0:51 so the first item on our agenda this
0:53 evening is some special business I'm
0:56 going to be doing an affordable housing
0:58 Proclamation and I would like to invite
0:59 Nicole Aranda and Meegan altmer to come
1:03 and join me over at the podium
1:14 Nicole and Megan are both with hope link
1:17 one of our partners so whereas all
1:22 people should have access to safe
1:24 healthy and affordable homes within
1:26 communities of opportunity and whereas
1:28 studies have found that each hundred
1:31 dollar increase in median rent results
1:33 in a 15% increase in homelessness in
1:36 metro areas and a 39% increase in
1:39 homelessness in nearby suburbs and rural
1:41 areas and whereas there have been 172
1:45 students identified as homeless during
1:48 the 2017 and 2018 school year by the
1:52 Issaquah School District and whereas
1:54 everyone benefits from affordable
1:56 housing including the people who reside
1:59 in these properties their neighbors
2:00 businesses employers and the community
2:03 as a whole and whereas we are united in
2:06 an effort to raise public awareness
2:08 communities throughout King County are
2:10 participating in local affordable
2:12 housing we efforts to inform the public
2:15 of our critical need to preserve and
2:17 increase the affordable housing in our
2:19 communities
2:20 now therefore I Mary Lou Polly mayor of
2:22 the city of Vista do hereby proclaim May
2:25 13 through 17 2019 to be affordable
2:29 housing week in the city of Issaquah and
2:31 endorsed the goals objectives and
2:33 purposes of affordable housing week and
2:36 in doing so we recommit itself to
2:39 ensuring that our community thrives with
2:41 opportunity and that all people in it
2:43 live with dignity in safe healthy and
2:45 affordable homes would you like to come
2:48 up and say something thank you
2:51 Thank You mayor and council and all of
2:53 the guests on behalf of the part name
2:56 the housing development consortium hope
2:58 link and all of the partners in the
3:00 community were really grateful for it so
3:02 qua reaffirming your commitment to
3:04 affordable housing there are new
3:05 opportunities and new discussions that
3:07 are going on around this topic now the
3:10 investment from the corporate sector is
3:11 finally starting and we hope to see that
3:13 increase and the partnership with our
3:15 local cities is critical to be able to
3:17 make sure that those dollars can be put
3:19 to the best possible use every day
3:21 Nicole and I are having conversations
3:23 with people whose lives are getting
3:25 harder and harder as the economy
3:27 continues to get better and
3:28 because it's so much more difficult with
3:30 people with low e resources and not just
3:33 the very low that 30%
3:35 am I in below but people who are our
3:38 teachers our firefighters the story that
3:39 you all know so well so I'm really
3:41 grateful to live in a city Nicole and I
3:43 are both residents of Issaquah as well
3:45 as employees of hope link and so I'm
3:47 really grateful to live in a city that
3:48 is committed to this year after year and
3:50 has really demonstrated this with the
3:53 affordable housing that is here in the
3:54 city so thank you very much

4:25 is audience comments this is your time
4:27 to address your council the guidelines
4:30 for public participation are displayed
4:32 on the overhead screen and please limit
4:34 your comments to 5-minutes those who
4:37 signed up will be called for it first
4:39 but if you did not sign up I will ask
4:41 for other speakers before closing this
4:43 portion of the meeting and if you're
4:45 here as part of a group or representing
4:47 an organization can you identify that so
4:49 the council is aware if there are
4:52 members of the audience today here with
4:54 us who are supportive of the comments
4:55 that our speakers say to counsel please
4:57 raise your hand so council understands
4:59 the level of support in the room that
5:01 would be very helpful and tisha has
5:03 anyone signed up to speak this evening

5:15 hello Christina Bruning I'm the
5:18 president of the downtown Issaquah
5:20 Association and on behalf of the board
5:24 of directors of DIA it is absolutely my
5:27 pleasure to introduce you to Julie
5:30 Martin the executive director of the
5:32 downtown Ithaca Association you're gonna
5:36 find Julie to be very engaging and very
5:40 community-minded
5:42 she's been with us about a week now
5:44 she's a seasoned nonprofit professional
5:48 and will be an excellent liaison between
5:50 dia and the city our volunteers our
5:53 sponsors community members and of course
5:55 the merchants which I believe is going
5:58 to strengthen the mission of dia for all
6:00 of us so we all know Old Town's a
6:03 vibrant place very lively and if you
6:07 were in set if you were here Saturday
6:08 night you would agree we had well over
6:12 360 people in town so probably closer to
6:15 400 people came down to enjoy the music
6:18 they came down to enjoy the art and of
6:21 course they came down to enjoy the wine
6:24 so our season finale for 2019 for the
6:30 wine & Art Walk is June 1st so please
6:33 save the date again it's free live music
6:36 all over town plus the option to shop
6:39 local a couple things you should know
6:43 merchants we said we were trying to
6:45 quantify what the impact is of a wine
6:49 walk in town restaurant said 18 to 20
6:52 percent increase is what they see in
6:54 revenue when we run a wine walk so
6:58 there's lots of new restaurants in town
7:00 so if you have not had a chance to
7:02 stroll down Front Street you have
7:04 several to choose from starting June 1st
7:06 we even have a restaurant further
7:08 expanding into dinner so nobody's going
7:12 to go hungry gas station Blues I know
7:15 you guys are fat that's a fan-favorite
7:17 gas station blues for the second year in
7:19 a row was nominated for best blues award
7:22 and that is huge with the Washington
7:24 Blues Society that's going to kick off
7:26 the second week of July and
7:29 line up is extraordinary so we just want
7:31 to say thank you guys for all of the
7:33 support that you individually give to us
7:36 and it's collectively with the city we
7:37 did many many volunteers well over
7:40 probably close to a couple hundred
7:41 volunteers for keep us a club you to
7:43 fill day so the streets are looking good
7:45 thank you so much Julie Martin Thank You
7:54 Julie was gonna say something and so
7:57 thank you for the opportunity to
7:59 introduce myself I am as Christina said
8:01 the executive director of the downtown
8:03 Issaquah Association last week was my
8:06 first week and it was a very busy one I
8:08 was able to attend a meeting at the
8:10 Senior Center with the mayor and members
8:12 of the long-range transportation
8:13 committee and hear about the upcoming
8:16 plans and some of the issues with that
8:18 and I met with the streetscape
8:21 streetscapes committee business owners
8:24 building owners and the artist who is
8:25 going to create the screening it was
8:28 very interesting for me to hear the
8:30 different perspectives from all of those
8:32 groups regarding the screening including
8:34 some serious security issues drivers
8:38 possibly hitting the new screening and
8:40 two-way traffic between the buildings
8:43 where it's marked as one way so I'm at
8:46 the Edward Jones building and there's a
8:49 lot of two-way traffic apparently that's
8:51 going on people are cutting through the
8:52 back and it's clearly signed as one way
8:54 and the owl's folly also is having an
8:58 issue with the two-way traffic and it is
9:00 also signed one way and at the Shell
9:02 station we have a lot of two-way traffic
9:05 where it's signed know through traffic
9:07 heading towards the front street I I was
9:14 delighted last week with the warm
9:15 welcome that I received at a meet and
9:17 greet including the downtown Issaquah
9:20 Association board members business
9:22 owners the mayor the city administrator
9:25 and the deputy administrator as well as
9:28 many volunteers I was treated to some
9:30 Syrian ice cream which I had never had
9:33 before it was quite good and they also
9:36 had some syrian pastries that looked
9:38 delicious
9:39 at last Saturday's wine walk
9:42 I met many of our volunteers and worked
9:46 alongside with worked alongside of them
9:50 and found them to be very engaged
9:51 community members as a community builder
9:55 and leader I'm excited to be working
9:56 with the downtown Issaquah sociation and
9:59 I look forward to attending many
10:01 Commission and City Council meetings and
10:04 participating in meaningful ways so
10:06 please save the date of June 21st for
10:10 make music day we'll have musicians all
10:13 over town and it'll be quite a engaging
10:15 day as well thank you

10:43 good evening my name is Jill Verner
10:46 address is 1 2 3 0 oakwood place
10:50 northwest in Issaquah and that is the
10:53 Summer Hill subdivision and the begins
10:56 at the corner of Oak Crest Drive and
11:00 Newport Way Northwest
11:02 I sent the council and the mayor an
11:05 email yesterday I apologize I forgot to
11:09 attach some photos I have hard copy
11:13 today that I'll turn in to the clerk
11:15 when I'm done I'm speaking tonight as an
11:20 individual homeowner in the Summer Hill
11:22 subdivision and also on behalf of the
11:25 HOA board a a creek or antiaircraft
11:31 Creek borders Summer Hill subdivision
11:38 about 1/3 to 50% of the homes back on to
11:42 the Greenbelt on the west banks of a a
11:46 creek so we have some experience with a
11:49 a Creek the gist of my letter had two
11:54 parts one is there's a heavy runoff in a
11:58 a creek in the rainy season always has
12:01 been there's been flooding in the yards
12:04 of backyards of residents on Oak Creek
12:09 Oak Crest place and there's been
12:13 flooding across Newports way so we're
12:15 glad to have the 2017 culvert to
12:20 eliminate the flooding perhaps a way not
12:25 the only way but a way to reduce the
12:28 velocity of the water flow in the winter
12:31 there's to build some catch basins
12:34 upstream to help reduce that water
12:37 velocity I'm not an engineer so I don't
12:41 know but that thought has been proposed
12:43 on numerous occasions and not been acted
12:47 on by the city the second item is when
12:51 the culvert was constructed in 2017
12:54 the city put trees with root balls and
12:59 the lower portion of the creek bed on
13:03 the southside of Newport with the root
13:07 balls sticking up in the air above the
13:09 creek bed and it looks the aesthetics
13:14 are not pleasing and we have to live
13:16 with that the city's planted little
13:19 trees around there with the expectation
13:21 that those little trees will become big
13:23 trees and block the view probably won't
13:27 be in my lifetime so I asked the city
13:30 take a look at those trees again and
13:33 maybe remove the root balls or maybe
13:36 take the trees with the root balls and
13:38 move them upstream back into the woods
13:40 so we don't have to look at them thanks
13:43 very much thank you Joe anyone else

