections with 520 and what we'll be
18:33 looking at related to the five five four
18:34 is more
18:36 impacts related to East link
18:38 construction and how that route will
18:40 have a new route into and out of
18:41 downtown but staying on surface streets
18:43 and been continuing through the center
18:45 city with that we like to open it up to
18:50 questions are there questions did a
18:55 great job of setting the stage
18:58 Toula so I want to make sure I heard
19:01 right 554 is intended to continue to
19:05 operate from Issaquah to downtown
19:07 Seattle let's just give you a question
19:09 of operationally where it goes and how
19:12 it goes yeah because the dedicated bus
19:16 lanes are going to be closing so then
19:17 that will require that results are there
19:20 gotcha
19:21 but we don't have to if you if you want
19:23 to take five five four and you don't
19:25 have to likes to take transfer to a
19:27 train in Mercer Island or any of that
19:28 kind of stuff
19:29 no right Thanks okay additional
19:33 questions no I'm just checking on if
19:38 there's any change in the date of when
19:39 you're looking at the the bus tunnel
19:42 possibly closing there was some
19:43 discussion on various dates on that so
19:45 see that's still open or where that's
19:47 going it is still open but we've been
19:49 planning for September 2018 as the
19:52 that's the worst case scenario the
19:54 earliest date that the tunnel would
19:55 close so all of our efforts our analysis
19:59 are really around that date and our
20:01 project delivery schedule will be
20:03 working at building these projects and
20:06 implementing that any sort of outcomes
20:09 by that date September 2018 I would add
20:13 we're keeping in mind that if if things
20:16 change we want the flexibility to change
20:18 with it so if 2018 slides we slide these
20:22 changes as well and I think another
20:27 important aspect of this especially as
20:29 we talk about these regional impacts is
20:31 that esta isn't driving any of these
20:33 services or potential truncations on 520
20:37 it's through this effort and we are
20:40 working with a sounding board and going
20:43 through the King County Council the
20:45 Sound Transit board so the normal
20:47 process is
20:48 and the normal representatives will make
20:50 the final decision on what happens with
20:52 these no more than just when you
20:57 mentioned Street operations that's
20:59 talking about actually really changing
21:01 like one-way streets to or two way to
21:03 one way or bus way it's like third
21:05 Avenue now is currently you know buses
21:07 only certain times a day you're talking
21:08 about Street operations talking about
21:10 changes of that nature you're not we are
21:12 while we've we looked at a variety of
21:15 different options right now we're
21:17 settling on really looking at signal
21:20 operational changes that will keep the
21:22 buses moving more efficiently rate well
21:28 bill I want to thank you for suggesting
21:30 that we breathe that we debriefed on
21:35 this topic and we are very very
21:38 fortunate to have you on the King County
21:41 Regional Transit Committee and know that
21:43 you'll be keeping a close watch as
21:45 things evolve like supposed to be all
21:49 for coming out this evening thank you we
21:52 look forward to addressing you again in
21:54 the future yes they will now move to
22:01 audience comments citizen comments are
22:07 an important part of the public process
22:08 we take them seriously and factor them
22:11 into the decisions we make anyone from
22:14 the public who wishes to comment on
22:16 tonight's agenda items or other topics
22:19 should do so at this time there is a

22:28 on the capital improvement plan
22:31 including transportation 2018 - 2020 -
22:35 and if you're here to speak to that

23:53 aspect of the public process we take
23:56 them seriously and we thank members of
23:59 the public for taking the time to
24:01 address us during our meetings and with
24:04 that I'd ask everyone has signed up to
24:08 speak yes Susan Haas good evening
24:24 Council I am sitting down because of my
24:27 feet made that my name is Susan half and
24:33 my address is one nine five two four
24:35 southeast 24th place in Sammamish and my
24:40 relationship with Issaquah there are two
24:42 one I make original art and turn it into
24:45 100% post-consumer recycled greeting
24:48 cards that are for sale at the Recology
24:52 clean escapes tour in gilman village and
24:55 also I volunteer on Thursdays at the
24:58 food and clothing bank and lately in the
25:03 last eight weeks or so I've been
25:04 volunteering about thirty four hours a
25:06 week for my interest in saving the
25:09 providence Heights campus for
25:11 preservation it's been a really
25:14 wonderful experience I have a
25:15 masters in regional planning from UNC
25:18 Chapel Hill from 1995 and this has just
25:22 been a great way to use that education
25:23 and also develop it further and tonight
25:30 what I'm really interested in talking
25:32 about is carbon specifically this last
25:36 week a lot of those hours have gone into
25:39 reading your words in our goals for the
25:44 city the city vision a comprehensive
25:48 plan especially the land-use element
25:50 goals and the sustainability writing
25:56 that you've all adopted and I'm so
25:59 impressed I'm just so proud to be here
26:02 and say all that work going on in the
26:03 Parks and Recreation Department
26:04 daylighting creeks and making more
26:07 opportunities for enjoying the earth and
26:10 a very like carbon minimal way and I'm
26:14 really hoping the Providence Heights can
26:16 turn into something that just grows and
26:20 develops future city of Hall of Famers
26:22 and Metro users and that it can all fit
26:27 together I think that would be just
26:28 great so in with carbon I like in all
26:34 your documents it talks about having a
26:36 minimal effect on greenhouse gases and
26:39 global warming and climate change it's
26:42 been so sensitizing to read all that
26:45 I've been thinking more about oh do I
26:47 really need that trip you know do it so
26:52 thank you for inspiring me and what I'm
26:56 also been learning from a national in
26:58 start preservation expert is it reuse is
27:00 almost always better and in this case it
27:03 is Providence Heights in the light of
27:06 carbon you know I start preservation on
27:08 this side there's a lot of carbon that
27:11 went into creating Providence Heights
27:14 concrete is extremely carbon intensive
27:17 to mine to make and it's also very
27:20 intensive to demolish a new construction
27:25 it would be more intensive Carbon wise
27:28 then just for using what's there and
27:31 repurposing it so I know it's a really
27:33 hard thing to figure out how to do this
27:36 with all the factors and I wish you had
27:40 more authority in this but it wasn't
27:43 more than a level zero permit but I am
27:45 heartened that your planning director
27:46 has a master's in environmental planning
27:49 so perceptual shifts have to do with
27:54 global warming people are you looking
27:55 from when I know this is all the stuff
27:57 you know so I apologize but from the
27:59 smokestack to the globe not just
28:03 localized smokestack effects but what
28:05 does this have to do with the global
28:07 atmosphere and how does that impact
28:10 Issaquah residents and employees and
28:14 also incremental changes how does one
28:17 little demolition affect the whole
28:20 planet and whether it survives soar is
28:23 destroyed and also with exponential

