1:09 order of business this evening I have
1:11 two proclamations one recognizing our
1:15 correction officers that employees and
1:18 one recognizing police week and so
1:22 that's it there's not a problem and this
1:25 is not a mayday demonstration but this
1:29 hereby designed for something good the
1:48 first Proclamation recognizes our
1:52 correction officers and employees and
1:55 the proclamations that will typically
1:59 begin with fair eyes and whereas
2:01 national correction officers and
2:03 employees week in the city of Mexico
2:07 recognized employees of the jail for
2:10 their role in safeguarding the citizens
2:13 of Issaquah abiding safe secure and
2:16 humane incarceration of offenders within
2:19 their custody and the second is
2:24 celebrating Police week and here in the
2:28 city of Issaquah Issaquah recognizes the
2:32 dedicated officers that the Issaquah
2:34 Police Department who perform their
2:36 duties with courage and professionalism
2:40 safeguarding the rights and freedoms
2:43 guaranteed
2:44 by the Constitution and protecting the
2:47 lives of property of the community and
2:49 let me just say we are blessed to have
2:52 superb group of folks in the Issaquah
2:56 Police Department dedicating to keeping
2:59 our community safe and it's comforting
3:03 to know the point of problem arises
3:06 they're there to respond quickly and it
3:11 is comforting to know that our Jail
3:14 located in the basement of City Hall I
3:17 see a lot of people leaving the jail
3:20 because they have a plastic bag in their
3:22 hand and what I do I always ask them how
3:27 was it downstairs and I have never had
3:30 anyone tell me that they were treated
3:33 with dignity and respect and held
3:35 accountable and that's a credit to your
3:40 professionalism and we're a safe city
3:43 because of your professionalism so one
3:48 of the proclamations here is for I can
3:54 get it open our police officers
4:02 now therefore I fight Butler mayor of
4:04 the city of is going to hereby proclaim
4:05 the week of May 14th through 20 2017 to
4:11 be Police week and the city of Issaquah
4:13 and encourage all citizens to recognize
4:16 the service of law enforcement officers
4:18 in our community and in communities
4:21 across the nation in this square of I
4:25 here and to set my hand and seal of the
4:26 city of Misurata this first day of May
4:30 2017 and so I am going to give this to
4:35 sergeant thank you and the second one is
4:43 for our correction officers and if I can
4:47 get it open closure

7:46 process we take them seriously in fact
7:49 there they made the decisions that we
7:51 make and with that I would ask has

8:05 hello again my name is Elizabeth muta I
8:10 live at 100 Big Bear place in Issaquah
8:13 run a small bed-and-breakfast serve on
8:18 the Human Services Commission and
8:20 coordinate the Issaquah Sammamish
8:22 interfaith coalition I'm here tonight ok
8:28 partly to give you a little bit of a
8:31 history lesson 161 years ago mother
8:37 Joseph of the Sacred Heart and four
8:40 companions came to Washington territory
8:42 at that time they found no hospitals few
8:46 schools and very few services for those
8:49 suffering from misfortunes on this
8:51 frontier these women stepped into the
8:55 breach so strongly that as word of their
9:01 work spread the order of the sisters of
9:03 Providence grew to meet the many
9:05 requests for their help in 1859 they
9:10 registered as a nonprofit corporation to
9:13 provide quote relief of the needy and
9:16 suffering humanity in the care of the
9:19 orphans invalids and the sick and the
9:22 poor and in the education of youth the
9:26 whole Northwest has benefitted from
9:29 their labors in 1961 they built a
9:34 beautiful campus near the city of
9:36 Issaquah to offer advanced learning
9:38 opportunities to women in religious
9:41 orders to further their ministry of
9:44 service to the wider community they
9:47 built that campus to last for centuries
9:51 but things changed in the Roman Catholic
9:54 Church fewer women became nuns and
9:58 eventually the sisters of Providence
9:59 sold the site it has now come into the
10:03 possession of Plateau campus LLC who do
10:07 not seem to appreciate the cultural
10:10 historical sacred and educational
10:13 treasure that they have in their
10:15 possession they wrote that there
10:18 no significance to demolishing this site
10:21 a great many of the citizens of Issaquah
10:25 strongly disagree and although comments
10:29 from citizens and experts in the field
10:31 of Historic Preservation were
10:33 overwhelmingly in opposition to
10:36 demolition the city seems prepared to
10:39 allow this complex of classrooms
10:42 spacious conference rooms over 200 dorm
10:47 rooms a lot of bedrooms for faculty
10:50 kitchens cafeterias offices a swimming
10:55 pool and an auto shop to be demolished
10:59 prior to the time that the Issaquah
11:02 school board can exercise eminent domain
11:05 to save them for the educational
11:07 purposes that they were built to serve
11:12 this is seems to me a terrible waste I
11:18 would ask you when you meet next and are
11:22 considering a b7 3 4 7 to think about
11:30 expanding it beyond the Gilman City Hall
11:36 if the appeal of this determination of
11:43 non significance or mitigated non
11:45 significance is over - overturns things
11:51 or if the city decides to withdraw those
11:54 determinations that would give us some
11:57 time to possibly find a really good use
12:04 for these buildings don't let them be
12:07 demolished please if there's any way you
12:10 can do that I'd tell you a lot of ways
12:13 you could repurpose it but I'm running

12:39 northeast Juniper Street Issaquah is
12:42 probably tired of seeing me I'm here to
12:45 talk about the three trails cost
12:47 crossing tonight I don't remember which
12:51 council person when the moratorium first
12:53 went into effect use the verbage of
12:57 unintended consequences and I think from
13:00 our perspective one of them has changed
13:02 our perspective going forward one of the
13:05 things that's come out of the moratorium
13:07 is that land values have gone up and as
13:11 a result of that our original plan when
13:14 we came in to speak to about a
13:16 partnering agreement because we had lost
13:20 our user for the front pad it has now
13:22 changed a bit and and we actually had
13:24 competing offers on the front pad I
13:26 wanted to preface that because tonight I
13:30 don't think we're here to talk about the
13:32 moratorium as it relates to three trails
13:34 crossing I think
13:35 we're here to talk about the choices
13:37 that you all have one of them is to go
13:41 forward with the studio loft and the
13:44 signal and the other option I think as
13:46 you know too is to not act or or vote
13:50 not to pass the development agreement in
13:53 which case we've been directed by our
13:56 investment partners to proceed with the
14:00 retail Center which is something we
14:02 would prefer not to do so we're here
14:05 tonight asking you to support the
14:09 development agreement because our
14:12 choices are today to move forward with
14:14 that or move forward with a retail
14:15 Center which we would prefer not to do
14:18 thank you thank you Bob
14:24 Jenna you were good evening my name is
14:36 Jana yu-er and I'm here tonight to
14:38 represent the Palo sure grant and
14:40 Charitable Foundation they're at 60 and
14:43 90 North West Gilman Boulevard more
14:47 commonly known as is a Kuato stop and
14:50 I'm here tonight to ask for the council
14:53 and the mayor's support in approving the
14:57 traffic signal that's been proposed for
14:59 the three trails crossing and the Gilman
15:03 lofts to approve that development
15:06 agreement the alternative for us is I
15:10 think as everybody knows is it will take
15:15 away one of the entryways into Issaquah
15:17 auto stop limiting it to one entrance
15:19 that comes from the eastbound only and
15:23 we really feel that will be very
15:25 devastating for our tenants who are
15:28 there now we also lost a business to
15:32 them it's already difficult I think
15:35 maybe I don't know how many years ago
15:37 maybe ten years ago or so when they put
15:40 the median in it really changed things
15:42 for us at that point as well so we feel
15:45 this will be really hard on our
15:47 businesses that are there are tenants
15:50 also impact the trust the trust is
15:56 charitable and it does grants and it
15:59 does just all kinds of stuff for Grant
16:03 County but over a million dollars a year
16:05 go to people's education college
16:08 education and different things in Grant
16:11 County and there would be an impact to
16:13 that as well we're already seeing that
16:14 as we try to renew some of our leases
16:17 that are underway right now so we really
16:20 hope you'll look at that you know I
16:23 don't know if there's other alternatives
16:24 I just know the seeker really tough is a
16:28 bad alternative a really bad alternative
16:31 so I hope you'll consider that and I
16:34 hope you will vote YES in favor of the
16:36 development and

16:55 good evening I'm John Park and also at
16:58 sixty Northwest Gilman Boulevard and
17:00 with sound partners I'm Janice partner
17:02 we've been managing the Issaquah auto
17:05 stop for I don't know probably
17:07 collectively maybe up to 20 years and a
17:10 lot of great businesses there the
17:12 tenants are local some of the business
17:15 owners are local like Janice said the
17:17 the trust I think is given up close to
17:20 ten million dollars in charitable
17:22 endeavors over the past 15 years we
17:24 really don't want our income to be you
17:28 know impacted negatively by having no
17:31 stoplight and installing a potentially a
17:33 C curb there it will cause our rents to
17:36 go down it may cause businesses to have
17:39 to not renew their leases so it's a
17:42 serious thing and we're hoping that at
17:43 least support the stoplight that goes
17:46 that can go in there and if not at least
17:49 not put in a secret that completely
17:51 eliminates access for for the tenants
17:53 and the business owners so just hope
17:55 you'll consider that and appreciate your
17:58 consideration

18:20 hundred people in the ssoa
18:21 excuse me just pretended by yourself at

18:25 my name is Paul or Macondo I hail from
18:29 Rochester Hills Michigan I just recently
18:32 moved out here about a year ago and I
18:35 want to be quick but I want to be sure
18:40 and let you know the seriousness of what
18:44 I'm about to say there are several
18:47 hundred people living in the ethical
18:48 islands and they've been gathering for a
18:50 while and there's a city there's a
18:52 serious issue going on there I was
18:55 speeding across the street from me a dog
18:58 got hit several weeks ago the person who
19:01 hit this dog kept on driving the
19:04 following day you can check this out on
19:06 the ethical reporter
19:07 a person wrote an opinion letter saying
19:10 that he and his wife who by the way is
19:12 due in five weeks now I volunteer to get
19:14 her mail because they have collars we
19:17 have people who break into cars and I
19:21 was concerned for her the following day
19:25 after the dog got hit they said in the
19:29 newspaper there was blood still in the
19:33 street as we took our morning walk
19:37 here's what brings me here today
19:39 my son Philip Michael I don't know what
19:42 what anything about pregnancies but I
19:44 like to get my self educated so when I
19:47 found out that my wife was pregnant we
19:49 were already 16 weeks in I went to got a
19:51 sign language book after reading a book
19:53 I've heard five books by now including
19:55 What to Expect When You're Expecting it
19:59 is folded which I opened up for my
20:00 unborn son there is a section called
20:02 median L because his name is under a
20:05 newspaper this Friday it'll be the third
20:09 time that I work with Nicole Jennings on
20:11 the speeding issue in the incircle
20:13 Highlands I have a copy for you miss him
20:16 there that I would love to give you of
20:19 the newspaper article after we've been
20:24 gathering for several months I decided
20:26 that you know what I have a small idea
20:27 the last time I got a small idea it was
20:30 back by dr. Jones who happened to be the
20:33 attorney of dr. Martin Luther King jr.
20:36 my uncle is the federal senator my
20:41 grandfather actually whom I'm named was
20:43 the right-hand man to the Minister of
20:45 Finance for the DRC I come from a
20:48 bloodline of people that get stuff done
20:49 when they turned their gaze on it and my
20:52 point to you is that I came here all the
20:54 way from where I was and by the way
20:57 Rochester Hills is considered in the
21:00 movie rollin to Columbine as one of the
21:01 richest counties in America and when I
21:04 my wife's forced me to move here because
21:06 I was very content where I was I said
21:09 you must we must match the quality of
21:11 life that I had here in Issaquah your
21:14 people like myself who are used to a
21:16 certain amount of safety who are used to
21:19 getting things
21:21 if you will done in a certain manner and
21:24 now we have prowlers I have to worry
21:27 about my pregnant wife for going out at
21:29 night I have to worry about cars
21:32 speeding at all hours of the day and
21:34 night I myself have had to dive in
21:37 between vehicles at night the people
21:40 above me have had to let a skirt out of
21:45 the way of a moving passing vehicle on
21:47 25th Avenue as well and I'm here to say
21:50 that it's time for something more
21:53 permanent to be done besides assigning
21:55 two police officers 150 hours of their
21:59 time I don't want to throw power names
22:03 around but if we don't get something
22:06 more permanent done I'm going to get
22:08 cameras here every meeting outside
22:09 asking you questions I'm going to make
22:12 phone calls to my people in Washington
22:14 and use my last name to make sure that
22:16 my son who is more than three and a half
22:19 months from now is not going to have to
22:21 worry about whether his dad has life
22:23 insurance or not my wife will have to
22:26 ask me to be outside when she gets home
22:29 from work in Bellevue around six o'clock
22:31 or such and we let you great people to
22:35 lead this community here's a small
22:37 anecdote of high view life in my life
22:40 here at least in Issaquah but generally
22:42 speaking you assess a man by the quality
22:44 and status of things that surround him
22:46 the closest thing to them you want to
22:48 check me out you need to find out what's
22:50 going on with my wife and the area where
22:53 I live and I am embarrassed to tell you
22:57 that folks are thinking about moving out
23:00 of the instakill Islands I came from a
23:03 long ways from here and I was told and I
23:06 read about it that this was a serene
23:08 peaceful beautiful community and I
23:11 believe it is worth the time when
23:13 hundreds of people are getting together
23:16 they are peed off I will stop in one
23:22 second here and I believe it appropriate
23:24 sir mr. Butler mr. mayor and mrs.
23:28 Goodman whom I saw in the newspaper was
23:30 running for office again to ask you for
23:33 a more permanent
23:34 solution we need more police presence in
23:38 those long period is over and Carol
23:40 thank you - all yes
23:42 what I'm asking for is a permanent
23:44 solution through the safety issue going
23:45 on in silence we need more police
23:47 presence to let people know that the
23:49 culture shift is happening and that
23:50 includes madame Goodman something in
23:54 your agenda to get all he dumps in the
23:55 area thank you thank you thank you
23:59 next we have Susan Neville hello I'm
24:11 Susan Deville a number that 28:25
24:13 northwest plain cone drive I've been a
24:16 21-year resident of Issaquah on Newport
24:20 Way and I actually stood here left at
24:23 the last City Council meeting outlining
24:26 the importance of the upcoming Bergsma
24:28 when were Development Commission meeting
24:31 which was on April 19th and today I'm
24:35 here to summarize that meeting normally
24:38 I would put it in the email but I
24:40 thought I'd speak before you because it
24:44 was a pretty distinguishable meeting we
24:49 had between 60 and 70 residents in
24:52 attendance it was a five-hour meeting we
24:56 had 32 public comments speaking in
25:00 opposition against the connector road
25:02 and the variance cluster the residents
25:08 gave very informative and thoughtful
25:10 comments and in many cases evidence to
25:13 back up their claims excuse me some of
25:18 the topics which we've talked about
25:20 before but really probably needs
25:22 repeating were inconclusive traffic
25:25 studies and low estimation of traffic
25:28 from towels to Newport way the addition
25:31 of 4,000 additional trips just in that
25:33 corridor alone without including Calais
25:37 as a shortcut safety was a very big
25:41 issue particularly in North Challis
25:43 neighborhoods they were not designed or
25:46 used as thorough ways for traffic
25:49 the removal of 80,000 cubic yards or
25:53 another terms 8,000 dump trucks of dirt
25:57 from the side of the mountain
26:00 stripping cougar mountain hillsides
26:03 including old-growth forests short and
26:07 long-term cost to taxpayers was brought
26:11 up by a few people
26:12 these were due to the steep slope
26:14 utilities mudslides diverted streams
26:20 these are all possibilities that could
26:23 happen in the future
26:25 the Issaquah Comprehensive Plan is not
26:28 being considered which was put into
26:30 place to protect our trees our canopies
26:33 and limit the size of the units of the
26:35 development these were just maybe eight
26:38 topics of the 32 discussed hmm after
26:44 much deliberation concerning the Taos
26:46 Newports thorough way which was the very
26:49 hot topic of the evening the GC
26:51 committee unanimously voted no they
26:55 instead recommended an emergency only
26:58 Road joining Tallis to the Bergsma
27:00 property the other issue was the
27:03 clustering variance and you the City
27:09 Council will have to decide after
27:11 viewing the video if an ample amount of
27:14 time was spent on this cluster portion
27:17 of the agreement there seemed to be some
27:20 confusion on the commissioners part it
27:23 could be maybe due to the lateness of
27:24 the hour they didn't start that segment
27:27 till 9:30 or just the amount of
27:31 information involved however the DC did
27:35 vote to recommend the cluster variance
27:37 by three to one so I just encourage you
27:42 as you study the various reports the
27:45 numerous variances and the
27:47 recommendations ask yourself if this is
27:50 the right decision or use for this
27:53 particular land thank you Thank You