13:58 my name is Mary Lynch and I recited to
14:00 6:9 own Northwest Oak Crest Drive
14:03 Issaquah I'm back in just about a month
14:07 from my other public comments when I
14:09 talked about transparency and lack of
14:11 notice once again we got on Friday and
14:15 noticed that there is a major project to
14:18 be going on in our neighborhood that we
14:20 didn't find out that was asking you got
14:22 you all to vote on tonight without any
14:24 first touches from you or from us the
14:26 community many of us spent time over the
14:29 years trying to get the AVH and Creek
14:32 project worked on to get the stream
14:35 slowed down we attended meetings when
14:37 this project was announced again
14:40 belatedly to us we walked the perimeter
14:42 when it was finished we walked and we
14:44 still questioned the fact that was this
14:46 going to be able to handle the the
14:49 stream and the water coming down in 2018
14:53 we didn't have a really high flow year
14:56 for that stream yet we find out now on
14:58 Friday it didn't work we're a little bit
15:01 concerned that we never got a report
15:03 it's been taken this project has been
15:05 taken off the active project list we can
15:08 find no reports that says that it did
15:10 not work and apparently it came from not
15:13 the city but from an outside party
15:15 luckily though what I think it's a DNR
15:17 or the fishing game that's watching this
15:19 I would ask that we see a copy of that
15:22 and be made public I would ask that
15:24 maybe before you vote on this and the
15:26 consent agenda tonight that it that does
15:28 be sent to the sub committee or sub
15:33 council group so it can be reviewed and
15:36 shared and would ask that what is our
15:38 assurance that this is going to work
15:40 this time around without slowing down
15:42 the streams
15:43 I'm not going to burden you with all the
15:45 history you can go back and see my
15:46 public comments in 2017 that told you
15:49 the history and what Joe alluded to but
15:52 we don't seem to be heard and I am an
15:55 engineer and we have plans that showed
15:58 originally when that stream was planned
15:59 over 30 years ago that we're supposed to
16:01 be upstream catch basins and rocks
16:04 upstream to maintain the stream bed so
16:07 we have no assurance that if this
16:09 hundred and some odd thousand additional
16:11 dollars
16:12 spent that we're not going to have to
16:14 come back and rework it or we're not
16:16 going to have to unplug it and I would
16:18 like to have some assurance that this is
16:20 actually going to work this time
16:21 because one of the reasons this project
16:23 is costing so much is it wasn't done
16:25 right the first time in 2017 and now you
16:28 come out for a late bid because I
16:31 couldn't even looking back through the
16:32 bid process and public disclosure I
16:34 couldn't even find this on the bid list
16:35 and they do follow all that pretty
16:37 closely so I don't know how it was put
16:38 out for bid or whether it was put out
16:40 separately so I would like to see this
16:44 and the other thing that as far as
16:46 accountability this has not gone through
16:48 the rivers and streams board and there
16:51 is a lot of resource there since we've
16:53 lost Peter Rosa and I don't know we
16:55 placed anybody on city staff that has
16:57 the knowledge that Peter did and that's
17:00 one of the things the river stream board
17:01 can do is give you that additional
17:05 support and I think things like this
17:07 need to go to the rivers and stream
17:08 board it needs to be more transparent
17:11 than it has and hopefully I don't come
17:13 back next month with another project
17:14 that was not transparent I do want to
17:17 just say as an aside with affordability
17:20 I really think is a good step the city's
17:22 taking I would also hope that we also
17:24 start looking at more homelessness and
17:27 other refuge spots that we can have in
17:29 town and support our homeless because a
17:31 lot of our people are becoming homeless
17:33 because the prices thank you thank you

17:52 hello I'm Tina conforte and I live at
17:56 12:20 a good place
17:58 Northwest ISA qua I'm here tonight to I
18:03 was taking walk and a few times and look
18:07 at the difference there it's being
18:09 transferred new part away you know
18:12 holiday development going on and down
18:15 over there so it's not the same Newport
18:18 way when I first moved in but my over
18:22 look at the construction of the
18:24 development and I feel the river
18:29 construction it is very close to the
18:32 road when you had in the sidewalk for
18:37 the pedestrian and you had in the by the
18:40 lane I mean I feel like the extraction
18:45 is so close already
18:46 without the sidewalk but the pedestrian
18:49 sidewalk and the by Guerlain what about
18:53 an accident they happen a Newport way I
18:56 feel very sorry for the people buying
18:59 the purchase to China house it would be
19:02 a very risky for people living over
19:06 there
19:06 and accident that car will run right
19:09 into so I don't know what you can do
19:14 it's probably nothing you could do
19:15 anymore because the construction has
19:17 already been development that's all been
19:19 taking place but I think we should
19:23 consider holidays before we start to do
19:27 development so I have another issue that
19:31 I like to bring up to your attention
19:34 I just find out that it's a shelter
19:42 place in the north band for the homeless
19:46 people which homeless the north band
19:51 consider is aqua it's a very small and
19:55 they have consideration for people they
19:59 cannot help themselves
20:01 did the other have the shelter this past
20:04 winter in an art the ban at the
20:07 Methodist Church in a North Bend so they
20:10 did start to accumulate the some of them
20:14 so I feel it is an application for the
20:19 need of the lesser fortunate is
20:22 emphasized in both the Bible and the
20:25 city government should we take in
20:28 consideration I think the local leader
20:32 sure adopt the responsive policy and
20:37 getting support from the business people
20:40 in our area they will be the first step
20:45 to help the homeless
20:47 it is it to look to in a word when we
20:50 establish compassion and caring as a
20:54 person of standard the questioner of a
20:57 government responsibility it will be
20:59 much easy to answer so I think I feel
21:04 with all of the destruction that's going
21:06 on and down over there
21:07 we have the homeless on a property the
21:10 bear God's my property and I feel I took
21:14 work myself out there and it's really
21:17 messy so who's going to clean up it's
21:21 the city of physical I is going to take
21:23 a place to clean out of the area are we
21:26 going to be more care for these people
21:28 and even the place where to live thank
21:30 you

21:46 good evening David Kapler 255 southeast
21:49 and Rose Street we got some short timers
21:52 here that live at Summer Hill the Creek
21:55 actually was moved in order to
21:57 facilitate the development of that
21:59 property and I think it I don't know
22:02 exactly what the configuration of it but
22:05 I imagine it wasn't a straight ditch
22:07 which it was was what it's become on the
22:11 edge of the development if you go to I
22:14 map or whatever to get the contours and
22:18 you look at that Creek Basin it's pretty
22:21 amazing how much of the upper part of
22:23 Cougar Mountain it's fairly flat is in
22:25 that Basin and then the huge ravine that
22:28 that Creek has cut through the side hill
22:31 it's a small Creek doesn't run a lot of
22:33 time in the summer but it's moved a
22:35 whole bunch of material and we've
22:37 strained it up at the bottom so it even
22:40 goes faster once a long time ago before
22:45 when AJ Culver was mayor I conned the
22:49 City Council one April Saturday to take
22:52 a tour of beef to see what ease Cougar
22:55 looked like we went up south of Dallas
22:58 came up above talus down were talus is
23:01 and it had been a rainy day we got down
23:04 close to that where the trailhead now
23:08 the County trailhead there close to a
23:11 creek and the creek was running across
23:14 the road and there were quite large logs
23:16 out on Newports way that convinced the
23:20 council that east cougar was going to
23:23 have to be dealt with water wise very
23:25 carefully which they did and I think we
23:28 got a lot of work that went into talus
23:30 to deal with that a lot of open space
23:32 and restoration has occurred in that
23:34 valley both on the squawk and cougars
23:36 side it's really been important but that
23:39 that was a very much of a learning
23:41 experience for the council the mayor and
23:44 the staff at that time
23:48 Reverend streams board would be a
23:50 helpful group I'm on a committee with
23:53 Lake Sammamish State Park and we have
23:56 Bill waves retired from his company or
23:58 sold his company
23:59 Watershed it is so valuable to have an
24:02 expert that knows about streams wetlands
24:04 and all the rest providing all that free
24:08 service 200 the State Park and the river
24:12 and stream sport could be doing the same
24:13 for here
24:14 one other thing July 17 2020 the
24:18 mountain to sound Greenway Trek is going
24:20 to be in Issaquah and they've tasked me
24:24 with making sure it's you guys do a
24:26 great job in entry of putting on a good
24:31 good performance for for the the
24:33 trekkers that will be starting over in
24:35 Ellensburg area and it's not so much as
24:39 a march in in in in line there's gonna
24:43 be stops and explorations more to the
24:45 north and the south of the the Greenway
24:48 up and do the middle fork and into the
24:51 Snoqualmie Valley but we're gonna do
24:53 something really good here in Issaquah
24:54 and they're already scheduled to stay at
24:57 confluence park and that's park
25:01 directors got that so July 17th 2020
25:04 thank you thank you Dave is there anyone

25:23 thanks for the opportunity to be here
25:25 so three brief thoughts I think today
25:27 one is there's a session of City Council
25:31 good of the order session and it seems
25:33 like there's a lot of good information
25:34 that comes out of that but folks only
25:36 get it if they watch the meetings it
25:38 would be good or I think useful it's one
25:39 of the few times I think the City
25:40 Council talks back the community
25:43 there'll be a good chance or good way to
25:44 gather that format and and communicate
25:47 or distribute it maybe through the email
25:48 system or some method I just think that
25:50 would be a good opportunity second item
25:53 give me just a moment here so the front
26:00 street Street streetscape plan I'm glad
26:03 to see the trees go up I noticed on the
26:06 billboard though I didn't like the
26:07 language of the goal maintain Old Town
26:09 as a vibrant commercial district and an
26:11 enhanced communities gatherings place in
26:13 the future and I think that's good but I
26:15 think a lot of people just missed the
26:17 trees that were taken away and the
26:20 language we use to talk about who we are
26:22 and what we value isn't being used or
26:24 incorporated in who we are we just
26:26 talked about in a business sense and I
26:28 think there's a better way of
26:29 incorporating that or encapsulating that
26:31 going forward as I just want to use that
26:33 as an example of how we're doing that
26:36 third item the is across strategic plan
26:41 made a couple of notes the first

26:47 I'd like to prioritize that we're
26:50 building mobility for the people to live
26:51 here that's the group that were
26:53 responsible for we're not prioritizing
26:54 other groups we I don't think we do that
26:56 as well as we should or need to second
27:01 growth and development it's long it's a
27:04 growth and development should pay for
27:05 itself but it seems like it doesn't
27:07 unlike a better accounting of how growth
27:09 is paying for itself and what we get in
27:11 and if we're not benefiting from that
27:13 I'll have to ask if we want to continue
27:16 to grow and develop what we have
27:20 environmental stewardship this colon has
27:23 eight words in it as far as its goal
27:24 it's the shortest goal distributing some
27:26 of the items that is why residents list
27:28 is their most valued treasure
27:33 so how do we talked about getting goals
27:35 and how do we measure the natural beauty
27:38 and made sure that's retained examples
27:41 we've long talked about the tree canopy
27:43 disappearing yet we still don't have
27:44 that measured once we haven't measured
27:46 had we decide how much we wanted we
27:48 retain another example is I've recently
27:53 heard tell us and his grounds have
27:56 recently pushed back on some of the
27:57 development they've gotten back how
27:59 overall do we push back on getting the
28:06 goals that we want in this regard when
28:09 we said we don't like it I don't think
28:10 there's a better better mechanism for
28:12 that last one city leadership and
28:15 services at lists leadership and
28:16 services and I think those are fine but
28:18 I think we need to call out the specific
28:20 things we want to have leadership and
28:21 services in and measured improved
28:25 communication community connection and
28:26 engagement government transparency in
28:29 short I don't think overall that this is
28:31 ready for a vote for approval I think it
28:33 needs some more working because this is
28:35 a foundational documents can build
28:38 everything that builds on it so it just
28:40 needs some more work overall in my
28:43 humble opinion thank you all thank you