34:50 and I live very close to Providence High
34:53 Chapel and after watching that it must
34:57 have been a true hallelujah moment to
34:59 finally open that campus to women for
35:03 those Sisters of Providence in the past
35:07 several months many of us have been
35:11 deeply drawn to the Providence Haight
35:13 campus we've been looking to it with
35:16 future possibilities as a historic site
35:20 repurposed school museum wedding venue
35:23 women's shelter conference in our Music
35:26 Hall Child Advocacy Center Art Center
35:30 and countless other possibilities it's
35:36 made me even greater appreciate the 12
35:38 years that I was blessed to worship in
35:42 that Chapel with my church and it truly
35:47 has heightened my appreciation for the
35:51 city of Issaquah the city of Sammamish
35:54 we had a number of charming historic
35:57 sites like Gilman Village Front Street
36:01 and the Pickering barn in fact it was
36:06 1983 that the Pickering barn was listed
36:09 on the National Registry of Historic
36:12 Places and in 1994 the good city of
36:17 Issaquah had a vision to invest two
36:21 million dollars into the restoration of
36:24 the barn and it is now our own very own
36:29 landmark that buzzes constantly with
36:32 weddings
36:33 art shows and farmers market I love it
36:38 but to get real it's a barn it's not a
36:44 chapel with magnificent 30-foot sting
36:50 glass windows by world-renowned glass
36:54 artist Gabriel lawar it's hard for me to
36:59 say that D word demolish but I'm pretty
37:04 sure it would cost an even even greater
37:07 fortune to demolish it than it would to
37:13 buy it in the first place here's an
37:16 example Port Authority of st. Paul spent
37:21 three million dollars on a piece of
37:23 property and then they had sticker shock
37:26 when they divided discovered the cost of
37:29 demolishing it would be thirteen million
37:32 dollars instead they repurposed the
37:36 building which turned out to be really
37:38 good for the economy and certainly good
37:41 for the citizens Providence Heights and
37:44 the Space Needle were under construction
37:47 at exactly the same time I've been
37:50 wondering what Washingtonians would be
37:52 saying if we were trying to B word
37:55 demolish the Space Needle some people
38:00 come from all over the world to visit us
38:02 to visit Pike Place Market to visit
38:05 Pioneer Square Seattle underground and
38:08 none of those places are as lovely or as
38:12 serene as Providence height campus and
38:16 those forty acres last month M in may in
38:21 the Seattle Times there was an article
38:25 about what happened to civil rights
38:30 leader Rosa Parks home after Rosa Parks
38:37 refused to give up her seat on the bus
38:40 there was quite a hoop law in Alabama
38:42 and certainly the hoopla was accompanied
38:46 with me
38:47 death threats so many death threats that
38:51 she was forced to move to Detroit to
38:55 live with her brother she lived there in
38:57 a little tiny house wooden house square
39:00 salt box type and after she died for
39:05 years people have been discussing what
39:07 to do with her house
39:09 well Museum teaching tool Centre for
39:14 children nobody could really decide
39:16 finally someone did just see the yellow
39:19 light did just purchase it took it down
39:23 dismantled it piece by piece took it to
39:27 a new location rebuilt it and the new
39:31 location is Berlin yeah Rosa Parks home
39:35 is in Berlin the burden laners love it
39:38 jazz music is played and children tour
39:42 and they learn about Rosa Parks I can't
39:47 help but think we let a real gem
39:49 slip through our fingers thank you Thank

40:13 and Rose Street you have a gender bill
40:16 have being referred to the future about
40:19 the County Island it's actually County
40:22 property and washed out property I while
40:28 back I spoke and said I thought some of
40:30 those trees and more eastern part could
40:32 come down to make sure we had some kind
40:33 of park facility on the western part of
40:35 the Highlands so kids didn't have to
40:38 cross busy streets to get to the parks
40:40 that are still a distance away but I
40:44 didn't imagine the cff zone for that
40:50 property which as it says in the code
40:56 it's for services and a recreation Orion
40:59 development that serves the larger
41:01 community includes uses that generate
41:03 high levels of traffic conference
41:06 centers reception halls public-private
41:09 projects are all listed it seems really
41:12 inappropriate to look at that part of
41:14 that property for CFF zoning certainly
41:20 the top part there is more realistic the
41:24 recreation zoning CFR the open space
41:29 zoning is certainly appropriate for this
41:31 the highly visible slope there has been
41:36 some tree death up there in one place at
41:39 the north northwest corner of the forest
41:41 and much it could be laminated root rot
41:45 which is common around here it could be
41:47 something else but you know the whole
41:48 hydrology has been changed dramatically
41:51 up in the highlands in that Park
41:53 Camp Creek was there a flowing Creek
41:55 coming out of the hillside before the
41:58 Highlands project was ever started and
42:00 then they tried to put too much water in
42:02 that area in a blue out and now it's
42:05 back to some kind of a flow but there's
42:08 Springs have been been on that hillside
42:11 for a long time
42:13 naturally it goes way back but then
42:16 there were a whole bunch of Springs in
42:18 an unnatural situation when they were
42:20 charging too much water up above
42:22 but we got to make sure the forest and
42:24 the hillside can stay green and healthy
42:27 at the bottom certainly some things can
42:30 happen down there that would be not
42:32 interfering with the the view corridor
42:35 and could be well used properly if done
42:39 correctly but that top part doesn't
42:42 belong in cff zoning thank you thank you
42:48 yeah but I because it's quasi-judicial
42:51 it complicates people actually getting a
42:55 tour or whatever of that site but I
42:57 think it's really important that every
42:58 council member somehow get up and be
43:00 familiar with that that land at the
43:03 bottom and the top thank you

44:00 my name is Mary Lynch and I recited to
44:03 6:9 Oh North West Oak Crest Drive
44:04 Issaquah Washington I wanted to come
44:07 before you tonight because I wanted to
44:08 first address my car that I sent in last
44:12 week and I appreciate the city
44:13 responding quickly on it but I'm really
44:15 concerned because every car that we've
44:17 submitted from our development we've
44:19 never got to talk with the city before
44:21 action is taken and really never had a
44:24 chance to review after it's happened and
44:26 it's kind of closed quickly and I my
44:30 second part of my car that I submitted
44:32 was not responded to at all and so I'm
44:34 following up and that yes I did visit
44:36 the site this weekend and would like to
44:37 show you and this is on the state park
44:40 for those of you that are in the
44:43 audience and the car requested that the
44:47 city look at the crosswalk at the
44:52 intersection of Newport Way and where
44:54 the new skate park was going up and my
44:56 concerns was that pedestrians cannot see
44:59 and cars cannot see pedestrians waiting
45:01 to cross and I requested that that we
45:04 looked at the sight lines be improved
45:06 for not only the pedestrians but also
45:08 for the cars using that intersection
45:10 because it's a heavily used intersection
45:12 and cars can be going over 30 to 40
45:14 miles an hour along that stretch of the
45:16 road I know I Drive it every day what
45:21 did happen is the site the fence got
45:23 moved back slightly but I took this
45:26 picture from where I recommend people
45:28 stand when you cross the street
45:30 especially on a busy intersection that's
45:33 my viewpoint as a pedestrian from that
45:35 intersection this is after the sidewalk
45:38 or the fence was moved back what I asked
45:40 was that they look at removing some of
45:42 the screening to improve the sight line
45:44 I didn't really ask for the fence to be
45:46 moved because I know that is a
45:48 construction site none of the screening
45:51 was removed here's another view where
45:55 you can safely wait to walk if you begin
45:59 to get towards the sloped area where
46:03 you're actually in coming in contact
46:04 equipment to potentially be hit by a car
46:06 this is still the view this is if you
46:11 are across the way
46:12 a and want to make a turn out of the
46:17 parking lot there to make a left-hand
46:19 turn this is your line of sight where
46:21 you're required to stop by law to wait
46:24 stop now yes you can edge forward and
46:31 you begin to see a little bit more but
46:34 by then you've committed yourself if a
46:36 car has not stopped or you're making a
46:38 right turn on red
46:39 you're hit and you're in danger I would
46:42 request going forward when citizens
46:44 submit citizens actually request that
46:47 they are contacted they are talked to
46:50 and when they volunteer to go and visit
46:51 a site but they that request is accepted
46:55 and before it is closed and nicely we're
46:59 done you know thank you that the
47:02 complete car be addressed I would like
47:04 to see for this one in particular what
47:07 decision that it was made what standards
47:11 this is based on the sight line is
47:12 adequate for the pedestrians what codes
47:15 were used foot city standards the other
47:17 thing that I've requested several times
47:19 of the past year is what construction
47:21 site safety inspection guidelines and
47:26 best practices the cities are using
47:28 because if you walk along our street a
47:31 Newport way right now we cannot safely
47:33 get from our entrance over to the
47:35 trailhead there is no walkway that is
47:38 safe
47:39 we were told when construction was going
47:41 to start a Newport way that we could
47:43 safely get to the trailhead and it's
47:45 just not our neighborhood that's using
47:47 the trailhead it's other ones along that
47:49 way so when we submit cars I would
47:52 appreciate some respect and when we ask
47:56 for requests or specifics on when a
47:59 decision is made on what standards codes
48:02 and decision that's based on a request
48:05 that's included with the follow up
48:07 because I have no idea who decided what
48:11 decisions were made and on what
48:12 standards that spaced so the next time I
48:15 see something like this which I've
48:16 already done three times in the past two
48:19 years it happens over and over it's
48:21 getting tiring and very concerning that
48:25 our concern
48:26 are not addressed and a request for
48:28 information on when decisions are made
48:30 and on what facts are based are not
48:32 addressed thank you thank you Mary