28:14 my name is Julie Clark I live at nine
28:17 one five bear Ridge Court and to date I
28:22 have collected more than 110 signatures
28:25 from talis residents opposing the
28:28 connector road between talus and Newport
28:31 way via Bergsma and it may be surprising
28:36 to some of you that so many people do
28:39 not want what the city thinks we want
28:43 that got me thinking what other things
28:46 is the city asking for as part of the
28:48 development agreement for Bergsma a
28:50 small segment of sidewalk along Newports
28:53 way which won't connect to another
28:55 sidewalk 12 acres of land to be included
28:59 in the city or county park lands
29:02 wetlands mitigated to yet another part
29:05 of the city more steep and winding roads
29:08 and what is the cost of the shopping
29:13 list the Bergsma development comes with
29:16 a very expensive price tag
29:18 adding roads and unwanted traffic to our
29:21 quiet and safe neighborhoods clearing
29:24 our hillsides of the trees that support
29:26 our clean air digging out 88,000 cubic
29:30 yards of soil often unstable hillsides
29:33 I'm not a geotech engineer but I have
29:35 seen the effects of clearing land
29:37 unsaturated slopes even the geotech
29:40 engineers are unable to say with
29:42 accuracy what will happen once
29:44 vegetation is removed and the top layers
29:47 of soil are removed and the noise
29:51 construction trucks using compression
29:53 brakes as they haul equipment and soil
29:56 down the steep slopes from early morning
29:58 until late at night the construction
30:00 trucks needed to use compression breaks
30:02 in talus while preparing parcels 7 8 & 9
30:06 in 2014 and 15 so I would expect nothing
30:12 different on this particular slope
30:14 during the past two weeks I have heard
30:17 of homes condemned due to landslides
30:19 just below the Bergsma property I
30:21 learned about in earlier slides that
30:24 occurred in the late
30:26 80s on relatively flat ground where only
30:29 30,000 cubic yards of soil were removed
30:32 while a two million gallon water
30:34 reservoir was being built by the city of
30:37 Issaquah the Westside reservoir is right
30:41 next to the Bergsma property if that
30:43 parcel of land had streams below the
30:46 surface of the soil and was unstable it
30:49 seems foolish to believe the adjacent
30:51 land just because it has a different
30:53 owner would be any different this is an
30:57 expensive proposition that our community
30:59 does not want and cannot afford the
31:02 lower northeast segment of Cougar
31:04 Mountain is populated with streams and
31:06 the soil is frequently saturated please
31:09 do not allow the building of clustered
31:11 homes on the berg split property do not
31:13 create a shopping list of items for
31:15 projects we do not want we cannot take
31:18 care of what we currently have so please
31:21 do not add to the list of problems
31:23 needing to be fixed thank you thank you

32:57 chapel and campus this is my feedback

33:09 of what I understand the CEPA code is I
33:11 may have gotten wrong document I also
33:13 didn't go back and cross reference all
33:15 the our CW's and others other state code
33:18 so it's my laymen attempt to understand
33:22 that on the committee of the whole on
33:24 April 25th there were some presentations
33:26 for a be 73 47
33:39 the presentation does include the
33:51 the presentation does include the
33:53 Providence Heights campus as in yet it
34:02 presents the campus as an appendix B
34:05 that does the only reference to the
34:06 document this is important as well as I
34:17 would like so I'm just going to
34:19 reference that it's only by Bevin annex
34:21 B in the document itself in the CEPA
34:31 document I read three things and again
34:34 the lead agency understand is Issaquah
34:36 I've highlighted the parts that I think
34:38 are relevant and yellow the responsible
34:41 officials should be identified within
34:42 the CEPA documentation it can be
34:45 applying director it can be the mayor or
34:47 it can be a group such as Environmental
34:53 Committee or the City Council the second
34:57 is once in termination once an appeal is
35:03 made it can't then go back to the local
35:06 legislative body for appeal
35:08 so I think there's a chance or an
35:09 opportunity here to when there is a
35:15 pending or proposed legislation that
35:18 would demolish an existing structure
35:20 that has artistic cultural or store
35:23 preservation landmarks that there be a
35:25 different body than the city staff to
35:29 make that determination whether that
35:30 City Council with the Arts Commission
35:32 somewhere else or the City Council and
35:36 the third is that the existing
35:39 documentation does allow the existing
35:41 policy to remand to remove mitigated
35:45 determination of non significance based
35:49 on the fact that there was this April
35:51 25th meeting where there was seem to be
35:53 a significant recognition that the site
35:56 does have historical facts and to
35:59 mention the city can administrative
36:01 decide to remove that
36:04 mdns and let the process for for
36:08 historic preservation go forward I along
36:11 with others would like to see maybe some
36:13 repurpose of the campus for affordable
36:16 housing initiative which the city is
36:18 looking at and again I'm sure tisha will
36:24 go ahead and forward that to the rest of
36:25 you for review thank you thank you Steve

37:40 and several people spoken on it tonight
37:42 I'm just trying to get educated that's
37:45 why I came to the meeting tonight but I
37:47 don't know where the Bergsma property is
37:49 could somebody just put their finger on
37:50 it for me on that map SR and I can got
37:57 it that's all I wanted to know your
38:01 you'll won't you'll walk out of here a
38:04 wiser man
38:10 ken Eastman I reside at to 473 Northwest
38:15 Stoney Creek Drive I wanted to make a
38:19 couple of comments about development I
38:22 echo the sentiments of my neighbors who
38:25 talked about the Bergsma hearing and
38:28 some of the objections of the community
38:31 I would ask that you take those comments
38:34 seriously I agree with all of them
38:38 I'm personally an objection to Bergsma
38:42 for two very large reasons one is once
38:46 again we seem to be embarking on the
38:48 folly of building on steep slopes and
38:52 according to the Issaquah Press archives
38:54 we've tried that nine times in the last
38:57 30 years and had nine landslides so we
39:00 don't have such a great track record and
39:02 it appears to me all the smartest minds
39:04 that understand geology don't seem to
39:07 understand
39:08 geology when it comes to steep slopes
39:10 and building on them and all too often
39:13 it's the city that ends up having to
39:16 bail these failed projects out and we
39:20 know that from personal experience and
39:22 Talas the other objection I've got is
39:25 there's no way that you're going to
39:28 eliminate the impact of trucking eighty
39:31 eight thousand cubic yards of fill off
39:36 of that Bergsma property going through
39:38 the city of the sequa and impacting our
39:41 residents so I think this is a bad idea
39:44 my second comment about Bergsma is the
39:48 development agreement that was the topic
39:51 of the development commission session
39:54 several days ago and what we learned
39:57 there is that the development agreement
40:00 for Bergsma is one of several ways that
40:03 that property might be handled but yet
40:05 there was only one option discussed
40:09 there and that was the development
40:10 agreement so I would just ask city
40:13 council and Landon Shore members explore
40:17 all the options get all the facts
40:19 if you don't have all the facts and push
40:21 it back and ask for the facts
40:24 there's no rush here if you cut those
40:26 trees down and if you bold those that
40:29 property there's no putting it back and
40:32 we know that from our experience and
40:35 parcel 9 you can't put the hill back
40:37 after you do that so get it right Mike
40:40 main concern is that we may be enabling
40:43 development that might not happen
40:46 ordinarily through this development
40:49 agreement so please be careful
40:53 be thoughtful get the facts before you
40:55 even tackle the development agreement
40:57 and resist the urge to jump in there
40:59 with your red pen and make it better I'm
41:01 sure you could but maybe it's just not
41:04 right to begin with my third comment is
41:08 about the active projects in the city 22
41:12 pages on the Issaquah website that's a
41:14 lot of projects and I look at the level
41:19 of care on the projects that I'm
41:21 familiar with in my neighborhood and it
41:23 just seems to me like city staff has
41:25 stretched really really thin and I work
41:28 with these people occasionally they're
41:30 good people but they're over their skis
41:33 in terms of the workload that's on their
41:35 plate and we're considering yet another
41:37 complex project in Bergsma let's finish
41:41 what we've already started I mean we've
41:44 got parcels 7 & 8 they're three years
41:46 not one houses built
41:47 we've got Forest Heights has been in
41:50 process for two years we have the hill
41:54 slide and we have a pump station that
41:55 was started almost a year ago it's still
41:58 not finished I mean let's finish what we
42:01 start before we put anything more on
42:02 these people's plate so I would just ask
42:06 that and then the last comment I have is
42:09 just the expense of development
42:13 we're told the development pays for
42:14 itself that the developers fees pay for
42:17 all the city staff that's involved in
42:20 vetting a project and getting it through
42:22 from cradle to grave from the beginning
42:25 to the very end but have you ever seen
42:28 the accounting for that do you really
42:30 believe on a project-by-project basis
42:33 that what we collect from the developers
42:35 and what the city staff expends in time
42:38 in terms of resource dollarized really
42:41 balance out if you've seen those numbers
42:45 if you believe them that's all well and
42:47 good but if you don't know that for sure
42:49 I would just ask that you ask the
42:51 question how much does this really cost
42:54 us because at the end of the day what
42:57 doesn't get paid by the developer gets
42:59 paid by the taxpayers and then just a
43:02 closing comment
43:03 I wish all good wishes for the upcoming
43:06 election and please pay attention to
43:11 what your here in this room thank you