29:04 regional reports starting with
29:06 councilmember Walsh thank you madam
29:08 mayor no report at this time Thank You
29:11 councilmember hunt thank you madam mayor
29:13 Landon Shore was scheduled to have met
29:16 last week on may 2nd it was canceled and
29:20 the item that was going to be discussed
29:22 a b7 725 which has to do with the
29:26 ability for duplex and clustered housing
29:29 in the SF s zone we'll be taking a
29:32 different path and there will be more on
29:34 that later in it I believe an
29:36 informational item and then the next
29:39 land insurer will be June 6th
29:42 6:30 here in Council Chambers I also
29:46 have two regional reports the first one
29:48 is Keene conservation district Advisory
29:50 Committee on April 17th I attended the
29:54 king conservation district advisory
29:55 meeting in the kcd offices in Renton and
29:58 we continued to discuss the proposed
30:01 rate increase for kcd kcd is funded by a
30:06 per parcel rates that is assessed every
30:08 year and they are currently proposing to
30:11 increase that from about $10 per parcel
30:14 to about $13 per parcel this rate
30:17 increase would cover existing work that
30:20 was previously covered by what they
30:23 refer to as unsustainable funding or
30:25 one-time funding such as money that was
30:27 awarded in a lawsuit and then it would
30:30 also find some new funding that is is in
30:35 high demands in our regions such as the
30:37 Firewise fire prevention program and
30:39 work that they do with private
30:41 landowners so the kcd advisory committee
30:45 is sort of in the homestretch as far as
30:47 making a recommendation to the Board of
30:49 Supervisors for kcd we will be
30:52 discussing a letter that has our
30:54 recommendations for the Board of
30:55 Supervisors at a call later this week on
30:59 May 8th and then from there that
31:01 recommendation will go to the Board of
31:03 Supervisors they will make a final
31:04 proposal which will go to the to the
31:08 King County Council then I have one
31:13 other regional port which is the cascade
31:15 water Alliance on April 24th I attended
31:17 the cascade water Alliance board meeting
31:19 as did mayor Polly and in that meeting
31:22 we voted to authorize a contract with
31:27 bonds council for refinancing of the
31:30 bonds and this is this is the 2009 B
31:35 water system revenues bond so we also
31:38 had a presentation discussing the
31:39 financial implications and financial
31:41 best practices around refinancing of
31:43 that bond and then we also adopted a
31:47 resolution authorizing that cascade
31:51 water Alliance through coordination of
31:53 members having to do with waste waters
31:56 services and the idea there is to have
31:59 more of a voice and a vote on regional
32:01 wastewater issues for the members of
32:03 cascade water lines and that cascade
32:06 water lines would do some of those
32:07 coordinating tasks amongst the members
32:09 and then lastly we had a robust
32:14 discussion about affordability and what
32:16 cities can do in terms of making rate
32:18 structures for water more affordable and
32:21 a number of different changes were
32:23 discussed but basically the way the our
32:27 CFCs are the the rate that water is
32:29 charged by is very sort of lumpy so
32:32 there's big big gaps and it a lot of the
32:37 ways that it could be more equitable
32:39 would be more charging based on the
32:42 consumption of actual water so it would
32:45 depend more on what water is actually
32:47 used so I think there will be more
32:48 discussions on that but we we had a
32:51 discussion about what cities can do and
32:53 the next meeting of the board will be
32:56 May 22nd and this concludes my report

33:02 mayor Poli the services and Safety
33:04 Committee is currently scheduled to meet
33:06 on May 14th at 6:30 here in Council
33:08 Chambers at this time there are no
33:10 agenda items and we are likely to cancel
33:12 this meeting I'm going to do a little
33:15 bit of an aside Fire and Rescue report
33:18 on April 27th I attended fire ground 101
33:22 hosted by Eastside Fire and Rescue
33:24 during a full day of of activities we
33:29 did a forest building entry we simulated
33:32 a building fire and rescue an automobile
33:34 extraction and Emergency Medical
33:36 Response these exercises really provided
33:39 a valuable experience to help us guide
33:42 decision-making on how we can best
33:45 provide fire and emergency response
33:47 services to our community that concludes
33:49 my report Oh
33:50 one caveat given an opportunity I would
33:54 really encourage all of my council
33:56 colleagues to participate in fire ground
33:58 101 it is a incredibly enlightening
34:04 experience that concludes my report for
34:07 Thank You councilmember winter Stein
34:09 thank you madam mayor the first report
34:11 is about the council Infrastructure
34:13 Committee we did not meet in April and
34:15 our next scheduled meeting is May 16th
34:18 at this time there are no items for that
34:20 agenda so stay tuned
34:22 that meeting may also not be held my
34:26 next report is on the Puget Sound
34:27 Regional Council's growth management
34:29 policy board we met last Thursday May
34:31 2nd at PSR C headquarters in Seattle
34:33 there were five items on the agenda and
34:36 we only got through the first three
34:38 which is a first it tells you something
34:40 about the criticality and magnitude of
34:42 the policy questions currently on the
34:45 table and in fact we may add a second
34:47 meeting in June to handle the work so
34:50 that we can get the draft vision out by
34:52 July the first two items that we
34:55 addressed on Thursday were run-throughs
34:56 and QA about the economic and regional
34:59 collaboration chapters of the vision
35:01 update and the third and most lively
35:03 item was a review of the feedback on the
35:06 draft supplemental EIS plus board
35:08 discussion about the three growth
35:10 alternatives one of which or a variation
35:13 thereof will become the recommended
35:14 regional growth strategy and vision the
35:17 staff gave a high-level summary of the
35:19 feedback but since the comment period
35:20 had only closed two days prior it will
35:22 be at the June GMP meeting where we'll
35:25 receive the details and a deeper
35:26 assessment by staff they did receive 148
35:30 letters were received and 83 of which
35:33 came from cities counties other councils
35:35 state agencies and other organizations
35:36 and the other 65 I presume were from
35:40 individuals they did say that support
35:42 for the transit folk its growth
35:44 alternative clearly received the most
35:46 support now the vast majority of the
35:48 discussion on Thursday about was about
35:50 possible regional growth strategy it
35:54 focused on the PSR C staffs proposal to
35:57 possibly amend the transit focus growth
36:00 alternative by adjusting up the planned
36:03 growth in urban unincorporated in rural
36:06 areas
36:07 now both King and Pierce counties asked
36:10 for such considerations but for slightly
36:12 different reasons there was some tepid
36:15 support and a lot of strong opposition
36:19 to the
36:21 the truth is is that some unincorporated
36:24 areas themselves are already or will
36:30 become urban like because of vested
36:33 development rights it will happen and
36:37 and so there was a lot of conversation
36:39 about that I personally I believe that
36:41 they should either annex into cities or
36:44 incorporate themselves and plan and
36:46 accommodate for growth and other similar
36:49 as other similarly sized jurisdictions
36:51 do within the for County Planning region
36:53 so that's an active conversation that
36:56 we're going to have quite a bit back and
36:57 forth on and the next in the month of
36:59 June there was also discussion about the
37:01 one measurable downsized to the transit
37:04 focus growth alternative which is the
37:05 displacement of lower priced homes and
37:08 small businesses in proximity to station
37:11 areas and honestly there there's some as
37:14 yet to be identified ideas have to come
37:15 forward if we're going to mitigate the
37:17 impact of this growth alternative on the
37:19 people and businesses already in
37:21 proximity to station areas that
37:23 concludes my report thank you
37:24 councilmember Goodman Thank You mayor
37:27 Poli Eastside Fire and Rescue board of
37:30 directors will meet this Thursday May
37:32 9th at 4 p.m. and the location is
37:36 changed for this month it is station 70
37:39 Fire Station 73 in Issaquah Highlands
37:42 there are three items of new business on
37:45 the agenda one is agenda bill 20 1917
37:49 and it is about alternative fuel
37:51 requirements there also will be an
37:53 accreditation discussion and wsr be
37:57 briefing I believe that stands for
37:59 Washington state ratings board that
38:01 concludes my report
38:02 Thank You deputy council member batiste
38:05 thank you madam mayor the Puget Sound
38:08 Regional Council Economic Development
38:10 District Board met in Seattle on May 1st
38:14 during that meeting there was a really
38:17 interesting presentation on the tribal
38:21 economic development there was a
38:24 presentation from this Suquamish
38:26 chairman that shared history about the
38:29 Suquamish tribe and its economic
38:32 development practice
38:33 including the importance of fisheries in
38:35 this area
38:37 Melvin Sheldon a council member for the
38:39 to wallop tribes talked about that but
38:43 also talked about tribal employment
38:46 first through cottage industries such as
38:49 tobacco sales bingo and gaming and
38:51 finally the development of the city of
38:53 quill Sita village then amber Schulz
38:58 Oliver who is the executive director of
39:00 the affiliated tribes of North Northwest
39:03 Indians spoke about their group and how
39:07 they provide financial and technical
39:09 assistance to the communities in regard
39:13 to economic development for 57 tribes
39:16 throughout the Northwest and Alaska is a
39:19 really interesting presentation so if
39:21 you'd like to watch that there is a
39:23 video video on the website we also
39:27 talked about public sector broadband and
39:30 public utility districts that are
39:32 working to establish local broadband
39:35 networks in Washington state really a
39:39 very interesting conversation
39:42 surrounding that and the impact to rural
39:45 areas that are lacking broadband so also
39:49 very very interesting and let me know if
39:52 you have more questions about that and
39:53 then went through all of the different
39:56 work plans that the group is working on
39:59 to further the work on their regional
40:01 economic strategy then also attended the
40:07 Eastside Human Services forum board
40:10 meeting on April 18th there was an
40:14 introduction of two new board members
40:15 Paul Lu Ali who is the CEO of Friends of
40:19 youth and Harlan Gallagher who's the is
40:23 across school board president have
40:25 joined the board the the organization is
40:28 going to be going through an
40:30 organizational review and there's an RFP
40:34 out to complete that organizational
40:36 review a little bit of a review and and
40:40 looking at a redesign
40:43 there's also typically four with the
40:45 Eastside Human Services forum a
40:47 year-long focus if you remember last
40:49 year we talked about the opioid crisis
40:52 and this year just right along the lines
40:55 as we're talking about affordable
40:56 housing week that topic is affordable
40:59 housing and so in June it was
41:03 tentatively scheduled for June 20th in
41:06 the morning so I'll get more information
41:08 they're putting together their first
41:10 session which will be presentations from
41:13 four perspectives from King County from
41:16 arch from the developer perspective and
41:19 the housing development consortium so if
41:22 anybody's interested in learning sort of
41:25 from the starting point about affordable
41:27 housing and the different perspectives
41:29 around that that's a great something
41:32 great to attend so I'll get the date out
41:34 for everyone we had a legislative
41:37 committee update I won't go into that as
41:40 it would have changed post meeting a
41:43 little bit and then we also ended the
41:46 meeting by celebrating Marnie mer all
41:49 those years of service to the forum
41:51 Marnie is is moving on from heading the
41:56 forum and so got an opportunity to thank
42:00 her and that concludes my report

42:08 meeting this Wednesday May 8th at Renton
42:12 city hall the 6 p.m. pre pick meeting is
42:15 not necessarily all that directly

