The Central Park Pad #3 artificial turf fields were originally constructed in 2008. Over the last 13 years, the turf fields at Central Park Pad #3 have received significant use by soccer, lacrosse and football teams. It is customary that artificial turf field carpet and infill systems are replaced as part of routine maintenance every 8-15 years depending upon wear; much like the carpet in a home. The turf fields at Pad #3 are at the end of their lifecycle and in need of replacement, as a budgeted 2021 capital project.

5:03 and i wanted to comment on
5:08 the homelessness
5:11 outreach my indications
5:15 have been that it's been very successful
5:18 i hope that this program will continue
5:22 and i would love the city council to
5:25 give consideration
5:27 to having some kind of a drop-in center
5:31 for people who need the services
5:34 so that they have a place to go
5:37 especially
5:38 when we have really cold weather thank

6:32 we are doing virtual meetings i am
6:33 summarizing email comments that we are
6:36 receiving
6:37 um on topics that are on tonight's
6:39 agenda and
6:40 emails that we've received since the
6:42 last time we've discussed
6:44 topics where we've discussed them
6:45 multiple times and
6:47 um on tonight's agenda we did receive um
6:51 a few emails one um one individual
6:54 commented on
6:56 ab-8132 pse green direct
6:58 two first amendment which is on consent
7:00 for this evening
7:02 um this individual wondered why it
7:04 wasn't closer to
7:05 a hundred percent of renewable energy in
7:08 that agreement so i had a question on
7:10 that
7:11 um and then for ab-8074
7:14 arch administrative budget and work
7:16 program which is on our regular business
7:18 agenda for this evening
7:19 this individual expressed some concerns
7:23 around the administrative funding and
7:25 expressed that they their preference
7:28 would be to cover
7:31 projects or that the funding would be
7:34 used to directly
7:35 impact affordable housing stock
7:38 and then had some concerns and questions
7:40 around the
7:41 goals uh and then regarding ab-8075-2020
7:46 arch trust fund
7:47 generally expressed support for arch
7:50 again wanting those funds to be used
7:52 directly for
7:54 uh impacting and improving increasing
7:57 the
7:57 affordable housing stock uh and then
8:01 um in january not directly referencing
8:03 this but
8:04 um on the same topic of arch we and
8:08 um related issues in january we we did
8:11 receive an email
8:12 uh that expressed concerns regarding
8:14 imagine housing and allied residential
8:16 which is the management company that
8:18 manages properties for
8:20 magic counseling and that concludes the
8:22 email
8:23 uh emails that we've received on
8:25 tonight's generations
8:27 thank you we will move into
8:31 committee and regional reports and we'll
8:34 start with council member hall

8:41 evening but a couple quick announcements
8:43 the next meeting of the cascade water
8:45 alliance board of directors is wednesday
8:47 march 24th
8:49 at 3 30 p.m on the same day
8:53 the affordable housing committee of the
8:54 growth management planning council
8:56 is also meeting at 1 pm so that'll be a
8:58 busy day
9:00 and i'll have more information to share
9:01 on the agendas for those meetings at our
9:03 next
9:04 city council meeting on monday the 15th

9:17 thursday
9:18 march 4th the healthier here governing
9:21 board will be meeting and i'll be
9:22 joining that meeting

9:28 thank you this is councilmember walsh uh
9:30 last friday
9:31 i attended the issaquah chamber of
9:33 commerce meeting
9:34 where we discussed some you know
9:37 including the 250
9:39 000 um grant allocation um
9:43 which they were very interested in um as
9:46 well as having
9:47 chief bierbaum of the escort police meet
9:50 with the chamber members who have
9:52 expressed
9:53 concerns about increased burglaries
9:56 particularly in
9:57 retail and self-storage the information
10:00 that was presented at that meeting can
10:02 also be found
10:04 on the escuela police department's
10:06 website
10:07 in the data section where they were
10:09 talking about the increase
10:11 in certain types of crimes that we've
10:13 seen in the last
10:14 six months versus that same period in
10:18 2019 to 2020 and they were very
10:21 appreciative of the time with chief
10:23 bierbaum
10:24 and so we'll continue to follow up on
10:26 that if needed
10:27 and that concludes my report thank you
10:30 councilmember walsh next up is
10:32 councilmember goodman
10:34 uh thank you madam mayor the lodging tax
10:36 advisory committee met virgil
10:38 virtually last thursday february 25th
10:41 and um you all on the council will
10:43 recall that
10:45 the council approved a hundred thousand
10:46 dollars for grants for tourism
10:49 initiatives and the first half of those
10:51 grants were awarded last fall
10:53 and the process for the second half the
10:56 second fifty thousand dollars is
10:57 beginning now
10:58 uh the committee approved the process
11:00 and the application
11:01 which was largely the same as the last
11:04 process
11:05 applications will be accepted for about
11:07 a month so
11:08 until early april and then the committee
11:10 will review those applications and make
11:12 funding recommendations to the full
11:14 council
11:15 probably in may the committee did agree
11:17 to accept
11:18 applications for tourism
11:22 related initiatives and organizations
11:25 that had received funding last time but
11:27 with the specific
11:29 um express
11:32 acknowledgement that there is no
11:34 insurance that they would get additional
11:35 funds but they
11:36 they may apply and the east side fire
11:39 and rescue board of directors will meet
11:41 virtually next thursday
11:44 that next yes march 11th at 4 p.m
11:47 uh one of the uh primary agenda items
11:50 the board will be addressing
11:51 is the interlocal agreement with the
11:53 cities of issaquah and sammamish
11:56 regarding the covid vaccine partnership
11:58 that is on our agenda
12:00 tonight which is agenda bill 8126

12:17 management policy board
12:18 will be meeting this thursday march 4th
12:21 from 10 am to 12
12:22 noon it's going to be a little bit
12:24 different of a format
12:26 there's going to be a discussion item on
12:28 regional housing strategy needs
12:30 assessment
12:31 key finding and next steps and then
12:33 there's going to be a
12:35 there can be breakout sessions to
12:37 discuss
12:38 regional housing strategies further
12:40 which should be uh
12:41 interesting it's not entirely obvious to
12:44 me how those are going to work
12:45 but it'll be different
12:49 and then we'll come back together uh for
12:52 a group strategy discussion at the end
12:55 of that so i'll let council know how
12:57 that goes
12:58 then wednesday march 10th the sound
13:00 cities association
13:02 public issues committee will have their
13:04 meeting
13:05 that's also going to be a little bit
13:06 different there's going to be a couple
13:08 of workshops
13:09 a king county county-wide planning
13:11 policies workshop
13:13 and then a best starts for kids levy
13:15 workshop
13:16 which the latter i'm sure if history is
13:18 any
13:19 judge will be about
13:22 how do you decide how to spend the money
13:24 and how do you oversee the spending of
13:26 the money
13:27 and uh how might a levy proposal look
13:31 that comes in front of the public i will
13:34 report back
13:35 on that as well at the next council
13:37 meeting that concludes my report

