0:18 participating in tonight's meeting

0:25 tonight we have moved the executive

0:30 that it occurs before the consent
0:31 calendar this is because the executive
0:33 session relates to one of the items that
0:35 we are requesting your approval of on
0:37 the consent calendar tonight the first
0:40 item of a on the agenda this evening is
0:41 the Pledge of Allegiance and I'd invite

1:05 special business before we start our
1:07 regular meeting um so I'm going to do
1:10 the first one which is ID
1:12 1746 this is the recognition of our Hall
1:16 of Fame recipient for 2024 Todd sergeant
1:19 and Todd I'd like you to join me up over
1:21 there
1:34 so over on the wall behind our Council
1:37 this evening is the isqua Hall of Fame
1:39 recipients and we have many of them in
1:41 the room with us tonight we held a
1:44 reception just before and invited U
1:47 members that are in the Hall of Fame and
1:49 their spouses or Partners to come and
1:51 celebrate Todd's induction into the Hall
1:54 of Fame so I'd just like to tell you a
1:55 little bit about Todd and why he was
1:58 selected to join the Hall of Fame
2:01 Todd was inducted to the Hall of Fame at
2:03 the community Awards in isqua this past
2:05 May the Hall of Fame award is a
2:07 community's top is our community's top
2:10 honor and is bestowed on individuals who
2:13 exemplify Hallmarks of value of service
2:17 leadership and
2:18 civic-mindedness Todd was given this
2:20 award due to his dedication to public
2:22 service and his commitment to help
2:24 preserve and protect local architecture
2:26 that has significant meaning to isqua's
2:28 history Todd is best known for his work
2:31 as an isqua special commissioner where
2:33 he worked closely with the King County
2:35 landmarks commission for 20 years during
2:38 Todd's tenure as special landmarks
2:39 commissioner he was a vital participant
2:41 and advocate for six isqua properties
2:44 which achieved Landmark status including
2:46 the isqua train depot hellstone feed
2:48 store and gas gasoline station William
2:52 conrardy conrardy house the auto Freight
2:55 building Gilman town hall and the jail
2:59 and the cot's garage building Todd also
3:02 served the city in other roles he served
3:04 on the city of isqua Planning Commission
3:06 from 1992 to 1998 he was a member of the
3:10 isqua Historical Society board from 1998
3:13 to 2001 and he continued his active
3:15 participation in the society for many
3:17 years after his service on the board in
3:20 2015 he represented the historical
3:22 society as a member of the Oldtown
3:24 Vitality task force I think that is the
3:26 one that we probably would on could be
3:29 tonight we want to recognize Todd here
3:31 in the city council chambers where his
3:33 name has been added to the list of award
3:35 recipients Todd joins a distinguished
3:38 list of individuals who've made
3:39 significant contributions to our
3:41 community and if you're a past Hall of
3:43 Fame recipient could you stand so we
3:45 could give you an Applause come on you
3:48 [Applause]
3:54 guys Todd I'd really like to get a
3:56 picture of you with the council but I
3:57 also just want to give you this
3:58 opportunity to anything you'd like to
4:00 say uh thank
4:03 you um the architecture of this city is
4:07 probably the best um artifact we can
4:11 keep so I would always Advocate save
4:14 what we
4:16 can want bring your family up and we can
4:19 stand in front of the council for a big
4:21 family if you come up

5:09 it's really exciting to be able to
5:11 recognize just the amazing volunteerism
5:13 we can see in isqua you know these
5:15 people serve for decades in these roles
5:18 it's very exciting we are going to move
5:20 on to our next special business item
5:22 which is ID 172 Hispanic Heritage Month
5:26 Proclamation and I'd like to invite
5:28 Alicia spinner the executive director of
5:30 the circle to the Lecter and I believe
5:32 Barb you have a second name as well yes
5:34 Irma arenus thank
5:38 you would you yes come on up
5:43 here very very nice to see you nice to
5:47 see
5:48 you all right I am very honored to uh
5:51 present this
5:53 Proclamation uh honoring Hispanic
5:55 Heritage Month whereas each year
5:58 Americans observe National Hispanic
6:00 Heritage Month from September 15th to
6:03 October 15th by celebrating the
6:05 histories cultures and contributions of
6:08 Americans whose ancestors came from
6:10 Spain Mexico Central America South