49:07 the first word was the Providence height
49:11 preservation as mentioned there's a
49:13 meeting tomorrow from 78 and the
49:15 Issaquah Public Library meaning room
49:18 just kind of good background for you and
49:20 for anybody who might be listening there
49:22 was a public hearing that was held on
49:23 May 31st at 10:00 a.m. the public
49:25 hearing examiner counted there were some
49:28 discrepancies in the appeal process and
49:31 a new meeting has been scaled for July
49:33 11th at 10:00 a.m.
49:36 and folks are encouraged to attend that
49:38 one of the things that was found to be
49:40 at odds were there wasn't an appeal of
49:43 the demolition process so I just think
49:47 that there's if this is going to happen
49:49 and the approval of the not to demolish
49:54 the site it's going to take a lot of
49:56 hard work and effort a commitment from
49:57 people and from cities of Issaquah and
50:01 Sammamish and perhaps King County and
50:03 perhaps state level some philanthropic
50:05 efforts so it's going to take a lot of
50:07 good efforts we just wanted to apprise
50:08 you of the status and anybody listening
50:11 if you have a homeowner's association or
50:14 some of the community meeting please
50:15 feel free to reach out to us and we'll
50:16 try to go there to inform you and invite
50:20 you and involve you in the process
50:21 because we think there's a cultural
50:22 heritage site here that's worthy of
50:24 preservation so just wanted to give that
50:26 appeal real quick the second issue was
50:29 is the vertical mixed-use issue now
50:33 council president goodman seems like
50:34 you've been the kind of the leading
50:36 advocate for this site from for a number
50:39 of years so thank for that one of the
50:41 questions I keep hearing is why is this
50:43 work for sites like webmin and Kirkland
50:45 and one thing they cursed me is that
50:47 when I think Redmond I think of
50:48 Microsoft headquarters in campus and
50:50 take more people with more disposable
50:51 income than us I don't know I'm not an
50:53 expert expert on the the area I do like
50:59 again council president Goodman you and
51:01 others have asked question why does it
51:03 work for Redmond and Kirkland but not
51:05 I don't know the answer but I'd like to
51:08 believe looking at I ask that you direct
51:10 the whole council okay I'm sorry I
51:12 wasn't trying to criticize anybody I
51:14 would just give them kudos for for
51:16 leading that effort so thank you I think
51:23 it's a worthy effort to consider not
51:25 just looking at the results being
51:27 vertical mixed use but how do we get a
51:29 community gathering speights and
51:30 community involvement so I think that
51:32 needs to be the focus going forward not
51:33 just measuring what we have vertical mix
51:35 use but how do we get this thing as a
51:39 community amenity so I look forward to
51:41 the approval of the request that's
51:44 pending later this evening for that for
51:46 the study of that site so thank you

52:08 on May 17th I attended the is across
52:12 Schools Foundation breakfast with many
52:15 of you as always it was a great event
52:19 describing all the important work done
52:21 by the is across Schools Foundation also
52:25 that same day May 17th I attended the
52:28 Eastside Human Services forum board
52:30 meeting in Bellevue there was a
52:32 presentation given regarding best starts
52:35 for kids and then just a lot of work on
52:39 by laws and policies the June event I
52:44 we've talked about it before but I just
52:46 wanted to give the information the June
52:49 event sponsored by the Eastside Human
52:51 Services forum is on June 14th at 4 p.m.
52:56 in the old redmond schoolhouse community
52:59 center and that is titled the growing
53:02 opiate and heroin crisis moving from
53:06 awareness to actions so that's an
53:08 important date to remember really hoping
53:11 to get a lot of participation at that
53:13 event and the next meeting is September
53:16 20th Bellevue City Hall
53:18 8:30 a.m. also upcoming is the economic
53:22 development councils board meeting on
53:24 Wednesday June 14th in Bellevue that
53:27 concludes my report

53:32 start with the Infrastructure Committee
53:34 we last met on May 18th and the items
53:39 were discussed when the big ones was the
53:41 Newport Way 902 54th and brought that up
53:45 and that is in the process of our public
53:49 engagement policy process and so I
53:52 definitely encourage folks there's two
53:54 workshops coming coming up on that now
53:56 these next two Wednesday's the 7th and
53:58 the 14 from 609 30 those are it going to
54:02 be working workshops so we're
54:04 encouraging this and it's a really big
54:05 demand go to not just show up for one
54:07 but both of them they'll be continuing
54:09 working so if they can make both of may
54:11 be great to really get their input and
54:13 follow-through it'll be a progression of
54:15 work not just two separate events so we
54:18 want to encourage the most part
54:19 participation and that is possible we
54:22 continue working on our Complete Streets
54:23 policy program and budgets we'll be
54:26 working on that a little more before we
54:27 bring it back to Council and the other
54:30 item wanting some information on was a
54:33 transportation advisory board the status
54:37 of that so far it's been with us for a
54:38 while and we've been working try and
54:41 develop things there's kind of a lot of
54:42 questions and how that works and where
54:45 we are now is that the original agenda
54:47 bill that came to us had basically the
54:51 goal was discussion and development and
54:53 where that that would go so at this
54:55 point we've gotten to a point where we
54:57 have a draft if you will so we working
55:00 with administration to they're preparing
55:03 a new agenda bill to just close out the
55:06 old one which was discussion and what
55:08 we're going to do and actually bring
55:09 forth a new agenda bill back to council
55:12 so the plan is that hopefully I leave on
55:16 the 19th it'll come back to council with
55:20 referral back to infrastructure and
55:23 finalize the details on that and back to
55:26 council here
55:28 maybe the in July over first of all part
55:31 of August approximately so it's coming
55:33 back it took a while to get the some of
55:35 the details down I think we've got them
55:37 corralled pretty well but it's still
55:38 we're going to put some polishing points
55:39 on it and bring it back to you all in
55:44 the last bit on that information is uh
55:47 remind everybody that East Lake
55:49 Sammamish has a closure coming up this
55:52 Friday through Tuesday the 9th to 13th
55:54 so please remember to plan because you
55:58 can get on the freeway if you're heading
55:59 from the south and you can get on i-90
56:02 but for you coming from the north you
56:03 cannot so plan your routes this Friday
56:06 through Tuesday please and then and the
56:13 next counselor structure meeting will be
56:14 on the 15th of June the agenda we have
56:17 not said the agenda yet on that that

56:23 May I was at the regional transit
56:24 committee and we work in there when main
56:27 things work on there as fairs changing
56:29 the fare structure and we're getting
56:31 towards that we're not finalizing that