42:20 using Roberts rules to keep discussion
42:22 civil and cordial are you frustrated by
42:24 dysfunctional meetings our personalities
42:26 and arguments getting in the way of your
42:27 council being as effective as it can be
42:29 join us on may 8th for a pre pick
42:31 workshop with Ann McFarland of Jurassic
42:33 Parliament to learn how to make the best
42:35 use of Roberts rules for keeping
42:36 discussions civil and cordial learn the
42:39 rules and insights that will keep your
42:40 meetings moving forward even when
42:42 members disagree and strengthen your
42:44 council's decision making process so
42:46 even if even if you agree with my
42:49 assessment that we don't need that
42:51 particularly and McFarland is really a
42:54 treasure
42:55 and every every single year that I go to
42:59 one of her sessions I learn more and you
43:02 know we belong to other you know
43:04 decision-making bodies outside this room
43:06 that could sometimes use her wisdom as
43:09 well so I'm gonna attend and I encourage
43:11 everyone else to the 7:00 p.m. regular
43:14 pick meeting there is not any specific
43:16 discussion of proposed action planned
43:18 although there's an ongoing conversation
43:19 about a couple of things that we might
43:22 want to do but nothing that would be
43:23 emergency so there's nothing I need to
43:24 talk to you about this evening King
43:27 County growth management policy counsel
43:29 GMP see which County councilmember
43:31 Lambert and I both sit on his next
43:34 meeting Wednesday July 24th at 4 p.m. in
43:37 PSR C chambers we do not have an agenda
43:39 yet this concludes my report thank you
43:42 now for the mayor's report
43:44 there will be no executive session this
43:46 evening I did this morning visit our
43:50 Jail I'm not sure that most of our
43:52 residents know that we have a jail and I
43:54 did a proclamation for National
43:56 Corrections week so I proclaimed the
43:58 week of May 5th to 11th 2019 to be
44:01 National Corrections week to pay tribute
44:03 to those women men and women who served
44:06 so faithfully the city of Issaquah has
44:09 dedicated correction officers are
44:11 essential to our justice system and
44:13 correction officers are skilled
44:15 professionals who must act as counselors
44:17 communicators educators and experts at
44:20 crisis intervention and must protect our
44:23 safety while maintaining their
44:25 professional demeanor often in a very
44:27 challenging environment and all are
44:29 committed to a common goal the secure
44:32 safe and humane operation of our jail
44:34 facility facility where employees work
44:36 to reduce future crime to change an
44:38 individual criminals behavior so I'm
44:41 issuing this Proclamation this week at a
44:44 series of department meetings and I'm
44:46 trying to catch every shift at the jail
44:48 because they do work 24 hours a day I'm
44:52 really excited to talk about the Green
44:55 Globe Award that the city of Issaquah
44:57 and the trust for public lands recently
44:59 received
45:01 so the city and the trust were recently
45:03 honored as leaders in open space
45:05 conservation for their efforts to
45:06 preserve land on
45:07 couger mountain also known as the Berg's
45:09 my property both organizations jointly
45:12 received the 2019 Green Globe Award
45:15 which I brought with me tonight that's
45:18 in the script but did I really bring it
45:21 forgot it so I will have it at the next
45:23 council meeting it's pretty cool
45:26 this award is King County's highest
45:28 honor for local environmental efforts
45:30 and I'd like to thank our City Council
45:32 the trust for public lands Save Cougar
45:35 Mountain not sure if you have any safe
45:37 Cougar Mountain t-shirts here today the
45:39 save program at group and all the other
45:40 community members who helped make this
45:42 effort come to fruition I also want to
45:45 give a bit of an update tonight on the
45:47 city administrator recruitment so as
45:51 most of you know our city administrator
45:52 Emily men will be leaving us in August
45:54 and we have we will be hiring a new city
45:59 administrator later this year so I will
46:01 be trying to provide the community with
46:03 regular progress updates on what's
46:05 happening we've hired a consulting firm
46:08 we're working with Cara's consulting and
46:10 they're spearheading our recruitment
46:11 process we're doing some stakeholder
46:14 interviews over the last two weeks with
46:16 our senior leadership team which is our
46:18 directors and managers in City Hall and
46:20 also with individuals and with members
46:22 of our City Council the purpose of the
46:24 interviews is to gather input as to the
46:27 qualifications of the ideal candidates
46:29 that we are seeking job announcement was
46:31 posted live on the Karis website at
46:33 Karis consulting dotnet on May 3rd 2019
46:37 and applications will be accepted until
46:39 June 12th the city is also advertising
46:42 the position on its website and social
46:44 media accounts for additional exposure a
46:47 public engagement survey will run
46:50 parallel with the other advertising
46:52 strategies through June 12 2009 teen any
46:56 city staff and public who wish to
46:58 provide input into the hiring process
47:00 are encouraged to participate in the
47:02 survey which can be found on our web
47:04 site in the next coming days the city's
47:07 first review of applications will occur
47:09 on June 19 and hopefully a first round
47:11 of interviews will be scheduled for July
47:13 10th Mindless rounds of interviews are
47:16 tentatively scheduled now for July 25th

47:21 we'll have a public forum to meet the
47:22 finalists and we hope that will be
47:24 occurring on July 25th at 6 p.m. in the
47:27 Eagle conference room at City Hall the

47:37 Tallis neighborhood and I look forward

47:52 today I had the pleasure of hiking with
47:55 our congressional representative dr. Kim
47:57 Schreyer we checked out the Bergsma

48:02 the city with our friends from the trust

48:13 beautiful walk on a beautiful day and
48:15 then we spent about a half an hour after
48:17 that looking over some city plans and
48:20 talking about how we've grown why we
48:22 look the way we do and what we hope for
48:24 the next 20 years so it was really
48:25 exciting morning and that concludes the

50:20 I did I wondered if it would be possible
50:22 just to have a brief overview of what
50:24 the bill is first so that just so we're
50:28 on the same page
50:29 that'd be possible all right or
50:34 alternatively I can go I can ask my
50:37 questions that I asked in my email sure
50:39 I think staffs are prepared to answer
50:41 your questions this evening okay
50:45 Sheldon Lyn then or have counsel yeah we
50:49 all have I'll have Sheldon come up and
50:51 he and I will help to address the
50:54 questions so this is regarding the
50:57 anti-aircraft Creek culvert streambed
51:00 rehabilitation project which we had a
51:02 number of comments on in the public
51:04 comments and we've had email also from
51:08 about and my first question was about
51:12 one of the options that's in the agenda
51:14 bill is sending to CIC or a counsel
51:18 Infrastructure Committee and this would
51:20 caused a delay of less than a month
51:23 because they could go to that committee
51:24 and then go back within May and so I
51:29 wondered why that or what possible
51:33 consequences there would be for for
51:36 doing that to have conversation on the
51:38 issue so the reason this item is in your
51:43 packet tonight is because the requested
51:46 amount for the contract is above the
51:49 mayor's contractual Authority her
51:52 procurement Authority if it was below
51:55 that it would not be in your package
51:57 tonight this is a maintenance item
52:01 that's required as a condition of the
52:04 the permits and we have available budget
52:09 to complete the work within our
52:10 maintenance budget but our purchasing
52:14 rules do require that we put this out to
52:18 bed when it's estimated to be close to
52:19 her above a certain dollar value and
52:23 that it we seek council approval if it's
52:26 above the mayor's procurement Authority
52:28 because it's not policy related because
52:31 it's just the final phase on a project
52:34 that has already been accepted by
52:36 approved by council and those
52:38 improvements accepted by council this is
52:41 a normal protocol for us to run it
52:44 through a committee okay and then
52:47 similarly why didn't this go to a
52:50 commission for example I represent
52:52 streams board same answer
52:54 it's a
52:55 daemons project
53:06 and then I don't know if I don't know if
53:09 this this was one of my questions I
53:10 don't know if it was answered in the
53:11 email that was received by me but we
53:14 also received a letter and heard public
53:16 comments about woody debris in the creek
53:18 that is to plan to be obscured by trees
53:22 and so I wondered about that and about
53:25 monitoring of that as well as any other
53:28 as well as the other components of this
53:30 rehabilitation project the monitoring
53:37 and maintenance of the mitigation for
53:40 the fish passage elements which includes
53:41 a large woody debris and so forth has
53:43 done an annual basis as part of the
53:46 requirements under the Corps permit as
53:48 well as the HPA when things are
53:51 displaced or the HPA is a hydraulic
53:56 project approval permit that
53:57 Washington's Department of Fish and
53:58 Wildlife grants the city and the Corps
54:01 of Engineers also issues a permit for
54:03 work within the waters of the state and
54:07 so those permits required us to do
54:10 mitigations for fish passage which
54:12 includes the large building debris the
54:15 gravel within the channel the gravel
54:16 within the culvert all those elements
54:19 are integral to the fish passage issues
54:21 that were required under the project we
54:25 are required to monitor and maintain
54:26 those as they were permitted this
54:29 project just maintains those as they had
54:31 a wash out within the culvert of the
54:33 gravels so if I understand correctly its
54:38 monitored and maintained on an annual
54:40 basis we have an operating line item in
54:44 the PWD budget where we do that for a
54:47 number of different sites this is one of
54:49 them and then is that is that
54:52 information about the monitoring
54:54 available in the format or not so we're
54:58 interested public in this case it was a
55:02 field visit that was done with Fish and
55:04 Wildlife I don't believe there's written
55:05 record except for the fisheries folks
55:07 saying that we need to replace the
55:09 gravels within the culvert in accordance
55:11 with the hydraulic project approval
55:20 children just a follow-up on that if

56:09 so I I wanted to talk about this item
56:12 because firstly there seems to be a
56:14 number of questions about it and about
56:17 it appearing on the consent agenda so
56:20 that there wasn't that visibility so for
56:22 my purposes discussing it and having
56:24 these questions answered is is a step in
56:27 the right direction and just as part of
56:28 my concern I also think that this is a
56:32 little bit different than a number of of
56:34 bid awards that Council considers
56:37 firstly because it's a revision based on
56:41 the previous work not fully meeting the
56:45 needs of the project and then also one
56:49 thing I noticed is that the word amount
56:51 is much higher than the estimate so it's
56:54 it's double at the lowest and then the
56:57 other one was about four times the
56:58 estimate and so I thought it also has
57:03 implications for us as we consider
57:05 maintenance projects and things like
57:08 stream maintenance as we have
57:10 developments go in and making sure that
57:12 we do have the funding because as
57:14 Sheldon or Emily said we do have the
57:18 funding currently in the maintenance
57:19 budget for this project but it seems
57:21 like we may need more funding for these
57:24 sorts of projects and to make sure that
57:27 we are
57:27 maintaining all over all of our various
57:31 restoration and associated projects
57:36 thank you are there comments or
57:38 questions
57:40 accounts my brain I think it is good
57:46 that we're having an opportunity to talk
57:47 about it this is an issue that the
57:51 public has angst about and I think we
57:54 need to address that I think this
57:57 particular agenda bill which is the word
57:58 of a contract that's gone out for bid
58:01 and we've gone through the entire
58:02 procurement process I'm not sure that we
58:05 would change the outcome if we went
58:07 through a committee process that being
58:11 said I think more information about what
58:13 we are doing and why we are doing it and
58:15 and how that impacts the community
58:18 around the anti-aircraft Creek would be
58:21 helpful for the community but in this
58:23 case I don't see how sending it to
58:27 committee changes the outcome of the
58:29 award of this contract are there are
58:34 other comments