6:13 America and the Spanish-speaking nations
6:16 of the Caribbean Caribbean
6:18 Caribbean and whereas according to the
6:21 2020 census the Hispanic population of
6:24 the United States was 62.1 million
6:27 people making people of Hispanic orig
6:29 the nation's largest ethnic or racial
6:32 minority
6:33 18.9% of the total US population and
6:37 whereas isqua's diversity and Hispanic
6:40 population have increased over the last
6:42 30 years from 1990 when 95% of the
6:45 residents were white and only 2%
6:48 Hispanic Latino to more recent times
6:52 65.7% of the residents are white and 9%
6:55 are Hispanic
6:57 Latino and whereas we commit to
7:00 embracing diversity and inclusion by
7:03 paying tribute to Hispanic heritage
7:05 through education acknowledgement and
7:07 celebration within our community and
7:10 whereas this year's theme unidos unidos
7:15 un Yos thank you it is inclusivity for a
7:19 inclusive inclusivity for a stronger
7:22 Nation encourages us to ensure that all
7:25 voices are represented and welcomed to
7:26 help build stronger communities and a
7:29 stronger nation and it encourages us to
7:31 reflect on all the contributions
7:33 Hispanics have made in the past and will
7:35 continue to make in the future and it's
7:38 also a reminder that we are stronger
7:40 together and now therefore on behalf of
7:43 Mary L paing mayor of the city of isqua
7:45 I do hereby Proclaim September 15th
7:48 through October 15 2024 to be H Hispanic
7:52 Heritage Month in the city of issaqua
7:55 and I urge the community to join in
7:57 special observance and celebration of
7:59 Hispanic heritage and witness there
8:02 whereof I have here unto here unto set
8:05 my hand and seal of the city of isqua

8:20 Proclamation um I also want to say thank
8:23 you for your support because thanks to
8:25 the support that you giving us all the
8:26 funds and all the help we are really
8:28 serving a lot of families every day
8:30 we're welcoming new families in our
8:32 community we're offering them Community
8:35 navigation services but also education
8:38 and circles as we like to call them that
8:41 there are Community groups where they're
8:43 just think can you know gather and to do
8:45 different things together but it's
8:47 really more about getting to know other
8:49 people in your community feeling better
8:51 and more um confident about asking
8:55 questions to us and we always have
8:57 Community Navigators around so they can
9:00 uh they have someone there to to ask the
9:02 questions it's very important and we're
9:04 growing we're looking for a space close
9:07 downtown um so we are hoping to move
9:10 soon but we are you in in looking for a
9:14 space and as all you know is very hard
9:15 to find a space close to here but we
9:18 want to be here close to downtown so we
9:20 can um you know be with the other
9:22 organizations that we work every day uh
9:25 that we send our families and um I want
9:28 to talk about just a little bit just to
9:30 invite you about the event that we're
9:33 doing um so we're together with the city
9:36 we are doing a family dance and I'm
9:39 super excited because for years we've
9:41 been asked about a space or an
9:44 opportunity for a families just to dance
9:46 together that's something that you know
9:48 we do in in our countries and we miss
9:51 about doing here there's no really a
9:53 space to go and dance with your family
9:55 with your little kids with your KS and
9:57 we're finally going to be able to do it
9:59 uh we haven't done done much promotion
10:03 and we already have over a 100 people
10:05 registered so I know it's going to be a
10:07 lot of fun and and I wish you that you
10:10 guys can come I will send the the link
10:13 and the information but it's going to be
10:15 at the piket barn on September 29 um and
10:19 we're super excited and IR ma is the is
10:22 our volunteer coordinator so she's been
10:24 doing U most of the work I'm just here
10:27 to talk about it thank you so much
10:31 I invite you we can have a music dancing
10:36 and
10:39 food like a salvad food and they
10:43 invite is always free and everyone
10:48 is yes out

11:12 thank you ladies for all you do to make
11:15 people coming to isqua feel welcome it's
11:19 wonderful the next item of special
11:21 business this evening is id1 752 and it
11:25 is the East Side welcoming week
11:27 Proclamation um Council president Walsh
11:30 is going to be presenting this to nahed
11:32 Stevens and um who works with the wide
