3:57 uh observing our meeting and then as far
3:59 as public comments we do have a few
4:02 organizations and um individuals who
4:05 have signed up um so i will invite them
4:08 all in here shortly um we have melanie
4:12 gonzalez and heidi sauber from hindering
4:15 they will be making a public statement
4:16 as well as laurie burrell from issaquah
4:19 community services
4:22 in addition to those folks who will be
4:23 making a public comment
4:25 we did receive a written public comment
4:28 from cassandra sage the development
4:30 manager from influence the choice
4:33 she could not join us for this public
4:35 meeting to make the public statement
4:37 however
4:38 provided the written statement which
4:40 commissioners you can all find in your
4:42 agenda packet
4:43 where she shares her gratitude for the
4:46 work that has been done with the human
4:48 services grants and she also provided
4:51 the eight-year impact report with data
4:53 collected from the
4:55 healthy youth surveys um showing uh
4:58 reduction in youth substance use
5:01 we helped create they helped influence
5:04 the choice help to create in the
5:05 issaquah school district um so you can
5:07 find more details in your packet

5:41 okay i'll go ahead and start um i guess

5:47 um good evening and thank you for the
5:49 opportunity to provide public comment
5:51 tonight
5:52 my name is heidi stauber and i represent
5:56 kindering where i serve on the child
5:58 care and preschool consultation team
6:01 kindering as you may know is a
6:03 not-for-profit neurodevelopmental center
6:06 that serves young children with diverse
6:08 abilities
6:10 kindering's child care and preschool
6:12 consultation program is designed to
6:15 support child care and preschool
6:17 providers caring for children ages birth
6:20 to six
6:22 examples of the support that we provide
6:25 include classroom observations
6:28 developmental screenings and teacher
6:31 coaching
6:32 teacher trainings
6:34 and family support as well as referral
6:37 to resources when needed
6:40 on behalf of kindering i would like to
6:42 thank the issaquah human services
6:44 commission for your ongoing support and
6:47 for advancing our current request for
6:49 further consideration
6:51 it is because of the city's generosity
6:54 that kindering has been able to provide
6:56 this invaluable service to residents of
6:59 issaquah
7:00 covid19 has magnified many systemic
7:04 inequities faced by child care providers
7:08 throughout the pandemic they have been
7:10 on the front line caring for young
7:12 children
7:14 as you know
7:15 families have been under significant
7:17 stress and high quality child care is a
7:21 necessity
7:22 simultaneously
7:24 child care and preschool programs are
7:26 experiencing staffing shortages which is
7:29 creating an emergency situation in the
7:32 child care world
7:34 our team is seeing more children in need
7:37 of social emotional and sensory supports
7:40 as evidenced by behavior such as
7:43 prolonged crying in the classroom
7:45 throwing toys and hitting other children
7:49 our team uses a healing centered
7:52 trauma-informed approach to address
7:55 children's social emotional needs by
7:58 supporting the whole child and all those
8:00 who care for the child
8:03 research shows that many young children
8:06 are expelled for unmanageable behaviors
8:09 research also shows that expulsion
8:12 disproportionately impacts children of
8:15 color and children with disabilities
8:19 one child care provider recently
8:21 commented it seems like so many children
8:24 are showing signs of developmental
8:26 delays and they just in general seem
8:29 socially younger than their ages now
8:33 we know that when consultation services
8:36 are utilized
8:38 children who may normally have been
8:40 expelled from child care programs are
8:42 being retained
8:45 families are learning about resources
8:47 and support services for their child
8:49 sooner
8:51 and providers are reporting feeling more
8:53 comfortable supporting children with
8:55 developmental delays disabilities and
8:58 behavior challenges in their programs
9:03 thank you for this opportunity to share
9:05 information about kindering's child care
9:07 and preschool consultation program
9:10 also for the ongoing funding that you've
9:12 provided and for your consideration of
9:15 our current request
9:17 this would enable us to provide
9:19 consultation ongoing for 2023
9:23 your support truly helps make a
9:25 difference in the lives of young
9:27 children families and child care
9:29 providers in the city of issaquah
9:31 thank you so much for your attention and

9:42 hi my name is melanie gonzalez
9:46 and i am a special educator at kim
9:48 kindring
9:51 we deeply appreciate this commission's
9:53 efforts to support people experiencing
9:56 homelessness
9:57 and for that reason we are excited to
9:59 share with you our work and fit program
10:03 spit plays a critical role in supporting
10:05 east side families experiencing housing
10:08 and stability in three ways
10:10 first by connecting families with
10:12 wraparound services
10:14 second by promoting healthy parents
10:16 parent-child relationships through
10:18 parent coaching
10:20 and third by performing developmental
10:22 assessments to determine what supports
10:24 each child needs to thrive
10:27 this multi-faceted approach helps
10:30 stabilize families in crisis
10:32 while helping parents
10:34 children and sometimes siblings build
10:36 resilience against stress and trauma
10:38 thus ensuring children are able to meet
10:41 critical developmental gains regardless
10:43 of their family's circumstances
10:46 fit serves a highly vulnerable and
10:48 substantial part of the housing insecure
10:50 population
10:52 as you know
10:53 as you may know in 2020 king county's
10:57 count i can identify one thousand
11:00 one hundred and ninety homeless families
11:02 with children
11:04 totaling around three thousand seven
11:06 hundred and forty three individuals
11:08 a fifty three percent increase over
11:10 2019.
11:12 this statistic follows the national
11:14 trend
11:15 most families experiencing homelessness
11:18 are households headed by single women
11:20 and have children younger than six
11:23 fit is the only program of his time
11:25 serving eastern county
11:28 due to the stress of housing instability
11:30 homeless children often experience
11:33 trauma that profoundly impacts cognitive
11:35 development
11:37 for this reason homeless children tend
11:39 to have high rates of developmental
11:41 delays with 75 percent of i'm housed
11:44 experiencing one or more major
11:46 developmental delays
11:48 early supports like those canary
11:50 provides are one of the most effective
11:52 ways to support children in these
11:54 circumstances
11:56 kindering's fit program staff to meet
11:58 families where they are at and restrict
12:00 children to life-changing early support
12:03 services
12:04 moreover
12:06 parents develop nurturing ranking skills
12:08 which research shows is enormously
12:10 important to the long-term well-being of
12:12 children
12:15 only about half of our community
12:17 children with special needs receive
12:18 critical early supports
12:21 unfortunately the pandemic has only
12:23 exasperated these needs with especially
12:26 disparate impacts on children from
12:28 low-income families and children of
12:30 color
12:31 as teen county continues to grow
12:34 we anticipate our need in the years to
12:36 come
12:37 your funding will support the eye
12:39 contact work needed to reduce
12:40 disparities for unhoused children in our
12:43 community

13:59 volunteer
14:00 with um i'm a volunteer and a board
14:03 president with issaquah community
14:05 services also known as ics
14:09 and also joining me tonight is carol
14:11 schneider uh our vice president but
14:14 she's and she's listening in
14:17 ics is going to celebrate our 50th year
14:21 anniversary in 2023
14:24 okay this is a huge milestone for our
14:28 very small but mighty all-volunteer
14:31 organization
14:35 the city visaquas human services
14:37 commission has made it possible for ics
14:40 to be able to apply for grant
14:41 opportunities so that we can help more
14:44 of our local neighbors
14:46 we are very appreciative and honored to
14:49 be considered for a grant opportunity in
14:52 2023 and 2024
14:55 so we can continue our mission of
14:58 keeping neighbors in their home by
15:01 helping them with emergency financial
15:03 assistance to pay their late rent or
15:06 their late utility bills
15:10 we want to thank you again for all your
15:12 support and consideration of our grant