58:44 advantage of an email thank you sent one
58:46 in Sheldon thanks for your response and
58:48 including it to all of us I did find it
58:49 very informative so I do appreciate the
58:52 response and the justification that

59:03 committee because I don't know that any
59:06 out I don't believe an outcome will
59:07 change but I do agree that perhaps some
59:11 additional information and this
59:13 justification some of which you included
59:14 in your email we should at least post
59:16 online and provide to people who are
59:18 interested it is it is it does explain
59:21 quite a bit and it which i think is
59:23 pretty critical thank you thank you it

59:31 and the information I I just wanted to
59:34 make sure so if this is referred to
59:38 committee how does that impact the the
59:42 bid that's that is out there right now

1:00:05 project would just be delayed for the

1:01:08 we are for the council and the public

1:01:14 say we haven't fully implemented we
1:01:17 haven't officially implemented yet what
1:01:20 we have been doing since Council gave us
1:01:22 feedback both in over the course of
1:01:25 February starting with the workshop that
1:01:27 we held and then subsequent to that we
1:01:31 have been incorporating that feedback
1:01:33 into our practices which has meant we
1:01:36 have more effort into evaluating
1:01:40 whether particular agenda bill items are
1:01:45 good candidates based on the feedback we
1:01:48 had received the discussion on criteria
1:01:49 you had given us for consent agenda for
1:01:57 referral to committee or for full
1:02:01 council either special business regular
1:02:03 business or part of the work session or
1:02:07 captain committee of the whole and
1:02:10 trying to be more deliberate about
1:02:13 putting particular items on to the
1:02:15 consent agenda which were more routine
1:02:19 in nature fit in different
1:02:22 classifications contract bid award it
1:02:26 was one of those categories and we will
1:02:31 be continuing to make that transition
1:02:33 over the next several months we are
1:02:36 planning to come back to council soon to
1:02:39 lay out that plan and expect that we
1:02:43 would begin the study session format in
1:02:48 September but until then we are trying
1:02:51 to reduce the number of items that are
1:02:55 going to committee and in part by being
1:02:59 more proactive diligent about placing
1:03:03 those certain categories of items on the
1:03:06 consent agenda thank you I appreciate
1:03:10 that so I think I'm going to support the
1:03:14 motion and the reason I'm going to
1:03:15 support the motion is because we as
1:03:20 administrator moon said we are sort of
1:03:22 in the in the beginning of a the process
1:03:26 of trying some new things and our
1:03:29 community expects a high level of
1:03:32 involvement with its local government so
1:03:35 and there have been questions about this
1:03:38 and I don't haven't heard anything that
1:03:40 would cause me to be concerned about a
1:03:44 short delay of sending it to a committee
1:03:47 so that there can be more visibility on
1:03:50 it the community in that area of Newport
1:03:53 Way has just really been assaulted over
1:03:55 the past few years so I would support a
1:03:59 little bit more visibility on this
1:04:01 project now that so said I want to make
1:04:04 it clear that I also believe that we
1:04:09 need to work efficiently and there are
1:04:11 many items than we have had in the past
1:04:14 could go on the consent agenda agenda so
1:04:16 that we can be more efficient but I but
1:04:19 I you know there are exceptions every
1:04:21 once in a while so I don't want this to
1:04:23 signal that every time something comes
1:04:25 to the council with a one touch on the
1:04:27 consent agenda that I'm going to support
1:04:30 sending it to committee in the future
1:04:31 but because we are just entering this
1:04:34 pilot process and because I want to see
1:04:38 how that goes I don't want to send the
1:04:40 community the message right now that if
1:04:41 you come to our council meetings and the
1:04:43 item is on consent agenda that it's not
1:04:46 touchable so I appreciate the comments
1:04:48 and concerns of the community that's my
1:04:51 brew Walsh so children I wanted to say
1:04:54 thank you for responding to the council
1:04:58 members email I think those were very
1:05:01 succinct answers and good for the
1:05:04 community to hear as well however the
1:05:07 two main things if I heard correctly
1:05:09 from the community were that they wanted
1:05:13 to make sure that whatever is done there
1:05:16 is going to solve the problem to make
1:05:20 sure that the water is streaming at a
1:05:22 slower rate and when there is a a big
1:05:26 amount of water and then also that it
1:05:31 the fix isn't going to be washed away
1:05:33 again and I haven't heard answers to
1:05:37 that so I think that's important whether
1:05:40 it comes back to council in CIC or not
1:05:45 it's really important to get those
1:05:47 answers to the community so I would
1:05:51 appreciate that either direction we go

1:06:06 what counsel asked it to do in the
1:06:08 streamlining of how we handle counsel

1:06:18 council members that would like to have
1:06:20 for their conversation about this that
1:06:21 I'll be supporting the motion this

1:06:27 evening we we my question about whether
1:06:32 it would you know from a timing
1:06:35 perspective it doesn't sound like
1:06:36 there's a delay and we do definitely
1:06:39 have some questions that have come from
1:06:40 the communities so I'd like to see this
1:06:42 go to committee

1:06:49 think it is to be transparent as
1:06:51 important is that I think it is to be
1:06:52 responsive to our community this is a
1:06:55 extremely dangerous precedent this is
1:06:57 the award of a small contract or that
1:07:01 has already been gone through a
1:07:02 procurement process and a vetting
1:07:04 process and so we're gonna set it up for
1:07:08 worse saying if we get public comment
1:07:14 we're going to take a contract that's
1:07:16 been already vetted already procured
1:07:20 already ready for award and we're gonna
1:07:22 pull it and we're gonna put it in
1:07:24 committee there is got to be a better
1:07:26 way for us to communicate what's at what
1:07:28 we are doing then using this policy and
1:07:31 legislative body to provide information
1:07:34 to the community and I am all about
1:07:36 transparency and I am all about
1:07:38 community engagement but this is not
1:07:41 this agenda bill is to approve a
1:07:44 contract an award a contract this is not
1:07:47 to vet whether or not we're doing this
1:07:49 right and that's your job as the
1:07:51 administration to do that and if I don't
1:07:53 have confidence in you and I am doing
1:07:55 this level of oversight I think we are
1:07:57 overstepping and I just think it is the
1:08:00 wrong decision to make that's likely
1:08:03 going to get a few more hands in the air

1:08:08 Thank You Sheldon I'm going to ask you
1:08:11 to fill in a little bit of information
1:08:13 for me I'm reading
1:08:14 from the agenda bill that's in the
1:08:15 packet substantially all work will be
1:08:18 done inside the culvert itself it's
1:08:23 gonna be done inside the culvert we're
1:08:25 going to replace the gravel that was
1:08:28 washed out gravel / cobble slash
1:08:30 boulders which are designed to slow the
1:08:33 velocities within the culvert for fish
1:08:36 passage we're also going to install some
1:08:39 log baffles within the culvert to hold
1:08:42 the gravels and cobbles in place as the
1:08:46 next high flows come through that was
1:08:49 something that was not allowed
1:08:50 previously and Fisheries has now said
1:08:52 yeah that's a good idea to put those in
1:08:54 there to hold the gravels in place
1:08:56 within the culvert it does not impact
1:08:58 the culverts ability to pass the
1:09:01 stormwater flows and if I thank you for
1:09:04 that and if I understood your email
1:09:06 correctly or correct me if I'm wrong
1:09:10 what you're gonna do now it was part of
1:09:14 the original design that we had proposed
1:09:16 as we were working through the design
1:09:19 issues with the Corps of Engineers
1:09:21 fisheries and the muckle chute Indian
1:09:23 tribe we wanted something inside the
1:09:26 culvert to hold those gravels in place
1:09:28 because we understood how high the
1:09:29 velocities are that come out of the
1:09:31 steep ravine mm-hmm they didn't get put
1:09:35 in because they wouldn't want they
1:09:36 didn't want us to put baffles in the
1:09:38 culvert at the time okay so this that
1:09:41 that work on the stream was designed it
1:09:44 was done there was work there was a
1:09:46 design put in a culvert
1:09:47 it wasn't what we thought should have
1:09:49 been done which and I believe it that
1:09:52 effort that design was one that had gone
1:09:54 through some public review including
1:09:58 rivers and streams is that what you
1:09:59 thought is correct this went through
1:10:01 rivers and streams as it was being
1:10:02 designed okay so so what we approved and
1:10:06 what we asked for didn't actually get we
1:10:09 weren't allowed to do that per the
1:10:11 issuer's of the contract or the contract
1:10:13 I guess that was yeah the permit thank
1:10:16 you that was Fish and Wildlife and
1:10:17 that's correct we were influenced by
1:10:19 others okay and so that design didn't
1:10:22 work and now they've come back said you
1:10:24 know you need to fix that that's part of
1:10:26 your requirement to me
1:10:27 contain this culvert and this is a
1:10:29 contract to do just that
1:10:31 to live up to our maintenance
1:10:33 obligations and to essentially build
1:10:35 inside the culvert what we thought
1:10:38 should have been there all along that's
1:10:40 correct okay thank you
1:10:43 so we'll leave this open for dialogue
1:10:46 for a little bit longer I wanted to just
1:10:48 ask a question for you to think about
1:10:50 and that is what what is it that is
1:10:56 missing is it the notification to the
1:10:59 community that the work is coming is a
1:11:02 project update to council because so
1:11:05 much of that would determine what format
1:11:07 we would use and what I'm hearing is I'm
1:11:11 hearing some council members say they
1:11:12 would like the community to get answers
1:11:15 to their questions they would like the
1:11:16 community to know that the work is
1:11:18 coming but maybe the committee format
1:11:20 isn't the way to do it so is there any
1:11:23 suggestions of how the council would
1:11:26 like to proceed with this and if not and
1:11:28 we will go to vote on returning it to
1:11:30 committee it's my understanding of order
1:11:32 isn't the motion to send it to committee
1:11:34 yes so that's the question on the table

