Minutes of April 5, 2017 Clustered Housing Development Agreement, File No. DA 16-00001
5:03:18 ↗Um, need a second. There be in addition, part of that truck
5:03:24 ↗route or the construction traffic, uh, restrictions. Could there be a part
5:03:30 ↗of that that says that it's- You're not, you're not on Randy.
5:03:36 ↗Uh, could there be a part of that condition that, or, or
5:03:42 ↗a subsequent separate recommendation that the city, uh, initiate, uh, discussion with
5:03:48 ↗King County? regarding construction traffic that is now affecting
5:03:53 ↗King County residents. It's not, they're out of our
5:03:59 ↗hair, but I just really think that there ought
5:04:04 ↗to be a proactive effort and if the county
5:04:10 ↗isn't stepping up and doing that, then I think
5:04:16 ↗I don't think it should be a condition, frankly. I don't think it should be
5:04:21 ↗a condition. I think it should be worded as a, and we also recommend that
5:04:26 ↗in light of the public input. Well, first of all, actually, I think we need
5:04:31 ↗probably a second to the motion. I second. Okay. And if I could just funnel
5:04:36 ↗your broad request down a little bit. So how about rather than impacts to the
5:04:42 ↗county specifically to May Valley residents? Because that's, I mean, I think that's, it would
5:04:48 ↗be easy to have that conversation with King County as opposed to countywide trucking impacts.
5:04:54 ↗I didn't mean that. I didn't mean that. I meant May Valley. Just trying to
5:05:00 ↗lessen my load. Yeah. All right. And that's not-- and I think that I
5:05:06 ↗personally would rather see that as a recommendation, not as part of a
5:05:12 ↗condition. But our condition is just part of a recommendation. So that could
5:05:17 ↗potentially be, here's what we recommend on this application, and the commission recommends
5:05:23 ↗that the city reach out to King County to discuss the impacts of
5:05:29 ↗trucking from Issaquah on our neighboring May Valley residents. - So I
5:05:35 ↗guess just to push back a little bit, to me, 88,000 week
5:05:40 ↗arches is a lot of, I mean, this is a big, you
5:05:46 ↗mentioned it, Jerry, this is a whole lot of truckloads going through
5:05:52 ↗town. And I'd feel strong enough to have actually wanted in our
5:05:58 ↗recommendation to them. But I would feel like if the
5:06:03 ↗City Council considers more extensive truck route restrictions, and I would say instead of saying
5:06:08 ↗they have to go talk to King County, tell them what they have to do,
5:06:13 ↗I'd rather say, especially with regard to May Valley Road. That's fine. And what kind
5:06:18 ↗of outcome do you want to see? You just go talk to them and say,
5:06:23 ↗okay. No, I just think I want to express our opinion that it's a lot
5:06:27 ↗of truckloads. We think maybe they should. Because it's a bigger question. I think
5:06:33 ↗it's beyond our pay grade. It's absolutely beyond our pay grade. I mean, the
5:06:39 ↗ideal that is implicit here is that there would be alternative routes identified by
5:06:45 ↗this cooperative effort that would alleviate the pressure that has been put on May
5:06:50 ↗Valley Road and residents as a result, primarily as a result of a City
5:06:56 ↗of Issaquah decision. Yeah. I don't know what kind of
5:07:02 ↗results we'd-- I don't either. Yeah. I mean, that's not our-- we're just recommending that
5:07:08 ↗we understand that this is a significant issue that is a result of development in
5:07:13 ↗Issaquah. And we think there ought to be a discussion about alternatives. Yeah. That's about
5:07:19 ↗all I think we can do. So I'll amend my condition. to say
5:07:25 ↗the City Council shall consider more extensive truck route restrictions,
5:07:30 ↗especially with regard to May Valley Road. Is that acceptable
5:07:36 ↗to the second? Because it'd have to talk to King
5:07:42 ↗County to do that. Yeah. Does that need a second?
5:07:47 ↗No, the second agrees. That's the discussion after the second.
5:07:53 ↗Thank you. Further discussion? I was going to mention, I'm
5:07:59 ↗concerned about slides, but Your comments a few minutes ago
5:08:04 ↗about the city already increasing the number of geotech surveys that
5:08:10 ↗have to take place, that's henceforth for all future developments, right?
5:08:16 ↗That's not specific to Bergsma. No. So that was a direction from the mayor's office
5:08:22 ↗after the parcel nine that we needed not just suspenders, but belt and suspenders. So
5:08:27 ↗we have two geotechs in our stable right now, Shannon Wilson and Golder Associates, to
5:08:33 ↗do double peer reviews on the geotech reports that come in on development proposals. Yeah,
5:08:39 ↗that's good. Okay. Then I don't think we need to do that.
5:08:48 ↗So all those in favor of the motion signify
5:08:54 ↗by saying aye. Aye. Opposed? Opposed. All right. So
5:08:59 ↗your next meeting, April 5th, I believe. May 5th.
5:09:05 ↗May 5th. Holy smokes. Architectural consultants for central Issaquah
5:09:11 ↗will be back for round two. So hopefully that
5:09:16 ↗will be a fun meeting. So The few remaining, I once
5:09:22 ↗again want to express our real appreciation. Like Commissioner Harrison said, the input from the
5:09:27 ↗public was excellent, probably as good as we've seen. And really, I hope you can
5:09:32 ↗walk away from this saying, well, at least they listened. At least it changed or
5:09:37 ↗had the-- it did change what our decisions might have been. So we really appreciate
5:09:43 ↗it a lot. Really appreciate you hanging in there. And with that, I'm going to
5:09:48 ↗close the meeting. Anybody for breakfast? I just add one thing. I would really
5:09:54 ↗encourage you to attend the council meeting. As a neighborhood, I think you should. I
5:09:59 ↗don't know if you've attended any of them. You should go attend it.