17:38 i'm just going to cover the staff report
17:41 the portion of that covers updates from
17:44 the mayor and city council
17:47 just a brief note to let you know that
17:49 in the second part of the month
17:50 typically the city council takes a
17:53 recess so currently
17:56 our council is in recess for the
17:58 remaining of the month and they will
18:00 return for their first session in the
18:02 fall on september 6th
18:05 at that time we have a couple of human
18:07 services related items on the agenda
18:10 first of all
18:12 we are going to have two proclamations
18:14 issued by mayor paulie one honoring
18:17 welcoming week and the other one um
18:20 honoring hispanic heritage month
18:22 uh and then we'll also have um a draft
18:26 ordinance on tannanten landlord
18:27 protection options
18:29 and um also we will have on the consent
18:32 calendar
18:33 uh the adoption of the cultural and
18:35 religious calendar which was recommended
18:37 earlier this year by the equity board
18:40 and so i think that concludes
18:43 my um
18:44 brief staff report for tonight from city
18:47 council and mayor i'm gonna hand it over
18:49 to hannah for other human services

18:59 updates we have a very exciting month
19:01 for human services coming up in
19:03 september uh we have two big events that
19:06 we want to make sure commissioners know
19:08 about and also um continue to share with
19:10 their um community um communities that
19:13 they're in um so the first one we're
19:15 looking forward to is uh um issaquah
19:17 welcoming week uh we have a big event on
19:19 september 9th
19:21 um where we will have um food trucks we
19:25 will have lots of fun entertainment
19:28 um and we will have informational
19:30 resource fair um with many of our
19:32 non-profit organizations and community
19:35 partners um this is a free family uh
19:38 friendly um event that we are hosting at
19:42 the community center um and really the
19:44 the
19:45 whole goal is to um celebrate our
19:48 issaquah diversity and inclusiveness and
19:51 so really hope you all can join us for
19:53 that event um also for september we are
19:56 honoring um hispanic heritage month i
19:59 will be having an in-person event
20:02 on september 17th that's a saturday in
20:05 the evening from 5 to 7 p.m um at the
20:08 senior center where we'll have mexican
20:10 folklore dance classes um and a mexican
20:14 food truck and i think we'll have some
20:17 some arts and crafts for some kids as
20:19 well so very family friendly and again
20:22 very exciting events for september it's
20:24 going to be a busy month we're looking
20:25 forward to it um so that does conclude
20:28 my updates from uh human services so i
20:31 will hand it back to trish thank you

20:53 2024 human services grants commission
20:56 recommendations
20:58 and that will be presented by hannah
21:01 and monica
21:05 all right wonderful trips thank you um
21:08 commissioners i'm going to go ahead and
21:09 share my screen here for our
21:10 presentation and both monica and i are
21:12 going to be
21:13 presenting on our 2023 2024 human
21:17 services grant commission
21:19 recommendations uh this is a very
21:21 exciting topic for us as we everyone's
21:24 been working very hard in the last
21:26 couple of months to get to this point
21:29 and so uh it feels like the light of uh
21:32 i'm seeing the light at the end of the
21:34 tunnel um so very excited for this um
21:37 for this meeting so let me move us
21:40 forward
21:42 sorry one second there we go

21:50 so first off uh just on behalf of human
21:53 services staff we really just want to
21:55 thank you all commissioners this evening
21:58 just for the hard work the dedication
22:00 the time that it took to review all
22:02 these applications and to get to this
22:05 point to now present it to the whole
22:06 commission um so thank you again for
22:10 for everybody's efforts and work on this
22:13 um for this evening um again the purpose
22:16 is really to
22:18 summarize the work that's been done to
22:20 date uh for the
22:22 2023-2024 human services grants and um
22:26 to review and have a report out on the
22:28 subgroups funding recommendations really
22:31 with the goal um to ultimately approve
22:34 the recommendations that we all agreed
22:37 for um
22:38 the mayor to review and uh regarding the
22:42 2023 human service grants
22:47 so just to kind of step back a little
22:49 bit and remember just our background and
22:52 purpose and role as commissioners and so
22:55 again human services commission it was
22:57 created in
22:59 2007 really with the purpose
23:02 and goal to be an advisory role to the
23:04 mayor and council regarding human
23:07 services planning and funding
23:10 and so this is a huge part of what we do
23:12 here in the commission is providing
23:16 these recommendations on a bi-annual
23:18 funding cycle
23:22 doesn't apply just a high level overview
23:25 of the funding process
23:26 and so
23:28 here we began really with the community
23:30 needs and this was done about a year ago
23:33 tandem with our human services strategic
23:35 plan uh in this we really um
23:39 did quite extensive work um on
23:41 understanding what our current community
23:43 needs are and getting the pulse
23:45 um with all types of community members
23:48 within issaquah to understand what are
23:50 our focus areas
23:52 which then ultimately guides our funding
23:55 priorities um so from the community
23:57 needs
23:58 assessment that is in the human services
24:01 strategic plan
24:03 came out the top four
24:05 funding
24:06 priorities
24:09 includes community resources housing
24:12 continuum
24:13 physical and behavioral health and then
24:16 language access and cultural services
24:19 so this really did what guided our
24:23 grant
24:24 application review process
24:26 so we have now accomplished
24:29 grant applications
24:31 the grant reviews and now we're here
24:34 doing a report out of the review and our
24:36 recommendations
24:38 um and we move forward with um our
24:41 funding recommendations to our mayor
24:43 then they go to our city council
24:47 so really as a role of commissioners
24:50 it's to review the human service grant
24:52 applications within your assigned
24:54 subgroup then the school then um the
24:58 application um sorry that you have
25:01 scored the applications by reusing the
25:03 review card tool to deliberate and
25:06 really determine the programs um to fund
25:08 and how much
25:10 and now we're here where you have right
25:12 now recommended
25:13 the subgroups
25:15 recommendations which will then now go
25:17 to our mayor once approved
25:20 with our commissioners
25:26 so to recap the grant review process we
25:29 had the four focus priority areas
25:32 um we did uh put them into three review
25:35 groups
25:36 and in july we had the small group
25:38 deliberations
25:40 in august here today we are meeting as a
25:42 whole commission
25:44 in the review process we um
25:47 the criteria that was used was really
25:50 guided by human services strategic plan
25:53 and so in making some very difficult
25:55 decisions
25:57 we had to look at this human services
26:00 strategic plan and ask did this program
26:03 in service align with
26:05 human services
26:07 the other criteria that we really focus
26:09 on also was local access
26:12 and
26:13 was it in issaquah or was it accessible
26:17 to issaquah residents
26:18 in addition to accessibility we also
26:21 looked at the impact
26:23 what type of impact are they needing to
26:25 meet our community needs
26:27 another criteria that we did consider in
26:29 reviewing these applications is the
26:31 frequency use of this program this is
26:34 something that we use within human
26:35 services and our additional programs
26:37 that we have
26:39 is this something that the city uses
26:40 widely
26:41 and then of course we did consider just
26:44 an equity lens in this process and just
26:47 is this program an equitable
26:49 program
26:54 so again just a reminder of the
26:57 applications received for the
26:59 2023-2024 human services grants we had
27:03 81 applications from 49 organizations
27:07 with a total request amount of
27:09 a million dollars
27:11 386 137
27:16 so a lot of ask
27:18 a lot of need out there
27:21 i'm going to go ahead and pause myself
27:23 here and you and invite monica and the
27:25 gorilla um to step in
27:27 for this portion of the presentation
27:30 thank you very much hannah well done and
27:32 commissioners allow me to join and i'm
27:36 thanking you for all the hard work uh
27:38 you are a volunteer um
27:42 commission
27:43 um you dedicated your summer to
27:46 reviewing a total of 81 applications
27:49 that were not short and you had a very
27:51 difficult decision and um
27:54 as hannah mentioned we had a one point
27:57 nearly 1.4 million dollar in requests
27:59 where
28:00 our available funding was a little bit
28:03 over five hundred thousand dollars so
28:05 that was not an easy task
28:07 um but again congratulations to you we
28:10 are very very close uh to completing
28:12 this process you put a lot of hard work
28:15 we saw the compassion uh it was just so
28:19 so rewarding to work with you
28:21 some great diligence great great ideas
28:24 and suggestions we are not gonna have
28:26 time tonight to go over those but i do
28:29 want to just make a note that i look
28:30 forward to our meeting next month when
28:33 we are gonna dive deeper in all of those
28:35 lessons learned how can we do better for
28:37 next time what what are some takeaways
28:40 and i know that there were so many great
28:41 ideas that came up that would love to
28:43 talk about
28:44 but for tonight let's focus on on