13:49 met on february 24th
13:52 of significance on the agenda was an
13:55 update from the
13:56 affordable housing committee related to
13:59 amendments to their charter
14:01 as well as some updates to the housing
14:04 committee's
14:05 membership there was a briefing on urban
14:08 growth capacity report
14:10 and a briefing on the 2021 county
14:13 planning policy updates
14:15 including an overview of where we are
14:16 with the planning policies
14:18 discussion around the housing chapter
14:21 highlighting proposed changes to each of
14:23 the chapters in the cpps
14:25 and then next steps and so this is a
14:28 meeting is
14:28 a part of a continuing effort in
14:31 degree in developing the
14:35 updates for the accounting planning
14:36 policies the
14:38 next meeting oh let me just before i go
14:41 to the next meeting
14:42 i'd be very interested from
14:43 councilmember martz what uh sca picks um
14:46 feedback is on the cpp so we can fold
14:49 that into
14:50 um the next meeting of the gmpc
14:53 that was a lot of acronyms um the next
14:56 meeting of
14:57 the growth management planning council
14:59 will be on
15:00 march 31st at four o'clock and it will
15:03 be in a virtual format
15:04 and then i have uh one update um
15:08 related to eastside fire and rescue and
15:11 as of today
15:12 uh eastside fire rescue is officially a
15:15 not-for-profit
15:16 uh municipal corporation and not just an
15:19 agreement between
15:20 uh five entities so that was a long time
15:24 in coming and something that i know
15:26 many um people here had a lot to do with
15:29 congratulations to sci fire and rescue
15:31 for being being a thing
15:33 that's amazing
15:37 and with amazingness i'll just conclude
15:39 my report there
15:42 council president hunt thank you madam
15:45 mayor
15:45 the king conservation district is a
15:48 natural resource management
15:49 district and they do conservation work
15:52 throughout king county
15:53 i serve on the king conservation
15:54 district advisory committee and the
15:56 committee has not
15:57 met since our last regular meeting but i
16:00 did
16:00 just want to let people know that the
16:03 election for the board of supervisors
16:05 went live today and it will be going
16:09 through
16:09 march i believe um so you can vote
16:11 online
16:12 and i wanted to make sure that people
16:14 are aware about this election because it
16:16 is occurring at a different time
16:18 than usual elections um so to find out
16:22 more and to vote if you are eligible to
16:24 vote um
16:24 please go to kingcd.org
16:29 and then additionally the title 18 ad
16:31 hoc committee met on thursday february
16:33 18th
16:34 this is a ad hoc committee that works on
16:37 the
16:38 plan to improve our city's land use
16:42 code which is referred to as title 18
16:45 and this is a committee of three council
16:48 members
16:49 which are myself council member goodman
16:52 and councilmember walsh
16:53 we met with the deputy city
16:54 administrator andrea snyder and lucy
16:56 sloman the planning manager in community
16:58 planning and development
17:00 and we discussed several things we
17:02 discussed the rfp responses
17:05 and the consultant selection and
17:06 timeline we got an update on the plan
17:09 for
17:09 the sign code which is expected to be
17:14 approved or to be considered by council
17:16 on a different timeline than
17:18 other items in the title 18 update
17:21 and then we discussed about additional
17:24 items that might be considered for a
17:26 separate track from the rest of title 18
17:28 and this was subsequently discussed by
17:30 the three council members that are
17:32 on the ad hoc committee and council
17:34 member goodman will be
17:35 bringing our recommendation on this item
17:38 forward at good of the order
17:40 this evening so i won't talk too much
17:42 more about that but we will be
17:43 discussing more i go to the order about
17:46 that in particular and that concludes my
17:50 report
17:50 thanks thank you council president
17:54 next item on the agenda is the mayor's
17:56 report out
17:57 there will be an executive session this
17:59 evening to discuss pending and potential
18:01 litigation for rcw
18:03 42.30.110 for n1 parani
18:06 the item is expected to last 20 minutes
18:09 and no action is anticipated
18:11 in open session i'd also like to give a
18:14 brief update on the king county sales
18:16 tax
18:16 that was just put in place last year the
18:19 city of issaquah
18:20 adopted a one-tenth percent sales tax
18:23 per student to washington state house
18:25 bill 1590
18:27 to fund affordable housing and support
18:29 services the sales tax was also adopted
18:31 by the cities of bellevue
18:33 north bend maple valley renton
18:36 kent snoqualmie and covington the king
18:40 county council also adopted the tax to
18:42 cover the remainder of king county
18:44 the administration has been working on
18:46 an agreement with king county
18:47 which would allow a portion of the tax
18:49 to be retained by issaquah
18:51 for the transit oriented development
18:53 opportunity center project
18:55 and then the funds would be transitioned
18:57 to be collected
18:58 from the tax would go to king county
19:01 given the ongoing work associated with
19:03 the pandemic king county's desire to
19:05 quickly identify and purchase existing
19:07 hotels with these funds for housing
19:09 homeless
19:09 individuals and families and the
19:11 county's discussion with many other
19:13 cities involved
19:15 negotiations with the county on
19:16 issaquah's tax have
19:18 proceeded rather slowly i will keep the
19:20 city council apprised of any further
19:22 developments
19:24 also going to give an update on
19:25 issaquah's community vaccine partnership
19:28 the isoqua vaccine community partnership
19:30 met earlier today for our weekly
19:32 coordination meeting
19:33 our focus remains that when vaccines are
19:35 more readily available
19:37 we will be ready our team is close to
19:39 securing a location for a drive up
19:42 mass vaccination site in issaquah
19:44 meanwhile tonight the city council is
19:46 reviewing an interlocal agreement with
19:48 eastside fire and rescue and the city of
19:49 samamish
19:50 to formalize our partnership on vaccine
19:52 distribution and reimbursement
19:54 that partnership along with king county
19:56 council member kathy lambert and state
19:58 legislators from districts 5
20:00 and 41 also sent a letter to king county
20:03 executive dow constantine last week that
20:05 described our plans
20:06 for a mass vaccination site and requests
20:09 for approval
20:10 of not only operating the site but also
20:12 receiving future vaccine doses
20:14 vaccine availability throughout king
20:16 county and statewide is still severely
20:19 limited
20:20 one idea we discussed today is that once
20:22 our site is approved we consider
20:24 implementing a soft rollout and offer
20:27 even a small amount of vaccines as
20:29 supplies allow
20:30 i have some great news to share our
20:32 mobile vaccination efforts continue
20:34 and eastside fire and rescue is now
20:36 reaching many high-risk seniors
20:38 with their second dose and finally we're
20:41 working on how best to promote vaccine
20:43 acceptance to a variety of audiences
20:46 communities and cultures moving forward
20:50 my second last bit of news in my update
20:53 uh and i'm sure most of you know this
20:55 rei has selected issaquah for one of its
20:58 satellite offices
21:00 so late last week we learned that rei
21:02 co-op
21:03 a specialty outdoor retailer recently
21:06 announced it selected issaquah as the
21:08 location for its first
21:09 satellite office the nation's largest
21:12 consumer co-op selected rally's property
21:15 newest development
21:17 called 2005 poplar for its innovative
21:20 satellite office
21:21 occupancy is planned for late summer or
21:24 early fall
21:25 and post-pandemic the building will
21:27 accommodate up to 400
21:29 people at one time we are thrilled to
21:32 welcome rei which shares our passion for
21:34 sustainability
21:35 environmental protection and outdoor
21:37 recreation to our city
21:40 and the last item on tonight's mayor's
21:42 report is a recognition for
21:44 council member goodman and her 10 years
21:46 of service to our community
21:48 so each year we as a city recognize our
21:50 employees for various 10 years of
21:52 service
21:53 in five-year increments and i'd like to
21:55 take a moment
21:56 to thank and commend councilmember
21:57 goodman tonight as she has served 10
22:00 years as city council member
22:02 this coming march 7th congratulations