11:35 world for Refugee come on up to the
11:38 Lector Ned um Ned is also going to be
11:41 the MC for the city's welcoming week
11:43 event called culture Fest it's being
11:45 held this Friday outside the community
11:47 center and I got to meet nahed earlier
11:50 this evening and she's pretty exciting
11:53 just have to say welcome you well and
11:57 we're very excited for welcoming week
11:59 and so having somebody who can come in
12:02 and contribute to that and bring the
12:03 energy we're here for it so whereas
12:07 welcoming week September 13th to 22nd
12:11 2024 is a nationwide celebration
12:13 honoring the history achievements
12:16 experiences and struggles of immigrant
12:18 and Refugee people throughout the United
12:20 States and whereas the cities of bellw
12:23 isqua Kirkland Redmond and samamish have
12:26 jointly celebrated East Side welcoming
12:28 week for the past 8 years and whereas
12:31 East Side welcoming week is an annual
12:33 event bringing our region together to
12:36 acknowledge the contributions of
12:37 immigrants and refugees and the role
12:39 diverse communities play in fostering
12:42 inclusion belonging and making people
12:45 feel welcome and these cities recognize
12:47 the importance of ensuring that all
12:49 residents feel safe secure and welcome
12:52 and whereas East King County is one of
12:55 the most racially and eth ethnically
12:57 diverse regions in Washington state with
13:00 over 35% of our residents coming from
13:02 places outside of the United States and
13:05 38% of residents speaking a language
13:07 other than English at home and whereas
13:10 in our highly mobile region nearly one
13:12 in five residents have lived in their
13:14 current residence for less than a year
13:17 and whereas realizing our vision for a
13:19 welcoming Community requires actively
13:22 addressing the daily challenges of those
13:24 in our community who do not feel welcome
13:27 safe valued or in included and whereas
13:31 historic and current impacts of
13:33 individual institutional and systemic
13:36 racism that result in harmful dispar
13:39 disparities in education employment
13:42 income housing criminal justice and
13:44 quality of life as well as sense of
13:47 belonging and whereas our community like
13:51 others across the nation has structures
13:53 systems and policies that contribute to
13:56 Injustice racial inequality and
13:58 discriminatory treatment against
13:59 residents who are born in another
14:02 country are black indigenous people of
14:04 color
14:05 lgbtqia plus and other identities and
14:09 whereas to capitalize on diversity as an
14:12 asset our community must strive to
14:14 create a culture and environment that
14:17 ensure everyone can belong and Thrive
14:20 and whereas there are many ways to
14:22 celebrate East Side welcoming week
14:24 including by amplifying the voices and
14:26 experiences of immigrant people of
14:29 lifting them to share their stories and
14:31 or attending a welcoming week event and
14:34 whereas events and educational resources
14:36 in our region help celebrate welcoming
14:39 week for a list of regional events visit
14:41 the 9th Annual East King County
14:43 welcoming week at East Side for all now
14:46 therefore the mayors of bellw isqua
14:49 Kirkland Redmond and smish Washington
14:52 jointly Proclaim September 13th to 22nd
14:56 2024 as Eastside welcoming week and
14:58 invite the the community to engage in
15:00 Opportunities during East Side welcoming
15:02 week and Beyond to learn connect across
15:05 differences and take Joint action to
15:08 achieve a welcoming Equitable and
15:10 inclusive
15:11 community thank you would you like to
15:14 say a few
15:17 words
15:22 Wow first of all I would like to say I
15:26 am so honored to accept this uh
15:32 Proclamation as an
15:34 immigrant to stand before you guys and
15:37 even recognize is a blessing and it
15:42 means a lot not just to me to all imig
15:45 immigrants Across the Nation and by
15:50 hearing what you just
15:54 said as an
15:57 immigrant and a single mother of this
16:02 country I can attest
16:07 that making us feel a sense of
16:11 belonging making the resources
16:15 possible I'm a survival of domestic
16:18 violence and without the Community
16:21 Resources without partnering up with the
16:24 nonprofit organizations and giving the
16:27 leaders of these nonprofit profit
16:29 organizations especially the black
16:31 community the chance to support some of