56:34 alternative services on the 9th here I
56:40 will be attending the cascade earthquake
56:44 resiliency workshop it'll be part of my
56:47 emergency management advisory council
56:49 work it'll be an all-day event in in I
56:53 believe in May Bauer and so I'll be
56:55 there doing that and so I will probably
56:57 miss let you TP that morning so I'll
57:00 talk to our mayor about covering that
57:02 one and then on the 14th of June will be
57:05 the actual emergency management advisory
57:07 council meeting at the emergency center
57:10 there in Renton and that I believe
57:13 concludes my report those states again
57:17 for the full closure for closures in 9
57:19 to the 13th which is Friday through
57:21 Tuesday no actually they changed well
57:25 June the 13th to the 19th full closure

57:32 the comments that Phil made including
57:35 adjusting your route a week later but
57:39 does some extra time to plan for
57:42 - super thank you Thank You mr. mayor on
57:46 june 1st last thursday there's a meeting
57:49 of the Puget Sound Regional Council's
57:50 growth management policy board and the
57:52 main item money agenda was our ongoing
57:54 discussion and debate about the regional
57:57 centers framework update this particular
58:00 meeting just focused on what are known
58:02 as manufacturing and industrial centers
58:04 also known as mix so a mik like a
58:09 regional growth center like we have are
58:11 are two of the types of centers that are
58:14 whose framework is being updated so
58:16 there was just discussion there was a
58:18 working group that had made a
58:20 recommendation of actually three
58:22 proposals to update the mix didn't have
58:25 a clear favorite though if it's actually
58:28 quite elaborate but there's a there's
58:30 alternatives a b1 and b2 and it seemed
58:34 that our SDA caucus seemed to folk favor
58:38 alternative B - and the comments through
58:41 from most of the GMP B seem to favor
58:44 alternative B - I'm looking at mr. marks
58:47 because I know that for SC a it'll
58:50 probably go back to the pic for some
58:51 conversation as well on that
58:55 recommendation this was just discussion
59:00 there's many months away before any
59:01 policy decision including time for it to
59:03 go through the pic also on Thursday June
59:08 1st we had a meeting of the lodging and
59:10 tax advisory committee our Commission in
59:14 2004 2017 this council appropriated
59:17 among other things from LTAC $50,000 for
59:20 event recruitment marketing and this
59:24 coming month later in the month the
59:26 Association for volleyball professionals
59:28 or AVP will be having an event at Lake
59:32 Sammamish State Park on June 23rd 24th
59:36 and 25th and the LTAC approves spending
59:40 up to $13,000 for to co-sponsor a
59:43 welcoming hospitality gathering of
59:45 athletes and sponsors
59:48 the evening before the event on the 22nd
59:51 with the aim of convincing everyone that
59:53 they want to come back and do this event
59:55 next year
59:56 that was LTAC that concludes my report I

1:00:16 Renton city hall we're going to have a
1:00:18 pre pick workshop on the veteran seniors
1:00:21 and human services levy King County King
1:00:28 County Council transmitted a plan
1:00:33 forward 12 cents per thousand assessed
1:00:35 value that represents about a hundred
1:00:39 and forty percent increase from the five
1:00:41 cents per thousand that was previously
1:00:43 as I've mentioned a little bit earlier
1:00:45 it's now veterans seniors and human
1:00:48 services levy so there's an idea that
1:00:51 there's an expansion with that levy
1:00:52 would be for but I will be getting more
1:00:54 details at the pic next week we'll also
1:00:57 be discussing regional centers and I'm
1:01:00 eager to hear about the b2 option and
1:01:03 see what that all entails so that should
1:01:05 be a good conversation and then there's
1:01:08 also a discussion of regional
1:01:09 transportation system initiative so
1:01:11 those are the major topics but there are
1:01:13 no there are no items explicitly called

1:01:23 9-1-1 strategic plan scoping leadership

1:01:45 Committee Chair Goodman who is absent on
1:01:47 the land and Shore meeting and we have
1:01:49 three items at night a be seven two one
1:01:52 five combined with a B seven four one
1:01:54 seven was a discussion of the ninth
1:01:57 major amendment to
1:01:58 it's equivalence development greement
1:02:00 and the use of transfer of development
1:02:01 rights by polygons and also the first
1:02:04 amendment to the wash dot or Park Point
1:02:07 TDR development agreement there were two
1:02:10 proposals that were put on the table for
1:02:12 the committee to consider proposal B
1:02:16 because a was put aside quite a while
1:02:19 ago proposal B was the use of 100
1:02:22 transferred development rights that
1:02:24 would create additional affordable
1:02:28 housing units on top of the 138 housing
1:02:32 units and some construction of market
1:02:37 rate homes on a city-owned parcel called
1:02:39 track D proposal see that was also
1:02:42 presented that night was the use of 100
1:02:45 transferred development rights on this
1:02:47 prop on polygons property with ten
1:02:51 affordable units included in the hundred
1:02:53 TDRs at the 60% ami level and did not
1:02:56 include any construction on part on the
1:02:59 city land parcel D the committee voted 2
1:03:02 to 1 in favor to move forward to the
1:03:04 council with proposal B and that will be
1:03:07 on a future council agenda in June
1:03:10 second item was a b7 1 1 0 windward
1:03:15 Bergsma development agreement committee
1:03:17 voted through you know to ensure that
1:03:22 connection between talus and the
1:03:25 proposed Bergsma property if constructed
1:03:28 would only be emergency access would be
1:03:31 emergency access only and they also
1:03:33 voted three to three a note to deny the
1:03:36 development agreement which used a
1:03:38 clustered housing provision and so that
1:03:42 is going to come to future council
1:03:44 meeting as it did a request to deny that
1:03:47 development agreement last item was a
1:03:49 discussion vertical mixed-use staff
1:03:52 brought a presentation in with a

1:04:11 on Friday May 19th I attended the
1:04:14 greatest acclaim BIR of Commerce meeting
1:04:16 myself and the city administrator took
1:04:19 questions on road closures and progress
1:04:21 on the moratorium work plan items on
1:04:22 Saturday May 20th I attended the
1:04:25 Eastside fire and rescue fired round 101
1:04:27 this is an event at the Bellevue
1:04:29 training facility for elected officials
1:04:31 and it will be hopefully going forward
1:04:33 an annual event and different members
1:04:36 representing the city on Eastside fire
1:04:38 and rescues board are encouraged to
1:04:39 attend next year and Wednesday May 24th
1:04:42 they attended the cascade water Alliance
1:04:44 board meeting on Tuesday May 30 I
1:04:46 attended the city's Coast audit meeting
1:04:48 and later in the afternoon I attended
1:04:51 the Eastside Fire and Rescue Finance and
1:04:53 Administration Committee meeting and the
1:04:56 topics that were discussed that day were
1:04:59 fire chief performance evaluation and
1:05:01 compensation and also a discussion of
1:05:04 the capital facilities maintenance fund
1:05:05 and new business was a discussion of a
1:05:08 board policy looking at criteria for
1:05:10 adding additional partners to efer the
1:05:14 next eeper board meeting will be June
1:05:16 8th at 4 p.m. headquarters on Newports
1:05:18 way just a heads up for the other
1:05:20 members that serve looking at the
1:05:23 calendar it looks like the August Ephrem
1:05:25 meeting will be canceled at this point
1:05:27 in time so you can take that data for
1:05:28 calendar that's all I have

1:06:19 calling a Hall of Fame recipient Bob

1:06:30 our Hall of Fame ceremony earlier and
1:06:36 give her my most humble apologies for

1:07:35 pedestrian bridge and playground with

1:07:44 confluence park I certainly encourage
1:07:48 you to do so it is a real gem at Costco