22:08 that concludes the mayor's report and

23:44 the 2021 art administrative budget and
23:47 work program
23:48 the ask before council this evening will
23:50 be for approval
23:52 um for this presentation ab-8074
23:55 will be presented jointly with ab-8075
23:59 the 2020 arch trust fund recommendation
24:01 so i'd like to invite
24:03 lindsay masters the executive director
24:05 of a regional coalition for housing
24:07 to present these items hi lindsay hi
24:11 thank you for having me
24:12 nice to see you yeah i'm going to try to
24:15 share my screen
24:17 i just want to remember i was here about
24:18 a year ago i think for the first virtual
24:21 meeting
24:22 um presenting on a similar topic so
24:24 we've come a long way and
24:27 let's hope the technology serves up well
24:35 it looks like we're able to share your
24:36 screen lindsay
24:38 great see your screen thanks
24:45 all right so i'm gonna be
24:48 quickly talking about our work program
24:50 and budget which was um
24:52 approved by our executive board last
24:54 june
24:55 and then i'm gonna go into our housing
24:57 trust fund
24:58 program first talking a little bit just
25:01 about the program overview
25:03 and then getting into the specific
25:04 funding recommendations that are before
25:06 you today
25:09 um so just in a very brief single slide
25:12 i've tried to capture here
25:14 the big picture of what's what's new and
25:16 what's
25:17 was done with our 2021 work program and
25:19 budget
25:20 was adopted as i said last june when
25:25 many cities were at the height of
25:27 figuring out what some of the longer
25:28 term implications
25:29 the pandemic were going to be so we
25:31 tried to take a really conservative
25:33 approach
25:34 by holding all dues constant at the same
25:37 levels that they are at for 2020
25:40 and then trying to find other ways to
25:42 sort of come up
25:43 with the difference between growth and
25:45 art and our expenses
25:48 primarily by establishing administrative
25:52 and really just keeping our programs
25:54 constant not trying
25:56 to take on any significant growth this
25:58 year
25:59 but carrying forward our core services
26:03 and as a part of you know looking at our
26:05 work program we
26:08 sought direction from the board about
26:11 priorities that's something we've been
26:12 trying to do
26:13 from year to year we have a a big work
26:15 program admittedly and a lot of things
26:18 um going on all the time but really
26:20 trying to hone in on what are the top
26:22 priorities that are that our cities will
26:24 focus on and so we carried some of those
26:26 forward this year
26:28 and those number one is stewardship of
26:31 existing affordable housing
26:33 um excited to really be
26:36 making significant program improvements
26:38 to our home ownership program
26:40 this year we're undertaking a much more
26:43 intentional focus
26:44 on marketing and so we're excited
26:47 especially to help
26:48 market and sell some new homes for
26:50 highlands this year
26:52 been doing a lot of work planning for
26:53 that
26:55 um a second major goal for us this year
26:58 which is carried forward from last year
27:00 is to try to establish some regional
27:03 goals
27:04 amongst the arch communities for
27:06 affordable housing so we can start to
27:07 measure
27:08 and report on our progress year we're
27:12 going to continue
27:12 trying to discuss what options for
27:15 dedicated revenue forces there are
27:17 that's obviously a dynamic landscape as
27:20 there are
27:20 new sales tax uh tools in the toolbox
27:23 and other things going on
27:25 coming out of the state legislature and
27:28 then the first half of the year
27:30 work that's actually already underway is
27:32 we are trying to do some work with the
27:34 consultant
27:35 that we were able to take advantage of a
27:38 grant opportunity
27:39 from coming out of king county trying to
27:42 support sub-regional collaboration
27:44 and taking advantage of that to do some
27:47 assessment
27:48 of our capacity and looking at some of
27:50 the gaps and potential opportunities for
27:52 expansion in the future
27:54 and then really continuing to make sure
27:57 we are keeping our pipeline growing
28:00 you need to add more affordable housing
28:02 and and focusing on the projects that
28:03 have the highest impacts
28:06 and then of course we did not know what
28:08 this year was going to look like last
28:09 year so we wanted to make sure that we
28:11 were going to be
28:12 simple and responsive to needs that
28:14 might emerge um
28:16 recently i think we've been having
28:17 discussions about rental assistance as
28:19 a potentially a big need in this coming
28:22 year so we've been trying to facilitate
28:23 conversations about that
28:26 but that's the work program and budget
28:30 um the trust fund is is a really
28:33 important program i
28:34 i love talking about it and we decided
28:37 this year that we wanted to take
28:39 time to step back and look at it as a
28:41 whole program
28:42 especially for for council members that
28:44 haven't had many years of
28:46 familiarity of seeing projects come up
28:48 and be funded year to year
28:50 but it's really an incredible program
28:52 that uh takes advantage of
28:54 the collective will and investment of
28:58 all the cities inside a diverse
29:01 array of affordable housing projects for
29:04 many types of populations
29:06 geographically distributed throughout
29:08 the region
29:09 so we've been able to fund a wide
29:11 variety of over the last
29:13 close to 30 years now and have a
29:16 significant track record
29:18 for it over the years there's been a set
29:22 of principles that have really developed
29:25 over time that try to that have driven
29:26 the program
29:28 um we are constantly trying to leverage
29:31 your local dollars to get the maximum
29:33 impact
29:34 uh historically there's been a ten to
29:36 one leverage ratio so for every dollar
29:39 local dollar support there's ten dollars
29:41 of other
29:42 funds that have come into the projects
29:44 funded
29:45 we have sought to create broad
29:47 geographic equity so that every
29:49 community gets the benefit of some
29:51 affordable housing
29:52 and that people who are seeking housing
29:54 are able to have choice
29:56 a significant choice where they're
29:58 looking for housing
30:00 we have a citizen advisory board and
30:02 have
30:03 had wonderful representation from
30:05 community members
30:07 including it from issaquah and some
30:09 other communities
30:10 as well who really helped to shape these
30:13 project recommendations before they come
30:15 to you
30:17 um and then finally we are
30:20 we are really looking at these as
30:22 long-term investments so
30:24 we have new projects every year but
30:26 we're also we are also significant
30:28 stewarding a significant amount of past
30:31 investment
30:32 and housing that as that grows that's
30:34 going to become
30:36 increasingly important years to come
30:40 this is a broad snapshot
30:44 of the program production
30:47 have succeeded in making sure there are
30:50 projects in just about every
30:51 member community that has the zoning
30:54 that that affords
30:55 housing you see on the map here that the
30:59 housing trust fund projects are
31:00 in green complementary to that are all
31:04 of the projects that we've been able to
31:05 support through land use and other
31:07 incentive programs
31:09 and together the two kind of um
31:12 are able to address the entire spectrum
31:14 of housing
31:18 um stepping back again uh we wanted to
31:22 take some time
31:23 this uh this year to start looking at
31:26 the demographics that
31:28 served our various programs a few slides
31:32 here on the trust fund we've also
31:33 started gathering analyzing this data
31:35 for our other programs
31:37 and i love to come back another time and
31:39 share that
31:40 the housing trust fund has has really
31:43 over time
31:45 a critical resource for people at the
31:47 lowest end of the
31:48 of the income spectrum you can see here
31:50 the majority of
31:52 households living in developments are
31:54 earning less than
31:55 30 percent
32:00 um we've also had a significant share of
32:03 households who've been able to
32:05 become housed who have come out of
32:06 homelessness
32:08 both families and individuals and find
32:10 housing within
32:11 development also a significant share of
32:15 parent households compared to the
32:17 general population
32:21 and then this shows you the race and
32:23 racial and
32:24 ethnic uh backgrounds of how the heads
32:26 of household within
32:28 housing trust fund projects um so
32:30 significant share
32:32 of households of color in them
32:35 and a significant year of hispanic
32:37 households compared to the broader
32:39 renter population county
32:45 so moving on to the projects themselves
32:49 um starting here with a project that
32:51 will be a permanent supportive housing
32:53 project located in bellevue
32:57 neighborhood and undertaken by
33:00 through a partnership with plymouth
33:02 housing a very experienced
33:04 housing provider that has developed
33:06 primarily in seattle
33:08 up until now and horizon housing as
33:11 their development consultant
33:13 this is part of a larger master
33:15 development that i'll show you a slide
33:17 that gives you a visual of what that
33:19 campus looks like
33:21 the funding request here is for a total
33:23 of five hundred thousand dollars
33:26 it will fund 93 studio units plus some
33:29 additional
33:30 uh apartments for on-site staff
33:33 and i'm going to talk a little bit about
33:35 permanent support of housing the next
33:37 slide
33:38 as well as some of the partnerships here
33:40 that
33:41 that are make this development
33:44 so permanent supportive housing if you
33:46 haven't
33:48 been able to learn much about it in the
33:49 past is a critical housing model for
33:53 people
33:53 coming out of homelessness unlike
33:56 transitional or shelter programs it
33:58 really is permanent housing
34:00 time limits on it or none
34:04 it is paired with intensive wrap around
34:06 services that are designed
34:09 efficient to the needs of the people who
34:11 are coming the program
34:13 and it's really intended to be for
34:16 individuals
34:18 with significant barriers to long-term
34:20 housing ability
34:21 um potentially people who have been
34:23 homeless a long time
34:25 who need really need those additional
34:27 supports
34:28 with the housing have long fast
34:32 um an important feature too is that it's
34:35 plymouth in particular
34:37 and together with other providers who
34:39 operate
34:40 permanent supportive housing that it's a
34:42 housing first philosophy
34:44 that housing uh is is the first thing
34:48 you provide there are not barriers or
34:50 other
34:50 conditions left in where they in
34:54 um and then just some of the important
34:56 building features things that are that
34:57 are very typical of this housing model
35:00 there is a big focus on community space
35:03 and creating um venues people to get
35:06 together
35:08 uh there's in addition there's um
35:11 dedicated space for the delivery of
35:13 social services within
35:14 the building and then there's typically
35:18 24-hour staffing
35:19 and a secure entry
35:23 there is a significant research base now
35:26 that's developed over
35:27 over many years that has studied this
35:29 housing model it showed
35:31 uh long-term um long-term
35:34 effectiveness in housing stability
35:37 making sure people retain their housing
35:39 over time
35:40 uh you the individuals who um
35:44 are able to move into housing typically
35:46 experience
35:47 uh significant improvements in their
35:50 health
35:51 and then there's been a lot of studies
35:52 about sort of the overall
35:54 cost system for uh this type
35:58 of housing versus the continued cost of
36:00 people being homeless and
36:02 showing that this overall creates costly
36:05 things
36:07 so this as i mentioned the broader
36:09 campus
36:10 this project is complementary previous
36:14 projects that we have
36:15 funded and that are now being developed
36:17 together as one master development
36:20 one is the very important inside men's
36:23 shelter that has been long
36:25 long coming uh we're excited to
36:27 hopefully see that finally get off the
36:29 ground this year
36:31 and then another workforce housing
36:33 development
36:35 uh kind of on the upper shelf there of
36:37 the site there
36:41 the next project is being undertaken by
36:44 imagine housing
36:45 another one that you've seen previously
36:49 made an initial award to the developer
36:52 to be able to purchase the property um
36:55 last year
36:56 that was a previous report of 750 000
36:58 and then there's an additional request
37:00 here for another
37:01 500 000 and that will
37:04 help to create 76 new studios
37:07 affordable at fifty percent of the
37:09 income
37:10 or seniors in bothell a project that has
37:14 been
37:15 really important to the city of bothell
37:17 they have
37:18 made the property available for
37:20 affordable housing
37:22 undertaking some zoning changes as well
37:24 to be able to accommodate
37:26 more housing on the site
37:31 and then we have final project which is
37:34 uh called totem horizon at totem lake
37:38 and this is uh i'm sorry i don't know
37:41 what happened the title on the slide
37:42 there but this is a project that's being
37:44 co-developed by inland and horizon
37:46 housing alliance
37:48 modeled sort of on the development
37:52 process at the together center in
37:53 redmond
37:55 um that's a project that has a mix of
37:58 different housing components
38:00 workforce housing as well as housing for
38:03 people with lower incomes and hope for
38:07 to create some set-asides for families
38:08 coming out of homelessness
38:11 would be served by hope link
38:14 this project is a little bit earlier in
38:17 in development and so there's still some
38:19 parts with the financing but um
38:23 city of kirkland was excited to be able
38:26 provide additional funding larger
38:29 funding requests
38:30 so we've been able to manage of some you
38:33 know funds there to
38:34 to be able to respond to the entire
38:37 request
38:38 additionally in the last year we stood
38:41 a pilot program with microsoft to be
38:44 able to provide
38:45 short-term funding from their uh
38:48 from their affordable housing initiative
38:51 just as an additional tool in the
38:53 toolbox to help
38:54 projects pencil and come together and so
38:57 we were able to make the first loan from
38:59 that
39:00 program last year and they've agreed to
39:02 make an additional commitment
39:04 here to this project
39:09 this provides you a snapshot of all the
39:11 other
39:12 funds that are anticipated to come into
39:14 this project
39:16 we have a significant rate of leverage
39:19 more than i think we've been able to
39:21 achieve historically i said
39:23 been about ten to one for arch funds
39:26 other funds and here we are
39:30 rising about three percent of the total
39:32 funds effective
39:34 projects
39:38 and this provides you an overview of all
39:40 the other arts
39:41 contributions that are being recommended
39:45 um help fully fund all three
39:48 developments
39:51 so my video is covering up the amount
39:54 first club but it looks like it's 118
39:57 and 300 contributions to make these
40:00 three developments
40:01 go forward so i'm going to
40:06 stop sharing but i can pull it back up
40:10 if there's any questions about the
40:11 slides
40:14 that is great lindsay it's nice to see
40:16 you again and it's nice to hear such a
40:17 long
40:18 and detailed presentation of what you
40:21 are working on
40:22 i also want to let the council know that
40:24 we have kristin leeson also on hand
40:26 for questions this evening and so i'm
40:28 going to keep my eye on the chat