28:50 um so um for this portion i just also
28:54 just want to provide a couple of
28:55 highlights
28:56 um to really say that um
29:00 in in addition to the criteria mentioned
29:03 by hannah you may recall we also have
29:05 suggestions from our meetings with city
29:07 council
29:08 and a few things come in mind the city
29:10 council made recommendations in
29:13 absolutely always using the human
29:14 services strategic plan as a guiding
29:16 document really focusing on supporting
29:19 issaquah organizations reduce consider
29:22 they also told us to consider reducing
29:24 the number of programs and increase the
29:27 average grant amount while paying close
29:29 attention to small grassroots and
29:32 cultural based organizations
29:34 i think really commissioners
29:37 we accomplish that and so much more
29:40 we were able to reduce the number of
29:42 grants by 50 so if you see again from 81
29:46 applications uh the the draft
29:48 recommendations tonight we are at 42
29:51 total programs
29:53 and we nearly doubled the grant amount
29:56 prior to this in our previous cycle the
29:59 average grand size was about seven eight
30:01 thousand dollars uh for this cycle
30:04 unless we make changes tonight the uh
30:06 average grand size is about 13 000. so
30:11 again a lot of work was done um a great
30:14 job um and i know we still have a little
30:17 bit of work to do tonight so a brief
30:19 overview as you see on the screen the
30:22 four different categories we had 27
30:24 programs that were reviewed under the
30:26 community resource category
30:28 21 programs under the housing continuum
30:32 uh 20 programs under the physical and
30:34 behavioral health and 13 programs under
30:37 the language access and cultural
30:39 services uh you also see this on the
30:41 screen again almost you know for those
30:43 who are recommended for funding we are
30:45 about almost about half for all of those
30:48 and you also see the the amount
30:50 requested in each of those categories
30:51 and the amount recommended i do want to
30:54 highlight that i think the most one of
30:56 the uh all the categories were very
30:58 challenging i don't want to disregard
31:00 any of those i think one of the ones
31:02 that was a little bit more challenging
31:05 was the housing continuum one um as you
31:07 may see we had almost six hundred
31:09 thousand dollars in requests and only
31:11 two hundred thousand dollars available
31:13 to give out whereas for all the other
31:15 categories we are closer to about half
31:17 of the amount requested so just that to
31:21 note and with that here now we can go to
31:22 the next slide please
31:28 so here i want to talk with you a little
31:30 bit and explain on how we got to our
31:32 total amount of five hundred and fifty
31:35 six thousand and seven hundred twenty
31:37 dollars available uh because earlier in
31:39 the season we had a round amount of five
31:42 hundred thousand dollars available to
31:44 give away however based on conversations
31:47 that we had with city council their
31:49 recommendation was to increase
31:51 um the amount for the 2023-2024
31:55 funding cycle
31:57 by adding a cpi a consumer price index
32:00 based on inflation to our total amount
32:03 and also add a per capita population uh
32:07 growth uh so we created uh the formula
32:11 that starts with our baseline of five
32:13 hundred thousand dollars uh we included
32:16 in that the population growth between
32:18 2020 and 2022 which was a
32:21 2.24 about 899 residents
32:26 and so for that we added that number and
32:28 then we also added a 9.1
32:32 to account for inflation and um so all
32:35 in on together that gave us another 56
32:38 000
32:39 uh in available funds um this time
32:43 and so what we did we um
32:46 um assigned those um
32:49 almost equally to all four categories
32:52 each categories would have received
32:53 about fourteen thousand dollars um
32:56 because most of the organizations in the
32:59 community resources section uh that the
33:02 commission decided to fund uh we were
33:04 able to find almost um all of those at
33:06 their uh
33:08 requested amount amount uh we decided to
33:10 give a little bit more money for the
33:13 housing continuum since they they seemed
33:15 to have the the least amount of money
33:18 um but other than that the distribution
33:20 was
33:21 pretty evenly distributed with the other
33:25 groups
33:26 next slide please hannah
33:30 and speaking of funding distribution so
33:32 this is a little bit of a breakdown on
33:35 how
33:36 we distributed uh
33:38 the funds we started first with the
33:40 number of applications in each of the
33:42 categories so um based on the percentage
33:45 of applications we allocated um um
33:50 the the the amount that we had available
33:52 based on on the number of the
33:53 applications but we also took the
33:56 percentage of total requests and we also
33:59 um distributed that equally um based on
34:02 the money that we had and so between
34:04 those two numbers we created an average
34:06 uh to kind of like have a goal
34:09 for each of those categories
34:13 so with that what we can do i think next
34:15 and i'm gonna hand it back to you
34:17 uh to talk about um
34:20 in more depth about the
34:22 criteria and start talking reporting out
34:25 on the small group work however i do
34:27 wonder if we should pause just for a
34:29 minute to see if any of the
34:30 commissioners have any questions or
34:32 comments before we move forward we
34:34 talked a little bit
34:35 here for 10 or so minutes together
34:38 commissioners any thoughts before we
34:40 move into
34:42 the subgroup
34:44 discussion
34:49 i see now