16:33 us would have been
16:36 tough I woke up one day to leave a home
16:40 that I've lived in for 13
16:43 years with three little children all
16:46 under the ages of three with a 19 week
16:50 old pregnancy homeless no money no
16:55 nothing I had no family
17:00 and there are so many immigrants who go
17:03 through this every single day I used to
17:07 be an actress in my home country I've
17:10 had passion for it since I was 9 years
17:13 old and even people in my country told
17:16 me that nobody will recognize you you're
17:19 not
17:20 white you're not
17:23 American but you know what due to these
17:26 programs and these words and people like
17:29 you I have been able to prove them
17:32 wrong I send them pictures and say you
17:35 don't know
17:37 Americans you have to give them a
17:40 chance I am grateful for every
17:43 opportunity and I know that there is
17:45 more we can do there is more this is
17:49 just the
17:50 beginning People Like Us have benefited
17:53 from
17:55 festivals have benefited from community
17:59 Gatherings and now we're giving back to
18:02 the
18:03 community and I am a product of that and
18:06 I know there are many people who are
18:09 like me I am excited to be your MC I
18:14 want to urge all of you to come bring
18:16 your friends and I promise you it's
18:19 going to be one of the most memorable
18:21 festivals you've ever been because this
18:24 is not just your ordinary MC this is
18:27 someone who is coming with a passion
18:30 that she has harbored for years and
18:32 years and she's about to fly she just
18:35 needs you to shoot her up there thank
18:38 you mayor thank you council members and
18:42 thank you to the city of isqua

21:54 actually really honored to you know just
21:56 be here and like speak with you guys um
21:59 first of all I would just like to say
22:02 good evening how is everyone
22:03 doing it's been a a long long year and
22:07 all I hope everyone's doing well so C
22:10 I'm going to get you to pull the
22:11 microphone a little bit closer to sorry
22:12 ma'am here you go yeah so um that's
22:15 great I'm in I'm a Boy Scout first of
22:17 all I'm a a senior in isqua high school
22:19 and I'm which is like I'm a 12th grader
22:21 and um I am currently working on my
22:24 Eagle Scouts and Eagle Scout in general
22:26 for Boy Scouts is to the last step in
22:29 Boy Scouts to get like the highest to
22:31 get a um achieved role which is
22:34 basically for um people who uh who've
22:38 expressed high amounts of um high
22:41 amounts of values for the Boy Scouts
22:43 such as you know honor and uh followed
22:45 all of the aspects of the Boy Scouts um
22:48 uh Scout Law and oath and and with that
22:52 like U my project is to uh basically
22:56 work with the downtown of isqua
22:58 Association if uh many of you may know
23:00 which is on Front Street which is a
23:02 Shell gas station the historical Shell
23:04 gas station right and what we're trying
23:06 to do is at at the sell gas station
23:08 there's like some areas such as uh
23:10 there's like this paved area right next
23:12 to a curb inside of uh near the gas
23:15 station and what we're trying to do is
23:16 we're making a um working with the uh
23:19 Downtown isqua Association we're making
23:21 a garden beds they basically raised
23:23 garden beds out of wood and um what
23:26 we're uh so far the process the the um
23:29 the station of my project is that we've
23:31 already raised around
23:32 $925 $945 sorry and uh We've bought a
23:38 lot of wood um it is to be spare size I
23:40 think 120 planks of wood and uh we
23:45 bought 15 soil bags and the thing is
23:49 ma'am and also we bought Nails the issue
23:51 is we're actually still need a lot of
23:54 gravel we need a gardening cloth and
23:57 also we need a little a little bit more
23:59 wood and for that I'm here to request me
24:02 guys uh if you guys could uh just please
24:04 help out with the with just $300 of of
24:08 donations cuz with that we'll be able to
24:10 make it on um September 7th 20124 if
24:15 there any way possible please do help
24:17 out and I honestly would like to be
24:19 thank you guys so much for giving me
24:21 this opportunity to just talk about my
24:23 project and share it with you guys it's
24:25 a really big honor from my side thank
24:26 you so much Anda thank than you for
24:28 taking the time to address your Council
24:30 this evening we will definitely have
24:31 someone follow up with you thank