40:38 thanks mayor paulie this is
40:39 councilmember hall um thank you very
40:41 much for the presentation i appreciate
40:42 the thoroughness
40:43 um i have a question about the work
40:46 program
40:46 for 2021 and i was wondering if you
40:49 could speak to or elaborate on
40:52 on page seven under education and
40:54 outreach it says housing 101 in
40:56 education efforts so i was wondering if
40:57 you could kind of elaborate on that
40:59 for the council but also for the
41:00 community watching for sure
41:02 um housing 101 is an event
41:06 that arch has done over the years
41:10 and the primary purpose of that is
41:14 to provide some basic education for our
41:16 members
41:17 particularly council members but also
41:21 planning community members about housing
41:24 about the arts model how we work
41:26 together as a
41:27 company i will admit
41:31 talked we had a discussion last year
41:33 about what does an event
41:35 what does an event look like exactly and
41:37 couldn't quite
41:39 kind of wrap our heads around something
41:42 in person
41:43 um so this year we're looking at
41:46 something more of a of a virtual
41:49 we're gathering some input on what's the
41:51 best
41:52 format time topics uh to do that we're
41:56 also talking to the
41:57 sound cities association see partnership
42:00 there come together um
42:04 together so still kind of in the plans
42:07 of what that what
42:08 and what that event used to look like
42:10 was uh often a bus tour
42:12 um visiting affordable housing sites
42:14 like that um
42:16 in this context we're still sort of
42:19 talking about what
42:20 what's going to be most effective
42:21 alcohol
42:28 caught myself thank you lindsay uh next
42:31 up for questions is councilmember walsh
42:34 thank you this is councilmember walsh um
42:37 looking at
42:38 your budget for the year i just wanted
42:40 to dig
42:41 into you said you were keeping the
42:44 member cities dues um steady but
42:47 obviously
42:48 everything costs more every year and so
42:51 i see a 728 percent
42:55 increase in costs in your other income
42:59 category
43:01 which includes a forty five thousand
43:02 dollar new home
43:04 owner new home ownership program fee
43:07 assessment can you talk through what
43:10 that is and who pays it
43:12 and what kind of impact do you think
43:13 that'll have on the program
43:15 for sure yeah um so
43:19 you might recall we went through a an
43:21 evaluation of that program
43:23 ago and we received a whole set of
43:26 consultant recommendations
43:28 for how to make sure the program
43:31 continues to be successful and it's
43:33 capable and that we staff it
43:34 appropriately
43:36 long list of recommendations we've made
43:38 a lot of progress tackling those one of
43:40 them
43:41 that was kind of near the top was to try
43:43 to create
43:44 a sustainable revenue source
43:47 but as the program grows and the
43:49 forklift grows we're able to actually
43:51 add staff to
43:53 respond to that so as a follow-up to
43:56 that study
43:58 about another consultant who's
44:01 a national expert in land trust
44:04 kind of give us what are the menu of
44:07 options
44:08 for how we create some kind of
44:11 trade of figures start to collect some
44:12 revenue program
44:14 and so she went through a process with
44:16 our board give us some resolutions
44:19 and the final recommendation was that we
44:24 one percent fee that it's collected
44:27 when homes are resold um and that is
44:30 paid by the seller rather than
44:32 the buyers that comes out of the
44:33 proceeds
44:39 uh last year and we i think we're able
44:43 uh start seeing what that is going to
44:46 create over time
44:48 um again last year there was a lot of
44:50 unknowns we didn't know if there was
44:52 going to be
44:53 extra housing prices there was going to
44:56 be equal time selling some of these
44:58 homes we haven't seen any of that
44:59 yet fortunately um but when we developed
45:02 the policy or
45:04 did sort of have a discussion about what
45:06 would what would be
45:07 our position if that was if that was
45:09 starting to happen and
45:11 some of the homeowners in the program
45:12 might be experiencing impacts to their
45:15 equity that they're hoping to get out of
45:17 the
45:18 out of home ownership so we've um
45:22 sort of had some experience with that
45:24 we've started to develop
45:26 some thinking and some policy still
45:28 still in
45:29 under consideration by the board but
45:31 talk about
45:32 the event that there are financial
45:34 hardships like that
45:36 how could we wave or reduce the so um
45:40 that's kind of the experience so far but
45:43 for fortunate knock on wood that housing
45:46 prices have not
45:47 been coming down yet it sustains
45:50 demand for homes as they as they resell
45:55 thank you thank you lindsay next up is
45:59 council president
46:00 hunt thank you and thank you very much
46:03 for the presentation and the information
46:06 my question um is following up on a
46:08 email that we received back in january
46:11 regarding concerns about imagine housing
46:14 i wondered if you could talk about the
46:17 role
46:18 of arch which does fund or which is
46:21 involved with funding a lot of the
46:23 imagine housing
46:24 and and then also generally what arches
46:28 role is in
46:29 when there are concerns around um
46:32 management
46:32 or when there are issues around
46:34 management of properties
46:36 yeah i know i'm glad i'm glad you
46:38 brought that up um
46:40 big picture is imagine housing has been
46:43 around
46:44 i think about as long as arch so has
46:47 evolved over that time and has developed
46:49 a portfolio that has been supported by
46:52 our city
46:52 for the years from a really significant
46:56 housing provider on the side and they've
46:58 got
46:59 a portfolio that's a valuable community
47:02 resource so
47:03 big picture is we need them we want we
47:07 want them to be doing a good job of
47:09 managing all their properties
47:11 and we're invested in making sure that
47:13 happens received the same letter i
47:15 believe that
47:16 um some of our member city council
47:18 received
47:19 and followed up on that a number of
47:23 different things
47:24 um that are also detailed in a memo that
47:26 was provided for our board
47:28 which we'd be happy to share as a
47:30 follow-up interesting
47:32 um but we have met with the leadership
47:36 of imagine housing
47:38 there was recently a leadership
47:39 transition there so there is
47:41 a new kind of approach and
47:45 thinking about how to respond to
47:46 community concerns
47:48 but in addition to that we wanted to be
47:51 able to have
47:52 make sure we have some accountability
47:53 mechanism
47:55 make sure that all the complaints that
47:57 are have come up are resolved
48:00 so we held a special board meeting in
48:03 the last month was either late january
48:06 or first week of february
48:08 to discuss the letter and the concerns
48:10 raised
48:11 to bring some additional information
48:13 that our staff
48:15 went out and gathered about property
48:17 conditions
48:18 things like that and then to consider
48:20 some additional funding conditions
48:22 that we could uh insert into this
48:25 particular funding award that you're
48:28 acting on tonight for the family senior
48:30 housing
48:31 project so the board had a really good
48:34 discussion
48:36 about that um appreciated wally's
48:39 participation on the board
48:41 and they did uh vote to approve
48:44 two additional funding commissions that
48:47 are
48:48 a condition of any additional future
48:50 funding going to imagine
48:53 so one of them is about specific
48:57 issues and concerns that were presented
48:59 at the letter that are immediate and
49:00 going on in the properties right now
49:02 so we have requested and already
49:05 received
49:07 a response and an implementation plan
49:09 from imagine to be able to address those
49:12 um and then that will come with it some
49:15 ongoing reporting
49:18 basically a monthly basis to make sure
49:19 they're following through with that
49:21 um and then an additional condition
49:23 that's about the future project
49:25 which is additional contractual language
49:28 around
49:28 property habitability for the long term
49:34 answer yes thank you
49:39 thank you lindsay i am looking at the
49:41 chat and not seeing
49:42 any additional questions at this time