43:37 4 southeast 24th place and Sammamish
43:40 that's not a new squad but I do live
43:44 near the Providence Heights place
43:48 special place and I also live a nice
43:50 acquire school district so um so I am
43:56 interested in telling you that in what I
43:59 have heard is it I really appreciate
44:02 lots of space around the world but what
44:04 I've heard in Christianity is that the
44:06 one thing angels say to people is fear
44:09 not and I really feel that that's
44:13 important right now I've had to think of
44:15 that for the past few weeks and I know
44:18 other people have too and the City
44:23 Council has a great like opportunity for
44:28 public service to demonstrate that you
44:32 can give support to the staff of the
44:37 city of Issaquah and help them do the
44:41 right thing with Providence Heights help
44:43 you can help do the right thing there is
44:46 so much community support out there for
44:48 preservation of this entire campus and
44:51 the site not just the windows not just
44:54 the chapel but actually the whole thing
44:57 there are citizens who have you know
45:00 mobilized in very random and mysterious
45:04 ways met each other and are talking and
45:07 sharing information and generating
45:09 things that they are would be delighted
45:11 to share with all of you and funnel into
45:14 this public process and I say if we are
45:17 not because the city of Issaquah has a
45:21 legal ability according to the State
45:24 Department of Ecology to withdraw the
45:27 proposed determination of non
45:28 significance and the mitigated
45:30 determination of non significance you
45:33 know as a secondary less attractive
45:37 option the city has the ability to give
45:40 a public comment period for the proposed
45:43 or I'm sorry for the final mitigated
45:48 determination of non significance and if
45:51 that were to be the case I wouldn't have
45:53 you know there wouldn't need to be this
45:55 appeal process right now and it could
45:57 stay more local and it could stay more
45:59 with the you all the public servants the
46:02 planning staff all these great people
46:04 who are the most familiar with this
46:07 community and with the site and I guess
46:10 I'm saying fear not because I understand
46:14 that if the city said you know what we
46:17 need more time you know this is like
46:19 uncovering an arrowhead or indigenous
46:22 bones at this place we issued this
46:26 determination and 105 public comments
46:30 came in to City Hall which are viewable
46:31 by any of you it's in a paper file at
46:35 the Development Services Department
46:37 three of those were opposed no three of
46:41 those who are opposed to preservation
46:42 three of those actually they weren't
46:43 opposed to preservation they were in
46:45 favor of the demolition out of 105
46:47 comments and those three people also
46:51 said I want the windows preserved
46:55 whether that is even like financially or
46:58 physically feasible is totally unclear
47:00 there are other issues that I think were
47:05 uncovered like bones indigenous bones
47:08 indigenous arrow has near water such as
47:11 is this place owned by a church or is
47:14 this place owned by plateau campus LLC
47:18 that has potentially no connection to
47:21 City Church these what is the case law
47:25 in Washington State what is the legal
47:27 backing that the City Council has and
47:30 the city of its a qua planning staff for
47:33 preservation under whatever the facts
47:36 really are and it seems to me that
47:38 there's time that's needed to really
47:41 understand this and I think it really is
47:44 worth exploring and I'm speaking
47:48 especially to James Haney is the city
47:50 attorney I understand your job you're
47:52 trying to protect the city that's really
47:56 important and Robert Harrison the city
47:58 administrator and the City Council I
48:01 totally understand I just think I just
48:03 want to say free or not you know just
48:05 think of truth prevailing and whatever
48:08 happens happens but let's get this out
48:10 in the open and ventilated in a really
48:12 truly public process thanks a lot Thank

48:27 things to speak of this evening and one
48:29 just briefly I'd like to acknowledge
48:31 that this is Small Business Week and we
48:34 won't know that small businesses are
48:36 truly the backbone of our community and
48:39 we just on behalf of the Chamber of
48:41 Commerce want to acknowledge that and
48:42 thank all of the wonderful business
48:45 owners that choose to do business in
48:46 Issaquah it makes it truly enjoyable for
48:49 all of us and I am here again tonight to
48:53 speak on behalf of the Board of
48:54 Directors and to share their message
48:57 with the City Council the greater is a
49:00 quad Chamber of Commerce
49:02 thanks the city and the City Council for
49:04 all you do as a pro business advocate
49:07 for economic vitality
49:08 in the region the chamber supports
49:10 business opportunities that meet the
49:12 vision of the central Issaquah plan and
49:14 enhance the economic vitality of our
49:17 community we support projects that
49:19 improve mobility enhance the look and
49:22 feel of our business districts and bring
49:24 in goods and service that add value to
49:26 our region in terms of brought in terms
49:28 of job growth and higher paying wages on
49:32 the agenda this evening is once again
49:34 the Gilman loft project at the request
49:37 of some of our members we have been
49:38 asking surrounded businesses city staff
49:41 and council members about the project
49:43 businesses agree that this intersection
49:46 is a problem and requires a solution
49:47 that will enhance pedestrian safety
49:49 while moving traffic through the system
49:52 as smoothly as possible it appears that
49:54 many of the surrounding businesses are
49:56 in favor of the intersection
49:57 improvements and that all indications
50:00 are that the proposed signal provides a
50:02 preferred solution we would like to
50:04 point out that the project is will also
50:07 provide much needed office space create
50:09 opportunity for business growth and
50:11 better paying jobs in addition we also
50:15 ask for Swift completion to the work
50:17 being done on the moratorium we don't
50:20 want to miss any opportunity to attract
50:23 businesses and jobs to our community
50:25 during this time of significant business
50:27 growth in the region on behalf of the
50:29 Board of Directors in the chamber of
50:31 commerce and all the businesses we
50:32 represent thank you again for your
50:34 commitment to our future respectfully
50:37 the greater is the club Chamber of

50:55 the three trails agreement you have
50:57 tonight and the emphasis by the council
51:01 to the Development Commission about
51:02 studying the interface with the trail
51:04 and the plaza and that kind of thing so
51:05 that's good
51:06 Lake tradition glad to see that we maybe
51:09 will get a paving job down up there that
51:12 soils underneath that road is pretty
51:16 suspect and I I think when we get into
51:22 that we
51:22 really need to make sure we don't
51:24 understand the soils under there and end
51:28 up having a failed road in months years
51:31 or whatever and if it means some extra
51:33 money or something doesn't get fully
51:36 paved because we deal with the road to
51:39 make sure it just doesn't turn to
51:40 asphalt potholes instead of gravel
51:42 potholes it'll be worth it good to hear
51:46 there's going to be some signage money
51:48 on the day before Earth Day I was up at
51:51 the working on invasive plants up there
51:53 for five hours and I couldn't believe
51:55 how many people were parking down by
51:57 i-90 and walking up the road some
52:00 because they didn't know what they were
52:01 doing and some forgot their passes or
52:04 didn't have passes but there is an
52:06 alternative trail there and needs to be
52:08 signed well and get people on not on
52:11 this walking on this road because the
52:12 speeds are going to dramatically change
52:14 speaking of speeds talus and the
52:18 Highlands have been very vocal about
52:20 speed issues it came up constantly in
52:22 the Berg's my night and it's got a lot
52:26 of people against the connection of the
52:29 road just because they are so fearful of
52:32 the speeds that they are already seeing
52:34 and it's a very legitimate concern not
52:38 to suggest that he should connect the
52:39 road one fault I felt in the Bergsma
52:45 situation the other night was the first
52:48 part was about connecting whether we
52:51 connect the road or not and then it was
52:52 a separate meeting separate topic
52:54 whether we do a development agreement
52:56 and what are the terms of that
52:58 development agreement or we do a
52:59 conventional plat there was no
53:01 information offered about a conventional
53:04 plat if it were a conventional plat and
53:06 not a development agreement how many
53:08 homes what we have what are the impacts
53:10 we had no idea there wasn't really
53:12 discussed at all and I'm generally of
53:16 quite a fan of development agreements
53:18 and I think they do a lot of good things
53:19 but still there was never that
53:22 comparison made and I don't think the
53:24 development Commission had the
53:27 information they should have had thank
53:31 you

54:22 last week I attended the Keene County
54:25 Conservation District Board meeting and
54:31 we basically discussed at links there
54:34 was an urban forestry workgroup that the
54:38 board recommended to move forward with
54:41 their proposed work plan and this plan
54:44 focuses on tree canopy assessments
54:49 looking at this from the sound cities
54:52 associations overview the decision was
54:56 made to focus on tree canopy assessments
54:59 in South Qian County cities that this
55:02 was based on doing a lot of detailed
55:05 work and looking at maps on where this
55:07 has been done within King County and
55:09 there's very little that's been done
55:11 within South King County cities and I
55:14 just wanted to point out that this is
55:15 only for this year so it's a work plan
55:18 only for this year to encourage that
55:22 within South King counties cities and
55:24 then they'll be working on other other
55:27 areas
55:29 there was also an update on King
55:30 County's partnership with the wastewater
55:33 treatment plant and then some
55:37 information and overviews of some
55:40 absolutely amazing community gardens
55:42 that are that are going in all over
55:45 so that was a lot of fun also the
55:48 Eastside Human Services forum board will
55:51 meet May 17th at Bellevue City Hall and
55:55 that concludes my report

56:04 the Infrastructure Committee met on 20th
56:08 of April confusing and we had four items
56:11 on our agenda first one with South Cove
56:13 pressure reducing valve and that's on
56:16 the agenda tonight so I'll talk more
56:17 about that later the second one third
56:19 one kind of came together a little bit I
56:21 asked to talk about sidewalks and
56:24 sidewalk codes rolling into Complete
56:26 Streets and some of the things we're
56:27 working on on that and so an interesting
56:30 came up with the sidewalk codes that
56:32 exist now or from 1964 and and there's
56:37 been some case law that has shown those
56:39 to probably not be what would be
56:40 effective nowadays so in that discussion
56:45 what I'm hoping is we can work on next
56:48 year is maybe we can get it on our
56:49 agenda to try to update our sidewalk
56:51 codes as part of next year's work plan
56:54 so we can have a consistent system that
56:57 we can work on and that came a lot from
56:59 Complete Streets by which which streets
57:01 who work and on what whose sidewalks are
57:02 we doing what where who has
57:04 responsibility the landowner the the
57:07 city etc so that's where we hopefully we
57:10 can get that cleared up next year and
57:12 we'll continue also working on the
57:14 Complete Streets policy and criteria
57:18 that we started you've seen somewhat and
57:19 some of our committee meetings and the
57:22 whole and continue working on that to
57:23 get a final policy back to the council
57:25 hopefully soon just want to share one
57:29 comment audience comment while we're
57:31 there was one of the because it's been a
57:33 discussion a few places old town is felt
57:38 was it hasn't felt with an E and
57:39 currently a number of folks wanted to
57:41 drop the e one of the audience comments
57:43 was they came and looked at the
57:45 definition of old versus old with an E
57:47 and they said old without thee is just
57:49 old and not really flattering at all but
57:52 with you have the e on it it means
57:54 quaint cute those kinds of things and
57:57 they really suggest that we keep the key
57:59 it's gonna bring Nana Oh bill thank you
58:02 for educating us I'm just passing a word
58:06 alone all right
58:07 and then the you know halftime was we
58:10 worked on the regional agenda which is
58:12 also coming back you're the committee's
58:13 working on that as well
58:16 I'm the 19th I attended the regional
58:21 transit committee meeting and I talked a
58:23 little bit about this last time I also
58:24 talked about leadership that they have
58:27 the their new plan Metro is a 1 Center
58:30 City plan that is being developed
58:32 because of all the changes coming into
58:35 downtown Seattle and the concern of
58:37 congestion that's already very serious
58:39 with buses trying to get through
58:40 downtown and and I'm concerned the
58:45 the sca caucus is concerned RTC we may
58:49 bring that to SVA as a whole to maybe
58:52 take a policy position on that what I
58:55 encourage is that I'd like to talk also
58:58 a leadership to how Metro come and talk
59:00 to us and give us a briefing on one
59:02 Center City plan because I think it's
59:04 not really to the benefit of the east
59:06 side as much as it is to getting buses
59:08 through downtown Seattle and the main
59:10 thing would probably be that a lot of
59:12 buses that people can get a one seat
59:14 right into Seattle and places like that
59:16 now will probably turn it to a two-seat
59:17 ride of having to transfer because the
59:20 buses won't be going through downtown
59:22 you're going to transfer to get
59:23 somewhere in downtown so that's not
59:25 beneficial to us so I like to follow up
59:28 with that and with you and Bob's even
59:31 get that on the agenda I kind of like to
59:32 have that and there will be a follow-up
59:35 meeting I'm going to go to on this yes
59:37 with that I think you're going to go to
59:38 also mayor today I went to my first
59:43 meeting of the equity and social justice
59:45 committee tied to king conservation
59:48 district the brand new committee just
59:49 starting we'll be looking at equity and
59:51 social justice issues on how the King
59:53 Conservation District is having their
59:56 programs as well as their internal
59:59 workings so equity and social justice is
1:00:02 high on the King County agenda and so
1:00:05 they've taken this as everything they do
1:00:07 has we looked at through an equity and
1:00:08 social justice I so I'll be leaving in a
1:00:11 today it's a new committee and
1:00:12 and we just had our first meeting just
1:00:14 get to start to lay the groundwork I
1:00:16 have more report on that as we go on the
1:00:20 on the 10th of May coming up
1:00:23 well my Emergency Management Advisory
1:00:26 Committee will be meeting and will
1:00:28 follow up on the grants and whose what
1:00:31 proposals are going to be funded with
1:00:33 the grants under emergency management
1:00:34 coming from federal government and then
1:00:37 on the 11th the Eastside Fire Rescue
1:00:39 Committee meeting I'll be attending as
1:00:41 well none of those have neither of those
1:00:43 have agendas yet and that concludes my