35:00 right well in that case hannah back to
35:03 you
35:04 wonderful again commissioners
35:07 okay thank you everyone um there will be
35:09 an opportunity here shortly for uh after
35:12 the report outs um some discussions so
35:16 just moving forward um just to go a
35:18 little more depth as far as our criteria
35:22 i think that's an important thing to
35:23 note um this grant cycle we had the
35:28 um the human services strategic plan
35:30 right and this is the first human
35:32 service strategic plan for the city of
35:34 issaquah and this is something that um
35:36 was done really and guided by our
35:38 community needs so taking the time to
35:40 listen to our community understanding
35:43 what the needs are to identify the
35:45 priority areas that you now see as your
35:48 sub group um so that is a unique
35:50 approach that we took this um cycle to
35:53 be very issaquah centric and focus on
35:56 what our community means and how can we
35:59 use human services funding to support
36:01 those needs um so with that in mind we
36:04 looked at the programs through that lens
36:06 um to understand does this program meet
36:08 our goals that we have assigned in our
36:10 strategic plan and
36:13 and with our priority areas
36:15 we created our review card tool with the
36:18 strategic
36:20 strategic plan in mind and that was a
36:23 card tool that we used um that again i'm
36:26 looking forward to learning more um next
36:28 month about how you saw that process
36:31 going but the review card was there to
36:33 really help
36:34 guide kind of two phases which is
36:38 which programs do we want to find and
36:40 then the next phase of understanding how
36:42 do we divide um the funding in that
36:45 subcategory and how much do we fund um
36:48 so the review card there was really to
36:50 help keep the lens um
36:53 of a meeting um human services strategic
36:56 plan
36:57 and again going a little bit deeper into
36:59 that uh we recognize issaquah
37:02 is a uniquely demographic location um
37:06 transportation can be difficult outside
37:08 of the city or even within the city i'm
37:10 so prioritizing local programs and
37:13 organizations
37:15 um in issaquah or that programs clearly
37:18 make it accessible for issaquah
37:20 residents by coming into issaquah or um
37:23 had uh easy transportation options
37:27 and um in addition to location but also
37:29 the access
37:31 was it accessible we live in now a very
37:33 virtual world do they provide in-person
37:36 services virtual services and so
37:39 accessibility was also important to
37:41 location
37:43 another piece that we did look in um at
37:45 as we go deeper and saw multiple
37:48 programs
37:50 providing similar services
37:52 we did look at performance reports so
37:55 we looked at previous reports that we
37:57 received on how how many residents did
38:00 they serve did they meet their service
38:02 unit goals
38:03 so in some cases we did dive a little
38:05 bit deeper in applications um to look at
38:09 previous performances
38:11 and then we also human services we do a
38:13 lot here with our behavioral health and
38:15 homeless outreach program or community
38:17 court partnering with our different
38:19 community
38:20 uh partners within the city as well as
38:23 within issaquah so we wanted to look at
38:26 the organizations that we have a higher
38:28 frequency use of the programs in
38:30 partnership
38:31 with human services
38:33 so again we we really as you can see in
38:36 the review process i mean
38:39 all commissioners you spend a lot of
38:41 time thinking
38:42 um and having some great questions and
38:45 great conversations
38:47 when there were some difficult decisions
38:48 to be made so i wanted just to highlight
38:51 here in more depth kind of the criteria
38:53 that each group used um to show the
38:56 consistency and the thoughtfulness that
38:58 went behind these recommendations
39:04 then
39:05 monica did you want to speak on kind of
39:07 the report out of this piece
39:10 or i'm happy to um
39:13 yeah no feel free to continue hannah if
39:15 you would like
39:16 wonderful um so
39:18 i'm going to now transition us um to a
39:20 little more of the discussion piece of
39:22 what this evening is going to look like
39:24 um so we are going to do a subgroup
39:27 reports out in your agenda packet you
39:30 have um the the pdf format of what how
39:33 much was recommended what was
39:35 recommended um so um a few reminders
39:39 here we're going to have three
39:40 commissioners step in for the report out
39:43 representing community resources
39:46 housing continuum and then one group had
39:48 two priorities areas that they'll report
39:51 out physical and behavior health and
39:53 language access and cultural services
39:57 and then this is just a friendly
39:58 reminder commissioners you all have been
40:00 wonderful and very respectful in this
40:01 process
40:02 um but we just want to remind each other
40:06 to be positive in our comments
40:08 and support our agencies and some of
40:10 these understanding this is
40:12 very difficult decision i think all of
40:14 us would love to have
40:17 supported and funded all the programs if
40:19 we could
40:20 and then um
40:22 one more thing
40:23 than monica
40:24 yes
40:25 i was just reminded of the quick comment
40:27 that i meant to make thank you so much i
40:30 think uh regarding the conflict of
40:32 interest as you may recall all of you
40:34 commissioners uh some of you serve on on
40:37 the boards of certain organizations so
40:41 one way in which we addressed this early
40:43 on uh was before dividing commissioners
40:46 in subgroups we ensured that those with
40:48 a conflict of interest were not
40:50 reviewing the organizations that they
40:52 represented uh and even more so we're
40:55 not reviewing any of the uh applications
40:58 in that category right so if we had a
41:00 commissioner who perhaps served on the
41:02 board for an organization that
41:06 provides behavioral health services then
41:08 that commissioner did not review any of
41:09 those applications
41:11 so just wanted to highlight that for
41:13 public comments and for those who may be
41:15 in attendance and then may
41:17 may want that clarification and also
41:19 tonight for final deliberations
41:22 commissioners we do ask you to recuse
41:24 yourself from advocating for uh an
41:27 organization that you may represent
41:30 um so yes thank you hannah for that
41:32 reminder i forgot about that
41:35 no worries thank you so much monica all
41:37 right now that we've set the stage um
41:39 i'll go ahead and introduce our
41:42 um our subgroup and then i'll um
41:45 invite monica to add anything and then
41:47 invite our commissioners um to provide
41:50 some feedback
41:51 so first off we're going to start with
41:52 community resources um this is a big one
41:55 that covers many needs and services
41:58 within our community and again this
42:00 information and this group is really
42:02 focused on
42:04 the strategic plan um and so really
42:06 these actions um and the purpose of what
42:09 we're looking through the lens of
42:11 community resources is really we're
42:13 hoping to help sustain existing
42:15 community resources
42:17 by connecting residents in need
42:20 and this this can include food basic
42:23 needs clothing hygiene
42:26 child care
42:28 transportation legal services employment
42:31 so you can see this is a this is a large
42:33 umbrella um a lot of topics in this
42:36 basket um you can see here there's uh 27
42:40 programs were reviewed quite a bit and
42:43 um the recommendation was 13
42:46 and then the ask was
42:49 um just under 400 000
42:51 with 153
42:54 thousand dollars and 500 just available
42:57 um so i just want to first off invite
42:59 monica um if you have anything to add
43:00 specifically in regards to community
43:03 resources
43:05 thanks hannah well i do have a couple of
43:07 highlights i think um it was uh in in
43:10 this um in this category we had trish
43:14 maury and manny
43:16 and it was such a joy to work uh uh with
43:19 all of you you are so enthusiastic so
43:23 motivated and i have to say trish uh i
43:26 think you are the queen of spreadsheets
43:28 i know i have we always need uh excel
43:32 training 201 301 and you are it so i
43:36 know i feel so much better because i
43:38 feel like oh if i need excel i know who
43:41 to contact so thank you for all your
43:43 work on that and um
43:46 yes it's uh i also want to highlight i
43:48 recall in one of our discussions
43:51 more you had such a hard time rightfully
43:54 i think all of you are so compassionate
43:56 about the organizations and when we had
43:58 to make those difficult decisions and
44:00 say no we need to cut this or we need to
44:03 cut a few more
44:04 uh it was just so
44:07 so so
44:08 rewarding to see that compassion and how
44:10 difficult really it was to to put we
44:14 were
44:15 going from green yellow and red
44:17 categories and just putting uh
44:19 programs in in red categories i know
44:21 that that was difficult so for all of
44:24 that i just want to to say thank you and
44:26 invite you commissioners to say a few
44:29 anything that you would like to add on
44:31 this report out to your fellow
44:32 commissioners
44:37 thanks monica so much for that um so
44:39 always start off with mari edwards uh
44:42 commissioner
44:43 mari you um
44:44 um would like to say a few words
44:57 maury i think you're still amused
45:02 yes i was thank you
45:05 i want to thank manny trish monica and
45:07 hannah
45:08 for um for all their hard work and and
45:11 uh giving me the opportunity to share
45:13 some of my thoughts
45:14 the city of issaquah
45:16 started this process with an equity
45:19 training um i i they set the tenor and
45:22 the tone
45:23 uh needed in our city for 2022.
45:27 um i know that a lot of the east side
45:29 cities are attempting to reconcile their
45:32 involvement with historic systemic
45:34 oppression but
45:35 i really felt like the city of issaquah
45:37 stepped up to that
45:38 and i was really appreciative
45:41 i also want to acknowledge the
45:42 opportunity to work with monica and
45:44 aguila in this process
45:46 her background is a real benefit to to
45:48 all of us
45:51 our lens on this community resources
45:56 came from
45:58 one of racial equity
46:01 we were
46:02 attempting to
46:03 um to really work hard to include that
46:07 this in our decisions
46:10 um once into the work
46:11 as monica said i had a hard time not
46:13 wanting to fund all of the applications
46:17 my thought was that
46:18 that there were some that were wanting
46:20 and it haunted me
46:22 my consolation was the overlap in
46:24 services
46:25 that created opportunities for those
46:27 that really needed the services
46:29 the services a chance to
46:31 make uh make use of their offerings
46:34 with attention to detail the three of us
46:36 were able to agree on those to be funded
46:39 and how much to fund
46:42 i felt like our our lens of racial
46:44 equity uh served us well in the process
46:47 the highlights of our work together were
46:49 threefold uh the other commissioners
46:51 with whom i worked and the staff support
46:54 were excellent uh trisha's
46:56 organizational skills manny's ability to
46:59 insightfully cut to the chase were true
47:01 assets in doing the work monica's
47:03 experience and knowledge and hannah's
47:05 persistent hard work and communication
47:08 made the work go smoothly and was quite
47:10 satisfying
47:12 secondly we were all eager to do this
47:14 work
47:15 i was told early that it would be a lot
47:17 of work so when it came to doing it it
47:18 was no surprise
47:20 the genuine commitment to do excellence
47:22 with the information we had was there in
47:25 all of us
47:26 third
47:27 our tools were incredibly helpful each
47:30 applicant got an incredible cover page
47:33 uh displaying rubrics on six main uh
47:35 concepts with room for additional notes
47:38 a spreadsheet where we could gather our
47:40 thoughts and our compare notes made
47:42 conversations and comparisons
47:45 easier
47:46 all in all from start to finish i'd say
47:49 the process was first rate
47:51 and i can't wait to get on to whatever
47:54 comes next
47:56 and to continue with next year's
47:58 projects my friend manny brown told me
48:01 uh the satisfaction he got from doing
48:02 this work and i understand that
48:04 sentiment now i feel like i've met my
48:07 goals that i wanted and expectations uh
48:09 for for this part of the session and i
48:12 can't
48:13 wait to see what's next