1:07:57 tell me how great that project turned

1:08:05 so on May 25th I attended Sound Transit
1:08:09 board meeting where we approved several
1:08:11 projects related to link extensions and
1:08:15 amended the adopted 2017 annual
1:08:18 operating budget to accommodate
1:08:20 resources needing needed for Sound
1:08:23 Transit 3 and
1:08:30 I attended along with Bill Ramos the
1:08:35 PSoC General Assembly meeting which
1:08:38 includes all mayor's County execs and
1:08:40 commissioners and council members of key
1:08:43 SRC members jurisdictions in the four
1:08:50 County areas plus Snohomish King
1:08:54 piercing except at that meeting big
1:08:59 Snohomish exact dave subbers was elected
1:09:03 to chair the PSR C for the next two
1:09:08 years and executive dannemeyer from
1:09:11 Pierce County and that concludes my

1:11:53 councilmembers tonight's agenda item is
1:11:56 the public hearing on the proposed 2018
1:11:59 through 2022 capital improvement plan
1:12:03 the council has been discussing under a
1:12:08 first work session about the proposed
1:12:11 capital improvement plan or some
1:12:13 referred to it as the capital budget the
1:12:16 plan objectives are to support community
1:12:19 vision for growth and service levels
1:12:20 ensure planning effort changes with
1:12:23 demand and provide for a financial
1:12:25 assessment of funding sources that are
1:12:28 available or not necessarily available
1:12:30 and to maintain a high level of service
1:12:34 infrastructure for the community the
1:12:38 proposed five-year plan is estimated at
1:12:42 one hundred eighty eight million two
1:12:44 hundred $15,366.00 this covers capital
1:12:49 investments in a number of different
1:12:52 categories from technology and systems
1:12:54 capital equipment municipal facilities
1:12:57 parks and recreation trails
1:12:58 transportation and the utilities the
1:13:02 capital the proposed capital improvement
1:13:04 plan for this five-year period is
1:13:06 available on the city's website for
1:13:09 review funding sources then that are
1:13:16 proposed to accommodate or for the
1:13:19 five-year plan come from a variety of
1:13:22 sources and those include reap
1:13:25 mitigation dollars grant sources
1:13:28 developer contributions cash on hand
1:13:31 from and through the utility operations
1:13:35 those are business enterprise funds
1:13:37 which have revenues coming from
1:13:39 ratepayers as well as those capital
1:13:41 connection charges donations internal
1:13:45 funds for fleet IT general cash on hand
1:13:50 or contributions coming from the general
1:13:52 fund for a particular capital project
1:13:54 and then funds coming from streets
1:13:57 operating or cash on hand the final
1:14:01 category of proposed sources include the
1:14:03 potential for issuing
1:14:05 debt in order to provide for those
1:14:07 capital investments that are included in
1:14:10 the plan and those needs are for the
1:14:19 2018 through 2022 period the five-year
1:14:23 plan it's identified in the proposed
1:14:25 plan that approximately thirty five
1:14:27 million dollars would be needed for park
1:14:29 and recreation type capital investments
1:14:32 and forty six million dollars for
1:14:33 proposed transportation improvements
1:14:36 there are future years that are
1:14:38 identified in the capital improvement
1:14:41 plan that is to provide for a big
1:14:45 picture look at the investments that may
1:14:47 be needed for the community however the
1:14:50 plan is identified as a five-year plan
1:14:53 with a future five-year outlook the
1:14:55 total ten-year outlook has identified
1:14:57 almost two hundred and fifty million
1:15:00 dollars in bonds that would be needed
1:15:04 and that would be addressed as the
1:15:07 council's going to go through future
1:15:09 work sessions and other discussions
1:15:11 about the capital budget these were the
1:15:16 questions that had been identified at
1:15:18 the council workshop they would still be
1:15:20 the questions that the council will be
1:15:22 entertaining as you continue to go
1:15:24 through the deliberations with regards
1:15:27 to the capital budget
1:15:28 so certainly ensuring that capital
1:15:32 investment priorities are met the role
1:15:35 of debt in financing the capital
1:15:36 improvement plan and then of course the
1:15:38 organizational capacity in order to
1:15:41 complete projects in a timely manner so
1:15:43 with that again tonight's is the public
1:15:46 hearing to take testimony on the
1:15:48 proposed plan the the next meetings that
1:15:51 are set for discussion on the capital
1:15:54 budget is June 12 in a council work
1:15:57 session and then June excuse me July 17
1:16:00 that would be the continuation of this
1:16:03 public hearing and that is would be for
1:16:05 consideration an adoption of the
1:16:09 proposed capital improvement plan so
1:16:13 with that I would recommend then moving
1:16:18 forward with public testimony then thank
1:16:20 you very much I just a reminder that the
1:16:24 guidelines for public participation or
1:16:27 audience comments are the same as I
1:16:30 earlier outlined and with that I'll open

1:17:02 6 9 own Northwest Oak Crest Drive
1:17:04 Issaquah Washington I already had sent
1:17:07 some comments into you earlier when this
1:17:09 was I think presented the first time it
1:17:11 would want your subcommittee's but one
1:17:14 of my concerns is the priority of some
1:17:16 of the park projects that are in place
1:17:19 there with putting so much emphasis on
1:17:21 Central Park and the build-out of
1:17:23 Central Park and thus needing to have
1:17:26 all the street improvements and turning
1:17:29 Central Park into a regional park I
1:17:33 highly concerned about that because it's
1:17:37 number one spending a lot of park funds
1:17:39 up front versus an elsewhere in the city
1:17:42 especially with the central area plan
1:17:44 what's coming on board over in the
1:17:46 western region where we still don't have
1:17:47 a park would like to see the priorities
1:17:50 put and some of the other areas that
1:17:52 don't have parks I think they should
1:17:54 look at that before you put so much
1:17:55 money in the central area Park and then
1:17:58 that in turn demands infrastructure to
1:18:00 be built there where the infrastructure
1:18:02 has not been completed elsewhere because
1:18:05 if you look at that Providence point
1:18:07 light is still way out there what I also
1:18:09 notice this time round is Newport way is
1:18:13 still pushed out there and my concern is
1:18:17 with Newport way from s900 to south 54th
1:18:20 we really should have the funding to do
1:18:23 that when it's all being done by the
1:18:25 developers because it makes sense to do
1:18:28 it all at once it's much more economical
1:18:29 and from a living out there it just
1:18:33 needs to be done at the same time and
1:18:35 you ought to be looking at funding that
1:18:36 so it does happen at the same time the
1:18:39 other thing that seemed to have fallen
1:18:40 off the list and maybe it's tucked back
1:18:43 in some of the others but I couldn't
1:18:44 find it is the rest of Newport way from
1:18:47 South 54th to the gate with the Western
1:18:51 gateway and in reading the central area
1:18:54 plan and the last concurrency model
1:18:59 Newport way that and is the concurrency
1:19:03 is all based upon as having the center
1:19:05 turn lane and if that route is not
1:19:07 complete then you're out of concurrence
1:19:09 and so to drop it off completely off the
1:19:12 list your
1:19:13 already admitting that you're not going
1:19:15 to be concurrent and we know it hasn't
1:19:17 been funded for a number of years so
1:19:19 we've really been out of concurrency for
1:19:21 a long time but I'm kind of concerned
1:19:24 that that's just a completely dropped
1:19:26 off the list so I really think the
1:19:28 priorities of both the parks and the
1:19:32 transportation needs to be looked at
1:19:33 priorities the other thing I couldn't
1:19:36 find anyplace is the pea sauce and that
1:19:38 whole issue that seems to have all
1:19:40 sudden gone back underground we were
1:19:43 supposed to have I thought a review
1:19:44 study of what was going to happen and
1:19:46 we've got rental equipment and then I
1:19:48 thought we were going to have to
1:19:49 purchase long-term and I don't see
1:19:51 anything mentioned in the CIP that was
1:19:56 presented now maybe it's in there and I
1:19:58 missed it because there's a lot to read
1:19:59 but I'm kind of concerned that it's not
1:20:01 what's going to happen with the
1:20:04 filtration system has not been
1:20:06 identified and the big capital cost to
1:20:09 make that an ongoing effort has not been
1:20:10 identified the other thing is the mixing
1:20:13 and blending for the central area we've
1:20:15 been identified that that's going to
1:20:16 have to happen and I still think the
1:20:18 city should be looking at how to remove
1:20:21 Florin a or fluoride from the water
1:20:23 we're going to get from cascade because
1:20:25 I don't think we should be having
1:20:26 fluoride in our water thank you thank