1:00:49 regarding the Puget Sound Regional
1:00:52 Council's growth management policy board
1:00:53 our next meeting is this Thursday May
1:00:56 4th at 9:30 in doubt at PSR C
1:00:59 headquarters in downtown Seattle note
1:01:02 that that start time is 30 minutes
1:01:04 earlier than usual the key item on the
1:01:08 agenda there will be no action taken but
1:01:10 we will have a work session type
1:01:12 discussion about the alternatives being
1:01:15 proposed for the regional centers
1:01:18 framework alternatives to the tiered
1:01:20 system that that was recommended by the
1:01:23 working committee they recommended
1:01:24 potentially creating a tiered system of
1:01:26 regional centers there's been a lot of
1:01:29 discussion about that and a lot of
1:01:32 alternative ideas put forward my intent
1:01:35 is to summarize is to go through this
1:01:36 conversation and to get summary and
1:01:39 bring more because no action is being
1:01:41 taken and will happen in the future
1:01:44 I'll bring the key points of that
1:01:46 discussion back to this council so that
1:01:48 we can talk about it and I can get all
1:01:50 of your input regarding regarding our
1:01:55 interest in the direction that the the
1:01:58 tiered system goes that is my only

1:02:05 council services and Safety Committee
1:02:07 will be meeting next Tuesday May 9th at
1:02:10 6:30 p.m. here in council chambers the
1:02:13 agenda is still TBD some cities

1:02:16 night Wednesday May 10th at 7 p.m. in
1:02:19 Renton city hall we have a number of
1:02:20 items there's only one action item and
1:02:23 it is appointments which are
1:02:25 non-controversial and then we have a
1:02:28 number of topics for discussions that I
1:02:31 will potentially be coming back to
1:02:32 report do you find folks here including
1:02:35 regional affordable housing strategy and
1:02:38 then to fundraising things that are both
1:02:43 potentially on the ballot this fall the
1:02:47 the renewal or expansion of the veteran
1:02:50 in human services levy which my
1:02:52 understanding is is there's some
1:02:55 question right now about whether it's
1:02:56 just going to be renewed or whether it's
1:02:58 can be expanded and then the cultural
1:03:00 access sales tax which my understanding

1:03:36 Thank You mr. mayor on Friday April 21st
1:03:42 I attended the chamber board meeting and
1:03:44 we had some updates from city manager
1:03:47 and my city administrator myself on the
1:03:49 moratorium and in particular also some
1:03:52 road closures around town both long-term
1:03:54 and short-term I attended the Eastside
1:03:57 Fire and Rescue Finance and
1:03:59 Administration Committee meeting on
1:04:00 April 26 headquarters we had two items
1:04:04 on our agenda we discussed fire chief
1:04:07 performance evaluation and compensation
1:04:09 this topic came back up after we had
1:04:12 reworked the fire chief's performance
1:04:15 evaluation review process this year
1:04:17 decided we needed to have a second
1:04:19 conversation about how to link that
1:04:20 through compensation so this is the work
1:04:22 I did and that's going to stay there for
1:04:23 a while as the committee reviews input
1:04:25 from its different partner organizations
1:04:27 the second thing was the discussion of
1:04:29 the Capitals facilities maintenance fund
1:04:31 this conversational gwon over several
1:04:34 meetings it's a pulling together of all
1:04:36 the old policies and procedures related
1:04:38 to how we do this plan
1:04:39 and taking a new look at them and
1:04:41 putting them together in a more
1:04:43 understandable manner so this work item
1:04:45 will also be coming back with some
1:04:47 policy questions that they'll be looking
1:04:49 for direction from our city at some
1:04:50 point in time and the cascade water
1:04:54 Alliance board meeting in Bellevue I
1:04:57 attended that last week missing the date
1:04:59 but I'm sure the mayor will talk about
1:05:01 it in his report that's all folks on

1:05:48 little bit about tonight I would like to
1:05:50 let the public and fellow council
1:05:53 members know that the Burgman
1:05:55 development agreement will take at least
1:05:57 two meetings and we discussed that at
1:05:59 frame land and shore the plan is to are
1:06:02 my intent as a chair is to have there be
1:06:06 a presentation and an opportunity for
1:06:08 questions from the committee members as
1:06:11 I'm in comments from the public and then
1:06:14 come back at the meeting in June and
1:06:18 your answers to our questions and have
1:06:21 more discussion and if it's appropriate
1:06:22 at that time take action if we're not
1:06:24 ready then we're not ready but I just
1:06:26 wanted everybody to know that this is
1:06:28 not going to be a one meeting discussion
1:06:31 Genda bill 73 16 sustainable build an
1:06:35 action strategy we also will be
1:06:38 discussing next on the agenda vertical

1:06:51 nearing the end of their contract

1:07:25 of our neighbors have completed cert
1:07:28 training and are ready to lend a hand
1:07:31 during emergencies I'm pleased to share
1:07:35 with you that the state's 2017 to 2019
1:07:40 proposed transportation budget
1:07:44 accelerates the timeline for much-needed
1:07:47 upgrades to the i-90 s r18 interchange
1:07:51 as well as 1.5 million dollars for
1:07:55 improvements at our 900 / 12th Avenue
1:08:00 here in Issaquah also wash dot was
1:08:04 directed to look at the advisability of
1:08:08 a roundabout at sr 900 and Maple Valley
1:08:14 Road which might take some pressure off
1:08:18 the Squa Hobart Road as part of the
1:08:22 city's development moratorium work plan
1:08:25 my department services team is hosting
1:08:28 two community meetings about central
1:08:31 squad district visions first is 5:30 to
1:08:36 7:00 p.m. May 10th at the Atlas
1:08:39 apartments and the second is 5:30 to
1:08:43 7:00 p.m. a 17th at Pickering barn

1:08:56 washed-out to prepare for the upcoming
1:08:58 peak shoulder lane project all

1:12:51 construction and to provide an update on
1:12:55 that project is the director of Parks
1:13:00 and Recreation jeff Watling but you got
1:13:05 it up there whoa
1:13:06 yes mayor thank you good evening council
1:13:10 sorry I'll choked up this item is on the
1:13:14 agenda tonight as a referral to services
1:13:17 and safety next Tuesday the 9th given
1:13:23 the discussion so that we had last
1:13:25 December during the budget the
1:13:27 complexities of this project and the
1:13:29 bids we wanted
1:13:30 provide you a quick overview and a
1:13:32 little bit of a review of the work and
1:13:36 now that we've opened bids to refresh
1:13:39 what our discussion was last December
1:13:41 and how we're preparing to have this
1:13:43 discussion next Tuesday potential award
1:13:47 of this bid later in May would allow for
1:13:50 completion of this 2013 park bond
1:13:54 project the project addresses current
1:13:58 and future athletic field capacity needs
1:14:01 by converting the existing grass
1:14:06 baseball field and delighted multi-use
1:14:08 synthetic turf the estimated hours the
1:14:11 estimated annual hours of available use
1:14:14 will increase fourfold from about 500
1:14:17 hours a year to a little over
1:14:19 conservatively speaking a little over
1:14:21 2,000 hours a year that's just one
1:14:24 example of a really good return on the
1:14:26 investment so disappointing those though
1:14:29 that I'll highlight in this is as we
1:14:32 open bids those bids came in higher than
1:14:35 been our estimates this is not unlike
1:14:38 what other Eastside cities and King
1:14:42 County cities are certainly experiencing
1:14:47 when we last met when we had this
1:14:49 discussion in December if you recall
1:14:51 even then as we were looking at how to
1:14:53 accomplish and really balance
1:14:55 accomplishing the the park bond
1:14:57 commitment but certainly doing in a
1:14:59 fiscally responsible way consensus was
1:15:02 reached through our discussions that we
1:15:03 would phase this pad one project and you
1:15:06 recall a bulk of that phase phasing
1:15:08 strategy was to take advantage of
1:15:10 existing parking existing paved areas to
1:15:13 create parking rather than building
1:15:16 doing full build-out of the parking lot
1:15:17 allow that to happen when pad four is
1:15:20 done in that consensus we agreed to
1:15:22 proceed with final design and permitting
1:15:24 which we have been doing through this
1:15:27 first quarter also those consensus
1:15:30 reached to create some bid alternatives
1:15:33 to some of the key elements of this
1:15:35 project to again give ourselves some
1:15:36 flexibility if you remember and I'll go
1:15:39 through the list here on the next slide
1:15:40 what some of those bid alternates were
1:15:44 certainly some priority commitments but
1:15:46 again flexibility is an important
1:15:47 approach to to this we also in that
1:15:51 discussion had the conversation in the
1:15:54 acknowledgement that additional funding
1:15:55 would likely be needed but rather than
1:15:58 trying to identify what that is based on
1:16:00 cost estimate we agreed to proceed with
1:16:03 bid bid Awards so we could have that
1:16:07 discussion and look at those bid
1:16:09 alternates with real numbers with actual
1:16:11 bid numbers as our information just to
1:16:16 highlight a little bit the layout of the
1:16:19 bid the layout of the project itself the
1:16:24 base the base project really is a bulk
1:16:27 of this bulk of this work if you
1:16:29 remember from our discussion in December
1:16:31 we looked at our existing revenues and
1:16:33 asked ourselves that question what could
1:16:34 we get done with existing revenues that
1:16:37 we had that really made up and comprised
1:16:40 what we're hoping would be the base of
1:16:42 this project that base really included
1:16:45 the the athletic field itself the
1:16:47 conversion the new synthetic turf and
1:16:49 the lighting it also included some work
1:16:52 that we would need to do for the interim
1:16:54 parking spaces I'll note on this you'll
1:16:58 see in parentheses with a couple of
1:16:59 these it's a KC da another strategy that
1:17:03 we took as we proceeded with this
1:17:05 project and design is we have been a
1:17:07 member of a co-op case EDA for a number
1:17:11 of decades
1:17:12 KC da goes out on behalf of cities and
1:17:15 school districts bids out materials they
1:17:18 have done a bid process for synthetic
1:17:20 turf as well as athletic field lighting
1:17:23 so as a way and a means of buying direct
1:17:26 and saving ourselves some money we're
1:17:28 purchasing the turf from KC da as well
1:17:32 through KC da you'll see as a base bid
1:17:36 we had the metal-halide lights where the
1:17:38 for the traditional historical
1:17:42 technology through KC da we've also
1:17:44 through KC da gotten a bid at price for
1:17:47 those LED lights as we're looking at the
1:17:50 options once we had the base bid in
1:17:54 place we created what ended up being 4l
1:17:58 you'll see option one there is the LED
1:18:00 lights that's not a bit alternate but it
1:18:02 will as our discussions ensue with you
1:18:04 and with services and safety that will
1:18:07 really be the first option we look at
1:18:09 but it'll really be rather than a bit
1:18:11 alternate choosing which which invoice
1:18:14 we want to go with with the K CDA
1:18:16 purchase the other alternates really
1:18:18 started to fall in place from our
1:18:20 discussion in December the road safety
1:18:23 improvements this is the discussion we
1:18:25 had on Central Park Lane we have some
1:18:27 parking spaces that are really
1:18:29 functionally not working well and so
1:18:32 this would expand those parking spaces
1:18:34 by 2 feet to add much more functionality
1:18:38 and really address a historico l--
1:18:42 challenging issue there at the park the
1:18:44 other alternatives as we discussed the
1:18:46 picnic shelter we separated as an alt we
1:18:49 then took amenities some of the
1:18:51 amenities and separated those into what
1:18:54 we felt were two relatively logical
1:18:55 alternatives to again give ourselves
1:18:58 some some flexibility as we've received
1:19:02 bids and have a discussion on scope of
1:19:04 this project so we opened bids
1:19:08 last Wednesday the 26th two bids were
1:19:11 received
1:19:14 unfortunately the apparent low bid not
1:19:17 by a lot but the apparent low bid had a
1:19:19 calculation error and ended up
1:19:22 withdrawing their bid due to that
1:19:24 calculation error on their final bid
1:19:26 sheet looking comparatively though at
1:19:30 those two bids to to put that
1:19:32 calculation incorrectly in correctly to
1:19:37 look at it they were within about less
1:19:40 than 5% of each other two point seven
1:19:43 seven million dollar bid and a two point
1:19:45 six four million dollar bid as I said
1:19:48 earlier unfortunately these numbers are
1:19:50 above our estimate we're in process as
1:19:54 we did this on Wednesday of continuing
1:19:56 to analyze why that is it appears that a
1:19:59 bulk of these increased costs are within
1:20:04 the base bid but again we'll know more
1:20:07 as we're working with the designer on
1:20:11 in the end looking at rough order
1:20:14 magnitude in December if you recall we
1:20:16 were looking at these bid alternates
1:20:18 needing to be likely in the range of
1:20:21 about four hundred and fifteen thousand
1:20:22 dollars of additional funding we would
1:20:24 need to identify these bids represent
1:20:28 about a eight hundred thousand dollar
1:20:31 increase from that so we're going to
1:20:33 need to have some very critical
1:20:34 conversation as we go into services and
1:20:37 safety next week real quickly with
1:20:40 schedule here we are tonight services
1:20:42 and safety on Tuesday pending that
1:20:43 discussion we're scheduled now to come
1:20:46 back to you on the 15th for potential
1:20:51 award or continued discussion as we
1:20:55 looked at framing what these options are
1:20:58 and really trying to set some of these
1:21:01 policy questions for services and safety
1:21:04 our approach will be looking at really
1:21:06 three buckets of options the first one
1:21:08 would be what would it look like to
1:21:09 reject these bids and rebid what is that
1:21:13 what is the climate like is that
1:21:15 advantageous to us or not
1:21:17 looking at the pros cons and trade-offs
1:21:19 of that that second bucket looking at
1:21:22 awarding the bid really takes various
1:21:24 forms and as we're working on the staff
1:21:26 memo and work through the discussion
1:21:27 next Tuesday we'll look through what it
1:21:30 would what it would look like to award
1:21:32 the base in any variety of all or
1:21:35 portion of those bid alternates and what
1:21:37 that does and what the pros and cons are
1:21:39 for that another option that we'll
1:21:42 explore from a pro/con standpoint is
1:21:44 what would it look like to reject the
1:21:46 bids and rebid at a future date what
1:21:49 might that gain us what might not that
1:21:51 gain us what risks are involved there so
1:21:57 that really is an overview I think in
1:22:01 closing I would just add a contextual
1:22:04 piece a little bit as we're looking
1:22:06 ahead it's pretty clear in our work
1:22:08 these last couple of months in this
1:22:10 first part of the year as we wrap up
1:22:12 confluence park phase two here in the
1:22:15 coming weeks as we are preparing this
1:22:18 bid discussion for Central Park these
1:22:20 are two the last two remaining 2013 Park
1:22:23 bond topics so they
1:22:24 really been a lot of our focus these
1:22:27 last year while we're doing this work
1:22:29 though excited to say that the park
1:22:31 strategic plan effort continues to
1:22:34 unfold we've wrapped up the listen &
1:22:36 Learn session and and I just say that in
1:22:38 context that that's going to certainly
1:22:39 help us identify and prioritize what the
1:22:42 next set of investments throughout the
1:22:44 entire parks trails and open space
1:22:46 system will look like and help position
1:22:48 us for really what will become a cycle
1:22:51 of site-specific capital projects and
1:22:54 also looking into the future on what his
1:22:56 next series of investments will be
1:22:59 throughout our our park system
1:23:01 so with that questions are there
1:23:04 questions councilmember marks so I think
1:23:14 that in terms of this coming back to
1:23:19 services I am curious what factors or
1:23:26 criteria or questions my fellow council
1:23:29 members that are not on services will
1:23:32 have about this for us to inquire about
1:23:36 and ruminate on and consider Jeff didn't
1:23:41 put up but basically I think that the
1:23:44 total numbers weren't they the original
1:23:46 was grand total was at 3.7 3.7 is what
1:23:51 we have in revenues right now yes right
1:23:53 so about 3.7 we were talking about 400
1:23:56 adoptions so about 4.1 now we're saying
1:23:59 we're going to need about 4.2 for the
1:24:02 core package based on the bids and maybe
1:24:05 650 for the options for grand total of
1:24:10 so one way to think about it is the
1:24:13 monies that we were sort of thinking
1:24:14 about is options would need to go
1:24:19 towards the core and then we'd need to
1:24:21 come up with more money for the for the
1:24:22 option so I'm really my hope this
1:24:25 evening is I'm not sure process wise how
1:24:27 it goes but I'm hearing what concerns my
1:24:30 fellow council members have for us to us
1:24:33 to discharge our duties and services
1:24:35 remember Paulie that's a great question
1:24:38 I'm glad you're asking us ahead of time
1:24:40 I'll go back to her budget talks in the
1:24:42 fall and we spent a lot of time on how
1:24:46 this number was going to work and
1:24:47 breakdown and I think concern I've
1:24:50 always had with our parks estimating and
1:24:55 and where we're going to go with this is
1:24:56 that we have a limited amount of money
1:24:58 in the mitigation fund and we don't have
1:25:00 the strategic plan done yet and so I
1:25:02 don't want to see the mitigation fund
1:25:05 used as a bank again because we have not
1:25:08 actually finished that strategic plan
1:25:10 and we don't know what we're not getting
1:25:11 when we spend it down on other things
1:25:13 and so that's a big heavy lift I'm not
1:25:16 really sure how you guys going to deal
1:25:17 with it but that was a concern that was
1:25:19 pretty pretty thoroughly talked about it
1:25:23 to budget session October Ramos
1:25:28 yeah similar so if I can kind of recap
1:25:31 you the original quest was about a
1:25:34 million dollars out of mitigation fund
1:25:35 and it looks like about a million more
1:25:37 so about two million dollars additional
1:25:39 than what I think we're originally set
1:25:42 up if I'm trying to keep that in
1:25:43 perspective and I'm about right and I
1:25:46 can send you some more comments as I
1:25:48 look at this a little more closer you
1:25:49 know before you meet it services and
1:25:51 safety but you're talking some serious
1:25:54 money here and not knowing where that's
1:25:56 coming from and that's that's a big
1:25:58 concern

