Staff report:
As part of the Police Accountability, Equity and Human Services Action Plan (“Police Accountability Plan”) endorsed by Council on August 10, 2020, the City Council endorsed a short-term objective to participate in equity training. On August 27, 2020, the Council participated in an initial Racial Equity Workshop facilitated by Benita Rodriguez Horn of Benita R. Horn & Associates. That workshop focused on building some foundational knowledge and defining key terms and concepts associated with racial equity. At that meeting and subsequently in updates to the Police Accountability Plan on November 2, 2020 and February 23, 2021, the City Council requested additional training focused on use of a racial equity framework (also frequently referred to as a racial equity toolkit or lens).