1:12:23 member
1:12:33 thank you for inviting me to have this
1:12:35 opportunity I appreciate that
1:12:37 I just wanted to give you a heads up on
1:12:39 things that are happening so that you
1:12:41 can be aware of it
1:12:43 so one first I want to congratulate you
1:12:47 on your award that was very exciting and
1:12:48 you deserved it and it was very fun to
1:12:50 be there to watch then the pictures
1:12:52 turned out great by the way
1:12:54 so I wanted to talk to you a little bit
1:12:55 about vision 2015 and revision 2050 is
1:12:58 is being done right now by the future
1:13:00 Sun Regional Council and it's
1:13:03 tantalizing reading and so there are
1:13:06 some concerns in here that I think you
1:13:08 need to be aware of one of the things
1:13:11 I'd like to reach you is the development
1:13:13 of the patterns and one of the things is
1:13:16 the role of high capacity transit
1:13:18 station areas including questions about
1:13:20 whether they are considered the same as
1:13:22 light rail stations or regional growth
1:13:24 centers so I am very concerned that the
1:13:27 east-west growth of our County you are
1:13:30 the first people to be the east-west
1:13:32 corridor because you're the first to get
1:13:34 light rail hopefully in our lifetimes so
1:13:37 you're the first and if they decide that
1:13:41 it's only light rail that can get some
1:13:45 of these monies in the 2050 time frame
1:13:47 then and we don't get the light rail out
1:13:50 here for whatever reason it will be very
1:13:53 difficult and so I'm really concerned
1:13:55 about that language and it needs to be
1:13:57 broad language that if you have bus
1:14:00 rapid transit if you have frequent stops
1:14:03 on your best line so that you can be the
1:14:07 masters of where you want your growth to
1:14:09 be in your cities but it's determined
1:14:11 just where the light rail is going to be
1:14:14 I think that's going to be a problem
1:14:15 especially if you don't get it until
1:14:17 2040 or later so that was one of the
1:14:20 things that I was concerned about I'm
1:14:23 also concerned that they gave three
1:14:24 definitions one of the definitions fit
1:14:28 all the criteria 100% one fit and zero
1:14:31 percent which is a little frightening
1:14:33 when you can hit zero criteria makes me
1:14:36 a little suspicious and then what hit
1:14:38 one third of the criteria
1:14:41 I think that in looking at the criterias
1:14:44 on how gross should be number one was no
1:14:48 changes to our growth which is probably
1:14:50 not practical if we're going to have 1.8
1:14:52 million more people coming and number
1:14:55 three was only where the light rail is
1:14:56 and number two was to make some more
1:14:59 adjustments I think that going with any
1:15:02 of the three that maybe we need to open
1:15:04 up a fourth choice and leave for more
1:15:07 discretion I'm very concerned that some
1:15:10 of the cities in our county as well as
1:15:12 other counties are being pushed in ways
1:15:15 that they may not want to be the other
1:15:17 question that we coming up is floor and
1:15:20 ceiling definitions so in the past
1:15:22 growth has always been when you got your
1:15:24 number that was your floor you had to
1:15:26 provide at least that many opportunities
1:15:29 for housing and jobs in your area they
1:15:32 want to say that's your ceiling and that
1:15:34 is a problem because if your ceiling is
1:15:37 such that you're going to actually have
1:15:39 more growth than that then you can't
1:15:41 prepare for the growth you think is
1:15:43 coming and only you as the council
1:15:45 members of your area know what you think
1:15:48 is going to be coming here and you
1:15:49 should prepare for what you think not
1:15:51 what somebody else thinks so I'm
1:15:53 concerned about that definition so I
1:15:56 think that's something I just wanted to
1:15:57 give you a heads up
1:15:58 let's see broadband contract we're
1:16:01 having lots of problems with the
1:16:02 broadband contracts we are going to be
1:16:05 renegotiating in 2022 and we're starting
1:16:09 to put some feelers out on that so if
1:16:11 you are interested in that let me know
1:16:12 because I have some concerns about the
1:16:15 fact we don't have enough competition in
1:16:17 the county and wanting to make sure we
1:16:18 have more competition you know that we
1:16:20 finally passed our solid waste comp plan
1:16:23 since 20 just 2001 so it was a long time
1:16:28 in coming but unfortunately in the plan
1:16:31 it does not say what we will do when the
1:16:34 landfill closes and I am very concerned
1:16:37 about the issues at the landfill and
1:16:39 what it's doing to the leachate and the
1:16:42 water table so we have put a study out
1:16:45 arcaders got the contract they are
1:16:48 national experts and looking at
1:16:50 technology and in our meeting we told
1:16:53 them that they were
1:16:54 to look at landfill costs and pluses and
1:16:57 minuses fray trailing pluses and minuses
1:17:00 and then there to look internationally
1:17:01 at what is the best technology in the
1:17:04 world and they were so cute you really
1:17:06 want to look at the best you don't have
1:17:08 any preconceived notion you don't want
1:17:10 us to come up with this answer you know
1:17:12 we just want to know what the best is so
1:17:14 that report will be back October 4th the
1:17:17 executive and I are in complete
1:17:19 agreement about the study except for one
1:17:22 point and that one point is he would
1:17:24 like to wait about 10 years to start it
1:17:26 and I wanted to do it 10 years ago so
1:17:29 we're gonna have to look at what is the
1:17:32 right timing for using this technology
1:17:34 and I think our experts will be able to
1:17:37 give that to us and I think that was the
1:17:39 only things I wanted to tell you about
1:17:41 so you have any questions for me I think

1:17:54 our next item under regular business is
1:17:57 a b7 749 citywide strategic plan they
1:18:02 asked tonight is to approve the
1:18:03 resolution so I'm excited to announce
1:18:06 this item the our Issaquah project plan
1:18:08 was first introduced at the April 2008
1:18:11 team council meeting and over the past
1:18:13 year and a half our past year and a
1:18:15 little bit was developed and refined
1:18:17 with extensive input from the community
1:18:19 city staff and the council this work
1:18:22 Kent will culminate in the adoption of
1:18:24 the plan hopefully at tonight's council
1:18:26 meeting I'd like to ask sustainability
1:18:28 director David Fujimoto to make a
1:18:30 presentation great thank you very much
1:18:32 madam mayor and council members I
1:18:34 excited to be here tonight and hopefully
1:18:38 you are as well it's been a body of work
1:18:40 working on this the city's first ever
1:18:42 citywide strategic plan and so I didn't
1:18:45 want to take a moment and thank the
1:18:46 project team that's been involved with
1:18:48 us it's included our city administrator
1:18:51 Emily moon as well as Micah blankowski
1:18:54 and Megan Curtis Murphy was backed up by
1:18:57 support from BDS planning and consulting
1:19:00 Gabriel Silver Platt is here with us
1:19:02 tonight but there was also
1:19:04 Danlos ik and
1:19:07 Brian Scott who were key players in the
1:19:09 project I also want to thank you for
1:19:11 your time and dedication on the work on
1:19:13 this project it's been a considerable
1:19:15 time and attention on your part and
1:19:17 we've definitely appreciated the
1:19:19 thoughtful conversations that have been
1:19:21 associated with that as well as the
1:19:23 input and the work that's been done by
1:19:25 staff and then the feedback from the
1:19:27 community which is really the driver for
1:19:29 this plan when we started this process
1:19:33 for the strategic plan just over a year
1:19:36 ago we had outlined a number of goals
1:19:40 for the project itself and they really
1:19:42 stem from some past conversations that
1:19:45 this council and administration had had
1:19:47 about moving towards a more strategic
1:19:49 approach in our work and that's a not
1:19:52 only a best practice it's a way that we
1:19:54 wanted to go in order to build helped
1:19:56 refine our focus it was about better
1:19:59 aligning our efforts and focused towards
1:20:01 a clear vision and a strategy for how to
1:20:03 get there and we also knew that as core
1:20:06 and you'd be driven from community based
1:20:07 priorities and so we followed approach
1:20:09 that helped us to kind of illuminate
1:20:12 that and to gather that content it also
1:20:16 provided is intended to provide for a
1:20:19 more deliberate forward-looking and
1:20:21 informed strategic and strategic
1:20:23 decision-making and so that we could
1:20:26 also understand in overall context for
1:20:28 that work
1:20:29 and then we knew that we wanted to make
1:20:31 better use of performance metrics to
1:20:33 evaluate our progress and to make
1:20:35 refinements and adjustments as we go
1:20:36 forward and then finally we know that
1:20:39 this is ultimately an important
1:20:41 communication tool back to our community
1:20:43 about where we're going where we want to
1:20:45 be in how we're going to get there
1:20:49 likewise the community engagement
1:20:51 process was very critical to this
1:20:53 overall project through a variety of
1:20:56 means and methods whether those were
1:20:58 focus groups meetings in a box community
1:21:01 pop-ups a whole series of different
1:21:02 dialogues and charettes
1:21:04 we received more than 16 hundred and 50
1:21:07 community responses and those responses
1:21:09 occurred throughout the process so we
1:21:12 started at a broad engagement process
1:21:14 upfront but then also had multiple ways
1:21:17 of engaging the community and
1:21:18 stakeholders
1:21:19 throughout and as we went forward with
1:21:21 the project itself on this page which is
1:21:28 taken from the strategic plan it's kind
1:21:30 of a summary and we call it the plan on
1:21:32 the page it outlines the vision mission
1:21:34 and guiding principles which were
1:21:37 updated through this process as well as
1:21:40 the six strategic priority areas and the
1:21:43 goal statements associated with them as
1:21:47 I mentioned there are the six
1:21:49 community-driven strategic priority
1:21:53 areas around mobility growth and
1:21:54 development environmental stewardship
1:21:57 social and economic vitality city
1:21:59 leadership and services and
1:22:00 infrastructure and as a part of the plan
1:22:05 in each of those strategical areas the
1:22:09 plan outlines several different pieces
1:22:11 whether there are some contextual
1:22:12 statements which provide some
1:22:14 information about the setting and the
1:22:15 context for each of those areas some
1:22:18 potential actions which are really meant
1:22:20 to illustrate the work that is could be
1:22:23 achieved through the strategic plan as
1:22:26 well as the success measures as I
1:22:28 mentioned before here we have mobility