25:25 anticipated to follow an open session um
25:29 executive sessions are closed to the
25:31 public so we'll be going in uh to
25:33 Executive session at 7:26

25:58 coming out of um executive session and
26:01 into Open session at 7:42 p.m. and the
26:05 next item of business we have this
26:06 evening is the consent calendar I do not
26:08 have any remarks on the consent calendar
26:11 I'd like to know if there's any
26:11 committee chairs or chair designates who
26:13 would like to report on consent calendar
26:16 items see head nod
26:20 NOS um so the consent calendar was
26:22 distributed to Council in advance and if
26:24 authorized the items on the consent
26:26 calendar will be considered together and
26:28 approved by one motion have the payables
26:30 and payroll been reviewed they have they
26:33 have thank you does any council member
26:35 desire to remove any item from the
26:36 consent calendar and consider it under
26:38 regular
26:39 business not seeing any indication can I
26:42 get a council
26:44 motion council president um I move that
26:47 we approve the consent calendar as
26:49 presented second it's been moved and
26:52 seconded all those in favor signify by

27:01 item of business would normally be
27:04 regular business but we don't have any
27:05 of those items tonight so we're going to
27:07 move to committee and Regional reports
27:09 and we'll start with council member Joe
27:11 good evening thank you Madame mayor um
27:14 for my report the loding tax advisory
27:17 committee will be meeting on September
27:20 26 at 3:30 in the afternoon at tibot
27:23 Valley um agenda to be
27:26 announced uh Cascade water iance board
27:29 will be meeting on September
27:30 25th and the public affairs committee
27:33 will be meeting tomorrow morning at 9 o'
27:38 that concludes my report thank you thank
27:40 you uh council member Hall uh thank you
27:44 uh two reports uh East starting with
27:46 East Side Fire and Rescue so um the
27:48 board has been uh in recess for the
27:50 month of August but the finance and
27:52 administration committee has been busy
27:54 with budget over the last month so so
27:56 far we've had two initial present ations
27:59 uh about the agency's priorities and
28:01 budget proposal uh and now we're heading
28:03 into another two meetings um to discuss
28:05 before we refer the work of the
28:07 committee back up to the full board of
28:08 directors in October um as a committee
28:12 our goal is to come up with a draft that
28:13 delivers quality fire safety and Rescue
28:16 Services to the community but also
28:18 ensures cost savings for our agency
28:20 partners like city vcoa um I do want to
28:23 just call special thanks and attention
28:25 to the deputy City administrator Andrea
28:27 Snider for joining me at these meetings
28:29 for helping me share what our own
28:31 financial situation looks like here in
28:33 isqua um and identify impacts to our own
28:35 budget and also opportunities for
28:37 discussion at the committee level so
28:38 thank you very much um it's been
28:40 tremendously helpful um much more on
28:42 this to come next month um but if you
28:45 have any questions in the meantime feel
28:46 free to let me know or the deputy City
28:48 administrator or city
28:50 administrator and then it's course when
28:52 it when it comes up to the full board
28:53 council member Marts and myself um the
28:56 next board meeting is next Thursday
28:58 September 12th and the next two finance
29:01 and administration committees are um one

29:05 then another on Wednesday September
29:07 25th um all right next is uh East Side
29:11 Transportation partnership so the next
29:12 meeting is Friday September 13th we'll
29:15 be meeting jointly with a number of
29:17 different Regional Transportation policy
29:19 boards in ging County including the
29:21 South County area transportation board
29:24 scat and Seashore Transportation forum
29:28 um there's not a published agenda I I
29:30 just assumed that that's how you
29:31 pronounced it scapa I don't
29:33 know skateboard that's so much better
29:36 than SC okay again there's no published
29:39 agenda for this yet but um it sounds
29:41 like we're going to have a lot of
29:42 information sharing about important
29:44 Transportation initiatives in King
29:46 County uh so Deputy council president
29:48 Michelle and I will be sure to share
29:49 back with you all and that concludes my

29:56 mayor the Planning Development and envir