1:29:23 little short-handed one evening so so
1:29:25 there is an existing motion on on the
1:29:28 floor and and that make it amended
1:29:31 tonight based on some of the information
1:29:33 so I thought I would do a quick
1:29:35 presentation you've heard from a number
1:29:37 of interested businesses in the chamber
1:29:41 who have talked about this particular
1:29:42 agenda bill I believe you also received
1:29:45 an email today from the Cascade Bicycle
1:29:48 so I want to make sure that we recognize
1:29:50 that so the proposal is to execute a
1:29:53 development agreement to allow
1:29:54 four-story 60,000 plus or minus square
1:29:57 foot mixed-use project to move forward
1:29:59 during the moratorium the reasons why
1:30:02 the applicant has asked for this
1:30:04 development agreement is there's the
1:30:06 opportunity for some cost savings while
1:30:08 they are out there doing construction
1:30:10 within Gilman and they also are looking
1:30:14 for some investment surety right now
1:30:17 they have an investor for the Gilman
1:30:18 lofts project as you heard from mr.
1:30:20 power
1:30:22 earlier this evening they also have
1:30:25 funding to do a single story retail
1:30:27 building in this location and so they're
1:30:30 just wanting to move forward with one
1:30:31 project or another so they have asked a
1:30:34 partner with the city and the
1:30:35 construction of the three trails
1:30:36 signalized intersection of gilman as
1:30:40 we've talked about previously that
1:30:43 signalized intersection will improve
1:30:45 access for pedestrians and bicycles
1:30:47 wanting to cross Gilman in this location
1:30:49 it's improved vehicular access from
1:30:52 juniper to Gilman and it does not
1:30:55 decrease access to other Northside
1:30:57 businesses which might otherwise be
1:30:59 impacted by C curb which we talked about
1:31:01 earlier the project site is located on
1:31:05 this map
1:31:06 it's basically Picacho restaurant is
1:31:09 right here the automotive center as we
1:31:13 heard from testimony this evening it's
1:31:15 located right here this is Gilman and
1:31:18 this is the King County trail right here
1:31:20 juniper is right here so summarizing
1:31:26 traffic with traffic signal the inner
1:31:29 the overall intersection level of
1:31:31 service is B currently and then moves to
1:31:35 D which is the city standard in 2030
1:31:38 although C curbing will be installed
1:31:41 Northside Gilman properties will be able
1:31:43 to access Gilman at the new traffic
1:31:46 signal due to the fact that there's
1:31:48 surplus right away on the north side of
1:31:50 Gilman pedestrian and bicycle crossing
1:31:53 of Gilman is significantly improved and
1:31:55 without the signal C curbing will be
1:31:58 installed pursuant to the current permit
1:32:02 so I'm not going to read all this unless
1:32:04 you want me to but in the agenda bill
1:32:08 there's a there's a revision to to the
1:32:13 provisions for both urban design and
1:32:14 architectural fit this came out of the
1:32:17 last council conversation and if I were
1:32:20 to read all this what you would see is
1:32:22 that the applicant has agreed to have
1:32:26 their project be reviewed either by
1:32:29 design guidelines that are prepared by
1:32:32 the cities and consultant that's working
1:32:34 on central Issaquah plan
1:32:35 architectural fit and urban design or if
1:32:38 those guidelines are not ready for
1:32:40 review of a project that they would
1:32:43 actually submit their proposal to our
1:32:45 consultant to provide a review as part
1:32:48 of the DC process so that's where I'm
1:32:51 going to stop tonight unless you all
1:32:53 have questions and I do have traffic
1:32:56 folks to help me out if I need them
1:32:58 sitting in the back row so as a reminder
1:33:01 the motion on the floor as to buy
1:33:04 council president Goodman and seconded
1:33:06 by councilmember Polly was to approve
1:33:09 resolution number 2017 to 0-3 approving
1:33:14 the Gilman lost three-tail free trails
1:33:17 development agreement and direct the
1:33:20 finance director to include three
1:33:21 hundred and seventy five thousand
1:33:23 dollars in a subsequent 2017 budget
1:33:26 amendment utilizing seventy five
1:33:29 thousand dollars from the mitigation
1:33:31 fund and three hundred thousand dollars
1:33:33 from the general fund that is the motion
1:33:40 on the floor that's what we think
1:33:45 goodbye thank you so what you have up
1:33:49 here for the urban design architectural
1:33:50 fit the revisions that are reflected in
1:33:53 the development agreement that's in the
1:33:55 packet tonight thank you very much um
1:33:57 this the motion that's on the floor
1:34:02 would encompass these changes it would
1:34:05 not so there's an alternate motion if
1:34:07 you see in the agenda bill it's actually
1:34:10 listed at the end of the update section
1:34:13 and if you would like I can read it for
1:34:16 you if you can't find it found it
1:34:19 okay I found it in Fred's packet I would
1:34:23 move to amend resolution number twenty
1:34:26 1703 approving the Gilman lofts three
1:34:29 trails development agreement by
1:34:30 replacing Exhibit A to the resolution
1:34:32 with the revised development agreement
1:34:34 dated April 25th 2017 exhibit K second
1:34:38 moved and seconded there
1:34:41 is an amendment on the floor discussion
1:34:45 on the amendment councilmember Polly you
1:34:47 mr. mayor um keep it they're not all
1:34:50 actually one other change to the
1:34:52 language having to do with the trail
1:34:56 connection and they're not a third one
1:34:59 that we might want to highlight yes so
1:35:02 we we also find that so we included so
1:35:21 so the way that the trail section reads
1:35:23 right now in the in the revised Exhibit
1:35:26 A it says that design of the plaza will
1:35:31 be let's see it's part of the land use
1:35:33 permit the development and the city will
1:35:35 the developer in the city will work to
1:35:37 provide an engaging edge for pedestrians
1:35:40 and bicycles in the form of a Plaza on
1:35:43 the proposal site which will allow the
1:35:46 project to interface with the trail and
1:35:48 will provide an attractive edge for the
1:35:49 project the design of the plaza will be
1:35:51 consistent with and reviewed against the
1:35:53 plaza standards section thirteen point
1:35:56 five that's out of the central Issaquah
1:35:58 standards as well as any design
1:36:01 guidelines or standards draft or final
1:36:03 prepared by the city CIP central
1:36:05 Issaquah plan consultant as part of the
1:36:07 2016-2017 development moratorium so we
1:36:11 also included looking at the plaza piece
1:36:13 so that would it be incorporated into
1:36:15 the urban design component that's up on
1:36:18 the screen right now but we specifically
1:36:20 talked about the interface between
1:36:22 because it's an off-site improvement
1:36:24 technically working that specifically
1:36:27 yes were there any other edits beside
1:36:30 that or those are good those are the two
1:36:32 in the last version we also had included
1:36:34 a piece on the bus stop which is section
1:36:47 yes I think that's of significance I
1:36:50 think those were the only amendments and
1:36:52 then a final question on budget if
1:36:54 that's okay so this is asking for the
1:36:57 council to approve an additional
1:36:59 authorization of three hundred and some
1:37:02 thousand dollars with that included in
1:37:04 the 2017 budget or is that a new ask
1:37:07 it's a new ask and how would we
1:37:12 I would we know that we can actually
1:37:14 afford to do that our finance directors
1:37:17 here I would I would ask her if she's
1:37:24 comfortable yielding that question Bob
1:37:27 oh yeah Bobby to top the next report
1:37:30 will actually be from the finance
1:37:31 director and if you look at that see
1:37:36 page 426 of your packet they see the
1:37:40 fund balance there and the growth of
1:37:43 that we've got you read that I can't
1:37:45 read it
1:37:46 oh yeah seventeen million eighty eight
1:37:50 thousand nine hundred fifty-eight and
1:37:53 then what's the cash man that's six
1:37:56 million one hundred sixteen thousand 186
1:37:59 so there's about an eleven million
1:38:01 dollar difference between what the
1:38:03 council policy is on fund balance and
1:38:05 what we actually have to the positive so
1:38:08 there would be we would suggest that the
1:38:10 funds would come out of that ending fund
1:38:12 balance for the year that is not a
1:38:15 different hash fund balance than we
1:38:18 estimated we were going to have we were
1:38:22 making decisions in December so a
1:38:25 healthier position I were to healthier
1:38:27 position I'm sure the finance director
1:38:29 when she does report maybe understand
1:38:34 any additional questions or discussion
1:38:36 on the amendment
1:38:38 council member Ramos okay I would buy
1:38:41 all go ahead I'm not giving a minute
1:38:46 okay last time we were discussing this
1:38:51 there was conversations about the
1:38:54 traffic study
1:38:56 whether or not an intersection was
1:38:58 really justified or not now I think I
1:39:01 see some additional information a letter
1:39:04 dated just a late in April from our
1:39:08 consultants regarding this is the one
1:39:11 from TSI where I'm going to quote from
1:39:16 part of the letter it says the
1:39:19 additional p.m. peak our trips do not
1:39:21 require the construction of a traffic
1:39:23 signal or any additional traffic control
1:39:26 letter measures beyond the already
1:39:27 conditioned sea curb so I believe I
1:39:33 understand the intent of this but and so
1:39:38 I'll take a I'll take a swing at that
1:39:40 and please correct me but and I think my
1:39:43 colleague councilman Ramos mentioned
1:39:46 last asked a very good question
1:39:48 why why is the city considering any
1:39:54 funding for this intersection if indeed
1:39:57 the development warranted a intersection
1:40:01 being Sun lighted intersection be
1:40:02 constructed and installed due to the
1:40:06 impacts due to the development than they
1:40:08 should bear the cost of that and and so
1:40:13 not sure if it was put in the packet
1:40:15 explicitly but based upon this message
1:40:18 and the date of it and how it followed
1:40:20 our last one I think this is the intent
1:40:23 is to is that we have a professional
1:40:25 opinion that even the lofts proposal
1:40:32 which who says it says here will
1:40:35 generate 19 more trips than the original
1:40:37 proposal which was already vested which
1:40:40 was the tire superstore that that
1:40:43 because it doesn't generate an
1:40:44 intersection if we want an intersection
1:40:46 and the developer is willing to build
1:40:48 the intersection for the reasons that
1:40:50 are covered within this this but you've
1:40:52 already mentioned tonight that this is
1:40:54 this is the piece that says yeah if we
1:40:56 want it it's that it is it makes sense
1:41:02 that we pay for part of it
1:41:04 because it's above and beyond what is
1:41:06 actually required by the development
1:41:08 could you respond to that
1:41:10 yes councilman were winners tonight
1:41:12 that's exactly what that is saying and
1:41:14 and so what we believe is that the lofts
1:41:18 project does not trip all of the
1:41:21 warrants to generate the requirement for
1:41:24 a traffic light in this location but
1:41:27 because the applicant sees the benefit
1:41:29 of having a traffic light and because we
1:41:32 also have in our adopted plans a traffic
1:41:36 light in this location it's an
1:41:37 opportunity for a partnership for where
1:41:41 the city could potentially get a one
1:41:43 point four million dollar asset for 375
1:41:47 that's that's I think what we're talking
1:41:50 about and so I'm just wondering if we
1:41:57 strayed a little bit there is an
1:41:58 amendment on the floor that we have not
1:42:01 acted on and it seems like the
1:42:04 discussion right now would be on a
1:42:08 motion itself so I'm going to call for a
1:42:13 vote on the amendment and then begin
1:42:15 discussion so all those in favor for
1:42:18 proving the amendment to amend the
1:42:22 resolution well I just wanted to maybe
1:42:28 one last call for council members who
1:42:30 have questions or comments about the
1:42:31 amendment just let's just be clear