1:20:47 went through the CIP portion of this
1:20:50 several thoughts occurred to me one was
1:20:54 there's in the listing is a play
1:20:58 guidance it talks about a numerical
1:21:00 score and a level of determination of
1:21:04 how soon want to be that I'd like to see
1:21:06 in the documentation what the metric is
1:21:09 that you uses to determine whether what
1:21:12 that score is and what it gets done so
1:21:13 that it's better for transparency for
1:21:15 having be more visible for what we want
1:21:18 to improve when I was at the policy
1:21:22 Planning Commission meeting one of the
1:21:23 things I heard was we make these scores
1:21:26 but a lot of times things come up and
1:21:27 get approved that aren't in the higher
1:21:29 rated items and get done because things
1:21:32 get moved round as funds get moved round
1:21:34 and I think from a transparency in a
1:21:36 public conversation there needs to be
1:21:38 better communication of what that is and
1:21:40 how the process is so citizens don't get
1:21:43 blindsided having a low priority item
1:21:45 done well bigger items don't happen so I
1:21:49 think that process needs to be looked at
1:21:50 better and more thoroughly one of the
1:21:54 things I would like to see is their
1:21:55 number of items - talked about
1:21:57 connecting communities on both sides by
1:22:00 90 those seem to be some lower score
1:22:03 items I'd like to see those
1:22:05 consideration given to be moved up so we
1:22:07 work better as one community not just as
1:22:10 individual pieces so I bring that for
1:22:14 your consideration going forward two
1:22:17 other things that I guess I didn't like
1:22:18 on that I would like to see removed
1:22:20 because they don't really talked about
1:22:23 moving transportation as much as others
1:22:25 one is the widening of Northeast dogwood
1:22:28 Street and the other is the proposed
1:22:30 parking structure for current foreign
1:22:32 cars which I think don't bully move
1:22:34 people those two items I think funds to
1:22:37 be better used in other areas thank you

1:24:00 back thank you very red lured council
1:24:03 members tonight is the kickoff for
1:24:05 discussions on updating the financial
1:24:08 management policy a proposed draft is
1:24:12 been provided with the agenda bill as
1:24:14 well as the current financial policy for
1:24:17 your review I'm just going to do a brief
1:24:19 presentation as this is a kickoff and
1:24:21 the the action today is to refer this to
1:24:27 council work session so financial
1:24:30 management policy is serves as our
1:24:31 operational guide for administration to
1:24:34 carry out City Council strategic intent
1:24:37 the policy is intended to define courses
1:24:40 of action as well as established
1:24:42 perimeters so those are targets those
1:24:44 are benchmarks those are in the proposed
1:24:47 policy and in the format that we used
1:24:50 for the capital budget section was the
1:24:52 red font are the areas for specific
1:24:56 specifically for council to address well
1:24:58 certainly the entire language of the
1:25:00 policy is for discussion but those are
1:25:03 the key areas that we want to focus on
1:25:05 on setting those parameters the current
1:25:08 financial policy is certainly adequate
1:25:10 the best practices are telling us that
1:25:15 perhaps we need to provide some updates
1:25:18 and to establish comprehensive policy
1:25:21 you'll find from the current to the
1:25:24 proposed there are its realigned there's
1:25:27 additional sections it's intended to
1:25:30 specifically address subsections of
1:25:34 sections according to the government
1:25:37 finance Officers Association best
1:25:39 practices on financial policy and that
1:25:41 is a very new guidebook for local
1:25:45 governments with regards to the art of
1:25:48 fiscal policy so just a brief overview
1:25:53 about the proposed policy there are
1:25:56 goals in financial management policy to
1:26:00 to attempt to achieve and those are to
1:26:04 set forth financial principles to reduce
1:26:07 our risks to maintain capacity for
1:26:10 levels of service to ensure that we are
1:26:13 legally compliant through the use of
1:26:16 internal controls and to provide
1:26:18 financial transparency to the public so
1:26:21 overall policy goals for financial
1:26:24 management policy very important one of
1:26:28 the the things I wanted to do was to
1:26:30 provide just a brief overview of some of
1:26:32 the changes from the current policy to
1:26:34 the the proposed policy again we'll be
1:26:39 meeting in work session to start the
1:26:41 discussions on those proposed changes
1:26:43 but certainly with regards to policy we
1:26:46 always want to ensure that we have the
1:26:47 right level of flexibility flexibility
1:26:50 versus control there is an expanded
1:26:53 reserve guideline section and this is
1:26:55 something that I will loop back to after
1:26:58 my presentation here about a risk
1:27:00 assessment there are separate and
1:27:03 outdated policies that are intended to
1:27:07 be combined into one
1:27:09 comprehensive financial management
1:27:10 policy and that will be identified in
1:27:13 the work session discussions the
1:27:15 expenditure section is new as a
1:27:17 simplified purchasing authority and
1:27:20 commitment levels that our proposed
1:27:22 budget scope and basis is proposed to
1:27:25 change for a financial policy new
1:27:29 section on cost allocation plan this is
1:27:32 a very important piece that is required
1:27:35 and auditors certainly like to tackle
1:27:39 that as topics when they are doing their
1:27:42 audit and testing work the proposed
1:27:45 policy refines the debt section
1:27:47 investment policy long-term financial
1:27:50 planning and internal controls these are
1:27:56 the the next discussions that are
1:27:58 scheduled
1:27:59 so certainly tonight we've got an
1:28:01 introduction and referral to the council
1:28:03 committee work session on June 12th July
1:28:06 10th August 7th isn't council meeting
1:28:10 and that is a public hearing the August
1:28:13 14th council committee work session and
1:28:15 then it is intended that the public
1:28:19 hearing be continued from the August 7th
1:28:22 to the September 5th and that would be
1:28:24 where the council would be considering
1:28:26 full adoption of the revised policy so I
1:28:33 wanted to circle back to also in the
1:28:35 agenda bill was information about risk
1:28:38 assessment that is in the reserve
1:28:41 section our current policy states that
1:28:44 it is based on best practices best
1:28:48 practices we have a bit of an update and
1:28:51 what that means is that reserve policy
1:28:54 should be essentially defined based on
1:28:59 the unique needs of the community and so
1:29:01 the GFO a has prepared this pretty neat
1:29:05 tool called the risk assessment and a
1:29:07 sample of that is was provided for the
1:29:09 council with the agenda bill so it
1:29:12 essentially provides for a way to do
1:29:16 some brainstorming do some some thought
1:29:20 into the
1:29:22 various areas of risk and so what I'd
1:29:25 like to do is I'd like to assign the
1:29:28 council some homework and for you to
1:29:31 read through the assessment I can I'll
1:29:34 be sending it electronically to the
1:29:35 council because at the end of that
1:29:37 assessment is a way for us to put some
1:29:40 numbers to is to be able to quantify
1:29:42 where is your individual council member
1:29:45 of level of risk at we'll combine those
1:29:49 and one of the ways and one of the
1:29:52 reasons that I use that assessment is
1:29:54 that what we can do is we can come up
1:29:56 with a quick look into what is the
1:30:00 combined level of risk we get to a
1:30:03 number and we can plug that into where's
1:30:06 where's a proposed level of reserve for
1:30:11 the general fund and so that essentially
1:30:14 is a quick way to do that there's
1:30:16 certainly more conversation with regards
1:30:18 to setting reserve policy and to setting
1:30:21 reserve targets but this is one way to
1:30:23 start the discussion on what are the the
1:30:26 risk associated uniquely with the city
1:30:28 of Issaquah and then we can continue to
1:30:32 discuss how that final policy reserve
1:30:35 section looks so if there's no questions
1:30:38 of the council I am pleased to be able
1:30:41 to kick off our financial management
1:30:43 policy update and I'd be happy to answer
1:30:45 any questions that you have at this time