48:40 subgroup to make any comments um but
48:42 also now to our commissioners of the
48:45 whole um if you have any questions or
48:47 comments as you've spent some time
48:49 reviewing
48:50 um the recommendations this is this
48:53 great opportunity to now specifically
48:55 talk about um some of the community
48:57 resources recommendations so i'll go
49:00 ahead and put myself on mute and

49:11 hand if you have a comment or question

49:19 and while you're thinking about

49:28 of the organizations in this subgroup
49:31 if easier we can also put them on the
49:33 screen
49:35 but only again if if if you feel that
49:37 you need that otherwise we'll continue
49:39 with reporting out once you go over any
49:42 questions or comments that you might
49:43 have just let us know what's easier and
49:45 what you prefer
49:49 otherwise in the agenda packet i can
49:51 even try to give you
49:55 the page
49:57 may need them
49:59 and then transform
50:02 yeah i can make a comment regarding um
50:04 community resources i'll just add to
50:06 what maury said
50:08 um it was fantastic
50:10 the fact that we had
50:12 a for the first time
50:14 a strategic
50:16 a human services strategic plan to use
50:18 as a jumping off point
50:20 um that was extremely helpful
50:23 and um besides the equity lens
50:26 it was very important for us to be able
50:30 make sure that issaquah residents could
50:32 be served
50:35 accessibility was very very important
50:37 there were
50:38 several programs that did apply and fell
50:41 into the community resources subgroup
50:44 that were excellent
50:46 but because of accessibility
50:48 transportation issues you know they
50:50 weren't in issaquah they were you know
50:52 many many miles away
50:54 we didn't feel that we could be serving
50:57 the the residents of issaquah if we had
51:00 granted those programs so that was a
51:02 another big consideration and it was
51:04 really a push and pull because some of
51:06 these organizations were
51:08 were very well worth
51:11 funding if they could have served our
51:13 residents
51:14 so that's the end of my comments
51:29 thank you trash i'm just giving a few
51:31 more minutes to see if there's any other
51:33 comments
51:34 or questions from commissioners as
51:35 you're spending a little time
51:38 looking over
51:43 will be time at the end to have an um
51:45 discussion after each subgroup um so we
51:50 can talk about everything as a bigger
51:52 picture
51:58 so just uh so sorry so
52:00 um if something else comes up as we are
52:03 looking more into our report outs i'm
52:05 just make a note and we'll talk more
52:07 about it in that larger setting
52:10 okay and again i can't see if there's
52:12 any other comments or anything like that
52:13 if anybody
52:15 wants either somebody tell me i'm good
52:16 to move forward or there's a comfort
52:21 i'm gonna jump into the comments i don't
52:23 see others from commissioners just
52:25 wanted to say earlier when i was um
52:28 talking about the
52:30 um impressions with the work of this
52:33 subgroup i also wanted to highlight that
52:35 i was just so impressed one of the
52:37 things that stood out as well for me was
52:40 um mini's really strong focus on
52:43 applying an equity lens i think such a
52:46 thorough job in which many you looked uh
52:49 so nicely and closely to each of the
52:51 organizations what's their bipark um
52:54 makeup of the board of the organization
52:58 what bipark population they serve
53:00 um i think that again just speaks volume
53:03 to how diligent you all were in your
53:06 work and how seriously you took this job
53:08 that was not an easy task so again to
53:11 that i just want to say thank you
53:16 thumbs up for me awesome thank you
53:18 monica i really appreciate those
53:19 comments
53:21 i definitely second those uh
53:23 comments and appreciation for this sub
53:25 group so thank you
53:26 all wonderful i'm going to go ahead and
53:29 move us forward then um to our next sub
53:31 group um housing continuum um
53:35 this was again like monica mentioned one
53:37 of our more difficult housing continuums
53:40 um subgroups that we had to look at and
53:42 the reasoning why is because
53:44 housing continuum is two very large
53:47 groups within it um we're looking at
53:49 homelessness and services to serve
53:52 unhoused individuals and then we're also
53:54 looking at homelessness prevention
53:57 services um housing affordability which
54:00 can include rental assistance and
54:01 emergency financial assistance um as you
54:04 can see these needs in our community are
54:06 high and they are very expensive
54:09 and so the requested amount
54:13 was just under 600 000
54:16 we had about a third of that available
54:18 for this group
54:20 and there were 21 programs that were
54:23 reviewed
54:24 and
54:25 11 that were recommended
54:28 so again a very difficult task for
54:32 a very large
54:34 need in our community that i think we
54:36 all understand human services
54:38 um funding can't resolve but we can make
54:41 an impact
54:42 um so i wanna um before i invite our
54:46 commissioner madeline fish i would like
54:47 to first check in with monica here and
54:50 uh to see if you can provide any
54:52 additional comments and highlights
54:55 oh thank you hannah absolutely i know um
54:58 it was also challenging because so
55:01 madeline was just so so so great working
55:04 with you and i know that your
55:06 flexibility and patience was just so
55:08 coming through
55:10 um as you know commissioners again this
55:12 is a volunteer board but you also have
55:15 full lives outside of this commission
55:17 right some of you have family some
55:19 others have really long work hours
55:22 um you know even if you are retired it
55:25 doesn't mean that you don't have a full
55:28 life sometimes babysitting for your
55:31 family for your kids grandkids sometimes
55:33 traveling so many other things and for
55:35 this one i know it was challenging
55:37 because uh schedules for uh
55:41 commissioners assigned in this group was
55:43 not always aligning but you know you you
55:46 pulled through uh you're flexible you
55:49 you're a team player regardless and so
55:51 uh it worked out so um
55:54 thank you so much for for all that work
55:56 and yes it was i don't know why i keep
55:58 saying for me it was very challenging we
56:01 have quite a few homeless shelters that
56:03 we work really closely with we know that
56:06 their um operational needs are really
56:09 really high um and when we talk about
56:12 operational needs i think one of the
56:13 challenges here is you know most of the
56:16 time we have organizations who apply for
56:18 grants and the funding that we would
56:20 provide um would allow them to do
56:23 something creative or do something uh
56:26 it's it's a nice have funding but for
56:29 let's say for some of the shelter
56:31 programs it's an operational need that
56:33 if they don't have that me need met they
56:36 might just close
56:38 their doors their their doors and so
56:41 it's a it's a different type of ask and
56:43 we know that we were just not able to
56:45 meet those needs and
56:47 and it's difficult not to mention as you
56:50 heard again rental assistance it's such
56:52 a high need
56:53 people are getting evicted we can get
56:55 calls
56:57 every week on eviction notices that
56:59 people receive or just inability to to
57:02 make those rentals so they are just
57:04 really difficult challenging
57:06 um issues um and i know that we wanted
57:09 to meet as many needs as we could and i
57:12 know that we did the best right
57:14 madeleine and you did a fantastic job
57:16 for sure so thank you
57:19 and uh jaime was also part of this group
57:22 um it's just he um
57:25 i think he's not able to join to work
57:27 actually tonight
57:30 thank you hannah back to you