1:42:43 repeating all of the words in the

1:43:01 I want to thank my fellow council
1:43:03 members for deferring this I was one of
1:43:06 the two council members who was out sick
1:43:08 two weeks ago thank you very much as my
1:43:12 fellow council members now I'm very
1:43:14 excited about this project I feel it's
1:43:17 it's well worth considering it despite
1:43:21 the moratorium that we have right now
1:43:23 the sort of living wage jobs that I have
1:43:27 been focused on for eight years so I'm
1:43:30 very excited I'm excited that the
1:43:32 administration came back the last
1:43:33 meeting with a quite a bit of the
1:43:36 information that my fellow council
1:43:38 members had requested in regards to
1:43:40 traffic and the role of the trail in
1:43:44 regards to the to the project so I
1:43:46 continue to be excited and look forward
1:43:48 to supporting this deceiving
1:43:51 councilmember Paddy's so I would like to
1:43:55 echo what
1:43:57 councilmember marks just talked about I
1:44:00 with this particular project I very much
1:44:04 liked the project in the beginning I
1:44:06 think that having the office space in
1:44:09 retail is something that's very needed
1:44:12 in the central Issaquah core i sat on
1:44:16 Landon Shore through the committee
1:44:18 meetings and it was became a difficult
1:44:21 decision for a couple different reasons
1:44:23 one was looking at approving a
1:44:26 development agreement during the
1:44:28 moratorium and we've talked a lot about
1:44:30 the community benefit and what the bar
1:44:33 of the community benefit is and so I
1:44:36 really needed to focus in and try to
1:44:39 look at that community benefit bar and
1:44:43 also the signalized intersection and the
1:44:46 traffic flow the impacts to juniper and
1:44:49 Gilman I very much appreciate all the
1:44:52 additional information that staff has
1:44:54 brought forward in regard to the traffic
1:44:58 flow the level of service the
1:45:00 architectural fit and review and all of
1:45:04 this information has enabled me to to be
1:45:07 able to continue to support this project
1:45:09 I see the community benefit for a few
1:45:12 different reasons the trail connectivity
1:45:15 the pedestrian safety the car safety
1:45:19 accessing Gilman from juniper and
1:45:22 Rainier the traffic flow studies and the
1:45:26 focus on future level of service was
1:45:28 really important to me and the agreement
1:45:32 now to use the architectural
1:45:35 and urban design draft language was all
1:45:39 very helpful and again I just wanted to
1:45:42 reiterate that the decision tonight is
1:45:43 not whether something will be built on
1:45:47 this property but what will be built on
1:45:50 this property so the single-story
1:45:52 surface parking with with the C curb
1:45:56 we've heard a lot of feedback from
1:45:58 business owners about the impact or
1:46:02 much-needed office space that after
1:46:06 three years on economic vitality we we
1:46:08 talk a lot about being able to to supply
1:46:11 that I see that the the fit within the
1:46:16 central Issaquah plan and the
1:46:18 signalization and all of the other
1:46:20 reasons i've talked about to me it does
1:46:23 meet the community bar councilmember
1:46:29 Olmos
1:46:30 yes I'd like to say first to start that
1:46:33 I I support the concept of this project
1:46:35 and where we're heading with it and in
1:46:37 the signal and so forth I still have a
1:46:39 concern from the last council meeting
1:46:40 and I don't know as I've would have
1:46:44 convince anybody otherwise but I think
1:46:45 my concerns are valid and in this
1:46:48 process I do feel that the Issaquah is
1:46:52 paying maybe more than we should be if
1:46:55 you look at I think we're just getting
1:46:57 confusing apples and oranges a little
1:46:58 bit the the original permit that
1:47:01 required to see curb and we can discuss
1:47:03 what a C curve was was a good decision
1:47:05 or not but it it was made now when we
1:47:08 reopen the project because of change of
1:47:12 conditions then not only developer gets
1:47:15 reopen the project but the city gets to
1:47:16 reopen the project and look at our
1:47:18 requirements and the C curve is
1:47:20 something that is detrimental to the
1:47:22 neighboring businesses and I just don't
1:47:24 believe that we should ever as a city
1:47:26 require some mitigation for a new
1:47:28 business that is detrimental to existing
1:47:30 business and that decision you know I
1:47:34 just don't agree with originally but now
1:47:36 and we would have to live with it but at
1:47:37 this point we have a chance to open that
1:47:39 up and rediscover C curb doesn't work
1:47:45 because it technically may work traffic
1:47:47 wise for this project to have
1:47:49 the minimum safety requirement it
1:47:51 doesn't meet the whole city requirement
1:47:54 which is more than just a traffic
1:47:55 engineer would look at which says
1:47:57 there's detriment to the people
1:47:59 neighboring you for this requirement so
1:48:01 we may have to go to a higher one than
1:48:03 maybe just a traffic count would do so
1:48:05 that's that's what bothers me
1:48:07 and and it sounds like people are
1:48:09 selling this because the developer is
1:48:12 putting up a million dollars but we're
1:48:14 doing this in a rush so they can save
1:48:15 money on their installation because
1:48:18 they're doing other work at the same
1:48:19 time also they're getting full credit
1:48:21 for their mitigation fees on this and so
1:48:23 again there's a lot of things that for
1:48:26 me the math doesn't add up
1:48:27 that I think we could have gotten a much
1:48:29 better the same project without the city
1:48:33 having to put up as much money and
1:48:34 that's the only thing that concerns me
1:48:35 about that and because the decisions
1:48:39 being made right now that we're going to
1:48:41 form that partnership and now as the
1:48:44 developer has changed his mind on what
1:48:46 they're proposing right now from before
1:48:48 they haven't applied for that in the
1:48:50 reality and they could change their mind
1:48:52 again before they actually apply for
1:48:54 something it'd be as development and
1:48:55 where are we agreed to that partnership
1:48:57 we don't have the facts yet until they
1:48:59 apply for the permit and go through a
1:49:00 new SEPA process in that process and
1:49:02 what they're doing we don't know what
1:49:05 the requirements would be so we're
1:49:08 making agreement now to partner in
1:49:09 something that maybe we maybe be a good
1:49:11 thing and this is the perfect thing but
1:49:13 maybe we would have to pay less or none
1:49:15 at all and that's the thing that bothers
1:49:17 me it's a decision before all the facts
1:49:19 are in and and so I'm kind of in a
1:49:22 quandary because I don't want the
1:49:24 c-curve I wanted to keep going but I
1:49:26 still don't think we got the best deal
1:49:29 out of this and I think there's some
1:49:30 city money that could have been spent
1:49:31 otherwise and we have a lot of other
1:49:33 traffic things to spend things on so
1:49:35 that's what worries me about this thank
1:49:37 you thank you very long term mr. mayor
1:49:43 thank you very much I'm going to
1:49:46 dovetail on both the previous two
1:49:48 council members talking points because
1:49:50 they're great and I have them on my list
1:49:52 as well but I take it from a slightly
1:49:54 different angle this was this was brutal
1:49:57 project to look at brutal for the
1:50:00 applicant and really difficult for land
1:50:02 or this project was already being
1:50:06 discussed before we did the moratorium
1:50:08 moratorium just threw a monkey wrench in
1:50:11 really unfortunate and council was
1:50:13 considerate of some additional
1:50:16 exceptions in November but this project
1:50:20 still was going to go through as a
1:50:21 proposed development agreement and that
1:50:22 made it really tough so I credit the
1:50:25 applicant a lot for being patient with
1:50:27 us as we had to work our way through it
1:50:29 the positives were pretty easy to see
1:50:32 realigning the trail getting vertical
1:50:34 mixed fused opportunity which was
1:50:36 actually what councilmember marks was
1:50:37 talking about as well and getting some
1:50:40 sort of feature at the trailhead that
1:50:42 all looked fantastic but the concerns
1:50:44 that I struggled with as we saw this so
1:50:47 many times was are we going to get good
1:50:50 architectural design are we going to get
1:50:51 good urban design are we counting on
1:50:54 King County to help us create the
1:50:57 feature or can we create a nice feature
1:50:59 at the trailhead anyway those are
1:51:01 concerns that the council considered
1:51:05 when we put them more time in place and
1:51:06 this is the 25th project to come through
1:51:08 in central in sorry yes in central ESIC
1:51:12 why it's the 25th project to come
1:51:13 through the door and at some point if
1:51:16 urban design and architectural review is
1:51:18 an issue we gotta solve it and so the
1:51:21 accommodations that the applicant made
1:51:23 today and accepting the proposed
1:51:24 language change that's huge to me I mean
1:51:27 I was almost as concerned about that as
1:51:29 I was about understanding how the
1:51:31 intersection itself would work so those
1:51:34 I can put to the side I think my biggest
1:51:37 issue about how the intersection
1:51:40 function goes a lot with a long
1:51:42 councilmember Ramos is line is that the
1:51:45 see curving it was previously approved
1:51:48 nobody liked it they'll be like see
1:51:51 curbing we don't like see curving the
1:51:52 businesses next door don't like see
1:51:54 curbing but that's what we respect with
1:51:56 and so that felt like a bit of a
1:52:01 difficult situation we couldn't resolve
1:52:03 unless we jump right to the development
1:52:04 agreement but I credit the city and the
1:52:06 applicant for bringing back a lot of
1:52:08 additional information so Thank You
1:52:10 councilmember Mart's for asking for that
1:52:13 I think this is going to help the
1:52:15 intersection improve
1:52:16 the quandary I had was that and mr.
1:52:20 Nevins said that we were always going to
1:52:22 have a light there I'm not sure I'm on
1:52:24 that page I think one of the issues was
1:52:26 we don't have a corridor study we don't
1:52:28 have a corridor plan for this we're
1:52:30 actually collecting our survey data now
1:52:31 we haven't even sat down and decided
1:52:33 what the future Gilman Boulevard may or
1:52:35 may not look like we haven't talked to
1:52:36 our community about it but a light went
1:52:39 in at 7th and Gilman and caused an
1:52:41 uproar for businesses a seek herb was
1:52:43 going to go at juniper and Gilman and
1:52:46 caused another uproar for businesses so
1:52:49 it seems like we keep having hiccups all
1:52:51 along the way because we have we don't
1:52:52 know what we want that quarter to look
1:52:54 like I struggled with that I am mostly
1:52:57 convinced that the light is the right
1:52:59 option but we still haven't got our
1:53:01 study and so we as the council have to
1:53:03 focus on we've got to get something
1:53:05 figured out what we're doing every time
1:53:06 we do something on that road somebody's
1:53:08 angry or somebody's upset or their
1:53:10 business is impacted and that's not fair
1:53:11 so tonight I'm in favor of it but this
1:53:15 took an enormous lift to get over the
1:53:17 finish line and so I thank the staff and
1:53:19 I thank the applicant and I think this
1:53:21 is going to be great and so I'm inspired
1:53:23 of it also member barber I think most
1:53:28 everything has been said but I have to
1:53:30 connect agree with some of it I mean the
1:53:32 trail connection I think is going to be
1:53:33 a marvelous piece to finally connect it
1:53:36 and then all the way down around Lake
1:53:38 Sammamish trip for those trail
1:53:41 improvements the signal I am an absolute
1:53:44 favor of if it's been one of those i sat
1:53:50 there for a very long time today waiting
1:53:52 to get out and finally took the right
1:53:54 and ran around anyway I think
1:53:56 signalization there is going to be
1:53:58 extremely important and very helpful to
1:54:00 the flow of what's going on in that Road
1:54:02 urban design let's see the only thing
1:54:05 that I'm really having some trouble with
1:54:07 is this C curve and it's I have a great
1:54:11 deal of difficulty seeing how it's going
1:54:12 to flow traffic and how it's going to
1:54:14 work and that is my my big piece that
1:54:18 I'm very concerned with and maybe I just
1:54:21 need to sit down and talk with somebody
1:54:22 more in regards to how this is going to
1:54:24 make traffic work and flow through there
1:54:28 overall I think it's been looked at and
1:54:31 studied considerably and I will be
1:54:33 working voting for it there's no
1:54:39 comments or discussion
1:54:42 councilmember winter sky yeah this has
1:54:43 been it has been a fascinating process
1:54:45 and I wasn't on land in Shore when this
1:54:47 went through there but the when it first
1:54:50 hit the council and objections were
1:54:52 raised about unknown impact of the of a
1:54:55 lighted intersection about about doing
1:54:59 something during the time of the
1:55:01 moratorium that technically met the
1:55:04 spirit with doing a development
1:55:06 agreement but the issues raised about
1:55:09 urban design and integration with the
1:55:13 trail I think so through this process I
1:55:16 I agree with what was said earlier I was
1:55:18 actually surprised in a pleased way when
1:55:24 I saw that proposed language I was
1:55:26 worried last time we met it talked about
1:55:28 the whatever status of urban design
1:55:34 existed at the moment but this now goes
1:55:37 a step further and says if it's not
1:55:40 complete enough then that their own cost
1:55:41 the developer will hire the consultant
1:55:43 and and I and I the spirit of that is is
1:55:47 is very much appreciated so I think our
1:55:50 you know even during this moratorium the
1:55:55 our concerns about you know structured
1:55:58 parking or parking in general urban
1:56:00 design and other elements you know have
1:56:02 been addressed with what's been put
1:56:04 together here you know regarding
1:56:06 regarding Gilman Boulevard at yes we're
1:56:09 going to study that but I I'm fairly
1:56:12 confident that Gilman Boulevard will
1:56:14 remain two lanes in both directions for
1:56:17 a long period of time and so so and I
1:56:21 think that this is what that's what this
1:56:24 intersection design is is based upon as
1:56:27 well and so I think for the full length
1:56:29 there be some adjustments but I think
1:56:32 because of the benefit of the delighted
1:56:36 intersection improving the movements for
1:56:38 all users at juniper especially for
1:56:40 non-motorized
1:56:41 pedestrian and cycle users or anybody
1:56:43 users of that trail I think for those
1:56:45 benefits then that that this
1:56:49 intersection you know is is worth it and
1:56:53 still we're going to go through the full
1:56:54 Gilman study so so in imbalance I
1:56:58 support going forward with this
1:57:00 development agreement I'm going to close
1:57:02 with one comment and I and I think
1:57:04 council member Ramos for continuing to
1:57:07 drill on this and I think this is for
1:57:08 taking up afterwards we have how can we
1:57:13 approve improvements mitigation
1:57:16 improvements that have such a
1:57:19 detrimental impact on nearby businesses
1:57:21 we absolutely have to take another look