49:55 another question um
49:57 about the first project the eastgate
49:59 supportive housing
50:00 um is this the only project of the three
50:04 with those wraparound services that you
50:06 described
50:06 because it's targeted towards people who
50:09 are at risk of becoming homeless
50:12 it is it is unique amongst the the three
50:15 projects
50:16 the level of services that we've
50:18 provided
50:20 um and it's it's for people who are
50:23 who are literally coming out of
50:25 homelessness i failed to mention that
50:27 um an important part of that project is
50:29 the partnership with congregations for
50:31 homeless
50:32 so there's going to be it's
50:34 intentionally designed so that people
50:36 who are
50:37 being happy pals housed who are coming
50:40 from the shelter that's
50:41 developed on the site will have a
50:44 pathway
50:45 housing at the support of housing
50:47 development um the same pathway
50:50 it's discussed and hoped and planned for
50:53 for women
50:54 coming out of the shelter um in kirkland
50:57 that you also helped to fund through
50:59 arch
51:00 so we're we're excited for that we're
51:02 really excited for that permanent
51:04 supportive housing it's
51:06 um uh it's been absent as a model on the
51:10 east side and so
51:11 we're really filling a gap but that is
51:14 there for
51:14 people who've been honestly having
51:17 long-term relationships with both feet
51:19 away in cfh but the housing is
51:22 there for them so we're excited about
51:25 that
51:26 there will be some level of services um
51:29 actually at the other two developments
51:31 but not
51:32 for that to that same level
51:37 great um thank you lindsay it looks like
51:40 our staff member kristen wilson has a
51:42 comment
51:43 kristen hi this is kristen leeson and i
51:46 council member hall asked why that one
51:48 had been targeted as part of the
51:50 discussion tonight and
51:52 um that is the only one requesting
51:54 funding this year as well the other two
51:56 pieces the other two phases of that
51:57 project have already been funded both in
51:59 2017 and 2019
52:01 so that's the only piece requesting
52:02 funding this year

54:20 third item this evening which is ab8098
54:23 the 2021 arts grant recommendation
54:27 and i'd like to invite our arts program
54:29 administrator amy dukes to present this
54:31 item
54:32 the request for council this evening
54:34 will be for approval