1:30:51 you brought up the risk assessment I
1:30:55 guess this wasn't sort of a
1:30:57 questionnaire and I was reading through
1:31:00 the questions earlier today and I think
1:31:06 as I read these I felt like maybe I was
1:31:11 didn't know that I was the right person
1:31:13 to be answering many of these questions
1:31:17 so for example what are sources of
1:31:19 potential expenditure spikes it seems to
1:31:22 me that that's a something that the
1:31:23 administration would answer what is the
1:31:26 potential cost of the spikes
1:31:27 I wouldn't know that those are just a
1:31:29 couple of examples but I think
1:31:31 I would suggest that perhaps I don't
1:31:40 know where I don't know who else is
1:31:42 going to be filling out this assessment
1:31:44 but I I can't help but think the council
1:31:47 shouldn't be the only ones providing
1:31:49 information you're correct the council
1:31:51 is Council members are not the only ones
1:31:53 providing that information it is also
1:31:57 and will be distributed to members of
1:31:59 the administration to provide their
1:32:03 thoughts into the assessment and so the
1:32:07 method for seeing administration is
1:32:09 certainly that the council would see
1:32:12 that and to help you if you do have
1:32:15 questions about some of those because it
1:32:16 is a one of those things exactly as you
1:32:19 said is that you you may not know those
1:32:21 things but when we have that discussion

1:34:38 essentially as a judge of the proposed
1:34:40 zoning measure rather than in your usual
1:34:42 legislative policy linking role and as a
1:34:45 quasi-judicial measure there are certain
1:34:48 rules excuse me under state law that
1:34:51 should be followed to ensure the
1:34:52 appearance of fairness specifically the
1:34:54 council should to the extent possible
1:34:56 avoid any ex parte communications or
1:34:59 one-sided context with proponents or
1:35:01 opponents of the zoning and to the
1:35:04 extent that those those communications
1:35:06 do occur at the time of your
1:35:08 pre-annexation zoning hearing later this
1:35:10 summer you'll be asked to place the
1:35:11 substance of those communications on the
1:35:13 record for purposes of rebuttal I would
1:35:16 also advise the council against making
1:35:17 any public statements that could be
1:35:21 construed as indicating some type of
1:35:22 bias or prejudice with respect to either

1:36:15 project that we're working on and so so
1:36:19 this annexation resolution is in front
1:36:21 of you tonight it's so just to add to
1:36:25 that the proposed resolution that you
1:36:28 will be considering would allow the city
1:36:31 to proceed with the annexation process
1:36:35 specifically the resolution declares the
1:36:39 city's intent to annex the King County
1:36:42 Island includes the boundaries of the
1:36:45 annexation area States the annexation
1:36:48 area will assume its prorated share the
1:36:52 cities and deadliness existing as of the
1:36:56 effective date so it's two public
1:36:58 hearing dates for consideration of
1:37:00 pre-annexation zoning sets a public
1:37:04 hearing date for the annexation hearing
1:37:07 and authorizes the administration to
1:37:10 proceed with the annexation process by
1:37:14 submitting the notice of intent to annex
1:37:16 to the Washington state boundary Review
1:37:19 Board of King County and with that are

1:43:47 city now it's time to bring that parcel
1:43:50 under our jurisdiction so it's a very
1:43:52 small little parcel with a very big
1:43:54 reservoir on it and it's the same
1:43:58 question as the King County Island but a
1:44:00 lot there's a lot less to it since it's
1:44:02 just a little 2 acre parcel but I'm here

1:44:11 Trish we've already assumed the utility
1:44:13 itself so we're already responsible for
1:44:15 the water tower so is this something
1:44:18 that we forgot to do or just it's such a
1:44:21 different process that happens later