1:57:37 if a nearby business owner never comes

1:57:43 it says even that mitigation is going to
1:57:47 hurt me if that never happens again
1:57:49 then that would be fantastic but clearly
1:57:52 there's there's and we've had visits
1:57:55 from the nearby business owners multiple
1:57:57 times three times as we've adjust this
1:57:59 and so the concerns are widely shared
1:58:03 among the business owners and and so for
1:58:07 us to have put ourselves to put the
1:58:08 business owners and put the whole city
1:58:10 in that position let's take another look
1:58:13 how we make those determinations I hope
1:58:14 we never find ourselves in this position
1:58:16 again
1:58:18 council president goodman thank you i'm
1:58:21 supportive as well i want to thank the
1:58:25 applicant for your patience during this
1:58:29 process this has been very long very
1:58:31 frustrating and i guess the only thing
1:58:35 that i would not agree with us that
1:58:38 heard me
1:58:40 councilman ramos is that it's rushed it
1:58:42 hasn't not been rushed for those of us
1:58:45 who have been looking at this for many
1:58:46 many months and i understand that that
1:58:48 was said in in the spirit of having some
1:58:52 of your questions needing to be answered
1:58:53 i told
1:58:54 understand that so this has been an
1:58:58 city's plans this three trails crossing
1:58:59 has been on the city's plans
1:59:01 GIP maybe non-motorized CIP it says an
1:59:03 agenda bill for many many years
1:59:06 and as recently as 2014 the key IP said
1:59:10 that the targeted outcome was to put the
1:59:13 project on hold to wait to coordinate
1:59:15 with development adjacent to the project
1:59:17 seems like we have come to that point
1:59:19 right now and there's been a lot of talk
1:59:22 about the benefit when I look at a
1:59:25 project that was estimated is estimated
1:59:27 to cost in our plans one point four or
1:59:30 five five million dollars and we have at
1:59:34 least we have the maximum out-of-pocket
1:59:37 expense for the city is three hundred
1:59:39 and seventy five thousand dollars I
1:59:41 don't and a project that the applicant
1:59:45 has now graciously and in response to
1:59:52 questions raised by councilmember Polly
1:59:54 in the last few weeks agreed to the
1:59:57 additional language in the development
1:59:58 agreement we have a project that is from
2:00:02 what I can tell pretty consistent with
2:00:04 the central Issaquah plan and so with
2:00:06 that concern behind me and other council
2:00:12 members I don't know how there could be
2:00:14 I don't know how a million dollar
2:00:18 contribution to a project that's been on
2:00:22 our T IP for many many years is not a
2:00:24 very significant public benefit I know
2:00:28 there been concerns raised about
2:00:31 development agreements and there's been
2:00:34 comments made that the development
2:00:36 agreements are expressly excluded
2:00:40 according to the moratorium as one of
2:00:42 the primary architects of the moratorium
2:00:44 I can tell the language I can tell you
2:00:47 that the intent was not to encourage
2:00:48 additional development agreements so I
2:00:50 didn't and I don't look at this as a
2:00:52 development agreement this is a
2:00:53 cost-sharing agreement so I think it's a
2:00:55 little bit unfortunate that it got
2:00:58 termed that because I don't think it's
2:01:01 accurate but I I agree with
2:01:07 I grew that all the comments tonight and
2:01:10 I thank you for applicant for hanging
2:01:13 with us and I think staff are working
2:01:14 hard and asking all of our answering all
2:01:17 of our questions that are you meeting we
2:01:20 had additional questions so anyway I'm
2:01:23 supportive the additional comments or
2:01:27 questions or discussion before you vote
2:01:31 on the amended motion seeing none then
2:01:35 all those in favor of approving
2:01:37 resolution 2017 - 0-3 is amended
2:01:41 approving the Gilman loft three trails
2:01:44 development agreement and directing the
2:01:46 finance director to include three

2:03:24 protecting engineering all right so this
2:03:29 agenda bill was referred from a previous
2:03:31 council meeting to the CIC meeting last
2:03:35 month and it was referred specifically
2:03:37 because there was a request for
2:03:39 additional funds be authorized in the
2:03:41 budget to allow the project to move
2:03:43 forward under construction the project
2:03:45 itself is the construction of a pressure
2:03:48 reducing valve station in the South
2:03:50 Greenwood Point area to help actually
2:03:53 sustain pressures at a higher level
2:03:55 ironically pressure reducing but yet
2:03:57 it's actually going to sustain higher
2:03:59 pressures through some specialized
2:04:01 control methods and things like that and
2:04:03 mechanical devices that are not typical
2:04:05 to a prv that was one of the major
2:04:08 reasons for the increase in cost that
2:04:11 was not anticipated following review at
2:04:14 CAC the committee recommended to award
2:04:18 the contract but wanted this on regular
2:04:20 business just a highlight that yes
2:04:23 there's a budget increase in this but
2:04:25 yet it's still warranted and the
2:04:27 recommendation is to authorize and award
2:04:29 the contract to Westerlund construction
2:04:32 and with that outlet
2:04:34 mr. ron the stock council member Ramos
2:04:36 and I'll move now for further discussion
2:04:39 I move toward the construction contract
2:04:41 to Westerland construction in the amount
2:04:43 of 398 thousand five hundred ninety six
2:04:46 dollars and 42 cents and direct the
2:04:48 finance director to include one hundred
2:04:49 and eighty two thousand in subsequent
2:04:51 two hundred 2017 budget amendment
2:04:54 utilizing funds from the water
2:04:55 Enterprise Fund second moved and
2:04:57 seconded questions or discussion council
2:05:01 member almost I have a little more
2:05:02 information to share clarify it a little
2:05:04 bit so this is a project as we took over
2:05:07 the water system in South go from from
2:05:09 Bellevue and it's one of the last ones I
2:05:12 think jointly that we're working on and
2:05:14 so the agreement with Bellevue was to
2:05:18 share 5050 in the cost of this pressure
2:05:20 reducing system except for additional
2:05:23 things we may have to put on it so and
2:05:26 that there are some of those things we
2:05:27 have to put on it as as doesn't mention
2:05:33 the the dollar-wise it's a little
2:05:35 confusing because the motion is $182,000
2:05:38 it's really for a hundred and twelve
2:05:40 thousand dollars of new funding seventy
2:05:43 thousand of that is last year's funding
2:05:45 carried over and reauthorized thanks so
2:05:48 that's you know really addition 112 not
2:05:50 addition 182 when the projects done is a
2:05:54 Bellevue will send us back two hundred
2:05:56 twelve thousand for their share of the
2:05:59 project so we're paying where he's
2:06:01 paying two hundred twelve thousand each
2:06:02 city is and then we're paying the
2:06:04 additional for the telemetry and
2:06:05 additional things that we need so that's
2:06:07 the one hundred twelve there so kinda to
2:06:11 get that all in perspective keeping it
2:06:13 all online on how that works and then
2:06:15 this is is needed for the water system
2:06:18 in South Dakota really work properly
2:06:20 there's some places down there don't
2:06:21 have pressure and very inconsistent
2:06:24 stuff and this should should take care
2:06:25 of all those problems so we should have
2:06:26 a good high quality water system once
2:06:30 this is in and we're taking over and
2:06:32 when we finish the meters will be up and
2:06:34 ready to go so that's my little take on
2:06:38 that there's those questions or
2:06:42 discussion seeing none then all those in
2:06:46 favor of awarding the construction
2:06:48 contract to Westerlund construction as
2:06:50 described in the motion signify by