1:22:33 around town is easier for people who
1:22:35 live work and play here and there are
1:22:37 three different objectives that are
1:22:39 outlined and four different success
1:22:42 measures growth and development is
1:22:47 another strategic priority area and the
1:22:50 goal statement here is that growth is
1:22:52 proactively managed planned and
1:22:54 communicated in a responsible way that
1:22:56 retains our strong sense of community
1:22:58 and livability there are four different
1:23:01 objectives that we've outlined through
1:23:03 this process in this area as well as
1:23:06 three different success measures
1:23:10 environmental stewardship is another
1:23:13 area the goal statement there is
1:23:15 environmental resources are proactively
1:23:17 enhanced protected and stewarded really
1:23:21 harkening back to the fact that the
1:23:23 environment is a key defining feature of
1:23:25 Issaquah an area we heard lots of
1:23:27 comments in this area there are three
1:23:30 different objectives and four different
1:23:32 success measures which
1:23:33 than outlined and then in social and
1:23:38 economic vitality the goal statement is
1:23:40 an economically vital and diverse
1:23:43 community is supported by robust
1:23:45 businesses affordable housing and
1:23:47 supportive services this really relates
1:23:51 back to the fact that residential growth
1:23:54 has been outpacing job creation and
1:23:56 considerations about housing
1:23:58 affordability wanting to increase the
1:24:00 ability for people to both live and work
1:24:03 in the community more businesses and
1:24:05 more services and then supportive
1:24:07 services to help more of our vulnerable
1:24:09 populations and here there's three
1:24:13 different objectives and four different
1:24:15 success measures the next category is
1:24:21 City of leadership and services and the
1:24:25 goal statement here is that leadership
1:24:26 and accountability in the delivery of
1:24:28 public services for our growing and
1:24:30 diversifying community and this harkens
1:24:34 back to an understanding that our
1:24:36 community is becoming more diverse and
1:24:37 that putting a strong emphasis around
1:24:40 community engagement and using a variety
1:24:43 of different methods and integrating
1:24:45 those into city processes as well as
1:24:47 focusing in on service delivery and how
1:24:50 do we improve and have a some attention
1:24:52 around continuous improvement and we've
1:24:54 identified two primary objectives here
1:24:57 as well as to performance measures and
1:25:01 then finally infrastructure and the goal
1:25:03 statement here is an infrastructure
1:25:05 system that is planned designed built
1:25:07 and well maintained supports current and
1:25:10 future community needs and this is
1:25:12 really that the infrastructure provides
1:25:14 the underpinnings of the local economic
1:25:16 vitality the environment and our daily
1:25:18 lives it's a core function of the city
1:25:20 and the city has leveraged his growth in
1:25:23 the past and we really need to put some
1:25:26 additional emphasis on planning for the
1:25:28 future there's just one objective into
1:25:30 this one but it's significant and it's
1:25:33 putting plans and resources in place to
1:25:35 consider operations maintenance
1:25:38 replacement of infrastructure throughout
1:25:40 its lifecycle and really kind of
1:25:42 planning for that future ahead and
1:25:45 there's two different success measures
1:25:46 that were
1:25:47 line is part of this as well and then
1:25:50 finally because we know you know this is
1:25:52 the plan that we really comes to life
1:25:55 once we put it into action there was
1:25:57 some intention around building out an
1:25:59 implementation framework so that we
1:26:01 could effectively move this plan forward
1:26:04 it includes several tools includes
1:26:07 prioritization criteria there's also
1:26:10 this notion of have three buckets of
1:26:12 different work including a strategic
1:26:13 work plan a critical services work plan
1:26:16 and time the opportunities how do we
1:26:18 approach that work as it comes forward
1:26:19 to us and then there's also this this
1:26:22 annual schedule with a focus on
1:26:24 continuous improvement and following a
1:26:26 plan do check and adjust process so that
1:26:30 we can maintain our focus on planning
1:26:31 and implementation and checking and
1:26:33 evaluating and then learning and
1:26:35 refinement and then next steps assuming
1:26:42 we are ready to adopt the plan we will
1:26:45 immediately move towards implementation
1:26:47 we have plans for a Strad a strategic
1:26:50 plan and budget workshop coming up in
1:26:52 June and that's kind of that first step
1:26:54 as we start to enter that cycle where we
1:26:57 would start to look at some of the
1:26:59 potential actions and how those line up
1:27:01 with the objectives and goals in
1:27:02 preparation for the 2020 budget process
1:27:05 so we can begin implementation at that
1:27:07 point in time and then in July we'll
1:27:11 also hear some results from the National
1:27:14 Community Survey that's just the timing
1:27:17 on which we will be getting that
1:27:18 information and then in August we will
1:27:21 have a financial workshop to get some
1:27:23 additional content around better details
1:27:26 for what we're anticipating for the 2020
1:27:28 budget and readjusting and aligning as
1:27:31 we start to go into budget deliberations

1:28:04 - Oh for adopting our Issaquah the city
1:28:10 strategic plan is there a second I can't
1:28:14 moved and seconded is there discussion
1:28:19 who's going to say there's got to be a
1:28:23 discussion councilmember winter sangre
1:28:24 and hunt amenities there's a lot to look
1:28:33 forward to as an outcome of this work
1:28:36 over the years as I've participated in
1:28:42 the activities here in council worked
1:28:44 with staff a couple different
1:28:46 administrations now
1:28:49 there's always some labor involved to
1:28:54 understand what is our top priorities
1:28:57 today if we don't do something or if
1:29:02 we're gonna do something new what do we
1:29:03 not do in its stead and what part of
1:29:07 what has been lacking has been a
1:29:08 framework that gave us some road signs
1:29:12 and some guidance on how to actually to
1:29:17 prioritize how to weigh certain
1:29:20 strategic priorities against one another
1:29:23 I think what's important about this plan
1:29:27 in addition to the process and the level
1:29:31 of engagement and input we got a lot of
1:29:33 input it would have been great to even
1:29:35 get more but we have to move forward
1:29:38 because this is a tool that we want to
1:29:40 use as you can see and I appreciate this
1:29:42 slide up here that we have some
1:29:44 important work in front of us in
1:29:46 establishing like the budget that's
1:29:48 coming up for for next year and David if
1:29:51 you actually go back one slide there's
1:29:53 another element here I think it's
1:29:55 important I want to point out that if
1:29:57 you look at those three boxes in the
1:29:58 bottom left the work that what's in the
1:30:01 green there is what we've identified
1:30:03 that's part of the strategic work plan
1:30:06 but there's a lot not in this strategic
1:30:08 work plan that we still have to do as a
1:30:11 city those don't go away and of course
1:30:14 they we did they don't need to be
1:30:15 mentioned in here but your we're still
1:30:19 gonna we still have a lot of you know
1:30:22 critical functions and maintenance
1:30:26 activities and infrastructure things
1:30:29 that we do day to day those aren't going
1:30:31 to go away but what's also in this
1:30:34 frameworks what I think is important it
1:30:36 is is that a methodology for considering
1:30:41 them you know what to what to put in
1:30:43 what to prioritize what to put on a work
1:30:45 plan what to fund but also to
1:30:47 methodology to deal with new
1:30:49 opportunities that arise and and that's
1:30:53 some of the structure and the framework
1:30:55 that we haven't had here in the past so
1:30:58 I think there is there's going to be a
1:31:02 lot of work
1:31:03 in discussing and deciding upon what
1:31:07 order and how to prioritize and how to
1:31:10 maybe bring new things in that we didn't
1:31:13 consider and and what not to do but
1:31:15 previously we didn't have a framework in
1:31:18 which to work in so I'm I'm glad to have
1:31:21 got to this point I think the staff and
1:31:23 all my colleagues and everybody from the
1:31:24 community who participated thank you
1:31:26 Thank You councilmember we're just named
1:31:28 councilmember Rea well first thanks to
1:31:31 David and the planning team to our
1:31:33 consultants to my council colleagues
1:31:35 there was a lot of effort that went into
1:31:37 this but mostly thanks to the public
1:31:39 that helped make this plan really what
1:31:40 it is and to help provide the
1:31:42 information to guide the plan in to
1:31:44 online to priorities there was a
1:31:47 significant investment in time and money
1:31:48 in generating this plan and the plan is
1:31:51 not perfect but no plan ever is the
1:31:54 planning process has been valuable and
1:31:56 provide a great opportunity to engage
1:31:57 the public and to understand what was on
1:32:00 people's minds and where their
1:32:01 priorities were this is an important
1:32:03 first step in aligning our future vision
1:32:06 and our future investments ultimately
1:32:08 the strategic plan is a tool we're going
1:32:11 to need having to learn how to use it
1:32:12 and plan better to serve our community
1:32:15 I'm really supportive of this plan I
1:32:18 hope that we as a body can commit to
1:32:20 using this plan and that we can commit
1:32:22 to continuing to refine the plan and to
1:32:24 help us enhance the value that we
1:32:25 provide I am very excited to take the
1:32:30 next steps I'm very excited to see how
1:32:32 we use this plan and I'm looking forward
1:32:35 to the evolution of not only the plan
1:32:37 but the planning process Thank You
1:32:40 councilmember a councilmember hunt thank
1:32:44 so council Harbor a had previously
1:32:47 discussed about this plan having a
1:32:49 rolling five-year time horizon and that
1:32:52 it and the importance of this being a
1:32:54 work in progress and I think for me that
1:32:56 has been a really important important in
1:32:59 terms of my understanding of how the
1:33:01 plan will be used I have and have been
1:33:06 concerned for a while that this is a
1:33:08 plan that sets community expectations
1:33:11 and at the same time we also know that
1:33:14 probably cannot do all of the things in
1:33:16 the plan within the time window and let
1:33:18 the plan will change so this this is a
1:33:21 work in progress and it sets
1:33:24 expectations but it also hopefully sets
1:33:27 the expectation that this is what we
1:33:29 current our current council hopes to do
1:33:31 and then with time as budget realities
1:33:35 affect what we can actually do and as
1:33:37 well as when there over time as the
1:33:40 council changes and our priorities
1:33:41 change the plan itself will change and
1:33:43 it will be a living document I think we
1:33:48 are going to learn a lot from using this
1:33:50 in the budgeting process this year I'm
1:33:52 excited to see how it affects our
1:33:54 budgeting I think that as as we develop
1:33:58 to the plan we over time the plan sort
1:34:04 of became more detailed and I think that
1:34:08 the budgeting process by its nature will
1:34:11 will involve more refining and more
1:34:14 selecting and more prioritizing and so I
1:34:16 think as we use the plan for budgeting
1:34:19 we'll really see how it gets to work and
1:34:21 so I'm excited I'm excited about that I
1:34:24 also wanted to make sure to thank
1:34:27 everybody who participated in the plan
1:34:29 especially we did get a lot of public
1:34:31 comments and a lot of public input and
1:34:35 so I wanted to acknowledge all of that
1:34:36 whether it was excited disappointed
1:34:40 hopeful all of the comments that we
1:34:42 received they were all very helpful and
1:34:46 even as as late as this evening we had
1:34:49 comments on the plan and that it wasn't
1:34:53 finished and I think for me it is really
1:34:56 important that this is not a closed book
1:34:58 that we're just gonna we're gonna close
1:35:00 it this evening and then we're gonna put
1:35:02 it on a shelf and we're gonna look at it
1:35:04 every once in a while it's actually
1:35:05 going to be a living document and we
1:35:06 will update it and future councils will
1:35:09 update the plan so I'm excited to see
1:35:12 how this plays out in budgeting and I'm
1:35:15 supportive of the plan and thank you for
1:35:16 all the work and also thank you to the
1:35:19 community who really helped shape the
1:35:20 plan Thank You councilmember hunt deputy
1:35:23 council president parties so I am
1:35:27 proud to have participated in the city's
1:35:29 very first strategic plan for the city I
1:35:33 think the plan itself is ambitious and
1:35:37 and I think that is it is going to
1:35:40 evolve over time but I believe that
1:35:43 having this strategic vision is going to
1:35:45 be a very useful guide for years to come
1:35:49 and I also to echo councilmember hunt
1:35:53 see this is a living document and and
1:35:56 something that will evolve and grow over
1:35:59 time and look very much interested in
1:36:03 looking forward to being able to have
1:36:05 this plan as we go through our upcoming
1:36:08 budget session and just with our our
1:36:12 future projects our Issaquah I leave is
1:36:18 such a fitting title the vision sets out
1:36:21 the community priorities and they are
1:36:24 priorities that we all as a community
1:36:26 had an opportunity to discuss with one
1:36:29 another I really wanted to take an
1:36:32 opportunity to thank all of the Charette
1:36:35 participants the community and all of
1:36:37 the community members who reached out to
1:36:39 give feedback through through surveys or
1:36:42 coming to Council sending emails or just
1:36:45 talking to council members on the street
1:36:48 so all of that feedback was so important
1:36:51 and thank you to the project team to
1:36:54 David the staff the administration the
1:36:57 facilitators all of the consultants the
1:37:01 and and my fellow council members for
1:37:04 all the hard work in making this idea
1:37:06 and this plan become a reality thank you
1:37:10 are there any other comments before we
1:37:11 go to vote council president Mertz sure
1:37:14 so I will everyone else says I said most
1:37:19 everything that I would want to say I
1:37:21 just want to reiterate the community
1:37:23 this was a extraordinarily crafted
1:37:27 effort to engage all sectors of the
1:37:31 community both the business community
1:37:33 and residents and community activists
1:37:36 and community volunteers and
1:37:39 it shows in the in the strength of the
1:37:42 feedback city staff David and and all
1:37:46 the directors and and and folks who were
1:37:48 involved in this this is a great day and
1:37:51 so I have to quote Winston Churchill
1:37:54 because we've we've talked about how
1:37:57 this is you know this is not the end and
1:38:01 the important parts will be how we use
1:38:03 this going forward so I will quote
1:38:05 Churchill from 1942 after the Battle of
1:38:07 El Alamein now this is not the end it is
1:38:12 not even the beginning of the end but it
1:38:14 is perhaps the end of the beginning okay
1:38:18 good luck top I'm gonna plan on topping
1:38:27 anyone there have been some fantastic
1:38:32 mentions here and I would second
1:38:35 everything that I've heard so far I've
1:38:38 only been in on this toward the end so I
1:38:42 have come in and just seen with wide
1:38:45 eyes the huge undertaking that staff and
1:38:49 the consultants and council took on and
1:38:52 I am very appreciative of that seeing
1:38:55 just the tail end to discuss the
1:39:01 undertaking that the community did in
1:39:05 all of this feedback I would say thank
1:39:07 you and please use this to hold us
1:39:10 accountable the the goal here is that we
1:39:14 heard the community's input
1:39:17 yeah and condensed it down into a
1:39:21 strategic plan that we are then going to
1:39:23 use for policy making and budgeting
1:39:27 going forward and also performance
1:39:29 measures to measure our effectiveness of
1:39:32 that please hold us accountable use that
1:39:36 bring it up we want to make the
1:39:40 community proud with our use of this
1:39:42 document and calling the community to
1:39:46 continue to be involved in that I think
1:39:48 is essential for us making that a
1:39:51 reality