57:35 great thank you i'll go and invite
57:36 madeline to speak a little more about um
57:39 the experience of reviewing housing
57:41 continuum and
57:42 some of the challenges and highlights
57:44 and so i'll give it to you madeline
57:46 thank you
57:48 thank you well first i want to echo
57:50 mari's introduction with thanking monica
57:53 and hannah for their hard work and for
57:55 developing tools
57:58 that really get a little bit easier to
58:02 quantify some of the requests and help
58:05 make some difficult decisions
58:07 as hannah pointed out in her
58:09 introduction the housing continuum
58:12 the applications that we received it's
58:14 very difficult it's an expensive
58:17 proposition to support organizations
58:19 that are trying to make a difference
58:20 with homelessness
58:23 so as a as a subgroup
58:25 we devote
58:26 time to
58:28 reading the grant applications and
58:31 checking in frequently to discuss
58:33 questions and concerns
58:35 with limit
58:38 resources in order to represent
58:41 to move the needle regarding how best to
58:43 positively impact
58:47 the crisis
58:48 to recognize and support organizations
58:51 that are most responsive
58:53 available in working with the city
58:56 and to consider the impact of
59:00 larger ground people to all the requests

59:08 the diverse population
59:10 by evaluating their
59:12 population
59:13 and the composition the bipolar
59:15 composition of
59:17 their board and staff in addition we
59:20 looked at duplication of services and
59:22 accessibility
59:25 acid housing affordable housing on the
59:27 east side
59:28 continues to create a challenging
59:31 environment especially for low-income
59:33 low-income families
59:35 and at-risk
59:37 people people that might have mental or
59:39 physical health challenges
59:44 so that was kind of what we were trying
59:46 to keep in mind when we looked at all
59:47 the requests
59:49 that have been received
59:55 wonderful thank you so much for that
59:57 madeline um i think it's really helpful

1:00:03 what it was like to review these
1:00:05 applications and the challenges
1:00:07 um so commissioners um any any questions
1:00:10 any um
1:00:12 comments or any highlights in regards to
1:00:15 the funding
1:00:16 that has been recommended by the
1:00:18 subgroup for housing continuum
1:00:29 and i know you can see commissioners as
1:00:31 you're sharing your screen but what i
1:00:33 see so far it's uh
1:00:35 people nodding that no they don't have
1:00:37 questions or comments and fresh i don't
1:00:40 think
1:00:41 you might not see anything in the
1:00:42 comment section also right
1:00:44 no i don't see anything
1:00:47 oops yeah
1:00:50 okay i'll go ahead and move this forward