54:45 members thank you for
54:47 having me i am going to share my screen
54:54 and there we go
55:01 are you all able to see the presentation
55:04 amy we can see your presentation great
55:07 thank you
55:08 so i'm here this evening um just to
55:10 present the
55:11 2021 arts grant funding recommendations
55:14 round one
55:15 um these are being forwarded from the
55:18 arts commission
55:19 after their review last month
55:23 february and the recommendations
55:26 include 15 grants that total 82
55:30 540 dollars i'm just to give you a
55:34 little bit of overview about the arts
55:36 grant program this year
55:37 which is a little different um our
55:40 budget is
55:41 145 000 this year it is reduced um due
55:44 to the fact that
55:46 our major source of revenue admissions
55:48 tax
55:50 is pretty much on pause with regal
55:51 theater being closed we are utilizing
55:54 our fund balance in the municipal arts
55:56 fund to cover this expense
55:59 and because of all of the restrictions
56:02 that have been placed on
56:04 gathering and celebrating as a community
56:07 we decided to do the grant application
56:10 in two rounds this year
56:11 um one this first quarter basically in
56:13 january in february
56:15 so that applicants would have some
56:18 flexibility
56:19 to suggest some
56:22 projects and programs that they would
56:23 actually be able to
56:25 carry out right now and then we will
56:27 have a second round
56:28 of applications toward the end of the
56:30 second quarter when hopefully there'll
56:32 be a little bit more clarity
56:33 on gathering in larger groups as the
56:36 year progresses
56:38 and again really wanted to focus this
56:40 round on projects that can be delivered
56:43 within the healthy washington roadmap to
56:45 recovery guidelines
56:47 which currently uh have us at 25
56:51 indoor capacity and up to i believe 200
56:55 people gathering outside
56:58 um and so the grant criteria hasn't
57:00 really changed
57:02 this year except that we kind of honed
57:05 in on some
57:06 words that are important to us we moved
57:08 public benefit to sort of the
57:10 primary most important criteria
57:14 and then artistic value we actually made
57:17 a word change from artistic quality
57:20 on this one um we really want art to be
57:22 at the core
57:23 of these projects and programs and that
57:26 participants can really have
57:28 meaningful involvement is what that
57:30 artistic value
57:31 means um feasibility and managerial
57:33 capacity
57:35 um are really focused on in this case
57:38 in this round the ability of the
57:40 organization or the artist to conduct
57:42 the project or program given
57:44 our current restrictions and then just
57:46 the ability to manage grant funds and
57:49 provide the financial and participation
57:51 reporting that we require
57:53 and then lastly a diversity of funding
57:55 sources and leveraging grant
57:57 dollars and you know this means a lot of
57:59 different things depending on the size
58:01 of the project
58:02 but we just want to see that there are
58:03 others who are supporting the project or
58:06 program and that can just be as simple
58:08 volunteers or in-kind support from the
58:10 community
58:13 so here is the list of the 15
58:17 grant recommendations we were really
58:19 excited to receive
58:20 quite a new quite a good number of new
58:23 applicants
58:24 this round we have um six new applicants
58:26 that
58:27 we have not um funded previously
58:30 and we feel like this group really kind
58:33 reaches far and wide across the
58:35 community and
58:37 will make a big impact even for that
58:39 small dollar amount
58:45 and then just to give you a snapshot of
58:47 how the funding will break out between
58:49 the two rounds
58:50 um so we're recommending the arts
58:52 commission is recommending 82
58:54 540 for round one and that will leave
58:56 sixty two thousand four hundred and
58:58 sixty dollars
58:59 for that round two application in the
59:01 second quarter
59:02 to third quarter and we feel
59:06 that that does provide adequate support
59:09 for
59:09 a second round of of applicants and
59:13 if you notice most of the grants that
59:15 are being recommended are sort of more
59:16 in that three to five thousand dollar
59:18 range
59:19 so that should provide um a decent
59:21 number of
59:22 um support for other projects and
59:24 programs that second round
59:28 so the recommendation um is to improve
59:31 the round
59:32 one of 2021 arts grant um funding as
59:35 it's being recommended by the arts
59:37 commission
59:38 for a total expenditure of 82 540
59:42 and i would be more than happy to answer
59:45 questions and i'm gonna
59:46 just stop sharing for um
59:49 and i can come back if we need to do

1:00:22 round one funding can they also be
1:00:24 rewarded with round two funding because
1:00:26 it sounded like
1:00:27 round one was very specific for this
1:00:29 road map to healthy recovery so
1:00:31 obsessively round one
1:00:33 applications and round two applications
1:00:34 could look fairly different depending on
1:00:36 what the public health
1:00:38 landscape looks like in the coming
1:00:39 months
1:00:41 yes that's correct we did say that
1:00:44 applicants could apply to both
1:00:45 round one and round two and really did
1:00:48 ask applicants to focus on what they
1:00:50 could accomplish right now
1:00:51 in the current restrictions so if that
1:00:54 changes dramatically we really hope we
1:00:56 will see
1:00:57 other types of applications we're
1:00:59 crossing fingers

1:01:55 um to raise for council's
1:01:58 future consideration that i think in
1:02:01 later in this year we should think about
1:02:04 um we might make sure that there is
1:02:07 continuation of funding for these arts
1:02:10 grants because
1:02:11 uh as far as i understand the main
1:02:14 source of funding
1:02:15 for these grants is um the theater uh
1:02:19 movie theater tickets and that is still
1:02:21 not um
1:02:22 a funding source right now due to the
1:02:25 restrictions and due to the pandemic and
1:02:28 um we obviously have a lot of
1:02:29 uncertainty around
1:02:31 that right now so i think in the future
1:02:34 later this year
1:02:35 um we should consider how we can make
1:02:38 sure that
1:02:39 this very important um funding continues
1:02:42 because i do think it's
1:02:44 more important probably now than ever
1:02:46 that people have
1:02:47 things to do to get together and enjoy
1:02:51 the arts uh and i will also
1:02:54 mention that this is a smaller amount of
1:02:56 funding than
1:02:57 in the previous year and we have a
1:02:59 growing population so
1:03:01 i would not want that to be a trend but
1:03:02 i understand that this is uh
1:03:04 under extraordinary circumstances thank

1:03:14 was really struck when i was reading
1:03:16 through the proposal
1:03:18 uh with what a well thought out um
1:03:22 program this is and i want to commend
1:03:25 the arts commission for the work that
1:03:26 they did on it because
1:03:28 it really addressed the changes that
1:03:30 have come before us because of the
1:03:32 pandemic
1:03:33 and created a way for arts groups to
1:03:36 respond to
1:03:38 to the pandemic and i was very
1:03:40 appreciative of all the thought that
1:03:41 went into this
1:03:43 i can only second all of the comments
1:03:45 from council president hunt
1:03:48 the arts play such an important role in
1:03:50 our economic development
1:03:53 as well as adding so much to the
1:03:54 character of our town and so
1:03:57 if it looks as though we're going to
1:03:59 lose funding for this
1:04:00 arts fund for the next year or so
1:04:04 i think we we need to start thinking
1:04:06 about what else can we do to support
1:04:09 uh such a vital part of our community
1:04:11 and thank you