29:58 enironment Committee of this Council
29:59 will meet on September 9th at 6:30 uh
30:03 note that this is not the usual day
30:05 because this meeting is on the first
30:07 Tuesday because of Labor Day um and we
30:11 have two items uh Comm 0015 which is
30:15 comprehensive plan periodic update draft
30:17 review and uh comprehensive plan draft
30:21 environment uh environmental impact
30:23 statement which is Comm 0071 so both
30:25 comprehensive plan um items
30:28 and then one additional upcoming meeting
30:30 the Ria 8 salmon Recovery Council will
30:33 meet on Thursday September 19th R being
30:37 the name of our Watershed and that
30:38 agenda is not yet out thank you thank
30:41 you and as mentioned earlier council
30:43 member Ray does have an excused absence
30:45 council member Marts thank you Madame
30:47 mayor the s cities Association public
30:49 issues committee will have one of the
30:51 rare awesome in-person meetings
30:53 Wednesday September 11th from 7il 9:00
30:56 p.m. uh taking it on the road we're
30:58 going to be at the Mercer Island
31:00 community center uh which is a new
31:02 location for uh SCA pick uh on the
31:06 agenda includes a discussion of a new
31:09 guide to enhance Urban Tree protection
31:11 in King County discussion on Regional
31:13 boards and committee appointments uh
31:15 update on the 2024 uasi stakeholder
31:19 preparedness review survey which I have
31:22 no idea what that is but that uh I will
31:24 be reporting back to council uh an
31:26 update on Crisis Care Center uh Proposal
31:29 review panel uh and finally action on uh
31:32 proposed public issues committee
31:34 operating policies I'm sure that's the
31:36 first of two touches uh so I will report
31:39 that back also to our Council after
31:41 being griefed on it and then secondly
31:44 the council services safety and Parks
31:46 committee is having a special meeting
31:48 different date and time this month
31:50 September 30th uh here in council
31:53 chambers at 6:30 p.m. uh and on the
31:56 agenda currently are a uh the park
31:59 system Plan update and the school zones
32:02 the ongoing schools zone speed camera
32:05 station this concludes my report thank
32:08 you Deputy council president D Michelle
32:11 uh I have uh no report on uh past
32:14 meetings because all of my meetings were
32:16 cancelled during the month of August so
32:19 uh September 12th Eastside Human
32:21 Services Forum will be holding a special
32:23 extended meeting we're going to be doing
32:25 some uh diversity inclusion and Equity
32:28 training and we're also going to be
32:30 getting a report from the Bell School
32:32 District on how they manage their
32:35 legislative process um and uh so and and
32:38 we have a business meeting planned as
32:40 well um East Side Transportation
32:43 partnership as council member Hall said
32:45 um I have been selected to chair that
32:47 meeting so it'll be a very interesting
32:50 yeah morning and day so and then um
32:53 finally the regional transit committee
32:56 has been cancelled for both the months
32:57 of September and October so that's my
33:00 report thank you thanks council
33:03 president thank you I have two upcoming
33:06 meetings on Thursday the um growth
33:09 management policy board
33:11 gmppb is meeting at 10:00 a.m. um we've
33:15 got two items on there one of them is
33:17 talking about um how Municipal
33:21 governments and counties and such um can
33:24 better coordinate with tribes um and
33:27 particular ularly noting that it's
33:29 required for comprehensive plans and so
33:33 um taking the moment to uh remind our
33:36 cities um in this case it's talking
33:38 about the Tulip tribes and snow homish
33:40 County coordination what they've done
33:42 and then there's also a Transit oriented
33:44 development
33:45 update and
33:47 then um at 2 p.m the King County
33:50 affordable housing committee meets and
33:53 we continue our fun review of all of the
33:56 city's comprehensive plan housing
33:58 elements and so for this month it is
34:03 Seattle samamish Kirkland Medina and
34:06 Kenmore quite a variety in there between
34:09 what everybody has brought um but the
34:13 staff um has written comment letters
34:15 which much like ours always highlight
34:17 the things that the cities have done
34:20 well and that they should be recognized
34:22 for in their comprehensive plans but
34:24 also the areas where they might not be
34:27 meeting the King
34:29 County countywide Planning policies the