1:39:59 my fellow councilmembers I have asked
1:40:05 for and pushed for and was told we were
1:40:09 going to work on and get a strategic
1:40:10 plan all the way back to early 2012 I
1:40:14 believe and so this this is an exciting
1:40:18 day that we have a plan that we can vote
1:40:21 on I agree with the evolving document I
1:40:27 agree with all of the feedback and the
1:40:30 thank-yous to everybody who was involved
1:40:32 and very much looking forward to how we
1:40:36 use the document I will say however and
1:40:41 I want to make sure that I say it on the
1:40:42 night of the vote that I have a couple
1:40:44 of concerns one is that it is very broad
1:40:46 and I think we should have done a better
1:40:50 job of being more disciplined about
1:40:51 making this a narrower plan that's one
1:40:55 of my concerns and the second concern is
1:41:00 related to that and that is that I am
1:41:03 hoping that this doesn't become an
1:41:05 annual sort of de facto goal setting
1:41:08 which is what we used to do a few years
1:41:10 ago and you know when we get together
1:41:12 for a day and and all of us sort of
1:41:18 jockey lobby whatever you want to call
1:41:20 it you know for forgetting things and
1:41:22 prioritized for the following year based
1:41:25 on what we think is important and the
1:41:27 reason I'm concerned about that is
1:41:28 because I believe the plan is broad
1:41:29 enough that we can almost argue that
1:41:36 almost anything is important that's my
1:41:39 concern but again I want to reiterate
1:41:41 that I am excited that we have a plan
1:41:43 and I'm excited that we are going to use
1:41:46 it very very soon
1:41:48 as part of our first budgeting session
1:41:50 so I'm absolutely in support and again I
1:41:53 want to thank everybody for all of their

1:42:52 what kind of discussion had but there's
1:42:55 a topic concerning the single-family
1:42:58 suburban zoning and I was wondering if
1:43:01 in this forum I could get an explanation
1:43:04 of I could hear you know what happened
1:43:08 and why it may be coming a different
1:43:11 route okay great did you yeah did you
1:43:13 want to start with the chair I'm open to
1:43:17 anybody even stuff okay we could hear
1:43:21 from City Administrator and we could
1:43:23 also hear from the chair so well so so
1:43:26 we met about the single-family zone
1:43:31 agenda bill which was regarding duplex
1:43:35 and cluster development in that
1:43:37 single-family zone and we met about that
1:43:40 last month at Landon Shore and then it
1:43:42 was scheduled to have two it was
1:43:44 originally scheduled to have two touches
1:43:46 and the second touch would have been
1:43:47 last week and that meeting was cancelled
1:43:50 and the reason for that which the
1:43:55 administration can elaborate on if they
1:43:57 would like is that in the process of
1:44:00 addressing the questions that Landon
1:44:02 Shore had there was a question around
1:44:04 the bigger bigger context and that there
1:44:06 was a need for informational touch with
1:44:09 council regarding the
1:44:12 issue rather than having it go to land
1:44:15 in shorts to more narrowly address those
1:44:17 questions the administrator moon did you
1:44:22 want to add anything to that that's good
1:44:26 is that address your questions or didi
1:44:29 would you were you're interested in the
1:44:31 specifics of what the question well
1:44:33 maybe I'll have to watch the big so so
1:44:35 there were there there was a proposal
1:44:37 from the administration and this sounds
1:44:43 to me like the committee thought based
1:44:47 upon your comments just now that there
1:44:50 may be was some background and maybe
1:44:52 that all counsel needed and there's may
1:44:55 be a larger question for us to be
1:44:59 considering well I think that so and
1:45:02 committee members can correct me if I'm
1:45:05 or it can add but the committee had a
1:45:09 number of questions about what other
1:45:10 options we could have to address what we
1:45:13 saw as the problem that the bill was
1:45:15 addressing and then there was I guess a
1:45:18 discussion around those questions but
1:45:22 then there was from the administration I
1:45:25 need to give a bigger context for the
1:45:29 problem at hands which hadn't been given
1:45:31 to us at the April meeting and so that's
1:45:34 where we're gonna have an informational
1:45:36 item about the bigger context of that
1:45:37 though okay come back as an
1:45:40 informational item an ID and then but
1:45:43 there's a already a bill that's been
1:45:45 struck and that's gonna have tabs that's
1:45:47 gonna have to be concluded somehow I
1:45:50 think I think the chair did a really
1:45:52 good job of describing it they think in
1:45:54 general what we would like to do more
1:45:56 often than not is to have that first
1:45:58 conversation with Council with a memo
1:46:01 get direction before need be was formed
1:46:03 so this went to committee as an a/b and
1:46:06 after listening to the committee's
1:46:09 questions it's a significant issue and a
1:46:13 story to be told and perhaps going back
1:46:16 to the seven makes sense at this point
1:46:18 in time and and probably through landed
1:46:25 council city administrator moon thank
1:46:29 you I think the intent right now is as
1:46:35 the mayor discussed to bring forward an
1:46:37 ID memo which will provide hopefully a
1:46:40 little bit more of this context that has
1:46:43 been desired by committee members and
1:46:48 and I'll say others and that is
1:46:53 typically how we would want to start a
1:46:54 policy discussion is to bring forward a
1:46:57 memo chose not to do that in this case
1:47:01 originally but upon further thinking
1:47:04 seems like that would be advantageous so
1:47:07 we're gonna sort of restart bring
1:47:09 forward a memo it will not be going to
1:47:10 the full council except by way of being
1:47:13 part of the landed Shore packet so I
1:47:16 just wanted to clarify that the next
1:47:17 stop is an ID memo presentation and
1:47:21 discussion that Landon Shore then
1:47:24 pending Landon shores discussion and
1:47:27 direction back to staff the number of
1:47:30 things could happen it could be that we
1:47:32 take the previous agenda bill which will
1:47:37 be postponed indefinitely which is just
1:47:40 our way of saying it kind of dies as a I
1:47:45 was returned to Council we could then
1:47:47 take that framework build a new agenda
1:47:51 bill it may absolutely resemble the
1:47:54 first one it may be different depending
1:47:56 on the committee's input and then we
1:47:59 would bring that agenda bill to counsel
1:48:02 counsel could have the opportunity to
1:48:04 either take action on it or refer it
1:48:06 back to Landon Shore again for
1:48:09 conversation before choosing to act on
1:48:12 it at a regular business meeting and
1:48:14 we'll seek that sort of direction as
1:48:16 well at the next Lam in short committee
1:48:17 meeting it's good thank you I appreciate
1:48:23 wasn't so much process of my interest it
1:48:26 was like I was like what were the issues
1:48:28 so because I think it's important issues
1:48:31 and I did want to I couldn't ask any of
1:48:34 the committee members what they
1:48:35 discussed so I thought I'd do it in this
1:48:38 form but I guess I'm gonna go back and
1:48:40 watch the video to get those details
1:48:43 councilmember hunt and then council
1:48:45 president Mertz well so firstly I just
1:48:47 wanted to say thank you to accounts to
1:48:48 Myra winter Stein because I sort of had
1:48:50 the same I had the same feeling as far
1:48:53 as how do I communicate about what why
1:48:57 it was canceled this last second touch
1:48:59 meeting so I appreciate the opportunity
1:49:03 to discuss it and I think one thing that
1:49:06 was important to me was that we
1:49:09 discussed in the in well so two things
1:49:12 firstly letters were sent out to all of
1:49:15 the property owners in this zone and so
1:49:19 that was done before the ad went to the
1:49:23 land and Shore and before council
1:49:25 considered the a B so that that part of
1:49:28 the process has been done and there's
1:49:30 also extensive comments back from the
1:49:32 community about how about that bill and
1:49:35 so that's all in the documentation of
1:49:37 that last packet for April so I think
1:49:42 whatever we do with this bill it's
1:49:43 important that we take into account all
1:49:45 of the public feedback that we got on
1:49:46 the initial bill and then the other
1:49:49 thing is that one of the questions that
1:49:51 came up was about how many parcels are
1:49:54 actually affected by this and in my
1:49:56 subsequent discussions it's not only the
1:49:58 parcels but it's how many how big they
1:50:00 are and how many you could divide them
1:50:02 up into and so the extent of the the
1:50:06 extent of what's possible under the
1:50:09 current zoning versus under the zoning
1:50:11 that is in the proposed change was not
1:50:13 clear in my opinions to the committee at
1:50:15 our last meeting and hopefully will be
1:50:17 clarified to a much greater degree when
1:50:19 this returns to us
1:50:23 mr. president Mertz just to put a little
1:50:26 bit more color to it I'll just quote
1:50:28 from the minutes from the meaty from the
1:50:31 meeting need more info about how we can
1:50:33 better address the concerns of the
1:50:34 sycamore neighborhood the committee