1:05:37 and last item under regular business
1:05:38 today is ab-8126
1:05:40 interlocal agreement with eastside fire
1:05:42 and rescue and
1:05:43 city of sammamish and this is with
1:05:45 respect to our vaccine partnership
1:05:48 the ask of council this evening is to
1:05:50 authorize this item
1:05:52 the item was discussed by council at the
1:05:54 january 26th
1:05:55 2021 council study session and i'd like
1:05:58 to invite our city administrator wally
1:06:00 bobkowitz
1:06:00 to introduce this item molly
1:06:04 thank you man members of the council
1:06:06 good evening uh you have before you in
1:06:08 their local agreement
1:06:09 between uh some city of smanish site
1:06:11 fire rescue and the city of esqua
1:06:14 as i know you have been updated by mayor
1:06:16 paulie over the last uh
1:06:18 several weeks we've embarked on a pretty
1:06:20 unique adventure
1:06:22 and that is to take our destiny in our
1:06:24 own hands as far as
1:06:26 vaccinations for the kobe 19 values and
1:06:29 come up with our own plan we've been
1:06:31 working with lots of
1:06:32 community partners this quest school
1:06:35 district swedish
1:06:36 hospital the costco has been a great
1:06:40 partner so far and many others are
1:06:42 elected officials
1:06:43 but really if we're going to have a mass
1:06:45 vaccination site here in this squad we
1:06:47 really need to build it ourselves
1:06:49 so we went through mayor paulie's
1:06:52 direction
1:06:53 to eastside fire and rescue and asked
1:06:54 for their assistance
1:06:56 from that uh came this interlocal
1:06:58 agreement with the city of samamish and
1:07:00 i really want to
1:07:01 commend their staff and their city
1:07:04 manager
1:07:05 for their willingness to really partner
1:07:08 with us
1:07:08 as we move forward with this really
1:07:11 still not knowing quite
1:07:12 when we'll be able to receive vaccine
1:07:14 but we want to move forward with the
1:07:16 mass vaccination site
1:07:17 as well as continue with the mobile
1:07:19 vaccinations that we've been doing
1:07:21 through eastside fire and rescue over
1:07:22 the last several weeks fire chief jeff
1:07:24 clark
1:07:25 is on the call and the chief clark
1:07:28 if you'd like to add anything as far as
1:07:31 the work that we've done on the mass
1:07:33 vaccination sites or the mobile
1:07:35 vaccinations
1:07:36 we'll welcome you to do that at this
1:07:40 point
1:07:43 thank you mr city manager and members of
1:07:45 the council mayor
1:07:46 i appreciate the opportunity uh i think
1:07:49 all of you have been
1:07:50 um well updated on what's been going on
1:07:52 with the vaccines while he gave a
1:07:53 wonderful summary
1:07:54 we have uh we are ready to go
1:07:57 uh when we can secure the vaccines and
1:08:00 there is more and more chatter about the
1:08:02 ability of vaccines to be delivered
1:08:04 uh in the weeks and months to come so
1:08:06 we're looking forward to that and as
1:08:08 as mr the manager mentioned we have been
1:08:11 doing an awful lot of mobile
1:08:12 vaccinations at this point
1:08:13 it is a daily occurrence now in all of
1:08:15 our communities from east side fire and
1:08:17 rescue
1:08:18 and we have been doing uh really mass
1:08:21 vaccination sites on a smaller scale
1:08:23 than we're designing here
1:08:25 uh with the tribe of the snoqualmie
1:08:26 tribe the last three weekends
1:08:28 and that is going very well so we're
1:08:30 looking forward to this
1:08:31 continued partnership and we appreciate
1:08:34 the vision of issaquah to put this
1:08:36 together and
1:08:37 help us move forward on this important
1:08:39 endeavor
1:08:41 and chief clark if i could ask you to
1:08:42 talk a little bit about the money
1:08:44 piece of all this this agreement uh
1:08:47 allocates costs but
1:08:48 we feel very confident that all the
1:08:51 costs associated with this will be
1:08:53 a reimbursable by the federal government
1:08:55 could you speak a little bit to that
1:08:57 yes uh thank you so uh this agreement
1:09:00 calls for
1:09:01 for the max fascination site uh
1:09:03 specifically seven hundred thousand
1:09:05 dollars
1:09:06 in reimbursement to east side fire and
1:09:08 rescue which we will essentially invoice
1:09:10 issaquah and sammamish based on a
1:09:12 population based formula
1:09:14 uh and we are confident that issaquah
1:09:17 some amish will be able to be reimbursed
1:09:18 for these activities
1:09:20 through the state and the federal
1:09:21 government initially we designed the
1:09:25 contract so that east side would be the
1:09:27 one putting in for the reimbursement
1:09:28 however we've been advised by the state
1:09:31 that that would not be
1:09:32 a successful endeavor as currently
1:09:35 eastside would not be able to receive
1:09:36 those funds directly however invoicing
1:09:38 the cities and the cities applying for
1:09:40 will allow the reimbursement as for the
1:09:43 mobile vaccinations
1:09:44 uh there's a hundred thousand dollars
1:09:46 that smamish would uh
1:09:48 up to a hundred thousand that smammish
1:09:49 could reimburse us and up to fifty
1:09:51 thousand that city of vistaquad could
1:09:53 reimburse us
1:09:54 uh to date all of the mobile vaccination
1:09:56 activities we've had
1:09:57 have been getting funded and reimbursed
1:09:59 from the county
1:10:01 so so far all of the mobile vaccination
1:10:03 activities we've been doing we will not
1:10:04 be asking for any reimbursement
1:10:06 and this contract is only it'll be our
1:10:10 source of revenue to speak and that's
1:10:13 just to keep east side whole
1:10:15 if and when that's necessary hopefully
1:10:17 all of these partnerships will manifest
1:10:19 into reimbursement endeavors like we
1:10:21 have with the mobile vaccination
1:10:22 where the the county is reimbursing us
1:10:25 and hopefully that'll continue as we get
1:10:26 into the mass vaccination site as well
1:10:28 but only time will tell with that

1:10:36 we are only the second community
1:10:38 in king county uh that has taken its own
1:10:41 initiative to put together

1:10:45 city of seattle so

1:10:49 chief clark and i are ready to answer

1:11:01 in terms of um reach of the mass
1:11:05 vaccination site
1:11:06 would this be um made available to
1:11:10 to anyone um and i uh
1:11:13 kind of if you're eligible uh first come
1:11:16 first serve show up at the site or
1:11:18 what's the
1:11:19 what's the population served what's the
1:11:21 thinking around that
1:11:24 chief
1:11:28 well i'll admit i have not been involved
1:11:30 in the in the intimate details of this
1:11:32 andrew stevens has been handling that as
1:11:33 part of the task force with glenn
1:11:35 huffman
1:11:35 uh but i will say that once once you
1:11:38 arrive and you are eligible
1:11:40 we will most likely have to deliver the
1:11:42 vaccination
1:11:43 it's as far as how we do the reach and
1:11:46 how you become eligible to show up at
1:11:48 the site
1:11:48 is where we can impact who uh in some
1:11:51 amish we're facing a question
1:11:53 from one of the council members right
1:11:54 now about the demographics of
1:11:56 vaccinations and the success of
1:11:58 diverse subgroups in our population of
1:12:01 being able to have access and receiving
1:12:03 the vaccine
1:12:04 what we can do is put together a site
1:12:06 like this to deliver the vaccination and
1:12:08 we will vaccinate everybody
1:12:09 that shows up that is eligible and we
1:12:12 have vaccines for
1:12:13 uh getting people to the door is where
1:12:15 all of us on this call
1:12:17 and everybody that we work with through
1:12:18 the partnership can help advocate within
1:12:20 the community in order to
1:12:22 let those folks know who is eligible how
1:12:24 to get access and how to get to the mass
1:12:26 vaccination site so
1:12:28 a roundabout way of answering that
1:12:30 question but we will deliver the vaccine
1:12:32 to whoever comes to the site
1:12:34 uh it is up to us to advocate for our
1:12:36 communities to show up at that site and
1:12:37 especially those
1:12:38 that may have a more difficult time
1:12:40 getting there and of course we have the
1:12:41 mobile vaccination site
1:12:43 uh capability to get to those who simply
1:12:45 cannot get to the mass vaccination site
1:12:48 thank thank you and madam mayor if i can
1:12:51 just add
1:12:51 a couple of comments uh right now we are
1:12:54 looking at receiving the vaccine through
1:12:56 king county so
1:12:57 uh it is possible that there could be uh
1:13:01 some conditions placed by king county as
1:13:03 i think you're aware of the county's
1:13:04 operating
1:13:05 sites in the south king county in auburn
1:13:08 and kent
1:13:09 for the last couple of weeks there's
1:13:10 been a 75-year uh age limit and above
1:13:13 which has been reduced just today to 65.
1:13:16 so those
1:13:17 kinds of restrictions could be involved
1:13:19 we would probably have some sort of
1:13:21 reservation system again
1:13:22 king county has been using so our
1:13:25 conversations with king county health
1:13:27 has been to be a part of their larger
1:13:29 efforts because we would be receiving
1:13:31 the back seat from them uh as part of
1:13:33 the mayor's uh
1:13:34 community vaccination partnership this
1:13:36 morning just recently this morning
1:13:38 talked about ways to continue to reach
1:13:41 out to
1:13:42 members of the community who may not
1:13:44 have easy access and may not have
1:13:45 english as their first language
1:13:47 so we are working on additional
1:13:49 initiatives
1:13:50 uh to reach out to those populations
1:13:52 spoke with monica nagrilla
1:13:54 our human services manager this
1:13:55 afternoon trying to be creative
1:13:58 using leveraging some of the information
1:14:00 that's already been produced in multiple
1:14:02 languages by king county
1:14:03 so we will continue to do that so you
1:14:06 know our efforts here to make sure that
1:14:08 the residents of this fund smamish
1:14:10 are covered certainly the eastside fire
1:14:12 and rescues looking at their entire
1:14:13 service
1:14:14 area including uh smoky north bend
1:14:17 as well but we're really committed as a
1:14:19 larger community to make sure that
1:14:21 everyone
1:14:22 was eligible for a vaccine receives the
1:14:24 vaccine as quickly as possible
1:14:27 thank you city administrator above quits
1:14:28 deputy council president ray did you get
1:14:31 your answer to your question oh and then
1:14:33 some thank you and then some
1:14:36 thanks i think both the chief and the
1:14:38 city administrator did a good job
1:14:39 showing that while the clinic or wildest
1:14:41 math site may be set up in issaquah
1:14:43 the geography it serves may be bigger
1:14:45 because we are working with
1:14:46 in a partnership with king county public
1:14:48 health and just
1:14:50 my comments back to the council about
1:14:52 the vaccine partnership meetings that we
1:14:54 have on monday is that they're
1:14:56 really well attended there's a lot of
1:14:57 excitement
1:14:59 uh we have the school district we have
1:15:01 swedish hospital we have costco we have
1:15:02 cities to manage you have you said fire
1:15:04 and rescue and i don't know who i'm
1:15:05 forgetting
1:15:06 but it's really been inspiring to be a
1:15:08 part of it and i'm
1:15:09 just so proud of eastside fire and
1:15:11 rescue and
1:15:12 all that they've been able to do to help
1:15:14 us get mobile going
1:15:16 and now looking at this uh mass
1:15:18 drive-through site's been
1:15:20 a pretty great process looking to see if
1:15:22 there's any other questions or comments
1:15:28 i will re-read the oh there we go deputy
1:15:30 council right
1:15:31 now i just i just wanted to do a
1:15:33 follow-up i think that there
1:15:35 um i applaud each side fire and
1:15:38 uh the city for getting ahead of this
1:15:40 and and projecting leadership and
1:15:43 and taking our destiny in our hands i
1:15:45 still think that there is some work
1:15:47 obviously to do based on what i heard
1:15:48 from from the chief and the city
1:15:50 administrator
1:15:51 to work through some of the details and
1:15:53 i would be
1:15:54 um very much open to the notion of
1:15:58 engaging with some of the other east
1:15:59 side fire and rescue
1:16:01 partners as well as maybe some of the
1:16:02 other surrounding cities that will
1:16:04 likely benefit from the mass vaccination
1:16:08 to help us defer some of the costs
1:16:10 associated with standing this up
1:16:12 that being said i think this is a great
1:16:14 idea i'm very supportive of this motion
1:16:17 to keep the ball and get the ball
1:16:18 rolling so when
1:16:20 the proverbial iron is hot we are ready
1:16:22 to strike with or without
1:16:23 anybody's help thank you deputy council