2:06:57 now for our final item under regular
2:07:01 business 2016 year-end financial report
2:07:06 finance director Jen Olsen and who is
2:07:13 keying that up
2:07:44 Thank You mayor council I was looking
2:07:46 for the actual 2016 financial report in
2:07:51 the presentations and it is not in the
2:07:53 folder so I believe it is in the heart
2:07:59 of the agenda bill that's correct
2:08:01 as pendeks a 2016 year in budget versus
2:08:10 actual financial report and all right
2:08:22 thank you I'm going to get started with
2:08:23 do a brief presentation and then be
2:08:27 happy to answer any questions the 2016
2:08:31 yeren financial report has been prepared
2:08:33 and this is a snapshot of revenues and
2:08:35 expenditures for the general fund and
2:08:37 the utility funds for the year-end
2:08:40 December 31st 2016
2:08:43 just a reminder to the council that this
2:08:45 is a snapshot of the financial
2:08:46 performance of those these operating
2:08:49 funds and this essentially is subject to
2:08:53 the annual audit of our financial
2:08:56 statement so for 2016 just some
2:09:01 highlights with regards to how the
2:09:04 budget versus actual and how we
2:09:07 performed so with regards to the general
2:09:11 fund we ended at the end of 2016 with a
2:09:14 pretty robust fund reserves tax revenues
2:09:20 were strong in 2016 the moratorium
2:09:24 affected the some of the development
2:09:27 revenue line items general fund
2:09:29 expenditures came in below the estimated
2:09:33 budget targets and the utility operating
2:09:36 revenues the utility funds are very
2:09:38 strong
2:09:43 so for the general fund we have a strong
2:09:46 showing of revenue sources and and that
2:09:49 is primarily in the in the taxes realm
2:09:52 we have a very strong collection rate
2:09:54 and that is something from a performance
2:09:57 metrics to always be consider that our
2:10:00 tax collection rate is about 98 percent
2:10:03 and so that is considered positive the
2:10:06 general fund as I just briefly went over
2:10:10 with regards to being robust ended
2:10:12 significantly higher almost two million
2:10:16 dollars over the last year or the 2015
2:10:20 ending fund balance and so this is this
2:10:24 is also positive and so as compared to
2:10:27 the City Council's financial policy the
2:10:31 maximum reserve balance is 15 percent
2:10:34 the 2016 ending fund balance ended at
2:10:38 approximately 40 percent and this is
2:10:41 quite significant in the financial
2:10:43 report you'll see some historical
2:10:45 information with regards to the change
2:10:48 in fund balance you'll see where we have
2:10:51 been from 2009 up until the end of 2016
2:10:56 so very very strong general fund balance
2:11:00 and just as a reminder for fund balance
2:11:04 it is a measure of liquidity it is an it
2:11:09 is there to provide for unforeseen
2:11:12 events as well as to accommodate for
2:11:15 cash flow throughout the year as we
2:11:17 receive in revenues that are not
2:11:20 necessarily consistent on a
2:11:22 month-to-month basis some of our large
2:11:24 tax collections come at a couple times
2:11:28 per year and so that's why we took when
2:11:30 we talk about fund balance being used
2:11:31 for cash flow activities that is part of
2:11:34 financial policy and why it's kept there
2:11:37 in this new report format and it is
2:11:40 somewhat new from what you've been
2:11:42 seeing we've provided a summary
2:11:45 information about the general fund the
2:11:48 major categories of revenue those being
2:11:51 taxes license from permits
2:11:53 intergovernmental revenue charges for
2:11:55 services fines and fees and then of
2:11:57 for some miscellaneous revenue so about
2:12:00 97% of the amended revenue budget was
2:12:05 achieved for 2016
2:12:09 Jen excuse me in question Cullen
2:12:12 yes'm we're changing your screen we
2:12:16 can't see it but um I didn't know I
2:12:20 didn't want to read the financial report
2:12:21 but apparently couldn't and so so you
2:12:23 just the last comment you made I was
2:12:25 looking at that as you get down to this
2:12:28 next page it does show that actual
2:12:30 revenues came in about 97 percent yes
2:12:33 but so that I'm a little bit confused
2:12:36 because I thought you opened some of
2:12:38 your opening comments were about how
2:12:40 strong and how well we did on the tax
2:12:43 collection or just the overall revenue
2:12:45 but but now but now you're this final
2:12:48 report shows that what our collections
2:12:51 our total revenues were lower
2:12:53 so actually what did I misunderstand
2:12:56 your coming tax collections here total
2:13:00 tax collections were 99% of the the
2:13:04 total budget so we the revenue budget of
2:13:06 twenty eight point eight million dollars
2:13:08 we collected 99 percent of that and so
2:13:11 that's what I refer to as being a very
2:13:13 strong collection rate overall general
2:13:16 fund revenues came in at 97 percent so
2:13:20 that's a combination of all taxes of our
2:13:23 license and permits intergovernmental
2:13:26 revenues charges for services
2:13:27 miscellaneous revenues so at the bottom
2:13:29 of the summary of general fund revenues
2:13:33 that's where I talked about 97 percent
2:13:35 of total general fund revenues the taxes
2:13:40 are just one portion of those general
2:13:43 fund revenues thank you okay
2:13:53 on the expenditure side of things for
2:13:57 the general fund as the general fund
2:14:00 budget came in under budget at 92% of
2:14:04 the forty four point three five nine
2:14:07 million dollars of authorized spending
2:14:10 for 2016 so what this means is that
2:14:15 obviously with our revenue is coming in
2:14:18 at a stronger rate we we did not spend
2:14:23 as much of the authorized general fund
2:14:26 budget that was due to a number of
2:14:28 various items throughout the year and so
2:14:33 you can see here a snapshot of how the
2:14:36 general fund ending fund balance where
2:14:41 we had a budgeted decrease in ending
2:14:44 fund balance but we actually ended with
2:14:46 almost two million dollars over revenues
2:14:49 over expenditures in this particular new
2:14:57 reporting format quarterly reporting
2:14:59 format there are some general fund
2:15:02 Department expenditures this is to give
2:15:04 the council an idea of generally those
2:15:07 general fund departments keep in mind
2:15:10 though the general fund is entirety is
2:15:12 where the budget is set and so
2:15:15 oftentimes there are nuances to
2:15:18 different departments some departments
2:15:20 for various reasons don't utilize all of
2:15:24 the spending Authority primarily because
2:15:27 of perhaps vacancies or other other
2:15:29 projects that are just not completed in
2:15:32 that current budget year and so that is
2:15:36 what was provided for the council to see
2:15:39 and with some explanations of variance
2:15:41 in the budget expended but again the
2:15:44 general fund came in well under the
2:15:47 authorized total fund budget
2:15:56 utility funds then as a part of this
2:15:59 report our very strong as I indicated
2:16:04 this is a snapshot of those water sewer
2:16:07 and stormwater funds in this particular
2:16:11 snapshot version what you're going to
2:16:13 see is the utility enterprise revenue
2:16:18 and expenditures combined and this
2:16:20 includes the capital outlay and just as
2:16:24 a side note to remember that enterprise
2:16:26 funds while we we track those separately
2:16:29 with with capital funds there is a
2:16:31 proposal for those to be combined
2:16:33 we never report on them separately and
2:16:35 so it's important to think of those as
2:16:37 as business type entities and so that's
2:16:40 why they're shown here and they will
2:16:42 continue to be shown because it
2:16:45 essentially is important to look at
2:16:47 those enterprise funds as as one as one
2:16:52 going concern if you're in the private
2:16:54 sector but the the water sewer and
2:16:57 stormwater funds had all positive
2:17:01 increases in ending fund balance and the
2:17:03 strong charges for services so those are
2:17:06 the rates that are our customers pay
2:17:09 those also came in at or exceeded those
2:17:13 revenue targets which is very positive
2:17:16 on the expenditure side we can look at
2:17:22 those in a couple of different ways for
2:17:25 utility funds are our major category of
2:17:28 expenditure is maintenance and
2:17:30 operations you can see about 71% of our
2:17:33 utility fund the way we spend about 25
2:17:36 percent on capital outlay and three
2:17:40 percent on debt service so we do have
2:17:43 when it comes to debt obligation we have
2:17:46 very low debt service for our utility
2:17:48 funds another way to look at the episode
2:17:50 that the utility funds is by type and so
2:17:54 certainly our our largest type of
2:17:58 expenses are those intergovernmental
2:18:01 charges charges for services and we have
2:18:04 21% of our utility funds spent
2:18:07 on personnel there's also some various
2:18:12 detailed information about the utility
2:18:14 funds in the financial report again I
2:18:17 won't read a financial report because we
2:18:20 want to make sure that we all stay awake
2:18:22 for the rest of the meeting so I would
2:18:24 be happy to answer any questions of the
2:18:26 council about the 2016 year in financial
2:18:29 report all right lobe or just a comment
2:18:34 Jen and that is that I really like the
2:18:36 format and maybe I just haven't seen
2:18:38 enough of these and this is format we
2:18:39 always use but I found this very
2:18:41 understandable I like the key words the
2:18:43 key messages on the front page I found
2:18:45 that very helpful so it was quite easy
2:18:48 to read thank you official questions
2:18:53 Paul would share again a similar my
2:18:57 gratitude for just putting together here
2:19:00 at the beginning of May an end kind of
2:19:04 summary of last year it is more pleasant
2:19:09 to look at nice use of colors thank you
2:19:12 and I do
2:19:14 I do appreciate I do appreciate you
2:19:18 summarizing and giving this information
2:19:19 there are some stories in this data and
2:19:22 I think I know when it comes to
2:19:24 expenditures one of the things I pulled
2:19:26 out from your many comments were and
2:19:30 because salary and benefits is so for
2:19:36 most departments such a significant
2:19:38 percentage of the topher all expanding
2:19:40 specially those funded by the general
2:19:42 fund would I mean the story is basically
2:19:46 we didn't operate you know one of the
2:19:48 main stories is we didn't operate as at
2:19:50 a staffing level that we had planned for
2:19:54 now is that is that one of the major
2:19:58 stories so that this final numbers tell
2:20:01 it is one of the major stories we had a
2:20:02 fair amount of vacancies and I'd love to
2:20:07 have some follow-on conversation about
2:20:09 how we're you know what's because you
2:20:13 know we plant yet you do a work plan I
2:20:15 don't want to get too much in the
2:20:16 details that you do a work plan based
2:20:17 upon what you think you can get
2:20:18 and if you can't you know put your team
2:20:20 together
2:20:21 your objective certainly you know could
2:20:23 be compromised so how are we doing how
2:20:26 we doing recovering because I know we
2:20:29 budgeted for this headcount 2017 now
2:20:32 we're catching up we've got quite a few
2:20:37 hiring actions requisitions for new
2:20:42 employees we are recruiting a number
2:20:44 were down a little bit Keith's left he's
2:20:48 he's down he left he left the building
2:20:56 for four police they'd spent a little
2:20:59 bit of a struggle but we're up there and
2:21:02 I recently authorized and over hire for
2:21:05 any projected vacancy coming up this
2:21:08 summer so we're trying to get a hold
2:21:10 get get get a hold on that we in it
2:21:17 you're right you're spot on it has been
2:21:19 a little bit of a struggle responding to
2:21:23 things that have come up but it I'm
2:21:30 really proud of what our folks have been
2:21:32 able to do in light of those shortages
2:21:36 and hopefully it's going to be better if
2:21:39 we've got the right team in place at the
2:21:41 upper level we've got a number of they
2:21:44 can seize below the manager level we
2:21:49 were short a number of managers for a
2:21:52 while this past year which created some
2:21:56 problems for us but now all of our
2:22:00 manager positions are filled and now
2:22:02 we're trying to flush out the rest of
2:22:04 the organization below that no I've
2:22:11 already spoken once you go first
2:22:13 um again thank you I it is very easy to
2:22:16 follow and I appreciate that comment to
2:22:19 to your comment Paul this is one of my
2:22:22 questions when we put the budget
2:22:23 together in 2016 is that
2:22:28 is that you know by default by decision
2:22:33 we budget for 100% you know no vacancy
2:22:37 everything's filled all year round in
2:22:40 every position and we know with this
2:22:41 many employees there's no way that's
2:22:43 going to happen so you just use not so
2:22:45 not going to happen right people going
2:22:47 to leave people to move around so we're
2:22:48 always going to be less than what we
2:22:51 budget in for us personnel-wise it seems
2:22:53 like to me just buy it buy that but that
2:22:56 design and as of something I've
2:22:57 definitely brought up in you know when
2:22:58 we budgeted that so it was just going to
2:23:01 be a normal vacancy rate anywhere that
2:23:03 you're going to have when you have this
2:23:05 many people working for you and all you
2:23:07 can do is you appreciate you guys trying
2:23:09 to fill them as fast as you can because
2:23:10 we want to get the work done we want we
2:23:11 want the people in there we want to get
2:23:12 the work done so we want the good staff
2:23:14 to do that so that's that's always going
2:23:16 to happen very low I'm sure just a
2:23:19 clarification mr. mayor I believe I had
2:23:22 emailed Jen some questions today on the
2:23:25 development fees and charges as well
2:23:27 trying to get a handle on what the bump
2:23:29 is going to look like and when it's
2:23:31 going to occur fit moratorium but my
2:23:33 understanding is this will now go to the
2:23:35 new ad hoc financial sustainability
2:23:37 committee allowing the deep dive I know
2:23:40 it's a terrible name allowing the deep
2:23:42 dive and I think the point that
2:23:45 councilmember winter spine brought up
2:23:47 about the stories in here that's where I
2:23:49 think we'll get our chance tuck it and
2:23:51 I'm not going to repeat the name of the
2:23:52 committee because it's horrible added a
2:23:55 few adjectives but I add more that make
2:23:57 it even longer great there's no
2:24:00 questions or discussion thanks for those
2:24:03 positive comments Jen and her finest
2:24:06 team had done an awful lot of work and a
2:24:10 relatively short period of time to
2:24:12 correct and to improve our processes in
2:24:15 our finance department and they work