1:00:57 okay so this one's um again this this is
1:01:00 uh the last sub group um that met for
1:01:03 two focus areas um the first one being
1:01:06 physical and behavioral health
1:01:10 really this this includes just the the
1:01:13 access of supporting these uh services
1:01:16 um and using funding to support our
1:01:18 providers
1:01:19 um and
1:01:22 and for these services to be accessible
1:01:24 for issaquah residents uh there was 20
1:01:27 programs reviewed and um half were
1:01:30 recommended
1:01:31 um and then you can see
1:01:33 how much was requested uh we had a
1:01:36 little under half of that available
1:01:39 um for
1:01:41 for recommendations
1:01:43 and then i'll just quickly put us over
1:01:46 here and just to talk quickly about our
1:01:48 language access and cultural
1:01:50 services um this is our other uh
1:01:53 priority group with 13 programs that
1:01:55 were reviewed eight programs recommended
1:01:58 um we had 184 000 requested in just over
1:02:02 91 000 available
1:02:04 and really this um this subcategory is
1:02:07 just a focus
1:02:09 and promoting
1:02:10 um just respect and inclusion in our
1:02:13 isoquak community and understanding that
1:02:15 our community um diversity is growing
1:02:18 and and we want to make sure that we are
1:02:22 providing services
1:02:23 that support the needs of our
1:02:25 demographics and our growing diverse uh
1:02:28 cultural background
1:02:30 um so i want to save monica first off do
1:02:33 you have anything to um add to
1:02:36 either of these priority areas
1:02:40 thank you hannah i'm gonna make a
1:02:42 comment again
1:02:44 uh to to the work that we did with pat
1:02:48 and with jamie in this uh in this work
1:02:54 oh my gosh how much i appreciated pat's
1:02:58 thoughtful questions and comments when
1:03:00 uh you know perhaps you are not familiar
1:03:03 with some of the organizations but you
1:03:05 brought up such good really thought
1:03:07 provoking questions and jamie you
1:03:10 brought uh
1:03:11 your lived experience uh
1:03:14 um just so so nicely to the table you
1:03:18 had the opportunity to work or to
1:03:21 uh utilize uh quite a few of the
1:03:23 organizations and i think just the
1:03:26 balance was just so so nice and it made
1:03:29 it for such a good robust conversation
1:03:32 um i really loved how you called out
1:03:35 uh times when you know great questions
1:03:38 on whether or not a program is making an
1:03:42 impact if our four or five thousand
1:03:44 dollars will go a long way
1:03:47 with a larger or smaller organization
1:03:50 really always
1:03:51 looking out for the smaller grassroots
1:03:53 organizations
1:03:55 um so uh just i don't know just a
1:03:58 another just terrific experience in
1:04:00 working with you too and again just
1:04:02 thank you for all the work
1:04:07 great thank you so much monica yes and i
1:04:08 second that as well um really great
1:04:11 productive conversations with this group
1:04:14 um so so i want to invite jamie uh
1:04:17 commissioner jamie longoria um to speak
1:04:20 a little bit more about the experience
1:04:22 um challenges and any highlights
1:04:26 jamie do you want to go ahead and unmute

1:04:32 hi good evening everybody i'm jamie
1:04:34 longoria thank you so much for allowing
1:04:36 me to speak tonight um
1:04:38 i want to echo all the comments the
1:04:40 other commissioners have made um it was
1:04:42 a really great experience um i want to
1:04:45 give kudos to hannah and monica because
1:04:48 the work that you guys did prior to
1:04:50 this granting process really set the
1:04:52 stage for a very smooth and um
1:04:57 diverse and equitable experience and so
1:05:00 i think with with the city of issaquah
1:05:02 starting us all off on that with looking
1:05:05 through that lens was um
1:05:08 it was it was it was the it was the
1:05:09 right foot forward
1:05:11 so um
1:05:13 talking about the physical and
1:05:15 behavioral health um granting process um
1:05:18 it was a pleasure to work with pat on
1:05:20 this in the subgroup
1:05:25 i feel that me and pat really looked at
1:05:28 each with your guys's help each one of
1:05:30 those grants and kind of combed through
1:05:32 them and really
1:05:34 picked them apart and
1:05:36 decided what was going to be best for
1:05:38 the city of issaquah
1:05:39 and that's how we made our decisions and
1:05:42 even when we had to go back and say okay
1:05:44 we're still over our budget
1:05:46 you know
1:05:47 what comparisons can we do with what we
1:05:49 have left
1:05:51 you know to to make it fair but to still
1:05:54 give residents what we need
1:05:56 and so i the process was amazing to me
1:05:58 the way you guys set it up was very
1:06:00 smooth
1:06:01 the review cards were super helpful
1:06:03 because when you're going through those
1:06:05 applications you know you can get a
1:06:07 little dreary eyed after a while and so
1:06:09 having that as a guide and
1:06:12 you know something to refer back to to
1:06:14 help keep you on task was amazing so
1:06:17 i think the things i think the physical
1:06:20 and behavioral um
1:06:22 recommendations that we made are going
1:06:24 to be really good for the city of
1:06:25 issaquah i think that there are really
1:06:27 important services um that have been
1:06:29 here and that will continue to be here
1:06:32 we also
1:06:33 one of the things that stood out to me
1:06:35 was um monica was able to really answer
1:06:38 questions that me and pat had in regards
1:06:40 to well
1:06:41 how many
1:06:43 residents has this program helped or
1:06:48 our goal
1:06:51 really able to
1:06:53 us the answers to those questions to
1:06:55 help us make those hard visions
1:06:58 um but one of the things that stood out
1:07:00 to me the most was one of the smaller
1:07:02 grassroots organizations um
1:07:05 uh that was newer in issaquah and it's
1:07:08 we don't have any services like that in
1:07:09 issaquah and that one stood out to me
1:07:11 and i was really
1:07:13 happy to help that organization because
1:07:16 it's going to help so many people in our
1:07:21 thank you i loved and enjoyed working
1:07:23 with you all and i look forward to
1:07:25 future work
1:07:31 wonderful jamie thanks for that report

1:08:28 reviewing these grants and i also just
1:08:30 wanted to comment that
1:08:32 you know it's it's never easy to cut out
1:08:35 one organization this is the
1:08:38 a hard decision at times
1:08:40 and um and and some of those
1:08:42 organizations like really cut across you
1:08:45 know there could be
1:08:47 some of them especially in the housing
1:08:49 side so it is uh again thanks to your
1:08:52 work hannah and and monica for preparing
1:08:55 us and
1:08:56 trying to put these organizations where
1:08:58 they belong
1:09:03 that's all for me thanks

1:09:32 what might be helpful for um to kind of
1:09:34 set the stage for our discussion is i
1:09:37 want to move us on forward just with our
1:09:39 next um
1:09:40 slide to review what our options are now
1:09:43 moving forward
1:09:45 and again
1:09:46 our discussion really want to focus on
1:09:49 um general thoughts
1:09:51 specific questions um and then deciding
1:09:55 really ultimately what should be the
1:09:56 best next steps so again just at that
1:09:59 stage for this discussion i'm going to
1:10:01 just move us forward um with our
1:10:05 next um slides and then i will stop
1:10:08 sharing so we can have a further
1:10:09 discussion
1:10:11 um so really for for after this
1:10:13 wonderful
1:10:15 report out to which again i do
1:10:16 appreciate um the details of the
1:10:19 challenges and the highlights and the
1:10:21 process i think really important for us
1:10:23 to understand
1:10:25 um everybody's
1:10:27 process as we come together as a whole
1:10:29 um so after our discussion
1:10:32 um and talking more about that things to
1:10:34 keep in mind is
1:10:36 what what are our what's next right what
1:10:38 are our options and so for this evening
1:10:41 we can look at approving
1:10:43 the current recommendations without any
1:10:45 changes
1:10:47 we can after a discussion
1:10:49 we can make amendments to the proposed
1:10:52 recommendations
1:10:53 with the proposed changes
1:10:56 and if we just don't feel like we can
1:10:58 have um can't come to a conclusion uh
1:11:01 for this meeting we can continue our
1:11:03 deliberation and just schedule a special
1:11:06 meeting um in late august where we can
1:11:08 come back and have
1:11:10 further conversations to finalize our
1:11:13 recommendations as a whole
1:11:18 the city staff would uh our
1:11:21 recommendation is to move forward with
1:11:23 the grant recommendations provided this
1:11:25 evening to present to our city mayor
1:11:29 and with that i just want to give just a
1:11:31 high level of what our next steps are
1:11:33 from here if we
1:11:34 are able to come to a conclusion here at
1:11:36 this meeting or special meeting
1:11:39 for commission recommendations the next
1:11:41 step would be to schedule a meeting um
1:11:45 in either late august or
1:11:47 september
1:11:48 to meet with our mayor and this would be
1:11:50 city staff and
1:11:52 some commissioner representation to
1:11:54 resent to present to our mayor the
1:11:57 recommendations that have been made
1:12:00 then um
1:12:01 once that has been deliberated and
1:12:04 looked over by the mayor
1:12:06 the mayor will then present the
1:12:07 recommendations to the city council as a
1:12:09 part of the city budget
1:12:11 um and then the city council
1:12:14 is anticipated to review and approve
1:12:17 that budget in november
1:12:20 um so i want to invite monica here if
1:12:22 there's any items that i missed as far
1:12:24 as timing next steps or options
1:12:27 before we have a further conversation
1:12:31 thank you hannah well done and if you
1:12:33 would like you can take um the slides