34:34 cpps um and so we talk through that and
34:39 um we'll potentially approve those
34:41 comment letters um and then we're also
34:43 talking about fact that some of the
34:46 cities are not going to be choosing to
34:49 submit their housing plans um to the
34:52 affordable housing committee now this is
34:54 the first time we've done this so it's a
34:56 new process um but if they don't what
35:00 our response would be and thus whether
35:03 it's a characteristic motion um there is
35:07 some money certainly from Department of
35:09 Commerce and things like that that would
35:12 potentially be influenced by a negative
35:15 letter from the affordable housing
35:17 committee so we are discussing what that
35:20 would look like because nobody wants to
35:21 lose money and that concludes my report
35:25 thank you council president the next
35:26 item is the mayor's report and there was
35:28 an executive session earlier this
35:30 evening to discuss collective bargaining
35:32 per RCW 42.3 point1 40 per
35:35 N4 um isa's culture Fest this is isqua's
35:39 welcome you welcomes you event and so
35:42 this Friday we've heard it a couple
35:43 times tonight isqua will host its annual
35:45 Eastside welcoming week event isqua
35:48 culture Fest from 5:30 to 7:30 on the
35:50 isqua community center lawn on Friday
35:52 September 6th the event is a celebration
35:55 of our cultural diversity here in isqua
35:58 over 11,000 residents of iso are born
36:00 outside the United States and over 32%
36:03 of Isa household households speak a
36:05 language other than English at home so
36:08 come and join this free familyfriendly
36:10 event with live music and dance
36:11 performances interactive art resource
36:14 booths food trucks and more and while
36:17 this is just one way that we uplift and
36:19 shine a light on our community's
36:20 diversity it is one of our most beloved
36:23 Gatherings there are a couple of
36:24 upcoming events yakob two trees is
36:27 having a birthday party it's hard to
36:29 believe but it's been a year since
36:31 Thomas dambo and unveiled yakup two
36:33 trees here in isqua along our rear Trail
36:36 ever been to a trolls birthday party
36:38 well this is your chance join us Friday
36:40 September 6th from 3:30 to 4:30 p.m. for
36:43 sweet treats and a community recycled
36:45 art project to celebrate this Milestone
36:48 then head over to culture Fest and you
36:49 can learn mo more about both of these
36:52 events at our website at isqa wa.gov
36:55 we're also having a digon come volunteer
36:57 for a green isqua event on Saturday
36:59 September 14th at the Anthology open
37:02 space is over on Newport Way
37:05 participants will be working to remove
37:07 as much Blackberry as possible to clear
37:09 space to plant native trees in the
37:10 Wetland area along a section of tibits
37:13 Creek registration is required and you
37:15 can sign up at isqua
37:17 w.gov and the last item I had was salmon
37:20 on Sunset with the friends of the isqua
37:22 salmon hatchery this is a relatively new
37:24 event a couple years old and you may
37:26 have heard or even seen that the first
37:29 salmon has returned to the ISA salmon
37:31 hat Tre on Saturday September 14th fish
37:34 in the ISA Alps Trail Club are hosting
37:36 an all day event to celebrate with
37:38 familyfriendly activities crafts trout
37:41 feeding a scavenger hunt and more so I
37:43 hope to see you all there going to move
37:45 into the good of the order and see if
37:48 has an item to share council member Hall
37:50 just wanted to say I'll be running the
37:52 trout feeding station at say not Sunset
37:54 so come on down to feed some trout
37:58 awesome any other good of the order to
38:01 share I'll go into a couple of upcoming
38:04 meetings so we have had a long break but
38:07 we are back into our regular role of
38:09 things the next regular city council
38:11 meeting is Monday September 16th and the
38:14 anticipated agenda items include Public
38:17 Safety facilities followup leasing next
38:20 steps the 2023 24 budget update 2025
38:25 Arch work program and budget
38:28 reallocation of arch trust funds for the
38:30 Plymouth housing project in Redmond
38:32 credit card service fee policy the
38:34 Lakeside transfer of development rights
38:37 and then the September 23rd Committee of
38:39 the whole meeting has been cancelled so
38:41 there being no further business this
38:43 evening this meeting is adjourned at
38:45 7:55 p.m.