1:47:30 that's okay I'm good evening council
1:47:33 members my name is Jen David Hayes with
1:47:36 economic development and I am here to
1:47:40 talk to you about the scope you have the
1:47:42 scope for a vertical mixed-use
1:47:45 consultant and you're in your packets
1:47:48 we've been working on the vertical
1:47:50 mixed-use project as part of the
1:47:52 moratorium actually a little before the
1:47:54 moratorium was enacted to look at why we
1:47:57 weren't getting vertical mix used within
1:47:59 the central Issaquah area and as a
1:48:01 reminder these are the product project
1:48:03 motivations to move forward we have been
1:48:06 to council suffered several times over
1:48:08 the past year to talk about the research
1:48:11 findings that we hired Eko Northwest to
1:48:14 look at the actual market data so we
1:48:17 wanted to make sure we were getting
1:48:19 information about the actual
1:48:20 construction cost the rental rates etc
1:48:23 to better understand why this because a
1:48:26 building type isn't being built here in
1:48:28 Issaquah and basically the results
1:48:30 showed that the according to the
1:48:32 financial model now it's a model so it's
1:48:34 not applicable to every single parcel
1:48:36 but that for the model basically the
1:48:38 extra cost that it requires to build
1:48:41 that type of building did not did not
1:48:45 was not covered by the rental and the
1:48:48 operating income for to lease out the
1:48:51 residential and the commercial space on
1:48:53 the bottom floor so we went and explored
1:48:55 different options ever
1:48:57 we're from looking at alternatives to
1:48:59 encourage through some incentives are
1:49:01 also regulate or required in some areas
1:49:05 and at the last discussion I guess at
1:49:07 the May fourth discussion rather of the
1:49:09 Landon Shore committee it was requested
1:49:12 to look at getting additional expertise
1:49:15 around the vertical mixed-use discussion
1:49:18 because it it as the more discussion we
1:49:20 had it was determined that it wasn't so
1:49:22 much about the building type itself the
1:49:25 residential with the commercial space on
1:49:27 the bottom but make ensuring that we
1:49:29 have all the pieces in place to ensure
1:49:32 its vibrancy so when a building is built
1:49:34 that it has it may be that it needs
1:49:37 certain amount of slide so I walk with
1:49:39 to be successful and needs to maybe have
1:49:41 some streetscape elements and need to be
1:49:43 successful knees did look at public
1:49:45 amenities to be successful so we went
1:49:49 and and got a consultant scope scope and
1:49:54 worked with a Crandall Aram Beulah who
1:49:58 is working on our architectural fit work
1:50:04 and they have they have done a really
1:50:06 good job at determining the needs of the
1:50:10 central squat plan area and what what
1:50:12 concerns and issues were addressing and
1:50:15 so we worked with them to develop a
1:50:17 scope and so here's the the general
1:50:19 purpose is again to look at the vibrancy
1:50:22 and I did not change this from last time
1:50:24 but he says mixed-use but should say
1:50:25 vertical mixed-use or looking at the
1:50:27 vertical mixed-use community within
1:50:29 Central Issaquah and at the end of the
1:50:32 work they would come back with
1:50:34 recommendations that we would then
1:50:35 implement into code or policy or such
1:50:39 and just to let you know that we were
1:50:42 under the schedule to be completed and
1:50:44 back to you as full council on September
1:50:47 5th to adopt any changes in the vertical
1:50:50 mixed-use and we go forward with this
1:50:52 scope of work the timeline would change
1:50:55 and our final presentation for adoption
1:51:00 of code or policy changes would be on
1:51:02 October 16th
1:51:05 are there any questions or comments yes
1:51:08 Marilu so it might be a little bit of a
1:51:12 confusing question but as we're sort of
1:51:14 learning with all these components in
1:51:15 the moratorium that there's significant
1:51:17 overlap and when we first started the
1:51:19 vertical mixed-use thing with the
1:51:22 consultants they had presented a graphic
1:51:25 to us that showed a dollar per square
1:51:27 foot for apartment renting and if you
1:51:31 hit the certain number it meant that you
1:51:33 had the density to support it and we
1:51:36 thought originally that with some of our
1:51:38 new projects in town like Atlas we're
1:51:40 going to be at that number and what we
1:51:42 found out was that Atlas built fewer
1:51:44 large apartments and we actually shifted
1:51:48 down the graphed a bit and fell out of
1:51:49 that range of where vertical mixed-use
1:51:52 might make sense is there a possibility
1:51:54 when you're looking at a strategy on how
1:51:56 to do it that you somehow bring housing
1:51:58 density into it that there's a crossover
1:52:00 between if all we ever build is large
1:52:03 apartments it's just never going to
1:52:05 pencil out and so that vertical
1:52:07 mixed-use success actually is linked
1:52:10 somehow to housing and density and I
1:52:12 just I'm asking that because we saw the
1:52:13 graph move and I was really disappointed
1:52:15 when that happened because that meant
1:52:17 that we were years and years away
1:52:19 instead of a few years away yeah I know
1:52:21 I'm not sure we say we saw the graph
1:52:22 mood after Atlas was built you're saying
1:52:25 no or in we saw an earlier version of
1:52:27 the graph and I talked about I can't
1:52:29 remember the numbers two dollars and
1:52:30 thirty-five cents a square foot versus
1:52:32 two dollars and 15 cents a square foot
1:52:34 okay and at one point we had assumed
1:52:36 that some of the new projects coming in
1:52:37 like Atlas would hit that mark and move
1:52:41 that little center's part over so that
1:52:44 vertical mixed-use then could be a
1:52:46 possibility but when they came back and
1:52:48 they looked at actual construction they
1:52:50 found out we never actually slid that
1:52:51 far over and I remember hearing an
1:52:53 answer to a question why didn't we make
1:52:55 it over there and the answer was because
1:52:57 we built fewer larger apartments in
1:52:59 Atlas instead of smaller apartments if
1:53:01 there had been more smaller apartments
1:53:03 that line would have moved yeah I don't
1:53:06 remember that that question or answer so
1:53:08 I can look at that lit more I guess I'm
1:53:10 just wondering about the crossover with
1:53:12 housing in general is there a nexus with
1:53:14 that that somehow while they're looking
1:53:16 at this they also have to consider
1:53:18 Populi
1:53:19 density so population density yes
1:53:21 because when that's looking at who's
1:53:24 around it so basically has the
1:53:25 murderesses right so the look of
1:53:28 confusion my face a little bit is these
1:53:30 numbers are by square footage so it
1:53:32 wouldn't matter if it was one you know
1:53:34 two apartments at eight hundred square
1:53:37 feet or one apartment at 1600 square
1:53:39 feet because of leaders say you know it
1:53:40 would be this is the current market rate
1:53:42 and then also the cost for construction
1:53:44 per square foot so but I do understand
1:53:47 like obviously if we have a larger
1:53:50 apartments that were studio may not rent
1:53:53 out for exactly or one bedroom a not ran
1:53:55 out exactly for a half of what a
1:53:57 two-bedroom does and so that does play
1:53:59 with the somebody provided that answer
1:54:02 whatever okay the reason why were
1:54:03 actually and it could be gone because
1:54:05 I'm not for us I can't remember who did
1:54:06 it okay that's why we slid this way yeah
1:54:09 a large writing I know the ratio we
1:54:11 looked at multiple things that talked
1:54:12 about financial feasibility but I don't
1:54:15 remember the sliding for that but I know
1:54:16 and I'll just leave the question on the
1:54:18 table it's just that when the housing
1:54:19 strategy come back comes back if there's
1:54:21 a linkage with the stock that we're
1:54:24 building then that's some time we also
1:54:26 should take into consideration in code
1:54:28 other ways we can do whatever we want
1:54:29 with the vertical mixed use code if we
1:54:31 don't have the density it's still not
1:54:32 going to come so the density I guess
1:54:35 what we did talk about density as part
1:54:37 of the initial study and that looked at
1:54:39 the population density of the area so
1:54:42 but I don't know that we looked at the
1:54:43 housing unit size but that's something
1:54:46 like I made a note of other questions or
1:54:52 discussion

1:55:02 enter into and execute a contract with
1:55:04 Crandall

1:55:07 direct the finance director to include
1:55:09 $60,000 in a subsequent 2017 budget

1:55:24 date and how also how it's related

1:55:32 six-month period will expire on what
1:55:35 date I believe it's September 5th or
1:55:38 sick and so so that is I think a further
1:55:42 discussion that we plan on having that
1:55:44 that needs to be had regarding for when
1:55:48 I understand so all the topics are
1:55:50 actually on different timelines right so
1:55:52 parking is coming forward in July for
1:55:54 approval architectural fit audist
1:55:57 affordable housing will be after the
1:55:59 September 5th deadline as well as well
1:56:01 as district visions and so I think the
1:56:03 conversation isn't it will be had if we
1:56:05 are far enough along in the work plan
1:56:10 that you feel that it's caught you're
1:56:11 confident enough to remove the
1:56:12 moratorium you'd like to amend it for
1:56:14 another month or two or a different
1:56:17 option so that's I think part of the
1:56:19 discussion it will happen regarding the
1:56:21 moratorium itself so you have obviously
1:56:23 you have the ability to lift it at any
1:56:25 time but you want to make sure the
1:56:28 things are addressed of course yeah
1:56:30 thank you I just want to make sure
1:56:31 everybody on the council was aware of
1:56:33 the timeline presented here and how it
1:56:35 what it was relative to the current
1:56:37 timeline for the moratorium so we
1:56:39 actually essentially you know states can
1:56:42 change but we're we're giving a green
1:56:45 light and approving some funding for a
1:56:46 timeline that does bring this in after
1:56:49 the current six-month period expires yes
1:56:53 that's true thank you Casey
1:56:57 so for some reason I had in my memory
1:56:59 that there would be something back to
1:57:02 the council in early September because
1:57:04 the expiration of the moratorium was
1:57:07 early October didn't know that it
1:57:12 expired in early September in any event
1:57:14 I think one of the items that needs to
1:57:21 September 6th is when it expires ok
1:57:25 so it needs to be on the work plan for
1:57:32 the council to consider at some point
1:57:35 whether they want to extend the
1:57:37 moratorium to cover make sure that it's
1:57:40 not lifted before some or all of the
1:57:43 items are complete all right Lou and
1:57:50 this is the one item were there and the
1:57:53 original timeline I thought there were
1:57:54 some items that we're going to be
1:57:56 completed till November December the
1:57:59 district visions and Christmas and was I
1:58:02 believe it was November but I might have
1:58:05 able to push it up a bit
1:58:07 the affordable housing strategy
1:58:10 affordable housing piece as I went to so
1:58:12 September 21st and that's by memory not
1:58:14 by having in front of me so that was
1:58:16 again after the November

1:58:25 expires so the vision piece I'm not sure
1:58:28 exactly where that last thing stands

1:58:42 last week and this came up and there was
1:58:44 something about December there was

1:58:52 don't have a lot going on in December
1:58:54 and this will make sure that our
1:58:55 December's are we have something too