1:18:55 moving into good of the order and i do
1:18:57 believe i saw at least one
1:18:58 email with the good of the order item
1:19:00 was the councilmember goodman
1:19:05 uh yes madam mayor councilman
1:19:08 goodman here and it was me uh
1:19:12 so this is a um this is a proposal that
1:19:15 is coming from the title 18
1:19:17 ad hoc committee that is me and council
1:19:21 president hunt and council
1:19:22 member walsh and um
1:19:25 just as a brief intro here you're you
1:19:28 know you're all aware that we have the
1:19:30 title 18 um the
1:19:33 significant title 18 project and that
1:19:36 is going to go into next year and there
1:19:40 um there is one part of title 18 that is
1:19:44 from the beginning had been moving on
1:19:45 its own schedule and track and that's
1:19:48 the sign code for various reasons
1:19:50 and we also worked on a budget a budget
1:19:54 the consultants and that was kind of a
1:19:57 moving target for a while we've spent a
1:19:58 lot of time on that
1:20:00 and then a few months ago we
1:20:04 had the eevee charging code
1:20:10 pulled out i'm not sure if that's the
1:20:11 right word but moving on its own track
1:20:13 and schedule
1:20:15 and so the discussion that the three of
1:20:16 us had this week
1:20:18 is about whether we want to put forward
1:20:21 um we started out with criteria and then
1:20:24 we changed it to
1:20:25 guidelines about suggestions about what
1:20:28 the council
1:20:28 should do in case we have other requests
1:20:31 or proposals
1:20:33 to have a part of title 18
1:20:36 pulled out on its own and moved on its
1:20:38 own schedule in its own track
1:20:40 and so what you have and i'm not going
1:20:42 to speak for every
1:20:43 everybody on the ad hoc committee they
1:20:45 can also speak for themselves i'm just
1:20:47 going to introduce this
1:20:48 so what you have before you is um
1:20:52 a proposal that says
1:20:55 that it is possible that future requests
1:20:58 could be made of the council to revise
1:21:00 add or otherwise address parts of title
1:21:02 18 on a separate schedule or track
1:21:04 than is currently being done primarily
1:21:06 holistically
1:21:08 and in light in light of that the ad hoc
1:21:10 committee recommends
1:21:12 on that should that happen that we
1:21:15 consider the following
1:21:17 um um guidance
1:21:21 and there are five items one is whether
1:21:22 there is an urgency or time sensitivity
1:21:25 what the budgetary or resource
1:21:28 parentheses staff impact might be
1:21:30 is there other planned is there other
1:21:33 planned work that would be delayed as a
1:21:34 result
1:21:35 what benefit public or otherwise would
1:21:38 be gained or what would be lost
1:21:40 by not pulling the topic out and doing
1:21:42 it on its own are there trade-offs or
1:21:44 potential conflicts
1:21:45 with other parts of thailand 18 and any
1:21:49 other considerations
1:21:50 um appearing relevant and we called it
1:21:53 guidelines
1:21:54 and our guidance and we suggested that
1:21:56 the council
1:21:58 consider that as a framework for future
1:22:00 discussions if there's a suggestion
1:22:02 or a recommendation from whatever the
1:22:05 source is whether it's the public
1:22:06 or a council member or the
1:22:07 administration to pull something out
1:22:10 separately um so we were bringing it
1:22:13 out tonight for good of the order for
1:22:15 discussion and questions
1:22:17 and the idea was that we would bring it
1:22:19 back next time unless there was a
1:22:22 huge uproar if you didn't want it um
1:22:26 and uh for uh we could consider adopting
1:22:30 so that's what that's um that's what you
1:22:34 and um all three of us are open to
1:22:37 questions and i'll let council president
1:22:40 and council member walsh contribute um
1:22:43 as well thank you thank you so prior to
1:22:45 going to questions let's get some more
1:22:47 input from the other two ad hoc members
1:22:49 and then i
1:22:50 see that there are some questions so
1:22:52 council president hunt called by
1:22:53 councilmember walsh
1:22:55 thanks this is council president hunt
1:22:57 and i think that um councilmember
1:22:59 goodman
1:23:00 did a very thorough job explaining this
1:23:03 we did
1:23:03 talk as an ad hoc about um that this
1:23:07 would be
1:23:08 guidance and this is something to
1:23:09 consider when there is an item
1:23:11 um and then for example um
1:23:15 of the sorts of potential issues that we
1:23:18 thought about we were thinking about
1:23:20 um things like where one of our
1:23:23 goals for instance if one of our goals
1:23:25 is to streamline
1:23:26 across different neighborhoods a certain
1:23:28 part of the code with title 18 and then
1:23:31 there's a specific part of that
1:23:34 a specific neighborhood that is going
1:23:36 down a different track and that would
1:23:38 have a different code that could be
1:23:39 in conflict so we would want to raise
1:23:41 that sort of um
1:23:42 for consideration with council when
1:23:45 those sorts of
1:23:46 issues come up with title 18 and
1:23:50 and we thought these seemed reasonable
1:23:52 and the last one
1:23:54 which is item six any other
1:23:56 considerations appearing relevant also
1:23:58 seems like
1:23:58 that gave us the flexibility to consider
1:24:01 anything else that might be relevant
1:24:04 thank you council president i'm also
1:24:06 going to go to council member walsh if
1:24:07 there's anything you'd like to add

1:24:35 conversation
1:24:36 not aiming to answer a yes or no for a
1:24:39 specific question before moving on
1:24:42 like a checklist or anything like that
1:24:43 it's just to guide a conversation

1:24:47 uh counselors yeah let's share all of

1:25:16 when we weren't considering anything
1:25:19 and it was exactly what you said not to
1:25:21 drive a specific
1:25:22 answer but to raise what we thought were
1:25:26 relevant considerations that any one of
1:25:28 these could be relevant
1:25:30 they're not elements and they're not
1:25:31 criteria it's just a framework for
1:25:33 discussion
1:25:36 thank you um wondering if we could take
1:25:40 tisha the the content just so that i
1:25:44 could see everybody else's
1:25:45 faces and see i'm not seeing that there
1:25:49 is much other discussion