1:12:39 uh certainly well done i do want to in
1:12:42 uh say two more comments i know
1:12:44 commissioners uh you would agree i do
1:12:47 want to also personally thank enough for
1:12:49 all her work she's been now with the
1:12:51 city for a little bit uh over a year
1:12:53 this is her first funding cycle that
1:12:55 she's going through
1:12:57 uh and i think she just did a fantastic
1:12:59 job in in working with me and with all
1:13:01 of you here um so it's also appreciate
1:13:04 her work uh the one last comment i want
1:13:07 to make is that recently i was in a
1:13:10 meeting with mayor paulie we were in a
1:13:12 meeting about something totally
1:13:13 different but i mentioned that this
1:13:16 meeting was coming up and we are close
1:13:18 to the commission has been working
1:13:19 really hard and that we are really close
1:13:21 to making the final recommendations and
1:13:24 the mayor really wanted me to pass along
1:13:26 her things uh as working with
1:13:30 she also started on board on commissions
1:13:32 before being uh
1:13:34 elected as mayor she's been in city
1:13:37 government for several years and she
1:13:38 knows how difficult this work is she
1:13:40 really wanted to
1:13:42 express to for me to make sure that i
1:13:44 express her gratitude to you and her
1:13:47 thanks um for her job well done and for
1:13:50 a difficult decision so i wanted to make
1:13:54 comment and with that i think
1:13:57 just to pose a question so how do you
1:13:59 all feel
1:14:00 what are some of your thoughts that you
1:14:02 have as you heard from fellow
1:14:04 commissioners as now you had the chance
1:14:06 to review all the subgroup
1:14:08 recommendations
1:14:10 what's what's the feeling in the room
1:14:11 how comfortable you are with your fellow
1:14:14 commissioners with the work that has
1:14:16 been done
1:14:17 do you feel ready tonight are we feeling
1:14:19 ready to make the formal recommendations
1:14:22 to leave them as they are and recommend
1:14:24 them as they are to the mayor or do we
1:14:25 need more discussion do we need to dive
1:14:27 deeper somewhere where where are you
1:14:29 would love to hear please

1:16:30 housing continuum
1:16:32 um i would love to see
1:16:35 attain housing considered and i would
1:16:38 love to see
1:16:39 um issaquah community services fully
1:16:42 funded so those are those are my only
1:16:45 two comments although i know that that
1:16:46 was like a very difficult difficult
1:16:49 section to work in and so i do
1:16:51 appreciate everybody's hard work um
1:16:54 and um
1:16:55 those are just that was it thank you

1:23:03 coming up september 25th so
1:23:06 um it's uh the virtual world has allowed
1:23:09 me to
1:23:10 only you all know me from here up so you
1:23:13 don't get to see my growing baby bump
1:23:15 but there's a bump there um so very
1:23:18 excited to um to welcome our new little
1:23:22 one here in gosh a month or so away so
1:23:26 with that in mind i will be taking some
1:23:28 maternity leave um assuming i go to my
1:23:32 due date of september 25th
1:23:34 i'm really hopeful i can meet you all in
1:23:37 person for our commission meeting in
1:23:39 september uh which will be just days
1:23:41 away from my due date
1:23:43 um so that'll be fun and then
1:23:46 um and then i will be taking leave of
1:23:48 absence uh
1:23:50 until january um third or so just so
1:23:53 i'll be coming back just after the
1:23:55 holidays in the new year
1:23:56 um so that's that is the tentative plan
1:23:59 for now and um again we will be hearing
1:24:03 if anything changes or if baby decides
1:24:04 to come early or anything like that i'm
1:24:07 sure we will be sending out some updates
1:24:10 and pictures as well so
1:24:12 i thought it would be good for me to
1:24:14 make sure that everybody knows
1:24:16 that i will be gone for a little bit
1:24:19 bonding with my little one so
1:24:22 very excited to share with you all that
1:24:23 news um so yeah um

1:27:48 take vacations and holiday go on on
1:27:51 vacations
1:27:53 and uh typically we take recess in
1:27:56 august we had a busy year we could not
1:27:58 take time off in august
1:28:01 we also typically
1:28:03 cancel the meetings in december
1:28:06 during the holidays
1:28:09 now we have a meeting scheduled in
1:28:10 september one in october in november and
1:28:13 typically we cancel the one in december
1:28:15 my question for all of you you don't
1:28:17 necessarily have to answer tonight but
1:28:19 if you can we could
1:28:21 are you interested since we didn't have
1:28:23 a recess are you interested in taking

1:30:19 funding cycles on how to improve it and
1:30:22 then the next last couple of months of
1:30:24 the year typically we work on a work
1:30:26 plan for 2023 in this case we are going
1:30:29 to work on a specific schedule
1:30:31 on visiting non-profit organizations and
1:30:33 tip the typical work that the the human
1:30:36 services commission does in off years so
1:30:39 it's gonna be um
1:30:41 yeah planning for 2023 not yeah i think
1:30:45 we can if we wanted to we can um
1:30:50 we can accomplish that in another
1:30:52 meeting without having to have also two
1:30:54 meetings in october in november if you
1:30:56 wanted to
1:30:58 it is a little bit of a quieter breather
1:31:00 time for for the remainder of the year
1:31:02 but that's that's mainly on on the
1:31:04 schedule
1:31:06 this is the fanny again so just to
1:31:08 clarify uh monica when you say visit um
1:31:12 nonprofits or um
1:31:14 are you talking about looking at
1:31:18 actually what they do or
1:31:22 our process in grants or what

1:31:30 that we are gonna have by the end of the
1:31:31 year we are gonna have the new
1:31:33 organizations that you are funding uh we
1:31:36 are typically in what we call off years
1:31:39 commissioners uh go and visit those
1:31:43 organizations uh in person to learn
1:31:46 about what they do
1:31:47 meeting with them in person looking to
1:31:50 see if there are any supports that they
1:31:51 need from us and just really getting
1:31:53 more informed on that so typically we we
1:31:57 spend a few a little bit of time in
1:31:59 deciding how we go about who's going to
1:32:01 visit which organization or we can also
1:32:04 have a discussion in proposing something
1:32:07 there are other commissions this was
1:32:09 something unique for issaquah
1:32:11 historically that we go out and visit
1:32:13 organizations other commissioners and
1:32:16 other commissions and jurisdictions
1:32:18 choose to invite organizations to the
1:32:20 commission the commission typically our
1:32:22 commission goes out so they really get a
1:32:24 feel for how it is so those are
1:32:26 conversations that we can have about
1:32:28 do we even want to continue doing that
1:32:30 or do we want something different
